THE Dancesport Team Cebu City made its commanding presence felt in the Atlanta Open dancesport competition and fished 50 golds at the Hyatt Regency in Atlanta, Georgia over the weekend.

The 10-member team was a strong force in the competition, while most of the other 122 teams were only represented by a handful of dancers.

Junior pair Kristy Kim Velez and Inoue Roi Rendon continued to rock the US as they won the Amateur Youth Standard, Open Gold International Chachacha, Samba, Rumba, Paso Doble, Jive and the Amateur Youth Latin.

Rica Alix and Renante Saldua, Albert Corro and Hanna Jane Diluvio, Anselmo Estillore and Mae Lozada and Loloi Rendon and Eleanor Hayco also won in all the events they competed.

Each pair danced in at least eight events.

Though the team is just in its second stop in their second US Competition Tour and Roadshow, they have surpassed the 67 gold medals they won in their first US trip in 2007.

The Cebuanos also won 25 gold medals in LA the other week.

“It was a defining moment for the Dancesport Team Cebu City at the second leg of the their US Dancesport Open Circuit,” DTCC founder Ed Hayco said in a text message to Sun.Star Cebu.

Hayco added that the two competitions are the biggest in the US and at least 4,000 athletes joined them.

“Cebu was placed in the limelight during both events when organizers paid tribute to and recognition for Cebu’s phenomenal victory,” Hayco said.

Because of their emphatic feat, Hayco said, the Cebuanos earned the respect of both the Filipino and American spectators.
The team will be in New Jersey later this week for a four-day Advanced Dancesport training workshop.

The DTCC US road show serves as a sales mission in preparation for the third Cebu IDSF Open DanceSport Championship on Sept. 26, 2009 at the Waterfront.

PGMA signs tourism law in Cebu, RP's tourism capital

President Gloria Macapagal-Arroyo signs Tuesday (May 12) the Tourism Act of 2009 in Cebu City, the country’s tourism capital. The signing into law of the tourism bill will coincide with the opening of the newest and one of the biggest hotels in the southern island province.

Press Secretary Cerge Remonde said the President will sign the law “in a very special ceremony at the tourism capital of the country, which is my home city, at 12 noon in conjunction with the inauguration of the new Imperial Hotel in Cebu.”

The President will also hold the Cabinet meeting in Cebu City on Tuesday.

cebu is really a tourism supermaster! :master::master:

and because of this, MCIA needs to have a major physical transformation to justify cebu's confirmation as the country's tourism capital!

2010 is coming...And we know, nga mao na ang panahon nga ma-ilisan na si Tomas. Unya kining BRT, kang Tomas baya gud ni nga project, duna ba posibilidad nga dili ni madayon kung dili ally ni Tomas ang molingkod as mayor sa Cebu?

Hahay, kanindot kung sa 2010 and after, mao ni mahitabo:

- reconciliation between Cebu City LGU and Cebu Province LGU...Way labot ang mga Sugboanon, kay united naman gud ta, sa una pa.

- sa development side, maayo unta iprioritize sa city ang SRP, BRT, revitalization sa downtown ug pagpalambo/pag-atiman sa mga heritage sites within sa city.

- weakness sa Cebu ang agriculture, pero hinaot kabuhatan ni pamaagi sa Cebu Capitol nga ma-motivate ang mga tawo to go into farming. Basin in the future, pwede ta maka-export og kapayas, mangga, saging, karneng baboy, karneng baka (especially marbled beef) ug uban pa. Sa fishery pud, dako pud baya ta og potential sa prawn farming, bangus farming, alimango farming ug tilapia farming. Medyo kulang lang gud og promotion/motivation ang Cebu sa ani nga side.

city last may 8 and attended the Cebu City BRT Studies Coordination Confe-
rence at the Park Lane Hotel yesterday. he is on a 15-day tour in Asia which
included the ADB Rountable in Transport in Bali, indonesia, visited 2 cities in
indonesia to speak about people friendly cities and the BRT there, before
proceeding to singapore upon their government's invitation to speak about
the BRT. he told me there is a possiblity singapore may have a BRT soon.
he is proceeding to manila tomorrow to have two meetings there nefore
going back to bogota.

Good for IAFT and Cebu...but i think there are so many things IAFT needs to improve on...i know many talented post production professionals leaving IAFT.
I don't think they have much influence on Philippine Cinema...their scripts even have to be in English. Their culture is very western. They should be the ones spearheading the revival of Cebuano Film and Phil Cinema. They should make Cebuano Films, Filipino Films. It's good that we have many good indie filmmakers.. naa daghan na contribute..like.. special mention Ruel Antipuesto..if you know him...


Bitaw noh, murag, kevs ra sila sa local film industry. Siguro unta, as a way of giving back to the community, maghimo sila ug Visayan or, sige, Tagalog movies a couple of times a year. We might say nga enough help na na sa community ang pag-hatag nila ug employment opportunities sa mga Cebuano, but come to think of it, asa pa man diay sila mangita ug tawo? Bitaw, bitaw, grateful man ta ani nila, but, maayo unta makatabang pud sila sa ato film industry, para dili lang kanang mga "BFF" or "A Very Special Love" ato makit-an pirmi. Hehe.

If you happen to join the SSC meet.. you could see na the Mactan Shoreline from Pta. Engano up to Marigondon Area is fast rising.... daghan na kaayo existing and under construction na structures. i think kadto naka picture si @jarenz and technoblaze will post the picture here na pede pang banner..

the best things pa jud mga bai... kay ang Mactan Shoreline.. mahimo syang backdrop when you go to different white sand island beaches and resorts on different islands sa Lapu-Lapu and even up to Bohol. the view is so amazing and refreshing, you will always be proud of being a Cebuano..

when we stay in a place long enough, especially where we were born and/or
lived all our lives, we tend to form opinions on its current state from the view of
a resident, influenced by prevailing public perceptions and events which led us

^^ Sir Nigel, I hope the BRT would be carefully planned for Cebu unlike MRT. I hope it could accommodate future traffic for at least 10 years...I'm fearing of over-crowded terminals and bus stops like those of the MRT of Manila.

President Arroyo signs into law Republic Act 9593, or the Tourism Policy Act of 2009, during the One Visayas Summit on Climate Change at the Imperial Palace Waterpark Resort Hotel in Lapu-Lapu City yesterday. MACTAN, Cebu, Philippines – President Arroyo has signed into law the National Tourism Policy Act of 2009, which aims to solidify the status of the tourism industry as an engine of growth and development.

The President chose to sign Republic Act 9593 at the new Imperial Palace Waterpark Resort and Spa here to emphasize the emergence of Cebu as the country’s premier tourist destination.

Under the new law, the Department of Tourism (DOT) and its attached agencies will be strengthened in order to effectively and efficiently implement the national policy of tourism.

The Philippine Convention and Visitors Corporation (PCVC) will be reorganized as the Tourism Promotions Board (TPB), a corporate body responsible for the marketing and promotion of the Philippines as a global tourism destination, highlighting its tourism products and services.

The Philippine Tourism Authority (PTA) would now be known as the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), a corporate body mandated to designate, regulate and supervise tourism enterprise zones (TEZs) as well as develop and supervise tourism projects in the country.

Duty Free Philippines will also be reorganized and renamed the Duty Free Philippines Corporation (DFPC), a corporate body mandated to operate the duty- and tax-free merchandising system in the country.

R.A. 9593 provides that the TPB and TIEZA will each have capitalization of P250 million subscribed by the national government.

Funding for TPB will be sourced from investment earnings from the Tourism Promotions Trust; appropriation from the national government of not less than P500 million annually for at least five years from the time of its constitution; 70 percent of the 50 percent net income of the DFPC accruing to the Department; at least 25 percent of the national government share remitted by international airports and seaports to the National Treasury.

On the other hand, the funding for TIEZA would come from 50 percent of travel tax collections; a reasonable share from the collections of the Office of Tourism Resource Generation; income from projects managed by the TIEZA; and subsidies or grants from local and foreign sources.

The capitalization for DFPC was set at P500 million and funding for its operations will be sourced from internally generated income and other receipts.

New incentives for investors

Tourism Secretary Joseph Durano noted that some new incentives for investors in the tourism sector would be provided on top of the existing ones given by the Department of Trade and Industry (DTI).

Durano admitted that there would be some revenue implications with the new incentives as he noted that investors were already happy with the existing incentives.

“So we just have to iron out with the Department of Finance how we can soften the additional incentives under this new law and we can do that through the implementing rules and regulations (IRR),” Durano said.

He said that the IRR would iron out some of the provisions of the law, particularly the transfer of supervision of some agencies such as the Philippine Retirement Authority (PRA).

Durano pointed out that the PRA would be transferred to the DOT from the DTI under the new law.

“The DOT will also now be a member of the Civil Aeronautics Board and the Civil Aviation Authority of the Philippines so all these moves would have to be coordinated among the concerned agencies,” he said.

Senator Richard Gordon, the principal author of the bill in the Senate, said that the law would “equip the Tourism Secretary and tourism stakeholders with all the power, funds and tools, that if used properly will lead to an exponential growth in foreign tourist arrivals.”

Gordon, in a statement, said that the law would also help the government cope with the harsh impacts of the global financial crisis.

“If we reach four to six million foreign tourist arrivals a year, within two or three years, we will be able to provide enough jobs for new graduates as well as our OFWs who are coming home prematurely because of the global recession,” Gordon said.

Joining the President at the signing of the law were Gordon, Senator Juan Miguel Zubiri, Reps. Raul del Mar, Deputy House Speaker Amelita Villarosa, Cebu Governor Gwendolyn Garcia, among others.

Before signing the bill into law, the President granted an interview to the local media here and delivered a speech during the One Visayas summit forum on climate change.

The Cabinet meeting was also held at the Imperial Palace Resort.

not to dampen everyone's spirits though, but we have to clarify if these tourists arriving in Cebu have Cebu as their final destination, or are merely using it as a transit point to other tourist destinations~

either way, it's still a good thing for Cebu, since nearly everyone of these tourists setting foot in our fair island will get to spend even at least a peso. and furthermore, these figures, as @mainstreamhunter pointed out, should be enough to warrant the expansion and improvement of MCIA, after all, we are now the country's transit capital

p.s. if indeed most of the tourist were simply using Cebu as a jump-off point, then perhaps we can capitalize on this by initiating transit tours that would provide passengers waiting for there connecting flights a chance to explore the city and its environs in a span of a few hours~

p.s.s. i appreciate the efforts of colon business owners in giving their edifices a make-over; however, i strongly suggest that a panel of artists and architects be convened to act as judges who would authorize and oversee developments and construction in the downtown area in order to give it a more uniform look. IMO, the mismatched claddings make the place look tacky

i agree... we need not too analytical about this.. the hotel figures, the continuing expansion and pouring of investment of tourist related facilities in Cebu would speak for itself..

Cebu was never a transit point eversince..tourists who go to Bohol and other places or islands nearby simply just wanted to expand their adventure and explore what other place can offer. After a day or two they go back to Cebu.

thanks... super deep breath dive! hehe, i have yet to learn how to scuba. hopefully i could try that one too. i'm using my Olympus digicam (waterproof) which i normally use before i got my dslr. i didn't bring my Nikon with me during the trip, worried it might get wet. hehe

bata pa ko sige mi ligo dagat every Sunday didto sa mga beaches sa Maribago and Marigondon. i learned to swim sa mga lawom gyud when i was still in grade school. i remember kami sa akong dad ug akong grandpa ni langoy mi from Mar Beach (Marigondon) to Hadsan then balik sa Marigondon. i think Grade 3 pa ko ato, walay sabaldida to ha! hehe. siguro mao gyud na hilig sa mga taga Opon sauna, ligo dagat every Sunday. karong panahuna dili na dagat mag outing, sa mga malls na, lahi na ang lifestyle sa mga people.

araso, i stand corrected about Cebu being a mere transit point

however, transit point or not, my main point is that the people in charge should see it as a big enough reason to move double time regarding the MCIA expansion and the improvement of utilities and infra in our island-province

furthermore, they should also look beyond just the physical components, and look into creating regulations that would make Cebu much more attractive to tourists (i.e. like the one i suggested about creating a committee that would oversee the redevelopment of downtown to make sure that it doesn't look tasteless)

“I made a proposal to already develop the natural gas. The PNOC said it could power a five-megawatt power plant and could last 25 years,” he said.

Salimbangon said he was scheduled to meet with Global Powers officials in the next few days to discuss a plan to put up a power plant in Libertad located about 1.5 kilometers from Poblacion, Bogo City.

Eduardo Gullas called the Department of Energy and the National Power Corp. to conduct a monthly audit of power plants and transmission lines to avoid or at least prepare the public in dealing with day-long blackouts like what happened on April 25, which affected Negros-Panay-Cebu grid.

Tourism committee chairperson Mila Espina said there is a need to reinforce the courage of the players in these identified sectors, in order to strengthen Cebu’s tourism industry, especially that the world is challenged by economic problems.
Tapping the players of these sectors will not be limited within the Metro Cebu areas, but will cover the entire province, enriching the “Suroy-Suroy sa Sugbu” concept.
According to Espina, the committee will reach out to tourism players in the entire province of Cebu, as well as empowering the Local Government Units (LGUs) in each town across the province, to take tourism seriously as huge revenue contributor and provider of jobs.
The concept of countryside tourism will be given an utmost focus this year, she said. Players will be given professional perspective by experts in taking advantage of this opportunity.
Likewise, Espina said the Tourism Congress, which will banner the theme “Explore Cebu!” will also highlight on how to capture the active domestic tourism, which is also regarded as the “savior” of tourism sector, while the foreign market is softening.
Espina said this year’s Tourism Congress will give industry players a boost to tap the countryside tourism potential, by bringing together government and private sector players in the entire Cebu province.
In an earlier interview, National Association of Independent Travel Agencies (Naitas-Cebu) president Jenny Franco said that travel operators in Cebu are now starting to take advantage of the tourism-wealth offered by countryside attractions in the province, particularly its rich history, culture and heritage.
Also during the Congress, which will be held on June 19, 2009 at the Cebu International Convention Center (CICC) will feature a panel discussion on how Cebu could get inspired with novel and lucrative tourism ventures to deal with current economic situations.
Espina said the maiden episode of the PEOPLE (People Enhancing Opportunities, Propelling Leadership Excellence) will also be highlighted during the event.

CEBU, Philippines - Tourism stakeholders in Cebu are set to strengthen the six sub-sectors deemed as the front liners and visitor-drawer of the tourism industry.
These six sub-sectors include; food tourism, sports and adventure tourism, culture and heritage, education (English and Outsourcing), and entertainment and performing arts.
Extensive discussions and learning sessions on the concerns of these sectors will be tackled during the Tourism Congress 2009, which is a major highlight of the Cebu Business Month (CBM 2009) this June.

...i haven't heard theres a natural gas reserve in Bogo (par. Brgy Libertad). but, its good nuh to utilize this as a source of energy in addition to the energy supply of the area...

where is this Brgy Libertad particularly bai? duol ra na cya sa La Paz or dapit Guadalupe?

Tinuod gyud kaau. Wala gyud maau opportunities for performing arts/music diri sa Cebu. Naa pud na sa ato mga officials. If 'arts' is in their blood, for sure mosupport jud na sila.. pero kung 'political power' ra gyud ang naa sa ilang utok..hahay.. pait.. Even ang Pilar Sala Foundation ang Peace Philharmonic Phils. before..during their golden days, naa gyud mga strong supporters na politicians..forgot who. Pero karon, galisod na gyud sila. Ambot unsa na skul ang supportive gyud ani???? Some universities have Theatre Guilds man.. wala lang gyud siguro mga opportunities like trainings with mga professional groups.. Like Repertory Phils. or mga big productions... and 1 thing...wala sa ato culture ang mu appreciate ug mga ingon ani na level sa arts..except sa mga families nga naa gyud ni sa ilang dugo. like Theater and Classical music... influenced kaau ta sa Pop Culture sa Americans. What the school could do is develop subjects na ma ka educate sa mga tao ani and maka learn mag appreciate..AND HOW TO BEHAVE DURING A CLASSICAL CONCERT OR THEATER PRODUCTION.. wa ko nasuko.. emphasize ra na... saba gyud kaau basta naa nay mga block audience from schools. tsk tsk tsk

As one former orgmate of mine (I studied in manila) who also hails from Cebu, the reason she chose theater arts as her degree was because she felt there was a lack of avenue for creative arts in Cebu.

By the way, one way some theater orgs of some univesities in manila give exposure for their members is by requiring them to train with PETA (Philippine Educational Theater Association), Repertory Phils, or even CCP. That way theater and performing arts in general can be seen as a career.

that would depend. It think sectarian schools would be more money-oriented depending on what philosophy the school was established. I feel that most sectarian schools that were grounded on liberal arts and arts and letters are more able to provide courses which are not really in demand in the market today as opposed to those sectarian schools which were founded as science and technology based which tend to provide market oriented courses.

IMO the reason why Cebu lacks this sector its because entertainment and performing arts are concentrated in the capital city where entertainment and arts are all based there. Cebuanos are gifted singers and artists but sad to say they go to Manila just to pursue their dreams coz Cebu can't fulfill their dreams of becoming a star or be famous man lang nationally. that's why when Bigfoot started to field here and made Cebu their location, i was very delighted coz even though at this point, its quite impossible to compete with the television and film industries in Manila, but hopefully, who knows diba, someday, Bigfoot might venture into national TV and film and deliver news and entertainment around the Philippines live from Cebu! now if that happens, Bigfoot will be the first ever national media outfit to be based outside Metro Manila! Is that incredible! ;):okay::cheers:

ASEAN summit lampposts and dumped them all to forgotten memory ...

like a request made to the vatican to make the cathedral into a

promptly answered that it can't be done because of the way these

Shipbuilding firm retrenches, fires 73 of 198 employees

WITH no orders for the last six months, Aboitiz-owned FBMA Marine Inc. has decided to “partially retrench” nearly 40 percent of its regular workforce.

Yesterday morning, 73 of the company’s 198 regular employees were told that they were retrenched.

“We are just completing the last two boats that we started building last year. After this, there is no work,” said Christopher Camba, assistant vice president for human resource and quality.

Company officials called for a press conference yesterday to announce the retrenchment.

FBMA manufactures high-speed ferries for local, national and short international voyages as well as catamarans like the Supercat fleet.

In his statement, Camba said management has been nursing the company for several months already but it has reached a point that keeping the organization intact is no longer financially viable.

“We have suffered. We have sustained sufficient negative results. The world crisis now is too much to bear,” said chief executive officer Roberto Aboitiz.

Aboitiz, however, refused to disclose how much the company lost. He said, however, that FBMA’s situation is similar to other shipyards all over the world.

Last year, FBMA appealed to the government to help laborers skilled in shipbuilding to stay in the country since a number have been working overseas, particularly in Australia.

But Balamban Mayor Alex Binghay, who was invited by Aboitiz to join the press conference, said that from the 300 laborers who went to Australia, 50 percent have been displaced and are now back in the country.

Aboitiz said company management still hasn’t decided what will happen once the last two orders are completed. He
confirmed, however, that the company is still talking to investors who can possibly generate orders.

Aside from the lack of orders, Aboitiz said the availability of low-priced, second-hand vessels also hurt the industry.

With the proliferation of second-hand vessels, Aboitiz said it will take a longer time for the industry to recover because when the industry picks up again, companies will resort to buying “something cheap.”

Doug Border, FBMA president and chief operating officer, also said that with the global financial slowdown, customers no longer have access to bank credit to cover for expansion, replacement or upgrading of fleets.

Border said the company communicated with employees for the last eight months concerning the actual situation of the company. He said employees were given information like orders from previous clients that met delays and commitments that were taken back, even from government-funded projects.

In previous years, FBMA averaged 10 to 12 orders a year. In the last six months, however, there were no more orders, even after the company continued to search for new ones and identify potential clients.

June 15

Yesterday morning, the company issued retrenchment notices to 73 its regular workers. The company also announced displacement plan initiatives.

The retrenchment, which takes effect on June 15, affects mostly those from support departments like procurement,
administration, warehouse and production support.

Camba said that when the notices were served, most of the concerns raised by affected employees were on the possibility of being recalled for work if orders pick up again.

Under the company’s displacement plan, FBMA will be setting up a helpdesk center to handle concerns of separated employees and processing of clearance documents and separation pay.

“We are paying them what is required by law and we will ensure that they will receive the same within 15 days from the date of announcement (yesterday),” said Camba.

Since some workers are considered highly-skilled laborers, they will be endorsed to Tsuneishi Heavy Industries’ (THI) training center for upgrading and matching of their skills for those needed in steel fabrication.

The company will also be extending allowances to qualified trainee-applicants to cover daily expenses while on training and waiting for employment.

Aboitiz also confirmed that THI is in need of 3,000 skilled workers for its fourth phase.

Profiles of the affected employees will also be endorsed to companies under the Aboitiz group to match current and future vacancies while some employees will be endorsed to Aboitiz Jebsen for overseas employment.

‘Green’ building opens

A NEW information technology (IT) building located at the Mandaue City Reclamation Area is projected to be 100-percent occupied within the year even as it is set to formally open next month yet.

Robinland Inc., developer of the nine-story Robinland IT/BPO Center, is talking to at least three companies from the business process outsourcing (BPO) industry. The talks are still at the preliminary stage, though.

Robinland has invested at least P300 million for the building.

The company has declined to name the building’s potential occupants. Jun Sa-a, Robinland vice president for operation and business development, said that most of these firms have offices in Cebu but are planning to expand.

“If any of those companies signs up with us, (one) can fill 50 percent of our space,” he added.

Retail spaces

Although all 9,000 square meters of floor area are dedicated for IT and BPO operations, Sa-a said the ground floor of the building will be leased out for retail space. Each retail unit will have 60 to 100 square meters of space.

The Robinland IT/BPO Center is also the first “green building” in the province since its facilities are designed to ensure the preservation of the environment.

Sa-a said the “green” features of the building will enable occupants to cut power consumption, among others.

Robinland will be installing a solar-powered air-conditioning system that is designed to cut electricity costs by 50 percent.

Sa-a said the company will recommend the use of such equipment by its future locators to save on electricity costs.

Electricity consumption from the use of air-conditioning comprises 60 to 70 percent of the power bill, Saa said.

Energy-efficient lighting systems, like compact fluorescent lamps (CFL) and light emitting diodes (LED), will also be set in place. Robinland will also construct a wastewater treatment facility and sewerage treatment plant for the building.

Other features of the building include a prayer or meditation room, rooftop area for functions and two elevators with one reserved for expansion.

Whenever Mar Roxas will win in 2010 elections they are
the ones that dominates the projects and the back-ups
for the developments in the country.

ALL patients placed under observation tested negative of the Influenza A(H1N1) virus, a health official said yesterday.

With the test result, Cebu no longer has cases under observation (CUO), patients who are placed under medical observation as a precautionary measure against the Influenza A (H1N1) virus.

In a text message sent to Sun.Star Cebu, Department of Health (DOH) 7 Director Susana Mada-rieta said the recent CUOs at the Vicente Sotto Memorial Medical (VSMMC) all tested negative for A (H1N1).

“Negative ang results, so wa na ta (we no longer have) CUOs,” Madarieta said in her text message.

A five-year-old Filipino girl was brought into the hospital after developing fever shortly after arriving in the country on Monday from Los Angeles, California. The girl joined a three-year-old Filipino-German boy who was under observation in the hospital.

Shortly after they were brought to the hospital, however, the fever of the two patients subsided. Health officials suspected that the children were just suffering from seasonal flu.

“With the (seasonal) flu, usually the vulnerable age group is either the children or the elderly,” Madarieta said earlier.

Results of the two children’s respiratory swabs took longer than expected after DOH Secretary Francisco Duque visited the Research Institute for Tropical Medicine (RITM) for a meeting, said DOH 7 officials.

A total of six CUOs have been brought to the VSMMC and all tested negative for A (H1N1) .

According to the World Health Organization’s H1N1 28th update, a total of 33 countries have reported 6,497 cases of A (H1N1) infection.

In Mexico, a total of 2,446 cases with 60 deaths have been reported.

In the United States, 3,352 cases have been reported, including three deaths. In Canada, 389 cases have been reported with one death, and in Costa Rica, a total of eight cases with one death have been reported.

And while cases continue to be reported across the globe, the Philippines still remains A (H1N1) -free.

According to the DOH update issued last May 13, a total of 46 CUOs have been reported in the country. Thirty-nine of these reported CUOs have already tested negative for A (H1N1).

MANILA, Philippines - Cebu Governor Gwendolyn Garcia and mayors of three new cities downgraded by the Supreme Court have appealed to President Gloria Macapagal Arroyo not to cut their internal revenue allotment (IRA) as cities until yearend.

Radio dzBB’s Cebu affiliate reported Friday that Garcia and the mayors in the province of Cebu signed a joint manifesto addressed to Mrs. Arroyo Thursday.

The mayors who signed the document were mayors Mario Patricio Barcenas (Carcar), Valdemar Chiong (Naga) and Celestino Martinez Jr. (Bogo).

The Supreme Court recently downgraded the status of Carcar, Naga and Bogo and 13 other local government units to municipalities, meaning they stand to receive a smaller IRA.

But the mayors said that if the High Court’s ruling would become final and executory, it is only proper that it be implemented next year.

They said they already approved their annual budgets based on their IRAs as cities.

Last April, the Supreme Court rejected with finality a motion for reconsideration filed by Naga, Carcar, Bogo, and 13 other new cities against its earlier ruling nullifying their city status.

The new cities reportedly failed to meet the P100 million income requirements for cityhood as set by Republic Act 9009.

First "green" IT building to open 4,000 seats in June

CEBU, Philippines – The first cyber-building at the Mandaue-North Reclamation Area, the RobinLand IT/BPO Center, will open up a total of 4,000 seats next month, to accommodate the growing demand for BPO designed office spaces.

Developed by the RobinLand Inc., the 9-story building is also the first “Green building” in Cebu, of which support infrastructure facilities are designed to cut power cost, among others.

RobinLand Inc., president and chairman Edwin Robin said the company is now talking with at least two big multinational BPO companies that expressed interest to locate in the building.

Robin, whose core business is into food catering services and owns the largest canteen concessionaire for companies in Cebu called Eight2Eight Catering Services, has ventured into real estate development in 2007 to establish the first PEZA (Philippine Economic Zone Authority) registered IT/BPO building in Mandaue City.

Next month, the company will officially open the P300 million building, which has a first of a kind design and one of the most unique building architecture in Cebu.

“We hope to fill the building’s occupancy by this year,” said RobinLand Inc., vice president for operations, and business development Wilfredo Sa-a Jr.

As the economy is on its way to recovery, Sa-a hopes that the company will be able to fill the 4,000 seats by this year, so that it could start developing another IT building within the area, adjacent to the Parkmall shopping center.

The “green building” technology is the practice of increasing the efficiency with which buildings use resources such as energy, water, and materials while reducing impacts on human health and the environment.

Aside from being the first “Green Building” in Cebu, RobinLand IT/BPO Center also invested on its infrastructure facilities to provide un-interrupted telecommunication and power system for its tenants.

According to Sa-a the building has provisions for a building management system which can be tapped by the locators according to their needs. One innovation of the building is the dual/redundant busway system, which will allow the locators to easily tap the power supply of the building.

The building location is near Cebu Doctors University, at Zuellig Avenue, of which three Public Utility Jeepney (PUJ) franchisees have been approved to extend their routes in the area to provide transportation needs of the employees.

If the 4,000 available seats will be filled up, it would provide an employment opportunity for at least 12 thousand jobs, in a 24-hour shift.

Earlier, in separate interviews with BPO companies, most of them are planning to expand their respective facilities in Cebu, preferably on a PEZA-registered building to avail of fiscal incentives.

Industry sources said that India’s one of the largest BPO/IT companies, InfoSys is now looking at available office-space for their major expansion in Cebu. Other BPO companies that expressed expansion plans here include Wipro, and other call center and IT-enabled services companies.

The country's BPO industry is forecasted to earn around $12 billion and employing 900,000 people by the year 2010.

Residences at North Road lie in a less than one hectare property in Liloan and the prices of its monolithically built duplex units range from two million pesos to as high as P2.3 million with lot cut of 70 to 140 square meters.

Tiongco said that after building the duplex units, they will soon construct 10 to 15 single detach units as well as the subdivision’s amenities such as a park and playground and a common swimming pool.

Oldest RP school inks pact with top Russian academy

MANILA, Philippines — The Philippines’ oldest school, the University of San Carlos (USC) in Cebu City, signed a Memorandum of Understanding (MOU) with Moscow-based Academy of Labor and Social Relations (ALSR).

The Department of Foreign Affairs said ALSR Rector Dr. Alexei Shulus and Fr. Felino Javines, Jr., vice president for academic affairs of USC, signed the pact at the USC campus last May 4.

"The MOU commits the USC and ALSR to engage in joint scientific research and training projects, conduct symposiums, workshops and seminars, to exchange research materials and literature on socio-economic issues as well as officials and personnel, including socio-cultural relations specialists and Russian- and English-language study missions," the DFA said on its website (www.dfa.gov.ph).

Witnessing the signing of the MOU were Fr. Louie Punzalan, USC’s Presidential Assistant for External Affairs; Dr. Ramon del Fierro, Dean of the College of Arts and Sciences of USC; and Armi Lopez-Garcia, Honorary Consul of Russia to Cebu.

The MOU outlines cooperation in the promotion and implementation of research on socio-economic Issues and labor-management relations education.

"It is the first step in what is envisaged to develop into a broader agreement encompassing various areas of undergraduate- and graduate-level instruction and research," the DFA said.

The agreement between the two universities was facilitated by the Philippine Embassy in Moscow and Honorary Consul Lopez-Garcia, who anchored the negotiation of the agreement on the Cebu side.

USC joins 32 other universities and higher schools located in the Commonwealth of Independent States such as Austria, China, Bulgaria, Germany, Greece, Mongolia, Poland, Serbia, Vietnam, and the United States in signing an MOU with ALSR.

USC is also the first university in the Visayas to sign a cooperation agreement with a Russian institution of higher learning.

Philippine Ambassador to Moscow Victor Garcia III said he has high hopes that the agreement will benefit Filipino and Russian teachers, researchers and students due to the dynamism and pragmatism of the two universities’ officials who are now focusing on the concrete implementation of the MOU.

Honorary Consul Garcia says she expects the agreement, which was first broached during the official visit of Cebu Governor Gwendolyn Garcia in September 2008, to lead to the establishment of the first Russian-language center in the Philippines that will be based in the USC campus.

Cebu Pacific Asia’s 3rd largest low-cost airline 15-May-09

Cebu Pacific (CEB) is now Asia’s 3rd largest low-cost carrier and 22nd in the world, the Airline Business Magazine said in its May issue.

CEB flew 6.7 million passengers in 2008—up 23% from 5.5 million the previous year—making it the fastest-growing airline in Asia among the top 25 low-cost carriers world-wide in terms of passenger carriage and revenue passenger per kilometer, Airline Business said.Last Apr-2009, CEB again broke its record for number of passengers in one month by carrying 823,419 passengers to 15 international cities and 31 domestic destinations.

Theme parks can attract more Russians to Cebu

Cebu needs natural and theme parks to attract the growing number of Russian tourists, the Russian co-owner of a Cebu-based tour agency said.

“You have to note that 95 percent, even more, of the Russian tourists that come here are not first timers in Southeast Asia. Cebu competes with the destinations such as Thailand, Vietnam and Malaysia,” said Nikita Osharov, president of Pelagos Tours and Travel.

Pelagos is an inbound travel and tour agency which arranges the itinerary of Russian and Russian-speaking tourists specifically those who come from countries like Ukraine.

The Russian tourists are among the fastest growing tourists in the country, said Tourism Undersecretary Phineas Alburo.

Alburo said 3,599 Russian tourists visited Cebu in the first quarter of 2009, a 53-percent growth from the 2,345 Russians who visited in the same period last year.

In an interview with CEBU DAILY NEWS, Osharov, who is married to a Filipina, said clients normally look for natural parks since these are places where they can hang-out and just “stroll around” to admire nature.

Unfortunately, Cebu has no developed parks. The park within Fuente Osmeña rotunda is underdeveloped while Plaza Independencia has the image of being the haven of pickpockets and robbers.

Osharov, however, clarified that Cebu is considered by most Russians as a safe and secure place to travel.

He said 80 percent of the Russian tourists who come to Cebu travel with their families also prefer theme parks like the Enchanted Kingdom in Laguna and Star City in Pasay City.

“The tourists are looking for these establishments because 80 percent of our clients are families and they would want a place where the children can play the whole day,” he said.

The number of Russian tourists visiting Cebu are higher between October and February when the weather is colder in Europe and Russia, said Osharov.

Russian tourists come here to shop and go to the beach with the general perception of Cebu as an exotic destination.

Osharov said a significant number of these tourists love to explore diving sites and look for that “unique experience” when they do not encounter in other Southeast Asian countries.

He said tour companies continue to negotiate with the Department of Tourism and the Russian consulate in Cebu for possible direct flights from Cebu to Vladivostok and Moscow, and vice versa.

What i really hate is the 'concerned agency' is beautifying Fuente every year .. mga February to March.. then inig abot ug December to January.. maguba ra gihapon.. mao ni naka pait sa mga Philippine Plazas. Basta naa gani mga occassion, butangan daun mga Stage, Barbecue stalls, peryahan etc.. the crowd would flock the area.. and after.. murag gi agihan ug bagyo...patay mga tanom ang grass, guba mga railing. Sayang ang kwarta na gigamit to beautify the park. In some cases, Big companies would donate to beautify a park...sadly, masayang ra ilang gi donate...kung akoy nag donate, malain ko, di na ko mo usab ug donate kay masayang ra ako kwarta.

Hope the city would transfer the Christmas and Sinulog Presentations away from fuente to another location. Bisan unsaon pa nag maintain sa Fuente, maguba ra gihapon na during the said activities.

Dapat more trees should be planted sa Fuente. Nindot siguro if fuente would look like the Ayala Terraces ang landscaping.

^^btaw, ka depressing sad ana oi. yuta ra gyuy problema, i guess makahimo clag park once the army abandons camp lapu lapu. But then again, the province would opt to sell that land to developers like Ayala coz they know the per sq.m price of that land is through the roof. I really cant think of any other place within the city nga puede ma develop as park. In contrast gyud kayo ni sa gawas, ngari sa auckland naay 46 hectare public park just a 15 minute walk from the CBD. Wa gyud gibaligya sa gobierno cos they have realized the benefits it gives to the community far outweighs its monetary value.

how about we will run a campaign here in SSC addressed to the governor and ask her to consider a THEME PARK project through a joint venture with any interested private investor... i guess its one thing we will be more pro-active here in SSC rather than just mere spectator or commentators..

CEBU CITY -- Despite reassurance from the health department, officials at the Mactan International Airport (MIA) said they are doing all necessary precautions against the Influenza A (H1N1) virus.

MIA General Manager Danilo Francia said that his group is closely working with various security forces assigned at the airport to make sure that a thorough inspection of all arrivals is made.

Francia said that aside from tightening security measures, they are also coordinating with the Bureau of Quarantine and the Bureau of Integration to ensure that the mandated health procedures are strictly implemented within their area.

Apart from the MIA, the Bureau of Quarantine is also keeping close tabs on the travelers, especially foreigners arriving at the different ports in the city daily.

orange brutus has always been the homegrown fastfood favorite in cebu ever
since the manila-based ones/international chains came. in fact, the reason why
these outsiders took a long time to penetrate cebu and went to other cities
outside manila first is because of the existing strong local market share of
orange brutus then.

but i just have this one question that i haven't found any answers so far ...

what's the etymology of the term "orange brutus?" what's the story behind the
name? ....

One thing to note about Orange Brutus is that its been here for a long time. I'm not sure of this but someone I talked to when he was often in Cebu during the late 80s commented about Mango Brutus and Orange Caesar. I don't know if kind od mixed it up but he said he ws sure there were two kinds. Nonetheless, I was surprised it has been there for a long time.

The global economic crisis has claimed another casualty.

The Aboitiz-owned shipbuilding firm FBMA Marine Inc. yesterday announced the retrenchment of 79 of its regular employees.

Roberto Aboitiz, FBMA chief executive officer, said they had to retrench about 40 percent of their 198 workers because it was no longer getting any order to build ships.

“Our market has dried up. Our main concern is how to keep our employees in our fold,” Aboitiz told a press conference yesterday afternoon at the Cebu Country Club in Cebu City.

“We have suffered. We have incurred sustained sufficient negative results. The world crisis is too much to bear (for FBMA),” he said.

Aboitiz said they were just finishing the last two boats for the United Kingdom, which were scheduled for completion in July.

The FBMA signed on March 27, 2008 a contract to build two 41-meter high-speed passenger catamarans with Wightlink of Portsmouth, United Kingdom.

After these vessels, there would be no more projects, Aboitiz said.

“There are no new orders causing the interruption of work operations. The retrenched employees are those whom we found to have no more work to do (in the company operations),” he explained.

He said the proliferation of second-hand vessels, which are yet to find operating routes, is another factor leading to the slow performance.

The retrenchment takes effect on June 15, but this will be a partial retrenchment involving those doing the support functions like those assigned in procurement, administration and the warehouse.

Aboitiz said the company would continue to assess the situation and would make the final assessment in due time.

Aboitiz, however, clarified that the company is not shutting down operations since there are still standing negotiations with prospective clients.

The fate of the company will be dependent on the outcome of these negotiations, he added.

The FBMA Marine Inc. is the only shipbuilding facility for catamarans or fast crafts, in the Visayas. It was established in 1997 and builds high-speed ferries, roll-on, roll-off vessels and other specialty vessels for countries in Europe, Asia and Australia.

Doug Border, FBMA president and chief operations officer, said they had been approved to construct four high-speed passenger vessels for the government of Trinidad and Tobago in September 2008 but “nothing had happened in the last eight months.”

Aboitiz said there were standing negotiations with some companies for the possibility of building ships. But no new orders reached the company for the past six months, he said.

“All shipyards everywhere are facing this situation. The sad part is that it’s going to last for a long time because it’s a deep problem. The banks are not lending. The problem is all over,” said Aboitiz.

Border said their clients did not have access to bank and credit loans.

As a result, they were not able to get the money required to expand, replace or upgrade ships.

While they were approved to carry out several projects in the last eight months, Border said all these projects were delayed indefinitely.

These projects included the construction of the four high-speed passenger vessels for Trinidad and Tobago, three offshore crew boats, one shadow boat for a private owner and wind-farm support vessel.

Border said they continued to look for new investors particularly bigger shipyards with backlog construction to have these ships built in the Balamban shipyard.

While these were being done, he said, the company would strive to complete existing projects on time with the best quality.

The news of the retrenchment was announced to the employees on Thursday morning, said Christopher Camba, assistant vice president for human resources.

Camba said they set up help desk center as part of the company’s displacement plan.

Of FBMA's 198 employees, 70 percent comes from Cebu’s southwestern town of Balamban, where the company’s ship building facility is located inside the West Cebu Industrial Park.

The retrenched employees would be referred to its sister company Tsuneishi Heavy Industries (THI), which are building bulk carriers in Balamban, for possible employment.

The THI needs about 3,000 new employees, Camba said.

The skilled workers would be endorsed first to the THI training center for the upgrading of their skills.

Camba said those who would qualify as trainee-applicants for THI would be given an allowance by FBMA to defray daily expenses while undergoing training and awaiting employment.

At the same time, the profiles of the affected employees would be endorsed to the Aboitiz Group for matching to current and future vacancies and to sister company Aboitiz Jebsen for possible overseas employment.

He said they “tried to hold on and maintain the organization intact for more than six months but it reached a point where it's already difficult to do so financially.”

Camba said they handed out notices to affected employees yesterday morning and gave time for each department to talk to these employees.

“Most of the questions raised was the possibility in the future of being recalled once operation peaks up,” he said.

Asked if there was a possibility that another round of retrenchment would happen, Aboitiz said: “If current negotiations kicks in (positively), things will change.”

Balamban Mayor Alex Binghay said he was confident that FBMA employees could easily find jobs as the company was doing what it could to help them find new jobs.

“Finding new jobs for the displaced workers is the new business of FBMA. That alone is good to know because it tells you that this company is not putting the workers aside,” he said on the sidelines of the press conference.

Aboitiz lauded the FBMA workforce who gained international reputation of building high-quality vessels.

“We have trained our employees to acquire world class skills that will make them highly employable.”

“Nobody can be assured of an employment after FBMA, but we can assure that we have made our employees highly-skilled making them highly employable,” FBMA said in a statement.

Aboitiz said they continued to bank on this positive reputation to close deals with companies and large shipyards that might have construction backlogs.

“In the industry, FBMA is known to build high quality ships offering competitive prices. This is the place to build vessels. Europe is too expensive and everywhere else has issues on quality,” said Aboitiz.

The ad parodies a grade school spelling bee, where the emcee, played by actor Edu Manzano, asks a young student to spell the word “remittance.” The student, after pausing and remembering how his mother receives money remitted to her by their father abroad through an LBC branch, answers, “Remittance: Capital L-B-C.”

Rama said the ad was “detestable” and should quickly be removed from the airwaves because it “creates the wrong impression” and shows “matchless teaching” to young viewers.

Rama said he criticizes the ad as the president of the Vice Mayor’s League of the Philippines, as acting mayor of Cebu City, and as a concerned citizen.

He said he would bring up the same matter with the league in its next meeting.

“This is part of nation building. We are trying to bring up our children correctly. Then there’s this TV ad creating a distortion,” Rama said.

The acting mayor said that if the ad still runs by next week, he would ask Councilor Gerardo Carillo, chairman of the City Council’s committee on education, to give a privilege speech on the matter to call the attention of those behind the ad as well as the government agencies tasked to monitor and screen television programs.

When we view that kind of ad as possibly detrimental to our children's education, it only means that we don't trust our education system to be fit enough for such a very simple task of teaching that remittance is not spelled as LBC. Filinvest Land Inc. income jumps to P475 million in first quarter

MANILA, Philippines – Filinvest Land Inc. (FLI), one of the country’s leading residential property developers, registered a 10-percent rise in its net income in the first quarter of 2009 to P475.8 million, from the P430.2-million reported during the same period last year.

This, as the company announced it plans to launch this year 29 new projects and phases with an estimated sales value of P7.4 billion, across all market segments.

Total revenues amounted to P1.43 billion, seven percent more than the P1.34- billion generated during the first three months on 2008. Real estate sales continued to account for the bulk at P948 million or 66 percent of total revenues, while rental income contributed P311 million, 16 percent more than the P269-million last year.

Residential sales reservations rose 14 percent to P1.87 billion despite the current global economic crisis, as demand for FLI’s core business of residential housing for the socialized, affordable and middle-income markets remained steady.

Officials added that FLI’s newest product line – medium rise buildings (MRBs), continued to generate interest. MRB projects are inner city projects with several five-story buildings clustered around the project’s central amenity area. They noted that MRBs are attractive because they offer a much better living environment due to its low density development, compared to a high rise condominium building.

MRBs in inner city locations provide an alternative to buyers who do not want the daily commute to and from Laguna or Cavite, but cannot afford the high prices of high-rise condominium projects within Metro Manila.

FLI said it plans to add One Oasis Sta. Mesa in Manila to its growing portfolio of MRBs. The company currently has four MRB projects, namely: One Oasis Ortigas, Bali Oasis Marcos Highway, also in Pasig City; One Oasis Davao; and One Oasis Cebu.

Rental income generated from Festival Supermall, PBCom Tower and Northgate Cyberzone in Alabang contributed 22 percent to total revenues. The 16-percent year-on-year growth was attributed to higher lease rates on renewed leases and the contribution of iHub 1 and iHub 2 which came on stream during the second half of 2008.

In the first quarter, six new projects and phases have already been launched, with a sales value of P1.9 billion, equivalent to 26 percent of the full-year target.

New projects for 2009 include FLI’s first high-rise project, The Linear in Makati City. The project will have two 23-story L-shaped buildings with a common podium that will house common amenities as well as commercial spaces. Groundbreaking is slated before the end of this year.

During the first quarter of 2009, FLI signed a joint venture agreement with the Cebu City government to develop 50.6 hectares of the South Road Properties (SRP), a 300-hectare reclaimed land project. Under the agreement, FLI will develop 40 hectares under a revenue sharing agreement with the government. The 40 hectares will be developed in four phases over a 20-year period with FLI contributing the development costs, as well as the marketing and management services. Another 10.6 hectares will be purchased outright by FLI.

Council ok's lease of city lot in NRA

CEBU, Philippines – The Committee on Laws of the Cebu City Council gave its nod to the proposal of city administrator Francisco “Bimbo” Fernandez to lease out the city’s four-hectare prime lot in Block 27 of the North Reclamation Area.

But while councilor Edgardo Labella, chairman of the Committee on Laws, had given the go signal to allow the mayor to sign a contract with any possible investors, he clarified that the lease price should be discussed first by the Committee on Budget and Finance.

Councilor Jose Daluz III, chairman of the Committee on Budget and Finance of the city council, had proposed an ordinance to authorize the leasing of parcels of lots located at the North Reclamation Area’s Block 27.

The city had acquired real property at the North Reclamation Area as its share when a private developer successfully reclaimed the area during the term of former mayor Serging Osmeña Sr., the father of Mayor Tomas Osmeña.

At present, Block 27 is being used as the City Traffic Operations Management’s impounding area for vehicles apprehended for various traffic violations.

The Bid and Awards Committee has already approved the lease rate for the 33,737-square-meter property, which could earn for the city about P1 million a month, but some city officials described the lease price as very disadvantageous to the city.

The city administrator said the property will be leased at P25 per square meter, the same rate that was approved for the lots that were also leased by Bigfoot Entertainment at the South Road Properties.

But a city hall official said he recalled Osmeña admitting that the lease amount was approved because it was a “Buena Mano” or first transaction of the city’s 295-hectare SRP. —Rene U. Borromeo/BRP (THE FREEMAN)

CEBU, Philippines – The 10 closed circuit security cameras a Manila-based firm installed in February on the two bridges going to Mactan island are now finally fully operational, according to the National Economic Development Authority.

NEDA-7 director Marlene Rodriguez said the project’s components are already fully functional and operating within the design specifications.

Integrated Security and Automation Inc. won the bidding for the installation of the security cameras in the two bridges worth P1.9 million.

Cebu Governor Gwendolyn Garcia earlier signed the contract with Steven Foo, owner of Integrated Security and Automation Inc., for the implementation of the project after the bridge board terminated its deal with California Electronics for failure to deliver what was stipulated in the contract.

However, in her report to the Mactan Cebu Management Bridge Board that is chaired by Garcia, Rodriguez said that “minor civil works” such as wiring location enhancement, canopy installation and common positioning have still to be fixed by the security firm.

The bridge board has already paid the winning bidder 50 percent of the total amount of the project.

The remaining 50 percent of the amount will be released to the company once it finishes fixing the remaining civil works.

Integrated Security and Automation assured the bridge board it will complete the remaining civil works tomorrow.

Supt. Louie Oppus, the Regional Operations and Plans Division chief of the Police Regional Office 7, suggested to the bridge board to train civilian guards who will help police authorities in securing the two bridges. — Garry B. Lao/WAB (THE FREEMAN)

let's say USC will decide to locate their College of Business in Mandaue City. That campus will be part of the bigger USC system but specifically it's just one college, but technically it's still part of the 1 USC, therefore University ghapon sya maski College lang sya nga campus... I agree. maybe it's just me but i see the black spaghetti dilemma has worsened. going around the cities of Cebu and especially Mandaue, much much worse! I thought the ultility companies involved are trying to fix those eye-sore black spaghetti wires. they didn't bury it nor they organized it (color coded). NOTHING has been done. I hope i'm wrong. ah, there were many brand new power cables being put up around Mandaue Reclamation Area. and they don't look good :bash:

This is a good attraction in cebu comparable to CR's 4D theater. It would be great if they expand their facility in the future and add more features like mirror maze, horror house, etc...but all using black light and animatronics.

^^according to my cousin, this is owned by an American who invented it and was recently sold (the entire business) to the mall operator (Mango Square).

speaking of Crown Regency's 4D, it has a new feature 3D film. I think it's "The Lost Island". better effects, more thrill and longer time duration compared to Deep Sea 3D which was previously shown. this is according to my mom and my sisters who tried this last week.

IMO, its my favorite part of Gorordo...its refreshing..:okay: And I noticed to the drop of temperature here...on a searing hot day, it'll turn a bit cool when you pass by it...an oasis iMO. :)

Also its the most memorable area (well beyond the trees) kay didto ko....umm..ko naghilak nga morag sa usa ka drama special, nyahaha! Ma-karma unta tong nangawat sa cp og wallet nako to...argh! :cry:

CEBU, Philippines – Are Cebuanos subsidizing the losses incurred by the three major oil companies from selling petroleum products at a low price in Manila and Mindanao?

Yesterday, Cebu Governor Gwendolyn Garcia said she would file today a complaint before the Department of Energy-Department of Justice (DOE-DOJ) Task Force to find out if there is any injustice behind the price difference of petroleum products sold in Cebu and other parts of the country.

From the comparative price watch conducted by provincial technical personnel, it was found out that the prevailing price of diesel sold in Manila by Shell, Petron and Chevron is P25.25 per liter compared to P31.56 in Cebu.

The price of unleaded gasoline of the three major oil companies is pegged at P31.75 per liter in Manila compared to P39.44 in Cebu. LPG, likewise, has a unit price of P18.25 in Manila while it is sold in Cebu at P24.03.

The price difference ranged from almost P6 to P8 which can be computed to P400 additional fuel expenses for Cebu drivers who consume at least 70 liters a day, said President Samuel L. Chioson, president of Cebu Chamber of Commerce and Industry.

“Cebu now bears the unfortunate distinction of having the highest fuel price. It has an impact on our target for growth. We will not accept this,” Garcia said, demanding an explanation from the representatives of Shell, Chevron and Petron during a meeting yesterday.

Pilipinas Shell Petroleum Corporation Vice President Roberto S. Kanapi said that prices are always affected by what is happening in the world market since more than 95 percent of petroleum products are imported.

“Prices are set depending on the benchmarks, outcome of exchange rates and difference in the components of distribution costs,” Kanapi said.

Kanapi said that in Manila, there is cheaper distribution cost because of the presence of a 120-kilometer pipe line under the South Expressway which transports the product easily.

Since the fuel products need to be shipped from Manila to Cebu, “definitely prices should be higher because of the distribution cost,” Kanapi said.

But Garcia argued that the distribution cost could not be used as a reason since Cebu is nearer than Mindanao, which posted nearly the same price as that in Manila.

In Cagayan de Oro, the price of diesel is P28 per liter compared to P31.56 in Cebu. The price of unleaded is P34.80 in CDO while P39.44 in Cebu.

Kanapi explained that another probable reason is that there are many small players in Manila and Mindanao, which help lower the fuel price there.

“At the end of the day, the market controls the price. These small players sell their products lower than our cost so we do not have a choice but to match our price with them,” Kanapi said.

Kanapi assured that their pricing strategies have not changed and that the prevailing price in Cebu is at its normal level, saying that they do not have control over small players that can afford to sell their products at a lower price.

“So if that is the case, are we subsidizing your losses in Mindanao and Manila?” Garcia asked.

She argued that if the pricing in Cebu is normal then the losses oil companies are incurring from the abnormal pricing in other areas are being paid by the Cebuanos.

Kanapi and other representatives of the oil companies refused to answer the question and refrained from talking more about their pricing policy.

DOJ Undersecretary Jose Vicente Salazar said that the task force would look into the case.

The complaint that Garcia will file before the task force will be the first in the country. Salazar advised the governor to attach the evidence in the affidavit.

The task force will conduct its own investigation before the matter will be referred to the State Prosecutor’s Office for another investigation.

Salazar lauded the governor for bringing the case to the attention of the task force, which was created to ensure that oil companies will not abuse the Republic Act 8479, or the Downstream Oil Industry Deregulation Act of 1998.

“This first case will test the mechanism being implemented in the deregulation law whether it is effective or prone to abuse by oil companies,” Salazar said.

He said that the investigation will try to find whether Shell, Petron and Chevron are imposing unreasonable prices in their fuel.

“Criminal penalty can be imposed against them from the President down to the last person responsible for the violation,” Salazar said.

^^ Diha ra ba sa Cebu nagahitabo ana? Bisag asa man na sa VisMin moreklamo nganu man mahal ang gas sa Vismin kumpara sa Manila?

Why, they can have it shipped directly to Visayas...how about constructing an oil refinery in VisMin area as well...Gatingala pod bisan diri sa amua sa Iloilo, sa Negros or even the rest of VisMin nganu mahal ang gas sa diri dapita?

Or even here in Manila...nganu mas barato ang gas sa Cavite kon ikumpara sa Manila...P23.75 to P24 ra ang diesel diri as compared to P26-P28 sa Manila. Take note, these are not PUV rates.

Nahibung lang ko nganong lahi-lahi ang presyo sa gasolina sa Luzon even if tapad ra ang duha ka gas station. Tungod ba kaha ni sa supply ug demand? Unya sa Cebu, bisag asa ka muadtong gas station kay pareho ra ang presyo nilang tanan. Dili ba kaha ni tungod kay remote island ang Cebu ug tanang gasolinahan diri kay pariha ra ang gibayran nga transportation expense para makakuha ug gasolina gikan sa Luzon?

oic... didn't notice that... di ba people would pronounce their previous name as: C-SAT? sakto ba ko?

my grandfather used to tell us that he was once a drafting instructor at the cebu trade school. then their name became csat as the cebu school of arts and trade. then changed again to cebu state college of science and technology. now cebu trade university. thats kind of cool for using their old name.

but i think they have a naming conflict before between cebu normal school which became cebu state college (csc) and presently cebu normal university, and csat which became cscst both are members of the government state university and college system (suc). the abellana national school was rename into something like a vocational college which became part of cscst which also has 6 smaller campuses around cebu province.

btw is indiana aeronautical university a full college or just a career college. i know their name just surfaced recently during the ceboom era.

Still, Luzon is an island too and so is Mindanao...They can even send those important oil to the Visayas directly right? Barato man hinuon ang ato nga standard of living kon ikumpara sa Manila pero ang gas ta dili...Now I'm wondering more why is it that our electricity rates in the Visayas are comparatively more expansive than that of Luzon and Mindanao despite the majority of our electricity comes from the presence of the geothermal plants at Leyte and Negros which are cheap? Our transmission rates are basically almost the same for the whole country.

Why, they can have it shipped directly to Visayas...how about constructing an oil refinery in VisMin area as well...Gatingala pod bisan diri sa amua sa Iloilo, sa Negros or even the rest of VisMin nganu mahal ang gas sa diri dapita?

Or even here in Manila...nganu mas barato ang gas sa Cavite kon ikumpara sa Manila...P23.75 to P24 ra ang diesel diri as compared to P26-P28 sa Manila. Take note, these are not PUV rates.

Nahibung lang ko nganong lahi-lahi ang presyo sa gasolina sa Luzon even if tapad ra ang duha ka gas station. Tungod ba kaha ni sa supply ug demand? Unya sa Cebu, bisag asa ka muadtong gas station kay pareho ra ang presyo nilang tanan. Dili ba kaha ni tungod kay remote island ang Cebu ug tanang gasolinahan diri kay pariha ra ang gibayran nga transportation expense para makakuha ug gasolina gikan sa Luzon?


I was even surprised when I gas up in CDO...almost 5 pesos anf difference... I was shocked then, I thought the gas boy gave me diesel....laki ng difference...because CDO is closer to Malaysia and Brunei where gas refineries are located....

In Bacolod naman and Iloilo....mas mahal ng 1 pesos ang Iloilo....

IMO, its my favorite part of Gorordo...its refreshing..:okay: And I noticed to the drop of temperature here...on a searing hot day, it'll turn a bit cool when you pass by it...an oasis iMO. :)

Also its the most memorable area (well beyond the trees) kay didto ko....umm..ko naghilak nga morag sa usa ka drama special, nyahaha! Ma-karma unta tong nangawat sa cp og wallet nako to...argh! :cry:

thats already history na bai.. i assure you... pero in any place you come... advise lang ayaw lang sad gud ug saya saya unya be very vigilant sad pirme..

Singit lang ko, ha. Mao na pud ni bunga sa ka-walay lingaw. Last week, I went inside the Gotiaoco Building to get some shots. I know some might say this post might be more appropriate in the Heritage thread, but my purpose of sharing these here is not just to raise interest in the building's past, but to perhaps raise someone's interest to make the whole building functional again. So, share lang ko, mga peeps. : )

i like cebu city govt. to buy this building and convert it into a one-stop shop where all national govt agencies and offices will be located in one building. the city govt. will have to repaint & preserve the exterior beauty of this building. i really like the building's design details which you seldom find in new buildings constructed now.

the topmost floor or view deck will be a nice spot for a restobar. i bet it the view from up there would be astounding.

^^ I prefer that this building be devoted to a Cebuano arts and heritage center that can house different NGOs devoted to culture, heritage, arts, and sustainable development. It would be symbolic to have an NGO headquarters beside the City Hall.

one of my favorite roads in cebu city. damn love those trees gyud! pang-BRT kaayo IMO! :cool:;)

bitaw ganahan pod ko aning gorordo...nindotan pod ko sa ramos...:)

nakalakaw lakaw na gyud intawn ko sa sugbo, sukad sa akong pag-abot gikan saudi...akong masulti is grabe gyud kadako ang kalainan atong hinglarga ko 1 year and 5 months ago...nagkanindot gyud ang syudad! supeeeer! :cheers:

should i say tragic experience bai @berns? hehehe....bitaw along the stretch of gorordo mas ganahan ko maglakaw2x from the very corner of CIC-main up to UP-Cebu rapud kay unahan na sa UP-Cebu kay pulos na mga balay daplin sa dalan w/c kuyaw sa mga pedestrians kay aside from it (houses) has already occupied the sidewalks for pedestrians and likewise prone to accidents, you cannot also deny the fact that the kind of living standard most residents are into in that part is prone to lawless elements. :nuts:

Hahahahahahahaha! That made me laugh, Boy. Well, katong sa Vision, buot2x ra jud to. After ko naka-visit a couple of times, nang-galgal kos ako cousin para mag-shoot mi inside. Kaluoy sa Lord, wa ra mi unsaa sa mga nagpuyo. Igo ra sila nagpapicture apil. Hehe.

Kaning sa Gotiaoco, pag first nako kita, naka-lock man, so I made sure to secure a "Please allow entry" note from a city official, para at least naay leverage. But in hindsight, I think puwede ra makasulod didto, sweet talk lang gamay, adto aki sa City Markets na office. Heck, giingnan ra gani mi sa lady, "Aw kamo gud. Bahala mo ug manga-unsa mo diha." Hehe.
