The renewed confidence of investors and market for the Philippine economy in general will benefit the entire real estate industry, especially in Cebu—the new second-home attraction for both local and foreign markets, said Philippine Allied Chamber of Real estate Brokers and Licensed Salesmen (PhilACRE) president Anthony Leuterio. “The year 2011 will be the most exciting year real estate sector in recent years. A golden rabbit is a great sign for all of us. The influx of tourists and with the renewed confidence brought about by the new government will make the Philippines, especially Cebu more attractive for real estate buyers all over the world,” said Leuterio. Aside from condominiums, which fuels the growth of the real estate sector in Cebu, Leuterio said increasing demand for middle-range and economic housing projects is projected to strengthen, and that OFWs are the main target market for this segment. Multi-billion pesos real estate projects will be started in Cebu this year, a combination of commercial and residential developments. In 2010, Cebu gained the attention of the country’s top developers, where billions of pesos had been allocated to change the landscape of the Queen City of the South—making it a truly world-class urban center. Established developers such as SM Prime, Filinvest, Ayala Land Inc., Aboitiz Land Inc., and among others are just few of the dozens of real estate capitalists that in the Philippines that officially announced their serious investments in Cebu in the real estate sector. With limited availability of land in the island Province, developers have opted to build high-rise buildings for condominiums, commercial and BPO facilities, shopping malls, hotels, and re-creation centers. The most awaited development which was announced in the middle of this year, is the conversion of the 30-hectare lot at the South Road Properties (SRP) for a mixed-used development of the SM Prime Holdings, which include the establishment of one of the world’s largest malls in Cebu. Hans Sy, SM Prime Holdings president said that the company will spend at least P20 billion of the development of the SRP lot in the next few years, of which planning and construction activities started in the latter part of this year. (FLI) started its P25 billion project also at SRP in 2010, with the introduction of Citta di Mare or “City by the Sea,” a project, in partnership with the Cebu City government. FLI’s Citta di Mare is a master-planned community that intensifies the attraction-wealth of Cebu—the resort living. Aside from the 12 thousand to 15 thousand condominium units that will be constructed, the development will also construct integrated facilities, such as commercial, waterfront lifestyle strip, and a residential cluster, among others. CIPC managing director Joel Mari S. Yu earlier announced that CIPC and the real estate and tourism sectors in Cebu will together formulate a roadmap in making Cebu as an International “Second Home Destination” not only in the world. Selling condominiums to foreign national buyers, is the easiest way as it does not restrict them from owning one. Owning a land property on the other hand, requires foreigners to have a legal linkage with a Filipino partner, in most cases (for residential purposes)—a Filipina wife. In June of this year, Ayala Corporation chairman and chief executive officer (CEO) Jaime Augusto Zobel de Ayala expressed his confidence of Cebu’s real estate sector, saying country’s giant conglomerate will advance its presence Cebu’s real estate landscape, disclosing interest to buy more lands in the province. Zobel said that the company’s interest through its various subsidiaries in real estate development group led by ALI will be magnified here. AboitizLand Inc. on the other hand, announced to launch at least two to three projects by 2011, mostly are into residential and commercial condominium facilities. Newly established real estate company, Innoland Development Corporation recently announced its P1 billion investments for the “The Calyx Center”, a 26-story building will offer over 200 residential and commercial condominium units that will target the growing mobile professionals and technology workers in Cebu. Robinsons Land Corporation also will complete its latest project ahead of schedule its first tower in the AmiSa Private Residences, the residential component of AmiSa, its master-planned five-star leisure resort community in Punta Engano, Mactan, Cebu. The property development arm of the J. King and Son Inc., Fuente Triangle Realty Development is also currently building more condominium properties in Metro Cebu, including its condo-tel projects around the country. Aside from these developers, there are also a growing number of new entrants in the real estate sector in Cebu, taking advantage of the booming real estate business here. New entrant Cebu Green Peaks Development Inc., recently launched the all -residential garden high-rise condominium project located on Molave Street in Lahug, this City. The project will provide a total of 165 units of one-bedroom, two-bedroom, and garden villas and suites. Other real estate developers are also scouting good locations for countryside residential developments, to re-enforce Cebu’s positioning as a retirement and second home destination in the world. Ty wants to increase its investments in power generation in the Visayas under Global Business Power Corp., to take advantage of growth in the region’s energy requirements. “The need for power in the Visayas region will continue to grow, especially with the expected uptrend in the economy,” said Alfred V. Ty, vice-chairman, in a statement. “Additional generating capacity must be made available to sustain this growth,” he added. Mr. Ty said the Global Business Power group was looking at adding two 82-megawatt (MW) plants in Toledo, Cebu and another 82-MW plant in La Paz, Iloilo City. The projects, which would add 246 MW to the Cebu-Negros-Panay (CNP) power transmission grid, are estimated to cost a total of $492 million and are expected to be completed by 2014, the firm said. “We are now reviewing the various aspects of these investments, including market demand, timing, and project financing,” he said. The plan to expand its energy business comes as the family’s existing power projects come fully online. Global Business Power has just completed its three-boiler 246-MW clean coal power plant in Toledo through Cebu Energy Development Corp. (CEDC), a consortium among Global Business Power, Aboitiz Power Corp., Vivant Energy Corp., and Formosa Heavy Industries Corp. of Taiwan. The Ty family also has investments in Panay Energy Development Corp. (PEDC), which is also on-track with its 164-MW power plant in Iloilo City. PEDC’s two 82-MW power units will both be online with the CNP grid within the first quarter of 2011. Once these projects are fully completed, the group will be delivering a total of 410 MW in additional capacity to the CNP grid by the first quarter of 2011. The group will then have a total installed capacity of 633 MW. “Based on our study, with the coming in of our three units in CEDC and some units from other suppliers, the supply in the CNP Grid will be secured until 2013,” Mr. Ty said. He warned, however, that there will be a shortage of 50 MW beginning 2014, and up to 130 MW by 2015. “The shortage will continue to increase until new capacity is added into the grid,” he added. The Ty family’s Metrobank Group has investments in five power companies in the region. Apart from CEDC and PEDC, it also has ownership in GBH Power Resources, Inc., Toledo Power Co., and Panay Power Corp. Toledo Power has power plants in Sangi and Carmen in Toledo, Cebu consisting of two coal-fired generators with an aggregate installed capacity of 66.25 megawatts and four units of diesel generator sets with a total installed capacity of 45.8 MW. Part of the plan, according to Osmeña is to invite small communities in Cebu City to adopt their own “pocket-of-beauty” within their respective localities. The Fuente Osmeña Circle is one of the possible areas that will be identified for another rehabilitation to pursue this project, she added. “Fuente [circle] could be improved some more,” she said. This idea was adopted by Osmeña through the suggestion of Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. Yu. Ealier, Yu has been urging the Cebu City government to start establishing and identifying Cebu’s “pocket-of-beauty.” Yu said this project, could make Cebu a “beautiful City” in the memories of tourists. “Eventually, we will become a ‘pretty City,” said Osmeña, who is also starting to develop another tourism related idea of providing “Hop-On/Hop-Off” Bus Tours within Cebu City. Tourism stakeholders hope to set more dialogue with Osmeña in the coming days, to maximize Cebu’s potential in the tourism sector. In December last year, The Cebu City council approved the resolution of Osmeña to allocate P1.5 million for improvement of the Plaza Hamabar. Initial products to be churned out by the facility include Gardenia’s Classic White Bread, High Fiber Wheat Bread and some flavored loaves. The company has a plant in Laguna, which manufactures bread products for Gardenia customers in Luzon. This facility, however, cannot serve the needs of customers outside the main island due to quality and freshness issues. Gardenia president Simplicio Umali Jr. related that transporting products from the company’s Laguna plant to Visayas or Mindanao customers would simply take too long and would compromise the freshness of the bread products. The only way for Gardenia products to reach consumers in Visayas and Mindanao, he said, was for the company to put up a plant in the area. He added that the decision to put up a manufacturing facility in Cebu was prompted by numerous inquiries by groceries and other potential distributors about the possibility of bringing Gardenia products to the province. The Cebu plant was expected to generate around P100 million in sales on the first year of operations. Revenue should go up to around P350 million over the medium term and to as much as P500 million a year over the long term. The return on investment on the new plant, however, was not expected until after four years, Umali said, since bread manufacturing operations are capital intensive. The Cebu plant will register a net income only on its second year of operations, he said. Marco Protactio, president of the Hotel, Resort and Restaurant Association of Cebu (HRRAC), said most of their members already declared full bookings for the Sinulog celebrations. He said this did not raise any alarm over a shortage in rooms. He said there is nothing to worry about since several new hotels opened last year like the Raddison Blu and Hotel Elizabeth. High occupancy should be expected even after January, he added. “Aside from the Sinulog, we have the Chinese New Year, which adds up to the high occupancy in our hotels in Cebu," said Protacio of the Waterfront Hotel in Lahug. This trend will extend until February for Valentine’s Day and March graduations, the HRRAC president said. With the new hotels, around a thousand more rooms were added this year compared to last year's, Protacio said. Department of Tourism (DOT) Regional Tourism Officer Red Gonzales confirmed Protacio's statement. "As of March 2009, we have 8,220 rooms, and we know that these increased with the opening of new hotels," Gonzales said. There were 87,440 domestic travellers and 64,396 foreign tourists in Cebu during last year's Sinulog, based on DOT data. DOT Officer in Charge Rowena Montecillo said tourist arrivals for Sinulog 2011 is expected to increase. She said she’s confident to meet the DOT’s national goal of 3.3 million tourist arrivals throughout the country this year, with Cebu contributing more than 20 percent. Awit and Elly T. Bolonos Wednesday, January 5, 2011 FOR NOW, the moratorium on development along the Banilad-Talamban corridor stands. Some Cebu City officials would like to keep it that way, because of the worsening traffic in the northern part of the city. But at least two developments—one belonging to a bank and another to a group of companies with a property development arm—are being pursued in the Banilad area despite the moratorium. Quoting the receiving section of the City Planning and Development Office, acting planning officer Maria Concepcion Encabo said that once the moratorium took effect, applicants went straight to then mayor Tomas Osmeña. “Unya siya ra ang mo-approve or mo-disapprove (It was his call whether to approve or disapprove),” Encabo said. She added they haven’t received any locational clearance application for the Banilad-Talamban area, since Mayor Michael Rama assumed office last July. Osmeña, now the south district congressman, insisted the Ciudad project of the Provincial Government was not a good idea from the start, but he was willing to make a deal with the Capitol for the sake of thousands of families occupying Province-owned land. Vice Mayor Joy Augustus Young said he agrees with the moratorium, until the City can come up with a better proposal to solve the traffic. Councilor Jose Daluz III said the moratorium was ordered based on the report of the Cebu City Traffic Operations Management (Citom) of the worsening traffic in the area. It wasn’t because of the botched land exchange deal between the City Government and the Province, he said. “We have to identify first where else we can move for development. Imagine if (Ban-Tal corridor) was still open (for development), traffic would be worse,” said Young. If traffic in the Banilad-Talamban corridor will worsen because of continued commercial development, far-flung barangays cannot develop their properties anymore, Osmeña said. The former mayor admitted he was willing to support the development of Capitol’s Ciudad project because of the proposed land swap deal. Ciudad City Hall had proposed to give a part of the City’s property in the North Reclamation Area so informal settlers of the Province-owned lots in the City can finally own the properties they have claimed for more than a decade. (The Province had extended these occupants the chance to pay for their lots, but most have yet to complete their payments.) When Osmeña was mayor, the City Council also enacted an ordinance that prohibited the commercialization of all government-owned lots in the Banilad-Talamban area. This includes the site of the proposed Ciudad project in Banilad. The proposed P1.2-billion multi-use facility has been stalled since 2007, when the City Government refused to issue permits to the Capitol. Right across it, however, is an ongoing construction within the Aboitiz property. A locational clearance from the City Planning and Development Office is a pre-requisite in applying for a building permit. Permit, fees Records at the Office of the Building Official (OBO) show Aboitiz applied for a building permit last Nov. 23, and it is still pending at the structural and architectural section. Banco de Oro along Gov. Cuenco Ave. in Banilad has also applied for a building permit for its interior construction. Acting Building Official Josefa Ylanan said, though, the construction may proceed while the application is still being processed. “If everything is cleared, we will let them pay the corresponding surcharge, which is 100 percent of the usual building fee, and then issue the corresponding building permit,” Ylanan said. The building fee is P24 per square meter, but OBO will double it if the structure is constructed without first securing the permit. The Provincial Government has an option to re-submit their application for a locational clearance under the Rama administration. Ylanan said if the Capitol can secure a locational clearance, then they will also process the building permit for its Ciudad project. Blueleo January 5th, 2011, 10:12 AM Cebu railway office closed Wednesday, January 5, 2011 CEBU CITY -- The Department of Transportation and Communications (DOTC) suspended the operation of the Cebu Railway Project Office (CRPO), effective last December 31, 2010. It instructed General Manager Nigel Paul Villarete of the Mactan-Cebu International Airport Authority (MCIAA) to take custody of the equipment in the office, set up in 2009 in preparation for the construction of the Light Rail Transit (LRT). "We would like to reiterate our verbal request to transfer the office equipment of the CRPO to MCIAA for storage purposes, as the latter's operation is suspended effective December 31, 2010," read the letter from Glicerio V. Sikat, DOTC undersecretary for rail transport and civil aviation. The letter, dated December 22, was addressed to Villarete, who said that maybe the reason the CRPO equipment will be entrusted with MCIAA is that both the authority and the CRPO report to the same undersecretary in the DOTC. The CRPO holds office in Crown Plaza at the North Reclamation Area, Cebu City. The CRPO was established in 2009 by Guiling Maondiong, then DOTC undersecretary for railway and civil aviation, who conducted a public hearing in August 2009 on the railway project in Cebu as proposed by the AMA Group of Companies. The railway project has drawn support from Representatives Eduardo Gullas (first district), Pablo Garcia (second district), Pablo John Garcia (third district) and Benhur Salimbangon (fourth district). It will serve Mandaue City, Cebu City and Talisay City, and will stretch from Talisay City to Dalaguete town in southern Cebu and from Mandaue City to Catmon in the north. One incident that stood out in that hearing was when then-Cebu City Mayor Tomas Osmeña (now congressman of Cebu City's south district) opposed the LRT project and called DOTC officials "lousy" urban planners. Osmeña, together with Villarete who was then the Cebu City Planning and Development officer, is advocating for the Bus Rapid Transit (BRT) instead of a rail system. Villarete said the DOTC discussed last month the BRT proposal with World Bank representatives, who committed to provide financial assistance for the feasibility study. In the meantime, Villarete said he is proposing to the Korean International Cooperation Agency to consider providing funds for BRT-ready transport that will link the airport to the cities of Mandaue and Lapu-Lapu. BRT-ready means the proper agency will acquire buses, which can be used in any route but will be compatible with the BRT system once the infrastructure is in place. Pareja (The Freeman) Updated January 06, 2011 CEBU, Philippines - More investors are interested to buy lots at the South Road Properties but they have been told to wait. This has nothing to do about politics though, but business. Cebu City South District Rep. Tomas Osmeña told the press that many approached him to ask assistance to buy a portion of the SRP, but he had to turn them down. Even the city government’s good friend and Osmeña’s fellow Rep. Manny Pacquiao had to be rejected. “Stop selling SRP for meantime, that’s always been my recommendation. So there’s not much to do about marketing right now,” Osmeña said. Aside from Pacquiao, Ayala and Robinson’s also expressed interest to own lots at the SRP. Robinson’s initially wants 30 hectares while Ayala wants 40 hectares, Osmeña said. The interested investors were told to wait until Filinvest Land Inc. and SM Prime Holdings would finish construction in three to four years. Osmeña said, “By then, the value of the lot at SRP will double or maybe triple. What’s the point of selling it now then put the money in the bank where the city will just earn five percent a year?” The city sold SRP lots to Filinvest and SM at not less than P15,000 per square meter. “The SRP is in good hands,” he assured the public. Before Filinvest even started construction, Osmeña said that the city has earned more than P30 million from the three buildings that Filinvest has sold. The city gets a share of P70,000 to P80,000 per unit that Filinvest will be able to sell. Each building of Filinvest will have 150 units. Three of the 40 buildings that the developer intends to build there have already been sold. Osmeña said that in the future, he has recommended for the city to screen the investors that will be allowed to own a lot at the SRP. He said that they do not want to sell lots that are not intended for anything that will contribute to the economy, because they intend to make a SRP the center of economic activity of the city. In February last year, the city government entered into a sale and joint venture agreement with the Filinvest to develop a 50.6 hectare area at the SRP. Last year SM Prime holdings sealed a P2.7 billion deal to buy 30.4 hectares at the SRP where it planned to build a convention facility, a shopping mall, a school, hospitals and high rise residential condominiums in the next five years. Last November, Filinvest launched its Medium Rise Building project which will be built within the 40-hectare covered by the joint venture.
