MatudNilaBaby March 31st, 2012, 02:01 PM ^^ yes bikinis, wearing them vs the written rules of the school. That simple.
that picture posted on FB probably became the talk of the school which bothered the school administrators. so gi tan-aw sa mga madre kon kinsa kining mga estudyanteha and found out that these girls are known to be sipat sa eskuwelahan.
ako catholic school man gyud ko graduate ug ang among madre parehas sa madre sa stc, lisod kaayo kon imong i go against ang moral teachings sa catholic school. usually ang parents will side with the school kay they choose a catholic school for their children because of the moral values and discipline it espouse.
they girls are allowed to earn a high school diploma but attending graduation is sort of a privilege. kay kami gipasidan-an man mi nga ting hapit na ang graduation to keep our best behavior kay we can be barred from attending the graduation rites.

The missing Cebu City circumferential road (http://newsinfo.inquirer.net/169365/the-missing-cebu-city-circumferential-road)
By Fernando Fajardo
Cebu Daily News
Due to its physical configuration, the spatial development of Metro Cebu is linear in form that goes north and south from Cebu City’s central business district (CBD). For so long, one could only travel from Cebu City to the north or south through the old national highway that connects all the cities and towns in Metro Cebu. Now one can go to the north by crossing the new Cansaga Bridge in Mandaue City and following the Tayud provincial road that goes through Consolacion and ends in Liloan. To the south, there is already the familiar South Coastal Road (SCR), which passes through the South Road Properties (SRP). The SCR starts at the area near Pier I in Cebu City, follows the eastern line of the SRP, enters Talisay City and ends at the point when it merges with the old highway to the south in Lawaan, Talisay.
It is good that we now have this alternate north-south link following the eastern side or coastal areas of Liloan, Consolacion, Cebu City and Talisay, but where is the Cebu City Urban Circumferential Road that passes through the hillsides? This road is needed to decongest the flow of traffic moving within and passing through the fast-widening CBD of Cebu, providing an alternative route that will connect the north-south line of the city’s major thoroughfares.
As a background, this project had long been identified under the Metro Cebu Land Use and Transport Study (MCLUTS) completed in the early 1980s and the Cebu Integrated Area Development Master Planning Study (CIADMPS) prepared in the mid-1990s with Japan International Cooperation Agency funding. As stated in the June 1993 implementation program prepared by the Katahira and Engineers International (KEI), the project was part of Metro Cebu Development Project – Phase III (MCDP III), which also included the SRP and SCR. MCDP III, was approved by the National Economic Development Authority Board on June 1990 and was lined up for negotiations under the 17th Yen Loan Package of OECF. The circumferential road was excluded in the approved loan package for lack of a detailed plan. In addition, the loan package would be exceeded when the three projects under MCDP III were to be implemented at the same time.
Funding for the detailed engineering of the proposed circumferential road was approved in another Yen Loan Package. The study was completed and the Implementation Program for the Cebu City’s Urban Circumferential Road dated was prepared and completed in June 1993 by KEI. However, the project has not been undertaken until now.
After taking stock of the preset development of Cebu, the coalition of 13 business chambers and civil society organizations in Cebu under the Partnership for Better Infrastructure, which is spearheaded by Cebu Business Club and the Manila-based Research, Education and Institutional Development (REID) Foundation, identified the project as essential for the continued growth and efficient functioning of Cebu as an integrated economic unit. During the preparation of the 2012 national government budget in 2011, the coalition proposed to the Department of Public Works and Highways to conduct a study to revalidate the feasibility of the project. Now, as the 2013 national government budget is being prepared, the coalition again submitted a proposal to continue the study and implement the project, which could take three or four years to complete.
Based on the old study, the project consists of two major components. These are the Urban Circumferential Road and the Distributor Roads. The urban circumferential road component consists of five segments. It will be four-lane with a median separator with Portland concrete pavement. Along the road link is a proposed 450-meter four-lane tunnel located near the vicinity of Boy Scouts’ Camp. Also included in the proposed alignment is about 250 lineal meters of pre-stressed bridge crossing the Guadalupe River. Five roads are proposed to function as collector-distributor roads for the Circumferential Road. These are the Katipunan Road Extension, Good Shepherd Convent Road, V. Rama Avenue, Capitol Hills Road and Cebu-Plaza – Nivel Road
Based on the June 1993 Implementation Program for Urban Circumferential Road prepared by KEI, the project’s construction cost was estimated at P2.319 billion, which was equivalent to a total economic cost of P1.901 billion if taxes were excluded. That estimate was made almost 20 years ago. At current price, the project will cost three times the original estimate: P6,956 billion in total construction cost or P5.704 billion in economic cost.
The most likely reason this project will not be realized is the great amount of money needed for it. But who says good projects are cheap? If we really need it, there is going to be money for it. This can come in installment from the regular national government budget in three to four years or from outside loan. The only question here is the project viability, whether or not it has a positive net present value, benefit-cost ratio greater than one, and an economic internal rate of return (EIRR) that is higher than the social discount rate. The original study showed the project to have passed all these tests. But after the SRP and SCR were completed, why was the circumferential road not resubmitted for funding?

Dug a bit in the internet and found this:
Five Cebu projects lobbied for 2012 budget 10/28/2011 (http://www.cdn.ph/news_details.php?id=11533)
FIVE major infrastructure projects for Cebu were submitted to the Department of Public Works and Highways (DPWH) central office for inclusion in next year’s 2012 national budget.
The projects were part of the 10 high impact projects identified by the Partnership for Better Infrastructure (PBI) Project of the Cebu Business Club.
The presentation was made during the 2nd Cebu Local Governance & Development Forum at Marco Polo Hotel.
Among the five projects were the improvement and expansion of junctions of Archbishop Reyes, Salinas Drive, J. Luna and Cuenco Avenues and the Mactan Circumferential Road. Also included were the UN Avenue flyover in Mandaue City, the Cebu North Coastal Road and the Cebu City Circumferential Road.
Based on the presentation by PBI project team leader Ronilo Balbieran, only two of the five projects were allocated funding from the DPWH central office. About P300 million were allocated for the expansion of junctions of Archbishop Reyes, Salinas Drive, J. Luna and Cuenco Avenues and another P300 million was set aside for the Mactan Circumferential Road.
The budget for the Cebu City Circumferential Road has yet to be included as a line item in the DPWH-7 fund. The forum was participated by Cebu business leaders, local officials from the League of the Municipalities of the Philippines (LMP) Cebu Chapter and students from the University of San Carlos (USC) Political Science Department. The PBI is Cebu Business Club’s (CBC) new initiative in the government’s call for Private-Public Partnership. It is aimed at broadening participation in the allocation and implementation of infrastructure investments to support Cebu’s economic development and poverty reduction.
The Cebu Business Club signed an agreement with various stakeholders to launch the PBI last May. The signatories consist of the Cebu, Mandaue, and Mactan Chambers of Commerce and Industry, the Filipino-Chinese, American, Canadian and European Chamber of Commerce, Cebu Leads Foundation, Ramon Aboitiz Foundation, Hotel, Resort and Restaurant Association of Cebu, Chamber of Real Estate and Builders’ Association and the Step Up Young Entrepreneurs’ Association.
The recent Global Competitiveness Report ranked the Philippines 113th in terms of overall state of infrastructure. The 2011 Local Government Survey also identified infrastructure as the second important local problem in the country next to economy. During the forum Guillermo Luz, representative of the National Competitiveness Council (NCC) said the role of governance and infrastructure are the ‘make’ or ‘break’ factors that would elevate the Philippines in the Global Competitive Index (GCI).
He said the country’s ranking climbed 10 spots from no. 85 last year to no. 75 in this year's World Economic Global Competitiveness Report. /Correspondent Carmel Loise Matus

Transfer airport to northern Cebu, says Bogo City mayor (http://newsinfo.inquirer.net/170073/transfer-airport-to-northern-cebu-says-bogo-city-mayor)
Instead of Cordova town, why not transfer the international airport to northern Cebu?
Bogo City Mayor Celestino Martinez Jr. made this suggestion as Cebu Gov. Gwendolyn Garcia pushed for the expansion of facilities of the Mactan Cebu International Airport during yesterday’s airport board meeting.
Cordova was raised a few months ago as an alternative airport site by its mayor Adelino Sitoy, a plan supported by Rep. Tomas Osmeña.
But yesterday, Mayor Martinez, in a press statement, said there were benefits of going north to Bogo instead.
“The airport transfer to Cordova would need the construction of another road system within Mactan Island and Metro Cebu, another bridge or new tunnel that connects Cebu City to Mactan Island and hectares of reclamation lands that will cause an uproar from environment advocates. This translates to untold financial and social costs,” said Martinez.
“I call this move the opening of Pandora’s box for accelerated growths in northern Cebu. With the realization of super highway in the north, it will only take 40 to 45 minutes for Cebu City commuters to reach Bogo while lavishing the view of the countryside greeneries and virgin beaches,” Martinez said.
He said vast plain fields in northern Cebu were suitable for an airport runway along with existing resorts and golf courses in Medellin and San Remigio towns.
Garcia, for her part, said there was no discussion of a new aiport during yesterday’s MCIA board of directors meeting.
Instead, the funding institution Korea International Cooperation Agency (KOICA) presented the feasibility study of the expansion of the existing airport terminal in Lapu-Lapu City.
Garcia said she pushed for amendments in the feasibility study considering the longer time frame for the expansion project to be completed.
She said that Transportation and Communication Undersecretary Jose Perpetuo Lotilla agreed with her position and also pushed for a shorter time frame of the project.
The DOTC secretary or his representative is the chairman of the board.
Garcia, who sits as an ex-officio member of the board, said that from January to February of 2011, Mactan airport registered 237,926 domestic and international passengers.
This year, the number rose by 19 percent at 296,474 passenger arrivals.
There about 81 international and chartered flights and 510 domestic flights in the first two months of 2012.
“There is so much interest in Cebu … they always choose Cebu, whether it be conferences …,” she said.
The governor said growth must be sustained with a long-term plan to have a new terminal aside from the existing expansion project.
In 1985, the Mactan airport was built to accommodate 4 million passengers in a year. Now, the province is being visited by 6 million passengers per year, which is above its capacity, she said.

It has been said that if you cannot stand the heat, you better get out of the kitchen. This is a saying that holds true in the controversy surrounding St. Theresa’s College as it does in so many other situations.
STC disallowed a high school senior from participating in her graduation ceremony because of alleged violations of school regulations such as posting photos of herself in a bikini on Facebook, while holding a cigerette and intoxicating drinks.
The incident generated global attention and has drawn a wide variety of comments, both pro and con. Parents of the girl went to court and obtained a temporary restraining order but the school promptly sought reconsideration.

Underpass projects in Cebu City next year 4/1/2012
TWO new road tunnels for Cebu City will be bidded out next year by the Department of Public Works and Highways (DPWH) to complement the Plaza Independencia underpass.
Rep. Tomas Osmena of Cebu City's south district said the two underpass projects were already approved by the Regional Development Council (RDC) and funded by the DPWH.
But the congressman declined to give details of the projects which may be implemented late next year if the bidding goes as scheduled.
“(Cebu City Mayor Michael) Rama may oppose its implementation,” he said.
Osmeña said a four-lane underpass would be built at the intersection of S. Osmeña Road and Juan Luna Avenue near the Radisson Hotel.
The second underpass would be built near the city-owned block 10, an area once occupied by the Community Scouts.
The congressman said he proposed for an overpass in these two locations but its design was later changed to an underpass to complement Cebu City's first subway tunnel built near Plaza Independencia which connects to the South Coastal Road (SCR).
Having three underpasses linked to the SCR would cut travel time from the Talisay City boundary of the SCR to Cebu City's Mandaue City boundary at the bridge near the Cebu Ports Authority (CPA) office, Osmeña said.

mAiNsTrEaMhunter April 1st, 2012, 10:33 AM More hotel rooms needed -DOT
By Katlene O. Cacho, SunStar Cebu Daily
Wednesday | March 28, 2012
WITH a target of 10 million foreign tourists by 2016, the Department of Tourism (DOT) is seeing a shortage of rooms for accommodation.
Although there would be an additional inventory of 16,000 rooms by 2014, DOT Undersecretary for Tourism Planning and Promotion Daniel Corpuz said this is still insufficient to accommodate the number of both foreign and domestic tourists expected to visit the country.
According to the Central Visayas Tourism Cluster of the proposed National Tourism Development Plan (NTDP), about 7,000 rooms are needed in Central Visayas from 2011 until 2016, while 5,000 rooms are being planned or are under construction for the same period.
The key tourism development areas in Central Visayas include Northern Cebu (Bantayan and Malapascua); Metro Cebu, Mactan, Olango Island; Southern Cebu; Negros Oriental (Dumaguete and Siquijor); Tagbilaran and Panglao Island.
Central Visayas is positioned as a destination for Mice, business, resort, history, events, sightseeing, entertainment, shopping and eco-tourism activities.

so this is what @sinjin was talking about! giahak ba! I hope this won't happen again in Boljoon considering that this is the first time a whale shark has ever reached this quaint little town. But beyond this and more importantly, this just shows that the presence of whale sharks and other marine species in the area signifies how abundant, rich and healthy Cebu's surrounding seas are. Cebuanos should continue to protect and sustain this natural gifts. And with this incident, I hope Boljoon and possibly other towns along the southeastern coast that might be visited by this gentle giants in the future will come up with policies and regulations that will protect this gentle giants.
slerz April 1st, 2012, 04:18 PM right... actually, kitang tanang mga Sugboanon nakurat or nabag-ohan tang tanan sa pag dagsang sa mga whale sharks nga even taga Cebu city kay ganahan gyud mo adto para maka kita so samot na tong mga tawhana nga naligo ra sa beach nya naay nidagsa first time nga whale shark for sure mo hikap gyud og much worse mo sakay gyud kay higante gud kay wa man gyud silay know how about sa mga policies nga gi impliment na sa oslob, maayo gani ta kay naka hibaw dayon kay nag atubang man ta sa internet permi unya sila murag wapa gyud tingali kahikap og muter:D so let's avoid nalang of pushing those people nga to the extent tawgon na nato silag dautan tungod sa ilang gi buhat after all kung ma sulti-an or i educate na ni sila on how to protect these gentle giants, for sure mopatu-o man sad na sila kay maas buotan pa na silang mga taga Boljoon (testament lang gani sa pag preserve sa ilang heritage strutures) IMO kaysa sa mga taga syudad og sa mga edukado nga murag si kinsa nang maayoha diay to taka lag labay sa iyang sagbot sa kadalanan sa syudad...:D

mAiNsTrEaMhunter April 1st, 2012, 05:10 PM ^^ actually, if this is just the first, I can forget about it but if this is repeated again then for sure, this is not good anymore. let the people learn from their mistakes total hindi naman kinatay ang butanding na yan. at least, kahit mali ang approach ng mga tao sa Boljoon pero hindi naman siguro na mistreated ang hayop. I guess due to excitement and joy na rin sa mga local folks duon na may gumagala rin palang butanding sa lugar nila aside from the neighboring town of Oslob kaya nila ginawa yun but I don't think they have bad intentions to that whale shark. I just hope hindi na mauulit ang incident na yan sa Boljoon. What the town officials should do right now is to come up with their policies and regulations and perhaps learn from Oslob to ensure na tama yung panghahandle sa mga butanding na yan from now on.

Participants of Earth Hour 2012 at Plaza Independencia in Cebu City light candles in coconut shells formed into the number 60 as a symbol of Cebuanos’ participation in the annual event where lights are turned off for 60 minutes. Veco reports that every year, there is a significant drop in their load when people in Metro Cebu switch off lights, appliances and even gadgets for an hour on March 31. Because of Filipinos’ enthusiastic response to the call to observe Earth Hour, the Philippines was named in 2011 as an Earth Hour “Hero Country.” This year, the number of Filipinos joining Earth Hour is expected to increase from 18 million to 20 million.
mAiNsTrEaMhunter April 2nd, 2012, 01:31 AM Wait for underpass project before selling lots of SRP
By Jujemay G. Awit, SunStar Cebu Daily
Monday | April 2, 2012
IF Cebu City Mayor Michael Rama thinks he can get P30,000 per square meter now for the South Road Properties (SRP), then this will double in two to three years, said Rep. Tomas Osmeña (Cebu City, south district).
The wait is meant to give Filinvest Land Inc. (FLI) and SM Prime Holdings Inc. the chance to fully develop their commercial properties in the area. This way, market values, said Osmeña, will shoot up.
A four-lane underpass will be complementary to the Cebu South Coastal Road to decrease travel time going to and from Mandaue City.
The underpass will pass through S. Osmeña Blvd. to the City Hall block.
The underpass bidding will be next year. It is already funded and was endorsed by the Regional Development Council.
Osmeña envisioned this to bring more customers to the SRP, either for SM or FLI.
The constructed mall is supposed to fit the entire SM–North Reclamation area block that includes a parking area and the Radisson Blu hotel, on the ground floor of the future SRP mall.

mAiNsTrEaMhunter April 2nd, 2012, 02:10 AM RE: Underpass
I was a bit confused with the location of the underpass. One report says it will be located right at the corner of S. Osmena Blvd and Juan Luna St. but the other one, which I posted just now says it will pass through S. Osmena Blvd. to City Hall block? which City Hall is it referring to? Mandaue or Cebu City? kataas ba sa imong imaginasyon sa underpass kung mao na! mas taas pa sa SRP tunnel!
Also, if the reporter only knew that when one reaches Mandaue City, that same highway named S. Osmena Blvd in Cebu City will become Ouano Avenue when you cross the bridge! :D
I believe this is the right location of the underpass.

This just goes to show how poor our environmental education is. You could hate the people in the photos but they are just the concrete elements of a larger problem: Ignorance.
I cannot be sure, because there is no data, but I hope there are current studies being done (as this is also good opportunity). The whale happened to be just so near from Oslob so it is possible that the behavior might have also been triggered by the feeding activities. Although beaching (or being stranded) sometimes happens naturally, it might also be a consequence of the feeding being done in the neighboring town. They're supposed to steer clear of shallow areas, but they might have learned to approach the coast so near and too often because of the feeding activity.
I have no real proof of this, but this provides good opportunity for a scientific study so we could use the data to improve the management of ecotourism in the area. I'll make it clear that I am not against whale watching, but I am a bit leery and uncomfortable about handfeeding them, as this might affect their fitness to survive in the wild. If we can have a more scientific basis, then that would contribute greatly to the sustainability of whaleshark watching in our province, notwithstanding, the world.

vicven2 April 2nd, 2012, 06:17 AM ^^ actually, if this is just the first, I can forget about it but if this is repeated again then for sure, this is not good anymore. let the people learn from their mistakes total hindi naman kinatay ang butanding na yan. at least, kahit mali ang approach ng mga tao sa Boljoon pero hindi naman siguro na mistreated ang hayop.
So its not good anymore?

it will pass through S. Osmena Blvd. to City Hall block? which City Hall is it referring to? Mandaue or Cebu City?
Based on previous news, NRA City Hall Block 10 is the lot bought by Robinsons.
So the underpass should be passing under the intersection going to pier 4.

Tourist Police Unit
The Tourist Police Unit (TPU), a group of specially-trained 117 police officers under the Cebu Provincial Police Office (CPPO), will be deployed starting this week to tourist police desks, beaches, churches and other areas which are expected to be crowded this Holy Week. Members of the TPU are easily recognizable from their uniform: their blue PNP t-shirt, dark blue PNP cap, black shoes, black socks and dark blue shorts which are almost knee-length. The uniform is designed to allow the officers easy movement. They have special training in English, especially in handling tourists who have difficulty speaking it, first aid (including CPR), rescue and even in the history of the place where they are assigned. Starting this Holy Wednesday, the CPPO’s 103 public assistance centers in 85 churches and 18 tourist spots will be activated.

So, does this kind of publicity justify the actions of some tourists and locals in the Tuki riding at Boljo-on/Oslob as acceptable, since people from other nations are doing the same "maltreatment" with wildlife? Is this what you are referring to?
Bisag asa nga anggulo imo tan-awon, it is still "maltreatment of wildlife." Where's our "responsible eco-tourism" now if we justify this action?

Mercato April 2nd, 2012, 04:06 PM Since the locals are new at this game, we can probably give them some reasonable consideration since the animal was set free to live another day. But in no way does it detract from Responsible Wildlife Viewing ~ which should be one of the goals of the Department of Tourism hand in hand with the DENR perhaps. Instead of the DOT Secretary issuing vague generalized statements about "Ignorance", his department ought to promote further education among the locals to mitigate whatever he means by this "Ignorance". "To whom much is given, much is to be expected", and he who holds the knowledge bears the onus in promoting that knowledge.

It can be argued that this is only applicable to American marine wildlife. But then again, wildlife is wildlife, Nature is Nature and Nature does not recognize borders. Tropical wildlife behaviour in Florida or Hawaii would be just about the same as in the Philippines.
A re-post
Marine Wildlife Viewing Guidelines
The following marine wildlife viewing guidelines are
intended to help you enjoy watching marine wildlife without
causing them harm or placing personal safety at risk.
Please note that these are general guidelines and that the
types of wildlife, local habitat conditions, and numbers of
people present in an area may require local restrictions or
closures to protect the wildlife. Always follow local and
species-specific guidelines and regulations when available,
and respect the rights of landowners and other wildlife
viewers on your travels.
Learn before you go.
Read about the wildlife, viewing sites and local regulations to get the most
from your wildlife viewing experience. Many species live only in specific habitats such as estuaries, coral reefs,
sand dunes or the open ocean. Seasonal and daily cycles also influence when and where an animal may be
located. Research on the internet, buy regional viewing guidebooks, talk with local residents and hire local guides
to increase your chances of seeing marine wildlife.
Keep your distance.
Use binoculars, spotting scopes and cameras with zoom lenses to get a
closer look. Marine wildlife may be very sensitive to human disturbance, and if cornered, they can harm the
viewer or leave the area. If wildlife approaches you, stay calm and slowly back away or place boat engines in
neutral. When closer encounters occur, do not make sudden moves or obstruct the travel path of the animals –
let them have the unhindered “right of way.”
Hands off.
Never touch, handle or ride marine wildlife. Touching wildlife,
or attempting to do so, can injure the animal, put you at risk and may also be illegal
for certain species. The slimy coating on fish and many marine invertebrates
protects the animal from infection and is easily rubbed off with a hand, glove or foot.
Avoid using gloves when diving or snorkeling to minimize the temptation to touch.
Remember, wild animals may bite, body slam or even pull you underwater if startled
or threatened.
Do not feed or attract marine wildlife.
Feeding or attempting
to attract wildlife with food, decoys, sound or light disrupts normal feeding cycles,
may cause sickness or death from unnatural or contaminated food items, and
habituates animals to people. Habituated animals are vulnerable to vessel strikes or
vandalism, and can be dangerous to people.
Never chase or harass wildlife.
Following a wild animal that is trying to escape is dangerous.
Never completely surround the animal, trap an animal between a vessel and shore, block its escape route, or
come between mother and young. When viewing from a boat, operate at slow speed, move parallel to the
swimming animals, and avoid approaching head-on or from behind, and separating individuals from a group. If
you are operating a non-motorized vessel, emit periodic noise to make wildlife aware of your presence and avoid
surprise.
Stay away from wildlife that appears
abandoned or sick.
Some marine animals such as seals, leave
the water or are exposed at low tide as part of their natural life cycle --
there may be nothing wrong with them. Young animals that appear to be
orphaned may actually be under the watchful eye of a nearby parent. An
animal that is sick or injured is already vulnerable and may be more likely
to bite. If you think an animal is in trouble, contact the local authorities for
advice.
Wildlife and pets don’t mix.
Wild animals can injure and spread diseases to pets, and in turn,
pets can harm and disturb wildlife. For example, wild animals recognize dogs as predators and quickly flee when
they see or smell dogs. If you are traveling with a pet, always keep them on a leash and away from areas
frequented by marine wildlife.
Lend a hand with trash removal.
Human garbage is one of the greatest threats to marine
wildlife. Carry a trash bag with you and pick up litter found along the shore and in the water. Plastic bags, floating
debris and monofilament line pose the greatest risk to wildlife.
Help others to become responsible wildlife watchers and tour operators.
Speak up if you notice other viewers or tour operators behaving in a way that disturbs the wildlife or other viewers,
or impacts sensitive habitats. Be friendly, respectful and discrete when approaching others. When operating a
boat, lead by example and reduce your speed in areas frequented by marine wildlife, anchor properly and
encourage others to do the same. Violations of the law should be reported to local authorities.
It’s up to you! Carry a few copies of these guidelines on
your travels and share them with others. When choosing a
commercial tour operator, ask if they follow these guiding
principles and patronize those businesses that do. After all,
protecting and conserving marine wildlife and habitats is
everyone’s responsibility.

The Philippine president has reportedly limited his foreign travel to six a year
Manila: Philipine President Benigno Aquino is not attending the canonisation of the Philippines' second saint, to be held in Rome in October, said the Catholic Bishop Conference of the Philippines (CBCP).
"President Aquino explained he has limited his foreign travel to six a year and that he has a tight schedule in October this year (so he could not attend the canonisation of Pedro Calungsod at St. Peter's Basilica in Rome on October 21)," CBCP president and Archbishop of Cebu Jose Palma told CBCP News online.
Instead, Aquino promised to find time to join the CBCP during a thanksgiving mass for Calungsod's canonisation in Cebu in November, said Palma.
"It's (Cebu) a bit near so I can probably join the event [there]," Palma quoted Aquino as saying.
In October 2011, Pope Benedict XVI promulgated a decree which acknowledged that the miraculous survival of a businesswoman from a coma in a hospital in Cebu in 2003, was due to Calungsod's intercession. It was the last step that led to his declaration as a saint.
Calungsod and six other religious men and women will be canonised in Rome in October.

Very nice! I hope they don't let the opposite bank become a shanty settlement. Morag naa nay gasugod ug pagtukod ug mga payag payag. This area has potential kung dili pasagdan. Let it revert back to it's natural state of being a katunggan along the banks instead of having settlements.
Nganong wala man na iopen ang Boardwalk Complex? It looks like a nice shopping and recreation area besides being by the sea. The design looks good too.

Also, if the reporter only knew that when one reaches Mandaue City, that same highway named S. Osmena Blvd in Cebu City will become Ouano Avenue when you cross the bridge! :D
I believe this is the right location of the underpass.

dili ba, duha man ka underpass ang iyang (tomas o.) gipropose? The one is beside the radisson blu and the other one is at robinsons nra complex.
ydderf101 April 2nd, 2012, 07:57 PM Regarding the whale sharks, although we know it's not good to touch or be so close to them, I don't know if I can help myself if I'm in that situation. Basig magakus gyod nako ang tuki. They are such beautiful, magnificent and gentle creatures nga makalimot tingali ka. Cebu is so lucky to have them in it's waters.

EdithB April 2nd, 2012, 07:58 PM Good morning or good evening Zub and Diehard. How's the weather where you are? It's so nice here right now after the rains we've had.
Cebu is growing so fast. It's nice to see all the developments going on. If only they will fix the sidewalks to make it a walkable city. The Osmena Blvd. project is a good start. I hope they don't stop there. They should do the sidewalks along the Heritage areas next. It doesn't have to be fancy. I'd rather have a simple but comprehensive sidewalk system than a fancy one that is only focused in very few areas.

ITA Freddy, asa na man diay ang ilang share sa revenues generated by the whale sharks? :) Their job is to inform the public dili kay dawat lang sila ug limpyo. At least ang mga fishermen they work hard for the money they make. Ang mga whale sharks pod , uyap lang intawon ang ilang share. Kung naa pay buot ang mga tuki dapat mocharge sila ug appearance fee.

mam edith im in dubai, its now the transition padong summer... nagtaligsik taligsik ron diris desyerto, 3 days nang gadag-om, nabag-ohan ko kay naanad kos pirme bluesky diri.. hehe i hope tanan mamaayo nas sugbo i hope ang mga kaugmaran karon padong nas maayong dagan sa tibuok sugbuanong katilingban...:)
anyway wa gihapon ko kaget over sa old warehouse nga gidemolish luyo sa Cityhall, in my opinion its the most beautiful warehouse in that area, naa pay touch of spanish colonial style...so sad nga wagtangon.. im now currently making a 3d of that warehouse if di dayon ko katog, imaginon nalang ang restored image sa rendering, mao nalang akong handomon.. hehe i was imagining it to have specialty shops, outdoor nga mga local cafes and restos, and part of it as art gallery... haaaayz..
EdithB April 2nd, 2012, 08:30 PM ^Mag-uwan sad diay diha? I imagine the temperature swings are extreme pareha sad sa deserts diri sa So. California.
Sige Zub tanawon nato ang imong rendering. Sketchup imong gigamit? Unsay inyong gigamit diha sa Dubai for cd's Autocad or Revit?
Gidemolish na nila? Kaingon nako nga giretrofit nila to.
Wala man gani sila kadevelop ug seaside park or promenade diha sa luyo sa City Hall, warehouse and heritage district pa kaha.

That would have been a good solution if you are thinking about it from a preservation perspective. I thought these structures are protected if they are in the historic building registry. Isn't that what happened with Oriente? Bitaw ayaw lang mog kasuko ha? Bati kaayo ang pintal sa facade sa Oriente, ang akong sabot dili man unta pwede ilisan ang color ana. Regarding the warehouse, in some instances they can cite safety reasons to justify demolition of historic buildings.

slerz April 2nd, 2012, 10:50 PM Re: Tuki Riding.
(mura lage ko ug si anhing @skyion ani nga post ay hahaha..)

THE small coastal barangay of North Granada in Boljoon town, southern Cebu, pleaded ignorance after being heavily criticized for mishandling a whale shark that was stranded there.
Carinn Lestolis, the 18-year-old girl photographed sitting on top of the whale shark, said she was frightened by the outpouring of anger and online bashing, especially comments about her using the fish as a “surf board.”

BCFeet April 3rd, 2012, 06:21 AM GO, NGOs develop Badjau community in Cebu (http://www.pia.gov.ph/news/index.php?article=1091333345326)
By Hazel F. Gloria
Tuesday 3rd of April 2012 , April 3 (PIA) -- A Bajau model community is fast rising in Sitio Puntod, Alaska, Mambaling, Cebu City. The project had been contributing to the development of a self-reliant, self-sustaining, and self-progressive Bajau community with a sense of pride and belonging for almost one year now, says Rowena Bandola-Alensonorin, executive director of the Integrated Development unit of the R. Aboitiz Foundation Inc. (RAFI).
“Some of the program interventions include educating the Bajaus on the importance of proper hygiene,” Alensonorin added; Bajaus' known and historic habitat are houses on stilts along the coastline.
The Bajau Integrated Area Development Project (BIAD-P) directly answers the immediate needs of the community through safe, durable, and culturally-accepted housing project, Alensonorin said.
She added that parents had undergone responsible parenthood seminars to help them become better parents in rearing their children.
“We also trained families on how to establish backyard gardens to respond to the high malnutrition rate among Bajau children,” Alensonorin shared.
On August 1, 2011 BIAD-P proponents broke ground on the 140-hectare Bajau site at Sitio Puntod for the construction of concrete, socialized houses for 140 Badjao families.
All I can say is thank you to the all organizations.
MatudNilaBaby April 3rd, 2012, 07:17 AM mao nay gina-ingon nga it takes a village to build a better community. bitaw ngano ang atong city government dili man maka himo ini without other ngo helping it materialize. siguro tungod sa kadako sa atong city government dili na matagad ang mga basic needs sa mga tao. bisan these people are not cebuanos by birth kay badjao man kaha na ilang kagikan but eventually mahimo napud na sila unyang mga cebuanos labi na ang ilang mga anak. siguro i limit nato ang size sa atong city government to handle the basic needs of the people. maayo ang gamay but effective kaysa dako nga politics ra gyud ang nag daghan.
kenken94 April 3rd, 2012, 07:35 AM ^^ Or rather, the Badjao's have become a marginalized social group in the urban city. Cebu City is indeed very big for it's land size and perhaps the City Government is too preoccupied with many problems that these things can go unnoticed. That is why there are NGOs to articulate the needs of these people and make their voices heard by the Government.

bisayaKID April 3rd, 2012, 03:05 PM DOT 7 discussing with retailers holding of month-long Cebu sale
THE Department of Tourism (DOT) is currently in talks with the Philippines Retailers Association (PRA) – Cebu for the planned month-long sale meant to entice tourists to visit and shop in Cebu.
According to DOT 7 Director Rowena Montecillo, the sale is being organized to boost tourism arrivals in the country, which is projected to hit 4.3 million this year.
Montecillo said Cebu accounts for 25 percent of the 411,064 foreign tourists that visited the country this January.
“This planned month-long sale will offer big discounts and this will be held alternately by the different sectors,” Montecillo said during the recent general membership meeting of PRA-Cebu.
Montecillo said they want to make the sale an annual event to keep visitors coming to Cebu. She said the concept is similar with the shopping sales in Singapore and Hong Kong, which are being held to promote tourism and business.
PRA-Cebu, meanwhile, will be holding a retail expo this June, in time for the Cebu Business Month.
The upcoming expo will be one of the big expositions here, according to organizer Lilibeth Ducut-Abais.
“This event will help position Cebu to be one of the best shopping destinations in the country and in the world,” she said.
Abais said the expo will also prepare retailers on maximizing online tools in selling their products.
According to real estate advisor CB Richard Ellis (CBRE) Philippines, retail developments and the influx of domestic and foreign tourists are turning Metro Cebu into a major retail destination in the South.
CBRE said that with the right push and consistent support from both public and private sectors, Metro Cebu can even become the newest retail destination in Asia.

actually, according to the report, wala man daw na gihiktan ang tuki. natrap man daw na sa pukot maong naa pay mga higot sa lawas pero ila ra pud gitabangan og pagawas. tungod man gud na sa kaduol ra sa baybayon makita ang tuki maong maigo sa mga pukot. that's the difference of Whale watching in Oslob/Boljoon compared to Donsol wherein the whale sharks can be seen not far from the beach.
Regarding the whale sharks, although we know it's not good to touch or be so close to them, I don't know if I can help myself if I'm in that situation. Basig magakus gyod nako ang tuki. They are such beautiful, magnificent and gentle creatures nga makalimot tingali ka. Cebu is so lucky to have them in it's waters.
right! maski ako mam @edithb manguryoso gyud ko especially that these animals are known to be gentle giants of the sea pero not to a point nga sakyan pud uy. :D pero unta, undagon na pud sa uban ang mga bati na mga pulong against those people involved in this Boljoon whale shark fiasco because in the first place they don't really know the real story behind those photos! Those people have already apologize so other people should just shut up! basin otro pud ng mga ignorante ang uban dinha kay nasuya pud na sila kay wala pa pud sila kakita'g tuki sa ilahang lugar maong grabe makatamas-tamas sa mga taga Boljoon! :ohno::bash:

unya, unsa man po'y masulti ani sa uban nga naa lagi EDUKASYON/KAALAM pero gibuhat man gihapon ang sayop? For sure, naa poy mga uban didtong nagcomment against the town folks in Boljoon that have been to theme parks such as the picture above and were very fascinated to see these wild animals do live shows and stunts with these trainers! mind if they've ever raised the same concerns as they did with the whale shark in Boljoon to think that people working with animals inside theme parks are far more knowledgeable than the town folks of Boljoon! mas mao ni sila ang angayan nilang tamas-tamasan imbes ang mga ignoranteng mga lumulupyo sa Boljoon nga kuwang sa edukasyon ug kaalam kung unsaon pagtratar sa mga tuki!

this is the story: (from Stop Whale Shark Feeding In Oslob, Cebu, Philippines FB Page.)
"NOW here's the confirmed story behind these photos: Agnes Corine Sabonsolin a marine biologist at Coastal Conservation and Education Foundation, Inc. said "I was there right after the BFAR personnel asked these idiots to let the Whale Shark go. Apparently the whaleshark was passing by and they paid someone P100 pesos to tie the Whale Shark because they have visitors coming. But the BFAR personnel insisted so they consented to let the shark go. After that, they still called and said, I don't think the shark would've died if tied for an hour!" tsk tsk tsk! Agnes said that "Sharks need to keep moving to breathe. They are not mammals, they are fish! They need water to pass through their gills to get oxygen" which proves that what they did to the Shark is pure cruelty!"

Henz April 4th, 2012, 04:21 AM More hotel rooms needed -DOT
By Katlene O. Cacho
Wednesday, March 28, 2012
WITH a target of 10 million foreign tourists by 2016, the Department of Tourism (DOT) is seeing a shortage of rooms for accommodation.
Although there would be an additional inventory of 16,000 rooms by 2014, DOT Undersecretary for Tourism Planning and Promotion Daniel Corpuz said this is still insufficient to accommodate the number of both foreign and domestic tourists expected to visit the country.
Have something to report? Tell us in text, photos or videos.
A total of 98,000 rooms were recorded by DOT in 2010.
Corpuz noted a strong build-up in the accommodation sector.
He reported that of the P28 billion investments recorded under the Board of Investments (BOI) last year, 80 percent are for new hotels and other types of accommodation. In 2010, 75 percent of the P20 billion investments were also dedicated for tourism-related projects.
Corpuz added that key tourism areas should have more rooms in preparation for the influx of tourists from various markets, especially after the country has diversified its tourism product portfolio to include nature, cultural, sun and beach, leisure/entertainment; Mice (meetings, incentives, conventions and exhibitions) and events; health, wellness, retirement; cruise and nature; diving/marine sports; and education tourism.
The DOT targets 4.6 million tourists this year. The country’s tourist arrivals in January 2012 were recorded at 411,064, 17.5 percent higher than the same period last year. The top five origins of tourists to the country in January are Korea, United States, China, Japan, and Taiwan.
Aside from adding more rooms, the department is also developing guidelines for mandatory accreditation for all types of tourism establishments.
Large establishments and most medium-sized establishments are expected be accredited this year.
Corpuz said this new set of standards will be introduced in the second half of the year. They are encouraging all hotel establishments to adopt standards that are fit for international clients.

So the problem now would be to connect, Central ang Eastern Visayas, ambot ra kun possible ba Leyte-Bohol-Cebu

Henz April 5th, 2012, 06:15 AM There are still alot of minor infrastructural development in both Mandaue and Cebu cities. If i have the time, i will take more pictures and post it here..
In this way, we can be able to appreciate the little things our LGU's had done as of date.
According to sources, Mayor Rama hopes to re-asphalt and redevelop roads all over the city before the election comes.
We are still expecting major infrastructural work such as the 2 underground tunnels of Cong. Osmena.. hopefully will start next year, the expansion to 4 lanes in Consolacion and Liloan ( currently undergoing) .. and the North Road Project which is expected to connect the to the South Road via Cebu North Reclamation and the Mandaue Reclamation. :okay:

CEBU’s increasing population, the influx of foreign tourists and the acceleration of property development are the key drivers of its thriving retail industry, according to real estate advisor CB Richard Ellis Philippines (CBRE).
“Given the prevailing consumer demand and its absorptive capacity, Metro Cebu is now the apple of the eye of both regional and national retailers,” CBRE said in a recent market study.
CBRE described Cebu as a maturing major retail hub in the southern Philippines that has the potential to become the newest retail destination in Asia, with the right push and consistent support from both public and private sectors.

ydderf101 April 5th, 2012, 10:26 PM [[QUOTE]B]Compostela top 5 in collections[/B]
DESPITE not having a mayor and councilors to run its operations, the Municipality of Compostela was among the top five Cebu towns in the collection of real property taxes (RPT) in 2011.
Compostela also was third among 44 towns in Cebu Province in terms of RPT collection efficiency.
Have something to report? Tell us in text, photos or videos.
Town Treasurer Cleofe Gonzaga said they achieved this by going “house-to-house” and engaging taxpayers “one-on-one” to collect payments.
“We initiated compromise agreements with delinquents,” added Gonzaga, who just assumed her post on June 13, 2011, replacing Lorenzo Almodiel, who got suspended for six months over allegations of grave misconduct.
Liloan had the biggest RPT collection of P37,397,120.33, followed by Consolacion (P31,808,897.85), Minglanilla (P20,328,233), San Fernando (P19,969,872.66) and Compostela (P12,510,905.37).
Collection efficiency
Provincial Treasurer Roy Salubre, who provided Sun.Star Cebu a list of RPT collection efficiency among the 44 municipalities in 2011, identified Carmen town as the most efficient in collecting taxes at 183.22 percent.
Second was Malabuyoc, with a collection efficiency of 160.30 percent, followed by Compostela (153.59 percent), Aloguinsan (137.09 percent) and Santander (126.05 percent).
Collection efficiency is rated by comparing a town’s actual collections against its target collections.
However, a treasurer of another LGU said the manner by which the RPT collection efficiency is assessed is unreliable, as a treasurer may set a low target collection so he could easily surpass it and earn a high rating.

I can't understand why our city government can't put rubbish bins every 10 meters in major thoroughfares of our beloved city. I've seen a lot of rubbish bins here, different designs yet it's a no brainer to make. Simple and low cost project, and yet we got none. It could have been an integral part of the beautification project along Jones Avenue. :ohno:
hans boy April 6th, 2012, 01:16 AM If only our LGU is like the LGU here that is so interactive and connected to its people, then we can have our say to whatever we like and don't like to see or to have in our beloved Cebu. The medium to connect is there but our LGU isn't using it. The LGU here connects through print and the internet as you can on the pic and the website at the bottom.

We have city and barangay counselors that "kuno" represent us! But the question is? Do they really represent us and listen to what we say?
I don't think so!

Henz April 6th, 2012, 07:05 AM I think it has a limited budget due to the slashing of the City council of its allocation. Mayor Rama might re submit the bdget through another appropriation..
Dghan pa kaayo roads diha sa North Reclamation which needs repair, especially dha sa MacArthur Boulevard, up to the Osmena Blvd going to the Mandaue Reclamation..
We do hope na maapil unya ni sa road improvements and redevelopment of Mayor Rama... :okay:

Henz April 6th, 2012, 07:46 AM I think ang road from Consolacion to Liloan was also being reasphalted sir.. But it would be better if they will expand it to four lanes... :okay:
Peeling/scraping the road surface is another item on the contract meaning another set of wads of money to be paid. Pun-an pa nga nanga-wa na siguro mga original drawings sa unang road works, mao na nga sapaw-sapaw na lang ng buhaton!
Do you remember that we have the most advanced traffic control systems in the country? Part of the sophistication is because, under those asphalt or cement at intersections there are lots of embedded vibration sensors that are hard-wired to the central traffic control computer who does the traffic light signal control! Ug ilang kawoton ug gamitan ug pneumatic hammers, di kaha sila angay mag andam ug replacement sensors kay siguro man gyud nga dunay maigo/ madaut!

http://www.census.gov.ph/data/pressrelease/2012/pr1227tx.html
It shows that Talisay City already has a population of 200,772. This means it is now qualified to be a highly urbanized city and independent from the Province of Cebu.:banana:
Section 452 (a) of the Local Government Code states that "cities with a minimum population of 200,000 inhabitants, as certified by the National Statistics Office, and annual income of at least P50,000,000 based on the 1991 constant prices, as certified by the city treasurer, shall be classified as highly urbanized cities."
hopefully its City Council will submit a request to the President for it to be declared as Cebu's fourth highly urbanized city.:cheers:
if this happens, Talisay will stop sharing its tax revenues with the Province, and their registered voters will no longer participate in provincial elections. It will have its own police office (independent from the Cebu Provincial Police Office). Its fire department will also be independent from the Province.

MatudNilaBaby April 6th, 2012, 08:44 PM Tourism, BPOs drive retail sector
CEBU’s increasing population, the influx of foreign tourists and the acceleration of property development are the key drivers of its thriving retail industry, according to real estate advisor CB Richard Ellis Philippines (CBRE).
“Given the prevailing consumer demand and its absorptive capacity, Metro Cebu is now the apple of the eye of both regional and national retailers,” CBRE said in a recent market study.
CBRE described Cebu as a maturing major retail hub in the southern Philippines that has the potential to become the newest retail destination in Asia, with the right push and consistent support from both public and private sectors.

for example:
Laoag City - sister city: Kauai, Hawaii
http://mb.com.ph/node/311313/laoag-hawaiian-county-forge-
depende ra pud na sa mayor kun kugihan makipag-sister-city

I Would choose on the positive effects more than the negative... for i understand and i am convinced that we are an imperfect society.... but still we are looking forward to that great change, which i believe is starting now...
Naa ra jud na nato.. its for our own choosing. :)

I hope dili ni maligsan sa dagkooooooo kaayong E.G.O. sa atoang mga politicos. This is really the smart thing to do and we are moving ever so slowly towards this integration.
I bet all the studies would, if based on sound and solid urban planning science, support this integration of metro Cebu. But most of our management decisions are almost always hindered by politicking. Our Cebu is moving forward in what seems great strides to us. But if Cebu becomes integrated, it's going to grow by leaps and bounds beyond what we can imagine today.

Suburbanism. This is a dangerous path of urban growth. This is the reason why American cities have failed and why global warming rose to alarming levels today. Kinahanglan najud ma-control ang movement sa mga tao sa Metro Cebu ug ang expansion sa urbanization. All efforts to curb climate change will be in vain if ang urban sprawl dili ma-control.

Right. It's time we start to implode. Built up areas should be limited and should go vertically. Let's preserve the rural areas.

I guess this will be an all-in-one home improvement and construction supplies depot. murag gicombine nga Mandaue Foam, Cebu Home Builders ug Cebu Atlantic Hardware. :D
And its location is pretty much ideal considering that there are a lot of gated communities in Talisay as well as nearby Minglanilla and Naga City.
