Insular Life will be breaking the grounds in their CBP property on 08.08.08. media mileage would include abs-cbn, gma, and all national and (most esp) local broadsheets... let's all celebrate for this 12-storey addition to our cebu skyline. btw, this is the formal/offcial groundbreaking with their top executives from manila. they're done with their not so formal groundbreaking (with cebu-based officers in attendance lang) last july 18.

AS MORE Cebuanos develop a love for coffee, a Japanese coffee brand has decided to expand to Cebu.
The Ueshima Coffee Co. (UCC) plans to open two new branches—one at the North-wing of SM City Cebu and the other at the expansion area of Ayala Center Cebu—at the end of the third quarter or beginning of the fourth quarter of this year.
“Opening a UCC coffee shop in Cebu has always been part of my plan when I first brought the brand to the Philippines in 1999. I was just waiting for the right moment. Location and market maturity provide an excellent environment for UCC to set foot in Cebu,” said Hubert Young, the exclusive franchise holder of UCC in the country, in an e-mail to Sun.Star Cebu.
Young, son of General Milling Corp. chairman and president George Young, noted that the market in Cebu has embraced the whole coffee drinking and café lifestyle, making the coffee business a thriving industry with still more room for growth.
“That’s (what) UCC coffee (wants) to fill. UCC coffee is coming to Cebu at a perfect time,” he said.
In the Philippines, UCC has 16 coffee shops with three different concepts: Vienna Café, Café Terrace and Park Café.
Vienna Café is designed to give customers the feel of a chic cafe inside a posh hotel. Café Terrace provides for a contemporary country club setting while Park Café is found in park landscapes.
With the same interiors as the Vienna Café but with youthful ambiance, the UCC Coffee Shop is the closest in concept to other popular franchised coffee shops.
In Cebu, UCC will be positioned the same way as its other shops in the country—“a hotel coffee shop outside of a hotel,” which targets upscale coffee drinkers.
“We are an all-day dining place. Apart from the really good coffee, we have excellent selection and great tasting meals, desserts, and other beverages,” Hubert said. “Our shops also provide hotel quality service. In a cozy and chic atmosphere, we give extra attention to the service our discerning market expects and deserves. All these elements (will) set us apart from the other coffee shops in Cebu,” he added.
To ensure that UCC coffee shops are able to fill the market need of an area, Hubert is careful about selecting the location of a future branch.
“As long as there is a market and a good location suitable for UCC, we will consider opening in that area. My franchise agreement with UCC Coffee Japan does not hold any stipulation that I should open this many number of stores per year or period like other exclusive franchise agreements,” Hubert explained. AmbutLang July 27th, 2008, 10:17 PM What MCIA departure area have, is discouraging for simple frugal passengers. The concessionares cater mostly for business and first class passengers of PAL, Cathay and other airlines which honors its affiliates, mahal. The duty free mostly sell Cigarrettes/cigar, fragrances, chocolates and liquors.
The pre-departures at JFK, New York had two Duty free shop on its end of the area, a McDo, a resto/bar, Starbucks, knick-knaks stands selling candies (minodos) and magazines, including playboys and playgirls with cars and truck magazines. :)
Similar set-up at HongKong International but much better. The center of the pre-departures lobby which caters to 70 gates, have McDo, Starbucks, BurgerKing, Bakeries, Japanese/Chinese/other Asians fast food stands and about four DutyFree stores. ATM machines dispense HK dollars only with money changers counters beside it.
Singapore is similar to HK with a difference of roving military personnels with an UZI submachine gun and 12" bolo knife on each person in group of three's. :gunz:

In line with the tourism sector’s thrust of providing globally competitive hotel accommodations to the increasing number of foreign tourists in Cebu, a newly built hotel with 72 rooms opened along Escario Street.
Targeting to capture a bulk of both foreign as well as domestic transient tourists, The Maxwell Hotel is the first hotel industry venture of owner Maxwell G. Ahyong and his family, which has long been into the real estate business.
The Maxwell Hotel aims to provide a convenient accommodation within the heart of the city, said its Marketing Supervisor Chit L. Limcolioc in an exclusive interview.
“We are positioning our hotel as a place where business people can take a rest from a stressful life in the workplace and enjoy the comforts and luxury of the city. We also want to tap the aged people who come to the city often for medical check-ups,” she said.
The Maxwell Hotel has five levels composed of 72 rooms categorized as standard, superior, deluxe, triple, and suite rooms.
It also has a function room at the penthouse as well as five stalls for commercial operations in the ground floor that will be occupied later on by a restaurant called Maxim’s Resto Bar, a beauty saloon, a travel agency, and a convenience store cum pasalubong center.
Limcolioc said that in terms of potentials, The Maxwell has a lot unique selling proposition to offer Cebu’s tourism market especially in terms of location being situated at the heart of the city near the malls, private and public offices, banks, hospitals and schools.
“It’s very easy for clients to come here because there is accessibility of transportation since it is located right in the heart of the city and since it is new, people will surely try our rooms and services,” she said.
As for pricing, Limcolioc said that The Maxwell Hotel is quite competitive with the others in the industry, because they also aim to attract the local market.
The hotel was built starting February last year. Despite the completion of the project, only 24 rooms at the second level have so far been opened as others are still being decorated.
Every month, a new level will be opened in time for their grand opening which is slated this December, she added. – Rhia de Pablo

It just needs affordable price store like McDo or KFC or the like at the predeparture area. In the predeparture area only few passengers belong to the Mabuhay Class type and very intimidating to us who are not members and I travel every year(economy). IL Cheapo. :) peace.

Correct! In fact while reading his entries, instead of feeling enraged, or pissed, it felt more appropriate to pity him. I pity the narrow-mindedness of his views, how shallow his interpretation of events can be, and his generalization of Cebuanos based on internet forums. Oh well, there will always be haters and hate-mongers among the Filipinos, a clear shining example of what crab mentality has done to our fellow countrymen...

Just because there's a sexvid issue here, it doesn't mean everyone here are sexmaniacs, hell, marami kayang sex scandals in different key cities all over the Philippines. When I bumped into this survey, Cebu ranked as no. 6 as top diving destination, I even asked myself, unsa man jud kahay na-a sa Cebu nga, ka level man sa mga places mentioned sa top 8? ... I guess ang tubag will direct itself to the rank. :)

AS MORE Cebuanos develop a love for coffee, a Japanese coffee brand has decided to expand to Cebu.
The Ueshima Coffee Co. (UCC) plans to open two new branches—one at the North-wing of SM City Cebu and the other at the expansion area of Ayala Center Cebu—at the end of the third quarter or beginning of the fourth quarter of this year.
“Opening a UCC coffee shop in Cebu has always been part of my plan when I first brought the brand to the Philippines in 1999. I was just waiting for the right moment. Location and market maturity provide an excellent environment for UCC to set foot in Cebu,” said Hubert Young, the exclusive franchise holder of UCC in the country, in an e-mail to Sun.Star Cebu.
Young, son of General Milling Corp. chairman and president George Young, noted that the market in Cebu has embraced the whole coffee drinking and café lifestyle, making the coffee business a thriving industry with still more room for growth.
“That’s (what) UCC coffee (wants) to fill. UCC coffee is coming to Cebu at a perfect time,” he said.
In the Philippines, UCC has 16 coffee shops with three different concepts: Vienna Café, Café Terrace and Park Café.
Vienna Café is designed to give customers the feel of a chic cafe inside a posh hotel. Café Terrace provides for a contemporary country club setting while Park Café is found in park landscapes.
With the same interiors as the Vienna Café but with youthful ambiance, the UCC Coffee Shop is the closest in concept to other popular franchised coffee shops.
In Cebu, UCC will be positioned the same way as its other shops in the country—“a hotel coffee shop outside of a hotel,” which targets upscale coffee drinkers.
“We are an all-day dining place. Apart from the really good coffee, we have excellent selection and great tasting meals, desserts, and other beverages,” Hubert said. “Our shops also provide hotel quality service. In a cozy and chic atmosphere, we give extra attention to the service our discerning market expects and deserves. All these elements (will) set us apart from the other coffee shops in Cebu,” he added.
To ensure that UCC coffee shops are able to fill the market need of an area, Hubert is careful about selecting the location of a future branch.
“As long as there is a market and a good location suitable for UCC, we will consider opening in that area. My franchise agreement with UCC Coffee Japan does not hold any stipulation that I should open this many number of stores per year or period like other exclusive franchise agreements,” Hubert explained. There is no better proof of Thomas Friedman’s revolutionary concept that the “world is flat” than the emergence and boom of the call center industry in the Philippines.
Now with 151,000 seats and 205,000 employees, Philippine call centers are poised to grow even more rapidly in the next few years, with projections of a 23-percent growth through 2009, according to Dan Reyes, president of Sitel Philippines and director of the Call Center Association of the Philippines (CCAP).
“Call centers are the torchbearer of the business process outsourcing (BPO) industry,” said Reyes during the opening of the Call Center Conference and Expo 2008 at the SMX Convention Center in Pasay City last Wednesday.
In this industry, he said, there is no tomorrow because Philippine call centers are already operating 24/7 and serving different time zones.
The two-day conference came at a time when call centers are reeling from the effects of a global economic downturn, falling foreign exchange rate and the looming impact of a recession in the United States, which is the country’s main BPO market.
Admittedly, Reyes said the challenges are greater now, but the industry is also much larger, more resilient than it was when CCAP was established seven years ago with only seven members.
In fact, if there is one thing that the current business climate has given the industry, it was opportunity, not loss.
Call center executives led by Reyes, Raffy David of Pilipinas Teleserv, Vic Endaya of Advanced Contact Solutions, Benedict Hernandez of eTelecare, and John Langford of ICT Group are one in saying that the weakening of the dollar and the US economy has directly hit the bottom line but it has also led the industry to diversify and look for other markets outside the US like Australia, Canada, New Zealand and Europe.
It has, among others, also driven companies to streamline operations to explore cost-efficiency improvements, increase volume of work and quality and strive to be on clients’ top tier service providers. And the effort paid off.
According to Reyes, CCAP, with 39 members and a combined strength of 97,700 seats and 134,000 employees, is expected to grow by yearend to 31 percent to 176,000 seats and 239,000 employees.
Revenues are also expected to grow to $4.34 billion by end of 2008, accounting for two-thirds of the projected BPO revenues for the year of $6.7 billion.
“If anything, the economic slowdown and price pressures should lead companies to operational efficiencies and cost structures,” Reyes said.
“Last year,” added Hernandez, “we got the opportunity to be better because we were faced with projections that were falling down the ground. Because we couldn’t influence the way the exchange rate is moving, we recourse to controlling what we can control better like efficiency, productivity. It has given us more focus.”
Another way of looking at the US recession is that it may even lead to more outsourced work to countries like the Philippines, according to Reyes.
“Because of the recession and its impact, calls will definitely go down for those companies which have already migrated here, but on the positive side, those not yet in the Philippines may have more pressure to offshore,” added Endaya.
As it is now, the Philippines is in the top 10 of the 2007 A. T. Kearney Global Services Location Index and was named the Best Offshoring Destination in 2007 by the UK-based National Outsourcing Association.
“Besides,” Reyes said, “the Philippines is no longer competing solely on cost arbitrage but on quality.”
Retooling for the future
In a presentation on global call center trends, William Dieu, senior research analyst at callcentres.net, introduced seven key drivers for the call center of the future.
Dieu said that, among others, a call center will continue to be the most strategic business unit in an organization as majority of customer contact is made through it.
Because of this, call centers are more going in the direction of becoming profit centers with primary revenue-generation responsibility.
In fact, in the Asia-Pacific, revenues generated from inbound and outbound calls reached $665.4 million in 2007. This is projected to grow to $13.1 billion in the next seven years.
Are Philippine call centers taking advantage of this wave? Dieu said a large percent of call centers in the country now have upselling and cross-selling opportunities, so they should be able to ride that wave.
Another thing in the horizon for call centers is the coming of the so-called Generation Y, which is expected to change the landscape of call center services of the future.
“This generation has a high preference for interacting with organizations using Internet and Web chat. It has low preference for speaking but prefers voice channels over the Internet,” said Dieu.
In line with this, he said more Philippine call centers are moving toward IP enablement.
During the press luncheon, the call center executives led by Reyes disclosed that the average age of call center workforce is 23. Admittedly, turnover and agent attrition is high. Dieu’s presentation revealed that full-time call center agents stay in a company for 22 months on average, part-time employees around 10 months, team leaders a little bit longer at 41 months, and managers up to 71 months.
“The call center is a people’s business,” said Reyes. “The positive trend is that as far as retention is concerned, there is already a significant increase in the number of months people stay in the industry. Our collective programs have helped our objective of not only retaining talent but making them happy.”
Hernandez also revealed that the Philippines is even enjoying lower attrition rates compared to other countries.
Among others, the call center industry has always been known for paying more than any other industry, with even better incentives.
“We look for talents with specialized skills and pay higher; we are creating opportunity in the workforce to move up,” Hernandez said.
But more than this, the industry is also striving to provide an even better working environment for agents inasmuch as call center employees work on graveyard shifts and ungodly hours.
It is now the norm, the executives said, in most call centers to have a 24/7 cafeteria, a place to take a nap or rest, and game rooms where they can hang out with friends.
“The thing is when you are 23 and you have income, you hang out, buy cigarettes, chill out. Part of our program in taking care of our people is to make them aware of managing their lifestyles,” Hernandez added.
The next wave
In his keynote speech during the two-day conference, Senate President Manuel Villar praised the social impact of the call centers in the country.
“The call center industry has given opportunities for people who want to stay in the country. More than jobs, it has given our people a psychic income. Those who would have left are now gainfully employed here,” Villar said.
Hernandez affirmed that more than jobs and revenues, the call center business has contributed to national pride.
“We have proven to the world that we could actually do a better job,” he said.
Perhaps even more than pride and jobs and psychic income is the expanding impact in cities outside Metro Manila.
In a statement, the CCAP bared the so-called 10 next wave cities nationwide, which are identified as new locators and crucial to the industry’s expansion in the next few years.
These new cities include Cebu, Bacolod, Baguio, Laguna, Batangas, Angeles and Dumaguete.
“We are proud of the fact that this phenomenon is not isolated in Metro Manila. More and more Filipinos are benefiting from the investment and employment opportunities provided by outsourced and in-house contact centers nationwide,” Jojo Uligan, CCAP executive director, said in a statement.
The CCAP executives affirm that setting up shop in cities outside Metro Manila has even greater social impact. For one, the quality of the workforce is the same and the industry builds a culture of loyalty in the locality.
This way, the industry encourages young professionals to stay and at the same time attract many others to go back.
“The industry continues to be vibrant and thriving. We are looking forward to achieving new heights to become a global call center powerhouse,” Reyes said.
The world is flat, according to Friedman, because it has leveled the global playing field in terms of work opportunities. A call center agent in the Philippines can provide the same quality of service to a European client, for example, as his counterpart in India or China. The issue is not on who could do it but who could do it better at more competitive levels in the global marketplace.

In line with the tourism sector’s thrust of providing globally competitive hotel accommodations to the increasing number of foreign tourists in Cebu, a newly built hotel with 72 rooms opened along Escario Street.
Targeting to capture a bulk of both foreign as well as domestic transient tourists, The Maxwell Hotel is the first hotel industry venture of owner Maxwell G. Ahyong and his family, which has long been into the real estate business.
The Maxwell Hotel aims to provide a convenient accommodation within the heart of the city, said its Marketing Supervisor Chit L. Limcolioc in an exclusive interview.
“We are positioning our hotel as a place where business people can take a rest from a stressful life in the workplace and enjoy the comforts and luxury of the city. We also want to tap the aged people who come to the city often for medical check-ups,” she said.
The Maxwell Hotel has five levels composed of 72 rooms categorized as standard, superior, deluxe, triple, and suite rooms.
It also has a function room at the penthouse as well as five stalls for commercial operations in the ground floor that will be occupied later on by a restaurant called Maxim’s Resto Bar, a beauty saloon, a travel agency, and a convenience store cum pasalubong center.
Limcolioc said that in terms of potentials, The Maxwell has a lot unique selling proposition to offer Cebu’s tourism market especially in terms of location being situated at the heart of the city near the malls, private and public offices, banks, hospitals and schools.
“It’s very easy for clients to come here because there is accessibility of transportation since it is located right in the heart of the city and since it is new, people will surely try our rooms and services,” she said.
As for pricing, Limcolioc said that The Maxwell Hotel is quite competitive with the others in the industry, because they also aim to attract the local market.
The hotel was built starting February last year. Despite the completion of the project, only 24 rooms at the second level have so far been opened as others are still being decorated.

Very promising indeed! Oh, while everyone is aware that Mactan Island isn't known for white sand beaches but rather for the dive sites, I've spoken with the owners of Costabella resort and they said that most of the white sand in Mactan resorts actually comes from the white sand in the Mactan Island seabed where they are pumped efficiently and with little damage to the environment. Other resorts however, resort to "imported" natural white sand from Bohol or in other Visayan islands. As for Imperial's man-made beach, ambot asa kaha nila kuhaon ilang white sand..
Ah yes, Cebu was the first city in the Philippines to install automated traffic lights.. Before I left Cebu, they were already installed and immediately felt its efficiency and how badly other cities need it after I transferred to another city. wink wink.. hehehe.. Good thing, the other cities followed our example and installed their own automated traffic lights with the help of our government.. oh diba? walang crab mentality.. basta magtinabangay lang..

With the Philippines losing its attractiveness to China, as preferred manufacturing site, AboitizLand Inc. is holding back on developing and operating more economic zones in Cebu.
Aboitizland, the real estate arm of the Aboitiz Group, is the operator and developer of 63-hectare Mactan Economic Zone (MEZ-2), which is under a build-operation-transfer scheme for landowner Mactan Cebu International Airport Authority (MCIAA).
In an interview with Aboitizland president Andoni Aboitiz, he said that after China and Vietnam became the world’s popular site for manufacturing companies, the Philippines’ manufacturing sector has started to die.
“Our manufacturing sector is ‘stand-still’. A lot of investments now are going to services,” said Aboitiz.
Although, the 63-hectare MEZ-2 is almost 100 percent occupied, Aboitiz said there is no plan yet for the company to establish another economic zone, at least in the short to medium term plan.
MEZ-2 has 48 locators these employ a total of 18,000 workers.
Aboitiz said a lot of investments now are into services, that is why the company is currently building a five-story commercial corporate building for business process outsourcing (BPO) companies.
The building called iMEZ, which will rise at MEZ-2, is estimated to cost P160 million and targeted to be completed by March 2009, he said.
The company has already talking with prospective locations, all foreign BPO companies. The new building will have a total leasable area of 5,000 square meters, he said.
Although, the iMez is also attracting call center companies, Aboitiz said they are also trying to invite real BPO firms, such as Information and Communication Technology (ICT) research and development (R&D) operations, and other back-office works. Locators will automatically enjoy incentives.
The new building is within the Pueblo Verde commercial block. Its ground floor will be leased to retail shops and dining outlets that will complement retail establishments in the area.
Aboitizland also co-owns with Tsuneishi Holdings, Inc. the Cebu Industrial Park Developers, Inc., which developed and operates the West Cebu Industrial Park in Balamban town in Western Cebu.
Aside from its bullish outlook in developing some commercial building and residential projects, Aboitiz said the company is not entertaining plans to develop other real estate facilities, such as retirement village.
He said although developing a retirement village has a huge potential, the weak infrastructure support for developing such project, is not yet in place in Cebu.
Instead the company is putting its P2.3 billion in real estate projects for Cebu this year, all are into residential and commercial facilities establishments.– Ehda M. Dago-oc

The Science and Technology Center (STEC) in Lapu-Lapu City and the Cebu City National Science High School (CCNSHS) bagged the grand prize of the 1st Cebu Robotics Cup in the open category and smash triathlon category, respectively.
STEC won for their entry “Poseibot” with the theme “Saving Global Environment” while CCNSHS for their robot presentation.
Both winners received cash prizes, a trophy courtesy of Lego, certificates and Lego gift packs.
At least 20 schools from Cebu City, Cebu province and other nearby cities and provinces joined in the competition on July 19 at the Atrium AB of SM City Cebu.

ONE of the topnotchers in the June Nursing Board Exams came from a four-year-old college in Mandaue City.
However, six others who made it to the top ten, graduated from an established university in Cebu City.
May Flor Llego Marcolino, a nursing graduate of Larmen de Guia Memorial College (LGMC), garnered 84.2 percent, which is enough for 10th place and tied with 19 other successful examinees.
“We will return to her the total amount she paid for her tuition,” Dr. Adeline Castillo, LGMC vice president for administration, told Cebu Daily News yesterday.
“We are doing this to encourage other students to also work hard,” she said.

The Science and Technology Center (STEC) in Lapu-Lapu City and the Cebu City National Science High School (CCNSHS) bagged the grand prize of the 1st Cebu Robotics Cup in the open category and smash triathlon category, respectively.
STEC won for their entry “Poseibot” with the theme “Saving Global Environment” while CCNSHS for their robot presentation.
Both winners received cash prizes, a trophy courtesy of Lego, certificates and Lego gift packs.
At least 20 schools from Cebu City, Cebu province and other nearby cities and provinces joined in the competition on July 19 at the Atrium AB of SM City Cebu.

The Fort San Pedro will actually be soon inscribed in the National Museum's list of National Cultural Treasures. Here in Cebu, I think it's only Boljoon church that's in the list.

Ah, the memories of that movie house. The last movie I watched there was the first Jurassic Park... Hinuon maglisod naman ug operate ang ingon ana nga moviehouses what with SM and Ayala for competition. But surprisingly, ang mga sinehan sa colon buhi pa man, save for a few that got burned or demolished in the late '90s.. SM and Ayala consistently has the highest box office returns of many blockbuster movies outside Metro Manila, the latest blockbuster being "The Dark Knight", where SM City Cebu and Ayala Center Cebu were among the top 10 performing cinemas based on ticket sales.. Eton Properties Philippines Inc. is going full blast with six property projects despite the rising cost of construction materials and a slowdown in the US economy.
Eton Properties, the property arm of business tycoon Lucio Tan, said in a statement that construction of the company’s four high-end residential towers would start this quarter. These are the Eton Residences Greenbelt, a 39-story luxury residential condominium across the Greenbelt complex, Eton Baypark Manila along Kalaw Avenue in Manila, One Archers Place along Taft, Manila, and Eton Emerald Lofts in Ortigas.
Eton Properties president and chief operating officer Danilo Ignacio said Eton Cyberpod Centris at the corner of Edsa and Quezon Avenue, the company’s first office building catering to business process outsourcing companies, was recently topped-off. It is scheduled for completion by end of the year.
The company also started concrete pouring activities early this month in its three-building BPO complex, Eton Cyberpod Corinthian, located at the corner of Edsa and Ortigas.
Ignacio said Eton remained bullish despite the challenging economy, because of strong sales of residential condominium projects and keen interest of BPO companies awaiting completion of the office buildings.
Ignacio said the company has ordered P600 million worth of steel bars in advance, enough to cover the construction of initial projects.
Eton Properties is also preparing the launch of leisure development projects after launching several residential condominiums and BPO buildings.
It is looking at Cebu, Batangas and Laguna as possible sites of its leisure development projects.
Eton Properties is reviewing the land bank of other Lucio Tan-owned companies, like Philippine National Bank and Allied Banking Corp. for possible joint venture partnerships.

Looking ahead at the positive prospects brought about by the increasing influx of foreign visitors in Cebu, Duty Free Philippines yesterday opened its second biggest retail outlet at the SM City Cebu Northwing.
With over 1, 800 square meter of retail space, the newly opened Duty Free branch is situated at the ground floor of the Northwing and fashioned on an upscale setting.
In an interview with reporters, Duty Free Philippines General Manager Michael Christian Kho said that with this newly opened branch, they are expecting to increase their sales in Cebu this year at around 10 to 15 percent more.
Kho said that during the 80s and early 90s, Duty Free was able to generate over $27 million in their Cebu operations alone as it takes up 15 percent of their annual sales and revenue nationwide.
Last year, Kho said that Duty Free was able to generate $170 million overall sales, of which $9 million has been contributed by their Cebu operations.
He discussed that Duty Free is eyeing the increasing tourist arrival in Cebu to aide the growth of their business.
“Cebu now serves as a hub for tourists. It has a huge untapped potential and we want to tap into this potential and grow our business in Cebu. And with this new opening, we are confident to grow our revenues further,” said Kho.
He also discussed that with the opening of the Sofitel Hotel nearby, the multi-million investment owned by the SM conglomerate, they are expecting to capture more international customers in their retail store in the coming days.
With a “mall inside a mall” concept providing its shoppers with a wide array of product lines that ranges from chocolates, liquors, perfumes, and branded fashion accessories and apparel, Duty Free is looking at increasing revenues this year aside from capturing more international tourists in its client base.
Kho said that this year, they are targeting to achieve 10 percent growth of sales and revenues in their nationwide operations.
“Visitor arrivals continue to grow and there is also a growth of business and OFW remittances as well has been growing from abroad every year so we foresee our business growing in line with that,” said Kho.
With the opening of their retail outlet in SM, Duty Free will be closing its operations at the Waterfront Hotel and Casino in Lahug to put more emphasis in their new store location.
Right now, Duty Free Philippines have five branches in Manila, two of which are departure and arrival outlets at the Ninoy Aquino International Airport terminals 1 and 2 and the other one is its biggest store at the Fiesta Shopping Center in Parañaque City. — Rhia de Pablo

SM Supermalls welcomes the proposal of President Arroyo in her State of the Nation Address (Sona) last Monday to come up with a consumer bill of rights to address the need for a more stringent law that will protect consumers against corrupt trade practices.
“We will always embrace whatever it is that is good for the consumers.
Whatever is good for them is also good for us. It brings good business. It makes people like us responsible for the market that we are servicing,” said SM Supermalls president Annie Garcia in an interview with Sun.Star Cebu.
Garcia stressed that retailers should understand laws and ordinances not only to protect consumers but to show their respect to the market.
Doing this would entail working with the government and with nongovernment organizations, as well as getting feedback from consumers to expand one’s market, she said.
“The (proposed) consumer bill of rights will need a lot of thought. What is important is that at the end of the day, consumers patronize us. If they are not happy, we must learn from what they desire,” Garcia said.
Meanwhile, Garcia revealed that SM has received comments from consumers to extend its mall hours and open more
stores.
“But we have to study these. Extended hours would be really good as it will make us reach out more to the working
consumers,” she said.
“But we like to practice what is fair and reasonable to everyone. If we do extended hours, there will be extended costs as well that we need to justify so that we won’t pass them on to consumers. We want to remain affordable to them,” she added.
As it remains optimistic about the Cebu market, Garcia said the SM Group will strengthen its presence in the province by opening up two more SM Supermalls in the future.
But she did not reveal when and where these future malls will open.

CEBU CITY, Philippines - Real estate developer Aboitizland has started developing its new residential project amid rising prices of construction materials.
The company recently had a groundbreaking ceremony along M.J. Cuenco Avenue in Barangay (village) Mabolo for The Persimmon, which promotes the concept of urban village lifestyle to middle class clients.
Persimmon is the English name for the trees classified under the genus Diospyros which includes the Philippine Mabolo tree.
Andoni Aboitiz, Aboitizland chief operating officer, said the company has been absorbing the costs of “unanticipated increases of construction materials and services.
“However, our promise to vecinos is to start construction in July 2008 and we are definitely standing by that promise,” Aboitiz said.
“We will also stand by our promise to complete construction of the West Tower in two years' time because the trust that vecinos have given us is precious,” he added.
Vecinos is a Spanish term for neighbors and has been adopted by the company as the official name for its clients and customers.
Construction of the first of the four condominium towers started in July 18. The first tower has 157 condo units.
Unit prices range from P1.5 to P8.2 million for studio, one-bedroom, two-bedroom and loft units.
The project will also have a low-rise commercial and entertainment area where different restaurants, cafes, bistros and other service establishments are expected to put up.

Cebu City, Philippines - With the recent opening of the SM City Cebu Northwing store, Duty Free Philippines (DFP), will be closing its store at the Waterfront Cebu City Hotel and Casino (WCCHC) by the end of August.
“There is a huge untapped potential (in malls) where tourists go shopping. The market (in Waterfront) can be serviced by this store,” said DFP general manager Michael Christian Kho.
“Also, we realized there are more opportunities (for the store) with the opening (next year) of SM hotel (Sofitel) located a few steps away from the mall,” he added.
DFP is a sector of the Philippine Tourism Authority, an attached agency of the Department of Tourism (DOT).
Kho said the two DFP stores in Cebu presently located at WCCHC and Mactan Cebu International Airport (MCIA) earned $9 million last year.
With the presence of the SM store, projected sales for Cebu can reach between $25 million to $26 million or 15 percent of nationwide sales.
Total sales of all seven DFP stores (or nine outlets) nationwide reached $170 million last year.
Last year, P600 million of their profits went to the DOT.
Kho said around P20 million was put up for the SM store but “much of the investments was put up by prestige brands.”
He also noted that the new store is more visible and spacious compared to the WCCHC store.
Construction of the new store was completed two weeks ago. Both the WCCHC and MCIA stores have not been renovated since 2002 and 1999 respectively, he said.
“Foreign tourists look for prestige brands. The great challenge for Cebu is the fact that we have a small space in MCIA. (Prestige) brands want personalized areas so that means bigger spaces.”
Kho said there are no plans to open other DFP stores in the Visayas.

After a series of church and school performances in Sydney as well as a major concert in the popular Riverside Theater in Parramatta City, the second part of University of the Visayas Chorale’s successfully-concluded concert tour in Australia brought the student choir to various points of New South Wales.
The central purpose of the regional tour was to spread the spirit of the World Youth Day before its actual staging, especially as not everybody was able to make it to the world’s biggest youth gathering held in the capital city of Sydney.
Covering about 3,500 kilometers in 10 days, the UV Chorale performed in stunning churches and other venues daily, entertaining not only locals but also World Youth Day pilgrims who were traveling to the NSW for the “Days in the Diocese” program—an essential “preparatory” activity that marked the countdown to the World Youth Day.
The UV Chorale sang at the The Abbey in Jamberoo, the Sts. Peter and Paul Cathedral in Goulburn, St. Clement’s Monastery in Galong, St. Christopher’s Cathedral in Canberra, St. Benedict’s in Naranbundah, St. Michael’s Cathedral in Wagga, St. Xavier’s Church in Narrabri, St. Joseph’s Church in Gilgandra, and St. Brigid’s Cathedral in Dubbo.
The regional tour also included some sight-seeing with visits to the Parliament, the Warrabungle National Park where kangaroos and other famed Australian wildlife are abundant, among others.
The 10-day tour ended at Bathurst, wherein thousands of international pilgrims converged for the music festival that featured the UV Chorale in the main tent.

Three Cebuano swimmers qualified for the Philippine Olympic Festival (POF) National Finals in Misamis Oriental on October 23 to 26.
They are Michael Ichiro Kong, and the Navarro siblings Anthony Linn and Lyh Ann.
Kong qualified in the boys 9-under class, while Lyh Ann Navarro made it in the distaff side.
The other Navarro qualified for the boys 10-under finals.
The three promising tankers of coach Rolando Alvarez qualified based on the system utilized by the Philippine Amateur Swimming Association (PASA).
Aside from that, Kong and the Navarros along with 10 other Cebuano swimmers also got the IMX awards set by the organizers.
Kong got the plum in the boys’9-under after raking in four golds and a silver. Lyh Ann snatched away the IMX silver in the distaff side after taking away a gold and four silvers, while Anthony Linn got the boys 10-under gold after ruling all five events he competed under the boys 10-under.
The other IMX gold medal awardees from Cebu were Paula Abigail Vega in girls 16, Noel Cañeda in the boys 17, and Merylyn Silva in the girls 13.
The silver awardees were Michael David Vega and Mary Arlette Baller, while the bronze winners were Matheus Ceasar Galo, Danielle Angela Biscocho, Joyce Huguete, Pierre Nino Baguio, Norie Joy Long and Aimee Sanchez.—Caecent No-ot Magsumbol

Matud pa ni Alcover nga nakurat siya gumikan sa kabug-at sa iyang pukot nga iyang gisipong human iladlad sulod sa pipila ka oras sa dagat.
Nahuwasan siya dihang nakita niya ang usa ka dakong pawikan nga may 26 ka kilo ang gibug-aton, ug may 22 piyes ang gitas-on, ug 14 piyes usab ang gilapdon.
Dihadiha gitaho dayon ni Alcover ngadto sa mga tinugyanan sa Bantay Dagat sa Liloan ang maong pawikan ug sa samang higayon gipahibawo usab dayon nila kini sa mga taga Department of Environment and Natural Resources (DENR) kinsa maoy miila sa maong pawikan nga gikan sa Turtle Island.

But surprisingly, ang mga sinehan sa colon buhi pa man, save for a few that got burned or demolished in the late '90s.. SM and Ayala consistently has the highest box office returns of many blockbuster movies outside Metro Manila, the latest blockbuster being "The Dark Knight", where SM City Cebu and Ayala Center Cebu were among the top 10 performing cinemas based on ticket sales.. (from Manila Bulletin Entertainment column) Which means, hilig jud ang mga Cebuanos ug mga salida, which anyone can observe since the theaters often are jampacked and almost fully-seated in big movies..

Representatives from the Philippine and Indonesian national police are here in Cebu for the quarterly meeting on the two countries’ joint police training operations.
Police Regional Office Director Ronald Roderos yesterday said the Philippine panel is Philippine National Police deputy chief of operations while the Indonesian panel is being headed by the Deputy Chief of the Indonesian National Police.
The Philippine- Indonesian Police Joint Committee quarterly meeting is said to focus on the two countries’ police operations on their maritime borders and will tackle joint training courses for Maritime Police and Border Patrols and standard procedures on police operations, including conduct and guidelines of the handover of criminal suspects.
Roderos said the meeting would also tackle preventing cross borders, transnational crimes and most especially terrorism on the Philippine and Indonesian borders.
The training courses are also aimed to bring strong cooperation between the two police forces in preventing and fighting high seas crimes such as shipment of illegal drugs and smuggled products, piracy, and human trafficking.
While the sub-committee meeting is being held here, the training operations will be held in the regions bordering the Philippines, including Regions IX, XI, XII and the Autonomous Region of Muslim Mindanao.
Roderos said that the panels of PNP and INP chose to hold the meeting here because of Cebu’s peaceful and orderly environment.
“They chose not to conduct the meeting in the borders but here in Cebu because Cebu is very peaceful. They are here and they also want to be tourists here in Cebu together with their families.” Roderos said.
Other upcoming activities this year include the Phil-Indo Police Workshop-Command Post Exercise in November and the Joint PNP-INP Trainers Training. The next joint meeting will be held in Indonesia in September.
The last Phil-Indo Police Joint Committee Meeting was held in Bali, Indonesia where the two police agencies agreed to hold more frequent meetings and joint training programs.
It was also there where panels from the PNP and Indonesian National Police adopted a schedule of joint activities for the remaining of the year and for early next year. – Cressida Paula G. Delmo/JMO

MANILA, Philippines—The Department of Public Works and Highways (DPWH) said it will fast track the completion of the P2.3 billion Cebu North Coastal Road project, which officials say is almost 73 percent complete.
Undersecretary Rafael Yabut on Wednesday said the project -- which will decongest the lone road connecting Mandaue City, Consolacion, and Liloan towns in Cebu -- will be finished before President Gloria Macapagal-Arroyo’s term ends in 2010.
Once completed, the road project will make key areas more accessible, Yabut said, noting that “Cebu City is now a congested business metropolis.”
“The Cebu North Coastal Road Project is one of the components of the Industrial Corridor Link of Cebu Province, which other sections are included under the Metro Cebu Development Project II and III,” he added.

MANILA, Philippines -- Whenever I’m in Cebu or Iloilo, I go through the ritual of discussing with my friends the possibility of moving from Manila and living there.
The reactions are always of two kinds. One is great enthusiasm, “Yehey, yahoo, now na,” sometimes accompanied with job offers. The other, which used to surprise me, is: “But why?”
“Why?” I would retort. “Because I’m not sure I want my kids to grow up in Manila.” I would mention all the problems we have: pollution and traffic, malls and fast-food (read junk food) joints on every corner, the extreme consumerism.
I then turn to the attractions of Cebu and Iloilo (and occasionally, Davao). Cebu and Iloilo have a certain Old World charm, metropolitan yet small town, of department store (yes, they still have them) clerks who will engage in a bit of banter, of istorya-istorya while they’re wrapping up your purchases. And I remind my friends of how close they are to nature. You can live in the middle of Cebu and yet see both the mountains and the sea, and if you can’t, well, the sea’s never more than an hour away.
But my friends warn me about not having good bookstores, no good libraries, no good concerts, no good European films and how they look forward to visiting Manila to get those things. I smile back and explain that even in Manila, I don’t have time to watch the not just good but great films and concerts at UP, where I teach. As far as I’m concerned, I could live even in one of the smaller cities like Tagbilaran and still get a cultural life of sorts, via DVD (again, assuming I have the time to watch) and high-speed Internet (these days you can subscribe to Internet services like High Beam Research and Questia and get access to thousands of books and journals).
Some of my friends would persist: “You won’t have anyone to talk to here.” They would claim there’s no intellectual life in Cebu and Iloilo. Perhaps most shocking is, “We don’t have good schools here for your kids.”
So I actually end up defending my friends’ cities: “But Iloilo is like Athens: you have schools on every corner.” And I’m serious, it’s not just the number of schools, but some rather innovative and progressive ones.
Let me assure my friends in Manila that I’m not about to move . . . yet. I have too many commitments here that will make that move difficult. The biggest factor that keeps me in Manila are my parents, who are quite old. Both are big-city people who think of any place outside of Manila as “probinsya.”
‘Balik-Manila’
It’s not snobbery on their part. The paradox is that even if our smaller cities now have malls and other trappings of modernity, they do lag behind in terms of economic infrastructure and many social services.
I’m going to be specific now and refer to the experiences of two of my former employees who did pull up stakes here in Manila to move back to their home cities, one in the Visayas and the other in Mindanao. Both now have regrets about having moved back and are asking me if they can do a reversal, a “balik-Manila.”
Yes, they say, the air is cleaner and they have the mountains and the sea, but they’re overwhelmed by problems. The kids complain all the time, missing Manila. It’s mainly their friends and the malls and “gimmicks” of Manila, but the parents have greater concerns. They moved back thinking that it would be easier to make ends meet, with better prospects for small business ventures amid lower costs of living.
They were wrong on both counts. The costs of setting up businesses, even in small cities, can be quite high. Rent and utilities aren’t cheap, while potential customers haven’t been coming in because the purchasing ability is just too low. And yes, they do see now the problems of lower standards of education, especially as their kids are about to enter college. One of them wonders if her very ill mother might be better off in Manila for specialized care.
Their sad experiences remind me that more than many other countries, the Philippines is plagued by having one primate city while the others remain quite neglected by the national government. In Thailand, Indonesia and China, capital cities are still prime attractions, but they are primus inter pares (first among equals). Shanghai has as much, if not more, allure than Beijing. In Indonesia, Yogyakarta’s Gadja Mada University puts up stiff competition against the University of Indonesia in Jakarta. In the Philippines, the best universities are still concentrated in Manila.
Rethinking cities
The Philippines is supposed to be 64 percent urbanized, but “urbanization” is a relative term. We’ve had an epidemic of municipalities converting themselves into cities, with even the League of City Mayors complaining about the newcomers not coming up to standards.
The UNFPA’s latest yearbook suggests new ways of looking at urbanization. In the past, development planners tried to discourage migration from rural to urban areas, fearful of squatters and urban poverty. Today, the thinking is that we should encourage such migration because it alleviates rural poverty. One interesting research finding is that cities can be more eco-friendly because they can be more efficient in terms of using land and other natural resources.
But poverty alleviation and environmental conservation depend on how much government is committed to ensuring that the cities have adequate housing, jobs and social services. The problems we have today is that city politicians welcome rural migrants because they become cheap labor and bring in more votes during elections, but provide them very little by way of economic and social services.
Another point raised by UNFPA is that countries should develop several urban centers so hordes of rural poor don’t stream into the capital city. I’d add here that we need a major cultural shift as well, to get Filipinos to move away from “Manila imperialism.” We forget that Cebu and Iloilo were originally considered to be more sophisticated and advanced than Manila, centers of “urbanidad” or a sense of civility and civilization. If they’re losing that urbanidad, it’s because they try too hard to imitate Manila. If they could just keep their small-town charm and urbanidad, they might attract more professionals, artists and business people.
Meanwhile, those of us in Manila should also expose our kids to other urban centers, from Vigan and Tuguegarao up north, down to Zamboanga and General Santos in the south, so they can expand their horizons and their ideas of what a city should be. Hopefully, someday they will have more choices and options of where to live. Even better, they can contribute toward recreating and revitalizing our urban areas.

Duty Free opens outlet in mall

TO reach more overseas Filipino workers and tourists, Duty Free Philippines (DFP) opened a 1,800 square meter outlet—its second biggest store in the country after Fiesta Mall in Paranaque City—in the Northwing of SM City Cebu.
But if plans to close the DFP store at the Waterfront Cebu City Hotel and Casino by the end of August will push through, there will still be two outlets in Cebu.
With Cebu fast becoming a major tourist attraction and the opening of a Sofitel Hotel near SM City Cebu, DFP went into talks with the SM Group about a year ago on opening up the outlet in the mall.
The store, which was completed in two weeks, was worth an investment of at least P20 million and has a staff of 14.
“We feel that the market can be serviced by this store,” DFP general manager Michael Christian Kho told reporters during the opening Tuesday.
The other DFP outlets are located at the Mactan Cebu International Airport, a couple in Davao City and four at the Ninoy Aquino International Airport.
Historically, Cebu’s DFP outlets accounted for 15 percent of the total annual nationwide turnover or roughly $27 million out of $170 million it made since the 1980s.
Recently, Cebu’s DFP outlets were making a combined annual turnover of $9 million. Kho said they are hoping to raise the sales with the establishment of the new branch.
Kho said DFP’s dollar revenues have grown considerably since 2006 because of the increase in overseas Filipino workers as well as the province’s strengthened tourism sector.

But its peso revenues are “actually flat” with the strengthening of the peso against the dollar.
Perfumes, cosmetics, liquor, tobacco and confectionery are among the sought-after duty-free items.
Still, DFP is optimistic that its combined revenues for all of its stores nationwide will increase by at least 10 percent to 15 percent this year.
“We see a potential in the Visayas market and we believe that this store will be able to tap that market. We want to establish our base and earn revenues before looking at other areas for expansion. It is worthy to note that Cebu is the only one in the Visayas that has an international airport that services international flights. We want to (complement) that service,” Kho said.
No other outlets are in the pipeline this year after DFP’s aggressive expansion in the 1990s that caused the management some difficulties.
SM Supermalls president Annie Garcia said that the DFP store in SM City Cebu completes their selection of merchandises that cater to the class A and B market.
Tourism Undersecretary Phineas Alburo added that the outlet is a “welcome development” to Cebu as more international flights are being arranged.
He reported that from January to May this year, Cebu posted an 8.2 percent increase in tourism arrivals compared to the same period last year.

Airport braces for more travelers

ONGOING expansion efforts at the Mactan-Cebu International Airport (MCIA) are expected to accommodate the estimated growth in passenger volume for the next three years.
After 2011, there might be a need to build another terminal, said Danilo Augusto Francia, general manager of the Mactan-Cebu International Airport Authority (MCIAA).
In an interview with reporters yesterday, Francia also said MCIAA has observed a 20 percent growth in the number of international passengers and this might also prompt the agency to add international lounges soon.
Lounge 6 at the international flights’ wing is still unused but since there are low-cost foreign airlines that are looking at operating in Cebu, this lounge might be opened for them, he said.
He, however, refused to name the airline companies.
At present, Francia said the Cebu airport serves 74 international flights a week, 30 flights more compared to two years ago.
There are also 291 domestic flights weekly at the airport.
The international terminal is now serving 900,000 passengers in a year but it is still capable of accommodating 600,000 more.
“So we’re still good for three more years,” Francia said.
The Department of Tourism aims to attract one million foreign tourists to Cebu by 2012.
The domestic terminal, on the other hand, has not yet reached its maximum capacity of 3.6 million passengers on a yearly basis.

Current domestic passenger volume is pegged between 2.3 million to 2.5 million.
But since MCIAA is lobbying for the opening a one-stop shop for overseas Filipino workers (OFW) here in Cebu, Francia said the volume of international passengers will substantially grow when one will be set up.
But OFWs still exit and enter through the Manila airport since most of the placement agencies and consulates are based in Manila.
Francia said the MCIAA is ready to collaborate with other agencies, like the Department of Foreign Affairs, to invite the different embassies to open consulate offices here in Cebu under the one-stop-shop concept.
Meanwhhile, the airport’s runway has not been fully used and can still serve its function for the next seven years.
Aside from expanding its facilities, Francia said the MCIAA is also working at how it can open some spaces within the airport by removing or relocating offices.
MCIAA is also looking at purchasing new automated equipment, like the hold baggage system, to avoid unnecessary queuing and crowding of passengers.
“But we are all taking this one step at a time,” he said.

Metro Manila in General had to be pump up in economy as a show case for the Philippines. The biggest obstacle we have, is too dynasty style politics where like what we have in Cebu province for example, the Governor is related to congressmen, mayors related to vice mayor related to councilors on different towns and cities, and election time arrives, everybody play musical chairs. What are they bragging about that they come to serve the people. Yep they serve the people alright, but they give them scraps and keep the rest to friends.
See what justice we have here in the U.S., Now in New Jersey a three terms mayor is sentenced for 20 years for graft and corruption. Since he is 70 years old, it is negotiating for short term and pay back the money. His girl friend(kaliwa) will be given 15months. We also have a U.S. Senator from Alaska just convicted this week, of accepting his summer home renovated by polical friend for free. Sentence is still on negotiation since he is 80 years old.
Have you seen the U.S. Capital in Washington D.C.? Yes, you can see the grandeur, the massive government buildings, museums, monuments, parks and Universities. Two of the largest Churches in America made of Granites and Marbles. One of them is the Catholic Church, were Pope Benedict visited. If you come visit the place and drive around without the tour guide just a street map, you will see the tenements were the poor people live, sometimes you can say that the area is an American style slums(Naglago).
Now Filipinos in the U.S. in general, are now amazed the progressiveness of the Visayas Cities. They want to invest like buying condos or rebuilding houses for what money they saved. The improvement of hospitals and its medical facilities is the primary thing we have in mind. We are hoping more hospitals will be acredited for our different insurance coverages.

Handicaps and elderly barely make it to the other side of the street as traffic light changes. They mostly get stuck on the third island short of the other side of the street. Every year, this 8 kilometers stretch local highway have some fatalities.

It's like this, if it's in the sea, it's called waterspout but if it makes landfall, then it's called a tornado.
Tornadoes I think are rare here in our country. Waterspouts are more common.

SM Prime Holdings, Inc. (SMPHI), one of the country’s giant mall developers, is now aggressively eyeing for ideal locations to build two additional SM supermalls in Cebu.
“We are constantly monitoring our plans of expanding here. We want to be able to address the growing market base,” said Annie Garcia, SM Shopping Center Management Corporation president.
Garcia told reporters Monday SMPHI is not yet ready to reveal the future mall sites as the company is still on the look out for probable locations.
Earlier, SMPHI president Hans Sy bared SMPHI’s plan to invest P2 billion for the construction of two more branches in the province – one on northern Cebu and another in the southern part of the province.
In February last year, SMPHI has expressed great interest to purchase a huge portion of the 295-hectare reclaimed lot of the South Road Properties, a project of the Cebu City Government.
“We’re really serious and bullish about Cebu. In fact, it’s our priority area for Visayas and Mindanao projects,” Sy said but added SMPHI and the city government has not yet arrived at a formal negotiation.
Garcia, who echoed Sy’s optimism in SM’s expansion plans fro Cebu, assured once the two malls open, it will be an added attraction to the local commercial and entertainment landscape.
Likewise she said the expansion building of SM City Cebu, dubbed the Northwing, is now more than 50 percent occupied by mall tenants.
Deviating from its traditional box-type mall development, the Northwing soft opened December last year.
Profile in the Northwing tenants include branded retail and specialty shops, and facilities such as comfort lounge, concierge and entertainment area.
The five-story expansion building utilizes about 104,000 square meters, with 168 leasable slots and four level parking spaces that accommodate close to 2,000 cars.

The petition to appoint a Saudi-based Cebuano pathologist as chief of the Overseas Workers Welfare Administration (OWWA) gained more support with the endorsement of the leaders and the 25,000 members of 58 community organizations in a signing ceremony held at Al Mutlaq Hotel in Riyadh last weekend.
Dr. Carlito L. Astillero of Labangon, Cebu City also gained support from thousands of Filipinos from 29 countries worldwide, who added their signatures to an online petition that was launched last week by the community leaders of the Saudi Arabian capital.
Ell Mua, president of the Union of Muslim Associations and national chairman of United OFW Association, emphasized the need for a ”true-blooded” Overseas Filipino Worker (OFW) to head the OWWA. After all, he continued, the agency is supposed to be an organization of, by and for the OFWs.
Founding President of the Filipino Retirees Employee Movement Falsal Sharque said that the first task is to ensure that Astillero would get the appointment.
Joey Badong, past “commander” of the Order of the Knights of Rizal (OKOR) in Saudi Arabia, said that it is important to put at the helm of OWWA someone like Astillero, who knows how to act and listen to the concerns of the overseas workers.
Along with the prominent Overseas Filipino leaders, who signed the online petition, are US-based Victor Barrios, convener of the Global Filipino Nation and Cesar Torres, convener of the Filipino-American Forum of San Francisco California; Dr. Edong del Rosario of Guam, a long-time OFW advocate; Fe Kim and Ernie Perez of the United Filipinos Worldwide for Development; Anita Sychonn Sese, chair of the Overseas Filipino Council; and Jacinto Tilbe of WOCU Afghanistan.
Included in the list were Emmylou Cortez of the United Nurses of New Zealand; Francisco Aguilar Jr., chair of PPP-ICC; Norma Hennesy of Radio Pilipino of Adelaide, South Australia; Dr. Inocencio Oballo Jr., of the Filipino Community in Tuvalu; Zeny Landicho Lugon of the Filipino community in Geneva, Switzerland; Grace Cabactualn of the Filipino Community in Netherlands; Macrena Alcedo Reconsal of Kilipi in Barcelona, Spain; Rodel J. Ramos of the Philippine Press Club of Ontario, Canada; Norberto Hinang of Hanli Engineering in Angola; Chona Bolos of Bonn, Germany; Rudy Dianalan and Corlito Obtanilla of Kasapi Congress in the Western Region of Saudi Arabia; and Arman Muleem and Susie Barbeiri of the Worldwide Filipino Alliance.
It was the OFW Congress in Riyadh, an umbrella organization of different Filipino groups in Saudi Arabia, which organized the petition asking Malacañang to appoint Dr. Astillero to replace the position vacated by Administrator Mariano Roque when the latter was permanently appointed as labor secretary by President Gloria Macapagal-Arroyo two weeks ago.
“It is high time that someone from among our OFW leaders be appointed OWWA Administrator,” Francis OCA of the OFW Congress said.
The Cebuano doctor, who also served as laboratory director at Al-Missari Hospital for the past 21 years, presented a five-point agenda.
Should he be named OWWA administrator, Astillero promised to give direct attention on the need to increase the present OFW representation in the OWWA board, and initiate transparency on policy directions, plans and programs of the agency.
Dr. Astillero has been an overseas worker, serving in various medical positions in three Middle East countries from 1976 to present.
He has been an active community leader, serving either as founder or head of a range of organizations engaged in OFW sports, economic, social and welfare activities in his 32 years of being an OFW.
Moreover, he is also one of those who worked hard for the passage of the Overseas Absentee Voting Law.
Dr. Astillero was also awarded “Most Outstanding Filipino in Saudi Arabia” by the Philippine Embassy in 1990 in recognition of his contributions to the welfare of the OFW community.
Further, he was also awarded “Bagong Bayani Awards” by President Corazon Aquino in 1992, the “San Lorenzo Ruiz Award as Outstanding OCW” by President Fidel V. Ramos in 1994 and the Special Presidential “Banaag and Sikat Award” also by President Ramos in 1996, among other prestigious awards given to OFWs in recognition of their services to the overseas Filipino communities.
Dr. Astillero earned his degree at Southwestern University and placed 9th in the 1968 Medical Board Exam.

Sleepwalker August 1st, 2008, 05:24 AM TWO lounges at the Mactan-Cebu International Airport will be among the first to have for free digital signages that will feature audio-visual presentation (AVP) from the Department of Tourism (DOT).
In a joint venture between the Mactan-Cebu International Airport Authority (MCIAA) and M.A. Tan Mediamark Inc., digital signages will be wall-mounted at the airport’s Lounge 7 and Lounge 8.
Office manager Angela Moreto said Mediamark has been providing back-lighted signages at the airport for the last 15 years.
But with the launching of its digital signage product last Wednesday, more units might be installed within the airport.
Mediamark also targets to start the dry run of its products at the airport by the middle of August.
Aside from AVPs from the DOT, Moreto said companies are also welcome to place advertisements.
Public announcement from MCIAA to passengers in the airport, as well as news clips can also be included in the programming sequence, Moreto added.
New wave
Digital signages, which are considered as the “new wave of advertising,” are a combination of digital signage players, digital screens and multi-media content.
Graphicstar is the system integrator and provides the equipment, software and content management.
Albert Pedrosa, Gra-phicstar’s general manager, said the emergence of digital signs is mainly because of high consumer demand for liquid crystal display (LCD) monitors and plasma display panels (PDP).
LCD and PDP are now more affordable compared to five years ago, Pedrosa added.
“But we are using the industrial monitors for the signages,” Pedrosa said, adding that the sizes of the monitors range from 46 inches to a maximum of 90 inches.
Digital signs are also easier to update since content management can be remotely done through a wireless connection that links the display panels to a computer.
The digital signs can also be used by retail store outlets, malls, hotels, fastfood chains, corporate offices and during events. (DME)

sakto, its sensorized, not automated.. :) bantayi ra gud nang sa mandaue traffic, it will take about 2 to 3 minutes before mausab ang color sa traffic lights even if wala nay cars on the other street..

How are signals controlled?
The SCDOT uses two methods to control traffic signals. The first employes a timing mechanism to change the signal at specific intervals. Pre-timed traffic signals work well where traffic patterns are predictable and speeds are slow. However, less than 15 percent of South Carolina’s nearly 4,000 traffic signals are pre-timed.
This means over 3,300 of the state’s traffic signals rely on a second method to manage traffic.
At intersections where traffic patterns vary and speeds are higher, a traffic signal that detects a vehicle’s presence is needed. It must not only recognize automobiles, trucks, and buses but must also respond to motorcycles, bicycles, and pedestrians. Such traffic signals are known as actuated traffic signals
Actuated traffic signals maintain a green signal on the busiest street until a pedestrian or a vehicle on the less traveled side street approaches the intersection. The traffic signal detects and responds to this new demand.
To make traffic signals responsive to pedestrians, traffic engineers install push buttons located on poles at intersection corners. The pedestrian pushes the button to change the signal.
To detect the presence of motorists and bicyclists on the side street, traffic engineers use a metal sensing device known as a loop detector.
Vehicle users can often spot the telltale signs of loop detectors by the grooves cut into the roadway behind the stop bars at intersections. Wire loops that sense metal objects above them are placed in these grooves. Once a vehicle is detected the traffic signal processes the request, allowing traffic from the side street to enter the intersection at the appropriate time
Types of Loop Detectors
Traditional loop detectors (shown below) are roughly rectangular in shape. They easily detect larger vehicles. However, motorcyclists, bicyclists, and even motorists in smaller cars may find that some of these traditional loop detectors do not easily detect their presence.

To improve detection, South Carolina uses a figure “8” style loop detector known as a quadrupole loop (shown below). This pattern improves the sensitivity in the middle of the loop. AmbutLang August 1st, 2008, 11:28 AM I read the article a couple of years ago that Cebu traffic lights are automated system done by the Autralians.
The New York traffic lights are controlled by central system and automated timed. But it can be overriden by the ambulances, police cars and transit passenger buses. Our buses are in on going process of installations of onboard cameras and GPS. If crime is done in the bus, the bus driver has a panic botton and the GPS is activated.
There are over 300 red lights violators' cameras on major intersection. The owners of the cars caught on passing a red light traffic signals will receive a letter with pictures of the car and license plate with it. Owners of the cars will get automatic 3 points against their vehicle violation equals to over $100 more on car insurance since copy will be sent to the car insurance co.. The city will not hear that you were not driving your car at that time. The cameras work day and night.
I hope Cebu will also have this kind of cameras at the intersections, so as to teach the drivers to behave on traffic lights.

Last of Three Parts
We end this series on the recent World Youth Day-themed concert tour of the University of the Visayas Chorale, now Cebu’s leading chorale group, in Australia with the third part of the tour, which was highlighted by performances during WYD week (July 14-20) plus an award from the Global Filipino Australia organization.
On July 14, the day the UV Chorale arrived in Sydney from its 10-day regional tour of New South Wales, the group received a Global Filipino Youth award at the Macquarie Theatre, NSW Parliament, along with 28 youths and two groups from all over the world. The UV Chorale award, which was handed by John Aquilina MP, the Leader of the House of the NSW Parliament, was to recognize the international achievements of the chorale, including its contribution to the WYD as the only official Filipino performing group, according to Lolita Farmer, Global Filipino Australia president.
During WYD week, they sang in various music fests. At St. Aloysius College, they performed twice, gathering mostly repeat audiences on the second day. At the Domain, they experienced for the first time this vast stage set-up meant for high-profile concerts, and it was an exhilarating feeling to see Filipino flags being waved by pilgrims while they performed. At the Sydney Opera House Forecourt, they had a televised performance that welcomed hundreds of international pilgrims arriving to watch the theatrical presentation of the Stations of the Cross.
But the highest point in the concert tour would have to be its exclusive performance before over 400 cardinals and bishops at the International Cardinals Luncheon in Terry Hills. Now it can be told that since we were prohibited to take photos of the event, it took a bishop—a big thank you to Bishop Patricio Abella Buzon, SDB—to do it for us.
It was a sight to behold when some members of the red-capped audience broke the formality of the affair by pulling out their digicams and videocams to record the singing. While we saw a bishop congratulating Cardinal Pell, the Archbishop of Sydney, for bringing in the group, we also saw Bishop Anthony Fisher, the auxiliary bishop of Sydney and co-ordinator of WYD 2008, individually congratulate each member of the choir as they went down the stage after their performance. Several others proceeded outside the venue to congratulate the choir. Because the choir only sang three numbers, including Receive the Power, this year’s WYD theme song composed by first Australian Idol Guy Sebastian, several bishops requested for an encore at the venue’s entrance steps. The choir obliged two, including Ryan Cayabyab’s Coconut Nut (which proved to be a hit among foreigners throughout the concert tour).
The choir members, for their part, were all overwhelmed. Chorale member Sherwin Sulla said, “We were all starstruck seeing all the cardinals and bishops in one place. We feel so blessed that even for a short time we were able to share our music.”
It was indeed a fitting climax to what could only be described as a successful—make that very successful— concert tour. As a reporter covering the tour and witness to the rousing reception and wonderful patronage in the venues the choir has been to, I came home loaded not just with stories but also with pride in our Cebuano choir. Here’s to more inspired, world-class performances from the UV chorale.

I think diehard the first photo where there's an u/c was shot in Mactan, perhaps at Imperial Palace? Judging at the number of ships passing by, the waterspout (a twister on water) happened at the channel between Mactan and Olango Island.

yes it is automated or sensorized or whatever it is called. we had a tour there sa control center nila diha sa n. bacalso ave near sa south bus terminal way back 1994 or 95.
they even have this term 'married' traffic lights. nga ig-abot nimo sa traffic light 2 gikan sa traffic light 1, GO nasad cya. ang akong pasabot nga kung GO ang traffic light1, igo gyud nga maabot ka sa traffic light 2, GO nasad cya. so meaning, derecho na imong byahe. but this is most applicable lang sa not so congested crossings.

I would just like to share some few comments on some of the issues in the forum.
1. On that blog about the Davaoeño. Sige lang na sila. Dili lang kaayo ta muhatag ug dakong pagtagad sa ilang mga comments. I lived in Davao City for 2 years (2006-2008), I have friends there and some of them who have visited cebu would always say nga mas-"guwapo" pa ang davao. However, having lived there for a while, I can assure you my fellow cebuanos, wala ju'd ta'y angayang ikabalaka, hinuon wala man sad ju'y bisa'g kinsa nato ang nabalaka.
Perhaps tuod man hapsay ilang lugar, lagpad kaayo ilang dan, unya peaceful kay duna'y armed forces nga nag daladala ug M16 sa kada iskina ug tuod man tin-aw ilang tubig kay pure H2O man. Unlike sa Cebu province nga abunda ug minerals atong tubig kay vast limestone man ang cebu island. Suma lang, hain man ang planta sa Nature's Spring?
But the charm of our city can never be quantified by any survey. Cebu is a place with a certain aura. Cebuanos are sophisticated without being pretentious. Surveys can not quantify the quality of the people in any observed city. Perhaps not many of us know this but many people, foreigners and fellow Filipinos alike would attest that Cebuanos are the most sensible people in the Philippines. We are a bunch that ask the most difficult questions. We are a lot that is so hard to please. We are not easily mystified by actors and celebrities. We appreciate their talent but we don't make them gods. Perhaps cebuano ko mugawas nga biased ko but, only cebuanos can think objectively. We don't just focus on hailing the beauty of our place but recognize its ugliness as well. We embrace critisms as guide for improvement without compromising our own preferences. Heck, we even know better to choose an intelligent yet maybe/allegedly corrupt president over another washed up movie actor (God bless his soul). And the best part about being a cebuano is, we are very much capable of shooting subtle insults without being too obviously offensive.
Anyway, nakapuyo ko ug davao kay didto ko giassign sa akong trabaho pero wala ko kaagwanta, niuli jud ko ug cebu. Ang cebu man gud, productive kaayo nga lugar, favored or unfavored by any president. Gi-hail ta as Queen City of the South for over 50 years tungod kay mao man dyud ang saktong title para sa cebu. Gi-hail sila ug the Land of Promise kay tuod man PROMISING man sad pud ilang lugar, bitaw, abunda man gud sila sa gulay ug prutas. Davao will have their turn. In 5 years time, naa na sila'y Ayala Center, ilang SM mahimo nang 1/2 as big sa atong SM gikan sa 1/4. So, each metropolitan would have their turn. If their region can work on the bombings in their place then perhaps muprogress napud ilang lugar. Meanwhile, ato lang usa ron, ugma ato gihapon. hehehe
2. We see a lot of changes happening in our beloved hometown. As cebuanos, let us adopt a collective consiousness of not loosing sight of what is happening. WE DON'T WANT TO BECOME LIKE METRO MANILA. Let us keep Cebu the way we Cebuanos would want it to be. The development of our region should not be influenced by anything else but the Cebuano way of thinking. We are a bunch that is hard to please, so let us AIM to please ourselves. Bahala na nang mga comments nila. Kita ma'y nagpuyo sa cebu so atong gusto ang atong tumanon. Remember, "if it sells in cebu, it sells everywhere else.." So himuon nato ang cebu nga kita mga sugbuanon malipay. I hope that in the upcoming meet (madayon ba?) would be a productive gathering and perhaps bring about discussions on various issues that has made and will continue to make CEBU the Philippine's Best Seller.

A PORTION of Magallanes St., one of the busiest streets in downtown Cebu City, will be permanently closed to vehicular traffic now that the beautification of Plaza Sugbo is finished.
The road closure will require some changes in the traffic scheme in the downtown area, which will affect the road network around City Hall and Carbon Public Market.
The asphalted road between Magellan’s Cross and the City Hall was covered in red bricks and was landscaped as part of the renovation work on the legislative building, and is no longer passable to vehicles.
The area is also a tourist attraction mainly because of the Magellan’s Cross and the Basilica del Sto. Niño.
Several jeepney lines used to pass through Magallanes, specifically the stretch between D. Jakosalem and P. Burgos Sts., until it was closed last February.
But yesterday, Vice Mayor Michael Rama told reporters the closure will be permanent.
“Anyway, they said it’s better to reroute the traffic there because the distance from one block to another is short so that when drivers reach that part of Magallanes, they encounter a choke point,” he told reporters.
He said, though, that in the event of emergencies and during the Sinulog festivities, the road may be opened but only for light vehicles.
Rama also raised some proposals to address whatever congestion the road closure will cause.
After M.C. Briones St. has been cleared of vendors who set up stalls along the road and sidewalks, and now that it is a five-lane road, Rama wants to implement a two-way traffic scheme there.
The Carbon public market is along M.C. Briones St., making it one of the busiest roads in the area.
Other streets around City Hall and Carbon market will also be checked if there are other traffic obstructions that can be removed to widen the road. (LCR)

Regarding our water, I am proud to say that I work for that company, and I can still drink water directly from my faucet and I dont have to buy them bottled.
But the charm of our city can never be quantified by any survey. Cebu is a place with a certain aura. Cebuanos are sophisticated without being pretentious. Surveys can not quantify the quality of the people in any observed city. Perhaps not many of us know this but many people, foreigners and fellow Filipinos alike would attest that Cebuanos are the most sensible people in the Philippines. We are a bunch that ask the most difficult questions. We are a lot that is so hard to please. We are not easily mystified by actors and celebrities. We appreciate their talent but we don't make them gods. Perhaps cebuano ko mugawas nga biased ko but, only cebuanos can think objectively. We don't just focus on hailing the beauty of our place but recognize its ugliness as well. We embrace critisms as guide for improvement without compromising our own preferences. Heck, we even know better to choose an intelligent yet maybe/allegedly corrupt president over another washed up movie actor (God bless his soul). And the best part about being a cebuano is, we are very much capable of shooting subtle insults without being too obviously offensive..
I think no one can vouch the inaccuracy of any surveys, except those who performed the surveys themselves. anyway it just a survey. but i agree on the quality side of the survey, the survey cannot ask all the factors of quality life. Are we pretentious? I dont think so, Davaoenos are pretentious? we pretend to be secure? to be progressive? Its just perceptions from the people who think nga gubot dire and maot dire. 2. We see a lot of changes happening in our beloved hometown. As cebuanos, let us adopt a collective consiousness of not loosing sight of what is happening. WE DON'T WANT TO BECOME LIKE METRO MANILA. Let us keep Cebu the way we Cebuanos would want it to be. The development of our region should not be influenced by anything else but the Cebuano way of thinking. The one major advantage in the U.S. is the prices of basic goods and foods compare to people earnings is that it is mostly attainable. But the life style is fast and dog eat dog world. Manila is try to catch up. While in Cebu, it is not there yet. That is why I come back every year to unwine and relax.

Noting the significant increase of international tourist arrivals owing to the number of direct flights from Cebu, the Mactan Cebu International Airport is set to pursue a slow but well-calculated expansion program that is expected to accommodate its growing passenger volume for the coming years.
Mactan-Cebu International Airport Authority (MCIAA) general manager Danilo Augusto Francia said the airport terminal can still accommodate 600,000 more passengers on top of its current capacity of 900,000 passengers a year.
Francia said the terminal is still “good for some more years,” hence it needs no further expansion as of the moment.
What needs to be done for the meantime is clearing some spaces and utilizing areas that are not well used such as some terminal lounges, said Francia.
He said that before Domestic lounges 7 and 8 are not very much utilized but four months ago they started using them to serve as bus lounges for low cost carriers that are not using boarding bridges.
He said that right now Lounge 6 at the international wing remains unused but has been eyed by foreign low-cost airlines that are planning to operate in Cebu.
The Mactan-Cebu International Airport has been hailed to have the highest number of flights in the history of airports in the country with over 74 international flights a week and 291 domestic flights a week, said Francia.
He added that a few years ago, international flights were only at 44 times a week while four years ago domestic flights only reached 234 times a week.
Lately, the number of international passengers posted a 20 percent growth, which prompted the agency to consider creating additional international and domestic lounges soon.
He however stressed that the airport's domestic terminal has not yet reach its maximum capacity as with the rate of domestic passengers of around 2.3 to 2.4 million a year that it has served so far, it can still accommodate around 3.6 million passengers.
"]“It can still hold for three years more. Our facilities can still accept the growth of domestic and international passengers for the next three years, after that we will have to make another terminal,” Francia pointed out.[/B]
The runway, on the other hand, is still in shape and could endure for the next seven to 10 years before it needs expansion and extension, he said.
“The prospects are good for us. Right now we are expanding the airport's area without necessarily expanding the physical area as we tried relocating offices and putting away underutilized equipments. We are taking things step by step and not rapidly,” Francia said. —Rhia de Pablo

International tourist arrivals in Cebu reached 284,059 during the first semester of the year, an 8.2 percent growth from last year's 262,539 arrivals.
The growth in foreign tourists arrivals in Cebu is higher than the national growth rate of 7.4 percent. The country’s foreign tourists reached nearly 1.4 million during the first semester of 2008.
Around 1.3 million foreign tourists visited the country in 2007, based on data presented by Department of Tourism (DOT) Undersecretary Phineas Alburo earlier this week.
Alburo said the Philippines has projected between 3.4 to 3.5 million tourists to “visit and explore tourist destinations” this year.
The average tourist growth rate is at seven percent to nine percent, Tourism Secretary Joseph “Ace” Durano said in an interview recently.
However, Durano clarified that growth should be evaluated based on number of tourist arrivals and tourist spending.
“The real story is in the tremendous increase in tourist spending which may be obtained from shopping, adventure tourism activities and spa and wellness services,” Durano said.
Despite rising prices of fuel and basic commodities, Alburo said the tourism sector remains optimistic that they would reach their target as more direct flights opened between Cebu and international points.
He said the presence of China-based airlines plying direct charted flights from Cebu to Shanghai, Nanning and Guanzhou (and vice versa) would ensure continuous tourist flow at least by the end of the year.
Three Chinese airlines namely China Eastern, China Southern and Shanghai Airlines are now operating direct flights to Cebu.
The other direct flights to Cebu, such as those for Mumbai and New Delhi in India and Vladivostok in Russia, are still under negotiation. The tourists from these two countries are known to be big spenders.
