SINULOG FESTIVAL QUEEN 2010

Earlier today, a day before their most awaited pageant night, the Sinulog Festival Queens (actually just some of them), sported their complete costumes and strutted out their stuff for the ever-discriminating eyes and cameras at SM City Cebu.

The search for the Sinulog Festival Queen started in 2003. A Festival Queen is the lead dancer of every participating contingent in the Sinulog Grand Parade. The competition is a pageant that is not just all about beauty, but also of brains, skills, and confidence. This is merely a tribute to the hundreds of lead dancers who made the past 29 years of Sinulog very successful.

This year, will a Cebuana finally be crowned as the "ultimate" Sinulog Festival Queen? (Ever since the conception of the Sinulog Festival Queen competition, out-of-towners always bagged the crown) Watch out as the Sinulog Festival Queen Competition 2010 finally happens tomorrow, 7pm, at the Cebu City Sports Center. SM PRIME Holdings Inc. (SMPHI) is expected to pour in new investments amounting to a total of P21 billion in Cebu over the next eight years.

SMPHI president Hans Sy revealed this during an interview yesterday, following the formal signing of contracts for the firm’s purchase of a 30-hectare property at the South Road Properties (SRP).

The P20 billion of the new investments to come in will be used to fund its mixed-use development at SRP, which is seen to be completed in eight years.

The remaining P1 billion will be used to fund the mall project that SM is putting up in northern Cebu, which is expected to break ground in the next six months.

The SRP project and the one in the north will be built simultaneously.

Sy said the development should break ground before the start of this year’s rainy season.

“We are taking advantage of putting a mark here in Cebu…we (are looking at) duplicating in Cebu what we have done in Manila,” Sy said.

Although there are still final changes to be made to its development plan, Sy said the first project that will come in at its SRP property is the mall, which is going to have a gross floor area of 250,000 square meters.

The development will be patterned after the SM Mall of Asia in Pasig City, where after the mall started its operations, other developments followed.

At its SRP project, Sy said the company plans to put up a convention center and two hotels.

Two to five years following the completion of the mall, Sy said the company will put up a high-rise residential project, a school and a hospital.

In the next two months, SMPHI is expected to launch the name of its development at SRP. Sy said the name will have “something to do” with the ocean view at SRP.

Meanwhile, Sy said the Radisson Blu Hotel, which sits right next to the SM City Cebu in the North Reclamation Area, will “definitely open in June.”

“It was larger than we thought. It has 400 bedrooms and it is one project that will make Cebuanos proud,” Sy said.

He added that the Radisson Blu turned out “better than the five-star hotels in Manila.”

The hotel is already 95 percent complete and the turnover of operations is scheduled in March, when the training of the hotel staff will begin and run for about two to three months.

For the whole Radisson Blu project, SMPHI has already spent at least P2.8 billion

CEBU City Hall earned its first billion from the South Road Properties (SRP) yesterday after it closed the sale of a 30-hectare lot to SM Prime Holdings Inc. worth P2.7 billion, three years after the negotiations started.

By 2012, the SRP will be home to the biggest shopping mall in the Visayas and Mindanao with a gross floor area of 25 hectares, SM Prime Holdings President Hans T. Sy said yesterday.

SM Prime will invest at least P20 billion for a mixed-use development project facing the sea, which will include a convention center, hotels, residential condominiums, a school and a hospital.

After they signed the deed of conditional sale yesterday afternoon, Sy turned over to Mayor Tomas Osmeña a P406-million check to complete its down payment of P677.4 million. This represents 25 percent of the contract price of P2,709,712,000.

The P270.9-million bid bond paid earlier will form part of the down payment.

This is Cebu City Hall’s second sale at the SRP, after its deal with Filinvest Land Inc. (FLI).

SM Prime will make four quarterly payments this year that will amount to P433 million so that by the end of 2010, SM Prime will have paid the City a total of P1.11 billion.

“This is the start for us. We will roll up our sleeves and we will definitely deliver a project that all Cebuanos will be proud of. This is really a project that we envisioned that will attract not only Cebuanos but also those from Visayas and Mindanao and even from Luzon,” Sy said.

With the P677-million down payment, the City has so far earned P1.04 billion from the SRP, which includes Filinvest’s P348-million down payment last year and Bigfoot Properties’ lease payment of P15.2 million for the past two years.

Osmeña said the City’s income from SM Prime and the City’s sale and joint venture contracts with FLI will be enough to cover the loan payments for the SRP until 2025, so the City does not need to sell any more properties after the SM deal.

“It is anticipated that the City will not have to sell additional property to meet our debt service because with the installments coming in from SM and Filinvest and the other revenues we will be generating from the joint venture, I think it will be more or less enough to meet the debt service for the entire SRP,” he said in a speech after the turnover of the check.

For this year alone, the City stands to earn P1.11 billion from SM Prime, P298 million from FLI and P7.7 million from Bigfoot, which will be more than enough to cover its loan obligation of P693.3 million to Land Bank of the Philippines for 2010.

Since 1996, the City has so far paid P3.32 billion for its SRP loan.

As specified in the contract, SM Prime will pay the balance of P2,032,284,000 over a period of six years in quarterly installments, with a five percent annual interest.

Plans

Vice Mayor Michael Rama, city councilors and department heads witnessed the signing of the deed of conditional sale at SM City Cebu conference hall yesterday afternoon.

During the event, Sy presented yesterday their plans for the property and said they will break ground later this year, with construction work continuing in the next eight years.

The first structure to rise will be the shopping mall with a gross floor area of 250,000 square meters, which he said would be similar to the Mall of Asia in Pasay City.

The construction of a hotel with a minimum floor area of 60,000 square meters and the convention center with a minimum floor area of 20,000 square meters will follow.

After five years, Sy said they may consider starting the residential condominiums, the school and hospital.

SM Prime vice president Ronald Tumao said that what attracted them to the SRP is its location, being the only property in the city with “a real sea view.”

The signing of the contract came after the City Council called for a special session yesterday morning so they can approve the resolution authorizing the mayor to sign the documents.

After making minor amendments in the contract, the council approved the resolution, saying the sale of the property went through “a transparent competitive selection process through a Swiss challenge.”

Since the components of SM Prime’s development were not included in the contract, the council agreed to make the documents of SM’s unsolicited proposal an integral part of the sale contract.

Of the 240-hectare area of reclaimed land in the SRP, only around 150 hectares are left, which includes the roads and other service areas.

The City sold a 10.6-hectare lot to FLI last year and entered into a joint venture agreement to develop another 40 hectares.

A three-hectare area is being leased to Bigfoot for 20 years.

Properties were also donated to the University of the Philippines (5.17 hectares), the Department of Public Works and Highways (4.8 hectares) and the Department of Health (2 hectares).

THE business sector in Cebu is giving up on their biggest advocacy—turning the whole island into an economic zone—at least for this Congress.

Cebu Chamber of Commerce and Industry (CCCI) president Samuel Chioson said he has talked with some of the eight Cebuano congressmen who sponsored House Bill (HB) 1319 and decided there is not enough time for it to become a law this Congress.

“We will start again next Congress and make some modifications on the bill,” Chioson told the BusinessMirror.

First District of Cebu Rep. Eduardo Gullas told the BusinessMirror last December that he could make a last push to get the bill approved past the Senate just before the elections in May.

He said Sen. Pia Cayetano, the vice chairperson of the Senate Committee on Economic Affairs, has scheduled a committee hearing on the matter on Cebu in January. The meeting has been canceled, Chioson said.

“She promised to bring the first meeting of the committee to Cebu. It is now up to us Cebu congressmen to pursue the bill,” Gullas said. “With Senator Cayetano and other senators running for reelection, they could not turn away the eight Cebuano congressmen and two party-list Cebuano congressmen pushing this bill.”

HB 1319, creating the Cebu Economic Development Zone, is authored by all eight Cebuano congressmen in the House of Representatives. If passed, this will be the first time an entire province will be declared an economic zone to lure investors into mainland Cebu as well its main outlying island groups Camotes and Bantayan.

The bill’s proponents want to lure more investments into Cebu through incentives and tax holidays particularly on the island’s biggest industries—tourism, exports manufacturing and ICT.

The plan entails the creation of sub-zones in the island for specific types of investments. The bill is getting the full support of local businessmen who lobbied for funding from the German Agency for Technical Cooperation to conduct an initial study on the costs and benefits of creating a free port for the whole Cebu.

Another coauthor of the bill, Ramon Durano IV, representative of the Fifth District of Cebu, said the biggest opposition to the measure is from government revenue agencies as well as local government units who fear that they will lose revenues from businesses.

He earlier said the costs of creating the economic zone could also be prohibitive. He said a 50-hectare economic zone alone requires P1.2 billion in administrative and infrastructure budget.

Cebu has more than 50 towns and cities along with five major island groups.

I think the reason why SM is putting residential condos as their least priority (planning to build 5 years from now) so as not to compete with Filinvest which I think plans to put up residential condo and offices first. Mayor Tom would not want developers within SRP competing. So siguro those who want to move in to SRP in time for the opening of the SM SRP mall will likely invest in Filinvest condos. pero they have yet to reveal their masterplan.

THE fountain at the heart of Fuente Osmeña sports a new look and some new moves.

Renovated with the help of the M. Lhuillier group, it no longer looks desolate and is drawing the attention of motorists who drive by the rotunda at night.

The fountain’s lights change, in time to music provided by a computer-controlled system.

“The equipment used in the fountain are the same equipment used in a fountain in Dubai and it’s so sensitive and delicate that the fountain uses purified and drinking water,” said lawyer Romulo Senining, on behalf of M. Lhuillier, which operates a chain of pawnshops, jewelry stores and remittance centers.

Senining added that the fountain, renovated by a French company headed by Marc Cool, uses a computer that enables the water to flow and move in time to music.

“The MOA (memorandum of agreement) signed by Mayor Tomas Osmeña and M. Lhuillier states that the fountain will be maintained by the company for the next 25 years, all expenses paid by Lhuillier,” Senining said.

“This serves as a gift to all those who love Cebu,” he said.

He added that the fountain, established in 1912, will be developed more by M. Lhuillier as the celebration of its 100th year approaches.

The company will also assign guards to patrol the area and prevent people from wading or throwing garbage inside the newly restored fountain.

SM Prime to spend P20b on Cebu shopping mall

LISTED SM Prime Holdings on Thursday unveiled plans to build a second mall in Cebu, a 250,000-square-meter shopping paradise that will become the fourth biggest in the country when finished.

The mall will also be a self-contained community since it will be housing two hotels, a two-hectare convention center, and a cluster of high-rise residential condominiums, SM Prime president Hans Sy said.

Sy was in Cebu City to turn over a P400-million check to Mayor Tomas Osmeña, representing SM Prime’s down payment on the P2.7-billion acquisition of 30 hectares of reclaimed land from the city government.

“I assure you, we will definitely deliver not just an ordinary project, but a statement that will put ourselves in the map of the world,” Sy said, adding that the entire complex would be built in five years at a cost of P20 billion.

Osmeña said SM’s formal entry into the South Road Properties signaled the unfolding of a new chapter in the development of Cebu City. Earlier, Filinvest Land of taipan Andrew Gotianun also signed an agreement with City Hall to acquire 50 hectares out of the 295-hectare reclamation project.

With the payment streams from Filinvest and SM Prime—another P1 billion will be forthcoming from the SM Group by year-end—Cebu City is well on its way to pay off the P5-billion loan that the city government obtained from Japan to finance the ambitious reclamation project, Osmena said.

“Because of this, I am now recommending to the City Council for an ordinance that will double the prices of lots at the SRP,” he said.

SM Prime to invest P20B in Cebu property

THE Cebu City government on Thursday signed an agreement with SM Prime Holdings Inc. for the outright sale of 30 hectares of the reclaimed South Road Properties (SRP), marking the official start of an estimated P20-billion investment by the company in the property for the next eight years.

SM Prime president Hans Sy said they will build a new mall that should be among the top 10 biggest malls in the world, a convention center and a chain of sky-rise hotels and condominium buildings. He said the whole development will be completed in eight years.

“When I heard that we got the deal, I said ‘this is it.’ This is the start of a whole new ballgame for Cebu. We will make a clear statement that will put us on the map of Cebu,” Sy said. “We will deliver a project that will make all Cebuanos proud.”

Sy turned over to Mayor Tomas Osmeña a check for P406.45 million, completing the total down payment for the whole property at P677 million in a ceremony at the SM City Cebu. The Cebu City council went on a special session Thursday morning to give the mayor the authority to enter into the contract. The councilors were present in the ceremony.

The total purchase price for the 30-hectare land is P3.027 billion payable until 2015.

Although the contract with the city stipulates SM to build within 18 months, Sy said construction work will commence by the middle of 2010 for the 250,000-square-meter mall and the 60,000 square-meter convention center.

“Prices of materials are going up, so it makes perfect sense for us to start building immediately,” he said.

Osmeña immediately ordered the city council to set the prices in the SRP at twice its present value as a show of support for the first two major investors in the project, SM Prime and Filinvest Land Inc. The two developers combine for some 30 percent of the 240-hectare property, with much land still uncommitted.

“SRP is not just another real-estate project. This is a mechanism that will drive Cebu into the future,” he said. “The other developers who did not come fast enough will have to pay double.”

Started in 1995 and completed in 2001, the SRP has been built through a loan obtained by the city government with the Japan Bank of International Cooperation. The pet project of Mayor Osmena since his first few years in office in the early 1990s, the project’s debt servicing caused great controversy, especially when it ballooned to almost a quarter of the city’s annual budget.

The loan amortizations run up to 2020.

Ron Tumao, vice president of SM Prime, said the long-term plan for the SRP includes building a university and a hospital.

“It is a beautiful property facing the sea. All these development projects will make Cebu a part of the destination for all local and foreign tourists,” Tumao said. “What is best for Cebu is you have the best salesman in the world in Mayor Osmena.”

In all honesty, usahay I dream of Lapu-Lapu being under Cebu City's jursidiction. I think it's only advantageous to both cities.

1. Better politics. Lapu-Lapu just doesn't have a leadership of the Tomas caliber. Nor the honesty and accountability. Let's face it, Tomas can be a bullying boy sometimes and it can get irritating. But I'd prefer that any day over corrupt ones.

2. Imagine the integrated planning for the whole city (the fused one).
One body will plan for the transportation and infrastructure. A seamless mandate over the mountain, island and sea. Over the ports and the airport!
While Cebu city will have the CBD and the uptown and mountains, Lapu-Lapu and Cordova will be the suburban/residential and resort zone, with the Airport of course!

3. There are still other advantages...Hehe.


I for one, don't have any problems fusing with Cebu City.

I think eventually, Metro Cebu would grow towards this integration. The economic forces would only dictate us to take this direction if we are to keep up and progress.

1. Better politics. Lapu-Lapu just doesn't have a leadership of the Tomas caliber. Nor the honesty and accountability. Let's face it, Tomas can be a bullying boy sometimes and it can get irritating. But I'd prefer that any day over corrupt ones.

2. Imagine the integrated planning for the whole city (the fused one).
One body will plan for the transportation and infrastructure. A seamless mandate over the mountain, island and sea. Over the ports and the airport!
While Cebu city will have the CBD and the uptown and mountains, Lapu-Lapu and Cordova will be the suburban/residential and resort zone, with the Airport of course!

3. There are still other advantages...Hehe.


I for one, don't have any problems fusing with Cebu City.

I think eventually, Metro Cebu would grow towards this integration. The economic forces would only dictate us to take this direction if we are to keep up and progress.

mao gyud, the area of Metro Cebu is far too small to be divided among separate LGUs...and we badly need uniform development, not competition among the cities (i.e. City X wants its own reclamation project, City Y wants its own CBD)

every boat you see floating here is part of the fluvial procession. its common knowledge that mactan channel is off limits to any activity and should be cleared, boats and ships ared ordered to dock if theyre not part of the fluvial procession. the fluvial procession has gotten bigger

^^ it did not and it will not affect the devotees, i never saw that happening. some of them knew na muhinay ang ulan once the procession starts, and it did! i was looking and waiting for the annual rainbow every fluvial, never saw one :lol:

I heard that ANC would be covering the Sinulog Festival tomorrow. I dunno if its true or not...but if it is, at least it would be a change and segue from chaotic Pista Nazareno of Quiapo to the festive atmosphere of Sinulog in Cebu.

With all the festivals in the country going on innovating as the year passes by, I wonder how Sinulog was during its early years? I mean the musicality and the dance? How was it organized? The same carousel route? Same high-pitched bugle that defined Sinulog musicality?

And I still wonder until today, does anyone have a picture of old Mactan airport, before 1994 that is? Thanks! :)

CEBU CITY -- The Cebu City government has completed its second major transaction involving its pet project, South Road Properties, selling a 30-hectare lot for P2.7 billion to mall developer SM Prime Holdings, Inc. on Thursday.

SM Prime President Hans T. Sy said the company would pour in around P20 billion into the property, the development of which would be patterned after the Mall of Asia complex in Pasay. SM Prime will break ground "before the rainy season starts" for the construction of a shopping mall that will have a gross floor area of 26 hectares, twice the size of the SM City Cebu.

Other planned developments in the property are a convention/exhibition center, two hotels, a couple of condominium buildings and eventually, a school and a hospital.

The outright sale of the lot was allowed by the Commission on Audit (CoA) based on an en banc resolution passed in July 2009 that allows unsolicited proposals and Swiss challenge as a mode of disposing of government properties, said Joel Mari S. Yu, managing director of the city’s marketing arm, the Cebu Investment Promotions Center.

"This decision [by CoA] sets a precedent. [Any government agency] can now dispose of property through unsolicited proposals and a Swiss challenge," Mr. Yu said.

SM Prime submitted its unsolicited proposal for the property last year. A Swiss challenge was conducted last month through print advertisements in national and local newspapers. No company challenged the proposal, Mr. Yu said.

Cebu City Mayor Tomas R. Osmeña and Mr. Sy signed the deed of conditional sale for the 30-hectare property Thursday afternoon. Mr. Sy subsequently handed a P406-million check to Mr. Osmeña as SM Prime’s downpayment. The company earlier posted a P270-million bid bond, which was considered part of the downpayment.

SM Prime is the second property developer to acquire a huge chunk of land within the 300-hectare South Road Properties. Filinvest Land, Inc. last year entered into a joint venture with the city government for the development of 50 hectares.

Mr. Yu said Filinvest would break ground in March or April this year and simultaneously construct mid-priced five-storey condominium buildings and develop the boardwalk. Filinvest earlier announced it would invest P25 billion on its projects at the South Road Properties.

Mr. Yu said payments of SM Prime and Filinvest in the next five years would be enough to cover the city government’s amortization payments for a P5-billion loan from the Japan Bank for International Cooperation. The city used the loan to reclaim and develop the South Road Properties.

The SM mall at the South Road Properties is expected to be completed in at least two years. Aside from this, SM Prime plans to open a third mall in Cebu. Negotiations are ongoing for the acquisition of a property in Consolacion town that will be developed into a "pocket mall" for northern towns in Cebu province.

The South Road Properties, touted as the centerpiece of Cebu City’s economic development, is registered with the Philippine Economic Zone Authority as a special economic zone, allowing companies to get tax perks.

Ofcourse.... With feelings na tanan ang mangapil sa SINULOG! Eventhough the carousel lasts for almost 12 hours or more under the heat and rains, dili gihapon mawala ilang pahiyum og smiles and their beautiful experessions. Tungod kay ilang gi halad sa Batang makagagahum ang tanan nilang syagit og sayaw:okay::okay:

It is my contention that resurrecting the local film business is reachable. That means the move to revive local filmmaking is not a hopeless one.

PLAN. I had a long talk with veteran drama actress Gloria Sevilla about her plan to tap all Manila-based Cebuano/Visayan stars to appear together in a movie that she will produce.

She told me that she is now scouting for a good “fantaserye” writer in Manila. The veteran drama actress added that she already talked to a well-known writer who stands to go home P200,000 richer for writing the story. However, this matter has to be finalized yet.

STARS. So, can you imagine watching a Cebuano/Visayan movie for global or universal screening? When I asked Sevilla about the language problem, she told me that the movie, while in Cebuano, will have English subtitles. Sevilla also told me that the intention is to submit this planned movie to this year’s Metro Manila Film Festival as an official entry. By the way, Sevilla attended the seventh Handumanan last Thursday night at Ayala Center Cebu’s The Terraces. Her son Dandin Ranillo sang his Sinulog song and “Cebu,” a danceable number, as the program was about to end. His sister Suzette joyfully cheered him on.

It was such a privilege to again emcee the entire presentation.

for me mas makalingaw tanawn ang grand finale last year kay sa karon 2010, boring kaayo ang number nila dulce, pelita and the carnival queens, makaduka jud. klaro kaayo wala nalingaw ang crowd. the stage was very nice though.
