The Black Shama is a true blue Bisdak because it is endemic only in Cebu. Meaning it's only found in Cebu, is endangered and on the brink of extinction.

i meant the state seal, not the flag...and we can re-imagine it as a three-headed dragon (for the three major visayan groups) eating the sun while it rises from the sea...and perhaps it's tail could be coiled around an anchor to symbolize our people's maritime leanings...

Form of govt - 2 choices. I like strong govts minus the kuskos balungos. :) it works rapidly & with good time management. Singapore's Parliamentary republic (or the rest of the commonwealth as well) or France/ Finland's Presidential-Parliamentary system. All 3 nationstates are real strong republics, walay daghan kuskos balungos. We will also have the death penalty by public execution to instill fear and discipline - re hanging or lethal injection. :)

benefits? generally what you see singaporean or french citizens are enjoying these days. for the details let the parliament discuss it.

I think Bakunawa is common throughout the archipelago. It had been discussed in the Animal thread at heritage. The sigbin is endemic to Cebuanos. :) For a seal? How about the sundang of Lapulapu surrounded by Bisaya baybayin characters? Or how about one of those Pintado Tattoo designs? Hundreds of designs to choose from tingali. :lol:

I like this news, because it does not only shows that Cebu is still growing as a tourist's destination, but it also shows that Manila is slowly losing grip as the only place that represents this country to the world.

So, someday, it will be like this: "Manila is not the Philippines...Philippines is not Manila".

Although, overall, i am still saddened by that tragedy. I still hope, our good officials of Manila could find a better way of regaining the glory of Manila.

RE: On the animal that could represent Cebu

My choice is the badger, althought it is not endemic to Cebu. Badger is so fierce that it has all the guts to fight with an opponent far too large than it. And i learned also of some badger that are a bit resistant to snake venoms.

A good symbol for Cebu, because Cebu is fierce enough to oppose/overcome big challenges. And Cebu is also resistant to whatever criticisms and back-biting.

This time around, the city will partner with different schools to rehabilitate other rivers here and for other environmental undertakings.

The schools include Cebu Normal University, Cebu Doctor's University, Cebu Institute of Technology, St. Theresa's College, Southwestern University, University of Cebu, University of San Carlos, University of San Jose Recoletos, University of Southern Philippines and the University of the Visayas.

yes... im from naga. and yesterday supposedly ang charter day sa amo. ingon ang mayor, 'we lost the battle for cityhood'. amo charter day yesterday kay namimo nlng employee appreciation day and townwide birthday party ni mayor val chiong...

cge nlng... wala nay mahems... importante amo town mao pinakanindot na park sa tibuok cebu (i think... based sa ako mga nakit.an... hehe...).

Hmmmm, something like that bai. Well, we are hoping the revitalization of Plaza Independencia will turn out good, which was partially closed for the construction of the SRP tunnel.

What parks do we have are the likes of have Cebu Business Park, Asia Town IT Park and MCWD's Family Park... :)

RE: parks. I am really hopeful for the "new" Plaza Independencia and the proposed rehabilitation and redesigning of Fuente Osmena to become Cebu's well managed parks in the future both in the downtown and uptown respectively.

Murag mas proactive pa ang local governments karon in terms of promotion compared to the national government, correct me if im wrong ha. I kinda see the steps taken by Sec Durano more before compared to the current secretary, or probably it's too early pa to judge the new one.

CEBU, Philippines – In what Governor Gwendolyn Garcia described as a "legacy" of her administration, the history of the different towns and cities in Cebu Province will soon be made available to students in different elementary and high schools across the province.

Garcia said yesterday 32 of 47 municipalities and six cities have already submitted their respective histories, which will be compiled into a "manuscript" that would be distributed to the schools.

In a Memorandum of Agrement, the provincial government had extended the November 2009 deadline to end of this year to accommodate the data from the other local government units.

"Matag Sugbuanon mapasigarbuhon nga muasoy sa iyang pagka-Sugbuanon," Garcia said.

Garcia said this is the first time that the provincial government has introduced the initiative, which will become useful to students for their projects and researches.

The manuscript will also contain the history of the provincial government and the Capitol itself. "It is an achievement writing the history. Tagaan nato ug bili ang ka-gahapon kay ang usa ka Sugbuanon, proud to say his history," Garcia said.

The governor did not interfere with the writers of the manuscript.

"I give freehand and not intervene on how they come up with the book. I am also thankful to USC Cebuano Studies who put things together where writers meet and discussed," she said. (FREEMAN)

City Treasurer Ofelia Oliva who joined the close-door meeting with Rama and other department heads yesterday said Rama is prioritizing the project while funds are available.

The City Council recently approved a P221 million supplemental budget, P31 million of which is intended for paving, retreading and asphalting of roads.

Councilors Jose Daluz III and Lea Ouano-Japson also attended the meeting.

In the case of the North Reclamation Area, the mayor already ordered the immediate repair of roads near commercial establishments. Most of the establishment owners have, in principle, agreed to pay their taxes in advance so that the city can use the funds to repair drainage systems, roads and sidewalks.

Late last year, City Hall and SM City signed an agreement for the mall to pay some P50 million in taxes in advance, on the condition that the city will use the tax pay-ment to finance, implement and complete various vital infrastructure projects and government programs in 2010.

The city is scheduled to start retreading and asphalting of one lane of J.C. de Veyra Avenue, which stretches from the old White Gold to SM City.

City Traffic Operations Management (CITOM) Board Chairman Sylvan Jakosalem said that once the roads are fixed, a truck ban will be implemented at the NRA to prevent future damage on the roads.

Rama also asked CITOM to come up with a traffic plan and a rerouting scheme during the repair period.

our hospitals are woefully equipped. is not but fair that we get back most of the funds that we generate.

cebu is host to central command sa AFP. one of the biggest command sa PNP.

yet, when it comes to budget, we act as if we are beggars asking the DBM for our share. getting kicked around by BIR and customs people.

where is our pride as a people, who kicked magellans ass when he dared tread on us.

^^Pila diay gud kaha kita sa tibuok Cebu. Last time I heard, it was USD15 Billion...I am not sure of the figure and that figure was many years ago na.

So, out of that USD15 Billion, we got Php1 Billion for City and Php1 Billion for the province. Then, DPWH projects and other national funded projects, that may worth up to Php20 Billion.

All in all, thats Php22 Billion, roughly USD500 million. Let's just say, that national government spend USD1 billion for Cebu's police force and other national agencies.

More or less, out from USD15 billion, Cebu only got USD1.5 billion.

Correct me if am wrong with the figures... :)

A federal state of the Central Visayas would do really well I think.

While Cebu would be the urban and trading center (at the onset, since urban centers springing up in Negros and Bohol and further down the line Siquijor,would be desirable), Negros would be the power center and Bohol would be the food basket. Investments for energy in Negros and scientific and knowledge and technoology-based agriculture in Bohol. At the same time, we would build infra to support tourism in all islands including Siquijor. We would build bridges to connect Cebu and Negros. And then later on Cebu and Bohol!

cebu. negros. bohol. leyte. siquijor. visayas is home to some of the richest marine wealth.

tourism center pa gyud ta. good business climate.

there is strength in numbers. if we can convince people from these provinces to band together, mas nindot.

autonomy ba. dili sa panaway man gud bai, pero we have been subsidizing a lot of the cost of the running the country for the past 20 years.

sometimes bya gud, whenever i see people wearing the philippine flag on their shirts, I sometimes wonder mas nindot pa siguro kung map sa cebu island na lang.

I had stumbled upon my research that Cuyonon is in fact a Visayan Language. It is the native language of Palawan. A federal state of the Central Visayas would do really well I think.

While Cebu would be the urban and trading center (at the onset, since urban centers springing up in Negros and Bohol and further down the line Siquijor,would be desirable), Negros would be the power center and Bohol would be the food basket. Investments for energy in Negros and scientific and knowledge and technoology-based agriculture in Bohol. At the same time, we would build infra to support tourism in all islands including Siquijor. We would build bridges to connect Cebu and Negros. And then later on Cebu and Bohol!

to my knowledge... palawenos dont consider themselves as part of visayas...

to my knowledge... palawenos dont consider themselves as part of visayas... They had been misinformed & not been well taught. According to linguists, Cuyonon is under the Visayan languages and even on the Cuyonon page, it was placed under Western Visayas. :)

I have a close friend, I will try to know the translations of basic conversational Cuyonin!

Before the establishment of the current regions of the Philippines after the 1987 Constitution, the province of Palawan and Romblon were part of Western Visayas.

I could personally attest to that because my elementary social studies books really include them. there was no NCR (only MPQCC or GMA -Greater Manila Area), CAR, ARMM and CARAGA yet. there were only 12 regions.

In 1945 the famous Liberation of Panay included Romblon Province.

Philippine College of Surgeons and Philippine Medical Association before had "Panay-Palawan Chapter"

The Archdiocese of Jaro (Iloilo) was composed of the Dioceses of Antique, Aklan, Capiz, Bacolod, Kabankalan, Romblon and San Carlos.

Wow Ratagnon Language of Occidental Mindoro is nearly extinct because the natives are shifting to Tagalog. Sus kanindot jud aning atong national language oi. Is this true, only 3 speakers left? Dapat isulod ni sa laboratory para ma preserve. heheh.

a long time ago it was only Region 4 or Southern Tagalog, including the present NCR. Palawan and Mindoro were just annexed later. That is na when Ferdinand Marcos saw the great potential of income from Romblon's marble and Palawan had increased and easy access to Southern Tagalog and Metro Manila as compared access to Iloilo. :)

Try to open geography and social studies textbooks printed in the late 70's or during the 1980's and you will find that Palawan and Mindoro were WV provinces before. I also have a genuine 1932 social studies textbook where regional division didn't yet exist :)

a short-lived republic but was not recognized by the Philippine Revolutionary Government (by Aguinaldo)...but it didn't make us less of a Filipino than others

^ That issue was coined long before when Cebu stood alone in it's own feet after being disregarded by the National Government. We asked for assistance after that unforgettable storm devastated this island back in the 90's. Our leaders cried for help but no answer was given but we stood on ourselves as a people and united we survived and Ceboom was born.

That idea was coined maybe because of our experience of being neglected and discriminated as an ethnic group and would seek to be independent. They have their reasons but what we want is not to be a separate country but to be State of a Federated Philippines.

Hindi mo kasi na e-experience ang mga racist na treatment sa mga cebuano. Ang tindi ng mga banat kahit pa nung panahon ng mga lolo at tatay nila.

It is your inalienable right to do so. If one were to look at the map, restoration of Romblon, Mindoro and Palawan would almost double the size of Western Visayas. :yes:

In fact, I also came across this tidbit about recent history.

MIMAROPA is one of the regions of the Philippines. It is one of two regions of the Philippines having no land border with another region, Eastern Visayas being the other, and is designated as Region IV-B. The name is a portmanteau combining the names of its provinces, which are: Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon and Palawan.
On May 23, 2005, Palawan and Puerto Princesa City were moved to Western Visayas by Executive Order No. 429. However, on August 19, 2005, President Arroyo issued Administrative Order No. 129 to hold the earlier EO 429 in abeyance pending a review. As of 2010, Palawan and the highly urbanized city of Puerto Princesa still remain a part of this region.

Behold! Some of your legislators almost managed to restore Palawan & Puerto Princesa back to the Western Visayas fold. You must continue the struggle to do so. :gunz:

I believe all Visayan legislators, Western including Central and Eastern legislators should fully support the restoration of these provinces Romblon, Mindoro and Palawan back to where they belong; by virtue of historical right. because u there up north specially in manila think that ur the real genuine first class filipinos! and you dont treat the southern regions of Visayas and Mindanao as equals.. specially on economic, infrastructure and social developments...you cannot expect a nation that is united when u make other regional groups as second class citizens, who are deprived of their rights for the equal distribution of wealth and progress...that is why its better for us to separate and be independent for our common good! You need to know further before you speak of unity and reconciliation. the imperialist manila and the dominating powers of luzon should also do their part, and acknowledge our sentiments, if they really want this country to be united! :)

Because of what the people of Manila are doing to us here in the south, thats the reason why The Philippines is being left behind by our neighboring ASEAN countries. The only thing that can help the Philippines overcome such adversities is for us to stop treating one another with hate or racial disgust. Only then will the words united we stand will truly be accomplished.

Bai Randz, I think he's the wrong man haha. In my experience, people in other parts of Luzon who aren't from Mega Manila itself actually have high regard for Cebuanos. They actually think Cebuanos are hardworking and business-minded.

Sa ako lang na experience. Usually, the people from the capital itself, sadly including the 2nd or 3rd generation "immigrants" are the ones who have that Manila-centric mentality. Of course, not all of them are like that but a sizable number have that kind of thinking.

How about the others here?

opinion lang po yan ng ibang Cebu forumers dito because of the perpetuating discrimation from some of our proud tagalog brothers and the media . just don’t take it seriously :) .. ok na po sa amin ang federalismo :D

komusta na po ang pangalatok language niyo meron pa ba? kinain na raw ng tagalog. balita ko po marami na raw sa mga teenagers ngayon sa ibang towns ng pangasinan ay di na marunong mag ilocano o pangalatok kasi proud tagalog na raw sila. dito po sa cebu mahirap mangyari yan because we love our language. sabi nga ni kris "cebuanos are very proud of their language" :D

Hehehe.

^ That issue was coined long before when Cebu stood alone in it's own feet after being disregarded by the National Government. We asked for assistance after that unforgettable storm devastated this island back in the 90's. Our leaders cried for help but no answer was given but we stood on ourselves as a people and united we survived and Ceboom was born.

That idea was coined maybe because of our experience of being neglected and discriminated as an ethnic group and would seek to be independent. They have their reasons but what we want is not to be a separate country but to be State of a Federated Philippines.

Yeah, Supertyphoon Ruping in 1990. Good thing Lito Osmena was the governor when no help from the national government assisted Cebu after a great devastation. The most destructive typhoon in the Philippines before Ondoy and Pepeng.

umh, actually lahat ng nababasa mo dito regarding Republic of Cebu is not really what you think it is. id like to believe that its just our own unique way of citing possibilities of the things that perhaps we long to achieve but didn't prosper :D. sometimes kasi, that stubborness among Cebuanos only manifests when they are being unfairly treated and attacked by non-Cebuanos whoever and wherever they may be. Friendly naman ang mga Cebuanos esp. to those who treat us well naman because how will we be able to treat others well if they themselves don't treat us good. Kung alam mo lang kasi ang history ng mga Cebuano, ang mga ancestors namin are fiercely independent in nature. When you think of Cebuano, just think about Lapu-Lapu and his fierce attitude and stubborn behavior is one example of a great Cebuano characteristic. hindi basta basta nagpapatalo ang Cebuano. so don't worry bai, IMO secession is not even an option at this moment :D. its just a matter of airing out our grievances to people who doesn't understand us and openly disrespects us. i know you know that just recently, there were lots of criticisms hurled against Cebuanos, and this aint new to us. its just one amongst the hundreds and thousands more of unjust discrimination against Bisayas in general and Cebuanos in particular. What we are doing is merely defending ourselves because who else would defend ourselves but us alone. we don't hire others just to deal it for us and definitely we are not asking for the entire nation's sympathies. Ironically, now it seems we are the ones to be blame. kami na nga ang nasaktan, kami pa ngayon ang sinisisi sa gulo. ang hindi lang namin lubos maisip is kung bakit ang dami daming galit sa mga cebuano. kaya minsan nagagawa na lang namin isipin bat di na lang kaya kami humiwalay sa bansang ito kasi naman wala namang gusto sa amin. so I hope you'd also understand our views kasi hindi lang naman namin yun inisip bigla na wala basehan. actually, nakikita namin at nararamdaman namin yun with other filipinos on our personal encounters and experiences here and abroad. :)

mao lagi bai baka..nindot unta kayo ni nga stretch sa white sand nga beach, apan gikural2x lang lagi intawn...pwede paman unta ni ma-usab kung pangusgan jud sa atong maanyag nga gobernadora...pangdemolish unta nang mga concrete structures nga ga-ali sa baybayon...pero nindot kaayong ga blue2x nga tubig lami kayo i-dive..hehe

Cebuanos are just not the kind of people who'll put up with being insulted and looked down upon. Siguro you can say that we are a proud people. Proud people doesn't mean being boastful, but to fight back when provoked and rendered with injustice.

It is not for us to sit timidly and bite our lips when our people are being treated improperly. And we urge you people of Pangasinan to do the same. Tolerating this "civil" oppression from the people in the capital is doing everyone disservice--to us belittled people and to the offenders by spoiling them. We should put our foot down and say hey that's FOUL! The more we brush them off as nothing to be indignant about, the more that they will think it is OKAY for them to do that. And it becomes the NORM. That's why it's high time we knock some sense into their superior and bloated heads.

Cebuanos do not condone such lowly treatment and neither should you, or any other ethnic group in our country!

But there was also a time shortly after the typhoon that we could only use bancas & boats in transporting people and goods to Mactan island from nearby Mandaue.

Despite the tension between the Philippines and China caused by the August 23 hostage incident in Manila that left eight Hong Kong tourists dead, two travel destinations in the Philippines have been cited in a China-based online travel competition.

The two destinations — Cebu and Boracay, both in the Visayas — won the "Best Travel & Leisure Destination (short haul) Award" in the recently concluded TravelWeekly China Travel and Meetings Industry Awards online voting competition, according to the Department of Foreign Affairs (DFA).

Citing a report from Philippine Ambassador to China Francisco Benedicto, the DFA said Tourism Undersecretary Vicente Romano III accepted the award at a ceremony held in Beijing on August 30.

It said the competition was organized by TravelWeekly China, a leading travel industry trade publication in China.

Cebu, Boracay cited in China travel awards

Despite the tension between the Philippines and China caused by the August 23 hostage incident in Manila that left eight Hong Kong tourists dead, two travel destinations in the Philippines have been cited in a China-based online travel competition.

The two destinations — Cebu and Boracay, both in the Visayas — won the "Best Travel & Leisure Destination (short haul) Award" in the recently concluded TravelWeekly China Travel and Meetings Industry Awards online voting competition, according to the Department of Foreign Affairs (DFA).

Citing a report from Philippine Ambassador to China Francisco Benedicto, the DFA said Tourism Undersecretary Vicente Romano III accepted the award at a ceremony held in Beijing on August 30.

It said the competition was organized by TravelWeekly China, a leading travel industry trade publication in China.

Brunei has ton of oil in their land, that is the biggest difference. Cebu won't make it to become the asian giant because of limited landmass and resources, staple food will be imported as well as other products. There is not enough technological advancement in Cebu areas yet that is develop and can be truely claim as a tool for a much bigger airport.

Indenpendent State isn't bad because it has many advantages to it. So, I am all for it. However, without totally separating from Manila government totally as a separate nation, it will be hard not to associate Cebu from the rest of the country. What are we going to do with Visayan residing in Manila are if Cebu and Manila would be a separate country. How will Cebu or even Manila can protect itself to possible foreign threats such as from China? I'm pretty much sure Spratly Islands would not be given up by Manila Government and that's a potential source of crude oil, this is why China wants those chains of islands.

I am definitely for the preservation of languages and culture in the Philippines. I just don't understand why there are so much animosity and hostility towards the tagalogs by some of our SSC cebu forummers when in this thread alone, It's like some are still living in the past. I have never heard any tagalogs or other filipinos expressing resentments towards Cebuanos especially in SSC but it seems like it always come first from Cebuanos with their smirk remarks? I know not all Bisaya thinks the same way. I guess it would take someone with the same intelligence, respect for others and a big heart like Mr Zidlakan to understand and realize that this is also a form of racism and prejudices. When we are in another country, we feel bad if we are being treated indifferently how much more with our own kind? Why can't we just work together without bashing or insulting one another? When you think of Cebuano, just think about Lapu-Lapu and his fierce attitude and stubborn behavior is one example of a great Cebuano characteristic. hindi basta basta nagpapatalo ang Cebuano. so don't worry bai, IMO secession is not even an option at this moment :D. its just a matter of airing out our grievances to people who doesn't understand us and openly disrespects us. i know you know that just recently, there were lots of criticisms hurled against Cebuanos, and this aint new to us. its just one amongst the hundreds and thousands more of unjust discrimination against Bisayas in general and Cebuanos in particular. actually sir @mwg, IMO most of the time, we are not the ones initiating racist remarks here. when we feel that our place and our people are being mistreated whether here in SSC or outside (media, personal experiences, articles, etc), we feel obligated to defend our land and our people. parang build up na kasi yan sa lahat lahat ng mga frustrations and grievances within us na kung merong lumalabas na mga issues against Cebu and Cebuanos from time to time, sumasabog bigla yung naiipong sama ng loob. an outburst of enormous emotions triggered by those random people who keeps on stereotyping and bashing cebuanos.

Also, even if some of you might think some of us here still lives in the past, well history will always affect us in one way or the other even at the present. To think, its the people up north who still lives in the past because this stereotype behavior was a product of the past. if we keep on denying certain points in the past and just leave it all up there and remain unfixed, then nothing would ever change. we are just being reminded that all these false remarks and discriminations against cebuanos didn't just sprung out in modern era because if you were to understand where are all these things come from, it all started from the past through generations to generations of racial slur fabricated by ignorant people up north. that is what we are trying to break. The mentality that cebuanos are not what they've grown to think about.

We are most afraid of the future if this would still continue because if this generation would fail to cause change amongst our people, then i dunno what will happen to us as a country. Our past generations have failed to do so, I know they don't like it as much as we do but now that Cebu as grown tremendously as ever, i don't think to ignore and to be silent is the solution for a change we long to achieve. That's the reason why we made Cebu what it is today so that in the near future, NO ONE could EVER make another similar REMARK against us. We HOPE NEVER to hear another similar STORIES of discrimination and ignorance against us and we fervently HOPE to deliver change for the NEXT generation of CEBUANOS and of course, FILIPINOS!

Palawan local government itself declared that they would prefer either be at MIMAROPA or be alone without a region (an anomaly). MIMAROPA's offices are found at Calapan City in Oriental Mindoro and Batangas City. Its more of a logistical reason rather than cultural. Going from Puerto Princesa to Iloilo VIA Cebu is a hassle and expensive and the only "direct" line of service from Iloilo to Puerto Princesa via Cuyo Island is via a 2 night ferry ride crossing Sulu Sea with a "miraculous ship." :D

So simply stating, the local government of Palawan has some major major inconvenience with transacting their government papers through Iloilo.

Think about this, a trip from Brooke's Point to Puerto Princesa or from El Nido to Puerto Princesa would take almost half a day. What more if they would transact with Iloilo which would take 2 nights by ship and another half-a-day transaction through the plane by Cebu?

Or as what they said earlier, "we're better off alone."

Same reason why the regional capital was returned to Iloilo City during the late 1980s for Western Visayas, its because of logistics. Why do most regional capitals have their areas placed on a strategic location, because despite of the technology, the government still rely on physical access.

So that's a non-issue for most Western Visayan people. AFA opinion of most Ilonggos and Palaweños are concerned.

As for Mindoro, most of northern and central Mindoro people speak Tagalog. Romblon is mixed, it may be merged with Region 6 if they would petition to. Marinduque is obviously Tagalog which is closer to Mimaropa.

So, its not cultural. Its logistical. But if you don't wanna believe what I've said, its up to you. So far, that's factual since I've read a lot of articles relating to that issue not so long ago--and basing on Palaweño friends and some officials as well. ;)

Nah, sorry. I don't wanna join your argument here regarding separatism. I may be Visayan, but I'm proud to say, I am Filipino. :)

how i love cebu. bitaw, autonomy gyud dapat ang mga provinces so that we each province will be forced to generate funds for their own use.

it is a challenge for the less developed provinces to find ways, look at camsur. that is a perfect example of good political initiatives coupled with business acumen.

The maneuverings made to attach Palawan to Region IVB from Western Visayas is basically a move to share some of Palawans riches to its regional neighbors, IMO. It is based on the "big brother" idea that most RDC's are designed to operate. Who will benefit? - Mindoro, Romblon, Marinduque, or even the Southern Tagalog Region! The fact that it took the Palawan Provincial Government a very, very long time to get their share of the fruits of the Malampaya Gas Project is testament of the imperial Manila's unwillingness to return the good graces due to the Palawan government.

My first travel in the province of Palawan was a bone-breaking 6 and a half hours on bad roads. I joked a lot on my Palawan friends of their province's "tulays" (bridges) being just "1-lays"(not 2-lays) because most of the reported completed bridges were actually half of the standard two-lane Philippine bridges! And the road is very chocolate when wet and very face powder during summer (typical macadam roads).
The point I would like to tell is that Palawan is very rich in minerals and oil, not to mention the untouched beauty nature lovers will surely fall for. But for some time in the past, the province was left-out in infra projects. All those conditions were changed when the provincial government started infrastructure projects:

The northern road concreting from Puerto Princesa up to Sabang, El Nido (probably fruits of work of then DOT Sec. Ace Durano who kept pushing for the project to lure more tourists to the Subterranean River);
The south road concreting up to Rio Tuba, Bataraza, Palawan, a PEZA location and
The upgrading of the Puerto Princesa Airport (there were other smaller projects though).

These projects were funded under the P2.6 billion gas revenue share from the US$4.5 billion Malampaya Natural Gas Project offshore Palawan. Although the southern portion of the project is still on-going, you can travel 250 km in four and 1/2 hours!

My curious question is that, why is it mostly Cebuanos are the ones more affected among other Visayan provinces. From my understandingt, most filipinos in Manila or tagalog region regarded Cebu as a more sophiticated type of Bisaya and the ones in smaller towns are the ones really regarded as "promdi" together with other Philippine provinces including southern tagalog provinces. I knew the Batanguenos/Laguna are subject to redicule in Manila also because the way they act and their heavy batangueno/laguna accent. I guess when a few ignorant Manileños called out someone from the Visayan region that are not from Cebu, Cebuanos since they are also visaya gets affected by the insensitve remarks or teasing to their fellow Visayan? Is that a safe assumption of this whole issue?

I don't know, it sounds more like a lame excuse to deny ones heritage because of fear of it's own skin tone and physical appearance. There are so many filipinos caught this plague as far as I can remember. It's a comon knowledge already. We are ashamed because we are from a poor country? I think that is too shallow. What about humility and self respect? Although there are other races regarded us as inferior, they are very few, there are alot more of them out there who recognized our potential and treat us as equal to them. Otherwise, why do we have non filipino friends if other races thinks ill about us? It means they see the two sides of the coin and recognized our capabilities so they give us equal respect we deserve. Is it not?

umh, sir @mwg, i didn't quite get what you meant about the one I highlighted.

with regards to Cebuanos being the ones who gets easily affected, its because its a general thought that when you speak of bisaya, people associate it with Cebu in one way or the other. I mean, when I was in Manila a few years ago, I was asked by a sari-sari store vendor because she overheard me talked in Cebuano with my cousin while waiting for a jeepney to SM Fairview. she asked me if I am from Cebu because probably what might be running through her mind was my bisaya. but say for example I wasn't a bisaya from Cebu and say, I'm from Dipolog and I speak Cebuano also then I'm pretty sure that sari-sari vendor would still think I am from Cebu because I speak Cebuano bisaya. but if I were from Bacolod, I don't think they'd call my language bisaya bec. obviously it would be ilonggo. the ilonggos and warays may not care about it because all three of the visayan languages have different intonations. the ilonggos are well known for their soft spoken tongue, the cebuanos pretty much on the middle while the warays are famous for their hard tone. but amongst the 3 of these, many people would still refer to bisaya as Cebuano.

If indeed Manilans do think Cebuanos are sophisticated bisaya and the rest are promdis, remember that Cebuano is spoken by an estimated 22 million people across the visayas and mindanao. If a manila peep bashes a bisaya, even though he/she might not actually refer to the Cebuano populace in Cebu, the reaction would somehow cause Cebuanos to be alarmed because of that bisaya-tagged that is linked to Cebu. para kasing naging tagasalo tuloy ang mga Cebuanos sa lahat ng mga stereotypes against bisaya even though hindi naman talaga sila ang tinutukoy. ;)

House reps push for Cebu’s share


AT LEAST three Cebuano congressmen are pushing for the inclusion of some P1.4 billion for district projects in the national budget for 2011.

Rep. Benhur Salimbangon (Cebu Province, 4th district) said he submitted a proposed budget of P480 million, mostly for road concreting, construction of bridges and other infrastructure in the fourth district.

“We need to be ready at all times because if a congressman will not submit proposed projects, he will only have to rely on the P70 million per year allocated for the PDAF (Priority Development Assistance Fund),” Salimbangon said.

The House committee on appropriations began conducting hearings last week to examine Malacañang’s proposed 2011 budget.

Salimbangon said that in his district, P30 million of the P70-million PDAF, more popularly known as the “pork barrel”, goes to “soft” programs like hospitalization, burial assistance and scholarships. The remaining P40 million goes to infrastructure projects.

From 2007 to June 2010, Salimbangon said, he lobbied for the inclusion in the national budget of some P781 million worth of projects in his district.

Rep. Pablo John Garcia (Cebu Province, 3rd district) said he has submitted budget proposals amounting to some P500 million for Toledo City and the towns of Barili, Aloguinsan, Balamban, Asturias and Tuburan.

As chairman of the House committee on public order and safety, he added, he will also push for priority projects to improve the equipment of the police and the bureaus in charge of firefighting and jail management.

Rep. Ramon Durano VI (Cebu Province, 5th district) said his proposed budget for infrastructure, like road construction or road maintenance, among others, totaled P500 million and is included in the proposed budget for the Department of Public Works and Highways.

He is also lobbying for a roll-on, roll-off port in Pilar town, Camotes and the rehabilitation of the airport in San Francisco town, also in Camotes.

“This is important for the promotion of the tourism industry,” Durano said.

Garcia and Durano explained it is in hearings that some congressmen are able to insert budget proposals for their districts. (EOB)

Cebu is a major contributor to the Philippine economy. If I'm not mistaken, the share is 20% to total GDP and it is growing faster than the national average.

What's wrong? Will it hurt you that I like Bangkok more than Manila? Masakit ba? In Asian threads I was proud to post Manila pics there but now, sorry.



Why should I be hurt? That's nothing.....you can hate the capital and shout it aloud.

We are not here to compare Manila or other city. Of course, the capital city, Cebu and any other place have positive and negative sides. This also applies to any place in the world.

RonnieR, look at how the people of the south are portrayed in the media, how condescending the treatment is, look at how tagalogs treat cebuanos OVERSEAS.

There is really this perception na ang bisaya, mindanoan, cebuano, waray, etc, etc, ay baduy, mangmang, ignorante atbp.

this perception is pervasive. You're not aware of it because you're a tagalog, you're not the recipient of racism.

The ilocanos, the bicolanos, the palawenos, they're not like the tagalogs when it comes to looking down at the cebuanos. Iba talaga ang pakikitungo ng mga alog sa mga bisaya.

Just because nasa capital kayo does not mean you have any right to treat the others with less respect. We are all equals, so respect us.

To end, what the cebuanos are expressing is a REACTION, IT IS A DEFENSIVE STANCE.

We're 11 Pinoys here in penang in one company. 6 Tagalogs and 5 Cebuanos. We're close friends naman, we're all barkadas pero kung silang anim lang ang magkasabay kumain, I always hear them say something against Cebuanos. And as a person that is proud of my being Cebuano, I tell you when I hear them talk against us, "IT REALLY HURTS". kahit respeto man lang sana, magkakaibigan e, diba?

The maneuverings made to attach Palawan to Region IVB from Western Visayas is basically a move to share some of Palawans riches to its regional neighbors, IMO. It is based on the "big brother" idea that most RDC's are designed to operate. Who will benefit? - Mindoro, Romblon, Marinduque, or even the Southern Tagalog Region! The fact that it took the Palawan Provincial Government a very, very long time to get their share of the fruits of the Malampaya Gas Project is testament of the imperial Manila's unwillingness to return the good graces due to the Palawan government.

My first travel in the province of Palawan was a bone-breaking 6 and a half hours on bad roads. I joked a lot on my Palawan friends of their province's "tulays" (bridges) being just "1-lays"(not 2-lays) because most of the reported completed bridges were actually half of the standard two-lane Philippine bridges! And the road is very chocolate when wet and very face powder during summer (typical macadam roads).
The point I would like to tell is that Palawan is very rich in minerals and oil, not to mention the untouched beauty nature lovers will surely fall for. But for some time in the past, the province was left-out in infra projects. All those conditions were changed when the provincial government started infrastructure projects:

The northern road concreting from Puerto Princesa up to Sabang, El Nido (probably fruits of work of then DOT Sec. Ace Durano who kept pushing for the project to lure more tourists to the Subterranean River);
The south road concreting up to Rio Tuba, Bataraza, Palawan, a PEZA location and
The upgrading of the Puerto Princesa Airport (there were other smaller projects though).

These projects were funded under the P2.6 billion gas revenue share from the US$4.5 billion Malampaya Natural Gas Project offshore Palawan. Although the southern portion of the project is still on-going, you can travel 250 km in four and 1/2 hours!

Stereotyping cannot be avoided but it is not so rampant. It also happens anywhere in the world.

Don't you know that there are so many executives in Metro Manila who are from the South or from the province? They are highly regarded.

umh, sir @mwg, i didn't quite get what you meant about the one I highlighted.

with regards to Cebuanos being the ones who gets easily affected, its because its a general thought that when you speak of bisaya, people associate it with Cebu in one way or the other. I mean, when I was in Manila a few years ago, I was asked by a sari-sari store vendor because she overheard me talked in Cebuano with my cousin while waiting for a jeepney to SM Fairview. she asked me if I am from Cebu because probably what might be running through her mind was my bisaya. but say for example I wasn't a bisaya from Cebu and say, I'm from Dipolog and I speak Cebuano also then I'm pretty sure that sari-sari vendor would still think I am from Cebu because I speak Cebuano bisaya. but if I were from Bacolod, I don't think they'd call my language bisaya bec. obviously it would be ilonggo. the ilonggos and warays may not care about it because all three of the visayan languages have different intonations. the ilonggos are well known for their soft spoken tongue, the cebuanos pretty much on the middle while the warays are famous for their hard tone. but amongst the 3 of these, many people would still refer to bisaya as Cebuano.

If indeed Manilans do think Cebuanos are sophisticated bisaya and the rest are promdis, remember that Cebuano is spoken by an estimated 22 million people across the visayas and mindanao. If a manila peep bashes a bisaya, even though he/she might not actually refer to the Cebuano populace in Cebu, the reaction would somehow cause Cebuanos to be alarmed because of that bisaya-tagged that is linked to Cebu. para kasing naging tagasalo tuloy ang mga Cebuanos sa lahat ng mga stereotypes against bisaya even though hindi naman talaga sila ang tinutukoy. ;)

In fairness to @bai mwg, he is the only one thus far amongst the Northern visitors who had acknowledged the Gloria D mistake and the mindset we had spoken of earlier. I am also glad our Ylonggo brethren are supportive. :)

All the rest of the “friends” and visitors had chosen to keep quiet on the issue, for reasons we have yet to fathom. :)

Some of our visitors cannot even disguise their contempt for Cebuanos. :)

I experienced that too. And my friends din. But, sanay na rin kami, we just shrug it.

That query on electricity is worse. 95% of the country has electricity according to government. I would understand if the person who asked you is a cave man.

To the tagalogs who post here defensively, although some of the people's reactions here seem blown out of proportion to you, don't fret if you are not of the kind who looks down on other people outside the capital. I think it is directed towards others who are of that kind, not YOU. I hope you don't come here in defense and denial that the discrimination does not happen. Many of us here have personal experiences about it, and if you insist that it isn't true, then you can just assume that we are having a mass delusion here. Hehe.

Just as one forumer here suggested, we are more acutely sensitive towards these happenings because we are the recipient of the discrimination. Of course, it is not as blatantly cruel as those experienced by the African Americans in the US decades ago, but it is still demeaning and annoying and makes us feel like the lesser Filipino in status.
In reality, we often are civil about it and not as outspoken here in the forum. I have some friends here too who were sent here for training in the IT field, and I had to answer as politely and restrained as I could even if I heard them say quite condescending things about Cebu and Cebuanos because they are actually from Manila who are currently working in Cebu when the same company sent them here for training.
NO, I DIDN'T DECLARE WAR ON THEM. Haha. And you know what, most Cebuanos actually try to understand that, ah, maybe it is not really their fault individually, and we try to look at it as the outcome of a BIASED media. We say, ah, they were probably not entirely at fault because they were brought up that way and of course, to avoid strained relations, pakikisama kumbaga. But I believe now, IT IS NOT ALWAYS the best way to just CONDONE that kind of behavior because they would think it's okay. We need to give them a piece of our minds IF WE WANT them to stop doing it.

And you say, what about the Ilocanos, the people from Batangas and Laguna who are also treated the same way. Well, I also ask the other way. Why do they just let it all pass? They are spoiling the Tagalogs (not all of course, but still several of them).
You know what, it is not that Cebuanos are so uptight and dead serious that we can't laugh at ourselves. We do. But there is a line crossed between plain fun and ridicule.
And boy, I think we have the chutzpah, enough balls to stand up against that kind of "civil" oppression. If other ethnic groups don't do it, well, WE WILL, and we are doing it.

Again, no offense really to those Tagalogs who are not of the kind we are talking about here.

actually sir @ron, we've got lots of stories to tell. we are not fabricating stories here. it is REAL! baka masyado ka lang mabait para makipagbarkadahan sa mga ignoranteng manilenos and tagalogs up north at ng hindi mo lubos maunawaan at maintindihan na meron talagang nagsasabi ng mga bagay na yon sa amin. :)

All the Media references to the Bisaya maids are abundant in Youtube. Philippine Media is full of it, the snide remarks when it comes to bad language usage. Again to trivialize things as exaggeration will never be a good solution, I kid thee not. Whilst it is a good thing, this Positive Always mentality that you have, sometimes it can go overboard and it can make you lose touch of reality.

ang mga tanong na ito were obviously intended para mang-asar sa mga tao na tingin nila probinsyano kasi nga bisaya and from the south..its really true, many people from the tagalog region, even those who are educated think like this..maybe because on how the media represents cebuano or bisaya in general..eh ma edukado o walang pinag-aralan nanunuod nang TV at pelikula..kaya ganun karamihan ang alam at yun din ang pinaparating nila sa mga taga bisaya, lalo na sa mga tagalog na hindi pa nakarating sa visayas at mindanao....

and its been a common experience among bisayans who mingled with tagalogs..
I also experienced that when i went abroad in the middle east...sa department namin when we came, there were only few of us who are bisayans tatlo lang ata kami, hindi ko akalain na toto-o nga pala yung mga sinasabi nang kababayan kong bisaya na ang mga tagalog mahilig mangunder...mga tatlo lang kaming bisaya sa office, 2 cebuano ang 1 ilonggo..wala silang ibang ginawa kundi asarin and gawan kami nang mali and talk bad things behind our back, i cannot believe that its like we are entering a fraternity that we must first have to respect and bow to them before we can freely join and be part of the department.... but we the bisayans did the opposite we fought back and reported the incidents to our foreign boss... tamimi sila, and thats the time we gain their respect, at takot nang mang-asar! lalo na yung isang bisaya na kasama namin hinamon yung isa sa kanila nang suntokan, eh natakot! hahaha!
Isa ding kakilala namin who is surigaonon bisaya, siya ang palaging ginagawang katatawanan at tinutokso nang mga tagalog kasi hindi siya marunong nang accent nang tagalog, palagi nilang pinupuna pag nagtatagalog kasi matigas at talagang lumalabas ang surigaonon accent nya...

those kinds of experience are also very common among my friends who are working in dubai, sabi nila mahirap pkisamahan ang mga tagalog kasi mahilig daw mang-under palaging superior...unlike bisayans as long as ur jamming and knows how to socialize u are most welcome!!!!:):):)

One of you guys should run for Congress and file the bill for Federalism or a HK like set up, one country, two system. :D I believe there is already a growing grassroots move at federalism. I think there were moves by some politicians during the time of Gloria Arroyo and you can also see the great number of forumers with siggys bearing the federalist cause. Autonomy and Federalism are a better alternative.

Amusing. The more that Philippine Media, the current mindset we had spoken of earlier + the other kibitzers with their sarcastic remarks continue on as they are, the more they add fuel to Cebuano patriotism and the federalist cause. What dreams are made of.

Guys, do you think it's necessary to post those hyperbole statements? I really doubt if people really asked these things to you except if they are ignorant, moron or uneducated.

I'm not sure if it is necessary to post it but I believe they are just giving example but I NEVER doubted that there are still people who asked those kind of questions. I don't what to call them, they graduated a bachelors course, got a license, could be partly ignorant or simply just stupid.

I also deal with people from the South and I don't hear these complaints. Maybe that is your impression.

Stereotyping cannot be avoided but it is not so rampant. It also happens anywhere in the world.

Don't you know that there are so many executives in Metro Manila who are from the South or from the province? They are highly regarded.

Aren't you aware the acceptance of people from the capital of those new discoveries na mga artista? :) I think alam mo na whom I am referring to. Marami sila from the South.

So, I think we should not be blinded of that OLD notion of bias.

they were accepted in the capital because they adapted the tagalog style already, maybe because they lived there for quite awhile, and have lost the cebuano traits in them such as accents...what about those who are really full blooded cebuano whos language, ways and culture depicts purely a cebuano, would you think he/she will be fully accepted as a serious persona, or bka ilalagay na naman sa comedy? hahahaha

Don't you know that in East Timor the rape of its women was systematized by the Indonesian army? Dapat lang na tumiwalag sila. Right President Osmena lost to President Roxas, a fellow visayan in the elections after World War II. I believe President Garcia is from Bohol but his parents are from Abra. President Roxas is from Capiz. These are the only presidents I can think of that comes from the south. I maybe wrong but none from Mindanao so far. With the current system in our country, the many outstanding minds and talents we have from the south will never have a chance to lead our country. Such a shame, but as @Ronnie said at least may sumisikat na na artista from the south, I hope hinde lang sa comedy, :lol: and hey we can always do business right?

umh, sir @mwg, i didn't quite get what you meant about the one I highlighted.

with regards to Cebuanos being the ones who gets easily affected, its because its a general thought that when you speak of bisaya, people associate it with Cebu in one way or the other. I mean, when I was in Manila a few years ago, I was asked by a sari-sari store vendor because she overheard me talked in Cebuano with my cousin while waiting for a jeepney to SM Fairview. she asked me if I am from Cebu because probably what might be running through her mind was my bisaya. but say for example I wasn't a bisaya from Cebu and say, I'm from Dipolog and I speak Cebuano also then I'm pretty sure that sari-sari vendor would still think I am from Cebu because I speak Cebuano bisaya. but if I were from Bacolod, I don't think they'd call my language bisaya bec. obviously it would be ilonggo. the ilonggos and warays may not care about it because all three of the visayan languages have different intonations. the ilonggos are well known for their soft spoken tongue, the cebuanos pretty much on the middle while the warays are famous for their hard tone. but amongst the 3 of these, many people would still refer to bisaya as Cebuano.

If indeed Manilans do think Cebuanos are sophisticated bisaya and the rest are promdis, remember that Cebuano is spoken by an estimated 22 million people across the visayas and mindanao. If a manila peep bashes a bisaya, even though he/she might not actually refer to the Cebuano populace in Cebu, the reaction would somehow cause Cebuanos to be alarmed because of that bisaya-tagged that is linked to Cebu. para kasing naging tagasalo tuloy ang mga Cebuanos sa lahat ng mga stereotypes against bisaya even though hindi naman talaga sila ang tinutukoy. ;)

Honestly, alot of non bisaya would not be able to tell the difference between how Illongo and Cebuano bisaya would sound like. To most non bisaya the words sound pretty much the same just as how I thought before that Bicolano dialect sounds the same as bisaya. You could take it as ignorance but it just so happen that our ears are not use to hearing bisaya or illongo all the time. I came to realize only when my uncles on my father side married a Bisaya, then I learn from them the way I learn things from my Cebuana wife.

Your second paragraph is what I was trying to ask before these. That answered my curious question.

You'd be surprised! That guy is telling you the truth, I don't think they are saying that just to fool you guys.

If I may share a personal experience and through my mother... when I was younger, they did mention about how filipinos don't get along, she did mention something about avoiding bisayas (I won't mention which provinces or impressions they have because it might offend them and that's not my intention, and i know half of them are not accurate) from this and that area, the one thing she mentioned was Cebuanos among other bisaya are easier to get along because they are mild mannered i guess her actual words are "mas maayos makasama ang mga taga Cebu kaysa ibang bisaya". This is a true story and I am not making these up, she passed away already so I am pretty sure I won't use her name vain.

I'm pretty sure just like what you mentioned above, if a non bisaya is teased or ridiculed in Manila say for instance on tv. Cebuanos would react as well even if it is not directly pointed to them, but just because the word Bisaya sounds like more of a generalization.

Good question on why there is no President from Cebu or from the Visayas except Osmeña, considering the population of the Bisaya speaking population is greater than tagalog. You would also be thinking why it seems like these past administration are being run with either Ilocano or kapangpangan... We have no real tagalog president in along while, I guess since the late President Magsaysay who died in a plane crash.

Thanks ormocanon, it's cool. I don't think he understood clearly. He didn't even realize I was refering to filipinos as a whole and how foreigners perceived us... he probably is in regional attack mode. Ignorance at it best, sometimes you can't just do anything except what u did :ohno::lol:

The only thing I can really see on these is that, those tagalogs who chose to be ignorant or simply to have fun at the expense of others is pretty much the same as how Americans mock other people from India especially on tv or perhaps how they portray Mexicans just how you see how they use that mexican guy as part of their comedy skit in Kimmel show. I know how bisayans would feel because once in awhile, I get a share of it from my American coworkers who are mostly guys, it's just how you take it... They show respect to you but in times of laugher, you receive that blow, especially me since half of the time I look like an arab so you can just imagine how I get called "a terrorist" or imitate the way I talk, just to tease me. One thing is for sure, I always give them the same grief fair is fair.

My girfriend recieved this compliment from her schoolmates in UST: "Uy, marunong ka pala mag english? di ba taga iloilo ka?" :banana::banana::banana:

my sister in law and her visayan friends.. in cyprus.. is always at odds with the Luzon people and the Tagalogs......

To the tagalogs who post here defensively, although some of the people's reactions here seem blown out of proportion to you, don't fret if you are not of the kind who looks down on other people outside the capital. I think it is directed towards others who are of that kind, not YOU. I hope you don't come here in defense and denial that the discrimination does not happen. Many of us here have personal experiences about it, and if you insist that it isn't true, then you can just assume that we are having a mass delusion here. Hehe.

Just as one forumer here suggested, we are more acutely sensitive towards these happenings because we are the recipient of the discrimination. Of course, it is not as blatantly cruel as those experienced by the African Americans in the US decades ago, but it is still demeaning and annoying and makes us feel like the lesser Filipino in status.
In reality, we often are civil about it and not as outspoken here in the forum. I have some friends here too who were sent here for training in the IT field, and I had to answer as politely and restrained as I could even if I heard them say quite condescending things about Cebu and Cebuanos because they are actually from Manila who are currently working in Cebu when the same company sent them here for training.
NO, I DIDN'T DECLARE WAR ON THEM. Haha. And you know what, most Cebuanos actually try to understand that, ah, maybe it is not really their fault individually, and we try to look at it as the outcome of a BIASED media. We say, ah, they were probably not entirely at fault because they were brought up that way and of course, to avoid strained relations, pakikisama kumbaga. But I believe now, IT IS NOT ALWAYS the best way to just CONDONE that kind of behavior because they would think it's okay. We need to give them a piece of our minds IF WE WANT them to stop doing it.

And you say, what about the Ilocanos, the people from Batangas and Laguna who are also treated the same way. Well, I also ask the other way. Why do they just let it all pass? They are spoiling the Tagalogs (not all of course, but still several of them).
You know what, it is not that Cebuanos are so uptight and dead serious that we can't laugh at ourselves. We do. But there is a line crossed between plain fun and ridicule.
And boy, I think we have the chutzpah, enough balls to stand up against that kind of "civil" oppression. If other ethnic groups don't do it, well, WE WILL, and we are doing it.

Again, no offense really to those Tagalogs who are not of the kind we are talking about here.

So in fairness naman to the Tagalogs... who are well educated, ( mwg and RonnieR is right) most of them look to Cebuanos with high esteem and admiration... I personally experienced that....

So lets us not stereotype also that all Tagalogs are like that..

But they could not also deny the fact that there are really stereotyping against the Cebuanos and the Visayans in the Capital;.... and even well educated people do that... :) And sad to say, these are being manipulated and pushed in the media, especially portraying a Cebuano or an Ilonggo as a dumb "katulongs" in movies or tv sitcoms.... it is so distasteful and racist being a Visayan myself.

Because of what the people of Manila are doing to us here in the south, thats the reason why The Philippines is being left behind by our neighboring ASEAN countries. The only thing that can help the Philippines overcome such adversities is for us to stop treating one another with hate or racial disgust. Only then will the words united we stand will truly be accomplished.


its not purely manila's fault. i dont have the right figures but i think 50% of people living in manila today are not native manileno's. they came from other parts of the country. and i think it also doesnt account those people who went to manila from other parts of the country before world war 2. so when you look at the big picture people in manila is a congregation of all ethnic backgrounds.

so if we use logic if manila is mixture of all people in the philippines; manila is the problem of the philippines therefore all the people in the philippines is the problem. its sounds wrong but i think its true.

CEBU, Philippines – Filinvest Land Inc., the property unit of Taipan Andrew Gotianun Sr., expresses interest to invest on the construction and operation of a waste management facility and power plant in Cebu City.

Thinking of a possible joint venture agreement with the City Government, the Filinvest is eyeing a portion of what is now the Inayawan sanitary landfill as site for the new project.

FLI Director Andrew Gotianun Jr. disclosed that it submitted an unsolicited proposal to Mayor Michael Rama for a contractual or unincorporated joint venture project.

The City is spending close to P70 million a year for solid waste management, including the operation of garbage trucks and the maintenance of the landfill. The land-fill, designed and built by Japanese experts, was initially designed to last for 15 years or until 2003.

Gotianun said that the modern waste management technology that they will implement is being used widely in Germany, China and other countries.

With the initial capacity of at least 500 tons of waste per day, the plant will generate 20 MW of power. The 90 percent of the generated energy will be used by desalina-tion plant to convert seawater into fresh water through the reverse osmosis process to address Cebu City's water needs.

The total land requirement of their proposed project is five to 10 hectares. This will include the required buffer zone between the plant and residential areas. The sani-tary landfill has 17 hectares of land area.

The project, according to Gotianun, will utilize the most advanced boiler system, which is known as Fluidized Bed Boiler or Clean Coal Technology.

The technology has been approved by the Department of Environment and Natural Resources and is now being used in Toledo City, Gotianun said.

"We assure you that the project shall be made to conform to the most stringent environmental standards imposed by existing laws and regulations of the Department of Environment and Natural Resources," the proposal read.

Under the unsolicited proposal, the City Government and the Filinvest will undertake the project that will contribute a 25-year leasehold right, renewable for an addi-tional 20 years over a portion of the landfill site.

The project cost is estimated to reach US$30 million or between P1.3 billion to P1.4 billion.

The 35 percent will be financed by Filinvest and the City while the remaining 65 percent, by external borrowings.

Under the proposal, the term of the project is 25 years, renewable for another 20 years. At the end of the project term, it will be transferred to the city government.

Filinvest Land is one of the country's leading property developers with a diverse portfolio of real estate projects. The company has developed more than 2,000 hectares of land and created over 600,000 sq. m. of prime office, residential and retail spaces over the past four decades. (FREEMAN)
