Tropical Storm Chedeng is coming. Hope it won't produce heavy rains here in Cebu due to the strengthening of Habagat when it will become closer next week.

(PIO CEBU CITY) - Conservation of Heritage sites is one of the main highlights of the Amendment of the Zoning Ordinance.

The Zoning Ordinance was started last August 2010 with the presentation scheduled this May. According to Engr. Alipio Bacalso, Head of the City Planning and Development Office, the ordinance must be amended every five years in order to conform to the needs of the city.

The ordinance includes regulation of building subdivision, in line with the development plan and heritage conservation.

It also aims to expand the Heritage Conservation, enforcing the renovation, demolition and preservation within the Heritage Core and to bring back the grandeur of Cebu City.
The heritage conservation covers the History town which is composed of the Old Cebu, San Nicolas, Old Downtown Area in Colon and heritage core within the Old Downtown Area specifically Paria-an.

landing. alternatively, you may wish to arrange for next weekend na lang, that, is,

My observations tell me, some fields are converted into housing subdivisions (especially those areas near Metro Cebu - Talisay City, Minglanilla, Naga City and San Fernando in the south; Consolacion, Liloan, Compostela in the north) to support the influx of workers into the cities. It's either these industries (or future industries, for that matter) be relocated to the provinces or build high speed commuter transports to allow people to go to and from work every day - not be tempted to stay near their company locations, hence, the ghetto problem!

There are lots of things to talk here but space limitations does not permit. Hope we are updating each of us here.

I fully support Rama in the demolition of the houses on and along the creeks. However, I agree that he must find ways to at least give assistance and relocation for those "deserving" families after a thorough examination for qualification. Sa sunod, pwede nga dili na muhatag og any assistance para sa mga mutukod from this time. However, sa katong mga dugay2x na gyud nga skwaters, the government cannot just abandon them like that. Naa man pod gud sayop og nagkuwang pod ang gobyerno ngano nga wala gyud nila gikontrolar mintras sayo2x pa. Dili unta reactive lang. Naa untay active hotline or team ang ciudad nga magatiman ani ug magbantay kung naay mga illegal builders. Karon, dili na nila madalidali og papahawa kay naa man sa atoang balaod nga pangitaan sa sila og kabalhinan. They are still people, and they will lose their homes and house/home is a VERY BASIC NEED for a family/people. It is but natural for people to become violent when they are threatened although sayop nila in the first place.

So my suggested course of action:

1. Demolish the illegal structures.
2. But provide assistance for affected families (not including the pro squatters).
3. Create a team which will proactively prevent people to build these illegal structures ( to save us all from falling into the same dire situation).

ETON PROPERTIES Philippines, Inc. plans to increase its presence in the hotel industry with four new projects in the pipeline, an official said on Monday.
ETON PROPERTIES Philippines, Inc. plans to put up a hotel here at Eton Centris in Quezon City in line with plans to build similar developments in Makati and Pasig. The Lucio C. Tan-led firm is reportedly in talks with foreign hotel operators.
For one project, the Lucio C. Tan-led firm is already negotiating with foreign partners to operate a Quezon City development, the official said.
"We are talking to a Singaporean group," Danilo E. Ignacio, president of Eton Properties, said in a briefing.
The Singaporean firm will lend its brand and operate a boutique hotel at the 12-hectare mixed-use township development dubbed Eton Centris.
Eton Properties is looking at putting up one hotel each in Makati and Ortigas Center in Pasig.
For Makati, Mr. Ignacio said Eton Properties will allot seven storeys out of the 40-storey Eton Tower Makati.
"We talked for the management [deal]. One is European and the other is Singaporean," he said, refusing to name the companies.
Furthermore, Mr. Ignacio said the real estate firm will buy a 35-hectare beachfront Cebu property near Hilton Cebu Resort and Spa in Lapu-Lapu City. The lot will be developed to include a hotel, a residential condominium and garden villas.
"We want to make it a very high-end project," Mr. Ignacio said.
"If you look at the government's thrust, it is on tourism. It is ripe to go to that business," Mr. Ignacio added.
These will come on top of developments owned by Lucio Tan group: the Century Park Hotel in Manila and the The Charter House in Makati.
Eton Properties Group, the China-based real estate firm of Mr. Tan, is also looking at opening three more hotels in this East Asian state to cater to growing numbers of business and leisure travellers, according to earlier reports. It owns a five-star hotel in Shanghai.
In the meantime, Eton Properties will start building this year a portion of its residential project at the 12-hectare Eton Centris site.
"We will sign the [construction] agreement this year... December 2015 will be the completion and turnover [of the first tower]," Mr. Ignacio said.
The three-tower Ascent is targeted to be the first luxury residential offering in the area.
Ascent studio units will sell for an average price of P2.9 million, one-bedroom units at P3.7 million, two-bedroom units at P7.1 million and three-bedroom units at P11 million.
The first tower will be 29 storeys with around 200 to 250 units, followed by the 33-storey and 37-storey towers two and three, Erwin M. de Pedro, senior assistant vice-president for marketing of Eton Properties, said in the same briefing.
Eton Properties has launched a total of 41 projects.
Shares in Eton Properties, whose profits grew by 7.4% to P199 million in the first quarter, were unchanged at P3.30 each yesterday. -- Neil Jerome C. Morales

Right! People sometimes just over-react about the clothes we wear. In fact, new styles are introduced every year so obviously some of the will look strange and create an overrated impression on other Filipinos. Kasi we're used to just pairing maong with a shirt and that's it. Very American, maybe we should learn to get used to other styles since Cebu naman is flooded with Koreans and other foreigners. We can't be too hospitable with those kind of impressions we make on them.

I for one love wearing long-sleeves (only folded in the elbow area) and then slim cut shorts and I feel comfy about them. Not really a hassle when you're in a hurry and I feel good wearing them. ;)

CHRISTIAN, who used to beg for food, hit the streets again in Cebu City yesterday morning.

But the 12-year-old did not ask for barbecue from vendors in Larsian. He was with 12 other kids to jog with Chief Insp. Michael Bastes, the Fuente Police Station head.


“Nindot ni,” said Christian. “Pasingot ba (This is good exercise).”



Bastes and the kids jogged along B. Rodriguez St., turned left and entered the neighborhood of Sitio Kawayan, Barangay Sambag II.

They stopped at San Vicente Ferrer Church to pray before resuming their exercise. They crossed Osmeña Blvd. and went straight to the Ramos Public Market to have their breakfast.

Jogging, according to Bastes, has a positive effect on the children.

“Magpuyo na sila inig human ug makatug nag sayo (After this they sleep early),” Bastes said.

The children’s affair with jogging started last May 1 when Bastes joined a fun run.

He said when he reached a corner near the Fuente Police Station, the children joined him.

“Ila gyong kabubut-on nga moapil (It’s their decision to join),” Bastes, who was a sacristan of the Aglipayan Church in his teenage days, said.

That time the children ran in slippers. Yesterday, they were wearing shoes donated by a businessman last week.

Bastes said the children, some of whom were former rugby users, were forced to roam the streets because their parents neglected them.

Acting like a father, Bastes feeds them and teaches them proper hygiene.

The leftovers of his wife catering business are also given to them.

“Kon putong ka, maglabad gyod ang imong ulo,” he said. “Mga bulingit na sila sa una karon hinlo na (If you don’t have patience, these children will give you headache. Unlike before, they look clean now).”

Nurturing the children properly will keep them from going back to the streets, Bastes said.

The police chief plans to clean the police station’s stockroom and convert it into a sleeping pad for the children, who usually sleep on the police station’s cold floor at night.

He said his move gained support from Cebu City Police Office Director Melvin Ramon Buenafe.

Rescuing the children without doing anything won’t change their lives, Bastes said. One day, he approached his priest friends and asked help from them.

“Ang pagluwas sa mga bata nag-serve na ka sa Ginoo (You are serving God by saving these children).”

CEBU, Philippines - The road repair work projects of Cebu City will be going full blast in the next couple of weeks once the mayor signs the contracts with the various contractors taking part in the P100-million ‘Asphalt Storm’.

The council has already authorized Mayor Michael Rama to sign the contracts so that the contractors can proceed without any hitch.

Some contractors have, however, started work despite the absence of the contract.

In relation to this, the Cebu City Council Committee on Infrastructure has warned contractors to make sure that they state the exact quantity of materials used to avoid future problems with the Commission on Audit (COA).

The move of the committee came about when the members found discrepancies in some receipts submitted by a contractor, which did not indicate the weight of the empty haulers used to transport the paving materials.

Out of 20 receipts examined, five showed discrepancies which alarmed the committee.

The weight of the empty hauler must be indicated because it will be deducted to the weight of the truck when it is still loaded. The difference is the actual aggregate of the paving materials delivered from the plant and utilized at the site.

This practice, if overlooked, could have caused losses to the city government because the city would not know how much has been utilized by the contractor in the project.

Councilor Roberto Cabarrubias said that he was able to talk with the contractor, who explained that the weight of the hauler was not indicated because the driver did not return to the public weigher after the delivery of the materials.

Cabarrubias said that from the plant, the truck loaded with the paving materials goes to the public weigher then to the site to transport the materials. After it is emptied, the truck must go back to the public weigher to determine its weight when not loaded.

He said that he already warned the contractor to ensure that correct procedures are followed to avoid disallowance from the Commission on Audit.

Since they are able to discover the discrepancies early and able to recover the plate number of the trucks, they will still be able to get the exact computation.

Cabarrubias, who heads the infrastructure committee, said it is good that the contracts for the project is now with Mayor Michael Rama for signature, because no matter how he complains, the city has no legal hold on the contractor as there is no contract yet.

The city council last Wednesday authorized the mayor to sign the contract for the projects so they may finally send the notice to proceed.

The barangays where the streets to be asphalted are located are rushing the projects because they want it done before the onset of the rainy season.

The “asphalt storm” is part of the 2011 annual Budget. The contract is long overdue, because the notices of award were sent to the winning contractors last April 18 and they are supposed to receive the notice to proceed 10 days after that.

Earlier, COA questioned why some contractors have started implementing the projects without a formal contract.

There were two contractors, WTG Construction and Development Corp. and SOCOR Construction Corp. which started implementing the project “at risk”.

COA discouraged the practice because it is both disadvantageous to the city government and the contractor.

WTG has started with the Cluster 1 projects which cover the Tagunol Road, B, Aranas, T. Avila Street, Tres de Abril, Lakandula Street, A. Lopez Street, Punta Road to A. Borres Street which cost P29.307 million.

SOCOR has also started with Cluster 4 projects which include the streets from Lower Torralba and Talamban and Bacayan-Pit-os Road for a contract price of P20.529 million.

Cabarrubias said that SOCOR started in May 3 and about to finish on May 28 but still there is no contract.

The two other contractors chose to wait for the formal contract.

Cluster 3 projects include the streets of V. Gullas, F. Calderon, Panganiban and Junquera to Extension which will be undertaken by PLD Construction at a contract price of P25.937 million.

Cluster 2 projects include M. Aznar Road, Urgello Street, S. Cabahug Street, Tres Borces Street, Panagdait Street, Holy Name, Bonifacio Street and Zulueta Street, which will be undertaken by Cebu 7H Technochem at a contract price of P23.127 million.

The contractors that started the project ‘at risk’ could not put a billboard which indicates the details of the project because there is no contract yet. — /NLQ (FREEMAN)

My observations tell me, some fields are converted into housing subdivisions (especially those areas near Metro Cebu - Talisay City, Minglanilla, Naga City and San Fernando in the south; Consolacion, Liloan, Compostela in the north) to support the influx of workers into the cities. It's either these industries (or future industries, for that matter) be relocated to the provinces or build high speed commuter transports to allow people to go to and from work every day - not be tempted to stay near their company locations, hence, the ghetto problem!

There are lots of things to talk here but space limitations does not permit. Hope we are updating each of us here.

Walay mga cold storage facilities for perishable items, maybe for the large corporations like San Miguel, etc. naa but for the small farmers and fishermen I am not aware that there is one. Panagsa ra. Dili ba mao nay plano ni Noynoy nga iprioritize sa PPP? It is suppose to complement the Nautical Highway System, some parts of which are already built. Hopefully, they will continue with the plan.

Anyway, basin part to sa 20% nga wala madevelop ang akong familiar nga lugar. When they say, nga 80% sa Cebu electrified, I think it's misleading. Correct me if I'm wrong but usually utilities follow the roads. One of the main reason why habal habal is the main transport in the mountains is because the roads are not passable by vehicles except for 4WD. I spend a lot of time in the mountains whenever I go on vacation. My obseravation is ang mga tawo when it comes to kuryente, kabit-kabit system. Unya kung naay tabo, walay jeep nga masakyan kay wala may mosulod. Habal habal ra, so dili sila kadala ug daghan nga produkto. actions like that here is worth a lifetime. issue han ka ug ticket sa police if found engaging in lewd conduct or sex in public places. you get into the data base for sex offenders that will make you think twice or million times kay that offense will stay in your record for the rest of your life. dili ka pursue ug profession nga magkinahanglan ug license or mo take ka ug board exams kay you will be barred from doing so because of a sex crime. to curb those lascivious act in our parks, the city police needs to patrol the area and issue tickets. sometimes we need to be strict to straigten our bad actions.

good job on the renovation...it looks more airy and hapsay....but it needs more trees and greenery....it looks like a desert.......cebu is a tropical country so the greenery will complement the park perfectly

There is also no reason not to add trees. You can frame the view of the Fort by adding trees to make it more dramatic and pleasant looking. It doesn't have to be seen all at the same time.

New building to spur more investments in IT Park

THE completion of eBloc Tower 2 will open the door to more investments and job opportunities at the Asiatown I.T. Park, a top official of the Cebu Property Ventures and Development Corp. (CPVDC) said.

CPVDC president Francis Monera said eBloc Tower 2 is designed to support the needs and dynamic lifestyles of a global workforce. He said they aim to provide a unique environment that encourages productivity and efficiency within the “premier IT hub in the region.”


Asian i-Office Properties Inc. (AiO) led the topping off of eBloc Tower 2 last Friday. AiO is a collaboration of CPVDC and Ayala Land Inc.



EBloc Tower 2 is a 16-level office building located in Phase 2 of IT Park. The building sits on a 4,383-square meter lot with a gross floor area of 34,762 square meters (sq.m).

The project is a sequel to the eBloc Tower completed in 2009. It is envisioned to become a premier location for business process outsourcing (BPO), information technology (IT), and information technology-enabled services (ITES) business locators.

Upon completion, eBloc Tower 2 will bring in over 26,500 square meters of additional leasable space within Asiatown IT Park.

“As a developer, we want to contribute to Cebu’s growth by maximizing the potential of the booming BPO industry. To address the continuing demand for office space, we have shifted our strategy to increasing our leasing portfolio, particularly within Asiatown IT Park,” Monera said.

Emilio Tumbocon, Ayala Land Inc. senior vice-president and Visayas-Mindanao group head, said eBloc Tower 2 is only one of the many investments in the leasing business that Ayala will be launching this year.

“We are looking forward to very strong growth by increasing our leasing portfolio over the next five years,” he said.

Tumbocon said the company will launch 13 new projects across the country with a total gross leasable area of 200,000 sqm this year.

“With these strategic directions, we will take on new ventures and maximize the potential of the BPO industry, particularly in the Visayas and Mindanao areas,” he said.

During the company’s recent stockholders’ meeting, Monera reported that AiO contributed P11.8 million to the company’s revenues.

AiO derives income primarily from the leasing of eBloc Tower, which was fully leased-out to NCR Cebu Development Center, Inc. and JP Morgan Chase and Co.

CPVDC’s total revenues last year reached P263 million, 21 percent higher than the previous year’s performance. Its net income stood at P164.4 million.

The National Economic Development Authority 7 projected that the continued expansion of the BPO industry in the region will spur construction activities and more BPO-ready buildings will be constructed at the IT Park.

Reflecting pools na lang kay morag sayon imaintain kaysa fountain. Spanish promenade with a reflecting pool in the middle. Morag Battery Park sa NYC pero Spanish style. I raise ang perimeter sa pools so they could serve as benches and then pwede pod sa halfway point naay circular area with a sculpture in the center, maybe the Legaspi monument. Past the halfway point they can widen the paving to act as a gathering area in front of the Fort. Unya naay daghan trees sa kilid ug landscaping.

Morag mas mobagay ang kinaraan style sa PI. Kung dako ra pod kaayo ang paving morag mooverpower siya sa Fort unya init pa gyod kaayo. Defeats the purpose of going to the park to relax. IMO they can still improve it.

That is Bryant Park, the old water dam. Right in the middle of 42nd street one block from Times Square, beside the Main Public library. Under this park is the 7 storeys underground books storage.

Ayaw sad oi. kay ma tax.an ko. I'm halfway to having my fifth kid, and we're very very excited about it, and guess what, we're already planning on having a 6th one!

An RH bill would be fitting if everyone agrees to it (I've studied the bill and both sides have valid points) but considering the fundamentalities involved, that isn't possible AS IS with every other law out there. There are PROs and CONs.

Anyway, I have a question guys, while talking with someone from Manila who is planning to move here and buy a unit from the planned 50storey condo to be made by the Gaisanos (now tell me which one is that?), is the city in danger of suffering heavy damage from earthquakes that would compromise high-rise living? He said in Manila that is a concern since there is a fault line there that squarely hits a lot of hi-rise condos. It then dawned on me that having planned on buying a hi-rise condo for my kids in the future, this is a valid concern. Any thoughts?

We can NEVER GO WRONG IN PUTTING GREENERIES IMO, labi na sa ato ciudad diha sa downtown. There are so many advantages to greeneries. Labi na nga init intawn pod kaayo sa atoa kay tropical baya ta. Wide open piazzas aren't so fitting to our tropical weather kay musamot lang kainit! Maayo ta og 4 seasons pod ta kay ang summer ra ang problemahon..

Case in point: Kinsa ba familiar sa gamay nga plaza sa Opon dapit sa may Simbahan og sa Tulay (for ferry boat)? Sa una dili man gyud pod to nindot, pero at least naay landong. Karon ilaha gipausab og gi "improve" unya ilaha na gipareha anang western piazzas murag sa Italy kunohay unya ang nahitabo, purti na nuon inita og mas nimaot pa kaysa una...

Greeneries don't only mean trees! Low shrubs and grasses interspersed with the bricks doesn't block the view and take away from the grandness of the historical place/structures.

Reflecting pools as suggested by @EdithB was a very appropriate water feature too.
I would have liked the wide open bricks/pavement to be there closest to Fort San Pedro itself.

CEBU, Philippines - Real estate developer Innoland Development Corporation announced the establishment of its third mid-rise building at the Asiatown IT Park, to take advantage of the strong demand for Business Process Outsourcing (BPO) office space in Cebu.

Innoland chief operating officer (COO) Charles Ong said in a recent press conference that the company will spend about P400 million for the 22-story building, its second BPO building in Asia Town.

Ong said the demand is so strong that its two BPO buildings, the 16-story TGUniversal (TGU) building, including its Sykes building in Mabolo are 95 percent occupied.

The company will break the ground to start-off with the construction next month, and expected to finish in the next few months.

Innoland is one of the most aggressive building and real estate developers in Cebu, which developments are initially focused on building condominium towers, and BPO buildings, in the premier locations such as the Asia Town IT Park, and the Cebu Business Park.

Early this month, the company announced its new condominium project that will be constructed at the CBP, which will incur the company another P700 million in investments.

Its first condominium building project at the Asia Town called Calyx Center which is almost completed is enjoying brisk condo unit sales, from both residential buyers, and commercial tenants.

Ong said part of the company’s plan is also to spread its development projects in the northern part of Cebu, owing the dynamic real estate sector in Cebu.

The company prides itself as one of the first LEED (Leadership in Energy and Environment Design) accredited developers in the Philippines, re-enforcing its commitment to build only environment-friendly buildings and residential projects.

Developed by the US Green Building Council, LEED is U.S., it is intended to provide building owners and operators a concise framework for identifying and implementing practical and measurable green building design, construction, operations and maintenance solutions.

Its newest condominium project to be called “The Calyx Residences” is situated at a 1,517 square meters property inside the CBP, two blocks away from Ayala Center Cebu, with studio units cost will be pegged around P2.5 million.

The 27-story “The Calyx Residences” is targeted to complete in next 36 to 38 months after the formal launching next month.

Ong reiterated that the company will leverage on its dedication to provide environment-friendly products in Cebu, where everything from construction to the design of each unit, and building facilities will give extra detail to upholding its commitment to pioneer the creation of a legitimate ‘green” building in Cebu.

DESPITE the numerous real estate projects being constructed to cater to Cebu’s growing tourism arrivals, a former tourism official said the city still needs additional rooms in preparation for the effects of the recently signed open skies policy.

Former Department of Tourism undersecretary Phineas Alburo said that the open skies policy translates to more air seats and more rooms.


“Cebu, being one of the preferred tourism destinations, should prepare for this opportunity. It should provide more rooms to cater to more tourists,” he said.



On March 14, President Benigno Aquino III signed Executive Order 29, calling for an open skies policy that grants additional rights to foreign airlines.

The strategy is meant to encourage competition and spur the growth of tourism, trade and investments in the country’s tourist hubs and newly developing economic centers outside of the country’s capital.

Although Cebu’s tourism is not always as its peak months all year round, Alburo challenged the industry players, especially those who own hotel and condo-hotels (condotel), to tap the domestic market when there is a drop in foreign arrivals, to cope with the competition.

Reports from the National Economic Development Authority (Neda) 7 show that tourism arrivals in Central Visayas reached 2.3 million last year, 1.4 million of whom were local tourists and 870,634 were foreign tourists. The agency said tourism arrivals grew by 7.4 percent, which was faster than the 3.9 percent growth in 2009.

Cebu alone recorded almost 1.8 million arrivals last year, a 9.3 percent increase from 2009’s 1.6 million arrivals.

Meanwhile, Fuente Triangle Realty Development Corp. (FTRDC) said it is one of those developers whose projects gear towards providing additional rooms for Cebu’s tourism industry.

The company recently announced the topping off of its condotel project Ultima Residences Ramos Tower located at F. Ramos Street. The 33-storey condotel has about 400 units.

FTRDC vice president Jose Maria Gianzon said the project will be completed in December this year.

Aside from the condotel project, FTRDC is also developing another 18-storey residential condominium along General Maxilom Avenue (Mango Avenue) called the City Loft. The project will have 360 units, with unit prices ranging from P2.5 million to P4 million.

Gianzon said the project is ideal for start-up families, young professionals and students.

FTRDC is the property development arm of Cebu-based J. King & Sons Co. Inc. and the sales and marketing force of the Ultima Towers.

Morag mas mobagay ang kinaraan style sa PI. Kung dako ra pod kaayo ang paving morag mooverpower siya sa Fort unya init pa gyod kaayo. Defeats the purpose of going to the park to relax. IMO they can still improve it.

He said in Manila that is a concern since there is a fault line there that squarely hits a lot of hi-rise condos. It then dawned on me that having planned on buying a hi-rise condo for my kids in the future, this is a valid concern. Any thoughts?

Because if ur not going to use it, the heat of the concrete pavement and the discomfort of an empty chaotic sight, wont really matter at all. if ur a person who doesnt care about minimizing air and noise pollution, the urban environment as a whole, or just doesn't care about heritage and art, and uplifting cebuano pride to be one of the best in the world, then everything that happened in the plaza (or any beautification/infras project soon) wont matter at all. it could always be good as it is... we could always succumb to mediocrity .:) IMO

what happened to the fort actually is u can see it in any angle even when ur on the road, its becoming a regular ordinary daily site to passerby. it lost its drama and thrill.. its suppose to invite people to take a closer look and go inside the fort, but what happened is u can just ordinarily see it, the whole of it, even when ur on the street...IMO :)

actually having a wide open space is not a problem, for assembly and activity purpose, but they should have done it with a more pleasing form not that irregular, asymmetrical and informal approach that is so incomprehensible that it lacks direction and focus, and of course it shouldnt be that wide and empty that it doesn't have intimacy and that relaxing, chill-out feel ...it just made the park hot and discomforting, specially in the afternoons... it doesnt even consider the effects of other structures (the kiosk and the legaspi monument most especially), to the whole of the pavement design, like its going nowhere...the walkways are very chaotic in arrangement, putting aside the importance of the legaspi monument which is suppose to be the accent or focal point of the plaza independencia...the design just denied the fact that the plaza and fort san pedro are two different and separate entity. that sacrificing one for the other wont do any good...both should be considered equally, that each are interdependent.. it is suppose to highlight not overshadow each other. :) IMO gihapon:)

Cebu City Forum was up last 2006 or 2007 with Cebu City officials, Councilors headed by Sir @Zidlakan. Most SSC Cebu forumers joined that time in Cebu City forum and even had gatherings... Daghan aninipot (fireflies) diri inig ka gabii then enjoy also the song of the birds specially early in the morning and by dusk time. Ang structure sa right side kay comfort room na siya. Practically no hunting and cutting of trees within the area.

More sacks of black corals seized in Cebu

MANILA, Philippines—Weeks after the Bureau of Customs foiled a plot to smuggle out of the country over P35 million worth of dead sea turtles and other endangered marine life, another illicit shipment containing sacks of rare black sea corals was intercepted in Cebu.

Customs officials suspected that the P15 million worth of black sea corals shipped from Manila and seized in Cebu on May 19 were somehow linked to their earlier catch of dead rare sea turtles, black corals and sea shells shipped from Cotabato.

In a report to Customs Commissioner Angelito Alvarez, Nestorio Gualberto, director of Custom’s Enforcement Security Service said his team was still finding out if the newly seized rare marine species were connected with the previous contraband from Cotabato.

The bureau touted it as its first biggest catch involving endangered marine species.

Marine experts have estimated that about 7,000 hectares of “reef complex” were destroyed when poachers harvested 161 sea turtles and over 21,000 sea shells and black corals off the waters of Cotabato.

The Customs police discovered the most recent illegal shipment of black corals on board MV Lorcon Manila vessel owned by the Lorenzo Shipping Corp. following a tip that it was being transported as “scrap metal,” said Gualberto.
A check on the shipment in coordination with Dang Go, inbound sales coordinator of the shipping firm, upon arrival in Cebu last week showed that the cargo contained an assortment of sea corals, he related.

At least 168 sacks or 375 pieces of the endangered marine species, identified by the Bureau of Fisheries and Aquatic Resources as “black sea fan” coral were accounted for, he said.

The shipment was consigned to Cebu Junk Shop, which turned out to be fictitious following an investigation on the incident, he added.

The law prohibits any person or corporation to gather, possess, sell or export ordinary, precious and semiprecious corals whether in raw or in processed form. The penalties range from six months to two years in prison and a fine of as much as P500,000.

Black coral is among the species protected by the Convention on the International Trade in Endangered Species of Wild Fauna and Flora.
According to Customs Commissioner Angelito Alvarez, the illegal trade in black corals “is being fueled by the demand of the multibillion dollar marine ornamental industry for exotic decorative species and the increasing popularity of coral-accented jewelry and fashion accessories.”

Cebu launches crackdown on illegal seashell trade

In Cebu – home to one of the most diverse concentrations of seashells in the world – local authorities have seized truckloads of endangered seashells that were meant to be sold and shipped abroad over the last two months.

In the latest in a series of raids on illegal seashell traders, local authorities seized around P2 million worth of endangered seashells and other species from the residential compound of 59-year-old Kalali Daigal Sabteri last April 27.

The confiscated items include nine sacks of Tridacna shells, three boxes of murex shells, three sacks of sponges, a box of sea corals, and four baby sharks, Criminal Investigation and Detection Group (CIDG) provincial chief Ricky Neron told GMA News Online in a telephone interview.

All species of Tridacna or giant clams are protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The Philippines is a signatory to the treaty. The International Union for Conservation of Nature and Natural Resources (IUCN) has classified at least one murex species under the “lower risk" and “near threatened" category.

Overharvesting, habitat destruction, and pollution continue to pose threats to Philippine seashells, according to a 2003 study by marine biologist Adonis Floren. In this slide show, GMA News Online presents some of the seashell species prohibited or regulated by the Bureau of Fisheries and Aquatic Resources (BFAR)

The series of raids was mandated by the Cebu Provincial Anti-Illegal Fishing Task Force, which was formed through a provincial executive order to curb illegal marine activities in Cebu. So far, the group has made five raids and more are planned, highlighting the seriousness of the problem on illegal possession and trade of endangered seashells in the island.

Selling seashells

Located in the Visayan Sea – one of the biggest and most productive fishing grounds in the Philippines – Cebu has a decades-long history of large-scale seashell trading, according to a 2003 study. (See box)

Thriving seashell trade leaves poor behind

Tourists are flocking to Cebu not only for its beaches but also for its thriving seashell industry, according to a 2003 study by marine biologist Adonis Floren.

“Souvenir shops are scattered all over the island, selling shells and shell by-products," Floren said in his study entitled “The Philippine Shell Industry with Special Focus on Mactan, Cebu." Produced for the Department of Environment and Natural Resources, the study was supported by the United States Agency for International Development.

Floren noted that many of the export-oriented seashell stalls are found in Barangay Punta Engaño – the site of four of the five raids conducted by the Cebu Provincial Anti-Illegal Fishing Task Force to curb illegal marine activities in the province.

An environment advocate and writer based in Manila, Anna Oposa, raised the alarm on what she called the “plunder of Philippine marine life" in several letters to government agencies and the media early this year. In particular, she brought to the attention of authorities the trading activities of the Cebu-based Orcullo Enterprises, which allegedly ships endangered species to the US-based company Shell Horizons Inc.

Oposa, the daughter of prominent environment lawyer and Ramon Magsaysay awardee Antonio Oposa Jr., asserted in her letters that Shell Horizons violates local and international laws on the possession and trade of marine resources. She said one of the species that Shell Horizons sells is the Tridacna gigas, which is listed as vulnerable by the IUCN.

“The company Shell Horizons appears to be collecting, exporting, and selling seashells, corals, giant clams, and other marine species from the Philippines," Oposa wrote in her letter to Bureau of Fisheries and Aquatic Resources (BFAR) assistant director Benjamin Tabios Jr. dated April 11.

Oposa cited a provision in the Philippine Fisheries Code of 1998 that does not allow “any person or corporation to gather, possess, sell, or export ordinary, precious, and semi-precious corals, whether raw or in processed form, except for scientific or research purposes."

The Fisheries Code also prohibits the collection of rare, threatened, or endangered species, including some varieties of seashells listed in the CITES and banned by the government.

Orcullo: ‘That’s a lie’

On its website, Shell Horizons describes itself as America’s “largest wholesaler of quality seashells and ocean products," many of which are found in the Philippines, such as capiz shells. Previously, the company’s contact information said Shell Horizons “is located in Clearwater, Florida, USA, and on the islands of Bahamas and the Philippines." Shortly after Oposa released her letters and media statement in late April, however, the website replaced the Philippines with “Indo-Pacific Islands."

Oposa said she has written to Shell Horizons about her concerns but has yet to receive a reply. Requests for comment from Shell Horizons for this story went unanswered.

According to the CIDG’S Neron, initial findings on the latest raid in April led investigators to Orcullo Enterprises as the exporter of the seized items. Without disclosing his sources of information due to the ongoing investigation, Neron added that initial leads point to Sabteri, whose house contained the seized items, as a supplier of Orcullo.

Priscillo Orcullo, president of Orcullo Enterprises, confirmed that his company exports seashells to Shell Horizons but denied trading endangered marine species.

“That’s a lie," Orcullo said in a telephone interview with GMA News Online. He said stringent regulations, both in the Philippines and in the United States, prevent exporters from shipping endangered marine species. “I never load banned items to the United States," the company president asserted.

Orcullo admitted exporting rare marine species when it was still allowed in the 1970s, but said he stopped the trade when the government banned the practice.

He also denied keeping close ties with local suppliers whose houses were raided. He described Lourdes Ibag – the barangay captain of Punta Engaño who was the subject of the first task-force raid in March – only as a friend and as a colleague in the shell exporting industry. As for Sabteri, the subject of the latest raid in April, Orcullo said, “I only know that he is one of the big exporters here."

Shipments to Shell Horizons

In her letter to BFAR’s Tabios, Oposa said two bills of lading found online trace two shipments to Shell Horizons from the Orcullo Enterprises based in Burgos St. Mandaue City, Cebu. One of them is a 5,808-kilogram shipment dated September 21, 2008 while a more recent entry dated September 28, 2009 shows another shipment weighing 6,156 kg.

“To do this legally, Shell Horizons would need several permits from the local government units, and national government agencies," added Oposa. “In this regard, may I respectfully request your good Offices for information on the permits given to Shell Horizons Inc., if any?"

Asked to comment on May 12, over a month after the letter was sent, a staff member of Tabios told GMA News Online that the BFAR official has yet to reply to Oposa’s query.

Oposa also wrote letters to the Department of Environment and Natural Resources (DENR) and one of its attached agencies, the Protected Areas and Wildlife Bureau (PAWB). In response, PAWB director Theresa Mundita Lim referred Oposa back to BFAR.

Lawyer Annaliza Vitug, chief of BFAR’s Fisheries Regulatory and Quarantine Division, said that aside from Oposa, three other persons including a foreigner have written to BFAR regarding the activities of Shell Horizons.

Vitug told GMA News Online that she has alerted the BFAR regional office in Cebu about the issue but the national office has yet to receive a reply, most likely due to the ongoing investigation.

Violation of international laws

In her letter to BFAR, Oposa said Shell Horizons faces possible violations of international laws including the Lacey Act, a United States law that prohibits “trade in wildlife, fish, and plants that have been illegally taken, possessed, transported, or sold."

So far, two foreigners have been convicted in US courts for smuggling marine species from the Philippines in violation of the Lacey Act.

In 1999, Peter Leventis of Florida was convicted along with his company Greek Island Imports for smuggling “internationally protected corals and seashells" from the Philippines to the United States, the US Fish and Wildlife Service reported on its website.

More recently, German national Gunther Wenzek pleaded guilty to charges of smuggling 40 tons of exotic corals from the Philippines into the US in 2009. Marlito Nolledo Guidote II, who was then a project adviser for the United States Agency for International Development, described Wenzek’s charge and guilty plea as a landmark case because the smuggler was known to have showcased Philippine corals abroad.

The Philippines belongs to the Coral Triangle along with Indonesia, Malaysia, Papua New Guinea, Timor Leste, and the Solomon Islands, according to the World Wildlife Fund (WWF). Covering an area of six million square kilometers, this is considered the global center of marine biodiversity that holds 76 percent of the earth’s coral species and 58 percent of tropical marine mollusk species, which include seashells.

Understaffed ports

BFAR’s Vitug said endangered seashells and other marine species may have slipped through the country’s secondary or inter-island ports because of an understaffed quarantine force, brought about by the reorganization of the bureau under the Fisheries Code in 1998.

She said the Department of Budget and Management has not approved the hiring of new staff to fill the vacancies in the regional offices for quarantine officers, whose tasks include the screening of prohibited cargo.

“Lumalakas ang loob ng [illegal traders] kasi alam nila na undermanned kami," Vitug said.

Just this month, authorities foiled what Vitug described as the “boldest attempt" to smuggle endangered marine species out of the Philippines so far. On May 11, Bureau of Customs officials confiscated two 20-foot container vans loaded with stuffed marine turtles, black corals, and seashells, according to a report on GMA News TV’s “State of the Nation."



Vitug said the cargo – which included endangered shell species such as the Tridacna squamosa and helmet shells – came from Cotabato and arrived in Manila aboard a Super Ferry ship early this month. “Malakas ang loob ng kumuha nito kasi isinakay sa cargo vessel," she noted.

Boxed, sealed, and packed inside the container vans, the cargo was allegedly misdeclared as rubber on the ship’s manifest, according to Vitug. She said an informant tipped off authorities about the vessel that carried the endangered species.

In many other cases, Vitug said illegal shipments that pass the screening at secondary ports make their way to international ports, from which they are brought to other parts of the world. The marine species seized in Manila were supposed to be brought to China and Europe, according to the “State of the Nation" report.

How do these shipments pass the stringent screening at international ports? “They have a way of packaging it na hindi made-detect sa X-ray machine or sa airport," Vitug, who posed as a buyer of endangered seashells in Cebu in 2009, quoted an illegal trader as saying.

Disrupting marine food chains

Vitug expressed concern that the illegal trading in seashell is done “in broad daylight" in residential areas in Cebu. She noted that the people behind illegal seashell trading in the province were also the ones who peddled endangered marine species before the Fisheries Code banned the practice.

“Bakit hindi pino-prohibit ng local government eh alam nilang bawal ‘yon?" she said.

The unabated collection and smuggling of seashells from the Philippines severely disrupts life cycles in the marine ecosystem, said BFAR senior marine biologist Ludivina Labe in an e-mail interview with GMA News Online.

“Seashells are among the major players in this web of life," said Labe. She explained that seashells provide food, shelter, and protection from predators to other reef inhabitants. “[The] decimation or loss of seashell [populations] … would result in ecological imbalance," she said.

Labe warned that the illegal trade in seashells will have adverse effects of “exponential" proportions to other species that depend on the marine food chain.
