very well said bai rusty! if we're going to be technical about it(economics 101), you're statement is correct. as far as i know, bloomberg as my source, europe is officially in recession. for the past 3 years, their economy did not have any growth (in terms of GDP), ang sa ato since we're a developing country (mao ganing developing) because we've been experiencing growths for a number of years... karon, nag slow down lang ang pag grow, pero na grow ghapon...

with all due respect, if you are to define the economic term "recession" correctly, there was never an instance (yet) and not even once that our economic growth went negative for the past six months. Everybody wants to paint a picture that our country is already in recession when in fact it is still slowing down but we're not getting there just as yet. :)

this is just a test for everyone on how to look at the current situation. but hey, in times of crisis, it's mega opportunity for business-minded businessmen. :D what has been proven, if you are pessimistic, walay asenso sa buhay. hehe, just my 2 cents :cool:

Tom asks people’s help to fight ‘landgrabber’

THREATS of a lawsuit by Talisay City officials and their claim over a 50-hectare portion of the South Road Properties (SRP) will not affect Cebu City Hall’s ongoing negotiations with Filinvest Land Inc. (FLI), city officials said yesterday.

While Acting City Mayor Hilario Davide III and City Hall’s Joint Venture Selection Committee (JVSC) are confident of the City’s ownership of the SRP, Mayor-on-leave Tomas Osmeña sought his constituents’ help in protecting SRP from a “landgrabber,” apparently referring to Rep. Eduardo Gullas (Cebu, 1st district).

Gullas said last Wednesday that the Talisay City Government is expected to take legal action if Cebu City tries to sell the 53.44 hectares it is claiming.

In a text message sent from Houston, Texas where he is undergoing treatment for his bladder cancer, Osmeña asked Cebu City’s constituents to stand up for the 302-hectare facility.

“Please tell the people of Cebu City that I am sick and cannot defend the SRP as much as I would like to. I need the help of my constituents against this landgrabber. I
did this project for you and not for myself. Please stand up and help me defend what is rightfully yours,” his text message read.

Davide said yesterday that he was surprised why Talisay’s officials are saying they did not know about the titling of the SRP lots that Talisay claimed.

City Administrator Francisco Fernandez, also chairman of the JVSC, said if Talisay will question the titles issued to Cebu City, it should sue the President for signing the presidential proclamation on the SRP’s ownership.

“As far as the ownership issue is concerned, Filinvest Land has no doubt that Cebu City owns the SRP. It took us three years to get those titles, even DENR denied their claim... I’m surprised that they were surprised that the lots were titled under the City’s name, because they knew all along,” Davide told reporters.

Davide further said that if Talisay City officials are questioning the titles of the SRP, they will also have to question the presidential proclamation stating that the SRP is within and is owned by Cebu City.

Talisay will also have to question the opinion of the Department of Justice (DOJ), which decided in favor of the Cebu City Government, he said.

“The title is no longer an issue. I don’t think it will affect our negotiations,” he continued.

Except for the unfilled 60-hectare Pond A and a two-hectare lot claimed by the Ting family, all other lots at the SRP, spanning some 210.074 hectares, were titled in the Cebu City Government’s name in September 2005.

For his part, Fernandez said yesterday that ownership of the SRP was not discussed in any of their meetings on the ongoing negotiations with FLI “because the titling is a non-issue.”

“That is no longer an issue. Ang among contention ana is that they know the titles have already been issued, they know that there is a Presidential Proclamation on that.

They should sue the President for issuing that document,” he added. (LCR)

well having said that bai, cebu should have a "world-class" or "competitive" recording studios so that our homegrown talents will not go to Manila anymore to be nationally recognize... IMO, if you want to be recognized nationally, it doesn't mean you have to go to Manila, if cebu can have these facilities that can match Manila's, then you can see the end of the monopoly.:cheers:

kamikazee is not cebuano. they're just a bunch of friends from the UP school of fine arts in diliman. I think Parokya ni Edgar helped them out in being successful.

Kamizee is a Cebuano band. they have also a Cebuano song but it was not included in their album. It is only played in Cebu's fm stations.

there are a lot of Cebuano bands who are far better than the Manila bands. And in fact most of the bands nga sikat sa Manila ron are from Cebu like, Kamikazee, Cueshe, Dice and K9 (now Mobstar), Fastpitch, Sheila and the Insects, Greyhounds, The Ambassadors, (some said) Slapshock, and many more.

The Terraces earlier....

Grabe kaayo ang SALE sa Ayala, uber successful, halos dili makahinga sa sulod sa mall kay nagtipun-ok ang mga tawo. Mao nang sa The Terraces ra jud ko the whole afternoon 'til 9:30pm. :)

These photos were taken after a thunderstorm which explains why medyo wala kaayo'y tawo ang The Terraces. Bag-o ra niresume ang regular operations (nagbrownout man kadiyot kay nikilat ug kusog...)

Pasaylo-a ang akong mga hulagway kay kung bati kay wala g'yud ko'y tripod. Wala ra kung ikumpara sa mga napost na diri sauna. Pero aron di masayang akong gipanguha, ako nalang sad ipost diri bisag bati hehehe. :D

^ Not yet, but will defintely try soon. Nilabay ko ganiha, puno man kaayo ug daghan gawaiting, mura man ug wala'y problema sa kwarta, hehehe. Anyway, puno kaayo ang mga restaurants sa Ayala (main mall and The Terraces), naglisud kog pangita ug makan-an ug panihapon. I ended up at Pancake House, and excellent kaayo ilang service, asikaso kaayo ko while I was waiting for a seat.

Yep, maayo kaayo pagkapublicize ilang sale man gud. Karon pa ko nakakita nga daghan kaayog tarps sa Ayala ang niabot sa Lapulapu City. Usually sa PUJ terminals ra na nila ibutang pero karon gikatag g'yud hangtud sa mga barrio.

Sinjin, is there where the old wishing well/ fountain used to be located? I really love that terraces part of the Ayala Center, I bet it's nice to hangout there after 5pm to relax...


Do they have a walkway leading to Marriotte Hotel so those who are staying in this Hotel can just get out of the building and walk down there to the mall or terraces?

Nope. It was located at the back of that stage. Now, it's a play area for kids.

Actually, it's still nice to relax and hangout at the Terraces even at noon time. It's not that hot and you won't get all sweaty. But yes, the best time to go there is at nighttime :yes:

TAGUIG, Lapu-Lapu and Marikina are the friendliest cities in the Philippines when it comes to starting a business, a report says.

The report, Doing Business in the Philippines 2008, was launched over the weekend by the International Finance Corp., a World Bank subsidiary, in partnership with the National Competitiveness Council and the Asian Institute of Management Policy Center.

The study found that Philippine cities share the same legal framework, but they differ in implementing national regulations, and that affects their competitiveness.

It says starting a business only takes 15 procedures in Taguig and Marikina, compared with 23 in Davao and 22 in Pasig and Valenzuela.

Cities could follow the example of Taguig and cut the requirements to obtain the business permit, the report said.

Or even better, why not eliminate the requirement to obtain a business permit for low-risk general commercial activities all together?

Starting a business in Lapu-Lapu costs something equivalent to 17 percent of income per capita, much smaller than 44.6 percent in Las Pias and 37.2 percent in Makati.

The report cites Davao for the ease of building a warehouse there.

If you decided to build a warehouse in Davao, dealing with all the construction-related procedures would take you 60 days, three months less than the average in Metro Manila cities and placing Davao among the worlds 10 fastest cities to complete construction-related requirements, the report said.

It cites Mandaluyong for the ease of transfer of ownership. Transferring the title of a piece of property takes only 21 days there compared with six weeks in Mandaue.

Globally, starting a business in a Philippine city takes an average 18 procedures and 35 days, and costs 27 percent of income per capita.

Thats about the same time as in Chinawhich ranked 100 out of 178 economies on the time it takes to start a businessand at a similar cost in Fiji, which is ranked 97th in the cost of starting a business.

Compared with their counterparts abroad, Philippine cities do well with respect to the time it takes to transfer the title to a piece of property, but they lag behind in the number of procedures to start a business or deal with construction licenses.

It takes on average 32 days to register property across the 21 Philippine cities that it coveredthe same as in Austria, which ranked 56th globally in this category.

By contrast, the 18 procedures required on average to start a business would put Philippine cities toward the bottom of the 178 economies ranked by the number of procedures to start a business.

The report covered three areas of regulationsstarting a business, dealing with licenses, and registering property.

Variations in city regulations, or in implementation of national regulations, can promote or constrain local business activity, the report said.

It says simple administrative reforms at the local level can make Philippine cities more competitive, both nationally and globally.

Cities can learn from each other and adopt good regulations and practices that already exist in the Philippines, said Zenaida Hernandez, one of the authors of the report.

Jesse Ang, IFC resident representative, says the report allows cities to identify opportunities for even faster progress.

TAGUIG, Lapu-Lapu and Marikina are the friendliest cities in the Philippines when it comes to starting a business, a report says.

The report, Doing Business in the Philippines 2008, was launched over the weekend by the International Finance Corp., a World Bank subsidiary, in partnership with the National Competitiveness Council and the Asian Institute of Management Policy Center.

The study found that Philippine cities share the same legal framework, but they differ in implementing national regulations, and that affects their competitiveness.

It says starting a business only takes 15 procedures in Taguig and Marikina, compared with 23 in Davao and 22 in Pasig and Valenzuela.

Cities could follow the example of Taguig and cut the requirements to obtain the business permit, the report said.

Or even better, why not eliminate the requirement to obtain a business permit for low-risk general commercial activities all together?

Starting a business in Lapu-Lapu costs something equivalent to 17 percent of income per capita, much smaller than 44.6 percent in Las Pias and 37.2 percent in Makati.

The report cites Davao for the ease of building a warehouse there.

If you decided to build a warehouse in Davao, dealing with all the construction-related procedures would take you 60 days, three months less than the average in Metro Manila cities and placing Davao among the worlds 10 fastest cities to complete construction-related requirements, the report said.

It cites Mandaluyong for the ease of transfer of ownership. Transferring the title of a piece of property takes only 21 days there compared with six weeks in Mandaue.

Globally, starting a business in a Philippine city takes an average 18 procedures and 35 days, and costs 27 percent of income per capita.

Thats about the same time as in Chinawhich ranked 100 out of 178 economies on the time it takes to start a businessand at a similar cost in Fiji, which is ranked 97th in the cost of starting a business.

Compared with their counterparts abroad, Philippine cities do well with respect to the time it takes to transfer the title to a piece of property, but they lag behind in the number of procedures to start a business or deal with construction licenses.

It takes on average 32 days to register property across the 21 Philippine cities that it coveredthe same as in Austria, which ranked 56th globally in this category.

By contrast, the 18 procedures required on average to start a business would put Philippine cities toward the bottom of the 178 economies ranked by the number of procedures to start a business.

The report covered three areas of regulationsstarting a business, dealing with licenses, and registering property.

Variations in city regulations, or in implementation of national regulations, can promote or constrain local business activity, the report said.

It says simple administrative reforms at the local level can make Philippine cities more competitive, both nationally and globally.

Cities can learn from each other and adopt good regulations and practices that already exist in the Philippines, said Zenaida Hernandez, one of the authors of the report.

Jesse Ang, IFC resident representative, says the report allows cities to identify opportunities for even faster progress.

i went to cebu last friday and came back to davao last saturday. i have always loved going to cebu for the following reasons:

its the ancestral place of my family......:)
good food...:).
lots of places to eat....:)
lots of places to hang out....:)

but i have noticed that grabe na ang traffic doon...:ohno:
some of the traffic lights were not working..(i guess this contributes to the gridlock).

is the city government doing something about this?

Yep, maayo kaayo pagkapublicize ilang sale man gud. Karon pa ko nakakita nga daghan kaayog tarps sa Ayala ang niabot sa Lapulapu City. Usually sa PUJ terminals ra na nila ibutang pero karon gikatag g'yud hangtud sa mga barrio.

...dami mo pang pa-eklat...deretsohin mo na!....joke!...hehheheh...FYI, there were series of brownouts in some areas in Cebu during those days due to thunderstorms....pero, i'm not sure kung 'yon talaga ang cause....napakamalas mo naman na may mga nag-malfunction na traffic lights when you came to Cebu...hehehe..pero, expected ko na ang reaction mo kasi normal lang yan, lalo na kung galing ka sa isang siyudad na bago lang nagkaroon ng hi-tech na traffic light system....hahahah! :lol:

i was there last friday to saurday bai. naka off jud ang some traffic lights. no blinkng jud... there was a traffic enforcer in the middle directing traffic. maybe the traffic lights were under maintenance...:)

i was at the terraces last friday. i watched sitti perform while i was having dinner at Gustavios(dont remember the name exactly.hehehehehe). Sarado pa kasi ang fridays last friday.:lol:

Pero overall, ningdaghan g'yud ang mga sakyanan sa Sugbo unya wala ta'y major road widenings in the past few years so unsa man kuno'y mahitabo? Manghuot g'yud ang mga kalsada. So I don't know why a few others can't accept the FACT nga nagkadako ang problema sa trapiko sa Sugbo ug kinahanglan ni ug long term solution kung ang Sugbo dili ganahan mosunod sa mga kasayupan sa Manila.

yup it was gustavian... the calleos was super!!! the pizzas were great. the pasta was also good. kinda pricey lang. but thatswhat you have to pay for for good food.

Anyway, there was a powerful squall hit here in Cebu. Then the lightning struck somewhere in Mabolo (might not be at Mabolo but I am sure it was the substation hit) that caused power outage.

To make it more descriptive, I saw the flash of lightning and then suddenly the city went dark and few seconds later, the thunder roared.

i arrived early friday from davao and i left cebu 1020 am on saturday. so i guess the squall was in the afternoon?

It was evening, around eight. And I get wet because of the stupid and inconsiderate jeepney driver of 04L. We requested to him to drop inside the terminal but he refused.

well the food was great sa Gustavian. the calleos i had was around 450++(good for 1). the pizza(good for 1 also) was around 150++. basta 5 kami kumain, we paid almost 6,000++.:)

Nashock lang ko nga ngitngit kaayo sa gawas (fortunately wala napagngan ang Pancake House) unya nikalit lang ug dugdog ug kusog ug bundak ang uwan unya nagsunudsunod ang kilat ug dugdog. Then a few minutes later, nihunong lang sad ug kalit. Weird na g'yud ang panahon karon.

2. Yeah, pero dili man g'yud makaabot ang pista sa amo-a kay sa centro ra man g'yud na sa s'yudad (Merkado area). Si kurom ay kay taga-Looc!



Mao na'y problema sa Ayala, usahay kay dili maayo ang ilang sound system sa mga live show. Fortunately, okay na pag Sabado (fashion show)

It was evening, around eight. And I get wet because of the stupid and inconsiderate jeepney driver of 04L. We requested to him to drop inside the terminal but he refused.

Regarding jeepney drivers, I think it's really difficult to discipline them because they will really do all that they can in order to make a living.

They will only be disciplined if they will receive a fixed monthly income because they will no longer mind whether they can get passengers or not because after all they can already expect a salary by the end of the month. As such, we can then expect them to stop at designated loading/unloading areas only.

But in our current system I think it's quite difficult and impractical to give jeepney drivers a salary so I guess the best way is for us to slowly transition to a mass transportation system such as the BRT.

Because we are able to accept the reality that while Cebu's economy is booming, Cebu's poverty situation is worsening. The gap between the rich and poor is widening, same is true in other Philippine cities. :(

i dont really know the names of the intersections there sinj. but i remember one or two...the signal lights right after the marcelo fernan bridge and the intersection near country mall. thats all i could remember. but i think there were more.

yup it was gustavian... the calleos was super!!! the pizzas were great. the pasta was also good. kinda pricey lang. but thatswhat you have to pay for for good food.

you are correct sinj. i have been to cebu time and again and i have yet to see some road widenings. the constructions of the fly-overs were a big help though.

Daghan defective traffic lights sa Cebu City bai. Naa sa Guadalupe, sa Escario-Gorordo intersection, I saw it last Wednesday. Naa pod sa intersection sa McDO Mambaling, wala ga siga, dugay na kaau na, pirmi ko mag-agi-an diha. Usually ang mga defect kay ang mga bulbs dili musiga.

For example, if "stop" supposedly it's red, pero walay musiga. Pero if "Go" na, musiga na siya ug green. With the case of the Mambaling McDo intersection, wala jud siya ga function.

I think it's time to overhaul the traffic lights themselves and not just replace one bulb with another.

let's go back to basics! how is the driver education program in cebu going nowadays? is there one or none at all! is there any formal training required for every driver (not just jeepney or bus drivers) before a valid driver's license is issued.

as for me, their lack of discipline and professional ethics can be attributed to their lack of knowledge on the rules of the road. driving is not a right it is a privilege afforded by the city or province or country with the focus on driver, passengers and pedestrian safety.

Unfortunately bai, majority of the jeepney drivers don't know what a "No Entry Sign" nor "Ped Xing" is...because majority of them learned how to drive through experience...I took a driver's license exam before and the bad thing is that the "practical text" wherein the civil servants will just sign your results and leave their faces so that you could get your license faster...

...dami mo pang pa-eklat...deretsohin mo na!....joke!...hehheheh...FYI, there were series of brownouts in some areas in Cebu during those days due to thunderstorms....pero, i'm not sure kung 'yon talaga ang cause....napakamalas mo naman na may mga nag-malfunction na traffic lights when you came to Cebu...hehehe..pero, expected ko na ang reaction mo kasi normal lang yan, lalo na kung galing ka sa isang siyudad na bago lang nagkaroon ng hi-tech na traffic light system....hahahah! :lol:

hehehe..bitaw unlikely kayo na mahitabo, maybe ang area nag brownout tingali...or usahay ila man na i-blink ang light labi na og wa nay traffic or kadlawon na...hehehe...

We're talking here of jeepney drivers. No matter what training you give to them, they will always remain the kind of driver they are because they are earning a living.

They will do all that they can just so that their jeepneys will become full of passengers.

If only they are receiving a fixed monthly salary then I guess we can discipline them, because as I said a while ago they will no longer care if their jeepneys have passengers or not because after all they can already expect a salary every 15 days. As such, we can then expect them to load/unload only at designated stops.

However, this is quite difficult to implement among jeepneys and a bit impractical too. So I guess the best solution really is to transition to an efficient form of mass transportation. Jeepneys should be slowly phased out.

FYI, seminars are held at the LTO office but I'm pretty sure these drivers are just turning a deaf ear to it.

I bought some stuff from Duty Free Melbourne and I have asked some people and they say that I shouldn't be taxed, but I have my doubts.

The Terraces earlier....

Grabe kaayo ang SALE sa Ayala, uber successful, halos dili makahinga sa sulod sa mall kay nagtipun-ok ang mga tawo. Mao nang sa The Terraces ra jud ko the whole afternoon 'til 9:30pm. :)

These photos were taken after a thunderstorm which explains why medyo wala kaayo'y tawo ang The Terraces. Bag-o ra niresume ang regular operations (nagbrownout man kadiyot kay nikilat ug kusog...)

Pasaylo-a ang akong mga hulagway kay kung bati kay wala g'yud ko'y tripod. Wala ra kung ikumpara sa mga napost na diri sauna. Pero aron di masayang akong gipanguha, ako nalang sad ipost diri bisag bati hehehe. :D

Capitol to invest in SRP

CEBU CITY -- The Cebu Provincial Government announced Monday plans to go into commercial development in the South Road Properties (SRP), the pet project of Mayor-on-leave Tomas Osmeña, Capitol's top critic. Capitol is also preparing to challenge the proposal of Filinvest Land Inc. (FLI) to develop a 50-hectare portion of the SRP.
"The Province is interested nga maka-invest mi sa among gamay'ng kwarta (in investing our little funds), so we decided to do commercial development in the south district, especially in the South Road Properties," Capitol information and revenue generation consultant Rory Jon Sepulveda said in a press conference Monday.

The announcement was met with surprise by at least one City Hall official. Acting Cebu City Mayor Hilario Davide III wondered why the Provincial Government is suddenly interested to challenge Filinvest's offer when Capitol officials have consistently criticized the SRP.

"Are they serious?... Frankly speaking, I can't help but entertain doubts and surprise. I don't know their motive but if they are serious, let them submit their proposal then we will study it," Davide told Sun.Star Cebu.
Sepulveda said Cebu Governor Gwendolyn Garcia instructed him to draft a request relative to the guidelines of a joint venture with a local government unit (LGU).

Davide, however, said the ordinance that covers the City's negotiations with FLI does not include offers from LGUs.

Davide also said he has not come across any joint venture between two LGUs, or one LGU investing in another LGU.

"The ordinance is silent on LGUs investing in the SRP, there is no provision there that says that an LGU can join the bidding so we have to check first how the City will go about it. This is something novel but we will study their proposal," he said.

Davide, the author of the ordinance, pointed out that as stated in the measure and as announced by Osmeña earlier, any challenger of the joint venture offer of FLI must have the financial and technical capability to undertake the project.

In her State of the Province Address in July, Garcia said Cebu is the richest province in the country, posting P17 billion in assets in 2007 while remaining debt-free.

"We realized that we cannot just sit down idly and do nothing especially ilang gibalik-balik og announce nga wala'y development sa provincial properties," said Sepulveda.

Sepulveda said the proposal was hatched in a meeting with Governor Garcia, Representative Pablo John Garcia (Cebu Province, 3rd district) and Pablo Garcia (Cebu Province, 2nd district) over the weekend.
He said the scheme will be submitted to the Provincial Economic Enterprise Council (ECC) for evaluation and approval.

Sepulveda said Capitol is organizing a team to study the offer. He said the province is prepared to do the Swiss challenge or make another offer.
The Capitol consultant said the Provincial Government is thinking of innovative ways to generate resources rather than relying on traditional taxation.

FLI is proposing to buy a 10-hectare portion of the SRP amounting to some P2 billion and developing 40 more hectares under a joint venture agreement with the City Government.

Its officials said they plan to invest some P80 billion to build several high-rise and medium-rise condominium units, office buildings and a retirement and hospital facility at the SRP.

In a phone interview Monday, City Administrator Francisco Fernandez, also the Joint Venture Selection Committee (JVSC) chairman, said he will check with the committee members Tuesday and the city councilors if the bidding is open to government entities.

Whether or not Capitol is serious with its plan, he said the committee will consider the Province's offer for review once they receive a copy.

"There might be much ado about nothing if they are not serious. They will have to make a substantial deposit of some P250 million once they challenge FLI's offer, and meet other requirements," said Fernandez.

"We also have to check if they are capable of implementing the project. Money is not the only consideration here. The challengers need to have enough experience and have done similar projects in the past. We will have to review the ordinance to check if LGUs are entitled to join the bidding," he added. We're talking here of jeepney drivers. No matter what training you give to them, they will always remain the kind of driver they are because they are earning a living.

They will do all that they can just so that their jeepneys will become full of passengers.

If only they are receiving a fixed monthly salary then I guess we can discipline them, because as I said a while ago they will no longer care if their jeepneys have passengers or not because after all they can already expect a salary every 15 days. As such, we can then expect them to load/unload only at designated stops.

However, this is quite difficult to implement among jeepneys and a bit impractical too. So I guess the best solution really is to transition to an efficient form of mass transportation. Jeepneys should be slowly phased out.

FYI, seminars are held at the LTO office but I'm pretty sure these drivers are just turning a deaf ear to it.

if you want a quick fix on the traffic congestion in the city yes phased the jeepneys out. but what happens to their means of livelihood and their dependent families? besides the jeepney is part of our local culture if not national culture. where ever you go in the philippines, the jeepney is there waiting to take you to your destination.

can the city/province in cooperation with the dept. of education /lto initiate a rigorous driver training program (not just the high sounding word seminars) starting from high school, college and vocational or technical school. why start at an early age? these kids will soon become the future drivers and traffiic enforcers of our city, if they know the rules of the road that passenger safety is of utmost importance (more than the money drivers earn) then they will not stop whereever their is a passenger waiting to get a ride. a student who has taken driver education will also heed traffic rules and wait on the designated loading/unloading area.

the stakeholders of the driver education program is not just for the jeepney drivers themselves, its for the whole populace: the students, teachers, day job workers, tinderas or tinderos, the local folks, visitors, and tourists. trafic tickets must be issued to all who violate traffic rules drivers and passengers alike. traffic enforcers must be on duty all the time with consistency and integrity.

Unfortunately bai, majority of the jeepney drivers don't know what a "No Entry Sign" nor "Ped Xing" is...because majority of them learned how to drive through experience...I took a driver's license exam before and the bad thing is that the "practical text" wherein the civil servants will just sign your results and leave their faces so that you could get your license faster...

if jeepney drivers dont know what "no entry or ped-xing" means then they are a hazard to the community and society at large. that means they dont know the rules of the road and should not be granted a driver's llicense ever!

here in the us, no one is exempt from knowing the rules of the road. whether it be britney spears, paris hilton, lindsay lohan, nina ricci or victoria beckhem. they have to study the drivers manual, pass a written and practical test of driving behind the wheels with an examiner sitting beside the driver. the fines are very hefty if you violate traffic rules and worst of all the prison time.

Yes, your friend is right. No taxes are imposed here in Manila for items bought at any duty free shops abroad. Nothing to worry.

very good observation slemarken.

yes there has to be a formal dress code for drivers and condoctors so they will take pride in their job and they get the respect of the riding public instead of being scared. they must know the real sense of customer service as well. in that way foul and obscene language is never heard by school kids and the paying commuters.

there is nothing fishy about this plan! its legit and not something new.

here in the us, local govt compete with the pvt sector in developing areas so as to generate more income for the city and its people. those were the days when local govt rely on property, income and sales taxes. most city govt here are run like a business. hence they they have a business manager to handle the finances of all city projects.

here in the us, local govt compete with the pvt sector in developing areas so as to generate more income for the city and its people. those were the days when local govt rely on property, income and sales taxes. most city govt here are run like a business. hence they they have a business manager to handle the finances of all city projects.

lets welcome the capitol for its bid on srp and compete with the giant fli. if both project can exist in srp the better. the more the merrier and a boom for cebu city and it people:cheers:

another conflict napud in the making.The proposed project of capitol in fact under construction nga CCPO ipa hold napud sa City ang permit kay buhatan daw ug road ang area. hahay... why now nga nasugdan naman ang building somewhere in lahug? mao napud na ron giinitan sa Capitol and they plan to file a suit if the city revokes the permit. there is nothing fishy about this plan! its legit and not something new.

here in the us, local govt compete with the pvt sector in developing areas so as to generate more income for the city and its people. those were the days when local govt rely on property, income and sales taxes. most city govt here are run like a business. hence they they have a business manager to handle the finances of all city projects.

lets welcome the capitol for its bid on srp and compete with the giant fli. if both project can exist in srp the better. the more the merrier and a boom for cebu city and it people:cheers:

IMO, the sudden interest is rather dodgy. Considering the outstanding issues between these two units, it's likely that the CPC is doing this in retaliation to what the CH has done to them.

There's no question about the participation of both the gov't units and the private sector in business transactions for huge projects such as the SRP. What's questionable is the real intent behind this 'surprising' interest.

let me just backtrack and explain a little bit ...

the guadalupe-lahug road had been in the drawing boards in the last ten years. it was initiated by congressman raul del mar even during alvin garcia's time pa, but as always, the funding is the problem - to his (del mar's) credit, he has consistently allocated funds to slowly acquire right of way, slowly, year by year. by the way, this proposed road starts from v. rama near guadalupe barangay hall to gorordo ave. just beside UP, lahug, passing through back of capitol, opra area, and is parallel to escario, ... which everyone will agree will greatly alleviate the congestion in the area.

tommy osmena has been pursuing this project for some time, contributing funds especially for the bridges that needs to cross the rivers, streamlining the alignment so that costs will be minimized. the bridge has been completed and all that is left is that short stretch which will pass through the provincial lot in sudlon.

when the CPPO building was submitted, mayor osmena held it in abeyance UNTIL THE CONNECTING ROAD WOULD HAVE BEEN FINALIZED. there was no intention to suspend indefinitely, or stall, nor to disapprove - engineering was asked to finalize the plan so that appropriate action could be made -- if the road will hit the building, then the province would be asked to move it around a bit; if it doesn't, then fine, they can proceed ...

unfortunately, the mayor had to rush to the US for treatment and forgot to inform mike rama, who, seeing no constraint, signed the permit. tommy instructed us to hold, check with the plans thoroughly, and recall the permit if the road hits the building and expropriate the area needed for the land. when told it will not hit the building, he said fine and just let it be - the permit stays.

all's well that ends well.

but in fairness to them, consider the issue of good faith and bad faith.

the parallel road project had been there for some time, duly pursued by the mayor and congressman del mar. to have a possible conflict with the CPPO building is a legitimate issue and tommy acted in good faith in holding the permit, pending verification. this is explicitly shown by his immediately letting go of it when advised that the road will not hit the building. his fault is to forget to tell mike rama. and mike was acting in good faith when he signed the permit.

the province, in spite of explicit provisions of the national building code, built and FINISHED the building even while the permit has not been issued yet, in full, blatant violation of national and local laws. ang ako ta ba, sagdi lang na'ng ubang private construction diha, kay di man jud namo malukop ug dakop na'ng mo-violate- that's why more than half the construction in the cit don't have building permits, yet ... pero and provincia unta, government mana sila, sila ta'y unang mo-sunod sa balaod ... else, why would the rest even follow the law? .... and THREATENED to sue when the heard the permit might be recalled!

now, who was acting in good faith and who was not?

CEBU City officials no longer see the need to cancel or suspend the building permit issued to the contractor of the Cebu Provincial Police Office (CPPO) after learning that the building will not get in the way of the City’s proposed road project.

Acting Cebu City Mayor Hilario Davide III said that as of yesterday, he did not see a reason for the City Government to revoke or suspend the building permit, but city officials agreed to wait for Vioe Mayor Michael Rama to arrive from Dubai on Saturday before acting on the matter.

City officials, however, will still question why the construction proceeded even before the approval and release of the building permit. The CPPO building is now 80 percent complete.

hmmmm .... agreed .... we can give them the benefit of the doubt.

that's why we welcome the idea, let them submit their proposal. it would be tremendously beautiful to have them invest into a business venture in the SRP (after complying with all aspects of qualification and evaluation, of course).

the only thing odd is ... (as others have found fishy ... ) ....

they broadcast their intentions up front ... even before they have started with their drawing boards.

compare that to SM, Ayala, Filinvest, etc., who were so tight-lipped with their plans, even forcing the city government to be discreet --> their veiled proposals have to be tightly-guarded secrets. even filinvest had to wait until they submitted their proposal before revealing it to media, but even then, we have to sign a non-confidentiality agreement.

maybe that's the reason a lot of people remain skeptical ...

nakasulod ko sa atua without going through customs...neither in MNL or sa pag-abot nako from a connecting flight sa CEB...

perhaps they should look into that...


Here's another experience of mine.

When I arrived at NAIA, the customs inspector asked if I was Malaysian or Thai. And then I said I was Pinoy and then he asked where I was going (while inspecting the items in my baggage piece by piece). I then said I have a connecting flight to Cebu. The customs inspector stopped inspecting my baggage and returned all the items in my bag and said "ah Cebu pala eto, no problem no problem, this is okay.."

Anyway, what I noticed mostly abroad is that the customs inspector will stop you especially if you're traveling alone -- and if you look like you're in a hurry. If you're traveling on a tour group say, with a family or friends, they won't stop you. This is just based on my experience.

I think sa Philippines, naay limit I think two bottles of wine, not sure.. Basta just read the arrival card that you will fill out..

I think lisod ma charge ang laptop (brand new, bought abroad) because what if you will just say that it's an old laptop you're carrying around for personal or business use? Even jewelries I guess, what if sul-obon diay nimo, say a wristwatch or a gold ring or bracelet? Hehehe.. Ambot unsa kahay pama-agi sa customs nga maka tell sila..

good thing that it was started by the osmena well. IMO, well anyone could say na dawat limpyo kay nasugdan man ug tarong sa previous leaders but it isn't right to address our incumbent leaders that way for they also have their fair share of maintaining and even improving of what had been started.

yup pwede if iask ka just say its for personal use or office use. i brought 2 laptops when i came home from vancouver they asked me then i said i have 2 laptops on my hand carry laptop bag. it is much safer if you dont bring with you the box dal-a lng ang manuals ug mga warranty cards hide it somewhere

let me just backtrack and explain a little bit ...

the guadalupe-lahug road had been in the drawing boards in the last ten years. it was initiated by congressman raul del mar even during alvin garcia's time pa, but as always, the funding is the problem - to his (del mar's) credit, he has consistently allocated funds to slowly acquire right of way, slowly, year by year. by the way, this proposed road starts from v. rama near guadalupe barangay hall to gorordo ave. just beside UP, lahug, passing through back of capitol, opra area, and is parallel to escario, ... which everyone will agree will greatly alleviate the congestion in the area.

Sir Paul, medyo naguna na ni akong question and a little OT but, since this road runs parallel to Escario St., would it be possible that the two lane Escario St. be converted into a dedicated Bus Way?


when the CPPO building was submitted, mayor osmena held it in abeyance UNTIL THE CONNECTING ROAD WOULD HAVE BEEN FINALIZED. there was no intention to suspend indefinitely, or stall, nor to disapprove - engineering was asked to finalize the plan so that appropriate action could be made -- if the road will hit the building, then the province would be asked to move it around a bit; if it doesn't, then fine, they can proceed ...

unfortunately, the mayor had to rush to the US for treatment and forgot to inform mike rama, who, seeing no constraint, signed the permit. tommy instructed us to hold, check with the plans thoroughly, and recall the permit if the road hits the building and expropriate the area needed for the land. when told it will not hit the building, he said fine and just let it be - the permit stays.

Since they said that the road will not hit the building, that means that both projects are a "GO". So nganong na threatened paman gihapon ang province? Niingon naman kaha ang city nga dili bakwi-on ang permit?

I have a friend who bought MAC book sa Singapore...wala man bayad....

I bought a new MAC book too and a customs guy at NAIA asked me if it was new, i said it was used, he said ok, didnt even bother to look. the thing was, it was still in its box with price tag and all. depende ra guro na sa customs agent if mo busisi.
