The construction coincides with its centennial celebration. The environment-friendly structure is designed by Architect Jose T. Mañosa and is scheduled to be finished in 2011. In a press conference prior to its centennial anniversary celebration last Nov. 25, Insular Life chairman/CEO Vicente Ayllon said the new edifice is the third the company has put up in the province throughout its 100 years of operation. The first building was sold and the second is where the company’s offices now operate. Coming from the Ayala real property group where he worked for five years, Ayllon now enters the high-end property through this building being developed by the company. The Insular Life building stands on a 3,000 sqm lot. The building will only occupy a 2,000 sqm space leaving enough room for landscaped frontage. The building will have an all-glass wall. There will be two layers of (1/4 or 8 millimeter) thick and slightly tinted glass to repel sunlight from coming in but bright enough to reduce the use of internal lighting. That design will make it ecologically-friendly —which will sandwich a blank space that in turn will become a built-in insulation. It will have six elevators, including one service elevator. The building will use high-grade steel and concrete, Architect Manosa said. Since the ground floor will have very few pillars, there is flexibility in the use of cubicle spaces good enough for the five commercial banks that will lease the area. At the 12th floor will be penthouse executive offices, lounges, chapel and landscaped spaces. There will be three floors of basement with parking spaces for 240 cars, Manosa said. Each floor will have a touch of greenery and utilize a variable refrigerant system so that the building will be cool enough during summer. Even the energy source is assured with back up generators in case of power shortages. The building will have a 90,000 gallon cistern to collect rainwater, which will be recycled for cleaning, gardening and other uses while another 10,000 gallon cistern (back-up potable water supply) will be installed at the penthouse to ensure adequate water pressure to reach the topmost floors of the building. Manosa, of course, knows the meaning of “green building” as he was the first to build one in 1980, with the San Miguel corporate center in Ortigas. Dagooc (The Freeman) Updated December 22, 2010 12:00 AM Comments (0) CEBU, Philippines - As Cebu’s Business Process Outsourcing (BPO) industry gained international attention for the past few years, the year 2010 is deemed a historical year for the BPO sector in Cebu as it gears up to reach its maximum potential. Following the Tholon’s announcement proclaiming Cebu as the 8th emerged BPO destination in the world, besting other cities in Singapore, India, and others, Cebu was able to prove itself as legitimate host for giant and multinational BPO industries. Amid the lingering effects of the global recession, the BPO sector propelled Cebu’s economy in 2010, providing thousands of employment opportunities to Cebuanos, and other job seekers from neighboring provinces. Cebu Investments and Promotions Center (CIPC) managing director Joel Mari S. Yu said aside from new BPO facilities that opened this year in Cebu, such as the second facility of Accenture, existing BPO firms have also expanded, thus the demand for more workers, and office spaces have surged during the year. The dynamic growth of BPO in Cebu, has also paved the way for more investments in real estate, wherein capitalists poured in money to build medium to high rise buildings to accommodate the growing demand for BPO office space. In the middle of this year, Norkis Group of Companies announced the conversion of its three-hectare property in Mandaue City into an Information Technology (IT) Park. Norkis Group chairman Dr. Norberto B. Quisumbing told The Freeman in an interview that BPO is now the new “revenue generator” for the Cebu economy, and that the company is going to take advantage of the opportunity. According to Quisumbing BPO is a good employment generator for the country in this generation. “The reality is—BPO is here to stay,” Quisumbing said. Likewise, the Cebu Property Ventures Development Corporation (CPVDC), the developer of the 25-hectare Cebu Asiatown IT Park in Lahug, declared its plan to build another mid-rise BPO building by next year, to accommodate the growing demand from potential BPO investors. CPVDC president Francis O. Monera announced that the recent development of Cebu being declared as an “emerged” destination for IT and BPO will bring more interested investors here. “We are planning to build another BPO tower,” Monera said adding that with the success of the eBloc2 Tower, which is occupied only by two BPO giants, the JP Morgan, and NCR. CPVDC in partnership with Ayala Land Inc. (ALI) projects to complete the P1.4 billion eBloc2 project by the end of 2011. Even before the eBloc2 is completed, Monera said plans of putting up the third eBloc facility at the park is already in the drawing board. Part of the initial plan is to build a BPO enclave facility within the five-hectare remaining property. However, no exact timetable was given for the development. Meanwhile, Aboitiz Land Inc. is going to develop its 15-hectare property at the Mandaue North Reclamation Area, to establish new integrated development in area that will include construction of BPO buildings, hotels, and residential facilities. AboitizLand Inc. vice president for marketing and sales Manuel U. Arbues II announced that this project, which will start next year, is another commercial development to be introduced by the company, after the Mactan Export Zone II. Although, the masterplan of the project is already completed, it is still subject to the company’s board approval. This project is one of the two to three projects that will be introduced by the company in 2011, excluding the expansion ventures on its existing residential developments. According to Arbues that company has to take advantage of the booming commercial real estate industry in the Cebu, specifically in providing more BPO-ready buildings. Total seats established by the BPO firms in Cebu now count to almost 40 thousand. These can be utilized in a three-shift 24-hour cycle operation, which roughly provides employment generation of close to 100 thousand as of this year. Yu said the economic recession in the United States and Europe have not at all affected the BPO sector in the Philippines, specifically Cebu, in fact, the crisis was a “blessing in disguise” for the BPO industry, as more US and European firms are now considering to outsourcing to save cost. The Tholons announcement that put Cebu in the spotlight as an “emerged” destination for BPO investments, implicates the province’s double of triple growth of BPO sector in the next few years. And as infrastructure and business environment have been proven to be world-class and already at par with global standard, Yu said human resource is no longer a problem, as both private sector and the government are working so hard to provide intensive and effective program of human resource development for BPO and high-value IT skills. Although Cebu is still working hard to improve the quality of human resource supply to complement the growing interest of world’s BPO investors to Cebu, Yu said the BPO industry players, including survey firm Tholons, has seen Cebu’s capability to host the biggest names in the world’s BPO sector. According to Yu, Cebu is anticipating a stronger interest from BPO investors around the world and that industry players with the help of theCebu City government will intensify its program to further develop the human resource pool. Joel Mari Yu, executive director of Cebu Investments Promotions Center (CIPC), said the city needs to cover the mudflats of Pond A, measuring some 50 hectares, in order for it to become an “asset.” “We need to have it recognized as an asset and have it titled, and we can only do that by filling it up,” Yu said. CIPC is the nonprofit marketing arm of the Cebu local government unit. It also serves as a one-stop shop for investors interested in locating in Cebu. Pond A was originally part of the 300-hectare SRP. While the rest of the property will be filled up by regular filling materials shipped in by suppliers, Pond A was identified as a dumping ground for excavated mud by the Department of Public Works and Highways (DPWH), which is overseeing work on the adjacent Cebu South Coastal Road. SRP and the coastal road were both funded by the Japan Bank of International Cooperation. The Philippine government, however, decided that the DPWH dumping on Pond A would result in technical malversatiovn. The area has been left in mud and shallow water since the completion of the SRP in 2001. Yu earlier announced the plan of the city government to sell small land parcels at the SRP to give smaller investors the chance to open commercial establishments. The 10 parcels, sized between 2,000 and 3,000 square meters, will straddle the 46-hectare joint-venture development of Filinvest Land Inc. and the 30-hectare development of SM. “Everybody is telling us to start selling the rest of the property. We are telling them we are not selling any wholesale lots anytime soon,” Yu said. “We want the prices to go up first with the Filinvest and SM developments.” The floor price for the upcoming bidding will be at P30,000 per square meter. The city is set to raise up to P3 billion in proceeds from the public bidding set for early 2011. Yu said the city government is not in a hurry to enter into another big-ticket deal for the SRP, with the city government already raising enough cash to pay for the property’s loan amortizations. The property, completed in 2001, was built through a JBIC loan payable until 2020. Cebu has gained the attention of the country’s top developers, where billions of pesos had been allocated to change the landscape of the Queen City of the South—making it a truly world-class urban center. Established developers such as SM Prime, Filinvest, Ayala Land Inc., and Aboitiz Land Inc., among others are just a few of the dozens of real estate capitalists in the Philippines that officially announced their keen interest to pour investments in Cebu's real estate sector. It was fun being with group once again and see familiar faces. However, its is noticeable that there is no newbie participant for this year. We hope to see more newbies integrate with the group since after all we are united in our common denominator, which is our passion for Cebu's development. In line with that we have made an unscheduled SSC Cebu election in which the group unanimously elected me as the new President. I was shocked and speechless then, although i am quiet busy with our company where i am the CEO, but my passion and dedication for Cebu prompts me to decide to accept the challenge. And i know, with your support guys, we can make a difference for this small yet potent community for Cebu. We have elected four major positions, President : Henz, Vice President: Leylander, Secretary : Jarenz, and Treasurer : Lordcarnal. But from this core team, we will be appointing people to head committees which we will be creating anytime soon. In my capacity as the President, i would like to chose @Rustyboi and @ Betro as SSC Advisors. I know the Team will have a daunting challenge ahead, but there is no impossible if we will work together. For 2011, my plan is to put SSC Cebu into the mainstream. First, we will continue what we have started in 2010. We will officially organize SSC Cebu into a Non Stock, Non Profit group. Then on the first week of January, we will launch our first major activity, the Feeding program.. we hope to assemble as many SSC peeps as we can during that day so we can also make it as a Planning session for 2011. During our planning everybody shall contribute ideas with our ultimate goal in putting SSC Cebu into the mainstream. In my leadership, i would like to adopt the policy of " Less Talk, More Light Rock".. ( kidding aside)... As the famous revolutionary Bakunin says.. " Give me a 100 dedicated revolutionaries and i will turn the world upside down"....... Guys, we dont need a 100 dedicated people since we are focused in Cebu.. Dagooc (The Freeman) Updated December 20, 2010 12:00 AM Comments (0) CEBU, Philippines - One of the much anticipated highlights of 2011 will be the performance of Cebu’s tourism industry as it is expected to drive the province’s economy, like never before. Local economist Perry Fajardo said that the trend of tourism now “is not normal” anymore, as it is picking up and is expected to strengthen next year, unless a major calamity or crisis will hit again. Fajardo said as Cebu has already established its name in the world market as preferred business and leisure destination, it is going to benefit from the recovering interest of international travelers around the world. “Tourists have money. Travel goes with higher income market. The world’s recovery is giving the wealthy travelers a new life,” said Fajardo. Aside from Business Process Outsourcing (BPO), tourism is one of the sectors that will be watched out for beginning next year. Thus, any business related to tourism, is expected to make money—whether big or small. However, this opportunity should be complemented with right infrastructure, and offerings in order to accommodate the growing market, and that introduction of eco-tourism should be started immediately. According to Fajardo, the Local Government Units (LGUs), should make tourism a big income generator starting next year, that’s why investment on tourism related facilities, and infrastructure should be started. Cebu now needs additional attraction and activities, otherwise, tourists have nothing to do here, after one or two days stay. Aside from beach and City tour, other destination options should be offered, and these are the offering of diverse eco-tourism packages. The far-flung towns in Cebu, should start to do its home work now and be ready for the “tourism boom” in their locality, while tourists are now looking for more exotic destinations to go to, and these are found in the different towns and localities around Cebu province. Although, Suroy-Suroy program is an effective tool, Fajardo reiterated his call to make the program sustainable, meaning attractions and activities should be ready all the time, whenever tourists come to visit. Organized trip to different towns, and eco-tourism destinations should be promoted. According to Fajardo Cebu has more to offer, more than just the beaches, Magellan’s Cross, Taoist Temple. He said there are a lot of eco-tourism attractions in different towns in the province, that are not being promoted, and travel operators do not know about. LGU executives should be empowered to see the wealth in their home-ground and start to capitalize them. Unlike the BPO, tourism sector generates more employment, business opportunity across market segment and population groupings. In Cebu City, tourism entrepreneurship is a good venture to start with by next year. A fire truck from the Bureau of Fire Protection (BFP) 7 sprayed water on the seized items that included Judas belts, kwitis, whistle bombs and sparklers. The assorted firecrackers and pyrotechnics were confiscated by the Task Force Pabuto from different establishments since Dec. 24. The task force raided yesterday Vicky Marketing on Manalili St. and seized eight boxes of firecrackers and pyrotechnics. City Market Administrator Racquel Bohol-Arce, who heads the task force, said the establishment didn’t have a license to sell. The task force, composed of representatives from the police and fire departments and the Market Operations Division, will continue to monitor and confiscate firecrackers that are displayed and sold outside the designated area until Dec. 31. City Hall has identified the South Road Properties as a firecracker zone, where vendors can display and sell their wares. Pyrotechnics can be displayed and sold in supermarkets, malls and other places in the city, provided that the vendors have permits. Arce warned firecracker and pyrotechnic vendors to strictly follow the guidelines in displaying and selling their products. “We’re just doing our job. If we catch them selling without a permit or a license, then we’ll have to confiscate the items,” she said in Cebuano. Succeeding charges will also go up, from P2.50 to P3.50 for every 250 meters or for every two minutes of waiting time. Taxi operators, however, need to comply with the conditions in order to charge the increase. These include the use of taxi meters that issue receipts, payment of the P510 filing fee, proper resealing of taxi meters and at least three uniforms for each driver, said Board Member Manuel Iway of the Land Transportation Franchising and Regulatory Board (LTFRB). Instead of seeking higher fare rates, Baguio City taxi operators sought only P35 in flagdown rate, so they are not included in the order. The LTFRB based its decision on the petition filed last Jan. 22, 2010 by the Philippine National Taxi Operators Association (PNTOA), represented by its president Jesus Suntay. The petitioners said that since the last taxi fare increase was approved on Sept. 30, 2004, the costs of living, fuel, spare parts, vehicle maintenance and labor have increased. At that time, the flagdown went up from P25 to P30. Last March 2, 2010 a group of commuters called Pasahero sa mga Sasakyang Pampubliko sa Pilipinas Inc. (PSPP) opposed the taxi fare increase petition. They alleged that taxi operators collected unconscionable rentals (called “boundaries”) from their drivers, ranging from P1,000 to P1,600 a day. Antonio B. Baltazar also filed a separate opposition, saying the taxi operators failed to meet publication requirements. No other opposition was filed. In hearings, the taxi operators submitted evidence that pump prices of unleaded gasoline have gone up from an average of P26.43 per liter, as of September 2004, to P45.72 as of March 2010. The price of liquefied petroleum gas, which 85 percent of all taxi units use, has also increased. The petitioners said that because of the increases in the cost of acquiring, maintaining and operating a taxi service, both the operators and drivers are finding it more difficult to earn a decent living. Metro Cebu Taxi Operators Association (MCTOA) Chairman Richard Cabucos welcomed the LTFRB’s decision. Cabucos said the high cost of fuel has reduced the income of taxi drivers, which are employed under the boundary system. “Sadly, this has pushed some of the drivers to resort to illegal means to augment their income, such as tampering of taxi meters and contracting fares instead of using their meters. Others are forced to seek alternative employment in order to meet the high cost of living and provide for their families,” read the petition. Jose Aaron Pedrosa, secretary general of the Freedom from Debt Coalition (FDC) Cebu, said the students, parents and the middle class, in general, will be affected by the increase. “If President Aquino really considers the people as his Boss, then he must listen to the people, and not only to the capitalists and taxi operators who want to maximize profit. This LTFRB decision must be stopped because it will undermine the purchasing power of the people, especially in the middle class,” Pedrosa said. Emmanuel Rabacal, chairman of the Infrastructure Development Committee of the Regional Development Council, said the increase by about 33 percent is too much. “I think this will create a backlash on taxi operators and drivers because people will not anymore hire a taxi and instead walk if their destination is within walking distance, or take jeepneys or buses,” Rabacal said. Aznar Tuesday, December 28, 2010 AS it prepares to open its doors to tourists next year, the House Close To Nature in Talamban, Cebu City will soon be offering other attractions. Former Cebu City councilor Nestor Archival told reporters yesterday that he plans to open an organic restaurant within his 7,000-square-meter compound and the food served will be part of the package of those who will be touring his house. The house, which features initiatives promoting the preservation of the environment, is expected to be opened to tourists next year. Archival has yet to set the fees, saying his main reason for opening up his home to the public is to push his advocacy of green living. More expensive He also doesn’t mind if someone else beats him to opening up an organic restaurant, saying the point was to make organically grown food popular. He admitted that going organic is more expensive than using chemical fertilizer as it takes long for the crops to grow. But he believes that if more people start growing food organically, organic food will become cheaper. Since he does not have a certification from the Organic Certification Center of the Philippines (OCCP), he plans to source his organic meats, cereals, vegetables and fruits from certified organic growers in Bacolod City. While he grows livestock and vegetables in his compound organically, he said the OCCP has its own standards of what is organic. The OCCP bases its standards on the basic standards of the International Federation of Organic Agriculture Movements (IFOAM). For now, Archival said he will use his existing activity center and convert it into a restaurant that can seat at least 20 people. The House Close to Nature is one of the attractions that the Cebu Chamber of Commerce and Industry introduced in its eco-trails tourism program. Archival hopes that by opening his doors to the public, many will see that they too can practice ecological living. The house features many items that are simply thrown away in landfills. Wine bottles serve as glass ducts that let natural light inside his home while soda cans serve as balusters. Furniture Plastic cups have become material for lighting while wooden cable spools and crates have been turned into furniture. The house is also designed to let in natural light and ventilation to minimize the use of lights, electric fans and air conditioners. He also saves rain water and reuses water from the laundry and shower by filtering these with plants until these can be used to raise ducks, geese and turkeys. Archival also said that while local government units invest so much in shredders to tear waste into smaller pieces, he said bacteria from animal waste can do the same for free. He grows 75 goats and feeds them vegetables that have been rejected from a market. The housing sector exceeded its 15 percent target growth this year and has increased the target to 20 percent for 2011, as reported by the Subdivision and Housing Developers Association for Region 7. The residential condominum sector alone increased its inventory by 90 percent. Francis O. Monera, president of Cebu Holdings, Inc. and Jose R. Soberano III, who heads his own company Cebu Landmasters Inc., said aggressive growth was seen in multiple fronts from commercial to residential in both vertical and horizontal developments. They said this can be seen in the new buildings sprouting all around Cebu City. Both men credited the growth largely to the booming Business Process Outsourcing (BPO) firms and strong, sustained remittances by overseas Filipino workers (OFWs). Monera said the BPO industry's growth created a domino effect that benefited the food services and real estate sectors. “We had a bullish real estate market in 2010 as a result of the increased purchasing power of the average consumer in Cebu brought about by the expansion of BPOs along with enhanced tourism (local and international), and strong inflows of OFW remittances,” said Monera. “Cebu’s property market stepped up to the demand by providing more options to the Cebuano market.” The Housing and Land Use Regulatory Board (HLURB) 7 recorded P9 billion worth of subdivision and condominium projects in Cebu for 2010, ranging from small local niche players to national big ticket developers, he said. Niche markets Soberano, former president of the Cebu Real Estate Builder's Association, said developers packaged their projects through a lifestyle campaign aimed at enticing more buyers to purchase their units. Monera said housing agencies from HLURB to the Philippine Association of Realtors Board Inc. – Cebu Realtors Board Inc. (PAREB-CEREB) and the Philippine Constructors Association (PCA) acknowledged the expansion of Cebu’s property market. “HLURB 7 reports showed a quadruple growth in saleable property in 2010 with P 7 billion more inventory. Even the PCA expects this to continue in the next few years and PAREB-CEREB attributes the prospering real estate industry to Cebu’s strategic location,” he said. From 30 developers in Cebu in 2009, Monera said the number has more than doubled this year. Local players developed niche properties as pocket developments in Metro Cebu while big developers like Ayala Land entered Cebu’s market with three new brands. These are Ayala Land Premier’s 1016 Residences in City Sports Club Cebu, Alveo’s Sedona Parc in Cebu Business Park’s residential enclave and Avida Towers Cebu in Asiatown IT Park. In the residential condominium sector, a 90 percent growth was noted in the inventory available in the market, said Monera. Ayala Land contributes to that growth with Avida Tower Cebu's 1,045 units, as Alveo's Sedona Parc and ALP's 1016 Residences coming in December 2010 with 100 units each. “Complementing demand is also palpable with the brisk take-up of Avida Tower Cebu which sold more than 500 units in three months and a second tower will be launched,” Monera said. In anticipation of the continued BPO growth, Monera said 143,000 square meters in gross floor area are under construction at the Asiatown IT Park. “Combined with Cebu Business Park, another PEZA-approved economic zone, Cebu Holdings Inc. controls close to 70 percent of premier office spacesin Metro Cebu,” he said. OFW remittances is a major growth driver. CREBA noted that 30 percent or P6 billion out of the P20 billion in OFW remittances by yearend is spent to either build a new home, renovate existing homes or pay for rent. Cebu City’s upgrade as one of the world’s top ten “emerged BPO destinations make prospects even brighter. These are locators in ecozones and are mostly multinational companies. The average growth of the electronics sector was 42 percent to 44 percent month on month FOB(Free on Board dollar value), he said. Exporters outside the ecozones, engaged in furniture and garments, had a flat performance of 1.2 percent to two percent increase in FOB $ value. “Although some exporters in gifts, toys and houseware (GTH) and the furniture sector did very well, a majority have not fully recovered from the global recession,” said Escalona. The seaweed industry had a tough time in the first three quarters of 2010 and received US orders only in the fourth quarter, said Benson Dakay, president of the Seaweed Industry Association of the Philippines. “The fourth quarter helped seaweed industry players when orders from America already started coming in. We ended with at least $200 million this year and more than half of that was earned in the fourth quarter,” Dakay said. intervention Overall, export value in the country dropped from $50 billion or 24 to 28 percent last year to $38 billion this year. Escalona said Cebu got it worse as it experienced a 32 percent drop in export value due to lower consumer confidence following the US recession. “With that, we can assure that recovery across all sectors will really start by the second or third quarter of 2011,” he said. Escalona said Philexport targets a growth rate of 11 to 15 percent in 2011. He said he expects more trade among ASEAN members and other emerging Asian markets as well as the impact of bilateral agreements with the Philippines with Asia and the European Union. He also took into account the Aquino government's assurance of a $600 billion stimulus package for industries. Meanwhile, Dakay said he hopes the government stabilizes the exchange rate. “We want to see a more stable peso next year so that we can work on our growth. A P44 per dollar rate is already good,” Dakay said. Escalona said he would like the Aquino government to continue the previous administration's Export Support Fund initiative. The fund was used for marketing and promotion, especially for joining trade fairs abroad. “Although the P1 billion pledged by government did not fully materialize, exporters got over P390 million for promotion and capacity building activities,” Escalona said. Incentives Escalona said Philexport will continue to lobby for the fund and oppose regulations which they have been lobbying against since 2007. These include mandated wage increases not tied to productivity, the unrestrained appreciation of the Philippine peso, and the aborted release of the balance of the Export Support Fund. Meanwhile, he credited the government for several concessions like the exemption of exporters from travel tax, export permits and licenses; subsidies for trade fair participation; and Customs leniency ain rules for bonded warehouses of exporters. But Dakay said the government should extend assistance to seaweed farmers whose numbers went down from 100,000 to 80,000. “The production decline will make us import more for our own needs , especially with seaweed varieties Euchemia cottonii and Kappa Carrageenan, which both have higher market value than the E. Spinosum seaweed produced by our farmers in the Visayas,” he said. As a strategy for business survival, exporters should diversify products and look for new markets. “Market and product diversification” is the key, said Escalona. “If one intends to penetrate new markets with new products, one must be armed with market intelligence through effective market research and analysis. They should have export marketing plans with well defined market entry strategies,” Escalona said. For the seaweed industry, Dakay said there’s a lot of potential for new products and uses for seaweed. However “new application and development takes time.
