Reyes Sunday, May 18, 2008 Member-brokers of the Philippine Stock Exchange (PSE) voted yesterday to reelect the incumbent board of directors except for one who decided not to run this year. In their annual stockholders meeting, the member-brokers of the PSE voted to reappoint all 14 reelectionist directors and one new director. Businessman-stockbroker Robert Coyiuto did not run for reelection to allow him to attend to his personal businesses. Reelected were retired Supreme Court Justice Jose Vitug (who is also chairman of the PSE), ACCRA lawyer Francis Ed. Lim (bourse president and chief executive officer), former PSE chairman Vivian Yuchengco, David Chua, Eusebio Tanco of STI, William Ang, Alejandro Yu (who is also treasurer) and Eddie Gobing. Completing the seven broker-director line-up is Coyiuto replacement Ismael Cruz. Others reelected were independent directors Jose Luis Javier and Cornelio Peralta, Roberto Atendido (to represent other market participants), Anabelle Chua and Amor Iliscupidez (representing issuers) and Omelita Tiangco (to represent investors). Meanwhile, the PSE, in a bid to encourage more investor participation from outside of Metro Manila, plans to put up another digital display in Cebu similar to the one it has installed at the corner of Ayala Avenue and Paseo de Roxas in Makati. In an interview, Globaltronics general manager Valentin Munoz said the planned electronic display in Cebu will likewise be a partnership between PSE, Insular Life and Globaltronics. He revealed that talks are ongoing between PSE and Insular Life for the use of the latter’s building in Cebu. “This can happen by the last quarter of the year to middle of next year. The PSE believes that with 90 percent of stock market players and investors in Metro Manila, putting up this electronic display in Cebu can attract more participation from the Visayas,” Munoz pointed out. PSE and Insular Life last week launched their groundbreaking P45-million electronic display system in Makati, the first electronic strip in the Philippines and Asia to provide real-time stock market updates and business highlights similar to the Nasdaq display in New York’s Times Square. The project owes its state-of-the-art capabilities to Globaltronics, the country’s leading provider of digital display solutions and the exclusive Philippine distributor of products by Daktronics – the world leader in electronic display systems. For the PSE display strategically posted at the Insular Life building in Makati, Globaltronics utilized the Daktroniks ProAD electronic display system – a digital innovation that uses the latest LED technology to allow messages, graphics, animations and video clips to be changed, instantly eliminating the costs associated with producing and changing static and scrolling advertising materials. “The board will focus on business news. It will air news like forthcoming IPOs and other business developments in the Philippines economy,” PSE president Francis Lim earlier said. Operating from 6 am to midnight, the digital display will provide the PSE with a fixed airing time from 9 am to 12 am corresponding to the official trading hours of the exchange. The PSE will be further allocated 20 percent of the display’s non-PSE operating hours between 6 am to 9 am and 12 am to 12 pm for business-related updates. Munoz told the STAR that as part of the agreement, Insular Life will own the display after the fifth year. The first three years will be the cost recovery period for Globaltronics which shouldered all the expenses. On the fourth and five years, Globaltronics will share part of the advertising revenues with PSE and Insular Life. But even now, Insular Life benefits from the arrangement since it gets 20 percent of the total display time. Aside from news in business and finance, the display will also relay breaking news, entertainment highlights, government announcements and public service advisories. The information website Good News Pilipinas will feature the triumphs and victories of Filipinos here and abroad. The electronic display, according to Munoz, is unique since it allows for dynamic moving visuals to be shown over a curved display which measures 30 meters by 1.5 meters and boasts of a 4.3 trillion color display. It is also an all-weather board and is a photo sensor board that can detect changes in the amount of available outdoor light, allowing automatic adjustments in its brightness. Munoz added that the groundbreaking PSE-Insular life display has led to a new era in digital outdoor advertising. Compared to traditional outdoor advertising which uses static billboards, digital outdoor advertising uses dynamic displays that can change content easily. They can show moving visuals and can stream multiple advertisements over the same ad space, resulting to reduced visual clutter in Manila’s primary thoroughfares. Globaltronics has supplied various types of LED displays to establishments like SM Megamall, SM Mall of Asia, San Miguel Corp., Ayala Cinemas, Eastwood City, and the Araneta Coliseum for advertising and promotion purposes. Schools and public institutions like De La Salle University, La Salle Greenhills, the POEA, and the PGH Medical Foundation have also installed these displays for relaying vital information to the public. Yeah, the 13th is their monthly feast sugbuanon May 19th, 2008, 02:09 AM More tourists in Cebu THE Department of Tourism (DOT) 7 reported a 7.44-percent increase in visitor arrivals in Cebu from January to February this year from a year ago. DOT records also show that there was an 8.85-percent increase in foreign travelers and 6.25-percent growth in domestic travelers coming to Cebu for the first two months of the year. There were 127,561 foreign travelers and 147,638 domestics visitors, totaling 275,199 visitors. For the same period in 2007, there were only 256,146 visitors, the sum of 117,187 foreign travelers and 138,959 domestic visits. “Our focused marketing is paying off and the results of more chartered direct flights are showing. Cebu is becoming very well known as a good and ideal tourist destination,” said Tourism Undersecretary Phineas Alburo in a phone interview. Koreans still remain the top tourist market of Cebu, although their number dropped 14.71 percent 41,828 in 2007 to 35,677 in the first two months of this year. Koreans Alburo said Cebu is already very “well-known” in Korea. He attributed the “slight” decrease to be the result of Koreans visiting other provinces in the country that are recommended to them before making their stop in Cebu, which the DOT expects in the next few months. There is also a 42.95-percent decrease in the number of tourists coming from other Association of Southeast Asian Nations (Asean) countries, namely, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam. From 3,667 visitors in January to February 2007, the figure went down to 2,092 for the same period this year. The DOT 7 reported 40 travelers coming from Laos last year but none this year. And while there were 44 visitors coming from Myanmar last year, DOT recorded only one in the first two months this year. Visitor arrivals in Cebu from Europe are making a promising growth rate with 25.22 percent increase. In 2007, there were 12,852 travelers. This year, it went up to 16,093 travelers. Promising Tourists from Germany and United Kingdom are identified as the top two visitors of the province from Europe. Another promising tourist markets are New Zealand (with 33.33 percent growth in tourist arrivals) and Australia with 12.07 percent increase. Middle East tourists, though, posted a 17.04-percent decrease, with 857 visitors in 2007 and only 711 travelers this year. Alburo believes that with the country’s active involvement in activities among Asean countries, visitor arrival figures will increase. He added that the country is slowly penetrating the potential tourist market in the Middle East, such as Saudi Arabia. “Right now, we are trying to get Russians to come here because we found out that they wanted to visit a tropical destination, opposite to their cold climate. We are capitalizing on that. We are placing marketing representatives in Russia (and) tied up with travel agents,” he said. City councilor Nestor Archival, himself an advocate of recycling, will fly to Singapore next month to speak on behalf of the city government at the Rasa Sentosa Resort. Archival will tackle effective policies and regulations in managing waste problems in mega cities and effective waste management and outsourcing strategies for municipal waste. The other local government unit from the Philippines is Marikina City, which will be represented by Gloria Buenaventura, head of the city’s waste management office. The school campus, located in Talaytay, Argao, some 66 kilometers south of Cebu City, opened in 2006, with an administration building and a dormitory with 10 rooms for boys and 10 for girls, school director Dr. Florita Pontillas said. The school has already 25 students enrolled for the third year level, 25 for the second year and 40 for the first year. The students are full government scholars but Pontillas said they would have to pay P100 monthly for dormitory fee. The students were also required to pass the national examination before they could enroll with the PSHS-Argao campus. Remonde explained that the President placed emphasis on science and technology in her new approach to education. The city made the sale to Robinsons in June 2006 but the transaction was stalled after COA was prompted to have the property appraised owing to reports that the lot costs P15,000 per square meter, as opposed to the city’s selling price of P12,500 per square meter. Robinsons made a down payment of P180 million with the agreement that the balance of P400 million will be paid once the sale is finalized after COA signs the contract of sale. It was only recently when COA approved it after being convinced that the city’s selling price is valid. COA has also assured the setback experienced by the transaction will not happen with the South Road Properties but Mayor Tomas Osmeña remains apprehensive. “I asked them, what about the SRP? They said it will not happen again,” Osmeña said. The mayor said COA explained that the case of the NRA property “was a particular case beyond the normal workload” because COA does not really audit revenues but expenses. This is reportedly the reason why COA had to seek opinions from various experts before coming up with a decision. Dagooc Tuesday, May 20, 2008 The government of New Caledonia will be ordering more vessels from Cebu in the next two to three years to fuel the development of its tourism industry. In an interview with Alain Descombels, president of New Caledonia’s Commission of Economic Development, he said that the competitive price as well as the world-class quality of vessels made here prompted his government to have all his vessel requirements in the next few years be made in Cebu. Descombels, along with other 13 New Caledonian businessmen and government leaders were in Cebu recently to inspect the construction of the US$20 million vessel now being constructed at the Aboitiz-owned shipbuilding plant FBMA Marine Inc., in Balamban. According to Descombels, his government considered other shipbuilding facilities all over the world, like Europe, France, Australia, Norway and Sweden, but quality of craftsmanship in the Philippines for shipbuilding has impressed them. “We hope to order more vessels [from FBMA] in the next two to three years. Vessels are very important tool for the development of our tourism industry to link the islands,” he said in a press conference. New Caledonia is the second biggest nickel producer in the world, next to Russia. Descombels said aside from the nickel industry, the government is also up on developing the potential of its tourism sector, he said. The French territory New Caledonia government is commissioning FBMA to make a 34-knot Catamaran ship that could accommodate a total of 300 passengers and 60 cars. The vessel’s completion and delivery will be on September this year. He said after the delivery of the first order of Catamaran vessel from FBMA, the government may order at least two to three more ships in the next few years. He added that quality of the boat is a very important factor that could withstand the rough waters within the New Caledonian seas. Cebu’s shipbuilding industry has now started to gain attention from the world market. FBMA for instance has been making vessels for Europe, United States, Australia, and some parts of Asia markets. Last month, FBMA has completed its 23rd vessel the hull 1025 Catamaran ordered by Pentland Ferries in Scotland. FBMA is operating at the West Cebu Industrial Park (WCIP) in Balamban. It has a total of 500 workers. The first vessel constructed by FBMA was a 50-knots 45-meter Tricat for the Hong Kong-Macau route. Ayers, president of consumer management of Convergys, said yesterday. According to Ayers, Filipino workers have good technical skills and great customer service skills. The new BPO centers will be in Cebu, Quezon City, Laguna, Manila and Makati. The addition of five new contact centers increases the local operation of Convergys by almost 50 percent. Ayers refused to say how much Convergys is investing in the country saying only that with the additional sites, the company will have a total of 14 contact centers in the Philippines. “The Philippines is our second largest location after the United States,” Ayers said. First to be opened is the Cebu branch located in Asiatown IT Park. Currently, Convergys has two centers in Cebu. The new Cebu branch will have 450 seats and will employ 650 people. Ayers said the Cebu branch will be opened in August. In November, Ayers said the 575 seat contact center in UP Science Park will open. It will generate 850 new jobs. I fly a couple of times to Davao and CDO via MCIA, and my brother hates to pick me up in the airport because of the corrupt practices. And also with regards to the beggars and mendicants: I had a German friend who visited the city a couple of months ago who was furious after he was apprehended by authorities for giving money to some badjaos in F. Ramos St. Apparently he had no idea we have anti-mendicancy laws in effect here (but it's rather poorly implemented.) He had to pay the police double the amount he gave to the beggars. But soon after, he reported the incident to Sunstar, which reported the incident in their blind items column (I forgot the title of the column, basta it's a daily column...). The badjaos are the worst of the beggars, they're persistent and impolite. Swaziland royal couple visits Cebu Saturday, May 24, 2008 Despite the downpour yesterday, the scheduled visit of Swaziland royalties here pushed through. The private plane carrying King Mswati III and Her Royal Highness Inkhosikati Lankambule touched down at the Mactan Benito Ebuen Air Base yesterday. Cebu Governor Gwendolyn Garcia, who had a brief conversation with the royal couple at the Mactan International Port Lounge, said that Mswati was not bothered at all when they were met by heavy rains as these signify “good luck and blessings” in South Africa, just like in the Philippines. The visit of the king and queen here was considered “part of their private time”. Their official State visit is scheduled tomorrow, Sunday, wherein they will be formally received by President Gloria Arroyo in the Malacañang Palace. At lunchtime today, the Cebu provincial government will be hosting a luncheon for King Mswati and his 13th wife, Queen Lankambule and the rest of their entourage. Late in the afternoon, the royal couple will proceed to the province of Bohol for sightseeing of its tourist spots like the Chocolate Hills, among others. Mswati currently has 13 wives with 23 children. His later father had 70 wives with over 1,000 grandchildren. Mswati is the second of 67 sons of the elderly king and the only child of Ntombi Tfwala. He was introduced as Crown Prince in September 1983 and was crowned King on April 25, 1986, aged 18 years and six days, making him the youngest reigning monarch. Garcia said that the king is inviting her to come and visit his country considering that the governor will be in South Africa on October to showcase Cebuano furniture, home furnishings, gift items, among others. “We are so honored that he chose Cebu,” Garcia said. The governor added she is so glad that the 40-year-old king asked her about Cebu’s tourism potentials, tourist arrivals and about direct flights available here to other countries. Prior to the arrival of the royal couple, Swaziland Ambassador Mpumelelo J.N. Hilope in a press conference said that their country is so “impressed of the beauty of the Philippines and the warmth and hospitality of its people.” He said that his country and the Philippines will be forging a more concrete cooperation and ties especially in the tourism aspect, garments, textile, education and medicine. The ambassador explained that though they have diamond mines, they are not exploiting these precious resources considering that these are not renewable. It was also an amateur astronomer in Cebu that discovered the second red spot in 2006. That has since been dubbed Red Spot Jr. of Jupiter. A Reuters news agency article said that Christopher Go of Cebu helped locate the third red spot. Go, a businessman, was the amateur gazer who discovered Red Spot Jr. two years ago. But Go told the Inquirer Friday it was a friend of his, Tomio Akutsu, a Japanese national in his 50s, who lives in Barangay Mabolo in Cebu City, who actually caught the first images of the latest red spot in the pictures Akutsu took of Jupiter. The new discovery is much smaller than Great Red Spot and Red Spot Jr., scientists said on Thursday. The Great Red Spot has been visible for as long as 350 years. The third red spot arose from a white oval-shaped storm, and its change to a red color indicates that the storm is swirling up high into the Jovian atmosphere, the international team of planetary scientists said. Images taken by the orbiting Hubble space telescope and the Keck telescope in Hawaii may support the idea that climate change is under way on Jupiter, the largest planet in the solar system. The gas giant's temperatures may be changing by 27 to 36 degrees Celsius, perhaps driving more turbulent storms. Just a pastime Taking shots of the planet early in the morning is Akutsu's pastime. Akutsu serves as manager of BP Dental, one of the companies operating at the Mactan Economic Zone 2 (MEZ 2). Just like other amateur planet watchers in Cebu, Akutsu wakes at dawn to shoot the planet. Little did he realize his photos had captured images of the new spot, Go said. Akutsu posted his pictures on the Internet so that the rest of the astronomical community could view them. Dynamic planet When Dr. John Rogers, the Jupiter section head of the British Astronomical Association, analyzed Akutsu's photos along with that of Anthony Wesley, another amateur astronomer from Australia, he saw the third red spot, Go said. "Dr. Rogers alerted the astronomical community about the existence of the third red spot of Jupiter on the last week of February," Go said. According to Go, amateur astronomers like to take photos of Jupiter since it is a dynamic planet and its cloud patterns always change. Cebu's amateur astronomers usually take photos of Jupiter--which can be found at 60 degrees above the southern horizon--at 3:00 a.m. Collision in August The team at the University of California Berkeley said all three spots represent storms and must be towering above the methane in Jupiter's atmosphere. "If this spot and the Great Red Spot continue on their courses, they will encounter each other in August, and the small oval will either be absorbed or repelled from the Great Red Spot," Michael Wong of Berkeley, who worked on the study, said in a statement. Go said amateur astronomers in Cebu were elated that both Red Spot Jr. and the third red spot were discovered by one of their own. Red Spot Jr. Go himself became famous in the astronomical community in 2006 when he discovered Red Spot Jr., which was formed from the merger of three white spots that began between 1998 and 2000. Go, a physics graduate from the Cebu City-based University of San Carlos, had been monitoring Jupiter's storms for several years using his Celestron C11 telescope when, one morning, he saw the white spots on the planet's southern hemisphere turn red. The Cathedral Museum of Cebu - An ecclesiastical museum of the Archdiocese of Cebu that contains some memorabilia of Ricardo Cardinal Vidal and Julio Cardinal Rosales, text panels detailing the history of Christianity in the Philippines, an old panoramic photo of the Cathedral and its environs, old books and documents, religious icons made of wood and ivory, church accouterments, etc. 4.) Yap-Sandiego House - Though not yet officially open as a museum on ordinary days, the house is open during special events and occasions. It is basically a lifestyle museum that features old furnitures, chinaware, and other fixtures that gives one a picture of what a typical Pari-an household was during the Spanish era. The house is located in Pari-an, a district where Chinese-Filipinos and other prominent personalities of the city once lived. 5.) Casa Gorordo - A house built by Alejandro Reynes and bought by the Gorordo Family. A scion of the family, Juan Gorordo, became the first Filipino Bishop of Cebu. The report, Doing Business in the Philippines 2008, was launched over the weekend by the International Finance Corp., a World Bank subsidiary, in partnership with the National Competitiveness Council and the Asian Institute of Management Policy Center. The study found that Philippine cities share the same legal framework, but they differ in implementing national regulations, and that affects their competitiveness. It says starting a business only takes 15 procedures in Taguig and Marikina, compared with 23 in Davao and 22 in Pasig and Valenzuela. “Cities could follow the example of Taguig and cut the requirements to obtain the business permit,” the report said. “Or even better, why not eliminate the requirement to obtain a business permit for low-risk general commercial activities all together?” Starting a business in Lapu-Lapu costs something equivalent to 17 percent of income per capita, much smaller than 44.6 percent in Las Piñas and 37.2 percent in Makati. The report cites Davao for the ease of building a warehouse there. “If you decided to build a warehouse in Davao, dealing with all the construction-related procedures would take you 60 days, three months less than the average in Metro Manila cities and placing Davao among the world’s 10 fastest cities to complete construction-related requirements,” the report said. It cites Mandaluyong for the ease of transfer of ownership. Transferring the title of a piece of property takes only 21 days there compared with six weeks in Mandaue. Globally, starting a business in a Philippine city takes an average 18 procedures and 35 days, and costs 27 percent of income per capita. That’s about the same time as in China—which ranked 100 out of 178 economies on the time it takes to start a business—and at a similar cost in Fiji, which is ranked 97th in the cost of starting a business. Compared with their counterparts abroad, Philippine cities do well with respect to the time it takes to transfer the title to a piece of property, but they lag behind in the number of procedures to start a business or deal with construction licenses. It takes on average 32 days to register property across the 21 Philippine cities that it covered—the same as in Austria, which ranked 56th globally in this category. By contrast, the 18 procedures required on average to start a business would put Philippine cities toward the bottom of the 178 economies ranked by the number of procedures to start a business. The report covered three areas of regulations—starting a business, dealing with licenses, and registering property. “Variations in city regulations, or in implementation of national regulations, can promote or constrain local business activity,” the report said. It says simple administrative reforms at the local level can make Philippine cities more competitive, both nationally and globally. “Cities can learn from each other and adopt good regulations and practices that already exist in the Philippines,” said Zenaida Hernandez, one of the authors of the report. Jesse Ang, IFC resident representative, says the report allows cities to identify opportunities for even faster progress. The report says that if a Philippine city adopts better practices in the three areas covered, the country would rank better in the global report covering 10 topics. By reforming these three areas alone, the ranking of the Philippines, as represented by Manila in Doing Business 2008, could improve by eight positions. The report says cutting the time to get construction licenses and utility connections to build a warehouse to the level of Davao’s two months would put the Philippines ahead of New Zealand, which is ranked no. 7 globally in this area. “City-level rankings are becoming increasingly important in a globalized world, where specific locations, rather than countries, compete for investments,” said Federico Macaranas, executive director of the AIM Policy Center. Twenty minutes into my six-month stay here, I found myself standing by a grassy embankment a few hundred meters from the Mactan airport, dumped by an irate taxi driver when I refused to pay the P150-fixed charge to my boarding house in Gorordo. I tried to keep my righteously disdainful look on, but it was hard with rain dripping from my hair. It seemed the city hated me at first sight. Cebu, I soon found out, had a secret language all its own—I was doomed to getting dumped on some nameless road unless I learned it. No way was I standing on that embankment ever again. I resolved that my first lesson in the language was to find my way around. I’ve never seen a map of the city, but I paid attention when my Cebuano friends toured me those first few weeks. Despite my poor sense of direction, I began to notice that Cebu’s streets make no sense at all. Driving down the twisting streets that defied planning logic, we would end up back where we started by going in the direction away from it. On the other hand, supposedly parallel streets would lead to opposite sides of town. Traffic flows in at least 10 different directions at the Gorordo and Mango intersection. Only one traffic light acts as referee. In any other city in the world, it would be a pedestrian’s nightmare. But not in Cebu where jaywalking is a foreign word. At least four streets are named Osmeña in this city alone—Osmeña Boulevard at the Capitol, S. Osmeña along the pier, E. Osmeña in Banawa, J. Osmeña near Mango—even a Fuente Osmeña rotunda where the traffic routes are crazier than at the aforementioned intersection. Curiously enough, I’ve never met a Cebuano who confuses any of the streets. Having a car is one matter, commuting another. My first weekend, I decided I wanted house supplies from SM. I asked my neighbor for directions since all my Cebuano friends were out. “Take the 13C to Ayala,” she said, “You’ll find the right jeep from there.” Not knowing what a 13C was, I took the first jeep I saw and said I wanted to go to Ayala. All the passengers vainly tried to hide their laughter. A kind soul said Ayala was “duol na”, and pointed to some vague, opposite direction. This jeep would take me to Colon, he said, where I could get a ride to SM. Who would have thought even Cebu’s jeeps had an alienating code? It wasn’t long, though, before these oddities began to fascinate instead of baffle me. The crazy streets to me now are like secret passageways that somehow all lead to my street. It delights me that every road is connected to every other road, no matter how inconceivable it seems. I relish giving out jeepney codes like a natural when a stranger asks for directions. And it didn’t surprise me to see bars and restaurants popping up everywhere when the national economy was supposedly at its worst—Cebu is a city you accept, not attempt to understand. Until you know this, you can never fully appreciate its charm. I should have known it from the way I got out of that first sticky situation. There I was, alone on the highway, with nothing but my staunch principles, a suitcase, and a box of worldly possessions at my feet. I was getting wetter by the minute and no passing car seemed to care. Suddenly, rounding the bend was an empty taxi that stopped in front of me. The driver agreed that I pay by the meter. Exhausted, I exchanged only a few words with him, who thankfully did not force a conversation. When we got to the boarding house, the driver even helped me carry my things! I couldn’t believe my change of fortune. I made a mental note to thank him profusely after paying my fare. As I opened my mouth to say “Salamat”, he stopped me with a barely audible yet definite “I love you”. I couldn’t say anything, and he didn’t wait for my reaction. He simply rode off in his white taxi, never to be seen again. No matter that my knight in armor looked like a cross between the April Boys and the Reycards, complete with longish hair, an earring, and oversized shades. On the other hand, supposedly parallel streets would lead to opposite sides of town. Traffic flows in at least 10 different directions at the Gorordo and Mango intersection. Only one traffic light acts as referee. In any other city in the world, it would be a pedestrian’s nightmare. But not in Cebu where jaywalking is a foreign word. All I can say is "welcome to a big city" hehe..
