TWO CITIES VIEW FOR MEGADOME


Considering the state of sorry state of North Recla, i think SRP is better suited for the Megadome. But in order for it to be ready for the summit, they must work now and stop all those bickering. no bulls**ting this time around.

Controversial megadome

What has once been a silently appreciated dream of the Provincial Government that became a tumultuous political controversy is now getting a glimpse of a silver lining. It may soon find itself realized, that is barring another heart-jarring controversy that might consign it again to the dustbin of issues that have become socially divisive.

That the Association of Southeast Nations summit will be held in Cebu in December next year has unexpectedly resurrected from the infrastructure “graveyard” Gov. Gwen Garcia’s megadome project. It has been considered a possible venue for the meeting of 11 Southeast Asian heads of state, with possible observers from the world’s most powerful nations like the United States, United Kingdom, Japan, China, and possibly Canada and Australia.

If the proposal to build the megadome in just one year pushes through, the idea should be undertaken right at the start of the new year.

I have always felt warmly for the project in the belief that it would eventually redound to a parallel impetus in cultural growth and development. It is something that should really be pushed side by side with the economic and political momentum that Cebu should be having under the present provincial leadership. There is, however, a potential problem of its site.

The emergence of Cebu City vying for the megadome’s location may present a problem to the governor. Cebu City being the regional heart of Central Visayas and Mayor Tomas Osmeña having surprisingly offered 2.1 hectares at the city’s South Reclamation Project as megadome site for free would complicate the matter.

Unless of course, Mandaue City Mayor Teddy Ouano would show political magnanimity and give way to Mayor Tom’s offer.

For certainly, Cebu City would be a more ideal “dome” location. Not only is it more accessible by land and sea to the rest of the province, it is also more centrally located. The problem, however, is the current thinking of Governor Gwen and other provincial officials. How deeply are they committed to Mandaue City?

When there was no talk of the P250 million needed to build the megadome, the project was left undisturbed in its “graveyard.” But suddenly, even the PB members who earlier opposed it are saying they have no objections so long as no provincial fund is used on the project.

What should be seriously considered, though, is the reality of our need for such a structure in the province. If it had not been embroiled in a “self-centered” political controversy a few years back, the megadome would have already been a glorious landmark of the island. And there would be no hesitation at all for a choice of the venue of the projected Asean summit 12 months away.

Now, the problem is whether the infrastructure could be finished even if it is immediately started next month. Vice Gov. Greg Sanchez, who is an engineer, said it can be done if work on it is fast-tracked. Meaning, if the contractor would throw in a three-shift work force.

We can take his word for it, Sanchez being a civil engineer. But where would it be built?

The site for the megadome, if it should really be built, should be decided over the next two weeks. The decision lies in the hands of three people: Mayors Osmeña and Ouano and Guv Gwen.

P1B and holiday for 3 cities eyed for Asean meet in Cebu

The National Government is willing to spend P1 billion to host and secure 17 heads of state for the Asean summit next December, said Cebu City Mayor Tomas Osmeña.

Osmeña said the amount is P3 billion less than the equivalent amount that Malaysia spent in the last Association of South East Asian Nations (Asean) summit.

“Pinobre gyud among pamaagi para sa ilang standard, but I’m confident that we can do that (Our budget cannot compete with what they spent),” he told reporters yesterday.

The mayor also announced that President Arroyo already “verbally approved” to declare the cities of Mandaue, Lapu-Lapu and Cebu on public holiday during the summit “with the obvious intention of telling the people to go out of town.”

“We would not like you to be here. It might be worse than Martial Law,” he told reporters yesterday.

Osmeña said that although Manila as the capital city will “have the official title” as the host, “Cebu City will have the official activity.”

“It’s not about money anymore. This is about people’s skills,” he said, alluding to the way Kuala Lumpur treated the international media, who he said were “treated like bystanders.”

“Here, I will give them importance,” the mayor said.

Osmeña had admitted that the Cebu City Government is not ready to counter any terrorist attack, but with the help of some 700,000 residents and with police action, the safety of the delegates can be assured.

A ban on the sale of new vehicles, strict monitoring of transients and the re-registration of all vehicles that wish to operate within the city are just among the measures the mayor wants to implement before and during the meeting of Asean leaders.


Gwen: Mandaue megadome site, as promised

Mayor Tomas Osmeña said he was not trying to fight with anyone when he offered Cebu Gov. Gwendolyn Garcia a portion of the South Reclamation Project (SRP) as the site for the proposed megadome.

He said, though, that he is willing to give favors to anybody as long as this will not benefit Talisay City, which is staking a claim over a 53.44-hectare portion of the 295-hectare SRP.

He explained that the issues between the governor and the Provincial Board members and Mandaue City’s offer to Capitol “are significant details that I am not aware of.”

“I am just giving her an option because the Mandaue (site) is already allocated for the trade exhibition for the DTI (Department of Trade and Industry), which will get a loan from Japan. DTI has no personality to get money from the Japanese Government,” Osmeña told reporters yesterday.

Governor Garcia, for her part, just smiled when asked about Osmeña’s offer to build the megadome on 2.1 hectares of the SRP.

Last Thursday, during the lighting of a giant Christmas tree in Mandaue City, Garcia reportedly reiterated her plan to build the megadome there.

When asked about this yesterday, Garcia said, “I just recalled my promise that if I become governor, I will build the megadome there and promises must be kept,” she said.

Both Osmeña and Garcia joined President Arroyo’s group in the Asean summit in Kuala Lumpur, Malaysia last week to observe how the city hosted the gathering.

“One thing is sure. We need a megadome for the Asean forum,” Garcia said.

The proposed megadome had split the administration of former governor Pablo Garcia, Gwendolyn’s father, and the Provincial Board (PB).

Capitol had launched a design contest, and a design based on a spinning disc by architect Alexus Medalla bested all other entries.

However, the project was stalled because the PB blocked the consultancy contract of Medalla, which was supposed to be his prize.

The opposition remains with the present board, even though the project has a ready P250-million allocation.

Mayor Thadeo Ouano yesterday said the City-owned 4.3-hectare lot at the Mandaue reclamation area is still available as a site for the megadome.

With Osmeña’s offer to the Provincial Government, Ouano said he will just leave it to the proper persons to decide.

The City Government has an agreement with the DTI for the use of the same lot for the Cebu International Trade and Exhibition Center, but the mayor said this has not been implemented until now.

Ouano said that if President Arroyo endorses the megadome for the Asean summit in Cebu next year and asks Mandaue City to give it priority, he will abide.

The City Government had offered the site to the Capitol during the term of then governor Pablo Garcia, but since the megadome project was shelved, the City offered it to DTI instead.

But Ouano said DTI does not seem to have the funds for this and the funding, which it seeks to secure from the Japan International Cooperation Agency, will take some time.

He hopes the megadome will spur economic activity not only in Mandaue but in the entire province as well.

Ouano said the construction of the megadome can be completed in about six months to eight months, with people working on it 24 hours a day.

Osmeña, for his part, said they will try to rush the completion of the megadome in time for the Asean gathering in December next year.


Business leaders see better days for Cebu

The local business community is very bullish that the country’s economy, especially Cebu, will pick up next year.

“We have reached the bottom of the crisis. We have no other direction to go but up,” Cebu Chamber of Commerce and Industry (CCCI) president Robert Go told a press conference during the CCCI yearend briefing at the City Sports Club last Thursday.

He said Cebu’s economy is expected to grow next year, as the Association of Southeast Asian Nations (Asean) will hold its 12th summit here in December 2006.

Meetings

Apart from the summit, he said other meetings of the Asean, such as its parliamentary meetings, anti-terrorism and bilateral trade talks, will also be held in Cebu prior to the big event.

These activities will increase tourist arrivals to Cebu next year and will stimulate the local economy, he added.

Tourism is one of the two sectors identified by the CCCI, which will bring economic development to Cebu. The other sector is information and communications technology (ICT).

Aside from an increasing tourist arrivals, CCCI also foresees more ICT and ICT-related companies investing in Cebu next year with the deregulation of the voice over Internet Protocol (VoIP), said vice president for business development Clarito Fruelda.

VoIP is the integration of voice calls in the Internet. This service, which has generated negative response from telecommunication companies, has been liberalized.

Fruelda said consumer confidence is expected to increase consumption next year and the peso would further strengthen, as the “political noise dies down.”

He, however, said another political squabble next year will dampen consumer and investors’ confidence.

Not easy

“It is not easy to separate business from politics just like it is difficult to separate the church from the state,” Fruelda said.
“Business always requires a certain climate, including a stable political environment, for the (business) sector to invest more.”

Earlier, Philippine Exporters Confederation (Philex-port) president Sergio Ortiz-Luis Jr. called on the entire business community to protect the economy from political uncertainties.

“We have been urging the business community to keep the wheels of business and industry moving,” he said.

In a separate interview, Philexport-Cebu vice president Jay Yuvallos said the only way for the country’s economy to prosper is for businessmen to overpower politicians as far as policy and decision making is concerned.

“If business will take hold of this country and influence politics, (that’s the only way we will prosper economically),” he told Sun.Star Cebu.

Meanwhile, the CCCI expects the electronics exports, which has slowed down in the last two years, to pick up next year, CCCI vice president for external affairs Ted Locson said.

Furniture exporters may be also able to sell more to the European Union countries and China.

“But they need to compete more to hold on to their premium on design,” he said.

yup, Osmeña even said... Cebuanos will really be bothered by this said event cause of the major facelifts that will be made throughout the city and the road widenings and its temporary closures but he said this 2 summits are all for us, for our city's future so lets just help each other for this event to be a successful one. :okay:

^^ Asean summit is important to Cebu and the Philippines because of the media exposure it brings which would basically raise our profile in the international stage. Hopefully by the end of the summit, people would be more aware of Cebu and the Philippines and who knows, maybe think of us the next time they plan to go on holiday, or better yet, when theyre looking for good locations to invest their millions of dollars;). Wait, Are you just yankin' our chain? Coz we know your smart enuf to figure this out for yourself :).

hehe, luspad na lage kayo tanawon ang simbahan sa Pardo. Pero, why havent they started putting up Christmas lights? Usually by this time the whole church would have been covered by Christmas lights, including the Nativity Scene, which i think they would put to the right of the church. It would be great to look at especially during Misa de Galleo when its still dark out, the magnificent sight would certainly wake anyone up, (hehe sauna cge lang ko kalate misa de galleo bisan nara St Jude amo balay, so adto ra ko tindog sa gawas pirmi, malingaw nalang ko ug tanaw sa mga decoracion, pampawa tulog) I can also see that the sidewalk in front of Pardo church and Holy Cross already has a barrier inorder to force people to use the skywalk, although i have a feeling its still not stopping people from crossing the street. Anywayz, thanx slerZ for the pics of Pardo, keep m comin!
Yup you're right, as usuall thousands of Christmas lights lighted our Church... bag o lang ko abot gikan Misa de Galleo og pariha ta I was just at the plaza standing kay people swelled and the hundreds of Christmas lights on trees from skywalk side circling the church made me awake all the time a while ago. Bitaw no, I haven't taken pics of the lights, maybe tomorrow I'm gonna take pics of the misa de galleo.

RP aims to become center for film, TV animation & other technical skills

The Philippines aims to become the center for learning for film and television animation, digital editing, web designing and various other technical skills with the establishment of the International Academy for Film & Television in Mactan, Cebu.

According to Board of Investments (BOI) managing head Elmer C. Hernandez, the BOI approved for registration on a non-pioneer basis the P62.462 million investment of the International Academy for Film & Television Inc. (IAFTI).

IAFTI is establishing an education and training facility in Mactan, Cebu which will cater to international students, thus bringing in foreign exchange earnings.

The courses to be offered by IAFTI would include 2D and 3D animation, digital editing, web designing, Adobe photoshop CS, compositing with after effects- Adobe 6 and audio production 1,2 and 3.

The academy will start operation in July next year.

Hernandez disclosed that IAFTI had been seeking BOI approval for quite some time before it filed its application last Nov. 30 this year.

However, IAFTI’s ownership structure was majority foreign controlled which Hernandez advised should be lowered to allow more local equity.

Thus, IAFTI’s ownership is now 60 percent Filipino through Big Foot Capital Venture Funds, Inc. and 40 percent British Virgin Islands through International Film School Holdings (BVI) Ltd.

The proposed project is covered in the 2005 Investment Priorities Plan (IPP) under information and communications technology.

cebu vice gov who happens to be a civil engineer clearly said the Megadome superstructure can be completed within 5-8 months if construction will be on three shifts in a day.

IMO, North Reclamation Area in Mandaue is the perfect place for the Megadome. it is also where the posh Cebu Boardwalk will soon rise. the reclamation area is first seen when crossing the two mactan bridges from the international airport. meaning, if non-cebuanos visit Cebu for the first time (or havent visited for the last 5 years), the majestic Megadome will warmly welcome them. and then a yatch club, a modern upscale shopping complex (boardwalk mall), can u imagine all those stuff?

KL Malaysia spent P4B for their summit and built a convention center just for the highly publicized event. so there is no reason a world-class convention center won't rise in Cebu. :D

Actually those lights were already there several days before dec 16th when I took the pic but dili lng makita kay wa man pasigaa kay buntag man to...hehe.
But the front tower of the Church with light bulbs really looks like a Christmas tree labi na sa layo so I think no need na for a Christmas Tree. The nativity diay was put inside the Church instead sa plaza coz recently we experienced here rainy and windy entrance of December mao na didto nalang nila gibutang sa sulod...

cebu vice gov who happens to be a civil engineer clearly said the Megadome superstructure can be completed within 5-8 months if construction will be on three shifts in a day.

IMO, North Reclamation Area in Mandaue is the perfect place for the Megadome. it is also where the posh Cebu Boardwalk will soon rise. the reclamation area is first seen when crossing the two mactan bridges from the international airport. meaning, if non-cebuanos visit Cebu for the first time (or havent visited for the last 5 years), the majestic Megadome will warmly welcome them. and then a yatch club, a modern upscale shopping complex (boardwalk mall), can u imagine all those stuff?

KL Malaysia spent P4B for their summit and built a convention center just for the highly publicized event. so there is no reason a world-class convention center won't rise in Cebu. :D

P1B and holiday for 3 cities eyed for Asean meet in Cebu

The National Government is willing to spend P1 billion to host and secure 17 heads of state for the Asean summit next December, said Cebu City Mayor Tomas Osmeña.

Osmeña said the amount is P3 billion less than the equivalent amount that Malaysia spent in the last Association of South East Asian Nations (Asean) summit.

“Pinobre gyud among pamaagi para sa ilang standard, but I’m confident that we can do that (Our budget cannot compete with what they spent),” he told reporters yesterday.

The mayor also announced that President Arroyo already “verbally approved” to declare the cities of Mandaue, Lapu-Lapu and Cebu on public holiday during the summit “with the obvious intention of telling the people to go out of town.” (YEHEY!)

“We would not like you to be here. It might be worse than Martial Law,” he told reporters yesterday.

Osmeña said that although Manila as the capital city will “have the official title” as the host, “Cebu City will have the official activity.”

“It’s not about money anymore. This is about people’s skills,” he said, alluding to the way Kuala Lumpur treated the international media, who he said were “treated like bystanders.”

“Here, I will give them importance,” the mayor said.

Osmeña had admitted that the Cebu City Government is not ready to counter any terrorist attack, but with the help of some 700,000 residents and with police action, the safety of the delegates can be assured.

A ban on the sale of new vehicles, strict monitoring of transients and the re-registration of all vehicles that wish to operate within the city are just among the measures the mayor wants to implement before and during the meeting of Asean leaders. (GAC)

Business leaders see better days for Cebu

The local business community is very bullish that the country’s economy, especially Cebu, will pick up next year.

“We have reached the bottom of the crisis. We have no other direction to go but up,” Cebu Chamber of Commerce and Industry (CCCI) president Robert Go told a press conference during the CCCI yearend briefing at the City Sports Club last Thursday.

He said Cebu’s economy is expected to grow next year, as the Association of Southeast Asian Nations (Asean) will hold its 12th summit here in December 2006.

Meetings

Apart from the summit, he said other meetings of the Asean, such as its parliamentary meetings, anti-terrorism and bilateral trade talks, will also be held in Cebu prior to the big event.

These activities will increase tourist arrivals to Cebu next year and will stimulate the local economy, he added.

Tourism is one of the two sectors identified by the CCCI, which will bring economic development to Cebu. The other sector is information and communications technology (ICT).

Aside from an increasing tourist arrivals, CCCI also foresees more ICT and ICT-related companies investing in Cebu next year with the deregulation of the voice over Internet Protocol (VoIP), said vice president for business development Clarito Fruelda.

VoIP is the integration of voice calls in the Internet. This service, which has generated negative response from telecommunication companies, has been liberalized.

Fruelda said consumer confidence is expected to increase consumption next year and the peso would further strengthen, as the “political noise dies down.”

He, however, said another political squabble next year will dampen consumer and investors’ confidence.

Not easy

“It is not easy to separate business from politics just like it is difficult to separate the church from the state,” Fruelda said.
“Business always requires a certain climate, including a stable political environment, for the (business) sector to invest more.”

Earlier, Philippine Exporters Confederation (Philex-port) president Sergio Ortiz-Luis Jr. called on the entire business community to protect the economy from political uncertainties.

“We have been urging the business community to keep the wheels of business and industry moving,” he said.

In a separate interview, Philexport-Cebu vice president Jay Yuvallos said the only way for the country’s economy to prosper is for businessmen to overpower politicians as far as policy and decision making is concerned.

“If business will take hold of this country and influence politics, (that’s the only way we will prosper economically),” he told Sun.Star Cebu.

Meanwhile, the CCCI expects the electronics exports, which has slowed down in the last two years, to pick up next year, CCCI vice president for external affairs Ted Locson said.

Furniture exporters may be also able to sell more to the European Union countries and China.

“But they need to compete more to hold on to their premium on design,” he said.

Dec. 17, 2005

THE hosting of the ASEAN Summit would boost Cebu's economy, particularly the tourism sector, in 2006, said Cebu Chamber of Commerce and Industry (CCCI) president Robert Go.

According to Go, the preparation for the summit alone would pour in a sizeable amount into the Cebu economy.

The national government has allocated P1 billion budget for the summit, including the widening of roads and the building of infrastructure requirements for the summit, he said during the CCCI year-end briefing held yesterday.

CEBU'S BENEFITS

+ Upgrade of facilities to accommodate additional number of planes that would land at Mactan Cebu International Airport. 17 Boeing 747 planes are expected to come to Cebu to carry the heads of states of ASEAN members and seven other non-member nations.

+ 17 Heads of States are expected to come. Eight would be billeted at the Shangri-La's Mactan Island Resort. Three would be housed at the Cebu Hilton Hotel and Resort. The rest may be billeted at Marco Polo Plaza, Waterfront Cebu City Hotel and Plantation Bay Mactan.

+ The private sector would be tapped for the luxury vehicles. We would need at least 17, at most, 20 top-of-the line vehicles. Cebu would also need 50 second-line vehicles, 200 3rd-line and 200 high-end vans for the transportation requirements of the other delegates.

+ Aside from the summit, which would be held in Dec. 11 to 13, 2006, 54 of 75 pre-summit conferences would be held in Cebu starting July 2006.

+ Some roads in Metro Cebu would also undergo widening.

+ The year 2006 would be a better year than 2005, the ASEAN Summit would also boost the tourism industry in Cebu. The delegates of the various pre-summit conferences and the actual summit would be a good way to promote Cebu.

This is the best time for Cebu and the Cebuanos to showcase the place as a tourist destination and a tourist-friendly place.

The recent summit, which was attended by 10 ASEAN member countries as well as Japan, China, India, South Korea, Australia and New Zealand and Russia, resulted in a vision of an East Asian community that covers India to New Zealand.

MANDAUE City Mayor Thadeo Ouano is not letting go of the chance for Mandaue City to host the Megadome project.

He, however said he has no plans to fight it out with Cebu City Mayor Tomas Osmeña.

Gov. Gwen Garcia earlier said that both cities were vying to host the facility.

Garcia herself confirmed yesterday that the project would be built in Mandaue City for the December 2006 ASEAN Summit.

Ouano said he has not heard of plans to move the project to the South Reclamation Project (SRP).

Mayor Tomas Osmeña, on the other hand, said his offer to Governor Garcia still stands - a free 2.1 hectares of land from the South Road Properties (SRP) for the multi-million peso Megadome project, despite the governor's announcement that she would push through with the project in Mandaue City.

Osmeña denied that he was trying to stir an intrigue between Cebu City and Mandaue City. He clarified that he was only giving Governor Garcia another option.

He also said that he did not know the story covering Mandaue City and the provincial government regarding the north reclamation area property where the Megadome is supposed to stand.

Osmeña said when he talked to the governor about the project, she told him then that she was not sure about the status of the Mandaue property.

Unused

The 4.3-hectare lot at the reclamation area in Mandaue City, which Ouano promised for the Megadome project, has remained unused.

Ouano said his plan to ask for a share of its income and for representation in the management team in exchange for the free use of the lot still stands.

Mayor Ouano entered into an agreement with the provincial government in September 2003 for the use of the lot for the Megadome project. He later withdrew because of the "uncertainty" of the project.

On December 2004, the Mandaue City Council authorized Ouano to enter into an agreement with Department of Trade and Industry (DTI) to allow instead the use of three hectares of the 4.3 hectare property for the planned construction of the Cebu International Trade and Exhibition Center (Citec) worth P1.1 billion.

One of the stakeholders of CITEC yesterday said he was willing to give way for the Megadome in the North Reclamation Area in Mandaue.

A project of the provincial government, the Megadome will serve as venue for next year's ASEAN Summit.

"We will give way. Anyway, it will be for the improvement of Cebu," said Cebu Chamber of Commerce and Industry (CCCI) president Robert L. Go.

CCCI is one of the three stakeholders of the CITEX project, which include the Cebu Furniture Industries Foundation (CFIF) and the PhilExport Cebu.

The three stakeholders had a memorandum of agreement with the City Government of Mandaue allowing them to build CITEX in the area, now again being eyed by the provincial government to build its Megadome.

The P584 million CITEX is targeted to become the future venue for international exhibitions to boost furniture and export industries here in Cebu.

Of the project cost, P700 million would be provided by the Japanese government as a grant while the rest would be sourced from the national government.

KL summit

After observing the summit in Kuala Lumpur, Garcia said that Cebu would follow what the Malaysians did in hosting a prestigious international event.

The Malaysian government built the Kuala Lumpur Convention Center (KLCC) specifically for the ASEAN Summit.

"One thing is sure, we really need a convention center or the Megadome, Garcia said.

"The ASEAN Summit is such a prestigious undertaking that will put together ten plus seven countries and we should be able to host the entire summit in a venue that is world-class," she added.

Asked whether there is a chance that the project would be built in the South Reclamation Project, Gwen said, "I recalled my promise, an election promise in fact, that if elected governor, I would work for the construction of the Cebu Megadome."

youre right, and for me its also the people of Cebu, the Cebuanos who are in unity with one vision- progress.

Honestly, a lot of times I was asked where I came from, and if I will say 'Cebu', I get positive comments right away... meaning to say they might not be aware that Cebu is part of the Philippines. But if I'd say Philippines, a number of them commented that we are a very chaotic country straight to my face. I smile at them and say nothing.

maau pa ka naka investor nada, ako wa nako na dani ug maau... was talkin to Lufthansa to open flights to Cebu but they said galisod man gani cla sa Manila. Ako company Banyan Tree , i asked them but they said politically unstable daw and Pilipinas, I told them Cebu is the perfect place and they said they will discuss about it, so at least Cebu is on their list.. :)

This hotel (photo below by Flashlight) was built for the Asian Tourism Forum (ATF)... The DOT secretary during that time even thought of cancelling the meeting in Cebu and have it held in Manila instead because she had doubts whether it will be finished on time -- but it did!!!

I also remembered during that time that she sighed at the cleanliness of Mandaue and some parts of Cebu... :(.... But with a spirit to make Cebu ready for the summit, all uncertainties were conquered! After the much needed preparation, she even said that Mandaue was getting cleaner than Cebu! It was also during that time that the FUENTE Osmena was rehabilitated (it was rid of the skating rink and the historic fountain was made to flow again)....

With the same spirit, we can do it again for the ASEAN Summit...!.....

Cebu City will get to host the 12th ASEAN Summit in December 11-13, 2006. ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.

But is Cebu City ready to host such event of this magnitude?

As host to the most important meetings of the region’s top leaders plus seven other leaders from Japan, China, India, Russia, Australia, Korea, and New Zealand, Cebu’s facilities and infrsructures needed for the summit need to be spruced up to meet the required international standards.


Cebu Governor Gwendolyn Garcia has surprised the Philippine delegates to the 11th ASEAN Summit in Kuala Lumpur recently that she would get the Megadome ready in next year’s summit. She even assured that the Megadome will definitely be built just for the scheduled summit to be attended by 17 presidents and heads of states across the region.

In the meantime the site for the Megadome is not yet finalized as the original site earlier identified was already used for other project. However, the city mayor from Cebu City has offered a portion of the SRP for the Megadome project.

Accommodation facilities are already identified to house some of the 17 heads of states. These are the Shangri-La’s Mactan Island Resort & Spa and Cebu Hilton Resort & Spa which already meet the required standards. Other hotels which could possiblybe tapped are the Waterfront Cebu City Hotel & Casino, Marco Polo Plaza Hotel, and Plantation Bay Resort & Spa but they need to meet the required standards first.

Transportation infrastructures such as roads, highways, bridges and the airport need some improvements too. Seventeen (17) Boeing 747 planes are expected to land at the Mactan-Cebu International Airport carrying the 17 heads of states and their respective delegates

A 10 storey building in the US was the first high rise daw...

But I THINK it's very subjective because there are 8-storey buildings that are taller than a 10-storey one... That actually depends on the height in terms of feet/meters... Maybe...

but I think it's twelve storeys... the cut off between midrise and high rise is 35 meters high... but it depends if a building has only 10 stiries but has achieved the 35 meter height mark... so it could still be a high rise...

Governor hints at ‘unconventional’ funding for project
SUNSTAR

Capitol is considering a proposal that is “out of the box, unconventional and untraditional, but has been tried and tested and has shown itself to have worked” for its megadome project.

Cebu Gov. Gwendolyn Garcia will be meeting with Vice Gov. Gregorio Sanchez Jr. and the Provincial Board (PB) members tomorrow to discuss her proposal, which she described as a win-win solution.

“We have a proposal that may be in consonance or in full agreement with their (the PB’s) wish that government funds may not necessarily be fully spent for the project. The proposal takes into consideration the urgency of the project, availability of funds and more revenues for the province,” Garcia said.

In 2003, an appropriation of P250 million was approved for the megadome project. The amount remains a continuing fund.

But former governor Pablo Garcia, Gwendolyn’s father, and the previous Provincial Board had clashed over the project.

Governor Garcia confirmed that Mandaue City will still be the site of the multimillion-peso project, but she appreciates the offer of Cebu City Mayor Tomas Osmeña to give a 2.1-hectare lot in the South Reclamation Project for the megadome.

She confirmed that putting up a megadome for the Association of Southeast Asian (Asean) summit next year has been discussed with President Arroyo, Foreign Affairs Secretary Alberto Romulo, Ambassador Marciano Paynor Jr., and Mayor Osmeña during their trip last week to Kuala Lumpur, where this year’s summit was held.

This is will be first time Cebu will be hosting the Asean gathering of heads of state from the 10 member-countries.

The Philippines is willing to spend P1 billion for the entire event, but Garcia said they have not discussed if the National Government will give a financial counterpart in building the megadome.

“This I can say, the first consideration is urgency of the project. I would rather be in total control in so far as capital, management and execution of the project are concerned. We will welcome any assistance from the National Government, but I will not make that as an excuse for any delays in the execution of the project,” Garcia said.

Casino a no-no

The Malaysian Government built the Kuala Lumpur Convention Center especially for the Asean summit.

The Waterfront International Convention Center in the Waterfront Hotel in Lahug, Cebu City is “the nearest Cebu has” for the summit.

“A summit of this stature usually should not be held in a hotel. Further, the fact that there’s a casino might pose image problems. The option was the casino would have to close during the entire summit, which means losses in revenues, but we still would not be able to hide the fact that a casino exists there,” Garcia said.

CEBU'S BENEFITS

+ Upgrade of facilities to accommodate additional number of planes that would land at Mactan Cebu International Airport. 17 Boeing 747 planes are expected to come to Cebu to carry the heads of states of ASEAN members and seven other non-member nations.

+ 17 Heads of States are expected to come. Eight would be billeted at the Shangri-La's Mactan Island Resort. Three would be housed at the Cebu Hilton Hotel and Resort. The rest may be billeted at Marco Polo Plaza, Waterfront Cebu City Hotel and Plantation Bay Mactan.

+ The private sector would be tapped for the luxury vehicles. We would need at least 17, at most, 20 top-of-the line vehicles. Cebu would also need 50 second-line vehicles, 200 3rd-line and 200 high-end vans for the transportation requirements of the other delegates.

+ Aside from the summit, which would be held in Dec. 11 to 13, 2006, 54 of 75 pre-summit conferences would be held in Cebu starting July 2006.

+ Some roads in Metro Cebu would also undergo widening.

+ The year 2006 would be a better year than 2005, the ASEAN Summit would also boost the tourism industry in Cebu. The delegates of the various pre-summit conferences and the actual summit would be a good way to promote Cebu.

This is the best time for Cebu and the Cebuanos to showcase the place as a tourist destination and a tourist-friendly place.

The recent summit, which was attended by 10 ASEAN member countries as well as Japan, China, India, South Korea, Australia and New Zealand and Russia, resulted in a vision of an East Asian community that covers India to New Zealand.

Cebu's anti-mendicancy drive takes new twist
First, feed them, then sue them

Beggars and street-children who will be rounded up by Cebu City Hall’s special task force will be fed. But there’s a catch: they will also be charged with violating the City’s anti-mendicancy ordinance.

The City Council allocated at least P45,000 to pay for their food until they are sent to jail or released on probation.

City Hall wants to make sure they don’t go back to the streets, especially during the holidays.

Changing tactics, the City Anti-Mendicancy Board has decided that instead of just gathering and sending home the beggars with canned goods, it will now file criminal complaints.

The complaints will be for violating City Ordinance 1631, which prohibits and penalizes the giving and soliciting by mendicants of cash or goods in public places, buildings, offices, as well as business or commercial establishments.

City Councilor Gerardo Carillo, chairman of the committee on social services, and board members met with barangay officials from the north and south districts to discuss the strategy yesterday.

The barangays, he told Sun.Star Cebu, were told to catch the beggars in their areas and take them to the City’s Community Scout Rehabilitation Youth and Guidance Center at the North Reclamation Area or turn them over to the task force.

The task force will work in three shifts.

Adult mendicants caught beyond 9 p.m. will be detained at the Mabolo Police Station, while the minors will be taken to the Pari-an Drop In Center.

Carillo said they will go after mentally disturbed vagrants, beggars and those sleeping on the sidewalks.

The Cebuano thread has got to be the fastest thread in SSC. Thanks to all Bisdaks and non Bisdaks who made all of this possible. Although I don't get to post much as I used to last year, I'm still very much a part of this thread. Siguro nagsalig nasad ko nga daghan ng mga Cebuanos mo contribute.
I can't contain my excitement over recent developments in Cebu. Maayo unta if everything will be ready before the summit. Kung na-a pa ko diha, mo apil gyud ko ug kawt sa yuta ug mag-masa para dali matukod ang Megadome.

^^ for me the LRT should be on the priority list because we are aiming to be the premiere city in Asia... every major city in Asia has the best mass transportation and I CANNOT wait for Cebu to have such kind. I dont mind Cebu having no cable car at all, as long as we have LRT.... and everyting will follow... :) :) :)

^^I agree with you. Cebuanos are neither pro nor against GMA. But they never engaged in destabilizing efforts staged by those who claim to be intellectuals.
I'm proud of the Cebuanos. We should all emulate their way of dealing with political issues like this. Nakakahiya ang karamihan sa mga Pinoy sa Capital city natin. Puro daldal, pero pag tinanong mo kung ano naitulong nila sa ekonomiya natin, walang maisasagot.

I'm so proud that some of them actually have a rags-to-riches story....ummmm like my cousin who once lived in a dingy apartment but became successful with his export business to Europe... Now he's one of Cebu's movers and shakers.... Iba talaga ang Sugbuanon! ug si sugbuanon pod... hehe


I think I'll have to include Larrazabal in the field of medicine... He has so many hospitals under his group of companies -- northgen, southgen, mactan commu, cebudoc, a hospital in Ormoc, and in Negros...plus a promising University pa!.............not to mention CebuDoc, which I guess has the most advanced facility in the Vis-Min (or is it ChongHua??) ----> when I was still in college, I saw all those new expensive diagnostic machineries being delivered into the hospital...
