In the August issue of JOM, the article "Understanding Copyrights: Ownership, Infringement, and Fair Use" discussed some of the fundamental concepts concerning U.S. copyright law. This glossary expands on the meaning of a number of the terms that were employed in that previous article. Although there is pending federal legislation that might revise the copyright law with respect to several special issues resulting from the rapid growth of the Internet, the definitions that are contained herein provide a basic list of currently used copyright terms.

Criminal Copyright Infringement: Infringement that is engaged in willfully and for purposes of commercial advantage or for private financial gain is considered to be criminal infringement.

Criminal Liability: Criminal liability in the form of a fine also applies to one who, with fraudulent intent, places a notice of copyright on a work or publicly distributes an article with such a notice, knowing it to be false or who fraudulently removes the copyright notice. One may also be fined for knowingly making a false representation of a material fact in an application for a copyright registration.

btw, im flying home soon, will be spending days in cebu. will stay in marriott but help, we wanted to go to plantation bay for a day, is it worth spending 2000php/pax ? are the foods nice, read somewhere its a bit pricey. the last time i went in cebu was 2002 if im not mistaken, i will surely see big changes when i get there.

-If it's still 2002, then you will see HUGE changes and not just big.. Went home July 2009, spent a week in the city and was amazed how different it was 2 years back (2007). Tall structures growing like mushrooms there and here, specially in Ayala area. SM has a new wing (which I like the concept) Ayala center had a renovation at the lagoon side (it's great a so nice there already).

Are you kidding? Photo crediting is part of basic internet etiquette!

This is where the "fair use" clause of IPR comes in. This entitles the "borrowee" to use your photo (given the due credit) for educational and/or research purposes.

Here's a quote from the IPR code of the Philippines:
Sec. 185. Fair Use of a Copyrighted Work. -

185.1. The fair use of a copyrighted work for criticism, comment, news reporting, teaching including multiple copies for classroom use, scholarship, research, and similar purposes is not an infringement of copyright. Decompilation, which is understood here to be the reproduction of the code and translation of the forms of the computer program to achieve the inter-operability of an independently created computer program with other programs may also constitute fair use. In determining whether the use made of a work in any particular case is fair use, the factors to be considered shall include:

(a) The purpose and character of the use, including whether such use is of a commercial nature or is for non-profit education purposes;

(b) The nature of the copyrighted work;

(c) The amount and substantiality of the portion used in relation to the copyrighted work as a whole; and

(d) The effect of the use upon the potential market for or value of the copyrighted work.

185.2 The fact that a work is unpublished shall not by itself bar a finding of fair use if such finding is made upon consideration of all the above factors.Whether special or not, the pictures are properties of the photographers and posting them here in SCC or in any other sharing sites make them available for downloading by people who may either use them for themselves or share them like they own them, even sometimes profiting from them. That's why it is for the best interest of the photographers to put all these identifying marks to limit possible usage without permission.

Try putting yourself in our shoes: what will you do if you will see your pictures printed on souvenir t-shirts that are for made for sale? Or when you see your photos on banners or advertisements? They are earning, you are not.

So, maybe next time you see a photo with the owner's watermark on it, instead of looking at it as an eyesore, try appreciating the effort that was put to capture it, because without these pictures, special or not, internet life would have been boring.

They may be eyesores but they offer the best protection for the artist's or photographer's rights. Especially, in this country who undermines copyright ethics--we need to do the most obvious, prevalent and fool-proof protection.

That's where "All Rights Reserved" of a media material comes in. Because all rights of the owner to the media have been reserved. Naa right ang tag-iya sa picture kon unsay distribution, duplication, etc etc.



So basically, before judging them as eyesores, I hope some of them would think of putting themselves on their shoes first.

what's with all the watermark in the photos? there's nothing special in many of these photos.

Copyright. Most of them are susceptible to copyright infringement, most especially those who use the photos without the permission.

Whether it is something special or not, the owner of the media has the right over it since under the Philippine law, all media that is posted on the internet ARE ASSUMED to have a copyright. Even if it looks fugly or very common, since the photo was created by the photographer, he still have rights to do so.

The watermarks are just precautionary measures in an event that it'll be used unscrupulously, the owner has a strong evidence against the plaintiff. Because if the person used the photo knowing that someone owns it, ergo it is deliberately disregarding the copyright. Other than that, its also a medium for promotion and ownership.

haha. as if the cost of copyright litigation over these ordinary photographs is worth it. to me these types of watermarks are an eyesore. there are more subdued ways of using watermarks to protect copyright.

True true. It is indeed an eyesore. But this is the most vulgar way to say, "please do ask permission from the owner before using it." But anyway, one thing about it, there are simple photos that sometimes become one of the best--beauty is subjective. That is why, it is assumed that all photos are worthy of copyright protection.

pede ra man seguro gamay ra gud to establish ownership sa picture.. either anha sa kilid sa pic but not on the front na jud sa pic...

it doesnt make sense taking good pictures unya ma obstruct lang sa watermarks.... di na noon ta kahbaw if nag take sya sa picture or nag advertise sya sa iyang kaugalingon.

para sa akoa its ok to have watermarks but moderate it na lang... sayang ang picture...

I guess, the win-win solution here would be putting subtle watermarks. Adding the transparency rate of the watermark and embed it. And I guess, the size of the watermark should be taken consideration as well, not to overpower the image itself.

But alas, Philippines doesn't have much consciousness over intellectual property rights, therefore even artists lament the watermark treatment as well.

Hehe. Thanks! Suway-suway ra man submit. Will do a Cebu one when I get back.Dili man amazing ilaha skyline diri pero neat lang gyud ang lugar. It's also a relatively small city here and living conditions are much better than the large cities. And I'm lucky to have found a cheap apartment with this view.

OT: since separation of church and state is but a fairytale in the philippines, i think the next congress should include taxation of churches and religious groups in their agenda

just wait for any news announcement. it maybe temporarily opened noon of
may 8 to noon of may 9, in conjunction with the launching of the SRP ... DPWH
has agreed already but we are still ironing out the conditions ... for safety and
security. don't know the status of their preparation, i'm in manila. but it
pushes through, it will be announced in the newspaper.

the incident occured at around 1 in the am. so, this is obviously what this worker wore to sleep. unless of course there is activity in the area 24/7.

correct bai........ pero you know our tourism and airport officials is working hard for it.. labina nato si former DOT Regional Director na si Dawnie Roa... dako kaayo to syag effort.. but unfortunately.. babagan daw sa mga policy makers didto sa Manila..........

Wa may problema sa airline kay they are willing to gamble.. like for example kadto unta proposal sa Lufthansa for a direct flight to Cebu... wala jud to madayon kay perte jud babag sa mga taga Manila....also with PAL ang Cebupac...mobabag sad sila. :ohno:

-Is this the same with the news I heard (not a long back) that NAIA (or whatever the Manila airport's authority called) will take control over of MCIAA? Does anyone have recent news of this?

thats money matters. those kinds of business generate a lot of money. why would they allow other people especially in the south benefit from it. they'd rather want it for themselves.

a federal state of Cebu would be a better solution. coz the state will have more control over themselves.

-Profit is one but the most obvious is politics and bureaucracy. It's really hard to tame it but I guess having more control of our own is a wise solution, I believe.

cebu must speak for itself. there is also cebu envy among the visayan and mindanao islands. if they like to join our cause then theyre most welcome. we might not attain the status of a federated state but at least give cebu an autonomous status.

Leaving my house in labangon at 5AM to reach Bogo San Vicente Church, the other house is just beside on a Saturday. :) after Danao sirit na basta way fiesta in between nga maagian.

Certainly not ofcourse but the road infrastructure is being built now in Cebu according to it's needs right? Why build something that is designed for 10 million when the population itself is 1.8 million? It's similar to what we have discussed before about BRT vs LRT? Alot of our experts here in Cebu like Mr Zidlakan mentioned something about why BRT is wiser for CEbu instead of LRT, it's more cost effective and it addressed what is currently needed. Because if something is built excessively wouldn't be really wise.

-I've been into a country smaller than the Philippines or a little bit bigger than Cebu yet I saw 6-8 lane roads and the width is at international standards. And if we just base them on population, MM's inhabitants could be 4-5 times more yet they are building massive freeways. More to that, they are also making 4 lane overpass (not just one but 4) while the other end has no roads to go no where. The point is, they are making roads, infrastructure not just for the benefit of today's populace but for the 10-20 years to come. This is the main problem and the main hindrance when we tried to expand our roads. There's no way to expand it because there are already businesses on the sides and the so called road right of way. We all know that the population is growing so fast and there's no way that it will decline in a year or 2. There's no point of building smaller roads just because the population for now is just right for it, at least IMO.

-I cannot top you with such speed though I understand with the time, since it's not a rush hour yet. But I'm still interested to know your speed in travelling that far. I just can't arrived in Bogo on that time frame even coming from Talamban.

BTW, my parents are from Bogo. cheeers..!!

Not all states in the US gets taxed twice. I live in Florida and I only pay the federal income tax (and so does the states of Alaska, Nevada, South Dakota, Texas, Washington, and Wyoming), we have no state income taxes since we get that funding from the "tourist tax" (from hotel rooms, restaurants, theme parks and local attractions, etc.) that they pay whenever they come visit Florida. Perfect. :) Thanks for the example...
I think its not about if there will be two taxes (federal and state). the biggest benefit being a federated state is that the state controls most of its money. i think the amount of money that will stay with the state is bigger than what is given to the Federal Gvt.

I think one problem with the current system is that the money goes through many hands. money is sent to the national government then divided and sent back to the provinces as IRA (internal revenue allotment). i dont think its very efficient coz its prone to corruption.

ARMM is as they say autonomous, but they still have IRA.

The German people today are crying foul for doling out money to rescue an underperforming Greek economy...

for under performing states. it should be gradual. in its first 5 years 50% of its income will come from the Central Gvt. then 10years will be 20%. sakto c @mercato. its either sink or swim.

try to play simcity. if the city is not well managed. for sure you wont have that big population. people tend to migrate to well managed cities. well managed cities means more income!!!

Federalism will give birth to the culture of innovation for our leaders.

THE South Coastal Road tunnel will open on May 8 to 9 to allow vehicles immediate access to the South Road Properties (SRP) where several activities will be held during Sunday’s grand launching of the SRP.
But Cebu City Mayor Tomas Osmeña said only light vehicles would be allowed to pass through the tunnel.

He said the opening of the tunnel would only be temporary. “We have the approval to open the tunnel, 24 hours only, for the launching of the SRP,” the mayor said.

The tunnel will be open from noon on May 8 until noon the next day.

Filipinos, fragmented as we are, still believes in the spirit of bayanihan. Other siblings can start to support that kid until he learns to grow up. If he still fails to grow, then fusing him to one of his siblings is the best option.

Three British scientists shocked the world when they revealed on May 16th, 1985 - 25 years ago - that aerosol chemicals, among other factors, had torn a hole in the ozone layer over the South Pole. The ozone layer, which protects life on Earth from damaging solar radiation, became an overnight sensation. And the hole in the ozone layer became the poster-child for mankind's impact on the planet.


Today, the ozone hole - actually a region of thinned ozone, not actually a pure hole - doesn't make headlines like it used to. The size of the hole has stabilized, thanks to decades of aerosol-banning legislation. But, scientists warn, some danger still remains.


First, the good news: Since the 1989 Montreal Protocol banned the use of ozone-depleting chemicals worldwide, the ozone hole has stopped growing. Additionally, the ozone layer is blocking more cancer-causing radiation than any time in a decade because its average thickness has increased, according to a 2006 United Nations report. Atmospheric levels of ozone-depleting chemicals have reached their lowest levels since peaking in the 1990s, and the hole has begun to shrink.


Now the bad news: The ozone layer has also thinned over the North Pole. This thinning is predicted to continue for the next 15 years due to weather-related phenomena that scientists still cannot fully explain, according to the same UN report . And, repairing the ozone hole over the South Pole will take longer than previously expected, and won't finish until between 2060 and 2075. Scientists now understand that the size of the ozone hole varies dramatically from year to year, which complicates attempts to accurately predict the hole's future size.


Interestingly, recent studies have shown that the size of the ozone hole affects the global temperature. Closing the ozone hole actually speeds up the melting of the polar ice caps, according to a 2009 study from Scientific Committee on Antarctic Research.


So even though environmentally friendly laws have successfully reversed the trend of ozone depletion, the lingering effects of aerosol use, and the link between the ozone hole and global warming, virtually ensure that this problem will persist until the end of the century.

The opening of SM Prime Holdings' Radisson Blu Hotel Cebu has been moved to September from its original date in July, an official said.

Grant J. Gaskin, general manager of Radisson Blu Hotel Cebu, said construction delays prompted the change in launch date.

“We are at 75 percent complete in the construction stage but the 25 percent remaining will really make a huge difference to what you are seeing right now,” he said.

Gaskin added that the core manpower requirement of the hotel—management personnel and service crews—was already in place.

“We have already hired around 390 people, who include the core management people, but we expect to grow this number once we are fully operating.”

During his last visit to Cebu in January this year, SMPHI president Hans Sy said that they have spent around P2.8 billion for the renovation of the former Sheraton Hotel, which never started operations.

“This hotel has about 400 rooms and is turning out to be better than the five-star hotels we find in Manila,” Sy said.

Gaskin said the lobby of the hotel was meant to make an impression on visiting guests.

“This will be a corporate and conference hotel, so the lobby in itself is already set to accommodate at least 600 seats for those who would like to have business meetings there. Expect also conference rooms with state-of-the-art facilities in the hotel.”

With Cebu's industries booming and fast reviving from the recent global economic melt down, Gaskin said they are very optimisitic about the hotel’s prospects.

“We are confident about the industry and whole economic health of Cebu and we are very excited to finally launch and offer our services to Cebu.”

A halo (ἅλως; also known as a nimbus, icebow or Gloriole) is an optical phenomenon produced by ice crystals creating colored or white arcs and spots in the sky. Many are near the sun or moon but others are elsewhere and even in the opposite part of the sky. They can also form around artificial lights in very cold weather when ice crystals called diamond dust are floating in the nearby air.

There are many types of ice halos. They are produced by the ice crystals in cirrus clouds high (5–10 km, or 3–6 miles) in the upper troposphere. The particular shape and orientation of the crystals is responsible for the type of halo observed. Light is reflected and refracted by the ice crystals and may split up into colors because of dispersion. The crystals behave like prisms and mirrors, refracting and reflecting sunlight between their faces, sending shafts of light in particular directions.

Atmospheric phenomena such as halos were used as part of weather lore as an empirical means of weather forecasting before meteorology was developed.

Other common optical phenomena involving water droplets rather than ice crystals include the glory and the rainbow.

Yeah, we passed that tunnel... very long... 12 kilometers to be exact nga way putol putol. And before and after that 12 kilometer stretch, daghan pang shorter tunnels... A very risky method but they've done it knowing that Taiwan is an earthquake prone country...

^^My say on federalism, I guess, it is better for Cebu government to make a secret deal with Aboitiz to build battle ships. Then, when all things are set, let's propose federalization once again, and if things won't work in a diplomatic way, let's try a little more harsh way.

Anyway, in my knowledge, Philippines only have remote controlled aircraft for air force and outriggered boat for navy. As for Philippine Army, nah! The generals are not that ballsy to fight. They are more interested in selling guns and ammunitions, than to bleed. They can not even wipe out the extremists in Basilan.

22º radius halos are visible all over the world and throughout the year. Look out for them (eye care!) whenever the sky is wisped or hazed with thin cirrus clouds. These clouds are cold and contain ice crystals in even the hottest climes.

The halo is large. Stretch out the fingers of your hand at arms length. The tips of the thumb and little finger then subtend roughly 20°. Place your thumb over the the sun and the halo will be near the little finger tip.

The halo is always the same diameter regardless of its position in the sky. Sometimes only parts of the complete circle are visible.

Much smaller coloured rings around the sun or moon are a corona produced by water droplets rather than ice crystals.

High cirrostratus cloud forms the halo and this same cloud is on the advancing edge of warm fronts with their associated heavy rain. If a wind stirs from the south west, the sky becomes hazy, a halo forms around the sun which is then dimmed and finally obscured by increasingly thick cloud then rain is likely within a few hours. But many halos are not associated with frontal systems and to see one is not a reliable sign of bad weather. They are things of beauty, not bad news.

"tabonon" in cebuano means brown. so "yutang tabobon" can be loosely
translated as "brown earth" or "brown soil" or "native land" (kay mga brown man
tawon ta, di man ta puti o itom, he he he) ...

Wow great work. Is the SRP tunnel the only one in the whole Philippines??? Or maybe the longest?

There are many tunnels in the Philippines na. The first road tunnel is somewhere in north Luzon, I forgot the name basta it's just short and it passes through a hill. I saw a circa 1980's photo of it..

And then there are also tunnels in QC, Makati, etc.

Masnindut kung ma tiled walls kay easier to clean. Kinahanglan mabutangan sign "NO LANES CHANGE" sa entrances sa tunnel area. The good thing ma bypass ang congested area sa city hall area. :banana: :)

I hope for more tunnels to come since we can no longer widen or reconfigure the existing streets of Cebu:

DPWH set the 10 kph cap because the road lights of every 2 meters are not yet
entirely in place. and this was the consultant's recommendation which they
approved. i respect the consultant's opinion because i admit they know better
than me in these matters.

as far as measurement is concerned, then we are guilty as charged. there is
no way we can check whether a car exceeds the 10 kph limit. but come to
think of it, there are thousands of kilometers of national highways in the country
and all of them have speed limits. i have yet to see some speed sensors in this
country, the ones i've seen in japan and singapore. we'll try to suggest to DPWH
and to PNP to buy speed sensors all over the country. if they can't or
won't, maybe we should do away with speed limits because these don't have
teeth anyway.

actually i was somewhat against this temporary opening because of the
conditions required and i thought we night end up being criticized again, but
other from the city and DPWH thought it might be good for the people.

i guess i was right ...

no objections to any of these. but i maintain the principle that any invest-
ment in the future should be economically viable, meaning the EIRR shall have
to be higher than 15%, which is the NEDA hurdle rate anyway. there are
approved methodologies of translating travel time savings and vehicle opera-
ting costs savings into economic benefit streams, so considering that tunnels
are roughly about P1 Billion per kilometer, we do have some indicators which
of the above maybe feasible in so many years from now, considering low,
moderate, or high economic growth.

a few notes/comments. see the ceiling lights? these are supposed to be 2 m.
apart. now i think its 10 m. apart. they have to complete this before the
tunnel would be permanently opened.

also note the overhead ventilators. these are environmentally automated -
when the air quality inside the tunnel goes below a certain level, these automa-
tically turn on. there is also a central control room located at plaza indepen-
dencia (ground level) near malacañang.

over the country cause it would be unfair again if selective ra ang butangan.

there are radar speed sensors or optical speed sensors. there is also a GPS-
based speed sensor, but this is way beyond our capability to purchase. we
can only propose, i really don't know if they will buy even if we suggest it. if
we consider the cost of putting up speed sensors all over the country, it
might involved billions of pesos and i don't know if the national government's
priorities will allow it ...

in FBGC? if it's government, then this is another case and proof of bias of
government - why only FBGC is provided with such technology. why not

Who envisioned the present tunnel and the srp diay? I also have read that tommy has no interest on the plaza's rehab some time ago. Bitaw oi, di mana makaon sa mga tao ang plaza so better leave it to interested or concerned parties or DOT. And they should consider pavers rather than grass while the landscaped area fenced like that of plaza sugbu ot the cathedral grounds.

Back to the tunnel, I guess it isnt completely done yet. Not painted or tiled (walls), No ventilations and artworks or mosaics. Is it monitored by radar and cctv cams?

I guess tunnels would be better in lieu of flyovers. And no more pedestrian bridges please. people dont use them anyway and too tacky with all those political slogan and names like ipadayon ang churvaness etc.

Cebu should prioritize parks and greens if she really wants to be the most livable city in Asia by 2015. That Mayor Tom has no concerns on the Plaza is like a nail on the coffin of this dream. How much time will people take before realizing the importance of parks to cities?

I hope the current delays in the funding of the plaza rehabilitation will turn out as blessings, coz I really hate the new design they proposed. Too modern and radical that it seems to have stamped out all historical value of the place.

Anyway, going back to the tunnel, how will the tunnel be guarded from bystanders and bad elements who might be thinking of using the tunnel as their lair? I'll hate to see some adhesives-sniffing low-lives in the future.

well, it's designed to attract a specific market niche, and if you don't like it,
you probably isn't the market or part of the market ... :) it may look like a
boring subdivision (to you and to us) but it's designed as a high-end (as in
very high-end) residences ... i've met and talked to the american architects,
quite reputable in their field, i don't think they made a mistake. if its activi-
ty you want, please wait for the details of Pond F (the seaside portion of the
FilInvest property. what you see more in that rendering is the residential (JV)
portion which actually is in accordance with the original concept plan.

by the way, just note ... middle left portion - there's actually a central park
in front of what might be a church or a stadium (i forgot). also note at the
top portion (near Pond C) is the proposed BRT alignment which will pass through
SM and exit to the mambaling access road. the Pond F details seem to be very
exciting from the talks i've heard but they're still finalizing. anyway, abangan.
but the way i look at it, it might achieve what mayor osmeña's ultimate game
plan for the SRP, and for cebu for that matter. i'd really like to share it here
but it might elicit criticism from non-cebu residents, and most especially from
people of the capital city. ako na lang i tagsa-tagsa ug message nya sa
interesado with the promise that you won't publich it ...

belongs to the cebu port authority, by a technicality which, in my opinion, might
be amended, depending on the parties concerned. what i mean is that if we
have a sympathetic new president, ... who can influence who the members of
the CPA board will be, then we can ask that that area be turned over to DOT
or PPA or the city government to be made into a park. or, even under the
current regime, CPA can make that into a park (it already was designed as one,
the seaside part) if they are into it. i know it doesn't have a title yet, but in

Actually mao na ilang plan sa 40 hectare na joint venture.. Pero naa sad na sila lain plan for the 20 hectare of FLI property located at the front.

i was at SRP yesterday. although naay political rally pero ok ra man kaayo. wa may pinugsanay didto. i even see lot of Gibo supporters nga misuroy. klaro kay sa wristband ug sa mga stickers sa ilang cars hehehe... iyahay ra ang mga taw ug enjoy ug asa sila.

yeah me too.. was part of the run, seemed everyone enjoyed the whole launching/rally. i see lots of people of all walks of life. be it with cars, or those who dont have. unfortunately, one might say hakot, but the other side of the coin, theres no public transport transversing to SRP. So if theres no "hakot" only those with cars can go? well, i think our mayor is just following our city's businessmen. kung naay sale sa Ayala, they will give free rides from IT or SM or even parkmall.

dont get me wrong, Im not from Cebu city so i dont favor any politician. im just saying, if you want people of all walks of life to emerge in one place, have a good time, and most of all listen to you, well he made a heck of a job! :)

Ang tunnel dri sa NYC naay police outpost on one end and a police station on the other end dedicated to the tunnel security. This is true to all 4 car/truck tunnels leading to NYC. During rush hours, the tunnels have manned police outposts/cubicles at intervals on both directions with radar check and light indicator on the ceiling, notifying the drivers of the traffic flow ahead.

well, it's designed to attract a specific market niche, and if you don't like it,
you probably isn't the market or part of the market ... :) it may look like a
boring subdivision (to you and to us) but it's designed as a high-end (as in
very high-end) residences ... i've met and talked to the american architects,
quite reputable in their field, i don't think they made a mistake. if its activi-
ty you want, please wait for the details of Pond F (the seaside portion of the
FilInvest property. what you see more in that rendering is the residential (JV)
portion which actually is in accordance with the original concept plan.

by the way, just note ... middle left portion - there's actually a central park
in front of what might be a church or a stadium (i forgot). also note at the
top portion (near Pond C) is the proposed BRT alignment which will pass through
SM and exit to the mambaling access road. the Pond F details seem to be very
exciting from the talks i've heard but they're still finalizing. anyway, abangan.

i drive by a shorter tunnel every day here in long beach but its much wider due to an extra lane for emergency breakdown. speed limit is 40mph cuz its wider two lane tunnel in each direction. puede ra siguro na kay mas hinay man ang flow sa traffic but isnt that the purpose of the tunnel to increase the flow of traffic in some congested streets?

Sayang bitaw na majority sa space sa FLI is residential. Would a perimeter fence surround it?

It would have been better if the residential area was confined to a very small space that would be occupied by ultra-highrise buildings (to maximize space). And then a big portion for a central park, highrise buildings for banks, BPOs, call centers, corporate headquarters, etc.

Anyway, I hope that the SRP will house the biggest IT Park & Cybercity in the Philippines, one that will house all call centers and BPOs in the Philippines under one location..

Google, please move out of China and transfer to Cebu. There's no censorship here. :banana:

They way I understand it, perhaps it's going to be like this:

1.) FLI will handle the residential and entertainment component of the SRP;

2.) SM will put up the mall, hotels, convention center, etc.

3.) AYALA will put up the CBD, IT Park, etc.

4.) remaining lots for UP Campus, new city hall, hospitals, etc.


heheheehe.... they should start reclaiming that unfinished portion of the SRP (the lagoon).. pwede pa na ibaligya sa MEGAWORLD or any Dubai or Hong Kong based developer..

Cebu falls to 2nd place in top tourist destinations

With only a three percent growth in its tourist arrivals, Cebu dropped to second place in the the top tourist destinations in the country as of the first quarter of the year, the Department of Tourism’s (DOT) quarterly report said.

Cebu came in second after Manila.

Cebu had 435,087 tourists while Manila has 437,170.

In 2009, Cebu was the top destination while Manila was third.

During the first quarter of the year, Manila’s number of tourists increased by 37.10 percent. The DOT credited the growth to more international and local meetings, congresses and conventions, as well as special events organized by major companies and organizations in the capital.

New spots

The opening of new spots in Manila like the Manila Oceanarium, the Newport Entertainment City and the visits of more cruise ships at Manila South Harbor also attracted more tourists.

In Cebu, top markets included Korea, with 28 percent; Japan, 23 percent; USA, with 10 percent; and China, 6 percent. Due to aggressive promotions by the DOT during the Chinese New Year in February, more than 1,950 Chinese visitors arrived in Cebu through 15 charter flights from Shanghai and Nanjing in China.

But the department is still positive on the growth potential for Cebu with more hotels and resorts opening up in the province.

Packages

DOT said Cebu will see growth in tourist arrivals as more flights are added and entrepreneurs offer more organized island tours and packages.

Innovative young businessmen are also improving existing tour packages like enhancing heritage tours to all allow tourists to experience the cultural and historical aspect of the city, the department said.

Other tourist destinations in the country also increased their tourist arrivals for the first three months. Camarines Sur became the third most frequented destination with 348,139 tourists, DOT said. American tourists still make up the biggest bulk of the market in Camarines Sur, with a 17.96 percent share.

Promotion

The number of tourists going to Boracay Island, meanwhile, grew 20 percent to 190,094. Koreans still remain the major tourists in the island, with a 28 percent share of the market.

Puerto Princesa City, meanwhile, saw a 23 percent increase in foreign tourist arrivals as the DOT and its local government unit promoted the Puerto Princesa Underground River. The launch of the Puerto Princesa City and Busuanga flight also allowed more tourists between the destinations to visit more attractions in Palawan.

Bohol increased its tourist arrivals by 4.20 percent, with the Chinese accounting for 19 percent of the market.

of course this latest news ought to motivate cebu authorities. but what i see here is healthy competition among the country's tourist destinations. this is what the country needs.

if mcia is open for the us, canada and the eu directly mas mo increase siguro ang tourists arrivals sa cebu. kaso if they land in naia doon na sila maglakwatsa kay sa mo connecting flight pa sila. mactan cebu must be open to the world and not just an alternate international airport.

if the philippines is classified as a category 2 thats because there is only one airport evaluated for american air transportation standards. what about the rest of the country which might be able to manage an airport better than the capital region.

ELECTION OBSERVATIONS:


I went to the polling place at 8AM. Was given a priority number. I was number 257. Currently being served was number 30. An hour after it was still number 30 so I went home.

I went back to the polling place at 12 Noon. Number being served was already 100 so I waited.

It took 5 hours for my number to be called. Meaning, in the five hours that I waited, the clustered precinct served only 157 voters!

My observations:

1.) Various precincts were clustered together to form one big precinct which was served by only one PCOS machine. This simply won't work.

2.) In that clustered precinct where I voted, there are 990 who are expected to vote. When I left a few minutes ago at 5PM plus, only around 160 plus were served. One hour more to go before the voting stops and they have still not reached 51% of the voters expected to come.


3.) The clustered precinct served an average of only 30 voters per hour! That's too slow. Some even commented that they might be able to vote next week yet!

4.) There were some voters who took 30 minutes to vote (from shading the ballot, to smelling the paper, to touching it for the first time, gazing and looking at it as if it was the first time they saw paper, laughing and giggling with their companions, etc..etc..)


Recommendations: (for my barangay and some others out there that encountered the same problem)


1.) Do away with the clustered precincts. Divide the clustered precincts back into their original and smaller form and put more and more PCOS machines. Would be better if there's a standby PCOS machine to replace a PCOS Machine that bogs down.

2.) Field plenty of volunteers who can act as ushers to guide voters and make them fall in line. If political parties and NGOs can field poll watchers, then I bet it should be easy for them to field ushers in the precints.


I guess that's just it. What made the lines so long are the clustered precincts served by only one PCOS Machine and some voters who took more than the allotted 8 minutes to cast their vote. And they were not even seniors! Some were observing the paper, some were touching it as if it was the first time they saw paper, some were still deciding on the spot who to vote, etc.

Here's mine from Cluster 21, Bankal, Lapu-Lapu City:

I went to the polling place at 9AM. I knew my precinct number but everyone I asked for directions told me to get my cluster number. It should have been in the voters' list, but then, for an unexplained reason, the voters' list was incomplete! Some of my relatives who voted ahead of me told me to go to a tent by "poll watchers" of our incumbent mayor, ask for a sample ballot (for the mayor's party slate) then they'd write all my needed info on it: voter's number, cluster number. The next instruction made my jaw drop: "Inig human nimo ug butar, papirmahi sa BEI ang imong sample ballot, dayon adto sa pikas tent, ipakita imong indelible ink ug ihatag ang sample ballot para makadawat ka ug pahalipay!" (Rough translation: After you vote, let the BEI sign your sample ballot then go to the other tent, show your finger with indelible ink and give the sample ballot to receive a "token")

.So I lined up to my clustered precinct. It was so hot!

.More than a hundred were ahead in the line.

.There were no priority numbers!

.When the next batch of voters were called, there would be mini-stampedes!

.After two hours, our line has moved by only a meter! I left mom and dad in the line, I went home, and freshened up since it was as if I was wet by rain!

.When I was back a few minutes after, the line has barely moved. I then discovered that a lot of voters cutting in line (line/queue jumping, butting, barging). How rude!

.The experience was better since I was my dad and mom. So we took turns in taking a break from the stand-a-thon! I can't imagine how the experience would have been if I went there on my own.

.It was past noon when the officers decided to give out priority numbers. But they only gave 100! So we'd have to stand and wait for when the priority numbers would reach us! They should have prepared priority numbers for all the 1,000 registered voters assigned to the clustered precinct so that we could do what we need to do (restroom, lunch, etc.) when we need to!

.As I was sitting on the holding area before I could vote, I saw how those in line were very outrageous and impatient, to think that it was already cloudy so it wasn't hot anymore, unlike when we were still lining up in the morning where the sun was shining, unobstructed! There are really some people who are self-centered and who lack manners.

.By 4pm, I was able to vote without a hitch, except that my hands were shaking as I shaded the ballot (I skipped lunch just so I could vote. I love my country! I am hopeful of the outcome of this Elections!)! That's probably because of hunger and fatigue! Standing under the heat of the sun for seven hours is not funny.

.As I inserted my ballot, I made a sigh of relief when the PCOS machine flashed "Congratulations" on my first try! I then saw that I was voter #468. That means, 432 voters have not yet cast their votes and it was only 3 more hours 'til the precincts would close!

.All-in-all, I consumed two liters of C2, 1 liter of water and 1 cube of hopia while standing up waiting for my turn to vote!

.After the "Calvary-like experience", I am so happy to be part of history!

just another observation. on the positive side.

i went to the polling center around 8:30 with my father and mother. they voted
in less than 20 minutes, thanks to their age and the quick-mindedness of the
BEI's who simply allowed senior citizens to vote without lining up or getting a
priority numbers. c'mon ato na lang gud na'ng pasagdan na'ng senior citizens
nga mag-una-una ug di mo linya, gamay ra raba na sila unya maluoy pod tawon
mo maglisud na man saka akong amahan sa hagdan, he he he. if there's one
thing i admire about this elections, it's the respect for the senior citizens in
allowing them to vote without hassle or easing up the effort. of course, not
all polling precinct/BEIs have the same situation. what about in yours?

me? i could not even find where they give out the priority numbers!!! ha ha ha
talk about management. this is localized of course, and case to case - i see
some precincts with good management systems; others seem to be clueless
as to what they're doing he he.

i went home came back at 3 pm. oi ... he he, they did away with the priori-
ty numbers and had the people simply line up. seemed to be a better system
people were toeing the line and seem less frustrated. at least its moving.
and my good luck - i'm the only one in line for my precinct, he he he - our
BEIs must be good.

took me under 4 minutes to vote. i asked how many were rejected so far.
the BEI said 4 ballots. i looked at the count - i was 602nd voter. i asked
them how many were registered in this precinct - they said 834. i mentally
counted and told them - you'd be finished by 5:30 ... i hope ... unless there
will be voters who are thinking of voting at 6:00 or 6:59 PM. who knows?
there are natural pasaway from among us, he he he.

my point is - despite the initial hiccups, the PCOS are fast. and voting was
fast, well within the 8 to 10 minutes they estimated in their time and motion
study. its also dependent on BEI management. once the initial difficulties
were overcome, the system seems to hasten up. this morning, looking at
the crowd and the heat and the anger, i thought this can't finish on time.
but after voting at 3 pm, i think it can, by 7 pm (as extended).

next stop - i will really seriously, strongly, and wholeheartedly suggest, for
2013 - that they will allow online voting! if banks allow financial transactions
and credit card payments online, they must have trust in the system. ako,
i'm willing to take the chance. harun di na tawon ko molinya, he he he.

well, this is where you stand at the crossroads and have to choose between
the narrow, straight, and bumpy road and the wide, snaking, and smooth road.

did they actually say that? did the BEI sign your sample ballot? i wouldn't
ask the third question on whether you got your pahalipay cause the previous
two questions will suffice. if the answer is true - then it is your duty to
report the same to the authorities and even sign an affidavit because clearly
this is an election offense. if you'd rather not, well, this will be repeated and
repeated in the elections to come ...

duh. why would you be disheartened? as if you've invested anything substantial to cebu's tourism, except perhaps for your emotional pandering, which doesn't mean much really.

of course this latest news ought to motivate cebu authorities. but what i see here is healthy competition among the country's tourist destinations. this is what the country needs.

If you're asking, the answer is yes, I have vested interest in Cebu's tourism. Yes, I am deeply concerned about it.
But yes, to explain. I was posting it for information's sake; information which I deemed relevant to this thread and forum. Then the comments after are, of course, my own thoughts and reaction to the article. And I do agree with you and also see it as healthy competition between the destinations. It's just that I'm rooting for Cebu more than any place else. Hehe. It's like wanting football to become famous in our country but still rooting for your own team to win.

Thanks for the reaction anyway. It means much to me. It matters more to this forum than my emotional pandering.:)
