THE Cebu City government is looking at implementing its first bus rapid transport (BRT) by 2013 at the earliest, with three feasibility studies simultaneously held for the adoption of this mass-transport system, the first in the country.
City planning officer Nigel Paul Villarete said international financing institutions have expressed interest in funding the feasibility studies as well as the full implementation of the BRT, which is considered one of many ways to curb carbon emissions of vehicles in the streets.
“From the time of project approval, it will take us 18 months to set up one BRT line,” Villarete told the BusinessMirror.
Although the BRT is facing a rival in the proposed mass rail-transit system in Metro Cebu, Villarete said the BRT can “offer the same service at one-tenth of the cost.”
In a letter to Cebu City Mayor Tomas Osmeña, World Bank (WB) official Mark Woodward said the WB is considering exploring opportunities to finance the BRT via a demonstration project in the city. The WB is already financing a $355,000 technical-assistance study on the BRT through the Public-Private Infrastructure Advisory Facility.
“We look forward to the successful implementation of the study and would be happy to consider financing the project,” said Woodward, the sustainable-development leader in the Philippines of the WB’s Sustainable Development Department for the East Asia and Pacific Region.
According to the WB’s aide memoire accompanying Woodward’s June 2009 letter, the BRT project is consistent with the bank’s transport policy “which encourages an increase in support to urban-transport and low-carbon interventions.”
Another study worth US$500,000, this time to study a BRT line through the South Road Properties, is being funded through the Cities Development Initiative for Asia for the Asian Development Bank and the Swedish International Development Agency.
Another P32-million study to create a public transportation strategic plan for Metro Cebu is also being bidded out by the Department of Transportation and Communications (DOTC).
The Cebu City Council has rejected the mass rail transit proposed by Manila-based AMA Holdings Group and backed by the DOTC.
Osmeña likewise threatened to sue members of the Regional Development Council who will endorse the mass rail project. He said the project is another cash cow for corrupt officials like the infamous decorative lampposts during the 12th Association of Southeast Asian Nations Summit.

there is a persistent rumor, that LLC is considered as one of the three SM which will be built in Cebu in the coming years...
for all we know, one is in SRP, the other is in Consolacion, while another is in LLC. We'll with LLC now growing tremendously and rapidly highly urbanized, the possibility is not remote. ^^

The Lahug barangay officials bought construction materials to be given to the fire victims and they were surprised to see that the area is cordoned by University of the Philippines personnel. So these area is a part of the vast estate of UP and the people there were squatters. UP has now the opportunity to reclaim their property,

Three malls are set to open in Lapu-Lapu City within the next two years with the first scheduled to open its doors to the public this September.
Teodulo Ybañez, City Administrator, told that the managements of these malls already presented their building and traffic plans.
These include Gaisano Grand Mall in barangay Basak, Rustan Mall and Siam Square.
Ybañez said both Rustan and Siam are interested to buy the lots of General Milling Corp. near the first Mactan-Mandaue bridge.
The Gaisano Grand Mall located several meters from the Mactan Economic Zone II will open in September.
Rustan and Siam will start construction next year. Ybañez said Gaisano Grand Mall is expected to hire hundreds of employees excluding concessionaires.
Ybañez said they asked these malls to prioritize Lapu-Lapu City residents for their openings. He said the opening of more malls will also generate taxes for the city.
Ester Librando, Gaisano Mall officer-in-charge, said they expect to hire 2,000 employees until December this year.
She said they will coordinate with the Lapu-Lapu City government in mapping out the traffic route to their mall in order to ease congestion along M. Patalinghug Avenue, barangay Basak and the main road going to Marigondon or Maribago from the first Mactan-Mandaue bridge.
Librando said the mall will allocate space for police and tanod outposts to ensure the security of customers. /Correspondent Chris Ligan

CEBU, Philippines - While he finds it a “nice endeavor” for the city government to put up a museum at the South Road Properties dedicated to the achievements of a national treasure like pound-for-pound king Manny Pacquiao, congressional aspirant Jonathan Guardo called on Mayor Tomas Osmeña to channel the planned P100 million for basic services.
However, Osmeña said there is no need for the City Hall to be in a hurry in purchasing more garbage trucks because the city still has enough number of garbage trucks to haul the more than 100 tons of garbage to be collected daily.
Dionesio Gualiza, head of the Department of Public Services, supported the mayor’s statement that Cebu City has enough number of garbage trucks, saying “Duna ta’y 20 ka garbage trucks karon nga on running condition.”
Osmena’s statement came up after Guardo requested him to purchase more fire trucks, garbage trucks and other equipment seen to improve delivery of basic services here.
Guardo asked Osmeña, his would-be political opponent in the city’s south district in the 2010 polls, to provide more fuel to police vehicles so they can respond to alarms.
The mayor said that aside from the garbage trucks in the city, there are several garbage trucks assigned to different barangays that help in the hauling of wastes from various areas.
Osmeña said Guardo’s accusation that he just ignored the needs of the public is “purely lie because the city is even granting cash incentives to the barangay garbage personnel” to ensure that their take-home pay will not be less than P5,000 a month.
Guardo said that the mayor must also attend to the needs of the Cebu City Medical Center instead of selling the 48-year-old hospital.
“I hope these things would be given priority by the mayor in terms of attention and resources. It’s nice to put up a museum for Manny Pacquiao, but maybe that can take a backseat and I hope the basic services would be given more,” Guardo said.
Guardo was reacting to Osmena’s plan to build a museum for Pacquiao at the SRP that may cost the city P100 million.
Pacquiao, no doubt, deserves to be given a tribute, Guardo said. “He’s the greatest and deserves all accolades. But if basic services are suffering, I hope that Mayor Osmeña will come to realize what to prioritize,” he added.
But Osmeña explained that the city has enough money for the projects, saying “our problem now is how to spend our money.”

CEBU, Philippines - Lighthouse Holdings B.V., a Dutch outsourcing company, recently opened a software development and data processing facility in Cebu, its second facility in Asia next to China.
The availability of good software developers and impressive government support for outsourcing investors in Cebu has pushed the company to choose Cebu as its second location in Asia, said Willem-Geert Lagemaat the company’s chief executive officer (CEO).
“We’re here because we need a qualified team. So far we have found very good people. Culturally, it’s much easier to operate here [compared to people in China],” Lagemaat said referring to the good English speaking manpower pool.
The company set up the Lighthouse Software Cebu Inc., and started its initial operations in June of this year at the Asia Town IT Park.
This time, as the company decided to expand its operations in Cebu, and transferred location to a new building developed by AboitizLand Inc. called iMEZ at the Mactan Export Zone (MEZ-2).
Lighthouse Holdings already invested at least P17 million (or 250,000 Euro) since its establishment in Cebu. However, Lagemaat said the company is expecting to invest more to one million Euro in a year’s time, as it is expanding its operations here especially in software development.
The Lighthouse IP Group, headquartered in The Netherlands consists of four companies focusing on various aspects of Intellectual Property.

A COW that was about to be slaughtered at the Cebu City Abattoir fought for its freedom, leading police to a chase that reached the Cebu Business Park and ended in Panagdait, Barangay Kasambagan, Cebu City last night.
Wil-wil Abad of San Fernando town had just brought in his cow to be slaughtered when he lost his grip on its leash. The rope that had been tied to the animal’s nose came loose, allowing the cow to break free and dash for freedom.
Five persons, three of them women, were reportedly wounded after the cow ran past them. They were hit by the cow’s horns.
A report over radio dyAB quoted Abad as saying the injuries of the five persons were minor but he insisted they be examined at a hospital just to be sure.
The Mobile Patrol Group (MPG) operator said that the cow was neutralized at 7:17 p.m., after members of the Special Weapons and Tactics (Swat) team shot the animal and hit three of its legs.
City Veterinarian Alice Utlang ordered an emergency slaughter of the cow at past 9 p.m. in accordance with the National Meat Inspection Law.
“Any wounded or crippled animal should be slaughtered,” she said in a phone interview last night.
Utlang also ordered it slaughtered so the animal won’t suffer.
“Mag-antos siya (It will be in pain),” she said.
She also clarified that the cow was still outside the abattoir entrance when it escaped.
Abad, for his part, had initially sought assistance from the Mabolo Police Station, requesting that they help neutralize the cow but not kill it.
Police received the call for help at 6:27 p.m.
A team from the MPG and the Swat proceeded to the area to neutralize the cow. Abad had requested that they not kill the animal and only shoot its legs.
They chased the cow from the abattoir in the North Reclamation Area up to the Cebu Business Park until they reached the Paseo complex in Panagdait.
PO3 Jeffrey Larrobis of the Mabolo Police Station confirmed to Sun.Star Cebu last night that the five hurt persons are all confined at a hospital. However, he did not have their identities as of press time. (MEA with CYR)

No doubt naay daghan priorities ang Mayor, impossible lang kung dunganon tanan. mu reklamo ta sa roads, pero daghan pud nangreklamo walay kaon, walay balay, walay trabaho, walay tambal. if we look at it out-of-the-box or at a wider perspective, maka ingon pud ko nga daghan gyud imperfections ang atong local government nga kelangan isulbad and it won't happen overnight. and it doesn't mean kung mu idolize ang Mayor unya magpatukod ug museum, stubborn siya. anyway, just my opinion.

Three malls are set to open in Lapu-Lapu City within the next two years with the first scheduled to open its doors to the public this September.
Teodulo Ybañez, City Administrator, told that the managements of these malls already presented their building and traffic plans.
These include Gaisano Grand Mall in barangay Basak, Rustan Mall and Siam Square.
Ybañez said both Rustan and Siam are interested to buy the lots of General Milling Corp. near the first Mactan-Mandaue bridge.
The Gaisano Grand Mall located several meters from the Mactan Economic Zone II will open in September.
Rustan and Siam will start construction next year. Ybañez said Gaisano Grand Mall is expected to hire hundreds of employees excluding concessionaires.
Ybañez said they asked these malls to prioritize Lapu-Lapu City residents for their openings. He said the opening of more malls will also generate taxes for the city.
Ester Librando, Gaisano Mall officer-in-charge, said they expect to hire 2,000 employees until December this year.
She said they will coordinate with the Lapu-Lapu City government in mapping out the traffic route to their mall in order to ease congestion along M. Patalinghug Avenue, barangay Basak and the main road going to Marigondon or Maribago from the first Mactan-Mandaue bridge.
Librando said the mall will allocate space for police and tanod outposts to ensure the security of customers. /Correspondent Chris Ligan
Yep, I replied to this article before. Rustan's doesn't have any mall and isn't planning to build any. But our company has another store brand (the flagship brand) which is of another format (much, much bigger) but is still not a mall. Diri nalang usa kutob kay basin maudlot unya. My boss has talked a lot about it already. Basin gamay nalang kuwang, maudlot na. Hehehehehe.

CEBU CITY – To partially refinance outstanding foreign currency-denominated loans and fund general corporate purposes, the Energy Development Corporation (EDC) during its recent investor’s briefing here, offered P12 billion worth of fix-rate bonds to potential investors.
During the briefing which took place in the last leg of the nationwide presentation of said bond offering, EDC Chief Executive Officer Paul Aquino said the bonds bear a maturity of five and a half years and seven years due on June 4, 2015 and December 4, 2016 respectively.
“The five-and-a half-year bond will yield an interest of 8.61 percent, while the 7-year investment provides 9.322 percent” said Aquino.
The public offer period for the bonds is slated November 18 to November 26 while the issuing date is set on December 4, 2009. Minimum investment was set at P20,000, and in multiples of P10,000 thereafter. The interest income is, however, subject to a 20 percent final withholding tax.
Other executives from EDC’s partner institutions, including BDO Capital and Investments Corporation which is the issue manager and bookrunner; and BPI Capital Corporation, Rizal Commercial Banking Corporation, and Security Bank Capital and Investments Corporation as underwriters, were also present.
In the open forum that followed the briefing, BDO Capital Senior Vice-President Eleanor Lee Hilado, noting liquidity in the market at present, expressed confidence that the floated bond will be over-subscribed.
She disclosed that interest payment will be calculated on a 30 over 360 days count basis, payable semi-annually in arrears, while the principal repayment of the bonds will be redeemed at par or 100 percent face value on their maturity date.
Hilado noted that the issuance of bond offerings by several major companies, including Globe Telecom, San Miguel Brewery, Aboitiz Power, and Robinsons Land, have met with positive results; other firms also expected to issue bonds this year are JG Summit, Filinvest Land, and MegaWorld.
It can be recalled that EDC, the country’s leading geothermal energy company, first tapped the local debt market in June this year with the issuance of P7.5 billion worth of fixed rate bonds. Such issuance strongly attracted investors to a point where it caused a 2.5 percent oversubscription.

Despite the number of coffee shops sprouting everywhere in the city, the growing number of coffee lovers prompted The Coffee Experience to open its first branch in Cebu.
TCE, which pioneered the on-site espresso bar concept in the Philippines, has been operating for the past 16 years but is generally available only in the Luzon and Mindanao areas.
Operating under CX Food Enterprises, Jason Arcangel, TCE Manager for Franchise Operations and Business Development said that they mostly have the younger generation both for their customers and for their partners.
Arcangel said during the opening of the first branch in Cebu in JRG Bldg., Gen. Maxilom Ave. , that they have starting entrepreneurs or young professionals as franchisees for their coffee shops.
He said that this is an advantage since the young generation have very fresh ideas on business and that they are also keen on partnering with them since it is a good way for the young people to have good investments for their money.
Arcangel said that they are very careful though on choosing their partner, which explains why it is only now that they brought TCE in Cebu.
For the Cebu Branch, they have partnered with five young professionals working under the name Coffeeworks Buddies Co. namely Dr. Marilyn Campano, Dr. Ireen Abellana, Daryl Mary Sia, Architect Gerrard Bobbeck Sia and Lyn Abellana.
Campano, the managing director of the group, said that they came up with the idea of opening a coffeeshop because they all are coffee lovers.
She said that they were very eager when TCE emailed them back since they knew that it was a good company considering that it was already present even before foreign companies have come to Cebu .
Campano shared that they have invested around P1.4 million for the shop and they are all optimistic that they would be able to have the return of investment in a year since they have unique products and they have a good location with a malls, hotels and companies around them.
Another Partner, Daryl Sia, explained that since they have very affordable prices, which is around 30 percent less than the other existing coffeeshops, they would be able to have the support of their target market which is the younger generation.
Sia shared that with the different concept of TCE and the location different from the rest which is mostly in the malls, they are optimistic of the anticipation that they could have from the public.
TCE Manager Arcangel shared that TCE has been known as a ‘to-go’ coffeeshop but with the Cebu branch, they are also offering free Wi-fi connection for their dine in customers. —AJ de la Torre

MACTAN, Cebu – With the popularity of poker in the country, poker clubs are optimistic this sport will draw volumes of tourists who are enthusiasts of the classic card game.
Eric Livelo, Branch Manager of Philippine Amusement and Gaming Corp. (PAGCOR)–Mactan said the increased awareness of poker among Filipinos was what pushed organizers of the Asia Pacific Poker Tour (APPT) Season to bring the international poker tournament in Cebu for the first time last week.
APPT-Cebu 2009 was held at the Shangri-La Resort in Mactan Island last November
APPT Cebu also drew a number of professional players including Team PokerStars Asia Pros Celina Lin, Tae Jun-Noh, Bryan Huang and Jonathan Lin as well as Team PokerStars Australian Pros Tony Hachem and Eric Assadourian.
“The successful staging of a poker tournament in the Bahamas has inspired APPT to push ‘poker tourism.’
The event in Cebu paved the way for poker players around to world to now look at the potentials of Filipinos in poker,” said Livelo.
The event is not only meant to create more interest in the sport here, but also hopes to boost the local economy with the coming of poker tourists,” he added.
“Poker is a sports game that could eventually be added to the list of tourism attractions in Cebu. We hope to see more poker tournaments here in the future,” said Livelo.

THE expected showdown between proponents of the mass-rail transit and bus rapid transit (BRT) projects in Metro Cebu at the Regional Development Council (RDC) meeting will not happen, as the two projects have not been lined up for discussion.
National Economic and Development Authority (Neda) Central Visayas director Marlene Rodriguez told the BusinessMirror that the two projects have not been scheduled for discussion in the council’s infrastructure development committee and could not be taken up in the full council.
“These were the agreed rules. There will be no project that will be discussed in the full council without going through the sectoral committees,” she said.
Cebu City Mayor Tomas Osmeña said he will attend the RDC meeting next month and brief the members on the city-backed BRT system.
He accused the proponents of the P27-billion, 12-kilometer mass rail project of trying to railroad the project to generate cash for the upcoming elections. He vowed to file graft charges against members of the RDC who will endorse the mass rail project.
Rodriguez, however, said even though the projects get the endorsement of the RDC, they will still go through the infrastructure coordinating committee (ICC) of Neda, which will weigh the financial viability of the projects.
“I do not think Neda-ICC will approve a project that will not be viable,” Rodriguez said.
Neda Central Visayas said that of the four cities and six towns that will be affected by the mass-rail project, only Cebu City sent its formal stand on the project—unequivocally rejecting it.
The [Cebu] City Council, in a resolution, endorsed the BRT. The council claimed the proponents of the mass rail project did not go through consultations in the city despite Cebu City having 95 percent of the identified ridership of the project.
“The (Cebu) City government would like to invoke the very basic mandate ingrained in the Local Government Code in pursuit of local autonomy that no development project, be it national or local, shall be implemented unless the LGU has been properly and officially consulted and its concurrence approved,” the resolution read.
The World Bank is already financing a $355,000 technical assistance study on the BRT through the Public-Private Infrastructure Advisory facility.
Another BRT study worth $500,000, this time to study a BRT line through the South Road Properties, is being funded through the Cities Development Initiative for Asia for the Asian Development Bank and the Swedish International Development Agency.
Another P32-million study to create a public transportation strategic plan for Metro Cebu is also being bid out by the Department of Transportation and Communications.

PGMA to launch RORO link between Cebu, Northern Mindanao

Dumaguete City (Negros Oriental) -- Pres. Gloria Macapagal-Arroyo is set to launch today the Roll-On Roll-Off (RORO) link between Cebu province and Northern Mindanao in Samboan, Cebu.
The ports and wharfs through government and private sector partnerships are integral parts of the President’s Strong Republic Nautical Highway Project as it links to the Western Seaboard and the Central Nautical Highway system connecting the Visayan Islands to Northern Mindanao.
The President will arrive at the Sibulan-Dumaguete City Airport here before going to Samboan for the launching.
At the airport, the President will be received by Press Secretary Cerge M. Remonde, Presidential Adviser for Central Visayas Felix Guanzon, COMCENTCOM M/Gen. Ralph Villanueva and Philippine National Police Region 7 Director C/Supt. Lani-o Nerez.
From the Dumaguete Airport, the President will fly via chopper to Sitio Bato, Brgy. San Sebastian in SAmboan, Cebu province where she will be met by Cebu Governor Gwen Garcia, Samboan Mayor Raymond Joseph Calderon, 2nd District Rep. Pablo Garcia, Lite Shipping Corporation President Lucio Lim Jr., Cebu Port Authority General Manager Angelo Verdan and MARINA Administrator Usec. Ma. Elena Bautista.
The President is expected to observe the ongoing development projects of the ferry wharf and fastcraft ports in Samboan, Cebu after which she will board the vehicle for the Lite Shipping Corporation Wharf in Brgy. San Sebastian, Samboan.
At the wharf, Lite Shipping Corp. President Lim will brief the President on the new route after which she will witness the loading of cargoes and passengers for the maiden voyage of the Ro-Ro vessel M/V Lite Ferry One.
This new route will directly link link Cebu Island (Bato, San Sebastian, Saboan, Cebu) to the Northern Mindanao areas (Pulauan, Dapitan City, Zamboanga del Norte).
It is a major link that merging the Central Nautical Highway to the last leg of the Western Seaboard Nautical Highway under the Strong Republic Nautical Highway System.
The Cebu-Dapitan maiden voyage is scheduled to depart Samboan, Cebu for Pulauan Port in Dapitan City, Zamboanga del Norte at 6 p.m. on November 21.
Travel time for the new route is four and a half (4 ½) hours via the Ro-Ro ferry M/V Lite Ferry One.

Matutinao River is very clean baya ug naa pa gyud ang Kawasan falls (it is the jumping part of Matutinao River), it is also much much shorter and smaller than Loboc River.
These two rivers were actually our field sites way back in the summer of 2003 during our Field Biology class. We assessed the biological, hydrological and physico-chemical aspects of these two rivers (Hahaha, murag korek ba atong panahona).

Ang ako nahinumdoman pag ayo kay ang ki-at man. Hahaha. Cool kaayo amo teacher ato kay niapil pa sa among charades pagkagabie. Nakasuong nuon hahaha, Boys VS girls man to. Basta natagbaw ko og langoy aning 2 Rivers kay amo man gisubay from upstream do downstream hangtod sa estuary padung dagat. Sa Matutinao kay madala ra og trekking. Tunnel deadline moved to March

CEBU CITY -- The tunnel component of the Cebu South Coastal Road Project (CSCRP) is only about 78 percent done, just days away from its original deadline.
The Department of Public Works and Highways (DPWH) Project Management Office's Nonito Labrador explained that another four-month extension has been granted.
By March 25, 2010, at least 1.367 kilometers are expected to be complete.
Paulo Cruz of Kajima Construction Corp. apprised the Infrastructure Development Committee (IDC) of the Regional Development Council (RDC) of the project's status.
The tunnel component, which was started last June 28, 2006, should have been finished by Nov. 25.
Isoji Matsui, the Metro Cebu Development Plan consultant, explained that three elements, aside from the physical structure of the tunnel, are already in place: lighting, drainage and ventilation.
When drainage was brought up, PSR Jose Mari Bigornia commented that a worst-case scenario like typhoon Ondoy, which flooded much of Metro Manila late last September, should be considered.
Hikonari Maeda, Kajima Corp. project manager, explained to Director General Hermogenes Esperon of the Presidential Management Staff last June that some obstructions caused the deadline to be moved to December.
Private sector representatives (PSR) of the IDC also raised some concerns, like ventilation and other environmental or safety issues.
IDC chairperson Emmanuel Rabacal asked if communication will be possible in emergency situations in the tunnel.
Emergency
Labrador said a report will soon be released to answer these issues.
As for ventilation, Matsui explained that while it does not need to operate for several years, it is already in place.
"It can be operated anytime," said Matsui.
Bigornia then asked whether fire departments are ready to answer to emergency situations inside the tunnel, considering that this will be the first time such an infrastructure will be used in Cebu.
Maeda explained that Kajima is limited to the structural component of the tunnel. Such concerns should be addressed by the local government unit.
Cebu City Mayor Tomas Osmeña conceptualized the tunnel to increase the marketability of the South Road Properties, saying it will ease traffic in the area and attract more investors.
The four-lane tunnel passes underneath Plaza Independencia, outside Fort San Pedro, and exits on Sergio Osmeña St. (formerly McArthur Blvd.) in Cebu City. (JGA of Sun.Star Cebu)

WATERFRONT Philippines Inc. (WPI) will infuse P800 million to fund the renovation projects of three of its five hotels next year as part of the hotels’ regular maintenance activities.
From the allocation, the Waterfront Cebu City Hotel and Casino (WCCHC) will take up more than 50 percent, at P450 million, while the Waterfront Airport Hotel and Casino (WAHC) will have a budget of P200 million.
The remaining P150 million will be spent on renovation works for the Waterfront Insular Hotel Davao, said WPI chairman Renato Magadia in an interview with Sun.Star Cebu last Saturday, following the company’s annual stockholders’ meeting.
“We felt that it is also the right time to enhance our hotels with the competition coming from the new hotels,” he added.
WPI president Kenneth Gatchalian also said the planned renovation of the hotels will be done in several phases covering a period of at least one year.
It will include a facelift of hotel rooms and improvement on its facilities, he said.
WPI approved a request from the board for the parent company to extend a total aggregate amount of P2 billion not only to for the renovation efforts.
Part of the budget will also be applied to an outstanding loan that has a value of P836 million upon maturity on February 2010.
Aside from this, WPI also approved a board resolution from WCCHC to convert P600 million worth of cash advances into common shares.
During the stockholders’ meeting, Magadia reported to shareholders that 2008 was considered “one of the most challenging years of the industry.”
“The global economic crunch came rather unexpectedly and it has brought with it the obvious implications for international travel, tourist spending and leisure spending in general,” he said.
In the middle part of 2008, Magadia said the company “braced for tough times” and the outlook turned from positive to conservative.
“We have done all that is necessary to keep our business steady. We are continuously streamlining our operations, implementing necessary austerity measures and always enhancing our processes in order to serve our customers efficiently and cost-effectively,” he said.

I don't think that's really super high expectations for Cebu, they are all just mostly tall buildings and it looks like taller buildings are starting to sprawl around Cebu, it's just a matter of having the local government encourage the development in one area and to hire a real good urban planner so a well planned community would be situated in one area. This is not something like a very hightech theme park so, this is doable in due time.

Sy-led SM Prime Holdings, Inc. has submitted an unsolicited offer to develop part of the South Road Properties in Cebu City into what would be the listed mall developer’s next big-ticket project after the SM Mall of Asia.
SM Prime President Hans T. Sy said as much as P20 billion would be spent over the next 15 years to build a shopping, entertainment, and residential complex.
“We have officially made an offer [to acquire part of] the South Road Properties [last month]. Hopefully, everything goes well and we are quite confident [about it] because it is not a joint venture [project],” Mr. Sy said in an interview.
SM Prime, the country’s largest mall developer, offered to buy 28 hectares of the 240-hectare reclaimed lot for P11,000 per square meter or almost P3 billion, which Mr. Sy said was a “high price for a provincial standard.”
The site will host the group’s second mall and some residential projects. The plan is to transform the area into a smaller version of the Mall of Asia in Pasay.
“We are looking at the opportunity. You do not really get to see a big chunk of property within the city so we made an unsolicited proposal and we [had] to make sure it is a bid that we will surely get,” Mr. Sy said.
SM Prime will start development in the area as soon as the group acquires the 20-hectare portion, Mr. Sy said, adding that he hopes to secure the contract in January.
“We are looking at a 15-year development and the target is about P20 billion. It will have institutional components [like] schools as well as a residential component and a hotel and convention center on top of the shopping center,” Mr. Sy said.
The group will likely build the mall first, to be followed by the residential component five years later, he said. Should the residential project push through, this will be sister SM Development Corp.’s first venture in Cebu City and outside Metro Manila.
“That is the next big project [of SM Prime] although on top of that we also have General Santos already and we are acquiring some more [lands] in the Mindanao area. There is still a lot of opportunity,” he said.
SM Prime has one mall in the Cebu City, the largest mall in the area, the fourth-largest shopping mall in the country, and the 11th largest in the world.
SM City Cebu is the fourth mall of SM Prime and is the company’s first outlet outside Metro Manila.
From January to September, profits of SM Prime grew by 8% to P5.1 billion over the same period last year. It has 36 malls nationwide, making it the dominant player in the industry.

LISTED mall developer SM Prime Holdings Inc. is once again training its vast financial resources toward Cebu as it proposes to spend over P20 billion until 2025 to develop a 28-hectare property into the island’s own version of SM Mall of Asia.
In an interview, SM Prime president Hans Sy said the company bid last month for the property, part of the 300-hectare the South Road Properties, a land reclamation project led by the Cebu City government.
While Sy acknowledged that the Cebu government has yet to award the land, he said the company remains confident that the deal will be completed by January next year.
“We made an unsolicited proposal and we had to make sure it’s a bid that we will surely get,” he said, noting the offer was about P11,000 per square meter. “We are looking at the opportunity and you don’t really get to see a big chunk of property within the city limits [like this one].”
In addition, he said the company is coming in as a buyer for the property, and not as a joint-venture partner with the local government.
Sy said the Cebu project will be a smaller version of the 60-hectare Mall of Asia complex in Pasay City, said to be the largest in the country.
“[It] will be a mixed-use complex with institutional components such as schools and a residential component. It will also have hotels and convention centers on top of the shopping center,” said Sy.
“We are looking at a 15-year development and [the investment] target is about P20 billion. [This] is the [company’s] next big project” he said.
He pointed out that the mall will be built first, making it the second in the province after SM City Cebu, which was opened in 1993. Sy added that other aspects such as the residential component, which may be handled by listed affiliate SM Development Corp., may start after five years.
The SM Prime executive said Cebu City is a big area for developers, noting that the company is eyeing a third location for another SM mall, although he did not provide further details.
Apart from SM Prime, Filinvest Land Inc.is also planning to launch early next year the first phase of its joint venture with the Cebu City government to develop a 50.6-hectare property, also within the South Road Properties. The Gotianun-led company plans to spend estimated P20 billion over a 20-year to 25-year period for this project.
SM Prime said consolidated net income in the third quarter rose 9 percent to P1.7 billion while revenues grew 14 percent to P5 billion from the same period last year. This brings the company’s profits in the first nine months to P5.1 billion, up 8 percent from last year.
The company currently owns 36 malls in the country, and three in China. Next year, it plans to open five SM malls, expecting to end 2010 with 41 malls all over the Philippines.

TWO months before the festival, Sinulog organizers are getting flooded with requests from politicians to join the grand parade on Jan. 17 and to hang their streamers along the parade route.
Sinulog Foundation Inc. (SFI) executive director Ricky Ballesteros said no political candidate can join the parade nor can he/she hang campaign materials during the Sinulog because the Sinulog “is a religious activity.”
“This has always been our policy even if it’s not an election year. But if they intend to donate, we will accept their donation,” Ballesteros said.
Preparations for Sinulog 2010 are in full swing, with organizers hoping to get the confirmation of 15 out-of-town contingents that were invited to the “all-Cebuano” festival this January.
The staging of next year’s Sinulog is expected to cost P25 million.
Ballesteros said politicians who will donate cash and goods to SFI for the parade will be acknowledged in the souvenir program.
Except for Mayor Tomas Osmeña and Vice Mayor Michael Rama, who will give the welcome message and closing remarks, no other politician will be allowed to speak during the program.

Year after year, government officials and politicians attend the Sinulog grand parade, which attracts hundreds of thousands of revelers from other provinces and countries.
While politicians are welcome to watch the show at the Cebu City Sports Center, Ballesteros said they should refrain from campaigning, lest the crowd insults them.
He recalled the loud jeers that some aspiring politicians got from the crowd at the grandstand last Sinulog.
“They are welcome to Cebu but you know the Cebuanos, if they don’t like a certain politician, they will show it and we can’t control the crowd. The organizers also don’t want the politicians to be embarrassed,” Ballesteros said.
Instead of giving subsidy only to out-of-town contingents that have been participating every year, the SFI will give P100,000 to each contingent coming from other provinces.
A lesser amount will also be given to participants of the Sinulog sa Kabataan.
“Most, if not all, of the out-of-town contingents are faced with problems on logistics concerning their fare, costumes and props, so we will help them,” Ballesteros said.

TD Urduja is almost stationary as of this moment @ the vicinity of Surigao del Norte and Southern Leyte bringing widespread rains over Central and Eastern Visayas including Metro Cebu and Northern Mindanao wholeday today. NIDA is expected to pull Urduja towards the Southwest and later to the Northeast.
Cebu Island is still under Storm Signal No. 1.

But, the development is nice, because of the foresight of their good mayor Rey Uy. I honestly admire him for providing good and development oriented leadership of the city.
Sa sige na kog balik balik sa Tagum, i am a witness of the city's growth from a sleepy municipality to the thriving city........

MANILA, Philippines - Additional expansion of SM City North Edsa makes it the world’s third-largest shopping mall, the Philippines’ largest mall operator said.
The soft opening of The Annex—which adds 90,000 square meters of gross floor area (GFA) to the flagship mall—expands SM City North Edsa’s GFA to 425,000 square meters, SM Prime Holdings Inc. said in a disclosure to the Philippine Stock Exchange (PSE).
Besides providing direct and indirect employment to 3,000 workers, The Annex also consists of six floors and a basement, 70 percent of which has already been awarded to various tenants.
“Its major tenants include Savemore Supermarket, Ace Hardware and an SM Cyberzone. Other mall tenants include fashion retailer Charles & Keith, watch and jewelry shop Chronos, infant store Baby & Company, and electronic shops Power Mac Center, Sony VAIO, HTC, and Belkin, among many others," the company said.
SM North Edsa is the only mall of SM Prime where the three food retail formats, Savemore Supermarket in The Annex, SM Supermarket in the Main Building and the SM Hypermarket in The Block, are all located in one complex.
In 2009, SM North EDSA also looks forward to opening the Skygarden, which offers another exciting and environmental element to the Mall complex, the company said.
SM Mall of Asia, SM Megamall, and SM City Cebu rank as the fourth, seventh, and eleventh-largest malls in the world, the company said.

Kay in my understanding nag BRT ang Cebu (aside from it being cheap) because narrow roads are the best roads to put one as quoted by Penalosa ba tu.
Anyway kana ra man pod cguro na part sa Tagum ang lapad kaayo, hehe..
Planning-wise, maayo man pagkaplano ang Cebu City, naa gud S.R.P. ug unsa pa na so meaning maayo jud pagkaplano for the future.
I don't see why a BRT would be ideal for a narrower roads because a dedicated lane is alloted for just BRT use and I assume that other vehicles will be barred from crossing that BRT lanes. From my understanding, it will make a narrower roads more narrow for other types of vehicles unless BRT would not be placed on the main thoroughfares of Cebu this is since we couldn't stop people from buying private vehicles or hail in a taxicab. I am also assuming that the local government would ban the use of jeepneys and other modes of public transports. This is why I was hoping BRTs would be in an elevated ramp that is almost like in Xiamen which will be an LRT concept.

A mass transit system that covers a greater area would be very advantageous as far as car-use reduction is concerned.
On the comparison with Tagum's highway: I passed by that road a couple of times before and it is indeed nice and wide. BUt it is actually not a good comparison with Cebu's roads and highways in the context of historical circumstances. Nauna man gud ang mga taw ug settle sa atong mga agianan nga gagmay unya gihinayhinay ug expand. Those wide highways in Tagum on the other hand were in areas sparsely populated when those roads were built and people and establishments came afterwards.

How can you do that? One may ask.. Transit systems with dedicated paths should only stop on designated stations. Are you gonna tell a Cebuano to walk? Cebuanos DO NOT LIKE TO WALK FAR, YOU KNOW!
ANS: True that! That is why we must put up a transit system that is flexible that stations do not need to be very far apart from one another.
One would ask once more: If we place the stations very near each other, then passengers who wish to travel far would be bounded to stop in every station. Wouldn't that be very inconvenient and kind of defeats the idea of it being rapid?
ANS: That is why the system has to be comprehensive. It has to have a service type where it can stop at every station whilst having an express service serving the same line that would have to stop only vital points in the city. And another type of service that stops only on city centers.
One route, three types of service.
One would react. That would be needing at least two lanes of road space.
Not necessarily and the three types service scheme doesn't necessarily have to be applied throughout the entire system. It would only apply for long distance travels like from south residential to CBD and North residential to CBD. But within CBD, you can always place the stations only on vital points because it is still easy and convenient to walk around the CBD.
For long distance travel however, the three type service scheme should be applied. The transit system would need to occupy almost two lanes-width of space for roads approaching a station, the road space for cars may have to be narrowed down. The narrowing of the road space approaching a station would make the car slow down thus would make it safer for the riding public to cross to the median stations assuming that access to the stations would be on-grade.
The 18th century two lane narrow roads in Cebu are only found in the downtown area that means that every corner of it is a final destination. Stations can easily be placed three blocks away from each other. And for the rest of the roads in downtown area, we can easily convert one lane of it into a bike lane and allocate one for private cars on a one-way traffic. Osmeña Blvd. in the downtown area is wide enough that cars can still be accommodated. The mass transit is given road space priority of course.
The midtown area on the other hand have road widths were you can place a transit lane, a bike lane and a single lane for private cars. The highways leading to the residential areas north bound and south bound have enough road space to have a transit lane where the scheme I mentioned above can be easily applied.
One way traffic and one lane road for cars? Sounds like a great deal of inconvenience for car owners. I can foresee traffic jams and and congestion.
ANS: That's the whole idea. The transit system gets the road space priority, not the private cars. If you don't wanna get stuck in traffic, don't use your car!!! Use the transit system. Learn to ride a bike. Walk 200meters or three blocks at most, its really not that far!
And if you study carefully how Cebuanos drive their car, they swivel all over place if the road has enough space but they follow a single line if it doesn't and amazingly the a single line traffic jam moves faster than the traffic on wider roads. Why is that? Because if the cars are compelled to line-up they resemble a train that it becomes easier for them to move.
I've learned this concept a few weeks ago in a little place called Taptap, that in urban planning, one must consider the culture of the city. The planning must not limit itself to economic impacts or transportation science, anthropology, sociology and psychology must also take part in the planning process.
A transit system that would cover the entire Cebu area? Three types of service on one route? A station at every 400meters? Sounds expensive and needs a lot of work!
Then we would use a transit system that is easy to put in place a lot cheaper to build and operate.
Why build a 600Million Dollar system which would not really usher in car-use reduction. If I live in Guadalupe and would want to go to SM City, does that mean that I have to take my car to V.Rama, park somewhere, ride the 600Million Dollar system to Mabolo and then take a taxi from Mabolo to SM? Magdala nalang ko'g sakyanan!
What's the point of building a system that may claim to be energy efficient just because it uses electricity and claims to reduce carbon footprint when people would still have to be using their cars anyway?

Personally, I would really advocate for car use reduction kay honestly, abog na jud kaayo ang Cebu. Dili gud unta ko hubakon but because I ride the jeepney everyday and sometimes walk on relatively long distances, its very unfortunate nga nakadevelop na ko ug hubak and the smell of fumes already hurts my nose and eventually my head.
I don't like taking the car anymore kay nagkadugay nagkaswapang ang mga Cebuano drivers. Nagkagrabe nasad ang traffic diri oi. That is why I really think that the sooner the mass transit system be built and be operational, the sooner we can shift from being car-centric and turn into a people friendly society.

ANS: That's the whole idea. The transit system gets the road space priority, not the private cars. If you don't wanna get stuck in traffic, don't use your car!!! Use the transit system. Learn to ride a bike. Walk 200meters or three blocks at most, its really not that far!
The BRT system may tempt Cebuano car owners to minimize car use but as economy grows I think more cebuanos will get richer. More businessmen will be buying cars. I foresee there will be more private car owners as population grows and whatever reduction from car use because of the system will just counterbalance the increases of Cebuano car owners.
I'm for BRT but I think the "one way traffic and one lane road for cars" for example in P. Del Rosario will surely cause congestion because some Cebuanos will still use their cars: to drive their sick patients to hospitals, to transport or deliver goods, to visit properties, relatives & friends out of the city, to go home safe because they are living in remote subdivisions particulary businessmen who feel secure with their own cars rather than walk (basig ma holdup/kidnap) to drive their kids to school, to drive their cars for repair, etc (apil na joy riding in heavy traffic :)).

It's raining. I need to pick-up my wife. We need to go shopping for food. La Nueva has cheaper dairy products and fresh fish. I got to pick-up my medicine at Rose. Sometimes, my young daughter calls to be picked-up and she might need some stuff. Retired Aunt who has no car would know about our shopping will request to buy food for her. maybe LARSIAN area for some barbeque., hot bread and Otap.
How about if you're single with Expat parents, or rich Uncle, or drive your girlfriend family's car. Most of the time a car is more efficient that is why it was invented. When you pay-as-you-go including a driver, taxi business came about. It is a law of supply and demand. Jeepney offers a lot of advantages. It is a shared cost ride with multi stops.
But if we can't give up a convenience of today's cheap privileged flexible choice, we should not support any MASS TRANSIT if run by government bureaucrats or by profit hungry kickback corporation.. Invest in a better streets and a good sidewalk. Rehabilitate our creeks and make bike paths along the concrete walls. We can even walk home.

mwg12a November 25th, 2009, 04:18 AM There are narrow roads in Cebu that can actually be closed down and be converted into dedicated BRT lanes. One of the objectives of the BRT system is to prioritize road space for public transport and pedestrian spaces over private vehicles.
In order to facilitate car use reduction, BRT must ply routes where in every day car use would no longer be necessary.
If you tell a Cebuano not to use their car, they would not tell you NO! They would ask you "WHY NOT?". You just have to give them a very good answer and you would achieve car use reduction. And what would that good answer be? A good complete and comprehensive mass transit service that can take you anywhere in Cebu without using your own car.
Make sense on your first statement about roads dedicated for BRT lanes. It is a plus if there are roads that can be dedicated solely for BRT lanes and pedestrians only.
As far as telling cebuanos not to use car, that's a bit debatable, we have to really be a bit more realistic on this one considering that it's still more of a prestige if someone owns a car in the Philippines and ofcourse, convience wise, it's still more easier and more comfortable getting in your own car than rub elbow to elbow with a total stranger in a public transport. Although, these public mass transport system would benefit the comon masses somehow those that are lesser priveledged ones, so, it is still a very much welcome plan of action.

AFTER available spaces of the eBloc Tower were fully-leased out to “premium” locators four months after the building was completed, its managing company is now planning to construct a second building that will address need for office spaces for the business process outsourcing (BPO) industry.
The Asian i-Office Properties Inc. (AIO), in a press conference yesterday, said the BPO industry still foresees a 25-percent industry growth in 2010. With the forecast, inquiries from BPO companies for leasable spaces still continue to come in.
Similar concept
AIO president and chairman of the board Francis Monera refused to disclose more details on AIO’s second project but he said the building will have a similar concept as that of the 12-story eBloc Tower.
This move, Monera said, is aligned with the company’s aim of strengthening its recurring income sources after the company shifted from selling lots to constructing buildings to lease out the spaces for office and retail.
The still-to-be-named project is expected to start construction in the second half of 2010, following the launch of Asiatown IT Park’s (AITP) second phase next year.
At present, initial land development of the five-hectare AITP phase two is already underway. An estimated P200 million has been allocated for the expansion, Monera said.
Yesterday, AIO conducted a media tour of the eBloc Tower, which featured environment-friendly facilities as part of the Energy Management Program undertaken by wholly-owned and managed properties of Cebu Holdings Inc. (CHI).
Energy consumption
This program, according to a statement by the company, aims to reduce the building’s energy consumption and reduce operating costs.
Among these features are the water-saving dual piping system and rainwater collection tank to save on water consumption, a segregated garbage collection area and waterless urinals and other water-saving toilet fixtures.
NCR Cebu Development Center Inc. (NCR) engineering manager Victor Silvestre said that after scouring the city for possible locations to house the company’s expansion, NCR chose to locate at the eBloc Tower because of its efficient utilities and the building design, which maximizes usage of the floor area.
NCR, which transferred to the eBloc Tower last September, is occupying 6,974-square meter office space at the eBloc Tower.
Another BPO player, JP Morgan Chase & Co. (JPMC), also recently signed a five-year lease contract to occupy four-and-a-half floors, or 12,404 square meters of office space from the 21,000 square meters total leasable space of the eBloc Tower. JPMC is expected to start its operations in March 2010.

CEBU, Philippines - Manny Pacquiao is interested in running for vice mayor of Cebu City and has agreed to be the runningmate of Georgia Osmena.
In fact, he visited yesterday the Cebu City office of the Comelec and asked for a certificate of candidacy form.
He, however, did not say when he will accomplish the form or when he is going to file it, saying only that he will do so in due time. Manny Pacquiao, though, is not the same Manny Pacquiao you have in mind.
He is lawyer Emmanuel “Manny” Pacquiao, a Cebuano bar topnotcher who has been a law professor at the University of the Visayas for the past 32 years.
The namesake of the boxing icon from General Santos City placed 3rd in the 1976 bar examination and has been teaching law ever since.
Now, 61, he is no stranger to City Hall, having served as OIC councilor during the term of OIC councilor Sonny Osmeña.
At the city council, Pacquiao served as chairman of the committee on laws and revision of laws.
Prior to joining the city council, Pacquiao was assistant city attorney and acting city attorney during the time of mayor Eulogio Borres Sr.
He was also special assistant to then governor and now congressman Eduardo Gullas.
Aside from teaching law, Pacquiao also holds several consultancies with a number of big corporations.
Pacquiao believes Georgia Osmeña is the right person to succeed her older brother Tomas Osmeña who is now on his third and last term.
“I am looking at change in leadership and I have seen that she has the dynamism to be a good leader and accomplish much for the development of the city,” Pacquiao said.
Pacquiao, who is from barangay Lahug, has high hopes of winning, not only because of his personal competence, but also because of the name recall generated by his more famous namesake.
Pacquiao claims he is distantly related to the world famous Filipino boxer.
“It can help my candidacy a lot that I have the same name as Manny Pacquiao,” he said.
Georgia Osmeña said she will file her certificate of candidacy on Tuesday morning next week, the last day of filing, together with her runningmate and her candidates for councilor.

MANILA, Philippines - SM Prime Holdings Inc., the country’s biggest mall operator, said it is open to forging partnerships with other entities to develop a mixed-use complex within the 240-hectare South Road Properties (SRP) in Cebu City, estimated to cost around P20 billion.
In a disclosure to the Philippine Stock Exchange, SM Prime executive vice-president Jeffrey Lim said the company has put forward an offer to acquire a 28-hectare property within the SRP for P11,000 per square meter or a total of nearly P3 billion. The SRP is a land reclamation project led by the Cebu City government.
Lim said initial project development cost would be around P20 billion over a 15-year period subject to prevailing market conditions.
Preliminary plans for the property involve the development of a shopping mall with a floor area of 25 hectares, convention facility, hospital, schools, hotels and high-rise residential condominiums. The proposed commercial center will likely be a smaller version of the 60-hectare Mall of Asia complex along Roxas Boulevard.
SM Prime, the shopping mall unit of the Sy family, said it expects to conclude a deal with the Cebu City government by January next year.
Aside from SM Prime, Filinvest Land Inc. is also developing 50.6 hectares of the SRP into a mixed-use complex. The project will be developed in four phases over a 20-year period, with FLI contributing the development costs as well as the marketing and management services.
Another 10.6 hectares will be purchased outright by FLI, which will be transformed into commercial or retail spaces, offices and condominiums, and hotels.
FLI’s masterplan for the SRP is now being finalized, with the first project expected to be launched by yearend or early 2010.
Meanwhile, SM Prime is allotting P12.1 billion for the opening of eight new malls in the Philippines and in China next year.
Among the sites identified for mall construction are Calamba, Laguna; Masinag, Antipolo; Tarlac; Novaliches and San Pablo, Laguna which are expected to provide 279,228 square meters in gross floor area.
Three new malls in China – Chonggqing, Suzhou, and Zibo – are targeted for opening between 2010 and 2012, adding to SM Prime’s three existing malls – SM Xiamen, Jinjiang and Chengdu.
SM Prime expects a total network of 41 malls by end-2010 with total gross floor area of 4.8 million square meters or 6.2 percent higher than the estimated 2009 GFA of 4.5 million square meters. Its malls currently have a foot traffic of over 2.5 million per day.

The idea is to reduce car use. Not eliminate it. Traffic problems can never be solved by widening roads, you have to take away the cars.
Of course, in a realistic sense, all of those situations you mentioned are valid and true. But these are not things that happen to everyone everyday all at the same time. In fact, majority of the Cebuano population do not really get to experience the conveniences you all mentioned. A huge share of the population of Cebu do not own a car, we take the jeepneys. Imagine what the traffic situation of Cebu would be if everyone of us here is driving a car.
What we want to usher in GRADUALLY is a paradigm shift that everyday travel such as going from HOME to WORK and WORK to HOME, or from HOME to SCHOOL and SCHOOL to HOME and even from HOME to MALL and MALL to HOME, can be efficiently served by Mass Transit.
To be more realistic, you MAY not be able to decrease the number of cars running at any given time in any given place in Cebu once the system is in place. But you can definitely prevent it from increasing. At any given time, 70-80% of road space in Cebu is utilized by the jeepneys. The idea for the mass transit system is to replace the jeepney or should we say "CONVERT" the entire jeepney system into a Mass Transit System, in this case, the BRT. Which means to say that even if you take one lane away and dedicate it to public transport, you're still leaving the same amount of road space for cars. Figuratively speaking, it's like giving cars their own dedicated lane as well :lol: The only difference is, cars would be compelled line up and not crisscross all over the place which would result to a more fluid traffic flow.
If I may @Jimbu, joy riding is the very thing we want to eliminate. Also, if we place overhead or above grade systems, your point will still hold true. People get richer, buy more cars and if we leave more road space for cars, people would still use cars and would still result to the same traffic jam.
I would like to quote Jaime Lerner in saying, "Your car is like your mother-in-law. You can have a good relationship with it, but you can not let it control your life.."

Anyway, there are a lot of scheme that can be done to minimize vehicles plying main roads... one is BRT another is promoting to big companies to have shuttle service for their employees...

I was actually contemplating about this subject while on my way to work. I tried to analyze the situation mentioned by @Jimbu about taking someone to the hospital. Then I thought of the many inputs from the Cebu LRT Thread of how a good transit system would usher in a better economy.
A better economy would mean more taxes and more taxes would mean more money for the government. More money for the government means more basic services.
And so I thought, Barangay Hospitals. A fully functioning Barangay Hospital with a full Barangay level ambulance service. That way, people would not need to travel far to get to the hospitals.
EDIT: And from I learned sa Taptap, ambulances and fire trucks would be allowed to utilize the BRT lanes. You just need to design the lanes to give access to these vehicles. How? I don't know yet.. I hope the study is also working on that.

CEBU CITY — At least two more buildings for business process outsourcing (BPO) companies are being planned at the Asiatown IT Park to cope with continuing industry demand for office space and boost recurring income sources for cyberpark developer Cebu Property Ventures and Development Corp.
Francis O. Monera, president of the Ayala-led Cebu Property Ventures, said the company is shifting to BPO building development starting with the eBloc Tower because there isn’t much land left at the 24-hectare cyberpark.

Asiatown, the first cyberpark in Cebu, hosts about 70% of the 65 BPOs operating in Cebu. The 24-hectare ecozone employs nearly 13,000 people, including those in retail and commercial outlets.
Asian I-Office Properties, Inc., a special purpose vehicle of Cebu Property Ventures and the Ayala Land, Inc. Corporate Business Group, will build its second mid-rise office condominium for BPOs at the five-hectare expansion area of the cyberpark. Horizontal development of the expansion area, estimated to initially cost P200 million, has started.
"The sequel to the eBloc is still in the planning stage. But it won’t depart significantly from the eBloc Tower," Mr. Monera added. Construction of the building is expected to start next year.
The 12-storey eBloc, which was completed by Asian I-Office in March this year, has been leased out to global financial services firm JP Morgan Chase & Co. and retail solutions provider NCR Cebu Development Center, Inc.
JP Morgan, which is retrofitting four-and-a-half floors of eBloc Tower, aims to start first-phase operations in March. The company plans to initially hire 2,000 people, although each floor would have a capacity of 420 seats. NCR, on the other hand, is operating its local research and development facility with a work force of over 500 at the eBloc Tower.
Mr. Monera said JP Morgan’s plan to expand its Cebu facility as well as the continuous stream of inquiries for BPO space have influenced Asian I-Office’s decision to construct a second building.
Senior level executives of JP Morgan visited Cebu in late October to inspect the retrofitting work at the eBloc Tower and scout for another site to double its capacity in Cebu. JP Morgan’s Cebu facility will house the operations of Chase Card Services.
Cebu’s 65 BPO companies employ an estimated 50,000 people. For the second consecutive year this year, Cebu was named the top emerging BPO destination in the world by Tholons magazine. — Marites S. Villamor

Here in the Philippines or in Cebu, if you go to a mass housing village/subdivision, almost everyone has a vehicle be it a multicab, a jeep, or whatever. When I went to Villa Leyson in Talamban, a mass housing village, I saw one who has a Ford Explorer.. Tumpak!
Another thought that came into my mind is the concept of a home or a residence. If majority of Cebuanos or Filipinos, myself included, want to own a car (either for prestige or for necessity), then I can say that a majority also want a "house and lot."
This is normal and understandable I guess but I hope that in the future we will prepare ourselves for condominium or apartment living.
Space is running out in Cebu. Developers should stop ruining Cebu's mountains by building subdivisions. They should instead build residential condominiums that are at least 40 storeys high. Let's create a real estate glut, let's build more and more so that the prices of condominiums will go down to at least P1,000 per unit. Bahala na ug mu reklamo ang mga realtors ug agents, hahaha.
Again, this will take another "cultural revolution" I guess. :banana:

LordCarnal November 26th, 2009, 05:53 AM Make sense on your first statement about roads dedicated for BRT lanes. It is a plus if there are roads that can be dedicated solely for BRT lanes and pedestrians only.
As far as telling cebuanos not to use car, that's a bit debatable, we have to really be a bit more realistic on this one considering that it's still more of a prestige if someone owns a car in the Philippines and ofcourse, convience wise, it's still more easier and more comfortable getting in your own car than rub elbow to elbow with a total stranger in a public transport. Although, these public mass transport system would benefit the comon masses somehow those that are lesser priveledged ones, so, it is still a very much welcome plan of action.
Mwg12, this is where political will should come in -- ideally.. Kung pwede palang authoritarian rule haha.

Of course, in a realistic sense, all of those situations you mentioned are valid and true. But these are not things that happen to everyone everyday all at the same time. In fact, majority of the Cebuano population do not really get to experience the conveniences you all mentioned. A huge share of the population of Cebu do not own a car, we take the jeepneys. Imagine what the traffic situation of Cebu would be if everyone of us here is driving a car.
What we want to usher in GRADUALLY is a paradigm shift that everyday travel such as going from HOME to WORK and WORK to HOME, or from HOME to SCHOOL and SCHOOL to HOME and even from HOME to MALL and MALL to HOME, can be efficiently served by Mass Transit.
To be more realistic, you MAY not be able to decrease the number of cars running at any given time in any given place in Cebu once the system is in place. But you can definitely prevent it from increasing. At any given time, 70-80% of road space in Cebu is utilized by the jeepneys. The idea for the mass transit system is to replace the jeepney or should we say "CONVERT" the entire jeepney system into a Mass Transit System, in this case, the BRT. Which means to say that even if you take one lane away and dedicate it to public transport, you're still leaving the same amount of road space for cars. Figuratively speaking, it's like giving cars their own dedicated lane as well :lol: The only difference is, cars would be compelled line up and not crisscross all over the place which would result to a more fluid traffic flow.
If I may @Jimbu, joy riding is the very thing we want to eliminate. Also, if we place overhead or above grade systems, your point will still hold true. People get richer, buy more cars and if we leave more road space for cars, people would still use cars and would still result to the same traffic jam.

The traffic problem in Metro Cebu arises because its economy is growing faster than the road infrastructure could support. Now we need both the BRT system and road widening to catch up the growth and to solve the prevailing traffic problem. If we cannot widen the roads now considering the cost of building it, then build more access roads for the same reason why we have MCDP road widening projects before, the North Coastal Road, Tunnel to SRP, and South Coastal Road.
I agree with you that BRT would reduce car use but I just can’t buy the idea of "one way traffic and one lane road for cars" on Cebu’s main BRT route without adding more access roads somewhere for future use. Just imagine if Metro Cebu’s population alone reached 5 million, the Trans-axial highway from Santander to Daan-Bantayan and the planned Visayas Trans-Visayas Friendship Bridges are built. More vehicles will be coming to Cebu City, as center of commerce from the Northern and Southern Cebu towns and coming from other provinces through Ro-Ro or bridges.
We may reduce car use by owners by 50% but car owners may also increase by 200% because more businessmen are requiring transport vehicles. New energy efficient car models come and more rich Cebuanos are lured to buy. Although condo living has just started in Cebu but we still have more housing subdivisions built and planned to be built in remote areas as lots in the city are getting expensive. Some of these areas may not be served with BRT and they may still need to use cars.
We need a BRT system for mass transport but we also have to expand our road network for narrow roads that should have been widened long time ago. If expensive to widen then build more access roads somewhere to support future population growth. We can reduce car use by effective BRT system, increase police visibility, political will to remove sidewalk vendors and implement urban plan, control importation of second hand cars, tax implementation like increasing car sales tax, car registration and imposing higher road user tax.
If Cebuanos want to own cars then they have to pay the price but not limit them because this car industry is an economic contributor of Cebu. Just when an imported car arrive at the port, the national government already earns taxes collected by BOC and port charges that maybe imposed by Port Authority. When the car is sold the national government earns from sales taxes and withholding taxes from salesmen and income taxes from car dealers. We have also auto mechanics, vulcanizing shops, etc. dependent on this industry that whatever they earn and spent will imposed with value added taxes. I support the BRT but we have also to continue building roads for those who need it. We should not stop expanding our roads just because we have the BRT system in place already.
