But I may have overlooked the plans; basig naa ju'y mga classrooms. However, I still doubt the capacity of the building to host an entire college. Being a CAFA student, makit-an mana nako pirmi and for me it looks too small to be occupied by the College of Engineering. and about 85% of the building space is allocated for the conference hall alone. Engr. Nigel Paul Villarete, the City Planning and Development Coordinator, said he received a letter from World Bank funding agency Public-Private Infrastructure Advisory Facility (PPIAF) informing him that a mission is due in Cebu on April 27 to 29. The WB mission, according to Mark Woodward, Sustainable Development Leader for East Asia and the Pacific-PPIAF, will be a follow up for the development of a public transportation strategic plan for Metro Cebu. The WB mission, Woodward said in his letter, will coordinate with Cebu City and the Department of Transportation and Communication (DOTC) to ensure that the proposed PPIAF-financed study is consistent and complements the broader work initiated by DOTC. DOTC has already opened the bidding for the undertaking of a metropolitan-wide analysis of traffic for Cebu City and its three neighboring cities. “We just have to meet so that the Terms of Reference for the BRT will be finalized and make sure that the study of WB and DOTC is leading to the same direction,” Villarete said The mission will also explore opportunities for World Bank support in financing the BRT demonstration project in Cebu City. The mission will be composed of Baher El-Hifnawi, the task team leader; Samuel Zimmerman, urban transport advisor; Victor Dato, the Philippines Transport Sector Coordinator; Hope Geroche, PPIAF Program Officer and Gia Mendoza, program assistant. On the other hand, former Bogota, Columbia Mayor Enrique Peñalosa will be talking with DOTC and other concerned sectors for other inputs in the establishment of the BRT. The BRT System in his city is the first recorded success of such method of mass transportation. His meeting with DOTC is scheduled on May 9. In this meeting, DOTC is already expected to give some reference based on the research that will be conducted in Metro Cebu. There is also a huge potential for tourism between Israel and the Philippines. He said Filipinos usually go to Israel for pilgrimage, but that there are other activities like shopping, a visit to the Dead Sea and a tour of the desert. In a consultation workshop about the ongoing ASEAN-EU FTA negotiations, which was joined by local exporters, Department of Trade and Industry (DTI) Bureau of International Trade Relations assistant secretary Ramon Vicente T. Kabigting presented the status and issues that need to be underscored. He said that doing a free trade agreement with the European Union will be very good for the Philippines because it will enable the country to reform itself as it will enhance the production, function and existing systems of our export industries. He said that the primary issue right now that is confronting the country’s aim to establish an FTA with EU is if the Philippines can match the level of ambition that the EU wants see in its FTAs whether regional or bilateral. “FTAs will make us do better because it will have a catalytic mechanism that will give us better opportunities in investments, goods and services. We are confronted with these challenges so we should ask ourselves if we can cope up with their standards and I say we should engage if we want to go further,” said Kabigting. He reported that EU buys around $1.9 trillion to the world and only $110 billion are from ASEN countries which is still less than ten percent of the total EU merchandise trade and of which, trading with the Philippines is even less than ten percent of this number. As of the 2007 European Commission data, EU imports only around $7.73 billion to the Philippines which is only 0.4 percent to the total EU imports to the world while EU exports to the Philippines account for only 0.32 percent which is worth $5.44 billion. Kabigting said that the Philippines can pursue increased market access in industries which include: consumer manufactures like fashion accessories, furniture, housewares, decorations, garments, footwear and giftware as well as processed foods, marine products and fresh produce. As of 2007, top five import sources of EU include China with a 16.2 percent share or a $318. 82 billion; US with 12.7 percent; Russia with 10.1 percent, Japan with 5.5 percent share and Switzerland with 5.4 percent market share. Whereas its top five export markets include: US with 21. 1 percent or a value of $358.33 billion; Switzerland with 7.5 percent; Russia with 7.2 percent; China with 5.8 percent and Turkey with 4.2 percent. The EU’s merchandise trade to the world in terms of imports is worth $1.9 trillion while its export is worth $1.7 trillion. Meanwhile, the head of economics, political and trade affairs delegation of the European Commission to the Philippines Gabriel Manuera Vinais stressed the great potential trade exchange between the Philippines and EU. Despite of the enormous potential for partnerships, he said that up to this day, the EU market remains relatively “untapped” by the Philippines and this might be because as markets, both have not appealed enough on each other’s radar. “Transparency and predictability should be the core influence in deterring foreign investments. Both EU and the Philippines have offensive and defensive interests which can create great opportunities and there could be possibilities for joint ventures in tourism, residential tourisms, retirement industry and medical tourism, among others. EU is very much ready to show its openness to liberalize markets,” said Vinais. Eddie Ares of the Cebu Gifts, Toys and Housewares (Cebu-GTH) said that an FTA with EU will be a big help to boost the export industry’s market and if negotiations will be slow-paced, the country might loose this big market which is offering their products huge growth potential. The City Government will also be on a buying spree, with purchases of heavy equipment amounting to P100 million to be included in the next supplemental budget, city councilors said. “We will repair all main roads nga nabali na ang libaong, we will pave all those roads... Budget A portion of the budget needed for road repair projects and the entire amount for the equipment purchase will be included in this year’s proposed Supplemental Budget (SB) no. 4. City Councilor Jose Daluz III, chairman of the council committee on budget and finance, said the City will cancel all continuing appropriations for all the years prior to 2006 so that the funds can be diverted to new projects. Although the continuing appropriations from 1988 to 2006 were pegged at around P500 million to P600 million, not all the unimplemented projects that will be cancelled have actual funding, he said. “But whatever balance there is for the unimplemented projects that have actual funding will be reverted to fund the items we will include in SB 4, including road repairs and land acquisition,” Daluz told Sun.Star Cebu. Around P38 million in the General Fund and the previous supplemental budget was already set aside for road repairs. Daluz said they will add P50 million more in SB No. 4 and another P50 million in SB No. 5. Priority “Identifying which roads to prioritize will not matter anymore because with all the funds to be allocated for asphalting and concreting of roads, we will have enough to cover all the roads that need to be repaired,” he added. In an earlier interview, Rama said he has issued an instruction to identify what streets need additional lighting facilities and what roads need to be repaired. Pe said many roads in the city are in bad condition because of potholes. Last week, the City Council also approved Pe’s request for the inclusion in SB 4 of funds for lighting equipment worth P7.8 million for the Department of Engineering and Public Works. On the request of Councilor Gerardo Carillo, the Council also included in SB 4 some P4.1 million to be used as just compensation for owners of a property used as a road in Holy Name St. in Barangay Mabolo. In its effort to re-position itself to attract its target markets, Shangri-la’s Mactan Resort and Spa is implementing a program that includes the establishment of an ECO Center and the expansion of marine sanctuary that is under its stewardship. “Eco-tourism, in our opinion, will be big and so will medical tourism, so we are repositioning our product to be the best choice in the Philippines for these sectors,” said Shangri-la’s Mactan Resort general manager Raymond Bragg in an e-mail. Bragg said the global economic crisis has caused the establishment’s business levels to drop. “But not too much, so we are okay, so far,” he added. He said the resort saw a drop in Korean guests, the top market in Philippine tourism, owing to their huge number. Due to the decline, the Department of Tourism (DOT) and the Hotel, Restaurant and Resort Association of Cebu are looking at other markets, like India, the Middle East and Russia. The DOT recently announced it has revived efforts to promote the Philippines in the Middle East with the plan to participate in the Arabian Travel Mart 2009 in Dubai. While waiting for the market to recover, Bragg said Shangri-La’s Mactan will be conducting some renovations “so that when the good times do return, our product is ready to make the best of it.” He said the resort’s staff is also taking advantage of the slowdown to undergo training. Eco-center Still, Bragg said, the resort hopes to finish 2009 with the same numbers as 2008. He did not give figures, though. Shangri-la’s Mactan plans to establish a 160-square meter ECO Center that will showcase the resort’s environmental protection program. The program involves the expansion of the existing five-hectare marine sanctuary in front of the resort to more than 15 hectares. The resort has also implemented tree planting, wastewater treatment and recycling, coastal and underwater cleanup activities. Shangri-la also worked on reviving Ocean Care Inc., an association of resorts and dive shops in Mactan that advocate for the protection and proper management of the area’s coastal and marine resources. Recently, Shangri-la’s Mactan organized the Go Green Fair, which showcased the environmental protection programs and products of its suppliers and partners. She warned that charges will be filed against officials who violate the code. When asked whether the order would affect Cebu tourism, Garcia said, “for tourists who only come to us because they are only looking for scantily-clad women, they better go elsewhere.” “We certainly have more beautiful attractions than half-naked women and being degraded. Those kinds of tourists are not welcome here,” Garcia said in a press conference. Garcia is Cebu’s first woman governor... The order is already in effect. Over the weekend, several priests in Bantayan Island sought the help of Governor Garcia and the Cebu Provincial Board to ban bikini contests, especially during the Holy Week. Bantayan Island is a popular Holy Week destination. Garcia said the order she signed, which was sent to all towns, component cities, police officers and government agencies under the Capitol, should serve as a stern warning to all officials in Cebu Province. Dagooc April 13, 2009 12:00 AM CEBU, Philippines - Noting the apparent recovery of the Banilad Town Center after enduring a steep decline while the Banilad-Talamban flyover project was ongoing, its developer now eyes putting up a chain of neighborhood pocket shopping malls in Metro Cebu. In an interview with Kyle Kokseng, BTC Inc. administrator, he said that although it may seem untimely to establish another mall in the metropolis, he said there is a good chance for BTC Inc. to pioneer the establishment of a pocket shopping mall or a neighborhood leisure and shopping center. He added that they have already identified potential areas in Cebu for the pocket-mall project such as in Talisay City in the south and some spots they might consider in the northern part of Metro Cebu. As of now, the company is focusing on reviving the customer-interest for the BTC, which have been badly affected by the construction of the Banilad-Talamban flyover that spanned more than a year. The foot of the flyover is located right in front of the mall. Kokseng said although there were tenants that closed during the “trying times” for BTC, he said the mall is now slowly picking up with the opening of new shops such as wellness centers, and educational training centers, among others. BTC is now enjoying 90 percent occupancy rate, with consumer traffic ranging from 40 percent to 50 percent, he said. Despite the existence of the flyover facility, Kokseng said the convenience and accessibility for consumers is not affected as traffic rules has favored the mall’s accessibility concern, he said. Since BTC is largely serving the A and B markets, tenants are assured of a sustained market with the presence of nearby subdivisions such as Maria Luisa, Sto. Niño Village, and Doña Rita, among others. In fact, he mentioned that its anchor store, the Robinsons Supermarket, has recently been awarded by the Robinsons Group as the second top performer in all Robinsons Supermarket share in the Philippines, in terms of amount spend by consumer per basket. He said regardless of the perceived economic crunch, Cebu still offers good business opportunity for retailers, depending on how a retail outlet for instance draws its customers, via innovative come ons. “It’s no secret that a lot of businesses are suffering,” said Kokseng, but for retail players, it’s a matter of positioning and offering good “value for money” products and services. BTC officially opened on 2005 and it gained a reputation of being the first mall-location of some well-known brands, such as pizza chain Yellow Cab, Gloria Jeans, Go Nuts Donuts, iStore, among others. The company is leasing a 1.5 hectare lot for 25 years contract. The Villades Cocktail Bar, which opened two months ago, is ideal for the budget-conscious. It offers affordable cocktail drinks and other favorites, said bar owner Mary Rea Villafuente. Villafuente used to run a boutique selling ready-to-wear clothing from Bangkok, Thailand. She also exported fashion accessories to Germany. But she has to close down the boutique due to high rental rates. She also saw orders of her fashion accessories drop as Germany suffers from the global financial crisis. Although Villafuente still continues to make accessories and other beadworks, she told Sun.Star Cebu that she only works on orders coming from “serious buyers,” which have been coming in occasionally. Competition The bar has brought her good earnings. It earns at least P1,000 on non-peak nights and as much as P10,000 on peak nights, especially Saturdays. But Villafuente said that even though business is “good,” she has to contend with stiff competition among local bars in Cebu. Since Villades Cocktail Bar is located at the Cabana Complex on Juana Osmeña St. where nine other bars also operate, she deploys a staff member outside of the bar to call on prospective customers. Most of the bar’s customers are college students, young professionals and foreigners. It’s operates from 5:30 p.m. to 3 am the following day. But Villafuente said sometimes they have to extend operating hours as most of their customers go to Villades after visiting another bar to spend more time hanging out. At Villades, a bartender mixes authentic cocktails, including German drinks. Although the drinks are served in stylish glasses with garnish, she said these remain affordable since a pitcher that is priced at P200 to P300 is good for four people. Villafuente is planning to open a second Villades Cocktail Bar next year, but it would be somewhere with more space as she wants to target biker groups in Cebu. ASUTILLA, ABS-CBN Central Visayas | 04/15/2009 12:02 AM The Department of Environment and Natural Resources (DENR) office in Region 7 announced Tuesday that it has ordered an inspection on Cebu City's Inayawan Sanitary Landfill, which was reported to have allegedly violated environmental compliance rules. William Cuñado, Chief of the Environmental Impact Assessment Monitoring Division, said that there are already glaring violations to the Environmental Compliance Certificate or ECC in terms of landfill management. He cited last week's fire which was reportedly due to improper landfill management which allegedly resulted in the accumulation of methane gas deposits under the ground. Cuñado said that if city officials had ordered the proper application of soil covering on the landfill, heat would not have built up underneath the waste materials and ignited a fire. He said soil covering was basic practice for landfills for sanitary reasons. Engineer Norman Del Mar, who is in charge of the technical aspect of the Cebu City Sanitary Landfill operations, admitted that their soil-covering operations were not done daily due to the lack of funds. Del Mar added, however, that since the fire struck on Sunday, almost 100 trucks of soil have been dumped on the landfill daily. Lawyer Rolando Luego, Environmental Management Bureau (EMB) regional director, meanwhile said they will take the necessary legal actions against the Cebu City government if it is proven that they had violated requirements of the ECC, which was issued by the DENR to the landfill in 1993. He said that the result of the inspection will be released on Wednesday afternoon after the five assigned personnel will submit their inspection report. The EMB will then submit its recommendation to the DENR main office in Manila. VILLAMOR, Visayas Bureau Chief CEBU CITY — Global Business Power Corp. yesterday said it was open to an audit of its power plants, but said all plants in Cebu should be covered, and that the investigation should go beyond the issue of proper maintenance. The call for an audit was first made by National Electrification Administration Head Francisco Silva after the Sangi coal plant of Toledo Power Co., owned by Global Business, conked out two weeks ago due to a leak in its boiler. This caused a 30-megawatt (MW) shortfall in the Cebu-Negros-Panay grid and compelled the utility Visayan Electric Co., Inc. (VECO) to implement an "interruptible load scheme" to avert massive blackouts in Cebu. Mr. Silva, who used to head the Cebu Electric Cooperative (Cebeco), urged the Energy department to conduct the audit to ensure that power plants are properly maintained, to avert technical problems. Global Business President Jesus N. Alcordo said the audit should cover all power plants in Cebu. Global Power, through Toledo Power, operates the 66-megawatt coal plant in Sangi, Toledo as well as a 34-megawatt diesel-fired plant in Carmen, also in Toledo, which has been contracted to the National Grid Corp. of the Philippines as standby or back-up power. The Sangi plant, which has a dependable capacity of 55 megawatts, supplies VECO and Cebeco a total of 50 megawatts daily. Other major baseload plants in Cebu are the 50-MW Cebu Thermal Power Plant (CTPP) 1 and the 55-MW CTPP 2 operated by SPC Power Corp. (formerly Salcon Power) at the Naga power complex. Mr. Alcordo said a full audit of power plants in Cebu would ensure sustainable and reliable power supply and would be good for Cebu’s economy. "We’re in a precarious situation in terms of [power] supply right now. Our baseload plants are very old and the reserve capacity that we should have is not there anymore. When one plant conks out, we can expect to have outages," he said. The Sangi plant, which Global Business acquired in 2006, was built almost 30 years ago. Mr. Alcordo said the company spent over P200 million to upgrade the plant. "But an old plant is still an old plant. It will never be as good as a new plant in terms of reliability," he added. Mr. Alcordo also said the audit should look not only into maintenance schemes for power plants but also other concerns such as rates that "don’t reflect the true cost of generation." "It’s very difficult to attract investors who can put up new capacities because they have to compete with the Napocor (the state-owned National Power Corp.) rates which are very low," Mr. Alcordo added. Mr. Alcordo said the power supply situation would only ease when the first of three 82-MW coal plants being built by Cebu Energy Development Corp. in Toledo is completed. Cebu Energy is owned by Global Business, Formosa Heavy Industries and Abovant Holdings, a joint venture of Aboitiz Power Corp. and Vivant Corp. Ed Satina, Cebu Energy project director, said the first unit would be completed by the end of this year and would be ready for testing in January 2010. It is expected to be ready for the grid by the end of February 2010. Instead, we have grouped together to advance our hospitals as a group. By and large we are talking as one,” said Oscar Tuason, chairman of the Cebu Health and Wellness Association. Unlike other cities where hospitals venture amid cutthroat competition for medical tourism’s dollar, the medical and spa groups in Cebu province have bonded together and pooled their resources to package Cebu as a wellness destination. The city and provincial governments also contributed some funds for the group’s contingent to the 4th World Health Tourism Congress in Manila last month. “We believe that Cebu offers something that Manila and all other cities [promoting medical tourism] does not have. That is our accessibility to the world-class resorts. That is a big plus,” said Tuason, who is also hospital administrator of Cebu Doctor’s University Hospital. Joy Panopio of Perpetual Succour Hospital, one of the three biggest and most modern hospitals here, along with Cebu Doctor’s and Chong Hua Hospital, said the medical institutions have learned to share the work and divide the gains. “All of the three hospitals are complementary to each other. We have an equal stance, we have an equal share from this industry,” she said. Also part of the association are tour operators, hotels, resorts, day spas and destination spas, as well as government agencies—all geared toward building an excellent product for foreign medical tourists. The association launched during the World Tourism Congress its medical packages, which it hopes would catapult Cebu at the top of the destinations for medical travelers. Aside from complete executive medical checkups, the packages include stays in both city and resort hotels, a tour and stops at the spa. The packages range from over $1,000 to nearly $3,000. Tuason said the interest in Cebu was so high that more than half of the foreign buyers from the congress flew to Cebu to inspect the hospital facilities and resort destinations. “When they landed, we knew we have a great advantage because there was no traffic here similar to Manila,” Tuason said. “They were even surprised that Cebu already has a 64-slice CT scan.” At present, buyers and the major hospitals are paving the way for the arrival of the foreign patients. “We have shown them that we offer third world prices with world-class facilities and equipment,” he said. Nestea announced the development in a letter to the different coaches and sports directors in Cebu, which has been a source of national beach volleyball champions. Southwestern University’s Janelle Tabio and Florianne Gutierrez continued Cebu’s dominance as they took the national crown this year. The two took over 2007 winners Jusabelle Brillo, who is now with the RP team, and Janez Armi Igot of the University of the Visayas. Next year, however, will be a totally different ballgame as SWU will field rookies Danika Gendrauli and Lorie Layno. Teams may submit their lineup until Dec. 22. The lineup will still be subject to screening by a committee and only 12 will be able to play in the qualifying round. Players must not be more than 23 years old on or before May 10 to qualify in the country’s premier beach volleyball competition and must be enrolled in their respective schools. National team members like Brillo may still join as long as she is enrolled in a school. The competition will follow the FIVB modified double elimination format. Only the top three teams in the regionals, which was held in Bacolod last year, will advance to the national finals in Boracay on May 6.
