D'Transporter August 7th, 2008, 03:42 PM ^^ Ang Cebu North Coastal Road ba, naay overpass and underpass.. Does the underpass mean somewhat like a tunnel? .. If the main roadway goes below the crossing roadway's existing traveled elevation then the main roadway is an underpass at that intersection. Looking at the picture below, if you were taking the pic then you are approaching an underpass from the street you are travelling. http://www.aaroads.com/delaware/delaware999/centerville_rd_nb_at_greenbank_rd.jpg Most flyover's in Cebu are considered overpass (Open box girder design) The picture below shows a freeway (Left-Right) and a crossing roadway which was built as an overpass (Top - Bottom). In this overpass, they fill in both approaches with dirt to raise it and then built a bridge over the freeway. http://www1.istockphoto.com/file_thumbview_approve/1569497/2/istockphoto_1569497_freeway_overpass.jpg henji August 7th, 2008, 04:03 PM http://photos-254.friendster.com/e1/photos/45/21/52211254/1_559024743l.jpg paadtong pier 3.. taxi pa nako ni gi-shoot. good thing wala na blur. rau August 7th, 2008, 04:04 PM reposting this vid... 4q2fzKXL4V0 according to them... Duol pa gyud last stop sa 5 trains terminal. Life guards on duty from 8 AM to 6 PM. The beach open officially on the last Sunday of May and close on the first Sunday of September. It starts to be cold. At other times of the day of year, swim at your own risk. The beaches north sa NYC pabayran $10 per car for using the facilities. The beaches are all free in NYS. Some towns tried to discourage the public by limiting their accesses. :bash: marxman August 8th, 2008, 03:15 AM i heard nagmotorcade nasad ang mga OK2x gahapun? how was it? pasensya sa mga OK2x nga forumers but kasagaran ninyo nag.samok2x ra sa cebu! asta nang mga WATI!!! i read sa news someone was caught in possession of a gun. and then there was this guy from my beloved City of Naga who was caught holding a liquor! wat a shame!!! I can still remember the opening of Ayala Center Cebu. I was grade five. We went there after class. There was not much fuss and much crowd compared with SM City's or even Gaisano Countrymall's opening. Maybe because Ayala was not so popular compared with SM or Gaisano during that time. I even thought before that the mall will become a flop just like Cocomall or Raintree Mall because there was no crowd, there were only a very few stores, it was not a very popular mall brand or name compared with SM and Gaisano, and they have similar interiors (Cocomall and Ayala). The first store that we went there in Ayala was "Papemelroti." They sold picture frames, albums, etc. all made from recycled materials. ... Heck, even the world's largest metropolitan area, Greater Tokyo, doesn't have interchanges as large as this. This thing should remain solely in car-crazed America. Sadly, China is building tons of these things, as well. :( Yeah, it comes with not just the increase in population and immigration but the number of cars, it's the answer for decongestion within a big metropolis. I don't think this will happen in Cebu, it's not necessarily a bad thing but if this scenario is being foreseen in Cebu Metropolitan area, the city government or even the Provincial government must start planning and acting now while the whole area is not severely overly populated yet. This is just actually similar to what you see in EDSA in Manila/Quezon City area the only difference is that, the highways and the community/residential build up in the US are all spaced out and away from the main arteries of highway because they still expect for a future expansion, but then again the US land mass is just humongous... they have alot of space for these type of road and infrastructures. henji August 8th, 2008, 06:12 AM cloverleafs they look nice but with the scarcity of space in cebu! i dont think so! but i think theres one in davao naa pero gamay... rau August 8th, 2008, 06:14 AM OT but just wanna share... This, in turn, would lessen the need for the construction of more four-stack/five-stack interchanges and cloverleafs. Meanwhile, the construction of mass-transportation infrastructure (i.e., bus-rapid transit lines, trams, light-rail transit lines, monorail lines, and commuter/suburban/exurban heavy-rail lines), will be the norm in the coming years. dive-cebu August 8th, 2008, 06:45 AM ^^ agree bai, that's why i'm already content with what we have in cebu in terms of roads, but im really for the mass transport system... hope this will be realized sooner than expected. The Cebuano Exultor August 8th, 2008, 07:07 AM Yeah. That's why, out of interest's sake, I spent a whole Sunday afternoon surveying the entire route of the proposed light-rail transit line. I drove from our house in Barangay Talamban to Danao and then to Car-car via the National Highway. As I was going back to the city, I came to conclude that the stretch of the route that was actually feasible (in terms of daily commuter ridership) begins from Gaisano Central Fiesta Mall Tabunok in the south to Super Metro Mandaue in the north. I also believe that a tram line for running along Colon Street (from Gaisano Central Colon to Gaisano Main) would be great. The local governments of the cities comprising Metro Cebu could have discouraged the development of gated suburban neighborhoods/communities/subdivisions so that the development of real estate projects like AboitizLand's The Persimmon would be more commonplace. -sharkleman125- August 8th, 2008, 10:12 AM na-post na ba ni?? PINOYmeat August 8th, 2008, 11:53 AM Commercial Wimax services seen from Globe Telecom October By Lawrence Casiraya INQUIRER.net First Posted 16:59:00 08/06/2008 MANILA, Philippines -- Globe Telecom will launch commercial Wimax (Worldwide Interoperability for Microwave Access) services beginning October this year, executives said during the company's investors' briefing Wednesday. Lee Han Kheng, Globe's chief operating adviser, said Wimax will be rolled out in key cities, including Cebu and Metro Manila. The company claims it is the first operator in the country to announce commercial services running on Wimax. Globe first announced Wimax trials with Intel as early as 2005. Wimax will sit alongside Globe's existing wireless broadband access services, including 3G/HSDPA and wi-fi. The service enables PC users to access the Internet via Wimax, which provides wider coverage and better throughput than wi-fi. Globe will be using customer premise equipment (CPEs) and base stations from Chinese equipment vendor Huawei. "We were doing trials since the middle of last year and concluded first quarter this year. We have tested in densely populated cities," Kheng said in interview with reporters after the briefing. Asked how much Globe is investing in Wimax, Kheng said the investment is "not that significant relative to 3G." At present, Globe has more than 2,000 3G/HSDPA base stations nationwide, he added, but declined to reveal how many Wimax base stations have been deployed so far. Meanwhile, Gil Genio, head of Globe's enterprise business group, expects capital expenditure on Wimax to be higher next year as the company expands its rollout. "We will keep on expanding the service to cover as many urban areas possible," Genio said. Asked about pricing, both executives said they do not expect Wimax to be priced higher than existing wireless broadband services such as 3G/HSDPA. Wimax is also positioned as an alternative to fixed broadband DSL service. "Whether our customers move to 3G or Wimax, that's okay for us," Kheng said. "Wimax, though, is a purpose-built network and is located nearer to residential rather than commercial areas." Israel Cebu Daily News First Posted 11:14:00 08/07/2008 LAPU-LAPU CITY, Philippines- Initial work on the multi-billion-peso Mactan North Reclamation and Development Project may start by next year, a Lapu-Lapu City official said. Lapu-Lapu Deputy City Attorney Michael Dignos said this even as he cited the statement of Philippine Reclamation Authority (PRA) General Manager Andrea Domingo on Tuesday as the “strongest affirmation” of the Lapu-Lapu city government’s stance on the project. Dignos said the city is only waiting for the completion of the Environmental Compliance Certificates (ECC) and other pertinent documents which he hopes will be done this year. Even without any endorsement from the Regional Development Council (RDC), Dignos said the city government will proceed as scheduled. “Definitely, the RDC is a coordinating body without executive functions,” he said. Dignos said Lapu-Lapu officials went to the RDC merely to inform the council out of respect for its chairperson Cebu Gov. Gwendolyn Garcia and its members. “We did not go there to seek their endorsement because the Office of the President clearly told us that we only need to coordinate with PRA for the needed documents.” Dignos said they already received several proposals from foreign and local investors to finance the 400-hectare MNRDP. He declined to name the investors. Next month the city will finish assessing the type of financing scheme with a potential investor to the MNRDP estimated to cost P10 billion, Dignos said. Among the requirements is a certification of “no objection” from the National Economic Development Authority (NEDA), Bureau of Fisheries and Aquatic Resources (BFAR), Cebu Ports Authority (CPA) and the Department of Public Works and Highways (DPWH). Dignos said a certificate of no objection means the agencies concerned will certify that their funds won’t be spent for the MNRDP. Dignos said these certificates were already issued by DPWH and the CPA. asa ni dapit sa lapulapu? di man angay nang area sa lapu lapu butangan recla oi...mas mouyon pako dapit sa south part sa cordova...madaot nya ang potential resort site sa northern part sa opon og ang natural scenery madaot..:ohno: :ohno: Cebuski78 August 8th, 2008, 02:37 PM With the advent of the post-'cheap oil' era, car-usage will become less and less practical. AboitizLand Inc. president Andoni Aboitiz said the construction of iMEZ, a five-story building that will provide a total of 4,500 square meters of leasable space for business process outsourcing (BPO) offices, is an indication of the company’s optimism about Cebu. “We are very bullish about prospects in Cebu. We prefer not to get into the thinking that the economy is bad. There are so many opportunities in Cebu and the country, in general,” he said. “We’re looking at the long-term. We believe in the long-term potential of the country.” Aboitiz led the groundbreaking of the iMEZ site at the Mactan Economic Zone 2 in Lapu-Lapu City yesterday. The building is the first venture of AboitizLand Inc. into BPO office leasing and the first of its kind to be built in Lapu-Lapu City. Aboitiz said that while there are many areas being developed to provide office space for BPO companies, AboitizLand expects iMEZ to be fully occupied when it becomes operational. “There’s always competition, but there is (growing) demand,” he said in an interview. Labor supply He added that while BPO buildings are being constructed, they need not compete against each other. Aboitiz also dismissed fears of some sectors that the BPO industry will eventually fizzle out. “The problem is not demand, but whether Cebu can supply the skills (needed by the industry),” he said. He described the present scenario in relation to labor supply for the BPO industry as “challenging.” “But I believe we will be able to catch up with many (academic) institutions offering courses (patterned after the industry’s needs),” he said. Aboitiz admitted that AboitizLand is also affected by rising prices, but since iMEZ was planned some time ago, the company was able to purchase the needed construction materials when these were less expensive. He stressed that the company believes that the country will be able to hurdle past the present economic difficulties. “If we choose to see a crisis, we see a crisis. If we choose to see opportunities, we see opportunities,” he said. In his speech, Insular Life Assurance Co. Ltd. board chairman and chief executive officer (CEO) Vicente R. Ayllon said their new corporate center represents the company’s “vote of confidence in the progress of the Philippine economy.” “More importantly, (this building represents) our faith in the Filipino's wealth of talents,” Ayllon said. Ayllon likened the soon- to-be-built Insular Life building to the Beijing National Aquatics Center, or the Water Cube built in time for the Olympics. “Though this edifice may not equal the engineering marvels of the new Beijing National Aquatics Center, (nonetheless) the Insular Life Cebu Business Centre shares with it its ideal of interpreting, in concrete forms, the breadth and magnificence of the human spirit,” he added. Last year, the company and its subsidiaries posted a consolidated net income of P2.2 billion, 38 percent higher than earnings in 2006 that reached P1.6 billion. Insular Life, the parent company, accounted for 50 percent of the income with P1.8 billion. The blessing rite held yesterday morning was administered by Msgr. Achilles Dakay, Cebu Archdiocese media liaison officer and witnessed by Cebu City Vice Mayor Michael Rama, Rep. Raul del Mar of Cebu City’s North District and company officials led by Ayllon and President and Chief Operating Officer Mario Ongsingko. Jess Hofileña said that since the company's first district office was established in Cebu City in 1938, it has been “blessed with strong patronage.” “This is a sign of unmistakable growth. We are meant to usher in major initiatives and not just constructing a building here,” he added. Hofileña said the standing order for the sales division is to increase revenue within two years. “Just in time when we open the building in 2010, which is also the time we will celebrate our centennial – another reason that we are working on this project,” he said. The Center, dubbed as a corporate hub, has a gross area of 19,500 sq. m. It was designed by prominent architectural firm J.T. Manosa and Associates with an eye for promoting green architecture. “It will be equipped to handle the rigors of a technologically driven business environment and will also promote green architecture with its optimum use of natural light, terraced greenery, gardens and water features,” Ayllon said. mwg12a August 9th, 2008, 09:48 AM massive og tambok lagi kasagaran building sa atoa sa? mas ganahan ko og slim nga tag-as..hopefully soon managhan ra nya nang pareho sa crown regency... Crown regency wouldn't be the first and last, I think the Cebuanos should expect more of highrises coming around sometime soon. Kadaku sa Pilipinas ug dili ka makahibalo diin kini marehestro,” the mayor told the reporters. Osmeña said adopting the set-up at the US would make it easier for authorities to identify where the vehicle came from, especially if that vehicle is suspected to have been used in a criminal activity. Presently, a vehicle can be registered at any LTO branch nationwide, just like in applying for a driver’s license and LTO’s mechanism in identifying the vehicle’s origin is through the three letters prefix. Vehicles registered in branches of the LTO in Central Visayas have plate numbers beginning with the letter “G,” which encompasses the provinces of Cebu, Siquijor, Negros Oriental and Bohol. However, those vehicles registered just recently bear license plates beginning with the letter “Y” because LTO said to have already ran out of prefix letters and number combinations with “G” in the beginning. Once a plate number is issued to a vehicle, it is presumed that such number will be the vehicle’s permanent license. — Rene U. Assistant Cebu City Prosecutor Mary Ann Castro, who is detailed at the Bureau of Immigration, said their fight against outside transactions has bore fruits. Based on the monthly collection report, the BI posted the highest collection last month since January 2005 at P31,044,844. The record shows that the agency only has an average collection of between P11 million to P20 million since January 2005 up to June this year. Castro said as of Thursday, they already have collected a total of P156.1 million. She said they are hopeful to achieve its P250 million target collection for the year before December. According to Castro, the intensified campaign launched by regional director Reynaldo Almaden against fixers has helped skyrocket their collection. She said they have also encouraged foreigners not to transact business with the fixers because it will be much cheaper if they transact directly with them. The BI is also reaching out to foreign students of different universities and colleges and to working foreigners in Central Visayas to ensure that they paying the necessary permits to the government. Castro said they also encouraged foreigners with expired documents and those who are undocumented to report to the immigration office and obtain the necessary papers. She assured them that they will not be put in prison, only that they will be made to pay fines. — Fred P. This means the company will have more reliable water supply as its demand for water increases every year. Antonio Limjap, CCBPI-Cebu plant operations manager, said they have signed a contract with Pilipinas Water Resources Inc. for the supply of 1,800 to 2,000 cubic meters of water a day, the company’s daily water consumption. He explained that their company has water requirement of 90 to 110 cubic meters an hour, which is being used in producing 65,000 to 70,000 of soft drink cases a day. Limjap said they used to get their supply from San Miguel Corporation, which they share with the same compound in Tipolo, Mandaue City. However, SMC’s contract with CCBPI for the water supply ended recently and was no longer renewed because CCBPI is already under a separate company. SMC has sold its 65 percent interest in CCBPI to Atlanta-based Coca-Cola Co. for $590 million last year. Limjap said Pilipinas Water has already started supplying water to them since Monday. Romulo Senining Jr. of the PWRI said the water that they supply to CCBPI comes from their desalination plant in Guizo, Mandaue City. He said that they are capable of supplying the entire water demand of CCBPI because their water treatment facility is designed to treat as much as 5,000 cubic meters of water a day. Limjap said the water that the PWRI supplies to them has passed the Philippine standards for drinking water and is safe to use in making Coke, Sprite, Royal and other products that are produced in their Cebu plant. Aside from PWRI, Limjap said they are also planning to get additional water supply from the Metro Cebu Water District. Limjap said that since their production is increasing every year, they also expect their demand for water to go up, the reason why they need a backup water supply. — Wenna A. Berondo Back to top dark_knight_detectve August 10th, 2008, 11:19 AM Letter to the Editor – Lapu-Lapu's new perfume factory (http://www.philstar.com/archives.php?aid=20080808192&type=2) Saturday, August 9, 2008 It look's like the Big Pugapo has hired a new public relations consultant and has appointed him the new CEO of the Lapu-Lapu Perfume Factory. This factory has been working overtime since last year, creating all sorts of spin and pahumot stories for the scam ridden city administration. The new chief perfumer, who's past work experience includes doing marketing blitzes for a well-known telecom firm, used to operate the now defunct Mandaue Perfume Works which was shut down after the political demise of his once untouchable client and patron. Let us hope he does not lose his touch. Despite his creative attempts to deodorize the image of that once powerful and almighty politician, the poor fellow still suffered an embarrassing defeat in the last election. He should stick to selling cellphones. After all, the perfume business has been a disaster in the Philippines. Improving the scent of something rotten is extremely difficult and tricky. The combination of foul and fair does not result in a saleable new scent. They are chemically incompatible. Just look at these examples of the latest scents created by the new master perfumer: Pugapeaux No. 5 - This concoction made to wipe out all traces of any smelly scam has required the use of several talented perfumers who bombard us daily with sweet nothings and praise releases on radio, tv and print. Included in the mix are announcements of awards, giving out recognition plaques and similar pasalamat stunts using reluctant and sheepish props, and repetitious survey results most of which have nothing that can be attributed to the Big Pugapo. The printing of resolutions by lapdogs, hosting lavish Shangrila parties, public relations events and Kadaugan spectacles with famous personalities, are all part of the formula. Excluded, however, are honest explanations of the overpriced purchases, transparency, proper accounting and public disclosure of use of city funds, state of the roads, garbage and squatters and similar essential ingredients required for a truly great perfume. As a result, this one is suitable only for lapdogs begging for a bone, and the chorus of the musical "Everything is Great in Lapu-Lapu". Fleur de Computer - An audacious attempt to confuse logical sensory perceptions. Even the First Lady of the P26 million Girl Scout Scam and extravagant ASEAN expenses fame has been enlisted to help show the world that it is normal to buy a P17,000 computer for P50,000! Gadzooks! Just throw in a P1,000 flimsy table and chair and call it a work station. Then ask the supplier to surreptitiously change the specifications almost 2 years after the fact, and -- Voila! We still have an overpriced computer! OK. Add an AVR and installation charge that should have been included in the first place, and use Grade 3 pupils to give testimonials thanking Pugapo for giving them one computer instead of two or three for the same price. So are we now expected to ululate with delight? No way. This new fragrance is only for idiots and suckers. Eau de Wigelle - Inspired by the mother and son duo previously at odds but now allied with Pugapo, and known for their awesome storytelling talents. This elaborate and complex scent, despite repetitive bursts and massive doses since September 2007 when it was first distilled in the lab of the previous chief perfumer, repeatedly advertised in local newspapers, and reincarnated with imaginative new essences -- has not produced any appealing whiff of credibility. We joined the northern escapade and the southern heritage tours. It was a most enjoyable and unforgettable experience. This time around, my travel companion Mayen Tan and I found ourselves crossing the seas on board the ferryboat that would take us to Camotes. Almost everybody loves to come to this enchanting island, and for good reasons: It offers the ideal mix of unspoiled natural beauty and tropical style. It is exotic but not too foreign. It is a perfect setting for island-style food that’s absolutely sumptuous but devoid of any “gourmet” pretensions. The remote beaches and other natural wonders are too beautiful to be real. The Bukilat Cave in barangay McArthur is a sight to behold on a high tide when the water flows out to the sea. Not to be missed is picturesque Lake Danao in San Francisco, the largest and only natural lake in Cebu with 700 hectares of fresh water. The folkloric dancing and music give you a feel of Camotes’ warm-hearted, ever smiling people and their unique, unspoiled culture. Undoubtedly, Suroy Suroy, whether up north, down south or across the seas, has successfully achieved its goal of giving tourists, balikbayans and foreigners alike a glimpse, a look see and an opportunity to discover the towns of Cebu, its environs and what they have to offer. Let me share with you some insights on Camotes. Nick Lim Businessman This trip is far more meaningful than what I have experienced in some foreign travels. We took the air conditioned bus and rode for several hours to see the many beautiful sights Camotes has to offer, among them a man-made lake and an enchanting cave amidst a natural paradise with lush greens. I congratulate Governor Gwen Garcia for promoting Camotes to local tourists and foreigners alike. Mila Espina Educator Suroy Suroy has always been a lifting countryside experience. Camotes goes beyond its ecological and cultural potentials. It is enchanting because of its people’s entrepreneurship and creativeness. “Camote” comes in all forms of delicacies. Wilson Ng Mandaue Chamber of Commerce Suroy Suroy gives an opportunity for the tourists, as well as business people who otherwise would never have visited the town by themselves, to partake of the hospitality as well as the business potential of various towns as they welcome and show the best of what they have to offer. Jay Yuvallos Interior Basics I was impressed to no end with the Suroy Suroy tour to Camotes. It was a way of discovering the diversity of cultures within Cebu with the realization that even how simple and basic the lives are in rural areas, a smile shows its sincerity. It was a wonderful experience to meet other tourists from different places as well. For some it brought back memories of the past when life was simple and the needs were basic. No traffic to contend with and pace of life was slower. I sincerely believe that connecting the “worlds” between the various Suroy Suroy participants and the town people of Camotes has created a positive attitude and respect for one another. Sam and Fe Wilson Residents of Los Angeles, California The sceneries were simply awesome. It reminded us of our country home in Montana. I encourage every local tourist to visit Camotes and its neighboring towns and what better way than to join the Suroy Suroy which makes traveling very convenient and affordable. The launching of ONE CEBU saw the participation of 34 towns and the city of Lapu-Lapu, with the vital players of the business sector. The activity opened with a Holy Mass officiated by Cebu Archbishop Ricardo Cardinal Vidal. In opening the exposition, Cebu Governor Gwendolyn Garcia was escorted by One Cebu overall chairman Enrison Benedicto. Garcia, together with Vidal and Benedicto, visited the booths to take a look at each of the town’s delicacies, crafts and other products. In an interview, the governor said she “envisions that this will become an international event.” The expo is open to the viewing public from 9 a.m. to 6 p.m. until August 15, Friday and is free of charge. Meanwhile, all are set for the second year of the “Pasigarbo sa Sugbu Festival of festivals” street dance competition today at the CICC grounds as part of the activities in celebration of the Cebu Province’s 439th founding anniversary. At least 33 colorful festivals, with the guest performance of the Lapu-Lapu City contingent, will feature dances depicting religious celebrations and the promotion of products and cultural identities of Cebu’s towns and component cities. According to Elizabeth Francia, executive staff of the governor, the street dance competition will start at 1 p.m. today from the Mandaue City Plaza to the CICC. The route spans over a kilometer. The festival showdown at the CICC will commence at 6 p.m. A rerouting of public and private vehicles will also be implemented. The grand prize winner will take home P1 million; P750,000 for the second prize; P500,000 for the third prize; P300,000 for fourth; and P200,000 for fifth. Lao Saturday, August 9, 2008 Cebu Archbishop Ricardo Cardinal Vidal is optimistic Cebu will continue to reach new and greater heights of development and true progress despite the many challenges it faces, including the bickering of its leaders. Vidal called on Cebuanos to be united as he celebrated Mass at the opening of the Obra Negosyo Expo Countryside Enterprise Business Upliftment or ONE CEBU initiative of the provincial government at the Cebu International Convention Center. The exposition is part of the celebration of the 439th year of Cebu since its founding as a province in August 1569. “Cebu as a province is never the same again. And more so since August 1595 when it was created as a diocese. Town after town, city after city was established, which is definitely a sign of progress. Talagsaon ang atong panaghiusa. Kini maoy timailhan sa Sugbo nga mauswagon (Our unity is unique. This is a sign of a Cebu that is progressive),” Vidal said. But despite this progress, Vidal acknowledged the existence of those who fail to accept the challenges of progress. “Political bickering and insults, charges and counter-charges, claims and reclaims, violence vigilante style or fraternity style, and smuggling, among others,” are some of the reasons why “some people find it difficult to be united and follow the footsteps of the Lord.” “One of the reasons -– pride and greed –- continue to hurt us. It is too difficult of the proud to deny oneself. It is dangerous of the greedy to follow in Christ’s footstep. True progress ultimately depends not so much on what we believe in but on how we behave,” Vidal said. Governor Gwendolyn Garcia, who is involved in an ongoing word war with Mayor Tomas Osmena, shrugged off the latest comments of her arch-critic, saying she will let her consultants answer all accusations and statements from the mayor. But the governor could not resist having the last word as of the moment, likening the mayor to a gay person. “Usahay sobra na kaayo. Unsa ma’y tawag nimo anang lalaki nga magsige og pangaway og babaye? Dili ba bayot? (Sometimes it is too much. What do you call a man who keeps on quarreling with a woman? Is it not a gay person?),” Garcia quipped at the sidelines of the event. Asked on the possibility of a reconciliation, the governor replied: “Is this a perfect world? No. Unity is oneness of purpose and getting our acts together.” “Ninety-nine percent is good enough, the one percent will find himself isolated and insecure,” Garcia added when asked about unity. Speaking on her achievements, the governor said Cebuanos should be proud for having achieved what seemed to be impossible for any local government unit, which is a change in the culture of Capitol employees. Garcia congratulated her employees for the improvement of their work attitude since she became governor four years ago. This efficiency, the governor said, allowed Cebu to continually lead all other provinces in the country in total assets, income, equity and cash. The province’s total income as of 2007 was P1.5 billion as of 2007, the highest for any province in the entire country, prompting the governor to reward all Capitol workers with an anniversary bonus of P12,000 each last Wednesday. Moreover, she reported that despite a “phenomenal increase” in spending for infrastructure and basic services, the province still managed to maintain an unequalled surplus of over P1.3 billion. “Right here in the Capitol we have achieved a change in culture. We have achieved a change from within and it is reverberating to our towns and cities,” she said. “Where before government employees were known to be lazy and lackadaisical, the Cebu provincial employees are now setting the mark for excellence as they are considered forefronts in implementing all the governor’s projects for Cebu.” Garcia recalled the first time she addressed the Capitol employees when she stated that she did not expect their love, but that as governor she demanded their professionalism and efficiency. Now she is happy with the way they have responded. Advanced Integration Technologies (AIT), developer and supplier of modules and subsystems for semiconductor assemblies and solar flat panels, invested half a million dollars to open a 12,000-square feet facility at the Mactan Economic Zone, its second facility in Cebu. AIT, which is mainly a contract manufacturer, opened a 3,000-square feet “pilot facility” last year at the economic zone. In an interview with Sun.Star Cebu, Robert Miner, AIT vice president for chemical delivery solutions of its Texas operations, said the opening of the facility also coincides with the company’s goal to fully support its clients in Asia, as Cebu is the center of the region. By September, AIT expects to deliver its first shipment from Cebu. It expects to export a total of $1.5 million worth of products for 2008. “Starting next year, we target to deliver $10 million worth of products annually,” Miner said, adding that the new will be in full operation by then. Durano said that three major hotels with more than 1,000 rooms are opening in Cebu, considered as the leading major tourist destination in the country today, while the other hotels and resorts are being constructed in Palawan, Bohol, and Boracay. Durano said the number of new hotels rooms are on top of fresh investment commitments made by foreign and local investors. The three Cebu hotels are the 161-room Microtel Inn and Suites Mactan, the 300-room Sofitel Cebu, and the 600-room Imperial Palace Waterpark Resort and Spa. Microtel Inn and Suites Mactan is set to open in September on a 5,000-sqm beachfront property in Punta Engaño, Lapu-lapu City. It was developed by Enrison Land Inc., a company owned by the Benedicto family of Cebu. Sofitel Cebu, owned by the SM Group and operated by Accor, is set to open in December 2008. The SM group reportedly invested P2.5 billion to rehabilitate the hotel, located beside SM City shopping mall, and which used to be known as Sheraton Hotel. The five-star Imperial Palace Waterpark Resort and Spa, a P2-billion project by a Korean firm on a 7.5-hectare beachfront property in Maribago, Lapu-Lapu City on Mactan Island, is also scheduled to open in December. Durano said half of the 2,000 hotel rooms opening in the coming months are located in Cebu, which is considered the leading major tourist destination in the country today. In the other areas of the country, Durano said the Banyan Tree is looking at a property in Palawan while Four Seasons is scouting for opportunities in Bohol. In Metro Manila, he said the Shangri-La group is building a luxury hotel at the Bonifacio Global City, on the same site that China’s Shimao Group is also interested in building a hotel. The Bases Conversion and Development Authority earlier said American real-estate tycoon Donald Trump also wanted to build a planned integrated complex project in the same site, which is beside the City Center of the Bonifacio Global City. This is because known festivals like the “Palawod Festival” of the Municipality of Bantayan, “Haladaya Festival” of the Municipality of Daanbantayan and “Siloy Festival” of the Municipality of Alcoy emerged as the top winners in the Pasigarbo that was held last Saturday night at the grounds of the Cebu International Convention Center. Palawod received P1 million cash for winning as overall champion, Haladaya got P800,000 for winning second and another P500,000 for being awarded best in street dancing while Siloy took P700,000 cash for bagging the third prize in the grand showdown and another P200,000 for being the fourth placer in the street dancing. The fourth place was won by the Ani-Anihan Festival of Tabuelan receiving P600,000; Banig Festival of Badian, P500,000; Santander’s Tostado Festival was sixth place, P400,000; Sinamay Festival of Carmen won the seventh place with P300,000 and the town of San Francisco’s Soli-Soli Festival landed at eighth place with P200,000. This is the first year for the Pasigarbo sa Sugbo Festival, which is known as the “Festival of Festivals” in Cebu Province. Dolly Suzara, Sinulog Foundation Inc. project director, who was one of the judges of Pasigarbo, said the winners had an edge over the other 31 participating contestants because their festivals have already been established. “Naa na sila’y festival ug nakapundo na gyud sila. Ilaha gyud na-develop,” Suzara told reporters before the formal announcing of the winners. The Palawod, Haladaya and Siloy festivals have been joining the Sinulog festival in Cebu City where they have also reaped awards for their performances. Suzara also said the festivals have given the local choreographers bigger opportunity to explore their talents. However, the judges commented that a bigger space is needed in order for the performers to better execute their dances. In the local dialect, “Palawod” means going out to the sea. It also means an invitation to spiritual rebirth by remembering, appreciating and living the virtues of Bantayan’s patron saint, San Pedro. The performers of Palawod also portrayed a trip out to sea to catch fish as they chanted “Tara na, magpalawod na kita.” Bantayan Mayor Geralyn Escario would not say how much was spent on their expenses for the colorful and splashy costumes and props of mock fish, crabs, seahorses, and octopodes. Daanbantayan Mayor Sun Shimura also did not reveal how much they spent on their preparations and costume but some sources said the local government has shelled out more than a million just for their glittering costumes. — Garry B. They deserve a higher salary. But the Civil Service Commission said no,” the mayor said, lamenting on his inability to do so due to the CSC rules and regulations. Osmeña said the CSC rules and regulation do not allow casual employees to receive higher salaries that regular employees. He however said that if only he has his way he will raise the salaries of the casuals more than those of the regulars. The mayor cited as example the performance of the employees at the City Traffic Operations Management, who are all casuals. “Look at CITOM employees, they are working very well,” he said, adding that he does not mind giving higher salary to any employee for as long as that employee earns it. Osmeña further said that it is very difficult to fire a regular employee even if he or she is non-performing, because firing such employee requires going to court first to be allowed to do so. “That’s why this government is so inefficient,” he said. Osmeña warned however that he is very strict when it comes to City Hall employee performance. He said he does not want to hear any bad news committed by an employee because the moment he hears someone is doing foolishness, he will not hesitate to dismiss that worker from service. “You are presumed guilty until you can prove your innocence. If you are doing foolishness and I will not fire you, you are happy and I am not happy. So it’s better that I am happy and fire you,” the mayor said. — Mitchelle L. Dentist Clarissa Jane F. Pe, the dental sector representative of the Cebu Health and Wellness Council (CHWC), a newly formed coalition of both public and private stakeholder in the health and wellness sector discussed Cebu’s potential in dental tourism. Pe said that with Cebu’s numerous dental clinics that are well-equipped with the latest cutting edge technology, the city is already ready to showcase the expertise of its dental professionals in line with the promotion of Cebu as a health and wellness destination. “We have been treating numerous numbers of foreign patients for a long time already although the majority is still the local market. But there is a very big demand that is emerging for foreign patients now a days and the formation of CHWC is very timely,” said Pe. In terms of potential, she discussed that they are slowly creating a more institutionalized promotion of Cebu’s dental tourism through the initiative of the CHWC. Equipment and technology-wise she said that there is no longer a problem as we can be considered at par with other Asian countries who have already taken a major lead in the health and wellness industry. Pe said that to be able to attract more foreign clients, there is a need to strengthen the level of security and safety that are offered by dental clinics. She said that right now they are working on getting Department of Tourism accreditation for dental clinics so that they can already start institutionalizing the effort on promoting dental tourism. “There is a very big market for dental tourism. It’s just a matter of letting the world know that we are here, we exist and let them know what kind of dental services we can offer to them because in terms of skills and facilities we are at par with international standards,” said Pe. She added that right now they are starting to work with travel agencies specifically the National Association of Independent Travel Agents (NAITAS) in Cebu to package their services along with the tourism package and the tours that they create for their foreign clients. Right now, they have come up with a package model that they will try to use to lure their prospected European market, said Pe. In Cebu, there are already around 2, 000 dental practitioners and with this big population, Pe is optimistic to be able to jumpstart a successful promotion of dental tourism. “We are still upon the process of learning the ropes on how to properly do it and with the council we are drafting the guidelines so that we can ensure safety and security to our patients. – Rhia de Pablo Back to top diehardbisdak August 11th, 2008, 05:06 PM FLASHBACK!!! Mayor Tomas Osmeña said the new initiative will only require aerosol eraser paints to get rid of the unwanted writings or signs on the walls. Upon the advice of his closest friends, the mayor said he will be encouraging barangay officials to purchase the eraser paint from Treasure Island Paint, a Cebu-based company which had already assured the city of its cooperation. The mayor said that Treasure Island is selling paint with the matching eraser paint that has exactly the same color. “So when there’s writing on the wall and you want to erase it, all you have to do is to spray it and it’s gone. You don’t have to repaint the walls,” the mayor explained. He emphasized that the city government will go on the offensive in fighting the problem on vandalism. When asked if he had plans to punishing vandals who indiscriminately put writings and any signs on the walls, the mayor said, “the real punishment is after they put the writings, we can erase it immediately. They want to write it again, and we will erase it again. Until they get tired”. Osmeña said he will also be encouraging other companies to purchase such paint to help in getting rid of the unwanted writings on the walls. He said he does not mind if he will be accused promoting the paint company. “People are already sick and tired of graffiti which is all over the city. Dagooc Monday, August 11, 2008 Despite the ongoing major renovations and running only at a fifty percent service capacity, Cebu City Marriott Hotel is still enjoying brisk business at the same time helping neighboring hotels by referring guest overflows. In an interview with Cebu City Marriott Hotel general manager Roy Abraham, he said that the hotel is registering 95 percent occupancy rate on its 116 rooms that are operating, while the 185 rooms are being renovated and upgraded, to match the modern lifestyle. Abraham said the hotel expects to hit completion target of the 185 new refurbished rooms, along with new look of Garden Café Restaurant, Swimming pool, and hotel lobby by middle of September. Despite the ongoing major facelift work, the hotel has continued to attract business travelers. In fact, Abraham said Marriott is giving business to other nearby hotels by recommending Marriott patrons temporarily to other hotels, while the number of rooms is still limited. "Business is still good," Abraham said although he admitted that the food and beverage business is temporarily affected by the ongoing renovation project. The Garden Café restaurant has been transferred to the hotel's Ballroom 1, which is transformed into a restaurant ambiance, providing 60 to 70 sitting capacity. Also Abraham said its banquet business, which is one of the hotel's good revenue contributors, is experiencing a temporary slowdown. The hotel is now running on a 38 percent inventory level. By the middle of next month, the other 116 rooms, ballrooms, gym, will be due for phase 2 renovation. Cebu City Marriott Hotel, which is developed by Ayala Hotels Inc. and Cebu Holdings Inc. (CHI) announced the start of its major renovation early June this year. This is the first major renovation to be undertaken by the 10-year-old premier business hotel at the Cebu Business Park (CBP). He said Marriott is capitalizing on its brand equity, and its being integral part of the CBP. "We aim to be the best lifestyle business hotel in Cebu, in the lifestyle zone of the City, adjacent to the lifestyle mall of Cebu—Ayala Center," Abraham said. Although, major renovation is a standard process of worldwide Marriott management, Abraham said there is also a need for the Cebu Marriott to provide updated amenities to its guests, while newer hotels are also opening up in the CBP neighborhood. After successfully taking the lead in the country’s real-estate development, AboitizLand, Inc. is now taking on a new segment focused on the development of mixed-use commercial establishments with its newest five-storey project called as iMEZ. iMEZ is a commercial corporate building located in Pueblo Verde, the company’s mixed use neighborhood commercial hub serving as one of the landmarks in MEZ II. In an interview with Andoni Aboitiz, chief operations officer of Aboitizland during a recently held ground breaking ceremony, he said that they are envisioning iMEZ to become a world-class commercial IT hub. “We are believers of mixed-used development wherein you mix many industries together to form a livelier community. With iMEZ, it will help give better options for IT locators to come to Cebu and developments like this is always good for Cebu especially in terms of generating employment and the export drive of the country,” said Aboitiz. He said that iMEZ is their answer for the strong demand for BPO buildings in Cebu, which is fast becoming a BPO hub in the country. As a product of a careful study of the processes and dynamics of the BPO industry, iMEZ will follow the trend in BPO facilities as it will have a line-up of retail shops that will offer convenient dining options to its tenants and their employees. The iMEZ will also complement the retail and recreation lifestyle components of Pueblo Verde as it aims to provide an ideal work-life balance to locators and its employees. Right now, five international companies have showed interest in locating their operations at the iMEZ which is targeted to be completed in the first quarter of 2009. Since they have purchased their materials ahead, Aboitiz said that their construction has not been affected by the soaring inflation and they will be able to give competitive rates to their locators. Designed to provide 200 percent back-up power supply to its tenants, the iMEZ is now considered a “choice location” as it also offers competitive power rates that is significantly lower compared from usual power rates in the city. “We are bullish on the prospects of Cebu and we are looking at it long term as we prefer not to get into thinking that the economy is bad because there are so much opportunities and we want to grab it now,” said Aboitiz. After iMEZ, Aboitizland is looking at doing more multi-use development projects in existing sites as well as new sites, said Aboitiz. “We are looking at the long term potential of the country; the economic situation is just a minor bump on the road. If we see a crisis there is a crisis, but if wee see opportunities, there is an opportunity so we are very positive,” he added further. Like the tenants from the Mactan Economic Zone II, iMEZ locators are also guaranteed to receive tax incentives, said MEZ II General Manager Eduardo V. Pebenito. – Rhia de Pablo SleMarKen August 11th, 2008, 06:49 PM SBT Update 08/10/08 http://i70.photobucket.com/albums/i83/MarkiiBoi4/DSC00007copy.jpg http://i70.photobucket.com/albums/i83/MarkiiBoi4/DSC00007copysdf.jpg SleMarKen August 11th, 2008, 06:50 PM http://i70.photobucket.com/albums/i83/MarkiiBoi4/DSC00007copyhsdfh.jpg AmbutLang August 11th, 2008, 09:02 PM Cebu, Talisay City Mayor Socrates Fernandez should step down for a month and give the vice mayor the control of the city until the smoke created by his step son Joavan is clear and under control so justice is in order. He added, “I miss the old CITOM, which made me very proud to be a Cebuano.” He was referring to the CITOM’s early days when traffic rules were traffic rules unlike today when traffic rules or signs have become mere suggestions or worse just decorations on the streets. “Just like some traffic enforcers,” added another motorist. * * * Last week, we discussed the situation at corner Colon and D. Jakosalem where jeepney drivers disregard traffic laws because there is no CITOM enforcer around to make them toe the line. We suggested that the city police handle this matter, because we were told that enforcers fear for their safety if they implement the law in this area. Mayor Tommy Osmeña may not be liked by many, but we are among those who continue to believe that he is one leader with the political will to get things done. We hope the mayor can do something about this situation in our beloved Cebu City. * * * A reader sent us email about a concern raised at the intersection of Osmeña Blvd. and P. del Rosario St. Here is the email: Hi Nimrod, I have observed that until now, the traffic situation in the corner P.del Rosario St. and Jones Ave. (infront of Landbank) is still the same, Paugat lang gihapon mga Jeepney Drivers sa eskina bisan Go signal na, sige gyapon pick up pasahero, where in fact its a non loading and unloading area. Try passing that area and you’ll end up blowing your horn na mura wala sila kadungog. And the worst is, ang Citom enforcer assigned diha wala lang gibuhat, as if nothing happened, kutob lang sya tan aw intawn, there was one time I passed by that area and told the Citom enforcer: Bai, grabeha sad anang mga PUJ driver uy, bisag sige na busina mga sakyanan gasunod dili gyapon moabante, he just replied to me, mao lagi bai, mga gahig ulo, kuyaw man gud kung imong badlungon, kay makig patay man jud! If that’s the attitude of all enforcers, ngano nag enforcer paman sila? talawan man d i! It’s better to put army soldiers as traffic enforcers nalang para dili mahadlok. Or maybe Citom be issued guns para nay ikasukol sa mga bagis nga PUJ drivers. * * * We feel the same way as our email sender. It is disappointing to see how others seem to disregard traffic laws while we try so hard to follow them. This does not however mean we just disobey traffic laws too, but this should be a reason for us to observe traffic laws so that we don’t contribute to the problem. Yes, Mayor Tom our CITOM personnel need to implement the laws, but if their lives are jeopardized, we believe that the police must take over. * * * For your comments, complaints, and suggestions please feel free to contact us through 2531276 local 237. Undersecretary Eduardo Jarque said that although the Philippines is “oozing” with attractions, “not every attraction is a destination.” For one, “the community has to be ready to welcome the tourists,” Jarque said in an interview last Saturday. Jarque received the Newsmakers Award of the year on behalf of Tourism Secretary Ace Durano. The award was given during the second anniversary celebration of 888 News Forum at the Cebu City Waterfront Hotel and Casino. Jarque said that aside from all the necessary “hardware”—like hotels and airports—found in Cebu and Bohol, the community’s involvement in tourism efforts in the provinces is what sustains tourism. He also lauded the active participation of the private sector in Cebu and Bohol. He added that in other areas like Manila, the private sector has already started to realize its role in tourism. “The DOT can only create awareness and promote the destinations, the private sector has to be present,” he said. In September, a team from the DOT will visit Vietnam, Paris (France), St. Petersburg and Moscow in Russia for a sales mission. Responsive “I have never seen the private sector and the community so responsive to tourism as that in Cebu,” Jarque said. He said that there is still so much potential in Cebu and Bohol that can be exploited for tourism purposes. One such potential is the local cuisine and delicacies in Cebu since food is something that can attract tourists to an area, he added. He advised the private sector and the local community to create more activities, especially during the non-peak season for tourists. Jarque also said the DOT is compiling a report that highlights Cebu’s importance as a gateway destination. The report will be presented by Durano during the second day of the 17th Visayas Area Business Conference on Friday. The DOT is also coming up with activities directed on environmental conservation since the department has noted an increasing interest among tourism stakeholders to “give back” to the community. Pilapil, together with a German partner is building an initial seven-room hide-away resort on the island that is targeted to attract local and foreign artist travelers and honeymooners. Called “Pilar’s Residence”, Pilapil said Cebu, with its attractive environment for leisure and vacation, should also be provided with varied theme resort facilities, such as this resort that is conducive for artists, writers, and those who desire to have a brief get-away from busy lifestyle in the urban districts. Situated in a big resort house on top of the hill, and near the white sand beach of Malapascua Island, Pilapil envisioned the resort as an affordable facility, not only to provide hide-away place for traveling artists, like writers, painters, but it is also seen to boost Malapascua’s tourism edge. Since, Pilapil is still doing some movie and television projects in Metro Manila, she said her German partner, will take care of the management of the resort. “My partner used to manage hotels/resorts. He will be managing it, as I can not put by 100 percent focus on the resort,” she said in a brief interview. The resort facility which is situated in a sprawling 1,500 square-meter beach front, and hill combined, will not be positioned as an expensive facility, “I don’t want it to be expensive, I want it to be affordable especially for the local [artists],” she said. The landscaping the interior decorations of the resort, will be designed to give conducive ambiance for artists to work, and at the same time enjoying the tranquility of the Island. “I don’t want it to be known as a typical resort. It is positioned to have its own character and theme that could attract artists, although it is also a good place for group retreat, and other corporate get-away events,” she said. Eventually, she said “Pilar’s Residence” will offer at least 10 rooms. As of now she said room charge is set within the average of P4,500 to P5,000 per night. Malapascua Island is located in the northern tip of Cebu and is the top three diving destination in the Philippines. However, Department of Tourism (DOT-7) regional director Patria Aurora Roa said the island should be provided with facilities that should be more on accommodating the local and international divers, and not for “honeymooners.” “Malapascua is so small an Island. It should be positioned as a specialized destination for divers,” Roa added. —Ehda M. Gran Prix Econotel Cebu, the newest player in Cebu’s booming hospitality industry, responds to the call for more rooms in the city to accommodate the ever growing tourist arrivals in the province. In an interview with its president and chief executive officer Jan Kierulf he said that an econotel concept merges the luxuries, amenities and services that are offered by a five star hotel and the affordability of a bed and breakfast type of accommodation. Kierulf added that in terms of services, they guarantee to deliver fast and efficient checking especially to “on-the-go” and mobile guests who usually spends a short time in the hotel just to freshen up before heading for their next destination. As of the moment, Gran Prix opened 20 rooms at the third level of the Coast Pacific Business Center in corner F. Ramos Street and General Maxilom Avenue. “We are very optimistic with Cebu as here; hotels have high foot traffic because of so many domestic and foreign travelers. The reason why it is considered as a travel hub because people from the Visayas and Mindanao areas converge here for pleasure, business and education,” said Kierulf. Operated under Gran Prix Inc., the chain of hotels is also considered as the first Filipino hotel franchise as the management is looking at expanding through franchising which is commonly done in most business ventures especially in the food industry. As a chain of hotel, Gran Prix has three different types: econotel catered for the mid-market, express inn for budget travelers and the econo-suite for middle to higher end market segments. Right now, the Gran Prix has four existing outlets, two of which are company owned while the rest are joint partnership venture with franchisees. This coming September, a new outlet under econo-suite type will be opened in the paradise island of Boracay to be called as the Gran Prix Hideaway Boracay situated in the island’s station one. Kierulf also bared future plans of opening new outlets in Tagbilaran, Bohol, Cagayan de Oro and in Davao within next year and revealed that another outlet is also being eyed for Lapu-Lapu City by an interested franchiser. “We have been into the transport business. From selling bus seats, we are now selling beds but it’s also the same thing if you look at it because we are providing comfort to our clientele,” said Kierulf. Kierulf is optimistic that like their existing outlets in Tarlac, Cubao and in Pasay, their Cebu outlet will also hit the 108 percent occupancy rate. Having noted the 4, 000 shortfall of rooms in the city, Kierulf is optimistic that their venture to Cebu will help in providing additional rooms that will accommodate the surge of tourism activities in the area. “We want to help hit the shortfall as fast and cost efficient as possible. Most hotel developments in town right now are under the five star categories but it has been shown that most tourists are budget travelers and we want to tap into that potential market,” said Kierulf. After they penetrate the market and establish a name in Cebu, Kierulf said that they will eventually expand with an additional 20 rooms in their existing location at the midtown area. Argao tourism officer Alex Gonzales said that with the intensity of their promotional efforts for the 400th year celebration of the town, they are expecting to gather visitors that is more than their expected number. With this, he shared that they have already arranged with their neighboring towns to provide the influx of tourists in Argao with comfortable accommodation during the entire festivity. Among Argao’s major activities during the anniversary celebration include their annual Pitlagong festival, the festival of lights and Comparza, which will celebrate different eras of the town, torta and tuba contest, Garbo 400 walk of fame and the launching of Argao’s coffee table book and the genealogy of Argawanon families, said Gonzales during the opening of their photo and arts exhibit at the SM arts center. Gonzales shared that in regular days, Argao is already attracting many tourists not only with its rich history, culture and arts as well its offering of adventure tourism-related activities such as caving. He said that their caving tours have already attracted many Korean tourists and at the same time provided work to locals in the area. “The income of this tourism activity is given back to the local stakeholders such as the habal-habal drivers, dive masters and instructors, among others. We want it to become a community-base tourism endeavor so that the income will go directly to the community and their families,” said Gonzales. He said that their tourism endeavor is slowly peaking up as now they are starting to get many interested investors and most of their tourism sites are having increased visitors throughout these times. Gonzales cited that their public beach is now generating a million peso gross income as of January 2008 oppose from about three to four years ago which only generated half of this number. Among the many segments of tourism, Gonzales said that they are trying to focus on adventure tourism more because they have many things to offer the adventurous tourists. But because the LGU is determined to ensure the safety and security of each visitor, Argao does not allow tour groups without accredited local guides to enter their caves to avoid possible accidents that can destroy the reputation of the municipality to tourists. Right now, the municipality is training volunteer guides for disaster preparedness so they can handle emergency situations if necessary. In terms of accreditation, the town also made their own set of guidelines and accreditation scheme which is different from the Department of Tourism accreditation process to ensure that their volunteers also reach a certain level of professionalism in handling visitors. The town of Argao is already considered as a second class municipality and is located at the Southern part of the province. It has been founded as a town in 1608 as a fishing and farming town that has now become one of Cebu’s major tourism destinations as it offers several historical sites and it showcases a local culture rich in history and tradition. Back to top dark_knight_detectve August 13th, 2008, 03:03 PM Army engineers undertake projects in Visayas (http://www.philstar.com/archives.php?aid=20080812167&type=2) Wednesday, August 13, 2008 As a part of its mission to provide general engineering support to Philippine Army and contribute to the government’s national development program, the 53rd Engineering Brigade is undertaking what it calls the Kalayaan Barangays Program (KBP) in the Visayas. Deployed to cover the needs of the Visayas, the engineer construction battalions are strategically located in Camp Lapu-Lapu in Cebu City with an advanced command post in barangay Cabulijan, Tubigon, Bohol. Philippine Army General Staff Course Commander, Col. Arnaldo Fernandez Jr., said in a forum yesterday that the brigade unit has already filed a proposal to higher headquarters asking to release funds for an upcoming infrastructure project for 92 barangays in the Visayas. Majority of the projects will be undertaken in Samar because the high rate of insurgency there makes it difficult for private construction companies to work. These infrastructure projects are part of the original 600 barangays prioritized by the unit for the 2005 KBP projects. The said project will take a part from the 1 billion KBP allowance given from the National Defense office to the country. Each barangay is allotted a P4.5 million budget as well as with the past development projects, according to Fernandez. Within this budget, the barangay can take advantage of electrification, water system, market roads, health centers and livelihood from the different government agencies. Aside from the KBP projects, the brigade unit was also able to implement civil work projects. Last year, the 53rd Engineer Brigade, in cooperation with the 543rd Engineer Construction completed 28 school buildings and 21 water systems. – Cressida Paula G. Delmo/BRP Back to top dark_knight_detectve August 13th, 2008, 03:08 PM Council eyes assistance for e-jeeps (http://www.philstar.com/archives.php?aid=20080812172&type=2) Wednesday, August 13, 2008 Now that the Land Transportation Office has given the go signal for the registration of electric jeepney or e-jeep, the Cebu City Council is set to pass a resolution urging concerned government agencies to provide assistance for its implementation in the city. In his proposed resolution, Councilor Arsenio Pacaña urged the Department of Transportation, in coordination with the Department of Finance, the Department of Science and Technology and the Department of Trade and Industry, to provide appropriate incentive scheme. Such scheme, Pacaña said, is to encourage public utility jeepney groups to shift to e-jeeps as an alternative and cheap mode of public transport. Pacaña stated that since PUJ drivers’ income seems all go to fuel and rental of units, it is high time for PUJ transport sector to shift to electric-powered vehicles as an alternative and cheap mode of public transport. He added that with the successful launching of e-jeeps in Makati City in July 2007, the shift to such kind of vehicle could be the solution of transport sector’s dilemma and dependence on expensive diesel and gasoline fuel. If they are implemented in the city, the e-jeepneys would use energy from biodegradable waste from the city's wet markets, food establishments and households. The electric-powered vehicle is a project initiated by the Green Renewable Independent Power Producer, Greenpeace and the Makati City government. Pacaña said since the government has allocated P1 billion for transport groups to use liquefied petroleum gas and compressed natural gas for their units, it would be appropriate if the subsidy would be used as financial assistance or seed money for them to buy e-jeeps. – Mitchelle L. In an interview with Christopher Tio, president of Retailgate Distribution, Inc., the franchisee for Iora in Cebu, he shared their company’s confidence with the Asian brand as it aims to provide Cebuano shoppers with the “perceived value” they require. “We are bullish about the brand, we believe in its potential as it reflects the confidence of modern women. Iora is good for Cebu as it can be something Cebuano women will appreciate and love,” said Tio. Iora started out as middlemen specializing in women’s apparel at a small retail shop in Chinatown which was established in 1998. With its success, Iora opened other concept stores and launched its franchising model that enabled the owners to market its products to other regions in Asia. Iora now has a total of 22 outlets in Asia, eight of its retail outlets are in Singapore, three in Malaysia, four in Brunei and seven in the Philippines. Iora came to the country in 2004 and right now it has franchised branches in Manila at Trinoma, SM Mall of Asia, Robinson’s Galleria, Shangri-la Plaza, Glorietta, and the Outlet Store. Iora’s product lines include women’s tops, pants, skirts, shorts, shirts and apparels such as bags with prices that range from P800 to P2, 800. Tio said that in terms of fit, Iora will be perfect for Cebuano women as it was designed to specifically fit Asian women. “Since Iora is from Singapore, its fit is perfect for Asian women and the fabrics and styles are also Asian which is perfect for tropical countries like the Philippines. It also has a different fit from American and European brands because it fits better,” said Tio. As the director of the Philippine Retailers Association- Cebu Chapter, Tio shared his confidence with Cebu’s retail industry despite the so-called “market slowdown” due to soaring inflation rates. “Retail is about confidence and I believe that the market has become versatile and is now able to adapt to everything. There is a general slowdown in the retail industry but it doesn’t mean that people are not buying but there is a shift to products with perceived value,” he explained. “With so many malls opening in Cebu the sector is very much positive and everybody believes that we will weather this crisis because the fundamentals is still very strong for Cebu,” Tio further discussed. He said that with the influx of foreign tourists, Cebu is starting to become an international city which is a good development especially for the retail sector. Tio added that historically Cebu has a “survivor economy” as it is very resilient to economic downtrend and market volatility. – Rhia de Pablo marxman August 13th, 2008, 06:28 PM Council eyes assistance for e-jeeps (http://www.philstar.com/archives.php?aid=20080812172&type=2) Wednesday, August 13, 2008 Now that the Land Transportation Office has given the go signal for the registration of electric jeepney or e-jeep, the Cebu City Council is set to pass a resolution urging concerned government agencies to provide assistance for its implementation in the city. This was the assessment made by Philippine Association of Realtors Board Inc.-Cebu Realtors Board Inc. (Pareb-Cereb) president and realtor Gerry Yangyang. Yangyang said in an interview during the opening of the First Cebu Real Estate Expo 2008 at SM City Cebu yesterday that high-end housing projects, often located in the cities, are balanced off with low-cost housing projects that extend to as far as Compostela in the north and Minglanilla in the south. “These low-cost houses (are made affordable) to company employees through Pag-ibig Fund,” he said. He also noted a demand for high-end projects by young urban professionals who prefer—and can afford—to buy a P1-million or P1.5-million bachelor’s pad through Pag-ibig, over a low-cost house that is located far from where they work. Wait-and-see Yangyang is confident that the high price of fuel and basic commodities will not discourage real estate developers from pursuing projects or deter potential buyers. “A small percentage of them are in the wait-and-see state. But I believe these price hikes will only be for a short period. Once they will stabilize, there is no stopping the real estate industry in Cebu from fully booming,” he told Sun.Star Cebu. He pointed out that despite rising inflation, a number of housing projects are scheduled to be developed while some are already being constructed and others are nearing completion. The real estate industry’s only low season, he observed, is May when families have to pay for enrolment and other things needed for the coming school year. Yangyang said the factors that keep the demand for housing high include the presence of overseas Filipino workers and the entry of various investments into Cebu, which attract people from other areas to come, work and live in the province. Complete “Cebu, compared to Manila, is a small place but the facilities and amenities are complete. (There are) banks, hospitals, schools and recreation. Residents can go to where they want to go in such a short period of time,” he said. He lamented, though, that several developers have increased rates by about 20 to 30 percent due to the rising prices of construction materials. However, he believed that this has not dampened the spirit and spending power of developers and buyers. To provide potential buyers with a wide range of houses to choose from, Pareb-Cereb organized the weeklong First Cebu Real Estate Expo with the theme: “Only the best and dependable homes for Cebuanos and Cebuanas at heart.” The expo features top local real estate companies, including AboitizLand Inc., Eastland Property Ventures Inc., Camella Communities, Taft Property Ventures, Club Ultima and MSY Holdings, Corp. Garcia was in Iloilo City yesterday to preside over the Regional Development Committee for the Visayas – National Economic Development Authority Board’s quarterly meeting. Garcia sits as the over-all chairman of the RDCom-Visayas and as representative of the NEDA National Board for the whole Visayas. The province of Iloilo received P3 million while the provinces of Aklan and Antique received P2 million each. On the other hand, the province of Biliran, Romblon and Leyte received P1 million each. Based on the report of the National Disaster Coordinating Council (NDCC), Typhoon Frank affected 430,245 families in the six provinces. Damage to infrastructures, roads, bridges and other structures totaled to P473,568,220 while the reported damages in agriculture, crops and livestock reached to P28,30,600. Garcia said that “it is the policy of the province of Cebu” to help other provinces in times of crisis and sorrow. “In times of joy and in times of sorrow, you can count on Cebu province to be with you and to stand beside you,” Garcia said, adding that Visayas islands may be divided by water but “still we are united as Visayan.” “Let us make Visayas as shining star in this entire archipelago,” the Cebu governor said. Antique Governor Salvacion Perez, who is also the RDC-VI chairperson, thanked Gov. Garcia for the assistance extended to the provinces despite the fact the northern towns of Cebu were also among those greatly affected by the typhoon. “Thank you for sympathizing with us. It means a lot to us and it touches our heart,” Perez said. — Garry B. I made sure we were all in one motor coach for me to monitor their well-being better during the three-day tour. Breakfast on the first day was in Minglanilla, where I too witnessed for the first time the performance of the Kabanhawan Festival. Minglanilla has always been known for its “sugat” every Easter Sunday dawn: the meeting of the Mater Dolorosa with the Risen Christ. Next stop was Naga where we had snacks offered by town officials led by Mayor Valdemar Chiong while locals danced the “Pastores.” This is a lost traditional song and dance performance during Christmastime, depicting the shepherds’ long search for the newborn Savior. The “Pastores” tradition is now being revived. Established as a town by Royal Decree in 1858, San Fernando was first named San Isidro Labrador, but later renamed after its beloved parish priest, Fr. Fernando Sanchez. Its beautiful San Isidro Parish Church is an example of Philippine Gothic architecture. More sumptuous snacks — lukot and guso seaweed salads, grilled seafood and kinilaw (raw fish salad), uyap (shrimp paste) with green mangoes and tuba (coconut toddy). The townsfolk came up with a delightful linambay excerpt. This is a long forgotten theatrical genre popular during the Spanish era, depicting the Christian-Moslem conflict with superb estocada (fencing or sword-welding) scenes. Outpouring songs, music, jokes and delicious food awaited us in Sibonga for a late lunch. Children in uniforms greeted us with self-assured smiles of welcome. Cannon shots saluted our entry to Argao, from ancient copper cannons displayed in its plaza. One of Cebu’s known historic destinations, Argao owns one of 14 remaining Spanish pipe organs in the Philippines. Becoming a parish in 1703, its St. Michael Archangel rococo baroque church was completed in 1788. Aside from its lovely beaches, Argao is also famous for its torta (native cake using tuba as leavening agent) and hablon weaving industry, which produces sturdy blankets and towels. The mystical Obong Spring was the focal point in Dalaguete. Providing shade and beauty is the ancient dakit tree from which Dalaguete got its name. Mantalongon, its highland barangay, is the vegetable basket of Cebu, as cool and crisp as the Mountain Province. The Nug-as Rainforest in the mountains of Alcoy nurtures a wide range of flora and fauna, endemic to the Philippines. One of these is the black shama or siloy, an endangered specie. We watched the impressive performance of Sinulog’s Grand Prize Winner –the Siloy Festival contingent, despite a power failure that the townsfolk used to their advantage. Under moonshine, bobbing lamp-lit boats on the waters and the flickering flames of numerous candles, we came into the coastal town of Boljoon for dinner at the grounds of — the National Heritage Church of Patrocinio de Maria. After some harana and dances, I retired to nearby Club Fort Med for the night. Day 2 had us appreciating the biggest extant Spanish fortification, with a watch tower and the remains of a curatel, in Oslob. Playful dolphins can be seen in the waters off Sumilon Island. Reaching the southern tip of the island, we arrived in Santander where we viewed the Tostado Festival’s winning contingent under a strong drizzle. Snacks in Samboan was replete with grilled giant squids and tasty bolinao (fish fingerlings) patties. Its unique Jacob’s Ladder – a winding stairway from the church grounds to the former shoreline – is a tourist attraction. Parishioners in Spanish times would take bancas to attend Mass, so the necessity of the stairway. Ginatilan, where we had lunch, was by far the best. They had a mini fashion show of various native attires The pretty models later went among the visitors, explaining the ginit-framed pictures of their town’s tourist attractions, including that of 101-year old Artemia Cadungog – a former school teacher. Mouth-watering delicacies included tinumpi (buli – local tapioca, with young coconut sweet meat), palagsing(buli and young coconut meat wrapped in coconut leaf), binakol (#16 corn grits with buli) and hand-cranked fresh coconut ice cream. Hmmmm…. Most of us went by bunting-bedecked outrigger boats to Malabuyoc, where Mayor Daisy Creus herself waited to welcome everyone at the boat station. We watched a charming musical performance by deaf-mutes right after the merienda fare. 3rd prize winner in the Sinulog-based category, The Kawayan Festival contingent of Alegria displayed prowess with their bamboo Sto. Nino and white horses. The exhibit of their products was note-worthy – door-to-door delivery of carved wooden furniture! Dinner in Badian was beachside, with buffet spread out on bancas. Aside from its lush orchid farms, Badian is also well known for its three-tiered Kawasan Falls. I later retired to unspoiled Kasai Village Beach Resort in Moalboal. Breakfast next day was in Club Serena where we were treated to an early musical show of courtship songs. Some had last-minute swimming, foregoing the heavy buffet breakfast of buwad (dried salted fish, swaki (sea urchin), binagokay(red rice), lukot, among many others. Moalboal, of course is world-renowned s a diving destination. Although the smallest of the towns we visited, Alcantara offered lots of food as snacks to our groaning appetites: huge luscious sunlutan (sea cucumber salad), lechon, iced drops and sweet banana tundan, among the numerous dishes! Ronda, I remember well for the kulo (breadfruit) candies it served us. Then on to Dumanjug we went for late lunch. But not before I purchased their sought-after inasal nga manok bisaya (roasted free range chicken), or else, I would not have been able to bring home any. City folks drive all the way here to buy this roasted chicken. We enjoyed Sinanggiyaw Festival’s winning contingent (sanggi – harvest; sayaw- dance) while partaking of a delectable ripe nangka (jackfruit) salad, binas-oy (vegetable soup), inun-onan (fish stew) and the ubiquitous lechon. Barili’s Mantayupan Falls and Bolocboloc Springs are major tourist attractions. As it is accessible from the city, Barili is one favorite visitor’s destination, both by locals and foreigners. The Heritage Town of Carcar needs no introduction. We had a breath-taking experience of the performance of its Kabkaban Festival’s winning contingent; its unique delicacies like the ampao(puffed rice), chicharon (crispy pork rind) and bukayo(sweet young coconut meat); its shoe/slipper industry; its historic houses and antique reproductions. Dinner was in the City of Talisay with its Lechon Festival. Of course, an array of Cebu’s world-famous lechon was spread out in the front lawn of the new city hall. Cebu fourth district Representative Benhur Salimbangon, who authored House Bill 2897, said the bill is now set to be tackled by the plenary. Also known as an “Act Providing for the Upgrade and Modernization As Well As Increasing the Bed Capacity of Severo Verallo Memorial District Hospital,” HB 2897 seeks to double the bed capacity of the hospital from 50 to 100. “This would really be of great advantage. This would increase the capacity of the hospital,” Salimbangon said, adding that he sees no disadvantages in the upgrading. The hospital, which is located in Taytayan, Bogo City, is a second-class facility. It reportedly attends to an average of 106 patients every day. Once the bill is approved into law, the hospital might be promoted from secondary to primary class, said Salimbangon. The legislator said he is optimistic that the bill would gain approval by the higher committees. However, he admitted that the hardest part would be at the Senate. “Dakong trabahuon pa gyud ang sa Senate,” he said. He also disclosed that he is planning to propose for the upgrade of the Bantayan District Hospital. Through this, he said residents of the fourth district will no longer need to go to the hospitals in Cebu City to seek medical treatment. “I hope that this would be pushed through, para maka-enjoy sa benefits ang mga tawo,” Salimbangon said. — Joy Kareen T. It's the URBAN ADVENTURE highlighting the cities of Mandaue, Lapu-lapu, Cordova. It includes island hopping in Mactan (Olango Bird Sanctuary and Gilotongan Fish Sanctuary), with an overnight stay at a beach resort of your choice. The finale will be staged at Cebu Parkmall Grounds with over a hundred performers to entertain an expected 200 local and foreign tourists. (In previous Suroy Suroy Sugbo, the performance was something to look forward to.):banana::banana: Suroy Suroy 2008: The Southern Heritage trail By Marlinda Angbetic Tan Thursday, August 14, 2008 Late January, I was excited to join again the Suroy-suroy to the historic south because I had some relatives and friends from the U.S. who were joining. What a way to end a three-day feast! Till next suroy-suroy, folks! Cebuski78 August 14th, 2008, 04:48 PM Awesome pics! But the scenery above would have been 10x better without the houses... I remember some establishments were demolished in Malapascua Island because of their proximity to the sea. yes i agree..but, thats part of the central town thats why we can expect the existence of houses, plus it is adjacent to the south coastal road...its much better if the houses will be relocated on the area right side of the highway, not at the left where the beach is...hehe! it would also be nice cause the old church is also located on this coast and we can have a much better view....its also sad to see that the big modern structure of their gymnasium is located on the coastline, and it visually competes with the old church..i hope they will do something about it...:ohno: |
