Edna T. Gapuz, project officer of the Development Academy’s Center for Sustainable Human Development, said her office was just awaiting approval of a grant from the United Nations Environment Programme-International Environmental Technology Centre (UNEP-IETC) to implement the project. "We should have started in March, but there was delay in the funding agreement between UNEP and the Development Academy of the Philippines," Ms. Gapuz said during a forum on environmental business organized by the Cebu Chamber of Commerce and Industry as part of the Cebu business month celebration. "We hope this will be approved this month so we can start by July." UNEP funds will go to the acquisition of an extrusion machine, which is estimated to cost $20,000. The Cebu City government has provided a shredder as its counterpart, while the chamber has committed to identify at least two companies that will test the use of solid fuel as alternative to coal in running their equipment. Ms. Gapuz said the piloting phase will run for seven to eight months, during which they will determine ways to scale up the project, possibly through public-private sector partnership. The piloting phase will also determine whether solid fuel would be as affordable as coal. "This is something new in the Philippines, but it’s already being done in other areas like Japan," she said. Cebu City is the only pilot area in the Philippines. There are similar projects in Nakhonratchasima and Phitsanulok in Thailand. Plastic waste, which is mostly non-biodegradable and hazardous to the environment and public health, may be converted to solid fuel briquettes, liquid fuel and gaseous fuel. Ms. Gapuz said, however, that they have decided to produce solid fuel because the liquid and gaseous forms are much more expensive. Ms. Gapuz said the project will initially convert a ton of plastic waste into solid fuel briquettes. Plastic waste that may be used for the project include polypropylene and polystyrene. Polyvinyl chloride, however, will be avoided, she added. Ms. Gapuz said there should be enough plastic waste materials for the project. Based on a 2006 survey, plastics comprise about 17% of the total solid waste generated in Cebu City daily. At the Inayawan landfill, nearly 300 tons of shredded plastic waste are produced daily. The use of plastic has been increasing because of changing consumption patterns, although initiatives have been made in the retail sector to shun plastic in favor of recyclable packaging materials. Mario Panganiban, chairman of the chamber’s environment committee, urged members to support the project. "Plastic waste is a resource that is free. The technology is also free. The chamber will act as enabling organization for this effort," he said. Ms. Gapuz said the piloting phase is actually already the third segment of the project, which started in 2009. The first phase involved the assessment of potential pilot project areas. The second phase, which was conducted last year, involved the selection of Cebu City as pilot area, assessment of waste characterization in six villages, assessment of management practices and policies, discussion of stakeholder issues and concerns, as well as selection of appropriate technology. -- Marites S. Vestil Monday, June 20, 2011 THE proposal to construct a “super bridge” that would link Cebu and Bohol is still being studied. Cordova Mayor Adelino Sitoy said yesterday the proposed “Bohol-Cebu Multi-Access Friendship Bridge” is still being discussed, as a feasibility study for it is still being drafted. The project, a brainchild of then Bohol governor and now Rep. Erico Aumentado (Bohol, second district), began its feasibility study in May 2008. The feasibility study on the proposal was awarded to a Korean firm at $3 million. Sitoy said since the start of the feasibility study, he has yet to follow it up with Aumentado. Aumentado had filed a bill that requested for the proposal’s feasibility study. Sitoy said that should the project get realized, it will not only improve transportation between Cebu and Bohol, but it will also open economic and tourism opportunities for both provinces. He said the bridge will facilitate the flow of goods, power, water, telecommunications and other important services between the two provinces. Rep. Gabriel Luis Quisumbing (Cebu, 6th District) said Aumentado and Rep. Arturo Radaza (Lapu-Lapu City, lone district) have invited him to co-author the bill that would request for a thorough study on the proposal. The bridge, which will measure about 90 kilometers, will link Cebu and Bohol through the towns of Cordova (Cebu) and Getafe (Bohol). The project is expected to cost P20 billion. The project earlier earned the support of the Regional Development Council 7. The Department of Public Works and Highways (DPWH) earlier endorsed it to the Economic Development Cooperation Fund. The announcement was lauded by Cebu City officials. Councilor Margot Osmeña said she would sponsor a resolution to declare July 15 a “Day of Culture” in Cebu City. As chairperson of the council tourism committee, Osmeña said she talked with officials of the Cultural Center of the Philippines and the National Center for the Culture and the Arts to discuss preparations for the July 15 awarding to be done in Cebu City. “We have been doing the planning for two months already. People from Manila are coming to discuss the event,” she said. Osmeña said the award gives recognition to Cebu's culture, heritage and tradition. “I feel proud and we are challenged,” she said (to promote Cebuano culture). The Asean Ministries of Culture wrote to the city government a few months ago about the award. “The Philippines is the first country in Asia to be given this honor. This is not a contest. Cebu City Mayor Michael Rama wants the P10-billion budget next year to fully implement the project. This means the city government will maximize its tax collection efforts to reach the target, he said. In yesterday's press conference, Rama said he asked the department heads if it was possible to reach that budget and to identify all possible sources of revenue. The burden of raising these funds falls under the City Treasurer’s Office, the mayor said. “Right now we are still collating data for the 2012 budget,” City Budget Officer Nelfa Briones said. City Treasurer Ofelia Oliva said in a separate interview that she doesn't know anything about Rama’s plan to raise the city’s 2012 budget to P10 billion. The local chief executive is mandated by law to submit to the City Council the draft budget for the succeeding year on October of the current year. The council has until Dec. 31 of the current year to pass next year’s budget. In the absence of a new budget, the current year’s budget would have to be reenacted in the succeeding year. Rama said he still has with him the list of 150 projects he wanted to carry out upon assuming as city mayor. Priority projects include the city’s P800-million drainage master plan, urban poor housing projects, road concreting in upland barangays and the construction of a sewerage treatment facility. Rama said he wanted a new abattoir for the city along with a coastal boulevard and heritage- and tourism-related projects that would revitalize downtown Cebu City. “I don’t want to be conclusive but any possible source of tax would have to be taxed (to raise the money that we need),” he said. He said an inspection he made on the Mahiga Creek last Tuesday showed to him how serious flooding is in the city. Rama said the city needed to dredge waterways, remove illegal settlers and widen the culverts to allow the free flow of floodwater. He said 100 illegally built structures reduced the six-meter-wide river in the area to only a meter of space, resembling a canal. Riñen CEBU CITY, June 23 (PIA) -– The Department of Energy - Renewable Energy Management Bureau (DOE-REMB) in Manila is currently evaluating the application papers of a developer that wants to invest in wind energy projects for power generation in the Municipality of Argao and Toledo City in Cebu. DOE-REMB Assistant Director Atty. Marissa Cerezo in this morning’s Kapihan sa PIA that featured the Philippine National Renewable Energy Program bared the applications of the developer to exploit wind energy in two areas in the province of Cebu are under review. “Before we award the service contract to interested developers, we have yet to determine if all the requirements are in proper order and that they have the capacity to fully invest technically, financially and legally,” Cerezo said. Amihan Energy Corporation, the company that applied for contracts to harness the potentials of wind as a renewable source of energy in southern Argao town and Toledo City located southwest of Cebu, plans to spend P27 million alone for the pre-development stage, this is learned. In Argao, the project is called the ‘Argao-Dalaguete-Alcoy-Boljoon-Oslob Wind Power Project’ while in Toledo City is dubbed the ‘Cebu-Toledo-Balamban-Minglanilla-Talisay Wind Power Project.’ There are 57 pending wind applications that are presently being evaluated by the DOE-REMB throughout the country, according to the agency’s record on the list of applications. Out of the 57 applications for wind energy projects, three sites are eyed by developers in Central Visayas of which two areas come from Cebu and another in Siquijor, the same list contained. Cerezon said that after a thorough check of all the requirements of interested developers, they either approve the service contract or ask them to complete the necessary requirements in which case, developers are given only a 30-day deadline to submit the necessary requirements. “Failure to submit the necessary documents after the 30-day period forfeits them the right to proceed with their project. This is done to give other interested developers the opportunity to harness sources of renewable energy,” according to Cerezo. Clark, who died May 24 at Beth Israel Medical Center at the age of 104, also left $500,000 each to her lawyer, Wallace (Wally) Bock, 79, and her accountant, Irving Kamsler, 64, a convicted sex offender. The Manhattan district attorney's office is investigating Bock and Kamsler for possibly mishandling her riches. "I intentionally make no provision in this, my Last Will and Testament, for any members of my family, whether on my paternal or maternal side, having had minimal contacts with them over the years," Clark wrote in her will filed yesterday in Manhattan Supreme Court. Clark's will was executed in April 2005, when she was 98 and purportedly of sound mind. The closest person to a relative to benefit from Clark's last wishes was goddaughter Wanda Styka, who was bequeathed $12 million after taxes. But nurse Hadassah Peri, who had been randomly assigned in 1991 by an agency to take care of Clark, was the most bountiful beneficiary. "I was her private duty nurse, but also her close friend," Peri, 60, an immigrant of the Philippines and a married mother of three, said through a spokesman. "I knew her as a kind and generous person with whom I shared many wonderful moments and whom I love very much," added Peri, who saw Clark every day for 20 years. "I am profoundly sad at her passing, awed at the generosity she has shown me and my family." Peri of Manhattan Beach, Brooklyn, whom Clark already gave $2 million to buy four homes, also received the millionairess' extensive collection of French and Japanese dolls. "Just as Madame Clark demonstrated kindness toward others in her actions, so, too, will I and my family devote a substantial portion of this bequest toward making the world a better place for all people," Peri added. Her longtime assistant and her physician were also left generous inheritances. But Anthony Ruggiero, 81, who has taken care of Clark's 52-acre New Canaan, Conn., estate for 21 years, was left a measly year's salary, about $15,000. "If this isn't being hung out to dry, I don't know what is," Ruggiero's son, Anthony Jr., 56, told the Daily News. Ruggiero, who helped his dad take care of Clark's property, said they both live on the estate but will have to move because it is being sold. Clark, who had no children, was the daughter of former U.S. Sen. William Andrews Clark, a Montana copper mining king. Although she had a lavish apartment on Fifth Ave., she lived the latter years of her life in a simple room at Beth Israel. Clark also left about $8 million and a cache of priceless paintings to the Bellosguardo Foundation. She left a $25 million Monet "Water Lilies" painting to the Corcoran Gallery of Art in Washington. Though it likely will be contested by her relatives, Clark wrote in her will that the "beneficiaries of my Estate are the true objects of my bounty." Peri, for her part, was raised in "modest circumstances" and immigrated to the U.S. in 1972, according to Frasier Seitel, the spokesman Peri hastily hired to handle media inquiries. For 13 years, Peri worked 12-hour shifts caring for Clark at Manhattan's Doctor's Hospital. The heiress moved to Beth Israel in 2004 and Peri followed, from then on working eight-hour days. She never received a raise during her 20 years in Clark's service, and, other than a handful of years during which the rich recluse paid for her health insurance, purchased her own benefits. She earned a salary in line with other private duty nurses, Seitel said. But it apparently paid to be Clark's private caregiver. Peri, who is married to a retired Manhattan cabby from Israel, lives in a brick mansion only a stone's throw from the ocean, and counts among her luxury rides a Bentley, an Army-surplus Hummer and two Lincoln Navigators, a neighbor said. Makes me feel proud and grateful to be born a visayan as well. =) CHEERS TO THE VISAYAN! ____________________________________ Philippines lifted by outsourcing boom In Manila, outsourcing offers good career path: Happy hour’s at 6 am By Benjamin Pimentel, MarketWatch MANILA (MarketWatch) — A phone call from the U.S. related to a broken home computer, a magazine subscription or an insurance claim is typically expected to be routed to a call center in Bangalore or Mumbai. Increasingly, that call may also end up in Manila. The Philippines’ fast-growing business-process outsourcing industry has turned the Asian nation into a major center for off-shored information tech services. The country recently passed India as the world’s top outsourcing destination, according to a report by the services arm of International Business Machines IBM +0.02% — which has a major presence in the country. The outsourcing industry has become a major driver of employment growth, highlighted by the presence of major IT services companies such as IBM, Accenture ACN +0.32% and Convergys CVG +0.45% However, that growth has come at a cost, as the industry and the Philippines struggles with social issues among young workers who sleep during the day and work at night — and for whom happy hour is 6 a.m. “Ten years ago, we had maybe about 25,000 people in the industry,” said Jose Mari Mercado, business development director at Convergys in the Philippines, who said that number reached about half a million last year. “The interest in the Philippines has really grown tremendously in the last five years,” he added. While business outsourcing is typically associated with call centers, the industry actually covers a range of IT services, including customer relations, human resources, accounting and even more specific functions, such as mortgage processing. In 2010, the Philippines’ IT and business process outsourcing grew 26% to $8.9 billion, according to the Business Processing Association of the Philippines. Workers and professionals employed by the industry grew by 24%, the industry association said. Globally, outsourcing is expected to grow at an annual rate of 5.3%, reaching $191 billion in 2015, according to an IDC report. “The BPO services landscape has crossed the chasm and is now poised to significantly impact the efficiency of a customer’s operations,” analyst Mukesh Dialani said in a statement. Last month, Standard & Poor’s issued a neutral outlook on the overall IT consulting and services, citing “an elevated level of caution on spending on IT services that were more discretionary in nature.” But S&P, citing data, also pointed to “pockets of strength” including projected growth in business outsourcing. Diversifying geographies Like India, the Philippines steadily emerged as an outsourcing center due largely to an educated, English-speaking workforce, a legacy of its colonial past. The Philippines was a colony of the United States in the first half of the 20th century. India initially became the choice destination given its higher profile in the tech industry. But Mercado of Convergys said the Philippines steadily caught up as corporations, many of them based in the U.S. and covering a range of industries, grew more familiar with its capabilities. “They meet the people and they get to talk to agents and suddenly they realize these guys not only speak English, but they know American culture — they know what the U.S. is like,” he said. Benedict Hernandez, a senior executive at Accenture in the Philippines, also cited an international development that helped draw more attention to the Philippines: tensions between India and Pakistan in the early 2000s. “What we saw around that time speeded conversation on our client side on doing work in the Philippines,” he said. “I think people woke up and said, ‘What if something happens and we’re heavily invested in one geography?’” Convergys now has roughly 25,000 employees in the Philippines, mostly in Manila, but also in other cities such as Cebu and Bacolod in the central part of the archipelago. The Cincinnati, Ohio-based company is focused mainly on customer relations, offering call center support for companies in different industries, including telecommunications and publishing. Another major player, Accenture, offers a broader range of services, such as handling finance and accounting of big companies, as well as processing health insurance claims. Accenture has more than 20,000 employees in the Philippines. At an Accenture facility in the bustling Eastwood district of Metro Manila, employees set up and run the software applications of a telecommunications company, including the systems used for billing and taking orders from customers. At another facility, called Cybergate, an Accenture team remotely manages a pharmaceutical company’s finance and accounting operations. Another team designs, tests and conducts high-level trouble shooting for another company’s telecommunications system. “We’re able to provide labor arbitrage for them,” said manager Sherwin Isip, referring to the labor cost savings for outsourcing clients. Starting salaries for Filipino employees at call centers are roughly 40% higher than other workers in the country, Mercado of Convergys said. That translates to roughly $5,000 to $6,000 a year. Technology professionals get paid more. Lack of experience With the attractive pay by local standards, the Philippine outsourcing industry, in roughly a decade, has changed the country’s employment landscape, especially among young Filipinos. Because outsourcing is still a young industry with a young workforce, finding experienced and talented managers has been a challenge. “This is a nascent industry,” said Marife Zamora, Convergys’s managing director for the Asia Pacific. “It only started 10 years ago. So if you’re looking for your operations management resources with the depth of knowledge and experience, you will not get a 20-year veteran.” Lito Tayag, country managing director for Accenture in the Philippines, said, “The growth that we need would require more people to manage that growth.” “But because it’s a relatively young and relatively small industry -- at least relative to India -- we don’t have enough of those leaders to actually grow at the level we want to grow,” he added. It also took time for outsourcing to be understood and accepted by society as a whole. Mercado of Convergys said some agents said their parents would tell them, “I sent you to college and you’re becoming a telephone operator.” Other issues have plagued the industry, including concerns about sexually transmitted diseases among call center workers and their highly-unusual working hours. “We basically live in Central, Eastern or Pacific time depending on the account,” Donna Sales, a call center worker, said. “So while the whole Metro Manila is awake, we’re asleep. And while they sleep, we work.” Effects of the job Restaurants and shops have sprouted in areas where outsourcing centers are located to cater to the night owl work force. Some restaurants even offer happy hour drinks at six in the morning. “Because that is six o’clock in the evening in their body clocks,” Mercado of Covergys said. “And we had to help the hotels understand this.” Sales, the call center worker, said it “was pretty strange at the start to start drinking at maybe 5 a.m. or 6 a.m.” “When everybody is starting to wake up, that’s when you’re starting to wind down,” she said. “There wasn’t a lot of drinking places for that. Now there are a lot. … And they know that with the stress and the nature of the job people from this particular industry like to drink after work.” Beyond the quirky lifestyle and odd work hours, Jeffrey Sallaz, a sociology professor at the University of Arizona who has been studying the call center industry in the Philippines, said a big question is the industry’s long-term impact on other professions and professional needs in the country. “A key issue is where that human capital is being diverted from,” he said, adding that the Filipinos drawn to the outsourcing field are “educated, professional workers doing narrow, specialized tasks for these big corporations.” Sallaz worked as a call center employee for about a year as part of his academic work. He described the work as “repetitive, stressful, boring, unhealthy, in the sense that you’re sitting in a chair, drinking soft drinks and starting at a computer screen.” But he did cite one apparently positive impact of the industry. In a country where young college graduates typically leave the country to find higher-paying work, the outsourcing industry has given them another option. “It may be one of the un-anticipated and unintended consequences of the industry is to keep the educated workforce in the country, people who would be trying to go abroad ten years ago.” Hernandez of Accenture affirmed this point, saying, “We’ve created a viable option of if you want to earn a lot and have a very good career you don’t have to leave the country.” “To me, that is a social plus, to keep them here versus they have to leave their families because they have a better income,” he added. The plant operated by Korean Electric Power Corp.-Salcon (Kepco-Salcon) was built amid protests by environmental groups about the threat of air pollution and coal dust waste on one hand, and pressure by the business sector to solve recurring brownouts in Cebu on the other. Work on the plant began in February 2008. Commercial operation of the first 100-MW unit started last Feb. 28. The second 100-MW unit started last May 31. “Our power plant could provide Cebu and other areas in the Visayas with reliable, stable, affordable and cleaner power until the local economy is strong enough to afford renewable energy sources on a wide scale,” KSPC president and CEO Bok-Yull Lee said. Cebu Gov. Gwendolyn Garcia said the project is one of the biggest investments in the province. “The plant will help ensure that this growth that we have achieved will and can be fulfilled with actual power,” Garcia said. So, why don’t you start your aquatic journey in Pinamungajan? Located between the towns of Aloguinsan and Toledo, it is about two hours drive away from Cebu City via the Naga-Uling Road or the Carcar-Barili route. A traveler’s treasure trove, Pinamungajan conceals nature’s riches that are only waiting to be uncovered by adventurous souls. If you’re looking for stunning waterfalls and dark crevices to explore, then this is the place for you. One of the most visited caves in the town is the Kamangon Cave. The name of the cave came from the Cebuano word kamang which means to crawl. Plunging into the dark crevices of this cave is no joke. One needs to creep on the ground and move at a snail’s pace to get inside. While it is quite a challenge to enter this cave, the wonders inside are definitely worth it. The huge stalactite and stalagmite formations are a sight to behold. Its gleaming ceiling and walls are nature’s gifts to humankind. Be forewarned: While these wonders are enticing to touch, keep your hands to yourself. The oil and dirt from your hands can damage the formations which took thousands of years to form. Just one touch of the finger and these formations will die. Other caves worth exploring are Pangi, Limod, Udlom, Kabyaw, Sinungkulan, Nagkawa, and Naglapus. After exploring the dark underworld, head to the Tajao Wharf and take a 20-minute boat ride to the Campalabo Islet, a one-hectare pristine sand bar surrounded by diverse marine flora and fauna. During low tide, the white-sand strip is visible from the shores of Pinamungajan. Another paradise is the Camotes Island, which lies in the northeast of Cebu City. The island is composed of four small islets namely, Pacijan, Poro, Ponson, and Tulang. According to local tales, Camotes got its name when some Spaniards asked the native islanders what the island was called. Thinking that the foreign invaders were asking what they were putting in their basket, they answered camotes; hence, the name of the island. The different spots provide a panoramic view of the aquatic world, including stunning coral reefs and tropical marine animal species, with occasional sightings of black-tip sharks. But what sets the island apart is its shifting sandbar. The sandbar changes its shape and shifts locations around the island depending on the season. On the southern part of the island are the lighthouse, a historical watchtower built in the 19th century to warn the towns people about the coming slavers and marauders, and the Baluarte. A few kilometers away from the busy district of Bogo City is a small, enchanting island that is fast becoming a favorite dive site because of its stunning aquatic garden. A secluded coralline islet situated between Cebu and Leyte, the Capitancillo Island was named after an American navy captian, named Captain Cillo, whose ship was anchored on its shores during the war. They just have to apply curative measures to prevent more flooding. Alvin Santillana, Cebu City’s Local Disaster Risk Reduction Management Council executive director, recognized that Ga-isano Main on Colon St. is four stories high and it will be impractical to raze the building. The City identified Gaisano Main as one of the establishments that block waterways in the downtown area. The others are Dimsum Break and 138 Mall. Santillana cited as example the case of Prince Court, a motel in Ba-rangay Mabolo. The City asked it to put an additional drainpipe under its driveway. First notice Prince Court is the first establishment to get a notice from City Hall that it is treading on a drainage system, which is part of the Mahiga Creek. Its attention was called last February, barely two weeks after the creek overflowed following a heavy cloudburst. “In the 1900 cadastral map from the DENR (Department of Environment and Natural Resources), it would show that Prince Court is right in the middle of the original path of Mahiga Creek,” said Santillana. He explained that the obstructed path is a billabong of the main creek. Monte Carla Ragasajo of the Department of Engineering and Public Works (DEPW) said the original plan is for a 72-inch diameter culvert to be put in place as waterway for the creek. Side by side Prince Court, though, only has a 48-inch diameter culvert, which, Ragasajo said, should be doubled. Ragasajo said the motel does not have to put in the 78-inch culvert because it will then be too big. Two culverts side by side, each at 48 inches in diameters, will suffice. Santillana said there was no resistance from the establishment, which assured the City it will remedy the situation. The City and Prince Court conducted a series of meetings last week. In the same manner, Santillana said the City will also talk with the downtown establishments to help the City clear waterways of obstructions. As for Gaisano Main and Dimsum Break, they said they were not even aware they are sitting on a drainage system. Ragasajo said another property near Prince Court is also on top of a drainage system that receives water from the motel area in a 16-inch culvert. DEPW recommended placing a 36-inch culvert beside the existing culvert. The City, though, has yet to talk to the owner. Mayor Michael Rama had said the flooding problem is caused by a six-meter creek flowing downstream to a waterway that is about a meter wide or even less, making it seem like a mere canal receiving water from the creek upstream. Dagooc (The Freeman) Updated June 27, 2011 12:00 AM Comments (0) View comments CEBU, Philippines - Lucio Tan group’s real estate arm, Eton Properties Philippines will start a feasibility study on the development of its 36-hectare beach property on Mactan Island, formerly known as Coral Reef Resort. Eton Properties Sales Corporation vice president for sales Alejandro S. Mañalac said in an interview that the company recently hired a Business Development officer to focus on the feasibility study of the Mactan property, which will cover possible positioning and concept. At present, Mañalac said it is still too early for the company to announce what it plans to do with the property until its done with the study. If and when the company finally decides on a concept, which is more likely a tourism-related facility, it will be Eton Properties' initial venture into Cebu's real estate sector. At present, Eton Properties is focusing on its projects in Manila. “We have 41 ongoing projects in Manila. Our sales force is focusing on these properties.” These projects are into residential subdivision, and condominium, commercial buildings (BPO). The company has yet to build tourism-related project yet, Mañalac said. If the feasibility study on its Cebu property will dictate on building tourism facility such as a resort, this will be the first entry of Eton Properties to tourism development project. Coral Reef was foreclosed by the Lucio Tan led Philippine National Bank in September of 2005. Palm Tree Estate Inc. and Bell Air Golf and Country Club was able to secure a loan from PNB in 1997 of P340 million, and second loan of P80 million, for the development of Resort’s expansion to build condominiums and exclusive golf club. Reportedly, PNB has pegged the property's price at P800 million. But, asking price may lower to P750 million, if the interested buyer or developer will have to settle the existing legal problems of the property. Prior to the announcement of Eton Properties to develop the property, there had been a lot of investors expressed their interest to buy or pursue a partnership with the Lucio Tan company. Few years back, a Russian company called Philippine-Russia Inc. (PRI) announced its interest to build a US$800 million re-development project of the “Coral Reef”. Initially, the company announced that it planned to build a 600-room resort, 300 department buildings, business centers, 20 small villas, and develop the Coral Reef coast line to maximize the potential of the idle property. In 2006, a China-based group attempted to ink a deal with the PNB to buy the idle Coral Reef Resort property. The Chinese group supposedly planned to build a medium rise hotel and resort development with convention center, and develop the 9-hole golf course of Coral Reef. Initial plan of the interested Chinese buyers was to build 1,000 rooms, sensing the big shortage of room in Cebu, but because of the legal problems faced by PNB against the property's former owner, the deal was called off. KABILING June 27, 2011, 6:50pm NAGA CITY, Cebu, Philippines – Cebu and the rest of the Visayas can enjoy reliable, cheaper, and cleaner electricity following the launch of a new P20-billion coal-fired power plant here. President Benigno S. Aquino III Monday led the inauguration of the 200-megawatt plant, which is operated by the Korea Electric Power Corporation (KEPCO) SPC Power Corporation. Built in February, 2008, the facility is equipped with Circulating Fluidized Bed Combustion technology, which greatly reduces sulfur emissions. In his speech, Aquino thanked KEPCO for its new investment in power generation. The company supplies 11 percent of the country’s generation capacity. “This power plant we are inaugurating will make certain that the energy needs of our citizens in this part of the country are met,” Aquino said. “As more people around the world buy Cebu-made furniture, and as more and more of them come to join the Sinulog festivities or to eat the unparalleled Cebu lechon, production capacities for your businesses will have to increase, and the available accommodations for visitors will have to increase as well; and none of this is possible if you do not have enough electricity,” he said. Aquino recalled the “time when the businesses and the people in this region were not even sure whether they would have electricity the whole day. This crippled the operation of businesses, not to mention the day-to-day lives of the citizens; the frequent downtime in some of the region’s major power plants became stumbling blocks that the economies along the Visayas grid had to keep hurdling. But that time is over.” He noted that the establishment of the Wholesale Electricity Spot Market (WESM) in the Visayas in December 2010 has helped lower electricity rates in the region. He said WESM-Visayas has paved the way for the commissioning of new power plants since investors now have the opportunity to sell power at reasonable profit. There are 180 market players in the integrated Luzon and Visayas market. “The selling price in the WESM for both Luzon and Visayas reached a low P3.8 per kilowatt hour in April of this year as opposed to the National Power Corporation regulated price of R4.67 per kilowatt hour. This measure has likewise increased investor interest in the region, and perhaps this is proven even further by this inauguration,” Aquino said. He said that once the power plants in the Visayas are in full operation, it will be more than enough to meet the peak demand of the region in 2011, and also meets the required reserve margin. “Now, Visayas can even afford to share excess power generating capacity to Luzon, which speaks volumes, again, of the progress we have made,” the President said. Aquino said he was proud of his government’s gains in the energy sector, particularly with the launching of the National Renewable Energy program. He said the program seeks to increase energy production without harming the environment. Although the project may take years to materialize, Aquino said NREP points the nation “toward a future where we can give electricity to all of our people without having to sacrifice our environment.” KSPC President Lee-Bok Yull said the power plant would put an end to intermittent brownouts that hold back development in the Visayas. He said the company plans to go into renewable sources of energy in the near future. The proposal will be presented to the Cebu provincial government on July 22. Al Johnson, president and chief executive officer of Quantum International and Quantum Cebu Financial Management Inc. (Quantum Cebu), on Saturday said that if the plan is approved, the company can start building the plant in 90 days. One plant can provide one megawatt of power out of each ton of garbage, he said. He said the cost of producing the power would be 10 percent to 15 percent lower than that of the current price of electricity in the country. “Our plant will produce 2,000 megawatts of electricity, and it shall sustain the energy requirements of the city for the next 10 to 20 years,” Johnson said. “The Philippines has the potential to be the most powerful country in Asia.” Facilities would be built at no cost to the municipality or local government because the firm would build, own and manage these facilities. Quantum International aims to build 5 gasification plants in the Philippines in the next five years using “green” plasma technology. The highway is so substandard and it's only good for small motor vehicles, the road is so steep and the curves is tight, one thing that cause for concern is that some of the road portion is silica which is so brittle that keeps on eroding.
