Since Luzon is divided into a few dominant Dialects !!, Cebuano is the major medium and the easiest dialect to learn. (A Dutch from USC was able to preach in Cebuano in 3 months with Leper Center at Martires.)
mAiNsTrEaMhunter October 17th, 2011, 10:25 AM there is nothing wrong naman pud with being mid-range or affordable di ba? if its what the market in the place dictates man pud. same thing ra pud na nga nothing wrong with higher-end/luxury brands, if its what the market in cebu dictates.
for a city classified as SUFFICIENT in global relevance, and in an island ranked as one of asias best, cebu deserves nothing less than a blu.

kenken94 October 17th, 2011, 11:56 AM ^^ We can clearly see the bias in the Filipino language since it failed to recognize the dominance of the Cebuano language in the South of the Philippines. That is why I do not prefer to talk in Filipino, it's either Cebuano or English. On the least for me, English is acceptable as compared to feeding the bias of the Filipino tongue.
It has to be a fusion of dialects and languages in PHL and not a major bias to one ethno-linguistic group.

Cebu mayor proposes P11.8 billion budget
Monday, October 17, 2011
CEBU CITY -- Mayor Michael Rama wants the City Government to operate on a budget of P11.8 billion next year, which is almost three times the City’s P4.45-billion budget this year.
Rama told Sun.Star Cebu he signed the proposed annual budget for 2012 last Friday and has endorsed it to the City Council for deliberation and final approval.

Jimbu October 17th, 2011, 06:51 PM "Mega Cebu" roadmap to be presented this month (http://www.philstar.com/Article.aspx?articleId=738544&publicationSubCategoryId=108)
By Ehda M. Dagooc (The Freeman)
Updated October 18, 2011 12:00 AM
CEBU, Philippines - The IBM Executive Service Corps (ESC) in cooperation with the Metro Cebu Dvelopment Coordinating Board (MCDCB) will be presenting the completed roadmap for the “Mega Cebu” project this coming October 20, 2011 at the Cebu City Marriott Hotel.
The operational framework project towards an integrated development, particularly in urban planning and traffic management for Cebu, is expected to be endorsed by the MCDCB to the National Economic and Development Authority (NEDA) and the Central Visayas Regional Development Council (RDC).
The MCDCB was recently formed, chaired by Cebu Provincial Governor Gwendolyn Garcia to make the “Mega Cebu” project a reality.
Using the integrated development roadmap, as a result of careful study of the members of the IBM ESC, Cebu is expected to get ahead from the rest of the Metro Cities, as it will expand the development coverage making it not only a metropolitan district, but a “regional city.”
Aside from the Cebu Provincial government the MCDCB is actively participated by 13 influential organizations such as the Ramon Aboitiz Foundation Inc. (RAFI), Cebu Chamber of Commerce and Industry (CCCI), Mandaue Chamber of Commerce and Industry (MCCI), Cebu Business Club (CBC), Filipino-Chinese Chamber of Commerce, Cebu Leads Foundation, among others.
RAFI president Roberto Aboitiz is leading this movement to lure private sector, academe and the civil society to participate on the movement, saying “the spirit of success and love for Cebu is shared by all. Together with political leaders—we can craft projects that will bring Cebu to the next level.”
The “Mega Cebu” project, involves an integrated masterplan that will make greater Cebu, from Car-Car in the South, to Danao in the north, a metropolitan region.
According to Aboitiz, today’s changing competitiveness standard, “size matters.”
What happens today, is politicians have their own defined development geography, most do not coordinate and cooperate for the over-all development of the Cebu metropolis, Aboitiz said.
This project, he said will brand Cebu as a “Region City”, this will in turn attract more investments, and increase job opportunities.
“This has not been done before because of policitical boundaries,” Aboitiz said. But, through this movement, which is shared by the private sector and other sectoral groups, Cebu’s development is seen not to be hampered by political squabbles, which largely derailed development.
Development should be integrated that will cover at least the 13 cities and municipalities within the Mega Cebu region, Aboitiz said.
Supported by IBM Philippines, through its Smart City campaign, this movement is seen to change Cebu’s landscape and competitiveness in the next 30 years, benchmarking the successful mega regions in Canada, like Vancouver which applied also applied this concept.

Rama’s budget a ‘ joke, a dream’ Capitol’s 2012 budget up 13%
By Jujemay G. Awit and Princess Dawn H. Felicitas
Tuesday, October 18, 2011
CEBU City Vice Mayor Joy Augustus Young said the executive department’s proposed P11.8-billion budget for next year is a joke.
He, however, is inclined to support it.
In an interview yesterday, Young said the City, in its history, has never earned that much in a year.
Have something to report? Tell us in text, photos or videos.
“How can he (Rama), in reality, believe he can have an P11-billion budget? I think it’s a joke, but I am inclined to approve it and go along with it,” he said.
Rep. Tomas Osmeña (Cebu City, south district) said the amount can only be realized if the City sells lots at the South Road Properties (SRP).
Political lifesaver
“SRP is a prime lot and so many people are interested,” he said.
However, he said the City should wait for the projects of SM Prime Holdings Inc. and Filinvest Land Inc., SRP’s first locators, to be completed before entertaining prospective buyers. By then, the price of SRP lots will shoot up, he said.
During his term as mayor, SM bought a 30-hectare property at SRP for P2.7 billion, while Filinvest bought a 40-hectare lot for a joint venture with the City and 10.6 hectares at Pond F for P1.592 billion.
And since he opposes any sale and Rama needs the City Council’s approval to sell SRP lots, Osmeña said the mayor’s proposed budget will remain a dream.
“He is promising the sun, the moon and the stars,” said Osmeña.
He believes Rama is facing a dead end and is using the SRP for his political survival.
Meanwhile, Young said even if Rama had been the one to sell the lots to SM Prime Holdings and Filinvest, the City will only earn P4 billion if the two investors made a full one-time payment to the City.
Young believes the amount is the idea of then city treasurer Ofelia Oliva, whom the mayor has hired as City Hall’s financial adviser.
Young said he will support Rama’s proposed budget so the mayor can’t say the legislative department is blocking his programs and projects.
And if the council does not approve the budget, the vice mayor believes the mayor will blame the council for the barangays not having any projects.
“That’s his game plan,” he said.
Raising public expectation
Young told the mayor “to wake up to the reality,” saying Rama will only raise public expectation.
“In the end, it’s going to boomerang on him because it’s a cruel action on the part of the mayor, promising something that’s not going to happen. It’s like promising your children something that will never be fulfilled. In the end, it’s the people who will suffer,” he said.
Aside from infrastructure projects, the City’s 2012 budget will cover the third tranche of the mandatory salary increase for the City’s 5,000 workers.
Personal services alone will cost the City P1,440,019,485.
In Rama’s proposal, P5,769,294,521 will be set aside for maintenance and other operating services and P4,589,995,030 for capital outlay.
Supporting the proposed budget will be the P10.1 billion the City Treasurer’s Office estimates to collect next year, including P1.2 billion in real property taxes, business taxes and other local taxes; P750 million in non-tax revenues; P1 billion from the City’s Internal Revenue Allotment (IRA) share; and P7 billion from capital and investment receipts that will include sale of government lots.
The projected income will also include P1 billion in expected revenues from the Cebu City Medical Center, City Traffic Operations Management, Division for the Welfare of the Urban Poor, the city abattoir, the city market and other income-generating offices in the city.
The Office of the Mayor will get a P306-million appropriation, on top of the P770-million budget for special projects and programs of the mayor, including expenses that the City’s special bodies and commissions will incur.
The budget will also cover the P100-million appropriation for the tax collection program of the City, among others.
Considering the budget’s amount, Rama, in a statement, said the City will have to intensify and enhance tax collection through a “vigorous tax information campaign and intensified tax collection effort.”
Also, the City will have to intensify tax-mapping efforts and decentralize tax collection by creating several revenue districts in strategic places in the city.

IMHO, if contrarian views are presented in a way as to annoy other posters, it's dang bad for the discussions and yes, it's better to close thread if there are no moderators to keep tab on posts that are made by trolls or whatever we may call them.
To those who see Cebu City as ugly:
Why can't you just make your own thread, bring along your friends and there,; you can talk about how good your place is, fool yourselves into believing you can make a difference in your place, etc.
You just can't hide under the guise of good intentions and bash our beloved city.
Besides, whatever your beliefs and ideas are, you can't force others to just follow what you think is right. I'd say, to each their own!

...Rama’s budget a ‘ joke, a dream’ Capitol’s 2012 budget up 13%
...CEBU City Vice Mayor Joy Augustus Young said the executive department’s proposed P11.8-billion budget for next year is a joke.....however, is inclined to support it....
Published in the Sun.Star Cebu newspaper on October 18, 2011.
2012 Proposed budget is about 1/6 of one BPO firm investing P2B in new building in Cebu.
BPO believes in Cebu and so does Mayor Rama.
It should be bigger....how about affordable condo for Cebu City employees.
3 or 4 BPO workers can lease modern life style.
Thats how condos make money in U.S. w/ their $2,500/mo condos/apartments.

IamCebuano October 18th, 2011, 08:12 AM i have posted the same message in bacolod thread. and just like bacolod, iloilo is a dynamic city and oozing with potentials waiting to be tapped. i just wish iloilo would not be blinded by what is popular and not to be blinded by superficial progress that doesnt care for the quality of life and ecology. i hope iloilo will choose a progressive model for development, sustainable and functional. with the improvement of quality of life as its top priority. iloilo could be the next davao city!
Thank you for your kind words!
Davao city is also very progressive and its speed of development is also fast. Thus, I also believe that should davao continue its current pace, it can also become the next Cebu city! cheers!

PHOTO: DPWH-Manila orders Cebu flyover projects stopped. @snipcebu tweet
http://www.snipcebu.com/wp-content/uploads/2011/10/No-Flyover-600x398.jpg
UPDATED: The DPWH head office has ordered that the two flyover projects in Cebu City be put on hold. In a memorandum signed by Undersecretary Romeo Momo to Citom, DPWH ordered that the P600-million projects of Rep. Cutie del Mar be held “held in abeyance” until all issues cited by opposers are resolved. It particularly cited Citom’s opposition. Citom Chairman Jack Jakosalem confirmed receiving the memorandum. In the photo above, Colegio de la Inmaculada Concepcion (CIC)-Cebu puts up evidence to back up its opposition to the flyovers being planned near its campus. A large tarpaulin includes a picture of a three-lane flyover filled to overcapacity. The two flyovers del Mar wants to build in her district are both in the vicinity of the CIC-Cebu campus: at the junction of M.J. Cuenco Ave. and Gen. Maxilom Ave.; and at the crossing of Archbishop Reyes and Gorordo Avenues. Del Mar has set aside P600 million for both. Groups opposing the projects want her to consider alternatives like road widening.

Maayo dili matabunan unta ang Magellan sa skyline.

You really invoke imagination and challenge for evolving Cebu City skyline.
Does the City Planning have a Cityscale model layout of current, on-going and future developments? That would be a nice tourist attraction.

timoga_lover October 18th, 2011, 10:13 PM My friend from the US wants to come here and to take up MBA. He has his sight set on going to UP Diliman or AIM in Makati. But I told him Manila would be a bad place to live in as it is congested, polluted, dangerous, you know, the whole nine yards... Long story short, Cebu was the place I recommended to him to take a look at. The place would be ideal for him, or any foreign student for that matter, as it offers a complete package -- highly urbanized, yet has way lesser traffic, pollution, crime, etc... and it's near to world-class beaches and resorts. I made him consider Cebu, but the problem was, I could not tell him which particular business school as I'm not familiar with the schools there. Can anyone tell me the business schools in Cebu? My friend needs it to be a very good one. Thanks in advance.

Less construction recorded in second quarter
NEW CONSTRUCTION projects dipped in the second quarter -- in line with a general economic slowdown seen that period -- even as value rose by more than a tenth, the National Statistics Office (NSO) said in a statement on Tuesday, citing preliminary data.
Geographic distribution
The Cavite-Laguna-Batangas-Rizal-Quezon (Calabarzon, or Region IV-A) region accounted for 22.2% of the total number of projects with 6,105, followed by Metro Manila, which contributed 13% with 3,567.
The rest of new construction projects in the second quarter were distributed across the country’s regions as follows: Central Visayas (Region VII), 12.4% with 3,421; Central Luzon, 10.19% with 2,804; Davao Region, 10.15% with 2,794; Ilocos Region, 7.9% with 2,186; Northern Mindanao, 4.6% with 1,272; Western Visayas, 4.1% with 1,125; Caraga Region, 2.8% with 781; Bicol Region, 2.4% with 662; Cagayan Valley, 2.35% with 647; South Cotabato-Cotabato-Sultan Kudarat-Sarangani-General Santos City (SOCCSKSARGEN), 2.03% with 560; Zamboanga Peninsula, 1.98% with 545; Eastern Visayas, 1.7% with 458; Mindoro Occidental and Oriental-Marinduque-Romblon-Palawan (MIMAROPA), 1.3% with 349; Cordillera Administrative Region, 0.9% with 240; and Autonomous Region in Muslim Mindanao, 0.03% with just nine projects.
Across the country, value of construction in Metro Manila remained the highest at P25.2 billion, accounting for 45.2% share of the total, while Region IV-A and Region VII ranked a far second and third with 13.8% (P7.7 billion) and 12.0% (P6.7 billion), respectively.

Entrance Exam is around February. Those who pass will be interviewed. Those who pass the interview will have workshops (about 2 months; April-May) on Accounting, Business Math, Statistics. Then if you pass the workshop, you can enroll for the First trimester (June).

Let us Read the source, it does not represent Cebu City..
BusinesswWorld mis-represented NSO,as most magazine do - selectively -
to support their biased conclusion.
They reported 3% drop on non-residential - to reflect as a national event.
Then presented a cut-and-paste math mambo-jumbo - to exaggerate the issue.
BusinessWorld skipped these facts:
-Residential contruction inreased by more than 10% (Condominiums etc..)
-Additions, alterations and repairs have also increased by more than 20%
as of July 2011 NSO also reports
Philippines employment rate is 2.4% less than the most powerful country in the World (U.S.)
However, our underemployment inreased by 1.2%

NSO should release by Cities as reflected on Figure 1 compares the number of approved building permits by type of construction for the second quarters of 2010 and 2011.

CCCI celebrates award with pledge to continue being engine of growth (http://www.sunstar.com.ph/cebu/business/2011/10/18/ccci-celebrates-award-pledge-continue-being-engine-growth-185755)

AFTER winning two big awards during the Philippine Business Conference and Exposition (PBC&E) last week, the Cebu Chamber of Commerce and Industry (CCCI) pledged to continue its efforts to become the engine of economic growth in Cebu by doing more advocacy programs that would benefit the entire province.
CCCI was awarded this year as the “Most Outstanding Chamber of the Philippines” and the “Most Outstanding Chamber in the Visayas” by the Philippine Chamber of Commerce and Industry (PCCI).
Have something to report? Tell us in text, photos or videos.
In a press conference yesterday, PCCI vice president for Visayas Francis Monera lauded the efforts of the CCCI, saying the chamber was recognized because of its exemplary leadership and dynamism; advocacy programs to the local community; active participation in the regional and national activities; and for being the engine for global competitiveness through its ISO accreditation.
CCCI was awarded the “Most Outstanding Chamber in the Visayas” in 1993, 1994 and 2007.
The chamber was also recognized the “Most Outstanding Chamber of the Philippines” from 1995 until 1997. The chamber also landed twice in the PCCI’s Hall of Fame.
“The recent award we earned is our seventh,” said CCCI president Samuel Chioson.
While the 37th PBC&E focused on the Aquino Administration’s private-public-partnership program, Chioson said the chamber has long started their PPP initiatives here such as the Adopt-a-Police Station and Adopt-A-School programs. He said the chamber will also enter into an agreement with the Department of Environment and Natural Resources (DENR) for their Chamber Forest project.
According to CCCI trustee Mario Panganiban, the chamber will sign a memorandum of agreement with the DENR for the 25-year lease of 500 to 1,000-hectare property for the tree planting project.
In the same event, Panganiban was also named the 2012 Cebu Business Month chair. He said next year’s CBM celebration will focus on the preparation for the CCCI’s centennial celebration and hosting of the Asia-Pacific Chambers of Commerce and Industry Conference on 2013.
“We will build on the momentum of this year’s theme: Business Beyond Boundaries. The four industry tracks such as IT-BPO, tourism, entrepreneurship and growing sectors will still be highlighted,” Panganiban said.
Major events for CBM 2012 will be announced before the end of this year.

a new cardinal is named usually when another cardinal dies. los angeles has a new archbishop since last year because the cardinal retired but he has not been elevated to a cardinal yet. siguro out of respect to retiring cardinal vidal dili lang sa mo name ug bag-ong cardinal ang pope but there there might be an exception.
mAiNsTrEaMhunter October 19th, 2011, 11:47 AM ^^
i actually read something that it has always been a tradition in the Church Hierarchy that when a bishop is elected to govern a Cardinalatial See (Cebu is one of those), he automatically becomes a Cardinal by the Pope but this tradition was stopped by the late Blessed John Paul II during his papacy.

Cardinals endorse Visayan youth martyr to pope
The country's first Visayan martyr may soon become its second saint after St. Lorenzo Ruiz.
This developed after the Vatican’s Congregation for the Causes of Saints “unanimously” decided to endorse Blessed Pedro Calungsod's canonization to Pope Benedict XVI.
It's now up to the Pope to evaluate the recommendation of the cardinals, particularly the authenticity of a miracle, which is a requirement for the formal declaration of sainthood.
“The (congregation) has no further questions,” said Msgr. Ildebrando Leyson, a key lobbyist for the slain teenage catechist in the lengthy process of sainthood in the Catholic Church.More:http://cdn.ph/news_details.php?id=11454

For me, Cebu doesn't need to have a man-made Oceanarium just like Manila Ocean Park in MM. Cebu is already blessed in natural resources and this particular wonderful natural wonder is located in a highly urbanized city of Lapu-Lapu just a few minutes drive from Cebu City! :okay:

Get act together, world firm execs urge Cebu
By Linette C. Ramos SunStar Cebu
Thursday | October 20, 2011
CEBU CITY -- Local officials in Metro Cebu need to get their acts together and integrate plans if they want to have effective and sustainable solutions to common challenges, including flooding and traffic congestion, experts said.
Members of the IBM Executive Service Corp. (ESC) also cited the need for an integrated and a sustainable master plan, which will help the 13 towns and cities in Metro Cebu achieve growth faster and improve the quality of life of their constituents.
“If my city is livable, I have a higher chance of getting investors and tourists, and at the end of the day, it’s going to result in jobs and revenues and this, in turn, will lead to more livable cities,” said Robin Selber of the IBM ESC.

The company said it had signed an agreement of intent to purchase a shipyard and hopes to complete the acquisition by the end of the year. No other details were immediately available.
In July, the Cebu Daily News reported that Austal officials were developing a facility in the 66,000-person town of Balamban on the island of Cebu in the Philippines. The article quoted a former mayor of Balamban, who said the development would generate 2,000 jobs for the town.

It's located along A.S. Fortuna St. which traverses from the main highway of Mandaue City to Banilad, Cebu City.
It is just beside Norkis Corporation assembly plant. The other big establishment near to the mall is San Miguel Beer brewery plant, in Mandaue.

This Master Plan is very good development if it happens. There are issues such as drainage, water supply and others that cross political boundaries. Having a Master Plan also provides stability and predictability to investments. They should have somebody that's a technocrat or a career manager to head it instead of any of the politicians. I also hope that when they formulate the plan that they would consult not only the usual interests but most of all the Cebuanos. The process should also be transparent and they should also conduct public hearings.
Why is the boardwalk mall not open? It's a beautiful mall and it being right there by the harbor would make it a nice place to pass the time. Nindot ba na dinha?
Nagsamok samok na sad ko. He, he.
ydderf101 October 21st, 2011, 09:20 AM A metropolitan cebu west is not a far dream it is just a matter of time. But hopefully a wide highway will be in place to move goods services between toledo and balamban, the two industrial center of the west.
jochval October 21st, 2011, 09:20 AM ^^ yeah mas maayo jud bitaw naay mohead nila equivalent anang MMDA Chairman sa Metro Manila...

A lot of streetlamps are out of plumb. Daghan kaayo, gahiwi lang pagtaod. Unsaon nalang nga ang kanang pedestals nga daplin sa dalan para mana sa tag-as nga streetlights. Unya out of plumb napod? That would be a hazard to motorists...:ohno:

if si tomas pa ang mayor sa cebu up to now, im sure dili gyud siya uyon aning mega cebu. hayyyyyyyyyyyy makaingon man sab ko nga dili na lang unta na siya mo run ug pagkamayor next election oi. samokan na kaau niya az en. sorry guys ot kaau ni.
kindofperfect82888 October 21st, 2011, 01:27 PM ^^ Tomas opposed to the idea of a one governing body sa Metro Cebu kay tungod ang head ato kay si Gwen Garcia. Imagine, the governor nga walay labot sa Cebu City can intervene sa city. And also, naay equal power ang different cities/municipalities which I also think is not fair. He pointed out that ngano ang Consolacion (ibutang ta lang ha) makadiktar man kong unsay buhaton sa Cebu City and the like. Pero kaning IBM lahi man ni. Naa man jud klarong plano and I hope independent ni sa mga politicians. Wala pa gani nicomment si Tomas imo dayon pangunhan. Tommy isn't pefect but he is also not that stupid. Kung makaayo ni sa Cebu I don't think naa reason siya na muresist ani. Sorry kong nagbagolbol ko ha. :D
Henz October 21st, 2011, 02:04 PM i think naa sad sometimes character si Tommy na even maayo or di makaayo sa cebu.. iya duphan... :D
parehas ani iyang gihimo karon to polarize the city's politics which can derail the good intentions of Rama..... its always politics that matters.....
wala na sa ila vocabulary kung stupid ba na ila gibuhat or dili.... IMO.
julfinch October 21st, 2011, 02:22 PM Ug ang nakita nilang mu.head ani kay si Bobby Aboitiz of RAFI...I guess dako ug respeto si Tomas ani niya kay aside nga kini si Mr.Bobby naay vision para sa Cebu, dili sad ni siya politico...(uhmm...way conflict of interest sa territorial nga Tomas...??meow)
