MANILA, Philippines - James Sieczka, the Cebu-based independent filmmaker behind the infamous video titled "20 Reasons Why I Dislike the Philippines," said he is willing to apologize following a Cebu City councilor's move to declare him persona non grata.
The video, uploaded two weeks ago at channelfix.com, made its way through video-sharing site Youtube and went viral in online social networks Facebook and Twitter. It showed the American's complaints about Cebu City, including, among others, filthy restrooms, loitering child beggars and a giant hole in the street covered by a metal drum. Sieczka said in the video that he has been living in the Philippines for more than three years now.
In response, city councilor Sisinio Andales said he is filing a resolution to declare Sieczka persona non grata. Persona non grata is a term indicating that a person is no longer welcome in a particular area.

The following is my official statement regarding the "20 Reasons" video that I hosted:
I, James Sieczka, have considered the Philippines as my second country and Cebu as my second home. The subject video that was aired was made in good faith and as a legitimate and reasonable exercise of my right, "freedom of expression." There was no intention to scrutinize the city nor the people that governs the same. It's an honest observation and opinion that I myself think needs to be worked on not just specifically in Cebu. These are little things that we see around us as normal people and from the eyes of an ordinary man like me. But from all that's happening and me just trying to exercise my freedom of speech, I am very open and amenable for an apology, on the manner and means that I exercise my right, if the need presents itself. As a sign of my compliance for the duly authorized authority and rule of law, I am not ashamed to apologize to people that I offended in the process with the hope that you would reconsider in declaring me "persona non grata."

I agree with you here. Let's not muddle the issue/s. It's clear he wants to give his ideas which could help our community. If it were me, you people will clubber me with: "BASA-A GYUD NIMO UG TAI BAY UY!"

MatudNilaBaby March 19th, 2012, 07:09 PM there's nothing offensive about the video that tells you about the realities of our dear beloved city. instead of filing a city ordinance declaring him persona non grata, the city councilors must consider adding more budget in the maintenance of our sidewalks, curb mendicancy from street children and provide public restrooms which is within the capacity of the local leaders.
speaking of singapore, the philippines is more open and freedom of expression is much freerier on our side maybe due to american influence. for as long as you dont incite rebellion then your complains are valid and needs to be heard. this video is just a wake up call for all cebuanos ma government leaders man or just ordinary citizens nga kita ra gyud ang maka solve sa atong problema and we need to work together to achieve our goal of becoming a world class city, province and citizens.

Take it like this:
When a homeowner says it's okay for you to tell me how bad my house is, because I can fix it anyway. What does the opinion of outsiders have to do with the issue? The mayor answered honestly and rightly as a matter of fact. If other members of the house disagrees, they should talk with the father (mayor). Convince him to say otherwise. But are we to shoot the messenger just because he delivered the message before those laggards can do their jobs? Whatta good governance we will have by that?
We all know now there people who resent when deficiencies are pointed out. That's understandable. It is a way to save face. They promised the people to do their job and somebody told everybody that these people just took them for a ride and are sitting on their butts.

Suggestion lang nako ba kanang mga CR naa untay sign nga magpahibalo nga wala silay TP's kay lisod baya unsaon pagpanlimpyo inig kahuman nimog you know what. Bisan ug diha lang sa mga tindahan ug restaurants of a certain size. Nabiktima na baya ko ani maayo na lang naa koy kuyog ug naa poy cash para sa vending machine. TMI pero it's a valid issue.

I like the concept of Tune Hotel nga pay as you use. For some people that only need a place to stay and freshen up this is a good hotel.
It discourages wasteful energy use and the place seems clean and cheerful.

The theater looks nice, but the interiors have VERY POOR ACOUSTICS. Cebu's yet to see a performance hall at par with CCP in Manila or Luce Auditorium in Dumaguete.
Having a good background in sound engineering and a little acoustics...i agree. the hall has bad acoustics. Problem with the room design usually. Because usually the designers are architects and they do not consult an acoustician during planning. Acousticians and architects should work together in designing listening rooms. Acoustics should come first, later na ang interior design. The Cebu Symphony Orchestra concert sound last December was not good (plus no aircon due to some issues daw...) SM Theater One has better acoustics. Benedicto College Arts Hall is also quite good...but its 'too dead' and the control room is enclosed with glass windows (its more of a recording studio than a theater) which is very wrong.

I agree with many of our friends here that the video was a much-needed wake up call, only that there Mr. Sieczka should have been cautious at how he delivered his message.
For me, the video was partly criticism and partly an insult. I won't dwell anymore with the criticism part beause it is obvious but as to his sarcasm, it is unforgivable. The video was obviously done with malice against Filipinos in general because it only focused on the negative things. It would have been more palatable for me, if it were couched in a more polite language than in one that is replete with cusswords and comparisons. The Philippines is way way behind the US so he should rather stay in his own country than in this, in his own opinion, rotten archipelago.

There are some things I didn't agree with but I was never offended by the video. It was enough that he stayed for 3 years in Cebu for me to believe that he found more reasons to like Cebu or the Philippines than those 20 things that he cited as dislikes. Else, he could have just left right away.

THERE is movement at the Cebu City Hall that a former mayor believes is political, but for Mayor Michael Rama, it was only to answer some of a foreigner’s gripes in an online video....
Rama wants to focus on the night dwellers after Jimmy Sieczka, an American national living in the Philippines for three years, shared a video online about the 20 things he dislikes about the Philippines. He had shot it in Cebu City.
A couple of the things he mentioned are the presence of beggars that is “annoying” to him and the garbage on the streets that “pisses him off.”
Another issue Sieczka raised in the video is the presence of vandalism, which he specified in comfort rooms, but which Rama wants to tackle in a holistic manner by appointing former vice chairman of the Dangerous Drugs Board Paul Oaminal as anti-vandalism czar of Cebu City.
“We will declare war against vandalism because if we will not, the ending would be as if we are agreeing that Cebu City is an art to them (non-Cebuanos)...Salamat naay Amerkano na isog mosulti sa tinood (I’m thankful that there is an American brave enough to tell the truth),” said Rama.

CEBU, Philippines - The Cebu Beautiful Movement Foundation Inc. will resume “beautifying” the entire stretch of Osmeña Boulevard after the Holy Week.
Foundation chairperson, philanthropist and businesswoman Mariquita Salimbangon-Yeung, said they were able to raise at least P10 million during a Masquerade Ball last month to continue the beautification effort.
This time the foundation will work on the remaining stretch from Fuente Osmeña down to Sanciangko Street. Yeung said they hope to finish the stretch within 60 days.
Yeung said the amount would be more than enough to spend for the said area. According to her, beautifying and reinvigorating the Capitol-Escario stretch including the B. Rodriguez Street will come next as soon as the Osmeña Boulevard is done.
“I will finish the project, just watch,” Yeung vowed as she encouraged the project’s critics to help and cooperate instead.
Some skeptics earlier raised doubts on the foundation’s ability to raise the needed funds for the project. But the members of the foundation proved them wrong.
Margie Lhuillier, foundation’s co-chairperson, said that the support of the Cebuanos were tremendous, a reason why they were able to raise at least P10 million.
Tessie Javier, the foundation’s vice president, also said that when they started out they were shaky as they might not be able to raise funds but so many people especially Cebu Governor Gwendolyn Garcia have given them tremendous support.
Atty. Joje Decal, the foundation’s president, said that more pledges are coming as their donors and sponsors know that what they have contributed really goes to the project.
The foundation is non-political and non-profit.
“We are asking all the Cebuanos to help clean our city. I am requesting all establishments (from Fuente to Capitol and from Fuente to Sanciangko) not to allow motorcycles and car to park in front of their establishments,” Yeung added.
Javier said that the sidewalk is meant for pedestrians and not for cars or motorcycles to park.
Javier added that a total of 165 lampposts were already installed and 11 more are coming along Osmeña Boulevard from Capitol down to Sanciangko Street.
The Cebu City government is not spending a single centavo for the undertaking.
This beautification project includes lighting the trees, installing lampposts and concreting with bricks.

CEBU, Philippines - After establishing a successful online job portal in Cebu, Silicon Valley based capitalist, John Kim is planning to open up a ventural capital facility in Cebu, recognizing the rich of technology geeks here whose works have good potential the global commercial realm.
Kim’s plan reinforces Cebu’s bid in developing the ventural capital market in order to make the province a “legitimate” information and communication technology hub in Asia, that will make Cebu as the next “Silicon Valley.”
According to Kim, he is impressed of the capability of Cebuano talents in developing programs, and software, and even innovative web applications, and this should be given utmost attention, via providing a facility that would encourage the talents to pursue technology-entrepreneurship, rather than being employed by multinational companies.
Kim established the iTrabaho.com early last year, which also offers the first job listing platform which take advantage of SMS, and social networking.
Operating under the US registered company Media Group, Kim said that the firm is planning to expand its operations here, from offering innovative online job facility, to maximizing the potential of IT talents in Cebu via Venture Capitalism or VC.
Despite several calls for local businessmen to enter into the VC culture, Cebu still has to embrace in this new idea in maximizing technology and talents by providing talented “geeks” enter into entrepreneurship, in partnership with a capitalist’s company of VC.
Kim recognized the serious need for Cebu to develop the culture of VC, in order not to waste the rich supply of talents here, at the same time encourage the upcoming technology developers to enter into techno-preneurship.
Venture capitalists like Kim, are businessmen who will take advantage of a good concept and offer to fund the idea, as well as market the product.
However, the formation of a group of Venture Capitalists here would entail a study on how to go about it, including the establishment of good mechanism that would give an effective venture capital market in Cebu.
Ideas for start-up businesses that could be funded through venture capital would not only limit to Information Technology (IT) related start-ups, but it would fund feasible ideas from the grassroots, or those business concepts that are produced by students.
Although Kim’s plan is still on the immature stage, he said Cebu’s potential in growing its technology advantage need to have a community of VCs.
In a separate interview earlier with Cebu Chamber of Commerce and Industry (CCCI) chairman for BPO-IT committee Jerry Rapes, he said acknowledged in-ability to attract VCs, unlike in Manila.
What’s missing in Cebu right now, amid its dynamic environment for BPO and ICT, is the serious development for VC community, Rapes said.
“We need more people, capitalists in Cebu to start investing in technology. Although, it is not that simple, but we can learn from successful VC companies in Manila, and even in other countries,” said Rapes.
Businessmen had been encouraged to embrace the VC concept, as this is one of the measures that indicate the maturity of an ICT industry, said Rapes.
Cebu cannot take off as a BPO and IT hub, there is a no strong support from the Venture Capitalists.
Kim, who is seriously considering to start of the VC culture in Cebu also maintains a company in Silicon Valley, California USA, the Human Capital, which is a market-entry firm that has been operating for years.

Maybe because some people are accustomed to dealing with them US guys! It's a fact that they are big mouths, most of them! I once had an argument with one white man and I admit some slang words appear to be offending but that's just how they talk trash. As long as you don't beat around the bush, they're a bunch of sensible people to talk with. They don't care about sensibilities as long as they talk the truth, IMO.

jimmy is really an epitome of what america stands for. the land of the brave and the home of the free. he was brave enough to show his dislikes and disappointments about the place by expressing his mind freely. i just thought that he believes that cebu in particular has a strong potential of becoming a truely world class city as well as its people.

I once had an argument with one white man and I admit some slang words appear to be offending but that's just how they talk trash. As long as you don't beat around the bush, they're a bunch of sensible people to talk with. They don't care about sensibilities as long as they talk the truth, IMO.

it should start from our schools kay perting kahugay anang toilets sa atong mga eskuwelahan. ako sa una hapit nalang ko maka igit sa akong karsones :lol: kay muoli gyud sa balay kon mogamit ug kasilyas. dinha naman ko sa college nga mogamit ug restrooms kay at least arang2x na ang condition sa atong mga toilets ug i have to stay pud sa school for 8 hours.

nag wonder ra ko kay budlay siguro kaayo mag construct tag-as na bldgs kung walay T-cranes.. daghan na kaayo new highrise sa cebu.. i could still remember when i went there last 2006 siguro to.. i was so amazed sa cebu.. so highly urbanized and unsa na gid kaha karon? hehe.. :cheers:

REGISTERING one’s business in Cebu has now gotten easier with the launching of the first Philippine Business Registry (PBR) in Cebu yesterday at the Department of Trade and Industry-National Economic Business Action Center (DTI-Nerbac) office.
The PBR would make the business registration processes easier as it is interlinked with other agencies like Social Security System, Philhealth, Pag-Ibig and the Bureau of Internal Revenue, said Trade Secretary Gregory L. Domingo.
“Registration for businesses has been very difficult in the past that usually takes about one to two weeks. With PBR one can have their registration for all these agencies within 30 minutes,” said Domingo.
One only needs to visit DTI-Nerbac and create user’s account at www.business.gov.ph.
“Log-in and fill out the application form. TIN is required to proceed and the application will be sent to SSS, PhilHealth, Pag-ibig after you pay for the Business Name through GCash,” said Director Ernani Dionisio of DTI Central Visayas, who has been in-charge of the PBR project since 2006.
Dionisio said that employer’s registration numbers will then be generated by SSS, Philhealth and Pag-ibig that the applicants can then use to get certificates or employer’s ID from these agencies.
DTI provincial director Asteria Caberte announced that another PBR unit will be launched in Cebu City Hall this April to provide more access to the businessmen.
Domingo said the agency’s thrust would be expand its reach by setting up PBR units in local government offices so that people wouldn’t have to go to each of the agencies to register.
“We have also a goal to make this available on-line where people can register right from their desks at home or at their offices,” said Domingo.
For this goal, Domingo said that they were just waiting for the eCash Payment System of the government to go online before they can offer the services of PBR online.

CEBU CITY, Cebu – A new tourism branding and marketing campaign, dubbed “Brand Philippines,” is expected to help boost the country’s export industry as a producer and supplier of world-class products and services, a top Philexport-Cebu official said.
“The Philippine brand in the global export industry is a strong brand given the quality of our products and designs; ‘Brand Philippines’ will be a good marketing tool because it is in consonance with the country’s international image and trade promotion thrust,” pointed out Philexport-Cebu executive director Fred Escalona.
Escalona was referring to the Philippine Development Plan (PDP) 2011-2016, which cited that “the Philippines needs to be known as a country offering vast opportunities for trade and tourism and will be promoted as a conducive investment haven which is now open for business.”
According to the PDP’s statement, the country aims to achieve among global buyers a “Philippine First” mindset by creating a distinct “Philippines” brand widely accepted and recognized in the global export market connoting quality, value, and reliability.
The said Plan says Government will implement judicious selection and programming in mounting a compelling and meaningful Philippine participation in various cultural, tourism, fairs and trade exposition worldwide with preference for those sanctioned by foreign governments, global associations and inter-government organizations.
The PDP identified strengthening of the national brand as a key strategy to increase Philippines exports targeted to grow 16 percent annually and attain a projected $109.4 billion in 2016.
Other strategies to push Brand Philippines globally include moving up the value chain to double exports, pursuing cluster development, increasing market access and focusing interventions on key areas including the business process outsourcing (BPO) and electronics.
It further said that industry clusters will ensure that top export products or revenue streams are sustained through the development of its value chains down to the provinces and municipalities.
The export sector is envisioned not only as catalyst of growth but also help the country overcome the challenges of inclusive growth – the Plan’s main goal – inclusive growth being expected to create enough jobs and reduce poverty.

A Joint Investment Agreement was signed yesterday between Cebu Governor Gwendolyn Garcia and Gerardo Ablaza Jr., chairman and president of Ayala-led Manila Water Consortium (MWC), Inc.
As agreed, MWC will own 51 percent while the provincial government will own 49 percent. Both parties will name two board members each and agree on the fifth member.
The province will pay the P125.6-million initial investment during the incorporation.
An amount of P256.5 million representing 30 percent of the total project cost will be paid immediately upon the creation of the joint company.
Under the agreement, a Joint Investment Corporation will be created wherein MWC shall nominate its chairman, president, general manager/chief operating officer, corporate secretary; and finance and administrative officer.
The province shall nominate the vice chairman, vice president and treasurer.
Ayala Corporation President Fernando Zobel de Ayala witnessed the signing at the Capitol Social Hall.
In his speech, Ayala said they are delighted and honored to part of the continued development of Cebu, which plays a significant contribution to the country's overall growth.
"Our confidence in the great potential of Cebu has never wavered," Ayala said.
Ayala Corporation has invested in a real estate company and subsidiaries like the Cebu Holdings, Inc. and the Cebu Property Venture and Development Corporation.
Ayala thanked Cebu leaders for supporting the project for nearly a decade. The bulk water agreement aims to address the critical water situation in Metro Cebu.
Garcia said CPVDC proved to be a harmonious and mutually beneficial partnership between the provincial government and the Ayala Corporation.
"Decades ago, Ayala land already saw the potential of Cebu, they have invested in Cebu at that time when the future was not that bright," Garcia said.
Garcia said the partnership must be sustained for the generations to come.

Is there any historical record of other significant waterspouts/tornadoes hitting the city proper or pier?
there were several baby tornadoes already most specifically in Talisay SRP area. I've seen 2 baby tornadoes when I was in high school destroying houses along the coast of Tagunol and the worst is that baby tornado that destroyed more than 100 houses from Talisay to Bulacao Pardo area where the steel billboard of ACT Bulacao was blown away. Several also hit Mandaue area...

ABOUT eight new international firms are set to begin operations in Cebu this year, a top official of the Cebu Investment and Promotions Center (CIPC) said.
In an interview last Wednesday, CIPC managing director Joel Mari Yu said these new firms are mostly knowledge-process outsourcing (KPO) firms that do knowledge-based activities such as medical billing, data mining, and medical encoding.

Cebu is no longer just a call center haven.
It’s maturing into higher value services.
The boom in business process outsourcing (BPO) has actually shown a changed trend with non-voice services leading the way, according to an investment official.
“There are more non-voice processes done here now,” said Joel Mari Yu, managing director of the Cebu Investment Promotion Center (CIPC), the marketing arm of Cebu City government.
Yu said there are more employees working for knowledge process outsourcing (KPO) companies in Cebu doing higher level work like accounting, research, medical coding, medical billing, and computer programming than those working in call centers.
“Based on our last data, we have 52 companies into KPO hiring 45,000 people out of the 75,000 direct employment in outsourcing companies. This leaves only 30,000 people working in call centers now,” said Yu.
He added that at least eight American outsourcing companies have confirmed plans to set up offices in Cebu since January.
This developed despite fears of the adverse effects to the Philippines of a pending anti-outsourcing bill pending in the United States Congress and supported by US President Barack Obama.
Yu said that even with the US protectionist stance, Cebu is being visited by many BPO firms interested to open offices here.
“In the past, we only got one to two visits every month. I have already met and got confirmations from eight companies within the first two months of this year,” Yu said.
“This is what I have been saying. The bill will never slow down our outsourcing industry but will instead encourage more. Outsourcing is today’s reality if you want to be a globally competitive company,” he said.
He said these companies will need 4,000 and 5,000 employees to man their offices.
“Companies like EXL, HCCA, United Health Care, Promet and Talleco have already confirmed that they will open offices here. Ironically, most of these are American companies,” said Yu.
“These are mostly higher-end outsourcing services that will help provide opportunities for our graduates especially the nurses who can work as medical coders because the company will need people who have knowledge in the medical science,” said Yu.
The outsourcing industry has enjoyed a boom since 2004 in Cebu, starting with call centers that relied on a large pool of young, English-speaking college graduates.
Yu said he expects more non-voice companies to come to Cebu this year because of the availability of capable manpower.
“Cebu will continue to be an attractive destination for these companies. To ensure that we sustain that, we build capability by making sure the three critical areas are taken care of, he said.
He said these are hardware or the infrastructure, software or the business environment, and the “peopleware” or a sustained supply of appropriate manpower.
Cebu City was ranked the no. 1 “emerging global outsourcing destination” among 50 top sites worldwide in a 2009 2009 survey by Tholons, an international consultancy firm.
It was the second year Cebu City received this rating based on criteria of scale and quality of workforce, infrastructure, business catalyst, risk profile, cost and quality of life.
Following Cebu in second and third places were cities of Shanghai and Beijing.
Several industry experts said the Philippines has already overtaken India as the BPO capital of the world.

MANILA, Philippines - The National Economic and Development Authority (Neda) Board, in its first meeting for the year, approved on Thursday a total of 12 projects worth P133 billion.
Earlier, the PPP Center said it is scheduled to roll out P154.47 billion worth of projects in 2012. The amount covers 16 projects to be undertaken by various implementing agencies (IAs).
The complete list of the projects approved by the board was not immediately available from the Neda.
The biggest of the PPP projects is the P25-billion Metropolitan Waterworks and Sewerage System (MWSS) new water supply; the smallest will be the P900-million Vaccine Self-Sufficiency Program of the Department of Health (DOH).
The list of 16 projects includes the P20.18-billion Nlex-Slex Connector Road; P20-billion Balara Water Hub; P19.69-billion Cala Expressway (Cavite and Laguna side); P11.3-billion LRT 2 East Extension; P10.4-billion PPP for School Infrastructure Project (Batch 1); P10.15-billion Mactan Terminal 2 Airport Development; and P8-billion New Bohol Airport.
Other projects are the P7.8-billion Laguindingan Airport Operations and Maintenance; P5.3-billion Cold Chain Systems Project; P5-billion Modernization of the Philippine Orthopedic Center; P4.2-billion Puerto Princesa Airport; P1.8 billion-Common Fare Collection System; P1.5-billion Rehabilitate-Operate-Transfer of Angat Hydro Electric Power Plant Turbines 4 and 5; and P1.25-billion Grains Central Project.
Documents previously obtained by the BusinessMirror showed that apart from the 16 projects scheduled for rollout this year, there are 43 other projects in the PPP pipeline.
This pipeline includes 15 projects to be implemented by the Department of Transportation and Communications; nine projects by the Department of Public Works and Highways; eight projects with local government Units; and two each for the Department of Agriculture (DA) and the MWSS.
The list of pipeline projects also includes one project each for the Department of Education, Department of Justice; Department of Finance, National Irrigation Administration, Department of Foreign Affairs; Office of the Solicitor General, Department of National Defense, Technical Education and Skills Development Authority, and Land Transportation Office.
The list of projects approved by the Neda Board in its meeting included the Market Transformation through Introduction of Energy Efficient Electric Tricycle (E-Trike) Project of the Department of Energy; Agus VI Hydroelectric Power Plant (Units 1 and 2) Uprating Project of the National Power Corp.; Land Transportation Office Infrastructure and Information System (LTO-IIS) Project of the Department of Transportation and Communication; and the Jalaur River Multipurpose Irrigation Project Phase II, Umayam River Irrigation Project (URIP) and 6. Casecnan Multipurpose Irrigation and Power Project (CMIPP)*—Irrigation Component Phase II of National Irrigation Administration.
Other projects were the Bridge Construction Project for Expanded Agrarian Reform Communities Development—Umiray Bridge of the Department of Agrarian Reform; Integrated Natural Resources and Environmental Management Program of the Department of Environment and Natural Resources; the Baler-Casiguran Road Improvement Project and Samar Pacific Coastal Road Project of the Department of Public Works and Highways; and Integrated Disaster Risk Reduction and Climate-Change Adaptation Measures in Low-Lying Areas of Pampanga Bay Project of the Department of Public Works and Highways and Department of Education.

Cebu is no longer just a call center haven.
It’s maturing into higher value services.
The boom in business process outsourcing (BPO) has actually shown a changed trend with non-voice services leading the way, according to an investment official.
“There are more non-voice processes done here now,” said Joel Mari Yu, managing director of the Cebu Investment Promotion Center (CIPC), the marketing arm of Cebu City government.
Yu said there are more employees working for knowledge process outsourcing (KPO) companies in Cebu doing higher level work like accounting, research, medical coding, medical billing, and computer programming than those working in call centers.
“Based on our last data, we have 52 companies into KPO hiring 45,000 people out of the 75,000 direct employment in outsourcing companies. This leaves only 30,000 people working in call centers now,” said Yu.
He added that at least eight American outsourcing companies have confirmed plans to set up offices in Cebu since January.
This developed despite fears of the adverse effects to the Philippines of a pending anti-outsourcing bill pending in the United States Congress and supported by US President Barack Obama.
Yu said that even with the US protectionist stance, Cebu is being visited by many BPO firms interested to open offices here.
“In the past, we only got one to two visits every month. I have already met and got confirmations from eight companies within the first two months of this year,” Yu said.
“This is what I have been saying. The bill will never slow down our outsourcing industry but will instead encourage more. Outsourcing is today’s reality if you want to be a globally competitive company,” he said.
He said these companies will need 4,000 and 5,000 employees to man their offices.
“Companies like EXL, HCCA, United Health Care, Promet and Talleco have already confirmed that they will open offices here. Ironically, most of these are American companies,” said Yu.
“These are mostly higher-end outsourcing services that will help provide opportunities for our graduates especially the nurses who can work as medical coders because the company will need people who have knowledge in the medical science,” said Yu.
The outsourcing industry has enjoyed a boom since 2004 in Cebu, starting with call centers that relied on a large pool of young, English-speaking college graduates.
Yu said he expects more non-voice companies to come to Cebu this year because of the availability of capable manpower.
“Cebu will continue to be an attractive destination for these companies. To ensure that we sustain that, we build capability by making sure the three critical areas are taken care of, he said.
He said these are hardware or the infrastructure, software or the business environment, and the “peopleware” or a sustained supply of appropriate manpower.
Cebu City was ranked the no. 1 “emerging global outsourcing destination” among 50 top sites worldwide in a 2009 2009 survey by Tholons, an international consultancy firm.
It was the second year Cebu City received this rating based on criteria of scale and quality of workforce, infrastructure, business catalyst, risk profile, cost and quality of life.
Following Cebu in second and third places were cities of Shanghai and Beijing.
Several industry experts said the Philippines has already overtaken India as the BPO capital of the world.

well, its not just about the size bro. building cost doesn't only mean how big it is, but it also about the materials being used. a shopping mall and an airport are 2 entirely different things. If you want to build a world-class airport, mas mahal pa gyud na if ikompare nimo sa world-class shopping mall. IMO :D

If parents are negligent and children are wandering around the parents can be charged in court. If parents are not capable, children are entered into the foster care system.
Before this system, there used to be orphanages usually run by the churches. Maybe the street kids need to be put in orphanages.
Regarding MCIA, I think HVAC, telecommunication, electrical, security, electronic systems etc. in airports cost more than the structure. The same is true for buildings like hospitals and research laboratories.

i agree with you on that one bai...the syndicated beggars coz one time i have witness it myself how it was being done and from that time till now never did i allow to shell single cent from my pocket to these beggars....but throwing all these things of hope to orphanage i think it will not work good taking into accounts that these institution are not profitable ones and basically dependent on solicited funds also if im not mistaken and i prefer these institution to remained their focus giving hope to those children whom by all honesty truly orphaned by parents...
