The Mindanao Development Authority (MinDA) said this development came during a BIMP-EAGA strategic planning meeting held recently in Manila. "Under the proposed Protocol Amendment to the Memorandum of Understanding (MoU) between the governments of the four countries on expansion of air linkages, Cebu was designated as one point outside of BIMP-EAGA under the cargo and passenger co-terminalisation, with own stop-over rights. The amended MOU is expected to be signed by July 2012," the media statement said. The election of the Cebu airport meant that airlines planning to open new routes to the Philippines, such as a Kota Kinabalu-Davao route, can drop off passengers and cargo in Cebu before heading to Davao. "As it flies back to Kota-Kinabalu it can again drop by Cebu to pick up Malaysian-bound passengers and cargo," the statement proposed. Meanwhile, Malaysia and Indonesia has identified their respective cities of Johor Bahru and Solo to be co-terminalisation traffic points. "The implementation of co-terminalisation scheme is also being pushed as a viable solution for those routes having large geographical areas. The proposed policy operates around the premise that more traffic can be generated on a region to region basis," the statement said. MinDA Chair Luwalhati Antonino was quoted as saying that the expansion of its air linkages with the sub-region was hoped to boost economic activity in Mindanao and Palawan, "as the transport of people and goods with our regional neighbours will become much easier". "The proposed air link expansion is one of the flexible approaches of the BIMP-EAGA Transport, Infrastructure, ICT Development (TIICTD) Cluster to have more sustainable air services on existing routes and new sub-regional air connections," the statement said. Aznar Wednesday, January 18, 2012 TO DRAW in new markets to Cebu, the Department of Tourism (DOT) plans to entice travelers from neighboring countries to visit and shop in Cebu with a grand sale among local retailers. DOT 7 Director Rowena Montecillo told Sun.Star Cebu that she plans to approach members of the Philippine Retailers Association to discuss plans to hold a grand sale in September, in celebration of tourism month. Unlike regular mall-wide sales, Montecillo said they want to make this an annual event to keep visitors coming and offer them something to look forward to every year. She added that September is also the start of the country’s peak season for travelers. Big discounts She said the concept is similar to the Great Singapore Sale, which Singapore holds each July. Many tourists book their trips between July and August to take advantage of big discounts from major retailers while also checking out tourist sites. While malls regularly schedule their own sales with their retailers, Montecillo said they will request that all establishments will hold their sales simultaneously and give big discounts for the sale. Should they succeed, Montecillo said visitors can look forward to booking trips to Cebu every September. Encouraging PRA-Cebu chapter chairman Jay Aldeguer said he was happy to hear the DOT 7 is coming up with new ways to bring in more tourists. “The fact that the regional DOT is thinking of new ways to draw in more people to Cebu is encouraging.” Aldeguer said September is also a very good time to hold a sale because it is a lean month for retailers. This vacation, I went up farthest to Tabogon via habal habal on a late afternoon and I was again struck by how quaint and beautiful our northern town scenes were. It didn't help that the breeze was so fresh, and the late afternoon light bathed the scenes with that extra golden and glorious aura! Kanindot na man sa tubig ug wala gyud mi kaantos nangaligo mi nga nagbra ug panty ra sila, unya ako kay nagbrip ra (laylay pa gyud!! Hahaha). Mao gyud ang akong dream location para sa akong dream house didto dapita. Kanang pangpang, unya dagat, unya you have the Visayan Sea 180 degrees! I'll post pics later sa lugar! And going south to Oslob, I thought, wow bisan kapila na ko kaagi padung didto, mura man ko ug first timer because I was wide awake and taking all the charm of the southern trail in. Wednesday, January 25, 2012 CEBU CITY -- The Department of Environment and Natural Resources (DENR) will determine whether the trees along both sides of the highway from Naga City to Carcar City can be cut so the road can be widened. Representative Eduardo R. Gullas (Cebu Province, 1st district) said the P27 million he requested has been released by the National Government, so the road widening can start this year. Can't get enough of Sinulog? Watch the winning performances. “We have a problem of how to expand the road without destroying the trees. I will be amenable if the trees will be left in the middle of the expanded road. However, I will abide by the decision of DENR,” Gullas said. The DENR is supposed to decide whether or not to issue a permit to cut trees, governed by laws on heritage conservation and the protection of trees. Cebu Environment and Natural Resources Office Forester Filemon Embalzado said the agency conducted an inventory of trees, in relation to the request of the Department of Public Works and Highways (DPWH) for road widening projects. Pruning Embalzado said the request was not to cut down trees, but to prune trees that may be hazardous to motorists. Gullas said the expansion of the road is also in connection with his bypass road project in Carcar City, from Barangays Awayan to Bunavista and Valencia, down to the park near the cemetery, then to the road leading to the Municipality of Sibonga. He said he requested P50 million four times in 2011, but only P38 million was approved. The congressman explained that the road he wants to open will bypass the main artery going to Southern Cebu, the area from the bridge of the Carcar river to the Carcar rotunda where the old houses are located. Gullas said they need a bypass road to protect the heritage houses, which will be damaged if large trucks keep passing by the area. The bypass road will also cross the Carcar-Barili-Dumanjug road. This road was improved by the government through funding from the Asian Development Bank (ADB). Bypass road On the other hand, Gullas said the Carcar City Government, through Mayor Nicepuro Apura and Vice Mayor Patrick Barcenas, will open a coastal road that will connect both ends of the bypass road. This will pass by Barangays Tuyom, Valladolid and Perrelos, for a circumferential road. Once both the bypass road and the coastal road are realized, Gullas said Carcar City will have an expanded area for economic improvement. Besides, there will be alternate roads that will decongest the main artery during fiesta celebrations and other public activities. But before work can proceed, DENR will first have to decide what to do about the trees. Their study noted that while ”the city reports that it sits 18 meters above sea level (ASL), several districts of the old city are barely 1 to 2 meters ASL. This includes the neighboring island of Mactan where the province’s only commercial airport is located.” “Saltwater intrusion, due to excessive groundwater extraction, has long been a problem here. Relatively recent studies indicate that saltwater intrusion has been reported 5 kilometers inshore,” the climate change study added. Zoning violations put people at risk WWF Philippines and BPI also learned that non-compliance with land use standards allow the building of homes in areas where there should be none. “Only 28 % of Cebu City’s land area falls within the range acceptable for human settlement or cultivation. It is a matter of concern, therefore, that about 64% of city lands are classified by the national government as alienable and disposable,” the study said. One-fourth of Cebu City’s barangays have a “high threat” level for landslides while another 16 percent of the villages face moderate landslide risk. “Flooding is a high threat for 6 barangays and a moderate threat for 18 barangays of Cebu City. This represents 8% and 22% of all barangays, respectively,” the study also said. A group of Cebuanos collaborated to make, the first Cebuano full-length silent movie. 1938 - the first talking motion picture in Cebuano was produced, called Bertoldo-Balodoy. 1940 - the second movie, Gugmang Talagsaon, was released, co-directed by Fernando Alfon and S. Alvarez Villarino. WW II - the third movie, Florentino Borromeo’s Bulak sa Lunangan was in production when the WW II broke out, and thus, was never finished. November 1947 - the movie Sa Kabukiran was premiered in Cebu’s Liberty Theater. Manuel P. Velez, a well-known Cebuano composer, helped produce the movie. He was the musical director while his daughter, Lilian Velez, was the movie’s star. 1949 - Velez linked up with local businessman and organized Star Pictures Production Corporation. The company produced its first film, Buenaventura Rodriguez’s Luha Sa Kalipay, which opened in Vision Theater on December 28, 1949. It had a Cebuano cast led by Bert Nombrado and Esterlina (Ester Colina) 1950s - the heyday of the Visayan film industry. Films were made by such outfits as Azucena Pictures, Mutya Productions, Antingan Pictures, VisMin Productions, Vista Films, and Adelpha Pictures. The Bagong Buhay Rehabilitation Center and Cebu City Treatment and Rehabilitation Center used to occupy the lot. FLI plans to build four towers on the lot under a build-operate-transfer (BOT) scheme. The developer won the bidding on the lot with its P2-billion offer. Ayala affiliate Cebu Property Ventures and Development Corp. (CPVDC) offered P591.9 million for the lot while Vicsal Development Corp. of Metro Gaisano made a bid for P523.7 million. Gov. Gwendolyn Garcia said in an interview that the lot will remain the property of the Provincial Government. FLI will pay rent of P86.1 million for the four towers—one is a 10-storey structure while three will rise up to 18 levels—and a percentage share (profit share) of P155.3 million. “We do not dispose of our property. We earn from that property (through) rental and percentage of revenues,” Garcia told Sun.Star Cebu. “We took stock of our prime lots and realized that this is attractive to the private sector. We offered it to the private sector for development based on our terms,” she added. Filinvest’s development and use of the property adds value to the Capitol lot because structures that will be built on the property will be transferred to the Provincial Government, she said. FLI has a 25-year lease for the lot with the option to renew the agreement for another 25 years. Capitol will release the certificate of award to the Filinvest after seven days. Engr. Winnifred Lim, chief technical planning officer of FLI, said the developer can start construction in six months or as soon as they get the certificate of award from the Province.
