I remember Tomas wanted to scrap the subway project during his first term. I suspected something political though because the subway was conceptualized during Mayor Alvin Garcia's term, in order to save Fort San Pedro, a heritage site.

News update: The Road Tunnel at SRP will be completed this year! December 2009. The Cebu North Coastal Road on the other hand will be completed two months later. :cool:

THE subway section of the Cebu South Coastal Road Project that will connect the South Road Properties (SRP) and Sergio Osmeña St. will be completed by December this year, said Project Director Nilo Pamaylaon of the Department of Public Works and Highways (DPWH).

Hikunori Maeda, project manager of the Japanese contractor, Kajima Corp., explained the situation to Director General Hermogenes Esperon of the Presidential Management Staff (PMS) during a briefing yesterday on the project.

Obstructions delayed the project, Maeda said, but these were already solved.

Cebu City Mayor Tomas Osmeña welcomed the planned opening of the tunnel later this year, saying this will improve the marketability of the South Road Properties (SRP).

He said the tunnel will increase traffic going in and out of the 302-hectare SRP, which will attract investors there.

Undersecretary Rafael Yabut accompanied Esperon yesterday in inspecting the project, which consists of a 610-meter twin box tunnel, a 185-meter reinforced concrete retaining structure and 177.50 meters of roadwork for the north approach.

The tunnel stretches as high as a three-story building, about 10 meters in the upper level and 17 meters below, where the drainage is located.

The 4-lane tunnel passes underneath Plaza Independencia, outside Fort San Pedro, and exits on Sergio Osmeña St. (formerly McArthur Blvd.) in Cebu City.

Work on the subway section, with a contract amount of P1.387 billion, began on June 28, 2006 and is supposed to be completed on Nov. 25, 2009.

However, with the obstructions during the construction as explained by Maeda, the project may be completed in December this year yet.

Deadline

As of yesterday, 70 percent was already accomplished, said Maeda, and the remaining 30 percent includes the ventilation
on both ends of the tunnel, as well as lights.

Esperon said that Malacañang instructed to regularly monitor infrastructure projects so these can be completed before President Arroyos term ends in June next year.

In his news conference, Osmeña said he expects traffic to ease on N. Bacalso Ave. once the tunnel opens.

Im very happy that I was able to prove all my critics wrong.

When I proposed the South Coastal Road, they said, What for when nobody goes there? No one goes there because theres no road but now theres a lot of traffic and it will be more when the tunnel is opened, Osmeña said.

The tunnel should improve traffic at the SRP, and it will make it more marketable, Osmeña added. (EOB/LCR)

not really ... not really political, i mean ...

we were against the subway project at first because they changed it from the
original design which was from the viaduct, an overhead ramp going down
towards macarthur blvd. alvin insisted on the tunnel, which required an
additional loan of P800 million! traffic-wise, they serve the same purpose. the
tunnel is cute ... seems very modern and 'developed-country-like' but traffic-
wise, the ramp would have served the same purpose ... less the P800-million
that we all pay.

it was not political because when we debated about it, they were still friends
then, around 1996 or 97 or something ...

Its only now that I know that during the Spanish times, Cebu was the capital of the Visayas, which explains why there was a Casa Gobierno de Visayas which was located near Plaza Independencia

I think this could also be the reason why Cebuano is sometimes referred to as Bisaya.

Casa Gubernatorial? Asa ni dapita? I also saw records during the Spanish colonial era...Is this referring to the military or civil-military jurisdiction of the Visayas? Who was the head? Was it the the alcalde mayor or a representative of the Capitan-Heneral?

I'm confused because some records did mentioned provincias in different parts of the Visayas as well during the early days and each provincias has their own Casa Real.

STAKEHOLDERS in the information and communications technology (ICT) industry in Cebu gathered yesterday for this year’s ICT conference and exhibition with hope of drafting a plan that will strengthen Cebu’s position as an outsourcing destination.

Avinash Vashista, Tholon’s founder and chief executive officer, told conference participants that the scale and quality of the talent pool in Cebu was one of the major factors that made Tholon’s rate the province as the top emerging destination for business process outsourcing (BPO) companies.

Sustaining the quality of available talent will help Cebu become an emerged destination, said Vashista who was one of the speakers of the ICT conference.

Participants in the conference, one of the main activities of the Cebu Chamber of Commerce and Industry’s Cebu Business Month celebration, discussed different factors affecting Cebu’s position as an outsourcing destination in in four separate plenary sessions. These factors are manpower, infrastructure and government support.

Industry stakeholders identified supply and development of labor as the most important factor in Cebu’s quest to become an outsourcing destination.

Vashista said that although India is considered as an “emerged (outsourcing) destination,” the quality of Cebu’s talent pool is “tremendous.”

Lapu-Lapu resort targets opening with 300 rooms

AFTER experiencing delays involving its construction, the Imperial Palace Waterpark Resort and Spa (IP) will finally soft open next week.

“The (hotel) is not yet complete, but we are proud of the product that we will introduce,” said IP general manager Amando Huh in a press conference last Wednesday.

Construction of the hotel started almost three years ago.

It was supposed to open last May 20, but due to problems during the construction—which included “unpredictable weather conditions”—the hotel’s opening was moved to July 1.

On its opening day, IP will offer 300 hotel rooms and suites from its 557 total inventory. Huh said the hotel has confirmed bookings starting July 3.

Aside from this, a number of inquiries for conventions and seminars were also received by the hotel. Among the inquiries that IP received was from the Makati City Hall for a convention.

But Huh said that at present, the hotel is not very much concerned with the number of bookings it is getting in time for its soft opening.

“Even if we only have one guest, we will still give genuine care to the guests and provide 100 percent satisfaction of our product,” Huh said.

Aside from the 300 rooms and suites, the hotel’s amenities—which include Korean restaurant Maru, Chinese restaurant Cheon San, a karaoke outlet called Belami, the Delmar lobby lounge, the Café Amiga, the waterpark, a gym and the kid’s area—will be operational by July 1 as well.

However, day tour packages will not available until the hotel’s construction is finished, which is targeted to be in September.

Cebu dancing inmates to perform 'Thriller' tribute for Jackson

MANILA, Philippines - On Saturday afternoon, more than 1,400 orange-clad Cebu inmates who gained worldwide attention for an impressive “Thriller" performance on YouTube will pay their last respects to the late King of Pop.

“Everyone’s sad," Byron Garcia, provincial security consultant of the Cebu Provincial Detention and Rehabilitation Center (CPDRC), told GMANews.TV in a phone interview.

“Malaki talaga si Michael Jackson sa programa namin. [Michael Jackson really played a big part in our program]," Garcia said.

Ever since the "dancing inmates" were reported by international news organizations, Garcia said inquisitive tourists have been drawn to the CPDRC. Visitors have even gained a more optimistic perspective of Philippine prisoners.

“Kung ‘di dahil sa kantang ‘Thriller’ ‘di magkakaroon ng global recognition ang mga inmates ng Cebu [If it weren’t for ‘Thriller’ the Cebu inmates wouldn’t have global recognition]."

The CPDRC inmates perform every last Saturday of the month to almost 600 visitors for free. On June 27, they will stage a repeat of the Thriller dance routine that made them famous as a tribute to Jackson, who died of a heart attack Thursday in Los Angeles.

The moonwalking pop star drove the growth of music videos, vaulting cable channel MTV into the mainstream after the network’s launch in 1981. His 1982 hit "Thriller" spawned a John Landis-directed music video that MTV played every hour.

Fast-forward 25 years later and Garcia, who noticed that the inmates were bored with the usual morning exercise, sought the help of choreographer Vince Rosales and adapted Jackson’s iconic moves into a four-minute routine.

Crisanto “Dodong" Niere, the Cebu inmate who impersonates Jackson in the routine, said he was saddened by his idol’s sudden death.

"He is sad his idol died," an official from the CPDRC who spoke with Dodong told GMANews.TV. [See: Cebu inmate impersonator sad over Jackson’s death]

The video has since generated more than 23 million views after it was posted in 2007 and has even been hailed by TIME Magazine as one of the best viral videos of that year.

Garcia said the inmates’ popularity might gain another momentum as shocked fans continue to look online for anything that would remind them of Jackson.

The YouTube video that made Cebu inmates a household name has become a virtual epitaph for Jackson, where fans post their condolences. But Jackson’s fans logging on to watch the dancing inmates appeared overwhelmed with joy, at least for a while, after watching the 4-minute video.

CEBU has the potential to be the next Silicon Valley but it must deal with the movement of its talented workers to Manila and abroad and improve its marketing as a technology hub, an information technology entrepreneur said yesterday.

Winston Damarillo, one of the founders of G2iX and its chief executive officer, said that because of its geography, weather and quality of life, Cebu has the makings of a technology center.

Damarillo also said local companies are cooperative with industry undertakings and there is a good partnership with the academe through such initiatives as the Cebu Educational Development Foundation for IT (Cedfit).

Damarillo said Cebu has a lot of IT talents and his companies will expand more here rather than in Manila. Among the undertakings of G2ix are Exist, MaestroDev, and Morph Labs.

“We need to solve big problems here. We need to bring in big projects,” Damarillo told Sun.Star Cebu in an interview at the sideline of DevCon Visayas, a technical conference that he is starting in the country.

Damarillo cited as example Morph Labs, a cloud computing service provider run by local talents.

He said one thing that can help improve the talent pool in Cebu is the holding of technical conferences like DevCon Visayas.

He said developers learn a lot if they are shown how software projects were done in technical and informal conferences like
DevCon.

“You might say that it’s a hard project but then when you are shown how it’s done, you’d find it’s actually easy,” he said.

Damarillo said DevCon Visayas, held Friday at the G2ix Tech Bar at the IT Park, exceeded their expectations.

Diane Suico, Philippine Software Industry Association (PSIA) marketing program director, said they expected only 70 participants but those who attended exceeded 300 persons.

Damarillo said he will be organizing more DevCons in other areas of the country like Davao City. Suico said they are also looking into other areas of the Visayas.

Damarillo said he will make DevCon a regular event in Cebu. He also said he will be setting up a training center in Cebu to help improve the capabilities of local IT developers.

Si bai Vatics ba to ang connected with the port authority sa SSC Cebu? Wala man gud ko ka pitch in sa discussion about suggestions sa una hehe. But what I wanted to say is musuggest unta ko na iregulate pod and pagempty sa mga barko sa ilahang waste inig sulod nila sa mactan channel. Nakabantay man gud ko sa una na pagsulod sa MActan channel mura ug nalibang ang barko, nagrelease sa iya waste (generated by the passengers aboard the ship) which also seems to include organic waste from the toilet im afraid (and i hope not). Unya nanggawas gyud ang hugaw. This really adds much to the pollutant load of mactan channel. Unta i forbid ni sila. Or pa installan ug proper waste treatment before irelease. Ang nakadaot kay I remember nanglutaw ang mga plastic pod pagrelease.

isn't waste disposal on ships and airplanes regulated? diri sa states you cant dump those type of waste directly into the sea or ocean without being treated. or else it will totally pollute the coastal beaches. imagine eating salmon or mackerel or sea shells feeding on human waste. yuck!

Anyway, Shopwise is quite high end. It's a hypermarket btw.

yes it is affiliated to the Rustans Group although management is already handled by the third generation Tantocos.. Shopwise is not really for the high end market since it caters also to the middle market...

While, Cash and Carry is also a Hypermart type catering to diverse market focusing on the middle to low end markets.

^^ my mom and sister went to BOHOL via Cebu few days ago and they informed me that there's a new ferry from Cebu to Bohol that travels for 1 hour...it was so fast...didn't know this before.

A Governor-General for the Visayas was appointed.

In Felipe Redondo's Breve Resena published in 1886, Cebu was also mentioned as the capital of the Visayas.

Remember the old provincial capitol of Cebu in Plaza Independencia? I think that's the structure.

the main government agencies that regulate the dumping of waste materials at mactan channel or anywhere the coastal areas is the philippine coast guard and denr. cebu port authority (CPA) discourages the practice of dumping of wastes at the channel and alerts the concerned agencies of the infractions committed by erring vessels.

our jurisdiction primarily lies in the safety and security of all cebu ports and assigning berthing spaces for incoming and outgoing passenger and cargo vessels. just like the airport authorities, pollutions generated by aircrafts is not the primary responsibility of airport authorities.

^^ Ah, I see. How about checking that out too at Blair and Robertson also. Because I also did saw it in the archives mentioning Cebu as the cabisera for the Governador-General of the Visayas.

I'm just confused on how the Philippine Spanish colonial political organization was. Gone are the days of the traditional beliefs of elementary education that the Governardor-General was the highest all the way to the cabezas de barangay or principalia. I believe the ones that we were thought of was at the Manila setting. How about the Visayas?

^^ Mao. That's what I'm thinking. Is the Governor-General of the Visayas answerable to either the Viceroy of Mexico, the Consejo de las Indias or to the Rey himself? How about Governor-General Rios who surrendered to the Americans on August 1898 and moved to Iloilo to continue the rule of the Spaniards, was there a Governador-General of the Visayas still?

hehehe.. i dont mean that.. usually man gud.. basta opening of a major bridge project its always the people who would like to have a personal feel of the new structure.. especially that this will be the country's very first subway, so most likely this will be opened to foot traffic first just like when the new Mactan Bridge was opened.

Ang coast guard hinuon kay they are definitely more proximate and could be proactive about this area. Ug of course ang CPA can also do its share bisan ug dili ni mao ang inyo main responsibility. But Im sure nga mas daghan pod gyud ug mahimo ang inyohang office about this kay duol man pod kaayo sa inyo territory. And im glad to hear that you have actually considered such actions as helping police the area and referring them to concerned authorities. This monitoring is also important. And since safety man ang concern, maybe let us expand and extend that to safety from ill health caused by pollution. Kung safe kaayo ang port from snatchers and terrorists (which is a great thing!) pero offensive pod kaayo ang baho ug hugaw pod kaayo ang tubig, things can still be improved further, in my opinion.

But here goes one very glaring thing about our systems that needs a major paradigm shift. And I think, this only came about when we got so civilized and started building up these government agencies. What Im talking about is this pervading mentality nga the environment and issues concerning pollution should be taken charge of by the DENR lang, which I think is missing the point and is impossible. What can DENR do when all human activity generates waste and some level of pollution? The remedy unta is not something so difficult, but is something so ancient, no-nonsense and plain idea. Its actually going back to the basics, the idea of cleaning up your own backyard. Let's look after our own tugkaran. Dili ba mao man na ang ginabuhat sukad sa una pa. Unta we should take care of our own environment, that which is nearest to us. Dili unta nga irelegate lang permi ang responsibilidad to the DENR or other "authorities". We take care of our own sh*t lang unta ba. Hehehe.:banana:.

ayaw lang mo pag-lalis. i think each just wanted to say things from his point
of view. and from one's frame of mind, one could be correct, and even if
two will have difference in opinion, both could still be correct ... looking from
their own points of view.

i guess the point is, we must all be broad-minded in looking at developed
countries, especially the US, and comparing them to underdeveloped or
developing countries, most especially ours. and we must plant our feet on
the ground i-labi na kung ang environment is concerned. for many issues,
the US (or 'the west') is well ahead of us. they have laws, practices, and
technology to deal with a lot of environmental issues which are worth
emulating ... to a certain extent ... kay mag-depende man sad na sa atong
capacity to emulate - these have to be evaluated and placed against the
backdrop of the local situation.

however, let us not forget the fact that we live in these times that the very
existence of human life is actually threatened. many of us just take this for
granted but if we continue to live as we do now, it is expected that global
warming will change the world's climate to a level unfit for human survival
(or that of other plants or animals) before the year 2100. and that is why
the world is scampering to make changes in consumption patterns and living
practices (read: 'earth hour,' 'clean fuels,' 'BRT,' 'bike lanes,' etc.) to avert
climate change ...

and who is the single biggest contributor to green-house-gases (GHG)
emissions? ---> the US!! ... followed by australia, china, and india ...
worst, wa pa jud mo-pirma ang US sa kyoto protocol, which was the int'l.
agreement among countries to reduce GHG emissions by 2012.

so ... yeah, the US is a model to look up to in many good environmental
practices. but not all ... it is also one of the causes for the demise of
mankind ...

maayo na lang mura'g sympathetic si obama, let's wait and see if he really
is up to the challenge of involving the US in the worldwide fight against
global warming ...

NAGA CITY, Philippines -- The Naga City Council has passed a resolution strongly opposing a House bill seeking to amend the Local Government Code of 1991 (Republic Act 7160) to allow several municipalities to become cities by exempting them from income requirement.

In the resolution, passed on June 16, the council said it was joining the League of Cities of the Philippines (LCP) in opposing the bill which it said discriminates against other local government units in favor the 16 municipalities that recently lost in the case “LCP versus the Commission on Election.”

In the case, the 16 municipalities argued that they should be exempted from the minimum income requirement to be a city because their charters had been approved by Congress before the Supreme Court nullified their elevation to the category of city in November last year.

The Naga City Council said the proposed amendment would violate the “equal protection clause under the 1987 Constitution” and would be a retroactive implementation of a law, which is in violation of Section 450 of Republic Act 7160.

It also noted that the 16 municipalities must comply first with the requirements provided under Section 450 of Republic act 7160 which states that to become a city, a municipality should have an annual income of at least P100 million.

It said that when the decision of the Supreme Court in the LCP vs Comelec case became final, Naga City, for instance, was notified that it was going to receive an IRA adjustment amounting to P42 million.

The cities reverted back to being municipalities and call themselves the "League of 16", which include Baybay (Leyte province), Bogo, Naga and Carcar (Cebu), Catbalogan and Borongan (Samar), Tandag (Surigao del Sur), Lamitan (Basilan), Tayabas (Quezon), Tabuk (Kalinga), Bayugan (Agusan del Sur), Batac (Ilocos Norte), Guihulngan (Negros Oriental), Cabadbaran (Agusan del Norte), El Salvador (Misamis Oriental), and Mati (Davao Oriental).

According to one of the SAs I asked, one of the new levels (5th or 6th) will house a foodcourt. All of the food outlets from B1 will be transferred there so that the supermarket can be expanded (and renovated) and will occupy the whole B1. The renovation of the department store will then follow.

Exciting. I hope the new Metro Ayala would have an ambiance comparable to that of the newly renovated SM Megamall Department Store.

Comparable ang kadaghanon sa katong bag-o palang giablihan ang Northwing (November 2007) ug wala pay krisis. Mas daghan pa gani ug tawo kaysa atong ga-sale ang SM pag April 3-6. Nganong nakaingon kong daghan? Maglinya naman padung sa mga escalator ug hagdanan, crowded ang mga hallways, kan-anan ug mga shops... mga eksena nga wala nako nakit-an for the past year. I agree, not all development is bad and ominous. But I also think we have the right to be skeptical about it, and the motives behind this and the plan itself. It is not uncommon for exploitative business interests to be hidden behind a beautiful facade of environmental or ecotourism. Dili sab maayo na we'll just take their word for it and say go. But in any case, if ang tanan nila giingon sa plan will be followed and are true, then nindot ni cya nga prospect. In particular, I am very interested in the area being a research center site. I also hope it would not forget about its thrust for promoting conservation and wise use of our marine resources. If they manage to strike the right balance between business and advocacy, then it would be very good indeed because most projects like these put a burden on the government for funds, so the business side of this project will solve that, while at the same time, the lofty goals of conservation and preservation are achieved.

So, sa akong banabana, bai jrevalde, we must care that it is eco-friendly (because that is a great thing!), but we must also continually be vigilant in scrutinizing this project.

P1.3-B underground tunnel in Cebu City to finish before December

Cebu City (29 June) -- The P1.3B subway section of the Cebu South Coastal Road Project (CSCRP) located in Cebu City will be completed even before the mandatory December deadline given by President Arroyo to finish all projects she has committed under her State-of-the-Nation Address (SONA) by yearend.

Presidential Management Staff Hermogenes Esperon together with Public Works and Highways Usec. Rafael Yabut recently visited Cebu to inspect two priority road projects of the President namely the CSCRP and the Cebu North Coastal Road Project (CNCRP).

Mr. Hikonari Maeda, Project Manager of the Kajima Corporation, briefed Esperon that the construction of the 610-meter twin box tunnel is 70 percent completed while there is no reason that ongoing works will not be finish on schedule.

Only 180 meters is left undone as workers continue to work under the drizzling rain to complete the construction even before the scheduled deadline, this is learned.

The 610-meter tunnel is reinforced with 185-meter concrete retaining structure and 177.5-meter road works for the north approach. The four-lane tunnel passes underneath the Park of Plaza Independencia, one of Cehu City's historical sites, which is located beside the historically-famous Fort San Pedro and exits at the existing road of Sergio Osmeña.

End of contract for the construction of the tunnel is in November 29, this year while it started last June 28, 2006.

Esperon, Yabut and Maeda accompanied by other PMS and DPWH-7 officials and members of the media went down to the bottom where more workers are holed and additional works will be done such as the installation of the environmental and safety management system, ventilation system and emergency pedestrian exit.

Originally, the plan was for an overhead facility above Plaza Independencia but was revised to a tunnel to maintain the natural historic beauty as archaeologists from the National Historical Institute explored the area for artifacts a year before actual construction.

The tunnel is the third similar underpass in the country of which the two are being constructed at the intersections of Katipunan Ave. - Serrano Ave.- Circumferential Road No. 5 in Quezon City and at the EDA and Ayala Avenue in Makati City.

The tunnel is the last segment that completes the CSCRP, aimed at providing uninterrupted access from the southern portion of Cebu City to the Central Business District of the city and the airport at Lapulapu City. The coastal road, which is a major component of the road network in Metro Cebu, will improve Metro Cebu's road network system alongside other infrastructure investments to support economic and social development.

officially reopened later with a pompous ceremony (like what they did for the
second mandaue-mactan bridge). the first opening is what they call a "drive-
through" where the president (or whoever will run under the administration
next year) will ride a vehicle and drive through cutting a ribbon in the
process, then hold another grand opening at a later date.

at least, that's my strongest suspicion. 2010 is an election year and the
administration will not let that "opening" pass without maximizing the political
advantage that comes with it. (just like 2004 nga gi open and south coastal
road bisan wa pa mahuman unya nakiha na nuon mi pag close ...:D).

NY is getting serious in its thrust towards non-motorized transport and they
opened up a lot of bicycle lanes and pedestrian precincts especially in
manhattan area. if you happen to pass by any, could you take pictures and
send me copies? we will be introducing non-motorized transport in cebu city
in the next 5 years ... slowly but surely ...

what does it mean when you say.. Global Competitiveness Index.. ( is it for BPO only??)
I just cant understand when Cebu is the 8th in Terms of Asian Future Cities just below Quezon City who is at 7th.. and yet, for Global Competitiveness, its is on the 13th, while Quezon City is nowhere and Manila, just came from nowhere, at 9th???

Is it with the same publisher?

CEBU CITY — Fashion retailer Golden ABC, Inc. is on the lookout for more acquisitions after taking over the Regatta brand early this year.

"If opportunities arise [to acquire other brands], we’ll take them. We’re in constant dialog with a lot of potential acquisitions," said Golden ABC Chief Executive Officer Bernie H. Liu.

He declined to elaborate, but said the company was considering both local and foreign brands.

Golden ABC took over the four Regatta shops, including one in Cebu, in March.

Regatta, a 20-year-old brand, is the company’s first acquisition. Aside from Penshoppe, its flagship brand, Golden ABC also makes Oxygen, Memo and ForMe apparel and accessories.

"Regatta is a good acquisition. It’s a good brand. And since it’s a small company, it’s easy to transform," Mr. Liu said.

Six more Regatta outlets will be opened before the year ends. Mr. Liu said one would be in Cebu, another would be in Davao and the rest would be in Metro Manila.

The Cebu and Davao shops will open either in August or September. Work is ongoing in two new branches in Metro Manila.

"We’re a big company, with a huge overhead cost. The only way to grow our business is to put up more stores," Mr. Liu said.

Golden ABC has over 400 outlets for all its brands.

Golden ABC’s direct selling subsidiary, Red Logo Lifestyle, Inc., is also set to open this week its fifth and sixth branches in Lipa and Cebu cities, respectively.

"There are plans to go to Mindanao, but we’re not rushing. We want to establish the business first in areas where we’ve opened branches," Mr. Liu said.

Red Logo, which started operations in April 2008, has four branches in Metro Manila and over 10,000 dealers nationwide.

Red Logo carries its own brands, such as Fuel, Agenda and Truth. It also carries Golden ABC’s homegrown brands as guest brands.

Golden ABC has been in the fashion retail business for over 20 years. Penshoppe, its flagship brand, was launched during the 1986 People Power Revolution.

This ranking is two spots down from the earlier month’s report, when the Gokongwei-led carrier had 1,693 frequencies. Cebu Pacific has four hubs — Manila, Cebu, Davao, and Clark — flying a total of 1,401 times weekly within the Philippines and 264 times weekly in the rest of Asia. PAL, on the other hand, ranked 72nd with 1,566 flights per week, down from the previous month’s 65th spot with 1,643 flights. CEBU, Philippines – The World Bank has signified its interest to fund the first ever Bus Rapid Transit (BRT) system in the Philippines to be set up here in Cebu City.

This was relayed in a communication sent to Cebu City Mayor Tomas Osmeña, through City Planning and Development Coordinating Officer Engr. Nigel Paul Villarete.

World Bank, through the Public Private Infrastructure Advisory Facility (PPIAF) initially shelled out $350,000 grant to finance the BRT study earlier this year.

“We are pleased to let you know that the proposals for conducting the study have been received by the Bank and are currently being evaluated. We look forward to the successful implementation of the study and would be happy to consider financing the project,” according to Mark Woodward, Sustainable Development Leader, Philippines of WB.

WB conducted a two-day mission gathering all concerned agencies that will play an essential role for the realization of the BRT project.

Included in the objectives is to coordinate all studies conducted by agencies such as the Department of Transportation and Communication (DOTC) and the Asian Development Bank (ADB).

“In principle, WB already considered financing the project after the mission as it is consistent with the government’s development plans, the bank’s Country Assistance Strategy for the Philippines and the Bank wide transport policy,” Villarete said.

The city planning officer said that World Bank and its urban transport professionals are already experienced in implementing BRT projects in other countries.

In the mission and coordination conference, WB met with DOTC Undersecretary Aneli Lontoc and Director Ildefonso Patdu as well as officials from the Department of Public Works and Highways (DPWH), Japan International Cooperation Agency (JICA), ADB supported Cities Development Initiative for Asia (CIDA) and other organizations.

Osmeña is seriously considering the adoption of the BRT calling such system as pro poor and environment friendly.

Today’s transport system Osmeña said is anti poor since laws are protecting the private vehicle owners more than the public utility vehicles, which are used by majority of the population.

In fact he is now wrapping up his trip to Colombia, today where he visited cities of Bogota and Pereira, known to have successfully implemented the BRT in their localities despite being a third world.

Former Bogota Mayor Enrique Peñalosa visited the Cebu twice. The latest was for the WB funded mission to elaborate more on its advantages.

Osmeña wants the BRT to be the initial mode of transportation in the city’s multi billion-South Road Properties (SRP).

Cebu City has been considering for a number of years the implementation of the BRT, but has not been able to secure the necessary funding for initial study.

Mandaue City is supporting the proposal while Talisay City is still bent on having a Light Rail Transit System.

i think they had slowly evicted the occupants, stores near the ports. The port is in fact better now than three or two years ago.. Once the cleaning of the ports will be completed, Cebu will have the best port in the country.

well, i know the port of cebu has greatly improved over the years but what I meant about settlers are those near the SRP area as well. even though it sits on the other side of cebu city pero seaside gihapon na ang eventually bec. its open water the waste coming from those places will still reach the port eventually. mao maskin lisod, pero mas nindot kung mawala napud ng mga settlers in those areas.

not just in the SRP but also in the Lapu-Lapu and Mandaue Area.. there are alot of squatter dwellings that contribute to the stench in at the port... While Cebu City had done its part in cleaning the port area, Mandaue and Talisay should also do its share.

Is it true? All heavy factories/industries are in Mandaue, the International Airport and the Economic zone is in Lapu-Lapu................. the Provincial Capitol, the largest malls, the Financial Institutions and the International Port are in Cebu City? I searched about Cebu and I found it in Wikipilipinas. I don't know if the article was re-edited or what.

DESPITE the global economic slowdown, a software development company based in the Netherlands will operate in Cebu.

It has signed a contract to occupy one story of the iMEZ, the building specifically designed and constructed by AboitizLand Inc. to cater to business process outsourcing (BPO) enterprises.

AboitizLand commercial leasing manager Floramie Vega signed just last week the contract of lease for corporate space at the iMEZ with Lighthouse Software Europe (LSE) vice president Christa Deinum and project director Kamassan Kaisiepo.

Vega called the conclusion of the negotiations “a vote of confidence in Cebu and AboitizLand during a time when BPO companies are putting on hold their expansion plans.”

LSE has created Lighthouse Software Cebu Inc. (LSCI) to handle its Cebu-based operations.

LSCI will occupy the fifth floor of the five-storey iMEZ.

First

The building is located within Pueblo Verde, the mixed-use commercial neighborhood hub serving the Mactan Export Zone II and its neighboring areas in Lapu-Lapu City.

The iMEZ operation is the company’s first in the Philippines. Aside from Europe, Lighthouse Software is also operating in China.

The company has significant experience in handling large data conversion projects.

Start

LSE combines the benefits of off-shore outsourc-ing with the management and quality of on-shore software development.

AboitizLand has projected a turnover of LSCI’s corporate headquarters by the first week of July.

Operations are scheduled to start in October.

The building has just recently been completed.

Vega said they are in negotiations with other companies interested in setting up operations at the iMEZ.

Negotiations are also underway for establishments that will occupy the spaces at the ground floor of the building. (PR)

just came from a meeting with the World Bank. the Cebu City BRT Corridor
Study, funded by the Public-Private Infrastructure Assistance Facility (PPIAF)
and executed by the World Bank is due to be awarded by the end of this
month.

meanwhile, the MM - BRT Feasibility Study, also by the World Bank through
DPWH and MMDA is due to be awarded, too, but met a slight hitch w/ NEDA.

so it's anybody's ball game, and we're getting excited about it, although i'm
not sure if there is really actual "betting" he he he. we should all be happy
with these developments and i hope both projects will proceed, ... i don't
really care which comes first, it's for the good of the country. though i have
a feeling cebu might have a sligth edge because MM mayors and BF seem
not to have agreed yet ...

As of now, they serve Grilled Crocodile Chops for P700. It's a single serving for about 250 grams of meat. They also serve Ostrich steak for P650. (NO they don't serve tiger, rhino nor leopard :lol:)

The restaurant is currently on soft opening. According to the manager, it is scheduled to be fully operational by end of July. They are currently improving their menu to make it more affordable, price expected to go down as much as half the price. The management has been approaching guests to ask for feedback and suggestions on how to improve their service, etc.

We had Venison Potjeikos (a deer stew) which was really good (the second photo above). It's like a Goat Caldereta, very tender meat with a twist of Africa or whatever. hehe... I was gonna try the Crocs and the Ostrich but will have to do it some other time. The restaurant does NOT accept credit card in the meantime. It's highly recommended to try their food. They also got lamb, tiger prawns, some local dishes i.e. sisig and calamari. More food choices expected to be served on its Grand Opening. :okay:

By the way, Out of Africa is currently putting up a fasftood theme in Asiatown I.T. Park and a sportsbar-type in J.Y. Square in Lahug. :cool:

Visited parkmall today. Out of Africa BBQ and Steakhouse is on soft opening. This is my report! Details come from the manager and owners who gave me a tour....it is like a museum!

The restaurant is amazing, animal heads, African paintings and sculptures. There is a African Safari Lodge upstairs that is not yet finished, since they are on soft opening. An original 100 year old bar from South Africa and separate antique wine rack.

They have a Father's Day special of CROCODILE. The manager said to call them at 420-4096 and make a reservation. The owner Taino Tenney told me that they would have Ostrich, Wild Boar, Water Buffalo, Turtle, Deer, Lamb, Venison, Goat, Iguana and other exotic meats after their grand opening in July of 2009.

The chef was trained by two of the Out of Africa Group chefs from South Africa. I met Mike who is the on site consultant from South Africa, watching over the menu and operations. He said there is another Out of Africa Fastfood Franchise under construction elsewhere in Cebu.
Also an Out of Africa Sports Bar is being located near J.Y.

So this is great, a major international franchise has come to Cebu first, before Manila!

The manager told me that they tested the menu for 6 months in Cebu, before opening the first franchise and their flagship restaurant in the Philippines of Out of Africa BBQ and Steakhouse in Parkmall.

The manager told me that the owners are Bernadita Bacalso Tenney and Taino and Judy Gillimac Tenney.

The crocodile was great!

Mauna giingon nga shortcut sa safety in general. Malaysia-based firm eyes RP for expansion

GIVEN the country’s huge population and high preference for quality products, the Philippines did not escape the attention of a Malaysia-based ceramic tile manufacturing company planning to expand its overseas operations.

However, White Horse Malaysia is yet to conduct a feasibility study in the Philippines to determine the availability of raw materials and cost of energy in doing business, among others, in the country.

White Horse regional manager for overseas branches Lawrence Lim said the conduct of the feasibility study could happen anytime within the next five years.

“The Philippines, with its more than 80 million people, already has the critical mass for us to start a (manufacturing) plant here. Also, (many) people in the Philippines are getting affluent and are preferring quality products. Yes, we are considering to set up a plant here but that would depend on (the results of) our feasibility study,” he said.

Guided by similar requirements, the company is also looking at two to three other countries in the Asia Pacific region for its expansion plans. Lim declined to disclose these areas.

Companies

White Horse Malaysia, which has more than 50 years of tile manufacturing experience, was established in the early 1990s upon the union of White Horse Taiwan and two tile companies from Malaysia and Singapore.

White Horse has manufacturing plants in Taiwan, Malaysia and Vietnam that are supported by distribution offices and warehouses in Taiwan, Malaysia, Singapore, Thailand, Philippines, Indonesia, Cambodia, Vietnam and Australia.

He pointed out that while other manufacturers are cutting lines or shutting some plants to save on cost amid the global economic crunch, White Horse is aiming to open at least one more factory to increase its production capacity and meet the “growing global demand” for its products.

Capacity

White Horse’s production capacity would reach 60 million square meters per annum but Lim said this is “not sufficient” to meet the demand of its domestic, regional and international markets.

He recalled a brief period last year when their huge inventory still fell short of the orders they received. He attributed this high demand to more homebuilders and homeowners taking quality as a top consideration in buying tiles.

White Horse manufactures and supplies tile products across the world, with the Asia Pacific region being its specific growth area. In the Philippines, the company partnered with Cebu Oversea Hardware Co. Inc. to distribute White Horse ceramic tiles nationwide.

White Horse is listed in Malaysia’s Kuala Lumpur Stock Exchange. It has achieved the ISO 9001 certification for quality management systems.

A CEBU-BASED conglomerate yesterday denied allegations their involvement in a billion- peso deal to computerize the 2010 elections is politically-motivated, as claimed by a presidential contender.

2GO, the Aboitiz Group of Companies’ freight, cargo and express delivery firm, objected to speculations the Aboitizes’ close ties with President Arroyo put them in the deal that involves Smartmatic Corp. and Total Information Management Corp.

Sebastian Lacson, chief reputation officer of the Aboitiz Group, told Sun.Star Cebu yesterday they will only serve as a service provider for the winning bidders.

Lacson added they even submitted proposals—to handle nationwide logistics requirements—to several bidders who joined the Commission on Elections’ (Comelec) automation project.

One of the revelations during a Senate hearing was that Smartmatic and TIM have chosen 2GO for the shipping and warehousing of about 82,200 counting machines.

However, United Opposition president and Makati Mayor Jejomar Binay alleged that the involvement of an Aboitiz-owned company in the poll automation process would weaken the integrity of the 2010 elections, since the Aboitizes are “known allies” of President Arroyo.

Lacson denied the speculation, and explained their role is solely that of a cargo delivery contractor.

If necessary, he added, the Aboitiz Group is open to any investigation on their role in the automation project.

Guangzhou to start chartered flights to Cebu next week

CEBU CITY – The Department of Tourism (DoT) has confirmed that the much-awaited twice-weekly chartered flights from Guangzhou, the capital of Guangdong in China, to Cebu will finally start on July 9, further boosting the vibrant tourism industry of the province.

In exclusive interview with the Manila Bulletin, Tourism Undersecretary for Planning and Promotions Edu Jarque revealed that the inaugural flight next week through the China Southern Airlines has already sold out, and several Chinese tourists from the largest city in one of China's wealthiest provinces have been inquiring about the chartered flights.

“They want to see Cebu. They want to have leisure holiday and they believe Cebu is the answer,” said Jarque, who just arrived from Guangzhou to attend the press conference announcing the inaugural chartered flight.

Jarque said Cebu was the talk-of-the-crowd during the press conference that was attended by more than 1,000 people, who all expressed interest in visiting Cebu through the chartered flights.

He said the vibrant tourism industry and the economy of Cebu will surely be further boosted noting that these Chinese tourists come from wealthy classes who are great shoppers and willing spenders.

“We look forward to the new opportunities that the flights will create not only for Cebu but also for Bohol,” said Jarque, adding that the Guangzhou package multi-island excursions for those who want to adventure beyond Cebu.

The new flight offerings are part of Tourism Secretary Ace Durano’s plans to maximize the growing Chinese outbound travel market, said Jarque.

The tour package is being handled by GZL International Travel Services Co., one of the largest travel enterprises in Guangzhou, that signs up the chartered flight contract until the end of this year.

Jarque said he spoke with GZL Chief Executive Officer Baiyu Chen who expressed optimism about the chartered flights to Cebu. He said Chen was confident that they can fill in the twice-weekly chartered flights to Cebu.

The DOT will be providing assistance in the form of promotion – printing of reading materials, press releases, newspaper and magazine advertisements, seminars, and workshops – to sustain the chartered flights.

“We hope to make enough noise in China to be able to sustain it,” said Jarque, referring to the new chartered flights.

The Guangzhou-Cebu chartered flight is very important to the tourism industry of Cebu because Jarque said other provinces in China will be looking at the success or failure of the program.
