Navarro Cebu City Mayor Tomas Osmeña said he would work harder to get out-of-town contingents to join the Sinulog Grand Parade next year. Not only does their participation enrich the event, having other cities and provinces perform in the Sinulog boosts local tourism by featuring the local festivals around the Philippines. Among Osmeña’s plans is to make posters for the annual Sinulog Festival Queen or the lead dancers of various contingents to be given to local government units that join in the dance competitions. He said this was Cebu City’s way of helping promote the tourism of other localities. “We will make the posters for them. I will have to set aside a budget for that. It will help them – that's the thrust,” Osmeña said. One of the new incentives of the Sinulog Foundation this year was the trophy design, which uses a 14-karat gold plated seal of the city government. This year, the Sinulog Festival in Cebu welcomed performances from contingents in Luzon, Visayas and Mindanao. The groups came from Pampanga province, Masbate City, Iloilo province, Negros Oriental, Eastern Samar, Panglao in Bohol, Camiguin, Ozamis City, Tangub City in Misamis Occidental, and Iligan City. The city government will be spending more for next year's Sinulog, according to the mayor. By that time, the mayor said he expects that the city to have recovered from its own financial problems in paying the amortization on the South Road Properties (SRP). “By next year, there will be no longer liquidity problem,” he added. Osmeña said the Sinulog has a strong marketing appeal in TV especially since Cebu’s annual festival is being covered by major TV networks. “You think they (contingents) come here to join the Sinulog because they love Cebu? No, they want to sell their place on national TV. We will try to help them.” Mayor Jennifer Tan of Tangub City said the city spent about P2.5 million to send its dance contingent, Tribu Sinanduloy. Tangub won the first prize for the Sinulog-based competition and received a P500,000 cash prize and a trophy. Mayor Tan said the cash was less important than the prestige and exposure since the prize money was not enough to cover the expenses. Gregorio Sanchez Jr. promise that safety and quality are concerns that will not be compromised. “We can compress other requirements, but we can’t make engineering shortcuts. That will not only be risky, engineers and consultants might also lose their licenses,” he told Sun.Star Cebu. “We can’t forget lessons from past tragedies,” said Sanchez, who was in Bantayan Island for the Sta. Fe town fiesta. He believes that even faraway Bantayan Island will benefit from the construction of CICC because heads of states will be coming over for the Asean summit in December and will surely discuss tourism. Earlier, Gov. Gwendolyn Garcia also vowed that legal requirements will not be circumvented with their aim to rush the construction. With many doubts raised on whether the Province can pull it off, San-chez, a civil engineer, is confident they will. Work on the project will be 24 hours nonstop, with workers assigned in three shifts. Sanchez, who sits in the committees tasked to look into the details of the undertaking, said they will create a project management office to closely supervise the construction. The Capitol is already inviting contractors to bid for the P100-million substructure, the first phase of the project. Work on the “substructure,” which Sanchez means “from the flooring and below,” will start on February and is expected to be completed in 60 days. They will then bid out the superstructure, which includes the walls, ceiling, and everything including the finishing touches, in April. What will rise by November will then be useable just for conventions, including related facilities such as conference rooms and holding areas. The original spinning disc design will be used, but the capacity was reduced from 16,000 seats to 13,000 seats to provide bigger space for the convention. The original winning design was for multi-use, including concerts, sports activities, and exhibit centers. It will have bleachers and spaces for stalls, but these parts of the structure will have to come later. (JPM) Jimbu January 18th, 2006, 01:56 AM Wednesday, January 18, 2006 DPWH schedules repair works for roads to hotels, summit sites The repair and clearing of roads leading to hotels and tourist destinations will be the priority of the Department of Public Works and Highways 7 this year, to prepare for the Association of Southeast Asian Nations (Asean) summit this December. Engineer Juanito Aber-gas of the DPWH said he instructed district engineers in Cebu to identify areas and come up with detailed estimates for the repair works needed. Some of the projects will include road widening and the destruction of structures that encroach on thoroughfares, including residences of squatters. In a meeting with Asean summit national organizing committee head Jun Paynor, Foreign Affairs Undersecretary Francisco Benedicto and other stakeholders, Abergas had inquired where they could charge the repair works, which is not included in the regional office’s budget for this year. Abergas said projects for Central Visayas were already identified last year and included in the 2006 budget. Funds for the projects could not be realigned and transferred to Cebu, Abergas said. “Baka sasabihin na naman na para sa Imperial Cebu (They might say it’s for Imperial Cebu),” he said with a laugh, adding that they expect the National Government to come up with a separate fund source for the needed “face-lifting” for Cebu within the year. Earlier, Cebu City Mayor Tomas said the National Government is willing to spend about P1 billion to host and secure the dignitaries in Cebu. However, Abergas said that if the funds are available, the projects could begin by June or July. They will just have to coordinate with local government units in the implementation schedule. Bongcac and Regina Aguilar With visitors and guest performers still agog over the “successful hosting” of the 26th Sinulog Festival, officials of Cebu province and the cities of Cebu, Lapu-Lapu and Mandaue went to work Tuesday, discussing plans and securing program approvals for Cebu’s hosting of the Association of Southeast Asian Nations (ASEAN) Summit in December. Members of the Cebu Provincial Board tackled the actual cost of the Cebu International Convention Center (CICC) that Governor Gwendolyn Garcia has planned to put up in Mandaue City, admitting that the P250-million fund they allotted in 2003 for the facility would not be enough. Provincial Board Member Jose Maria Gastardo said that when the actual cost overshoots, “Let’s go back to the drawing board and inform the people” to plan out another legislative measure to support and justify the additional funding. Advertisement He said he welcomed business tycoon Manuel Pangilinan’s plan to construct a convention center at the South Reclamation Project as an alternate should the CICC be not completed in time. Gastardo, however, pointed out that he was not against the CICC and that there was “no doubt” that Cebu needed an international convention center for the December summit. Gastardo was among the board members that opposed the Megadome project using government funds. This year, most of the board members gave their nod to the project after the governor assured them Capitol expenses will be reimbursed once private investments pour in. Garcia is pushing for the CICC's completion before the ASEAN Summit by shortening certain procurement processes. Under the law, it takes about three months to bid out infrastructure projects. The governor and her consultants wanted this completed in a month. The Megadome project, which includes the convention center, is projected to take about 10 months to be completed. The provincial government is targeting a November deadline. Lapu-Lapu and Mandaue Garcia said Lapu-Lapu City is now busy finalizing infrastructure plans, such as road repairs and construction of hotels. Wanting a less crowded city for the duration of the summit, Mayor Tomas Osmeña said, “We have to tell people to go out of the city or just stay home. Don’t even go to the grocery. We have to let the police and military do their jobs.” Mandaue City moved to get funding and approval for major sprucing up of major roads, light posts and gutters. Mandaue City Councilor Carlo Fortuna on Tuesday asked the city’s street lighting division to replace busted street lights with halogen lamps. He said a well-lighted convention venue would make it safe from criminals. Fortuna, chairman of the committee on laws, said he also wanted obstructions like improvised humps and unauthorized tarpaulins and streamers removed from the United National (UN) Avenue. He said humps that owners of establishments have placed along UN Avenue to allow their vehicles to climb the gutter towards their properties obstruct rainwater flow, causing floods in the middle of the highway. Worn-out flags of Mandaue City’s sister cities that are on display on the road’s center island should also be replaced, he said. UN Avenue, which is located at the foot of the Marcelo Fernan Bridge, is often used as a route for VIPs visiting the city through the Mactan-Cebu International Airport (MCIA). In a draft resolution that he submitted to the City Council on Tuesday, Fortuna asked Mayor Thadeo Ouano to direct government agencies involved in the city’s beautification program to look into his concerns. Fortuna said new lamps needed to be installed along MC Briones St., Lopez Jaena St. (from the vicinity of Petron to HVG Arcade), Cebu North Road, A.S. Fortuna St. (from the junction of H. The proposed Cebu International Convention Center is the phase one of the Cebu Megadome project that the province will undertake. The original design of the project was retained, however the seating capacity of the sports stadium was reduced to allocate more space to the convention facilities, from 16,000 seats to 13,000 seats. The multi-use structure will be the future venue for big events such as concerts, sports activities, exhibitions, among others. The convention center will be the main venue to this year’s 12th ASEAN Summit that Cebu will host. The annual summit is a gathering of heads of state of the ASEAN-member countries. Over 1,000 delegates from 10 countries are expected to come for the summit. Alongside the ASEAN Summit is the 2nd East Asian Summit which gathers the 10 ASEAN countries plus seven other countries, namely Australia, China, India, Japan, the Republic of Korea, New Zealand and Russia. The Capitol conflict on whether contracts need prior legislative authority remains pending with the court. An invitation to bid has already been published for contractors for the first phase, costing P100 million. This includes the cleaning or site development and the foundation, among others. Bids will be opened this Feb. 13, and work will start by end of Feb. Sanchez, an engineer, is confident they can finish it by assigning three shifts of workers so construction will be done 24 hours. The building is targeted to rise by November. Bongcac The regional chief of the Department of Public Works and Highways yesterday proposed to hide Mandaue City's "eyesores" from the view of visiting ASEAN delegates and guests with huge tarpaulins as part of efforts to make a good show during the Association of Southeast Asian Nation (ASEAN) Summit in December. DPWH regional director Roberto Lala said urban poor families squatting under the bridges that connect Mactan Island to Cebu mainland may also pose a threat to the security of the ASEAN leaders who will be in Mandaue for the summit. The practice of covering the view of rows of squatters was first implemented by former first lady Imelda Romualdez-Marcos during the martial law years. It was recently copied by the Metro Manila Development Authority (MMDA). With huge painted plywoods, MMDA crew covered the "unsightly shanties" erected along major roads in Paranaque and Pasay cities. Bad roads, dimly-lighted streets and the need to relocate urban poor families squatting along the Cebu North Road were among the concerns raised by Lala and members of the Mandaue City Asean Summit Task Force in a meeting yesterday. Mandaue Mayor Thadeo Ouano said the city government may opt to relocate the squatters if time and government resources would permit. "But if dili namo mahimo(we can't make it), we will have to resort to your suggestion nga tapalan na lang aron dili makita ang mga(to cover the view of) squatters," Ouano told Lala. The task force said it would focus on the beautification of the Cebu North Road and Ouano Avenue, which leads to the Cebu International Convention Center - the proposed summit venue -at the Mandaue Reclamation Area. Lala said owners of dilapidated establishments must renovate their facades to make them presentable. City Administrator Serafin Blanco said government-owned lots in barangays Paknaan and Canduman may be used as relocation sites. Lala said provisions of the building code could be used as basis to facelift dilapidated buildings as part of its architectural presentability. Lala told the mayor that the affected families should be informed beforehand becuase there was a possibility that they might resist. Rogelio Oracoy, the DPWH district engineer said, vulcanizing shops and food vendors along MC Briones St., Dela Motana St., Hernan Cortes Avenue and AC Cortes Avenue would also be affected. Lechon vendors located in front of Prince Warehouse Club also needed to be moved somewhere else. Lala said demolition notices would be issued to owners of the illegal establishments, citing their encroachment into the sidewalks as grounds. Mayor Ouano said "spaghetti wires" were also his concern. Lala said a separate meeting would have to be called with the National Telecommunications Commission (NTC) to address the concern. Blanco said talks are in progress on the need to bundle electric and telephone wires. Other proposals that were raised included the need to improve the landscape of the center island of UN Avenue located leading to the Marcelo Fernan bridge. Dilapidated electric posts would be painted over while decorative lights would be set up in major roads. Mayor Ouano said funding for the improvements could be taken from realignments or be included in supplemental budgets that were yet to be passed. Israel Eighteen contractors are qualified to bid for the Cebu International Convention Center (CICC), Cebu Vice Gov. Gregorio Sanchez yesterday said. Among them is Cebu-based TWG Construction. The project's work schedule, which Sanchez himself prepared, indicated that processes - from procurement to the actual construction - were still on schedule. A pre-bid conference is expected on February 1. Proposals of the contractors will be evaluated and ranked from January 24 to Febuary 28. Signing of the contract with the winning contractor is expected on March 1. Construction will start after the notice to proceed with the project is issued in March. It will run until November 6, the self-imposed deadline by Capitol for the project's completion. By August 30, the interior works of the CICC shall have been started. The facility will be ready for occupancy by December 6. As this developed, Vice Governor Sanchez voiced out his concern over board members who had expressed their opposition to the project. He said he wanted them to have an "open mind." Sanchez, the board's presiding officer, said he would be open for a meeting with Provincial Board Members Estrella Yapha and Victoria Corominas and the rest of the board members to appraise them of the development of the project. He assured them that Capitol would not be using for CICC the budget for social services. Yapha and Corominas have insisted Capitol must prioritize social services and the provincial hospitals before undertaking a multi-million project. He said the city would spend millions of pesos for a program designed to take care of the foreign journalists. Bongcac The regional chief of the Department of Public Works and Highways yesterday proposed to hide Mandaue City's "eyesores" from the view of visiting ASEAN delegates and guests with huge tarpaulins as part of efforts to make a good show during the Association of Southeast Asian Nation (ASEAN) Summit in December. DPWH regional director Roberto Lala said urban poor families squatting under the bridges that connect Mactan Island to Cebu mainland may also pose a threat to the security of the ASEAN leaders who will be in Mandaue for the summit. The practice of covering the view of rows of squatters was first implemented by former first lady Imelda Romualdez-Marcos during the martial law years. It was recently copied by the Metro Manila Development Authority (MMDA). With huge painted plywoods, MMDA crew covered the "unsightly shanties" erected along major roads in Paranaque and Pasay cities. The whole lot adjacent to ACC and the Parking Area of Marriott Hotel would be the mall itself. They should put a circumferential monorail at the CBP, The said monorail will also cross CBP and connect with Ayala Center and pass by other establishments and hotels (in CBP).. Metro Cebu is not only running out of water, it is also facing a more serious problem ? water contamination. Rebecca Husayan, of the Metro Cebu Water District (MCWD) water quality control division, said one of the most alarming problems confronting them is the mutation of coliform and contamination of their water system with E-coli. According to her, water samples they have taken from congested areas of Metro Cebu tested positive for coliform, which poses danger to health. On the other hand, water from all areas here also carries E-coli bacteria. "Coliform is mutating in our water system. It cannot be killed. E-coli is also found in our water, which is very alarming," Husayan added. "The MCWD is fighting a losing battle," she added. However, Husayan said the results of the tests of the water samples are not yet validated, as they need further study that would entail a long period of time. With the presence of these bacteria in the water system, she said they continue to monitor the sampling areas. Husayan was among the reactors invited to the roundtable discussion on "Clean Water Makes You Dirty," a research on water supply and sanitation behavior in Metro Cebu conducted by Daniel Bennett, a candidate for economics at Brown University in the United States. The MCWD also increases the chlorine in the water contaminated with these bacteria and recommends to consumers to boil their drinking water. Husayan said the need to inform the public about the contamination of Metro Cebu?s water supply is very urgent. It is welcome news for Cebuanos, considering that not so long ago the PB was not working in the interest of the province’s inhabitants but in accordance with the political interest of its members. I do not know by what strange working of Divine Providence that the PB now claims to be united. United in the sense of being a politics-oriented human machine working for the interest of the people. It is as if the maturing and matured PB members have finally come to terms with one another and are now welded into a highly focused group. This is something unique, a situation missing in the provincial leadership for many years now. Well, not really in the sense that past provincial administrations were not able to work well because of differing political interest. Previous administrations may have been able to work together, not only for public interest but also because, in the process, their political interests were also served. In a sense, it was a quid pro quo arrangement. Thus, personal political interest was presumed dictating their stand on issues. In fact, it is a prevailing public observation up to the present that local and national politicians, after the elections, always forget their commitment to the public interest. Or that the elective public officials’ personal and political interest eventually dictate their decisions and stands on issues affecting the public interest, to the detriment of the collective good. But such is the ways of human nature, and the principles of a dynamically working democracy. In fact, if I recall correctly, the current PB’s first actuation was almost the same as the previous one—to give due notice that it was going to keep close watch on the policy decisions and plans of the governor in so far as the provincial expenditure was concerned. When the vice governor, who belonged to another political interest, sat as PB chair, he acted as if he was overseeing the governor’s management of the province, not to help it render good service to the people but to tally “mistakes” committed. But truth to tell, I really did not expect the current PB members to come to terms with one another. I was expecting that throughout Gov. Gwen Garcia’s term, a personal interest-driven PB whose members could not allow good things from the governor’s office to pass through without being challenged would hound her. Earlier, there were indications of a rapprochement in the pronouncement and actuations of some younger members, like Luigi Quisumbing, who started showing political flexibility in his stand on issues as chairman of the PB finance committee. Working at night, these female employees are exposed to “holduppers, robbers, muggers, sexual predators and other nighttime criminal elements,” said Councilor Edgardo Labella, who penned the resolution the council approved last Wednesday. The resolution is a response to the call of Ernest F. Herrera of the Trade Union Congress of the Philippines for tighter security for these workers. Labella said the police can protect the female workers, mostly aged 19 to 30, by increasing their visibility at night, especially in crime-prone areas. “The presence of policemen-either on foot or in mobile cars-on the streets at night will definitely drive a strong deterrent message against nocturnal felonious elements, thereby ensuring the safety and security of graveyard shift employees,” the resolution said. Aside from improving the city’s peace and order, police visibility also bodes well for the city’s business climate. Activities of Philippine call centers, which service the customers of mostly American companies, peak between night and dawn, when it is daytime in the US, Herrera said. Martel Sun.Star Staff Reporter At least seven other places in the country, excluding small sitios that also honor the Sto. Niño, have their own Sinulog festivals. The Sinulog Foundation Inc. plans to check with the Department of Trade and Industry (DTI) whether it can get a patent to keep the Sinulog festival unique to Cebu. It is waiting for DTI to approve the application for a patent on the word Sinulog, its lettering style and color as a brand logo. Sinulog executive director Ricky Ballesteros Jr. told Sun.Star Cebu that he wants to know the scope of DTI’s festival branding and the requirements. Right now, the foundation, which is registered with the Securities and Exchange Commission, cannot prevent other places from coming up with their own Sinulog festivals, Ballesteros said. Cebu had its 26th Sinulog grand parade last Jan. 15. Mayor Tomas Osmeña earlier announced that the Cebu City Government will come up with ways to bring in more out-of-town participants, after some stayed away this year because of the high costs of sponsoring a contingent. The Sinulog, which started as a ritual dance in honor of the Child Jesus, has grown into a major tourism event in Cebu every third Sunday of January. Niño de Cebu devotees come not because of economics. Only 1/3 of the Sinulog crowd joins the Sinulog street parade and the rest goes to the to the Basilica del Sto. Niño and it made the festival the biggest... It's the Cebuanos devotion to the Sto. Niño made it the top reason why Sinulog became the biggest and grandest festival in the country. Sinjin P. The original Santo Niño de Cebu (the one left by Magellan) is actually being kept whole year round at a guarded room inside the convento. It is very secured with cameras and guards. This image is only displayed once a year and that is during the feast day. The original image has undergone several threats -- during the early 90s, a drunk and mentally unstable man pour gasoline on the chapel and set it on fire. It should also be noted that the original image underwent the same ordeal when Legazpi burned the huts occupied by Rajah Humabon and his men. On the very same burning hut was where the image was first found by one of Legazpi's men. This explains why a portion of the original image is burned. Decades ago, a restoration artist applied make-up on the image. A part of the original image too has deteriorated; this again explains why its arms are made of metal (somewhat silver or bronze as seen during the "Hubo"); The image being displayed at the chapel and during the procession and fluvial parade is a replica. It's interesting to note that the original image replaces its garments/robes every year. An official vestment maker at the Asilo dela Milagrosa does this and it takes an average of six months to complete the dress, the materials of which are imported from Spain -- gold thread, red velvet cloth, etc.. The vestment maker admits that the said vestment is "very, very expensive" and up to now she refuses to divulge the actual cost. The annual replacing of the dress is popularly known as Hubo. The replica -- the one displayed at the chapel -- inherits the old vestments worn by the original image the following year. A mark at the eyes of the original image, and the type and make of its vestments enables one to spot if the image displayed at the chapel is the one left by Magellan; but of course, this only comes once a year.. :) If you want to see some of the old vestments of the original image of the Santo Niño de Cebu (and some of the Crown Jewels!), visit the Santo Niño de Cebu Museum located at the basement of the Pilgrim Center.. The entrance fee the last time I went there was P15.00. The state will be called Cebodusi -- Cebu, Bacolod, Bohol, Dumaguete, Siquijor, Iloilo... A new international airport, which will be the main gateway will rise in Medellin.. It will be connected with all the international airports in Mactan, Ilo-ilo, Bacolod, and Bohol.. Iloilo will become a freeport because it has a nice harbour and also it's nearer to the South China Sea.. The Capital (with a grand sultanate palace) will be located in Bohol or Dumaguete.. Also, bridges and tunnels will connect Panay to Negros to Cebu to Bohol... With a competitive salary, Julie says her lifestyle has changed dramatically, taking into account the fact that she still lives with her parents. How has her lifestyle changed? Take, for instance, the number of times she has traveled in her more than two years of working for a call center. Since the company compensates her well-about P30,000 in basic pay, perks and allowances-Julie says she can afford to travel more during vacations. Travel bug Travel does not only come on vacations. Call centers frequently send their employees to other branches for training. In Julie's case, she has been to different provinces, including colorful Baguio, urban Manila, and ageless Bohol. Despite the change in lifestyle, however, Julie admits her spending habits, especially on shopping, has not differed much. She retains a passion for shoes and sandals. Prior to landing a slot as a supervisor at a call center, Julie started as an agent, handling calls from foreign clients "who think they're talking to someone from their country." Julie also describes her job at the call center-her third since graduating from an exclusive for girls school in Cebu City-as "enjoyable." "My job is not like the regular eight-to-five work where you will keep looking at the clock to be able to go home. Here, I feel that my eight-hour work is not even enough to do so many things that need to be done," she says. Urban legend Contrary to popular belief that landing a job at a call center only needs good-English-conversational skills, such as pronunciation, diction, and delivery, Julie says one also needs to research on different cultures, places and origins. She says this builds competence for the demands of the job. Julie, who works on the night shift, says she has already adjusted to the rigorous pace of supervising a team but points out that she still finds time to unwind after work, going out with college friends to their favorite diner. All these will change, however, when she moves to another shift after a month or two. Is the call center industry a man's world? Not at all, Julie says. No discrimination Discrimination is also almost non-existent, she adds. In fact, she says women agents are more diligent than their male co-workers. It was thought to believe to have come from the 10 Bornean datus of Sabah which is now part of Malaysia. Datu Puti made a deal with Marikudo, an Ati for gold and other gifts in exchange for the land they settled after having made an exodus from the tyranny of the sultan of Sabah. KA UNFAIR, pero cge lang ... louy man sad na sila. :) you should understand that the philippines is very pro poor. why? so the leaders will win in the elections. we would be happy that things are being done for them too. however, most of them are not luoy, because they chose to be poor and just sit and sleep all day. the middle class, is getting all the burden and are the ones paying the taxes religiously but are not getting enough. take for instance alone, the megadome. the provincial board had been clamoring not to build it because basic services should be prioritized. these basic services, in most cases, are channeled towards the poor. i don't think the other classes will benefit much from it. it is easy to bribe them with those crazy basic services "kuno" and eventually electing these dirty politicians to office. had it not been for the summit, hahahahah. the megadome is a prize to the taxpayers. It was thought to believe to have come from the 10 Bornean datus of Sabah which is now part of Malaysia. Datu Puti made a deal with Marikudo, an Ati for gold and other gifts in exchange for the land they settled after having made an exodus from the tyranny of the sultan of Sabah. The deal was celebrated with feast after it was closed between them by covering themselves with soot maybe to signify their independence.
