For me, the best decors were those of 2004, then 2006 follows only if you were looking up from the ground floor, then 2005 is the third best. The 2007 and 2008 decors lack symmetry imo

Sinjin P. January 4th, 2009, 05:12 PM Has any of you noticed that vacant lot across gate 4 of MEZ in Lapulapu City? Are they making that area a dumpsite or what? Everytime I pass by that area, I always notice the gated mountains of trash. Just wondering.

SINCE the land swap talks with the Province are already dead, the Cebu City Government is preparing to lease out the 3.4-hectare North Reclamation Area (NRA) lot that it was supposed to turn over to the Capitol.
Lot Block 27 A, which was assessed to be worth P415.35 million in 2006, will be leased for the same price as the South Road Properties (SRP) lots.
City Administrator Francisco Fernandez said at least three parties have submitted proposals for a 10-year lease agreement, which Acting Mayor Michael Rama referred to
him for review.
The lease of the City-owned property across the Cebu Port Authority compound will be done through a bidding.
The lease agreement, if finalized, could mean additional income for the City for basic services, not only through lease payments but also through business taxes.
Based on the floor price of SRP lots for lease arrangements, the NRA lot could earn for the City up to P2,361,590 a month.
“There is an offer to lease the property for a 10-year period, so why not? It’s an idle property anyway and we’re not getting anything from it. But if we lease it, we can earn from the lot and there’s also business taxes that we can collect from the businesses that will operate there,” Fernandez told Sun.Star Cebu.
Mayor Tomas Osmeña first offered Block 27 A to the Province in July 2004 in exchange for the latter’s 435,991-square-meter properties, worth some P3 billion, in 11 barangays covered by Provincial Ordinance 93-1.
Along with the Cebu City Medical Center, Block 27 A was part of the land swap agreement between the City and the Province. The deal was aborted, resulting in strained relations between the two local governments.
“The issue is the land swap but the way things are moving, nobody is talking about swapping anymore. The swapping seems to be dead already... so we studied the lease offer where three parties offered to lease it for the same rates as SRP,” Fernandez said.
The floor price for the lease of SRP lots is P70 per square meter per month for lots located within 80 meters from both sides of the South Coastal Road and the Mambaling Access Road.
All other lots outside Pond F and the 80-meter area from the coastal and access roads are considered non-prime properties and will be leased for P28 per square meter per month.
Fernandez said that in the report he will submit to Rama this afternoon, he will leave it to the City Council and other decision makers to decide whether the entire property will be leased as a whole or as subdivided lots.
“How it would be leased would depend on how it would be developed. What the decision makers will have to decide on is whether we would subdivide the lot or lease it as a whole. The property will not be sold because we’re focusing on the SRP for the sale. Besides, the offer is not to buy but to lease,” he said.
Among the interested parties are a tire company and a Cebuano-owned grocery chain. (LCR)
Zuburbia January 4th, 2009, 09:28 PM Crime rate in Cebu City drops; more crimes solved last year
WITH the implementation of night-watch patrols and synchronized checkpoints, the Cebu City Police Office (CCPO) boasted of an 8.5 percent drop in its crime volume in 2008.
Compared to 2,746 crimes in 2007, CCPO recorded just 2,512 in 2008.
Index crimes or crimes against persons and properties dropped by 14.8 percent, with 1,829 crimes in 2007 compared to 1,558 cases in 2008.
Non-index crimes, or those in violation of special laws, however, increased by 4.1 percent at 954.
The CCPO, though, has increased its crime solution efficiency from 71.2 percent in 2007 to 82 percent in 2008.
Of the 2,512 crimes in 2008, the CCPO solved 2,051.
In particular, solution efficiency for index crimes rose from 58 percent to 70.2 percent, while that for non-index crimes improved to 99.43 percent from 97.49 percent in 2007.
Theft was the most committed crime last year, composing 681 of the total crime volume. But the number of cases decreased by 25 percent, as the incidents ran up to 909 in 2007.
Physical injuries followed with 472 cases, which were fewer by 35 incidents, or seven percent, compared to 507 the year before.
There was little difference in the crimes of murder and homicide, which registered 79 and 19, respectively. In 2007, there were 80 murder cases and 20 homicide cases.
One of the noted shooting incidents in Cebu City was the death of lawyer Richard Sison last May.
CCPO likewise saw an eight-percent drop in the number of robberies, with 275 recorded in 2008 compared to 298 in 2007.
The incidents include robberies on pawnshops and jewelry stores, such as those on the Oro Sugbu Pawnshop and Jewelry Store, Agencia Anne and Golden Treasures.
Rape cases, however, rose to 32 incidents last year compared to just 15 in 2007.
CCPO Director Patrocinio Comendador said it was either the cases really increased or that more victims gained confidence in the CCPO Women and Children’s Concerns Desk and reported to authorities.
Also, the CCPO reported that the average monthly crime rate has dropped from 31.53 in 2007 to 28.8 last year.
Specifically, Cebu City’s average monthly index crime rate was 19.31—a drop from 2007’s 21.
As for the average monthly non-index crime rate, it remained at 10. (MEA)

based on my experience sa Enchanted Kingdom "Pirates 4D", you are enclosed in a mini-theater with seats that move along with the movie scenes. the movie we were watching, we put on a special eye-glass for 4-Dimensional effect. when a character/actor in a movie let's say, fall off from tree, your seats would bang as if you fell off too. :lol: if it's a war scene with machine guns, you can actually feel that you are being shot! but hangin ug water effect lang kay kuyaw pud kung tinuod pusilon ka. :lol:
Imax 3D is more on visual lang, pero ang 4D kay better ang visual experience and more interactive. mas lingaw kay ma feel nimo part ka sa movie although average 10 minutes ra. siguro in the future naa nay Harry Potter full length movie in 4D! :banana:

4-D film
From Wikipedia, the free encyclopedia
A 4-D film is a marketing term that describes an entertainment presentation system combining a 3D film (using 3D glasses) with physical effects in the theatre that occur in synchronization with the film. Since the physical effects are expensive to set up, 4-D films are currently only found at special venues, usually in amusement parks.
Some of the effects currently simulated in 4-D films include rain, wind, and vibration. The use of water sprays and air jets is also common. A 4-D film is not shown in a motion simulator, although some seats in 4-D venues vibrate or may move a few inches during the presentation.

(18 years ago!). it's very comfortable and relatively cheap. i say relatively
because japan is generally very expensive that's why me and my friends opted
to stay in this kind of hotel cause it was 1/3 the price of a regular economy
hotel. we were on training with a modest stipend so we had to save.
but yeah, considering that cebu is a favorite destination, not to mention being
a transshipment area, i think this kind of concept would click here ...

I don't think naay reservation ang sky adventure. Walk-in lang pud mi ato when we went there. Not sure though inig sinulog.
Sinulog tickets are usually sold sa SF office sa abellana. Not sure kung naa online. Para sure, papalit na lang sa imong mga amigo daan sama ni sinjin ba ron. hehehe

according to my cousin, Sinulog Tickets Balikbayan package, center seats and white tickets (P550) are already sold out. Yellow tickets (P450 right side) almost sold out. other seats from the far-right are still available but only few nalang.

A special economic zone and a mall in Toledo City will help spur economic activities and provide employment to residents of the city, an official said.
During the capsule-laying rites Tuesday, Toledo City Mayor Arlene Zambo said that an ecozone project which is expected to cost at least P140 million is a “long-time” dream, which her administration aimed to accomplish before her last term in office ends in 2010.
An application for the declaration of at least 54 hectares of land in barangay Daanglungsud into an eco-zone is now pending with the Philippine Economic Zone Authority (PEZA).
Zambo said the project is expected to provide at least 10,000 jobs.
An economic zone will also provide tax breaks and other incentives to the locators in the zone.
“We at Toledo City are very fortunate for the timely establishment of the special economic zone which will provide us with opportunities like tax reliefs and other incentives,” said Rodrigo Cal, the vice president and resident manager of Carmen Copper Corp. (CCC), which is one of the locators of the ecozone project.
In a message during Toledo City's 49th anniversary, Cal said that the ecozone project is the government’s timely intervention to help businesses survive the challenges in the coming months because of the global economic crisis.
A planned mall will also complement the ecozone project. The two-to three- story mall , which the Gaisanos plan to build this year, will be constructed in a 3,000 sqm lot in barangay Poblacion.
“It has been a long time dream to have an eco-zone to improve the industrial outlook of the city. We are also opening job opportunities for our people other than mining,” Zambo told Cebu Daily News.
Zambo said that investors would benefit in terms of cheap production cost and tax holidays.
The city government has formed a consortium with their private sector partners – Atlas Fertilizer Corp., Global Business Power Corp to run the eco-zone.
Other potential locators are Carmen Copper Corp., Alakor Corp., Toledo Holdings Corp., Asian Slipway Corp. and Hinigaran Realty Development Corp.

“The project is our modest contribution not only to Cebu’s tourism industry but to the Philippines as well. We can now present Cebu as the only place in the country where one can experience sky adventure rides in one location,” King stressed.
The media friends invited by the Department of Tourism to witness the inauguration last December were the first to experience the Edge Coaster Ride, considered the first and only amusement ride of its kind in the world, according to King; and the Sky Walk Extreme Adventure Ride, one of only two amusement rides of its kind the world has, the other one being in Macau.
The Edge Coaster, as an interactive ride, is designed to tilt 55 degrees to the edge of the hotel structure, making riders feel what it’s like hanging on the edge of a building. It should be mentioned that riders still have the control of the tilt level via a joystick.
The Sky Walk Extreme Adventure, on the other hand, enables thrill-seekers to walk on the edge of the hotel to behold Cebu’s panoramic view. Visitors, while tied to a safety harness, can walk around the edge of the tower or have themselves photographed by one of the guides.
Crown Regency Hotel and Towers is situated along Fuente Osmeña Boulevard and boasts of 341 luxurious rooms, six suites and four levels of function rooms with many first-class amenities. Overall, the impressive hotel offers not just the first and only thrill sky rides in the country but also a myriad of new lifestyle destinations for fine dining and entertainment.
The hotel charges each visitor P380 as entrance fee to the SEA facility, which is open 18 hours daily, from 8 am to 2 the following morning. An additional P500 will be charged for each ride. It only takes four minutes to ride around the hotel building with the Edge Coaster, and 20 to 30 minutes for the Sky Walk Extreme, including the photo-ops.
For those who want to star-gaze or view Cebu through God’s eyes, there are coin-operated binoculars and telescopes available at the hotel’s Sky Observatory just across the SEA facility. An additional P10 is charged per visitor using a telescope or binocular.
King boasted the facility was designed by the most experienced engineers using the best materials. “The design alone costs us half a million dollars,” he added. “As early as 2005, we were already talking with contractors for the construction of the project. It took us a year to install all the facilities, all the hardware. Prior to installation, the passenger safety system underwent testing for more than five years.”
The SEA facility was designed and engineered by US-based rides manufacturer Interactive Rides Inc., famous for its expensive rides installed around the world. The company has a respected track record since it started building extreme thrill and amusement rides in the ’90s, the most popular of which are installed at Stratosphere Las Vegas.

CEBU - The Cebu City government’s Joint Venture Selection Committee is set to decide today on the motion for reconsideration filed by the Cebu Provincial Government to bid against the proposal of Filinvest Land Incorporated for the development of a portion of the South Road Properties.
City administrator and JVSC chairman Francisco Fernandez said the province through Cebu Provincial Planning and Development Officer Rodulfo Quiroga has sent them a letter last Monday stating their opposition to the rejection of their intention to bid.
On December 21, the JVSC rejected the bid of Cebu Province over the 50.6-hectare portion of SRP citing two major reasons.
According to JVSC, the provincial Government, being a public agency, has no jurisdiction to make a bid since the JV Ordinance require entities that are private in nature.
“The documents submitted based on its face value, also failed to show that the financial statements are audited,” JVSC added.
But in a letter, Quiroga explained that the province, as a local government, has a dual personality—that of being a political and a corporate entity, therefore, it is qualified under the JV ordinance.
Quiroga cited Section 22 of the Local Government Code that allows the province to exercise such powers as granted to corporations.
He also cited Sections 15 and 18 of the same Code supporting the corporate identity thrust of the province.
On the second ground, Quiroga furnished the JVSC secretariat certifications from the Commission on Audit that the submitted financial statements from 2005 to 2007 were audited by state auditors.
“Based on the said grounds, it is hereby asked that JVSC vacates/reverses/reconsiders its decision disqualifying the Province of Cebu to challenge FLI proposal,” the Capitol said in its letter.
Under the unsolicited proposal of FLI, the 50.6-hectare area subject of the joint venture will be constructed with a minimum of 875,000 square meters of building spaces in the Central Business District.
FLI committed to compensate the city in a period over 20 years a minimum of P1.5 billion payable in cash for the next three years and 10 percent of the gross revenues of built up units or a pre-determined minimum guaranteed return.

IMAGINE a “volcano” with Samoan fire dancers on the main stage of the Sinulog grandstand on Jan. 18.
As part of the Polynesian theme of the parade’s grand finale, the elements of earth, air, fire, and water will come into play, said choreographer Victor Cuenco.
A cast of 280 dancers – 50 of them bearing torches – in a 10-minute performance will cost about P2 million to produce.
The earth element will be represented by the artificial volcano.
“The islands of Polynesia were created by volcanoes. (An icon of) the Sto. Niño will be raised and illuminated by the volcano,” Cuenco said.
Water will flow from rocks, while the element of air will be seen from the spaciousness of the stage. Plants and other greenery will complement the set’s theme colors of violet and yellow.
Spectators will be watching out for Miss Earth 2008 Karla Paula Henry, the finale’s lead dancer.
Previous Sinulog finales were led by Cebu City first lady Margot Osmeña, who cannot perform this year because she’s in the US with Mayor Tomas Osmeña who is being treated for bladder cancer.

CEBU - The Joint Venture Selection Committee has denied the appeal of the Cebu Provincial Government to accept it as a qualified challenger to the unsolicited bid made by Filinvest Land Inc. to develop a portion of the South Road Properties.
JVSC chairman Francisco Fernandez said they will recommend to Acting Cebu City Mayor Michael Rama to declare Cebu Province ineligible to submit a competitive challenge.
“When the recommendation is approved by the Mayor, we hope that Capitol will now put the issue to rest since a day of delay is costing us at least a million pesos in interest,” Fernandez said.
The Capitol, during the deliberation by JVSC, still did not meet the three major qualifications to bid – the legal capacity plus the technical and financial requirements.
Despite Capitol’s assertion in its letter of appeal that it has “corporate powers” as a local government, JVSC members ruled that this does not make them a private entity, which is a requirement under the ordinance that lays down the rules for the joint venture.
“They cited their interpretation of the Local Government Code which is for local government. If they have corporate powers, it does not follow that they can be considered as a private sector,” according to Juan Saul Montecillo, JVSC member representing the Office of the Mayor.
JVSC Member and City Planning and Development Officer Nigel Paul Villarete also said there is no statement or assertion in their letter of appeal that Capitol is a private entity.
Secondly the Capitol in its appeal, furnished JVSC with Commission on Audit’s (COA) Certification that the financial statements for the last three years, they submitted were duly audited.
But this, according to JVSC member Renee Empaces, only forms part of the 14 financial requirements.
“If you will look over the supporting documents submitted by FLI to assert their financial capability, these are even of international standards,” Empaces said.
JVSC members also said that the province failed to meet the technical requirement in terms of a track record showing a completed real estate project costing at least 70 percent of the P25 billion project cost of FLI’S proposal.
The province showed the stalled Ciudad project which did not even mention its project cost.
In a separate interview with The Freeman, Capitol consultant on information and revenue generation Rory Jon Sepulveda lambasted the JVSC for casting allusion to the province that they were the ones causing liabilities to the city.
“It is ironic and sad that the province is just trying to afford the city a clear opportunity to achieve affordable and best possible price. Only we are being excluded, we are being shut down and worst they are casting allusion that we are the one causing them enormous liabilities,” Sepulveda said.
The capitol consultant asked the city not to point their fingers to the province as the reason why they have huge liabilities.
What the province was doing, according to Sepulveda was helping the city by offering them the best offer they give.

The JVSC will finalize the letter of recommendation which will be acted upon by Rama on Monday.
The decision of the local chief executive, Fernandez said, is final and executory unless Capitol seeks further remedies.
The next step for JVSC is now to award the project to FLI considering that no other entity was qualified and submitted its intention to bid 30 days after the last publication date last December 23.
Fernandez said the Capitol can make a Joint Venture with the City of Cebu, but no longer under the JV ordinance but under the provisions of JV in the LGC.
“There is still the remaining 250 hectares of the SRP then there is 93-1, or even Ciudad,” Fernandez said.
A JV on local government units can materialize after a public hearing done in both LGUs.
In the 50.6 hectares, FLI will be constructing a minimum of 875,000 square meters of building spaces in the Central Business District.
FLI has committed to compensate the City in a period over 20 years a minimum of P1.5 billion payable in cash for the next three years and 10 percent of the gross revenues of built up units or a predetermined minimum guaranteed return.
Once the city awards the project to FLI on February 15, it will pay an initial amount of P330 million, enough to cover the first quarter payment of the loan on February 19, which is more or less of the same amount.—/NLQ (THE FREEMAN)

Despite the projected decline in tourists' arrivals this year due to the impact of the looming global recession, Cebu's major festival—Sinulog still draws significant number of visitors both from domestic and foreign markets.
Major city hotels here like Cebu City Marriott Hotel, Waterfront Cebu City Hotel and Casino, and Marco Polo Plaza Cebu, registered high occupancy rates starting January, specifically in the third week of the month, wherein Sinulog Festivities will be held.
Ayala-developed Cebu City Marriott Hotel, which is now operating with 265 rooms, from a total of 301 rooms, due to renovations, reported a 100 percent booking rate from January 18. The weeks after Sinulog, the hotel is looking at 65 percent to 70 percent occupancy rate.
Marriott's corporate communications officer Joan Danao told The Freeman yesterday that although the occupancy rate is high this year, the hotel noted a slowdown of booking performance compared to the other year.
"Today a lot of guests booked in the 11th hour. Whereas, in the past, by the start of January or late December room bookings were already full for the entire month of January," Danao said.
According to Danao, majority of guests during the Sinulog period are not just the traditional balikbayan, but also visitors from other areas in the country, like Metro Manila and some expatriates.
Metrobank-developed Marco Polo Plaza Cebu, announced a 90 percent booking rate from January 14 to January 18. It is still looking at posting as high as 99 percent by next week, said hotel's events and promotions manager Carlo Borromeo.
Borromeo said that the hotel which has a total of 329 rooms, has not yet observed the effect of the projected travel slowdown, as it had been performing very well since December last year, posting an average of 90 percent occupancy rate, especially in the New Year's eve.
"We are lucky because after the Christmas and New Year, Sinulog Festival follows, and after Sinulog, we still have Chinese New Year," Borromeo said adding that these important events will push high occupancy rate of the hotels, despite the perceived tourism slowdown.
"We have not feel it [slowdown] yet," Borromeo said adding that occupancy rate and booking performance for Marco Polo is still in a healthy shape.
Waterfront Cebu City Hotel and Casino, the largest City Hotel in Cebu, in terms of room accommodation with over 500 rooms, also posted high booking rate on the Sinulog period with 95 percent and 97 percent occupancy rate on January 16 and 18, respectively.
However, resorts in Cebu have registered lower booking or occupancy rate within the period, as tourists, or visitors prefer to stay near the City to witness the main Sinulog Festival on January 18, 2009.
Plantation Bay Resort and Spa general manager Efren Belarmino said unlike City hotels, resorts on the other hand are not as busy.
"Unlike City hotels, during Sinulog time mababa kami," Belarmino said.
Belarmino noted that the global economic meltdown has already hit the traveling market, as the resort has experienced a slowdown of international guest arrivals.
The largest five-star resort property in Cebu, Shangri-La's Mactan Island Resort, reported a 70 percent to 80 percent booking rate on the Sinulog weekend period.— Ehda M. Dagooc

Umm, okay lang, pero the show was too short, around 10 minutes lang and the effects are not as great compared with Disneyland or at least Enchanted Kingdom.
But still you can expect to get wet in your face plus other effects like air and other stuff, depending on the particular scene in the film.
And I think this is also a great start. Who knows ang sunod ani will be iMax na jud, hehe.. A lot of people were lining up. Fee was P150 good for two persons. No free food :( Hehehehehehe....

BANS on the carrying of guns, as well as on the sale and consumption of liquor within the carousel route are being proposed as part of security measures for next Sunday’s Sinulog grand parade.
The Sinulog 2009 Security Task Force Commander, Senior Supt. Patrocinio Comendador, said the coverage of the gun ban will be decided by the Police Regional Office (PRO), but he would like this to be implemented along the carousel route and inside the Abellana Sports Center.
Wireless security cameras will also be set up in strategic areas in the city.
To secure the parade, the Cebu City Police Office (CCPO) will be deploying at least 80 percent of its personnel on the big day. The remaining 20 percent will be fielded after the parade ends.
CCPO Director Patrocinio Comendador, who gave a briefing on the security arrangements Friday night, said the CCPO alone will have 1,319 officers on duty on that day. That includes 224 field training police officers and those still undergoing training at the Regional Training School.
The 5.2-kilometer carousel route will be divided into eight sectors, with police officers stationed 11 meters apart.
The sector commanders were identified as Chief Insp. Arnel Banzon, who will take charge of the grand stand at the Cebu City Sports Complex, Supt. Jonathan Abella, Senior Insp. Renero Agustin, Senior Insp. Aureo Sanchez, Chief Insp. Claudio Casiban, Senior Insp. Ryan Devaras, Senior Insp. Bonifacio Garciano and Senior Insp. Pablo Cabildo.
Comendador also announced that the roads that are connected to the carousel route will be cleared for emergency transport.
Any vehicle parked on these roads will be towed the night before the parade and structures blocking sidewalks and roads will be removed.
He cited Echavez and R. Landon Sts. as some of the emergency routes that will have to be cleared of vehicles and structures. Skywalks will also be closed and secured.
Comendador also noted a “problematic” area along Juana Osmeña St. where some vehicles are parked in the middle of the road and traffic is stalled due to these obstructions right after the parade ends.
Some youngsters who hang out near the Baseline complex bring huge speakers and set these up in the middle of the street where they hold their own street dancing at night.
He said this was a critical road because this leads to Escario St.
Comendador said they will not prevent people from staying in the area but will clear the streets for vehicular access.
As for gang violence, Comendador cited the areas of B. Rodriguez, Day-as and T. Padilla Sts. as areas of concern last year. He said they had no problems with fraternities during the parade last year, even as Alpha Kappa Rho joined in the parade with a float.
But he said street gangs were another thing and that they were prepared to address this, too.
Lost children will be brought to each sector’s post where parents or guardians can claim them, while a “bust bus” will be used as a temporary holding center.
The Bureau of Fire Protection will also be stationed near the emergency routes, while Central Command has been tasked to handle crowd control.
Cebu City will be on full alert two days before the grand parade.
Comendador assured that they will maintain the beat patrols while teams were formed to monitor street hoodlums.
Upon hearing his briefing, PRO 7 Director Ronald Roderos said they were “100 percent” ready to secure Cebu. He also reminded contingents not to throw any giveaways at the crowds, as this might cause stampedes.

BASILICA del Sto. Niño processions are easily among the most attended in the country, with the number of devotees flocking the Basilica for the January fiesta also easily among the biggest.
One can attribute that to the years and to our penchant for story telling.
Worship of the Sto. Niño began the moment the image was found unburned in a burnt area by soldiers of the Spanish conquistador Miguel Lopez de Legaspi more than four centuries ago.
And stories of miracles attributed to the Sto. Niño are being told and retold, first by people of a generation and then from one generation to the other through the centuries.
Worship
Before the Sinulog was transformed from purely a dance to venerate the child Jesus into a cultural presentation that threatens the religious validity of the feast, the worship and the storytelling was enough to keep the celebration going.
The shift in focus to one that is overly concerned with the mundane---choosing the best choreography and practicing the dance, worrying about prizes for the grand parade, finding ways to lure more tourists into the city, etc.---is actually but a modern day development.
But despite the easing out of the religious aspect of the feast from the main discussion, the faithful continue to crowd the Basilica, join the procession and attend the hourly masses to keep the religious fervor of the event flowing.
Faith
In a way, the Cebuanos faith in its patron is being challenged today more than in the past and it seems like the faithful are not about to be distracted as yet.
This year seems to be no different because despite earlier threats of city officials to cancel the Sinulog festivities following a Commission on Audit circular that almost jeopardized the funding for the activity, people still flocked to the procession held the other day to open the celebration.
This should be enough to erase worries about the cropping up of many distractions that seem to pull the faithful away from the actual intention of the fiesta, which is to pay homage to the Child Jesus.

VICE Mayor Michael Rama is already acting like an elected mayor. This after Mayor Tomas Osmeña extended his leave of absence. Rama is now allowed by law to hire and fire employees and institute revamps in the various City Hall departments. But he has opted to retain in key positions Tomas' trusted men, obviously afraid of political repercussions if he fires them. I could imagine Tomas saying, “Hey Mike, I am still alive and will return. Don't rock the boat.”
Mike's stint as acting mayor serves as his on-the-job training, as he is seeking that post in 2010. At present, no one has announced his or her candidacy for Cebu City mayor against Mike, not former mayor Alvin Garcia or First Lady Margot Osmeña. Of course, if Margot runs, that will split the Bando Osmeña-Pundok Kauswagan (BOPK).
Mike is already making major moves, like his decision to improve the services and appearance of the Cebu City Medical Center (CCMC). He has appointed former Capitol administrator Frank Japson as consultant on CCMC matters. He is closing the city library to give way to a government museum.
Rama issued a stern warning against corrupt City Hall employees, saying their days are numbered as he will not hesitate to fire them if they are found committing shenanigans. But issuing a warning and running after the corrupt are two different things. Mike should show them that he means business.
I challenge Mike to start his anti-corruption campaign at the Office of the Building Official (OBO). I heard that some engineers and inspectors in that office receive bribe money in exchange for the approval of building permit applications even if construction site inspections have not been conducted. No wonder some buildings in the city collapse.
However, some BOPK stalwarts perceive Mike as weak because he lacks the qualities of a good leader. He is not firm and decisive in his decisions, unlike his political patron. If Tomas says no, there’s no turning back on that, whether or not it is popular. Some political pundits say Mike cannot unite BOPK if something happens to Tomas, and I think it’s true.
Mike cannot prevent the moneyed BOPK members, whose terms of office are expiring next year, from seeking higher positions in the 2010 elections. Can he do that, for example, to Councilors Rodrigo “Bebot” Abellanosa and Nestor Archival who might run for the congressional seats in the south and north districts, respectively, even without the blessing of the BOPK leadership?

Cebu - The Cebu City government calls on the Department of Transportation and Communications to create a project management committee for the proposed Bus Rapid Transit System.
In a communication sent to DOTC Secretary Leandro Mendoza, acting mayor Michael Rama said it is hoped that there will already be a memorandum for the creation of an overall management committee for the BRT as the mode of urban mass transportation.
This will be the next step in realizing the project which will surely bring convenience not only for Cebu City but for the adjacent local government units as well.
“We likewise reiterate the request for a cooperative and collaborative policy formulation, decision making and management of the proposed system, in as much as this urban public mass transportation is very well a concern of the LGU as it is the DOTC’s,” Rama said.
He said that the city is also reinforcing its original request sent to the department last June 2008 to undertake a feasibility study for the establishment of a BRT in Cebu City.
To support the letter, Rama enclosed a copy of Resolution 08-1430 of the City Council declaring, as policy direction of the city government of Cebu, the establishment of a public urban mass transport system in the form of the BRT.
Rama asked the DOTC to note and consider that the preference is for a BRT and not in the form of a rail-based mass transport system.
The proposed BRT is seen to include the cities of Talisay, Mandaue, and Lapu-Lapu.
City Planning and Development coordinator Nigel Paul Villarete is set to make presentations on the BRT to the said LGUs that he hopes will also pass the same resolution preferring the BRT.
Mandaue City Mayor Jonas Cortes already expressed interest in the project while Lapu-Lapu City government is still undecided.

I challenge Mike to start his anti-corruption campaign at the Office of the Building Official (OBO). I heard that some engineers and inspectors in that office receive bribe money in exchange for the approval of building permit applications even if construction site inspections have not been conducted. No wonder some buildings in the city collapse.

Hehehe, naa la'y error sa reporting, next "Saturday" daw ang Sinulog Grand Parade, ngekzx, Carine Asutilla, taga Cebu man ka miss diba? Kanus-a man nahitabong Sabado ang parade?
