CEBU City Mayor Tomas Osmeña can explain the "Please dim your lights" signs at South Road Properties: road safety and traffic advisory.
It's also a way of taking a cheap yet amusing shot at Capitol. After the "Please dim your lights" stands a second sign that says "This is not the Province."
Motorists in the province are used to driving in the dark, Tomas says, and he's asking them to "dim" when they're in the city.
It's a variation on the theme that Cebu towns are dark and Gov. Gwen Garcia, whom he dubs "Queen of Darkness," hasn't been able to light up the roads (never mind that highways are national government responsibility).
Dimming car lights is a safe-driving technique. You lower the high beam within 500 feet from an oncoming car and, when you're following another car, within 200-300 feet of it.
Rules-of-the-road experts say everyone's safer if you see the approaching car and other drivers see your car.
Precision
Assuming roads in the towns are dark and visibility is reduced, a motorist needs to use headlights to see, and for his car to be seen by, other drivers. But the motorist also needs to "dim" so as not blind the driver of an oncoming car or the car that one’s closely following.
Anyone, cruising in province darkness or city lights, needs to "dim" when one approaches or trails another vehicle. To suggest that province motorists don't know, or need to do that only in the city, isn't being accurate.
But then being precise in traffic education is the least of the mayor's concerns. Motive, however disguised, is just to bitch and gloat about Capitol's alleged inadequacy.

I have argued my main point before, and that is, to wait until the elections are finished, and the general transport study as well as the bRT studies are finished. And I am glad to hear it is going to that direction. Then we decide after the figures are in.
Otherwise, we can continue arguing which system is the best without sound basis. The thing is we cannot really argue which system is the best per se, because it should be in the context of the place where it will be put up. The studies at least provide us with that information. This is not just any mass transport project. This is a mass transport development for Cebu.
good point! well said. that's what i said earlier that we shudn't take this mock poll of which one we prefer brt or lrt cuz we don't have sufficient data to base our choice from and it wud only confuse people.

to be fair with Gullas, he started endorsing LRT a while ago. it makes sense then (having no other options), but not now - there's a newer, better, and inexpensive alternative - it's called BRT!
it's also the best approach to solve head on the growing traffic problem, not avoiding it (LRT).
LRT/MRT/monorail is not dead, if the population of cebu explodes exponentially in the next 10-20 years, we will be going that way. by then - it will be a sustainable investment. but most importantly, below the elevated LRT/MRT/monorail lines is a lot cleaner, organized, equally efficient mode of transporation - BRT.
i agree (we have to be fair to gullas). i myself was an
ardent apologist for the LRT since 1994. when i was a
member of the RDC in 1996 - 2000, we supported the
BOT proposal of Jefferies back then when it was submitted
to DOTC in 1995. nothing came out of it then cause their
studies showed it was not feasible for them. jefferies is
an american firm with proven track record on transport.
they promptly withdrew when they saw the ridership
estimates and the financial figures.
i think the key issue i would like to share here is that we
should not make a hasty decision without looking at the
option details. i supported the LRT because i didn't know
the economics of BRT back then. it was only after i had
enough knowledge on its intricacies and viability figures
that i got convinced. i should hope gullas will take some
time to study the alternative closer. i am convinced he
would also see the better option of the BRT once he know
it thoroughly.
guess what, today is the second day of the 2nd world roads
conference (https://www.wrcsingapore.sg/) here in
singapore. and know what? the hottest issue here is still
the BRT compared to rail. its a more professional discus-
sion however, delving into transport economics, history,
experiences of many countries, etc., etc. and i learned a
lot more about BRT experience in other countries as well.
there are rail advocates here, too, mostly from rail manu-
facturers from UK and europe, but in general, majority of
the attendees favor the BRT as the more sustainable
solution to the worlds urban transport problems, most
especially in the developing world.

are a lot of papers about the BRT and their implementa-
tion all over the world. and yehey! the cebu BRT has been
mentioned by at least 3 speakers already, although in
passing only, he he he. at least, it shows we are not
operating from a vacuum, and that the international
transport community is looking on us and our development

Sky Harbor October 27th, 2009, 12:34 PM One of the objectives of BRT is to reduce car use, thus reducing pollution from vehicles. My guessalysis is use existing roads in order to get into conflict (sorry for the lack of the term) with the other vehicles. For example, Jones Avenue. Everybody knows that Jones avenue has at least six lanes. Now, if we dedicate two lanes for BRT, the number of lanes used for private transportation becomes four. So we expect heavy traffic and traffic jams often. If a person is annoyed with traffic jams, why not use BRT? Thus implementing reduce car use immediately.
In case of LRT, assuming that they use above-grade rails, the lanes still remain six. So the heavy traffic and traffic jams will not occur often. But reducing car use is not as quick as BRT.
If someone argues that buses do use fuels to contribute pollution, well, the government will buy LNG or LPG buses instead. Those fuels burn cleaner than gasoline.
In the end, what will Cebu City roads want to be? People-centric or car-centric?
I'll use Jakarta again as an example, since it applies. The way BRT can be effective is if it entails the expansion of existing roads to accommodate the BRT lanes, as well as a general attitude change among the people. Most developing countries, despite great strides in developing mass transit systems, are still largely car-centric (save for India). To quote the Wikipedia article on TransJakarta (slightly edited for spelling):
The passengers of TransJakarta buses come from different backgrounds; Expatriate executives, employees, peddlers, housewives and their children are among them.
During rush hours, people from the upper or middle classes (one of the main targets of TransJakarta), usually prefer to use private cars or taxis to avoid inconvenience in the overcrowded TransJakarta buses even though it means they would have to bear the traffic jam in the regular roads. (This happens mostly with lower middle class people who are usually ex-users of other less comfortable and/or more expensive commercial buses)
This is contradictory with one of the initial objectives of TransJakarta, which is to reduce traffic jam during rush hours by persuading private car owners to use comfortable public transport.
The thing here is attitude change. Regardless of the mode of transportation, as long as we live in a car-centric culture, nothing will change. BRT proponents (and LRT proponents as well) can't just presume that people will dump their cars and take public transport overnight.

The thing is, bai Skyharbor, we are quite lucky we have a city planning development officer and a mayor who agrees with you on the point you raised. That is a good start enough for me to believe in the implementation of a full BRT system with the other programs that should accompany it (especially since we are using Bogota and Curitiba as some of our models).

no you can't safely presume. if we expand the roads, there
will be more cars. we have to look at it from an overall
national transport policy perspective - are we promoting
car use, or are we reducing car use?
but your right, people can't change attitude overnight. some
people can't even change attitudes their whole lifetime! but
i have trust in the filipino. we might have attitude prob-
lems in compliance but when we are in other countries, we
meekly follow their rules.
TransJakarta is a classic case. it had a lot of problems
which i am grateful to them for coz in a way, it gave us
opportunities of studying their experience. there are other
examples of other BRTs which had moderate car-to-PT
shifts, bogota and curitiba among others, and in between,
there are varying degrees of figures. but it does happen
and it can happen. that's why we should prepare it care-
fully instead of rushing to things ...

I cannot say that widening and expansion is always, and the only way to solve traffic woes. But I believe bicycle lanes, proper sidewalks and car-reduction programs are very much part of the package.
I have a concern about the Talamban route though and I hope the study will elucidate this uncertainty I have. I taught at an international school before diha dapita and I am just concerned kung unsa ang proportion of the traffic volume of the large cars which send and collect the rich kids going to these schools (CIS, BRIGHT, Sacred Heart for example). I am doubtful man gud nga they will convert to BRT (safety concerns and the like) and I have a hunch nga these vehicles form a significant bulk of the volume of traffic during rush hours. Halos kada studyante naay usa ka auto (mga ford ug SUV pa gyud nga dako kaayo ug space kaonon. Mga sexy pa gyud nga yaya ang magdrive sa uban hahaha.). AMbot lang karon, kay that was 2 years ago pa. I hope my fears are unfounded.

but as many posters have said, BRT is not immune to the threats of chokepoints and traffic jam because sooner or later it will have to merge with other vehicular traffic.
we can call it by any other name but the B in BRT stands for Bus. running on 4 wheels.
i just do not want to see the like of edsa or aurora avenue in cebu. I have seen enough shit in my life then. got stuck in too many traffic jams and for me LRT, will always be a practical and tested way of beating traffic jams at the same time reducing vehicular volume.

I rather put railway in Mindanao first especially my home city, Iligan. :lol: Besides, Cebu is already experienced having the train as a mode of transportation before. :lol:
Anyway, regarding car thing, I remember the jeepney strike in Cebu City (yes, that's on oil price increase) a year ago. I was expecting that the roads of Cebu City will be quiet but the situation is the opposite! There are more cars plying on the street! :lol:
My theory on private vehicle usage is they use their private vehicle for long distance travel, not within the city.

bai Zuburban, have you ever encountered a traffic situation nga naa'y intersection gridlocks? Kanang times na maski nag-green na ang traffic light you cannot proceed? BRT buses are prone to that. Kung inana, they will become just like any other bus service. Not to mention the fact na considering the state of enforcement of the traffic rules and the unhealthy discipline of many drivers today, the possibility of vehicles using the BRT lane cannot be discounted. Samot na kung "wala bitaw citom." Then again, BRT will become just like any other bus service.
Not unless we see and feel the success of BRT even after 10 years of service, I can still foresee that ours will become like that of Jakarta's. I am basing my statement on the present situation of things, you know what i mean... Maayo lagi inig sugod, pero give it 5 years, magstart na na ug rot ang systema, pero i'm hoping that im wrong.

The US deficit here was growing like wild fire into $Trillions since when. Then it came down to $Zero when President Clinton was leaving office. When the young President Bush was president, it started to go up the deficit. And when it allow China and the rest of the world to open the door for imports and the added Afgan & Iraq military expenses on military operation of $1 Billion/day plus the stimulus package to prevent depression and control the recession.
PGMA could have help arrest the deficit like President Clinton did but instead it seems she augment it.
The mass infrastructure in the Philippines is OK but al least spread it to different provinces to the Visayas and Mindanao and mostly not in MM. :ohno:

So does a lot of big cities in the US. Durham,and Raliegh, North Carolina in general as I observed, I barely see any sidewalk. If there is one only one side had them.
In old part of Cebu City has a decent sidewalk. As the City progress and expanding into the residential area, the sidewalk is getting less in width or the embornal is the sidewalk. Hopefully this will be address to. :nuts:

federalist October 27th, 2009, 06:07 PM we can't fault mayor osmena for being skeptical about the lrt project. he's just being careful. he's a smart leader and that's what make him a true desirable political leader, never mind his squabbles with the garcias or some other oppositions. but hey. he's such a good leader. his brt is alright. no problem with brt as long as it addresses the traffic problem of the city. i think lrt isn't feasible yet in a small city like cebu. cebu is a small city in terms of population and area, save for the mountainous barangays which account for almost 75% of the total area. lrt is a huge investment and requires high passenger volume to sustain its viability. with metro cebu's (cebu city, lapu-lapu city, mandaue city, talisay city, consolacion, minglanilla, naga, compostela, liloan) population of less than 1.5 million, it cant be profitable.
monorail is more practical than lrt cuz its smaller scale in terms of physical structures compared to lrt if we really want a rail-based mass rapid transit system. the cars and concrete structures such as beams and pylons of a monorail system are smaller. with that being said, it's cheaper to build, operate and maintain. a lot faster too cuz only up to 2 cars at most per train so fewer passengers. fewer passengers mean shorter time to load and unload. and wud fit right to our city's narrow streets and compact layout of the city.
Metro Cebu's population is more than 1.5 million. plus Danao, San Frnando and Carcar are now part of Metro Cebu.

City Mayor Tomas Osmeña said he will not endorse the LRT-MRT system until his BRT system is completed.
Eric Mendoza, Mandaue Chamber of Commerce and Industry (MCCI) president, said having both the BRT and the LRT-MRT will enhance business and development for the entire Cebu.
He said the mass transport system will avoid overly congested traffic and spur the establishment of growth areas in other parts of Cebu.
He said the proposed BRT and LRT-MRT are both relevant to the province’s business sector.
Mendoza said both mass transit systems are environment friendly and enable the swift movement of people, goods and services and will allow access to cheaper homes beyond Metro Cebu.
He hopes the projects will be implemented well, with the BRT system serving the peripheral routes from the LRT stations’ drop-off terminals or centers.
Businessman Teodoro Locson said both systems, if properly planned and integrated, will be good for both for this city and the province.
Businessman and past Cebu Chamber of Commerce and Industry (CCCI) president Robert Go said he favors a mass transport project, be it LRT or BRT.
“It’s a good development for the transport system. The old jeepneys belch smoke, cause pollution, and could cause traffic due to some undisciplined drivers,” he said.
He explained that the project can declog the streets that can then be devoted to delivery vans, taxis, buses, tourist vehicles, and trucks for business and commerce, similar to Hong Kong and Singapore.
Philexport-Cebu executive director Fred Escalona said the problem in inbound logistics or the movement of goods and services from suppliers to production factories or storage facilities have been considered one of the most “glaring concerns” in the supply chain of Cebu’s export sector.
This was discovered in a recent sectoral export marketing plan facilitated by Philexport-Cebu.
“Cebu is growing so fast. It’s about time for Cebu to have an efficient mass transport system. This is a good project, provided that it is efficiently mapped out by not disturbing the flow of traffic,” Escalona said.
He suggested that jeepneys be stationed in the LRT’s drop-off points since the buses used in the BRT system might further congest traffic.
“Cebu’s economy will be well-compensated if we address the issues now, including the fast movement of goods,” he said.
Samuel Chioson, CCCI president, said an efficient mass transport system would redound to everyone’s benefit.
“Better mobility always results in a move vibrant economy,” he said.
Chioson said if there’s a way for both systems to co-exist, both systems can be pursued.

@bakasaurus, actually murag gi-extend na ang day-as perhaps in preparation of the planned causeway and hotel/resort. The floating restaurant is still there plus the other resto on the other side. Both give great views of the city esp pag dapit hapon. If you are adventurous enough you can continue trekking sa ilang gi reclaim nga land.

I surely agree with Henz & brodix that a separate thread CEBU CITY LRT/BRT is needed. A balance and transparent discussion would be on the subject. A politician's endorsement, his/her political position and one's current popular political agenda may not trounce the discussion. We are at a conceptual stage. There are no projects to compare between BRT/LRT, BRT/BRT and LRT/LRT systems. Most important for me is its impact on families and businesses whose lives, incomes and employments will be displaced especially by location, new environment and especially by eminent domain such as what the City did to families and businesses along at V.RAMA. There will be citizens who will be forced to sacrifice and also pay/support the project. Cebu government is known for its independence from National government. The North reclamation and SRP were not conceptualized by Manila. We are always proud to be not only as a Filipino and/or be a Filipino descendant but also being a Cebuano.

in the next 12 months i think we have to make a firm choice. because planning and funding for these types of projects will take 2 years.
implementation another 2 years. all in all, 5 years before the fruits of any mass transport system will be implemented.
daghan na kaayo tao cebu. 3m+ people. the carrying capacity of our cities have been strained.
and we need to plant more trees.

Organizers of the Sinulog 2010 grand parade said they will feature Cebuano music and dances throughout the festival which celebrate its 30th anniversary in January 2010.
Ricky Ballesteros, Sinulog Foundation Inc.’s (SFI) executive director, said they will focus on the Sinulog based dances and will feature Cebuano music and dances to educate both local and foreign tourists in the origin of the festival.
Ballesteros said the Sinulog’s theme will remain the same: “One Beat, One Dance, One Vision.”
But he said Sinulog 2010 will feature an all-Cebuano performance from dancers to musicians and other artists and will show the best that Cebu has to offer.
”Since this is a grander celebration, we want to go back to the roots of the Sinulog, to educate the Cebuanos, especially the youth, on how the festival started. We want to show what Cebu was and has become through the years. Everything will be about Cebu and its culture,’ he said.
Ballesteros said some locals don’t know that Cebuano dances exist, that is why the SFI will present them during the grand parade.
From the launching parade in early January to the finale of the grand parade on the third Sunday of the month, Sinulog-based performances will highlight all the programs and nightly concerts.
Although the focus is on Sinulog-based dances, the competition during the grand parade will still have the free interpretation category.
While the Sinulog-based dance can seem monotonous and plain to some spectators, Ballesteros said a lot can be done to make the performances extraordinary.
Starting this September, the organizers will hold dance workshops for all choreographers and Sinulog dances to guide them to explore and innovate to make their performances spectacular.
”We want to encourage them to research on the Sinulog evolution. There is a lot to explore. We have to go back to its roots so we can emphasize that this is the Sinulog. Since this is a bigger celebration, it’s time to showcase the bet of Cebu,” Ballesteros added.
SFI has started sending invitations to out-of-town contingents to ensure their participation in Sinulog 2010.
Since next year is an election year, Ballesteros said they expect more politicians to attend the festival.
He said they also expect more revelers spectators and foreign guests since Cebu will celebrate the 30th anniversary of the “biggest festival in the country.”

Kanang times na maski nag-green na ang traffic light you cannot proceed? BRT buses are prone to that. Kung inana, they will become just like any other bus service. Not to mention the fact na considering the state of enforcement of the traffic rules and the unhealthy discipline of many drivers today, the possibility of vehicles using the BRT lane cannot be discounted. Samot na kung "wala bitaw citom." Then again, BRT will become just like any other bus service.
Not unless we see and feel the success of BRT even after 10 years of service, I can still foresee that ours will become like that of Jakarta's. I am basing my statement on the present situation of things, you know what i mean... Maayo lagi inig sugod, pero give it 5 years, magstart na na ug rot ang systema, pero i'm hoping that im wrong.

Although Mayor Tomas Osmeña already accepted in principle the proposal, City Administrator Francisco Fernandez said the committee still has to review the documents before it goes to a competitive challenge.

They also plan to put up a school, hospital and high-rise condominiums later on.
“He accepted that in principle and has passed on the proposal to the committee on awards. So now we have to look over their documents. If we find them to be acceptable, then we will publish the invitation to bid,” Fernandez said yesterday.
A competitive challenge was preferred for SM Prime’s proposal, as it will allow the City to negotiate with the buyer on the terms and conditions of the sale and the intended use of the property.
Other interested developers can submit their proposals and challenge the offer of SM Prime, which the latter can match if it loses in the bidding.
Fernandez earlier said that if the sale is done through an open bidding, the City will not have an idea or have control over the developer’s plans on the use of the lot.
In a separate interview, Joel Yu, managing director of the Cebu Investment and Promotions Center (CIPC), said no one has expressed interest yet to challenge the proposal of SM Prime.
CIPC is the marketing arm of the SRP.
“It’s going to go through a public bidding, but through a Swiss challenge. The City will publish the invitation to bid, and invite the general public to submit a better offer. But so far, there’s no one (interested to challenge),” Yu added. (LCR)

i am there with you bai. if you have observed traffic situation in cebu biya, there could probably be 7 reasons for that:
1. there is a procession from a barrio fiesta or a "lubong" of a departed loved one to the cemetery;
2. there is a "haya" or "burol" (tagalog) that consumes one lane of the street;
3. there is a motor/vehicular accident going on;
4. the traffic lights ain't working and there is no traffic enforcer to guide vehicles;
5. many private and public transport (jeepneys) during rush hour;
6. public jeepneys don't know how to unload and load passengers; and
7. jeepney drivers are undisciplined and reckless.
and the last two might probably have the most number of traffic violations in the city.
and about BRTs "caught" in traffic, i mean, hey, if you can just imagine getting rid of those jeepney drivers i was referring above, do you think we'd still have growing traffic problems and frustrations caused by their lack of discipline, arrogance and recklessness? i don't think so.
I'll use Jakarta again as an example, since it applies. The way BRT can be effective is if it entails the expansion of existing roads to accommodate the BRT lanes, as well as a general attitude change among the people. Most developing countries, despite great strides in developing mass transit systems, are still largely car-centric (save for India). To quote the Wikipedia article on TransJakarta (slightly edited for spelling):
The thing here is attitude change. Regardless of the mode of transportation, as long as we live in a car-centric culture, nothing will change. BRT proponents (and LRT proponents as well) can't just presume that people will dump their cars and take public transport overnight.
when you widen roads to a point of making it more enticing to private vehicles, you defeat the purpose of making public transport first priority than private transport. i mean, you can't solve traffic if you still keep on widening roads bec. from time to time, cars will grow bec. you've given them enough space to use it.
^^ This means I can safely presume then that roads will be expanded to accommodate BRT (and perhaps in the future LRT) lanes?
actually, we have to widen our existing roads that would be served by the BRT bec. in order to properly implement it but definitely not to the point of enticing more priavte vehicles from using it.
bai Zuburban, have you ever encountered a traffic situation nga naa'y intersection gridlocks? Kanang times na maski nag-green na ang traffic light you cannot proceed? BRT buses are prone to that. Kung inana, they will become just like any other bus service. Not to mention the fact na considering the state of enforcement of the traffic rules and the unhealthy discipline of many drivers today, the possibility of vehicles using the BRT lane cannot be discounted. Samot na kung "wala bitaw citom." Then again, BRT will become just like any other bus service.
Not unless we see and feel the success of BRT even after 10 years of service, I can still foresee that ours will become like that of Jakarta's. I am basing my statement on the present situation of things, you know what i mean... Maayo lagi inig sugod, pero give it 5 years, magstart na na ug rot ang systema, pero i'm hoping that im wrong.
bai basing from the observations i have about traffic situations in cebu, if you can get rid of just those significant scenarios of traffic we have, then BRT can run smoothly. i presume, when the BRT line is set-up, no more jeepney routes could enter bec. BRT would assume the role of our jeepneys serving that route so at least, we have save a lot of space already for private transport. so let's presume wala nay jeepneys along the BRT line, probably the problem we can encounter are those private vehicles that are also reckless that might illegally go inside the BRT line, then that's the time traffic enforcers would act upon against the driver.

Like what @Zidlakan mentioned, he have learned a lot from the exhange of our ideas. So it's very possible na naa pa'y mga negative aspects nga wala pa nahibalan ni Sir Paul pero tungod sa katong mga critiques nga gihatag by some forumers regarding BRT, adto pa niya nahibalan and he can offer input para ma-prevent ang posibleng consequences. bati pud baya nang 5 years after na put in place ang BRT, dinha pa ta magmahay.. :)

Organizers of the Sinulog 2010 grand parade said they will feature Cebuano music and dances throughout the festival which celebrate its 30th anniversary in January 2010.
Ricky Ballesteros, Sinulog Foundation Inc.’s (SFI) executive director, said they will focus on the Sinulog based dances and will feature Cebuano music and dances to educate both local and foreign tourists in the origin of the festival.
Ballesteros said the Sinulog’s theme will remain the same: “One Beat, One Dance, One Vision.”
But he said Sinulog 2010 will feature an all-Cebuano performance from dancers to musicians and other artists and will show the best that Cebu has to offer.
”Since this is a grander celebration, we want to go back to the roots of the Sinulog, to educate the Cebuanos, especially the youth, on how the festival started. We want to show what Cebu was and has become through the years. Everything will be about Cebu and its culture,’ he said.
Ballesteros said some locals don’t know that Cebuano dances exist, that is why the SFI will present them during the grand parade.
From the launching parade in early January to the finale of the grand parade on the third Sunday of the month, Sinulog-based performances will highlight all the programs and nightly concerts.
Although the focus is on Sinulog-based dances, the competition during the grand parade will still have the free interpretation category.
While the Sinulog-based dance can seem monotonous and plain to some spectators, Ballesteros said a lot can be done to make the performances extraordinary.
Starting this September, the organizers will hold dance workshops for all choreographers and Sinulog dances to guide them to explore and innovate to make their performances spectacular.
”We want to encourage them to research on the Sinulog evolution. There is a lot to explore. We have to go back to its roots so we can emphasize that this is the Sinulog. Since this is a bigger celebration, it’s time to showcase the bet of Cebu,” Ballesteros added.
SFI has started sending invitations to out-of-town contingents to ensure their participation in Sinulog 2010.
Since next year is an election year, Ballesteros said they expect more politicians to attend the festival.
He said they also expect more revelers spectators and foreign guests since Cebu will celebrate the 30th anniversary of the “biggest festival in the country.”

Akong i-mention pirmi kay BBQ sa Larsian, Siomai sa Tisa and the recent "boom" of local pizza parlors like Alberto's, Biaños, Calda, of course we can not forget Handuraw, plus the recent addition Mama Maria Pizzaria and daghan pa kaayong mga nanggawas pero wala pa lang nakakatag.

I have a concept bitaw kung unsaon pagimprove ang among "business center" namo diri sa punta princesa. A sort of program for SMEs coupled with a rehabilitation of F.Llamas Street converting it into a pedestrian friendly commercial strip, from rubberworld up to maria lina. Kung kakita mo sa pixar movie nga CARS, mura'g ingon adto, katong scene nga gipabalik nila ang glory sa radiator springs.
The concept is basically like a Strip type Mall without the ceilings and airconditioning - an outdoor mall, so to speak.

OT ni sya. Ang akong Chinese coworker sa una kay nakakita nga nagdala ko ug humba sa office. Unya ni ana dayon sya nga my food is called KUMBA. She told me that the Chinese word for the dish was KUMBA and I told her that the Cebuano word for the dish was HUMBA. Everything was the same, from the ingredients, preparations, everything! Ang dili lang the same kay ang "K" ug "H" hehe Wa lang... share lang. Maybe naay mga language major diri who would find this amazing like I did.
So nakathink ko nga ang HUMBA kay directly from China jd na nga food. I could be wrong, pero mao na ang akong na think. Unya nag discuss dayon mi sa culture and food influences sa Pinas.

heheh It's nothing about the food. I love Harbor City. And I love dimsum. The best mn jd ang Harbor City and Ding Qua Qua. I blogged about this, but I'm ok with this now. It was settled anyway. I mean I made sure that it got settled, otherwise nag yaw2x pa siguro ko until now. hehe
They double-charged my Visa. Or my Visa was charged twice for the same transaction. Exactly the same amount. It was probably a mistake on their part, but can you imagine seeing the same exact charge twice? I was very angry! But my friend had a similar situation. So I don't know. I don't want to accuse them of anything bad. It was probably an honest mistake, but I wasn't happy. That's all. :) I was only at Harbor City Ayala once, but I got two charges from them.

actually CNG is a lot safer and is more environmentally clean than most fuels (gasoline, diesel, propane). its also a practical way of energy consumption esp. that gasoline prices is unpredictable.

Two or three LRT lines could totally transform the face of cebu. it'd give cebu a more 'business feel'. investors will be confident, clients come marching in, and business becomes better. I think this is exactly why major businessmen are in favor of its implementation.

Ah, kaya pala... :lol: Prolly it was the same the cashier who made an awful mistake with the bill. And I'm pretty sure you were able to dispute the charge? I work for a credit card company so I know that you'd eventually get your money back since it's not your fault or anything :)

Patay pod ang ilang escalators didto. Kibaw g'yud ko nga naa'y something weird nahitabo kay pagsulod palang nako sa mall, nakabati na ko ug lain. Nangutana ko sa mga guards, mga tindera ug tenants, lahi-lahi ang tubag. Short circuit daw. Observance daw sa International Day of Climate Change. Ana pa to ang isa ka tenant nga may pag nanira nalang daw ang SM kay init g'yud kaayo. Of course, who here in ssc with mature-minded forumers would think na bugo ang ipang-hire sa mga taga-WB? besides, do you mean na all the discussion about the BRT/LRT these past few weeks kay pointless and useless kay naa ra bitaw mga experts nga mu-undertake ug study? how did the people in new delhi and jakarta think about sa ilahang BRT before pa to na setup? Siguro "di bitaw na sila bugo, mga experts bitaw na sila." Then just look at their BRT now. i have clearly pointed out in my previous posts na i'm eager to look at the detailed masterplan of our BRT after the studies are done. my point is, since naa na man jud discussion about BRT, let us discuss "everything." but since the momentum about this BRT fever is dying out, then i would also rest my case.

Brown-out gyud tu siya sinjin.. We received a notice from Ayala admin nga kuwang ta sa kuryente diri sa Cebu and probably mo-last pa ang same incident by next year first quarter..
Even diri sa amoa kay magsige ug brown-out. This has something to do gyud with power shortage.

I agree to this statement. Since one week I search for articles to this theme. Honestly the best is not BRT or LRT, no BRT and LRT.
Both systems do not disqualify each other, no they complement each other. The LRT is very important for the transportation of foods and goods. In addition it will be able to transport people over a long distance. The Busses will bring every person to special places.
What is most important for the chance of development of a country? Yes, the infrastructure. It will help the people by itself. In addition it will strengthen the settlement of industrial production and services.
I am living in germany. The best place for new industries is directly beside an expressway. This is a highway similar to the SRP in Cebu, but of course with much more traffic. Organization of traffic is what Cebu really needs. Nice for vacation and to have fun but worst, if you have to work and to survive with it. Time is one important factor for industrial production. Here in Europe they have established the just in time production. No inventory. Trucks are carrying the needs to the place, where it will be put together by the workers just in time, when it will be needed. Not good for the environment, but good for the economics.
I really understand the fear of the high expense of the future investment. But the people of Cebu will get back every Centavo. You will have an interest. But of course you have to think about a large space of time. 20 years or even more. I know, that many people from the Philippines have big difficulties to imagine the possible future. Many people have only one item in their mind. How can I feed my family? Do not hesitate and take the risk! If your government will ask you, decide yourself for the BRT and the LRT! If your neighbour is asking you, convince him for use of the BRT and the LRT! If your kids are asking you: If you like to have a nice future, agree to the LRT and the BRT! Your chances to have a nice work will grow.

Nope LRT unless tasked purposely is not usually used to carry freight or as avenue to deliver goods and foods. In my whole life and have been 2 at least 4 countries with LRT/MRT system... none of them use it as freight. Whereas BRT's dedicated lanes, if allowed by the authority can be used by Delivery Vans, Emergency Vehicles, Police, etc... hmmm... something poped out of my mind... the BRT lanes can actually be abused by unscrupolous politicos who thinks they are above the law. Citing an example of infra use abuse is when Bong Revilla counter flowed the opposite lane of the coastal highway para makaiwas sa traffic. Who does he think he is? :bash: Just a thought...

But as long as you are planning, you can change everything. In former times Cebu has a railway. Why it will not be possible to build a system for both: passengers on the one hand and foods and goods on the other hand? To plan the route is the same, to install the rails is the same. Only the engine and the waggons have to be different.
Of course it is a dream, but if even dreaming is not allowed, you will never change yor future.

TO improve the sailing performance of one of its ships, Cokaliong Shipping Lines Inc. has acquired an P8-million engine monitoring system for M/V Filipinas Cebu.
It is considered the first vessel in the Philippines to have acquired the new technology from Japan.
Chester Cokaliong, chief executive officer and chief operating officer of Cokaliong Shipping Lines Inc., said the engine monitoring system is designed to supervise the running condition of the ship.
“The vessel crew won’t have a hard time locating where the problem with this monitoring system,” Cokaliong said.
Features
The engine monitoring system has a touch screen monitor and a feature that sends out warning signs of an engine problem.
It prints out the engine’s temperature and pressure information, allowing the crew to immediately respond to the problem.
“This will help prevent occurrence of engine problems,” Mardon Martin, supervising maritime industry development specialist of Maritime Industry Authority (Marina) 7, said.
He said engine problems are often the cause of vessel mishaps.

Of the eight vessels owned by the Cokaliong Shipping Lines Inc., M/V Filipinas Cebu is the only one equipped with the modern engine monitoring system. M/V Filipinas Cebu was built in 1993 and is said to be the second youngest roll-on-roll-off vessel in the country. The first is M/V Filipinas Ozamis, also owned by Cokaliong.
M/V Filipinas Cebu carries 642 passengers and sails between Cebu and Iloilo and Palompon.
The installation of the engine monitoring device allows M/V Filipinas Cebu to qualify for for the national search for the 2008 Masters or the Marina Awards for Safe Travel, Excellence and Responsible Service.
Cokaliong Shipping Lines Inc. got the regional awards in three categories in the 2008 Masters: Vessel of the Year for the M/V Filipinas Cebu, Coastwise Domestic Shipping Company, and “Master, Chief Engineer, Seafarer Master Mariner” that went to Saviniano Fuderanan of M/V Filipinas Cebu.
Masters is an award given for maritime industry players in recognition of their outstanding performance or contribution in the preceding year.
Criteria
The search criteria include the vessel’s safety record, economic contribution, notable achievements and least number of violations and penalties from government entities.
Other regional award-ees are Roble Shipping Inc. for Ferry Domestic Shipping Company; Tsuneishi Heavy Industries (Cebu) Inc. for Large Shipbuilder/Ship Repair; Fortune Ship-works, Inc. for Small & Medium Shipbuilder/Ship repairer; Lusterio Boat Maker for Boat builder and University of Cebu–Maritime Education and Training Center for Maritime Training Center.

CEBU, Philippines - If given the chance to lead the country, Defense Secretary Gilberto “Gibo” Teodoro Jr. said he will prioritize the promotion of tourism in the country and it will start in the whole island of Bantayan in Cebu.
Speaking before thousands of residents from the towns of Santa Fe., Madridejos and Bantayan at the Bantayan Cultural Center, Teodoro said he intends to make the country a tourist destination in Asia.
“I will work for the promotion of tourism and it will start in Bantayan Island as primary tourist destination in Asia,” he stressed.
Teodoro, who has already publicly admitted his plan to run as president in the 2010 elections, was in town yesterday to check on the typhoon victim in Bantayan and personally distribute goods as assistance to the affected residents.
Teodoro said his last visit to the place was during his term as congressman and he personally witnessed its big potential for tourism development.
He lauded the leadership of Bantayan Mayor Geralyn Escario who worked hard for the promotion and development of tourism in her town.
The Defense chief also credited the cooperation and support of the business and private sector to the government.
According to Teodoro, he already personally discussed the plan with Tourism Secretary Joseph “Ace” Durano and they agreed to work with each other for the continuing promotion of tourism in the country especially in Cebu.
Teodoro said he fully support the plans and programs of Durano in the promotion of the country’s tourism sector.
However, he said that to achieve these goals, there is a need to prepare the town of Bantayan and neighboring barangays first by improving the delivery of basic services.
Thousands of tourists are visiting Bantayan Island every year, especially during Holy Week.
Teodoro cited the airport in Barangay Pooc of Santa Fe town that needs immediate development.
According to him, the development of the airport in the island is important as this facility is needed for tourism and economic development.
Fourth District Rep. Benhur Salimbangon told Teodoro that the airport located in the island will be used as alternate airport of the Mactan Cebu International Airport.
Salimbangon said that during emergency and natural disasters, the Bantayan airport is important for relief and rescue operations.
The congressman said the airport’s 900-meter runway should be extended and the facility should be improved for better services.
Salimbangon said the development of tourism in the whole island of Bantayan will provide employment and other benefits to the people.
“Nakita nato nga mao kini ang usa sa mga pamaagi nga makahatag og kalamboan sa tibuok isla sa Bantayan,” he emphasized.

Only for carrying people I cannot the the best effort of it. But as long as you are planning, you can change everything. In former times Cebu has a railway. Why it will not be possible to build a system for both: passengers on the one hand and foods and goods on the other hand? To plan the route is the same, to install the rails is the same. Only the engine and the waggons have to be different.
Of course it is a dream, but if even dreaming is not allowed, you will never change yor future.

CEBU, Philippines - If given the chance to lead the country, Defense Secretary Gilberto “Gibo” Teodoro Jr. said he will prioritize the promotion of tourism in the country and it will start in the whole island of Bantayan in Cebu.
Speaking before thousands of residents from the towns of Santa Fe., Madridejos and Bantayan at the Bantayan Cultural Center, Teodoro said he intends to make the country a tourist destination in Asia.
“I will work for the promotion of tourism and it will start in Bantayan Island as primary tourist destination in Asia,” he stressed.
Teodoro, who has already publicly admitted his plan to run as president in the 2010 elections, was in town yesterday to check on the typhoon victim in Bantayan and personally distribute goods as assistance to the affected residents.
Teodoro said his last visit to the place was during his term as congressman and he personally witnessed its big potential for tourism development.
He lauded the leadership of Bantayan Mayor Geralyn Escario who worked hard for the promotion and development of tourism in her town.
The Defense chief also credited the cooperation and support of the business and private sector to the government.
According to Teodoro, he already personally discussed the plan with Tourism Secretary Joseph “Ace” Durano and they agreed to work with each other for the continuing promotion of tourism in the country especially in Cebu.
Teodoro said he fully support the plans and programs of Durano in the promotion of the country’s tourism sector.
However, he said that to achieve these goals, there is a need to prepare the town of Bantayan and neighboring barangays first by improving the delivery of basic services.
Thousands of tourists are visiting Bantayan Island every year, especially during Holy Week.
Teodoro cited the airport in Barangay Pooc of Santa Fe town that needs immediate development.
According to him, the development of the airport in the island is important as this facility is needed for tourism and economic development.
Fourth District Rep. Benhur Salimbangon told Teodoro that the airport located in the island will be used as alternate airport of the Mactan Cebu International Airport.
Salimbangon said that during emergency and natural disasters, the Bantayan airport is important for relief and rescue operations.
The congressman said the airport’s 900-meter runway should be extended and the facility should be improved for better services.
Salimbangon said the development of tourism in the whole island of Bantayan will provide employment and other benefits to the people.
“Nakita nato nga mao kini ang usa sa mga pamaagi nga makahatag og kalamboan sa tibuok isla sa Bantayan,” he emphasized.
Bantayan Mayor Geralyn Escario told The FREEMAN that she and the other mayors of the towns in Bantayan Island are working for the development of tourism in the whole island.

She told me that the Chinese word for the dish was KUMBA and I told her that the Cebuano word for the dish was HUMBA. Everything was the same, from the ingredients, preparations, everything! Ang dili lang the same kay ang "K" ug "H" hehe Wa lang... share lang. Maybe naay mga language major diri who would find this amazing like I did.

A total of 1,131 electronics engineering graduates passed the October licensure examination, the Professional Regulation Commission (PRC) announced yesterday.
Rizaldo Fuentes, a graduate of Cebu Institute of Technology, topped the examination with a score of 91.10 percent followed by Danny Supnet of University of the East in Ca-loocan.
Placing third with a grade of 90.40 was Jared Noynay of the University of Cebu. Teosseth Altar of the Pamantasan ng Lungsod ng Maynila ranked 4th with 89.80.
Ateneo de Manila graduate Leo Angelo Rull was fifth with a score of 88.30 followed by Mark Cayubit and Charle Niño Pasahol who shared the 6th place with a score of 88.10 percent.
Ian Claudio Santayano of Rizal Technological University ranked 7th with 87.80 followed by University of Santo Tomas graduate Jan Carlo Javier with 87.70.
Mindanao State University graduate Julius Jr. Olandria and Joebert Basco completed the list by placing 9th and 10th place with scores of 87.20 percent and 87.10, respec-tively.
PRC said UST led the list of top performing schools with more than 100 examinees.

While three investors are bringing in new enterprises in the South Road Properties (SRP), the Cebu city government is making sure new developments will not compete with the city's joint venture (JV) with Filivnvest Land Inc.
Cebu City Mayor Tomas Osmeña said he does not want a lot of construction work going on at the same time in the SRP as it might affect the business of the city's joint venture deal.
He assured other investors that there would be no bias in favor of one or another entity.
The minimum share of the city in the Filinvest joint venture is the price of the land plus 20 percent. Therefore the city government does not require Filinvest to compete with other investors.
The JV project includes building condominiums. If Filinvest doesn’t profit from the project the city gets the minimum share.
However, if 10 percent of the gross sales of Filinvest is a higher amount, the city can collect its share over the minimum profit share.
SM Prime Holdings is proposing to build a hotel with a floor area of 60,000 square meters but did not specify in the proposal when constrution would start.
Osmena said he won’t tell the investor what do do on the property bought from the city.
SM is the third major investor in SRP and has proposed to buy 30.4 hectares for P2.7 billion.
Like SM, Bigfoot Entertainment International submitted its draft proposal to Osmeña yesterday.
In their draft proposal, the mayor said Bigfoot plans to buy six hectares, where it could build apartments to house technical employees from the United States./Reporter Marian Z. Codilla
