PCG: No oil spill from sunken tanker in Danao City

A Philippine Coast Guard (PCG) official on Wednesday allayed fears of the possibility of an oil spill from a tanker that sank in waters off Danao City in Cebu province Tuesday afternoon.
Commodore Rolando Dizon, commandant of the PCG in Visayas, said fishermen and coastal villagers living near the site where the M/T Golden Rose sank should not fear the possibility of oil spill because the tanker was not carrying fuel.
"The ship was already due for dry docking. It has a special permit from MARINA 7. It's oil tank was empty," Dizon said. He said the tank was actually filled with only 260 liters of diesel fuel, which is just enough for its voyage from Mandaue City, also in Cebu province, to the Danao Republic Dry Dock.
He also clarified that the supposed small oil spill spotted by journalists and residents is actually oil sheen. "Every ship produces rainbow-like sheen during voyage. [The sheen] can be dispersed naturally by the sun and sea water."
The tanker, owned by Golden Rose Shipping Lines, sank 3.5 nautical miles from the shoreline of Barangay Maslog around 2 p.m.
All eight crew members, including the captain, were able to evacuate the tanker before it sank.
Dizon said water flooded the water, causing it to sink. He said the tanker had a hole at the engine room, which could have caused the ship's sinking. With a report from Carmi Cavanlit, ABS-CBN Central Visayas

I just got back from a trip to Singapore and Penang and it seems that Asians take their difficulties better than the Westerners. It was obvious that the global financial crisis has affected the Singaporeans and the Malaysians but they are carrying it off a lot better… none of the whining you feel in a Western city. It is business as usual in these Asian cities and the taxi drivers and other common folks are as confident and optimistic about the future as one could be at these times.
As for the Philippines, no one knows how to bear a crisis better than us. We know how to survive these things in our patented easy going ways. And sometimes, it is precisely our easy going ways that make us late for the parties but save us from the trouble that too much partying brings. How else can one explain our seeming good fortune compared with our neighbors in the region?
There was a time when we were envious of the high economic growth rate enjoyed by some of our Asean neighbors with so-called tiger economies. Well… not anymore… at least I didn’t get that feeling any more and for good reasons. A fairly recent paper (dated April 3) of UBS Investment Research should give us plenty of reasons to feel good about our pussy cat economy and maybe to commiserate with our previously high achieving dragon economy neighbors.
The Philippines economy, UBS Research observed, has performed relatively well in recent months. “Firstly real GDP actually grew 1 percent on the quarter (seasonally adjusted) in the final quarter of 2008 against a contraction in every other Southeast Asian economy. Secondly Philippine FX and bond markets have performed relatively well during a period of extraordinary turmoil.”
It is because, UBS Research pointed out, our “relatively limited financial and trade vulnerabilities.” The Philippines’ limited financial vulnerabilities reduce the chance of a risk event that might push the Philippine economy off the rails, the Swiss bank reassures.
The paper showed that the higher the financial vulnerability, the greater the tendency for GDP to fall sharply in the face of the financial market turbulence of late 2008. “It also appears to be the case that the more export orientated Asian economies have experienced a greater shock for a given financial risk score.”
This is why our situation is better than the rest. “With a comparatively low export to GDP ratio and a relatively slight financial risk score, the Philippines was somewhat insulated from the financial shock that hit the globe and the trade shock that hit Asia.”
Just like many of us skeptics, the UBS research paper also wondered why we seem to be just getting along fine. “To be sure, one can argue that the Philippines’ performance may be a little too good to be true. We suspect that when the dust settles and Philippine Q4 growth is put in the context of the (likely lower) growth rate in Q1, the performance will look less positive.”
“But,” the study continued, “the key point is that the Philippines economy may avoid the extent of the contraction seen in Thailand, Malaysia and Singapore. In particular the changes in the Philippines economy that led to a low financial risk score – subdued domestic credit growth, the rise in the current account surplus and the related fall in the fiscal deficit – have combined to allow an almost virtuous feedback loop where domestic and external financial stability enabled relatively real economy stability which in turn supported the FX and bond markets.”
Where do we go from here?
The UBS paper expects “slower Philippines growth going forward, and the peso remains at risk from meaningful deterioration in the current account or fiscal balances. We do not anticipate such a deterioration at this stage. Nonetheless, remittance flows, the trade balance and the fiscal balance will be important signposts in coming months.”
UBS expects the peso to be at P48 to the USD at the end of 2009. “Despite the financial market turmoil of the last year, the peso has essentially performed in line with the ringgit and the Singapore dollar, while significantly outperforming the Indonesian rupiah against the US dollar.”
UBS thinks the level of remittances has fallen, but “are clearly not plummeting in the same way as regional trade.” The paper warns that the decline in GDP globally must mean that declines in employment in Asia and further a field should be expected. This in turn will weigh on remittances. UBS is assuming a five percent average decline in remittances, but acknowledge a larger decline is possible.
UBS finally warned that “if the some of the improvement in Philippines financial vulnerability is not to be undone the National Government’s fiscal policy must be seen as sustainable. We expect the fiscal deficit to rise to 2.6 percent of GDP or 200bn pesos, wider than the government projection of 2.2 percent of GDP. In our view this is sustainable ...”
UBS expects “real GDP growth will slip below two percent in 2009 remains in place, with a point forecast of 1.8 percent.” We may feel good about our economy in comparison with our neighbors but as UBS points out, “there is no question that the trade and financial market shock of recent quarters is impacting the Philippines.”
UBS thinks “the outlook for fixed investment and OFW employment prospects are not bright. Nonetheless, it seems increasingly likely that the Philippines may have avoided the worst of the shock.”
Just as I said… so far… so good!

Penang is an island state of Malaysia on the Andaman Sea side. It is 80 percent Chinese in terms of ethnicity and probably has more in common with Singapore than the rest of peninsular Malaysia. When Intel established a base in Malaysia, it selected Penang. So did a number of other semiconductor firms.
Penang was an important trading post in the East India/British crown days. Today, tourism is an important industry for Penang (as with the island of Langkawi a little further north) and for good reasons. The people are a natural to this kind of business and the island is endowed with interesting natural beauty that tourists look for. And both Penang and Langkawi benefit from established tourism infrastructure and a highly integrated tourism marketing campaign that does not change whimsically with every change of a tourism minister.
I first visited the island way back in 1969, as part of a student group from UP on an exchange visit with our counterpart student leaders from the University of Malaya in Kuala Lumpur. We took a school bus up North from KL and visited Penang. We had to take a ferry because the bridge that connects the island to the mainland didn’t happen until 1986.
Today, Penang is a far cry from the Penang I first saw. I was amazed to see feverish construction activity on the island when I visited it last week. I wondered if there are enough rich people to buy all those luxury condominiums and I was consistently assured that there is a strong market. More astonishingly, I was told the buyers are mostly island residents rather than rich folks from KL who want a vacation place away from the city.
Indeed, if prosperity can be measured by the severity of the traffic jams, Penang’s claim to riches is instantly validated. But then again, I was told that while the island has the largest concentration of cars in Malaysia per square kilometer, lack of road infrastructure is a better explanation for the traffic jams. I can understand that… coming from a metropolis suffering from the same malady.
We stayed at the Golden Sands Resort, a Shangri-la hotel that is a very poor version of our own Mactan Shangri-la resort. My son got a good deal for our room on the Internet but I must say I expected more from a Shangri-la property. Maybe it needs upgrading in terms of the physical plant and the service. I am happy to report it is nowhere near our own Mactan Shang.
I am convinced more than ever that we have more to offer in terms of tourism and there should be no reason why our neighbors are luring more of them to their shores.

CEBU, Philippines – With the looming power crisis inching closer, officials of the Global Business Power Corporation (GBPc), the umbrella firm of the Toledo Power Company, gave the assurance that their project in Sangi, Toledo City is right on schedule.
GBPc president Jesus N. Alcordo said that after the project broke ground last January 2008, their developments are on track and a lot of equipments and fabrication have already been installed at the site including steam drums, boilers, and steel structures, among others.
Alcordo said that the first of the three 82 MW generators will be ready for testing in January of next year while the firing will be done in February and the synchronization will be by the end of that same month next year.
The second generator will be installed by June of 2010 and the third is scheduled on either September or October of next year.
Currently, the project is 15. 2 percent completed in terms of construction.
For coal deliveries, a jetty or a pier is already constructed which can handle 65,000 tons of coal on a vessel.
This 246-megawatts clean coal power plant project is a consortium composed of GBPC and the Aboitiz Power Corp., Vivant Energy Corp., and the Formosa Heavy Industries Corp. based in Taiwan and is under the newly Securities and Exchange Commission (SEC) registered Cebu Energy Development Corp. (CEDC).
Alcordo said that the total cost that will be acquired by the consortium in this project will cost around $450 million and they are expecting a 70 over 30 debt equity ratio.
He said that the shareholders will be taking a 100 percent peso financing so they will have the biggest peso loan which will be at around P16 billion.
“We go for peso financing so in this way, the ratio will be more stable and it will not go up and down with the dollar exchange rates. The only factor that will be affected by the exchange rate will be the spare parts and the fuel because these are imported,” said.
Alcordo revealed that aside from the consortium project in Toledo City, GBPC also have another similar facility to be put up in Iloilo City.
He said that the project will cost around $312 million and this project aims to fully address the energy concerns of the Visayas grid in terms of adequate power supply and reliability of power.
The Iloilo plant project has already started breaking ground and since it is located in a swampy area, they are already leveling and filling the ground to start its construction, said Alcordo.
The target completion of the GBCP power plant project in Iloilo is on July to August of 2010 and this will be beside the company’s existing plant in the area.
Global Business Power Corp. is a holding company that owns the Toledo Power Co. in Sangi and three other power companies in the Visayas. Formerly Mirant Global Corporation (MGC) which is owned and controlled by the Metrobank Group.
The company boasts a total of 227MW installed capacity in the Visayas Region and Mindoro Province and on top of this, two power plants with a combined capacity of 17. 5 MW have been installed in the Province of Aklan.

CEBU, Philippines – The Department of Tourism’s efforts to promote the Philippines as a premier “wedding destination” are now starting to pay off as 10 couples from the United States have already booked to tie the knot in the country.
DOT secretary Joseph Ace Durano said in an interview that these couples have chosen Manila, Cebu, and Bohol for their wedding ceremonies.
Durano said that the president of the Wedding Planners in the United States recently coordinated with the DOT for the necessary arrangements for the wedding ceremonies to be held here in the Philippines next year.
DOT initially pushed Cebu as a wedding destination specifically for the Japanese couples but surprisingly gained the attention of US couples who now prefer the Philippines as their new off-site destination for wedding ceremonies.
Durano said Cebu is equipped with ample facilities to host garden weddings citing the presence of five-star resorts here such as Shangri-La’s Mactan Island Resort, Hilton Cebu Resort and Spa, and Plantation Bay Resort and Spa.
Shangri-La’s Mactan Island Resort built the "Ocean Pavilion" primarily to cater to the increasing number of foreign and local guests who hold their wedding ceremonies in the resort.
Plantation Bay Resort and Spa, on the other hand, once hosted an underwater wedding ceremony. Some couples also opted for skydiving wedding adventure, among others.
City-based hotels like Marco Polo Cebu, Waterfront Cebu City Hotels and Casino, among others are also providing facilities for garden wedding ceremonies for both local and foreign couples.
Durano added that there are a lot of romantic nature-based locations in the Philippines that will be pushed as wedding ceremony locations such as the floating restaurant in Loboc (Bohol), fireflies watching in Donsol, Sorgoson, as well as wedding locations to be held in the different islands and islets in Cebu.
On the other hand, Durano said they are now closely working with the Japanese Association of Travel Agents (JATA) to push this new campaign.
He said Cebu could take advantage of this particular comeon and wedding coordinators could also find good opportunities by forging partnerships with travel operators and resorts.
Although majority of the Japanese are Buddhists, the younger generation of Japanese couples now seeks adventure to mark their weddings and holding ceremonies outside of their country has become one of their passion and must-do adventures.
And despite the fact that wedding ceremonies done here follows the Christian or Catholic practice, Durano said Japanese lovers are attracted to the “ceremony” itself, regardless of the religion.
As this campaign is expected to also open another revenue stream for the wedding planning industry in Cebu, players are seeing hitches when it comes to new rules and regulations set by the Catholic Church on wedding ceremonies.

A MINING company in Toledo City is in talks with Global Business Power Corp. to buy 34 megawatts (mw) of power to support its operation and increasing demand for power.
This was confirmed by Global Power president Jesus Alcordo during a press conference last Tuesday.
Alcordo said Carmen Copper Corp. (CCC) has offered to buy from Global Power 34 mw of the 36 mw that it is currently contracting from the National Grid Corp. of the Philippines (NGCP) as its back-up capacity.
At present, CCC is already getting 34 mw of power supply straight from Global Power since it resumed operations last September.
“CCC is asking for more and we are looking for ways and means to supply them,” Alcordo said, adding that being able to supply the demand of CCC is also a way of helping 5,000 employees of the mining company retain their jobs.
Among the efforts being done by Global Power is tracking the power utilization of its customers. It is still being done manually.
Through this, Global Power is able to see when the contracted power supply is not being used so that it can be distributed to other users.
Alcordo said Global Power is also encouraging companies to use power during off-peak hours and this has helped the firm maximize the efficiency of its power plants.
Global Power confirmed that CCC and some locators at the Balamban Economic Zone have been doing production from 11 p.m. until 8 a.m., the time with the least demand for power elsewhere.
Pricing schemes
Meanwhile, Global Power is also looking at new strategies and pricing schemes that will allow it to maximize its plant operations.
Among the strategies is lowering the rates of power for users with a higher load factor.
On the other hand, the Cebu Energy Development Corp.’s marketing efforts for its 246 mw power plant, which is targeted to operate early next year, are already in full swing.
Alcordo, who is also the president of Cebu Energy, said the company is more creative in terms of presenting rates and
services that will be given to its customers.
He said among the offers Cebu Energy will give its customers is a guarantee that the cost of replacement power in case of a plant shutdown will be shouldered by Cebu Energy.
Part of Cebu Energy’s marketing efforts is also looking at the load profile of its prospective customers so that the company could serve them based on each of the customer’s particular needs. (DME)

THE demand for skin treatment and beauty-related services in the country has encouraged two doctors to put up an aesthetic surgery and dermatology center that caters to people of all ages, including babies.
Called Skin Science, the 73-square-meter clinic formally opened last Monday at Ayala Center Cebu.
“The demand is really there. People are now saving or budgeting for cosmetic products and services that would make them feel and look good. It is only a matter of the right (doctor) to approach,” said Dr. Alain Senerpida, who specializes in plastic, reconstructive and aesthetic surgery.
His partner, dermatologist Genivieve Seachon, said that they are honest with their patients, giving them their money’s worth by offering them what they really need.
She added that while they work as a team of accredited practitioners, they ensure that they have no “overlapping” of specialties.
As a dermatologist, she handles cases that involve skin, hair and nail diseases.
Senerpida is in charge of the clinic’s services related to plastic, reconstructive and aesthetic surgery, such as noselift, breast augmentation, botox and surgery on cleft lip and scars caused by accidents, among others.
“We want to be known as a clinic that offers not only beauty enhancement services but also treatment for diseases,” said Seachon.
Pediatric
Skin Science is also eyeing to fill in the lack of practitioners of pediatric dermatology in Cebu.
“We are confident that we can (deliver) with our affordable prices and quality care,” said Senerpida.
He also disclosed that they already have customers coming from neighboring provinces and from Mindanao since they soft-opened last April 1.
Skin Science plans to continually upgrade its equipment and targets to expand into a bigger center after five years. (NRC)

Thus, 25-year old homegrown bakery chain San Jose Bakeshop gears towards a new concept of setting up a convenience store cum bakeshop outlet.
In an interview with its general manager Niñi Jose S. Tiongko, he said that after they have intensified their company’s administration and management systems, they are now looking for more strategic spaces and locations to expand.
Tiongko said their location preferences require an area with sizeable human traffic.
He added that nowadays, location is a very big factor in the bakery business especially now that competition is getting stiffer with the presence of burger joints sprouting anywhere in the city.
“There are a lot of players that are competing for a space. New players and also burger joints that have the same target market that we have are making it hard for us to expand,” said Tiongko.
He said that for the first quarter of this year, they have noted a stagnant growth in their bread sales which could be attributed to the fact that consumers have been careful in their expenditure due to the economic crisis.
However, as the economy starts to recover, Tiongko is optimistic that the public will once again increase their buying preference on bread.
Moreover, one of the many ways that San Jose Bakeshop is considering to increase sales and consumer traffic is to diversify its product line and business model that would fit the changing needs of the consumers that their outlets are serving.
“Since we are already have neighborhoods, workplaces and accessible commercial areas, we want our product lines to be diversified and serve the basic necessities of consumers. We saw that there is a potential for this kind of concept and we see it as a way of growth for the company,” said Tiongko.
He added that instead of just serving fresh bread to their clientele, their planned bakery cum convenience store set-up will offer more household needs.
He said that currently, they are still under the strategic planning stage for this new bakery concept that will hopefully be realized next year as it will entail more investments for the renovations of their existing outlets.
Currently, San Jose Bakeshop has 20 company-owned outlets which are mostly located within the city and reaches as far as Liloan in the North and Tabunok in the South.
Tiongko said that after they strengthened their core business, they might consider going into franchising to grow their family business not only here in Cebu but also to expand presence in other areas and provinces in the country.
“We want to build our core first before we go into franchising so that we can provide support and assistance to our would-be franchisees. We are taking our plans one step at a time so that everything will run smoothly,” said Tiongko.
San Jose Bakeshop began in 1983 founded by Tiongko’s parents and that time it was one of the most dominant operators in Cebu’s bakery industry.
By early 2008, Tiongko joined the company and started to improve the sales of the existing bakery and right now he is in the process of professionalizing their employees to consistently provide the same quality of service that their brand was always known for.

Economist Ramon M. Quesada said that Cebu could capture large number of BPO and high-value investments in the Information, Communication Technology (ICT), if it finds a resolution to the shortage of software developer or software engineer supply in the province.
Cebu and the neighboring provinces in Central Visayas were able to overtake India in terms of voice and back-office services and this edge could be strengthened if Cebu develops a good pool of software engineers given the presence of a large number of colleges and universities here.
“What we lack is a good advantage in software development,” he said adding that this strength remains India’s stronghold.
In a survey conducted by the Cebu Educational Development Foundation for Information Technology (Cedfit) showed that Cebu is short of at least 1,500 skilled software developers a year.
With this, Cedfit earlier announced the implementation of “Bridge Courses” program that is expected to arrest the continuing shortage of good software engineers in Cebu.
This program is specifically designed by Cedfit in cooperation with its member-schools to supply the demand of 900 graduates per year who are qualified for employment.
This program is aimed at sustaining Cebu’s position as an IT hub, and developing the province’s strength in software development, said Cedfit executive director Bonifacio Belen.
Initially, there were six subject areas, which were actually pre-identified by the local industry players and these are;Oracle; Java; Microsoft.Net; IPv6; PHP Web Programming; and System’s Programming in C/C++.
Cebu's software development sector generates an average of US$60 million a year and is expected to double this year.
Few years back, Cedfit commissioned two surveys in order to fully achieve its mission and chart its own flagship projects. The first survey in 2002-2003, it showed that out of 2,200 IT graduates each year only about 300 are appropriately employed.
In the second survey, conducted in 2005-2006 period, it revealed that out of the 2,200 IT graduates about 600 are readily qualified for entry level employment.
Annually, an average of 3,000 students taking up IT related courses graduate from the different universities and colleges in Cebu. Unfortunately, many are not adequately prepared to serve the industry.
Already, industry players had expressed apprehensions on the scarcity of good software development engineers/programmers in Cebu prompting them to hire talents from all over Visayas.
The software industry in Cebu is estimated to need at least 1,000 to 1,500 software engineers/programmers a year. Part of the problem is the continuing exodus of good programmers going abroad.
As of end of December 2008, record showed that there are 5,000 software developers in Cebu, while the BPO industry in the province employs 22,000 workers.
Cedfit projected that job vacancies in IT-enabled services in Cebu are expected to reach at least 15 thousand, with increasing demand for software developers and IT engineers.

These developments are designed primarily to provide housing at good value within close travel distance from the heart of Cebu City,” Las Marias said.
Osmeña is also trying to make a deal with MD Anderson Cancer Center to put up a facility in the SRP.
He said Filinvest is willing to build the hospital for them.

Anyway, Alliance Software Inc. is a pure Cebuano software house that was able to make it's presence outside Cebu, by having offices in Manila and Tokyo, Japan.
With a starting count of less than 20 engineers (circa 2000), at present they are now at 175 engineers and still expanding.
So I say, the future of Cebu in terms of IT is very bright...And with the right attitude of the LGU (through CEDFIT), I hope Cebu can achieve more than what it has now.

CEBU, Philippines - World-renowned furniture designer Kenneth Cobonpue joins other optimists in the industry with hopes that recovery is near.
Although there is a profound downtrend of furniture products’ demand in the United States, the growing demand from emerging markets such as European consumers and some mid-east markets have offset the US downtrend.
Cobonpue, one of the furniture export icons in Cebu, believes that the furniture industry in Cebu is far from being a “sunset” industry, saying some companies are even seeing recovery starting this year.
“The Europe market is good, it provides a balancing factor,” Cobonpue said adding that other markets have also emerged like Iran, Russia, and others.
The industry, which has been in a "survival of the fittest" mode in recent years, because of the depressed market, is now left with the stronger players, as some companies were not able to make it along the way.
Although, it will take time to see the full upturn of the US market, Cobonpue said companies should take advantage of the strong demand from other continents like Europe.
Earlier, Bank of the Philippine Islands (BPI) economist Emmanuel Neri told Cebuano exporters to capitalize on the emerging Asian market. If penetrated well, furniture, as well as fashion accessory makers will be able to thrive amid the economic difficulties that hit the G7 countries, including Europe.
Aside from developing other markets like Europe and Middle East, Neri said exporters should also consider the rapid growth of per capita income of Asians, specially Indians and Chinese.
Asia is now becoming a very important market for exporters, including export players from the Philippines.
The Furniture exports in Cebu could also leverage on marketing their products to the Asian market, Neri said.
In the first eight months of 2008, furniture exports from Cebu plunged by an estimated 20 percent, the lowest industry decline in the last four years.
In the last two years, the furniture export trade in Cebu experienced "horror" times, losing about 25,000 jobs from streamlining, and cost cutting measures of companies.
Another economist Emilio T. Antonio Jr., suggested that exporters especially furniture should improve on their competitiveness, as the world offers limitless market potential, US is just part of it.
“From Philippines perspective, demand is infinite as long as it can sell at the prevailing dollar price, at a required quality,” he said.
The key for export sector to get back to its feet again, regardless of the global recession is to seriously address the competitiveness issue, “the key is competitiveness in terms of production cost and quality. Cebu City – In response to the growing number of Muslims here, including traders from Mindanao, the Office of the Muslim Affairs (OMA) in Region 7 in collaboration with the Cebu City government will launch the first halal program implementation here.
Sakiran Hajan, OMA 7 regional director, said that next week, there will be a market in Cebu where halal meat and other products will be sold as prescribed by the Holy Quran.
“With the launching of halal meat products in one of the city’s market, local Muslim residents especially the tourists will now have easy access in acquiring the prescribed meat for consumption,” he said.
Hajan cited that Muslims are strictly not allowed to eat meat products that are not properly slaughtered according to tradition.
“The meat of chicken, cow, carabao and other accepted animals for Muslim consumption has to pass halal authorities prior to eating,” he said.
Hajan stressed out that prior to the slaughtering of the said animals, Muslim butchers must perform rituals according to the laws stated in the Quran.
“Every animal has life so before we slaughter them we first ask the permission of our Creator,” he said.
Hajan pointed out that aside from meat products, Muslims are also not allowed to consume non-halal commodities.
He said the Rabitattul Ulama League in Central Visayas is now in talks with the different hotels and restaurants in Cebu so that halal accepted food and commodities are expected to be available soon.
The implementation of halal programs in the region can also generate additional revenues as more Muslim tourists would visit the country due to the availability of halal products.
Meanwhile, the Cebu Association of Tour Guides headed by its president Al Quizon has lauded the effort of OMA and the local government here, as they noted an increase in Muslim tourists.

Cebu will have an additional 82 megawatts of power starting February 2010 with the scheduled operation of the first unit of a power consortium's 246-MW coal fired power plant.
The global economic slump has not affected construction of the plant which is expected to help improve the reliability of power supply in Cebu, said Jesus N. Alcordo, president of Global Business Power Corp. (GBPC).
The three 82 MW units of the plants will start operating in three phases next year – the first in February, the second in June and the third in October.
For now, Alcordo said they are negotiating with Philippine-based banks for a P16-billion loan, the biggest peso loan to be entered by the consoritum.
In a January 2008 interview, Erramon Aboitiz, president of Aboitiz Power Corp. (AP) said 30 percent of the $450 million power plant would be financed through equity while 70 percent will be from loans.
The consortium is composed of GBPC, AP, Formosa Heavy Industries Corp. and Vivant Power Corp. The four companies formed the consortium early 2008 and was officially registered to the Securities and Exchange Commission under Cebu Energy last Dec. 5, 2008.
“The advantage of a peso loan is stable rates and does not go up and down with the exchange rate,” he told reporters in a press conference held early this week at the Casino Español.
Alcordo however said that other costs such as fuel and spare parts will still be affected by foreign exchange market since this is pegged against dollar rates.
Edecio Antonio Satina, assistant vice president for commercial of Cebu Energy, said the first unit is expected to operate on February 2010. the second unit on June 2010 and the third unit on October 2010.
The first unit will be ready for testing on January 2010 and the first firing will start first week of February.
About 70 percent of the coal to be used for the plant will be sourced from Indonesia while 30 percent will come from Semirara Island in Antique province.
Satina said more than 700 people are working in the Toledo power plant.
Silos, boilers, pipes and turbines are already installed, said Satina. Turbo generator sets are manufactured in Japan.
A chapel, executive residence and additional pier (jetty) are also constructed within the property. The jetty will have coal handling facilities and can handle 65,000 tons of coals.

THE regional eliminations for the Visayas of the 2009 season of the Nestea Beach Volleyball competition will be staged in Cebu next year at the Parkmall in the North Reclamation Area on April 16-18.
Nestea announced the development in a letter to the different coaches and sports directors in Cebu, which has been a source of national beach volleyball champions.
Southwestern University’s Janelle Tabio and Florianne Gutierrez continued Cebu’s dominance as they took the national crown this year.
The two took over 2007 winners Jusabelle Brillo, who is now with the RP team, and Janez Armi Igot of the University of the Visayas.
Next year, however, will be a totally different ballgame as SWU will field rookies Danika Gendrauli and Lorie Layno.
Teams may submit their lineup until Dec. 22.
The lineup will still be subject to screening by a committee and only 12 will be able to play in the qualifying round.
Players must not be more than 23 years old on or before May 10 to qualify in the country’s premier beach volleyball competition and must be enrolled in their respective schools.
National team members like Brillo may still join as long as she is enrolled in a school.
The competition will follow the FIVB modified double elimination format.
Only the top three teams in the regionals, which was held in Bacolod last year, will advance to the national finals in Boracay on May 6.
The regional finals for Luzon will be on March 4 at the Mall of Asia, while the Mindanao leg will be on March 25 in Davao City.

Or atleast just a wider road with shoulder and such, I wish, the government should start building roads not just with good quality but more effective for traffic. For instance, in areas like that in the picture that is going uphill, it should have two lanes with a shoulder even if the downhill side has one lane only but still has shoulder on it's side which is as wide as the lane. There should also be turning lanes so when there is a corner street, the vehicles turning to either left or right has it's own lane that would not obstruct the flow of traffic in the main lane.

yeah! so good to say but we all know where the government's priorities are. they are more concentrated in developing the north than the south.

AFTER abandoning proposals to create the Metropolitan Cebu Development Authority (MCDA), Rep. Raul del Mar (Cebu City, north district) said he will support local initiatives to create a group composed of officials of Metro Cebu towns and cities.
Acting Cebu City Mayor Michael Rama has been discussing his own concept of a Metro Cebu body, which he said can effectively address the common issues affecting the local government units (LGUs).
Rama said the body can start as an informal group, which can eventually become a formal and official body, depending on the preference of the mayors and other local officials.
In a phone interview yesterday, del Mar said he will support Rama’s initiative as a possible replacement of the body that he proposed to create, which Mayor Tomas Osmeña had opposed.
Rama is proposing to create a loose grouping of the LGUs from Carcar City to Danao City, including Lapu-Lapu City and Cordova town.
Unlike the proposed MCDA, the body will address only five concerns: tourism, peace and order, illegal drugs, solid waste management, and environmental concerns.
“Maybe they can do it in a loose arrangement, because our proposal was to institutionalize it; but since there was no unanimous support from the mayors of the cities and municipalities, we did not pursue it anymore because it will not work,” del Mar told Sun.Star Cebu.
In the early 1990s, del Mar proposed to create the MCDA, which was supposed to be composed of all the mayors of the Metro Cebu towns and cities, and the governor.
The proposal did not push through, however, since some officials thought the creation of the body would run counter to the principle of local autonomy.
“There was a lack of enthusiasm, even resistance at some point because even if the body was a consultative and cooperative body, they were particularly concerned that it will diminish their being autonomous,” del Mar said.
In a phone interview, Rama said he wants to discuss his proposal more to get reactions from the concerned officials.
He said he does not see any clash with Osmeña in their ideas on the creation of a Metro Cebu body, since he does not intend to assign any voting power to its members.
Osmeña had opposed the proposal to create the MCDA because it provided for equal voting powers for all its members.
He wanted the Cebu City mayor to have a bigger say in the body, considering that the city’s revenues and population are bigger compared to that of the other LGUs.
“I’m not even talking about equal sharing or voting powers. I’m just proposing an informal body composed of only the mayors and maybe other officials of the towns and cities who can share their ideas on how we can solve the common problems besetting our localities, without being hampered by politics,” said Rama.
“What is important is that we are all agreeable to be together so we can solve specific problems more effectively and more efficiently,” he added.

Actually, USCTC is USC-Talamban Campus. Karaan na na ang Technological Center. It was way back 1960's pa during the time nag open ang TC. It was later called Talamban Campus.

MANILA, Philippines--A Cebu lawmaker has warned that a multi-billion-peso project of the Cebu City government and Filinvest Land, Inc., is threatening to be worse than the controversial contract for the construction of the Ninoy Aquino International Airport Terminal III.
In a privilege speech on Monday, Cebu Rep. Pablo John Garcia called for an investigation of the “grossly and criminally disadvantageous” P25-billion Joint Venture Agreement between Cebu City and Filinvest that called for the development into an urban district of a 50.6-hectare area of the reclaimed South Road Properties.
Filinvest initially submitted an unsolicited proposal to develop a 50.6-hectare portion of the South Reclamation Project in a joint venture with Cebu City.
The deal, as published, called for an unincorporated joint venture over a 50.6-hectare property, the creation of a central business district-type development, and the commitment on the part of Filinvest to pay P1.5 billion within the first three years.
With no other bidders, the project with Filinvest went on.
But Garcia said the agreement subsequently forged with Filinvest was vastly different from what was stated in the published invitation to bid.
“The deal, which is now the Joint Venture Agreement, departs, and deviates, from what the deal purported to be in the published invitation to bid, not on a few points, but on all material points,” he said in a privilege speech.
“This is not a joint venture, Mr. Speaker. This is a negotiated sellout of the interests of the people of the City of Cebu,” he added.
He said that instead of an unincorporated join venture over 50.6 hectares, the deal instead provided for an outright sale to Filinvest of 10.6 hectares, while only the remaining 40 hectares would be used for the joint venture.
He said this change was done to evade the requirement for a sealed public bidding under the rules of the Commission on Audit regarding the sale of properties belonging to the local government. Thus, the 10.6 hectares of prime land was essentially given to Filinvest without public bidding.
“The outright sale of the 10.6 hectares to Filinvest without public bidding certainly has no place in an unsolicited proposal for a joint venture. But it does have a place in our history books: The sale is an unprecedented milking of the City’s properties, unparalleled in its nature, its scope, its degree, and its brazenness,” he said.
Garcia also said Cebu City could not sell reclaimed land without the authority of Congress. He emphasized that sale of reclaimed land to a private corporation was against the Constitution.
Filinvest's commitment to build a central business district area was also watered down in the joint venture agreement, which stated that a less costly type of development be constructed and which was termed as an “integrated and well-planned clusters of medium rise residential buildings and retirement and congregate care complexes.”
“This is the Piatco case all over again, except worse: At least, in the Piatco case, the contract eventually signed still called for the construction of an airport terminal. In the case of the Filinvest deal, Filinvest promised a Makati, and then, could only commit to deliver a cluster of homes and homes for the aged,” he said.
(The government's contract with the Philippine International Air Terminals Co. (Piatco) to construct the NAIA terminal III was nullified by the Supreme Court for being contrary to public policy. )
The Cebu City government also agreed that Filinvest could change the master development plan without approval from the city, and the only requirement it would have to meet would be a 90 days’ notice.
Garcia also pointed out that the joint venture agreement stated that Filinvest would pay Cebu City the P1.5 billion in seven annual installments for the 10.6 hectares, instead of within the first three years as stated in the published terms of bidding.
Filinvest would also get the titles to two hectares of property upon payment of each installment of P300 million, unlike in normal transactions where the buyer would get the title only after paying the last installment.
He said if Filinvest decided not to pay the full amount, it would still own part of the land. He also said that the joint venture agreement even provided that Filinvest could get the full 10.6 hectares only after five payments without any penalties.
“No, Filinvest in fact shall already have been given the prize. The titles to the entire 10.6 hectares, at half a billion pesos off,” he said.
Cebu City also gave Filinvest a P112-million discount by agreeing to shoulder all capital gains taxes, documentary stamp taxes, survey fees and other expenses arising from the sale and transfer of properties, Garcia said. Under the COA rules, Filinvest was obligated to pay the amount, he added.
Garcia also said Cebu City agreed to spend for the road network, drainage system and the provision of power and water utilities, yet it would only get 10 percent of the proceeds.
The city government also gave Filinvest the authority for the sole administration of the joint development.
Cebu City Rep. Antonio Cuenco said he was “deeply shocked” by Garcia's revelations and said the matter must be investigated.
“Those allegations must be answered. They are grave,” Cuenco said.

You can't really say that anymore with all these other developments in other provinces where a new airports are being built, some are being renovated. Cebu is developing as well. I don't really see those new interchanges in Manila as development but rather a sign of desperation due to over population in that city. All those projects are all funded by foreigners who also make money off all these projects since as well all knew, it's the commuters who are paying all of it because of the very expensive toll fees they usually charge in all of those. The high rises and malls can not be credited to the Philippine government's work because it's all the business sectors are the ones responsible for creating those. SRP in Cebu just like LRTs are funded by foreign corporations. The Philippine government can encourage the private sectors and foreigners to invest anywhere in the Philippine but it is still up to the foreign investors discretion if it's feasible for their company to set up businesses anywhere in the Philippines. I'm sure those investors would survey the area offered to them and they decided whether to take it or not.
As far as I can remember, the way that road is built there in Cebu is just similar to how other areas of Luzon is built, roads has no shoulder , no turning lanes and such.

TC officially means Technological Center, not Talamban Campus. It was named such because most of the courses offered there are skill & technology-based courses, hence the word "technological". It's just a coincidence that TC is located in Talamban.

In my opinion naming USC Kamagayan Campus will not change what is Kamagayan now, but instead it will degrade the school.

Try to imagine if they had named the campus Ateneo Burgos Campus. For those who are familiar with the place, ngil-aran jud cguro cla maminaw! (FYI, Burgos is a Street in Makati that's very near Rockwell Center. It's a red light district, most of the customers are foreigners)

I think that is the old Casino in Nivel. It was the only gambling casino in Cebu before. That was opened (not so sure) around the mid to late 70s. There are other gambling casinos now that offer better location and other amenities.

Agree with you bai. On a positive note, bisag unsa pa ang ilang i-rename ug bisag ikapila pa na nila irename ang Main, in the minds of Carolinians and to all Cebuanos, it will still be Main Campus. Like Jones Ave.:):)

THE rapid growth of the information communication and technology (ICT) and the business process outsourcing (BPO) sectors in Cebu has put the province under close scrutiny by anti-piracy groups.
One group, the Business Software Alliance (BSA), pointed out that the increasing number of computer shipments entering Cebu to supply the demand and expansion plans of companies here may not be accompanied with the necessary licenses that make the equipment fit and legal for business.
“This will affect the (software) piracy rate in Cebu,” said Bienvenido Marquez III, BSA consultant for the Philippine committee and a BSA contracted representative.
The province is “within the radar” of the Pilipinas Anti-Piracy Team (PAPT), and is part of its intensive information and geological expansion campaign targeted at companies using unlicensed software. Other areas include North and South Luzon.

“Cebu is fast becoming an IT (information technology) hub with big investments into IT facilities. With an IT boom, there is (possibility) of increase in piracy rate,” Marquez said.
Software piracy is the unauthorized copying or distribution of copyrighted software, which could be done through copying, downloading, sharing, selling or installing multiple copies into personal or work computers. It is considered a criminal act under the Intellectual Property Code of the Philippines and the Optical Media Act.
BSA—a nonprofit trade association dedicated to promoting a safe and legal digital world—supports the effort of the PAPT that is comprised of the National Bureau of Investigation, the Optimal Media Board and the PNP.
The PAPT—under the campaign called, “Don’t Wait Until It’s Too Late!”—tries to educate concerned sectors through letters to companies, telephone follow-ups, distribution of flyers at business centers and promotion of its website before holding raids against those that use unlicensed software.
Since it was organized in 2005, PAPT has conducted more than 120 raids against users and Internet cafés where P300 million worth of computers and software were seized.
BSA provides support through training for organizations, schools, companies, government agencies and individuals, like prosecutors, to increase awareness on piracy.
Citing figures from studies conducted by the International Data Corp. (IDC), Marquez said the piracy rate in the Philippines in 2007 was recorded at 69 percent—a slight decrease from 71 percent in 2006.
Meanwhile, the piracy rate in Asia Pacific was 59 percent in 2007, higher than North America (21 percent) and Western Europe (33 percent). Other regions with high piracy rate included Middle East and Africa (60 percent), Central and Eastern Europe (68 percent), and Latin America (65 percent).
According to the BSA website, regional differences in piracy could be caused by several factors, including the strength of intellectual property protection, the availability of pirated software, and cultural differences.
The group also observed that piracy may also increase as a result of new users with first-time small businesses even if the drive against piracy among large companies is successful.
Marquez urged users to consider their IT infrastructure, including software, as an asset by complying with the law.

A LEGISLATOR urged Congress on Monday to investigate the allegedly anomalous and highly questionable deal between the Cebu City government and Filinvest Land to develop the South Road Properties, formerly the South Reclamation Project.
In a privileged speech, Kabalikat ng Malayang Pilipino Rep. Pablo John Garcia of Cebu described the joint-venture agreement involving a 50.6-hectare area of the South Road Properties and “an unprecedented milking of the city’s properties, unparalleled in its nature, its scope, its degree and its brazenness.”
At the same time, Garcia asked the House to consider legislation to provide stiffer penalties for violation of the provisions of the Constitution governing the disposition of lands of the public domain.
He said the project was originally submitted for bidding, but only the province of Cebu submitted a bid. The provincial government, however, was disqualified for not being a private developer.
And with no other bidders, Garcia said that the City of Cebu proceeded to negotiate a contract with Filinvest.
“The deal, which is now the joint-venture agreement, departs, and deviates from what the deal purported to be in the published invitation to bid, not on a few points, but on all material points,” Garcia said.
He said that the project started as an “unsolicited proposal” from Filinvest Land Inc. to develop, on a joint venture with the city, a 50.6-hectare portion of the South Reclamation Project.
Garcia said as published, the deal was for an unincorporated joint venture over 50.6 hectares, to undertake a “central business district-type” development and a commitment on the part of Filinvest, to pay P1.5 billion, within the first three years.
But instead of an unincorporated joint venture over 50.6 hecatares, Garcia said the deal provides for an outright sale of 10.6 hectares to Filinvest, and only 40 hectares for the proposed joint venture.
He said this contravened the Supreme Court ruling in the Piatco case that in a negotiated bidding, the parties may not substantially depart from the original terms of the bid.
“To do so would be contrary to public policy, as it would make a mockery of the bidding process, and render it futile,” Garcia said.
“To put in provisions that would make the contract essentially different from what was bid upon would put the winning proponent at an undue advantage, and allow him to reap concrete advantages that were unavailable to prospective bidders at the time the bid was called,” he added.
This he said is significant not only because it departs from the published invitation to bid, but also because its purpose is clearly to evade the sealed public bidding requirement under Section 197 of the Commission on Audit rules as regards the sale of properties belonging to local governments.

However, Marlina Alviso, Department of Public Works and Highways in Central Visayas (DPWH-7) assistant regional director, said repair works could not start because of the lack of funds.
Alviso said the DPWH-7 has yet to receive the P70 million budget promised by the national government for the repair.
“For now, all that the agency can do is minor repairs of the damaged roads. The major repair will have to wait for the funding,” she told .
Alviso said Cebu Gov. Gwendolyn Garcia promised to make a follow-up on the release of the P70 million allocation.
On Wednesday, Garcia entered into a memorandum of agreement (MOA) with the Taiheiyo Cement in San Fernando town, southern Cebu, Apo Cement Corp. (Cemex) and DPWH-7 for the cement donation.
The MOA was signed by Hiroshi Harada, president and CEO of Taiheiyo Cement; Edwin Hufemia, vice president of Cemex and Alviso.
The two cement companies donated 10,000 sacks each.
Heavy rains triggered by a low pressure affected the southern towns of Cebu on Feb. 7, damaging national roads, seawalls and water pipes.

JUST as city crews finished putting out the smoke in the Inayawan landfill site, Cebu City officials have identified three composting sites for barangays in the city's north and south districts.
Cebu City Councilor Nestor Archival said they identified Block 27 of the city's North Reclamation Property near the city's plant nursery and as the composting site for the north district.
A site near the South Road Properties (SRP) viaduct and a portion of the Inayawan landfill site were identified as composting sites in the south district, Archival added.
He said the city will encourage all 80 barangays to implement the city's “no segregation, no collection” policy.
Archival said only biodegradable wastes will be collected while the recyclables will be handled in areas like Barangay Luz.
The waste segregation program is supposed to start this June.
Acting Cebu City Mayor Michael Rama said the equipment and garbage trucks of the Department of Public Services (DPS) are sufficient to practice segregation of biodegradable, recyclables and non-biodegradable wastes in keeping with a city ordinance on the program.
Rama said implementation of the ordinance is part of the city's calamity prevention program.
He said the barangay officials are given until Wednesday to submit their segregation plan.
City personnel already put out the fire and have yet to finish the road networks and installing the perforated pipes at the landfill.
Local officials are covering the dumpsite with soil to douse any fires and the stench emanating from the landfill. /Reporter Marian Z. Codilla

its a coincidence that TC could be an acronym for Technological Center or Talamban Campus kon mosakay ko ug jeep padulong sa usc tc i would say usc talamban. pero kon pangutan-on ko ug asa nga branch ko sa usc nageskuwela i would say usc technological center. kay ang main is focused on business, law, arts and letters, social sciences, and graduate school while usc south campus is where the elementary, high school and teachers college are located. usc north is basically elementary and high school although it is also a laboratory school for the teachers college and graduate school. usc tc is engineering, architecture, fine arts, pure and applied sciences, pharmacy, graduate school, and now nursing. i dont know why nursing is moved to usc tc when it got started at usc south.

anyways, (share lang ko), the Arts division of CAS will be transferred to Talamban nah by June, all departments under this division (e.g Econ, Pol Sci, Lib Sci, Religious educ, Psyc, Philo, languages and literature, and sociology and anthropology depts) have to be in talamban before the start of the classes, the college of education will be transferred to main campus from south campus, there are re.arrangments of the structures and offices in the main campus especially at the ground level of Fr. Joseph Watzlawik Bldg (pelaez wing), DyRF and Power 89.1 FM will be transferred to the basement of the Arthur Dingman Bldg (under the main lobby), and so with the Testing Center, Catholic Trade and the Postal Office are to be place somewhere else in the main campus. these vacated offices will be open for commercial purposes. dugang pa, administrative offices and some service support units shall also be transferred to talamban campus, the admin is also planning to build an administration building for these offices in talamban campus, and a tenth story building is planned to rise in main campus, accdg to my source, usc had spent nearly million pesos for soil exploration alone for this project.

Somebody posted the result at the Festivals thread but it has been removed. (Because it might spark yet another useless exchange of words.) But I guess you guys are right, we don't care about lists.. Cebuanos have other things to mind except a list of who's who and what's what.
With the difficulties of earning one's dough, Cebuanos shouldn't care about lists but on how to bring food on the table.

In a privilege speech on Monday, Garcia called for an investigation into what he described as the "grossly and criminally disadvantageous" P25-billion deal between Cebu City and Filinvest for development of a 50.6-hectare area of the reclaimed South Road Properties (SRP).
Filinvest initially submitted an unsolicited proposal to develop a 50.6-hectare portion of the South Reclamation Project in a joint venture with Cebu City.

"This is not a joint venture, Mr. Speaker. This is a negotiated sellout of the interests of the people of the City of Cebu," he added.
He said that instead of an unincorporated join venture over 50.6 hectares, the deal instead provided for an outright sale to Filinvest of 10.6 hectares, while only the remaining 40 hectares would be used for the joint venture.
He said this change was done to evade the requirement for a sealed public bidding under the rules of the Commission on Audit regarding the sale of properties belonging to the local government.
Thus, the 10.6 hectares of prime land was essentially given to Filinvest without public bidding.
"The outright sale of the 10.6 hectares to Filinvest without public bidding certainly has no place in an unsolicited proposal for a joint venture. But it does have a place in our history books: The sale is an unprecedented milking of the City's properties, unparalleled in its nature, its scope, its degree, and its brazenness," he said.

He emphasized that sale of reclaimed land to a private corporation was against the Constitution.
Filinvest's commitment to build a central business district area was also watered down in the joint venture agreement.
The agreement reportedly stated that a less costly type of development be constructed that was termed as an "integrated and well-planned clusters of medium rise residential buildings and retirement and congregate care complexes."
"This is the Piatco case all over again, except worse: At least, in the Piatco case, the contract eventually signed still called for the construction of an airport terminal. In the case of the Filinvest deal, Filinvest promised a Makati, and then, could only commit to deliver a cluster of homes and homes for the aged," he said.

The Cebu City government also agreed that Filinvest could change the master development plan without approval from the city, and the only requirement it would have to meet would be a 90 days' notice.
Garcia also pointed out that the joint venture agreement stated that Filinvest would pay Cebu City the P1.5 billion in seven annual installments for the 10.6 hectares, instead of within the first three years as stated in the published terms of bidding.
Filinvest would also get the titles to two hectares of property upon payment of each installment of P300 million, unlike in normal transactions where the buyer would get the title only after paying the last installment.
He said if Filinvest decided not to pay the full amount, it would still own part of the land.
He also said that the joint venture agreement even provided that Filinvest could get the full 10.6 hectares only after five payments without any penalties.
"No, Filinvest in fact shall already have been given the prize. The titles to the entire 10.6 hectares, at half a billion pesos off," he said.
Cebu City also gave Filinvest a P112-million discount by agreeing to shoulder all capital gains taxes, documentary stamp taxes, survey fees and other expenses arising from the sale and transfer of properties, Garcia said.
Under the COA rules, Filinvest was obligated to pay the amount, he added.
Garcia also said Cebu City agreed to spend for the road network, drainage system and the provision of power and water utilities, yet it would only get 10 percent of the proceeds.
The city government also gave Filinvest the authority for the sole administration of the joint development.
Cebu City Rep. Antonio Cuenco said he was "deeply shocked" by Garcia's revelations and said the matter must be investigated.
"Those allegations must be answered. They are grave," Cuenco said.
In response, city officials said Garcia's allegations during his privilege speech were already answered trough whole page ads in the three local dailies.
Acting Vice Mayor Hilario Davide III said the city's deal with Filinvest is an indivisible deal for the proposed purchase of 50.6 hectares in the South Road Properties (SRP).
He said Garcia should elevate his charges before the courts.
Acting Cebu City Mayor Michael Rama said there is no need for the city to monitor Garcia's move for a House inquiry on the joint venture deal with Filinvest.
“Conviction and a clean conscience can prepare anything,” Rama said.
Davide said allegations that Filinvest can only commit the development of a cluster of homes for the aged was laughable, adding that he thought that Garcia's statement was an “exaggeration.” /Inquirer with a story from Reporter Marian Z. Codilla

2. Where is the best Saturday nightlife? (combination of chill out & party)

1. tambuli... because it has better accommodation facilities and you also get to "hop" to its other adjacent resorts (tambuli east, tambuli west and cebu beach club)

But I guess you guys are right, we don't care about lists.. Cebuanos have other things to mind except a list of who's who and what's what.
With the difficulties of earning one's dough, Cebuanos shouldn't care about lists but on how to bring food on the table.

1. Which is better, Tambuli beach or Portofino? Tambuli is "classier", Portofino is still decent, nice beach front, hotels rooms are nice too and I think a wee bit cheaper than Tambuli.
2. Where is the best Saturday nightlife? (combination of chill out & party) Choices of the working class would be P.U.M.P. @ the Cebu Grand Convention Center, TGIF @ The Terraces Ayala Center Cebu, Pier 1 @ The Walk in Asiatown I.T. Park, Loft @ Skyrise 1 Bldg. also in Asiatown I.T. Park, Formo in Banilad Town Center, Vudu @ The Crossroads, Cabanas multi-stall party place along Juana Osmeña St. in Midtown Cebu City, Several Party places such as Club Juliana, Autoshop, The Beat, P.U.M.P. 2, YO.U, Casanova and a few more others located in Mango Square and One Mango Avenue. You can actually do bar hopping on a saturday night. The first 6 places I mentioned are just 5 mins away from one another and the rest are only a hundred steps away from one another.
3. How far is Tambuli or Portofino from Cebu City proper? About a hour drive tops with moderate to heavy traffic. Tambuli and/or Portofino are located in Mactan Island, the Island where the airport is located. From the resort to Cebu City, you'd have to pass by Lapu-lapu City and Mandaue City hence at least there major traffic avenues.
4. Would you know the exact address of Citibank Cebu? The big Citibank office I know of is at the Ayala FGU Center, just right across The Terraces in Ayala Center Cebu.
