Just arrived Cebu from Narita.. PAL PR433 was fully booked. Puro mga hapon ang akong kasakay.. most of them are spending their vacation here in Cebu. Ung katabi ko, she's going to study at CPILS.

Anyway, what I don't like sa airport nung pagdating namin, dun sa quarantine area.. the place was very small, and yet we have to fall in line to pass by the thermal scanner. Nahimo na ug snake ang linya with 5 turns. Ang pinaka pait pa jud, they give forms to fill it up. Naunsa?? Nisamot kadugay ang pila.

When I went to Tokyo last May, they also have these forms, pero they gave it to us nung nasa plane pa kami.. kasama sa immigraiton and custom forms..

Kung sundugon nalang kaha nila ang kadto na style? di ba mas hapsay?

Ang lisod man gud, mao to ang first na experience nila sa Cebu. And first impression, lasts kuno.. diba?

Samot pa gyud nga naay typhoon sa South China Sea then we went through the center of the storm ang resulta, severe turbulence...dili gyud maka suwat, 20mins before ni landing na nako na nako na fill-apan tanan... then ang mga flight attendant hapit na malabay sa kesame sa eroplano tungod sa turbulence... maayo gani dako nga eroplano sa Cathay...ala Air France gyud unta to...hehe
Pag abot sa Mactan, nangalipong ming mga pasahero samtang nag linya para scanner...Pero ok raman sad kay safe ang pag abot:)

yup and we did discuss its rehabilitation, too. pero wa pa jud ka sugod sa
first base ... daghan pa kaayo'g other priorities. maybe next year we can do
some substantial planning ...

City uses Korean model for river rescue plan

CEBU City officials have started to craft a master plan for the rehabilitation of the Guadalupe River, construction of needed infrastructure, including 11 bridges, and enforcement of the three-meter easement along the riverbank.

Three city councilors and a department head who are on top of the projects hoped to finish it in three years.

Russian firm plans P3.7-B hotel-resort investment

Cebu City – A Russian developer plans to invest $80 million, or about P3.76-billion, for a hotel-resort project in a 36-hectare property in Mactan Island, formerly the location of the defunct Coral Reef Resort. Philippine-Russia International Development Enterprise (PRIDE) President Alexander Zusik bared this development Friday on the sidelines of the opening of the first Philippine-Russian Business Assembly that gathered some 50 Russian businessmen in a dialogue with local traders.

“We are bullish in the tourism market of the Philippines. The development in Coral Reef will be a major step in establishing our presence here,” Zusik said.

Zusik said PRIDE plans a joint venture with Philippine National Bank, which owns Coral Reef.

“We are starting to coordinate with PNB and we are willing to go through the stages of getting endorsements from the local government,” he said.

He said PRIDE is on the lookout for a company that will manage the hotel-resort’s operations.

The multi-billion project is slated to be completed in the next two years. Initial development includes a 600-room hotel, 300-room apartment buildings, a business center covering 8,000-square meters of office space, conference hall, and 20 small villas, among others.

PRIDE is engaged in the construction of residential buildings, boutique hotels and large resorts that are environment-friendly.

“Our special selling point is in developing state-of-the-art eco-friendly projects. We will try to be delicate with the natural environment of the place,” said Zusik.

In addition to the hotel-resort project in Cebu, the company is developing a “historical tropical forest” in Subic Bay.

Zusik said he is optimistic the resort-type complex in Mactan Island will attract a huge number of the high-spending Russian tourists in addition to the traditional foreign visitors in the Philippines from Japan and Korea, as well as the Asia-Pacific region.

In Moscow, PRIDE will partner with the Philippine International Trading Corp. in creating the Philippine Trade House that will serve as a venue to promote and sell their residential projects in the Philippines to the Russian market.

Tourism Secretary Ace Durano said the Department of Tourism welcomes this major development at the foreclosed Coral Reef Resort, which is seen to further boost Cebu's tourism industry.

CEBU City councilors authorized Mayor Tomas Osmeña to sell a 28-hectare portion of the South Road Properties (SRP) worth P2.5 billion, which will be done either through an open bidding or Swiss challenge.

The transaction this time will be an outright sale, and not a joint venture like the Filinvest Land Inc. (FLI) deal.

City Administrator Francisco Fernandez said several developers have expressed interest to buy the property, that is why the City is now ready to bid it out.

The City stands to get P625 million or 25-percent down payment upon the signing of the sale contract, and the balance is payable in 10 years.

“So with FLI’s payments and this sale, we will not have any problem with SRP loan payments for the next 10 years,” Fernandez told Sun.Star Cebu.

“We waited until somebody would want to buy the property, so now that somebody is interested, we will have the bidding. Whether it’s better to do it through open bidding or Swiss challenge, we are studying that now,” he added.

Undisclosed

Fernandez declined to name the interested buyer, but earlier reports named Pueblo de Oro, SM Prime Holdings and Ayala Land as those interested to own properties at the SRP.

The property to be sold is along the Mambaling access road and the South Coastal Road, totaling 284,100 square meters.

He explained that if a sale is done through an open bidding, the City will not know or have control over what the developer will do with the lot.

A Swiss challenge, on the other hand, will allow the City to negotiate with the buyer on the terms of the sale and intended use of the property, which other parties can match through bidding.

“With an open bidding, we put the price on the property and anyone can bid but we wouldn’t know what they will do. In the Swiss challenge, the buyer will say we’ll do this, we’ll do that, then we will open it for others to match. The problem with an open bidding is that we don’t know what the buyer will do. In the Swiss challenge, we will know for sure,” said Fernandez.

He assured that the City will consult the Commission on Audit (COA), other agencies and the City Council on the legal aspects of the sale, to make sure that all bidding procedures are followed.

Auction

In a resolution approved last Friday, the council authorized Osmeña to sell through public auction SRP lots totaling 284,100 square meters based on previously approved rates per square meter.

As approved by the council and COA, the rates for SRP lots are P15,000 per square meter for the beachfront Pond A lots, P11,000 per square meter for all lots along the South Coastal Road and the Mambaling Access Road and P8,000 per square meter for all other areas of the reclaimed properties.

The second resolving clause of the resolution states that a copy of the resolution should be given to the National Power Corp. (Napocor), but Fer-nandez clarified yesterday that Napocor is not the buyer this time.

The council earlier approved the sale of a 3,000-square-meter lot to Napocor.

nag lakaw2x ko sa terraces gahapon and when i was walking from the escalators near gerry's grill towards starbucks, an idea struck me: wouldnt it be nice if the skywalks in cebu would be remodeled/renovated to look similarly like the terraces paths like this:

basin gihatagan sila sa natl govt ug budget para sa city hall improvement... other cities built/will build new ones (iloilo,tagum, cdo, etc), while some cities just renovated the existing ones (cebu, mandaue)...

Mas nindot ang sa Cebu City ug sa Mandaue City nga renovations lang, IMHO. Mas naa character ang classic nga building kay tungod pud tested thru time na siya.

I agree...Mga maayong panghinaot lang.

Good thing is that we are hearing from some of our forumers here that the city government is indeed has this plan to revitalize downtown, which is a very good thing to happen considering Cebu's downtown historical value.

On the other hand, the Cebu province is also trying to do it's share by having /accepting investments on power generations, tourism and heritage.

All for the good of Cebu... :cheers:

Experts see Cebu as premier growth area in RP

MANDAUE CITY, Cebu—Cebu’s growth drivers—business-process outsourcing (BPO) and tourism—are poised to recover first and the fastest from the global economic slump and should further entrench the province as one of the fastest-growing in the country, economists and business leaders said.

UP economics professor Cayetano Paderanga Jr., who was guest at the One Cebu Business Summit on Monday, said the two industries continue to post positive though slower growth despite the worst times of the worldwide meltdown. Investments in the two industries should be a good prospect for businessmen, Paderanga said.

Foreign-tourism arrivals posted a close to 9-percent increase in Cebu in the first semester of 2009, while the BPO sector, which employs 50,000 workers, did not report any job losses amid the worst times of the crisis.

The overall theme of the event was surviving the economic crisis and positioning business for the rebound. The Cebu provincial government rolled down big-ticket investment opportunities in the province.

The province offered joint-venture programs for its plan to build the P45-billion Cebu transaxial highway, the new Cebu International Port in Consolacion town, the expansion of the terminal building of the Mactan-Cebu International Airport, as well as the province’s bulk-water supply and solid waste-management initiatives.

Cebu Gov. Gwendolyn Garcia challenged the business sector to unite in order to weather the economic difficulties so all industries will come out intact when the good times come back.

“In difficult times and in future challenges, Cebu never fails to unite and limit our narrower selfish interest and to recognize that our shared destiny is very much larger than ourselves,” Garcia said. It was not all good news. Paderanga warned manufacturers and exporters in Cebu, which in 2008 produced $6 billion worth of products, that it will take a long time for their key markets, the US and Japan, to recover.

“There should be a slow growth in the traditional markets; therefore, a need to shift into new markets,” Paderanga said. He identified China and India as among the key markets of the future.

“They said this is going to be an Asian century, it looks like it is going to be that way,” he said.

Paderanga projects a positive GDP growth for the Philippines in 2009, but said much of it will rely on how the US rebounds in the next few months. He said baseline growth for 2010 could be around 2.01 percent and 2.14 percent in 2014. He said the US would take five to seven years before it goes back to pre-crisis levels, pushing the need for new markets for Cebu’s furniture, fashion accessories and gifts, toys and houseware sectors.

The US and Japan account to close to 30 percent of the country’s total exports.

Paderanga said infrastructure, utilities and the high cost of doing business in Cebu remain its biggest challenges. He highlighted, however, the province’s relatively low rent for space, being still one-third compared with Metro Manila prices and power that is still 30 percent cheaper.

The 3.7 million highly educated work force in the region is also a key factor, along with growth areas like the 300-hectare South Road Properties owned by the Cebu City government.

Paderanga said Cebu needs to add more value to its tourism industry, especially ancilliary services like spa and wellness to tourists, which should be an optimistic growth area.

He said there is also a need to widen the services of the BPO industry from traditional low-cost to value-added services like software engineering, legal services and transcription.

The Philippine Chamber of Commerce and Industry also reported its four main advocacies to help the country bounce back as food security, infrastructure, education and power generation, chairman emeritus Donald Dee said.

“We need to go back to the basics as in the past years. In our effort to be globally competitive, these were the sectors we have neglected,” Dee said.

2010 furniture show to boost Cebu City’s image as best in Asia

DESPITE the huge slump that saw job losses hitting over 30,000 in the past two years, Cebu’s export-furniture industry is preparing its biggest trade show, the Cebu Furniture and Furnishings Exhibition, in March 2010.

Organizers said the show seeks to reassert Cebu’s reputation of being the best in Asia in terms of furniture design, quality and value.

“We will do what we do best and that is meeting the needs of the high-end market,” Cebu X 2010 chairman Charles Streegan said. “With the challenging times, our focus is to create products that customers will want and buy. That is what Cebu X 2010 will be all about.”

Despite a drastic decrease in number of exhibitors, Streegan said the remaining players in the industry continue to be the strongest and most ready to meet the standards of the international market.

“You can have only 50 exhibitors, as long as these 50 are the best in the business,” Streegan said.

Despite the challenging times, Cebu X continues to be the country’s biggest export-furniture show.  

In 2008, Cebu X reported $15.8 million in sales while the Philippine International Furniture Show or Manila Now for 2009 reported $8.726 million in revenues ($8.856 million in 2008).

Cebu X organized by the Cebu Furniture Industries Foundation, reported more than 1,500 buyers in 2008 from 77 countries.

Streegan said a new show-management team will usher in a fresh look for the Cebu X brand, while a massive marketing campaign is being rolled out to make sure the best exhibitors and the most influential buyers will once again gather in Cebu City next year. A more intensive program for design development and capability building will also highlight Cebu X 2010.

This early, participating exhibitors are being prepared by organizers to not only create world-class design, but also execute concepts in delivery, creating a full range of services that makes Cebu truly a unique, if not the best, destination for business. Willy Rodolfo

CEBU, Philippines - Cebu City Mayor Tomas Osmeña said he is always prepared to explain to the public all about the financial transactions entered into by the city regarding the construction and the sale of lots at the South Road Properties, formerly the South Reclamation Project.

According to the mayor all the documents about the SRP are still intact, including the financial records that are being kept by the city treasurer’s office whose personnel are very active in the payment of the loan to Japan.

It was city south district Rep. Antonio Cuenco who asked the mayor to render a full accounting of all transactions about the SRP.

Osmeña has encouraged the City Hall reporters to obtain copies of the documents saying there is nothing confidential about it.

The 295-hectare SRP was funded from a P3-billion loan in Japan that is payable within 25 years, but because of the peso devaluation the amount went up to more than P6 billion.

However, the mayor said he is not worried of the escalating amount of the city loan because while the city has a huge debt from Japan, the lots —once completely sold— will also make the city the richest local government unit of the country.

Although Osmeña refused to reveal any information of the possible investors who want to buy the 28-hectare lots at the SRP which is located in barangay Mambaling some of his subordinates said some investors really wish to purchase the lots.

One of the possible investors is planning to build a giant mall at SRP, much bigger to the present SM City Hall in North Reclamation Area.

Osmeña said a mall will trigger the increase of the amount of the nearby lots.

At present, the rates of the lots at the SRP that was already approved by the Commission on Audit is P15,000 per square meters for those in the beachfront, P10,000 per square-meter for those located beside the main roads and P8,000 for those in the interior portions.

pareha sa skywalk which connects greenbelt mall and glorietta, sa may makati avenue? aw, basically, all the skywalks in the area na siguro. very classy, and they don't stick out like sore thumbs, cause ang design nila, murag gi-take into consideration ang architecture sa buildings of the area.

$80M for Lapu resort

A CAPITAL investment company has set its sights on developing the 36-hectare Coral Reef Hotel in Lapu-Lapu City, in partnership with the property’s owner, the Lucio Tan-led Philippine National Bank (PNB).

Philippine-Russian International Development Enterprise (PRI) will also allocate $80 million for the project—which will fund the reconstruction of the hotel with 600 guest rooms.

PRI president Alexander Zusik said the company also plans to build 300 apartments in apartment buildings and 20 villas will also be constructed.

Zusik last Friday presented the proposed development during the Philippine-Russian Business Assembly Forum at the Cebu International Convention Center.

Although the PRI is yet to present the final development plans to its partner, Zusik said the company expects to complete the project in two years.

Upon completion, Zusik—through an interpreter—said the yet to be named hotel will also feature a business center that will cover 8,000 square meter of space and will include office units and conference halls.

Endorsements

He added that PRI will also present the plan to concerned local government units (LGUs).

“We are now starting to coordinate with the owner and to get endorsements from the (LGUs),” he said.

Zusik, however, was not able to explain how the company will implement the project since Coral Reef Hotel is currently subject to a legal battle that involves its previous developer and PNB.

our city could use more high-rises, cute kaayo tan-awon ang ubang towers from that pano...nonetheless, recent pictures show that we already have a formidable skyline...

maybe we'd get a supertall in the next 10 years...what do you think guys?

and a 'signature' tower would be a very much welcome addition too...come to think of it, i can't recall any city in our country that has a tower associated--other than the Manila/Pagcor Tower which is still in the drawing boards...

OT: yup im sure bai nga na ta pohon taas na building nga nindot og design, but i believe in King nga mutokod sya og taas na building kasi alam natin nga mahal talaga nya ang cebu or dili lng mga King wla pa ta kabalo sa uban pa...im sure someday maganda un lugar natin bai....hinay2x lng ta maabot rana pohon especially sa atong pinangga sugbu...

Mall investor to pay P2.6 billion if...

A MALL will soon rise in a 28 hectare property at the South Road Properties (SRP) if the Cebu City government will close a deal anytime this year with a mall investor .

Cebu City Mayor Tomas Osmena said that he was not at liberty to divulge the name of the investor but the city was expected to get at least P2.6 billion payable within five years from the outright sale.

"One of the proposals of the buyer is that they will complete a very big mall. I don't know exactly how big but they are going to build it within two years," Osmeña said.

The city government will, however, open for bidding the property sought by the investor.

Osmena said he was not naming the investor because he didn't want the agreement to be jeopardized by his critics just like what they did to the city's joint venture deal with Filinvest Land Inc.

The JV deal will allow Filinvest to develop 50-hectares of SRP for P25 billion.

Rep. Antonio Cuenco (Cebu City south) earlier said that a congressional inquiry on the Filinvest Land Inc. JV deal with the city government would be conducted within the week.

“Don't tell the province that we have a buyer because they say we are broke. We have no customer,” Osmeña said.

The mayor said he was motivated to sell the property to this investor because the value of the rest of the SRP would increase if there would be a mall there.

"You have a mall there everything else goes up supposedly, that is something that we put as a condition," he said.

The mayor does not mind if the bidding will be on a Swiss challenge as long as the investor will not sleep on the property that was just bought.

"It doesn't necessarily be a swiss challenge, but we have an approval here from COA (Commission on Audit). We can sell properties by Swiss challenge but we don't have to sell it all that way," Osmeña said.

Even if the transaction of the sale would be an outright sale, the mayor said the sale contract would have a requirement, which would compel the buyer to develop the property in a specific period of time.

"We can control it a lot better if it is a joint venture but this one is a sale so we will put a requirement there -- should the sale materialize they will give us approximately P2.6 billion for the 28 hectares, to be paid in five years, shorter than FLI which is 6 years," Osmeña said. /Reporter Marian Z. ^^ Soooooo Agree!!!... Ayala promotes an eco-friendly type of project, which is perfect for SRP... I dont know but SM tends to concentrate more on how big the mall is and how many leasable area they can develop... Most of SM projects are too modern and "so so" for me and dont usually offer a refreshing type of environment. :ohno:

but look at the other side of the coin. when colon becomes a walking district, do u think dunay daghan magshopping kon maglukdo paka sa imong gipamalit unya adto paka sa sunod nga block makakuha ug sakyanan pauli. think about it mga bai.

what makes colon very busy is mainly due to its easy access to the jeepneys and cars. kon wagtangon nimo sila mawagtang pud ang kabusy sa colon. its a cause and effect factor.

i think the atmosphere of sm or ayala is totally different from the old colon. it will be a challenge to be doing lakaw lakaw sa colon without the commuter jeepneys plying the colon-magallanes route.

Kanang mga taw nga nag lakaw lakaw sa sidewalks sa Colon, mao na sila ang nag shopping og daghan kaayo na sila labi nag ting sweldo. Makaya baya nilag lakaw gikan Gaisano South hantod padong sa Gaisano main. Dili baya kinahanglan mag commute basta mag shopping ang taw, lakaw baya gyud ang tuyo ana.

I dont know but SM tends to concentrate more on how big the mall is and how many leasable area they can develop... tinuod na, if we implement a sort of park-like atmosphere, with fountains and water features sa dalan colon and maybe some benches and street lamps that would blend with the architectural style and concept in the area, maybe some palm trees and little greeneries, apply those shabby brick pavement, restore those amazing art deco and other old buildings and make the spaces more pleasing and devoid of any eye-sores like electrical wires and post, bulging asphalt pavements, garbage etc..then it would be better than any airconditioned malls..ganahan man gani ko molakaw sa colon karon nga gubot gubot pa labi na og panindoton na gyud..diha gyud manuroy ang turista kay sa SM or ayala, mao baya gyud na ila ganahan adto-an kanang mas natural features sa city dili na murag theme park og tinuyo kayo nga lugar, mas ganahan na silag adventure and kanang makita gyud nila ang kagikan and identity sa syudad...

Maayo kaayo na imong idea bai...Somewhere in Guangzhou, nakakita ko didto, mora pud og Colon og setup, pero kato maayo na kaayo pagka-revive, more or less parehas sa imong gi-describe. Naa benches, trees ug bricks na ang karsada. Wala lang to water features.

Ang usa ka-feature atong dalana/lugara kay naa sila gi-kawot nga part sa karsada, wherein naka-expose ang lain-lain nga layer sa karsada ug ang each layer kay naa label nga Tang, Ming ug uban pa nga dynasties sa China, depende kung sa asa nga particular dynasty gigamit ang usa ka layer. It so happen nga karaan na diay kaayo to na karsada, mora pud og Colon.

Hmmm, mora og maayo pud baya ni para sa downtown... :)

Gov. Gwendolyn Garcia led the opening ceremonies of the week long celebration of the 440th Founding Anniversary of the Province of Cebu with the theme “Cebu is One at 440”.

The program started with a flag raising ceremony followed by the raising of the municipal colors by the different mayors and vice mayors of the 52 towns and cities in the province. This was then followed by watering the Cebu 440 Tree.

my ideal Colon would be something like this:

2/3 of current east-bound lane: converted into a mass transit lane that could also be shared by pedestrians
1/3 or current west-bound lane and 1/3 of current west-bound land: a water channel that would be a few feet below street level and bound on one side with an accessible walkway spanning the entire length of the channel; the canal that passes the corner of Colon and Junquera streets would be diverted to this area. Furthermore, a water-works project would carry water through underground pipes from the Guadalupe River to the area where Colon meets Magallenes, where a grand fountain would be located. This 'stream' would then join the canal that runs half a block south of Colon in Sikatuna--the area around that canal would be cleared of buildings to accommodate a park.
2/3 of current west-bound/south-bound lane: converted into a pedestrian lane
current side-walks: would be evened-out to avoid areas where the sidewalk suddenly rises or falls, and would be inlaid with either tiles or pavers; vendors would be restricted to marked areas in the sidewalk (which they must pay rent for) where they could set-up shop

Anha ba agi ang propose BRT sa Colon? Tram nalang ala San Francisco. Mag circumferential route sa Colon corner Osmena Blvd/Jones to P. Burgos the right turn sa corner Cathedral Juan Luna/ Osmena Blvd the right turn sa Colon. Then another tram the same route but opposite direction. Wala nay jeep sa Colon stretch sa routa sa TRAM. :)

hinay kaayo nang tram sa sf.magulang ang parada ana sa tabo-an. mapugos paka ug tud tud kon ma stuck up. eventually if there is brt mo link raman na siya sa lrt, mrt or monorail whatever rail system is used to complement brt.

ang mrt didto sa downtown denver walay bayad kon gikan ka sakay sa rapid transit nila nga mo connect sa main business district nila which can be a good incentive for people to use brt.

Mall investor to pay P2.6 billion if...

A MALL will soon rise in a 28 hectare property at the South Road Properties (SRP) if the Cebu City government will close a deal anytime this year with a mall investor .

“Don't tell the province that we have a buyer because they say we are broke. We have no customer,” Osmeña said.

@sinj. i suggest get to your first destination first - talisay. from there, always make the poblacion of every town your 'point of origin/destination. it'd be easier that way. mga 20 pesos max ra na per poblacion.

from talisay, you can get on a multicab to mingla - all the way naga na na. dayon after that, pwde na pedicab-pedicab hangtud abot ka santander.

a friend tried this once. just to test how and where the routes of provincial public vehicles end and start.

THE Office of the Ombudsman-Visayas is formally looking into the Capitol’s purchase of the Balili property in Naga, Cebu.

This follows Cebu City Mayor Tomas Osmeña’s presentation of a geodetic engineer who said only 20 of the 25 hectares of land the Capitol bought for some P100 million is dry land. The rest are underwater.

“We will ask the mayor to give us a copy of the surveyor’s report,” said Deputy Ombudsman Pelagio Apostol.

But the anti-graft official will also ask the Capitol for a copy of the report it has commissioned its own geodetic engineers to make.

“There is already a pending request for assistance. We can consolidate it into a formal investigation once a formal complaint is filed,” he said, in reference to the letter-complaint businessman Cris Saavedra, a known critic of the Capitol, has filed.

Saavedra, in his letter-complaint dated Aug. 3, asked the anti-graft office to investigate another aspect of the issue, though.

He alleged that Amparo Balili, the owner’s widow, only got P65 million of the reported P100 million from the Capitol for the property in Barangay Tinaan, Naga.

“Public office is a public trust. Government officials are public servants and it is their duty to protect the interest of the people at all cost,” he said in the letter-complaint addressed to Apostol.

He recommended an investigation that impleaded the entire Provincial Board, as well as the governor.

Apostol, in an interview with Sun.Star Cebu, also has his eye on a third crucial document—the Provincial Board (PB) resolution that authorized Gov. Gwendolyn Garcia to buy the property.

Apostol said that if the purchase was intended for the development of a resort, then buying a property that is mostly underwater is not, by and in itself, anomalous.

The Capitol has indeed identified the lot as the possible site of a resort in previous reports.

But the PB has authorized the governor to sign an agreement with a Korean power firm to build a dumping site for coal ash on the property.

“These are all part of what we will look into. We will look into this,” Apostol said.

Mayor Osmeña, during a press conference last Monday, called on the anti-graft office to look into the purchase and offered to give the agency a copy of Engr. Fortunato Lazaro’s map and survey findings.

Lazaro, a resident of Barangay Pardo, Cebu City, has also expressed his willingness to testify in any investigation.
