also, the road between the kiosk and the city hall should also be closed bec it contributes much to the dirt in the area...

Expansion of locators indicates good economic climate - Peza

Expansion by foreign locators are indications of a good business sentiment in the country, said Philippine Economic Zone Authority (Peza) Director General Lilia de Lima yesterday.

De Lima attended the groundbreaking ceremony of a property in the Cebu Business Park where Lexmark Research and Development Corporation (LRDC) will put up two company-owned buildings.

"Normally, foreign investors would just rent buildings and office spaces. But Lexmark is investing for its own building, which means to say that they intend to stay and they are determined to grow," she said in an interview.

Research and Development (R and D) is a highly technical job, she said.

"Foreign firms were not used to putting up R and D offices in other countries. But they do that now because they found out we have qualified workers. This is a good sign that the Philippines can compete," she said.

She stressed that the country has to change the bad perception of foreign investors.

?Those who came here, like Lexmark, are satisfied. They are bullish now,? she said.

Lexmark president and chief executive officer Stan Combs said they intend to stay long in the Philippines, with no consideration of relocating to China. It also aims to double its workforce in the next five years, he said.

LRDC now employs 700 people.

?Over the last five years here in Cebu, we are happy with the quality of our workers,? he said.

He recalled that before Lexmark came to the Philippines, they have considered 10 different locations, including Taiwan, Singa-pore, Korea, Hong Kong, India and China.

Advantage

?India and the Philippines were the two top choices. But one advantage we saw in the Philippines over India is its geographical location. It?s in the middle of Asia,? he said.

The second edge of the Philippines is its professionals? fluency of the English language and the good education, he said.

However, like any other firm, Lexmark is challenged in maintaining its number of skilled workforce.

De Lima said the information technology sector is Peza?s fastest growing sector.

?It comprised four percent of the total $32 billion manufactured export last year,? she said.

She also said Peza will give incentives to the medical tourism sector.

Peza will sign an agreement with the Department of Tourism and the Department of Health in the first quarter this year for the initiative, she added.

Contract with dome designer still up for review

Gov. Gwendolyn Garcia is now authorized to enter into a contract for the design of the Cebu International Convention Center.

That, as two Cebuano construction firms managed to be included in the nine pre-qualified bidders for the multi-million project.

At the Provincial Board (PB) yesterday, opposition Member Luigi Quisumbing’s move to defer action on the resolution authorizing the governor did not get formal support from any of his colleagues.

Quisumbing was not against the resolution itself; he just didn’t like it to be acted upon yesterday because even Member Victor Maambong, who sponsored the resolution, admitted he has not seen the contract yet.

“I am hesitant because this is for a contract that we have not seen, and one that will bind the Province to a financial obligation,” said Quisumbing.

But Vice Gov. Gregorio Sanchez Jr. explained that what they were approving was only an authority to enter into a contract.
The contract itself would still be “subject to PB ratification.”

Without PB ratification, whatever contract signed will still not be valid, assured Maambong and lawyer Antonio Almirante, chairman of the committee on laws.

Floor Leader Raul Bacal-tos, who is also from the opposition, said he was “satisfied” with the condition.

The absence of the contract has been preventing architect Alexus Medalla from giving out his drawings to interested bidders.
Garcia explained that Medalla’s contract was extensively discussed by Capitol lawyers, Sanchez and technical consultants working on the project.

The original amount for the design contract was P18.5 million, or 7.5 percent of the P250 million allocation for this. But this was reduced to P12.5 million, or only five percent.

PB Member Estrella Yapha pointed out they had agreed for every member to be given copies of anything that will be discussed, but Almirante said even established house rules could be suspended if majority of the members agree to it.

It is Garcia’s stand that contracts for projects that are already in the approved budget no longer need to go through legislative scrutiny. But the original one for Medalla was already forwarded to the PB way before the new law on government procurement was approved.

No more delays

Sanchez, presiding officer of the PB, was firm in pushing for the resolution’s approval yesterday as the Capitol could no longer afford any delay in the schedule of the construction of the facility.

The facility is vital for this December’s Asean summit, which Cebu will host.

Bidding is scheduled in February, and actual construction will start in March.

Of the 18 contractors who submitted letters of intent for the P100-million phase one of the undertaking, only nine are considered eligible.

Cebu’s WT Construction Inc. and Young Builders Corp. are included, along with four from Quezon City, one from Cagayan de Oro City and another from Metro Manila.

But the rest of the interested contractors who did not pre-qualify because of some lacking documents are given one week to seek reconsideration.

A scheduled pre-bidding conference on the project is scheduled today. (JPM)

Rustan's supermarket closes; space for rent

Ludo and Luym Development Corp. (LLDC), developer of Mango Square mall, has opened the 4,000-square-meter building, previously leased out to Rustan's Supermarket, for rent to interested tenants.

Mango Square center head Joanson Luym said the building space is open to supermarket and department store operators.

Call centers could also locate in the building on Juana Osmeña St. and Gen. Maxilom Ave. and take advantage of operating its business in an information technology park.

Proclaimed

President Gloria Arroyo has proclaimed Mango Square an IT Park in December 2005.

LLDC's offering came on the heels of Rustan's Super-market's closure last Jan. 18.

Patrons and clients of the Tantoco-owned supermarket, which served the Cebu market for more than 20 years, have expressed disappointment over the sudden closure of the store.

There were speculations that the supermarket had gradually lost its clients to nearby supermarkets such as Robinson's and the supermarkets in the malls.

Sun.Star Cebu tried to get the side of the supermarket but its staff said no one is authorized to issue a statement in behalf of the management.

Rustan's department store located inside Ayala Center Cebu still continues to serve the retail needs of the Cebu market.

Lexmark to double
investments in Cebu
Published: 31 January 2006

by Irene R. Sino Cruz

American firm Lexmark International Inc. will be doubling its investment in Cebu with the construction of its own buildings at the Cebu Business Park, Cebu City.

The buildings will be the future home of Lexmark Research and Development Corp., a subsidiary set up six years ago to undertake in-house research and development.

While Lexmark Research and Development Corp. president Stan Combs could not say how much the entire project costs since the bidding has yet to be completed, he said the project would, in effect, double the company's investments in Cebu.
Lexmark's manufacturing plant in the Mactan Economic Zone II is a 40,000-square meter facility, Combs said, while the proposed two-building facility will be about 30,000-square meter.

“It is almost as big or as much as (the Mactan facility) in terms of money,” he pointed out.

According to Combs, the decision to put up a building was due to several reasons.

“We do intend to be here for the long-term. We have lots of equipment and lots of specialized facility (that will be installed in the new building),” he said.

Lexmark has signed a lease agreement with Efficient Holdings for the use of its lot for 75 years.

“They (Efficient Holdings) own the lot and we (Lexmark) own the building,” he said.

Combs noted that there is not enough office space to accommodate their research and development operations.

“We are occupying 10 of the 16 floors of this building (Globe Innove building) and three floors of Keppel (building) and there is no more space available,” he added.

The first building, which will house the R&D equipment and facility, is between seven to eight floors and is targeted for completion February 2007.

The second building, which will have 22 floors, will start construction upon completion of the first building and is targeted for completion in 18 months.

Director General Lilia de Lima of the Philippine Economic Zone Authority (PEZA) said investing in their own building was unusual for information technology companies, most of which prefer leasing office space.

The willingness to invest more here shows that Lexmark is here for the long term, De Lima said.

She noted that both Lexmark facilities in Cebu City and Lapu-Lapu City employ over 2,000 people and benefits the lives of thousands who depend on the company for livelihood.

What I like about LEXMARK is that they don't discriminate. In all their job advertisements in Sunstar, there is always a heading that says:

"We do not discriminate in terms of color, sex, race, religion, etc..."

Unlike some companies (Filipino owned) that discriminate so much.

I remember an incident here in Cebu more than a decade ago where a black american guy commented on the letters-to-the-editor section of Sunstar regarding a book store that posted a job ad for cashiers and it astonished him that one of the requirements was for him/her to have a "Fair Skin." He then made a question in the article, "Does it mean that I'm automatically disqualified?"

Such "requirement" was also included in a job ad by a bakeshop that was posted in our Student Affairs Office way back college. The poster itself was removed though after someone complained.

in almost all software development companies, there is no such thing as discrimination. as long as you can write software, you will always be a commodity. similar to call centers, s/w devt companies too have high turnover rates, and engineers hop from one company to another, worst they leave the country. due to that trend, companies tend to pamper and will keep you as long as you function.

good thing the i.t. industry is already a big thing in cebu because more high-salaried individuals are made.

lexmark is an american company and like any american company, its constituents are highly valued. japanese companies have tendencies; were if not of filipino dominated hr departments, discrimination will take place, so to speak. :bash:

Cebu allocates health insurance for the poor

By Minerva BC ******

Cebu City (31 January) -- The province of Cebu has allocated P13-million for the annual premium for its PhilHealth Insurance program for the poor benefiting at least 396,000 persons. Dr. Cristina Giango, chief of the Integrated Provincial Health Office (IPHO) reported to the members of the local development council during its general assembly meeting recently.

Giango said, the province is expanding the insurance program to cover 15,000 barangays Tanods and 12,342 barangay officials of Cebu province. To date, Giango bared, more than 77% of the 1,283 day care workers and 6,321 barangay health workers of the province had been given accident insurance coverage plans.

The IPHO chief explained that each health worker and day care worker is assured of an insurance coverage of up to P30,000 by just paying P20 for each worker while an indigent family is enrolled at a cost of P1,200 per family that already covers family members and dependents. The group accident insurance coverage on one hand is given to barangay Tanods and officials at a cost of P35 per enrollee that gives them a coverage of up to P68,000 annually.

According to Dr. Giango, Cebu Governor Gwen Garcia managed to negotiate with the GSIS for the lowest price for the group insurance coverage and she has also convinced the PhilHealth to include family members and dependents in the health insurance. She noted that the previous PhilHealth insurance undertaken by the national government did not include dependents in the coverage that answers why there was a low utilization percentage rate of the program. Giango added that Cebu province has the biggest numbers of families enrolled to the PhilHealth program among the provinces in the country.

i think they will build the two buildings in close proximity with each other, so it would be okay to build it beside the HSBC in order to complete the cluster in that block, and then they will build a skywalk connected to the new ayala center just accross. or better yet, build a skywalk connecting the 8-storey and the 22-storey buildings above and bypassing the hsbc, citysports, and the CHI buildings. hehehe. nag-iimagine lang.. :D :D :D

there was a supposed zoning in that area [ according to sugbuanon] of a minimum of 7-8 floors before the '97 crisis. but after that, they didnt mind it anymore coz they are simply in need of locators... now that business is doing well, maybe they could impose some zoning policy.

What I like about LEXMARK is that they don't discriminate. In all their job advertisements in Sunstar, there is always a heading that says:

"We do not discriminate in terms of color, sex, race, religion, etc..."

Unlike some companies (Filipino owned) that discriminate so much.

They don't discriminate pero grabe kadugay ang process para makakuha ug job. Our cum laude, top-caliber classmate did not survive sa employment process(she is now at ncr), naa sad ko amigo nga cum-laude wa pa gihapon tawagi hangtod karon, mora hinuon ug way gamit ang ilang advertisement.

The most fortunate nga makakuha ug job sa lexmark are those students nga nag-ojt kay75% ang chance nga ma-absorb even your grades are average.

there are a bunch of good visions for Cebu and one of it is the bus tube or tube bus (bus with designated ticketing stations with tubes that fits to its doors), there's a vision to have this kind of transportation to be realized soon... this is when the Cebu City government had their educational tour in Brazil. They also had a series of eduactional tours in Singapore, Hong Kong and Japan... IMO, they will implement those vision projects if Cebu will have a continuous stable economy and when everything is set in adopting these kinds of changes. But as of the moment, those vision projects are still kept inside the Mayors cabinet :)

New building to rise near midtown mall, to be city’s new ‘party place’

Business at The Mango Square mall is brisk with new developments, such as the weekend flea market and the construction of a new party place at the newly proclaimed information technology (IT) building.

The two-day flea market, which will kick-off on Saturday, aims to bring people to the mall that sits along Gen. Maxilom Ave. on weekends, The Mango Square center head Johnson Luym said.

“We are strong on weekdays. We aim to make Mango Square also a destination on Saturdays and Sundays,” he said.

The flea market is open to any entrepreneur or trader, who wishes to sell products -brand new or second hand. Interested traders will just have to pay P500 per day for the use of a table to be provided by The Mango Square.

Regular basis

The Mango Square will hold the flea market on a regular basis, depending on the response of the market, Luym said.

Luym also revealed that a building that will house restaurant-bars and other establishments will rise on 600-square-meter lot inside The Mango Square compound.

The building and its tenants will become the new party place in Cebu City, Luym said. He added that Cebuanos will see live concerts, big fashion shows and conventions, among others, once the building is completed and upon the entry of “The Venue,” owned by the Holiday Entertainment and Music Corp. of Davao.

“The Venue” is a major project of Holiday Entertainment and Music Corp., which also owns Linmarr Davao and the Holiday Transport group.

Luym said the new project in Cebu will be “different from those Cebuanos have already experienced.”

The Mango Square, developed and managed by Ludo and Luym Development Corp. now has more than 100 tenants. Three of the tenants have availed themselves of tax incentives granted by the Philippine Economic Zone Authority for IT companies located inside IT parks and buildings.

Luym is inviting other IT companies to locate at The Mango Square and enjoy tax perks as well as other infrastructure, such as the Wireless Fidelity (WiFi) and the center’s 300 parking spaces.

Meanwhile, The Mango Square will also open a new dining zone to be made up of food kiosks, which will be an extension of its open plaza.

Luym said almost all spaces in the old parking area along Gen. Maxilom Ave. have been leased out. (JBN)

depende gyud na sad. back then when i was still cebu-based, i used to administer examinations to applicants and interview those who qualified. being in the honor roll does not guarantee you to be in the priority list, you have to be competitive too. in my case, all applicants are on equal footing and their exam results and interviews are all that matters.

some schools even little can manage to produce quality graduates. other big schools tend to be too confident. the good thing is, with these kinds of companies invading cebu (lexmark, ncr, etc.) excellent english skills is not necessary, as long as you are able to express yourself. but it all depends on who interviews ha!

Megadome to make Cebu an international convention hub
By Ehda M. Dagooc
The Freeman 02/01/2006

Cebu's attractiveness as an international convention hub will be further strengthened with the completion of the Cebu Megadome project.

Cebu Visitors and Convention Bureau (CVCB) founding chairman Patrick C. Gregorio said it won't be difficult anymore to attract international conventions and exhibitions, among other huge events when the Megadome is already in place.

Although the project is hastily pursued due to the upcoming ASEAN Summit on December and some regarded it as another political showcase, Gregorio said the reason for its being is of no importance. What is important is Cebu can have another world-class facility that it can be proud of.

"Any tourism related infrastructure that will be established in Cebu, is good for the province's economy," Gregorio said emphasizing that world-class facilities such as the Megadome should be appreciated as it provides more advantage for the province not only as tourist destination, but as an international convention hub.

Cebu Gov. Gwendolyn Garcia earlier confirmed that the megadome will be constructed this year on the Mandaue City lot appropriated for the project.

As early as now, businessmen are contemplating on developing support facilities in the nearby areas where the Megadome will be erected, as more and more events will be held in the facility even after the ASEAN Summit.

Currently, Cebu is having difficulties in accommodating larger international events, as the convention accommodation is limited. Only Waterfront Cebu City Hotel and Casino is offering huge convention facility that can accommodate a little over 5,000 participants.

Gregorio said with the Waterfront convention facility and the Megadome, Cebu will have the confidence to invite more international convention events, thereby contributing to active tourism and business activities in the province.

CVCB has been organizing large international conventions in Cebu, the most recent of which is the Global Pinoy Conference last year.

Mandaue City Mayor Thadeo Ouano gave up the 13,000-square-meter lot in the North Reclamation Area which he promised to give to the Cebu International Trade and Exhibition Center (Citec), in favor of the Megadome project.

Citec, a private-sector led initiative, is supposed to be a 4,000 square-meter international exhibition center, which will serve as trade and exhibition facilty for Visayas and Mindanao. It is a long-standing dream of the Cebu business community, proposed in 1995.

Jo Realty to invest P150M in 2-tower condotel project
Ni Ehda M. Dagooc
The Freeman 02/01/2006

Fresh from the success of its two-storey commercial complex, The Forum , Jo Realty Corporation is seriously considering building a high-rise condotel in a 1,000 square meter area property along Banilad Street.

Jo Realty Corporation president Mike Jo said that the company is going to spend about P150 million for the construction of the two towers adjacent to The Forum to take advantage of the growing demand for hotel rooms and condominium units in Cebu.

The company owned the 4,800 square meter property beside the Grand Convention Center in Banilad, where the family used to reside. Now the family decided to use some of the idle lot for commercial use.

Jo Realty is the developer of Ultra Vistarama and Seven Arts theaters in downtown Cebu. Jo said the company's foray into condotel development will depend on the availability of financing.

This is the first time in 30 years that the company pursued a real estate development project, but this after noting a fertile and profitable business especially in commercial complex and other tourism related ventures.

Industry observers noted that the demand for condominium units and executive pads along the uptown, especially in the areas near Cebu Business Park is picking up.

According to Jo, establishing condotel facilities in Cebu could help the acute problem of accommodation shortage and encourage long staying guests to take advantage of the tourism destinations not only in Cebu but also those in neighboring provinces.

Jo Realty invested about P30 million for the construction of The Forum which houses lifestyle and leisure and commercial businesses.

He said the company expects to get its Return of Investments (ROI) in a span of five years.

As for the condotel project, which will need a larger amount of investment, Jo said that ROI of this kind of venture these days will be reaped in a shorter time span.

"As soon as we can get the financing, we will immediately start the project," Jo said .

kay gamay ra raba na ang CBP mahurot nalang na ang lot diha construct of gagmay na building

economic trends again... ang gagmay nga building nga dili profitable kay bungkagon, ilisan ug dako. heheheheheh.

you know, investors themselves think more aggressively than ordinary people like us. when they built those 2 storey buildings, on a VERY expensive lot, they already had in mind about the impracticalities. but that is just temporary; worry if it will be there forever. they built those 'makeshift' buildings to, at least gain and make it productive than have it idle. investment wise, those buildings don't cost too much, and demolishing it after a few years won't do much impact. then the building of the high-rises go... :) celebrate!

so if this is adjacent to the forum, this is the area where there are a lot of squatters aight? so, that area will be cleaned once and for all!

An interesting fact: LEXMARK Cebu is the first in ASIA...

In March 1999, Lexmark heralded its arrival in Asia Pacific with the groundbreaking of its 380,000 square foot state of the art manufacturing facility in the heart of Mactan Economic Zone II in Lapu-lapu, Cebu Philippines. By January 12, 2000, Lexmark International Philippines, Inc. (LIPI) Bottle Assembly Facility was formally inaugurated. Cebu Visitors and Convention Bureau (CVCB) founding chairman Patrick C. Gregorio said it won't be difficult anymore to attract international conventions and exhibitions, among other huge events when the Megadome is already in place.

Gregorio is really an aggressive guy. Aside from being a VP in Clark, he still finds time with the CVCB.

Most of the officials here in Cebu were very much in favor of him becoming the DOT Secretary though GMA chose Durano over him...

And to think that he's not a pure blooded Cebuano... He's from Bacolod I think...

Cheers to Gregorio.!!

unofficial, unconfirmed news:

Gi announce sa among teacher ganina nga John Gokongwei is planning to build a P250M building within the USC Talamban grounds. this bldg will house the college of engineering. at first, USC had no plans of building the eng'g bldg within 5 years, pero things changed when gokongwei announced na mo donate siya ug bldg.

the first bldg donated by mr. gokongwei is the ateneo business school in manila, also worth P250M.

yup, USC will be constructing a new engineering building but before that, they'll be constructing a library/museum and a football field with an oval track.. the old engineering building will be converted into a commercial complex probably a mall..

OLANGO ISLAND BIRD SANCTUARY

Olango Island is no stranger to guests from faraway lands. Twice a year, tens of thousands of visitors flock to this small island to rest their flight-weary bodies.

Venture out to this place in the winter or spring and you'll be sure to meet up with these exotic creatures, basking in the gloriously bright sun or taking refuge in the balmy shade of mangrove stands: plovers and red shanks and egrets and sandpipers are just some of the winged visitors that can be seen here, stopping over on their flight from Siberia's harsh winter, or taking a breather before they continue their journey home.

Olango, just four kilometers off the east coast of Mactan Island in Cebu, Philippines, is site of a 920-hectare protected wetland called the Olango Island Wildlife Sanctuary. Every year from February to April and then again from September to November, the OIWS serves as refuge to thousands of migratory birds traveling the East Asian Migratory Flyway, one of the most important shorebird and waterbird migratory flyways in the world. Here, they feed and roost, perfectly at home in their own peaceful and secluded world in the bosom of Nature.

Olango Island offers a wonderful world of birds and nature, and heartwarming encounters with the local community, who will treat you to a charming experience of a little of our Filipino cultural heritage.

Experience the soothing seascape of the southern Olango islets, sparkling in the waves like pearl-ringed emeralds on blue velvet. Get a feel and taste of the multi-faceted life in the coastal villages, bask in the local color and revel in the warmth and comforting friendliness of the people. And yes, why not? Hie off to one of Olango's small white beaches, laze under the summery sun and simply... relax. After all, that's what the plovers and the red shanks and the egrets and the sandpipers come here for, season after season after season. (And you, too, will want to come back!)

2.) With available Fiber Optic Cables for telecommunications and broadband

3.) Security is greatly enhance since the reclamation area itself is virtually an island and all approaches will have checkpoints

4.) To optimize the use and cost of water, a dual piping system will be installed, a separate pipe for potable water and another one for gray water..

Mobile phone maker eyes big share of Cebu market

To keep up with the stiff competition in the cellular phone manufacturing industry, Finland-based Nokia Philippines Inc. (Nokia) plans to focus on the local market, especially Cebu, beginning this year.

Nokia Philippines general manager Parikshit Bhasin said Nokia’s plans to increase visibility in Cebu is also a tribute to the province for being one of the most dynamic markets in the Philippines.

Visible

“We will be visible in Cebu now (more than ever) through events and product launchings among others. We are realigning our resources to capture the provincial markets,” he told a media gathering at the Shangri-La’s Mactan Island Resort last Tuesday.

“Cebu is the next big city to conquer,” Bhasin said.

He said the 140-year old Nokia, which has transformed from being a producer of groundwood, rubber and cable to cellular phones, has occupied the “top position” in the global cellular phone manufacturing industry in the past six years.

But Nokia will always be on its toes, as other cellular phone manufacturing companies are also aggressive in their marketing efforts.

Bhasin said Nokia allots a large budget on research to maintain Nokia’s “user-friendly” edge over its competitors and produce new models to cater to the needs of different segments of the market.

Aside from manufacturing cellular phones, Nokia also provides network infrastructure to two of the largest telecommunications company in the country: Globe Telecom and Smart Communications Inc.

The pre-construction process of the P250-million Megadome project will be on its sixth step on Wednesday with the pre-bid conference for nine eligible contractors.
The conference will give the contractors the detailed explanation on the project to guide them in preparing their bids.

The structure will be built in Mandaue City’s reclamation area.

The contractors will then be given until February 13 to submit their bids. The winning bid will be announced on February 23.

The pre-bid conference at the Bids and Awards Committee for Infrastructure (BAC-Infra) secretariat fits Capitol’s timeframe for the project.

The Capitol wants construction to start by March.

The Megadome, which would house the Cebu International Convention Center, will be the main venue for the Association of Southeast Asian Nations (ASEAN) Summit in December

Korean tourists go wild after losing
seats in Oceanjet ferry

Angry at losing their boat seats to chance passengers, about 12 South Korean tourists forced their way into an Oceanjet ferry at the Tagbilaran port in Bohol province, causing a commotion.

The tourists were later made to disembark and failed to make the 5 p.m. return trip to Cebu City.

The incident, which occurred last Sunday afternoon, prompted Bohol Governor Erico Aumentado to ask the Maritime Industry Authority (Marina) to investigate what he said were mounting passenger complaints about Oceanjet's service.

Aumentado warned the complaints, including delayed trips, overbooking, last-minute cancellations, confusion over terms of promo trips, would have adverse effects on Bohol?s tourism industry.

He asked Marina Regional Director Glenn Cabañez to investigate the incident.

"This can be considered a blackeye in Bohol?s tourism industry", said the governor who warned of taking drastic action by seeking the cancellation of Oceanjet?s permit to ply routes to Bohol.

Blame Passengers
Oceanjet operations manager Bernard Maraasin said the shipping line was willing to face any inquiry because it had not committed any wrong.

Maraasin said the passengers were to blame for not following the terms of the Libre Balik promo.

He said several passengers, including the Koreans, did not validate their tickets early that day and did not check in 30 minutes before departure as required. Because of that, management allowed chance passengers to board.

Under the promo terms, passengers were required to validate their ticket at the Oceanjet office after arriving at their destination and to specify the time and date of their return.

"Our tickets for the Libre Balik promo are open-dated, so we adopted the first-come, first-served policy. Actually our target is also to fill up the ship because we are also protecting the interest of the company to maximize revenue," he said.

The Koreans were made to disembark with a promise by Oceanjet to send another vessel for them and other Cebu-bound passengers as a special trip.

However, the special trip did not materialize due to "engine trouble," according to Maraasin.

A total of 80 passengers including the Koreans, transferred to a regular vessel of Trans Asia, MV Asia Japan, which left Tagbilaran port at 11 p.m. on Sunday.

The 80 passengers were not allowed to board the Oceanjet 5 for the 5 p.m. trip for Cebu City. They sneaked past security personnel at the Oceanjet terminal in Tagbilaran and rushed to the vessel still docked 50 meters from the terminal.

Tagbilaran City Coast Guard Commander Jose William Isaga said the Korean tourists broke through a wooden barrier at the gangplank.

"Diha gyu'y commotion. Hapit ihagbong sa mga Koreano ang ilang gangplank tungod sa kasuko (There was a commotion. The Koreans were so angry they almost dropped the gangplank)," said Bohol Governor Aumentado.

The Koreans jumped into the vessel as it was about to depart. But once on board, Coast Guard personnel no longer allowed the vessel to sail.

JESA MANAGEMENT CORPORATION

Jesus S. Avila Enterprises started in the mid 1950's as a single proprietorship, when Atty. Jesus Emilio Suico Avila rented Oriente Theater from his father, Don Jose Avila. Having pioneered the theater business in the 1930's, the older Avila, weary through the war years, was no longer interested in going back to the theater business. However, the younger son was full of energy and optimism to step into his father's old business.

As the years passed and with his father's blessings, the business flourished. When Mr. Felix Barba's lease expired, Jesus took control of the old Majestic Theater beside the Oriente Theater. He renamed it into Ideal Theater. By 1967, Jesus began the construction of his first totally brand new moviehouse, the Rizal Theater which was situated behind the Oriente Theater. With three moviehouses operating, Jesus became the number one movie operator in Cebu City. In 1969, Atty. Avila embarked on the renovation of the Ideal Theater but a mysterious fire totally destroyed both the Oriente and Ideal Theaters. This limited the business operations to one theater. With the cost of rebuilding the burnt theaters beyond the reach of a single proprietor, Atty. Avila created a new corporation, Heirs of Jose Avila, Inc., together with his sisters.

Jesus S. Avila Enterprises was incorporated into Jesus S. Avila Theatrical, Inc. on December 17, 1973, operating only the Rizal Theater. The new corporation branched out into the real estate business in 1975 with the construction of Adela Bldg. in Mango Avenue. With the transformation of Mango Avenue into a commercial thoroughfare, another building was constructed in 1978 in the old Avila residence and a new theater was added to the back of this building which is currently Century 21 Cinema. With the creation of a new corporation to run the theaters, and having given up control of Rizal Theater to the downtown corporation, Jesus S. Avila Theatrical, Inc. began specializing in the commercial real estate business. After his death in 1979, the building he built in the old Avila residence was named Jesus S. Avila Bldg. The corporation was renamed JESA Management Corporation in 1988 which is the initials of Atty. Jesus Emilio Suico Avila. Construction of Century Plaza Commercial Complex started in 1988 in various Phases and was finally completed in 1998 with Century Plaza Hotel, a hotel catering to the businessmen in Cebu City. In 1997, The Avila Foundation was created to help the underprivileged children of Cebu City.

The company plans to reconstruct Jesus S. Avila Bldg. into a 15 storey building, complete with all the facilities of a modern high rise office building.

^^

That was a project of former Gov. dela Serna... It got stalled when he didn't get reelected.. It's only now during Gwen's time that it was pursued..

It's some sort of a cultural center.. Concerts like orchestras and theatrical plays can be held there... :)

Downtown Cebu -- the oldest part of the city. Much of the roads were designed by a Spanish engineer (a Friar) according to an account posted at the Fort San Pedro Museum. This is Cebu's real business district.

University belt. The old universities of Cebu are in close proximity to each other. Not visible is University of San Jose Recoletos which is located further south. Cebu State College (top part of map, founded as CNS in 1914) was converted to Cebu Normal University in 1998.

Uptown or Midtown? One of the city's tourist belts. Take note of the many budget pension houses and inns that are in close proximity to each other.

North Reclamation Area. A central business district that is yet to evolve.

AsiaTown IT Park, once called the Cebu Civic and Trade Center. Formerly the Lahug Airport, the runway is now the main avenue of this IT Zone.

The road artery is not indicated in this old map.

Cebu Business Park. The city's neo-business district in the making. Developed by the Ayalas during the early 90s, this was once the Club Filipino Golf Course with a hotel that overlooked it.

The old Hipodromo Race Track is now full of houses and buildings. Roads that cross the original oval track have also been built throughout the years.

The old memorial parks of Cebu are just beside each other.

Port area. The port extends from downtown Cebu up to the Mandaue Reclamation area in Mandaue City.
