BAKLANGCEBU January 28th, 2011, 11:25 PM ka totyal nimo bak oi. jet sitter man gyud ka. wala diay na sa imong leaque ang makati. wala kaha ka magdala ug baha diha sa brisbane? basin basa nakaayo na imong sanlog:lol::lol::lol:
nah di man ko jet sitter oi. actually kaduha ra man tawon ko ka abroad first when my mom was still working in singapore. during sa iyang holiday me my kuya and my dad iya mi gi pa-adto sa singapore for a week tapos the whole family cross to kuala lumpor via bus from singapore. we stayed in kuala lumpur for 3 days before we went to hongkong and staying there for 3 days too. then from hongkong deretso na mi cebu . and then my second time abroad is when i studied here in brisbane. of course while staying here espicially during long weekend sometimes i go out with my classmates to sydney and melbourne.

INTERNATIONAL firm Lingo24 will open a language translation business facility in Cebu, its first hub in Asia.
“We’ve seen a lot of international companies moving here. We’ve seen Cebu as one of the best cities to start our operations in Asia,” said Lingo24 managing director Christian Arno.
In a press conference Thursday, Arno said the Philippines, especially Cebu, could be an important destination for this $26-billion industry.
“The company’s next major strategic step is to Asia. We hope the office in Cebu will grow to 100 employees over the next two years,” Arno said.
He added the company will be initially hiring six employees to head their Asian operations.
“We are looking for multilingual people here who know languages like English, Chinese (Mandarin), Japanese and Korean,” he said.
Lingo24 is a translation company based in Aberdeen, Scotland. It has been operating for 10 years in some parts of Europe and the United States. The company translates corporate internal communication and documents into 25 languages.
The company’s top services include technical translation, financial translation, legal translation, marketing translation, document translation, translation for market research, interpreting services and website localization.
Among its clients are Bloomberg, Royal Banking Scotland, MTV, BBC and Burger King.
Arno said they are eyeing tourism and travel, as well as marketing and advertising, as the main markets to tap in Cebu.
“We are coming to Cebu because we want to offer high-quality jobs for Cebuanos,” he said, adding that they offer competitive salaries and benefits better than that offered in call centers.
The company plans to start their Cebu operations in a month.

CEBU, Philippines - A UK-based translation company is opening an office in Cebu in the next few months, which will be its hub for its Asian operation.
Lingo24 is one of the world’s fast growing translation firms, which has operations in Europe and United States.
This time, while Asia is becoming more attractive the company decided to set up its Asia hub in Cebu, said Lingo24 managing director and founder Christian Arno.
According to Arno, the company is looking at hiring over a hundred people in the next two years.
Currently, Lingo24 is looking at people who have multi-lingual skills specifically Mandarin-Chinese, Japanese, Korean, with excellent communication and writing skills on English language.
“We found Cebu while we were browsing through the Internet, and it fits our requirement [for expansion in Asia]. We tend not to like locating in capital cities. Secondary cities like Cebu still has nice lifestyle,” said Arno in an interview.
Arno, who is a finalist in the “Entrepreneur of the Year” category at the 2009 National Business Awards for Scotland, established the Lingo24, 10 years ago and now his company is trying to help the Philippines find its way to take advantage the US$26 billion translation outsourcing market.
At present, Ling24 is serving translation requirement of big organizations such BBC (British Broadcasting Company) MTV, Burger King, among others.
Also, one of the company’s largest clients is those organizations which are into tourism and travel.
Although, the translation outsourcing is still new in the Philippine outsourcing industry, Arno believes that the country can leverage on this particular service because of the quality of manpower the country has.
According to Arno, one of the top three requirement for company’s manpower pool, include; advanced communication skills, ability to speak and understand other Asian languages, like Japanese, Korean and Mandarin-Chinese.
Lingo24 is so far the first multinational translation company to locate in Cebu. He said translation service is different from the call center operation, and it is regarded as high-value outsourcing service.
In a month, the company is expected to start its commercial operation in Cebu, Arno said.
Lingo24 is a leading translation agency providing translation services London-based and other organizations rely on from its UK bases in London, Aberdeen and Edinburgh.
The company also has operations in the United States, France, Germany, Romania, China and New Zealand. It has clients (international companies, public sector bodies and other translation agencies) in Glasgow, Liverpool, Manchester and Birmingham and other cities throughout the UK.

1.) the ceilings are now "wavy" and stained due to leaks. sa main lobby pa.
2.) one wall has chipped off, and behind it is the exterior cladding na. by the way, that wall was just a very thin plywood.
maayo ra gyud to siya pag ASEAN. it was just built to last one event. funny thing is, the company that did the interiors and finishing has their name engraved on a marker. now everyone who goes to CICC and sees that marker will think twice about rehiring them. i know i will.

EdithB January 29th, 2011, 07:00 AM Rain water harvesting is emphasized by the American Society of Plumbing Engineers and incorporated also in the Green Code. As for Cebu City, there is a current city ordinance that a building permit will not be issued if the said structure to be constructed does not have a cistern tank that will collect rain water. The city ordinance requires 1 cubic meter of container for every 15 sq. m. of roof area. Years later the City of Mandaue followed then so with Talisay City. Fresh water is a major problem here in Cebu thus it was even contemplating to utilize the water of Inabanga River. The underground aquifer of Cebu City is now intruded with saline water even up to the Capitol area because of over pumping and recharge is minimal because of the surface lamination of development like concreting of roads, driveways and more in the different areas of the city. Storm water infiltration is hindered by development and instead of going below the ground it forms into a runoff that causes flooding.
So, it is high time now to consider rain water harvesting not only for big buildings but even in our own household. I commend this building when it comes to rain water harvesting.

The JESA Building at Mango Avenue cor. Juana Osmena St., has a big cistern tank of the size of swimming pool. Water from the pool is pumped upward to the S-tanks above the building and from it pipings are directed towards the water closets and urinals and at the garage which will not use potable water. It has a potable water line directed towards the lavatories. Architect Noel Avila expect a big savings in water bill as about 80% of water consumption will be taken care of by rainwater. Water is precious. We even pay for it here in the city. So why not collect rain water?
I totally agree with you. Maybe the initial cost is the drawback but after a few years the system will pay for itself. I assume in the rainy season people would be paying only for the potable part of the use. Showering, laundry, lavatory and water closet generally account for most of the water consumption.
I hope they are enforcing the rainwater harvesting requirement in the ordinance pertaining to new construction. An open landscaped space requirement in lots is necessary for aquifer recharge. Sustainable and adequate water supply should be a priority IMO. The city is growing really fast and I'm sure the planners are thinking about the long term quality of life of it's residents.
Switching to the Sinulog, I noticed so many pretty girls in the parade. Dili gyud mawani ang mga Cebuana kung pagwapahay lang.

Sir Paul, have you considered a pre-paid taxi service in the airport? I think it might be a good idea for the meantime while there is no mass transit connectivity to the city yet. It might ease the apprehension of first time visitors to the city.

Fiberboards has a smooth finish. Pero kung mabasa (soaking wet) mura pud gikagid o bayuok. It is easy to replace or repair.
About the CICC, maski pagkahuman pa ani sa building bati gyud ang pagkatrabaho. Dili pulido pagkahimo. Maguwang lang sa inato lang pagkahimo. :ohno: :bash:

“I would be very much willing. As what Archbishop Jose Palma said, the city needs the province and the province needs the city. We need each other,” Garcia said.
The Ad Congress was held before in the Waterfront Hotel in Lahug, Cebu City with activities and parties spread out in various hotels, resorts and entertainment nightspots.
Other previous venues were Manila, Baguio City and Subic Bay Freeport.

A new criteria was added – a locality’s value-added attractions for delegates and guests, said Belen Fernando, vice president for marketing for Alaska Milk Corp., who heads the Ad Congress organizing committee.
Governor Garcia offered the province-owned CICC, which was built as the main venue for the 12th Association of Southeast Asian Nations (ASEAN) Summit in 2007.
“CICC could hold at least 3,000 people. If dili ma-ensakto, there is the plenary hall,” Garcia said.
Elizabeth Francia, Garcia’s executive secretary, said on Wednesday that they have already prepared a letter to signify their willingness to bid for the hosting of the Advertising Congress.
Mayor Rama said he tasked Anna Conejero, managing director of Graphic FX Advertising and Design, to make a bid on behalf of the city.
Conejero prepared the bids for Cebu City when the city won hosting rights for the event in 2001 and 2005.
“Cebu is more prepared now considering that we have more hotels that have recently opened and infrastructure has improved with enough restaurants and venues for activities,” she told Cebu Daily News.
Conejero was initially surprised to learn that bids were being entertained because she didn’t receive the usual notice from organizers.
But she said Cebu City would be able to meet the Jan. 31 deadline since she already had the basic data in her office.
“It’s the same data we use when we would bid for international conventions,” she added.
Conejero said she earlier thought the hosting would go to Baguio City this year after the country's summer capital missed the chance in November 2009.
The last Advertising Congress was hastily moved to the Subic Bay Freeport when three weeks before the event, landslides and floods destroyed most of the roads leading to Baguio City, the original venue.
“The Ad Board would usually send us a letter asking us to submit a proposal to bid. Normally they would ask us the specifics of how many hotels and entertainment facilities we have, and about the infrastructure.
But this year, we didn’t receive any,” Conejero told CDN.
Business leaders welcomed the keen interest of Cebu officials.
“The Ad Congress has always been good for Cebu. It will be a great boost for the province and the cities,” said Gordon Alan Joseph, president of Cebu Business Club.
“It will boost local tourism, hotels, restaurants and tour sites,” said Consul Samuel Chioson, Cebu Chamber of Commerce and Industry president.
After the venue is announced in February, another bidding will identify the events company that will handle the logistics and staging of the congress itself.
This is the first time Ad Board organizers will outsource logistics needs such as booking and registration of participants, transportation and meals of the delegates.
“In the past, we always had volunteers from the industry. And while we appreciate that, we believe outsourcing the logistics to more experienced people would best serve the interests of everyone,” Fernando said in an earlier interview with the Inquirer.
Stringent criteria will be applied to ensure that the Ad Congress runs smoothly and professionally, she said.

I support this.... Cebu Loves Ad Congress and Ad Congress Loves Cebu...
Alot of provinces had been competing to host this major event..but they alway choose Cebu whenever our city bids for this event. The last time, Cebu hosted the event twice in a row..at 2001 and 2005 since the event is held once in every two years.. Cebu will be competing with Baguio City in the bid to host the Ad Congress this time. Baguio City was supposed to host the event last 2009 but the organizers decided to move the event to Subic when Baguio was badly hit by a typhoon.
I am sure, the Ad Congress people will decide in Cebu's favor again this time.. :cheers:

Ang contractors sa HVAC ug Fire protection ang nag-uli anang mga ceiling boards. So, bati gyud pagka-uli kay di baya to sila hanas manaud ug ceiling boards!
Dili man sad "plywood" ang specified material for the walls, fiberboard man. Ug tinuod nga plywood imong nakita, mao siguro na'y gitaud sa sub-con kay mahal man ang fiberboards (gypsum boards, magnesium boards, etc.).
Buildings are supposed to be maintained. If the current state of that building is bad, then it is proper to say that there is not enough maintenance of the building! For sure, a project completion of 8 months on that project magnitude is considered "crashed", if you know what that means!
this is the one of ceilings that I am refering to. Not familiar with the technical term for this kind of "wood" so i just used the generic/common term - plywood. some of these ceilings have brown drip/dot stains in them.

(something like that)"... personally, ma uwaw ko bai sa mga bisita kung ato mag adcongress sa CICC. just my opinion.

SOME 300 families living along the river in Sitios New Frontier, San Isidro, San Vicente, Lahing-lahing, Holy Name and Sindulan in Barangay Mabolo, Cebu City have been told to vacate their houses.
City Administrator Jose Marie Poblete said it’s for their safety.
He said the City also needs to clear the area so it can proceed with the dredging of the river that connects to Mahiga Creek.
Yesterday, Poblete and Cebu City Disaster Coordinating Council executive director Alvin Santillana met with the residents, numbering around 1,500 individuals, to inform them the City will start dredging the river to prevent a repeat of last week’s incident.
Last Tuesday, a heavy downpour compounded by a cloudburst caused three creeks, including Mahiga, to overflow, flooding parts of Metro Cebu.

CEBU CITY -- Strong winds brewing over the Pacific Ocean are likely to develop into a tropical depression that will head for Cebu and the rest of the Visayas this week.
Even if the winds do not develop into a storm, a wind convergence will probably dump heavy rains in Cebu in the next few days, said Oscar Tabada, chief of the Mactan station of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pag-asa).
The Pag-asa official briefed Cebu's mayors Saturday in a meeting convened by Gov. Gwendolyn Garcia to assess preparations for floods and other effects of the rainy weather.
"Based on experience, when we talk about casualties or damage to properties, it is not the wind but the flood waters that cause these," said Tabada.
Pag-asa already has a name for the country's first tropical depression this year: Amang. Weather forecasters will prepare a more detailed advisory on Monday.
"We are immediately releasing this information to warn the people that continuous heavy rains will resume next week, beginning Monday, Jan. 31. The people must prepare more umbrellas and raincoats. Those residing in flood-prone areas must be more careful this time," Tabada said in a separate interview.

The LPA sucked the precipitations towards its center which is still a thousand kilometers off the east coast of Mindanao but when the system develops into a Tropical Depression, it is then forecast to move towards Mindanao Visayas area particularly Central Visayas and will dump heavy rains here in Cebu... so we must implement precautionary measures for this upcoming weather disturbance.
Today, strong winds were experienced here in Cebu due to the Northeast monsoon winds. Some billboards were ripped off.

More than 1,200 families that will be affected by the clearing and dredging of Mahiga River have registered at the Mabolo barangay hall to receive assistance from the city government.
CEBU, Philippines - More than 1,200 families that will be affected by the clearing and dredging of Mahiga River have registered at the Mabolo barangay hall to receive assistance from the city government.
The Cebu City Squatters Prevention, Elimination and Encroachment Division (SPEED) will resume today the demolition of houses and other illegal structures built on the banks and on Mahiga River.
SPEED Chief Noel Artes said that they have started demolishing six houses built under the bridge in block 27, North Reclamation Area, where the water from Mahiga River goes to sea.
They will resume the demolition after a meeting with City Administrator Jose Marie Poblete today. The city administrator has been tasked by Mayor Michael Rama to take charge of the matter in his absence.
Artes said that he needs an order from the City Legal Office to proceed with the demolition of the concrete bridges and ripraps that were illegally constructed by the informal settlers.
Poblete will help them prepare the necessary documents.
SPEED also consulted with the Local Housing Board, which advised them that demolition of illegal structures built in danger zones needs no permission from the housing board.
Artes said that the residents in block 27 have been issued a demolition order three months ago. In fact, most of the structures were already demolished, but they went back to rebuild.
“We will totally demolish all of them (structures). Ato lang silang gitagaan og due process to give them time to prepare,” Artes said.
The demolition is necessary because the Department of Engineering and Public Works will restore the 14-meter wide creek from sitio Sindulan, in barangay Mabolo to block 27 at the North Reclamation Area.
Artes said that the creek in the part of sitio Mahusay in Mabolo has narrowed to only eight meters-wide when informal settlers started to occupy the area and built their own concrete ripraps.
The situation is worse in sitio Marna near the City Abattoir, because encroachment narrowed the creek to only three meters-wide.
Artes said this is the reason why the creek easily overflows and why the North Reclamation Area was heavily flooded last Tuesday.
There are concrete bridges and poles built in sitio Marna that have to be demolished immediately. Artes said that they have informed the settlers to vacate their houses as soon as possible.
Aside from the restoration of the 14-meter wide creek, the city will also implement the three-meter easement, which bans any structure within that area.
The easement zone is mandated under Presidential Decree No. 1067 or the Water Code of the Philippines, which says that the banks of rivers and streams and the shores of the seas and lakes throughout its entire length and within a zone of three meters in urban areas are subject to the easement of public use in the interest of recreation, navigation, floatage, fishing and salvage.
The easement zone shall allow the DEPW to bring the equipment for dredging to the site without obstruction.
Artes said it will take some time to complete the demolition that’s why they asked for additional manpower.
He proposed at least four teams with 10 members each for the operation.
Artes said that they are complete with equipment from the DEPW.
They have asked the affected families to register at the barangay for them to avail of the city’s assistance. —/NLQ (FREEMAN)

AT least four or five projects are being lined up by Primary Homes Inc. for the year, including a seaside community.
Primary Homes president Stephen Charles Liu said that these will be a mix of condominium, subdivision and townhouse units with a capital expenditure of about P2 billion.
Liu, who recently unveiled the showroom of their Avalon condominium project at the Cebu Business Park, said the market for condominiums in Cebu is growing as the urban area gets denser.
He admitted that most want to remain in the urban areas, although he assured there remains a market for subdivisions.
Liu revealed that they have had six condominium units and have delivered 1,000 units.
He also believes they have developed more than enough low cost units, pointing out that the La Guardia Flats 1 and 2 in Lahug, Cebu City range from P1 to P2 million.
Confident
Liu said they have done well with the La Guardia Flats, adding that they were one of the first to deliver in that market.
He admitted he was uncertain if the market will be there two to three years from now.
What he is confident about is their ability to deliver on time.
“We are ahead in our delivery. Others are ahead in their announcements,” he told reporters.
Liu said Primary Homes Inc. has delivered 5,000 low cost units.
Last year, their company finished five projects.
The construction and real property industry is expected to do well this year, senior officials of the First Metro Investment Corp. said.
During a recent economic and investment briefing, they identified construction and real property as one of four growth drivers for the local economy for 2011.
They estimated a 3.5 million backlog in housing that needs to be met.
Dr. Victor Abola of the University of Asia and the Pacific (UAAP) capital markets research alliance said this industry should do well, unless developers “let greed take over.”
‘Much to do’
He cited scams similar to that involving Globe Asiatique, saying if developers go this route, the banking system gets weakened and will be unable to lend more money.
“Scams like this will shorten the upswing in construction,” he explained.
He added that if 250,000 to 300,000 of the 3.5 million housing backlog is met each year, the construction and real estate industry has “much to do.”
“As long as you’re selling to the end user, you’ll be okay,” Abola said.

SOME 300 families living along the river in Sitios New Frontier, San Isidro, San Vicente, Lahing-lahing, Holy Name and Sindulan in Barangay Mabolo, Cebu City have been told to vacate their houses.
City Administrator Jose Marie Poblete said it’s for their safety.
He said the City also needs to clear the area so it can proceed with the dredging of the river that connects to Mahiga Creek.
Yesterday, Poblete and Cebu City Disaster Coordinating Council executive director Alvin Santillana met with the residents, numbering around 1,500 individuals, to inform them the City will start dredging the river to prevent a repeat of last week’s incident.
Last Tuesday, a heavy downpour compounded by a cloudburst caused three creeks, including Mahiga, to overflow, flooding parts of Metro Cebu.
No relocation yet
Asked if the City will provide relocation sites, Poblete said he has yet to discuss the matter with Mayor Michael Rama, the Department of Social Welfare and Services and the Division for the Welfare of the Urban Poor.
Poblete said it will be in the best interest of the residents if they return to their towns.
“We called them to let them know that the City is serious in addressing the problem of illegal settlers along riverbanks, which is one of the reasons water levels rise,” he said in Cebuano.
If it were up to Jesus Rosos, 61, the City should provide them with a relocation site.
“Naa ra man gud pod among panginabuhi diri (We make our living here),” he said.
Rosos, a resident of Sitio Holy Name, said he has been living beside the riverbank for almost 35 years.
After Mabolo, Poblete said they will start clearing other riverbanks.
“We will start in Mabolo because our equipment are already here,” he said in Cebuano.
Inevitable
The City was placed under a state of calamity due to the recent flooding that affected many residents.
The City appropriated P100 million from its calamity fund for dredging projects and other flood prevention measures.
The engineering department began dredging operations last Friday in rivers and creeks that are not occupied.
In a related matter, Rep. Tomas Osmeña (Cebu City, south district) believes some urban barangays cannot avoid flooding during a heavy downpour unless the City Government improves their drainage systems.
Osmeña said the city’s elevation is only a few feet above sea level, making it difficult for floodwater to exit, particularly during high tide.
He said clogged canals are but contributing factors.
“It’s important for the floodwater to subside the next, especially when its exit to the sea is hampered by a high tide,” he said in Cebuano.
During his term as mayor, Osmeña said the City also experienced flooding. However, he said, the rains in the past few days have resulted in waist-deep waters in some barangays.
“You can’t put enough drainage system to handle that kind of rainfall,” he said.
Suggestion
City Councilor Roberto Cabarrubias wants the City to construct floodgates at the rivers’ exits.
The councilor made the suggestion to the mayor before the latter left for Japan the other day for a short vacation.
Cabarrubias, who chairs the committee on infrastructure, said floodgates can prevent seawater from entering the river during flooding.
He said the City can also use an electric motor to pump out floodwater from the rivers.
Cabarrubias is eyeing the water exit in Barangay Tejero near the Cebu Coast Guard Station to be the project’s pilot area.
If the project helps solve the flooding problem, he will suggest putting up floodgates in all rivers’ exits in the city.
Mayor Rama said he would consider the suggestion, but it would need further study.

Woman, 51, shot dead in Lapu-Lapu robbery

CEBU, Philippines - A 51-year-old woman, who was on her way to the church, was killed by two unidentified men after she refused to hand her shoulder bag to the suspects in Barangay Gun-ob, Lapu-Lapu City yesterday morning.
Police said Maria Luisa Galatin, a resident of Barangay Bankal, suffered from a single gunshot wound to the upper left eye.
Galatin allegedly boarded a tricycle bearing plate numbers QY 9894, driven by Dionisio Ragpa, 43, on Ramirez Drive, Barangay Bankal bound for Virgin de la Regla Parish in Barangay Poblacion. Several meters away, in Sitio Tigkahon of the same barangay, the suspects also boarded the same tricycle.
The tricycle driver said that when they were approaching the Lapu-Lapu City Hoops Dome in Barangay Gun-ob, the suspects declared a hold-up, pointing the .38 homemade revolver to the victim prompting him to stop his tricycle.
The suspects demanded for the shoulder bag of Galatin but she allegedly refused to give it. One of the perpetrators then shot the victim hitting her to the upper part of her left eye and then disembarked from the vehicle and fled.
Ragpa immediately brought the victim to Mactan Doctor’s Hospital in Barangay Basak on board his tricycle but she was pronounced dead by the attending physician.
Personnel of the Barangay Intelligence Network (BIN) of Barangay Basak noticed the suspects washing bloodstains from their face in a pond not far from their post. But when the BIN members approached them, the latter ran away leaving the shoulder bag behind.
BIN personnel turned over the shoulder bag to the police, who found a small plastic envelope with several documents, one cellular phone, three pieces Brazilian dollars, a wallet containing insurance cards and ATM cards inside it. The .38 paltik revolver with 4 live ammunitions and one empty shell believed to be used in the crime was also recovered.
LCPO- Homicide investigator Franklin Bulaquia said they have already identified the subjects but refused to divulge their names as they are still conducting further investigation and follow up operation for their possible arrest. —

i think tolerating vigilantes in the city is not really an effective means, look at the yearly crime statistics of a city famous for tolerating vigilantes. you'll be surprised that the stats in is the upward trend since '07.

I think there's nothing wrong with it. Maybe your concept of a park is greenery, trees, etc.
That is also correct. But Plaza Independencia, is not only a park but also a public square.
"Plaza" after all means square, and it is but normal for many public squares to be hardscaped
(paved).

Me as well. The new plan seems to make the park look like an appendage to the Fuerza,
instead of being a distinct but complementary space. Some old photos of the plaza will show
that it was landscaped in a formal style both in the Spanish & American periods. (This formal
landscaping was gone probably by the 70's when it was replaced by nondescript planting)
The focal point was always the Legazpi Column.
For me, the plan is not a good solution to the design problem, but then again, at least on the
way to improvement na ang plaza. The best we can do now is to appreciate. Anyway, good
taste will find its way back bitaw.
BTW, a plan for the plaza redevelopment was featured in the annual magazine of our college
last year. the designer was Archt. Arnulfo Wong & Archt. Carlos Pio Zafra. @Zuburbia, pls
i-check sa imong pic kung sila ba ang nakabutang nga names sa blueprint. Maybe we are
referring to the same plan.

Cebu: Gateway to a thousand journeys
As luck would have it, Cebu became my (other) hometown for ten years. It opened endless possibilities for this traveler in search of home. The select friends he keeps now, he met them in Cebu--from university until the last few years of his kick-ass employment. And of course, the person that he has become, for the most part, is educated through the rough edges of his very own Cebu experience.
For starters, I love Cebu for its small city charm. And despite its smallness, it has a distinct cosmopolitan flavor to it. The discovery started at the end of my last year's journey to some of Asia's mega cities. It is small enough to drive anywhere in less than 20 minutes (of course, rush hour excluded) yet big enough to enjoy the comforts and lifestyle of a big city. Its character, aside from its birthright as center of The Philippines and therefore, built around as the gateway to all the other islands, it also has a rich history tucked in the bowels of Colon (pun intended)--the oldest street in the country.
Each January, the city streets of the oldest city in The Philippines explode with energy the color green between gold and red--from streetdancers' costumes and floats, to buntings to streamers. And the streets pulsate with a disarming festival verve. And by far, call me patronizing but the experience comes close second to none in the archipelago's 7,107 islands!
The list of things to do in Cebu is endless, so let us train our microscope to the BIG day which is set each third Sunday of January. For the uninitiated, here goes, pop your Sinulog cherries: as early as 6am, the main drag is already closed to vehicles. So the whole stretch of Osmena Boulevard (formerly Jones Avenue) winding toward Gen. Maxilom Avenue (formerly Mango Avenue) is one veritable festival junkie's paradise--body paint, henna tattoo, food stalls and what-not and everyone is in festival mood! Strangers greet each other Pit Senyor! with smiles painted on their faces.
Way before lunchtime, from a good distance, the thunder of drums and thud of floats signal the start of the streetdancing contest. And it never stops until past 8 in the evening and, thus far, never stops rain or shine.
This year, like the past two years, the Sinulog weekend will find me anywhere except Cebu because of work. In spite of a sinking feeling, my lips are pointing to where a part of me calls home...
Cebu is The Queen City of the South for a hundred and one reasons. So, after a good headstart that is Sinulog, tell me what you dig, baby!

We usually order their sweet and sour pork, siomai and fried rice. The UV basketball players that we're friends with used to tell us not to eat there because they say their sweet and sour pork is not pork but cats! They tell us that they see dead cats' heads in the trash behind the restaurant. LOL. They used to have the players quarters in Manalili that's why they supposedly know. We still continue eating there though, bahala na ug iring lami man sad. LOL.

Hi Eastern Dragon, I mostly lurk here, thanks.
As to the clearing of creeks and rivers, if not now when? They should do it now while most of the people in the city are aware of the urgent need. This is after all a Life and Safety issue. Before, I understand why they are not doing it because it's very politically sensitive. It would be really nice if they maintain the 10' easement, maybe they could incorporate that in the City Beautification project. They could build some paths and have indigenous landscaping and lights to discourage the former residents from coming back.
I just wish they would do something to ease the displacement of the families though. I know that legally they are not required to do it but just for the sake of compassion.

i said "i hope all creeks/rivers will be cleared of squatters." because i know for a fact that they started cleaning up a creek in mabolo but some residents went back and put up structures again even after the demolition.
if you look at the creeks sa mandaue, guadalupe, tapad sa girls high, you would see that it is over run by settlers and in clear violation sa 3 meter easements. last year naigo ang mandaue og floods and again this year.
i have been advocating among my friends even before i came on board here in ssc that we need to temper developments if infrastructure necessary to support it is not put in place by lgu's.
don't get too upset by thinking that we are no happy with what the lgu is doing.
lgu's tend to be very reactive in nature and what we see now is a solution to a problem that was identified long ago.
sure, i am glad that the lgu is doing something about it. but remember, the best time to fix the roof is when the sun is shining.

the issue on flooding in cebu had been raised right after ondoy hit manila. you can check the papers back then.
do not assume that i do not know the news, because it is my business to be abreast of news, both in cebu and national.
i do not also subscribe to you views nga "wala ayo ato lgu". on some aspects like planning yes, it is very deficient. because i have come in contact with cpdo/city engineers that really need an upgrade in skills and competencies.
we must demand much of our leaders because we are cebu, the queen city of the south. but what i am driving at is that we are being complacent and the ills of manila are starting to plague cebu.
we do not even have a coordinating body between cebu/mandaue/consolocaion and talisay etc. . all of which contribute to traffic congestion, garbage and flooding.
we need to step up to prevent our rivers ending up like river pasig. (this one being lucky to have abs leading the fight to restore it).
the reason why squatter areas, not just in cebu but all over the country, are so difficult to clean up is because they are vote rich areas that lgu's tend to coddle to ensure votes during elections.
other provinces are learning to adapt and develop more infrstructure. cebu needs to be at the forefront of planning and implementation.

DENR-7 Regional Executive Director Maximo Dichoso said they target one million seedlings of agro-forestry, native and indigenous species with a total area of 7,499 hectares and a budget of P29 million.
“Negros Oriental has the biggest target of 3,150 hectares or 42.0%; Cebu has 2,900 hectares or 38.7%; 15.7% or 1,180 hectares for Bohol; and 3.6% or 269 hectares for Siquijor,” Dichoso added.
Dichoso said, the program is pursued to address poverty reduction, food security, land productivity, environmental stability and sustainability, climate change mitigation and adaptation, and value formation.
“We need to work very closely for a collaborative greening and maintenance, at the same time promoting the spirit of volunteerism through public-private partnership among the various sectors and stakeholders in environmental protection,” Dichoso added.
Forest helps mitigate greenhouse gas impacts on the atmosphere and ensure environmental sustainability, Dischoso explained.
He further said that forests also play an important role by removing carbon dioxide from the atmosphere using the process of photosynthesis to convert it to carbon in trees and vegetation and provide clean water and clean air for a healthier environment.
“It also provides stable watershed function and nutrients steady supply of food and shelter for wildlife, adequate supply of seeds and wildlings, protection from heavy rains and storms, windbreaker, prevention of flash floods and landslides and revival of biodiversity,” he added.
Tree planting activity starts by June 2011 or as soon as plantable seedlings are available and our partnership agreements with some government agencies and other stakeholders are put in place” Dichoso said.
The program’s partners include Department of Agriculture for seeds, marketing, post-harvest facilities; Department of Agrarian Reform for social formation, capacity building and site identification; Department of Education and Commission on Higher Education for mobilization of volunteer planters and seedling production; Department of Interior and Local Government for logistical support for forest fire management and protection.
Department of National Defense for transport, security and planting; Local Government Units for advocacy, planning and project management, infrastructure support and other extension services are also partners in the tree planting.
The project will also tap the People’s Organizations, Indigenous Peoples, Agrarian Reform Communities for site preparation, seedlings transport, planting, maintenance and protection; Private and Business Sectors, Civil Society Organizations and other stakeholders for advocacy, tree planting, maintenance and financial support, DENR reported.

Under the program, the DENR-7 provides planting materials and technical assistance like the assessment of the identified planting sites, conduct of training and orientation on the proper planting and caring of planted seedlings, community development, and periodically monitors the survival of the seedlings.
The program as its national target aims to produce 20 million seedlings consisting of 40% agro-forestry, 30% forest plantation, and 30% protection forests including mangrove and urban areas to cover 40,000 hectares.

While it is our responsibility as citizens to remind the government officials, it is also best to examine ourselves what have we actually done in our own little way to prevent these floodings.
Do we have drainage systems? Yes we have, but the fact is it cannot sustain the water volume because it is being clogged up...those garbage, plastics aside from dirt are clogging up our waterways and drainage systems..
So whose at fault, i dont believe its the drainage systems totally, but i strongly believe, the fault is with us..
Could anyone say that he/she is not guilty? I dont think so. Everyone is guilty.
If we want floodings to stop or at least mitigated, we should just not look to our government but to ourselves..

i said "i hope all creeks/rivers will be cleared of squatters." because i know for a fact that they started cleaning up a creek in mabolo but some residents went back and put up structures again even after the demolition.
if you look at the creeks sa mandaue, guadalupe, tapad sa girls high, you would see that it is over run by settlers and in clear violation sa 3 meter easements. last year naigo ang mandaue og floods and again this year.
i have been advocating among my friends even before i came on board here in ssc that we need to temper developments if infrastructure necessary to support it is not put in place by lgu's.
don't get too upset by thinking that we are no happy with what the lgu is doing.
lgu's tend to be very reactive in nature and what we see now is a solution to a problem that was identified long ago.
sure, i am glad that the lgu is doing something about it. but remember, the best time to fix the roof is when the sun is shining.
not when we are being drenched by la nina. that is a weakness on the part of lgu's and driven to a certain extent by lack of capital outlay to address this.
cloudburst or no cloudburst, we need to plan to mitigate the effects of these events.

do not assume that i do not know the news, because it is my business to be abreast of news, both in cebu and national.
i do not also subscribe to you views nga "wala ayo ato lgu". on some aspects like planning yes, it is very deficient. because i have come in contact with cpdo/city engineers that really need an upgrade in skills and competencies.
we must demand much of our leaders because we are cebu, the queen city of the south. but what i am driving at is that we are being complacent and the ills of manila are starting to plague cebu.
we do not even have a coordinating body between cebu/mandaue/consolocaion and talisay etc. . all of which contribute to traffic congestion, garbage and flooding.
we need to step up to prevent our rivers ending up like river pasig. (this one being lucky to have abs leading the fight to restore it).
the reason why squatter areas, not just in cebu but all over the country, are so difficult to clean up is because they are vote rich areas that lgu's tend to coddle to ensure votes during elections.
other provinces are learning to adapt and develop more infrstructure. cebu needs to be at the forefront of planning and implementation.

To ensure that the next generation will inherit a clean air and livable environment, the Department of Environment and Natural Resources-7 (DENR-7) leads the region-wide and massive tree planting and maintenance activity called “National Greening Program” to cover 7,499 hectares in Central Visayas.
DENR-7 Regional Executive Director Maximo Dichoso said they target one million seedlings of agro-forestry, native and indigenous species with a total area of 7,499 hectares and a budget of P29 million.
“Negros Oriental has the biggest target of 3,150 hectares or 42.0%; Cebu has 2,900 hectares or 38.7%; 15.7% or 1,180 hectares for Bohol; and 3.6% or 269 hectares for Siquijor,” Dichoso added.
Dichoso said, the program is pursued to address poverty reduction, food security, land productivity, environmental stability and sustainability, climate change mitigation and adaptation, and value formation.
“We need to work very closely for a collaborative greening and maintenance, at the same time promoting the spirit of volunteerism through public-private partnership among the various sectors and stakeholders in environmental protection,” Dichoso added.
Forest helps mitigate greenhouse gas impacts on the atmosphere and ensure environmental sustainability, Dischoso explained.
He further said that forests also play an important role by removing carbon dioxide from the atmosphere using the process of photosynthesis to convert it to carbon in trees and vegetation and provide clean water and clean air for a healthier environment.

White Gold Department Store was established by Dona Modesta Singson Gaisano-Sy in 1955 and the store is situated at Osmena Blvd (formerly Juan Luna St.) and Plaridel St. It is that vacant lot between Security Bank and Far Eastern Drug. Its sister establishment was the Continental Hotel situated at Manalili St. just at the back of Colonnade. It was named Gaisano Inc., which is the main store of all Gaisano dept stores. I and the rest of my siblings work on this establishment with our eldest working since 1963. I used to see Dona Modesta every Friday early morning before the store opens as a meeting is conducted with the employees together with his sons; David, Stephen, Henry and Victor. Dona Modesta died at the age of 103. Later the children have their respective branches. David for White Gold, Stephen for Gaisano Main and its branches, Henry for Gaisano South and Gazini and then Victor for Gaisano Metro and its branches also.

Henz, parehoson na diri sa NYC daghan kaayo ni reklamo sa recyle. Nag implement sila sa recycle, after one year announcement sa tanan radio station ug TV station sa city ug mga mass media. Nag mailing to all household base sa income tax payer address. Ang department off sanitation nagpadala mga color stickers for recycle garbage containers green, ug paper and its products Blue. After six month fine were issued to violators. recycle pick-up once a week & regular garbage 3X a week.

Zoom CEBU, Philippines - The city government yesterday said the eviction of the estimated 3,000 families who are living within easement zone in the city will not be done simultaneously soon.
Cebu City Division Welfare for Urban Poor (DWUP) head Eng. Danilo Gabiana said of the number, only around 14 initial households will be cleared soon to give way to their dredging equipment.
Gabiana said they do not want any form of mass forced evacuation of affected dwellers living on the banks of rivers and creeks in various barangays in Cebu City.
“Unta mag tinabangay sila (affected dwellers) sa syudad kay di ta gusto nga naay force demolition, unta mo-voluntary evacuate nalang sila,” said Gabiana.
“Ang ato’ng unahon, kay di man gyud nato ma-relocate ang 3,000 ka buok kay emergency man ni, ang atong unahon kana’ng ma-igo sa ato’ng mga ekipo aron maka dredge sa sapa,” said Gabiana.
However, Gabiana assured that the city government is currently prioritizing the 14 household which will be cleared to give way to their dredging operations. “Ang nag-ali sa sapa, sila maoy gi-tagaan sa ato’ng syudad og temporary shelter,” he added.
According to him, the city government is already having problems on where to relocate affected dwellers if total clearing of the three-meter easement zone would push sooner.
He added the city is also considering relocating affected dwellers near their original houses if there are still enough areas for their relocation.
If they fail to have such convenience at their disposal, Gabiana said they are considering housing affected dwellers in container vans just like what the city did for the “Devotee City” during the Sinulog.

Meanwhile, Gabiana said the dredging of creeks and rivers within the city should be done as soon as possible, adding that affected dwellers should cooperate with the city government to avoid any occurrence freak flooding.

While it is our responsibility as citizens to remind the government officials, it is also best to examine ourselves what have we actually done in our own little way to prevent these floodings.
Do we have drainage systems? Yes we have, but the fact is it cannot sustain the water volume because it is being clogged up...those garbage, plastics aside from dirt are clogging up our waterways and drainage systems..
So whose at fault, i dont believe its the drainage systems totally, but i strongly believe, the fault is with us..
Could anyone say that he/she is not guilty? I dont think so. Everyone is guilty.
If we want floodings to stop or at least mitigated, we should just not look to our government but to ourselves..

Last night may be the last Arturo Derama spends in a 40-year-old two-story shack he calls home along the Mahiga Creek in sitio Vicente, barangay Mabolo, Cebu City.
Derama's home will be one of 300 houses scheduled today for demolition by the Squatters Prevention Elimination and Encroachment Division (SPEED).
The house’s foundation is planted firmly on the side of the creek, violating a three-meter easement of a city ordinance that prohibits structures built that close to a waterway like a creek or river.
The demolition started last Saturday with an initial six shanties below the M. Logarta Bridge.
SPEED teams, led by chief Noel Arts, went around yesterday verbally warning settlers about today’s cleanup.
Artes said eight-foot bridges in barangays Mabolo and Tejero will also be demolished to give way for river dredging operations.
About P80.8 million will be spent for the riprapping and dredging of Cebu City's creeks and rivers.
A foot bridge in Tejero creek built by the Gothong company worth P2 million will also be demolished if it can’t show it is covered by a permit, Artes said.
Most of the houses in sitio San Vicente stand along the creek and have concrete foundations. They will be destroyed, Artes said.
“When the foundation is destroyed, the house will fall, so if I were them, I would pack up,” Artes said in Cebuano.
The creeks to be cleard are located in Lahing Lahing, Tagunol, Basak San Nicolas, Bulacao, Kinalumsan River, Cogon and Tejero.
The river cleanup will need coordination with Mandaue City, said Alvin Santillana, Cebu City Disaster Coordinating Council (CCDC) director.
There are at least 2,653 illegal settlers living beside creeks and rivers based on an inventory of the Division of the Welfare of the Urban Poor. (See table).
The demolition is part of efforts to avert another flooding that wrought havoc on Cebu City streets last Tuesday.
Most of these illegal settlers are from the province but are already registered voters of Cebu City, said Vice Mayor Joy Augustus Young.
Last Saturday, six houses were demolished under the M. Logarta bridge near the banks of the Mahiga Creek.
Derama, who came from Mandaue City, lived in his home since he was 10 years old.
Now 50, Derama, his wife, eight children and two siblings are worried where they would sleep.
“We want to ask for help...maybe we'll ask the (SPEED team) to allow us to retain a small portion of our home so we could sleep within it,” Derama told CEBU DAILY NEWS in Cebuano.
Though knowing that they were illegal settlers, Derama said he wished he was told weeks in advance so he could prepare for their relocation.
Another settler, 69-year-old Anatalia Narido, packed up her belongings after her shanty was demolished by SPEED teams along F. Urot Street in barangay Mabolo yesterday.
“I came from Tacloban four years ago. Now, they demolished my home,” a tearful Narido said.
The team also demolished a nearby store she owned.
Narido said she doesn't have any fare money for her trip back home and may spend the night at what remained of her shanty.
Artes said settlers like Narido can avail of the “balik probinsya (back to the countryside)” program of the city government or the Capitol for assistance.
About 10 container vans were also provided as temporary shelter for the affected families.
Councilor Roberto Cabarrubias said each van can accommodate 25 persons.
They will be placed at block 27 of the North Reclamation Area (NRA).
About P5,000 in aid will be given to the families, Councilor Alvin Dizon said.

Although I agree on a lot of talking points in the above post, I beg to disagree on the idea that it's basically just for humans to decide whether there will be floods or no floods at all! If we care to ID all the contributing factors, there is one big factor that no human has a good grasp about so far; and I'm talking about the weather systems! We must admit that there is an observable departure from the usual rains or storms we are subjected to nowadays. Stronger downpour, longer rainy days, etc. Everything gets "abnormal" these days.
That recent 353mm of rain in 26 days is heavier than what Cebu area used to get. And these figures from PAGASA are average rainfall. Even assuming on that density of rain, imagine how big a volume of water you are going to handle (assumptions: rain falling on highly urban locations only and zero soil absorption) :
=0.353 meters of rain X 55,900,000 square meters area of urban Cebu City (Cebu City land area = 291 sq. km approx.; urban area = 55.9 sq. km. Source: Wikipedia (http://en.wikipedia.org/wiki/Cebu_City))
=19,732,700 cubic meters of rain water in 26 days!
=758,950 cu. meters in 1 day!
=31,663 cu. meters in 1 hour! That's like 140 pumps at 1000 GPM each!
Having said those, we should just be contented with "mitigating" the effects of these floods as you posted; since we know that it pours when it rains, so to speak. Then it will be proper to say that unless we set higher design standards to prepare our city's flood control structures, we will be impacted badly by future flooding when it rains hard, again. During the event, there will also be a food festival at the Ayala Terraces to be participated in by Chinese restaurants.
Young proposed, though, that hotels and restaurants should stop imposing additional charges, like service charge, on customers to make Cebu more tourist-friendly.
He said that while Cebu has many attractions, which are near business and commercial centers, many tourists have been complaining about high hotel and resort rates.
He said he has asked City Councilor Margarita Osmeña to file an ordinance on the matter.
The acting mayor also lamented that airlines have not extended their Chinese New Year promotional trips to Cebu.
Some airlines offer discounted fares for those who want to celebrate the Chinese New Year in Hong Kong.
Now that the city is organizing a Chinese New Year celebration, Young said Cebuanos do not have to go overseas to celebrate the event.
He said the festival is not as big as Sinulog, but he wants to improve it next year.
The Sinulog cost about P14 million while the budget for the Chinese New Year Festival is only P300,000.
Young said Cebuanos in other parts of the world wait for the Sinulog to come home. Having more festivals could mean Cebuanos in foreign lands have more reasons to come home, he added.
There are still six more festivals eyed by the CCTC.
"The Chinese New Year Festival would be a winner because, for one, more than half of the world is Chinese. And since it is already celebrated, we just have to package it," said Young.

CEBU City Mayor Michael Rama came home from his five-day trip to Japan with a commitment from two hospitals there to donate health care equipment to the City.
The mayor clarified yesterday that his trip to Japan was not a vacation, but an official trip, contrary to what had been reported.

In a news conference, Rama said Shinseijuzenkai Medical Corp. and Juzenkai Medical Corp. will give Cebu City a total of 80 mechanical beds, 80 mattresses, 32 towel pots, 20 small refrigerators, 10 wheel chairs, nine regular beds and four food warmers.
Distribution
The equipment will be distributed to the Cebu City Medical Center (CCMC) and the barangay health centers.
“You know with our visit, we have developed an unquantifiable relationship. Who knows, they might donate more equipment,” Rama said.
Last Monday, Rama, Shinsei-juzenkai Medical Corp. chairman Hiroshi Akaki and Juzenkai Medical Corp. chairman Atsushi Akaki signed the memorandum of agreement (MOA) for the donation.
Transport
As stated in the agreement, the City Government will shoulder the cost of transporting the goods to Cebu.
Any defects and damage to the equipment during transport will be for the account of the City.
“These medical equipment are donated with present conditions and Shinseijuzenkai and Juzenkai do not bear all warranty liability,” the MOA states.
Rama said that City Hall has started processing the documents needed for the shipment, which is expected to arrive next month.

THE Cebu City Medical Center (CCMC) earned at least P71.4 million from its operations last year and its chief hopes to double that this year.
CCMC, in its revenue report for billed services, said it earned P34.4 million from cash receipts and has P36.9 million in receivables.

Newly-installed CCMC Chief Eduardo Sedoripa said he wants the earnings of the City-owned hospital to increase by a hundred percent.
“In terms of income generation, more or less kuwang pa gyud kaayo kay of about 50 percent that the City Government spent, the return is only 30 percent,” he said.
To achieve their target, Sedoripa said they will improve the services and units of the hospital that are revenue-generating.
“For example, instead of sending patients outside for laboratories, we will improve our facilities in order to accommodate the needs of our patients.
In the procurement of medicine also, instead of patients buying medicines outside, daghanon nato ang atong supply aron sa atong pharmacy na lang sila mopalit (we will stock our pharmacy better, so that patients will buy from us),” he said.
Sedoripa said the hospital can procure more medicines since the City Government has increased the hospital’s budget from P180 million last year to P211 million this year.
In an interview yesterday, Sedoripa said the CCMC has shown a “significant improvement.”
CCMC’s yearend report noted improvements like the repair of its drainage system and acquisition of X-ray machines, cardiac monitor, suction machines and diagnostic sets, among others.
CCMC has also improved its systems and capabilities, through the creation of a research and development committee, blood transfusion committee and a newborn screening committee, among others.
The hospital also created an ethics committee, medical audit committee, quality assurance program and a disaster plan.
For this year, Sedoripa said that aside from increasing the hospital’s income, he also plans to improve its policies and its standard operating procedure (SOP).
“I want to improve the patients’ flow and the processing of the patients’ transactions because I see a lot of loopholes,” he said.
Sedoripa also believes the management of the Guba Community Hospital in Barangay Guba, Cebu City should remain under CCMC.
“Considering that Guba is within the jurisdiction of the city, serving the mountain barangays, it is but right that we should run the facility,” he said.
Acting Mayor Joy Augustus Young clarified he never said he wants the Guba Community Hospital turned over to the Department of Health (DOH). He said he has not made an opinion on the matter.
DOH originally manned the hospital but turned it over to the Cebu City Government, after a directive that they should only manage hospitals with at least 20 beds.
Sedoripa said he has yet to discuss with Mayor Michael Rama what his plans are for the community hospital, once the mayor returns from his trip overseas.
City Hall has started the P6-million renovation of the Guba Community Hospital.
Dr. Sedoripa recalled yesterday his order for the Guba facility’s doctors and nurses to report to the city hospital, while the renovation is ongoing.
Young called Sedoripa to a meeting, to point out that northern barangay residents have gotten used to going to the community hospital for consultations.
Councilor Alvin Arcilla said there are easily 20 barangays being served by the Guba hospital.
There will be no admissions while the hospital undergoes renovation.
But Arcilla said doctors and nurses will have consultations in the other half of the building that is yet to be renovated.
The others will be housed at the Guba Barangay Hall.
After the meeting with Young, Sedoripa recalled his order and asked the medical team of the community hospital to return to their mother unit.
The renovation will be for four months.
Arcilla said the Guba Community Hospital is a complete but compact facility. It has a surgery unit, out-patient department, X-ray capability and a male and female ward with eight beds each.
Although the hospital still does not have a radiologic technologist, Arcilla expects the position will be occupied once the renovation is completed.

This Friday, Rama will meet with representatives of local government units (LGUs) in Metro Cebu to talk about peace and order, traffic, coastal management, drugs and solid waste management.

Rama earlier met with officials from the cities of Mandaue and Lapu-Lapu to discuss possible solutions to the flooding that hit Cebu and Mandaue last week.
The mayor believes that Metro Cebu leaders have common concerns that they can address collectively, that is why he wants to listen to their ideas during a meeting in Casino Español on Friday.
Old metro
The old Metro Cebu, from which the Metro Cebu Traffic Council originated, is composed of the cities of Talisay, Cebu, Mandaue and Lapu-Lapu, and Consolacion town.
Rama also wants to talk about the issue of migration, which affects the cities.
Urbanization or migration to urban areas is seen as one of the causes of flooding in
the North Reclamation Area.
Officials blamed the overflowing of Mahiga Creek on the illegal structures built by informal settlers on the riverbank.
Inventory
Rama said he is also alarmed over the accidents at the South Road Properties (SRP), that is why he asked the Cebu City Traffic Operations Management (Citom) to make an inventory of the accidents that happened there.
The mayor will meet with Citom, Department of Public Works and Highways, Department of Engineering and Public Works (DEPW), Cebu Investment and Promotions Center and the SRP Police to discuss how they can prevent accidents at the SRP.

Re: Clearing of illegal structures: What they're doing now is great and I hope they will see this through the end even if the weather becomes sunny and dry and when all the threat of flood is distant and forgotten. They should however, do this pragmatically, with consideration of the displaced people. It's a burden yes, but it is something that the government is also at fault with for tolerating them before.
Anyway, time will tell. The next few weeks will judge that.

The money, the emotional repercussions, the strained relations between members of our society and the government itself, the violence that accompanies these. And to confess, I think this attitude is already embedded in our very culture. Kaning atoang pagkahappy-go-lucky ba. Our bahala na attitude. Our being stoic. Perhaps it's still a byproduct of our sunny nature and the historical circumstances we have experienced as a people that we have acquired this behavior as a means of survival during those long periods of being under superior powers, our being colonized. Our internal locus of control was probably so low for a long time (kana bang mura og dili kita ang naghupot sa atoang destiny) mao nga we never plan properly na lang because what will happen to us is attributed to external factors beyond our control.
Mao gyud na akong naobserve sa akoang kaugalingon for instance. When I first came here, ingnan ko permi sa akong sensei nga I lack proper planning skills and I needed to develop that. Haha. I only noticed later that it was true. Compared to them anyway where they always plan ahead a few years ahead into the future. Especially their government projects.
Which brings me back to our government. I think that culture has to change and adapt.
We need to learn to plan ahead properly, at least most especially sa atong panggobyerno and the way we run our society, our institutions. I'm a little bit biased on the person level though because our being easy going is not entirely bad. However, this cannot be the case for the government. We have to have a government that is visionary and not reactionary.

Its sister establishment was the Continental Hotel situated at Manalili St. just at the back of Colonnade. Sometime in 1970, they opened its first branch infront of the University of the Visayas which was previously utilized by BIR. It was named Gaisano Inc., which is the main store of all Gaisano dept stores. I and the rest of my siblings work on this establishment with our eldest working since 1963. I used to see Dona Modesta every Friday early morning before the store opens as a meeting is conducted with the employees together with his sons; David, Stephen, Henry and Victor. Dona Modesta died at the age of 103. Later the children have their respective branches. David for White Gold, Stephen for Gaisano Main and its branches, Henry for Gaisano South and Gazini and then Victor for Gaisano Metro and its branches also.

Known to many as the business hub of country, Cebu now boasts one of its innovations to fast pace access to the city’s central business district – The Cebu Subway. The first of its niche in the entire Philippines, Cebu Subway stretches in a 0.97 kilometers long access from the SRP (South Road Properties) going underneath the historical Plaza Independencia and Fort San Pedro and ends at Sergio Osmeña Blvd. near Pier 2.
The construction of the Cebu Subway which is also known as the 3B-2 project started last June 28, 2006. With very limited budget the development of the tunnel was sluggish. It was only in 2008 where a big part of the 1.2 billion budget from the government, which was acquired through a loan from the JBIC (Japan Bank for International Cooperation) made the construction of the Cebu Subway faster.
The Cebu Subway was inaugurated last June 10, 2010 by former President Gloria Arroyo which ended her term and became a Congresswoman of Pampanga last June 30, 2010. Together with Cebu City Mayor-elect Michael Rama, the Japanese Ambassador to the Philippines Makoto Katsura, officials of the Department of Public Works and Highways (DPWH) and Kajima Corporation, Mrs. Arroyo unveiled the marker located right at the entrance of the Cebu Subway going to the South Road Properties during the said inauguration day.
At the moment, the Cebu Subway still has some minor developments like the installation of electrical systems, mounting of security cameras and a lot of other security measures to make sure the project is ready for public use. The Cebu Subway is expected to be fully open to the public by August 2010. At this time, the tunnel is open on weekdays during rush hours; from 6 am to 9am and 5pm to 8pm. During weekends, the tunnel is closed and the development will resume until such time everything has been completed.
The Cebu Subway will be maintained by the DPWH-7 (Department of Public Works and Highways – Region 7) after the one year warranty period provided by Kajima Corporation, the Japanese builders. They will also train the DPWH personnel who will handle the maintenance and management of the Cebu Subway.
Consisting of four lanes, with two tunnels in both directions, the Cebu Subway is the “road to a faster economy”. It has an automatic pumping and lighting system and it is complete with safety features. It is of world-class standards and one of the many infrastructures Cebu City is proud of.

In a report by the Mactan Cebu International Airport Authority on Tuesday, there was a 7 percent increase in the total number of flights in 2010.
Most of the arrivals in the international flights were from South Korea with Incheon Metropolitan City having 37 flights a week.
Singapore - 22 flights a week
Hong Kong - 14 flights a week
Busan - 9 flights a week
Narita - 6 flights a week
Doha - 3 flights a week
“Cebu is the most googled site in the country. We have a good track record in peace and order. We have done our best to improve the capabilities of Cebu to host international events,” Gov. Gwendolyn Garcia said.
A total of 23,698 flights were recorded in 2010 compared to 22,129 flights in 2009. Of the total, 4,001 were international flights while 19,697 were domestic flights.
Passenger arrivals likewise increased by 14 percent in 2010. From 4,757,173 in 2009, a total of 5,411,687 passengers arrived in Cebu last year.
A total of 473 domestic flights and 91 international flights arrive in Cebu weekly.
Cebu Pacific recorded 98 flights a week to Manila. Air Philippines has 35. Philippine Airlines has 36 flights and Zest Air has 33 flights. Thus, a total of 222 flights leave for Manila alone.

One question Paul please,
As far as I understood the current terminal cay only accommodate 5,5 million passengers. How many more will the extention/expansion on both ends on the exisiting terminal accommodate ? And don´t all those extra passengers have to pass through the same limited space (bottleneck) of the existing terminal ?
If then the new terminal (to accommodate another 5 million) will be finished in 3 years time (including delays, say latest in 2015), it will approx. be half occupied by the time of inauguration
700.000 passengers per annum x 4 years = 2.8 million more by 2015 if amount of passengers per annum will not increase even more.....
Isn´t that somehow simply chasing behind future developments instead of planning appropriate for the tourist and economic boom the country, especially Cebu is expecting coming next 10 years ?

yesterday naay 2 pamilya nga giinterview from Butuan and Davao, sila na mismo ni volunteer sa pag guba sa ilang balay kay kahibaw man sila nga sunod na ang ilaha nga gub-on. Maay tag ingun ana unta.
UU kay grabe naman ang baha ngadto...so maayo kahag baha-on tag taman diri para sila nalang mga naas daplin sapa ang manghawa? hehe bitaw simbako! usahay silot sa kina-iyahan maoy makapakat-on nato..:)

Re: Clearing of illegal structures: What they're doing now is great and I hope they will see this through the end even if the weather becomes sunny and dry and when all the threat of flood is distant and forgotten. They should however, do this pragmatically, with consideration of the displaced people. It's a burden yes, but it is something that the government is also at fault with for tolerating them before.
Anyway, time will tell. The next few weeks will judge that.
Ang ako lang icriticize is our being reactionary. Gitolerate lang for now until it becomes a big problem in the future. A form of procrastination ba. Dili mupatuman og tarong og saktong easements. Pasagdan lang mudaghan ang illegal settlers. Inig abot sa panahon sama sa baha or mag road widening, pangubaon na pod. Can we count all the costs incurred by not planning well? The money, the emotional repercussions, the strained relations between members of our society and the government itself, the violence that accompanies these. Time, money, effort, and other resources wasted when, kung giplano pa lang og gipatuman og tarong in the very beginning, wala na untay problema.
And to confess, I think this attitude is already embedded in our very culture. Kaning atoang pagkahappy-go-lucky ba. Our bahala na attitude. Our being stoic. Perhaps it's still a byproduct of our sunny nature and the historical circumstances we have experienced as a people that we have acquired this behavior as a means of survival during those long periods of being under superior powers, our being colonized. Our internal locus of control was probably so low for a long time (kana bang mura og dili kita ang naghupot sa atoang destiny) mao nga we never plan properly na lang because what will happen to us is attributed to external factors beyond our control.
Mao gyud na akong naobserve sa akoang kaugalingon for instance. When I first came here, ingnan ko permi sa akong sensei nga I lack proper planning skills and I needed to develop that. Haha. I only noticed later that it was true. Compared to them anyway where they always plan ahead a few years ahead into the future. Especially their government projects.
Which brings me back to our government. I think that culture has to change and adapt.
We need to learn to plan ahead properly, at least most especially sa atong panggobyerno and the way we run our society, our institutions. I'm a little bit biased on the person level though because our being easy going is not entirely bad. However, this cannot be the case for the government. We have to have a government that is visionary and not reactionary.
