i dont think makasulod ang aircraft carrier diha sa mactan channel. mabaw ra siguro na despite mga cargo vessels moagi dinha. so far ang kinatas-an nga pinakabag-o nga cruise ship nga gi inugrahan didto sa florida this year is a 16- storey high cruise ship. ang designers sa maong bridge will keep that height in mind if we want cruise ships docking in the port of cebu.

nindot siguro ang design sa bridge that will look like a crown fit for a queen!:banana::banana::banana:

the office staff told me that mayor tom would like to pattern SRP like san francisco... the bridge you see now is not the bridge that mayor tom planned. soon, the bridge will open and close for incoming and outgoing ships. for filinvest...the entire masterplan will have 80 condominiums. i don't know how possible this is but they saw the masterplan.

i dont think makasulod ang aircraft carrier diha sa mactan channel. mabaw ra siguro na despite mga cargo vessels moagi dinha. so far ang kinatas-an nga pinakabag-o nga cruise ship nga gi inugrahan didto sa florida this year is a 16- storey high cruise ship. ang designers sa maong bridge will keep that height in mind if we want cruise ships docking in the port of cebu.

CEBU CITY, March 5 (PNA) -- The Cebu Provincial Government is “seriously considering” putting up a nuclear power plant in Cebu to address the island’s power needs.

Cebu Gov. Gwendolyn Garcia, after the presentation of Pangasinan Rep. Mark Cojuangco Thursday on nuclear power being a cheap alternative power source, directed the Provincial Board (PB) to study it.

She said her favorable position on nuclear power was already known before.

Garcia admitted that it is “taboo” to discuss nuclear power.

When Garcia’s position was published in the papers, Cojuangco read about it and wrote the governor a letter so he can make a presentation about it.

He is the proponent of House Bill 6300, which is pending in the 14th Congress, or for the immediate rehabilitation, commissioning and commercial operation of the Bataan Nuclear Power Plant (BNPP) in Morong, Bataan.

The proposal reportedly reaped positive responses from at least 30 lawmakers, including the governor’s father, Pablo Garcia of Cebu’s second district and her brother, Pablo John (Cebu, 3rd).

Other Cebuano lawmakers who introduced the bill are Reps. Benhur Salimbangon (Cebu, 4th), Nerissa Soon-Ruiz (Cebu, 6th) and Eduardo Gullas (Cebu, 1st).

Cojuangco, in his two-hour discussion with PB Members Juan Bolo, Julian Daan, Wilfredo Caminero, Peter John Calderon, Victor Maambong and Joven Mondigo and leaders of the business community, said the power the BNPP would have produced in a year is 4.5 billion kilowatts per hour.

This is equivalent to P20 billion worth of power based on the current rate.

If BNPP were operational since 1986, it could have generated 103 billion kwh, with a value of P460 billion.

He hoped the issue on the use of nuclear power would not be politicized.

Professor Ramon del Fiero, for his part, said the problem is the education of the people.

Filomeno Lim, president of the Filipino-Chinese Chamber of Commerce, said they will support the proposed plan of the governor.

“That is a long-range plan. That’s what we need, although the cost of investment is high,” he said.

He said he doesn’t believe the alternative power source is hazardous, citing that it’s being used in Korea and China. (PNA) I heard they were considering a Korean model, I got nothin against Korea but I believe the French models are far safer coz the French have more experience and more nuclear power plants. In fact, France is the leader in safe nuclear power plants in the world. France has 59 nuclear power plants versus Korea's 20 plants.

There are currently 55 operating nuclear power plants in Japan. The ten FEPC member companies own and operate 52 Light Water Reactors (LWR). Sa una, mamasol ko diha sa luyo anang Malacanang sa Sugbo area kada Dominggo. Then one time naay aircraft carrier (actually helicopter carrier) nga niari sa Cebu pero didto ra ni dunggo sa may Kawit Island (part na ron sa SRP). Later, I noticed near my place nga naay mga uniformed White Men nga nisakay ug smaller boat bringing with them guests and I was able to join them kay nag-open house diay sila. Pag-abot namo didto, sus grabe pagkadako sa barko. There were more than 50 helicopters nga nagtugpa unya dako pa gyud kaayo ang space. We have about a two-hour tour and I ask one of the officers why they just dock on that area and not in the port area of Cebu. The response is that Mactan channel is just to shallow for their ship mao nga diha ra sila dapita between Kawit Island ug anang lighthouse.

THE Department of Trade and Industry (DTI) in Central Visayas is set to discuss terms with the Cebu City government on the pilot implementation of the Philippine Business Registry (PBR), an online platform to speed up enterprise registration in the country.

Minerva Yap, PBR project manager for the region, said the program provides for a single online stop for all business registration needs from business name reservation, tax registration up to local business permits issuance. The system creates an easy register online, pay online platform.

“Local government units [LGUs] often wait for a success story before they embrace a new concept so we are working to make a pilot project,” Yap said. “If they [LGU] open their hearts and mind to this system, this will really help clients.”

The system necessitates a shift to simple forms to fill out online and should require changes in the local ordinances covering fee collections in the towns and cities. Revenues generated in the online-payment system will also be shared by all government agencies involved in business registration.

She said it is necessary for the DTI and the local government units to enter into an agreement to cover the program. Yap said the PBR program was created in response to various surveys on businessmen who indicated their difficulty in starting a business in the country.

PBR aims to facilitate a seamless transactional environment for business registration and development across the application systems of various government agencies such as, but not limited, to the DTI, Securities and Exchange Commission, Bureau of Internal Revenue, Social Security System, Philippine Health Insurance Corp. and LGUs.

Cebu Landmasters Inc. will build the first residential condominium to rise in Asiatown IT Park, Cebu City, a press release from the firm said.

A 16-story mixed-use condominium, Asia Premier Residences will have 88 residential units as well as commercial units on the ground floor.

Set to be completed and turned-over in 24 months, Asia Premier Residences is located between the i1 and i3 buildings along J.M. del Mar Street in Asiatown I.T. Park in Apas, Cebu City.

CLI president Jose Soberano III said that the firm chose Asiatown I.T. Park as the site for their first condominium project since it is a choice location that will provide convenience to its residents.

I.T. Park has a multitude of offices and restaurants around the area. “Everything will be right at their doorsteps,” Soberano said in the press release.

The classic design, prime location, high quality amenities and large sizing are definitely high-end, but prices are for the higher-mid market, he added.

The studio has a large area of 38.22 square meters, much bigger than the average sizes of 20 to 25 while the three-bedroom unit has a spacious 109.33 square meters with two parking slots included in its package, Soberano also said.

The condominium is targeted to satisfy the needs of expats, BPO executives and staff, retirees, OFWs and investors who seek to lease the units in the future, the press release said.

Soberano said he believes there is a strong leasing market in Cebu City and CLI is open to assist its buyers for potential leasing agreements.

A minimum of six months to one year leasing agreement is suggested in order to preserve the value of the unit with long term leases of up to three years and up seen as more beneficial to the unit owners.

it's free-seating but the movie ticket is for one-time viewing only, thus the long queue.

The only difference lang gyud sa D-Cinema with the regular SM cinemas are the ticket rate (P250 with a choice of large popcorn or hotdog sandwich) and of course the 3D feature. other than that, the seats and screen size is just regular, and i am not a fan of its sound quality (SM Cebu cinemas).

wala pa gyud diay ni nahuman...i think dili na ni part sa SRP...this area is Talisay City, a few meters after the bridge if you're coming from Cebu City...

...i don't think City Hall will approve the school's business permit for their Gen. Maxilom campus...remember, there was a big issue about traffic problem when that campus was still operating...

as for the cansaga bridge, its just beautiful. :)

i hope they will maintain this. for a start, maintain to eliminate squatters and illegal vendors in the area. remember when the SRP just opened? people start to vandalize the traffic system, extend their shops till the side walk, etc. good thing now, they have the SRP police, if wa na, i doubt di na sudlan og squatters.

There's a body of water just a few kilometers north of this bridge (i think on the next bridge) which i think will make a really nice marina or harbour for yatchs. I don't know if it is still part of Consolacion or Liloan but if developers have the imagination to convert it into a mix commercial and residential zone around that body of water, it surely will generate a lot of income/revenue for that area.

A LOCAL company offering adventure rides in the hotel it is operating will be launching five new rides this year as a way to attract more tourists, an official said Saturday.

J. King & Sons Co. Inc. (JKSCI) chairman Richard King said the company will open the second phase of its extreme adventure rides this year.

“The company is not only expanding its real estate business, we are also expanding our adventure business to further attract more tourists to come and experience Cebu,” King said.


JKSCI introduced to the country the Edge Coaster and Sky Walk. These are the two sky experience adventures in Crown Regency Hotel or Tower 1 in Cebu City.

King said during the investors’ night held by the company last Saturday that they will be launching later this year the urban zipline, air gliders, pole climb and angle climb, and the giant pendulum swing. He said the new rides are designed for families and groups.

King said the company hired experts in extreme activities to help construct the rides and imported high-technology equipment to ensure the safety of riders.

He said they are confident that the extreme adventures will make Cebu a prime tourist destination not only for local but also foreign tourists.

“Our business is designed for tourism. We think that this is the best way to help improve the economy. With these rides we will surely be attracting more investments to pour into Cebu,” he said.

Aside from these new rides, King said the company is planning to introduce a cable car as soon as the Tower 4 in F. Ramos Street is completed. These rides he added are property value enhancers of the ‘integrated environment’ concept that the company is developing.

CEBU CITY, March 8 (PNA) – Ninety-seven teacher-trainees from 14 divisions of Central Visayas have graduated from the Globe Telecommunications’ Global Filipino Teachers Program (GFT).

The graduates were recognized by Globe Telecom at the Cebu International Convention Center last Friday.

Caridad Labe of Coalition for Better Education (CEB), one of Globe’s partners for the program, said that of the 100 teachers who enrolled in the program, 97 completed the training.

She said that the batch is the first to have undergone extensive training on the integration of information and communication technology (ICT) in teaching basic subjects like English, Science, Match and HeKaSi.

Labe said nine of the graduates graduated with honors with a performance rating of 90 and 97 percent. She said the teachers who completed the GFT training will automatically earn three units in masters program should they decide to pursue higher education.

GFT is a six-day training program that focuses on the proper use of ICT application for school-centered classroom activities. It was launched lat September as part of Globe’s effort to bring ICT in public schools all over the country. This was part of Globe Bridging Communities (Globe BridgeCom), the company’s corporate social responsibility program, GFT was first launched in Central Visayas.

President Gloria Macapagal-Arroyo, who attended Friday’s event, said programs such as GFT helped education build a strong foundation because it is backed by a “strong backbone of technology.” Arroyo said Globe and other telecommunication service providers have helped reduce people’s fear of new technology.

”Education and technology are the two pillars on which the future of the nation rests,” Arroyo said.

While the teachers play an important role in improving education, Arroyo said that during her administration teachers’ salaries increased 50 percent. She said another increase on teacher’s wage will take effect in June.

Globe president and chief executive officer Ernest Cu said that while GFT program aims to hone the skills of teachers, this would result in better performance of students.

The graduates of GFT are required to mentor at least three teachers on ICT in a classroom setting I in Region 7. The implementation of the projects by the graduates will take effect in the school year 2010-2011. (PNA)

CEBU CITY, March 8 (PNA) – An American firm wants to work with the Cebu City Government to train those who apply for jobs in the business process outsourcing (BPO) industry but are not qualified.

The ability to speak English with confidence is the main focus of the training that TeleDevelopment is now providing to 40 individuals who visit their office everyday with hopes of getting a job in call centers and other BPO companies.

TeleDevelopment president Jon E. Kaplan finds the need to train prospective BPO workers to be comfortable in speaking English before they are actually employed.

His firm has started operations in providing free training to those who want to work in call centers, and also helps in funding jobs for their trainees.

Aside from the free training, they also give a P60 daily allowance to the students.

Kaplan advised those who want to work in the BPO industry to have at least two years of college courses, and to practice speaking English at home or when they are talking to their friends.

English as a second language, he said, has to be practiced for the speaker to be comfortable with it.

”There are several things lacking in the applicants, most importantly confidence. The reality is if you’re looking for a job with an English speaking market, you have to practice. So the things that are most challenging is number one, being able to organize the structure of your thinking in English and have confidence in your ability to communicate,” Kaplan said.

Grammar, pronunciation and diction can be perfected if prospective call centers practice speaking th language, he said.

Kaplan set up a local office for TeleDevelopment, a call center and BPO support services firm, that trains “near-hires” or those who almost qualified for BPO jobs.

He said that of the 100 applicants who visit their office at the old Bigfoot building on Ramos St., only about five percent get hired.

The company then trains those who did not qualify so they can eventually get the job they applied for. The training period varies, depending on the qualifications of the applicant and the BPO sectors they want to work in.

Last Wednesday, Kaplan met with the mayor to discuss a possible tie-up in the training of call center applicants.

Osmena earlier launched the City’s training program for call centers, which he said should be prioritized to keep the City’s position as the world’s number one emerging BPO destination.

”We’re just here to help support Cebuanos in terms of job creation,” Kaplan said. (PNA)

CEBU CITY, March 8 (PNA) – Cebu City Mayor Tomas Osmena has expressed disappointment on the report that the city did not implement some P500 million worth of infrastructure projects that include desiltation of rivers, water channel improvement, installation of water catchments in upper areas, among others.

It was reported that the city has only implemented about .02 percent of the projects since 2006 for lack of funding.

This was confirmed by Assistant City Engineer Kenneth Enriquez during her appearance at the City Council last week.

Osmena expressed his disappointment with Enriquez.

The mayor said he cannot fund a project if there’s no program of works and estimates from the engineering department.

It was learned that the city hired a few years back engineer Pedro Adonis Compendio as consultant to study the drainage problem in the city’s lowland barangays.

The study covered Cebu City’s 79,000-square-kilometer land area of 48 urban barangays, the North Reclamation Area and the South Road Properties.

The P13.6 million study was fulfilled by Compendio and received by the city in 2006. But until now, his recommendations have not been fully implemented.

Osmena said he did not see the program of works and estimates of the projects, including the drainage master plan.

CEBU CITY, March 8 (PNA) -- Organizers of CebuNext, the 2010 International Furniture Exhibition, are targeting 50 percent more buyers this year.

Cebu Furniture Industries Foundation (CFIF) vice president for external affairs Charles Streegan, who also chairs Cebu Next 2010, said that while the furniture industry is one of those hard hit during the global crisis, the industry itself is very optimistic to attract more local and foreign buyers for this year’s exhibition.

CFIF reported that about 600 buyers have pre-registered for the exhibit. “But we expect that the number will go up since we expect more talk-in buyers,” Streegan said.

He said a “good mix” of buyers are coming to the exhibition from countries in the Middle East, Europe, Asia and the United States.

Although, the industry experienced a 50 percent cut on sales due to the economic crisis, Streegan said that they still look forward to developing new products and tapping new markets.

”CebuNext is a proof of resilience amid the global crisis. We don’t see quick recovery but we are optimistic with the slight pickup seen in the past three months. We are on our way,” Streegan said.

CebuNext, formerly known as Cebu X, features 49 furniture and furnishings exhibitors from Cebu and Negros. The exhibition showcases sustainable and eco-friendly products and designs of local furniture designers and manufacturers.

The exhibit also showcases the materials library special setting -- a replica of the actual facility housed at the CFIF buildings on Jagobiao, Mandaue City. The facility features swatches of natural and sustainable raw materials that can be supplied by local communities.

The exhibit runs until March 8 at the Waterfront Hotel and Casino. (PNA)

CEBU CITY, March 8 (PNA) – Cebu’s tourism sector has seen the current dry spell as a boon to the province’s flourishing tourism industry.

Though the El Nino phenomenon is affecting the country in terms of water and food supplies, tourism ventures are expected to increase during the dry spell as foreigners form colder countries take advantage of the heat, said Department of Tourism Secretary Joseph “Ace” Durano.

Durano, who was in Cebu over the weekend, said that although current water supply and power supply such as the ones supplied by hydroelectric energy are affected by they El Nino phenomenon, foreign tourism remains at its peak and may even go up.

He said that for tourist-visited areas in the country like Cebu, the El Nino phenomenon may prove a blessing in disguise.

”El Nino is beneficial to us, since longer winters are being experienced by western countries and with the long winter, more tourists from these areas are coming in to our country just to experience the warm climate,” said Durano.

Meanwhile, Durano urged hotels and inns to promote a culture of conservation when it comes to using limited resources.

In order to save a limited supply of water, hotels and inns can recycle used water that can be reused for their plants and surroundings. The establishments can also use energy-saving appliances that can help cut power cost.

Cebu topped the list of 14 most visited Philippine destinations in 2009, hosting 1,615,982 tourists, nearly 29 percent of them foreigners. (PNA)

CEBU, Philippines - Lapu-Lapu City will have another casino soon.

The city council has allowed the establishment and operation of a casino inside a resort in barangay Marigabo.

Last March 1, Mayor Arturo Radaza endorsed to the city council the authorization of the casino’s operation inside Imperial Palace Waterpark resort and spa.

Radaza said the facility will be operated by the Philippine Amusement and Gaming Corporation (Pagcor).

Pagcor, as mandated by law, is the sole entity allowed to operate gaming activities in the country. It has already expressed its amenability to establish a casino inside the resort.

Last Wednesday afternoon, the city council approved the resolution without any objections.

Chairman Yong Jun Park of S Pacific Corporation, in his letter to Mayor Radaza, said that putting up a casino “means generating revenues to secure the resort’s financial viability.”

“Foreseeing that the current trend will continue far longer than predited, we have studied other means to generate revenues. The most feasible among these is the establishment of a casino in the resort and collect rental from its operations,” Yong Jun Park said.

Furthermore, Yong Jun Park said that the income from the casino rental and resultant revenues from room, food and beverages will go along way in helping improve the financial status of the resort.

The hotel was declared a tourism economic zone.

The Imperial Palace Waterpark Resort Hotel and Spa - a five-star hotel with 557 guest rooms, suites and villas - is the newest addition to Cebu's slew of world-class resort hotels which is owned and developed by the Philippine BXT Corporation and managed/operated by the Korea-based Imperial Palace Hotel Group.

The resort was inaugurated last June.

Tourism Secretary Joseph “Ace” Durano said Imperial Hotel's status as a tourism economic zone will grant its management a tax holiday for five years and duty-free importation of goods and other hotel facilities.

According to Durano, the hotel operation will boost the local tourism market and attract upper tier travelers.

The hotel provides at least 1,000 jobs to Cebuanos.— Garry B. Lao

CEBU CITY, March 8 (PNA) – Cebu City Mayor Tomas Osmena has expressed disappointment on the report that the city did not implement some P500 million worth of infrastructure projects that include desiltation of rivers, water channel improvement, installation of water catchments in upper areas, among others.

It was reported that the city has only implemented about .02 percent of the projects since 2006 for lack of funding.

This was confirmed by Assistant City Engineer Kenneth Enriquez during her appearance at the City Council last week.

Osmena expressed his disappointment with Enriquez.

The mayor said he cannot fund a project if there’s no program of works and estimates from the engineering department.

It was learned that the city hired a few years back engineer Pedro Adonis Compendio as consultant to study the drainage problem in the city’s lowland barangays.

The study covered Cebu City’s 79,000-square-kilometer land area of 48 urban barangays, the North Reclamation Area and the South Road Properties.

The P13.6 million study was fulfilled by Compendio and received by the city in 2006. But until now, his recommendations have not been fully implemented.

Osmena said he did not see the program of works and estimates of the projects, including the drainage master plan.

Pagkadaghan na gyud ni siya na mention sa major TV shows sa US sama sa Beverly Hillls. Mentioned pud iyang name sa script in line with Jimmy Choo as wedding wanna haves of the character about to be married.

MANILA, March 9 (PNA) -- The Energy Regulatory Commission (ERC) has approved the application for Certificate of Compliance (COC) of the Cebu Energy Development Corporation’s (CEDC) for one of its three-unit coal-fired power plant.

The said unit has an installed capacity of 83,700.35 kW which is one-third of the aggregate installed capacity of 251,101.05 kW of the Circulating Fluidized Bed (CFB) plant.

“The commissioning of one of CEDC’s coal-fired generators is timely given the current power shortage in the Visayas region. The COC approval process ensures that environmental safeguards are in place, the technology employed is efficient, and the operation will be reliable as the company is financially viable,” ERC Chairperson Zenaida G. Cruz-Ducut said.

Located at Brgy. Daanlungsod in Toledo City, CEDC’s first unit was switched on last week with President Gloria Macapagal-Arroyo as the main guest.

CEDC’s COC application is for all the three units of the new CFB coal-fired thermal power plant facility.

However, ERC approved only one of the three units since the two other units will be completed in June 2010 and January 2011.

The ERC requires all generation companies (GenCos) to secure COC before they can start commercial operations.

CEDC is a joint venture between Global Formosa Power Holdings, Inc. and Abovant Holdings, Inc. (AHI).

It was registered and incorporated with the Philippine Securities and Exchange Commission in December 2008.

Primarily, it engages in generating power derived from coal, fossil fuel, geothermal, nuclear, natural gas, hydroelectric and other viable sources of power for lighting and power purposes.

It then sells the genrated power to the National Power Corporation, private and electric cooperatives, and other entities

CEDC has an ERC-approved Electric Power Purchase Agreement with the Visayan Electric Company to sell its contracted capacity of 105 MW for a period of 25 years commencing on the commercial operation date. (PNA)

MANILA, March 9 (PNA) - The Armed Forces of the Philippines (AFP) officially handed over the lead role in internal security operations (ISO) to Cebu’s Provincial Peace and Order Council (PPOC) in a formal ceremony held at Brgy. Nangka, Balamban, Cebu recently, a military official announced Tuesday.

Witnessed by mayors, provincial officials, AFP and Philippine National Police (PNP) representatives, and other local executives, a joint resolution was signed by Governor Gwendolyn Garcia, 8th Infantry Division Commander Major General Arthur Tabaquero, and Police Chief Superintendent Lani-o Nerez declaring the province as insurgency free.

To this effect, all of the 44 municipalities and eight component cities of Cebu are now free of NPA’s influence.

The resolution stated that “the communist rebels ceased to function effectively as an organized insurgent movement, its threat to stability, peace and order, and development in Cebu is significantly reduced and relegated to inconsequential; its actual and potential support systems are cut; and its capabilities substantially degraded making them incapable of resurging and waging isolated armed incidents.”

“More and more provinces are attaining the status of being free of insurgents such as Cebu. Such development is a result of the dynamic teamwork between government agencies, non-government organizations, various sectors, and the people. The objective of this collaboration was to encourage rebels to lay down their arms and start their lives anew, with the help of government programs”, said Brig. Gen Francisco N. Cruz, Commander, Civil Relations Service.

Last February 19, Aurora province had the same turn-over of ISO activity and resolution declaring all of its barangays and municipalities free of insurgents’ influence. Bohol, Marinduque, La Union were also among the precedent provinces that have been declared free of NPA.

“But the more significant aspect of these successes is that these were achieved through peaceful means and without the necessity of bloodshed. Peace is the best option the government and the AFP have, and that is what we have chosen to pursue. We take pride in bringing the NPAs back to the folds of the law, and giving them the opportunity to be productive in their communities. As soldiers of all Filipinos, we recognize that their welfare is also our concern”, Cruz added.

Governor Garcia said that the cleared Cebu is the result of labor and of her declaration to fight the CPP/NPA/NDF five years ago. She formed the Cebu Provincial Anti-Insurgency Task Force on June 26, 2006.

“I offered better lives to those who decided to return to the civilized society”, she said referring to the province’s financial assistance worth P30,000 provided to each of the 74 NPAs who surrendered within the last five years.

Of these 74 rebels, 21 NPA surrenderors have further received financial assistance from the Social Integration Program while assistance for the rest is being processed.

Col. Raymundo Bañares, Commanding Officer, 78th Infantry Battalion, said that the military will continue to serve in the province focusing on community development such as medical and dental missions, infrastructure, and other community development projects instead of combat operations. (PNA)

Wow! It is also interesting to note that a lot of Cebuano designers are getting recognized for their craft. Aside from Monique, we also have Furne One and Michael Cinco both are now I think based in Dubai. Last year, a Filipino whose roots are from Cebu was a finalist in the designer competition.

Looking nice!! I hope to see more and more of this project in Cebu.

There's a body of water just a few kilometers north of this bridge (i think on the next bridge) which i think will make a really nice marina or harbour for yatchs. I don't know if it is still part of Consolacion or Liloan but if developers have the imagination to convert it into a mix commercial and residential zone around that body of water, it surely will generate a lot of income/revenue for that area.

Sorry for the OT guys ha, but I just saw on ABC (USA) from "The Bachelor" wedding. On reading the credits of the marriage event, "Gown designed by: Monique Lhuillier". Pagkadaghan na gyud ni siya na mention sa major TV shows sa US sama sa Beverly Hillls. Mentioned pud iyang name sa script in line with Jimmy Choo as wedding wanna haves of the character about to be married.

CEBU CITY, March 10 (PNA) - District Collector Ronie Silvestre of the Bureau of Customs (BOC) Port of Cebu has ordered the seizure of one million Hong Kong dollars that two Chinese passengers did not declare when they arrived in Cebu from Hong Kong last Saturday.

At the rate of P5.20 to one HK dollar, the money seized has an equivalent amount P5.2 million.

The two Chinese nationals arrived at the Mactan-Cebu International Airport at 11:55 a.m. last March 6 on board Cathay Pacific flight CX-921.

Customs officials at the Mactan airport said it is surprising for the two foreigners to bring such amount of money and did not declare.

They said this may be a campaign fund for a candidate in the May 2010 elections, or it came from illegal sources in China or Hong Kong which will be invested in Cebu under money laundering scheme.

Silvestre has tasked lawyer Edward James Dy Buco, chief of the Port of Cebu legal division, to prepare the warrant of seizure and detention (WSD) against the money.

Once WSD will be issued today, the two Chinese nationals will be summoned to appear on seizure and forfeiture proceedings for them to explain why the money should not be forfeited in favor of the government.

Dy Buco is also valuating whether the two Chinese nationals will be criminally charged for violating the Customs and Tariff Code of the Philippines (TCCP) and the rules and regulations of Bangko Sentral ng Pilipinas (BSP) for keeping the money secret.

The two Chinese nationals were accompanied by officials of the Philippine Amusement and Gaming Corp. (Pagcor) to Silvestre’s office to explain that the money is owned by Lucky Star, a foreign firm which operates a casino within Pagcor’s casino at Waterfront Mactan Airport Hotel. (PNA)

CEBU CITY, March 10 (PNA) – A Cebu City Hall consultant said hundreds of millions of pesos and political will among government officials will be needed in implementing the city’s comprehensive drainage master plan.

Pedro Compendio said the drainage master plan is designed to drain the water to the sea through its rivers and other waterways.

But thousands of residents, both poor and rich, keep houses either over the rivers or so close to the banks that they violate the three-meter easement requirement.

”This needs not only money but political will,” Compendio said.

One major intervention recommended by the consultants behind the drainage plan is to stop or slow down the flow of water from the mountains, which is why they suggested the construction of impounding dams.

”There are six rivers where the water is supposed to drain. But this is very difficult because of the inhabitants along these rivers,” he said.

The second major intervention recommended is desilting the rivers.

Before he was hired as a consultant, Compendio served as project manager of Gen-Son-TCG1-Woodfilds-Spaces Joint Venture, which City Hall contracted to study the city’s overall drainage system.

The project was finished and accepted by the city in 2006, or two years after it entered into a P13.6-million contract with the group.

Compendio said the whole master plan was estimated in 2007 to cost the city P1.2 billion.

The immediate and short-term plan requires at least P552 million, yet only P9.5 million has been allocated for the construction of dams, including one each in Barangays Lahug and Apas.

A report by Kenneth Enriquez of the Department of Engineering and Public Works (DEPW) irked the mayor, who said he could not fund a project if there was no program of works and estimates (POWE) prepared by the engineering department.

The mayor also said he has been asking the DEPW to give him the POWE for months.

City Planning and Development Coordinator Paul Villarete told the City Council his office is not involved in the crafting of the drainage master plan.

”Our main contribution to the plan was limited to the preparation of the terms of reference when it was bid out, and in providing assistance to DEPW and the consultants during the barangay-and community-level consultations, before it was finalized. (PNA)

CEBU CITY, March 10 (PNA) – The city government of Naga, Cebu has asked Salcon Power Corp. (SPC) to act on the allegedly indiscriminate dumping of coal ash in Barangay Tangke.

Naga city administrator Arthur Villamor said his office received a report that some residents of Tangke are alarmed by the rising pile of coal ash.

He said City Hall wants an explanation from Salcon, which operates a coal-fired power plant in the adjacent Barangay Colon.

City Hall wants the report “before everything will become worse,” read his March 4 letter to Engr. Rainerio Lastimoso, SPC vice president for operations.

But an SPC official said the dumping is closely watched and that the ash is kept within the company’s property.

Antonio Corpuz, SPC senior vice president, said they are making sure the dumping is controlled and that residents are protected.

SPC has built a water supply system near the dumpsite to keep the coal ash wet so that particles will not get airborne.

Corpus added the dumpsite near Barangay Tangke is a temporary site and is being used only because their ash pond has been filled to the brim.

Construction of a new ash pond will take months because it will require certain materials like a synthetic lining to cover the pond’s bedrock and prevent the ash from going underground.

Corpus said, however, the extension of their current ash pond may be completed by May or June.

Environmentalists have been pushing for renewable energy to replace coal-fired power plants, saying the waste products, like coal ash, endangers the ground water, plants and people’s health.

The Global Legal Action for Climate Change vocally opposed the planned dumping of coal ash in a former beach resort in Tinaan, Naga, which the Cebu Provincial Government bought for about P99 million.

Capitol officials have assured coal ash will not be used to reclaim parts of the property, if an independent study shows this won’t be safe. Coal ash can also be sold to cement manufacturers, who use it as an additive.

The City of Naga also hosts another coal-fired power plant built by the Korea Electric Power Corp. The plant is expected to generate 200 megawatts of additional electricity by 2011. (PNA)

CEBU CITY, March 10 (PNA) – Police stations in Cebu City will be required to provide police officers to help ease traffic congestion during peak hours after Mayor Tomas Osmena sacked 31 traffic enforcers for allegedly extorting money from motorists.

Cebu City Police Director Patrocinio Comendador said that so far, he has not received complaints yet that traffic has worsened with the dismissal of the enforcers.

But he wants each police station to provide personnel to augment the Cebu City Traffic Group for two hours in the morning and two hours in the afternoon or evening.

He said they did this last year when he was informed about a lack of enforcers.

The 31 enforcers were fired because of reports that drivers had to “pay” P20 every time they served some major thoroughfares in the city to avoid being apprehended by the Cebu City Traffic Management Coordination Committee personnel.

Two enforcers were later cleared of the charges and were reinstated into the traffic force.

Comendador said the police officers don’t have to direct traffic in their jurisdiction only and the Traffic Group can assign them to areas in need of traffic management.

He also plans to assign 10 field training police officers to the Traffic Group to help fill up the vacancies left by the enforcers.

He said they are not enough to fill up the vacancies, but said it will be better than to have 31 enforcers who did not do any actual enforcing because they were just extorting money from violators.(PNA)

CEBU CITY, March 10 (PNA) - An Italian sex therapist known throughout the world for distributing free condoms to promote safe sex has visited Cebu to expand his advocacy.

But Dr. Geiuseppe Cirillo, also known as “Mr. Condom,” said he respects the teachings of the Roman Catholic Church and that his condom advocacy is mainly to promote safe sex and protect the sexually active from Human Immunodeficiency Virus (HIV) that causes AIDS.

Cirillo, a Roman catholic, said he has great respect for and strong faith in the Church’s teaching.

But he said more people are inflicted with HIV, and it is everyone’s obligation to educate the public about safe sex.

Cirillo said he respects the stand of the Catholic Bishops’ Conference of the Philippines (CBCP) on the issue of contraceptives. He said contraceptives like condoms should not be used to promote promiscuity and immorality.

He hopes to make a brochure that will educate people about safe sex and respect Catholic teachings at the same time.

Cirillo visited Cebu to conduct a research on the recent HIV-Aids tally in the region, and to know about the Filipinos’ sexual practices. Cirillo said many young Filipinos do not use condoms.

Cirillo lamented that the Philippines and other countries in Asia don’t have statistics about AIDS victims.

”There are a lot of people in these areas who don’t know that they are HIV positive, as they are not educated on how to determine if they ar HIV positive or not, or how they avoid the virus,” said Cirillo.

After his research in the Philippines, he will go to other countries to promote safe sex.

Cirillo said that he will return to the Philippines in May and bring doctors to Manila and Cebu to provide free HIV tests. (PNA)

Cebu City (10 March) -- In just less than a week, President Gloria Macapagal-Arroyo will once again visit Cebu to serve as the keynote speaker during the opening ceremony of the 2010 Philippine Councilors League (PCL) End-Term National Assembly that kicks off tomorrow at the Cebu International Convention Center (CICC) in Mandaue City.

This is her second visit for this month alone.

Pres. CEBU CITY, March 10 (PNA) – A giant Philippine flag that can cover two hectares of farmland was unfurled in Liloan town in northern Cebu Tuesday morning to mark the discovery of the Philippines.

More than a hundred people, including Liloan town officials, led by Mayor Vincent “Duke” Frasco, and students from the Livingstone Christian Academy, spread the Philippine flag which weighed three tons and is big enough to cover two football fields.

The unfurling of the giant flag took place in a vacant field in Barangay Jubay, about a few kilometers from the town proper.

The flag’s creation was initiated by Grace Galindez-Gupana from Aritao, Nueva Ecija, and had taken three months.

Gupana, a businesswoman turned evangelist, aims not only to break a world record, but also to educate Filipinos about love for country.

“The Philippines is for Filipinos, and not for foreigners. We are Filipinos regardless of religion and sex,” said Gupana.

She brought the flag to Liloan to celebrate the historical discovery of the Philippines by Portuguese conquistador Ferdinand Magellan on March 15, 1521.

Gupana has been a holder of nine Guinness Book of World Records titles since 2007.

Some of the world records that she has broken are the world’s largest Israel flag in November 2007, the world’s largest banner in December 2007 and the largest Jerusalem flag in April 2009.

On March 15, 2008, Gupana broke five world records in one day—the largest 10 Commandments tablet, longest drawing of idols burned into ashes, largest diabetes screening, largest blood pressure check, largest blood identification, and largest cholesterol check.

Gupana’s biggest Philippine flag was first unfurled at the Luneta Park during the launch of the campaign of Jesus is Lord founder and presidential candidate Eddie Villanueva.

Mayor Frasco said he was glad that the large flag was brought to his town to promote Filipino pride.

When he was informed that Gupana and her group would be coming to his town, he made the needed preparations to ensure the activity will push through.

The flag will stay in the area for seven days so students can see and even help in fixing it. (PNA)

CEBU CITY, March 10 (PNA) – A Cebu City Hall consultant said hundreds of millions of pesos and political will among government officials will be needed in implementing the city’s comprehensive drainage master plan.

Pedro Compendio said the drainage master plan is designed to drain the water to the sea through its rivers and other waterways.

But thousands of residents, both poor and rich, keep houses either over the rivers or so close to the banks that they violate the three-meter easement requirement.

”This needs not only money but political will,” Compendio said.

One major intervention recommended by the consultants behind the drainage plan is to stop or slow down the flow of water from the mountains, which is why they suggested the construction of impounding dams.

CEBU CITY -- Landco Pacific Corp. and neophyte Cebu developer Genvi Development Corp. have terminated their joint venture agreement for the development of a P5-billion hillside residential resort here.

Genvi Development, controlled by the Villalon family which also owns the 210-hectare property that is being developed, will invest about P300 million in the project over the next 30 months. Part of this will be financed by loans from four banks that have signified interest to fund the project, said Genvi Development Managing Director Dindo Perez.

“We’re looking at May for the first tranche [of the loan],” Mr. Perez said shortly after Genvi Development President Augusto Villalon made the announcement yesterday afternoon.

Mr. Perez said Landco and Genvi Development signed the termination of the joint venture agreement on Feb. 12, about three months since the two companies started negotiations. A notice on the termination of the agreement has been filed with the Housing and Land Use Regulatory Board.

Mr. Perez said “it was an amicable termination” and Landco was compensated for the development costs it had incurred since the project was launched in December 2006. He declined to specify the amount.

The project, dubbed Monterrazas de Cebu, would have been Landco’s first in the Visayas. The project has encountered several delays because of drainage problems and changes in Landco’s ownership.

Then parent firm Metro Pacific Investments Corp. last year reduced its stake in Landco to 34% and sold a portion of its shares to AB Holdings Corp. of Landco President Alfred Xerez-Burgos, Jr. No Landco representative was present during the announcement yesterday.

Marga Villalon, Genvi Development vice-president and treasurer, said her firm was excited to take over the project, intent on raising the bar for property development in Cebu.

“We are laying our company on the line here by saying we are capable of doing it. Ultimately, this is a Cebuano project,” she said.

Mr. Villalon, for his part, said his group would make up for lost time and stick to the original development timetable. Horizontal development of the first phase, which consists of two clusters of lots with a total size of about 74 hectares, is ongoing and will be completed in three years.

“But by the end of this year, some lot owners can already start the construction of their houses,” he said. An architect himself, Mr. Villalon designed the entrance complex to the project as well as a pavilion.

The entire 210-hectare property, which spreads over eight hills in five barangays in the middle of Cebu City, will be developed into 10 clusters of lots by phases over the next 10 to 15 years.

A five-hectare block has been designated for condominium buildings.

Other planned developments are townhouses, commercial and lifestyle areas, and cluster enclaves for families and friends that would like their own private compounds. -- Marites S. Villamor

CEBU CITY, March 10 (PNA) - An Italian sex therapist known throughout the world for distributing free condoms to promote safe sex has visited Cebu to expand his advocacy.

But Dr. Geiuseppe Cirillo, also known as “Mr. Condom,” said he respects the teachings of the Roman Catholic Church and that his condom advocacy is mainly to promote safe sex and protect the sexually active from Human Immunodeficiency Virus (HIV) that causes AIDS.

Cirillo, a Roman catholic, said he has great respect for and strong faith in the Church’s teaching.

But he said more people are inflicted with HIV, and it is everyone’s obligation to educate the public about safe sex.

Cirillo said he respects the stand of the Catholic Bishops’ Conference of the Philippines (CBCP) on the issue of contraceptives. He said contraceptives like condoms should not be used to promote promiscuity and immorality.

He hopes to make a brochure that will educate people about safe sex and respect Catholic teachings at the same time.

Cirillo visited Cebu to conduct a research on the recent HIV-Aids tally in the region, and to know about the Filipinos’ sexual practices. Cirillo said many young Filipinos do not use condoms.

Cirillo lamented that the Philippines and other countries in Asia don’t have statistics about AIDS victims.

”There are a lot of people in these areas who don’t know that they are HIV positive, as they are not educated on how to determine if they ar HIV positive or not, or how they avoid the virus,” said Cirillo.

After his research in the Philippines, he will go to other countries to promote safe sex.

Cirillo said that he will return to the Philippines in May and bring doctors to Manila and Cebu to provide free HIV tests. (PNA)

THE water distribution utility serving Metro Cebu assured its customers that there is enough water for its 2 million residents during the expected long dry spell and the supply will last until the scheduled rainy season in June.

Metropolitan Cebu Water District (MCWD) production and distribution chief Genaro Mejor said there is no need for water rationing in their franchise area as of yet. However, he explained there will be lesser delivery hours and lower pressure in some districts as the dry spell takes its effect on the supply.

“We have anticipated the problem and, thankfully, we were able to augment the supply just before the dry spell,” Mejor said.

But he added that instead of a daily average of 22.5 hours of water for its franchise areas, they estimate the number will go down to 21 hours per day as the water supply needs to be distributed to more customers.

The Buhisan Dam in Cebu City already has signs of drying up, but Mejor said the facility, built in the early 1900s, supplies just a small portion of the water supply of the metropolis. Most of the supply of MCWD is still taken from underground wells.

The MCWD’s biggest water well field in Jaclupan in Talisay City cut production by more than half from an average of 45,000 cubic meters a day to just 18,000 cubic meters in March. MCWD was able to open more wells and commissioned several private bulk-water suppliers to augment the supply.

Early this year MCWD added more than 4,500 cubic meters of supply from several wells in the south district of the city and bulk-water suppliers with injection areas in the north.

Mejor said more wells will be opened in the summer, while existing bulk-water suppliers said they can increase their volume by up to 25 percent.

But while the hot summer months will not pose problems for existing MCWD consumers, the water district itself admits they are facing bigger long-term problems. The utility admits to servicing only 55 percent of its service area either because of shortage of supply or lack of infrastructure to bring water to more people.

MCWD serves more than 130,000 customers in Metro Cebu and produces some 160,000 cubic meters of water daily, but this still falls short to fulfill the pent-up demand—potential customers who have pending applications for water lines, but could not be served.

“Our priority is to provide the best service to our existing customers,” Genaro said.

With Cebu not having enough big bodies of inland water like lakes and rivers, most of Metro Cebu’s water is sourced from underground wells. Pollution and overextraction, however, forced MCWD to close some of the wells as contaminants and sea water have found their way into the water sources.

MCWD recently signed a huge 20,000-cubic-meter bulk-water supply deal with the city of Danao in the north, which should secure the water supply in the city for the next several years.

MANILA, March 11 (PNA) — Cebu-based Southern Partners and Fair Trade Center, Inc. (SPFTC) recently signed a grant contract with the Japanese government to upgrade its mango processing facilities and provide new equipments for its plant in Naga City in Cebu province.

SPFTC Managing Director Geraldine M. Labradores and Ambassador Makoto Katsura signed the agreement Wednesday at the Japanese embassy in Manila.

The project, valued at USD93,910 (about P4.3 million), will be funded through Japan’s Grant Assistance for Grassroots Human Security Projects (GGP).

Philippine annual revenues from the mango industry amounts to about U.S.D1,400 million. Yet, small mango farmers, who are directly involved in mango production, have not fully benefited from the scale of the industry.

SPFTC built the fruit processing plant in Naga City to serve as a direct link between producers and consumers.

The SPFTC advances the fair trade practice by purchasing farm products at fair prices and delivers quality products to consumers.

Their activities have contributed to income increase of small farmers. However, due to the capacity limitation of the equipment they own, only limited amounts of fruit can be processed per day.

With the grant assistance, the SPFTC will purchase a new fruit dehydrator that has a larger capacity and two burner stoves that can also contribute to the improvement of productivity of mangoes —one of Cebu’s major products.

A haul truck will also be provided. Hygiene and sanitary condition of the plant will also be strengthened with new stainless steel basins and cooking vats to be purchased under the grant.

The Naga plant will also be improved to increase efficiency and productivity by having roofs insulated, drainage reconstructed and floor tiled.

SPFTC expects increased productivity would also increase the incomes of about 450 small farmers.(PNA)

FILINVEST Land Inc. (FLI) paid an additional P72.5 million to Cebu City Hall yesterday so it can begin the construction of its project in the South Road Properties (SRP) in early May.

It got the title for a 2.6-hectare area in return.

FLI vice president Tristan Las Marias turned over the check to City Administrator Francisco Fernandez yesterday mor-ning, as Mayor Tomas Osmeña approved FLI’s development plans.

The P72.5 million is in addition to the P269.5 million that FLI paid last Feb. 24 as second payment for the 10.6-hectare Pond F that it purchased.

An additional amount was paid because FLI changed the starting point of its construction, choosing Lot 5 instead of Lot 2, and plans to accelerate development in other areas of Pond F “to generate the much needed traffic to make SRP the new destination landmark in Cebu and to make the medium-rise buildings project across more saleable.”

Las Marias said they will break ground before the May 10 elections and immediately begin construction of six medium-rise buildings on a 10-hectare portion of the 40-hectare joint development area, which is part of the Joint Venture (JV) agreement with the City.

They will also start developing the 10.6-hectare Pond F that is known as the sale properties in the agreement. Pond F is in front of the joint development area.

It will include the commercial and retail complexes, a 2,000-square-meter tent for exhibition activities and the white-sand beach promenade area.

“We have just turned over the P72.5-million additional payment, so the groundbreaking will come next and we have to start developing and selling the properties. The target is before the election,” las Marias said yesterday.

After the turnover of the check to Fernandez, Land Bank of the Philippines (LBP) officials also turned over to las Marias the title for the 2.6-hectare portion of Pond F.

Plans

Five titles of lots in Pond F were placed on escrow with LBP, and will be turned over to FLI each time it pays the City. As stated in the joint venture agreement signed by the City and FLI officials in March last year, FLI will pay for the 10-hectare area on installment every March for six years.

Two titles have so far been turned over to FLI, Fernandez said.

The first title was released in March last year, when FLI paid the City some P348 million as first payment for the P1.59-billion Pond F.

Based on FLI’s development plan, commercial and retail complexes, a 2,000-square-meter exhibition tent, a boardwalk with fine dining restaurants and fastfood outlets will be constructed in Pond F, the 1.1-kilometer stretch of seafront lots in the SRP.

On the 10-hectare joint venture area, six medium-rise residential buildings and a four-hectare central park will be constructed to form part of the 40-hectare Citta di Mare, which is Italian for “city by the sea.”

During the session last Wednesday, the City Council approved the resolution authorizing the mayor to approve the development plans and the advance payment of P72.5 million.

The council also approved amendments to the JV agreement, since the second installment for Pond F lots increased by P72.5 million as a result of changes in FLI’s development plans. (LCR)

IF THERE'S anything that the province of Cebu could be proud of in the past three years—-from July 23, 2007 to Feb. 3, 2010—-it should be its eight lawmakers.
They produced a total of 252 bills.

And even if out of the total, only 10 had been signed by the President into law, the accomplishment is still commendable.

The fact remains that during the 14th Congress, the lawmakers’ collective effort resulted in the filing of the said number of bills in the House.

This reality did show they were not just fattening their asses in the House.

Output

It is only fair to point out that 55 of the bills filed were by House Deputy Speaker Raul del Mar, four of which were approved as laws.

Coupled with the report that he had never been absent during the sessions, he has shown he deserved the pride of the Cebuanos for his performance.

Third district lawmaker Pablo John Garcia co-authored seven of the bills that eventually became laws.

First district Rep. Eduardo Gullas, according to the House Office of the Secretary General, had filed 46 bills where he was the principal author.

He was followed by Second District Rep. Pablo Garcia with 41 bills,

Fourth District Rep. Benhur Salimbangon with 37 bills, Sixth District Rep. Nerissa Soon-Ruiz with 28 bills, Cebu City south’s Tony Cuenco with 27 bills and Fifth District Rep. Red Durano with 12 bills.

All of them have co-authored bills that are pending either in the Senate or in various House committees.

Del Mar co-authored 203 bills; Gullas, 87 bills; Garcia, Sr., 81; Soon-Ruiz, 75 bills; Cuenco, 72; Salimbangon, 67; Pablo John, 62; and Durano, 50 bills.

Record

With the exception of Del Mar and Cuenco, the six other lawmakers are on the campaign trail once more for the same positions, except for Soon-Ruiz who is pursuing the post of mayor for Mandaue City.

Del Mar and Cuenco had served their third terms, and the former is now supporting his daughter whom he wish to take over his post, while Cuenco has gotten an assignment with the Association of Southeast Asian Nations.

The record of Cebu’s lawmakers in the 14th Congress may not be the best the group could have attained, but it could be the best when compared with the performance of our previous lawmakers in the past 13 congresses.

However they would fare in comparison, the fact would still remain that their constituents in our island could never say that they felt cheated or short changed.

It would be exciting to see the 15th Congress will go.

i dont see why this act of bigotry and religious intolerance would warrant a spot in the world record books, it's no different from what the Taliban did to those gigantic Buddhist statues in Afghanistan...i'm sorry, but people who do things like that in this time and age ought to be burned

FILINVEST Land Inc. (FLI) paid an additional P72.5 million to Cebu City Hall yesterday so it can begin the construction of its project in the South Road Properties (SRP) in early May.

It got the title for a 2.6-hectare area in return.

FLI vice president Tristan Las Marias turned over the check to City Administrator Francisco Fernandez yesterday mor-ning, as Mayor Tomas Osmeña approved FLI’s development plans.

The P72.5 million is in addition to the P269.5 million that FLI paid last Feb. 24 as second payment for the 10.6-hectare Pond F that it purchased.

An additional amount was paid because FLI changed the starting point of its construction, choosing Lot 5 instead of Lot 2, and plans to accelerate development in other areas of Pond F “to generate the much needed traffic to make SRP the new destination landmark in Cebu and to make the medium-rise buildings project across more saleable.”

Las Marias said they will break ground before the May 10 elections and immediately begin construction of six medium-rise buildings on a 10-hectare portion of the 40-hectare joint development area, which is part of the Joint Venture (JV) agreement with the City.

They will also start developing the 10.6-hectare Pond F that is known as the sale properties in the agreement. Pond F is in front of the joint development area.

It will include the commercial and retail complexes, a 2,000-square-meter tent for exhibition activities and the white-sand beach promenade area.

“We have just turned over the P72.5-million additional payment, so the groundbreaking will come next and we have to start developing and selling the properties. The target is before the election,” las Marias said yesterday.

After the turnover of the check to Fernandez, Land Bank of the Philippines (LBP) officials also turned over to las Marias the title for the 2.6-hectare portion of Pond F.

CEBU CITY, March 13 (PNA) – Maj. Gen. Ralph Villanueva, commanding general of Central Command (Centcom) based in Camp Lapu-Lapu, Barangay Lahug, Cebu City, got his third star, while the Armed Forces of the Philippines (AFP) got its new chief of staff last Wednesday.

Villanueva was promoted to lieutenant general just as his classmate, Gen. Delfin Bangit, was appointed chief of staff of the AFP.

Villanueva and Bangit graduated from the Philippine Military Academy in 1978. Another classmate of theirs is Police Regional Office 7 Director Lani-o Nerez.

Villanueva thanked the officers and personnel of Centcom, saying his promotion would not have been possible without their help.

”I acknowledge your contributions. This was everybody’s effort. You inspire me to do more,” he told his personnel Friday morning.

He also urged them to continue serving the public and to give their support to Bangit, whom he described as a competent leader.

”The President made a very good choice. He, Bangit, has proven himself as a very competent officer. He is a good leader. He is loyal, not only to the President, but also to the Constitution,” he said.

Critics of the President expressed concern over Bangit’s appointment. Some feared that his closeness to the President will affect the impartiality of the AFP in May’s elections.

Villanueva, though, said Bangit had served the country well and that he did not know of any officer demoralized by his appointment as chief of staff.

Senior Master Sgt. Reynante Encabo, who serves as sergeant major of enlisted personnel at Centcom, said there was no reason for them to feel demoralized over Bangit’s appointment.

He believes Bangit can lead the AFP because he is a “seasoned officer.”

Villanueva told his men that their job is clear and it is to ensure “honest, peaceful and orderly elections” and to “reduce insurgency to an insignificant level.”

He also assured reporters that Centcom or the AFP will not be used by anybody in the elections.

He also does not believe there were officers disappointed with the designation of Bangit as AFP chief of staff.

Bangit took the post after Gen. Victor Ibrado retired after serving 38 years. (PNA)

Five titles of lots in Pond F were placed on escrow with LBP and will be turned over to the FLI each time it pays the city. Two titles have so far been turned over to FLI, Fernandez said.

The first title was released in March last year, when FLI paid the city government some P348 million as first payment for the P1.59-billion Pond F.

Based on FLI’s development plan, commercial and retail complexes, a 2,000-sqare-meter exhibition tent, a boardwalk with fine dining restaurants and fast food outlets will be constructed in Pond F, the 1.1-kilometer stretch of seafront lots in the SRP.

On the 10-hectare joint venture area, six medium-rise residential buildings and a four-hectare central park will be constructed to form part of the 40-hectare Citta di Mare, which is Italian for “city by the sea.”(PNA)

CEBU CITY, March 13 (PNA) – A Cebu City councilor made it among this year’s 10 outstanding councilors in the country for his innovative environmental advocacy.

Cebu City councilor Nestor Archival Sr. was surprised by the award, saying he found out about his win only during the Philippine Councilor’s League 2010 End-Term National Assembly in the Cebu International Convention Center.

Out of 10 national awardees, Archival is the only one from the Visayas. Archival attributed his win to his advocacy on mixing environmental awareness with livelihood.

He said Cebu City’s “Kwarta sa Basura” program not only promoted clean surroundings through garbage segregation, but also provided livelihood.

Another program Archival initiated was the Metro Cebu Air Shed Board (MCASB), the first of its kind in the country.

The MCASB is composed of local chief executives in Metro Cebu who agreed to take part in efforts to improve the quality of air in their communities.

Archival proposed the creation of MCASB last year. It is supposed to help the Department of Environment and Natural Resources check air quality, set emission standards, determine penalties for violators in a particular air shed, as well as draw up anti-pollution programs suited for a given area.

Archival is also responsible for the formation of the Cebu Environmental Sanitation and Enforcement Team (Ce-set), which allows the strict implementation of environmental laws, such as the Ecological Solid Waste Management Law.

As of Friday, about 20,000 violators have been formally charged through the help of the local police, and about P2 million have been collected as violation fees.

Aside from Archival, other winners of this year’s PCL 10 Outstanding Councilors of the Philippines were Edwin Piano of Olongapo City, Abigael Sable of Santiago City, Ellen Reyes of San Pablo City, Raul Rivera of Cabancalan City, Gedo Jarbin Jr. of Legazpi City, Roman Melliza of General Santos City, Lourdes Tabanda of Baguio City, Aurelio Paolo Bartolome of Taguig City and Maria Belen Acosta of Davao City.

Two days before Archival’s feat was announced at the national level, his colleagues congratulated him for winning at the regional level.

The Cebu City Council lauded Archival for being chosen as the regional winner in the search conducted by the Junior Chamber International Philippines, in partnership with the office of Sen. Edgardo Angara.

Archival leads the City government’s campaign on solid waste management, garbage recycling and environmental protection, which has earned him numerous citations within and outside Cebu.

Archival, who is on his third consecutive term and barred from seeking reelection, chairs the council’s committees on infrastructure and on parks, playgrounds, wildlife, ecology and environmental management. (PNA)

CEBU City Mayor Tomas Osmeña said the rehabilitation of the Plaza Independencia, a heritage site, should be funded by the national government and not by the Cebu City government.

He said the Plaza Independecia was destroyed when the South Coastal Road tunnel, a project of the national government, was constructed.

“This is a national project and you should get the money from the national government and I really find there is no benefit for the city if you are going to spend P90 million for Plaza Independencia.:ohno: If it were the SRP, it will increase the value of the properties but in Plaza Independencia, I don't think so,” Osmeña told CEBU DAILY NEWS.

He, however, said that if the city government decides to shell out some amount of money for the heritage restoration then it should not be under his administration.

The plaza was damaged in 2007 when construction of the tunnel project started.

Cebu City Vice Mayor Michael Rama said the restoration of the park would cost approximately P40 million but this excludes the beautification of the six-hectare park.

Osmeña, however, said the city might spend some money for the restoration but not that much because the tunnel which is expected to be finished by the end of this month is a project of the national government and is being implemented by the Department of Public Works and Highways.

He said that if Sen. Benigno “Noynoy” Aquino III should win the presidency, then it should be one of his projects for the city because it is a national project.

Budget hotel expands to meet demand

CEBU, Philippines - In order to cash in on the growing number of tourists in Cebu, a neophyte hotel chain plans to build 100 additional rooms by yearend and another 160 in the next year.

Gran Prix Hotel and Suites president and chief executive, Jan Keirulf, revealed that construction for a 100-room hotel will soon be started in uptown Cebu, once negotiations with the chain’s local partner is finalized.

“The growth area is Cebu. Statistically, Cebu is the number one destination in the country,” said Keirulf. “In our initial assessment we found out that Cebu still needs more rooms, the reason why we plan to expand especially in high visibility areas.”

“We invest heavily in proven destinations that have been heavily marketed worldwide,” he said, adding that this is also one of the reasons why they are planning to put more investments in the city.

Keirulf said that since travel has become a regular part in the life of every Filipino, the demand for accommodations and other tourist amenities also grows.

“There are no more seasons in travelling now. The demand is there, and so far, we have not really experienced a slow season especially in Cebu,” he said.

“Currently we are expanding our existing sites like in Malate were we are adding 40 more rooms,” he said.

He also revealed that the chain is focusing on gateway locations, or places where travelers are bound to pass en route to other locations.

Value added package

He said that in order to compete in the market, the hotel is banking on the added value package that he claims will make the experience of the traveler “seamless from house to hotel.”

“We have created a package that people would really need, which is sometimes overlooked by the hospitality industry,” he said.

One of these, Keirulf revealed, is the Early Check-In and Late Check-Out arrangement, relating it to his experience where he would arrive in a destination early but unable to check-in until 2 p.m. or even to check out late without being charged extra.

“It’s about the total value added package,” he said.

A Filipino brand, Gran Prix started its operations in 2006. Today it has branches in Manila, Cebu City, Quezon City, Pasay City, Tarlac City, and Boracay. It also plans to open branches in Cagayan de Oro City and Tacloban City, and currently has inquiries for possible expansion in Vietnam.— Ritche T. Salgado

I am inclined to believe that Tommy is a good mayor. He did many good moves in making the economy of Cebu City better.

Pero mo mas maayo pa gud kung iya pud unta nga i-apil ang pag-pagwapa ug pagmaintain sa kalimpyo sa siyudad.

Ang Fuente Osmena, di na gani hapit ma-maintain nga pwerte kagamay ana.

^^ kung dili niya priority ang pagastos sa beautification sa plaza, daghan baya paagi nga dili makagastos ang City Hall or ang National Governement...pwede mga private companies ang mogastos and in return, they can put put up well-designed AD or signage sa ilang produkto within the plaza but not to the point nga mura'g ng carnaval ang look sa plaza...na-a sab control ang city hall... :okay:
