2. dili ko tig party pero kung chill out depende.. kung pasosyalan, ambot asa.. pero kung inato lng, nindot sa tops, mag inom nadto. hahahah..
3. around 30 mins guro.
4. Ayala FGU Center, (Mindanao or Luzon Ave) Cebu Business Park

JavierP April 22nd, 2009, 06:37 PM 1. Which is better, Tambuli beach or Portofino? Tambuli is "classier", Portofino is still decent, nice beach front, hotels rooms are nice too and I think a wee bit cheaper than Tambuli.
2. Where is the best Saturday nightlife? (combination of chill out & party) Choices of the working class would be P.U.M.P. @ the Cebu Grand Convention Center, TGIF @ The Terraces Ayala Center Cebu, Pier 1 @ The Walk in Asiatown I.T. Park, Loft @ Skyrise 1 Bldg. also in Asiatown I.T. Park, Formo in Banilad Town Center, Vudu @ The Crossroads, Cabanas multi-stall party place along Juana Osmeña St. in Midtown Cebu City, Several Party places such as Club Juliana, Autoshop, The Beat, P.U.M.P. 2, YO.U, Casanova and a few more others located in Mango Square and One Mango Avenue. You can actually do bar hopping on a saturday night. The first 6 places I mentioned are just 5 mins away from one another and the rest are only a hundred steps away from one another.
3. How far is Tambuli or Portofino from Cebu City proper? About a hour drive tops with moderate to heavy traffic. Tambuli and/or Portofino are located in Mactan Island, the Island where the airport is located. From the resort to Cebu City, you'd have to pass by Lapu-lapu City and Mandaue City hence at least there major traffic avenues.
4. Would you know the exact address of Citibank Cebu? The big Citibank office I know of is at the Ayala FGU Center, just right across The Terraces in Ayala Center Cebu.

I don't think cebuanos will waste their day talking about those things. ipalabay ra na og oras and then mura lang og wala the next time. IMO sad mas bongga man gyud ang sinulog kaysa uban kay kwartahan man ang kagamhanan sa sugbo og naa gyuy ikagasto sa mga dagkong pasundayag maong bongga og dako gyud ang sinulog. ;)

Actually not just sa CNT.. daghan na sad karon na mga competitors which is also good if not better sa CNT. However, to assure you, almost all Lechon here in cebu, especially in Talisay is the best.

exactly, unlike others who would dwell on rankings and surveys almost for the rest of their lives, at least kung nisulod man sa ranking ang anything about cebu, dili sya highly debatable ug may puruhan man pud. ang uban, magyawyaw kay wala nisulod, ang uban pud mangugat na ug pataas sa ihi, kulang na lang isuwat sa ilang mga agtang ug asa sila nisulod, well, ing ana man gyud siguro na ug wa pa ma anad. in short mga nakalitan. :cheers:
Foregone conclusion naman na ang Sinulog is the Mother of All Festivals in the country... However, sa list sa Pinaka, of course we get to question sad na why ang uban na lesser known festivals naapil sa Top Ten nila.. Maka question sad ta sa ilang criteria, although mas ma question sila if Sinulog is not going to be the top... hehehe

You're not planning to visit the historical/tourist sites? I'm just wondering.
Mas 'sulit' inyong trip if you could visit important sites and try commuting around.
Here's my suggestion: 1 day tour - usa ra ka agi para di mo mag balik2 (sorry, can't memorize Jeep Numbers)
>From Tambuli - you go to Mactan Shrine, (Magellan and Lapu-lapu Monument) plus Sutukil
>then..take the Jeep and ask the driver if he could drop you at the park below the New Bridge..
>then take another Jeep to the Lapu-lapu Market area.. and tell the driver to drop you sa Ferry Terminal (Ferry going to Cebu City)
>take the Ferry (around 15-20 mins) you will have a great view of Mandaue and Cebu City! Guaranteed! wala pay traffic..relaxing.
>upon reaching Pier 2 in Cebu City (you can take the taxi, hehe) visit Fort San Pedro, Cebu Cathedral, Sto. Nino Basilica, Magellan's Cross. they are all walking distance from each other.
>you can take the Jeep to (Jones) Crown Regency and experience the Rides.
>from Jones, take the Jeep to 'Lahug' (17C, 17D?) and go down sa 'eskina Sudlon'. You can get a taxi or habal2x there and go to the Taoist Temple.
-Nindot pud ang view sa City from here. Transportation is quite difficult going down kay this is a private subdivision. you can walk down slowly ..or if maka chamba mo naa taxi. or you can ask the taxi to wait for you.
>from Taoist temple, you can go to Ayala/SM..and your party plans..or
>you can go further uphill to Mountain View Park or Tops - lisod ang transpo.. abang jud mo sakyanan. or basin pwede habal2x.
>Then back to your hotel.

you can try the carcar lechon, the difference is that they save the drippings, when eating the lechon you can spread the drippings to your rice. The drippings is so rich, so tasty but it has all the excess salt of the lechon and all the saturated fats. Its not good for the heart but its worth the taste.

i was not being sarcastic about my point. I even was being truthful. its just very true and really do believe. i never met any fellow cebuano who keeps on bragging about such things kay ordinary cebuanos don't talk about it every single day. Tagalog TV IMO for most cebuanos i know, is still considered "badoy" esp about stories related to local celebrities.

our inasal is much tastier than others coz we add all ingredients on it that's why it goes well without what most of their lechons lack. So mang tomas is what makes theirs taste better. Hilig biya na sila ituslob sa mang tomas ilang lechon para mas mulami pero sa atoa kay no need na magtuslob kay lami naman gyud siya.

im convinced about the answers given by the city to the valid questions raised by the province but in the end, the deal will push thorugh gyud. basta ang akong kasing-kasing na ang magsulti, matinuod gyud na! hehehe...:lol::lol::D

CEBU City Mayor Tomas Osmeña welcomed a comparison between the Taguig City-RII Builders joint venture and the City Government’s deal with Filinvest Land Inc.
Osmeña, who is on sick leave, also said there is no need to file a case for economic sabotage against Garcia, if the latter is only exercising freedom of speech in Congress.
“But we will answer all the concerns brought to us by news reporters. Sadly, many congressmen, through their committees, are acting as complainant, prosecutor and the judge at the same time. We are already guilty even if these people have no authority to pass judgment,” he said in a text message sent from Houston, Texas.
The mayor said the City welcomes a point-by-point comparison of its joint venture with FLI, with that of Taguig City and R-II Builders. Taguig’s partner is the same company that Osmeña had criticized for demanding P16 million from Cebu City as payment for the demolition of the Ramos public market.
He said he expects to be given copies of all joint venture documents, including the contract, Commission on Audit (COA) appraisals, maps and financial documents, among others.
Acting Vice Mayor Hilario Davide III, for his part, hopes to get a copy of the contract from Garcia, who compared the Cebu City-FLI deal to the Taguig-R-II Builders joint venture in a privilege speech in Congress last Monday.
Davide said he is curious what Taguig’s joint venture is about and what the basis is for the profit-sharing scheme they adopted, where Taguig will reportedly get 69 percent of revenues.
“He said Taguig’s share is bigger than what Cebu City will get, but I don’t know what is the basis for that share... I would presume he has a copy, so if he doesn’t mind, we would also like to take a look at the joint venture agreement between Taguig and R-II Builders to confirm his statement,” he told Sun.Star Cebu.
In an interview at City Hall yesterday, Cebu Investment and Promotions Center (CIPC) Managing Director Joel Mari Yu speculated that the joint venture arrangement that Garcia was referring to is the sale of subdivided lots, where the share of the partners is normally between 40 and 50 percent of the sales.
Garcia, in his privilege speech, disputed the city officials’ claim that the City’s 10-percent share in FLI’s annual gross sales is fair and cited Taguig’s 69-percent share from its deal with R-II Builders.
Yu, who was the chief negotiator with FLI in behalf of the City, said the 40 to 50-percent share would have applied if the joint venture activity was to develop, subdivide and resell the land.
But the City and FLI will be selling floor space in vertical structures, such as high-rise condominiums and buildings.
He explained that for every hectare of the 40-hectare joint development properties, which has an average selling price of P9,000 per square meter, the City stands to gain P162 million.
With a required floor-to-area ratio of 1.75 as stated in the contract, FLI has to construct 17,500 square meters of floor space for every hectare of land.
Yu said that the current average selling price for condominium floor space is P100,000 square meters, so that if all 17,500 square meters of floor space is sold, FLI could earn some P1.75 billion.
From the P1.75 billion, FLI is allowed to deduct seven percent to cover its direct marketing expenses.
“Even after the seven percent, the amount will be P1.62 billion and the City of Cebu is entitled to get 10 percent of that, which is P162 million per hectare, and that is the minimum. How on earth can that be disadvantageous to the City?” said Yu.
The CIPC serves as the marketing arm of the SRP.
He pointed out that if the City preferred to subdivide and sell the lots, the City would have only earned around P80 to P110 million per hectare.
Yu also said that contrary to what Garcia said in Congress, the City will only be spending for off-site development expenses, or roads, drainage and other utilities outside the FLI properties.
Even without buyers, the City will have to build roads and drainage because it is the owner and developer of the SRP, and it is a government entity that is responsible to provide such infrastructure, he said.
Like Osmeña, Acting Mayor Michael Rama said he sees no grounds, for now, to file an economic sabotage case, because the Garcias’ actions have not resulted in damage or injury to the City.
“But what is their motive? Stopping the joint venture and making the contract unenforceable? Then that may constitute economic sabotage,” he said.
After all the allegations the Garcia camp raised against city officials and the FLI joint venture, Osmeña said he is wondering why their critics still have not filed a case in court.
“Notice that they will not file in court because they will fall flat on their faces. I’m glad that Gwen (Gov. Garcia) can no longer threaten judges by cutting allowances. So we will just endure their continuing harassment and witch hunt, okay lang. The Sto. Niño kept me alive to defend our city and the urban poor. I will not only fight as a good soldier, I will win,” the mayor said. (LCR)

I have to agree. A friend gave me a whole lechon from Cebu last last week. I shared it with my officemates and they loved it. Super layu ra kau sa Lechon sa Manila (no offense meant).:)

A CEBU-based business process outsourcing company is expanding its facility to cater to more small and medium-sized corporations in the United States.
Live2Sell Inc. will be adding 110 seats this year to the current 75 seats in its office in A. S. Fortuna St., Mandaue City. Sixty of these seats will be available next week and the remaining 50 will be added by the end of May.
“With the (global) economy now, the small and medium-sized corporations that comprise about 99 percent of the economy in the US are the ones really embracing outsourcing in order to save on cost,” said Live2Sell chairman and chief executive officer Chris Ducker.
He and his partner Francisco Lim, Live2Sell president, started the company with 15 seats in March last year.
Citing figures from the US Small Business Administration, Ducker said the average small business owner spends up to 40 percent of his time on routine administrative tasks.
“Through outsourcing, they can also build their business by using that 40 percent of the time finding new clients, meeting existing customers and working on new product releases instead,” he added.
Through its subsidiary Live2Care, Live2Sell offers these business owners virtual assistants who act as personal assistants and handle business presentations, e-mail and voicemail, phone calls, customer service, human resource and research assistance, and take down minutes of online meetings, among others.
Continued growth
Live2Sell also provides outbound telemarketing while Live2Care gives inbound customer service to Internet-based service providers, health care, financial services, recruitment, real estate, hospitality, consumer and travel companies, among others. About 60 percent of them are based in the US.
Ducker said there is “no shortage of clients” since outsourcing as an industry has continued to grow and attract more businesses in the past five years.
Ducker said the company does not have problems with keeping its agents because it offers a competitive pay and incentives, and treats employees as partners. He added that the company’s location is also an advantage as it is not found “in the middle of an IT park (surrounded by) recruiting competitors.”
“(But) there is a problem with hiring for upper management positions in this (call center) industry and the big reason is that a large majority of call center agents hop from one job to another. All the big call centers are their worst enemies because they all start trying to beat each other with these sign-on bonuses and all the (perks). These does not create a very good
face for the industry,” Ducker said.
Along with its expansion plan, Live2Sell partnered with Microsoft and chose Thinking Tools Inc. as its information technology supplier.
“Being a Microsoft certified partner, we assure our customers that Live2Sell is reliable and safe and that we are (equipped) with the right IT infrastructure and genuine Microsoft products. (For us), that is important in dealing with our customers who are hundreds of miles away,” he said. (NRC)

CEBU, Philippines – A local investor eyes opportunities in virtual web hosting and system administration noting that many companies nowadays consider information and communication technology as an essential part for any business operation.
Engr. Jose Mari Bigornia who is organizing Operating Systems Solution Technology (OSSTEQ) is looking at banking on the concept of data web hosting.
He said web hosting is now gaining a huge market because companies are becoming more receptive to technology.
He said that with their Singapore-based partner, OSSTEQ will provide virtual web hosting which can accommodate 60 GB of displays for 24 hours and seven days a week which is clearer and cheaper compared to telecommunications providers.
Bigornia said that this concept is similar to Mozcom, however the only difference will be is that they will utilize virtual server based in Singapore but will be managed here in Cebu.
“We will do system administration for companies with poor information technology concept so that they will no longer hire their IT personnel. We can manage e-commerce for them and other IT aspect that can be outsourced so that we can get the headache off you in your maintenance,” said Bigornia.
He said that right now, they are already offering their services to local companies which are receptive to ICT and IT-enabled services.
He said that right now they already have established an office in Singapore which are already serving Singapore-based customers and they are also soon to open another office in Australia to gain more presence.
“The prospect for this venture is global and we are open to serving the ASEAN (Association of South East Asia) market because there is a big opportunity for this kind of services,” he said.
He said that later this month, they will meet with their business partners from Singapore so that they can already aggressively start marketing OSSTEQ here in the Philippines.
“All major telecommunication companies are trying to get a niche of virtual web hosting because there is a big market for this kind of service and we want to get a piece of the pie,” stressed Bigornia.
He said that the trend now is content and web hosting as well as data banking which will protect the interests of companies.
Bigornia said that locally, the Central Visayas Network (CVISNET) will be commissioned by OSSTEQ to host their local operation.
After about a year of testing the market, OSSTEQ is hoping to subcontract some segments of Mozcom because they have now become competitive against major telecommunication providers which are offering expensive packages.
By May to June this year, OSSTEQ will be launching their services to the local market after series of preparations.
Bigornia hopes that more companies as well as government and non-government institutions will go into redundancy to protect their stored data and in this way, their clientele will also grow.
He said that currently, even with the economy in peril, information and communication technology (ICT) is still doing well because most companies are utilizing this component to increase their efficiency.
“ICT is indeed a growth area for Cebu. The influx of call centers and other business process outsourcing operations is an offshoot of the ICT boom. ICT is not affected with financial stability which proves its resiliency,” said Bigornia.

day 2. may 10 sunday : just relax and enjoy your stay at tambuli until lunch time. then get a taxi and go straight to cebu city and visit sm city cebu and ayala center for shopping ng mga pasalubong na dadalhin nyo sa manila. after shopping visit sto. nino church , magellan cross, casa gorordo and have dinner at crown regency hotel. after dinner, try the sky adventure ( edge coaster and skywalk ) and have some drinks at the skybar.

CEBU, Philippines – While most companies resort to retrenchment programs to cope with the tough times, Shangri-La’s Mactan Resort and Spa instead boosts workforce benefits to make its people more productive.
Shangri-La’s Mactan, one of Cebu’s largest employers in the tourism industry, maintains a total of 760 regular employees and over 200 contractual workers. The resort follows the Kaizen approach putting forward the best interest of its employees instead of cutting them off from the workforce.
Kaizen refers to a Japanese philosophy that focuses on continuous improvement throughout all aspects of life and Kaizen activities in the workplace means to continually improve all functions of a business.
The five-star resort recently conducted a special economic briefing with its top management to help the employees get a full understanding of the current global economic status.
Shangri-La’s Mactan general manager Raymond Bragg said that in times of crisis, employees should be taken cared of and must be well informed of the state of the economy to help broaden their knowledge and make them appreciate the job that they have.
The economic briefing conducted by Cebuano economist Perry Fajardo provided the employees a clearer picture of the current economic situation of both global and local markets.
Fajardo, specifically highlighted the importance for companies to adopt the Kaizen Approach, which is to take care of manpower during crisis, in order to improve productivity, as a way of cutting cost.
“Increase incentives and benefits to encourage productivity-- instead of firing workers,” Fajardo stressed. Retrenching workers will espouse fears among those who are left.
Personnel who are working in an environment of uncertainty and fear do not produce a good product or service, “they will be unhappy.”
This time competitive environment in tourism, coupled with the declining volume of arrivals, hospitality companies should improve and strengthen their customer service niche, and the key to a happy personnel is to provide them with secured employment, good pay, and benefit packages.
Cutting cost does not necessarily mean terminating a service of an employee. Fajardo believes that there are a lot of ways a company can cut operational expenses, rather than throwing a person into a jobless environment.
Bragg said although Shangri-La is still performing quite well, despite the world’s economic crunch, improving the customer service and making its people happy is one of the important shields that will make Shangri-La a competitive player in tourism industry.
According to Bragg, tourism entities in Cebu are not only threatened by the attractive destinations abroad like Bali, Phuket, Kota Kinabalu, Penang, among others, it is also competing with its own neighboring destination like Palawan and Boracay.
“There are so many other resort destinations in Asia,” Bragg said adding that Cebu is also closely competing with other resort destinations in Philippines.
Recently, Bragg announced that the chain put its confidence in the tourism industry in Cebuby building the multi-million peso boutique hotel that is designed to accommodate the affluent travelers from all over the world.
The accommodation level of the boutique resort can be comparable to the famous Amanpulo exclusive Resort in Palawan, although its accommodation cost may be a bit lesser than that of Amanpulo.
He said Shangri-La will be hiring over a hundred additional resort staff to man this new creation that is expected to change the tourism landscape in Cebu and ultimately lure the most discriminating travel market in the world.

Just learned today about a 'Discrimination' thing happening in Shangrila.?.? (Dunno the details) It happened many times na daw esp on locals. Accdg to that radio program/commentary. Some tour guides daw avoid the place to prevent na maulawan sila or worse, ilang guest.
Shangrila daw is not vocal on the issue para di mudako ang storya... pero na resolve naman daw to.

I am right now living in Talamban, and work schedules have dictated that it is more practical and convenient to just go to SM or Ayala on my free time, but recently, I took a number of walks in Downtown Cebu, and I have to admit, I am still very much fascinated with it - its history, its lost charms, the old buildings... AND ITS POTENTIAL.
Standing in the middle of what I'd like to call The Big Intersection (where Gaisano Metro Colon is), I could only imagine how it would look like after being cleaned up, re-developed, and given back its lost status as the center of business of Cebu.
I am starting this thread to solicit ideas on how this could be done, with consideration to all aspects - cultural, aesthetic, economic, financial and political.

Actually there are alot of plans and programs to stimulate business in Colon. I remember during the time of Alvin Garcia.. there is what we call Colon Heritage Plan.. which aims to revitalize the business in colon likewise improve its aesthetic value. It started with the sculpture in Parian. However, right now i dont know if the plan continues with Tommy, but i heard from fellow forumers here that it is being continued though as of date we havent seen any new developments in Colon area.
There was even a plan to give tax breaks for real estate/ building owners within downtown if they will renovate their edifices based on the city's design ( or to that effect).
We love to see the Colon area being transformed into a Tourist zone.. once the revitalization will be completed.. but the question will be, when???

4.) put more street lights and extend the business hour until 10PM (just like Mong Kok district in Hongkong).
5.) motorized vehicles should be forbidden in entering downtown, however, improvised and decent tartanillas should be utilized as the mode of transpo within downtown.
6.) put more historical museums within downtown. And Rated-R movies should be banned in all the cinema's within downtown. Rated-X na lang gud....Heheheh..Joke...Historical movies/documentaries will do.
7.) and lastly, put a giant LCD screen at The Big Intersection.

Standing in the middle of what I'd like to call The Big Intersection (where Gaisano Metro Colon is), I could only imagine how it would look like after being cleaned up, re-developed, and given back its lost status as the center of business of Cebu.
I am starting this thread to solicit ideas on how this could be done, with consideration to all aspects - cultural, aesthetic, economic, financial and political.
And again, gi step by step baya ni nila... wala pa gani mahuman ang road tunnel so wala pa naatiman ang revitalization sa Colon. As Mayor Tom said before nga duol ra kaayo ang downtown sa SRP mao nga kinahanglan gyud panindoton dihang dapita starting sa City Hall dapit ngadto na sa Taboan. IMO sa may Sto Niño dapit nagsugod naman tingali ang pagpanindot pero dapit sa Gaisano Metro wla pa.

MANILA, Philippines - Cebu and Palawan were the top destination of local and foreign tourists in the first quarter of 2009, the Department of Tourism (DOT) said on Friday.
The DOT also reported that tourist arrivals grew by 10.33 percent for a total of 1.3 million.
A bulk of the number trooped to Cebu, with a share of 32 percent or 184,790 arrivals, followed by Boracay (12 percent), Davao City (11.9 percent), Camarines Sur (11 percent), Zambales (seven percent) and Bohol (five percent).
Two famous destination sites in Palawan, the country’s so-called “last frontier," posted record-breaking growth as more flights were opened to these destinations.
Puerto Princesa City and Coron’s tourist arrivals grew by 392 percent with visitors pouring in from Manila, Cebu, and Caticlan as well as Kota Kinabalu in Malaysia.
The DOT added that water activities like wakeboarding and whale shark interactions have attracted tourists to the Bicol provinces of Camarines Sur and Sorsogon, respectively.
Recreation activities in the pristine beaches of Zambales (Subic), Ilocos Norte and La Union also resulted in double-digit gains in tourist arrivals.
“Overall, the volume of domestic tourists visiting key destinations grew faster at 13% while foreign arrivals recorded a 4% hike in the first quarter," the DOT said.
Increased passenger volumes resulting from cheaper fares of both budget airline Cebu Pacific and the Philippine Airlines (PAL) have enticed tourists to go on holidays — both foreign and local — during the summer season, the DOT earlier said. - Mark Joseph Ubalde, GMANews.TV

CEBU CITY -- More evidence of trade between early Cebuanos and the Chinese were unearthed in the construction site for the subway connecting the South Coastal Road and Sergio Osmeña Ave.
The discovery of pieces of Qing Dynasty-era ceramics, along with bits of earthenware and bottles from the Spanish and early American period, came four months after the National Museum of the Philippines reported the discovery of a "reformed cranium" and a gold burial mask in the same site.
The Qing (read Ch'ing) dynasty, the last of a series of dynasties in China, started in 1644 and ended in 1912, according to the Britannica Online Encyclopedia.
In a significant archaeological find in the 1.7-hectare Plaza Independencia grounds, a cranium was unearthed and presented to the press by the National Museum of the Philippines archaeological team, working alongside workers building the tunnel section of the South Coastal Road last December.
Discovered along with a skull, aside from several pieces of Southeast Asian wares that show a flourishing pre-Spanish trade, was a gold burial mask.
The skull showed a head "flattened" on the forehead, back and sides.
Professor Jojo Bersales, head of the University of San Carlos anthropology department, said Friday that they expect more pieces of Chinese-made wares when diggings go deeper next week in the "block 21" portion of Sergio Osmeña Ave.
The National Museum deputized him to work in tandem with Kajima Corp., which is constructing the subway and doing diggings within and outside Plaza Independencia.
Bersales said the area was a settlement site during the pre-Spanish era, and Cebuanos used to bury their dead under their houses.
That is why, he said, the Plaza Independencia area surely would have burial grounds and other pieces of valuables, such as porcelain, pottery and gold trinkets.
Bersales said bottles and glasses during the American period and pieces from clay pots during the Spanish period were also unearthed.
"The finds here date to around 1800s to 1930s. But there are Chinese ceramics that date to 1700s pa, all Qing dynasty. All are from what we suspect is a shoreline dynasty," Bersales said.
He expects more trade pieces from the pre-Spanish era to be found as excavation goes deeper, and suspected that the finds since last Tuesday were in a "garbage dump or midden."
On the discovery of the reformed skull, the National Museum said it was evidence of a caste system followed by early Cebuanos.
"It is an indication of hierarchy in society; the manipulation of the body, in this case a reformed cranium, showing there was already a social system during the pre-Spanish period," National Museum Director Corazon Alvina had said. (RHM of Sun.Star Cebu)

Blackout hits Visayas region
CEBU CITY (2nd update, 6:40 p.m.) -- A power blackout hit the Visayas region Saturday after five power plants in Kananga, Leyte bogged down simultaneously for still unknown reasons.
Edna Legaspina, corporate communications officer of the National Grid Corporation of the Philippines (NGCP)-Ormoc City Office, said that four of the power plants are owned by the National Power Corporation (Napocor) and the other one is owned by the Philippine National Oil Company (PNOC).
Napocor and PNOC have not yet explained to the NGCP the cause of the incident, Legaspina said.
She said the transmission lines in all parts of the Visayas region are all functional, adding that the NGCP could not tell when the power supply would be restored.
The total blackout occurred around 9:30 a.m., amid the final preparations for the Palarong Pambansa 2009 which is set to be launched Saturday night in Tacloban City, Leyte.
Isabel Rendon, customer service representative of the Visayas Electric Company (Veco), told Sun.Star earlier that the Visayas grid suffered from tight supply and limited distribution capacity.
She said Veco is trying to get power from other suppliers to cover at least 1/3 of its total power capacity.
As of 4 p.m. Saturday, only two areas in Cebu were left unenergized. These include Paknaan and Mabolo.

TACLOBAN CITY, Philippines -- The entire Visayas region lost power starting at mid-morning Saturday after all five geothermal power plants in the village of Tongonan in Kananga, Leyte, bogged down.
The power supply from Tongonan, the main source of electricity for the Visayas grid, tripped at 9:38 a.m., causing the blackout on the islands of Panay, Guimaras, Cebu, Negros, Bohol, Siquijor, Leyte, Samar and Biliran.
Edna Legaspina, information officer of the National Transmission Commission (Transco), said they have yet to determine what caused the power loss. All she knew, she said, was that it was due to a "technical problem."
Transco, which sells the Tongonan-generated electricity to power companies and cooperatives in the three Visayan regions and to Luzon, could not say when power supply would be restored.
Legaspina said that the power plant owned by the National Power Corporation (Napocor), the Leyte geothermal power plant, and the four power plants owned by the Philippine National Oil Company-Energy Development (PNOC-EDC) – Mahanagdong A, Mahanagdong B, Malitbog and Upper Mahiao -- all bogged down at the same time.
As of noon, Legaspina said they were still waiting for the feedback power from Cebu to start up the auxiliary equipment of the Mahanagdong B plant. Once it starts up, Transco would restore power in the Visayas, one province at a time, Legaspina said.
Eastern Visayas consists of the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar and Northern Samar. Western Visayas encompasses Iloilo, Capiz, Aklan, Antique, Guimaras and Negros Occidental while Central Visayas consists of Cebu, Bohol, Siquijor and Negros Oriental.
Despite the blackout, operations at the malls and most business establishments in Metro Cebu remained normal as they have standby generator sets.
But Robert Go, former regional governor of the Philippine Chamber of Commerce and Industry (PCCI) in Central Visayas, said the blackout would definitely result in losses for the establishments, whether or not they have their own generator sets, because of the high cost of operating a generator.
Also, some companies use generator sets for limited purposes only, thus the blackout would still hamper their operation, he said.

ILOILO CITY, Philippines -- Power supply situation in the Visayas was close to being normalized as of late Saturday afternoon after a blackout hit the entire region earlier in the day, the National Power Corp. (Napocor) said.
As of 5:18 p.m., most affected areas were 100-percent energized, with total power supply having been restored to the grid, Napocor communications director Dennis Gana said in a statement.
Restoration efforts were also underway in areas still affected by the blackout, he said.
The Napocor said that as of late Saturday afternoon, Cebu, Bohol, Samar and Leyte was 100-percent energized.
Negros was 65-percent energized while Panay was 40-percent energized, it said.
The Negros-Panay submarine cable was synchronized at 5:18 p.m., according to the
statement.
The cause of the blackout has yet to be determined, butut the Napocor said that initial information from the Grid Management Committee (GMC) revealed that power generation units from the Leyte Geothermal Power Plant (LGPP) and those operated by the PNOC-Energy Development Corporation (PNOC-EDC) tripped at 9:38 a.m. Saturday, following a transmission line tripping at Tabango on the Leyte side.
"We hope to be able to complete the energization of all areas affected by the blackout in the soonest possible time. (Napocor) and the NGCP are closely coordinating to make sure that this is achieved," the Napocor said.

CEBU, Philippines - The Cebu City Council has agreed that the Globe Telecom will only pay the city a yearly P5-million donation until 2011, although the officials from the said telecommunications firm did not admit that they have an obligation to pay any kinds of taxes to the city.
Councilor Jose Daluz III, chairman of the committee on budget and finance of the City Council, explained that such move is to give the next set of city officials a free hand to come up with their own decision about the issue.
Although the Globe Telecom officials insisted that their company is not obliged to pay franchise and real property taxes to the local government units, they have agreed to help the city by giving P15-million donations for the years 2006, 2007 and 2008.
Daluz said the Globe Telecom officials have agreed that this year their company will also donate another P5 million, and the succeeding year until 2011.
But it was clearly indicated in the amended memorandum of agreement that said donations of Globe “shall not in any way be construed by the parties or anybody as an admission of any obligation for taxes of their franchise tax and real property tax.”
The Council has already authorized Acting Mayor Michael Rama to sign the memorandum of agreement with Globe Telecom for the acceptance of the payment of said telecommunications company.
The original MOA provides that aside from paying P15 million, Globe has assured to pay or donate P5 million every year thereafter, but in the amended MOA it was indicated that the donation is only up to 2011.

Ang ubang telecommunications companies duna na.”
Mayor on-leave Tomas Osmeña earlier said that those telecommunications firms which will not cooperate with the city cannot expect cooperation from the city government.
The city wants to collect franchise tax of 75 centavos for every P100 in gross revenue from all telecommunications companies in Cebu City.

I'm guessing it is due to an established secondary main gateway to the Philippines and the proximity of the resorts to Cebu city coupled by ads and promos made Cebu a primary choice for foreign tourists.

Leading Filipino life insurer, The Insular Life Assurance Company, Ltd., posted a consolidated net income of P2.1 billion in 2008, riding through the heightened challenges in the business environment.
The firm’s consolidated revenues amounted to P12.4 billion, of which 58 percent came from insurance revenues of P7.2 billion, and investment and other income accounted for the remaining 42 percent at P5.4 billion.
“Despite the slowdown in the economy which has affected many of our countrymen, we still managed to deliver commendable overall performance. While premium income dipped slightly compared to the previous year, investment income increased significantly by 27 percent on account of term loans to prime corporate borrowers, investments in Philippine government bonds, and dividends from strategic investments in blue-chip companies,” says Insular Life Chairman and CEO Vicente R. Ayllon.
The company also attributes its performance to its comprehensive product portfolio. While 2008 sales of investment-linked insurance policies posted a significant decline throughout the life insurance industry, in the case of Insular Life this was mitigated by positive growth in regular as well as group insurance product lines. “With a more balanced product mix we were able to readily adapt to shifting business conditions and even managed to raise our overall standing,” observes Ayllon.
Insular Life’s total assets rose to P57.9 billion, cementing its claim to being the country’s largest Filipino life insurance company. Insular Life is the 3rd largest life insurance company in terms of total premium income, as well as in assets in 2008.
Meanwhile, total policyholder benefits, claims, changes in insurance contract liabilities and other operating expenses amounted to P10.3 billion. Dividends to individual life insurance policyholders increased to P1.04 billion from P970.4 million in 2007.
Determined to serve the market even better in 2009, Insular Life registered a very auspicious first quarter sales performance with new business premiums increasing by 59% versus the 1st Quarter of 2008 and all sales regions posting growth.
Insular Life has 96 field offices and general agencies, and 22 office buildings strategically located in key cities all over the country. Construction is on-going for the 12-storey Insular Life Business Centre soon to rise in front of the Ayala Cebu Business Center by the third quarter of 2010, in time for the company’s 100th anniversary in November 2010.

EXCITING football action heads to the beach as the third staging of the Cebu Beach Soccer National Championships kicks off on May 8 to 10 at the beach front of the municipality of San Remegio.
19 teams in the men’s and women's divisions will be battling it out for four slots to the national championships, which will follow after the Visayas eliminations.
Competing there in the men's class will be the University of San Carlos (USC), University of Southern Philippines Foundation (USPF), Monger, Magone, Convergys, Devil Bats, Don Bosco United, Kapuge, Cravings, VUDU, Yu.o and the powerhouse Hiroshi.
The women's draw will be composed of Cebu State College of Science and Technology, San Roque Football Club, Don Bosco College, La Salle Bacolod, Melbourne, Turnbouts and USC.
The qualifiers will gain the chance to compete against the best beach soccer teams in the country.

CEBU CITY — Instead of fretting over the news of suspected coliform bacteria in the beaches of Cebu, a travel group yesterday said the incident could be a plus for the tourism industry because tourists can see that the government is continuously monitoring local beaches.
But the 1,200-strong members of the National Association of Independent Travel Agencies (Naitas) urged the government to immediately address the issue while still on its early stages to avoid spreading the contamination to other coastal towns.
“It’s good that the coliform contamination has been spotted at its infancy. The cluster of local governments along the coastal area of Cebu must work in unity to solve the problem,” said Naitas Chairman Emeritus Robert Joseph.
Joseph recalled a similar issue raised some two years ago that was immediately addressed when Cebu Governor Gwendolyn Garcia ordered local government units to map out a strategic plan to control the contamination.
“Instead of fretting out and claiming unfair reportage of the issue, local government units concerned must immediately act and solve the problem,” said Joseph, adding that unless informal settlers are moved away from the shores, coliform contamination will continue to haunt the beaches of Cebu.
The Region 7 office of the Department of Health (DoH) and Department of Environment and Natural Resources (DENR) are now collecting water samples to determine the extent of the coliform occurrence.
Atty. Rolando Luego, Environmental Management Bureau chief of DENR 7, said recent water samplings on public beaches here confirmed the high incidence of coliform bacteria, prompting them to collect more samples.
“Based on the results of the initial investigation, the occurrence of coliform is now above the standard, however we are still consolidating other reports to determine its total level,” he said.
Coliform is abundant in the feces of warm-blooded animals, but can also be found in the aquatic environment, in the soil and on vegetation. In most instances, coliforms are not the cause of sickness, but they are easy to culture and their presence is used to indicate that other pathogenic
organisms of fecal origin may be present.
Coliform is a kind of bacteria that is derived from human waste and can be transmitted via the oral route, said Dr. Lino Macasaet, program manager of the food and water-borne diseases section of the Environmental and Occupational Health Division of the DoH.

...becoz cebuanos are creative..hahahaha... pero sa totoo lang, kahit saan man cguro makakita ka ng mga vandals, but, there are people here in cebu who did something different, instead of just putting names, names and names sa wall, they put graffiti art on it, dibah mas creative?^^.heheheh

Lechon is 'best pork ever'- TIME magazine
It seems not even a possible outbreak of swine flu could stop TIME Magazine from declaring "lechon", a Philippine pork delicacy, as the "Best Pig" on its Best of Asia 2009 list.
According to TIME, the idea for hailing "lechon" came from celebrity TV chef Anthony Bourdain, well-known for his voracious taste for all things pork, who declared the Cebu lechon as "the best pig ever" on his hit travel-food show "No Reservations."
"Many viewers were as surprised by the hyperbole as by the country he situated it in. But not Filipinos, among whom the zenith of porky perfection is an indisputable fact. It was just a matter of time before the rest of the world found out," said TIME writer Lara Day on the magazine's write-up.
Day went on to describe how the delicious delicacy is prepared with a variety of stuffings and spices, and eventually cooked slowly over a coal-fire until it is golden brown and crispy on the outside and juicy on the inside. "You could call it the Platonic ideal of a pig, but it's doubtful if Plato, or even an entire faculty of philosophers, could have imagined anything so exquisite," she wrote.

CEBU, Philippines - Despite the global financial crisis, American multi-national company Goodyear remains optimistic of its Philippine market operations putting up new outlets under its latest retail network brand, Goodyear Autocare.
Goodyear recently opened Cebu Wheelmasters Autocare, the newest addition to the company’s nation-strong branded retail network located at the North Reclamation Area.
The concept of Goodyear Autocare was first introduced to the Philippine market in 2007 serving as a one-stop-shop total care center offering specialized tire and automotive services, said Goodyear Philippines marketing director Ramon Miguel M. Barredo in an interview.
He said that the concept is unique because it’s the first of its kind in the tire industry especially that most formats in the market are not driven by tire manufacturers.
Barredo added that as consumers’ preferences start to evolve along with cars, they have reformatted and repositioned their service centers and stores in the Goodyear Autocare brand so that they can convey that they offer more than just tires but a one-stop-shop service.
“This new brand will revolutionize the car maintenance and repair industry. We invite driven individuals to be part of our Goodyear Autocare network to enjoy benefits of being part of the world’s largest tire company through our superior training programs, exceptional business systems, innovative service offerings and exclusive access to the Goodyear brand,” he said.
Currently, Goodyear Philippines has more than 100 branded retail networks all over the country and despite present issues concerning the global financial crisis, the company continues to be bullish in seeing growth through expansions.
“We continue to look for opportunities. This new outlet is a testament of our continuing partnership with our dealer networks and we are proud of having the widest network in the county. We continue to work with our partners to find ways to better service our customers as they evolve,” said Barredo.
He said that despite the slowdown in the market, they continue to evaluate various locations for viability in opening up more outlets.
Barredo said that in as far as the Cebu market is concerned; they have noted it to be a dynamic market as new developments continue to open up more opportunities for growth for companies like Goodyear.
He also said that despite being an American company, they did not see that the crisis in the US had a direct impact to their business operations worldwide as they continue to thrive.
He said that their constant product innovations anchored the continued growth of the company.
Last year alone, the company launched five new tires for different purposes and different vehicles here in the Philippines and Barredo said that they will continue to release new innovations in the market that will revolutionize the industry.

CEBU, Philippines – As consumer preferences and lifestyles change through time, supermarket suppliers are encouraged to develop better packaging innovations to cope with stiffer market competition.
In a seminar during the World Food Expo (WOFEX) Visayas 2009 3rd Food Processing, Packaging and Food Service Expo held at the Cebu International Convention Center, Roy C. Chua, the vice president of the Philippine Amalgamated Supermarkets Association (PAGASA) discussed the topic on “Marketing of Supermarket Items Thru Packaging: The 5th “P.”
Chua discussed the difference between a convenience store and grocery from that of a supermarket and a hypermart or a warehouse club.
He said that convenience stores were designed to capitalize on the consumer attribute of convenience and not necessarily on price and variety because it provides “on-the-go” consumption and because of its smaller size, it can squeeze into high traffic metropolis.
While groceries capitalize on convenience and not on price but it has improved variety and supermarkets on the other hand focus on price and variety, which is two to three times wider than that of groceries.
Warehouse clubs or hypermarts on the other hand, which is a much bigger version of the supermarket focus on complete variety of fast moving items with lower prices and bigger value plus with a wider range of item per category.
Chua said that it is important to realize the distinction between these retail outlets so that potential suppliers could tap into the specific markets and consumer needs that are being catered to by these different store categories.
He said that for potential suppliers and entrepreneurs who want to display their products in supermarkets, owners look at the following qualifications: company and product track record, product category whether it is a sunrise and sunset goods; product innovation and advertising support; in-store promotion and support as well as the terms and conditions of the selling.
“Supermarket owners would want to be the first to display new items and they look for uniqueness and differentiation in every product they put on display. If you have a sunset product then it will have lesser opportunity than sunrise products which are fast moving,” said Chua.
He stressed that the most important feature of a particular products’ packaging that supermarket owners look for is innovativeness.
Chua said that for suppliers to be successful in penetrating retail outlets, they should have better and nicer packaging against competitors.
“Rather than you go with the norms, the aesthetic, attractiveness and saleability of your product’s packaging against existing product will also give your product big chances to be noticed. The relevance and advocacy of your product will also give you an edge. You will have a hard time penetrating retailers if your product has no relevance in the industry or in the competition and if you do not provide solutions to consumer problems,” said Chua.
He said that there should be product innovation in terms of material, function and durability because these products are handled by different people before it goes on display so it must be able to preserve the product.
Another is product innovation in size and shapes so that it will be more attractive against competing brands in the shelves and should be visible considering the throng of products displayed.
He said that among these latest material innovations are the sachetized packaging for smaller quantity and the doy packs which provide better handling and stacking.
“We emphasize that packaging innovation is not a pocket science technology. It’s how well you observe the changing lifestyle and needs of Filipino consumers. Things evolve rapidly so you should catch on how things are changing to spot the needs of consumers. Supermarkets these days want to innovate so they can recreate the supermarket experience of consumers,” stressed Chua.
PAGASA addresses the basic concerns of the industry from varied issues with greater impact to both retail owners and consumers and through position papers and organized rallies, the group expresses itself as a voice in the supermarket industry that caters more for the mass market.
Right now, the organization has 300 member stores operated by less than 100 companies and here in Cebu, their member include the Prince Warehouse Club chain of retail stores.

Tacloban City—11-year-old Gia Bucag of the Central Visayas Atlhetics Association (CVRAA) squad got the surprise of her life as she won the first gold medal in the the Palarong Pambansa 2009 yesterday at the Leyte Sports Developmental Center.
Bucag ruled the javelin throw elementary girls event in her second attempt with a distance of 35.4 meters.
Elisha Mae Cabuguason of Region VI finished second while National Capital Region’s (NCR) Caren Magay settled for a bronze.
“I am happy that I won the first gold medal for Central Visayas, ” said Bucag, who is the eldest daughter of Jaime and Maribeth of barangay Nangka, Balamban, Cebu.
However, in her second attempt to win a gold, Bucag’s bid fell short as she faltered in the shot put event after suffering from a headache. The gold went to Rowena Navarasa of Caraga Region with a distance of 8.95 meters.
The office of Cebu Governor Gwen Garcia, meanwhile, said the province is very proud of Bucag’s feat and will be giving a cash incentive of P15,000 to the athlete. This will also apply to all athletes from the Cebu Province competing in the country’s biggest mass-based sports development program.
In the other games, Region VI (Western Visayas) won two gold medals behind Nino Espinosa (long jump) and Ivan Jey Sucaldito (triple jump).
Region I (Ilocos Region) bagged a gold in the secondary girls javelin throw while Region IV’s Jeffrey Caballes took the gold medal in the triple jump elementary boys.
Region II (Cagayan Valley) also got a gold medal in the discuss throw elementary through the efforts of Jonathan Grefalda.
Meanwhile, President Gloria Macapagal-Arroyo will formally open the games at 10 a.m. today.
Other noted politicians who will be attending are Mar Roxas, Manny Villar, Ed Angara, Panfilo Lacson and Loren Legarda.
Games will resume after the opening. Four gold medals are at stake in the athletics coming from the javelin secondary and elementary boys and high jump in the secondary and elementary boys.

CEBU, Philippines – Cebu City was chosen, among 62 metropolises around the globe, as one of the two locations for the global finance shared services center for accounting and reporting of the multi-national transportation company Bombardier Transportation.
In a recent ceremony, Bombardier Transportation formally opened its Global Finance Shared Service Center for Accounting and Reporting here in Cebu at the 14th floor of the new TGU Tower in Asiatown IT Park with 20 employees that is expected to grow by 150 in 2014.
Bombardier Transportation is a world leading manufacturer based in Canada engaged in innovative transportation solutions from commercial aircraft and business jets to rail transportation equipment, systems and services.
Bombardier general manager and director for finance accounting and reporting Heiko Kafer said that after months of training their local based accountants, Bombardier Transportation will migrate transactional activities in Cebu for the English speaking countries and Asian countries this October while the other one located in Cluj, Romania will service European countries requiring different language capabilities.
He said that the primary objective of moving to a Finance Shared Service Approach is to better focus on internal customers, enhance business support, improve and standardize processes, centralize accounting expertise, improve competitiveness and ensure increased quality of balance sheet and financial results delivered to the market.
Meanwhile, the company’s VP Finance Shared Services, Accounting and Reporting Olivier Guitton underscored that their Finance Shared Service center in Cebu will be sustainable and successful because people are the basis of their excellent delivery of services.
“Cebu was chosen among the 62 cities because in Cebu there is an availability of highly qualified accounting staff at competitive cost who are used to a shared service mentality so we can ensure excellent delivery of services and support for our business for the worldwide market,” said Guitton.
Kafer said that the search for the location of their two Finance Shared Service centers started in August of last year and they have searched cities from all over Europe and Asia.
Among the shortlisted countries included Chinea in India and Kuala Lumpur in Malaysia but Cebu was chosen because of its customer-oriented and service oriented culture.
Governor Gwendolyn Garcia said the launching stressed that the choice of Bombardier to locate one of its global financial center here in Cebu shows the continued confidence of foreign investors to Cebu as an area of growth.
The presence of Bombardier Transportation in the country has been started since 1996 as the company landed contract for the signalling system of the Metro Railway Transit (MRT) and now they are targeting several projects in Manila which includes the Line 8 project which runs from North Avenue to the East of Manila for rolling stock or the trains itself and the signalling systems.
They have also supplied Q400 and Q300 commercial aircraft to Philippines Airlines’ low cost segment PAL Express.
Bombardier Transportation has presence in over 60 countries and has so far installed base of over 100, 000 vehicles worldwide.
It offers the broadest range of product portfolio and is recognized as the leader in the global rail sector as well as the aerospace industry.
Its revenues for the fiscal year 2008 was at $17.5 billion in which $9.7 billion or 55 percent was gotten from its aerospace segment and $7.8 billion or 45 percent from its total revenues was taken from its transportation segment.
Bombardier Transportation is traded in the Toronto Stock Exchange and is listed as an index component to the Dow Jones Sustainability World and North America Indexes.

CEBU, Philippines – The Asian Development Bank through the Cities Development Initiative for Asia submitted yesterday the results of the six months technical study it made on several needed infrastructures at the South Road Properties.
Foreign consultants led by Peter Cumming, CDIA-SRP team leader, said that the results of the initial study are very promising as these entail provisions from both technical and organizational aspects.
“The results really are promising, it’s the nuts and bolts recommendations which are up for the city to take,” Cumming, the one responsible for the master plan of Dubai City, said.
CDIA, he also said, is negotiable for further planning, engineering and financing.
“Now is the time that developers are starting to make a commitment at the SRP, so it is best to have these provisions from roads, to water to power,” Cumming added.
He said that their recommendations include an open space for parks and the green technology like the dual water system and the district cooling.
Cebu City administrator Francisco Fernandez said that in the next two weeks, the city government will decide which among the recommendations will be considered.
As to the organizational structure, Fernandez said it is included among the recommendations to be considered.
He said the SRP Project Monitoring Office is “applicable for today”.
“Who knows in the next 20 years, so we may consider a private entity or a corporation to look after the SRP,” Fernandez said.
He also said that the city is just grateful that they had availed of world-class advices from world-class consultants.
In the next months, the city may opt to proceed with CDIA’s Phase II, involving detailed studies prior to the implementation stage.
Last year, the City Council authorized Mayor Tomas Osmeña to sign the Technical Assistance Agreement with the CDIA.
Osmeña was authorized by the Council through SP Resolution No. 08-329 dated August 13, 2008 to seek assistance from the ADBank through its CDIA for project development and financial structuring of the SRP.

Mariner's Court holds topping off ceremony

CEBU – A topping off ceremony of the Japan Seamen’s Union-Philippines Seafarer’s Union Mariner’s Court was held yesterday at the Associated Labor Union-Trade Union Congress of the Philippines complex in Pier 1, this city.
The structure worth P16 million is considered to be the unions’ first grand project in the Visayas.
In 2005, the JSU and PSU agreed to construct the Mariner’s Court-Cebu under the JSU-PSU training levy fund.
Joji Fujisawa, JSU president, said that the Mariner’s Court will “definitely benefit Filipino seafarers and their dependents for better welfare services.”
Fujisawa is also thanking PSU for “fulfilling a key role as labor supply country for seafaring career” and “sparing no efforts in order to improve working conditions, develop maritime skills, and provide welfare services for Filipino seafarers.”
PSU is an industry union federated to the ALU-TUCP.
ALU-TUCP spokesperson Joy Lim said that the union considered this a milestone and significant for the reason that the said building will house the union’s office and that of the seafarers who will undergo upgrading training.

Close this MANILA, Philippines – It was one of the hottest tickets of the week, palanggas, when over 400 Negrenses and Ilonggos residing in Manille, plus brilliant young achievers and entrepreneurs from Cebu, Roxas, Dumaguete and Davao, came in full force to the “Balay ni Mar” in Cubao for the launch of Ilonggos for Mar—a group that aims to support Senator Mar Roxas’ candidacy for president.
There were two long buffet tables with tons of Ilonggo food and endless socializing among the crowd, all of them hungry for “true and real change,” which they firmly believe would come if senator Mar is elected President, palanggas.
Ilonggos for Mar is not just there to help out in the campaign, but also to come up with various projects that will help fellow kasimanwas with medical missions, livelihood, education, etc., palanggas. This the senator explained in his speech to the cheering crowd. The speech was followed by dancing—a sure sign that the election fever has started, palanggas.
Among Negros and Iloilo icons I sighted were the likes of SRA’s Arsenio “Buc-An” Yulo; Jose Mari and Steven Chan; the Osmeñas, represented by vivacious Georgia O (who jetted in from Cebu and excitedly told us she is running for mayor of Cebu against her sister-in-law, Margot Vargas, wife of Mayor Tommy Osmeña who is on his last term—ooops!); Meralco’s top honcho Manolo Lopez; former senate president Franklin Drilon; that blue-blood lady of ladies Cecille Yulo Locsin; plus so many others like them.
It was definitely a happening night, with Ilonggos and other southerners from different generations coming together to work for change and a better country. The hit song “Stand by Me” is now “Stand by Mar,” palanggas!
Sandro Tengco graduation bash
Now this was one bash that was way out of my league. But I tell you, palanggas, moi totally enjoyed it.
Smart and handsome Sandro R. Tengco, 14 years old, recently celebrated his graduation from Southridge School with a super fun bash at the popular Kublai’s Rock in Magallanes Village, owned by Poch Camahort and Bito Manticon. They closed the place for Sandro’s exclusive party for his Southridge batch buddies and pals from Xavier and Xavier De la Salle Zobel.
No booze was served, only soft drinks and lots of superb heavy bar-chow, like calamares, gambas, chicken and chorizo croquetas, buffalo wings, and the yummy Mongolian BBQ.
The music rocked the dance floor, with teenagers dancing like there was no tomorrow, dahlings. At one point, when Mick Jagger’s song “Can’t Get No Satisfaction” was played, Sandro Marcos—in town vacationing from his schooling in London—dashed out of the club and grabbed his mom Liza Araneta Marcos’ arm.
Other mothers and fathers of the invitees also burned the dance floor, while some just sat outside the open patio of Kublai, content to see their kids having a grand and wholesome time.
The host’s parents, creative florist and culinary whiz Carla Reyes, and husband, business entrepreneur and restaurateur Al Tengco, made sure all the invitees went home by 12:30 a.m. with their parents, or were picked up by mom or dad.

Yes, the 2-wheeler tartanilla's used to be king of the road in Colon. I remember too on the newer picture the very spot where I got my pocket picked in 1981.
Also, right there where Gaisano Metro is, there used to be this "bayot boang" who would roam around this area and just grab the crotches or kiss or pinch any guy passerby that he would take a fancy on. I was one of the victims and I never heard the end of it from my cousins.

He boarded a trisikad when he visited the Dumanjug municipal hall shortly afternoon yesterday.
Although dressed in a t-shirt and denim pants, people scampered to meet the young Briton and
have their picture taken with him.
Is he really Prince Harry, the youngest son of The Prince of Wales and Diana, Princess of Wales?
Dumanjug Mayor Cesar Baricuatro had the impression that his visitor was a member of the Royal family.
"If he is indeed Prince Harry. I'll be very proud that he visited our place," Baricuatro told CDN in a phone
interview last night.
Baricuatro said that word spread in his town of the prince's visit a few days ago.
He was gold that Harry was part of a gorup of about 20 teenagers, most Tagalog speaking, who are helping
to repaint the classrooms of the Dumanjug Central School.
Nobody know where he spend the night since he is brought and fetched to and from the school by a private
vehicle.
The others have set up tents on the school grounds where they sleep, said Baricuatro.
Baricuatro said he finally met the "prince" when Harry paid him a courtesy call yesterday afternoon.
Harry was accompanied by a certain Eric who spoke Tagalog.
The prince and his companion arrive at the municipal hall on board a trisikad.
He said he asked his visitor how he should address the Briton.
"Just call him Harry," said Eric told the mayor.
Baricuatro said he tried to ask Harry about their visit and offered to hold a party for his group, but
his visitor gave brief replies like "yeah and "no".
Eric also apologized that they were able to make the courtesy call yesterday since they were busy with
preparation and the repainting.
Baricuatro said that Eric nor Harry did not ask for anything from him. Eric had just told him that they
wanted to be left alone so that could continue their work.
Their conversation was cut short because the crowd including his family members started to gather in his
office to catch a glimpse of his visitor and have their pictures taken with him.

CEBU, Philippines - Cebu will have its own “economic stimulus” in the form of real estate, as this is expected to shield the province from being contaminated from the global economic weakening, this according to Chamber of Real Estate and Builders Association Inc. chairman Jimmy Cura.
The “still” active real estate in the country, specifically Cebu is seen to provide more jobs for Filipinos, as industry projects could trickle down to more job opportunities.
Because of this, real estate developers through Creba, hopes that the government will immediately come up with an efficient housing program that will not only address the housing backlog of the country but also to create jobs, specifically for the increasing number of displaced workers.
In Cebu, Creba-Cebu president Jose Soberano said that there are a lot of emerging real estate opportunities in tourism that industry players can take advantage of, aside from the promising housing sector.
“Significant growth in annual tourist arrivals especially for Cebu, have led to more condominium and condominium-hotel projects, mostly owned by foreigners,” Soberano said.
Cebu will actively partner with the Department of Tourism’s (DOT) “Live Your Dream Campaign” that encourages foreigners to invest in condominium units in the Philippines instead of regularly paying for hotel accommodations during their visit here.
Moreover, Cebu Investments Promotions Center (CIPC) managing director Joel Mari S. Yu also said that Cebu can attract more foreign direct investments by exploring and improving the information and technology sector.
Cura, however, calls on the government to speed up infrastructure projects such as airports, bridges and road networks, which are vital to the real estate industry.
“Infrastructure for tourism is woefully lacking,” Cura lamented.
Coral Point Development Corp. president and Creba-member Efrain Pelaez pointed out that Cebu, in particular, is “missing a lot of tourism infrastructure” such as concrete roads to Cordova and around Mactan Island, as well as the lack of drainage facilities.
Also, Cura emphasized that the multiplier effect of developing the country’s real estate sector reflect on the jobs generated such as for instance a single house being constructed would employ 60 people.
Cura is confident though, that once the infrastructure projects are carried out, the Philippines could easily lure in 10-million tourists annually. — Ehda M. Dagooc

THE Cebu unit of the Lopez-owned SkyCable Corp. is now studying a plan to bring the “digital signal” to Cebu households and businesses sometime next year.
This is in line with the company’s plan to shift its technology from analog to digital and offer affordable packages to more price-sensitive markets, said SkyCable Cebu general manager Ronnie Pacio.
“We believe that the future of the cable TV industry is digital. Gone are the days when (an operator) can only offer one package at one rate. SkyCable is at the forefront of thinking and reinventing the cable TV industry (in the country),” he said in an interview last week.
He also pointed out that digital cable TV will address the varied preferences of customers and enable SkyCable to tap price-sensitive sectors to increase its subscriber base.
For SkyCable Cebu’s technology shift, Pacio estimated an initial capital of P15 million to P20 million.
Through the digital signal, customers will be provided with clearer pictures. It will also allow them to view schedules of shows of a particular channel without losing the channel they are watching. At the same time, it will enable them to organize the channels according to their preferences.
For SkyCable Cebu, on the other hand, the digital signal will allow them to “tailor-fit” channels into affordable packages
according to preferences and budget of customers, said Pacio.
“Cebu, in general, is a price-sensitive market. And they always look for balance in the price and quality of a product,” he said.
The cable TV company is also expecting an increase in card sales for its SkyCable Prepaid (formerly C-load Prepaid Cable TV) as a result of reduced consumer purchasing power due to the global financial crisis.
Pacio disclosed that their prepaid service, which targets the working class, households with children and price-sensitive groups, is contributing more than 10 percent of their revenues.
Without stating figures, he said the bulk of their revenues still come from postpaid cable television service subscribers.
Another source of revenue for SkyCable Cebu is the SkyBroadband which was launched last year. It comes in plans and bundled packages, including its bestseller Plan 1 mbps with cable TV subscription for P1,999 per month.
Coverage
SkyCable has already covered at least 100 kilometers in select class AB subdivisions in Cebu for this service, which specifically targets those really wanting faster broadband connection.
The implementation of SkyBroadband in Cebu cost them P30 million, said Pacio.
“We are continuously expanding. We want to grow our cable, both prepaid and postpaid, as well as our broadband service as we align our operations with SkyCable Corp. and as we plan to bring digital cable TV to Cebu,” he said.
Upgrading
SkyCable Cebu coverage areas include Cebu City, Mandaue City, Lapu-Lapu City, Minglanilla, City of Naga, Talisay City and Consolacion.
Pacio said they have no current plans to expand their coverage areas since they are still focused on upgrading their plant and their lines to offer broadband in more areas and digital signal in the future.

CEBU, Philippines - A story that appeared in a local newspaper yesterday about “Prince Harry” being in the southwest Cebu town of Dumanjug led incredulous reporters on a 65-kilometer wild goose chase.
They were driven as much by the need to disprove what could only be a most preposterous tale as by the nagging thought that, what if, wonder of wonders, it was true.
Before the day was over, however, the truth, which should have been obvious right from the start, was out — the 24-year-old fun-loving Prince Harry, third in line to the British throne, was not in Dumanjug, never was, and probably never will be.
Instead, the young caucasian male with a British accent who showed up in Dumanjug turned out to be an entirely different person who may not even be called Harry.
According to the latest news that tracks royal celebrities dated April 28, the real Prince Harry is set to take part in a charity polo match on his first royal tour of the U.S. next month.
It is a trip expected to spark scenes of hysteria as Harry is one of the most popular members of the Royal Family, and has a huge following in America.
Stories of his exploits and romantic entanglements frequently make the front pages of some of the world’s best-selling magazines and newspapers.
But who was it who modestly agitated the relative quiet of the town of Dumanjug, that even its mayor, Cesar Baricuatro, was reported by Cebu Daily News as being of the “impression that his visitor was a member of the Royal family.”
The Cebu Daily News reported on its front page yesterday that Baricuatro “finally met the prince when Harry paid him a courtersy call.” The mayor was reported as having actually asked the young man “how he should address the Briton.”
But it was a more uncertain Baricuatro who met with other reporters following up on the story yesterday.
“I don’t know. Your guess is as good as mine,” he said when asked if the young man was really Prince Harry.
“Everybody was saying he looked like Prince Harry but when I asked (the group that accompanied the young man) they won’t deny nor confirm,” said the mayor.
According to the newspaper report, the group of “Harry” went to the mayor’s office Tuesday afternoon for a courtesy call. The young man did bear a striking resemblance to Prince Harry, and when asked what his name was, a man named Eric Santos, who claimed to be the supervisor of the group, offered that he be called “Harry.”
That apparently triggered the entire imbroglio about the presence of the “heir to the British crown.”
But just who was Dumanjug’s “Prince Harry?”
He and his group are apparently members of a volunteer group and they went to Dumanjug to undertake some repainting of classrooms at the Dumanjug Central School. Baricuatro said the group paid a similar visit to the town in 2001 but no “Prince Harry” was with them at the time.
“He is so refined, so respectful. His personality exudes that of someone with royal blood,” said Minerva Zozobrado, principal of the school, where the had been working since April 23.
Zozobrado herself believes it is “Prince Harry” who is in her school and has even had her picture taken with him.
When reporters descended on the school yesterday, the “prince” made himself scarce, jumping off a scaffolding where he was perched while repainting and running to a classroom from where he was not emerged.
Santos and the other members of the group refused to elaborate on the real personality of the “prince.”
“He wants his privacy. We should all respect it,” Santos said.
Baricuatro, however, will not move against the group even if it turns out to be a hoax, saying they have not done anything wrong. They did not ask for any money and they bought their own materials for the repainting project.
The group is expected to depart today.
So, is the “prince” really Harry or not?

CEBU, Philippines – The Asian Development Bank through the Cities Development Initiative for Asia submitted yesterday the results of the six months technical study it made on several needed infrastructures at the South Road Properties.
Foreign consultants led by Peter Cumming, CDIA-SRP team leader, said that the results of the initial study are very promising as these entail provisions from both technical and organizational aspects.
“The results really are promising, it’s the nuts and bolts recommendations which are up for the city to take,” Cumming, the one responsible for the master plan of Dubai City, said.
CDIA, he also said, is negotiable for further planning, engineering and financing.
“Now is the time that developers are starting to make a commitment at the SRP, so it is best to have these provisions from roads, to water to power,” Cumming added.
He said that their recommendations include an open space for parks and the green technology like the dual water system and the district cooling.
Cebu City administrator Francisco Fernandez said that in the next two weeks, the city government will decide which among the recommendations will be considered.
As to the organizational structure, Fernandez said it is included among the recommendations to be considered.
He said the SRP Project Monitoring Office is “applicable for today”.
“Who knows in the next 20 years, so we may consider a private entity or a corporation to look after the SRP,” Fernandez said.
He also said that the city is just grateful that they had availed of world-class advices from world-class consultants.
In the next months, the city may opt to proceed with CDIA’s Phase II, involving detailed studies prior to the implementation stage.
Last year, the City Council authorized Mayor Tomas Osmeña to sign the Technical Assistance Agreement with the CDIA.
Osmeña was authorized by the Council through SP Resolution No. 08-329 dated August 13, 2008 to seek assistance from the ADBank through its CDIA for project development and financial structuring of the SRP.

bisan asa ka nga lugar nga dunay dagkong developments, open spaces for parks and the use of green technology is more like a given expectation from its citizens. in this day and age of global warming and climate change, more and more people are conscious on how progress and development will create havoc on mother nature. i hope the city administrators will follow the world bank/adb suggestions in order for cebu's srp to become a model in the country and of south east asia. but im opposed to the idea tha srp will be patterned after dubai city.

MANILA, Philippines – Filinvest Land Inc. (FLI), the real estate unit of the Gotianun family, is gearing up for a major expansion program this year with P5.3 billion allotted for its capital expenditures, an increase of 29 percent from the previous year’s P4.1 billion.
At the sidelines of the company’s stockholders meeting yesterday, FLI president Joseph Yap said the money will start up plans to develop five to six mid-rise buildings, two BPO buildings, the first phase of the P25-billion township on a reclaimed land in Cebu City, and its first high-rise residential project, The Linear.
These projects will be funded using internally-generated cash and bank borrowings, he said.
Yap said demand for housing will remain robust in spite of a tough business environment. “We remain financially prudent and cautious in our undertakings but at the same time ready to take advantage of opportunities when they arise and strengthen our company’s position as the leading provider of mass housing in the country,” he said.
In fact, sales reservations for the first two months are on the upside, rising 15 percent year-on-year to P1.3 billion from P1.15 billion in the same period a year earlier.
Yap said the company is launching 29 new projects and phases this year, estimated to generate around P7.4 billion in sales across all market segments.
FLI plans to launch more phases in its ongoing mid-rise projects in Ortigas Extension and Marcos Highway in Pasig City, as well as in Davao and Cebu. It will also launch a similar project in Sta. Mesa, Manila.
For its socialized housing projects, the company is readying new projects within Ciudad de Calamba as well as new phases in existing projects in Batangas, Cavite, Tarlac and Pampanga.
The Linear, on the other hand, will comprise two high-rise residential towers offering a total of 1,600 affordable units. Estimated to cost P1.5 billion, the Makati project will be developed in four stages, with the first phase involving the construction of the first 324 units.
For its Cebu project, FLI has signed an agreement with the Cebu City government to develop 50.6 hectares of the South Road Properties (SRP), a 300-hectare reclaimed property, into a mixed-use complex. The project will be developed in four phases over a 20-year period with FLI contributing the development costs as well as the marketing and management services.
Another 10.6 hectares will be purchased outright by FLI, which will be transformed into commercial or retail spaces, offices and condominiums and hotels.
Yap said the masterplan for the SRP is now being finalized with the first project expected to be launched by yearend or early 2010.
As for its BPO projects, under construction are two buildings at Northgate Cyberzone — Vector One and Vector Two — which are slated for completion within the year and will add another 35,600 square meters of gross leasable area. This should increase the group’s office building portfolio to nearly 168,000 square meters.

Yes, the 2-wheeler tartanilla's used to be king of the road in Colon. I remember too on the newer picture the very spot where I got my pocket picked in 1981.
Also, right there where Gaisano Metro is, there used to be this "bayot boang" who would roam around this area and just grab the crotches or kiss or pinch any guy passerby that he would take a fancy on. I was one of the victims and I never heard the end of it from my cousins.

CEBU CITY – The Central Visayas office of the Land Transportation Franchising and Regulatory Board (LTFRB 7) is still waiting for the official guidelines on the implementation of the taxi meter receipts from its main office in Manila.
LTFRB 7 Director Romulo Bernardez said implementation of the taxi meter receipt will kick off sometime in July although taxi operators in Cebu have asked the LTFRB to defer it to 2010 due to the high cost of a taxi meter receipt machine.
“It’s up to our main office if they would give in to the demand of the taxi operators but the Supreme Court has already ruled in favor of the implementation, which should have been done a long time ago,” Bernardez told Manila Bulletin Wednesday.
He said the LTFRB appealed to the SC in 2003 for the implementation of the taxi meter receipts but it was only recently that the high court ruled in favor of the implementation.
As soon as he gets the copy of the implementing guidelines, Bernardez said he would meet operators in the region and discuss the guidelines. Around 6,000 taxi units operate in Central Visayas, mostly in Cebu, said Bernardez.
Taxi meters with receipt are currently used in various countries around the world, he said. In the country, meters with receipt must be bought only from stores accredited by the LTFRB and the Bureau of Internal Revenue (BIR).
Operators who refuse to issue receipts will be fined P1,500 beginning in July. Multiple violations would result in franchise cancellation.
