Barongoy March 15th, 2011, 07:36 AM So you would rather sell whatever you can of the SRP now? Does it not matter to you for what purpose these properties are purchased for? Take a look at the NRA. How long have we had the NRA? Since the 50's, 60's? All I know is that property has been there ever since I can remember. The development of the NRA just started recently, in the last 10 years. Now if you try to sell all of SRP now and not care what happens to these properties, you may end up with vacant lots for the next 20 - 30 years, may be more. What Tommy is doing now is avoiding what happened to NRA from happening to the SRP. Well, besides making money for the city.
kenken94 March 15th, 2011, 07:39 AM ^^ we no longer have a problem in developing the SRP since Tommy O already has a time line when to sell and who to sell it to. The problem is what will happen in the NRA of which as I remember has been overshadowed by the emergence of the SRP. There is virtually slow development there and what we need is to reinvigorate investor confidence in the NRP so that the money spent on reclaiming it won't go to waste.
SRP will be the future of Cebu City but the true potential of Cebu lies upon the Cebuano ingenuity and diligence. :)
Sleepwalker March 15th, 2011, 07:43 AM Marcos regime also one of the factor why NRA became what it is now. Take note that the Osmena's were one of the enemy of Marcos and Cebu was anti-Marcos at that time. And NRA was the brainchild of ex-Mayor Serge Osmena.
Imagine if NRA did not stagnate during that time. We could have a better reclaimation area.

What I'm fearing of is the probable movement of the Philippine trench or the Philippine fault in Leyte. Areas in Cebu that are prone to liquefaction would be downtown Cebu and the reclamation areas. The rest sits on limestone.

Kay as of now, the buildings being built in Cebu and throughout the country are in accordance of this code which is just not in line with the modern innovations in building structures. This tsunami in Japan should teach us a lesson to prepare our structures for the worst case scenario.
If even Japan which is virtually seen as the most prepared country to face disasters is still needing assistance from the international community then what more about us? How much intensity of an earthquake can our structures handle?
Also, many people now doesn't want to pursue the BNPP. I guess the paronia caused by the disaster in Japan really tilted the perception of the Filipino people about having nuclear plants in the country. But I don't think it is enough reason not to pursue the project. BNPP is an old facility, but what in needs are just some adjustments and modifications to it and it can already be operational and safe. Even if we say that the earthquake could also happen to the Philippines, we can never deny the fact that we DIRELY need a bigger power generating capacity. We can never resolve to using COAL FIRED POWER PLANTS anymore. They harm the environment and would just make the country warmer. Nuclear power is the ONLY CHOICE we have here. Solar and renewable energy are costly. One Nuclear plant can supply up to 1000 MW of power through the Philippine grid which is already enough to supply the needed energy for the booming economy minus the additional cost to power rates.
We will be paying less of what we pay today for power if BNPP would be continued. Bataan is a good site location for the plant. We can save money if we just make use of the existing facility instead of starting up another plant in another location. The economic activity in the country needs power supply to keep the demand at minimum and so to keep the prices lower. And so far, nuclear power has been proven to really help lower power costs in the country.

The good thing about the Japanese is that they have always been expecting for the Big One...may it be earthquake, fire, tsunami or typhoon. They have the same situation as we do. The concept of harvesting the ocean as an energy source is nothing new, but in practice it's rarely utilized. That's beginning to change, though. This week, the first major underwater turbine was installed in Northern Ireland's Strangford Narrows—a body of water known for its fierce currents. SeaGen's twin blades measure 52 feet wide, and instead of intermittent winds, this green electricity generator will rely on the ever-changing tide to produce power for around 1,000 homes. Built by Marine Current Turbines, it will be operational this summer.
The Environment, alternative energy, environment, green power, Gregory Mone, tide power, undersea turbines, wind turbines The blades are designed for bi-directional flow, so that they turn regardless of which way the tide is rushing. They'll spin 10 to 20 times per minute. The company says this is slow enough to allow fish and other sea creatures to get out of the way if they're swimming on through. But it certainly doesn't sound like anything a diver would want to approach.
This Seagen installation may be just the first step. As part of another project, the company is also hoping to install a farm of underwater turbines off Wales that would be capable of powering thousands of homes.

CEBU CITY -- Power distributor Visayan Electric Company (Veco) implemented power outages in some parts of Cebu province Wednesday due to generation problem.
In its advisory posted on its Facebook page, the Veco said power interruptions will affect greater part of Talisay City, parts of Pardo, Highway, Consolacion, Liloan, JP Rizal St., Labogon, Basak, J.P. Rizal St., Tabok, Pagsabungan, Canduman, Tingub, Cubacub, Casili, Tawason, some parts of Sacsac and Cabangahan, Barangay Talamban, Pit-os, Cebu Mountain Barangays.
The Veco said no restoration time available yet on the above areas.
The power firm also said portion of Barangay Duljo Fatima along C. Padilla, Carlock and Spolarium Streets, including Sitios San Pedro, Plastican, Chicago, Riverside, Bohol and Buli experienced power interruptions from 5 a.m. to 5 p.m. to facilitate replacement of pole, reconstruction of primary line and installation of clustered metering and transformer.
Power in the portion of Barangay San Nicolas along C. Padilla and J.M. Basa Street and portion of Barangays Duljo Fatima and Mambaling along C. Padilla St., including Sitios Alaska & Pungtod, Interope Corp and Manila Sawmill of the same time was also interrupted to facilitate reconstruction of primary line and installation of clustered metering.
The Veco said: "These interruptions are needed to improve our facilities in the areas mentioned and to further augment our services to our valued customers."
Veco also apologized for the inconvenience and assured their engineers will exert all efforts to restore electric service. (Sunnex)

The Cebuano Exultor March 16th, 2011, 07:45 PM I watched "Rango" in one of the screens at the Gaisano Cineplex (Gaisano Country Mall) yesterday, and it was almost empty. And, this wasn't the only time that their cinemas were largely empty. In fact, almost everytime I go see a movie at one of the screens at the Gaisano Cineplex, it is largely empty. Is this an indication that there are simply too many cinemas in Metro Cebu?
It also makes me curious as to the current situation of the good ol' cinemas of Colon. How many of them are still operating?

INTRODUCTION
Cebu, the oldest city in the Philippines, was chosen because it has all the ingredients for a wonderful urban development and design project. It is user friendly and has an interesting historical, economic and social dimension.
THE PROJECT examined the idea of rebuilding the city's links with the waterfront, to create a viable, imaginative scheme attractive to investors, while respecting the area's heritage and structure.
In executing our work we were extremely conscious that the Philippines is not the wealthiest country in South East Asia, and that our plans had to down to earth, practical and affordable. On the other hand, inspiration is also a practical and necessary quality of all developments. Our mission has therefor been to create a plan that is no t so real it is boring, yet not so visionary it is unrealisable.
DESIGN PARAMETER
were established which sought to:
Establish the waterfront as the focus of the public domain
Maintain, enhance and create character precincts
Create on image for the city and improve legibility
Conserve the city's heritage
Improve the public domain within a hierarchy of pedestrian spaces
Maintain the low scale of the city
Address social issues such as equity and accessibility
Apply design solutions for a tropical environment
CONCEPT DESIGN
A concept was created which endeavoured to achieve a coherent image of the city, while taking a holistic approach to the design each of its parts.
As the instrument to implement the design concept, a master plan was prepared, which created on integrated whole, sensitive to character, urban form and function. Central themes are the conservation, enhancement and creation of precincts, each of which has its own distinctive character. Links between precincts of different character and the water front posed the most difficult urban design problem. The crux of the problem was the need to integrate areas with distinctly different height envelopes, scale, urban form and development potential.
The central theme of the design - the use of water and the waterfront as a central, unifying element in the lives of the people of Cebu. Where possible, the city's heritage buildings provide a destination for axes, as a symbolic link between the old and new.

This is interesting. Thanks for sharing this atleast added info. Ive never worked with a Japanese national or a firm, but when I was in college we had Quality Management. Basi mali ra pud among teacher, i thought Kaizen approach is when they continuously improve their performance or quality. Murag hinay hinay na improvement, slowly but surely. They kept on looking for ways to improve what they currently have.

mAiNsTrEaMhunter March 17th, 2011, 09:54 AM I watched "Rango" in one of the screens at the Gaisano Cineplex (Gaisano Country Mall) yesterday, and it was almost empty. And, this wasn't the only time that their cinemas were largely empty. In fact, almost everytime I go see a movie at one of the screens at the Gaisano Cineplex, it is largely empty. Is this an indication that there are simply too many cinemas in Metro Cebu?
It also makes me curious as to the current situation of the good ol' cinemas of Colon. How many of them are still operating?

INTRODUCTION
Cebu, the oldest city in the Philippines, was chosen because it has all the ingredients for a wonderful urban development and design project. It is user friendly and has an interesting historical, economic and social dimension.
THE PROJECT examined the idea of rebuilding the city's links with the waterfront, to create a viable, imaginative scheme attractive to investors, while respecting the area's heritage and structure.
In executing our work we were extremely conscious that the Philippines is not the wealthiest country in South East Asia, and that our plans had to down to earth, practical and affordable. On the other hand, inspiration is also a practical and necessary quality of all developments. Our mission has therefor been to create a plan that is no t so real it is boring, yet not so visionary it is unrealisable.
DESIGN PARAMETER
were established which sought to:
Establish the waterfront as the focus of the public domain
Maintain, enhance and create character precincts
Create on image for the city and improve legibility
Conserve the city's heritage
Improve the public domain within a hierarchy of pedestrian spaces
Maintain the low scale of the city
Address social issues such as equity and accessibility
Apply design solutions for a tropical environment
CONCEPT DESIGN
A concept was created which endeavoured to achieve a coherent image of the city, while taking a holistic approach to the design each of its parts.
As the instrument to implement the design concept, a master plan was prepared, which created on integrated whole, sensitive to character, urban form and function. Central themes are the conservation, enhancement and creation of precincts, each of which has its own distinctive character. Links between precincts of different character and the water front posed the most difficult urban design problem. The crux of the problem was the need to integrate areas with distinctly different height envelopes, scale, urban form and development potential.
The central theme of the design - the use of water and the waterfront as a central, unifying element in the lives of the people of Cebu. Where possible, the city's heritage buildings provide a destination for axes, as a symbolic link between the old and new.

Hay, based on what I see here. I guess not. Ondoy pa nga lang, it was total chaos. How much more equake. Daghan old buildings dire na wa jud nakasunod sa building codes. The good news though is that, ok ang new buildings. Pero daghan kaau old ones na cguradong mahugno. Aside from the fact that they are checking some of the buildings now, another preparation ive seen is the installation of these huge tool boxes of MMDA sa ilalim ng mga flyovers. Just in case daw nay matabunan, naay dali magamit pang hukay sa mga natabunan. Scary. :ohno:

Basi mali ra pud among teacher, i thought Kaizen approach is when they continuously improve their performance or quality. Murag hinay hinay na improvement, slowly but surely. They kept on looking for ways to improve what they currently have.

CEBU, Philippines - The Philippine Long Distance Telephone Company (PLDT) vowed to roll-out its fiber-optic-to-home Internet connection in Cebu towards early next year, depending on the opportunity for good demand.
PLDT president and chief executive officer (CEO) Napoleon Nazareno announced that the technology will be made available in Cebu soon, as the company has already offered this top-notch technology in Metro Manila just this year.
The introduction of “fiber-optic-to-home” technology will provide Filipinos with much reliable and faster Internet connection. Although this may cost a little higher compared to ordinary connection, it is considered as the “ultimate” in fixed line infrastructure.
At this point, PLDT is going to roll out at least 10,000 fiber-optic-to-home available connections primarily in high-end subdivisions in the Metro Manila, about a half are already taken.
This means, that this technology is already available to affluent residential Internet connection consumers, initially in Metro Manila.
This year, Nazareno said the fiber-optic-to-home technology roll out will be focused first in Metro Manila, next year, Cebu will be installed with the capability.
However, the company had already announced its P2.8 billion expansion of its Domestic Fiber Optic Network (DFON) technology in December last year, to boost Cebu’s bid to attract big ticket investors in Business Process Outsourcing (BPO).
PLDT announced the completion of the two-year DFON project which covers the third leg of DFON Loop 4 from Lucena to Cebu City, passing through 11 provinces nationwide.
“Our transmission backbone is now much more resilient, thus raising the quality and reliability of our services. We can also provide more communities with both basic and advanced broadband services, unlocking new economic opportunities for central and Southern Philippines,” said Nazareno.
The project, which is part of the company’s DFON Resiliency Improvement Program, involved the installation of 1,300 kilometers of new terrestrial and submarine fiber optic cables to carry voice, data and video traffic in Bicol and the Visayas and Mindanao regions.
The completion of the DFON Loop 4-Third Leg has added 1,300 kilometers of terrestrial and submarine fiber optic cables to PLDT DFON, bringing the total to 10,050 kilometers connecting 68 nodes and equipped with a total network bandwidth capacity of 1.56 Terabytes, or capability of accommodating a total of 24 million simultaneous voice calls or additional capacity of four million DSL connection.
In the past, accidental cable cuts have caused slowdowns in bandwidth speeds and even outages for some retail and corporate customers, especially the BPO sector, in the affected areas.
Natural disasters have also adversely affected the network, hampering vital communications to a certain extent. (FREEMAN)

Century-old rain trees to give way to south Cebu highway

In the months ahead, century-old rain trees lining a road section in south Cebu from Naga to Carcar City will be marked for destruction to make way for road widening.
“We can’t do anything about it,” said Naga Mayor Val Chiong yesterday.
“We are just coordinating with the Department of Public Works and Highways (DPWH) because it is their project.”
The huge trees, which form a graceful green canopy that greets motorists traveling south, were planted in 1915 by the former Bureau of Public works, the DPWH’s predecessor.
The DPWH 2nd Engineering District is getting appraisal estimates for properties affected by the proposed road widening, which has a P27-million budget.
The value of aged, long-surviving trees, however, does not seem to draw a deeper response than resignation from local officials despite the fact that 2011 is declared the “Year of the Forests” by the United Nations with a special program by the Department of Environment and Natural Resources (DENR) to identify and officially mark “heritage trees” in the country.
In a forum last week in Cebu City, international urban planner Felino Palafox Jr., who talked about disaster risk management in the annual meeting of the Philippine Business for Social Progress-Visayas, said a 50-year-old tree “has a value of P9 million.”
The P9 million, he said, is computed based on factors such as the oxygen produced, carbon dioxide-green gas captured, protection from soil erosion, cooling capacity, water retention, shade, biodiversity, aesthetic qualities and other factors that add to the real estate value where a tree stands.
(Palafox, a Filipino architect who has led projects in 30 countries, including Dubai and Asian capitals, drew controversy in 2008 when he turned down a $1-million contract for a hotel resort-casino project in Subic because he refused to cut down 366 seventy-year-old trees. He later accused the developers of corruption.)
In Naga and Carcar, two public forums have been called since February by DPWH regional officials to inform residents and business owners about the impending infrastructure project.
A 200-year-old coral stone house (balay na bato) near the highway in barangay Langtad, Naga City, is also in the path and in danger of being demolished.
“I will still talk with the owner to see if they will agree to have the house transferred to the plaza kay sayang,” said Mayor Chiong said in a telephone interview.
The mayor said the house could be transferred to the public plaza and preserved as a heritage site.
The owner, Napoleon Dacalos, a retired sanitary inspector, said he had no choice but submit to the DPWH plans. He sad the family expects to be properly compensated for the damage.
“Wala mi mahimo kay pagbuot man ni sa gobyerno. Bayran man sad mi,” he said. (We can’t do anything if that’s the decision of the government. Anyway we will also be paid.)
He said his house, which the family acquired in 1948, was built during the Spanish era and is made of mahogany and narra hardwood.
Dacalos said he already asked an architect to appraise the value of the house to be submitted to the municipal assessor’s office. Dacalos said the DPWH promised to compensate based on the present value of the house.
Farther south in Carcar City, Mayor Nicepuro Apura said he was saddened by the impending loss of old trees along the highway.
But like some residents and Naga’s Mayor Chiong, he said is relying on DPWH plans to widen the two-lane road to four lanes to accommodate the increasing volume of traffic in their area.
Mayor Apura said they will just coordinate with DWPH on how to take care of the trees that provide shade to motorists and serve as “icons” of Carcar town.
He said they could only appeal to have the trees carefully transferred somewhere else because they are one of the beautiful sights sought by tourists and motorists in Carcar.
The DPWH Cebu 2nd District has been sending letters to residents and establishments about the road-widening projects since February 9.
A check with the General Appropriations Act of 2010 shows a P27-million outlay for “widening and removal of obstruction encroachment within the road right of way from Naga to Carcar section.”
But Naga Mayor Chiong said P27 million is not enough to widen the two-lane road and that the amount is only for indemnities.
“Dili gyud na paigo ang P27 million para sa widening in my own understanding wala pa gyud ang budget for the road widening,” Chiong told CEBU DAILY NEWS.
The public forum for Naga residents was held on Feb. 16 while the forum with Carcar officials and affected residents was last Feb. 24.
In Carcar alone, more than 200 residents and establishment owners will be affected.
Chiong said they still have to discuss with DPWH whether they can try to save the trees by “balling” them, a procedure that involves removing the entire tree and carefully preserving the roots and trunk in a “ball.” This was done with century-old trees in Plaza Independencia in Cebu City where the South Road Properties subway tunnel was built.
The proposed road-widening project will end near a mall in Carcar town, which is a traffic bottleneck in the south, said Carcar engineer Santiago Calinawan, Jr.
While waiting for the project, Carcar has implemented the directive of Interior and Local Government Secretary Jessie Robredo to clear the road right of way for at least 13 meters from the center of the road.
All structures built within that range are considered illegal and have to be demolished.
The exception, however, is supposed to be structures that have existed for 50 years because Carcar has a local ordinance protecting heritage sites.

I agree with you. Mao man na sa US. nga ang 4 lanes high way na split tungud sa century old tree. Nahimong median for 1 mile nga 3 car length dayon regular median nga 2 car length.
Mo pabor ko anang balling the trees as another alternative or make another 2 lanes hiway para mahimong one way dihang dapita ug walay kahoy maangin. :ohno:

In the months ahead, century-old rain trees lining a road section in south Cebu from Naga to Carcar City will be marked for destruction to make way for road widening.
“We can’t do anything about it,” said Naga Mayor Val Chiong yesterday.
“We are just coordinating with the Department of Public Works and Highways (DPWH) because it is their project.”
The huge trees, which form a graceful green canopy that greets motorists traveling south, were planted in 1915 by the former Bureau of Public works, the DPWH’s predecessor.
The DPWH 2nd Engineering District is getting appraisal estimates for properties affected by the proposed road widening, which has a P27-million budget.
The value of aged, long-surviving trees, however, does not seem to draw a deeper response than resignation from local officials despite the fact that 2011 is declared the “Year of the Forests” by the United Nations with a special program by the Department of Environment and Natural Resources (DENR) to identify and officially mark “heritage trees” in the country.
In a forum last week in Cebu City, international urban planner Felino Palafox Jr., who talked about disaster risk management in the annual meeting of the Philippine Business for Social Progress-Visayas, said a 50-year-old tree “has a value of P9 million.”
The P9 million, he said, is computed based on factors such as the oxygen produced, carbon dioxide-green gas captured, protection from soil erosion, cooling capacity, water retention, shade, biodiversity, aesthetic qualities and other factors that add to the real estate value where a tree stands.
(Palafox, a Filipino architect who has led projects in 30 countries, including Dubai and Asian capitals, drew controversy in 2008 when he turned down a $1-million contract for a hotel resort-casino project in Subic because he refused to cut down 366 seventy-year-old trees. He later accused the developers of corruption.)
In Naga and Carcar, two public forums have been called since February by DPWH regional officials to inform residents and business owners about the impending infrastructure project.
A 200-year-old coral stone house (balay na bato) near the highway in barangay Langtad, Naga City, is also in the path and in danger of being demolished.
“I will still talk with the owner to see if they will agree to have the house transferred to the plaza kay sayang,” said Mayor Chiong said in a telephone interview.
The mayor said the house could be transferred to the public plaza and preserved as a heritage site.
The owner, Napoleon Dacalos, a retired sanitary inspector, said he had no choice but submit to the DPWH plans. He sad the family expects to be properly compensated for the damage.
“Wala mi mahimo kay pagbuot man ni sa gobyerno. Bayran man sad mi,” he said. (We can’t do anything if that’s the decision of the government. Anyway we will also be paid.)
He said his house, which the family acquired in 1948, was built during the Spanish era and is made of mahogany and narra hardwood.
Dacalos said he already asked an architect to appraise the value of the house to be submitted to the municipal assessor’s office. Dacalos said the DPWH promised to compensate based on the present value of the house.
Farther south in Carcar City, Mayor Nicepuro Apura said he was saddened by the impending loss of old trees along the highway.
But like some residents and Naga’s Mayor Chiong, he said is relying on DPWH plans to widen the two-lane road to four lanes to accommodate the increasing volume of traffic in their area.
Mayor Apura said they will just coordinate with DWPH on how to take care of the trees that provide shade to motorists and serve as “icons” of Carcar town.
He said they could only appeal to have the trees carefully transferred somewhere else because they are one of the beautiful sights sought by tourists and motorists in Carcar.
The DPWH Cebu 2nd District has been sending letters to residents and establishments about the road-widening projects since February 9.
A check with the General Appropriations Act of 2010 shows a P27-million outlay for “widening and removal of obstruction encroachment within the road right of way from Naga to Carcar section.”
But Naga Mayor Chiong said P27 million is not enough to widen the two-lane road and that the amount is only for indemnities.
“Dili gyud na paigo ang P27 million para sa widening in my own understanding wala pa gyud ang budget for the road widening,” Chiong told CEBU DAILY NEWS.
The public forum for Naga residents was held on Feb. 16 while the forum with Carcar officials and affected residents was last Feb. 24.
In Carcar alone, more than 200 residents and establishment owners will be affected.
Chiong said they still have to discuss with DPWH whether they can try to save the trees by “balling” them, a procedure that involves removing the entire tree and carefully preserving the roots and trunk in a “ball.” This was done with century-old trees in Plaza Independencia in Cebu City where the South Road Properties subway tunnel was built.
The proposed road-widening project will end near a mall in Carcar town, which is a traffic bottleneck in the south, said Carcar engineer Santiago Calinawan, Jr.
While waiting for the project, Carcar has implemented the directive of Interior and Local Government Secretary Jessie Robredo to clear the road right of way for at least 13 meters from the center of the road.
All structures built within that range are considered illegal and have to be demolished.
The exception, however, is supposed to be structures that have existed for 50 years because Carcar has a local ordinance protecting heritage sites.

TONZI March 18th, 2011, 03:15 PM Been there last Saturday, all I can say is that Cebu is constantly changing over the years. Fell in love with Colon Street and everything about it. There is really something in that street that makes me want to come back. The buildings may look old but they provide charm. I hope they can repaint those buildings. Moreover, it was the first time I saw the underground tunnel before Plaza Indpendencia. It was nice to see that we have it here in Vis-Min area. Is this the first underground/underwater vehicular tunnel in the country?

Last week, all light structures along MC Briones street were already demolished to give way for the beautification of the area. Then next will be another part of Colon until the whole downtown will become a tourist spot. There are already several renders of the proposal for the beautification of City Hall to Carbon area and it will be converted into a huge park including the viaduct area which will have a stage for several concerts. Once that area will be beautified, the other parts will also follow.

Imagine if NRA did not stagnate during that time. We could have a better reclaimation area.
^^ we no longer have a problem in developing the SRP since Tommy O already has a time line when to sell and who to sell it to. The problem is what will happen in the NRA of which as I remember has been overshadowed by the emergence of the SRP. There is virtually slow development there and what we need is to reinvigorate investor confidence in the NRP so that the money spent on reclaiming it won't go to waste.
SRP will be the future of Cebu City but the true potential of Cebu lies upon the Cebuano ingenuity and diligence. :)

A new city hall was supposed to be built at the superblock that is now owned by Robinsons.
NRA as a whole was planned to have hotels, theaters, and other commercial establishments since the old downtown was already full to the brim.
According to a book that I've read, the lots at the North Reclamation Area were supposed to be for lease only and not for sale. Leasing it was a way of attracting potential investors who would really use the property instead of just letting it lie idle while waiting for its value to increase only to resell it for a higher price later on.
When Marcos got hold of the project, he sold the properties to speculators.
I heard that Marcos created the Philippine Reclamation Authority because of the NRA.

CEBU, Philippines - Third District Rep. Pablo John Garcia hinted yesterday that the only motivation of Cebu City south district Rep. Tomas Osmeña to annex the Municipality of Cordova to the city is a proposed reclamation project, which Osmeña reportedly offered to help undertake.
Being a lawyer to Osmeña once, Garcia said it no longer a secret that the former Cebu City mayor has been eyeing the project for decades now.
“That is the only single motivation to control the reclamation away from the municipality and put it within his control assuming, as he does assume, that he will be mayor of the City of Cebu the next time,” Garcia said.
The problem if the second project pushes through, Garcia said, is that the city may have to face another financial burden with existing debts of the South Road Properties still on its shoulders.
“The people of the City of Cebu should know that while they are struggling in debt, they’re swimming in an ocean of debt, Congressman Osmeña now again recklessly wants to put to undertake another reclamation in Cordova, which will put it further in debt,” Garcia said.
“If he (Osmeña) looks down the province so much, why has he been trying to get territory out of the province for how many decades now,” Garcia said, adding, that Osmeña reportedly first eyed Balamban town to be annexed to Cebu City.
Cordova Mayor Adelino Sitoy earlier approached Governor Gwendolyn Garcia and asked the province to undertake the reclamation project to improve its port and spur economic activity.
The governor said funds for the project have already been appropriated in the annual budget and the first phase of construction will begin soon.
Garcia said the officials of Cordova are wise enough to approach the appropriate local government unit as the Province is the proper authority to undertake the reclamation project.
Osmeña supports the plan to make Mandaue City into a lone district and offered to annex Cordova to Cebu City, when it will be dislocated from the sixth congressional district.
“Kanang damgo nga matakip ang Cordova sa syudad sa Sugbo, impossible dream kana kung di mosugot ang Province of Cebu,” Deputy Speaker Pablo Garcia said.
Sixth district Rep. Gabriel Luis Quisumbing also said annexing Cordova to Cebu City will result to loss of jobs of many municipal and barangay employees. Cordova would also reportedly lose its internal revenue allotment as an autonomous LGU. — (FREEMAN)

Out-of-the-box idea in order not the cut those trees:"BUILD SOMETHING LIKE A VIADUCT OVER AND ABOVE THE EXISTING ROADWAY". Exit/link points at specific locations only (needing ramps to reach the viaduct level).
Or, as what @ambutlang said - pave one side of the roadway making the line of trees at the center island!
Or, build an all new road parallel to the existing road; could be by the by the coastline (viaduct) or a tarmacadam road up in the adjacent hills.
Resurrect the old Cebu railway to minimize road traffic.

CEBU, Philippines - For Cebu City South District Rep. Tomas Osmeña, annexing Cordova town as part of Cebu City will bring advantages to the town as he wants to undertake a reclamation project that will directly link the two places.
In a press conference, Osmeña said the city has a very strong track record in doing reclamation projects citing the 300-hectare South Road Properties.
“We have a very strong track record. We just did the reclamation project,” Osmeña said, adding that he is not in a hurry over his proposal to the town of Cordova.
Osmeña said that Cordova has a stronger link with Cebu City especially in the barangays of Ermita and Pasil, compared to the other cities and towns of the sixth district.
If the 500-meter area between Cebu City and Cordova is reclaimed, Osmeña said that it will give easier access in going to the Mactan Cebu International Airport and the traffic in Mandaue City and in some parts of Lapu-Lapu City will be lessened.
Osmeña said that barangays of Cordova also stand to benefit, if it will be annexed.
As to criticisms of his “unethical” intentions for Cordova, he said it was a stupid critique as he even supported and signed the plan to make Mandaue City into a lone district.
When the plan cropped up to make Mandaue another district, the former mayor offered to annex Cordova to Cebu City since it will be dislocated from the 6th Congressional District of Cebu. “DON’T they want oxygen?”
That’s a question exasperated student Preran Chowdary asked his forest minister when the Indian government publicly announced its plan to cut trees to transform a 60-feet road into an eight-lane superhighway in Bangalore, India.
According to a Nov. 10, 2010 article posted on www.ndtv.com, modernization rationalizes the removal of 856 trees, averaging about 40 years old, that are in the way of making “leafy Jayamahal road” smoother for traffic.
A nongovernment organization has contested the government estimate, saying the trees to be felled are nearly 1,200. About 2,000 students and residents vowed to form human chains to protect the trees.
The government’s answer to the tree huggers? Oxygen is nice but we want development.
The irony of trading off fresh air, shade and green heritage for road right of way (RROW), air and noise pollution and vehicular accidents is always lost when translated by those drawing up blueprints and spending public funds.
The fate of the Jayamahal trees may also fall on the trees of Perrelos if the Department of Public Works and Highways implements a road-widening project in Carcar.
Even if you’ve never taken a ride to the south of Cebu, you might still see a glimpse of the trees of Perrelos in coffee table books or travel articles. No photo or flight of praise can do justice to the majesty of this green corridor, a rare experience in this extensively denuded and severely eroded island.
Even in a cramped, creaking mini-bus whose windows’ size and placement were designed for the comfort of Snow White’s Seven Dwarfs, an adult can, with flexibility and perseverance, glimpse the symmetry and grace of the great trunks arching across the road to form a green vault, shot through with golden filaments of sunlight or mist-wreathed on a rainy early morning ride.
Once, on a ride back to Cebu City, I had to get out of our vehicle and stand under those trees while my companions lined up and peed. To the sound of tinkling and much sighing, I looked up. I saw not just a hint of sky but my first intimation that the mortal is just a mote in the gaze of eternity.
Like tree-hugging, remembering one’s place in the web of life may seem loony to those whose visions require them to always look down at modernization plans and check the bottom line.
According to the theory of inevitability, development is rational and inescapable. First, roads targeted for RROW clearing connect to a national highway and international airport, as in Bangalore. Second, traffic levels reach at least 3,500 passenger car units (PCU) per hour, which calls for decongestion.
Lastly, tree-cutters always promise to plant trees to keep the “green tag.”
With some tweaking, the same development theory may be copied and pasted in Carcar. It’s “inevitable” to find P8 million to decongest the traffic clogging Carcar’s rotunda, but not the P700,000 required to remove and transfer a tree.
Bangalore protesters claim that road-widening will not keep vehicle traffic from growing. Wider roads pose difficulties for children, elderly, disabled, and pedestrians, too.
Did road expansion ever inspire a poem? When I looked up the trees of Perrelos, my insipid youth gave voice to my awe by reciting Joyce Kilmer’s “Trees”: “I think that I shall never see/ A poem lovely as a tree.”
A few days ago, my cousin Ito posted on Facebook these lines written by Rainer Maria Rilke: “Through the empty branches the sky remains./ It is what you have./ Be earth now, and evensong./ Be the ground lying under that sky. / Be modest now, like a thing/ ...ripened until it is real,/ so that he who began it all/ can feel you when he reaches for you.”

For the benefit of the Cebuano people. She pointed out that though they have different strategies in mind, all of those are for the Cebuanos. She also stressed her willingness to again, have a joint venture between the Province of Cebu and the City of Cebu. It's a good sign. We may not like here but for sure the City and the Province are BOTH needed to ensure that Cebu is on the right track.
I liked her deep sense of being a true Filipino without making us less proud of a Cebuano. She stressed that though the "Island in the Pacific" campaign did go to the island's favor but to think Cebu is not a part of the Philippines is not a part of her agenda. Cebu is a vital part of the Philippines and Cebuanos are responsible to Cebu as much as they are responsible for the country. We focus on Cebu because after all, it's the Philippine Republic that will benefit our endeavors in the end.

Indeed, Cordova has an enormous potential to again deliver Cebu to greater heights. BTW, kung ma-annex na ni ang Cordova, how much ang i-increase sa land area sa Cebu City? And if the reclamation is gonna push through, this will be our own version of Manhattan area in NY. To have another prime area in front of the City would be great plus if they connect it via undersea tunnel to SRP.
500 Hectares? This is enough to overshadow the SRP again and again. And also diri nidot itukod ang future STADIUM sa Cebu City. hahaha! nice ang location oi plus the benefits on the travel time between MCIA and Cebu City.
Support jud ko ani! And it's not true that the City is swimming in debt because AFAIK, the City has been earning twice or thrice the amount it invested in the SRP. It may not be a one day payment but in all, Cebu City can pay all it's debt. And no doubt, daghan ang willing magpa-loan sa City after seeing the success of the SRP.

So, in fairness naman to Gwen, she did qualify the answer, and from my POV, all governors in Cebu when given the opportunity to be asked with the same question would also answer the same.... albeit with qualifications.
For me, Gwen had also done good and as we say might not be perfect in her leadership but at least. This is same with Tommy and all other leaders we have.

yup... sa episode, nakita man gud nako ang iyang passion sa Cebu. She said that she is VERY proud of Cebu. Same goes with Tommy, VERY proud sad na siya sa Cebu. Gwen and Tom are VERY Passionate about Cebu (Tommy - Cebu City and Gwen - Cebu Province)... Naka relate sad ko natong taga SSC nga VERY proud and VERY Passionate about Cebu and if if sulti-an og bati ang whole Cebu, bisag unsa pa ta ka professional, mahimo gyud tang tigre basta Cebu nay panamas tamasan bisag diri lang sa forum. So kasabot ra sad ko ana nila nga naay pride sa Cebu although sa political territory ra nag difference but over all, Cebu man gihapon ni as a whole. As far as I know there is no cheap place to stay that is near the MCIA. You need to go to the city center of Lapu-Lapu, somewhere Gaisano Mall of Mactan.

sa imong huna2 mosugot kaha ang majority of the people of cordova nga mahimo nalang silang barangay sa cebu city rather than a municipality of the province of cebu? can the lgu of the municipality of cordova not do the reclamation project itself rather than having cebu city do it for them? siguro ipa agi pani ug referendum or what to really undertake this huge project which can become another economic boom for cebu city.

Maybe as public officials, the LGU should think of what's better for their constituents. Being annexed by Cebu City is not such a bad idea at all. In fact, ilahang barangay ang mu-benefit sa taxes sa upcoming reclamation project. Just like how brgy. Luz has benefited from the CBP and Lahug on AITP. Plus mas daghan ang trabaho para sa mga taga-Cordova once mag-sugod na'g ka-develop ang ilahang area. Cebu City is indisputable when it comes to bringing success to minor towns it annexes.
Bring the reclamation to an extent that it is closer to SRP and then have a tunnel beneath it. It would give SRP a new challenge. And maybe hopefully, bigtime developers from abroad would have interest in the new reclamation soon. :)

why not? Cebu is too tiny to be divided between so many towns...if i had my way, Metro Cebu (or at least most of it) should amalgamate to become one city, things could get managed better that way, and development would be more uniform...

^^ Yeah. And also, as I watched The Bottomline last night. Garcia said that their family and the Osmenas have the same goal in what they are doing. For the benefit of the Cebuano people. She pointed out that though they have different strategies in mind, all of those are for the Cebuanos. She also stressed her willingness to again, have a joint venture between the Province of Cebu and the City of Cebu. It's a good sign. We may not like here but for sure the City and the Province are BOTH needed to ensure that Cebu is on the right track.
I liked her deep sense of being a true Filipino without making us less proud of a Cebuano. She stressed that though the "Island in the Pacific" campaign did go to the island's favor but to think Cebu is not a part of the Philippines is not a part of her agenda. Cebu is a vital part of the Philippines and Cebuanos are responsible to Cebu as much as they are responsible for the country. We focus on Cebu because after all, it's the Philippine Republic that will benefit our endeavors in the end.
actually, upon watching gov. gwen i was even proud to be a Cebuano because she answered some misconceptions about Cebu with utmost passion and pride especially when she was made to comment about the tagline: Cebu the island in the pacific / Cebu a separate island. but i guess nakuwangan ko gamay sa iyang answer coz if you try to look at it, the slogan came about during the time when Cebu underwent the oppression of the Marcos era wherein Cebu was totally left out because Cebu's political leaders were one of the staunchest enemies of President Marcos and even after martial law, bad events still continue to shaken the country as it entered another series of post martial law problems such as political instability, coup attempts, corruption controversies, rebellion in Mindanao, military adventurism, etc that later on gave negative implications to the country in the international community. On the part of the Cebuanos, what's happening in Manila and Mindanao was totally the opposite of Cebu and the rest of the islands and because Cebuanos are known to be business-minded people with a strong entrepreneurial spirit, Cebu initiated a brand that would "temporarily" move Cebu away from the "bad perception" of the Philippines to attract foreign investors and tourists to Cebu. it actually became a solid banner for Cebu's tourism promotion that eventually became a BIG SUCCESS FOR CEBU that most people now would rather think Cebu was a separate island in the country.
so i guess, the slogan was not intended for mere secessionist propaganda against the republic but rather with a sole purpose to let the whole world know that Manila is not the Philippines and that what happens in Manila doesn't happen throughout the entire country. In the end, although it benefited Cebu much, but the whole country also did. :okay:

As far as I know there is no cheap place to stay that is near the MCIA. You need to go to the city center of Lapu-Lapu, somewhere Gaisano Mall of Mactan.

En mi opinión, no. Es más mejor usando el idioma vernacular, en este caso--cebuáno. En caso en México, para preservar los idiomas vernaculares de los indios, la lengua española es un moda comunicacion, no lengua nacional de Mexico.
