AN official of One Cebu Party yesterday said they have strong evidence that will convict Rep. Tomas Osmeña (Cebu City, south district)on a criminal case filed before the Commission on Election (Comelec) by Gov. Gwendolyn Garcia.
Capitol consultant Rory Jon Sepulveda said the governor is confident the Comelec, after conducting a preliminary
investigation, will file the case against Osmeña in court so he will face trial for election offenses in relation to the billboards put up at the South Road Properties (SRP) in Cebu City, where he served as mayor.

The complaint, received by the Comelec law department in Manila last June 4, accused Osmeña of committing at least six separate and distinct counts of election offenses defined under Section 261 (0), Batas Pambansa Bilang 881; and Sections 3 and 9 of Republic Act 9006 or Sections 8 and 21 of the Comelec Resolution 8758.
Sepulveda, who gave reporters copies of Garcia’s complaint against Osmeña, said if the former mayor-turned-congressman will be convicted of the crime, he will face imprisonment and will be banned from holding public office for life.
But Osmeña doesn't see anything wrong with the signages that were put up at SRP before the election, saying they were not used as a political propaganda against Garcia.
Osmeña also denied being the one behind the putting up of the signages.
“She is concerned about a sign and go to jail? Doesn't she care about what she did, buying property that is underwater using P100 million of the people's money? She should be the one to join her dancing prisoners. How can she ignore the recent rejection of her constituents from Talisay all the way to the south?” he said yesterday, referring to the P98-million Balili property that Capitol purchased.
“In the first place, I did not put the sign myself but we enjoyed it very much. Is that a crime?” Osmeña added.
One of the signages installed at the SRP read: This way to S.U.P. (South Underwater Properties)—apparently a dig at the Balili lot controversy wherein Capitol purchased properties that were partly underwater in the City of Naga.
Another read: “A proud blunder of Gov. Gwen Garcia ‘I’m sorry,’” and another read, “Your provincial taxes at work!”
Contrary to what people said, he does not believe the signs were against Garcia.
These were also not political propaganda, he said, because these were installed in Cebu City, where Garcia was not a candidate for any local position.
He also asked why it would be considered a crime to name the officials who initiated projects that are allegedly anomalous, when there are infrastructure projects and government properties bearing the sign “This project is through the efforts of...”
“Oh, it's not an anti-Gwen signage. It's simply factual. Let the reader judge. Is it or is it not her project? Did she not say I'm sorry? Didn't she use government funds? I don't think it can even be technically called political propaganda, because the signs were installed in Cebu City, where she was not a candidate,” Osmeña added.
Garcia, in her complaint, said about eight days before the May 10 elections, three billboards, about four feet by 12 feet, were installed on the center island of the road SRP allegedly per Osmeña’s orders.
The complaint added Osmeña openly admitted the billboards were installed upon his orders and instructions.
Garcia, in her complaint, added the installation of the signage on a highway “clearly served no other purpose than to openly and publicly humiliate, ridicule, defame, discredit and incite public contempt” for her. She was seeking reelection as governor for her third and last term.
Sepulveda said they attached in the complaint the affidavits of witnesses, pictures of the signage/billboards and published news items, where Osmeña admitted he was the one who ordered the installation of the billboards. (EOB/LCR)

That was Magsaysay I believe who died in a plane crash not so long after he was the newly elected as president. I think Magsaysay is a tagalog but his being iliterate (or perhaps lacking higher education, i'm not sure) was never an obstacle in becoming a president, A well respected one just like the former Osmena.

Cebu is no. 21 in development

For some time now, the United Nations Development Program (UNDP) had been preparing a report which compares the level of achievement of each UN member states using a single measure. Named the Human Development Index or HDI, this index has three distinct measures representing three basic dimensions. The first is a long and healthy life, as measured by life expectancy rate at birth. The second is knowledge, measured by the adult literacy rate (with two-thirds weight) and the combined primary, secondary and tertiary gross enrollment ratio (with one third weight). The third and last is a decent standard of living, as measured by GDP per capita in purchasing power parity (PPP) terms in US dollars.
To get the HDI, an index is also computed for each of these three basic dimensions. An average of the index of the three basic indicators will now represent the summary measure of human development called the HDI.
In its 2008 Human Development Report, the UNDP presented the 2005 HDI rankings of 175 states . The HDI could be calculated along with the Hong Kong Special Administrative Region of China and the Occupied Palestinian Territories. Insufficient data prevented the calculation of the remaining 17 member UN countries. In this report the Philippines placed No. 90 with an index of 0.771. Over time, the Philippines was successful in raising its HDI level, from only 0.655 in 1975 to 0.692 in 1985, 0.739 in 1995, and 0.758 in 2005. This is not so, however, in terms of its ranking because according to the Philippine 2008-2009 Human Development Report, the country’s 90th place in 2005 covered in the 2008 UNDP HDR was actually six places down since the preceding computation when it was ranked 84th. This means that while we improved our HDI in some way, many other countries were improving theirs in a big way, leaving us behind in ranking.
It is interesting to know what the 2008-2009 Report has to say about different provinces of the country. The Philippine HDR is actually patterned after the UNDP HDR. Where the latter presents the ranking of different UN member countries in terms of HDI, the former presents the ranking of different provinces in terms of its own computed HDI per province.
The HDI by province presented in the Philippine report varies only a little from the HDI presented in the UNDP report. One difference is the use of the average family income data taken from the Family Income and Expenditure Survey (FIES) to measure the standard of living because of the absence of data on gross domestic product at the provincial level. The second is the use in the Philippine report of the high school graduate ratio in the knowledge indicator instead of literacy rate together with the basic enrollment ratio at the elementary and high school instead of the tertiary, high school and elementary level used in the HNDP report.
What now is the position of each province in the country in terms of HDI? The Philippine report shows that the top positions are occupied by Benguet, followed by Rizal, Cavite, Batanes, Laguna, Pampanga, Ilocos Norte, Bataan, Nueva Viscaya, and La Union in that order to complete the top ten. In the lowest position is Sulu, followed by Tawi-Tawi, Maguindanao, Basilan, Lanao del Sur, Masbate, Sarangani, Eastern Samar, Zamboanga del Norte and Romblon in that order.
Interestingly, Cebu which Gov. Gwen Garcia claims is number one in the country simply because it has the biggest total government revenue or zero debt is not found at all even in the second top ten but in number 21. This shows that Cebu has a lot of catching up to do in terms of raising the per capita income or average family income of its people, along with education because it already ranked high at No. 6 in terms of the longevity or health index.
The other interesting information from the Philippine HDR about Cebu, which also claims to be the most progressive area outside Metro Manila, is that it has one of the highest ratio of income of the highest ten percent of its population to its poorest ten percent at 13.7 or no. 8 among all the provinces of the country, which is topped by Eastern Samar with a ratio of 20.9. The higher the ratio, the more inequitable the distribution of income.
Cebu just celebrated its 440th year anniversary. I think it is just fitting to know where it stands compared to the rest of the country in terms of development. Consider that when the Americans first conducted a national census in 1903, Cebu was found to be one of, if not the top most, populated province in the country. That means that at that time Cebu was relatively highly progressive compared with the rest of the country to be able to support such a big population. We don’t look at the size of population of a place as an indicator of progress now or we would be looking at China or India as the two most developed nations in the world, not the US, Japan or other rich countries in Europe. But neither is total government revenue alone or its debt level. The HDI is.

Here are some suggestions that are long overdue:
1.) Build a flyover at the intersection near the foot of the old Mactan Bridge to ease traffic flow;
2.) Demolish the old Mactan Bridge and build a new bridge with a bigger capacity, say a four or six lane bridge;
3.) Build a third Mactan Bridge (a tunnel would be better I think);
4.) Widen A.C. Cortes Avenue (that avenue at Mandaue City going to the old bridge), widen the sidewalks, put a center island and some railings at the shoulder (especially at the UCLM area) so that people won't keep crossing the road despite the presence of a skywalk;
5.) Acquire a property near UCLM and turn it into an embarking and disembarking area for jeepneys so that the jeepneys and the students themselves won't occupy almost half of the lane of A.C. Cortes Avenue;
*** and also, traffic lights should be installed at every intersection of the New Mandaue City (Mandaue Reclamation Area)

im not sure if we can afford to demolish an old structure which is still functional unless it is deemed unsafe. maybe build a parallel bridge to the old mactan 1 bridge. now you'll have two lanes in each direction.
they should just push through with the planned cordova-cebu city bridge without compromising the sea traffic on the port of cebu. i think a bridge is much cheaper and easy to build than a subway or tunnel.

just a comment. it's issues like this that need to be analysed deeper with
transport science rather than opinion. apparently, both of you think that you
are right, and you probably are, in your respective sense. but decisions to be
made shall be based on certain objective framework, and apparently, one of you
maybe right and the other wrong, against the backdrop of that framework. i'm
not saying who, cause actually i don't know - i have not made an analysis of
the matter yet, he he he

with all due respect to cutie, but infrastructure projects are not decided by laws
or bills filed in congress. try to cite just one good example of a facility which
was built because of a congressional bill. at the very least, laws (and the bills
these are filed with) facilitate project realization at a later stage since this will
involved the institutional framework of the project during its operation.
on the other hand, we can look at it positively. let's thank cutie she filed this
in advance ... it will make it easier later on when the regulatory framework will
actually be needed. but this will not initiate the project - it's a long way, yes,
but not because of congress but by the intricate bureaucratic procedure in project
development, funding, financing, and implementation. and this starts with
DPWH "proposing" the project and including this in their "medium term project
investment program."
now the question is, will they? or should they? and if yes, when?
theoritically, they will if its feasible - and by that i mean the official meaning -
there's a problem, its a real problem; alternatives analysis shows that this
particular project is the "best" and "most appropriate" solution to the problem;
there is funding, and there is financing (two different terms), and most impor-
tantly, the cost-benefit indicators for both financial and economic aspects
are met ...
now back to the problem ... what's the problem?
and by the way, please note - CONGESTION is NOT a problem, its a SYMPTOM
to a probable problem, same as a fever is to an infection. you don't cure a
fever, you cure the infection.

I meant every major intersection of Ouano Avenue diay in Mandaue Reclamation Area and not every intersection of the reclamation area itself, hehehe...I've been passing that avenue since 1998 and one thing I've noticed is that the road is very wide with highspeed 10-wheeler trucks and other vehicles using it...It's quite difficult for another vehicle to cross the intersection...Pa-ugatay jud...Ang uban mag blink2 pa sa ilang highbeam to signal to a crossing vehicle nga dili siya mu give way...That area there is getting busier now with the presence of Parkmall, CDU, and that soon-to-open establishment that looks similar to Makro...Lot's of accidents have also happened there mostly from vehicles crossing the intersection...If not a flyover on the busy intersections then perhaps stoplights would do....After all, there are also stoplights at the major intersections of Osmena Avenue at the North Recla although these will soon give way to flyovers...(sorry for the dots after every sentence of mine hehehe, I'm using my celphone and it doesn't recognize spaces after a period, hehehehe)

i know what you mean (not the dots, he he he), and i concur to one thing
which is especially true - there seems to be an abnormally high accident rate
at the mandaue/north coastal road.
this is what i mean by an objective framework - depends on the objectives,
and oftentimes, the decision matrix differ with each objective. if we target
safety, traffic signalling systems might be better, but at the expense of
travel time and speed. but if our objective is faster travel, traffic lights might
(and take note i said, "might") impede it (which i think is what sinjin meant).
it's the same issue with SCR ... sooner or later, we will have to deal with it
and make a decision. it depends on whose perspective, too, whether you're
a driver of a private car, a public transport driver, a public transport passen-
ger, a taxi driver and/or passenger,the government, or just the general public.
no single decision is ultimately right or wrong - there are gray areas in between.
for the government, it's supposed to be the general public's welfare or benefit
which is the governing rule ... well, at least, theoritically ... :lol:

Here are some suggestions that are long overdue:

Evident pa rin ba ang overwhelming support ng Cebu for former President GMA? Dito kc parang halos lahat galit sa kanya and they cant seem to appreciate the good things she did for the country. They cant seem to move forward and focus on more important things like economic policies and projects. One of the things I like in Cebu, inspite the fact that politicking is present, business is far more important than politics. That's why inspite of what's happening politically, Cebu is still moving forward.

15 killed, 48 hurt as bus slams into fence in Cebu

At least 15 people died when the driver of the bus they were riding on was forced to ram it against a concrete fence near a school in Toledo City Saturday afternoon, the third bus accident in Cebu in less than a month. Forty-eight others were injured in the latest accident.
Radio dzBB reported Sunday the incident occurred near the Uncrona chapel and the Don Andres Soriano National High School, as parishioners were preparing for a fiesta.
Bus driver Diosdado Requizo, 48, said the brakes failed forcing him slam it against the wall as the bus was as careening downhill at 5:45 p.m. Saturday. The impact wrecked the front and right side of the V&JA bus (GVG-145).
He is now detained at the Toledo City Police Station and may face charges of reckless imprudence resulting to multiple homicides.
Witnesses reported seeing the bus speeding shortly before the crash, prompting the police to verify claims that the bus was over-speeding when the accident happened. Initial investigation also showed there were some 70 passengers on the bus that could seat only 50.
Saturday's accident was less than two kilometers away from where a trailer truck crashed and killed four people on the eve of another fiesta on June 21.
On June 13, a tourist bus carrying mostly Iranian medical students and doctors fell into a ravine in Balamban, Cebu, killing at least 21 people, 20 of the Iranians. —Jerrie Abella/VS, GMANews.TV

According to the mayor he does not want to see vendors “die of starvation” if the city strictly prohibits them from selling their wares in the sidewalks, but he is only asking these people to also help clear the passage of any obstacles.
Rama said he even instructed the officials of the City Hall’s Department of Manpower Development and Placement to see how the city can help educate the sidewalk vendors on better ways to improve their livelihood.There are thousands of vendors occupying the various sidewalks of the city obstructing the passage of pedestrians, particularly in downtown Colon Street and some other nearby streets.
A few years ago officials of the City Traffic Operations Management recommended a massive clearing of the sidewalks in the city because the pedestrians could no longer use the sidewalks because of the vendors.
“My complaint is that there is no more space to walk and even if there is still a little space to walk through, you still can’t because it is fenced off with whatever material they have at night,” one complainant told City Hall.
Rama is planning to have a meeting with Ermita barangay councilwoman Maria Buanghug, the president of the Cebu City United Vendors Association, to help solve the problem of sidewalk congestion.
The mayor said one of his priorities during the first 100 days of his term is to improve the order of our streets and sidewalks.
Vendors sprouted in the various sidewalks of the city because the policy of former mayor Tomas Osmeña is that he will allow these vendors to stay in sidewalk if the owner of the concerned establishment will not complain against them.

THE first IMAX theater outside Metro Manila was unveiled in SM City Cebu last week.
Allan Florendo, SM Cinema assistant vice president for sales and marketing, said the theater’s grand opening will be on July 9, with “Avatar” as the first movie. The movie will run for a week.
“We are confident with the response of the market since Cebuanos already have a sophisticated taste. They are now up to date with digital technologies,” Florendo said in an interview shortly after the press screening of the 3D film “Under the Sea.”
In early 2008, SM Prime Holdings signed a deal with IMAX Corp. for the opening of additional IMAX theaters, following the success of the country’s first IMAX theater in SM Mall of Asia (MOA).
The IMAX theaters were scheduled to be opened in SM North Edsa and SM City Cebu in the third and last quarters of 2009.
“There was a bit of delay in the opening of the IMAX theater here because we wanted to make sure the Cebu market is ready for this digital technology. We really wanted to make sure that the timing is right,” Florendo said.
The SM City Cebu IMAX theater is the third IMAX theater opened by SM Cinema after SM MOA and SM North Edsa. After Cebu, the company plans to build another IMAX theater in SM Davao next year.
The IMAX theater in Cebu, which replaced Cinema 4, has a smaller screen than the one in SM MOA. It is 14 meters high, unlike the 22-meter screen in MOA, but it will have a clearer picture quality due to its use of a digital projector rather than film projector.
P100 million
The company set aside P100 million for the renovation. The IMAX theater in Cebu has 462 seats. Its viewing rates range from P350 for 2D films to P400 for 3D films.
Aside from “Avatar,” other films scheduled to be shown include “Under the Sea” (3D), “Inception” (2D), “Hubble” (3D), “Legend of the Guardians” (3D) and “Harry Potter and the Deathly Hallows” (2D).
Florendo said SM will also launch its VIP Club nationwide in the third quarter this year. The club offers special privileges to moviegoers.
SM Cinema’s nationwide gross sales from tickets sold in its 206 theaters, with a combined seating capacity of 127,000, reached P2.5 billion in 2008.

ACCENTURE Cebu will expand its information technology (IT) and business process outsourcing (BPO) services this year.
Manolito Tayag, country managing director of Accenture said, “With the growth of Cebu in the IT & BPO industry, we think that evaluating our recent services and expanding what we have would be best for the company.”
Accenture Delivery Centers in the Philippines, which operate in 10 locations including Cebu City, offer IT outsourcing, data and non-voice BPO and contact center services.
Other centers are in the cities of Makati, Taguig, Pasig, Quezon and Mandaluyong. It has about 18,000 workers in all centers.
“With the recent trend in the global industry, there is a renewed interest from our clients in all our services,” added Tayag.
Established in 1985 as an offshore application development catering to internal business requirements, the Accenture Philippines delivery centers have grown to be one of the largest nodes in the delivery network. It was awarded by the Philippine Economic Zone Authority (Peza) as the Outstanding Exporter of the Year for three consecutive years.
In 2009, Accenture invested US$800 million in training and development worldwide. It is also active in corporate social responsibility projects like “Skills to Succeed,” an education and training program.
“Accenture has raised the bar of its corporate citizenship agenda with ‘Skills to Succeed,’” said Tayag. “It allows us to contribute to skills enhancement of underprivileged youth in Cebu and in other provinces especially in the local IT industry.”
The company has helped set up computer laboratories for schools in Pampanga and assigned volunteer Accenture trainors to teach programming in schools.

THE rise in consumer spending and the continued development of retail infrastructure in the city have prompted a local businessman to boost his retail business here.
Retailer Benito Sy Gaisano last week said he is putting up three more shopping centers in Cebu and a mixed-use development near the business district in Cebu City.
He said the company will invest at least P100 million in each of these new malls.
One new outlet, located in Toledo City, will open in the first week of July.
A branch in Minglanilla municipality is expected to open in the last quarter of the year. Also under construction is the Gaisano Grand Mall located in Mandaue City.
With these additional outlets, the Gaisano Grand Group will have a total of 16 malls in the Visayas and Mindanao areas. Of the total, three malls are located in Mindanao in the cities of Davao, Panabo and Tagum.
Gaisano also said he plans to put up two malls in Mindanao next year.
The recently awarded Entrepreneur of the Year of the Cebu Chamber of Commerce and Industry added that he has acquired a commercial trade area in Barangay Talamban, which will be converted into a shopping facility.
“We are still studying this, but we hope to start the construction this year,” he said.
Aside from the development of new malls, Gaisano said the Gaisano Grand Group has acquired a three-hectare property in Barangay Banilad near Asiatown I.T. Park and Waterfront Cebu City Hotel and Casino, which he plans to develop into a mixed-use complex with a shopping center and hotel.
“The growth in the tourism industry in Cebu prompted us to expand the business. Tourism is one of the industries that fuel growth in the retail business,” Gaisano said.
Study
The latest study by the global consulting firm A.T. Kearney showed that renewed consumer spending brought about by the boom in the outsourcing industry and the remittances of overseas Filipinos make the Philippines a place where retailers should consider expanding in.
In the 2010 Global Retail Development Index, the Philippines ranked 22nd out of 30 emerging economies included in the poll.
The findings were based on 25 macroeconomic and retail-specific variables, including economic and political risk, retail market attractiveness, retail saturation levels, and modern retailing sales area and sales growth.
The Philippines, which was in 25th position last year, is viewed as a country full of untapped potential in regard to the retail industry.

Exactly, bai. Tabo-an and Carbon will do, but they should clean up these places first, para naa pud mangadto na mga kwartahan (for lack of a more politically correct term) ba. Colon...hmmmm...I'd prefer to see this street take on a more modern and cosmopolitan atmosphere. I still dream of the day when Colon is lined with modern buildings (what buildings are worth retaining aside from Vision Theatre?) and the sidewalks are cobbled and four meters wide. So, no Colon vendors for me. :)

15 killed, 48 hurt as bus slams into fence in Cebu

At least 15 people died when the driver of the bus they were riding on was forced to ram it against a concrete fence near a school in Toledo City Saturday afternoon, the third bus accident in Cebu in less than a month. Forty-eight others were injured in the latest accident.
Radio dzBB reported Sunday the incident occurred near the Uncrona chapel and the Don Andres Soriano National High School, as parishioners were preparing for a fiesta.
Bus driver Diosdado Requizo, 48, said the brakes failed forcing him slam it against the wall as the bus was as careening downhill at 5:45 p.m. Saturday. The impact wrecked the front and right side of the V&JA bus (GVG-145).
He is now detained at the Toledo City Police Station and may face charges of reckless imprudence resulting to multiple homicides.
Witnesses reported seeing the bus speeding shortly before the crash, prompting the police to verify claims that the bus was over-speeding when the accident happened. Initial investigation also showed there were some 70 passengers on the bus that could seat only 50.
Saturday's accident was less than two kilometers away from where a trailer truck crashed and killed four people on the eve of another fiesta on June 21.
On June 13, a tourist bus carrying mostly Iranian medical students and doctors fell into a ravine in Balamban, Cebu, killing at least 21 people, 20 of the Iranians. —Jerrie Abella/VS, GMANews.TV

frankly, i don't know. and i've reached a stage in my life that i realized it would

A group of children were playing near two railway tracks, one still in use while the other disused. Only one child played on the disused track, the rest on the operational track.
The train is coming, and you are just beside the track interchange. You can make the train change its course to the disused track and save most of the kids. However, that would also mean the lone child playing by the disused track would be sacrificed. Or would you rather let the train go its way?

actually, this is what "some" people say and what "some" businessmen use as an
alibi NOT to pay the CORRECT taxes. but let's call a spade a spade. squatting
on somebody else's property is considered as much as stealing as not paying
your taxes, REGARDLESS of the justification. same as buying pirated DVDs is
still stealing yet, we see people with integrity flocking those sidewalk vendors
at fuente. so if buying pirated DVDs is stealing, who is at fault, the vendors?

siguro with the new president, our country has hope and higher chance to change all that bulag pipi bingi. kay siguro before, ang mga negosyante mu reason out why pay proper taxes kung padulong ra bulsa sa mayor (not cebu city) or kinsa ba na dha? SOP pa lang, kung buaya ang mayor mangayo naman ug 15% sa contract price, NET pa na ha. so, ang katong private investors do you think mu faithfully pay their taxes nga sa sugod pa lang, ang gov't official naa nay CUT? dili ni siya generalization ha, kay I still believe more businesses pay taxes faithfully. nag cite lang ko example to my knowledge. hehe
i'm sure kung wala nay kurap nga official, wala nay pobre, as PNoy put it. :) and we no longer have reason to tolerate poverty, illegal settlers and some sidewalk vendors taking away tax payer's sidewalk. sorry, no offense meant.

Pragmatic solutions are acceptable to me pero kung wala kay makit-an or bisan madunggan lang nga pagpakabana sa atong gobyerno, it can be frustrating. Kasabot man ta nga dili madalidali ni og sulbad ning mga problemaha ba, and we know that our laws have no teeth in several aspects. But dili pod ko makadawat nga muingon na lang ta og ang atong gobyerno nga, unsaon man, pobre ra man ta, dili ta kaafford, unsaon man kabalo na man ta nga ingani ang sitwasyon sa atoa, unsaon man nga kabalo na man ta nga wala'y lain trabaho ning atoang mga sidewalk vendors. And I do believe that for the most part these are true!
But should we just be content and excuse ourselves forever?! I hope every once in a while, an issue at a time, we can do away with our excuses and just DO BETTER!
Mutu-o man pod baya ko nga the government should (in the context of the Philippine situation) have social bias towards the poor and be populist, but that is in terms of investment in development, in the human capital, in programs that would give the poor the chance at upward social mobility, but in terms of violations of the law, sa mga kalapasan sa atoang balaod, we should all be equal. Dili ta mopabor sa pobre or sa dato. And we have to uphold that or else, gubot gyud ang mahitabo.
1. Squatting and sidewalk vending should not be encouraged and tolerated (in this case, our lax stance and easy tolerance is tantamount to encouragement).
2. BUsinesses should pay their proper taxes, NO EXCUSES.
3. Politicians who are corrupt should be made to pay (see, the difference with the idealist is he/she would say: Politicians should not be corrupt). Since in reality, there will be corrupt officials, then we should say it in a more operative way, that those caught should be prosecuted to the full extent of the law.
If we continue to make excuses, because every sorry thing about us has already become the norm and like water to a fish, then wala gyud tay paingnan.
In more concrete terms, I would just love to hear the government make a roadmap. As I have said, I think most of us do understand that changes are not going to be overnight. But it sure does make a difference when the government has a PLAN going about. Rather than ignore things. Nindot na kaayo bisan og makakita lang ka nga oi, nag outline na si capitan or si mayor sa 3-year plan unsaon pagimprove sa atong sidewalks. Oi naa nay 5-step project si ku-an para pag-improve sa traffic by 2013. Pagkanindot!
See, everything becomes more tolerable, because we KNOW things will get better, even if they're shi**y right now. Hate to jump to analogies, but kaming mga players, we play best when the COACH tells us about our GAMEPLAN. This is sadly the difference between visionaries and the run of the mill politician.

Dili ta mopabor sa pobre or sa dato. And we have to uphold that or else, gubot gyud ang mahitabo.
1. Squatting and sidewalk vending should not be encouraged and tolerated (in this case, our lax stance and easy tolerance is tantamount to encouragement).
2. BUsinesses should pay their proper taxes, NO EXCUSES.
3. Politicians who are corrupt should be made to pay (see, the difference with the idealist is he/she would say: Politicians should not be corrupt). Since in reality, there will be corrupt officials, then we should say it in a more operative way, that those caught should be prosecuted to the full extent of the law.
If we continue to make excuses, because every sorry thing about us has already become the norm and like water to a fish, then wala gyud tay paingnan.
In more concrete terms, I would just love to hear the government make a roadmap. As I have said, I think most of us do understand that changes are not going to be overnight. But it sure does make a difference when the government has a PLAN going about. Rather than ignore things. Nindot na kaayo bisan og makakita lang ka nga oi, nag outline na si capitan or si mayor sa 3-year plan unsaon pagimprove sa atong sidewalks. Oi naa nay 5-step project si ku-an para pag-improve sa traffic by 2013. Pagkanindot!

| Zoom The P1.6 billion tunnel connecting downtown Cebu City to the South Road Properties was inaugurated by President Arroyo last Thursday. The project thus makes it in the nick of time to the statistics underscoring her achievements in infrastructure building.
To its admirers, however, the tunnel is no ordinary tick in the statistics. They are touting it as a first of its kind in the Philippines. But not everybody is happy with the tunnel. And they seem to have some valid reasons to feel aggrieved.
First of all, the cost seems too much for such a simple purpose. If the purpose is just to connect the downtown area of Cebu City to the SRP, the government need not have to spend P1.6 billion. And the more that it didn't have to build a tunnel.
If it is a first of its kind in the Philippines, it must be because there is absolutely no reason to build a tunnel if the purpose is just to connect the downtown area of Cebu City to the SRP, two points that lie unhampered by anything between them.
Most tunnels in the world are built to connect two points normally separated by difficult natural obstacles or terrain, such as mountains, or bodies of water. Only in the Philippines has a tunnel been built to connect
a flat unhampered barrio to another just as flat and unhampered.
Indeed, the length of the tunnel is a dead giveaway of its uselessness. The Cebu tunnel measures a short 1.2 kilometers. That is about the distance from the Cebu Provincial Capitol to the Metrobank building, or exactly three laps around the Abellana oval.
Why did we have to build such a useless and costly piece of infrastructure? Just so we can have the bragging rights to finally having a tunnel of our own? Those behind such a useless and costly project must have been afflicted, quite appropriately, with tunnel vision.
Other places in the world that have tunnels do not brag about them because the purpose of these vital pieces of infrastructure become very evident to anyone using them. It would be interesting to find out what foreigners and other visitors can say about our tunnel.
come to think of it. we spent 1.6 billion for this tunnel. as per june 15 news report, an MRT project would cost the government 46 to 55 million pesos. how many MRTs would have been built using the 1.6 billion money? we could have built 29 MRTs all over the province? can we still say that it's worth it? Following the tragic bus accident that killed 21 tourists in Cebu, Cebuanos asked Tuesday President-elect Benigno “Noynoy” Aquino III to quickly revive and build the first modern mass rail transit (MRT) system outside Metro Manila.
At the same time, Cebu Rep. Eduardo Gullas also requested Aquino to assemble a more aggressive team of economic and transport planners to be able to fulfill the proposed MRT system as well as a rapid bus transport system in Cebu City to reduce public vehicular accidents in the city.
“The system has become absolutely necessary to enable Cebu to keep pace with rapid population growth and economic expansion. The sooner the system is installed, the more economical for government, and the less costly for taxpayers as well as commuters," Gullas said.
“The two (MRT and Bus transportation) could be rolled out in a manner that they would complement and reinforce each other, rather than make one redundant," he pointed out.
Last Sunday, a bus filled with tourists plummeted down a ravine killing 21 Iranian medical interns and nursing students, who were supposed to have a trip down the beach, and injuring 30 other passengers.
The Cebu lawmaker has been pushing for the MRT project to ease Metro Cebu's heavy motor vehicle traffic congestion, pushing Gullas to introduce a bill seeking to require the Department of Transportation and Communication (DoTC) to prepare and execute a plan to establish the system.
A former provincial governor, Gullas estimated that the government will be needing a budget of around P46 to P55 million to build the MRT project.
Earlier, DoTC previously forged a $1 billion build-operate-transfer agreement with the AMA Group of Holdings Corp. to build a 71-kilometer, three-phased MRT project in Metro Cebu, which was proposed to run through Metro Cebu from Carcar City in the south to Danao City in the north.
However, the project has been stalled because the DowwTC has found it difficult to get lower offers from other private entities.

The Philippine National Museum will send an archeological team to Cebu City's Plaza Independencia before contractors start digging for the 1.2-kilometer subway of the Cebu South Coastal Road.
Overview:
-The Philippine National Museum has sent an archaeological team to conduct a rescue dig at the Plaza Independencia in response to the anticipated construction of a road tunnel in the area.
- The entire Plaza Independencia has been identified as an archaeological field (burial sites of pre-Spanish Filipinos) based on previous explorations conducted by the said institution.
- 3 layers of time have been previously identified in the area: pre-Spanish, Spanish, and the American Colonial era. The pre-Spanish aspect of the area focuses on it of being a burial site of the early Filipinos.

About sa No. 2 Sir ba... I hope mapareha diri sa Georgetown nga ang ubang areas no traffic zone or dili major thoroughfare unya ang dan kay dili aspalto kung dili murag cement bricks style pareha aning naa sa video. It's a win win solution para nako for the sidewalk vendors og sa ciudad. Diri sa ako location kay 120 yen ang pinakabarato (Php 60), ang distance murag 5 mins or less lang nga ride but kasagaran gyud diri 150 yen pinakabarato (php 75).

LIGHT RAIL TRANSIT (LRT) commuters can heave a sigh of relief, at least for now.
In an interview Wednesday, LRT Authority Administrator Melquiades Robles said no fare hike would be imposed anytime soon, saying any additional burden on the riding public would be a “bad start [for] the new administration.”
“There have been no deliberations whatsoever,” he added.
His statements were in reaction to pronouncements made by the Department of Finance (DOF) earlier this week that fare hikes at the heavily-subsidized LRT Lines 1 and 2 would help the government address its budget shortfall which is projected to hit record levels this year.
“That’s just wishful thinking on the part of the DOF which is understandable because [they] subsidize LRT operations,” he said.
The LRTA manages LRT Line 1 which runs from Baclaran to Balintawak and Line 2 which plies Recto to Santolan.
At the moment, LRT tickets cost P10 to P15 each, depending on a passenger’s destination, making the overhead train system the cheapest form of mass transportation in Metro Manila.
However, Robles said the fares are low because the government subsidizes as much as P40 per passenger.
Close to half a million passengers ride on Line 1 while Line 2 averages P250,000 passengers daily.
The last fare increase imposed by the LRT was seven years ago. “A fare hike is just wishful thinking by the DOF,” Robles said.
Before any fare hike can be implemented, it has to be approved by the LRT board which has representatives from the Department of Transportation and Communications and the Office of the President.

CEBU, Philippines - The construction of the new Mandaue City public market is finished but won't be operational until the structures for a waste water treatment facility and a flyover are in place.
Mayor Jonas Cortes said a flyover that would connect the city health office and the public market would ease traffic in the area.
To get to the public market, which is located at the back of the Mandaue City Sports Complex and Cultural Center at the Reclamation Area, one has to traverse P. Burgos Extention or Zamora Street corner P. Burgos Street in sitio Tribunal in barangay Centro, known for traffic jams.
Cortes said there is a need to divert vehicular traffic to the Reclamation Area so that passenger jeepneys could serve commuters from the ADNAMA Building and Parkmall.
He said the waste water treatment facility could conserve and process waste water and could be used to flush toilets.
He also said he would meet with city market administrator Gregorio Omo to finalize the date of the transfer of stall owners from the old public market to the new public market. — THE FREEMAN

quick calculations. i've posted this before but let's try again.
LINE 1
subsidy: P40 per passenger
ridership: 500,000
daily subsidy: P20 Million
monthly subsidy: P600 Million (assume na lang nato 30 days/month)
annual subsidy: P7.2 Billion
LINE 2
subsidy: P40 per passenger
ridership: 250,000
daily subsidy: P10 Million
monthly subsidy: P300 Million
annual subsidy: P3.6 Billion
TOTAL ANNUAL SUBSIDY: P10.8 Billion
(This is only for Lines 1 and 2, and excludes MRT 3, which has a much higher
subsidy)

now let's do a per passenger government subsidy ...
SUPPOSE: you use the LRT 1 or 2 everyday in going to work or school.
never mind going to other places, and disregard the other rides you may need,
let's just assume you need two rides every day to work/study.
assume further that you only use it 5 days a week and 4 weeks a month.
subsidy per trip: P40
daily subsidy: P80 (for 2 trips)
weekly subsidy: P400
monthly subsidy: P1,600
for every person who regularly uses the LRT Line 1 or 2 (MRT 3 has a much
higher subsidy), our government is giving him/her a free grant of P1,600 a
month, at the very least. and this comes from people's money contributed
by all Filipino people from Ilocos to Mindanao, given for free to almost 2 mil-
lion people in metro manila ...

eskeryon July 8th, 2010, 07:34 AM My wife is working in CIT as an engineering faculty member. She just texted me minutes ago to inform that CIT is now a UNIVERSITY. They received the information from President Gregorio Escario's office.
I got also some informations previously that Pres. Augusto Go of UC worked hard in campaigning for Noynoy Aquino and asked Aquino in return that if ever he is elected president, nothing but the conversion of CIT into a University. Escario and Augusto Go are bosom friends
