mas mahal man sad gud sir kung naay steel railings. wala bayay dakong budget. also, i think the city is trying to do away with steel railings na. base sa akong mga observations, gipangtangtang na ang railings sa mga dalan. i guess it's sort of a test para sa mga cebuanos kung mufollow ba gyud sa traffic and pedestrian rules. sa robinsons lang daan, wala na may railings. and it's nice to know nga majority sa skywalk na gyud muagi. wala na puy railing ang island sa mango avenue. sauna naa man to. karon, ang mga taw usually mulabang na man pud sa proper lanes. which is really good.

Australia/New Zealand - www.eglobaltravelmedia.com.au
Beach lovers rejoice. Tiger Airways today announced that from September 6, it will launch a direct service between Singapore and Cebu.
Cebu, the Queen City of the South, is the oldest city in the Philippines. Its rich history, multifaceted culture and captivating natural scenery make it an extremely popular travel destination.
“We are excited to introduce Cebu as our newest travel destination. Cebu is the number one tourist destination in the Philippines and it holds a strong appeal for many travellers looking to escape to a tropical paradise,” said Stewart Adams, Managing Director of Tiger Airways Singapore.
Cebu is Tiger’s second destination in the Philippines after Manila, where it flies to both Ninoy Aquino International Airport and Clark. Flights to Clark are sold through tigerairways.com but are operated by Tiger’s partner airline, SEAIR.

the plant box curves around the roots
Wolfranz July 14th, 2011, 03:20 PM As per observation and comments lang sa developments sa sidewalk beautification from Capitol to Fuente:
Ang flower boxes kay it seems to be small ang width compared sa karaan. Ang resulta kay ang concrete hollow blocks will go right smack to the trees which are already big. Naay uban nga hollow blocks kay gitungtong ra sa gamot sa kahoy. In few years time sure gyud nga mangabuak gyud ni. I do not know unsaon nila pag encase anang dakong gmelina tree nga nisug-wak na ang gamot diha sa may Jollibee - Boulevard near Cebu Doctors.
Ikaduha, ang plant boxes fronting Cebu Doctors kay nindot kaayo tan-awon kay uniform with iron railings pa gyud. From one corner to another corner ang stretch ini (bali usa ka block). Karon gidemoslish ni siya ug gipang-gabas ang railings. Nindot kaha ang ipuli ini? Dili ba kaha tamaktamakan lang ug lingkoran ang plant boxes?
I think the purpose why these plant boxes are narrow is to maximise the sidewalk for pedestrian use.
But I am one with you on the CebuDoc sidewalks. May maayo unta if wala nalang nila hilabti, kay mura'g similar raman pod ang design sa ilang gipropose. It's even better and classier than what they are proposing, IMHO.
About the plant boxes, they're just made of CHB with very light reinforcement, sitting just above the pavement. After 15-20 years or so root growth of the trees would just simply destroy them. It would've been better if gilahos ta to sa ilawom bisag 1.00m lang to serve as root barriers. Based on design standards, avenue trees must have root barriers to control growth.
On the positive side, maayo kaayo nga na-enlightened ning VECO ug telco companies to finally bury their cables underground. First time siguro ni nga ma-underground ang wiring sa usa ka public street, not in a private enclave.
After improving ground infrastructure sunod unta kay ang pag-gam sa mga kahoy. A nice sidewalk is better with trees, but best with healthy, fully-leafed, shady ones. :) Parks and Playgrounds Commission as well as DEPW dapat unta ni sila seminaron para makahibaw sila how to properly take care of the trees, rather than pataka lang ug putol like what they always do. The trees look very irregular, unhealthy, and they bend outward to the road, disturbing the vista.

cyberCEBU July 15th, 2011, 09:28 AM Ciudad developer to start project before month end
By Ehda M. Dagooc (The Freeman) Updated July 15, 2011 12:00 AM
CEBU, Philippines - Following the proclamation of Cebu as the “Asean City of Culture,” the developer of the “controversial” Ciudad project announced that it is ready to take advantage of Cebu’s positioning by starting the P1.2 billion project.
“When we finish all the necessary paper works then we will have the go signal to start by the end of this month after having been delayed for five years now,” said Fifth Avenue Public Relations Consultant Jonji Gonzales.
The Ciudad project is spearheaded by Cebuano businessman Michael Dino, president and chief executive officer of Fifth Avenue.
The company will make Ciudad project the first commercial and heritage center in Cebu.
The project is being put on hold following a moratorium by the Cebu City Government citing possible traffic congestion along the Banilad-Talamban area.
To address traffic concerns in the area, the company said it will build roads and widen existing ones for free.
The Ciudad project will include a three-story museum, department store, food outlets and restaurants. He said occupants will adhere to the Spanish inspired concept and its employees will dress according to the period they represent, Gonzales said.
“We are all excited to see the completion of this project by the end of this year since this will strengthen Cebu’s image as the Asean City of Culture,” Gonzales told reporters in an interview.
According to Gonzales, Ciudad project will also help promote tourism as it would also showcase historical destinations in Cebu including Spanish-inspired houses of Carcar, Cebu, among others.
He emphasized that the local government is also set to gain from the project as it will generate an estimated 2,800 jobs and earn a potential annual income share of P300 million.
The profit can be used to fund projects that will benefit Cebuanos like health care and education, among others, he added.
He added that with Cebu being an Asean City of Culture, a designation given in appreciation of Cebu’s creative industries, Ciudad will enhance Cebu’s image not only as the country’s top vacation destination but also a center for design, culture and arts.
Cebu City was recently declared as part of the ASEAN City of Culture, by the ASEAN Ministers of Culture, along with the cities of Vigan and Manila. (FREEMAN)

Cebu to receive an award as the "ASEAN City of Culture"
Cebu City will be formally declared ASEAN City of Culture, Friday – July 15, 2011, because of its creative industry and strength in performing arts and culinary arts, among others.
The formal declaration will be held at the Radisson Blu hotel.
Nestor Jardin of the Cultural Center of the Philippines said being designated as the ...ASEAN City of Culture means more opportunities for Cebu to market its tourism and creative industries in Southeast Asia.
The city will also receive minimal financial support from the Association of Southeast Asian Nations (ASEAN) Ministers of Culture and the Arts, the organization that bestowed the distinction on Cebu.
The next day, the marker of the ASEAN City of Culture will be unveiled at the Family Park in Barangay Talamban, which will already be called the ASEAN Friendship Garden. A tour to Cebu City’s heritage sites will begin at 10am.

But, in all seriousness, I think all escalators just have one standard black-and-yellow color scheme. Perhaps, they could request the escalator manufacturer to customize the color-scheme for their escalators to make them look bamboo or rattan-ish. :)

This is too bad, the city government didn't maintain that lane markings on the street especially here in fuente Osmena when they first painted these markings for the last ASEAN meet that was held at CICC.
The people still keep on crossing the no crossing zones along with people walking on the road instead of the sidewalk.

PINOYmeat July 15th, 2011, 09:37 PM This is too bad, the city government didn't maintain that lane markings on the street especially here in fuente Osmena when they first painted these markings for the last ASEAN meet that was held at CICC.
no sir, lane markers was already there even before the ASEAN meet. they repaint those marking from time to time. karon medyo ambot unsay nahitabo.
habagatcentral1 July 15th, 2011, 10:29 PM I don't like politicos but this one just made me smile. Haven't heard of such when I was still there...
Therefore, I thank you, Mayor Mike, on behalf of the Province, for your openness to work together, as one Cebuano people, towards that era of unprecedented progress that is our common birthright.
bisayaKID July 16th, 2011, 03:35 AM The SM City Northwing is undergoing a Major Redevelopment.. Actually, from the Powerbooks area to the Tobys Area are not just the affected.. The new markings is now near Cebu Normal University. They started sa may Landbank then up to Capitol.
After the ASEAN Summit, they did repaint it several times already although not every year in this street kase it's very expensive worth millions. Other parts of the city streets are also being repainted specially some parts of N Bacalso (Pardo area). The street infront of ACT near Osmena Blvd was repainted last year. The area infront of Collonade in Downtown was repainted sometime 2009. Cebu City did not fail in repainting road markers ever since. They do road markings alternately in different parts of the city every year.
Osmena Blvd taken last sunday

dodong July 16th, 2011, 05:03 AM Promising cities for building condos
By: Tessa R. Salazar
Philippine Daily Inquirer
Friday, July 15th, 2011
Ever wondered what cities in the country are promising locations for condominium developments? Inquirer Property did a quick survey of top developers and found out that Cebu, Angeles, Davao and Cagayan de Oro topped the list, which also included other promising areas such as Marikina and Muntinlupa.
Bobby Dy, Ayala Land Inc. senior vice president and head of residential business group, said that “Cebu, for us, is a growing market.”
“As an important city in the South with the various ingredients of tourism, industry and increasing affluence, we have seen Ayala Land Premier, Alveo and Avida entering the market with a good deal of success. Likewise, areas like Angeles, Davao and Cagayan de Oro are promising centers of growth—these are areas where we see a growing acceptance for condo living, and as such we will be bringing Alveo and Avida products to these markets in the coming months.”
Alejandro S. Mañalac, board vice chair of National Real Estate Association, said Marikina “would be nice and it has actually started hosting several projects.” Mañalac, who recently joined Century Properties Inc. as senior vice president, said “Muntinlupa also has a good potential, especially with the rehabilitation of the Philippine National Railway. However, developments there should only be low- to medium-rise, no frills condos.”
Untapped market in Cebu
Jose Mari H. Banzon, executive vice president and general manager of Federal Land, also said “developers are beginning to discover the strong, largely untapped market in Cebu.”
Rouel Abel Raz, vice president for sales and marketing of Robinsons Communities, explained that “cities where land is getting scarce and prices of residential subdivisions are getting pricey will start to accept condo living as a great alternative.”
Two weeks ago, Ayala Land subsidiary Alveo Land launched its first mid-rise condominium in Angeles City, Pampanga called the Marquee Residences.
The P1.7-billion mid-rise condominium project features 6,605 sq m of land area at the cost of P87,000/sq m. ALI sees the north part of Central Luzon as a key area for growth in the country. It has been recognized for its burgeoning commerce, leisure and recreational elements. Angeles has been touted as a rising regional hub. ALI calls it the “growth corridor of the north.”
Two months ago, Ayala Land announced its partnership with Davao-based Anflo Group of Companies on the P5-billion project Abreeza that includes a 26-story residential condominium. It would be located on JP Laurel Avenue in Davao City.
Ayala Land has introduced condominium projects to Cebu, such as Alveo and Avida; upscale condominium development 1016 Residences; and countryside living with Amara, among others. In January, Ayala Land affiliate Cebu Holdings Inc. announced it will be spending about P3 billion for the expansion of the Ayala Center Cebu mall with Antonino Aquino, ALI president and CHI chair, saying that the next phase of Ayala Center Cebu’s expansion reflected the interest of Ayala in the development of Cebu.

Junx July 17th, 2011, 02:47 AM Cebu retains reputation as richest province in the Philippines – Garcia
By MARS W. MOSQUEDA JR.
July 16, 2011, 6:17pm
CEBU, Philippines — Cebu continues to hold on to its reputation as the richest province in the Philippines as it continues to amass assets over the years, Governor Gwendolyn Garcia declared during her state-of-the-province address (SOPA) last Friday night.
Garcia, who delivered her first SOPA after being elected for her third and last term as Cebu governor, said the province has assets that grew from P20 billion in 2009 to P28.6 billion as of December last year.
"Our total assets, as of December 2010, comes to P28.6 billion pesos,” Garcia said during her 50-minute speech. “Cebu is richer by a mile than the next richest province.”
Garcia's family members, including her father Pablo and brother Pablo John - both Cebu congressmen — were among the guests, including Capitol officials, the consular corps and businessmen gathered in the Capitol Social Hall during the Cebu governor’s SOPA delivery which was applauded 45 times at least.
She said in terms of income, Cebu's 2010 financial records showed total revenues of P2.085 billion, up 10 percent over 2009’s figure, placing Cebu as the number one province in the country in terms of total income.
As with her previous SOPA announcements, Garcia said Cebu remains debt-free and that the “entire province is in a strong state.”
She said, “As though by force of habit, and as a matter of course, this year, I am proud to announce that the state of this great province is stronger than it has ever been, and stronger than any other province in this country is or can ever hope to be.”
The Cebu governor, who is serving her third and last term, delivered a 50-minute speech citing accomplishments of her administration, including newfound “unity” with Cebu City through Mayor Michael Rama.
With the wealth of the province, Garcia said her administration has been able to “invest” in a 12-point agenda whose targets for infrastructure and delivery of services she said has been set seven years ago at the start of her first term.
The gains include the asphalting of 773 kilometers or beyond the target 400 kilometers of roads, paving “more roads than at any other time in this province's history,” concreting of all 80 wooden bridges in the province, including national bridges; building of 858 classrooms, 59 water systems; constructing and upgrading provincial hospitals in the ci ties of Carcar and Danao and the rehabilitation of the Balamban District Hospital.

CEBU CITY, Jan. 12 – The Cebu-based Bureau of Internal Revenue (BIR) 13, which comprises the districts in Mandaue City, Cebu City North, Cebu City South, Talisay City and Tagbilaran City, collected a total of P12.73 billion in revenues last year.
The amount is 11.9 percent higher than the 2010 collection target of P11.4 billion and is P3.2 billion or 33.78 percent higher than 2009’s collection of P9.5 billion.
BIR 13 Regional Director Jose N. Tan considers his agency lucky, saying taxpayers were cooperative with them in 2010.
“We campaigned hard to convince the taxpayers to pay the right amount of taxes and the taxpayers cooperated,” Tan said.
He admitted, however, that when they first received their target, they felt that the amount was rather high.
The Cebu City North district, which had a target of P4.5 billion, exceeded its target by 26.25 percent by collecting P5.7 billion.
It had the highest target and collection of the year. The district also exceeded its collection in 2009, which was P3.85 billion, a difference of 48 percent or P1.8 billion.
The Mandaue City district ranked second in its collection efforts, with a total collection of P3.5 billion, an increase of 32 percent from 2009’s collection of P2.6 billion.
It also exceeded its target goal of P3.3 billion with an excess of 4.3 percent or P145.5 million.
The Cebu City South district managed to collect P1.3 billion, 14.64 percent or P178.4 million higher than their 2009 collection of P1.2 billion.
However, the district’s collection was 1.3 percent or P19 million short of its target of P1.4 billion.
The Tagbilaran district also met its target of P936.9 million. Still, they collected P885.4 million in revenue, which is 7.2 percent or P60 million higher than the 2009 collection of P25.3 million.
The Talisay City district collected P1.2 billion in revenue, showing an increase of 27.7 percent or P266.8 million higher than its 2009 collection, which was at P960.5 million. They also exceeded their target of P1.1 million by 8.62 percent or P97.3 million. (PNA) LAP/EB/re

Junx July 17th, 2011, 04:00 AM For next year Rama pushing for P10 billion budget
By Rena U. Borromeo/LPM (The Freeman) Updated June 23, 2011 12:00 AM Comments (2) View comments
CEBU, Philippines - Cebu City Mayor Michael Rama is pushing for a city budget of P10 billion for next year.
Rama said the city’s tax collectors should double their efforts to collect billions of pesos in taxes within the remaining six months of this year.
But the mayor refused to say whether the city will raise taxes to attain the P10 billion budget for 2012, only saying that there are many business establishments that are making money but are not paying taxes.
The city’s budget for 2011 is P4.4 billion.
A recent tax mapping conducted by the City Treasurer’s Office revealed that only one in four business establishments in the city is paying taxes to City Hall.
Rama explained that a bigger budget means more projects such as farm-to-market roads, markets, slaughterhouses and improvement of the city-owned hospital.
Asked about the feasibility of the P10 billion budget for 2012, assistant city treasurer Emma Villarete said: “When the officials of both executive and legislative branches will fully support us morally and financially in all our revenue plans and programs we might be able to at least substantially increase our actual collection.”
City budget officer Nelfa Briones said the city’s tax collectors should be more active in collecting taxes.
“I agree with her. Active and aggressive but of course we need the support because we are immune to possible legal actions sa mga taxpayers nga maigo sa among intensified tax collection,” Villarete said.
As of June 16, the city’s tax collection, including other revenues, already reached P3 billion. The city only needs to collect P1.5 billion until the yearend to meet the target for this year.
Rama instructed public information officer Carlo Dugaduga to facilitate for a meeting with members of the City Hall Local Finance Committee and the businessmen over the correct payment of taxes.
The mayor is hopeful that with the construction of many highrise buildings – many of them will be operational next year – the city can collect millions of pesos in additional revenues.
Rama wanted to sell lots at the South Road Properties to raise more funds, but Vice Mayor Joy Augustus Young said majority of the city councilor are not amenable to the mayor’s plan.
South district Rep. Tomas R. Osmeña is also against the idea of selling the SRP lots pending the completion of the projects of SM Prime Holdings and Filinvest Land Incorporated. — (FREEMAN)

Hinoon, sa hinay hinay ug inubanan sa creative mind, makapangita ra gud ni atong gobyerno og mga programa nga makapa-inspire sa katawhan.
dive-cebu July 17th, 2011, 10:16 AM Let's make this CLEAR coz someone is mixing-up finance terms:
1. From BIR's 2010 report, Cebu (City + Province) accounts for P11.7 Billion in Tax Collection. That's 91.9% of the whole Central Visayas pie.
2. We should not forget that tax is just a percentage of the total taxable income of entities and people (income tax). So assuming average tax rate is at 25%, total taxable income/revenue is P46.8 Billion for the whole of Cebu in 2010.
3. Now let's go to Net Income, that would be the difference of the a Year's Revenues minus one Year's Expenses. It should be expected that provinces or cities with hefty revenues are also the ones having big expenses, so it's possible that their net incomes wouldn't be that big. And hey, these LGUs aren't corporations so they don't really need to have very big retained earnings. They're expected to extend social services to their constituents (bai diehard's earlier post). This leads me to my number 4 item
4. ASSETS which can be comprised of Real properties, Retained Earnings/savings, Investments are what Gov. Gwen Garcia is referring to when she said that Cebu province has P28.6 Billion.
To summarize, when we cite statistics, make sure we know what those stats mean and more importantly they're recent accounts, not cob-webbed history! haaaay!

^^
this is ridiculous, mayor rama will be put in jail soon, they might watch the opposition, or else, the doubling of budget causes the city government in loan with a press release of selling properties, which might be the product of corruption, cebu city government is too small for the 10 billion budget, what else they want to spend? a sports city worth 4 billion and fly overs worth 2 billion? they should think about there move, the budget of cebu city is equally and at par with the population-services ratio, the opponent of mayor rama last election will be the mayor by 2013 if they push the 10 billion peso budget, imagine, a 10 billion peso questions to be ask to them...
dive-cebu July 17th, 2011, 10:30 AM ^^ if everything will be well-accounted for, what would make this plan ridiculous? it's just too obvious that you don't like cebu to move forward so all you're doing is bash and hope that all we've planned for will fail.

makatiprime July 17th, 2011, 10:47 AM can i or you make cebu progressive or not? we cannot do nothing about it, the cebu city government is controlled by rama and supported by noynoy, now they are the superstars because of the said big budget for so and so, but there is a law and public opinions that will
judge them, we or you cannot do something about one's idea, opinion or perception, do you think those services of 10 biilion pesos can benefit the residents of nearby towns and cities? of course not, the budget of cebu city has only 800,000 beneficiaries, that's a big question, a 12,000 budget per person, a big slice in corruption, by the upgrdaing philhealth, hospitalization benefits now are easy to reach for the poor what else the can give to those patients?, government hospitals are making a big money for this, a market? a farm to market roads? a slaughterhouse? with that additions from the current fair budget then they will add more? it's just fair if they bought a land to widen narrow roads of cebu city from the maximum of 3 lanes to 8 lane highway then it is fair to the cebu city tax payers, or a farm to market road just because ayala who spend billions of pesos in noynoy campaign wants a swift residenrial projects in south(hill side) of cebu city..........a cebuano like my lola get mad about this 10 billion peso budget or 50% lean of corruption

Ang gigamit nga code sa Pilipinas kay ang National Building Code of the Philippines ug ang NSCP (National Structural Code of the Philippines) pero kining tanan based ni sa Uniform Building Code. Philippines' Building and Structural Code is referred from the Uniform Building Code (UBC) of the Western US even though the IBC is going popular nowadays. Mas preferred man gud ang UBC kay as we know California and the Philippines belongs to the same earthquake belt where we have the "ring of fire" also. So seismically wise, we adopt an almost similar code with California. IBC is popular on the Eastern US but it is moving westward but what I know there is a move to unify IBC and UBC.

Being the richest province might be nice but it doesn't mean we are the best province at all. It only means we can be potentially the best if only all that money and her assets are put to the best possible use. I would be more happy if Gwen announced that our Human development index is the highest in the country. Sadly, we are not doing so well in that area.

dive-cebu July 18th, 2011, 04:08 AM agree bai. it (being rich, assets-wise) shouldn't be the end but the means for the provincial government achieve its ultimate goal which is to make the populace improve and develop in many aspects (HDI that is). one clear manifestation of that is IF the province of cebu would have the lowest percentage of OFWs (over total population) nationwide...

Everjust corporate secretary Jerry Uy said in a recent interview that the mall has already closed several deals for store outlets opening in J Centre. He said that aside from well-known clothing brands and food outlets, J Centre will also house new tenants in Cebu.
Tous Le Jours, a French-Asian bakery, and Kotobuki-ya, a ramen house from Japan, are two of the new food outlets to open in J Centre, Uy said.
J Centre is a five-year development program that will consist of a J Mall, hotel, service apartments and a contact center. The project sits on a 3.2-hectare property on A.S. Fortuna St. in Mandaue.
The first phase of the construction will be the three-storey J Mall, which will house more than 300 shops, with SM Hypermarket as its anchor store. The mall will also house two theaters and a convention facility.
Uy said they are excited about the completion of the J Mall, as this would offer another shopping destination in Cebu. “We are also now in 70 percent completion,” he said.
As for the BPO locators, Uy reported that the company is in negotiations with four BPO companies that have expressed interest in expanding their operations. He said these companies are already awaiting approval from their top management.
As for the project’s hotel component, Uy reported that they are still in negotiation with an international hotel chain but they are hoping to begin construction early next year. Uy said they will be positioning the facility as a three-star business hotel.
Everjust is the real estate development arm of Profood International Corp., the country’s largest manufacturer and exporter of various dried fruit, preserves, purees, concentrates, and juices.
The Uy family has recently diversified its business by venturing into real estate. The family said it recognized the booming industries of retail, tourism and real estate in Cebu.
Uy said that one good thing about diversifying businesses is that you also have other outlets to help strengthen the company’s portfolio.
“In our case, our venture into the real estate and retail is just of the right timing,” he said.
While there is a fast development of projects in the private sector, Uy said that what the local government can do is speed up their development like improving infrastructure, among others.
“The developments of the public sector should also be at par with the developments of the private,” Uy said.

kom moingon ug 70% project completion doesnt necessarily mean nga 70% occupied na ang mall. dili na engineer ang gasulat sa article. siguro mass com graduate ra nga wala kahibalo between completion rate vs occupancy rate.
Henz July 18th, 2011, 11:54 AM The article means na 70% occupied na sila as far as leasing is concerned... or to rephrase it.. 70% leased out.. :okay:

the title may still be true. the mall can be 70% full while 70% of the building has been completed.

^^^^^^ Well If ever the mayor decides to build the Third Bridge.. It would be for the National budget to fund this project.. That is not the priority of the city right now.. There's so much things to be done and to fund. The planned 10 Billion Peso budget should also be properly segregate to useful and meaningful projects and not a single centavo shall be added to the officials coffers..

habagatcentral1 July 19th, 2011, 08:57 PM Its just sad that most people nowadays attach Colon or any downtown area in the Philippines as ugly, decrepit, vice-ridden and should be avoided. That is why, we should show support in downtown revitalization plans that are provided in our respective the city. For city as old as Cebú, it does not need to sacrifice heritage in order to look progressive, all it needs is educating the people, discipline, political will and of course the right funds.

here's the illustration about my explanation...
Ang red area mao nay lupa nga agi anan sa tubig gikan sa bukid.
That blue line mao nang hi-way nga naa sa pic nga permi baha-an.
So wala pa na na syudad diha sa una, agi anan gyud nag tubig diha, natural nga sapa...
and there will be a time soon nga mo abot nag more than 5 meters ang ka lawm sa tubig nga mo agi diha kung naay continuous heavy rain nga mo banlas ana nga hi-way og sa aerial view, mao nay itsura nga makita, maporma ang natural nga sapa kani-adto... kay ang sapa, sapa raba gyud bisag tukuran pa na nimog high-rise diha, mo subay gyung tubig dihang dapita:ohno:

WHAT's GOING ON? Cebu City is getting annoying these days!
Cebu City: Rama calls Tomas a coward (http://www.philstar.com/Article.aspx?articleId=708060&publicationSubCategoryId=107)
By Rene U. Borromeo (The Freeman)
Updated July 20, 2011
CEBU, Philippines - Now he is firing back. The usually calm and soft-spoken Mayor Michael Rama is finally training his guns at his former mentor, now Cebu City South District Rep. Tomas R. Osmeña by calling him a coward.
“Be a man, tinalawan man nang iya,” Rama described the way Osmeña has been criticizing how the current administration is handling the city’s day-to-day affairs.
Rama criticized Osmeña for sending a letter to Finance Secretary Cesar Purisima asking for the replacement of acting Cebu City treasurer Ofelia Oliva that was also favorably acted upon by the secretary.
Rama asked Purisima to retain Oliva to her post, but this was turned down. Osmeña, however, said that he is not to blame for the relief of Oliva.
“Why do they have to blame me if Purisima will not believe them? Unsay akong sala? If you don’t have credibility don’t blame me, what can I do, Purisima listens to me,” Osmeña said.
But Rama said, “mao ba kana’y trabaho sa usa ka congressman? Bag-o ba kana nga trabaho sa congressman?” he asked.
Osmeña replied, “I have to protect the money that came from the taxes of the people of Cebu City.”
Osmeña explained that he is very concerned about the city because when he left the mayor’s office after his term ended on June 30, 2010 he left more than a billion of pesos in savings.
Osmeña got mad when Rama, through the city treasurer, spent P5 million just for Christmas lights and street decors without conducting public bidding in violation of state audit procedures.
The former mayor said he knew several illegal transactions at the City Hall now, although he admitted that he does not have documents yet to prove them.
In yesterday’s news conference, Rama argued that the Christmas lights that were purchased last December are still intact and they are being kept at the City Hall.
“Wala man kini dad-a sa mga department head sa ilang balay… magamit man gihapon na,” Rama said.
The mayor fired back and said Osmeña had made a much more serious violation during his administration several years ago when he allowed the payment of some surplus vehicles purchased by the city for garbage trucks despite that the purchase orders are for brand new vehicles.
“Kana maoy daku kaayo nga sayop nga iyang gipabayran ang surplus nga sakyanan. Bag-o ba gud kadto nga sakyanan nga nakita man sa inspection nga putol ang chassis?”
Reacting to this, Osmeña said, “Remember that I had the City Hall reporters choose one of the trucks and had the engine dismantled before their eyes to prove that the engines have never been used. Last I heard they are all still running even after 10 years. As usual, he will blame me for his being inutil.”
Rama said he will appreciate so much if Osmeña had observed something questionable in his administration or if he wants to make suggestions he can do it by sending a formal communication to his office, but not to send a letter to other government officials as what the former mayor did.
Osmeña, however, reacted by saying “Unsay gusto niya nga mahitabo nga mananghid ko niya? Ayaw kalimti nga siya ang mibiya sa BOPK (Bando Osmeña Pundok-Kauswagan) nga wala gayud mananghid sa iyang mga kauban ug sa katawhan nga mibotar kaniya.”
Rama was a member of the BOPK for the past 19 years while he was still a city councilor for nine years, vice mayor for another nine years and close to one year as mayor until he decided to quit from their group a few months ago.
Rama quit the local party after his growing rift with Osmeña.
The former mayor also said Rama had made another mistake when he deposited more than P1 billion of the city’s funds at the Philippine Veterans Bank, instead of depositing the amount in various banks.
“Very clear bias toward the veteran’s bank. It should be scattered to different banks because the Philippine Veteran’s Bank is not a big bank. Anyway, Oliva has been out already and the mayor would be also removed later,” he added.
Oliva was described by Osmeña as a “sharp knife” that sometimes can do good, but sometimes also maybe bad.
According to him, although Rama is a lawyer, but he has no knowledge about fiscal management and said that he is only relying to former city councilor Jocelyn Pesquera, the mayor’s girlfriend who is a lawyer and certified public accountant.
When he was asked to react about the statement of Osmeña that there might be another mayor of Cebu City in 2013, Rama quickly replied “Dili man mga kulokoy ang mga tawo sa Sugbo ba nahibalo sila kinsa ang nagbuhat og tinarong.”
According to Rama he has no regrets that he bolted out of the BOPK. — / NLQ (FREEMAN)
diehardbisdak July 20th, 2011, 04:54 PM ^^ para nako, ang mga bag-ong investments sa city, dili na kaayo makahatag nako'g excitement...i'm looking forward to read everyday, news about sa unity among LGU officials, na-improve na ang drainage system, gi-widen na ang narrow roads, wala na'y pataka'g labay og basura, ni-ubos na ang stats sa krimen in the city, daghan ng makapasar sa trabaho sa mga BPO companies (locals), na-lessen na ang sidewalk vendors especially sa tourism areas, na-improve na ang mga sidewalks sa city, lesser visibilty of squatters in the city etc.
Cebu City...she badly needs a Mayor with an Iron Fist and a very strong Political Will!
:D

Cebu City: Rama calls Tomas a coward (http://www.philstar.com/Article.aspx?articleId=708060&publicationSubCategoryId=107)

Si Tomas mora na pud siya'g si Joel Garganera... :D Annoying na kaayo... :ohno:
CebuIsGreat July 20th, 2011, 05:31 PM ^^ Rama is an Osmeña ally, am I right?
Rama knows how to go along even with Gwen for the good of Cebu City.
We want Rama to act as our mayor and he is doing it amazingly well.
Cebu City can not be run by lawyers, politicians like congressmen,
businessmen with their own personal interest.
Tom should resign if he keeps on minding other people business like the Mayor..
Tom Osmeña should rather expand Dams and Water supply projects for the Cebu south
Osmeña family are associated to Osmeña Waterworks.
http://untoldcebu.wordpress.com/tag/buhisan-dam/
Building another another dam - Osmeña Waterworks II
would be a great legacy for Tom.
This would surely help stop the flooding of Cebu City south.
Cebu can surely use his political clout for this project.
Our courageouis mayor can clean up the sapa and imbornals from urban invaders.
Henz July 20th, 2011, 05:41 PM I so hate TOMMY OSMENA now.. !!!
slerz July 20th, 2011, 05:48 PM His cancer must be affecting his sanity.

And as for the record, Tomas is one of the Congressman with many absences sa Congress. And he clarified that it is because dili niya feel ang trabaho sa pagka Congressman... lol
Ang pangutana.... Nganong nag Congressman man ka Sir? :bash:
Samok na jud kaayo ni si Tommy.. he is getting more of a nuisance and an obstacle to the development of Cebu now!!
diehardbisdak July 20th, 2011, 05:56 PM ^^ unless Tomas & his Council of "Rubber Stamps" are out of Cebu (physically & spiritually ), Rama could not fulfill his dream of a better Cebu City!
...i hope makonsensya na ang City Council and decides to take Rama side for the good of the city! (except of course Tomas' wifey :lol)
diehardbisdak July 20th, 2011, 06:06 PM ^^ can we create a Facebook Account intended for a protest?
O.P.S.U. (Osmeña, Please Shut Up!)
:D
leylander July 20th, 2011, 06:37 PM you certainly can. just be brave enough to declare that you are the creator and admin of the page/account.
habagatcentral1 July 20th, 2011, 06:51 PM ^^ And alas, it is true indeed that in politics, "nothing is ever permanent except interests."
leylander July 20th, 2011, 07:04 PM Please remember that the things that we are enjoying now as a city are but the effects of the things that Tomas did during his terms. To quote Pnoy in a good number of his speaking engagements, 'It is but the residual of the activities of the previous administration.'
Nobody would think of revitalizing the downtown area or think of beautifying Jones Avenue if the present economy is not thriving and stable. Surely a small city right smack in the center of a third would country would not prioritize beautification when its citizens are hungry. Tomas set the stage for Cebu's rise. He laid the foundations and strengthened the support. He made a lot of things possible.
And now you ridicule him for protecting the city that he helped build. Political interests are obvious, true, but at least he pointed out clear indications of 'questionable' transactions which might eventually hurt the city.
Let us be fair. The 'council of 'Rubber Stamps'' helped shape the city that we are all now very proud of. You don't like their ways and they make your blood boil. But be reasonable and never forget. Be fair.
slerz July 20th, 2011, 07:28 PM ^^let's be fair sad. Di naman sad na maayo ang mang hilabot sa dili niya linya. Kutob lang unta siya mo yaw yaw, dili nalang unta mo interfere.
And about my stand about Tomas
A. Tomas is still my favorite mayor who made Cebu soar high... no doubt.
B. (except his recent attitude)...
I hate the B one...
slerz July 20th, 2011, 07:34 PM ^^ And alas, it is true indeed that in politics, "nothing is ever permanent except interests."
those 2 politicians just want to show how well they can manage Cebu. Coz they care a lot for Cebu, Not because of the position nor the money
leylander July 20th, 2011, 07:45 PM if tomas doesn't speak up about the present adminstration, nobody else will. who knew about these transactions and the treasurer's overstaying? probably everyone in the city hall. but nobody's saying anything. not even the allies of tomas' long time foes.
when tomas was mayor, a lot of people always had 'something to say' about the issues concerning the city. now that mike is mayor, he should be ready to accept the fact that things will always come full circle.

zidlakan July 21st, 2011, 12:46 AM really didn't want to comment on this issue because i'm already out of cebu city.
besides, if i say anything, you'll not put any weight on it cause you all know
where my preference lies.
but just a suggestion to focus and professionalize the train of discussion.
discuss the outstanding issues, don't discuss the personalities. when two
politicians hurl issues against each other, scrutinize the issues, not the people
hurling them.
and hurling an issue against elected officials is not panghilabot, ... it's the right,
and i might say, even the responsibility of every citizen who elected them. it's
basically the same right all of us enjoy when we post agreeing or disagreeing
opinions here in SSC, the only difference is, ours don't end up in the papers, but
it's not our fault, nor the politician's fault - the media will quote and print perso-
nalities who they consider newsworthy - ... meaning those whose statements
will sell their newspapers. so, i don't believe it's right to tell anybody quoted
in the newspaper to shut up ... you could always take the option of not
reading what he said.
the biggest hallmark of democracy is for all the electorate to have the right
to vote and be voted upon, and to speak on every issue which affects his,
and other constituent's lives. and when more than half a million people speak
their mind, it is impossible not to have disagreements. will you tell your neigh-
bot to shut up because you don't agree with him?
let them be, that is their right. if we feel affected, it's our right to speak up
too. but if we want to rise above petty things, we speak up on issues, not
on personalities.

mao gyud... di gyud to gamay uwana. Kay ang atop nga way tulo, ni tulo man nuon. Before, about 3 months maigo ra ang Cebu og 2 to 3 heavy downpours (of yesterday's magnitude) but now in 1 month, this July only Cebu was hit by 4 heavy downpours already (of yesterday's magnitude).
But nevertheless, our LGU still failed. Of the extreme weather happening now, tugbangan sad unta nila'g extreme drainage systems...

true that. in politics, what we see as mere 'receivers' of news, may not always be the exact representation of the things that really transpired. so, i guess we can instead look at tomas as the personal 'check and balance' of the rama administration. after all, basing purely on what you said - which I so fully support - it is highly probable that the current mayor, too, is not playing his card without malice. :)

he has all the right to question as a resident of cebu city sad oi. like i said, if tomas doesn't say anything about the current administration, who would?
also, mentioning tomas' cancer as the reason for his recent actions is just totally uncalled for. i think it's rude.
i can't comment on how he is as congressman kay wala koy alam. hehehe.

Agree ko ani. If Tomas sees something wrong with Rama, that's OK. But using his influence by asking Finance Secretary Purisima to transfer Treasurer Olivia is somewhat meddling the city affairs.
He is a congressman now, for God's sake, let him do his job assigned to him by the people of south district, aside from giving financial assistance to fire victims and illegal squatters.
And I still don't believe that the moratorium for developments in Bantal area was purely coincidental with his "war" with the lady governor.

6 barangays eyed as pilot areas for Road Revolution (http://www.philstar.com/Article.aspx?articleId=708405&publicationSubCategoryId=107)
By Garry B. Lao/FPL (The Freeman) Updated July 21, 2011 12:00 AM
CEBU, Philippines - Six barangays in Cebu City are being eyed as pilot areas for the Road Revolution program proposed by the environmentalist group.
Instead of using the Osmeña Boulevard for the emission reduction campaign, Cebu City officials are proposing to use Barangays Sto. Niño, San Roque, Tinago, Pari-an, Tejero and T. Padilla in the experiment.

i don't think he's commenting as a congressman. he is commenting as a member of the electorate. had i been a media-hogging version of someone really famous like, say, alvin garcia, the media, too, would want to know what i think about the current adminstration. his 'incapacity' as a congressman has nothing to do with his being outspoken about a public office/figure.
