I don't think that's really super high expectations for Cebu, they are all just mostly tall buildings and it looks like taller buildings are starting to sprawl around Cebu, it's just a matter of having the local government encourage the development in one area and to hire a real good urban planner so a well planned community would be situated in one area. This is not something like a very hightech theme park so, this is doable in due time.

Sy-led SM Prime Holdings, Inc. has submitted an unsolicited offer to develop part of the South Road Properties in Cebu City into what would be the listed mall developer’s next big-ticket project after the SM Mall of Asia.
SM Prime President Hans T. Sy said as much as P20 billion would be spent over the next 15 years to build a shopping, entertainment, and residential complex.
“We have officially made an offer [to acquire part of] the South Road Properties [last month]. Hopefully, everything goes well and we are quite confident [about it] because it is not a joint venture [project],” Mr. Sy said in an interview.
SM Prime, the country’s largest mall developer, offered to buy 28 hectares of the 240-hectare reclaimed lot for P11,000 per square meter or almost P3 billion, which Mr. Sy said was a “high price for a provincial standard.”
The site will host the group’s second mall and some residential projects. The plan is to transform the area into a smaller version of the Mall of Asia in Pasay.
“We are looking at the opportunity. You do not really get to see a big chunk of property within the city so we made an unsolicited proposal and we [had] to make sure it is a bid that we will surely get,” Mr. Sy said.
SM Prime will start development in the area as soon as the group acquires the 20-hectare portion, Mr. Sy said, adding that he hopes to secure the contract in January.
“We are looking at a 15-year development and the target is about P20 billion. It will have institutional components [like] schools as well as a residential component and a hotel and convention center on top of the shopping center,” Mr. Sy said.
The group will likely build the mall first, to be followed by the residential component five years later, he said. Should the residential project push through, this will be sister SM Development Corp.’s first venture in Cebu City and outside Metro Manila.
“That is the next big project [of SM Prime] although on top of that we also have General Santos already and we are acquiring some more [lands] in the Mindanao area. There is still a lot of opportunity,” he said.
SM Prime has one mall in the Cebu City, the largest mall in the area, the fourth-largest shopping mall in the country, and the 11th largest in the world.
SM City Cebu is the fourth mall of SM Prime and is the company’s first outlet outside Metro Manila.
From January to September, profits of SM Prime grew by 8% to P5.1 billion over the same period last year. It has 36 malls nationwide, making it the dominant player in the industry.

LISTED mall developer SM Prime Holdings Inc. is once again training its vast financial resources toward Cebu as it proposes to spend over P20 billion until 2025 to develop a 28-hectare property into the island’s own version of SM Mall of Asia.
In an interview, SM Prime president Hans Sy said the company bid last month for the property, part of the 300-hectare the South Road Properties, a land reclamation project led by the Cebu City government.
While Sy acknowledged that the Cebu government has yet to award the land, he said the company remains confident that the deal will be completed by January next year.
“We made an unsolicited proposal and we had to make sure it’s a bid that we will surely get,” he said, noting the offer was about P11,000 per square meter. “We are looking at the opportunity and you don’t really get to see a big chunk of property within the city limits [like this one].”
In addition, he said the company is coming in as a buyer for the property, and not as a joint-venture partner with the local government.
Sy said the Cebu project will be a smaller version of the 60-hectare Mall of Asia complex in Pasay City, said to be the largest in the country.
“[It] will be a mixed-use complex with institutional components such as schools and a residential component. It will also have hotels and convention centers on top of the shopping center,” said Sy.
“We are looking at a 15-year development and [the investment] target is about P20 billion. [This] is the [company’s] next big project” he said.
He pointed out that the mall will be built first, making it the second in the province after SM City Cebu, which was opened in 1993. Sy added that other aspects such as the residential component, which may be handled by listed affiliate SM Development Corp., may start after five years.
The SM Prime executive said Cebu City is a big area for developers, noting that the company is eyeing a third location for another SM mall, although he did not provide further details.
Apart from SM Prime, Filinvest Land Inc.is also planning to launch early next year the first phase of its joint venture with the Cebu City government to develop a 50.6-hectare property, also within the South Road Properties. The Gotianun-led company plans to spend estimated P20 billion over a 20-year to 25-year period for this project.
SM Prime said consolidated net income in the third quarter rose 9 percent to P1.7 billion while revenues grew 14 percent to P5 billion from the same period last year. This brings the company’s profits in the first nine months to P5.1 billion, up 8 percent from last year.
The company currently owns 36 malls in the country, and three in China. Next year, it plans to open five SM malls, expecting to end 2010 with 41 malls all over the Philippines.

TWO months before the festival, Sinulog organizers are getting flooded with requests from politicians to join the grand parade on Jan. 17 and to hang their streamers along the parade route.
Sinulog Foundation Inc. (SFI) executive director Ricky Ballesteros said no political candidate can join the parade nor can he/she hang campaign materials during the Sinulog because the Sinulog “is a religious activity.”
“This has always been our policy even if it’s not an election year. But if they intend to donate, we will accept their donation,” Ballesteros said.
Preparations for Sinulog 2010 are in full swing, with organizers hoping to get the confirmation of 15 out-of-town contingents that were invited to the “all-Cebuano” festival this January.
The staging of next year’s Sinulog is expected to cost P25 million.
Ballesteros said politicians who will donate cash and goods to SFI for the parade will be acknowledged in the souvenir program.
Except for Mayor Tomas Osmeña and Vice Mayor Michael Rama, who will give the welcome message and closing remarks, no other politician will be allowed to speak during the program.

Year after year, government officials and politicians attend the Sinulog grand parade, which attracts hundreds of thousands of revelers from other provinces and countries.
While politicians are welcome to watch the show at the Cebu City Sports Center, Ballesteros said they should refrain from campaigning, lest the crowd insults them.
He recalled the loud jeers that some aspiring politicians got from the crowd at the grandstand last Sinulog.
“They are welcome to Cebu but you know the Cebuanos, if they don’t like a certain politician, they will show it and we can’t control the crowd. The organizers also don’t want the politicians to be embarrassed,” Ballesteros said.
Instead of giving subsidy only to out-of-town contingents that have been participating every year, the SFI will give P100,000 to each contingent coming from other provinces.
A lesser amount will also be given to participants of the Sinulog sa Kabataan.
“Most, if not all, of the out-of-town contingents are faced with problems on logistics concerning their fare, costumes and props, so we will help them,” Ballesteros said.

Due to interactin with the stronger Tropical Storm NIDA east of Mindanao. TD Urduja is almost stationary as of this moment @ the vicinity of Surigao del Norte and Southern Leyte bringing widespread rains over Central and Eastern Visayas including Metro Cebu and Northern Mindanao wholeday today. NIDA is expected to pull Urduja towards the Southwest and later to the Northeast.
Cebu Island is still under Storm Signal No. 1.

Kay in my understanding nag BRT ang Cebu (aside from it being cheap) because narrow roads are the best roads to put one as quoted by Penalosa ba tu.

But, the development is nice, because of the foresight of their good mayor Rey Uy. I honestly admire him for providing good and development oriented leadership of the city.

MANILA, Philippines - Additional expansion of SM City North Edsa makes it the world’s third-largest shopping mall, the Philippines’ largest mall operator said.
The soft opening of The Annex—which adds 90,000 square meters of gross floor area (GFA) to the flagship mall—expands SM City North Edsa’s GFA to 425,000 square meters, SM Prime Holdings Inc. said in a disclosure to the Philippine Stock Exchange (PSE).
Besides providing direct and indirect employment to 3,000 workers, The Annex also consists of six floors and a basement, 70 percent of which has already been awarded to various tenants.
“Its major tenants include Savemore Supermarket, Ace Hardware and an SM Cyberzone. Other mall tenants include fashion retailer Charles & Keith, watch and jewelry shop Chronos, infant store Baby & Company, and electronic shops Power Mac Center, Sony VAIO, HTC, and Belkin, among many others," the company said.
SM North Edsa is the only mall of SM Prime where the three food retail formats, Savemore Supermarket in The Annex, SM Supermarket in the Main Building and the SM Hypermarket in The Block, are all located in one complex.
In 2009, SM North EDSA also looks forward to opening the Skygarden, which offers another exciting and environmental element to the Mall complex, the company said.
SM Mall of Asia, SM Megamall, and SM City Cebu rank as the fourth, seventh, and eleventh-largest malls in the world, the company said.

On the comparison with Tagum's highway: I passed by that road a couple of times before and it is indeed nice and wide. BUt it is actually not a good comparison with Cebu's roads and highways in the context of historical circumstances. Nauna man gud ang mga taw ug settle sa atong mga agianan nga gagmay unya gihinayhinay ug expand. Those wide highways in Tagum on the other hand were in areas sparsely populated when those roads were built and people and establishments came afterwards.

ANS: That is why the system has to be comprehensive. It has to have a service type where it can stop at every station whilst having an express service serving the same line that would have to stop only vital points in the city. And another type of service that stops only on city centers.

Not necessarily and the three types service scheme doesn't necessarily have to be applied throughout the entire system. It would only apply for long distance travels like from south residential to CBD and North residential to CBD. For long distance travel however, the three type service scheme should be applied. The transit system would need to occupy almost two lanes-width of space for roads approaching a station, the road space for cars may have to be narrowed down. The narrowing of the road space approaching a station would make the car slow down thus would make it safer for the riding public to cross to the median stations assuming that access to the stations would be on-grade.
The 18th century two lane narrow roads in Cebu are only found in the downtown area that means that every corner of it is a final destination. Stations can easily be placed three blocks away from each other. And for the rest of the roads in downtown area, we can easily convert one lane of it into a bike lane and allocate one for private cars on a one-way traffic. Osmeña Blvd. in the downtown area is wide enough that cars can still be accommodated. The mass transit is given road space priority of course.
The midtown area on the other hand have road widths were you can place a transit lane, a bike lane and a single lane for private cars. The highways leading to the residential areas north bound and south bound have enough road space to have a transit lane where the scheme I mentioned above can be easily applied.
One way traffic and one lane road for cars? Sounds like a great deal of inconvenience for car owners. I can foresee traffic jams and and congestion.

And if you study carefully how Cebuanos drive their car, they swivel all over place if the road has enough space but they follow a single line if it doesn't and amazingly the a single line traffic jam moves faster than the traffic on wider roads. Why is that? Because if the cars are compelled to line-up they resemble a train that it becomes easier for them to move.
I've learned this concept a few weeks ago in a little place called Taptap, that in urban planning, one must consider the culture of the city. The planning must not limit itself to economic impacts or transportation science, anthropology, sociology and psychology must also take part in the planning process.

Then we would use a transit system that is easy to put in place a lot cheaper to build and operate.

If I live in Guadalupe and would want to go to SM City, does that mean that I have to take my car to V.Rama, park somewhere, ride the 600Million Dollar system to Mabolo and then take a taxi from Mabolo to SM? What's the point of building a system that may claim to be energy efficient just because it uses electricity and claims to reduce carbon footprint when people would still have to be using their cars anyway?

Personally, I would really advocate for car use reduction kay honestly, abog na jud kaayo ang Cebu. Dili gud unta ko hubakon but because I ride the jeepney everyday and sometimes walk on relatively long distances, its very unfortunate nga nakadevelop na ko ug hubak and the smell of fumes already hurts my nose and eventually my head.
I don't like taking the car anymore kay nagkadugay nagkaswapang ang mga Cebuano drivers. Nagkagrabe nasad ang traffic diri oi. That is why I really think that the sooner the mass transit system be built and be operational, the sooner we can shift from being car-centric and turn into a people friendly society.

The BRT system may tempt Cebuano car owners to minimize car use but as economy grows I think more cebuanos will get richer. More businessmen will be buying cars. I foresee there will be more private car owners as population grows and whatever reduction from car use because of the system will just counterbalance the increases of Cebuano car owners.

It's raining. I need to pick-up my wife. We need to go shopping for food. La Nueva has cheaper dairy products and fresh fish. I got to pick-up my medicine at Rose. Sometimes, my young daughter calls to be picked-up and she might need some stuff. Retired Aunt who has no car would know about our shopping will request to buy food for her. maybe LARSIAN area for some barbeque., hot bread and Otap.
How about if you're single with Expat parents, or rich Uncle, or drive your girlfriend family's car. Most of the time a car is more efficient that is why it was invented. When you pay-as-you-go including a driver, taxi business came about. It is a law of supply and demand. Jeepney offers a lot of advantages. It is a shared cost ride with multi stops.
But if we can't give up a convenience of today's cheap privileged flexible choice, we should not support any MASS TRANSIT if run by government bureaucrats or by profit hungry kickback corporation.. Invest in a better streets and a good sidewalk. Rehabilitate our creeks and make bike paths along the concrete walls. We can even walk home.

mwg12a November 25th, 2009, 04:18 AM There are narrow roads in Cebu that can actually be closed down and be converted into dedicated BRT lanes. One of the objectives of the BRT system is to prioritize road space for public transport and pedestrian spaces over private vehicles.
In order to facilitate car use reduction, BRT must ply routes where in every day car use would no longer be necessary.
If you tell a Cebuano not to use their car, they would not tell you NO! They would ask you "WHY NOT?". You just have to give them a very good answer and you would achieve car use reduction. And what would that good answer be? A good complete and comprehensive mass transit service that can take you anywhere in Cebu without using your own car.
Make sense on your first statement about roads dedicated for BRT lanes. It is a plus if there are roads that can be dedicated solely for BRT lanes and pedestrians only.
As far as telling cebuanos not to use car, that's a bit debatable, we have to really be a bit more realistic on this one considering that it's still more of a prestige if someone owns a car in the Philippines and ofcourse, convience wise, it's still more easier and more comfortable getting in your own car than rub elbow to elbow with a total stranger in a public transport. Although, these public mass transport system would benefit the comon masses somehow those that are lesser priveledged ones, so, it is still a very much welcome plan of action.

AFTER available spaces of the eBloc Tower were fully-leased out to “premium” locators four months after the building was completed, its managing company is now planning to construct a second building that will address need for office spaces for the business process outsourcing (BPO) industry.
The Asian i-Office Properties Inc. (AIO), in a press conference yesterday, said the BPO industry still foresees a 25-percent industry growth in 2010. With the forecast, inquiries from BPO companies for leasable spaces still continue to come in.
Similar concept
AIO president and chairman of the board Francis Monera refused to disclose more details on AIO’s second project but he said the building will have a similar concept as that of the 12-story eBloc Tower.
This move, Monera said, is aligned with the company’s aim of strengthening its recurring income sources after the company shifted from selling lots to constructing buildings to lease out the spaces for office and retail.
The still-to-be-named project is expected to start construction in the second half of 2010, following the launch of Asiatown IT Park’s (AITP) second phase next year.
At present, initial land development of the five-hectare AITP phase two is already underway. An estimated P200 million has been allocated for the expansion, Monera said.
Yesterday, AIO conducted a media tour of the eBloc Tower, which featured environment-friendly facilities as part of the Energy Management Program undertaken by wholly-owned and managed properties of Cebu Holdings Inc. (CHI).
Energy consumption
This program, according to a statement by the company, aims to reduce the building’s energy consumption and reduce operating costs.
Among these features are the water-saving dual piping system and rainwater collection tank to save on water consumption, a segregated garbage collection area and waterless urinals and other water-saving toilet fixtures.
NCR Cebu Development Center Inc. (NCR) engineering manager Victor Silvestre said that after scouring the city for possible locations to house the company’s expansion, NCR chose to locate at the eBloc Tower because of its efficient utilities and the building design, which maximizes usage of the floor area.
NCR, which transferred to the eBloc Tower last September, is occupying 6,974-square meter office space at the eBloc Tower.
Another BPO player, JP Morgan Chase & Co. (JPMC), also recently signed a five-year lease contract to occupy four-and-a-half floors, or 12,404 square meters of office space from the 21,000 square meters total leasable space of the eBloc Tower. JPMC is expected to start its operations in March 2010.

CEBU, Philippines - Manny Pacquiao is interested in running for vice mayor of Cebu City and has agreed to be the runningmate of Georgia Osmena.
In fact, he visited yesterday the Cebu City office of the Comelec and asked for a certificate of candidacy form.
He, however, did not say when he will accomplish the form or when he is going to file it, saying only that he will do so in due time. Manny Pacquiao, though, is not the same Manny Pacquiao you have in mind.
He is lawyer Emmanuel “Manny” Pacquiao, a Cebuano bar topnotcher who has been a law professor at the University of the Visayas for the past 32 years.
The namesake of the boxing icon from General Santos City placed 3rd in the 1976 bar examination and has been teaching law ever since.
Now, 61, he is no stranger to City Hall, having served as OIC councilor during the term of OIC councilor Sonny Osmeña.
At the city council, Pacquiao served as chairman of the committee on laws and revision of laws.
Prior to joining the city council, Pacquiao was assistant city attorney and acting city attorney during the time of mayor Eulogio Borres Sr.
He was also special assistant to then governor and now congressman Eduardo Gullas.
Aside from teaching law, Pacquiao also holds several consultancies with a number of big corporations.
Pacquiao believes Georgia Osmeña is the right person to succeed her older brother Tomas Osmeña who is now on his third and last term.
“I am looking at change in leadership and I have seen that she has the dynamism to be a good leader and accomplish much for the development of the city,” Pacquiao said.
Pacquiao, who is from barangay Lahug, has high hopes of winning, not only because of his personal competence, but also because of the name recall generated by his more famous namesake.
Pacquiao claims he is distantly related to the world famous Filipino boxer.
“It can help my candidacy a lot that I have the same name as Manny Pacquiao,” he said.
Georgia Osmeña said she will file her certificate of candidacy on Tuesday morning next week, the last day of filing, together with her runningmate and her candidates for councilor.

MANILA, Philippines - SM Prime Holdings Inc., the country’s biggest mall operator, said it is open to forging partnerships with other entities to develop a mixed-use complex within the 240-hectare South Road Properties (SRP) in Cebu City, estimated to cost around P20 billion.
In a disclosure to the Philippine Stock Exchange, SM Prime executive vice-president Jeffrey Lim said the company has put forward an offer to acquire a 28-hectare property within the SRP for P11,000 per square meter or a total of nearly P3 billion. The SRP is a land reclamation project led by the Cebu City government.
Lim said initial project development cost would be around P20 billion over a 15-year period subject to prevailing market conditions.
Preliminary plans for the property involve the development of a shopping mall with a floor area of 25 hectares, convention facility, hospital, schools, hotels and high-rise residential condominiums. The proposed commercial center will likely be a smaller version of the 60-hectare Mall of Asia complex along Roxas Boulevard.
SM Prime, the shopping mall unit of the Sy family, said it expects to conclude a deal with the Cebu City government by January next year.
Aside from SM Prime, Filinvest Land Inc. is also developing 50.6 hectares of the SRP into a mixed-use complex. The project will be developed in four phases over a 20-year period, with FLI contributing the development costs as well as the marketing and management services.
Another 10.6 hectares will be purchased outright by FLI, which will be transformed into commercial or retail spaces, offices and condominiums, and hotels.
FLI’s masterplan for the SRP is now being finalized, with the first project expected to be launched by yearend or early 2010.
Meanwhile, SM Prime is allotting P12.1 billion for the opening of eight new malls in the Philippines and in China next year.
Among the sites identified for mall construction are Calamba, Laguna; Masinag, Antipolo; Tarlac; Novaliches and San Pablo, Laguna which are expected to provide 279,228 square meters in gross floor area.
Three new malls in China – Chonggqing, Suzhou, and Zibo – are targeted for opening between 2010 and 2012, adding to SM Prime’s three existing malls – SM Xiamen, Jinjiang and Chengdu.
SM Prime expects a total network of 41 malls by end-2010 with total gross floor area of 4.8 million square meters or 6.2 percent higher than the estimated 2009 GFA of 4.5 million square meters. Its malls currently have a foot traffic of over 2.5 million per day.

I foresee there will be more private car owners as population grows and whatever reduction from car use because of the system will just counterbalance the increases of Cebuano car owners.

The idea is to reduce car use. Not eliminate it. Traffic problems can never be solved by widening roads, you have to take away the cars.
Of course, in a realistic sense, all of those situations you mentioned are valid and true. But these are not things that happen to everyone everyday all at the same time. In fact, majority of the Cebuano population do not really get to experience the conveniences you all mentioned. A huge share of the population of Cebu do not own a car, we take the jeepneys. Imagine what the traffic situation of Cebu would be if everyone of us here is driving a car.
What we want to usher in GRADUALLY is a paradigm shift that everyday travel such as going from HOME to WORK and WORK to HOME, or from HOME to SCHOOL and SCHOOL to HOME and even from HOME to MALL and MALL to HOME, can be efficiently served by Mass Transit.
To be more realistic, you MAY not be able to decrease the number of cars running at any given time in any given place in Cebu once the system is in place. But you can definitely prevent it from increasing. At any given time, 70-80% of road space in Cebu is utilized by the jeepneys. The idea for the mass transit system is to replace the jeepney or should we say "CONVERT" the entire jeepney system into a Mass Transit System, in this case, the BRT. Which means to say that even if you take one lane away and dedicate it to public transport, you're still leaving the same amount of road space for cars. Figuratively speaking, it's like giving cars their own dedicated lane as well :lol: The only difference is, cars would be compelled line up and not crisscross all over the place which would result to a more fluid traffic flow.
If I may @Jimbu, joy riding is the very thing we want to eliminate. Also, if we place overhead or above grade systems, your point will still hold true. People get richer, buy more cars and if we leave more road space for cars, people would still use cars and would still result to the same traffic jam.
I would like to quote Jaime Lerner in saying, "Your car is like your mother-in-law. You can have a good relationship with it, but you can not let it control your life.."

Anyway, there are a lot of scheme that can be done to minimize vehicles plying main roads... one is BRT another is promoting to big companies to have shuttle service for their employees...

I was actually contemplating about this subject while on my way to work. I tried to analyze the situation mentioned by @Jimbu about taking someone to the hospital. Then I thought of the many inputs from the Cebu LRT Thread of how a good transit system would usher in a better economy.
A better economy would mean more taxes and more taxes would mean more money for the government. More money for the government means more basic services.
And so I thought, Barangay Hospitals. A fully functioning Barangay Hospital with a full Barangay level ambulance service. That way, people would not need to travel far to get to the hospitals.
EDIT: And from I learned sa Taptap, ambulances and fire trucks would be allowed to utilize the BRT lanes. You just need to design the lanes to give access to these vehicles. How? I don't know yet.. I hope the study is also working on that.

CEBU CITY — At least two more buildings for business process outsourcing (BPO) companies are being planned at the Asiatown IT Park to cope with continuing industry demand for office space and boost recurring income sources for cyberpark developer Cebu Property Ventures and Development Corp.
Francis O. Monera, president of the Ayala-led Cebu Property Ventures, said the company is shifting to BPO building development starting with the eBloc Tower because there isn’t much land left at the 24-hectare cyberpark.
"We need to strengthen our recurring income source so we have shifted from selling lots to constructing BPO buildings," Mr. Monera said in a press conference. Asiatown, the first cyberpark in Cebu, hosts about 70% of the 65 BPOs operating in Cebu. The 24-hectare ecozone employs nearly 13,000 people, including those in retail and commercial outlets.
Asian I-Office Properties, Inc., a special purpose vehicle of Cebu Property Ventures and the Ayala Land, Inc. Corporate Business Group, will build its second mid-rise office condominium for BPOs at the five-hectare expansion area of the cyberpark. Horizontal development of the expansion area, estimated to initially cost P200 million, has started.

The 12-storey eBloc, which was completed by Asian I-Office in March this year, has been leased out to global financial services firm JP Morgan Chase & Co. and retail solutions provider NCR Cebu Development Center, Inc.
JP Morgan, which is retrofitting four-and-a-half floors of eBloc Tower, aims to start first-phase operations in March. The company plans to initially hire 2,000 people, although each floor would have a capacity of 420 seats. NCR, on the other hand, is operating its local research and development facility with a work force of over 500 at the eBloc Tower.
Mr. Monera said JP Morgan’s plan to expand its Cebu facility as well as the continuous stream of inquiries for BPO space have influenced Asian I-Office’s decision to construct a second building.
Senior level executives of JP Morgan visited Cebu in late October to inspect the retrofitting work at the eBloc Tower and scout for another site to double its capacity in Cebu. JP Morgan’s Cebu facility will house the operations of Chase Card Services.

Another thought that came into my mind is the concept of a home or a residence. If majority of Cebuanos or Filipinos, myself included, want to own a car (either for prestige or for necessity), then I can say that a majority also want a "house and lot."
This is normal and understandable I guess but I hope that in the future we will prepare ourselves for condominium or apartment living.
Space is running out in Cebu. Developers should stop ruining Cebu's mountains by building subdivisions. They should instead build residential condominiums that are at least 40 storeys high. Let's create a real estate glut, let's build more and more so that the prices of condominiums will go down to at least P1,000 per unit. Bahala na ug mu reklamo ang mga realtors ug agents, hahaha.
Again, this will take another "cultural revolution" I guess. :banana:

LordCarnal November 26th, 2009, 05:53 AM Make sense on your first statement about roads dedicated for BRT lanes. It is a plus if there are roads that can be dedicated solely for BRT lanes and pedestrians only.
As far as telling cebuanos not to use car, that's a bit debatable, we have to really be a bit more realistic on this one considering that it's still more of a prestige if someone owns a car in the Philippines and ofcourse, convience wise, it's still more easier and more comfortable getting in your own car than rub elbow to elbow with a total stranger in a public transport. Although, these public mass transport system would benefit the comon masses somehow those that are lesser priveledged ones, so, it is still a very much welcome plan of action.

Of course, in a realistic sense, all of those situations you mentioned are valid and true. But these are not things that happen to everyone everyday all at the same time. In fact, majority of the Cebuano population do not really get to experience the conveniences you all mentioned. A huge share of the population of Cebu do not own a car, we take the jeepneys. Imagine what the traffic situation of Cebu would be if everyone of us here is driving a car.
What we want to usher in GRADUALLY is a paradigm shift that everyday travel such as going from HOME to WORK and WORK to HOME, or from HOME to SCHOOL and SCHOOL to HOME and even from HOME to MALL and MALL to HOME, can be efficiently served by Mass Transit.
To be more realistic, you MAY not be able to decrease the number of cars running at any given time in any given place in Cebu once the system is in place. But you can definitely prevent it from increasing. At any given time, 70-80% of road space in Cebu is utilized by the jeepneys. The idea for the mass transit system is to replace the jeepney or should we say "CONVERT" the entire jeepney system into a Mass Transit System, in this case, the BRT. Which means to say that even if you take one lane away and dedicate it to public transport, you're still leaving the same amount of road space for cars. Figuratively speaking, it's like giving cars their own dedicated lane as well :lol: The only difference is, cars would be compelled line up and not crisscross all over the place which would result to a more fluid traffic flow.
If I may @Jimbu, joy riding is the very thing we want to eliminate. Also, if we place overhead or above grade systems, your point will still hold true. People get richer, buy more cars and if we leave more road space for cars, people would still use cars and would still result to the same traffic jam.

The traffic problem in Metro Cebu arises because its economy is growing faster than the road infrastructure could support. Now we need both the BRT system and road widening to catch up the growth and to solve the prevailing traffic problem. If we cannot widen the roads now considering the cost of building it, then build more access roads for the same reason why we have MCDP road widening projects before, the North Coastal Road, Tunnel to SRP, and South Coastal Road.
I agree with you that BRT would reduce car use but I just can’t buy the idea of "one way traffic and one lane road for cars" on Cebu’s main BRT route without adding more access roads somewhere for future use. Just imagine if Metro Cebu’s population alone reached 5 million, the Trans-axial highway from Santander to Daan-Bantayan and the planned Visayas Trans-Visayas Friendship Bridges are built. More vehicles will be coming to Cebu City, as center of commerce from the Northern and Southern Cebu towns and coming from other provinces through Ro-Ro or bridges.
We may reduce car use by owners by 50% but car owners may also increase by 200% because more businessmen are requiring transport vehicles. New energy efficient car models come and more rich Cebuanos are lured to buy. Although condo living has just started in Cebu but we still have more housing subdivisions built and planned to be built in remote areas as lots in the city are getting expensive. Some of these areas may not be served with BRT and they may still need to use cars.
We need a BRT system for mass transport but we also have to expand our road network for narrow roads that should have been widened long time ago. If expensive to widen then build more access roads somewhere to support future population growth. We can reduce car use by effective BRT system, increase police visibility, political will to remove sidewalk vendors and implement urban plan, control importation of second hand cars, tax implementation like increasing car sales tax, car registration and imposing higher road user tax.
If Cebuanos want to own cars then they have to pay the price but not limit them because this car industry is an economic contributor of Cebu. Just when an imported car arrive at the port, the national government already earns taxes collected by BOC and port charges that maybe imposed by Port Authority. When the car is sold the national government earns from sales taxes and withholding taxes from salesmen and income taxes from car dealers. We have also auto mechanics, vulcanizing shops, etc. dependent on this industry that whatever they earn and spent will imposed with value added taxes. I support the BRT but we have also to continue building roads for those who need it. We should not stop expanding our roads just because we have the BRT system in place already.

CEBU CITY -- Ayala Land affiliate Cebu Holdings, Inc. is seeking the conversion of the 50-hectare Cebu Business Park into a special economic zone for information technology (IT) to boost the marketability of the remaining lots there and accommodate “spillover” investments from Asiatown IT Park.
Francis O. Monera, Cebu Holdings president, said the firm has filed an application before the Philippine Economic Zone Authority (PEZA) two months ago and Cebu City Mayor Tomas R. Osmeña has already endorsed it.
Mr. Monera said having the business park declared an IT ecozone would allow Cebu Holdings to entice IT-related companies to acquire lots and locate there. There are still nine commercial lots, with sizes ranging from 1,056 to 1,816 square meters, available at the park, data from the firm’s Web site showed.
There are seven buildings within the park that are registered as IT ecozone buildings, including a high-rise office tower and a seven-storey advanced technology center built by Lexmark Research and Development Corp.
The others are the HDMF-WTCI IT Tower, Keppel Center, Cebu IT Tower (which hosts the Wipro BPO Philippines call center), Innove Plaza and Pioneer House (which hosts Accenture’s delivery center in Cebu).
On top of the incentives provided by PEZA, a Cebu City ordinance in 2004 exempts these buildings from local taxes, except real property tax.
“Not all locators will be given incentives, but only the BPOs and those that are IT-related,” Mr. Monera said.
The centerpiece of the business park is a 9.6-hectare retail zone, where the Ayala Center Cebu shopping center is located. The park also hosts office buildings, the Cebu City Marriott Hotel, a sports center, and residential condominium buildings.
Mr. Monera said the firm opted for the conversion of the park into an IT ecozone instead of scouting for another property that will be developed into a cyberpark.
The 24-hectare Asiatown IT Park, the flagship project of Cebu Holdings subsidiary Cebu Property Ventures and Development Corp., is sold out.
Cebu Property Ventures is now developing a five-hectare expansion area. Since there is limited land for sale at Asiatown, Cebu Property Ventures has shifted from selling lots to constructing office buildings for business process outsourcing companies through a special purpose vehicle.
Asian I-Office Properties, Inc., a special purpose vehicle of Cebu Property Ventures and the Ayala Land, Inc. Corporate Business Group, completed its first mid-rise BPO building at Asiatown early this year and is planning to build a second building at the cyberpark’s expansion area next year.

MALL developer Cebu Holdings Inc. (CHI) will set off another expansion project for the Ayala Center Cebu (ACC) within the first half of 2010.
Although CHI president Francis Monera did not disclose the actual budget of the project, he said the development will cost more than what was allocated for The Terraces project.
For The Terraces, which opened last year, CHI spent close to P1 billion.
In a press conference last Wednesday, Monera said the expansion project will complete the full circle design of the mall.
“The design is to provide more international and local brands to the Cebuanos,” he said.
The area to be developed covers the stretch from the corner of the Cebu City Marriott Hotel, the parking area across the Rustan’s supermarket and the parking area for public utility vehicles.
But Monera assured the public that there will still be an area for jeepneys.
The whole project will take two years to complete.
Aside from this, the Ayala Land Inc. (ALI) will also start the development of its residential condominium project at the Cebu Business Park (CBP).
Meanwhile, CHI is also working on the conversion of the CBP into an economic zone to create the same investor-friendly environment that the Asiatown IT Park (AITP) has.
Two months ago, CHI submitted its application to the Philippine Export Zone Authority (Peza) and received a “favorable” endorsement from Cebu City Mayor Tomas Osmena.
Monera said the Cebu City Council is also coming up with a resolution to support Osmena’s endorsement.
At present, a number of information technology (IT) buildings in CBP are registered as Peza enterprises.
Monera clarified that the incentives of a Peza-registered entity, such as income tax holidays and duty free importations, will only apply to qualified locators.

I just shortened your post so I don't have to repost all of them again.
I just forgot the idea of jeepneys around Metro Cebu. I'm pretty sure, like most other filipinos all over the Philippines would not be able to afford cars. What I was trying to say should also cover jeepneys and probably public buses as well. I feel that it is hard to eliminate jeepneys as well as a mode of transportation because for one thing, it's a source of income to alot of under priveledged pinoys and for this matter, cebuanos. As much as it helps alleviate traffic within the city by providing a faster mode of transport in form of BRTs, it's hard to stop those who wants to operate jeepneys because that would mean loss of jobs for them, somehow, with the presence of jeepneys whom I suspect would have contineous patronage from the masses would be hard for the Philippine or even Local Cebu governance to eliminate for that fact that it would also render as anti poor when there is no concrete source of alternate livelihood for these "would be" displaced jeepney drivers. In that case, the main thorughfares would have to be redesigned and reconfigured, if not, use an alternate road for BRT.

A NEW mall that occupies a just refurbished South Central Square (CSCS) building in Talisay City has generated more jobs for the Talisaynons.
At least 80 percent of the labor force at the Robinsons Mall and Supermarket in Barangay Lawaan 3 are Talisay residents, said Cyril Velasco, Matvel Holdings Inc. vice president for finance.
Matvel Holdings owns the SCS building, which has undergone a major facelift of its facilities and amenities.
The new mall, the second largest so far in Talisay City with an area of over 4,000 sq.m., will formally open today with fanfare and a caravan around the city.
Velasco said the employment of Talisaynons was one of the conditions that they have agreed upon with the Robinsons Company.
Records show that at least 60 percent of the Talisay City residents are jobless, despite City Hall’s much-publicized employment program for the indigent.
Velasco said it would benefit Talisaynon employees because the workplace is near their residence.
Hiring is still ongoing, he said.
“This is the biggest supermarket among the Robinsons branches in Cebu. We are happy that they agreed to our proposal that the Talisaynons be given employment priority,” Velasco said.
With today’s opening of the new Robinsons Mall and Supermarket, the shoppers in Cebu south now have an alternative on where to shop and buy goods, he added.
Meanwhile, all PUJs plying the Tabunok-Cebu City route are now required to proceed to the Robinsons area as part of their route.
The Land Transportation Franchising and Regulatory Board has approved the inclusion of the Robinsons Mall and Supermarket as part of the PUJ’s new route.
But Councilor Sabeniano Abatayo, Talisay City traffic in-charge, said that there will be no PUJ terminal at the Robinsons Mall.
The city, he said, will provide a jeepney stop.

THE coal-fired power plants in Cebu have contributed 25 percent of the P5.719 billion in duties and taxes collected by the Bureau of Customs (BOC) Port of Cebu this year.
Assistant Assessment Chief Florante Ricarte said this as the Port of Cebu reported a surplus of P56 million despite the drop in volume of importation due to the worldwide economic slowdown.

The P5.719-billion collection only covers January to Nov. 20, 2009, he said. This means that all the revenue collections after Nov. 20 towards the end of 2009 will be added to the P56-million surplus.
The collection can go higher by end of December 2009, he said.
The coal-fired power plants in Cebu are Korean Electric Company (Kepco) in Naga, Cebu Global Power Business Corp. and Cebu Energy Development Corp., both in Toledo City.
P5.719 billion
The 2009 annual target is P5.663 billion and the Port of Cebu has collected P5.719 billion as of Nov. 20.
Customs cashier Conrado Abarintos said all revenues that the Port of Cebu will collect until the end of 2009 will be considered surplus.
Abarintos said that for November 2009, the target is P477 million and the Port of Cebu has collected P639 million, which is P162 million or 34 percent higher than the month’s target.
Ricarte said the duties and taxes levied on their machineries and heavy equipment explained the big contribution of the coal-fired power plants.
Unlike Cebu, which has surpassed its revenue goal this month, most of the other customs ports in the country failed to meet their revenue collection targets.
Shortfall
The Port of Manila leads with a shortfall of P15.4 billion, having collected only P28.22 billion as against a target of P43.63 billion. The shortfall is close to 50 percent of
the P36.02 billion deficit of the BOC in the entire country for January to October.
The total annual target of the BOC in the entire country is P201.42 billion but actual collections total only P165.39 billion for the nine months.
The Manila International Container Port (MICP), the BOC’s largest cargo port, is also short by P6.07 billion, having collected only P43.57 billion as against the P49.65-billion target.
The other ports that failed to meet target are the Port of Limay (Bataan) with P5.1 billion shortfall, and the Port of Batangas, with P3.67 billion.
The Attrition Law gives rewards to officials and personnel of the BOC and Bureau of Internal Revenue (BIR) who achieve their collection goal. They will get 30 percent of the surplus collection.
The same law also punishes those who fail to meet the target.
Assessment Chief Carlos Corsiga said that aside from expecting a reward, they are safe from punishment under the Attrition Law.

He said (the Italian) he/they cook their pig the same way we cook our litson. That's another trivia I'd like to share. But I don't know if he speaks for all of Italy. :)

@dive-cebu, CYMA was ok, but it didn't leave any "WOW" impressions on me. The service was really good, I liked our waitress and I even gave her extra tip. But I guess the food, IMO, wasn't really there. I mean I don't know if it was fusion (Greek and Pinoy) or Greek or Greek with a hint of Pinoy. I love Greek food, but what I had at CYMA was... dili kaayo ko lamian. hehe Ni kaon sad ko sa gi-order sa akong kauban, mao lang gihapon. I mean ok biya ang CYMA, pero dili WOW. But that's just my tastebuds... :) Yeah, I'd love to try Cibo.
Anyway, mas na WOW pa ko sa HUKAD, pero ganahan naman jd ko sa una pa sa Golden Cowrie.

How do you knock down a political giant like the Garcias in Cebu Province?
For newcomer Hilario Davide III, the weapon will be a singleshot called "clean governance."
Davide and his running mate Cebu Vice Gov. Greg Sanchez officially launched their tandem yesterday under a new party, the United Cebu, which is affiliated by the Liberal Party.
They vowed to unite Cebu City and province, whose relations have been stormy due to the bitter dispute between Mayor Tomas Osmeña and Gov. Gwendolyn Garcia.
Davide, a lawyer whose political career has been rooted as a councilor in Cebu City, is challenging the reelection bid of Garcia, whose One Cebu Party will hold its own convention today.
The gubernatorial contest is being touted as a battle between David and Goliath.
Davide, a virtual unknown in the province will face Garcia, who has used her two terms in the Capitol to develop well-entrenched political support among mayors in the towns and cities.
Davide offers himself as a 'decent' and 'clean' official based on three scandal-free terms in the City Council and high public regard for his father, former chief justice and now Ambassador Hilario Davide Jr.
Davide III gave up his seat in the Cebu City Council last month to accept the role of the Liberal Party provincial coordinator for Sen. Benigno "Noynoy" Aquino's presidential bid. He transferred his voter's registration to the family hometown of Argao, southern Cebu.
"There's a perception that we're up against heavyweights, said Vice Gvernor Sanchez.
"But when you go around Cebu province, many people are disgruntled. Some local officials are with the administration One Cebu now but when you look deep in their hearts, they don't really believe in it."
Davide told reporters that the new United Cebu party would advocate clean governance. This means highlighting controversies plaguing the Garcia administration such as allegations of overpricing in the construction of the Cebu International Convention Center (CICC) and the P98.9 million Balili land deal fiasco where the province bought land that was mostly underwater or had spurious titles.
"Clean governance -- that is the principle of the Liberal Party so definitely these issues such as the Balili land fiasco and CICC will eventually come out. It will be one of the issues we will bring to the people," said Davide.
Meanwhile, Sanchez said he left One Cebu because he could no longer stand the "dictatorship" of the Garcia family in the party and the Capitol administration.
"My being vice president of One Cebu, dili man gani ta paminawon. What am I there for? It is only dictated by one family. Besides One Cebu is only in the province. What is needed is real unity of the Cebuanos. We can't alienate Cebu City from the whole Province of Cebu," Sanchez said.
He said Davide, while being more known as a Cebu City lawyer, is not hard to promote in the towns because he has not been involved in any scandal.
"What we need is good governance and we can see that in the character of JunJun Davide. I think what the people needs now is clean, honest government," Sanchez said.
Sanchez, who broke from the Capitol administration after months of complaining that his Trans-Axial High way project was mothballed, presides over the weekly legislative sessions of the Provincial Board.
Yesterday, he said it was not true the provincial government had a P2 billion surplus last year.
He said Provincial Treasurer Roy Salubre told him the Capitol actually only had P400 million.
"Probably the governor can shed light. I didn't ask before because I might be scolded. I only knew about it from the treasurer that the province only had P400 million or P500 million surplus," Sanchez said.
"I told myself, we don't have the money so why did we buy the land of the Balilis? We had other priority projects that deserve attention," referring to his Trans-axial Highway proposal, which had long been tabled.
He said the P2 billion surplus was true only before the CICC was built at a cost of P800 million for Cebu's hosting of the 12th Association of Southeast Asian Nations Summit in 2007.
In her State of the Province Address last July, Governor Garcia said Cebu province was the richest province in the country with a P2-billion surplus and was debt-free.
Sought for comment yesterday, Capitol spokesman Rory Jon Sepulveda said Cebu province is financially sound.
"In due time, Greg, I'm going to reveal to the public whoy you really are," he warned.
Sepulveda said that while part of the P2 billion surplus has been spent, new funds have been coming in. He said the province's special savings deposit was between P700 million and P1 billion, and was earning interest in the bank.
"Yes, the P2 billion surplus before is not 100 percent there because it would be bad management if you don't utilize the money for government projects. But it doesn't mean nga walay nag-sud na kwarta karon bag-o sa probinsya," he said. "I assure you the province is very, very much liquid."
Sepulveda called Sanchez the real "dictator" since the vice governor had been trying to stop the entry of Tuburan officials who are Sanchez's political rivals in his hometown, into the One Cebu party.
He called Sanchez, a "political butterfly" who started his political career with the Promdi party of governor Lito Osmeña then shifted to the camp of the Martinizes, before jumping ship to join the Garcias and now, Davide.
Sepulveda said Governor Garcia did not berate Sanchez for recommending the rescission of the Balili land deal. She was just not pleased that the vice governor made a conclusion about the land deal before the Provincial Board had finished the probe.
Sepulveda said Governor Garcia allocated P16 million for a pre-feasibility study for the Trans-axial road project, contrary to Sanchez claims of no support.
Yet, he added, Sanchez's office only came up with three-volume pre-feasibility study or a concept paper.
He said Sanchez wanted to be the one to hold the bidding, which could not be done being the vice governor. To reach a compromise, Garcia allowed the economic enterprise council, co-chaired by Sanchez and Garcia, to handle it.
But the council unanimously agreed that there was one fatal mistake in the proposal: the alignment of the road encroached portion of the City of Cebu.

“It is about linking each and every destination to augment the Philippine Kayaking Trail project of the Department of Tourism,” said Val Camara, president of the Philippine Kayaking Association (PKA).
The PKS, which began in 1997, was re-launched last year in Taal, Batangas.
This year the series began with a 25-kilometer race in Hundred Islands, Pangasinan last April followed by the 42-kilometer Cavite-Corregidor-Bataan stretch in September. The series ends with the 120-kilometer Cebu-Bohol leg.

The technology they used to monitor any racers is a digital similar to caller I.D. which every participants will be wearing with him and an interrogation reader devices will be set-up at different locations & read who passes-by at what time at what point. para dili maka tikas. This was put up in NYC marathon kay naa nanikas. Nisakay ug subway. And when this device are being used nay nasakpan nga nanikas kay ni skip ug checkpoint. The NYC marathon has a $1million award to the winner for men and for women.

CEBU CITY – Foreseeing a robust growth in Cebu’s information and communications technology sector, private sector company, Cebu Holdings Inc. (CHI), an affiliate of real estate conglomerate Ayala Land Inc., is eyeing the conversion of its 52-hectare Cebu Business Park (CBP) into a full-blown economic zone.
“The idea is to make the area more investor-friendly by transforming the entire CBP into an economic zone for IT companies located there to automatically avail of incentives,” said CHI President Francis Monera in an interview following a media tour Wednesday at the newly constructed eBloc Tower at the Asiatown IT Park.
Monera bared CHI has already applied for the conversion of CBP into an economic zone with the Philippine Economic Zone Authority (PEZA). He added that the intended conversion is being favorably endorsed by Cebu City Mayor Tomas Osmeña.
He said the company is expecting a counter-resolution from the Cebu City Council to endorse said CBP as an economic zone. This, even as its subsidiary company, Cebu Property Ventures Development Corporation (CPVDC) – the developer of Asia Town IT Park – is reportedly noting a strong demand for business process outsourcing (BPO)-related building spaces.
“If there are any spillovers of IT companies from the Asiatown IT Park, these can be easily accommodated at the CBP, particularly if the area is transformed into a PEZA-registered zone,” Monera said.
At present, he said, a number of IT buildings, including the Cebu ICT Tower, Lexmark, Pioneer, and Globe Innove, have already located within the CBP.
The CBP is also home to many commercial establishments including the Ayala Center Cebu mall and the Cebu City Marriott Hotel, as well as a number of banks and business process outsourcing companies (BPO), among others.
Monera informed that of the CBP’s 52-hectare lot, only 12 lots are available for development.
“Locators intending to put up an IT building will have an easier time doing so once PEZA approves of the (CBP’s) conversion into an economic zone,” he stressed.
He said demand from outsourcing and offshore businesses has caused the highest spike in construction at the CBP since 1998.

Went there last week:
- BASEMENT: basement parking spaces are too narrow. poor lighting. no signs. no road markings. construction still ongoing. flooding on some parts. hindi pa tapos ang stairs and pedestrian ramp to the ground level. pati ang mga guards hindi marunong magnavigate. 'yung mga construction peeps pa ang nagturo samen kung sa'n kami pwede magpark at dahil medyo dugyot sila (sorry for the term), we thought that they're those that ask at least P5 for "tip". POSITIVE: may music sa basement. :lol:
- DEPARTMENT STORE: tama ba 'yun that when you're on the 2nd floor of the DS and you're about to step on the escalator to go down, d'yan ka pa kakapkapan to make sure that you didn't shoplift anything? pwedeng magkastampede d'yan. sabog s'ya. okay na sana ang ceiling pero ang mga ilaw, fluorescent pa rin.
- MALL: minadaling buksan for the fiesta and for the Christmas Rush. the upper levels are still closed! construction is still ongoing. grabe ang dust and smell of paint (except for the DS). walang tubig sa CR! amoy t*e. maputik ang sahig. maganda sana ang CR. tama lang pala na hindi s'ya nagbukas on it's supposed opening date (November 14) dahil walang occupancy permit. I just don't know how they managed to secure it within 2 days.
- I won't go back there until after a year.

Towards Toledo near a bridge was an ongoing construction of a mall - I think its Gaisano
Passed by an ongoing construction of Metro Gaisano near City center...
Arrived Toledo center around 11:30 AM and had lunch in one of the roadside carinderia...
We left Toledo and arrived at Pinamungajan...asked for directions to confirm if we are indeed on the main highway... we went up and passed by a church...then we saw another crossroad...asked for directions again if we are indeed on the highway - because we do not know what town is next....
on the way to the next town - we were greeted by rough roads up in the mountains. My friend said - baka may NPA dito (hope they are not here to greet us) I have to drive slow coz the car was not meant for the road condition - there were no signs, no houses.... then asphalt roads began to appear, then again another crossroad where one sign said something about Carcar (but the road is rocky and going up) and another towards Matnolongon(?). We tried the latter... then drived thru nice roads, bad roads until we saw one side blocked by drums. A portion of the road was already hannging due to landslide, then, blag! sound from the belly of my car which hit a very huge cut on the road and mud...so I have to slowly and carefully maneuver the car while passing the "hanging" road. Whew, I felt cold water was splashed all over me after that... when we are nearing residential areas - individuals on the road side are sort of surprised seeing a car pass by...
then another rough road and we passed by a group of men with very suspicious stares (maybe praning lang kami). We are already talking about the Maguidano Massacre... Nearing Matnolongon... roads became better, then heavy rain began to fall... on the intersection we agin asked for directions which is Carcar and Dumanjug....We followed the road towards Carcar
We arrived Cebu around 1:30PM and had a stop-over at SRP to eat some of the sweet corn I bought while on the way to Balambam... the we decided to leave and check out the new Gaisano....

THE COUNTRY’S largest mall operator will continue to develop big shopping centers even if others have already ventured into developing "pocket-sized" retail outlets.
"We want to focus on building shopping centers. We have no plan to venture into smaller-type malls," SM Prime Holdings, Inc. President Hans T. Sy said in an interview.
Ayala Land, Inc. has already disclosed plans to develop and manage small-format retail facilities known as "neighborhood centers," which will have a maximum 10,000 square meters (sq. m.) of gross leasable area.
Mr. Sy said the smallest development to be undertaken by SM Prime will be 55,000 sq. m., as big as the latest SM outlet, SM City Rosario in Cavite.
Mr. Sy said the company still has 14 huge properties all over the country and has been continuously acquiring land.
SM Prime spends about P3 billion a year for "landbanking," he said.
SM Prime currently dominates the mall sector with 36 malls nationwide, and is making headway in overseas expansion with four malls in China.
"They may say [the market] is already saturated but I say there is a lot of opportunity especially in the provincial areas. I am talking about places like the General Santos and Cebu City, which is actually a big area for developers," Mr. Sy said. -- K. J. R. Liu

CEBU CITY -- NCR Cebu Development Center, Inc. is expanding the scope of its research to include the development of self-service solutions for the entertainment and travel sectors.
NCR’s research and development (R&D) facility here, the only one in the Philippines and one of three in Asia, currently focuses on improving self-service point-of-sale systems for fast-lane check-out counters of big retailers in the US, Europe and Japan.
Engineers at the Cebu facility are also participating in the development and improvement of self-service DVD-rental kiosks, said NCR Cebu engineering manager Victor R. Silvestre.
One such kiosk, which is expected to revolutionize the manner of downloading movies, television shows and other digital content, is undergoing tests at a hardware laboratory in the NCR Cebu facility.
In a statement on its Web site, NCR said it has partnered with MOD Systems, Inc. in piloting a digital kiosk that would transform the movie rental experience into a three-step process: choosing a movie stored in a kiosk, downloading this to a secure digital memory card, and playing the movie on a home television, computer or mobile device.
"This is part of our expansion to the entertainment and travel industries. Cebu is participating in the development of these new products," Mr. Silvestre said.
NCR has been operating its R&D facility within Asiatown IT Park since 2004. From a small crew of 60 in 2004, the company’s work force has grown to over 500, compelling the company to move to a bigger space.
NCR currently occupies two-and-a-half floors of eBloc Tower, a 12-storey office condominium building for the business process outsourcing sector developed by Asian I-Office Properties, Inc. at the Asiatown IT Park. NCR’s facility can accommodate up to 900 employees, Mr. Silvestre said.

GEORGIA Osmeña filed her certificate of candidacy (COC) yesterday morning and asked Cebuanos to also vote for her brother Sergio “Serge” Osmeña III and cousin Emilio “Lito” Osmeña, who are both running for senator.
Lito, who served as Cebu governor from 1988 to 1992, filed his certificate of candidacy for senator at 2 p.m. yesterday at the Commission on Elections (Comelec) in Manila.
Four Osmeñas have now filed their COCs, while four others are expected to do so this week. Serge earlier submitted his papers, while Lito’s brother, former senator John Henry “Sonny” Osmeña also filed his COC for Cebu City mayor—the same office Georgia wants.
Still to file their COCs are Cebu City Mayor Tomas Osmeña, for the city’s south congressional seat; his wife Margot, for city councilor; nephew Richard, for reelection to the city council; and Timoteo Emilio “Timmy” Osmeña Oppus, also for the council.
