Quezon-Masbate & South Cebu to Zamboanga(tip to tip) = the distance of Cebu to Tagbilaran
Masbate to North Cebu (tip to tip) is half the distance of Cebu to Tagbilaran...
Cebu to Tagbilaran is only 2 hours via fast craft...

NAGA CITY, Cebu, Philippines — The Aquino government is studying a foreign-funded proposal to build a new nautical highway linking Luzon, Visayas, and Mindanao that seeks to cut the cost of transporting goods and people.
The President, during a visit in Cebu, disclosed that he is assessing the sea transport project's economic viability and its impact on the environment.
“There are ongoing studies that will make the nautical highway even more efficient. They will practically cut by a third the travel time it would take to travel from Luzon to Mindanao once it is accomplished,” the President said during the launch of a new coal-fired power plant of the Korean Electric Power Corporation (KEPCO).
Aquino said the proposed nautical highway would traverse the "inner portion" or the "spine" of the country as opposed to the present outer perimeter. He added that the province of Cebu will be "at the lynchpin of this nautical highway."
If the highway is approved, Aquino said sea travel from Batangas to Mindanao will be reduced to five hours from the usual three days.
Aquino, however, declined to identify the foreign entity that proposed the new nautical highway during his public remarks.
"We have to study the proposal itself. We have to make sure that everything is there — environmental friendly, economically feasible, acceptable to the affected communities," he said.
maayo pa iyang ing non nga the cebu transaxial highway is on the go na kay sa mosulti ug bakak2x nga dilii katuohan impossible ka mobo sa travel time. basin from batangas to bantayan cebu then cebu to cagayan de oro or surigao. but still 5 hours is too short travel time.

could it be possible that the phrase 'will be reduced to five hours' would have meant 'will be reduced by five hours'?

speaking of guns in danao, grabe baligya didto.. sayon ra kaayo ka maka kapalit.. that should be controlled.. :ohno:
Parchie June 29th, 2011, 09:10 AM kanang bidding sa govierno naay palusot ana nga dili kaayo maklaro ang under the table. kay the bidders themselves mag sabot2x raman pud na sila nga puede sila paliton sa maka daog. ang gipa mayad sa palit apil na sa kuwenta sa bidding price. no one would say in public nga gipalit ko ni so and so kay kun walay pinalitay sa mga contractor tinud on gyud sa mga contractor ug compute kon pila gyud ang magastos sa whole project aron silay makadaog. usa sa ma blame ana ang mga contractors themselves ug kanang taga dpwh personnel nga mo facilitate anang pinalitay. to make the project look good pinadagan ang uban trabaho or sub standard. dunay man sab nay inspector nga puede pud hatagan aron dili kaayo instrictoon ug busisi-on ang trabaho. kanang mag inistriko nga inspector wala pana maka tilaw sa under the table nga pamigay sa winning contractor pero kanang gipadanggogan na hilom2x na sila gamay pero ang quality pud lagi sa trabho ang ma comproise.
Egg-sackly!
For a specific project date and duration, naa na'y standard price per km nga ilang gamiton. Ang problema kay dili baya pareho ang conditions sa projects (more cuts and fills on mountain roads as compared to plain areas). IMO, diha na mo-suffer ang quality sa projects kay maninguha gyud ang contractor nga di ma-alkanse.

rx_slyrain June 29th, 2011, 04:09 PM IT, BPO propels regional economy
by Minerva BC Newman
CENTRAL VISAYAS, June 29 (PIA) -- The Information Technology, IT-enabled industry particularly the Business Process Outsourcing (BPO) propelled the economic growth of Central Visayas in 2010 and is continuously doing so to date.
Other growth drivers of the regional economy in 2010 include the construction and real estate, tourism, retail trade and banking sectors.
This is according to the National Economic and Development Authority (NEDA-7) report during the recent full council meeting of the Central Visayas Regional Development Council at the Montebello Garden Hotel, Mabolo, cebu City .
NEDA-7 reports showed that the BPO industry in the region has steadily expanded over the years and it remains to be the ‘one biggest’ generator of investments and employment in the region.
Aside from the entry of new players in the BPO industry, 2010 also saw the expansion of existing companies such as Aegis People Support, Epson, Teletech, Convergys, Qualfon, Accenture and Exist Global, the report said.
During the year (2010), the business volume and the number of corporate clients served by the IT and BPO companies have increased. Many US-based companies, including small and medium scale, have switched to outsourcing their operations to cut down on operational costs.
The 2010 regional economic situationer (RES) futher reported that the expansion of the IT, IT-enabled industry and the BPO operations resulted in higher demand for office spaces.
This paved the way for more investments in real estate that the investors are taking advantage of the growing demand by constructing medium to high rise buildings to accommodate BPO companies.
This according to the report has posted as much as 60-400 percent increase in the industry employment.
In a related development, NEDA also reported that tourists arrivals in Central Visayas rose to 7.4 percent in 2010 from 3.9 percent in 2009.
Siquijor has registered the fastest growth of foreign visitors arrivals at 20.9 percent. Cebu has also increased its foreign tourists from 1.4 percent in 2009 to 9.3 percent in 2010.
Although Bohol also increased its tourists arrivals in 2010, the province registered a slower rate of increase at 6 percent compared to the 11.6 percent rate of increase in 2009.
Among the regions's top international market, arrivals from Korea accounted for the biggest share with 31 percent, followed by Japan at 19 percent, the U.S. at 10 percent and China with almost 7 percent.
According to the CV regional economic situationer, tourism growth in 2010 were due to the improved economies of the region's major markets for tourism; the presence of budget carriers plying the Cebu routes; the use of e-commerce by service providers and the development of Central Visayas as the premier destination for educational tours and field trips.
"Cebu is also the favorite venues of meetings, incentives, corporate and exhibits (MICE) markets and the introduction of the new tour options for visitors to come to Central Visayas," said NEDA-7 regional director Marlene Rodriguez.(PIA-7/mbcn & NEDA-7)

City braces for landfill's total closure (http://www.philstar.com/Article.aspx?articleId=701284&publicationSubCategoryId=107)
By Jessica Ann R. Pareja (The Freeman) Updated June 30, 2011 12:00 AM Comments (0)
CEBU, Philippines - The Cebu City Government is starting to lay its strategies for the planned closure of the material recovery facility in Barangay Inayawan in October.
Landfill manager and concurrent Department of Public Services acting assistant chief Randy Navarro said they have started informing all barangays of the possible total closure of the MRF in accordance to the thrust of the mayor.
As far as the future of the landfill is concerned, Navarro said they are considering three options – to tap a private MRF located near the landfill to process the city’s wastes, to tap the MRF in Naga or the privately-operated landfill in Consolacion, or to retain the operation of the city’s MRF.
There is almost a hectare area being operated as a private MRF in Inayawan that the city has initially identified where to bring the city’s wastes.
Navarro said they will tap this MRF on the conditions that it can accommodate the 234 tons of garbage produced by the city per day. It must also have the necessary equipment and other machineries. The city is willing to spend a reasonable price for it.
The option on dumping the city’s garbage in Consolacion, Navarro said, may be too expensive.
The landfill in Consolacion is privately-operated and is asking a fee of P700 per ton of garbage.
Navarro said the city tried to negotiate with the Municipal Government of Consolacion for a discount, but added, he has no idea what has happened to the negotiation.
He added the city is even asking for the dumping to be free of charge because the volume of garbage that the city can bring would be very helpful in the waste-to-energy plant.
The landfill in Consolacion is not only a dumpsite but it has a power plant where waste is converted to energy.
Navarro said the total closure of the landfill in Inayawan is already imminent as there was another fire in the landfill last Saturday which fortunately lasted for few minutes only.
The fire was immediately contained because water pipes are installed just 200-meter from the dumpsite.
DPS head Dionisio Gualiza said in two days, they will hand over to the mayor a status report on the implementation of the “No Segregation, No Collection” policy in the city.
Meanwhile, some 2,000 sodium lamps in the city’s major thoroughfares have been replaced with metal halide lamps that light the streets brighter at night.
Engineer Joel Biton, head of the Street Lights Division said that 1,000 more metal halide lamps are due for delivery.
He said some of the sodium lamps will be installed in the mountain barangays and other barangay roads. — (FREEMAN)

Midtown Hotel changes name to Summit Circle (http://www.philstar.com/Article.aspx?articleId=701262&publicationSubCategoryId=108)
By Ehda M. Dagooc (The Freeman) Updated June 30, 2011 12:00 AM Comments (0)
CEBU, Philippines - The 26-year-old Midtown Hotel managed and operated by the Robinsons Land Inc. (RLI) will soon change its name to Summit Circle Hotel after it completes its major renovation program.
RLI president and chief executive officer (CEO) Frederick D. Go announced that one-third of the 300 rooms in Midtown Hotel were already renovated, the rest will undergo face-lift in the following months.
Before the end of this year, the hotel will be renamed as Summit Circle Hotel, in line with the company’s thrust to boost its tourism-related projects in the country.
Already, FLI has maintained three hotel brands in the country, including Summit Ridge Hotel in Tagaytay, Go Hotel, and its existing partnership with international chain such as Crown Plaza, among others.
Before the year ends, RLI will also start the construction of its 5-hectare property at the North Reclamation Area (NRA) to start a mixed-use development project, which will include the building of hotel, commercial complex, and high-rise condominium structures.
Go said the company will first build the shopping mall component, then the construction of the 150-200 rooms hotel that will bring the Go Hotel brand to Cebu.
Go Hotel is branded as essential service hotel of the Gokongwei Group. In the next couple of years, FLI will have three hotels in Cebu, including the one it will build at its Amisa development on Mactan Island.
According to Go, the hotel component at Amisa will carry the brand Summit Shores Resort, an upscale resort component of the residential beachfront project Amisa.
The construction of the Summit Shores Resort on Mactan will also start this year, Go said.
RLC is one of the few well-known developers which have invested multi-million pesos or billion pesos to further develop some idle areas in Mactan Island.
The Joil UBF Corporation a company composed of Korean nationals and some Cebuano owners is partnering with one of the largest hotel developers in Korea, the BXT Busan Express Terminal Corporation, to build five-star resort offering over 600 rooms.
The Gokongwei-led project, called AmiSa, is an eight-year development project.
Today, RLC is among the most proftable business of JG Summit Holdings Inc., with its 18 malls, 23 residential subdivisions, 22 residential condominiums, six office buildings and three hotels.
In Cebu, the Gokongwei Group has operated one mall the Robinsons shopping mall in Fuente Osmeña, the Midtown Hotel, and the Blue Coast subdivision in Mactan.
AmiSa is designed to have six residential condominiums featuring Australian Gold Coast architecture that offer breathtaking views of the beach, sea and Cebu’s coastline. – (FREEMAN)

No idea about the exact location of it in SRP.
Funding? Could be from the rich club members and the Don Bosco School admin. This could be like a club and school stadium for the Bosconians. IMO.
I posted this project to excite us on what lies ahead in our beloved Cebu, particularly in SRP. We can get more details and infos about this once SM Seaside is done or about to be finished in 2013 right? For all we know that all proposed projects in SRP are on hold to give way on the investments of SM and FilInvest. How I wish that the Cebu City government will make an exception on investment in SRP that won't affect nor compete with the said investors. There's no way that a stadium like this will give the said investors a run for their money!

Mangroves is one testament that our environment is still OK. Traditional fishing, as shown, also indicates that Cebu's urbanity is still complemented by it's laidback-ness.
I hope, we can keep these things despite Cebu's growth.

A WORLD Bank operations officer is encouraging the Cebu City government to apply for a loan to build a service treatment plant.
Gerardo Parco, Operations Officer of the Environment of the World Bank in the Philippines , said the organization could provide a concessional loan for the Cebuanos to treat the wastewater from the landfill and the septic waste.
“Write to us, tell us what your needs are,” Parco said during his speech on “ Innovative Wastewater Treatment Systems: The World Bank Experience” in the environmental Congress organized by the Environment Management Bureau of the Department of Environment and Natural Resources (EMB-DENR 7) and the Pollution Control Association of the Philippines Inc. (PICAPI) yesterday.
Parco said the World Bank, which provides loans for projects on impoverished countries, would study their request.
The Inayawan landfill, which was ordered for closure last April by Cebu City, will also close the facility from receiving septic waste by July 12 due to the lack of service treatment facility to disinfect and rehabilitate the wastewater.
“It’s about time for Inayawan to be closed,” Parco said.

THE Mactan Cebu International Airport (MCIA) will be eventually be relocated not because of the long-term threat of rising tidal waves but due to economic advantage, the airport’s top official said yesterday.
“We should not look at the effect of climate change on the airport’s vulnerability per se but the entire island. I’m sure the airport’s vulnerability is not the real issue… it was just made an example to drive a point,” said MCIA general manager engineer Paul Nigel Villarete.
Villarete was reacting to a warning by Jose Ma. Lorenzo Tan, World Wildlife Fund (WWF) for Nature Philippines president, that the MCIA is one of six airports vulnerable to being submerged by rising water levels due to its lowland area.
In a speech at the Environment Congress in Cebu City the other day, Tan said that of the eight airports in the Visayas, only those in Panay and Negros Oriental that are not located along the coastline are safe from flooding due to climate change.
Villarete, however, said it’s not only the airport but a good portion of Metro Cebu that is vulnerable to floods caused by climate change.
“Adaptation-wise, there is really not much that we can do in the short term. The airport is a lumpy infrastructure investment and it will take billions to reconfigure it. Long term, we should address reality, and climate change is as real as you can get,” he said.
Villarete said there are plans to develop the Mactan airport as one of the first “green airports” in the country.
He said a committee is tasked to monitor carbon emissions and remind airline companies to reduce systems loss to lower pollution levels.
Villarete noted a 19 percent increase in the volume of flights for the first five months of 2011.
He said they also support Cebu City’s Bus Rapid Transit (BRT) system for the airport to serve as an environment-friendly collective transport system for Cebu.
Ecology groups like the Philippine Earth Justice Center (PEJC) said Tan may be unaware of the local issues facing coal plants in Cebu.
PEJC lawyer Gloria Estenzo-Ramos said these issues include the pending Environmental Protection Order (EPO) in court and the disposal of coal ash waste on the province owned secured landfill facility in Naga city.
He also said the WWF is also more particular in partnering with stakeholders rather than ensuring environmental law compliance.
Ramos said renewable energy sources won’t flourish due to lack of government support.

Lito Osmena stood up og wala nagpadala sa sitwasyon. ^^here's the story about Supertyphoon Ruping. The worst to hit the Visayas in the 90's
Super Typhoon “RUPING” (Mike)
November 10-14, 1990
220 kph
748 deaths
PhP 10.846B damage
http://www.maybagyo.com/stormstats/10WorstPhilippineTyphoons_files/image015.gif http://www.maybagyo.com/stormstats/10WorstPhilippineTyphoons_files/image014.jpg
Core (Eye & Eyewall) Track: Dinagat Island; Southern Leyte; Mactan Island, Cebu City and the rest of Central Cebu Island; San Carlos City, D.S. Benedicto, Murcia and Bacolod City in Negros Occidental; Northern Guimaras; Iloilo City and the Southwestern Iloilo Prov.; Hamtic and San Jose de Buenavista, Antique; Northern part of Cuyo Islands; Linapacan Strait, Northern Palawan.
RUPING was the country's most devastating typhoons inflicting more damage than any other typhoon had done since 1947 (see figures 11 & 12).
It was a large and powerful howler as it approached Surigao del Norte in the early afternoon of November 12. Heavy damage was already inflicted in Surigao before RUPING made landfall at Dinagat Island at midnight and headed for Southern Leyte by early morning of November 13 devastating Maasin and its neighbors. By late in the afternoon of that day RUPING went off at the sea and maintained its strength as it moved towards Mactan-Cebu area.
The howler rampaged Mactan Island destroying and almost leveling all houses in the small municipality-island of Cordova nearby, smashing and sinking ships in the harbor, and then to the heart of Cebu City by the early evening until early dawn of the next day leaving the metropolitan helpless without electricity and drinking water amidst the terrible debris everywhere. Thousands of houses in the rural areas of the province were leveled and destroyed by its ferocious winds. The passage of the eye in Cebu during dusk until late evening of Nov. 12 was quite unnoticed for everybody was still recuperating form the passage of the eyewall of the leading side. It was silent for an hour so others thought that the typhoon was over. Cebuanos started to pick up the pieces and debris while some tucked them to sleep, only to be ravaged again by the other side of the eyewall around late evening until dawn.
The typhoon maintained its strength as it greeted the early morning of Bacolod City and the rest of Negros with a tempest never seen since 1951 flattening sugarcane fields and snapping electric posts to splinters. The eye was calm and sunny with birds flying around when it came over, but not far away, a wall of dark clouds could be seen coupled by continuous howling of the winds. By midday, it struck Iloilo City, bearing more devastation to houses and buildings, and then towards Antique shortly after lunch spawning raging floods in the province's major rivers. By the early evening of November 13, it was at the vicinity of Linapacan Strait, Palawan flattening more houses before exiting to South China Sea. Despite its intensity, deaths were lesser than expected due to preparations beforehand but it was too catastrophic that the whole Mindanao, Visayas, Central Luzon, NCR, Bicol and Southern Tagalog Regions sustained heavy damage and were considered calamity areas. RUPING affected 1,010,004 families or total affected persons of 5,498,290.
The large eye of typhoon RUPING was also fully appreciated by more than a million people of the affected population after passing directly over large and densely populated cities of Lapu-Lapu, Mandaue, Cebu, Bacolod and Iloilo.

THE Mactan Cebu International Airport Authority (MCIAA) is “willing to pay” P1.3 billion in real property taxes from 2003 to the present to the Lapu-Lapu City government, said Mayor Paz Radaza.
Radaza yesterday attended the public hearing in Congress for amendments of the MCIAA charter.
Radaza warned Congress that if MCIAA will be exempted from paying taxes, the city’s infrastructure projects and other services would be affected.
MCIAA manager Nigel Paul Villarete said he understands that taxes are the life blood of the economy of local government units.
Henz June 30th, 2011, 09:41 AM Dili kaha.. nag gilak gilak ang ilang mata sa P/ 1.3Billion na makuha sa MCIAA.. Ay na lang ta... I hope if ever MCIAA pay.. they make sure it is being put into the much needed infrastructure projects in Lapu-Lapu... perhaps through a negotiated deal similar to SM City's advance tax with the Cebu City government.

With the devastation of typhoon Ruping, once again, Cebuanos proved that, against all odds, we can do it and with NO HELP EVEN FROM THE GOVERNMENT THAT IS EXPECTED TO HELP US.

Kuya/Ate is much common Cebu as we use the term 'angkol' in Davao. Also, kung mga guwang, I may address to them as ante/nay or tay. I think it is common in Cebu especially in Argao. I've been to Argao a lot of times during my college days, and the people their called my friends and I as ate and kuya. This ate and kuya thing is not common though in the city.

Zuburbia July 1st, 2011, 03:11 AM native/traditional cebuano only uses Kuya to an elder brother or to someone older who is already close, or a relative... karon ra na nauso ang kuya2x/Ate2x when addressing a stranger, nga sa manila ra nako madunggan sa una, which most cebuanos, specially when i was in USC, would not dare use kay it sounds cheap, and wala pod jud nasulod sa utok sa mga kasagarang taw nga gamiton ni nga term sa dili kaila... kay ang mogamit ani kasagaran sa una is mga katabang nga nakaexperience og manila og mga tigbalhin balhin og lugar nga mga kalapating mababa ang lipad...hehe its only in late 2000, mga 2006, nya hinggrabe pagbalik nako from abroad mga 2009.. makadungog ko ani ron sa mga studyante, og mga bag-ong tubo nga gawork og call center(maybe influenced og nakatag sa mga dayo nga gawork diri sa BPO, who are used to this kuya/ate thing)...
Lainan jud ko maminaw and mostly sab sa ako generation nga mga barkada di pod ganahan maminaw ani, naanad baya jud tas traditonal cebuano nga bai, noy, nong, nang ... gamiton ra nig naay magbinuang og sturyag binayot. bitaw sakto kas @slerz bayot ra kayo paminawon, labi nag dili i-full og sturya ang ate, mo-ingon rag "te"! wahahahaha!:lol:
thearcangel July 1st, 2011, 03:16 AM Bisan ako, di ko ganahan maminaw anang tawag nga kuya/ate. So not Cebuano. Para nako it sounds like borik*t nga bisaya nga nauli gikan sa manila nga way laing mogawas sa baba kon dili kuya/ate.
Zuburbia July 1st, 2011, 03:30 AM Kuya/Ate is much common Cebu as we use the term 'angkol' in Davao. Also, kung mga guwang, I may address to them as ante/nay or tay. Although both Manila and Cebu use kuya/ate in addressing people they randomly meet. As observed, that term is widely used in Cebu already. Correct me if I'm wrong though. :)
bata paman gud kayo ka @kenken, nya sa imo man ning generation nauso, mao nagdahom ka nga mao ni traditional sa cebuano, kay nauso naman...but if you can remember 5-6 years ago it was never been regularly and normally used in addressing people specially to strangers...its always been nong/noy(sumtimes manong/manoy), sir, nang(manang), Mam kung guwang nimo... then bai, dong, day, miss, miga, migo kung kaedad or manghod nimo..
bwahahahaha ataya jud nimo jochval oi! murag nindot man ka i-puli nilang tiban og goliat! perti ka typical cebuano sense of humor!:lol::lol:

Balamban cityhood pushed (http://www.philstar.com/Article.aspx?articleId=701579&publicationSubCategoryId=107)
CEBU, Philippines - Cebu Governor Gwendolyn Garcia has expressed her strong support to convert the Municipality of Balamban into a component city of the Province.
Provincial Board Members Alex Binghay and Caesar Ian Geronimo Zambo of the third district where Balamban belongs initiated the move when the PB passed a resolution requesting Rep. Pablo John Garcia to sponsor a bill in Congress to convert the municipality into a component city.
“I’m in full support of the move of the Provincial Board. I’m sure it reflects as well the sentiments the people of Balamban as well as the leadership of Balamban that they be upgraded from a municipality to a city,” Garcia said.
Garcia added that the present situation of Balamban meets all the qualifications.
“Hinog na gyud kayo,” Garcia told reporters.
Cebu fourth district Rep. Benhur Salimbangon, who was with the governor in her two-day visit in Bantayan Island, also expressed his support when the bill will be filed in Congress.
Rep. Garcia earlier said he was the one who requested Binghay and Zambo to sponsor a resolution in the PB to support his bill in Congress.
Binghay, former town mayor, said Balamban has already met the two requirements set under Republic Act 9009 or the amended Local Government Code of 1991.
A municipality may be converted into a city if it has a locally generated average annual income, as certified by the Department of Finance, of at least P100 million for the last two consecutive years based on 2,000 constant prices, a contiguous territory of at least 100 square meters as certified by the Land Management Bureau and lastly, a population of not less than 150,000 inhabitants as certified by the National Statistics Office.
Balamban has a total land area of 33,700 hectares, 55 percent of which is classified as alienable and disposable land while the remaining 44.51 percent is timberland.
It is composed of 28 barangays with three urban barangays - Aliwanay, Baliwagan and Sta. Cruz.
The municipality has generated a local income of P126,454,332.86 for calendar year 2010.
Balamban is the home of one of the leading medium-sized shipbuilders in the world, Tsuneishi Heavy Industries, (Cebu) Inc. (THICI).
Shipbuilding, ship repair and manufacturing of outfittings for ships and vessels constitute the main business of the company. THICI supplies medium-sized vessels to different parts of the world. (FREEMAN)

Parchie July 2nd, 2011, 01:57 AM Mayor cites accomplishments: Compassionate, yet tough Rama
By Garry B. Lao (The Freeman) Updated July 02, 2011 12:00 AM Comments (2) View comments
CEBU, Philippines - Cebu City Mayor Michael Rama showed compassion and toughness in his State of the City Address (SOCA) yesterday afternoon where he also laid down his plans until his term ends on 2013.
In his first state of the city address, Rama summed up his accomplishments after a year in office and laid down 22 plans that he hopes to accomplish in the next two years.
The speech, which he said was only going to last 40 minutes, stretched to a shade over an hour.
Rama was applauded 80 times not including the time when he was called to the podium.
But before he started talking about his feats and promises, Rama began by acknowledging colleagues at City Hall and invited guests, which took him two minutes and 14 seconds.
Rama delivered his nine-page speech in Cebuano and started off by underscoring his election promises and personal achievements.
“Sa ako na nga gisaysay niadtong una kong pagpamulong atubangan kaninyo dinhi mismo sa maong hawanan ug bisan pa man gani sa panahon sa akong kampanya, miawhag ako kaninyong tanan sa pagkuyog kanako sa pagtul-id sa hiwi, paghan-ay sa gubot, paglimpiyo sa hugaw, pagwagtang sa baho ug pagpa-anindot sa bati,” Rama said.
Rama thanked the city council, which is headed by Vice Mayor Joy Augustus Young, for the success in approving last year’s Supplemental Budget in the amount of P1.5 billion and this year’s P4.5 billion annual budget.
Rama also thanked the private and business sector for paying their taxes, and the city’s collection has already reached 53 percent or 2.5 billion because of the sales also of the South Road Properties.
Of the 4.5 billion pesos budget, the mayor said that the bigger chunk was for the social services amounting to P815.5 million. Education got P117.8 million; environment P473.9 million; drainage P61.6 million; business facility P336.7 million; and infrastructure P335.6 million.
For education, the city government has set aside P100 million for building construction and the city’s scholarship program that already benefits 5,800 college students.
On top of the budget allocated by the council, the city has also set aside P227.9 million for the Special Education Fund through the Local School Board.
In peace and order, Rama thanked the Cebu City Police Office for bringing the crime volume down by 31 percent. The city has bought 44 police motorcycles with complete electronic and radio gadgets.
Rama also said that with the approval of Supplemental Budget No. 5, the city has set aside P200 million for asphalting and road concreting in 71 different roads and streets including those in the mountain barangays.
“Apan ang labing dako nga gimbuhaton nga atong nahimo bahin niini mao ang pagsemento nato sa mga dalan diha sa North Reclamation Area,” Rama said.
The city also focused on rehabilitating the Guba Emergency Hospital and strengthening the adopt-a-health-center program in 80 barangays with the help of the Filipino-Chinese community.
He also drew applause when Rama cited his environmental program of “no segregation, no collection policy” and the successful closing down of the Inayawan Landfill.
In tourism, Rama said the city was recognized as Asia’s City of Culture. He also boasted the opening of the newly-rehabilitated Plaza Independencia, Rizal Public Library and Museum, and the Beautify Cebu Movement.
He also cited the efforts to clean up the Carbon Market.
Rama also directed the city social service, the city treasurer’s office and city administrator’s office to prepare the distribution and the release of the incentives for senior citizens within two weeks.
The mayor also asked the city council to approve a housing program for the city employees, police, and teachers.
“Ang atong administrasyon nagatuo nga charity begins at home. Busa, aduna usab kita’y susamang housing program alang sa mga empleyado sa City Hall nga hangtod karon wala pay gipanag-iyang puloy-anan. Sa kasamtangan usab, wala gayod nato ihikaw ang mga benipisyo sa mga city employees nga angayan madawat nila untop sa panahon nga gilatid sa balaod.”
Rama also bared 22 promises for the next two years that he will be at the helm of the city. This includes the giving a monthly incentives and allowance to barangay officials including the SK, to re-construct the Carbon market, to solve the controversial Banilad-Talamban issues, the construction of an elementary school in Barangay Ermita.
The establishment of a sports facility at the SRP, the establishment of a Materials Recovery Facility in all barangays, the establishment of Children’s Park at the Fish Market in Pasil, the putting up of public toilets in the barangays, and the establishment of Cebu City College.
Rama closed his speech by calling for the cooperation and setting aside political bickering.
“Ato una ihikling ang politika, ato una i-focus ang serbisyo. Ato nalang paaboton ang 2013, sige kana magtinirahay ta, dili una karon,” Rama said.
Yesterday’s SOCA was attended by an estimated 10,000 people according to the City Hall officials.
Done once a year, the SOCA is among the traditions in local governance wherein the chief executive presents his accomplishments of the past 12 months, and his legislative proposals and policy direction for the next 12 months or upcoming year.
This is not the first time that a city chief executive delivered his SOCA outside the City Council Session Hall.

GOKONGWEI-led Robinsons Land Corp. (RLC) hopes to begin construction of a five-hectare mixed-used development along Gen. Maxilom Ave. in Cebu City before the year ends.
RLC president and chief operations officer Frederick Go said the company is finalizing the plan for the development, which will house a shopping mall, residential condominium and Go hotel.
He declined to disclose further details of the project but said the shopping mall will be the first component to be built in the area.
“We are looking at a five-year period for the completion of the project,” he said.

oki ra na bai diehard oi..di lang bitaw kana ray giplano sa gobyerno..im sure with these kind of projects, makatabang ni pagpahumot og pagpaatraktib sa sugbo, aron daghan napod mangulitaw niya nga mga investors..sama sa usa ka-dalaga bah, kinahanglan siya magpalami para nay daghan manguyab... naa nay mga postibong epikto bai diehard, para pod sa kaayohan og livability sa syudad kay maka-inganyo, encourage man nas society for wholesome and healthy expression of their existence which is sports..
mas maayo man jud nang balanse ang syudad, dunay sa pagpangwarta duna poy sa pagpagwapa og sa recreation, mao nay mohatag og harmony sa communidad...sama ra nas usa kadatu, kung sige lang siyag atiman sa iyang negosyo padaghan sa kwarta, nya di kabalo mobuhat sa iyang lifestyle pabayaan niya iyang kaugalingon og walay panahon sa palulinghayaw, magmalipayon ba kaha siya? at the end of the day he would only feel stressed, sa madugay mahimo siyang laos og wala nay freshness sa kaugalinon, kinahanglan lang siya morelax og mo-areglar sa basic sa life the things that is worth spending for, to have a lifestyle, aron marevitalize og andam napod manikaysikay sa ugmang madan-ag.. :):)

if ur overly positive you will lose grip of reality..if u want to be at the right track u need to be realistic and assess things with a bright open eyes and mind, then by there you can use ur optimistic being to work on things and achieve positive change...we should all be balanced, too much of everything is always bad..:)

Henz July 2nd, 2011, 11:23 AM Was able to visit the Colon area today to buy some stuffs in the Gaisano Main Store, after over a year of not having been in the place. I was surprised to see that Colonnade Mall is undergoing a major facelift, inside and out. It is currently installing the claddings outside.
As i walk along the busy sidewalks, i found several Caucasians and Koreans tourists with their families trying to have their own feel of the cebu's downtown.
I cant help to recall what we have discussed in our chilling mode night out with Zuburbia, Slerz, Bloodyred and Betro after Mayor Ramas SOCA last night. We discussed about Mayor Rama's thrust to improve the sidewalks and steer clear these from vendors to make it more walkable from cebuanos and visitors alike. In fact, it had been officially started in the Capitol side of the Osmena Blvd. This will be the start of more sidewalk improvements to be initiated from North to South.
And as i imagine this, i found hope that Colon will soon find its revitalization and its not impossible. I can now see a Vendor free, clean, walkable and more refreshing Colon St. with plants/ trees on sides and brick pathways..
We could then shop, take our breakfast or coffee from the stores along the way or watch cultural shows in the old but revitalized theaters nearby.
Colon even with the advent of huge malls in the city continues to be vibrant and dynamic. It still plays an important role in the economic dimension not just of Cebu city but as well as the whole Cebu Province.
Zuburbia July 2nd, 2011, 11:31 AM ^^^^

mAiNsTrEaMhunter July 2nd, 2011, 11:36 AM about colonnade, bitaw they're undergoing a major major facelift and its good. too bad the owner failed to obtain franchise of Casino Filipino because he intended to convert 1 of the 3 cinemas into a casino.

Purely Keynesian model on economics, yes! It is called the "multiplier effect"! But sometimes other factors cancel-out any positive effects and the multiplier becomes 1.
If the project caters to football matches alone and cannot be used as a "multi-sports" venue, I guess it gonna be hard, a "less bang for the buck" thing. Just my own opinion.

Wolfranz July 2nd, 2011, 03:54 PM @Osmena Blvd sidewalk improvements: It is now apparent that they are emulating the design in front of Cebu Doc. The concrete barriers for the trees will be raised and beveled at the top edge, in addition to the similarities in the pavement patterns. Kung in-ani pa lang ka paspas ang uban project sa siyudad, ok kaayo
@Proposed underpass at Fuente: Finally, they have realized this option! This idea has been in many thesis proposals already here in USC for years. I hope this will push through. This should replace the skywalk, para ma-restore na ang grand view sa Osmena Blvd.

Mag pension house ka mas mora kay sa hotel. Marani sa Fuente area.
AmbutLang July 2nd, 2011, 04:31 PM No idea about the exact location of it in SRP.
I think this is corporate funding. Hapit tanan Don Bosco schools naay football field. Usa na ka requirement sa Don Bosco nga adunay sports activities naron daghan maka duwa and to keep the students busy.
