We must work hard for it and take care of it,” de Castro told a crowd that filled the Barangay Jagobiao gymnasium over the weekend. De Castro, concurrent chairman of the Housing and Urban Development Coordinating Council (HUDCC), visited Barangay Jagobiao with Mandaue City Mayor Jonas Cortes. The vice president distributed 35 lot titles to individuals, Community Mortgage Program (CMP) checks to different housing association officials, and certifications of entitlement to lot allocation (Cela) to groups and individuals. Sacred Heart Chaplaincy priest Fr. Edwin Bacaltos said these former patients of the Eversley Childs Sanitarium have been working to own that area for 10 years. President Gloria Macapagal Arroyo, through Presidential Proclamation 1772, declared last May 14, 2009 the area inside the Eversley Childs Sanitarium in Barangay Jagobiao, Mandaue City as an “urban development and socialized housing site.” De Castro told the crowd the President ordered him to help speed up the process so that the area can be turned over to qualified beneficiaries. Bacaltos and his group are helping in the process of screening applicants. He said there are already more than 1,000 qualified applicants, compared to only 800 in 2005. Persons who used to suffer from leprosy are prioritized. Leprosy, or Hansen’s disease, is a chronic infectious disease of the peripheral nerves and mucosa of the upper respiratory tract. Patients afflicted with the disease stayed within the compound because they were formerly treated as outcasts because the disease is highly contagious until modern treatment stops negative patients from transmitting it. It took them years of struggle to own the lot they are occupying, said Bacaltos, as many private individuals and groups also staked their claim to the same area. Mandaue City Housing and Urban Development Office (Hudo) chief Francisco Amit said the mayor met with all claimants, until Profoods eventually yielded its claim to a portion of the 11.8 hectares, and even donated a hectare. Bacaltos said they may use this additional hectare to accommodate patients still undergoing treatment and living in cottages inside the hospital compound. Inc. (MWCI) is formally eying the Cebu market after saying it submitted an unsolicited plan to build a bulk water facility in the Visayan island, considered an underserved market. In a disclosure on Wednesday, MWCI said the proposal called the Cebu Bulk Water Supply Project will supply 35 million liters of potable water per day to meet supply requirements in Cebu cities and municipalities, namely: Danao, Compostela, Liloan, Consolacion, Mandaue, Lapu Lapu and Cordova. “Currently, these areas are being underserved,” said MWCI in a statement, adding that the water will be sourced from the Luyang River, of the municipality of Carmen. MWCI said should the project proceed as planned, it will be built in a joint venture with the provincial government of Cebu and will be subject to the province’s joint investment guidelines. The Ayala-led firm added that salient features of the proposal include a “no-take-or-pay provision” and the turnover of all the Cebu project’s assets once the 25-year cooperation period has lapsed. MWCI said the proposal aims to replicate its role in Metro Manila’s east zone to lessen the “overextraction” of groundwater in Cebu, currently the province’s main source of potable water. The company’s concession area encompasses parts of Manila, San Juan, Taguig, Pateros, Antipolo, Taytay, Jala-Jala, Baras, Angono, San Mateo, Rodriquez, Marikina, Pasig, Mandaluyong, Makati and most of Quezon City. So everytime I visit the thread I just skim thru the pictures and doesn't even bother to post any comments anymore. Keep in mind po na porket nagtatagalog doesn't mean taga Manila na. According to witnesses, the life forms, which were shaped like giant globs of red jelly, appeared out of nowhere. The attack, which lasted for less than ten minutes, left the officials and armed forces of the three big cities still clueless up until this report was printed. Damaged during the attacks were the General Milling Corporation compound in Lapu-Lapu City, the expansion project of Super Metro Mandaue in Mandaue City, and SM City Cebu in Cebu City. Capitol officials presented to reporters the result of its own survey that showed a portion of the 25-hectare property is submerged. According to the Capitol survey, 94,526 square meters of the property are submerged, 80,124 square meters underwater and 14,402 square meters with mangroves. Garcia said Capitol will recover P37.8 million of the P98 million paid for the property from the Balili estate through its executor, Romeo Balili. She said they will write the demand letter today. Torrens System If the Province can’t get the money back, Garcia said they can go after several properties in Naga titled under Luis and Amparo Balili. Ramos Sun Star Cebu Daily MANILA - The House committee on good government yesterday decided to hold a congressional inquiry on the joint venture agreement between the Cebu City Government and Filinvest to develop a portion of the South Road Properties (SRP). Cebu City Mayor Tomas Osmeña said he will cooperate with the investigation even if he considers it a trap and is already made to appear guilty. Osmeña said legislators from the Province are manipulating the proceedings on the inquiry, which he described as politically motivated. He said it is meant to discredit him in time for the elections so the Garcias can join Cebu City politics. Some Cebuano legislators, however, welcomed the committee’s decision, saying they pushed for the holding of the House inquiry in Cebu City for the convenience of witnesses and enlightenment of Cebuanos. Both Reps. Antonio Cuenco (Cebu City, south) and Pablo John Garcia (Cebu Province, 3rd district) said Cebuanos are entitled to know details of the multi-billion deal. In his April 20 privilege speech, Pablo John questioned the joint venture, describing it as grossly and criminally disadvantageous to Cebu City. In yesterday’s hearing, the committee, chaired by Camiguin Rep. Pedro Romualdo, acknowledged the issues raised in the privilege speeches of Garcia and Rep. Raul del Mar. He said these should be resolved in the inquiry. “The issues have been joined and the committee will determine the veracity or falsity of these charges raised by Garcia during the congressional hearing,” said Cuenco, a regular committee member. Pablo John said the joint venture agreement and not a mere newspaper advertisement is the best evidence for the committee to study. The legislator was referring to Cebu City’s advertisements in local newspapers to defend the legality of the contract. Rep. Raul del Mar (Cebu City, 1st district) reportedly used the statements in the newspaper advertisement when he answered Pablo John’s privilege speech. But del Mar said his reply was not merely based on the newspaper ads because he consulted City Hall officials. As to the issue on equity in the joint venture, Pablo John clarified that he only questioned the percentage share of Cebu City with Filinvest, which is lower compared to a similar deal between Taguig City and R II Builders Inc. “I’m not referring to the revenues or amount but the percentage share, which in Taguig is way higher than that of Cebu City,” he said. He said Taguig City gets 69 percent in the revenue sharing while Cebu City will get only 10.16 percent. Pablo John said the committee should request Taguig City to furnish it with a copy of its deal with R II Builders. Romualdo asked Pablo John for his copy of the contract and said the committee will write Taguig for the document. During the hearing, Rep. Pablo Garcia (Cebu Province, 2nd district) also assailed the legality of the outright sale of 10.6 hectares to Filinvest, saying it violates Section 3, Article 12 of the 1987 Constitution and Section 60 of the Public Land Act. The Constitution and the Public Land Act, he said, prohibit the transfer or sale of public domain, even if it is disposable or alienable, without the authority of Congress. What is allowed by law, he said, is only to lease the property. The sale, he said, is void. In his news conference at Cebu City Hall yesterday, Osmeña said he is ready to defend the fairness, morality and advantages of the deal to the City Government. He said he will leave the legality of the matter to the City’s lawyers. The mayor, however, said that it is unfair to appear before a hearing where the accusers, prosecutors and judges are the same people, instead of a judge in a regular court. “No problem, fine, they can question me but alkanse gyud ko kay the accuser, the witness and the judge are the same people. If this is a case of illegality, the proper venue is the court,” said Osmeña. “I don’t want to show the Cebuanos that we have something to hide so we’ll just go there and answer their questions, bahala na if it’s a trap. They’re timing all of this for the elections. It’s been months that I’ve been asking them to bring out that Taguig contract... I will insist to them to include that, unless they want to lose their own credibility,” he said. Transparency Cebu City officials have been asking Pablo John to give them a copy of the Taguig City contract so they can review it. “Why can’t they show that to us when they’re accusing us of lack of transparency? I’m willing to be transparent, we are willing to walk into a trap if only to prove to the Cebuanos that we have nothing to hide. But this is really a trap,” he said. FLI vice president for Visayas and Mindanao Tristan las Marias said the company would not comment on the matter because they have not received any advice on what transpired during the committee’s meeting yesterday. Osmeña also believes that politics is behind Garcia’s actions from the beginning, and is also meant to make investors afraid to buy SRP lots. He said he would not be surprised if the Garcias file a case against him before the May 2010 elections. “They want to fool the Cebuanos. Fine, but I’m not going to suffer. You know who suffers? It’s Cebu. Because if Cebu City will suffer, they think we will be destroyed and makasud gyud sila in glory but they have to burn the place down first so they can take over. Named the Human Development Index or HDI, this index has three distinct measures representing three basic dimensions. The first is a long and healthy life, as measured by life expectancy rate at birth. The second is knowledge, measured by the adult literacy rate (with two-thirds weight) and the combined primary, secondary and tertiary gross enrollment ratio (with one third weight). The third and last is a decent standard of living, as measured by GDP per capita in purchasing power parity (PPP) terms in US dollars. To get the HDI, an index is also computed for each of these three basic dimensions. An average of the index of the three basic indicators will now represent the summary measure of human development called the HDI. In its 2008 Human Development Report, the UNDP presented the 2005 HDI rankings of 175 states . The HDI could be calculated along with the Hong Kong Special Administrative Region of China and the Occupied Palestinian Territories. Insufficient data prevented the calculation of the remaining 17 member UN countries. In this report the Philippines placed No. 90 with an index of 0.771. Over time, the Philippines was successful in raising its HDI level, from only 0.655 in 1975 to 0.692 in 1985, 0.739 in 1995, and 0.758 in 2005. This is not so, however, in terms of its ranking because according to the Philippine 2008-2009 Human Development Report, the country’s 90th place in 2005 covered in the 2008 UNDP HDR was actually six places down since the preceding computation when it was ranked 84th. This means that while we improved our HDI in some way, many other countries were improving theirs in a big way, leaving us behind in ranking. It is interesting to know what the 2008-2009 Report has to say about different provinces of the country. The Philippine HDR is actually patterned after the UNDP HDR. Where the latter presents the ranking of different UN member countries in terms of HDI, the former presents the ranking of different provinces in terms of its own computed HDI per province. The HDI by province presented in the Philippine report varies only a little from the HDI presented in the UNDP report. One difference is the use of the average family income data taken from the Family Income and Expenditure Survey (FIES) to measure the standard of living because of the absence of data on gross domestic product at the provincial level. The second is the use in the Philippine report of the high school graduate ratio in the knowledge indicator instead of literacy rate together with the basic enrollment ratio at the elementary and high school instead of the tertiary, high school and elementary level used in the HNDP report. What now is the position of each province in the country in terms of HDI? The Philippine report shows that the top positions are occupied by Benguet, followed by Rizal, Cavite, Batanes, Laguna, Pampanga, Ilocos Norte, Bataan, Nueva Viscaya, and La Union in that order to complete the top ten. In the lowest position is Sulu, followed by Tawi-Tawi, Maguindanao, Basilan, Lanao del Sur, Masbate, Sarangani, Eastern Samar, Zamboanga del Norte and Romblon in that order. Interestingly, Cebu which Gov. Gwen Garcia claims is number one in the country simply because it has the biggest total government revenue or zero debt is not found at all even in the second top ten but in number 21. This shows that Cebu has a lot of catching up to do in terms of raising the per capita income or average family income of its people, along with education because it already ranked high at No. 6 in terms of the longevity or health index. The other interesting information from the Philippine HDR about Cebu, which also claims to be the most progressive area outside Metro Manila, is that it has one of the highest ratio of income of the highest ten percent of its population to its poorest ten percent at 13.7 or no. 8 among all the provinces of the country, which is topped by Eastern Samar with a ratio of 20.9. The higher the ratio, the more inequitable the distribution of income. Cebu just celebrated its 440th year anniversary. I think it is just fitting to know where it stands compared to the rest of the country in terms of development. Consider that when the Americans first conducted a national census in 1903, Cebu was found to be one of, if not the top most, populated province in the country. That means that at that time Cebu was relatively highly progressive compared with the rest of the country to be able to support such a big population. We don’t look at the size of population of a place as an indicator of progress now or we would be looking at China or India as the two most developed nations in the world, not the US, Japan or other rich countries in Europe. But neither is total government revenue alone or its debt level. Tower A, a 14-story structure, will be topped-off by mid-September this year and is targeted to be completed by May 2010. Department of Trade and Industry Cebu Provincial Office director Nelia F. Navarro said that Cebu will quantify the number of vanity and dental clinics in Cebu in order to make these as banner services for the broad medical tourism market. Because of this, Navarro, who is also a board member of the CHWC, said that 20 dental practitioners have already signified interest to join the CHWC membership and include their dental clinics in the list of international promotion for health and wellness. However, Navarro said the group still has to finalize its database on the list of services offered by hospitals and specialty clinics, in order to have as well organized marketing collaterals to strong push Cebu as medical tourism destination. “We are waiting for the official survey form from the three top hospitals in Cebu on what types of services are being availed of by those Filipinos working abroad, including medical tourists. But beauty or vanity and dental services are easily among the top choices,” said Navarro. According to Navarro, Cebu has to identify its (strong) niche in medical tourism. For eye laser service for instance, Eye clinics in the Philippines, or in Cebu charge from P60 thousand to P40 thousand on the procedure, while good Eye Clinics in the United States, are only charging an equivalent of P30 thousand in Philippine peso. While Cebu has identified its niche in attracting medical tourism market, industry players also need help especially in market intelligence. “We should highlight our competitiveness, especially in terms of costs. It is important that players will be informed constantly on the trends and movement and charges of the medical services offered by our competitor countries,” Navarro said. In order to capitalize on the emerging global health and wellness industry, Navarro bared that the CHWC, through the assistance of an expert from the Center for the Promotion of Imports from Developing Countries (CBI)-Netherlands, will be drafting an export marketing plan that will serve as a benchmark for local stakeholders in the latter’s promotional campaign in foreign markets. In Asia, medical tourism has raked US$120 billion in revenues for 2006, a big improvement from US$40 billion it earned in 2000. India is now the number one destination for medical tourists around the world. Total package for one medical tourist, is pegged at US$28,000, depending on medical procedure, this already include accommodation, vacation package among others. Every medical tourist can save at least US$77,000 for this amount, if they were to have their medical services done in other countries like Europe or United States. This was revealed by Department of Labor and Employment (Dole) 7 Director Elias Cayanong, who said his office will host or co-host at least 69 jobs fair in Central Visayas this year. About 44 jobs fair have been held in the region so far, Cayanong told Sun.Star Cebu yesterday. Dole has not received any “serious” case of retrenchment by Cebu-based companies since the second quarter this year. This quarter, Dole has not received any job displacement-related reports. For Cayanong, this situation is an indication of economic recovery. He said companies severely affected by the crisis last year and have to retrench are recalling their former employees. He cited Cebu Mitsumi Inc. that re-hired 2,000 workers, Pentax Cebu Philippines Corp. that re-hired more than 700 workers, and Lear Automotive Philippines that is processing some 600 applications. In a separate interview, Rhoda Villaflor of the human resource department of Cebu Mitsumi Inc. said the company has 12,000 employees. But the Danao-based electronics manufacturing company needs more engineers and technicians. Villaflor said the company is planning to “hire as much as they can,” adding that it can also accommodate trainees for electronic assembly through the apprenticeship program of the Technical Education and Skills Development Authority. Henz August 17th, 2009, 09:32 AM I dont see the logic of putting a Mosque sa SRP, neither any churches of any denominations... when the city is marketing it for a commercial and lght industries purposes.. If ever, they will put one, i think the Inayawan dumpsite which IMO is not a good sight within the vicinity of SRP shall be converted and aligned within the standards of SRP, then connect a bridge from there. Once the dumpsite is converted it can be transformed into both religious and cultural facilities site which would compliment the commercial area in SRP.
