"Bawal pumasok ng letrato" forbidden to take picture, I useually answer in "Schwyzer Duetch" language they are likely to ignore and it does take care of it, "No speak Englisch" but I wonder why and what is the reason behind it. When I will be back homne I will contact their embassy and tourist office asking "why" as it makes no sense. Manila is much worse for that, so if it happens to you answer in Russian, Javanese, Swahili or whatever.
If I were a terrorist, which I am not I would use state of the art technology to make my photo or even a cell phone, I did wonder why as it makes no sense whatsoever."

USC will be constructing a new building for the engineering department.. this building will be converted into a commercial establishment probably a mall.. (mao ingon sa amo teacher sa architecture)

USC will be constructing a new building for the engineering department.. this building will be converted into a commercial establishment probably a mall.. (mao ingon sa amo teacher sa architecture)
Marvs, I really missed that building and the atmosphere of the campus, studied there in the mid 80's. I will be sad to see that building converted into a commercial establishment.

wow an underwater restobar!! That's very original - when will this place open?
it will be in Mactan island but construction has yet to start. they'll start to work on it next year pa. the company is still completing the 40-storey tower in Cebu City. :D i think this will due on 2009 pa. based on the image, they need to either excavate the land or build a man-made island, which i think will take time.

hmmm... you know what, i'm beginning to sense that the Megadome could actually be built for several facts and the latest developments:
1. The Megadome is a Cebu Province project and funds for building the structure has already been alloted by the provincial board in the first place. so why build a megadome for the ASEAN Summit budget if the province has the money for it? it is then a wise move to build a convention center from the P1 Billion SUMMIT budget and build a Megadome from the Cebu Province budget.
2. Architect Medalla has been in contact with the government since winning the design contest. Mr. Medalla has also been instructed to modify the design up to the last minute of decision-making but gave in to the convention center and put the Megadome on-hold again.
3. Architect Medalla in the span of more than two years for sure have all the necessary details to build this not just the design itself. (electrical, plumbing, etc.)
4. Architect Medalla has yet to receive his grand prize for winning the design which is the Megadome being built itself. the architect will get a portion of the amount for the construction.
5. Mayor Tomas Osmeña of Cebu City earlier expressed his interest on the Megadome by offering a portion of lot in South Road Properties for FREE.
6. Part of the SRP masterplan is to alot an area for a sports complex.
7. The Cebu Province mayors, congressmen and other leaders have expressed their support to build a "sports-complex" which they think it is high time to have such sports venue for the premier province.
all i can say is, why settle for one megastructure if you can afford two? :2cents:

naka punta na kasi kami ng family ko ng argao for a vacation...but matagal na yun...last 1992 pa. tsaka miss ko na rin yung otap at chicharon na may laman galing cebu...wala kasi dito...healthy living yung mga singaporeans eh... :)

The organization of architects in the country has thrown its support behind Alexius Medalla, the original designer of the Megadome project, who after spending P4 million and winning the national competition, was junked by Capitol officials at the last minute.
Benjamin “Bing” Avila, United Architects of the Philippines (UAP) regional vice President, said the organization would study all options available to help Medalla who he said had been unfairly treated by provincial officials.
“What the Capitol did was unfair. It's very unfair,” he told Cebu Daily News (CDN) on Tuesday.
“He was not even paid a single centavo for his work and what's worse, the architect (Medalla) was put in the bad light,” he added.
Avila said he met with UAP national president Dinky Florentino and Medalla in Manila last week, when the beleaguered architect told them of his problem.

It was then decided that “the entire UAP is supporting Medalla on this,” he added.
Avila stressed Medalla did not commit any lapse as it was “natural” for the beleaguered architect to hesitate submitting the entire structural drawings since there had been no contract between him and the province and that no payment had been made since winning the design contest in 2003.
CDN reached Medalla on Tuesday, but he refused to issue any statement.
Medalla, who worked for a firm in Hong Kong for nine years, won the Megadome design competition in 2003, besting 69 entries nationwide. The clincher was his “spinning disc” design.
He was supposed to receive P12.5 million in professional fee, or five percent of the P250-million project cost.
But this alumni of the University of San Carlos and ninth placer in the architect board exams had not received a single centavo from his cash prize.
The project was placed on the back-burner due to the opposition of the provincial board members who found it a “waste” of people's money.
It was resurrected in December when Cebu Governor Gwendolyn Garcia offered the Megadome as the venue for the Association of Southeast Asian Nations Summit in December.
Instead of a sports arena, the Megadome will now house the Cebu International Convention Center (CICC) for the annual meeting of the 10-member ASEAN and its dialog partners.
Medalla revised his design to accommodate the CICC and submitted the documents for the Phase 1 of the project, which was substructure or the foundation of the building.
The design was used by the Bids and Awards Committee (BAC) in the procurement process and was distributed to the contractors, where WT Construction emerged as the winner in the bidding process.
But early last month, Capitol dropped his design and replaced it with that of Manuel Guanzon and Associates, which increased the project cost from the original budget of P250 million to P370 million.
Guanzon will receive P12.5 million out of the P370 million budget of the CICC project. His contract will include supervision of the construction as well as consultancy.
Vice Governor Gregorio Sanchez told reporters on Monday that Medalla was replaced for showing disinterest in the project.
“We are afraid that the project will be held hostage because it appears that he had some hesitations. He was not clear when to submit the design (of the project) and sign the contract,” Sanchez said.
Pablo John Garcia, the governor's brother and consultant on information, organization and management, told a news conference that it was an “executive decision” to replace Medalla as project designer.
He pointed out that Medalla had been stalling the submission of the details of the plan on the spinning disc design.
But he added they decided to get another designer because they could no longer wait for Medalla because the construction should start this month so the CICC would be completed by November in time for the ASEAN summit in December.
Pablo John said Medalla got some money when he won the design in 2003. He added the governor tried to find ways to compensate Medalla for his expenses despite the absence of a contract.
“I know that there is a risk that Architect Medalla might claim for compensation but, as I have said for the past two years, we are trying to reach a compromise on the matter. We will just face whatever Architect Medalla will raise, we will just answer it,” Consultant Garcia said.
But Avila said the province only paid P75,000 to Medalla, barely a fraction of the P12.5 million he was supposed to receive as cash prize.
The amount could hardly compensate the P4 million that Medalla spent for the project - from conceptualizing the design to revising it in order to accommodate the CICC.
“And all of sudden they (Capitol officials) drop the design...that is unfair,” Avila said.

Construction has already started. Bulldozers have already made the ground works.
I think this convention center will be a number of times bigger than the existing "CICC" in Waterfront. According to the newspaper article, this facility will have helipads, a huge parking area, briefing rooms, ante rooms, a room for media, etc..etc..etc..
This facility will also feature a "commercial center" which will be developed after the summit.
Hopefully too, the CITEX will be built within the vicinity of this complex making the area a "Convention Park". Hehehehehe

THE Mandaue City Council authorized on Tuesday Mayor Thadeo Ouano to enter into a Memorandum of Agreement (MOA) with the provincial government for the use of a 38,136-square-meter lot at the North Reclamation Area for the construction of the Cebu International Convention Center (CICC).
In exchange for the city's accommodation is an agreement to jointly manage the facility, which is identified as the venue for the ASEAN Ministers Summit in December 2006.
The MOA states that the construction can begin within a period of six months from the execution of the agreement and should be completed by Dec. 31, 2006.
"The construction by the province of Cebu of the CICC on the above-mentioned parcel of land of the City of Mandaue is not only advantageous to the parties but would, aside from being a source of pride, also redound to the benefit of the Cebuanos, in terms of sports, cultural and economic development and will serve as a legacy of good and sensible governance," the MOA said.
Ouano wrote the council on Feb. 27 to request for authority to enter into a joint venture agreement with provincial government.
The council approved the mayor's request during its council session held on Tuesday afternoon.

The United Architects of the Philippines (UAP) has brought up the megadome issue to its national office ethics committee, a UAP official said.
UAP-Visayas vice president Benjamin Avila, in an interview with Sun.Star Cebu, said the Provincial Government “should have cleared it with Alex (Medalla) first” before entertaining another architect to pursue the project.
Medalla won the megadome design contest in 2003, but Capitol last week replaced his design with another design.
Now P370M
Avila denied allegations that Medalla failed to comply with what the Provincial Government was asking for.
Capitol initially considered Medalla’s design for the Cebu International Convention Center, which will be built for the Association of Southeast Asian Nations summit in December.
Capitol will now use the plans submitted by Guanzon Architectural and Design. The original budget of P250 million has shot up to P370 million with the new design.
“Capitol contacted prominent architects and I think only (Manuel) Maning Guanzon accepted the challenge. However, I think at this point, it might be unethical for Maning to accept the challenge. He should have asked Medalla first if he was through with the project,” Avila said.
Avila said Medalla was able to comply with the necessary alterations of the design but he did not submit the structural component of the design because, in the absence of a contract he was not paid.
Treatment
Several Medalla sympathizers contacted Sun.Star Cebu expressing their gripes over how Medalla was “unfairly treated.”
“Our names are the only things we architects have,” one of them said.
Avila has contacted UAP national president Dinky Florentino, and the organization will only make a stand after the ethics committee will have evaluated the case.
Avila admitted that Medalla could not collect from the Provincial Government in the absence of a contract. The legal committee of UAP, though will look into that.
He said Medalla should have secured a contract first before implementing the project or even executing the plans.
Capitol consultant Pablo John Garcia said that even without a contract, Capitol still tried to help Medalla by trying to arrive at a compromise agreement, so he would be paid with whatever he deserves, based on work he has done.
Politics
After winning the design contest, Medalla’s contract was submitted to the Provincial Board (PB), but it was not acted upon.
Avila expressed dismay that Medalla became a victim of government politics.
During that time, majority of the board members were not allies of then governor Pablo Garcia and were against the megadome project, saying it was a waste of people’s money.

The Department of Tourism (DOT) chief said they will not tolerate any “illegal” activities of tourists.
But Tourism Secretary Joseph Ace Durano said he is not aware there are tourists who overstay and illegally do business in the country.
A national paper had reported that “the govern-ment’s drive to attract Korean and Chinese tourists is paying off too well, as many of the visitors are traders and businessmen who end up overstaying to take jobs (away) from Filipinos.”
Won’t tolerate
“I didn’t know about that. But if there are activities like that, we won’t tolerate that,” Durano said in an interview during the Philippine Business for Social Progress’ 18th annual membership meeting last week.
The report said a “bloc of consultants, informally known as Cebu Inc., has been running the show at the Department of Tourism and targeting the entry of more tourists from China and Korea.”
The report said Chinese immigrants allegedly smuggle items into Divisoria, Quiapo and other large trading centers in Metro Manila while Korean nationals now own travel agencies, hotels, restaurants and bars despite constitutional restriction on foreign ownership.
Families
Durano said the biggest bulk of tourists that come to the country, especially in Cebu, are families on holiday, he said.
“If there are cases like that (overstaying foreigners), I think it’s the Bureau of Immigration that should take care of that. As far as the mainstream of tourists is concerned, we’re getting the high end,” he said.
The number of Koreans who stay at Shangri-la’s Mactan Island Resort and Spa, the “most expensive resort” in Mactan, manifests that the tourists who come to the country belong to the high-end market, he said.
Seventy percent of Shangri-la’s tourists are Koreans, he said.
The DOT 7 reported a 43-percent increase in Korean tourists to 120,871 in the first 10 months last year compared to 84,326 in the same period in 2004, making them the top travel market for the province, above Japanese and American tourists.

CEBU Vice Gov. Gregorio Sanchez Jr. yesterday debunked comments that the provincial government "unfairly treated" architect Alexius Medalla, who won the nationwide contest for the P250-million Megadome project in 2003.
Sanchez, who is acting governor until Gwendolyn Garcia returns from South Korea, advised the United Architects of the Philippines to first hear the Capitol's side and "dig deeper to unearth the real story" before taking a stand on the issue.
Benjamin Avila, UAP regional vice chairman, rallied the group behind Medalla after learning that the architect was dropped by the Capitol as the designer for the Megadome project.
"If they said that we treated him (Medalla) unfairly, I think it is the other way around," Sanchez said.
Sanchez reiterated the Capitol's explanation for dropping Medalla: that the architect had withheld designs for the project which made it difficult for the provincial government to initiate the bidding.
"The bidders could not even make intelligent estimates because what he (Medalla) had given us were incomplete documents," he said.
The vice governor blamed the misunderstanding to "Medalla's demand for payment for his work prior to submitting the complete design and other accompanying documents."
"We do not have time to wait (for Medalla)," Sanchez said.
Medalla was purportedly demanding P12.5 million, or five percent of the P250-million budget for the Megadome project.
Sanchez clarified that the absence of a contract between the provincial government and Medalla cleared the Capitol of any obligation to pay the architect.
He said that as far as the Capitol was concerned, Medalla had already received his payment-P75,000-for the design.
"(Medalla) took his own risk to proceed with the project even without a notice (from the provincial government)," Sanchez said. "The province will have no liability if he demands payment. It will be up to him if he asks for it (payment)." With Reporter Doris C. Bongcac

Cebu get 2M foreign tourists

THE planned opening of various hotels and resorts in Cebu would enable Cebu to achieve two million tourists by year 2010, Tourism Secretary Ace Durano said.
Durano said the trend shows that Cebu gets half of the total tourists coming to the country. Since the Department of Tourism (DOT) targets five million tourists by the year 2010, he said, Cebu could easily get two million of that.
However, he said, what Cebu needs to attain this much number of tourists is by providing enough accommodation for them.
The increasing number of tourists has also helped encourage investors to set up hotels and resorts, Durano added.
The planned opening of Coral Reef and the hotel beside SM City Cebu will help alleviate the shortage of rooms in Cebu, he said.
Coral Reef is now owned by the Philippine National Bank (PNB) after the bank foreclosed the property.
According to Durano, Lucio Tan would like to operate the property on their own because his group of companies has a hotel chain.
"Since the (Coral Reef) villas could no longer be used, the plan of Mr. Tan is to build a 1,000-room hotel and to fully develop the golf course," he said.
On the other hand, Durano said that the SM group would attend to the planned operation of its hotel beside SM City Cebu after the Mall of Asia is completed.
He said the SM group is targeting the end of first quarter to open its huge shopping complex in Manila.
"After that is completed, they can move on to this property. But their plan here is to put up a convention center and look for a management company. It would no longer be Sheraton," Durano said.
Another upcoming project by a Korean investor is the 700-room resort complex in Mactan, he pointed out.
Another plus for Cebu is the upcoming ASEAN Summit scheduled on December, Durano said. "The ASEAN Summit will give further large exposure for Cebu. The holding of the meeting at such a high level will give a different level of exposure," he added.
During the ASEAN Summit, about 18 heads of states are expected to attend, he said.
Foreign Affairs Undersecretary Francisco Benedicto said that about five hotels have been identified to provide accommodations for the heads of states and other officials.
According to Benedicto, the venue of the summit is yet to be identified.
"I hope that the planned convention center by the provincial government will be completed," he said.
Cebu Governor Gwendolyn Garcia has given assurance that the project will be completed in time for the Asean Summit.
Garcia said that the contract for the substructure has been awarded to WT Construction, which will soon start the works.
Other local governments also see the opportunity of promoting Cebu during the summit.
Cebu City Mayor Tomas Osmeña said the city would spend millions for the foreign journalists who would cover the event.
According to Osmeña, these journalists would be senior ones since they would be covering the heads of state.
Because of this, he said, Cebu City would promote Cebu as a tourist destination through them.

A Korean-owned company Fastem Housing and Development (FHD) is investing P1.4 billion in Cebu to build a premium condominium building facility, which is set to be completed in the next two years.
FHD has started its horizontal works in the 3,000 square-meter lot it purchased at the Cebu Business Park (CBP). The company is building a 19-story high rise building condominium, called Tower Place Residential Condominiums, located right in front of the south-entry area of the Ayala Center Cebu.
"I believe that there is a market in Cebu for condominiums. The City [Cebu] has started to embrace the condominium living lifestyle," said FHD president Sun Kyu Baek in a press conference yesterday.
As soon as the company will get its license to sell from the Housing and Land Use Regulatory Board (HLURB), they will start to sell the 200 condominium units to the market, said ChaCha R. Rama, FHD marketing director.
Initially, the company has built a showroom facility to showcase the unit models of the upcoming project, also located near the Cebu Business Park.
The Tower Place will be the first condominium building developed by an investor-company in Cebu Business Park, aside from the Park Towers condominium buildings that are developed by Cebu Holdings Inc. (CHI), the developer of Cebu Business Park.
Baek emphasized that another unique facet of the project is the extensive use of state-of-the-art technology in the condo units. Doors are equipped with digital keypad door lock system, which can store multiple security codes, sensor systems, among others.
Out of 200 high-end condominium units to be made available come September of 2008, are eight penthouses to be located in the 18th and 19th floors.
Baek said the project expects to attract 80 percent Filipino buyers of condo investors, while 20 percent may be purchased by foreigners, especially Koreans.
By the end of this month, of early April, the company will hold its formal ground breaking ceremony to officially start the two-year construction work, of Cebu's another landmark.
Baek, who has also investments around the world, like maintaining a construction related manufacturing plant in Saudi Arabia, said Cebu for his part, is the most strategic area for this kind of business, among other regions in the Philippines, including Metro Manila.
Although, there are already several condominium units available in Cebu, he said the market is offering almost the same product, in terms of quality, among others.
"I like to introduce another dimension of condominium units that will be state-of-the-art in Cebu," Baek added.
FHD started in the Philippines in 1980, and handled various construction projects in numerous cities and sites in Asia.

CEBU CITY, May 13, 2005 (STAR) By Jasmin Uy — The Department of Education (DepEd) will be introducing Bisaya and English as the languages for medium of instruction in the city’s public elementary schools.
City schools superintendent Leonilo Oliva said the new system patterned after Singapore’s will be applied here.
Oliva said schools in Singapore, which she and other city officials recently visited, use its mother language and English in schools.
"I think it is effective because it will be very easy for students to comprehend what is being taught to them," she said.
In the first four months, Oliva said Grade 1 students in Singapore are taught how to read in English and in their country’s language.
Here, students will be taught how to read in Bisaya in the first four months, and subsequently in English.
Oliva said the new system will be piloted in five schools, namely the Barrio Luz, Busay, Camputhaw, Camp Lapu-Lapu and Lahug elementary schools.
He said the city’s teachers will be trained on how to teach in the vernacular.
DepEd regional director Carolino Mordeno is amenable to the new system and hopes that what is being done here can be duplicated in all schools in the region. — Freeman News Service

Cguro it's a preparation for the implementation for the policy coz they have conducted a test recently that students got 80% ave. scores in exams using the English and Bisaya language as medium of instruction in schools... but using the tagalog and English lanuage as a medium of instruction, students got only 30% ave. scores...
Didto ka nakabaw nga ang bisaya diay sa sunday kay "ligid ligid"
and do you know that the bisaya of July is "hidapdapud", August is "hinlubad", October is "bagyo bagyo"...
and one thing, those Cebuanos that are good in bisaya language daw are fluent english speakers and/or can pronounce english words fluently...

It should not be only applicable in Cebu but the whole country. Use their regional language with English. It will pave way for the removal of Tagalog as the official language.

Mandaue City Mayor Thadeo Ouano expressed his opposition to the plan of Cebu City Mayor Tomas Osmeña to put Cebu under a four-day holiday during the upcoming 12th Association of Southeast Nations Summit this December 11 to 14.
During the ASEAN Summit Cebu Organizing Committee meeting with the executive committee yesterday at Plantation Bay Resort, Ouano said the plan is an "overreaction" and instead suggests a selective holiday for the public, especially to the public schools and government offices but not the business establishments.
Sixth district Rep. Nerissa Soon-Ruiz and Cebu City Representatives Raul del Mar and Antonio Cuenco backed Ouano's idea.
Del Mar said that the security committee should look into the dissenting opinions of Ouano and Osmeña on whether or not Cebu should be put under a four-day holiday during the upcoming ASEAN summit to determine what is best to be done.
Presidential adviser for Central Visayas Felix Guanzon brought up the concern of the business against the four-day holiday proposal.
Ouano said that he does not want the city to look like a ghost town during the summit, adding that there is no need for such declaration considering that Cebu is safe.
But Cebu City planning officer Nigel Paul Villarete insisted that in the last ASEAN Summit in Thailand, their government also adopted the four-day holiday to ensure the safety of the delegates.
Ruiz was angry to learn that until now the Department of Tourism has not yet submitted important data in relation to the preparation of the said event, such as the number of hotel rooms needed, and how to go about the transportation of the delegates for safety purposes.
Another meeting will be held on Monday wherein the DOT is expected to present data to answer Ruiz's concern.
Vice Governor Gregorio Sanchez, meanwhile, appealed to local business groups to "sacrifice a little" as the 4-day holiday proposal during the holding of the summit here in Cebu this December means greater economic returns.
President Gloria Arroyo has announced the declaration of December 11 to 14 a holiday during her visit here in Cebu last January, following the request of Osmeña over fears of possible terrorist attacks during the hosting of the said international event.
A presidential proclamation covering such measure has yet to be issued, though.
Mandaue residents are 'warming up' to trash segregation

Residents of Mandaue City are slowly complying with the "No Segregation, No Collection" policy in support of the Solid Waste Management System of the city government which was implemented last February 18, 2006.
Rene Tariman, head of the Department of General Services, said residents in the barangays of Ibabao-Estancia and Subangdaku are positively responding to the call to segregate their biodegradable and non-biodegradable garbage
The city government distributed more than 4,000 garbage bins to all the 27 barangays.
He further said that they also resumed their information and dissemination campaign in the barangays and asked the cooperation of all the barangay officials to instill awareness among their respective constituents.
The city government also imposed stiffer penalties to violators. Under the city's Solid Waste Management Implementing Rules and Guidelines, varied penalties shall be imposed against violators ranging from payment of a fine of P500 to ten days imprisonment, or 15 days community service.
Among the prohibition includes throwing or dumping human and animal waste and other offensive matter in any vacant lots and other public places; spitting, urinating or defecating in any streets or public places; posting of any handbills, posters or streamers without authority from the city mayor; throwing of wastes of any kind or drain untreated water into the city's creeks and coastline, among others.
Money collected out of penalties and fines shall be used only to support environmental management initiatives.
Scarcity of judges hits Cebu as Caminade quits

The problem of lack of judges in Cebu has worsened after the Supreme Court accepted the resignation of Regional Trial Court Branch 6 Judge Anacleto Caminade Jr. from the bench.
Although The Freeman failed to get a copy of the Supreme Court resolution accepting Caminade's resignation, a lawyer at the Office of the Court Administrator said he already saw the copy of the document.
The Supreme Court lawyer, however, refused to provide The Freeman with a copy of the resolution without a formal letter of request to be approved by the justices.
Regional Trial Court executive judge Simeon Dumdum Jr. confirmed hearing reports about Caminade's resignation after being informed by a fellow judge, Bienvenido Saniel, about it.
Dumdum said it is not necessary for a retiring RTC judge to submit to him a copy of the resignation letter because they are in the same court level.
Caminade failed to hear cases yesterday and his staff told The Freeman that the judge is on leave.
Aside from RTC Branch 6, Caminade, an Argao town native like former chief justice Hilario Davide Jr., is also the acting judge of the regional trial court in Oslob and holds sessions there every Monday and Tuesday.
"The effectivity of judge Caminade's resignation would start once he will receive the copy of the Supreme Court resolution accepting his offer," said the Supreme Court employee.
At present, RTC branches at the Palace of Justice that have no permanent judges are the Branches 8, 11, 12, 17, 18, 22.
La Niña brings rain to Cebu on supposed dry, hot days

The Philippine Atmospheric Geophysical and Astronomical Services Administration announces that because of the La Niña weather phenomenon expected to end on May, the country especially Cebu will have more rainfalls over sunshine.
PAGASA Mactan weather specialist Claude Alviola said that the hot, dry season is not expected this year for the months April to May.
Alviola pointed out that the La Niña is expected to bring showers in the Visayas especially in the northern and southern part of the province, unlike last year wherein the temperature reached 42.2 degrees Celsius, the third hottest temperature that was recorded in Cebu.
Increases in the incidence of typhoons, floods and frequent heavy rains since November last year may be explained by the development of La Niña, Alviola said.
"The persistence of present oceanic and atmospheric patterns in the next two months will confirm the occurrence of a La Niña episode and continue to influence the climate of the country," he added.
"Conditions in the country will be characterized by normal to above normal rainfall at least up to May, the probability of more tropical cyclones within the Philippine Area of Responsibility and flooding in some areas," Alviola said.
He further advised the public especially in flood prone areas and landslide prone areas to be extra vigilant.

this can never be good for the whole country including Luzon BUT it will be good for Cebu... This should not be an issue coz this will only be implemented in Cebu, only in Cebu excluding Luzon, coz we have our own language and culture here and through this, children from different schools here in Cebu are expected to get high grades as tagalog will never be used in schools but instead the Cebuano/Bisaya language which these children are used to.
Why don't we use our own, why are we using that we don't own? we will only suffer in that case. So it's time to use our own ;)

No problem with BISAYA being taught as medium of instruction in Cebu only.. It should be noted that during a forum on Visayan Language held at UP, it was emphasized that the Visayan Language is slowly "dying out."
Before, we had music, poetry, arts, etc.. in Bisaya but now wala na..

in my opinion, it will do more good as it will ease the burden of learning the language. it is better to master one or two languages than speak many yet not good enough. communication is not about learning a lot of languages, but it is importantly inclined on how well one is able to bring the right message to his audience.
with the local language used as tool for learning makes it easier for people to absorb knowledge. english puts us in the international scene and it gives our people advantage over other nationals. it will bring food on the table and pay the bills. while tagalog gives us an identity as filipinos, but it is not the answer to make us love for our country.
personally, i find it hard to speak tagalog, nevertheless, my pride for the country is as rigid as diamond. :) nationalism is not about fluency of tagalog after all.

we could learn tagalog as an optional language not necessarily removing it from the curricula. having many languages and dialects and with english as a second language will make us more interesting as a country. that makes europe interesting, a union with diverse languages and cultures.

None anymore. GMA stopped dubbing their shows into Bisaya when they noticed the drastic drop of the ratings of their shows.

Two months has passed since 'twas fenced bai but there are still no signs of renovation or expansion whatsoever. The establishments were not even demolished yet.

IS there a need to re-bid the Cebu provincial government's Megadome project because of a change in design?
With roughly nine months left before the 12th Association of Southeast Asian Nations Summit and the winning bidder already working on the venue, the question of whether the new design for the project is compatible with the design of architect Alexius Medalla is also being raised.
Allaying fears of an incompatibility in designs for the project, an official of the Capitol yesterday revealed that the new design, submitted by architect Manuel Guanzon, was "anchored" on the old design.
Capitol consultant Pablo John Garcia assured that there was no conflict of designs in terms of the substructure, or the foundation, and the superstructure, or the outer shell, for the Megadome.
When three architects were asked by the Capitol to present new designs for the Cebu International Convention Center, they were told to build a new design based on the old design for the substructure, Garcia explained.
Medalla's design for the substructure was used by the Capitol in the bidding process for the Megadome's first phase.
Garcia pointed out that even if there were obvious differences in the shapes of the two designs, the "columnations" were fitted out of Medalla's design.
"We cannot redo the whole thing. We do not have enough time," he said.
An architect, however, debunked the Capitol's explanation, saying it was difficult to use different designs for the substructure and the superstructure.
"It's like fitting square pegs in round holes," said the architect, who requested anonymity.
Despite admitting that Medalla's design was used for the bidding, Garcia clarified that "the Capitol will not be obliged to pay for it."

THE world's first commercially produced high-tech fastcraft vessel was launched yesterday in Balamban town, Cebu by FBMA Marine Inc.
The crew vessel, which took 12 months to build at a cost of US$9 million, was made by Filipino hands entirely in Balamban, according to a briefing sheet from the Aboitz company.
Ordered by a Mexican state oil company call Pemex, the vessel will operate in the Gulf of Mexico. Two of these vessels were ordered in November 2004 and specified by the customers to be state-of-the-art in offshore support craft.

The vessel uses the design of Lockheed Martin, the world's largest defense contractor. The prototype of this "Slice" vessel was built in Hawaii in 1998.
"The vessel was constructed entirely by Filipinos assisted by expat management," said company representatives.
FBMA is an Aboitiz company with a long history of building and delivering aluminum or steel high-speed ferries, patrol vessels and specialist work boats.
Its first vessel was a 50-knot Tricat for the Hong Kong-Macau route.
The shipyard has been operating in Balamban since 1997.
FBMA has built 14 vessels with another four currently in construction for clients in the Philippines, Hong Kong, Australia, the United Kingdom, Korea, Netherlands and Mexico.

City buys tractor for SRP clearing

The city government will purchase an agricultural tractor to fast-tract the clearing of the South Reclamation Project, and for the use of upland rice farmers.
Councilor Hilario Davide III, chairman of the City Council committee on agriculture, said the city agricultural department, which has been tasked by Mayor Tomas Osmeña to spearhead the clearing and removing of grass at the SRP, is in need of a tractor to speed up its operation.
During its last Wednesday's session, the council approved a P2.7 million appropriation for the undertaking, which will be taken from Pagcor funds.
"The tractor that the city will acquire will not only be used for the SRP but will also be used to develop the city's property in Guba and made available to our farmers in the upland barangays," Davide said.
City agricultural head Joelito Baclayon said that the rental of tractors from Toledo City would be delayed because of some priorities. "Using our equipment, road blocks were already established so as the purchase of herbicides, sunflower seeds and necessary tools."
Recently, the council approved over P700,000 for the landscaping of a miniature hill at Kawit Park by the Parks and Playground Commission.
In a joint resolution, councilors Gabriel Leyson and Nestor Archival said such move is aimed to beautify the city to attract tourists and investors considering that it is one of the venues for the Asean Summit in December.
The total cost of the project is estimated at P695,093.

His cutting edge design was obviously quite complicated and would have taken a longer time to build in time for the SEAN Summit. The Capitol only seemed to have double crossed him mainly due to the time constraint. It would be very bad for Cebu to have had his design chosen and not havinng it finished in time for the summit. He should wait a little while because his building might still get built in the near future. The most important thing for Cebuanos right now is to be united behind all the efforts for the summit.

the megadome is really "sayang". it could be a new landmark for the province if not for the entire country.. but it's still possible for the megadome to be built. the province could tap an investor to finance the construction under the build-operate-transfer scheme. but this time, the megadome will only be used for sports-related activities.

The Philippine Atmospheric Geophysical and Astronomical Services Administration announces that because of the La Niña weather phenomenon expected to end on May, the country especially Cebu will have more rainfalls over sunshine.
PAGASA Mactan weather specialist Claude Alviola said that the hot, dry season is not expected this year for the months April to May.
Alviola pointed out that the La Niña is expected to bring showers in the Visayas especially in the northern and southern part of the province, unlike last year wherein the temperature reached 42.2 degrees Celsius, the third hottest temperature that was recorded in Cebu.
Increases in the incidence of typhoons, floods and frequent heavy rains since November last year may be explained by the development of La Niña, Alviola said.
"The persistence of present oceanic and atmospheric patterns in the next two months will confirm the occurrence of a La Niña episode and continue to influence the climate of the country," he added.
"Conditions in the country will be characterized by normal to above normal rainfall at least up to May, the probability of more tropical cyclones within the Philippine Area of Responsibility and flooding in some areas," Alviola said.
He further advised the public especially in flood prone areas and landslide prone areas to be extra vigilant.

Eight years after it was first drafted, a tourism accord between the Philippines and Russia will be signed this month to further boost travel and friendly relations between the two countries.
Tourism secretary Joseph Ace Durano and Minister Vladimir Stazhalkovsky of the Russia Federation's Federal Agency for Tourism are scheduled to sign the bilateral agreement on March 14 at the Philippine Embassy in Moscow.
The accord, first drafted in 1998, seeks to simplify border control and customs matters and to provide for the exchange of information, the training of tour guides, the organization of group and individual tours and the establishment of tourism offices in both countries, among others.
In a statement, Durano also noted that Russia is becoming a major source of tourists to the Philippines, pointing out that the number of Russian visitors here grew 108 percent from 2004 to 2005.
In January of this year, the Philippines played host to 334 Russian tourists who visited Cebu, Bohol and Boracay.
The World Tourism Organization has also ranked Russian travelers tenth in the list of the biggest spenders.

THE planned opening of various hotels and resorts in Cebu would enable Cebu to achieve two million tourists by year 2010, Tourism Secretary Ace Durano said.
Durano said the trend shows that Cebu gets half of the total tourists coming to the country. Since the Department of Tourism (DOT) targets five million tourists by the year 2010, he said, Cebu could easily get two million of that.
However, he said, what Cebu needs to attain this much number of tourists is by providing enough accommodation for them.
The increasing number of tourists has also helped encourage investors to set up hotels and resorts, Durano added.

ARNOLDSA: 50 pesos per square meter to be exact. I know the property is only 1.5 to 2.5 Km north of the "pantalan". We are so excited, with the proposed yatch club I think the property is just 35 to 45 minutes away with a power boat.

Cguro it's a preparation for the implementation for the policy coz they have conducted a test recently that students got 80% ave. scores in exams using the English and Bisaya language as medium of instruction in schools... but using the tagalog and English lanuage as a medium of instruction, students got only 30% ave. scores...
and one thing, those Cebuanos that are good in bisaya language daw are fluent english speakers and/or can pronounce english words fluently...
This is not surprising because kids generally learn much faster if they are taught in their native language. I think they should do this throughout the RP. :)

Ah so it's located to the north from the "pantalan." The one I mentioned was somewhere down south.
There are some parts of Olango Island where stilt houses that stand on a shoal/coral bear flags of different countries (reflective of the owners maybe) like Korea, Germany, Japan, Netherlands, etc. as if they've reclaimed those shoals for their respective countries.

While most of the committees preparing for Cebu's hosting of the Association of Southeast Asian Nations (ASEAN) Summit in December are still waiting for funding before they can move, the airport committee has opted to start preparations using their own money.
Adelberto Yap, general manager of the Mactan Cebu International Airport (MCIA) and head of the airport committee for the ASEAN Summit preparations, said renovations to the Cebu airport are now underway, with the airport management allocating P300 million for a "facelift" of the airport terminal.
Their airport committee's share of the P1.3 billion that the government is allocating for the summit would be spent on developing the old Philippine Air Force property that the MCIA now owns, which would be turned into a parking area for the aircraft of foreign delegates, Yap said.
"We are expecting some 18 Airbuses and Boeing 747s to arrive and park at the MCIA," Yap said.
A lounge would also be developed at the airport that could accommodate the visiting heads of state while they make transactions at the terminal.
"We are developing the airport for arrival and departure activities for our heads of state," Yap said.
He said some facilities at the airport would also be created to prevent summit-related activities from interfering with the airport's usual business.
"We will be cementing another track to make the runway bigger. We will construct an extra ramp and put up a new exit road so as not to hamper traffic in Lapu-Lapu City," he added.
Yap said he was ready to submit the plans and budget for their proposed expansions to the summit's national organizing body.
But even in its current state, Yap said the MCIA was enough to impress Japanese inspectors.
He said members of the Japanese contingent visited the airport recently to make sure it could accommodate the two Boeing 747 aircraft that would carry the Japanese prime minister and his contingent to the summit.

So far, he's the best manager I have ever seen. He's got so many proposed projects on the line-up. He is so knowledgeable when it comes to airport infrastructure of international standards. Aside from that, he is also a former military man and a Cebuano. Note that he was a former executive at the Clark International Airport, a former military base which is being groomed to replace NAIA.
Alerre, Oppus, Diamos and other former managers of the aiport can never surpass Yap.

DESPITE the political turmoil that continues to bug the country, the shipbuilding industry in Cebu continues to grow and make milestones.
Iken Aboitiz, chief finance officer of the Aboitiz-owned FBMA Marine Inc., said the cost per manpower hour at the firm’s shipbuilding facility in Balamban, Cebu is eight times less than in other areas in the world.
That, and FBMA’s reputation of quality and timely delivery, are among the reasons that allowed the firm to secure a contract to commercially produce high-technology fastcrafts for the world’s largest defense contractor and aeronautics and astronautics specialist, Lockheed Martin.
Last Saturday, FBMA released to the sea off Balamban one such vessel, the “Lider.”
According to FBMA president Dough Border, the company is scheduled to build two more fastcraft vessels of the same design for Lockheed Martin aside from the other placed orders that are already in the pipeline.
“In our nine years of operation, we have worked hard and succeeded in gaining the confidence, which has been the company’s supreme challenge, of the world (seacraft) market,” he said during a press conference on the launching of the “Lider.”
Aboitiz said FBMA won a contract from Lockheed Martin to build for the first time the fastcraft vessel, a specialist form of Swath (small waterplane twin hull) designed to cope with extreme weather conditions experienced in servicing offshore oil and gas installations.
FBMA has the capacity to simultaneously build six of the Swath fastcraft.

“This is a very good example of what Filipinos can do,” he said.
The $9-million “Lider,” which is built entirely by Filipino hands, is owned by Mexican oil company Pemex. It will be run by the Hoteleria y Servicios Petroleros, which operates in the Gulf of Mexico.
With the Swath technology, the four torpedo-like hulls and the onboard computerized stabilizing systems, the two-meter-by-28-meter vessel will give comfort to the offshore oil and gas workers as they travel to and from the oil rigs.
The hull forms offer exceptional sea keeping and reductions in onboard motion, thus minimizing motion-induced sickness.
Border said this technology offers a cost effective alternative to the very expensive and sometimes risky helicopter.
The construction of the “Lider” took about 12 months.
Headaches
Aboitiz said the never-ending political turmoil in the country has given the company constant “headaches” and apprehensions that it will threaten the confidence of the world in the Philippines.
But he said FBMA’s clients are not scared.

Cebu will once again take the spotlight in the world of fashion, as the world's Fashion TV (FTV) enters into partnership with Bigfoot Entertainment, through its affiliate the International Academy of Film and Television (IAFT) to establish a Philippine Fashion TV Model School.
Cebu will soon be the center of attention in the world's fashion industry, particularly in Asia, as it is the first Fashion TV Model School established by FTV in Asia.
First to be opened in Cebu and in the entire country, the Philippine franchise of the model school of the world's leading TV authority on fashion and trends, Fashion TV will break the new grounds in the local fashion and modeling business, said Bigfoot general director of Schools Larry Mercado.
Fashion TV is the only 24/7 fashion, beauty and style TV station airing worldwide which provides glamorous entertainment with emphasis on the latest trends and styles. It is present in 130 countries in six continents.
"Cebu has a lot of talents. It is a beautiful island with great locations. We are here to stay," said Rebecca Picket FTV producer in the press conference yesterday.
This deal with Bigfoot and the FTV is certainly not a one-shoot-deal, Mercado said after the summer workshop offering, the school is planning to offer special classes in the whole year round.
Not only that, Picket said FTV will be holding several events to be aired in its worldwide coverage, coordinating and touching base with the local model agencies, designers, fashion industry players, among others.
Already, Cebu is trying to position as a "design capital in Asia," not only for furniture but also for fashion. This vision is boosted by the success of Cebuana Monique Lhuillier, among others who made it to the international fashion scene, particularly making her name in the Hollywood.
"We've got a lot of talents here like models, that have great potentials, but don't have a chance to properly be trained," Mercado added.
"And with FTV's vast network worldwide, we are confident that we are giving aspiring models in the Philippines countless opportunities and exposure that they need to penetrate the international arena," he stressed.
The FTV ModelSchool Philippines will be the benchmark for the rest of the FTV modeling schools in the network. However, the ModelSchool will be localized in such a way it caters to the needs of both aspiring and professional models who are interested in updating their modeling skills and learn new tips from the FTV experts, most especially on how to break through the global modeling market.

PB renames megadome, realigns P250M for bldg.
The Cebu Provincial Board (PB) yesterday formally renamed the megadome as the Cebu International Convention Center (CICC) with the resolution realigning the P250-million allocation.
Board Member Gabriel Luis Quisumbing would have wanted the budget committee to study the resolution first because he did not believe in Member Victor Maambong’s position that it is the same project or for the same purpose.
“It’s a totally new project. It’s different down to the plans and purpose. The only thing similar is the location,” said Quisum-bing, citing the dropping of the original design.
But Quisumbing and his colleagues in the opposition—Victoria Corominas, Estrella Yapha, Raul Bacaltos and Jose Ma. Gastardo—were outvoted.
Quisumbing also questioned whether an ordinance is not necessary for the realignment, but Maambong cited several other realignment resolutions that were included in the agenda of yesterday’s session.
Also, Maambong said there is no material realignment because the purpose is still the same—for the construction of an edifice. He pointed out that other realignment resolutions with appropriations for health were changed to road concreting and others.
The CICC must be finished by December, in time for the Cebu hosting of the Association of Southeast Asian Nations (Asean) summit.
A new design was made for the building, after the architect for the megadome and Capitol failed to reach an agreement over the terms of the contract.
However, Gov. Gwen-dolyn Garcia still wants to work within the P250-million budget despite the pronouncement of its architect that the CICC will cost up to P375 million.
Garcia said the P375-million estimate of architect Manuel Guanzon is a “liberal computation that already includes everything.”
“Where we can save, we will save and maximize savings as much as possible. Let us be very scrupulous in spending public funds,” she said.
She pointed out that savings is already realized because the approved budget for the substructure is P100 million but WT Construction, which won the bidding, pegged the cost at P84 million.
Garcia also revealed that there will be an alternative design of the foundation, which would mean more savings.
She is also considering inviting “other sectors in Cebu” to help out “when it comes to furnishings of the convention center as this will showcase Cebuano products.”
“I would not refuse if some of them will be more than willing and happy to volunteer. Balibaran diay nato kun mo-donate,” she said.
In fact, Globelines’ Jerry Intig already committed to donate the Wi-fi connections of the center for free, and this is worth millions.
Garcia also called for a meeting today with the United Architects of the Philippines (UAP) to explain to them what went wrong with the deal between the Province of Cebu and architect Alexus Medalla.
Capitol initially considered Medalla’s spinning disc design for the CICC but for some reasons, it was later on rejected.
She said it was her decision to change the architect and the design, and she takes full responsibility for it.
“Beyond personalities, beyond characters involved, there’s a bigger issue at hand and that is our name and our honor as Cebu, the chosen venue for the 12th Asean summit. I will do what needs to be done within the parameters of my authority and the parameters of the law in order to deliver on our commitment,” she said.
At the PB, the governor’s ally, Maambong said the matter should not be viewed from the engineering perspective—that the plans have changed, but from the legal point of view—that it is still for the construction of a building. (JPM/MBG)

15 students from Leyte to get scholarship fund
Fifteen students from St. Bernard, Southern Leyte studying in Cebu will benefit from the scholarship fund that various agencies will put up soon, with some universities pledging to give them free education.
The students are now assured of immediate financial aid, using the close to P600,000 raised during the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) “radiothon” held a day after a landslide struck the town.
Capitol also pledged to use the P200,000 as educational assistance for the students who lost their families and homes in the tragedy. The amount is a surplus of Bigfoot Communications’ aid for the relief operations.

EGI to build 12-storey condo hotel, addresses room shortage problem
A 12-storey condominium hotel will soon rise in Lapu-Lapu City, Cebu in “response” to the need for more hotels in Cebu to accommodate the influx of tourists.
The proposed E. Ganzon Inc. (EGI) Cebu Mactan Condominium Hotel will be constructed as an expansion to the EGI City by the Sea Resort and Hotel. The condo hotel will be located within EGI’s four-hectare property in Lapu-Lapu City, Cebu.
“The local government of Cebu and the Department of Tourism have been on an intense marketing blitz promoting Cebu as a vacation destination in the Philippines. The influx of tourists, mainly from neighboring Asian countries, created a demand for more accommodation,” a statement said.
Completion
The construction of the condominium hotel, which is set to start after its groundbreaking ceremony next Wednesday, is expected to be completed within 18 months.
The condo hotel will be a new addition to resorts in Mactan Island, which include the Shangri-la’s Mactan Island Resort and Spa, Hilton Cebu and Plantation Bay.
Sheila Santiago, sales and reservations staff of EGI Cebu, said the 177-room condominium hotel will cater to both foreign and local clients.
The Cebu Mactan Condominium Hotel, which will rise on a 1,844-square-meter land area, will operate as a full service condominium hotel giving unit owners the benefits and privileges of a full hotel service like room service, free use of swimming pool, restaurants, shuttle service, among others.

“Purchasing a condo unit at the new EGI Cebu Mactan Condominium Hotel is an investment opportunity offered to those who would like to acquire a unit as a vacation home or to prospective buyers and investors who would probably only occupy the units for just a couple of weeks in a year,” the EGI statement said.

The United Architects of the Philippines-Visayas chapter has now thrown its support to the new design of the Cebu International Convention Center.
This after Cebu Gov. Gwendolyn Garcia had briefed its officials on the circumstances surrounding the change of architect and design of the project in a meeting at her office yesterday afternoon.
During the meeting, the governor presented the facts, supported by documents, on Capitol's negotiation with Alexius Medalla, the winning designer for the dissolved megadome project in 2003.
"That was very well, eloquently said by them. In fact, architect Avila himself said that 'rest assured Gov. that the entire UAP is behind you and fully supporting you in this project'," Garcia told reporters in a news conference held shortly after her meeting with the architects.
UAP-Visayas chapter vice president Benjamin Avila, however, refused to be interviewed by the media after the meeting.
On the other hand, Garcia disclosed that the UAP officials were to hold a separate meeting last night together with Medalla and architect Manuel Guanzon, the new designer of the CICC. Both architects were called to the meeting to iron out kinks in relation to their Code of Ethics.
"They will be holding another meeting tonight, after which I believe they will be coming out with a statement which I requested them to make for we cannot allow this cloud of doubt to hang over this Cebuano project," Garcia said.
The governor sought for a meeting with the UAP officials and the officers of the Philippine Information Agency (PIA) after Avila came out with a statement that Capitol should have cleared it first with Medalla before tapping the services of Guanzon for the CICC design.
Nevertheless, the governor was interested to hear from a certain architect Achas, who spoke for the UAP, that the previous statement of Avila did not represent the sentiments of the group.
Avila, on the other hand, reportedly admitted that what he said was his own views on the matter.
Moreover, the governor said the provincial government is going to re-align the P250 million originally appropriated for the megadome project to fund the CICC.

President Gloria Macapagal-Arroyo proclaimed three more information technology (IT) buildings and one IT park last month, granting tax cuts to existing and prospective locators of these facilities.
These facilities will be granted incentives by the Philippine Economic Zone Authority -- the country’s largest incentives-giving body under Republic Act. No. 8748 or the amended Special Economic Zone Act of 1995, designed to help the country compete with neighbors in luring foreign direct investments.
Two of the four facilities are in Metro Manila, namely: the 1,749-square meter Wynsum Corporate Plaza and the 1,779-square meter Octagon IT Building, both located in Ortigas Center in Pasig City.
The two other facilities are the 2,310-square meter Cebu IT Tower at the Cebu Business Park and Tarlac Provincial Information Technology Park III at Barangay Tibag, San Isidro Tarlac City that has a total area of 13,968 square meters.
The PEZA incentive package includes four- to six-year income tax holiday and exemption from paying the value-added tax, the rate of which rose to 12% just last month from 10% previously.
As of end-December, there were 99 IT parks and buildings approved by PEZA. Only 28 of the total facilities have locators, 19 are still awaiting for locators, while development is still under way for the remaining 52 facilities.
GROWING TREND
A growing lack of sprawling space -- complete with the required infrastructure -- for IT parks has led to the concept of the IT building, whose locators enjoy the same perks as those operating in IT parks.
But one senator warned that PEZA may not have the power to designate "vertical" -- or building -- "economic zones."
During a Senate hearing on the PEZA budget, Senator Juan Ponce Enrile said Republic Act 7916, the Special Economic Zone Act of 1995, does not specifically empower PEZA to do so.
LEGAL QUESTION
He said such authority of the President to proclaim, upon recommendation of the PEZA board, a building -- or even just a portion of it -- as a special economic zone could be challenged in court, hence, putting locators in such zones at risk.
But PEZA director-general Lilia B. de Lima said the Special Economic Zone Act gives government the leeway to do so. She said Section 3 of that law allows other types of economic zones to be formed.
She also said if PEZA did not allow the declaration of vertical economic zones, the country could have missed out on investment opportunities from information technology services, the fastest-growing sector so far. She noted it is natural for information technology zones to be built upwards due to the needed infrastructure, and that this is the trend in other countries.
CORRECTIVE MEASURE
Mr. Enrile said PEZA should have approached Congress first to ask specifically for such authority.
He said Congress is now considering bills to correct the vagueness of the law on this point, and allow the creation of vertical economic zones. He also assured PEZA that he does not intend to question the matter with the courts.
He recalled that when Congress was deliberating the Special Economic Zone law, it was never contemplated that buildings could be declared special economic zones.

Market research center to expand in Cebu, hire 500 new employees
U.S.-BASED Western Wats is expanding its contact center operations in the Philippines this year.
This means an additional 500 more available jobs in the country, specifically Cebu.
Western Wats’ only offshore company is located in the Mactan Economic Zone 2 in Lapu-Lapu City. It is an independently-owned market research data collection company.
From operating 250 seats when it began operations in 2003, Western Wats Philippines now operates 500 seats employing 800 people, according to president Chris Mangelson.

To the left (and to the right) of this picture is the seafront development park and the underground tunnel. What you see in this picture is different from what one can actually see. Towering also at the background is the Visayan Electric Company of the Aboitezes.

After the National Economic and Development Authority (NEDA) finally endorsed the Cebu International Trade and Exhibition Center (Citex) project proposal to the Japanese government for funding, while the Mandaue City government expressed willingness to provide lot area for the facility.
"I am willing to look for a land property to accommodate the project, according to the project's lot area requirement," said Mandaue City Mayor Thadeo Ouano.
The Citex project is now endorsed by the Philippine government through NEDA to the Japan International Cooperation Agency (Jica) for a funding of half a billion pesos. NEDA is the government agency tasked to approve projects worthy of funding.
Ouano earlier offered the 13,000 square-meter lot available at the Mandaue reclamation area to the Cebu Provincial Government's P250-million megadome project or the Cebu International Convention Center (CICC) as the main facility to accommodate the upcoming ASEAN Summit in December this year.
This particular lot was previously offered to the Citex project, initiated by the exporters and private sector group in Metro Cebu. However, Ouano offered the land upon the request of the Cebu Provincial government to build the megadome project.
Nevertheless, Ouano said he is still willing to provide land for the Citex project, as it will be a complementary facility to the Megadome, or the Cebu International Convention Center (CICC), to take off Mandaue's bid as the convention and exhibition center in Asia.
"I believe that the Citex project is a good complementary facility of CICC that will stage Mandaue as an exhibition and convention destination in Asia," the Mayor said.
The Citex project, which has been conceptualized and proposed in 1995, is a 4,000 square-meter exhibition facility that will serve the trade and exhibition needs of Visayas and Mindanao.
A Citex task force was organized in 2002, to act as an ad hoc body composed of business organizations and selected line agencies, such as the Cebu Furniture Industries Foundation Inc., Cebu Chamber of Commerce and Industry, Philexport-Cebu, European Chamber of Commerce of the Philippines, Department of Science and Technology and the Department of Trade and Industry.
Currently, Cebu is having difficulties in accommodating larger international events, as the convention accommodation is limited. Only Waterfront Cebu City Hotel and Casino is offering huge convention facility that can only accommodate a little over 5,000 participants.

Cebu has a metro popln of approximately 2 million and if you look at rate of development relative to population size, Cebu can still support a good number of projects (like an LRT system, hehe) :) . So its still far off from becoming another Bangkok. And also industries currently developing (IT sector and tourism) has the potential to greatly increase the purchasing power of Cebuanos

Imagine, a few years ago, the Cebu city Council once proposed to declare the transcentral highway a commercial area! Meaning, buildings would be allowed to be built there! It's just like allowing a mall or hotel to be built at Mt. Apo or any other protected national park.... Fortunately they withdrew their foolish proposal.
