LAPU-LAPU CITY, Philippines – With Mayor Arturo Radaza and wife Paz dancing the cha-cha, the mood for Lapu-Lapu City was one of optimism.

This was evident in Sunday night’s awarding of Lapu-Lapu’s top 20 taxpayers.

Mayor Radaza also said efforts are being made to restore communication lines between the Lapu-Lapu city government and the Cebu provincial government in their dispute over the city’s plans for a P10-billion reclamation project.

Radaza announced plans to make Lapu-Lapu City an Asian version of the famous Silicon Valley in California, a haven for computer wizards and information technology.

^^ Mayor Radaza is so fuckin' naive! Jeez! First that god-aweful reclamation project proposal, and now this, just when I thought that his proposals couldn't get any more out-of-touch with reality.

There is no fuckin' way Lapu-Lapu City or Metro Cebu, for that matter, could become Asia's "Silicon Valley."

We have loads of cities in the Asia Pacific Region that are more financially/economically/academically capable and prepared for this title.

To mention some:

CEBU CITY, Philippines – The Office of the Cebu City Planning and Development wants a stop to the ongoing construction of the new Social Security Services (SSS) building along Osmeña Boulevard in Cebu City.

City Planning Officer Paul Villarete said his office recommended that a cease-and-desist order be issued to the contractor until the firm can show the permits for the project.

H.S. Oaminal Construction, the contractor of the project, was not able to present any permits, during an ocular inspection conducted by the Office of the Building Official (OBO) last Monday.

The contractor of a proposed SSS building has started excavating without an excavation permit from OBO.

Nilo Lastimado, records section officer of OBO, said the office has not issued any excavation permit for the project.

Joel Reston, the zoning administrator, said the contractor applied for locational clearance from the zoning department but the company had not yet paid the processing fee for the locational clearance which costs P113,512.

The project has an estimated construction cost of P11 million.

The three-story building, which will have a roof deck, will house the SSS Cebu branch.

The 5,820 square-meter property used to be the site of the old SSS.

Engineer Bong Emborgo, SSS-Cebu building administrator, said it is a project of their main office in Manila and is projected to be finished next year.

But OBO chief Josefa Ylanan said the construction started without the necessary permits which should be processed by the contractor.

“Officially they are not supposed to do the construction because they don't have any permits except for a temporary electrical permit for their bunk house,” Ylanan said.

She said that before any construction, a contractor should process the locational clearance to get a building permit. Once a building permit is issued they don't have to file for an excavation permit since it is already part of the building permit.

Lastimado said he advised two people from the project who filed for an excavation permit, to process first their locational clearance so that they could start their construction while waiting for the building permit to be processed.

Lastimado said the two men told him okay since their locational permit is nearly finished.

He said they then left and never returned.

But since they have not paid anything for the processing of their locational clearance, they are not yet entitled to do any earth movements.

“They are not allowed to start construction work because their location clearance is still pending and so they don't have a building permit,” Reston said.

The construction site is covered with blue canvass blocking any view from the sidewalk and preventing anybody from knowing what is going on inside.

A security guard at the construction site said the project started last month with only a backhoe and a few construction workers working on shifts.

Cebu Daily News tried to get the side of the contractor and its project engineer but they refused to comment on the issue.

City Planning officer Villarete said he might issue a notice of violation to the contractor if it’s proven that they have not processed the documents before doing any construction work.

CEBU CITY, Philippines – The plan to set up an international port in Liloan, northern Cebu, is likely to be realized, port officials said Tuesday.

Angelo Verdan, general manager of the Cebu Port Authority (CPA), said a feasibility study on Liloan was conducted by a Japanese agency in 2002, and was updated recently.

Liloan would be an advantageous spot because of new circumferential roads servicing the town’s pier area, he said.

The international port proposed for Liloan would be 120 hectares in area and will have a berthing area 15 meters deep, which would allow it to accommodate even large international vessels.

The berthing area of the Cebu International Port (CIP) is only 8.5 meters deep, which is unable to accommodate the latest models of international vessels, Verdan said.

He added that the CIP’s berthing area could not be dredged deeper, otherwise the port would collapse.

Apart from Liloan, the town of Cordova in Mactan Island is also being eyed for the development of a small international port to accommodate international vessels crowding pier 6 at the CIP.

A feasibility study has yet to be conducted for the planned port in Cordova.

Verdan said the port in Cordova would take time to implement because special clearances may be needed, considering the town’s proximity to marine sanctuaries.

Just relax. Well just wait and see what the Cebuano leaders can do for this. Im not a pro-Radaza but I trust some Cebuano leaders when talking about economic reforms. I trust Mayor Tom and Gov Garcia.

Ive heared many years back about this "Silicon Valley " thing. We never know that our political leaders and the private sectors have now started working on it.

Ok so after reading the Myspace thread I jumped on the bandwagon and became totally obsessed with it - now that the Myspace obsession has died down, I've become hooked on Facebook!! I love it! I think it's so much better then Myspace and Hi5 and all those other 10 million sites that exist . . . At first I wasn't too keen but my friend made my profile for me . . . I was told "it's at a 'university' level and doesn't have any bogans or teeny boppers" I guess what she meant was that it's a bit more "mature" then the other sites . . . Ok it's hard to explain! But i'm totally hooked on it now and it's really not helping with all this uni work that I have to get done!!
Does anyone else use Facebook??

i finally had the guts to enter those so-called high end clothing retail outlets at Paseo Solana--di man gud ko gusto magsulod-sulod ug ingon ana, kay lain kaayo ang feeling na naay salesperson magsunod-sunod...unsa ko kawatan?

i must say that somewhat, murag ilang gi-insulto ang market sa Cebu...

try mo ug tan-aw sa mga baligya, staple products ra, ang uban pa gyud, daghan ug kaparehas ug nawong sa TSB (read: Tabo sa Banay)

i finally had the guts to enter those so-called high end clothing retail outlets at Paseo Solana--di man gud ko gusto magsulod-sulod ug ingon ana, kay lain kaayo ang feeling na naay salesperson magsunod-sunod...unsa ko kawatan?

@Nito: Actually para nako dili siya insulto kay the same ra man pud ang gibaligya sa ilang stores sa Manila. Kuan lang gyud, I think tanang klase nga clothes naa sa ukay-ukay/tabo-tabo so if you're not brand conscious and if mu-effort lang g'yud ka ug ukay, you can get those branded clothes, nga lahi ang brand, at less than half the price of their mall counterparts. I think gani kanang gibaligya sa mall kay gikan ra na sa ukay-ukay unya gienhance ug gibutangan ug brand then times-two dayon ang price. :lol:

Radaza said the Mactan North Reclamation and Development Project (MNRDP) will be the site of the city’s version of Silicon Valley.

To prepare for this, the mayor said strengthening the city's computerization program will jumpstart this “ambitious plan.”

“We are not just after the development of call center employees that is today's trend...we want to product experts in advanced computer programming, capable of becoming entrepreneurs engaged in the business of future value-added products and new beyond the bend technologies.”

At present, he said, the city has distributed 470 computers to different high schools in the city.

Teaching basic computer knowledge is extended more to students studying in small islands such as Caubian and Pangan-an, said Radaza.

I'm sure he had very ambitious plans in mind or what could obviously be just another political grand standing.

1. Why would you want to have a reclamation project in mactan when a vast area of land in the island is either barren, untapped or illegally settled?
2. If he does want to produce the next Bill Gates, putting in computers in classrooms is not really the way to do it.

To produce competent programmers and software engineers, one must need to start at the very basic requirement to become a good programmer: The ability to conceptualize and analyze. A good programmer does not need a computer to produce good programs. A real programmer only needs the trusty yellow legal pad and a pen.

Obviously, the honorable mayor had either consultants who don't know the slightest thing about their own project or just as politically ambitious as he is.

If an institution would like to produce analytic geniuses, you do not give them computer units, you'd just be teaching them to be too technologically dependent.

What one needs to invest on are effective educational programs.

1: Read, Write and Arithmetic. To help the analytic minds of our little tots of the future, you need to work their minds out. One may not realize but fun 2D and 3D puzzles are very mentally stimulating. Lego's and building block toys are the first steps to analytical and creative minds. Programs that would make learning a fun experience. i.e Identifying letters through letter blocks. Reading and spelling by arranging the blocks, counting objects, space orientation and association. The rubix cube is another type of a very helpful puzzle.

2: Comprehension, Creation and Analysis. Pages and pages of problem solving exercises involving real world scenarios and mathematical equations alike. Mental Exercises such as the unbeatable arithmetic table and fast flash cards. By all means, students must be taught not to be dependent on computers and calculators. Instead, they must posses the ability of having computers in their own brains.

3: Music and Arts. Psychological studies have shown that the music of Wolfgang Amadeus Mozart can actually stimulate the brain. Being able to tap and use this phenomenon on today's children can actually develop their abilities to exercise their minds. Activities such as music making and artistic works can enhance the child's creative mind.

4: Invest on children's health. Not only on their physical well being but on their emotional and mental well being as well. If these kids do not have anything to eat or are not eating right, even if you give them Computer units in both their homes and classrooms, for as long as they are not mentally, physically and emotionally healthy, you would just be breeding the same incompetent batch of graduates too hooked up on the latest cellphone models, the latest computer games and the unending day dreaming habit of having a better life.

People have underestimated the benefits of good ol' manual labor. We seem to have forgotten that it is manual labor that has brought us into this age of technological advancement and what we do not realize is that it is our dependence to these advancements that has led us to our very own doom.

Rule over technology, don't let technology rule over you.

That's actually a product of being colonized by several empires. If you try to look at the downtown area, you will see familiar european "asterisk" grids. Over at the capitol site, the very much american quadrangle grids. It is actually one of the charms of the city. A city marked by History and continues to make History.

I just read from a book bro that gridiron streets are no longer the "in thing" in urban planning.

I can't explain it somehow but a perfect example would be Cebu Business Park which was designed by Palafox... If you've noticed, there are no gridiron roads there, hehehe....

Anyway, kanang Pasil Area, grid na siya actually, wala lang commercial buildings kundi puros mga informal settlers.



Gaisano Fiesta Mall in Talisay, I think they will transfer the cinemas in the expansion bldg.

maybe if the mayor offers generous tax-incentives and other cuts (like those on power charges) to potential investors, and offer similar incentives to current downtown occupants who would scale up their properties (or punitive taxes to those who refuse to cooperate), then a new downtown like one portrayed below could be achieved...

The banner looks okay however, it shows a limited skyscraper. I have seen the business district of Cebu, the hotels in Mactan and Mandaue. It would have been better if there is one picture that shows all these buildings and it will depict the reality that Cebu has gone so far, with respectable skyscraper, the queen city of the south and the largest after Metro Manila.

I just know lately, nga ang Pinoy style nga martial arts which is arnis or eskrima ba to, kay usa sa pinaka-deadliest nga martial arts sa kalibutan. Gina-feature ni sa Fight Science sa National Geographic.

Correct me if i am wrong, but the technique used by Jason Bourne in Bourne Trilogy is eskrima.

This was evident in Sunday night’s awarding of Lapu-Lapu’s top 20 taxpayers.

Mayor Radaza also said efforts are being made to restore communication lines between the Lapu-Lapu city government and the Cebu provincial government in their dispute over the city’s plans for a P10-billion reclamation project.

Radaza announced plans to make Lapu-Lapu City an Asian version of the famous Silicon Valley in California, a haven for computer wizards and information technology.

UPSCALE real estate developer Landco Pacific Corp. (Landco) is ready for Cebu City Mayor Tomas Osmeña’s inspection next week as it has already completed rehabilitation and construction of six water detention ponds at Monterrazas de Cebu.

The detention ponds, which has a total capacity of more than 10,000 cubic meters of rainwater, was among the conditions set by the mayor before reinstating the development permit of Monterrazas de Cebu.

The project—which covers an area 210 hectares, involving the upland portions of Barangays Guadalupe, Tisa, Labangon and Sapangdaku in Cebu City—was blamed for the landslide that affected Sitio Dakit, Barangay Guadalupe in April this year. The incident prompted City Hall to suspend the development permit of Landco.

Zenaida Quibranza, Landco operation manager, said the company has already “made substantial compliance” to the conditions set by the Mayor to instill “mitigating measures” to avoid another landslide.

Landco spent P20 million to construct the facilities. Aside from the detention ponds, the company reported that the construction of retaining walls is 60 percent completed.

Landco, through a contractor, flew in 10 Ifugaos who are skilled in the construction of retaining walls by using manual labor.

The Ifugaos, whose ancestors are known for the Banaue Rice Terraces, are considered “experts” in slope protection.

Slope protection

The company is the first to use the “coco-matting technology,” which involves the use of coconut husks to cover slopes and prevent erosion. After the coco mats were set in place, seedlings were planted on the slopes to hold the soil.

Shella Sarmiento, Landco marketing manager for the Visayas and Mindanao, said the revocation of the project’s permit did not affect the sales of lots in Monterazzas de Cebu.

In May, a month after the landslide, Sarmiento said the sales were “very good.”

“When our customers go to the site, they can see that we are complying (with the conditions of the Mayor),” she said.

She added that most of the buyers also understand the company’s plight as it was an “unfortunate incident” that “we did not mean to” happen.

At present, 50 percent of the lots located at the property’s peak and another 60 percent of lots in the Northridge—located in the middle of the project—have already been sold.

Sarmiento also observed that 50 percent of the project’s Cebu-based buyers paid in cash. For this month, though, most of the inquiries about the project were from balikbayans (overseas-based Filipinos who visit the Philippines).

Although the months of June to August are considered “lean months,” Sarmiento said the company still received a “sustained” number of sales.

Landco announced, though, that in two to three months, it will have adjust its rates by 15 to 20 percent.

Depende ra sad kung asa ka dapit kay diri sa amo-a sa Lapu-Lapu, wala pa mi kasuway ug un-ana and MCWD ang among gigamit. Didto sad sa balay sa among lola sa Lahug, wala pa sad mi kasuway ana. Pero at least Cebu itself is a walkable compact city. You can walk from Colon to Capitol in a jiffy without worrying to be hit or have a heat stroke, thanks to Parson's Plan of Jones Ave. :)

Pero I want to taste walking from Opon Mercado to Cebu City proper and Capitol. :D I've tried Opon to Banilad. :D

Being known globally for its rich underwater dive sites, the town of Moalboal is being viewed by its tourism industry stakeholder as a haven for the huge scuba diving market however one resort owner stressed the importance of preserving its rich coral reefs.

The town of Moalboal is a 4th class municipality in the province and extends as a peninsula in the Southwestern tip of Cebu, bordered to the west by the Tañon Strait and nestled between the towns of Alcantara and Badian.

In an interview with Swedish Michael O. J. Pettersson, owner and general manager of Moalboal-based Kasai Village Beach Resort, he said that divers are a huge market segment and it fuels the rapid growth of Cebu’s tourism industry.

He said that around 50 percent of foreign market that visits the Philippines are composed of divers and these client segment stay in the country for a longer period of time than other transient tourists.

In his resort alone, he said that 85 percent of their client-base is composed of divers and then 90 percent of which are foreigners mostly coming from Europe and the United States.

Pettersson said that the diving industry is the prime mover of Moalboal’s tourism growth and without its rich marine diversity; both foreign and local tourists will not be frequenting their area.

So he stressed the need to educate major tourism stakeholders of the importance of preserving our underwater natural resources.

“Divers are a big market for us in Moalboal but the only reason that these people go here is because of our dive sites’ rich aquatic life so protection and preservation of these resources is very important for every diving business because it is what we sell,” said Pettersson.

He added that without their place’s beautiful reefs, no tourist would want to come over; but he agreed though that it would actually take long period of time for locals to understand and learn to protect these natural resources.

Since the 1970s, Moalboal has already developed a tourism industry based on diving and beaches alone. The municipality had the only two white sand beaches on the western shore of Cebu Island, the Panagsama Beach, where most resorts in the town were established and the White beach at Barangay Saavedra, which used to be a quieter beach that locals frequent and has been recently developed.

Since Moalboal is a peninsula it is a town almost entirely surrounded by water so majority of the people who live in the flat lands engage in fishing as their main mode of livelihood while for those who live in the mountain regions, like Agbalanga and Bala, live through farming. – Rhia de Pablo

Impressed with their stay in the place, two foreign visitors ended up promoting the town of Daanbantayan in their websites.

It was learned from Daanbantayan municipal tourism officer Gregg Rubio that Skip Ellsworth, an American national married to a Boholana, owner of Skip’s Beach Resort in barangay Agujo in Daanbantayan has been maintaining an internet site which is read by countless tourists who want to visit the country.

“Incidentally, it appears that my website, www.skipsbeachresort.com, is currently being read by virtually every tourist that is considering a visit to the Philippines and especially those tourists that are considering a visit Daanbantayan,” Rubio quoted Ellsworth as saying through email.

On his website, Ellsworth put Daanbantayan forward in its very best light (culturally and socio-economically) taking every opportunity to let people know that the destination is very friendly, safe and that the government unit has a very "welcoming" attitude towards foreigners.

Rubio said that Ellsworth asked more substantial information to be added in the website such as projects and activities that the local government unit is promoting.

This would include the mayor’s tourism programs, the effectivity of the police force that is constantly working at the area, reliability of the infrastructures in the municipality such as electricity, water, cable TV, road improvements, fire department, postal service and more.

Ellsworth also has his best friend, Don Herrington, who also has another popular website about the Philippines with an address, of www.livinginthephilippines.com.

“Between our two websites, Don and I feel that every tourist that is even thinking about coming to the Philippines will be reading what we have to say. This will obviously give Daanbantayan a tremendous advantage over other areas that are not as well represented,” Rubio quoted Ellsworth.

Ellsworth also reported that virtually, everybody that stayed at his resort also visited the Island of Malapascua.

Rubio said that the good news about this kind of exposure is that many of these foreigners that stay at Skip’s Resort end up establishing residences in Daanbantayan, investing money, and bringing a lot of "foreign" insights into the community and encouraging their friends to do the same.

Ellsworth has also assured Rubio of his help if he needs to see tourist’s issues through the eyes of a "foreigner" for he is dealing with other foreign tourists 24 hours a day, and therefore he knows what they are really looking for when they come to the Philippines.

Daanbantayan is a 2nd class municipality in the province of Cebu and it registered a population of 73,254 according to the 2007 census.

Garcia during her second State of the Province Address. The strong words elicited a deafening applause and a standing ovation that lasted for more than five minutes. There were also 29 instances wherein the fully-packed audience at the Capitol Social Hall applauded Gov. Garcia.

At the outset, as the song “Mabuhi Ka Sugbuanon” was played, Gov. Gwen walked toward the stage, elegant in her ecru pantsuit with fully embroidered top. So many dignitaries were present including Senator Daryl Beall from the State of Iowa, USA who gave her a buzz on the cheek; mayors and vice mayors from all towns and component cities of Cebu, consular personalities, businessmen, members of the Provincial Board and the academe.

After she revealed her desire to stay put in Cebu (not to mention her enumerating all the projects that were accomplished through the past years), unmindful of the offers to occupy the second highest position in the land, some of the people in the audience, especially the women leaders, couldn’t help but be moved by the revelation, saying, “Sus, mura mi ug naibtan ug tunok!”

Governor Gwen, we will take by heart your words. After all, only the event will teach us on its hour.

The Mandaue Chamber of Commerce and Industry is this year’s host to the Visayas Area Business Conference (VABC). The VABC is an annual gathering of businessmen from all over the Visayas to discuss pressing concerns that affect the industries in the region. It is a satellite convention of the Philippine Chamber of Commerce and Industry designed specifically to encourage interaction and gain insights from the local entrepreneurs that could serve as inputs to policy issues in the national arena.

Unique to this year’s celebration of the Visayas Area Business Conference is its timely holding during the Mandaue Business Month and the celebration of the Cebu Province’s 439th Founding Anniversary, thus gathering with it activities that synergize events for the City Mandaue, the Province and the Visayas as a whole.

The conference aims to delve into furthering ties in the Visayas to gain a strong position for the region in the progress of trade. It aims to strengthen the links to solve shared difficulties of business.

Among the growing problems in the Visayas is the energy shortage in the Western areas that has affected the islands of Panay and Negros. Rice and food security concerns that have lengthened the lines in the NFA outlets in non-rice producing cities and municipalities that have given bone to rumored cartels that keep bugging the fragile economy.

In a survey I conducted among the governors of the Philippine Chamber of Commerce and Industry in the Visayas and some of the chamber presidents, placed infrastructure on top of the list of setbacks. This consistent and perennial problem shows how hard it is to connect cities and towns; products and producers; suppliers and manufacturers.

With the exception of Guimaras island where a comprehensive infrastructure program is in the offing, the other towns and cities of the Visayas still have long lengths of roads that need concreting and repair. Other farmlands are still laid back in their access to market roads. This has encouraged the influx of middlemen who have the ability to ferry the produce and raw materials through trails and rough roads traversing in steep inclines. This has added to the cost of the consumer and reduced somehow the income of the farmer.

In the areas where comprehensive agrarian reform programs are put to effect, there is also the continuous struggle between recipients of titles who do not know how to manage their estate. They eventually attempt to sell to previous landowners or capitalists who can provide the necessary inputs for production. There is also this dilemma of landowners on the possible coverage of their property under CARP.

Another question is what products can sustain the changes in the climate, and the rampancy of calamities that are no stranger to the country. The greater challenge is the question of effectiveness of the CARP as a whole and whether it should be let go altogether for industries to proceed.

On the sidelines, though tourism is considered among the high dollar reapers in the Visayas, there is a need to strengthen the support system that will invite tourists to spend their money in the country or to invest. Tourism in the Visayas needs to permeate in the service industry that includes a consistent positive attitude of helpfulness and hospitality even among taxi drivers, airport staff, police and traffic personnel, and other front liners. It also is greatly affected by the reputation of the country that is internally shriveled by demonstrations, kidnappings and the culture of mistrust that is very hard to shake-off.

There are many things to discuss in the Visayas. Many areas of cooperation. The room for linkages to further development in the south is wide and fertile and the Visayas Area Business Conference can never be so timely.

One of its topics that really interests me is that on Survival Elements: Old Values, New Take Ups, which will be discussed by Atty. Alexander Lacson. The topic looks into a supposedly intrinsic value of nationalism that is a key to a positive outlook, a good image, pride, and eventually, progress. I hope this sinks in.

CEBU CITY — To signify its confidence in Cebu’s tourism industry, a hotel chain has forecast an 85 percent occupancy rate once it opens its commercial services in September.


Teddy Lim, Microtel Inns and Suites (Pilipinas) Inc. vice president for marketing, said the booming tourism business in Cebu now experiencing surge in foreign and domestic arrivals has generated hope of the resort management to capture a sizeable market share amid the demand for more rooms here.

The launching of the 8th Microtel chain in the Philippines, which will be a 161-room facility in Mactan, Cebu, also indicates the company’s commitment to address the industry’s clamor for additional hotel-resort rooms.

Earlier, Tourism Secretary Joseph "Ace" Durano lauded the entry of Microtel in Cebu’s hotel industry this year, saying this will help sustain the increasing demand for upscale accommodation in Cebu given the province’s positioning as a high-end resort destination in the country.

The Microtel Resort in Punta Engaño, Mactan is situated in a 5,000 square-meter property, developed by Microtel franchisee Enrison Land Inc. (ELI), a company owned by the Benedicto family of Cebu. (Malou Mozo)

A brisk walk from Emall to Capitol and back to Gaisano Metro Colon is about 1 hour and a half. This is done at night for cardio but no point since mo snack sa McDO sa Colon or Jolibee sa A across Emall. :)

nindot pud tingali noh kung mopalit ug continous na strip of land ang city government para himoun ug park-trail na mo-connect sa different districts sa Cebu

we've also tried with markiboi, a walk from SRP to Fort San Pedro to Colon St, to Jones. Then to Metrobank to Capitol To Ayala then to SM. From SM to NorthRec then to the old bridge uptoGaisano Mactan. From 1pm-4pm. Murag taas taas sad uy, mga 10 to 12 kilometers...hehe

I find walking in Cebu a very pleasant experience... I've tried it a couple of times, especially now with fuel prices reaching skyhigh.. Yeah, I wish the city was cooler like Baguio or Tagaytay.. The heat can be unbearable sometimes and the weather very unpredictable but oddly enough, the foreigners I've met here doesn't seem to have problems with the weather.. in fact, some of them liked the heat.. (most foreigners I've met are sun-worshippers.. they love to bathe in the heat of the sun.. hehehe...)

I think this is the job of the DPWH bai kay it's a national road.. But yes indeed the sidewalks there are out of maintenance and I wonder why they can't even fix a single square inch of it.

Sometimes I think mao ni ang disadvantage nga nag divide2 sila sa mga responsibilities. The city itself should also keep on nagging the DPWH and not just leave it as it is..

The June 2008 Nursing Licensure Examination results are already out and Cebu Nursing schools performed extremely well with Cebu Normal University (98% passing percentage) as well as Velez College and Cebu Doctor's University both having 95% passing percentages. Meron din tayong mga board placers... Congrats!!

Thanks to OFWs and retirees, condo market is booming

MANILA, Philippines—Condominium developers plan to build a total of some 40,000 units over the next five years as overseas Filipino workers (OFWs) and retirees are driving up demand for residential property despite market woes elsewhere in the world, a real estate service firm said.

A significant number of OFWs and Filipino retirees from around the world that reside in the Philippines or considering residence here account for the robust sales of midrange properties, saidMike Mabutol, a director at CB Richard Ellis Philippines.

Mabutol, who is in charge of investment properties and capital markets at CBRE, said OFWs had long been a lucrative market for residential properties.

OFWs give priority to “investing their hard-earned income in residential properties,” he said. “Retirees have also ramped up property spending, mostly from life savings and retirement benefits,” he added.

CBRE data show the increasing demand from both markets is pushing developers to build housing and condominium projects in which units cost P1.0-P2.5 million.

The data show 28 residential condominium buildings with a total of 18,000 units are expected to rise this year up to 2013 in Makati City plus 33 condo buildings totaling 11,500 units in the adjacent Fort Bonifacio Global City.

Demand for high-end residential condominiums is also growing, with prices in Makati rising to between P100,000 and P130,000 a square meter this year from P90,000 a sq. m. in 2006, the data also show.

Low interest rates and flexible financing terms—with mortgage rates at 8.5-12.0 percent—have helped boost the residential property sector, CBRE Philippines general manager Trent Frankum said.

The company said another bright prospect for the market was the development and market positioning of retirement villages for expatriate “empty nesters.”

Henry Schumacher, chairman of the International Chamber of Commerce Retirement and Healthcare Coalition, said the group was pushing for identification and evaluation of more locations for retirement villages.

So far, the European Chamber of Commerce of the Philippines has made initial evaluation of potential attractive sites in Cebu province, Nasugbu town in Batangas province, Tagaytay City in Cavite, the province of Laguna, the northern resort city of Baguio, the Clark Freeport north of Manila, the Subic Bay Freeport northwest of Manila, and the northern city of Laoag.

Schumacher said additional sites included Philippine BXT Corp.-Korean Tourism and Retirement project, Cebu Doctors’ University Hospital, Argao Beach Resort, all in Cebu province; Chateau Royale, Imperial Silver Town and the Mor Realty property, all in Nasugbu; Taal View Heights; Makiling Resort and Country Club/Bay Hill Village in Los Baños, Laguna; Wellness Place in Philam Homes Subdivision in Quezon City; Clark Freeport; Jestra Heights; Punta Terrazas, and Silliman Medical Center.With editing by INQUIRER.net

PRA now on stream to profitability





The Philippine Reclamation Authority (PRA) is now on stream to earn "at least P50 billion in the next five years," Andrea D. Domingo, PRA general manager and CEO told media at a briefing in the Authority’s Makati office.

With a little bit of luck, that figure could go to as much as P65 billion, she added.

After assumption of office in the beginning of 2007 that the Authority has for the first time been in the red, the former Public Estates Authority is now enjoying a banner year. The turnaround began shortly after Domingo assumed her post. A former congresswoman, Domingo’s last government post before assuming the PRA helm was as Commissioner of the Bureau of Immigration and Deportation.

Of its net earnings, the PRA remits 50 percent to the national government’s treasury, and pays 35 percent as income taxes, while retaining 15 percent for operations.

Its reclamation project along practically the entire stretch of Roxas Boulevard, Pasay City – where taipan Henry Sy’s Mall of Asia is situated – is not the only big ticket project of the PRA. Unsolicited proposals from various interested foreign and local investors for several projects in the site have been received.

Domingo said the proposed Bagong Nayong Pilipino Entertainment City – an entertainment complex complete with hotels, resorts, casinos and office buildings – will be an even bigger project than the Mall of Asia complex.

Down south, the Authority has a 400 hectare reclamation project in Lapu Lapu and another 220 hectares in Mandaue, both in the province of Cebu, according to Domingo. There is also a 100 hectares project in Coron, Palawan and a 80 hecatres project in Alaminos.

With the bulk of the foundation works at the Manila Bay site, the priority project of the PRA within Metro Manila today is the one in the Baseco area in Tondo, Manila. Domingo said they expect to complete a contract with yet another joint venture partner in the transfer of the oil depots of the Big Three – Petron, Chevron and Shell, as well as smaller players like Seaoil and Flying V.

"We are meeting the possible partner this week," Domingo told the newsmen.

With the Supreme Court ruling that the country’s big oil companies must move out of Pandacan by 2013, the PRA is moving forward with its project to create an island near the Baseco compound in Tondo to host the oil firms.

The proposed site will be ideal for the oil firms because it will be more secure, away from any residential areas. The self-contained site will also be found in deeper waters where the Pasig River empties into Manila Bay.

Oil tankers will no longer have to transfer their supply by barge, further lowering their operating cost, Domingo said.

The PRA chief said she sees no problems in dealing with the local government of the City of Manila, led by Mayor Alfredo Lim. If, as expected, the transfer pushes through, they will then discuss the transfer with Lim and the city government. No negotiations have taken place thus far since the agreement is still to reach a crucial stage.

But Domingo added that she sees "no problem" in dealing with the local government of Manila.

The PRA incurred a net loss of P78 million in 2006.

Last year, however, the PRA was able to pay P600 million in taxes, while also earning P1 billion. By last year, the PRA had become the biggest taxpayer among all government-owned and controlled corporations.

Domingo was appointed by President Gloria Macapagal Arroyo as PRA head in January of 2007. Refusing to take credit for the turnaround, Domingo said it was actually the result of "hard work with a very good team."

She does however admit to being proud of the PRA’s being completely self-sufficient, without getting a single centavo from government coffers for its operations.

"Most of our projects are joint ventures," she said, "We are strictly self-liquidating."

SIGNATURE furniture pieces and the P120-million newly-renovated Cebu City Hall Legislative Building, including the City Council session hall that she inaugurated yesterday, impressed President Arroyo.

In less than 20 minutes, Arroyo unveiled the marker of the Plaza Sugbu and the session hall named after her mother, Doña Eva Macaraeg-Macapagal, but skip-ped the short message that she was scheduled to deliver during the ceremony.

Mayor Tomas Osmeña, Vice Mayor Michael Rama, Rep. Raul del Mar (Cebu City, north district), city councilors, officials and members of the business sector welcomed Arroyo at the legislative building at 10 a.m. yesterday.

The President was so impressed with the new session hall that she considered it a possible venue for a Cabinet meeting in the future.

At the fourth floor of the building, where the session hall, social hall and the caucus room are located, Arroyo raved about the furniture made by famed furniture designer Kenneth Cobonpue.

“Beautiful, beautiful. It’s very nice... Wow, we can really hold a Cabinet meeting here,” City Councilor Sylvan Jakosalem quoted the President as saying when she entered the session hall.

The council named the session hall the Doña Eva Macaraeg-Macapagal Hall as a way of thanking the President for her contributions to Cebu City. Doña Eva had spent a number of years in the city, where she studied.

For about five minutes, the President admired the session hall and joined the mayor, vice mayor, city councilors and department heads for a photo session.

Aside from the designer furniture, the session hall is also equipped with a P4-million digital congress sound and video system, which has teleconferencing and videoconferencing features.

“She really liked what she saw, especially the furniture, and brought up the idea of having a Cabinet meeting, so I said we’ll show her the caucus room, that’s where she can really have her Cabinet meeting. Then she was very impressed,” Jakosalem told Sun.Star Cebu.

The caucus room features export-quality furniture designed and manufactured by Cebuanos, as well as paintings and other art pieces.

Renovation work at the legislative building began in early 2006 and was completed in December last year.

The original contract price for the renovation was only P65 million but the amount ballooned to some P120 million when several variations were introduced.

SOARING prices of steel and other construction materials prompted WT Construction to back out from building a P135-million ramp at the Carbon Public Market.

The move came three years after the company won the bidding for the project, and three months after it was reported that the City Government was willing to pay P6 million more for adjustments in the long-delayed construction.

“Willy Te was here to inform us they can no longer handle the contract. The price of steel has doubled, dako kayo ang saka,” said City Administrator Francisco Fernandez.

The mayor understood Te’s predicament and was amenable to having the contract with WT Construction rescinded. The City Government, though, will ask WT to return a P20-million cash advance for the company to start the construction, said Fernandez.

He said that Te visited City Hall last Monday and informed Mayor Tomas Osmeña of his decision to stop implementing the project.

Fernandez said that Te told the mayor the company could not absorb the increase in the prices of construction materials, under the contract price.

WT has started pulling out heavy equipment from the construction site.

The cash advance, which City Hall intends to get back, was the subject of last year’s Commission on Audit report that said the P20.175 million given to WT Construction in 2004 was illegal.

It could have earned interest for the City instead, said state auditors.

City Hall has complied with the recommendation and stopped giving 15 percent of the project cost as an advance payment to contractors of succeeding projects.

Fernandez said that although WT could ask for additional payment, Te did not want to risk asking for “price escalation adjustments” only to be turned down later on.

A new National Economic Development Authority and Department of Budget and Management guideline, he said, requires a contractor to finish the project before asking for a refund for extra expenses.

Te complained that the price of steel, among others, has doubled, and the project alone requires millions in kilos of steel.

Fernandez said that with the development, the mayor gave instructions to have the multi-purpose ramp’s design reviewed to cut costs without sacrificing the intent of the project.

Osmeña wanted the ramp to serve as a market structure with rooftop parking, and a flyover that motorists could go through for M.C. Briones St. to clear Quezon Blvd. of vehicular traffic.

Fernandez also said that that those vendors along Quezon Blvd. whose stalls were demolished will continue staying at the Unit II space since the mayor still wants the ramp built.

The City, he said, will just have to find a way to allocate more funds for the project and bid it out again.

He said City Market Administrator Rachel Arce needs to explain to the vendors why they must not return to Quezon Blvd.

The concerned barangays, he said, should also provide tanods to keep the vendors from rebuilding their temporary stalls along Quezon Blvd.

Ermita barangay officials are among those who have pressured the City to begin constructing the ramp.

On the initial plan to have Young Builders Construction pay rent for initially refusing to vacate Unit II, which delayed WT from starting the project, Fernandez said the City Attorney’s Office should seriously look into it.

FOLLOWING a nationwide launch last month of its men’s product line, a beauty chain noticed an increase of male patients among its outlets nationwide.

Flawless, formerly known as Forever Flawless, observed a 60-percent jump in traffic of male clients in its branches nationwide.

The company, established by Dr. Vicky Belo, also announced that it will be officially called Flawless. It has started changing its logos in its Manila branches and will soon do so in the Visayas.

In its Cebu branch, a 40- to 50-percent increase in male clients was also noticed, said Francis Labora, Flawless’ marketing manager.

Labora also reported that three months after the Cebu outlet opened last December, the branch now ranks third, in terms of revenues, among the 22 branches nationwide.

Vain

In a press conference yesterday, Rubby Coyiuto, Flawless managing director, said the increase in the company’s male clientele does not necessarily mean that more men have become vain. “It is more of cleanliness and hygiene,” she added.

Aside from regular facials, some male patients have availed of botox, and an injectable whitening service.

Last month, the company introduced the Real Gentleman (RG) line that includes facial service, soap and face cream. The company is also planning to expand the RG line to include products like body spray and deodorants.

Flawless might also come up with a separate facility to cater to its men clients.

Now on its seventh month of operations here in Cebu, Labora said the company has observed that its current space at the Northwing of SM City Cebu is no longer enough to cater to its clients.

The company is looking for a space within Cebu City to house a second branch.

Eric Soriano, company managing consultant, said the company is considering Ayala Center Cebu and The Walk at Asiatown I.T. Park.

Davao and Cagayan de Oro also remain as target areas for further expansion.

Labora also announced that in September, the company will offer a “Flawless Pass” card, which works like an electronic gift certificate that can be used in any branch nationwide.

Three more branches will be opened in the Metro Manila area in the next two months.

Labora, together with the Coyiuto, was in Cebu yesterday to bring in a new equipment for a new service called power facial. Power facial is a serum-based facial service that combines micro dermabrasion and hydration.

Labora said that with power facial, there is no pricking necessary to take out blackheads so the procedure is less painful.

In a demonstration, a handle was used to “vacuum” out the blackheads from the patient while vitamins are infused at the same time.

Another “top-of-the-line” equipment for a painless laser hair removal will also be introduced at Flawless Cebu.

Henry Schumacher, executive vice president of the European Chamber in the Philippines, said the four foreign chambers have already formed the International Chamber of Commerce, Retirement and Healthcare Coalition primarily to promote the Philippines as a retirement market.

"We have to see to it that they will be provided the required amenities and an end-to-end service – from the time they arrive at the airport to caretaker down to undertaker," Schumacher said.

"We believe the retirement market is an exciting market for the Philippines and if we want to be known as a retirement haven then we have to move now," Schumacher said.

According to Schumacher, the five cities have been chosen as priority areas as the country’s retirement sites largely due to their excellent medical facilities to serve the medical needs of foreign retirees, who may decide to make the Philippines their second home.

The five cities have excellent medical facilities and have the right environment for retirees to stay longer in the country.

“Beautiful, beautiful. It’s very nice... Wow, we can really hold a Cabinet meeting here,” City Councilor Sylvan Jakosalem quoted the President as saying when she entered the session hall.

The council named the session hall the Doña Eva Macaraeg-Macapagal Hall as a way of thanking the President for her contributions to Cebu City. Doña Eva had spent a number of years in the city, where she studied.

For about five minutes, the President admired the session hall and joined the mayor, vice mayor, city councilors and department heads for a photo session.

Aside from the designer furniture, the session hall is also equipped with a P4-million digital congress sound and video system, which has teleconferencing and videoconferencing features.

“She really liked what she saw, especially the furniture, and brought up the idea of having a Cabinet meeting, so I said we’ll show her the caucus room, that’s where she can really have her Cabinet meeting. Then she was very impressed,” Jakosalem told Sun.Star Cebu.

The caucus room features export-quality furniture designed and manufactured by Cebuanos, as well as paintings and other art pieces.

Renovation work at the legislative building began in early 2006 and was completed in December last year.

The original contract price for the renovation was only P65 million but the amount ballooned to some P120 million when several variations were introduced.

INSTEAD of building a new one, Metro Pacific Resources Inc. is now looking at buying a hospital in Cebu to pursue its plan of tapping the medical tourism industry.

Manuel V. Pangilinan, chairman of Metro Pacific (a subsidiary of First Pacific Co. Ltd., which owns a significant stake in Philippine Long Distance Telephone Co.), said the company has already identified two to three hospitals in Cebu for the acquisition.

He declined to disclose the names of the hospitals, however. In an earlier interview, Pangilinan said Metro Pacific would build a new hospital in Cebu sometime next year as none of the existing ones are up for sale.

“Outside of PLDT, we are focused on the Metro Pacific initiative,” he said, referring to the hospital project.

Metro Pacific Resources Inc. owns shares in Makati Medical Center and Davao Doctors’ Hospital, as well as a nine-percent stake in Philippine Long Distance Telephone Co. (PLDT).

He told Sun.Star Cebu, though, that Metro Pacific is “still keen” on building a new facility in alliance with a school that offers paramedical courses.

But at present, the company prefers to acquire a hospital that already has an existing operation. Aside from a shorter setting-up phase, Pangilinan said taking over an existing hospital would only entail expansion and upgrading of existing facilities.

“Stage two would be to capture the medical tourism field, (especially) Cebu being a major tourist destination in the country,” he said. Metro Pacific targets to set up this facility in Cebu next year, he added.

The company is also set to implement the concept in the cities of Iloilo, Bacolod (Negros Occidental) and Angeles (Pampanga).

Major hospital operations and procedures will be done within the hospital but during a patient’s convalescing or recovery stage, Pangilinan said the company’s approach is to find a location where the patient can be housed outside the hospital.

“But the basic medical care will still be there,” he said.

Argao

He cited a nice beach in Argao as an ideal place for the medical tourism facility. But he declined to comment on the recent announcement of Tourism Secretary Joseph Ace Durano that the Argao Beach Club is up for sale.

Metro Pacific’s “spa-hospital” concept aims to cater to the major tourists from countries like Japan, Hong Kong, Korea, China and the United States.

Pangilinan said the hospital will also be available to balikbayans (overseas Filipinos who visit or return to the country).

“The key would be the availability of the people to come to Cebu in a more convenient way and (to make) the payment mechanism more affordable to balikbayans, then it will be easier for them to come over,” he added.

Pangilinan said the company will also look into having the hospital accredited with international insurance companies like Blue Cross or Blueshield for the Americans or clients based in the United States.

DOT eyes new PAL plane for India-RP flight service

The Department of Tourism is currently working on a direct flight service between the Philippines and India for the country to benefit from the huge Indian tourists’ market.

DOT secretary Joseph Ace Durano recently announced that the tourism sector is determined to capitalize on the fast growing tourism markets in India, specifically in New Delhi and Mumbai.

A direct India-Cebu route will significantly increase traffic of Indian tourists who come to the province for leisure, he said.

Durano said that DOT is now currently negotiating with national carrier Philippine Airlines (PAL) for a direct Philippines-India route, noting the scheduled arrival of the latter's new Boeing 777 aircraft next year, which opens up a possibility to serve a direct flight from Cebu to India.

“India is a very huge market but our problem is direct flight accessibility. We hope we could convince PAL to consider opening India-Philippines direct flight,” he said in an interview.

Indian Ambassador to the Philippines Rajeet Mitter earlier said that the Philippines, specifically Cebu could become a “hot” leisure destination for Indians, if accessibility or direct flights were in place, as well as other tourism support facilities, such as shopping and entertainment.

“Shopping is the best come-on to lure growing Indian travelers. The reason why, thousands and thousands of Indian tourists are going to Singapore, primarily for shopping,” said Mitter.

Durano said the tourism industry will have to solve the accessibility problem to gain interest from the Indian market.

“Cebu is getting bigger share in the international tourism arrival in the Philippines. That’s why air-seat problem should be addressed immediately,” he added.

Aside from India, DOT is also negotiating with Department of Transportation and Communication (DOTC) to give Qatar Airways more flight frequency from Cebu.

“Qatar Airways is very instrumental in bringing in more European tourists to Cebu, and the airline is now flying in full capacity,” Durano said.

^^mao, pero so far, it's looking good...i hope this would be a precedent for future park developments and pedestrianization of certain areas downtown...put those pavers over a downtown street--maybe on that small alley connecting the Basilica to the Cathedral, open up some restaurants, and voila! Cebu's own tiny Piazza San Marco (Venice)

David Noble, an advocate in the global fight against climate change, yesterday told a gathering of university students about the imperative of doing something to stop global warming.

Noble is the founder and principal of “2 Degrees C”, a consultancy firm that supports leadership and innovation for environment sustainability. He recently contributed to and co-edited the book “Stepping up to the Climate Change Challenge,” and was trained recently in “The Climate Project” of Nobel laureate Al Gore.

“The global temperature is projected to rise about two degrees Celsius over the next year or so, Noble warned the students during the global warming forum held at the audio-visual room of the University of San Carlos Law and Business building yesterday afternoon.

Noble said the Cebuanos should be aware of the dangers of climate change or global warming, which he said has been caused in large part by human activities, such as the burning of fossil fuels that tends to raise the volume of heat-retaining greenhouse gases in the atmosphere.

Global warming is the average measured temperature of the Earth’s near-surface air and oceans since the mid-twentieth century, and its projected continuation “due to the observed increase in anthropogenic (man-made) greenhouse gas concentrations” via an enhanced greenhouse effect, he said.

Noble said his mission now is to help empower young people to do better about climate change, adding that the students must be wary and concerned about this matter that he said is extremely relevant to the times.

Noble wants Cebuano students to help mitigate man-made climate change, raise public awareness, and ensure that mankind adapts to change that will come through 2 Degrees C, the company he founded almost five years ago.

The forum reactors were Gloria Estenzo-Ramos of the Integrated Bar of the Philippines-National Environmental Action Team, the Green Forum; Provincial Board member Gina Patalinghug (Cebu, 2nd District), the Save Sibonga Movement, and Francisco Valenzona Jr. —environmental management head, and Salvador Loyola —operations management head, both of USC College of Commerce-BA department.

Cebu City Councilor Augustus Pe, Jr. confirmed yesterday that the city is expecting 20 buses from Kaohsiung City, Taiwan, in September.

Cebu City was promised the buses by Kaohsiung Mayor Chu Chen last year. Pe, in an interview, said that this P5 million fund will be spent for hauling expenses. He also said that he wants this amount to be charged to Supplemental Budget 2.

These buses are going to be used for public transportation and for the Cebuanos’ benefits, including use as mobile schools and transport during jeepney strikes.

While the Kaohsiung buses are only reconditioned, they already have air-conditioning and the seats are in good condition.

Kaohsiung City, through the Kaohsiung Bureau of Transportation has previously donated buses.

Pe said that the city currently has 28 Kaohsiung buses, 20 of these are operational while the rest are under repair.

The town of Sogod yesterday launched its first Panagsogod Festival with the “Tribu Magbubukid,” sponsored by the Association of Barangay Councils adjudged as grand champion in the festival competition.

The festival, aptly carrying the slogan “Ang Sinugdanan” (The Beginning), started with street dancing and a parade, exhibition and the showdown at the town’s reclamation area.

Other winners aside from the Tribu Magbubukid, which received P30,000 plus trophy, were Kulturang Sogoranon which won second place and received P20,000 plus trophy, Pundok Bulawanong Sogoranon —third place with P10,000 plus trophy and Pundok Calumboyan — fourth place with P5,000 plus trophy.

Pundok Bulawanong Sogoranon was also chosen Best in Costume and best in street dancing exhibition while the best in musicality went to Kulturang Sogoranon.

This year’s Festival Queen is Miss April Rica Lumbab.

Dancers from Danao City who interpreted the Karansa Festival also performed as a guest contingent during the affair.

Fifth District Rep. Ramon “Red” Durano VI and Governor Gwendolyn Garcia witnessed the celebration together with the other provincial officials including Provincial Board members Agnes Magpale and Rosemarie Durano.

Vice Mayor Lissa Marie Durano, who was one of those who conceptualized the event, lauded the support given by the provincial government and the private sector.

She said the festival is among a series of activities aimed at showcasing the town’s rich cultural heritage and potential as a tourist destination. The Panagsogod Festival was celebrated in time with the feast of the town’s patron St. James the Apostle.

Yesterday’s festival was preceded by a series of events that started since July 1 like the mass wedding, talent showdown, agro-fair, and the special dinner affair at the Alegre beach resort.

The Pasigarbo sa Sugbo, scheduled on August 9 at the Cebu International Convention Center, will highlight the different festivals of the component cities and municipalities in the province who have signified to join the contest.

Let’s get to know some of these existing festivals.

Haladaya Festival

The northernmost town of Cebu, Daanbantayan, celebrates a festival in honor of the warrior Datu Daya of Kandaya. The datu was known to protect the natives from pirate invasions. In fact, a watchtower sits atop the beaches of Tapilon to warn natives. Haladaya comes from the Visayan words halad (offer) and Daya.

Sarok Festival

To protect farmers and folk from the sun and the rain, the sarok, a conical hat made from bamboo strips and dried banana leaves, becomes the needed fad for the people of Consolacion. The festival was traditionally celebrated every 14th of February to coincide with its charter day celebrations. However, the Sarok Festival evolved into a free interpretation dance, with the musical concept inspired from the Miligoy de Cebu, a published Filipino folk dance originating from the same place. The festival is now celebrated in October.

Soli-Soli Festival

In compliance with the province’s One Town One Product project, San Francisco, Camotes developed a unique occupational festival that features a type of grass that grows wild in the famous Lake Danao. Soli-soli is a tall grass that is used in making mats, hats, bags, backpacks, and other household materials. The concept revolves around the legend of the lake with characters Isyung and Isyang leading the storyline. To date, two islets named after the legendary characters float majestically in the green lake.

Bonga Festival and Kinsan Festival

The first takes great pride in fruits – bountiful harvest, fruit of love, labor, or life. The latter exalts the local fish kinsan. The former is celebrated in Sibonga, the latter in Aloguinsan. But both have something in common – the festivals speak of how the places got their names.

It was believed that when the Spaniards first roamed the different areas in the province, they asked for the name of the place. But the natives, who did not understand Spanish, must have thought that the visitors were asking what they were holding or doing. One native answered, “bonga” and the Spaniard said, “Si (yes) bonga” thus, the name Sibonga. Another native said “ Ulo sa kinsan,” thus the name Aloguinsan.

Dinagat–Bakasi Festival and Palawod Festival

Pioneered by Mrs. Tina Sitoy, the Dinagat Festival became famous at the turn of the new millennium. It however wasn’t able to maintain its true identity and was not able to integrate into its concept of the bakasi, a local eel. After much debate, the festival came to be called the Dinagat-Bakasi festival.

Palawod, on the other hand, expresses the merry sentiments of the fisherfolk in Bantayan.

Mantawi festival

Is it a bush? A shrub? Or a vine?

No one can exactly pinpoint what Mantawi really is, besides the fact that the term resembles much like the word Mandaue. Enter Datu Lambuzzan and a bandwagon of historical figures. But Mantawi earns greater fame than its festival counterparts. The four-figure dance steps must have been an essential ingredient to its success, not to mention its carefully planned dance workshops and foundation support.

Caballo festival

This festival, celebrated in Compostela town, originated from Compostela, Spain. Religion plays an important role to its concept as the Spanish friar Manuel Alonzo brought the image of Santiago (San Iago or St. James) to the town. The priest had a son who eventually became the first Teniente del Barrio or mayor. As to how Saint James the Apostle got to ride on a white horse is as rich as Spanish history itself. But the festival went dormant after the change of leaders in the town.

The dynamic real estate sector in Cebu prompted a group of Cebuano marketing professionals to launch a local television program that dedicates on promoting real estate business in the province.

Dubbed “Ultimate Living”, which is aired via 24-hour local cable infotainment channel RCTV, the program is touted as a one-stop-shop information gateway for the real estate industry in Cebu.

“With a network of property developers and agents across Cebu, Ultimate Living will be a one-stop-shop for anything and everything connected with the industry and the large number of other industries linked into real estate,” said Lyndon Angan, the program’s executive producer.

Angan said that the first-of-a-kind TV program in Cebu will provide comprehensive, latest and authentic updates on all aspects of real estate, including infrastructure to viewers all over Cebu.

Governor Gwendolyn Garcia yesterday distributed P10,000 in financial assistance to the relatives of each of the identified Cebuano victims of the sinking of the M/V Princess of the Stars off Sibuyan Island in Romblon last June 21.

There were 16 claimants, so far, who received the amount for each of the 26 victims in yesterday’s list. One claimant received a total of P50,000 for five family members who were among the victims in the tragedy.

The distribution of the money was done at the Capitol’s old social hall, and some claimants cried in front of the governor right after receiving the money.

“Sayod ako nga kining among gipang apod-apod dili kini makahupay sa kasakit sa inyong kasing-kasing ... apan kitang nahabilin aduna kita’y katungdanan sa pagpadayon,” Garcia said in a short message.

The cash assistance has been part of the provincial government’s social welfare services, and is aimed to help the victims’ relatives cope with their losses. The Capitol allocated a total of P3.9 million for financial aid to a total of 390 Cebuano victims of the 800 who died in the sea tragedy.

Marivic Garces, chief of the Provincial Social Welfare and Development Office, said of the 390, there were already 175 verified relatives who were able to claim cash assistance from the government.

The governor also distributed a total of P160,000 to 29 families in Cebu who fell victim to the devastation of Typhoon Frank, which was the same storm that capsized the doomed ship.

Of the 29 families, two of them were victims of a landslide in Samboan town and each of them received P10,000.

The remaining 27 families, who were from Medellin, Madridejos and Bantayan town in Cebu’s fourth district, received P5,000. — Garry B. Lao/RAE

Labor and Employment Secretary Marianito Roque yesterday handed over a total of P1 million in financial grants to six mayors of Cebu province as part of the department’s Emergency Employment Assistance for Victims of Typhoon Frank.

In a simple ceremony held at the Crown Regency Residences at barangay Guadalupe in Cebu City, Roque said the amount will help the local government units (LGUs) in financing rehabilitation projects in their constituencies, with the help of non-government organizations.

The labor chief said the financial assistance will be used for the temporary employment of workers displaced by Typhoon Frank particularly in the repairs of schools, bridges, roads, and other infrastructures in the six LGUs.

The recipient cities and municipalities, and the corresponding amount given are: Daanbantayan (P240,000 through Mayor Sun Shimura), Medellin (P240,000 through Mayor Ricardo Ramirez), Talisay City (P190,000 through Mayor Socrates Fernandez), Madridejos (P140,000 through Mayor Salvador Dela Fuente), Bogo City (P100,000 through Mayor Celestino Martinez, Jr.), and San Remigio (P90,000 through Mayor Mariano Martinez).

Roque said that, aside from the financial grants, the affected municipalities and cities will also be provided with livelihood and skills training programs, among other programs that the DOLE will be carrying out to augment the workers’ income.

STEPHEN Padilla fired seven three-pointers to help the M. Lhuillier-Cebu Niños nip the Quezon Red Oilers, 77-57, last Thursday in the Iloilo leg of Liga Pilipinas Tour at the Pototan Astrodome in Iloilo.

Padilla scattered a game-high 22 points, allowing the Niños to tally their first win after starting the tournament with an 80-91 loss to the Pagadian Explorers.

Cebu made a total of 12 triples with veteran forward Danny Aying contributing three trifectas.

Marlon Basco also had a solid game, scoring 10 points and hauling down 10 rebounds.

Cebu sealed the contest with a dominating performance in the third quarter, where they exploded for 23 points while limiting Quezon to just five markers.

Jonathan Pinera tallied 16 points and was the lone double digit scorer for the Red Oilers, who dropped to 0-2 (win-loss).

In the other game, host team Iloilo Mang Inasals snatched their second straight victory by trampling the Pagadian Explorers, 84-69, in a fight-marred contest.

Centers Ian Daja and Joel Solis traded blows and were ejected in the 3:21 mark of the first period.

Chito Jaime paced Iloilo with 18 points and 12 rebounds, while Mark Yee led the Explorers with 12 markers and 10 boards.

NOBODY got stabbed like in barroom brawls, but Frank Sinatra’s “My Way” became yesterday’s serenade for Mayor Tomas Osmeña’s 60th birthday.

The elderly also bid him “welcome to the club” of “dual citizenship.”

The mayor started his birthday with a 6 a.m. walk with thousands of barangay officials and employees from the Malacañang sa Sugbo to the South Road Properties (SRP).

At the SRP, barangay captains gave him fresh roses while the Association of Barangay Councils (ABC) personnel sang the Apo Hiking Society’s “Awit ng Barkada.”

Sta. Cruz Barangay Captain Jerome Lim then took the microphone and crooned a well-rendered version of “My Way.”

It was a light moment, and the applause grew louder when the mayor announced, “We will make the first sale of the SRP this year in the amount of P2 billion and a joint venture worth P8 billion.”

“And that will only affect 30 hectares,” he added.

He did not give any transaction detail, but it was enough to draw cheers from the senior citizens in attendance.

The mayor told them that the revenue will help realize his promise to give P1,000 during each of their birthdays and another P1,000 each during Christmas.

“Now is the time nga makatilaw ta sa dibidendo sa atong sakripisyo (for us to reap dividends after all our sacrifices),” the mayor said.

With him were Sens. Mar Roxas and Francis Escudero, who came to Cebu City to personally greet the mayor.

He said that while the City has a P6-billion loan for the SRP as his detractors have pointed out, the City Government has a huge tract of prime land that cost P2,000 per square meter to develop but will sell for P8,000 to P15,000 per sq. m.

After the SRP activity, the mayor went to the Cebu City legislative building where he mingled with more senior citizens, who displayed a banner welcoming him to their group.

He was joined by wife Margot, Roxas, Rep. Raul del Mar (Cebu City, north) and his daughter Rachel, and Federation of Senior Citizens’ Associations officials and members.

There, Roxas shared that the mayor was among those who kept on egging legislators to pass the Cheaper Medicines Act for the sake of the elderly.

“At hindi ko rin kayo pababayaan (I will not let you down),” promised Roxas, whom Osmeña is endorsing for the 2010 presidential elections.

After, the mayor also attended an urban poor gathering, where a giant tarpaulin of him with balloons and signed by the different urban poor organizations leaders was displayed.

The mayor said he will make the tarpaulin a keepsake for the rest of his life. (RHM)

CEBU CITY, Jul 22, 2008 (Asia In Focus via COMTEX) Philippines-based real estate developer FILINVEST LAND INC. has developed its first condotel project in Cebu province, a move that will help address the growing demand for hotel rooms in Cebu in the next five years or so. The development of the multi-million-peso 25-storey Grand Cenia Condotel and Residences of Filinvest started Sunday.

A company statement said early buyers can get as much as a P40,000 (US$913) discount while residential condo buyers can avail themselves of as much as P120,000.



The two products offered by the Grand Cenia Condotel are residential and condominium for short and long term leases.

European based Accor Hotel, United Kingdom’s Yotel, Malaysian hotel chain and two Indian firms are interested in building no frills hotels in the country.

“I will be meeting the representatives from the Indian firms in the next 90 days,” Samie Lim, chairman of the Philippine Franchisers Association said in an interview.

Lim refused to name the Indian companies saying only that one group owns four hotels while the other operates 30 hotels.

Lim explained that he is studying the concept of the Malaysian group which ties up the budget air fare to the hotel. “Air Asia has a partnership with a hotel near the airport. It is a good business,” he explained. Lim said the investments are part of the ASEAN hotel project of the ASEAN member nations namely the Philippines, Singapore, Thailand, Vietnam, Brunei Darussalam, Cambodia, Indonesia, Laos, Myanmar and Malaysia.

The ASEAN hotel plans to build similar no frills hotels in the 10 member countries. The hotels will be priced the same. The amenities, rooms and the lobby of all the hotels across the ASEAN will be the same as well.

According to Lim, the ASEAN ministers approved the ASEAN hotel concept last year after the meeting of the economic ministers in Manila.

“All the ASEAN hotels will have similar services and integrated marketing and advertising,” Lim explained. “They will also conduct a centralized training for the food and beverage staff.”

This, he said, is necessary in order to ensure that the services provided by all ASEAN hotels are consistent.

Also, Lim said there will be more than one ASEAN hotel per country. In the Philippines, he said there should be ASEAN hotels in all major tourist destinations like Cebu, Boracay, Bacolod, Baguio and Ilocos.

Lim further said that the owner of the franchise in the country must be a local. If this is not possible, he said at least a big chunk of the hotel franchise is owned by a resident. For example, the master franchise of the hotel must be 34 percent owned by locals.

The Accor Hotel is currently operating in nearly 100 countries. It is the European leader in hotels and the global leader in corporate services. Yotel on the other hand is also a no frills hotel operating in United Kingdom.

^^ Waterfront Hotel diay bai...sa may lobby...the original location and bigger space sa may convention center area was closed in 2002...because of the controversy with Erap...but nag re-open sila, i think 2 years na sa may lobby area... so, that's the 4th diay

Yup there's a Duty Free at the departure area of the international wing in MCIA, past the immigration counters and just before the second security check.... I didn't go inside but it looks big, kind of like a mini Rustans Department Store..

we locals might not notice it, but many foreigners traveling via air to air to Cebu find the lack of shops pass the check-in area to be a major turn off for MCIA...they also comment that some shops there are ridiculously over-priced--even in international standards...

what if Jollibee or McDo would open a branch in the airport?
