March 30th, 2006, 01:36 AM City traffic lights ‘dilapidated’ Cebu City can’t fix computerized system, needs to hire firm for P12 million For lack of experts, the Cebu City government needs to pay a private firm P12 million to repair and maintain its computerized traffic system. Arnel Tancinco, executive officer of the City Traffic Operations Management (Citom), admitted there was currently nothing wrong with the traffic lights system. But he warned that computers and sensors running the city's 14-year-old Sydney Coordinative Adaptive Traffic System (Scats) were already “dilapidated” and needed general rehabilitation. “If we won't do this right now, we will lose the essence of the system. All our expenses before will all be for nothing,” Tancinco said. But the Cebu City Council, during its regular session last week, set aside two resolutions authorizing Mayor Tomas Osmeña to hire Tyco Integrated Systems Phils. for one year, and allocating the P12 million as fees for the firm. The councilors opted to wait for the comment of the Bids and Awards Committee before acting on the resolutions sponsored by Councilor Augustus Pe. According to Tancinco, Citom first asked Tyco to assess the city's traffic lights system. The Manila-based firm came back and recommended that the city spend P12 million to replace sensors, lights and computer hardware. Tyco is the exclusive distributor of Scats products in the Philippines. Tancinco said they committed a lapse in submitting the two resolutions together. He said the appropriation should be completed first before the mayor is authorized to sign the contract. Of the P12 million proposed budget, P6.2 million would be spent for the maintenance of the traffic signal and the refurbishment of 26 controller cabinets. Sinjin P. March 30th, 2006, 01:38 AM Towns’ plans prompt Capitol to reconvene reclamation body Inactive for many years, the Cebu Provincial Reclamation Authority (CPRA) has been reconvened after the Capitol received requests for help from municipalities undertaking reclamation projects. “We need to come up with an authority or a body to look into all reclamation projects in the province,” said Gov. Gwendolyn Garcia. But Garcia sees a need to review the ordinance creating the CPRA, considering that it was anchored on a memorandum of agreement with the Public Estates Authority (PEA) that has since been revoked. Review The Provincial Board (PB) committee on laws is now reviewing the existing ordinance on CPRA and its membership, after Board Member Victor Maambong sponsored an ordinance for its amendment. “We see a need to amend it, if not make another ordinance because the root of the ordinance is (no longer existent) and we are in a different circumstance now,” the governor told reporters. Garcia has also ordered an inventory of different reclamation projects, which some coastal barangays in Cebu are also into. Late last year, some municipalities undertaking reclamation projects have met problems with the PEA, which is asking them to meet requirements or face penalty. Carmen in northern Cebu and the southwestern town of Alcantara sought the help of the Cebu Provincial Government. A town official earlier said he does not see why PEA would make the process difficult for local government units, when they are also part of the government and are doing it to deliver basic services, and not for profit. The CPRA was created in 1992. It is the stand of the Provincial Attorney’s Office that Cebu Province has power over reclamation projects funded from its treasury. Sinjin P. March 30th, 2006, 01:41 AM Governor to gear up Capitol with hi-tech communications After the inaugural meeting of the newly created provincial Information and Communications Technology Council yesterday, Governor Gwen Garcia ordered the purchase 3G-capable mobile phones for Capitol officials, and computers to link police stations in the province. Garcia directed provincial treasurer Roy Salubre, local bids committee chairman, to procure the 3G phones for her and at least 18 department heads to provide a 24-hour communication line among them. She also signed the purchase order for 54 sets of computers, which will be installed at various police headquarters and stations in Cebu towns and in the Action Calling Center at the Capitol. The third generation, or 3G, system in mobile phones is the latest technology to hit the country that shows on video the caller and the called party. "Cheaper pa ug ang nakanindot pa gyud kay makahibalo na ko og hain sila inig tubag," the governor told reporters. A telecommunications firm reportedly offered the Capitol 3G phones at P1,800 post-paid monthly account. Garcia said the present monthly allocation of P2,500 in pre-paid calls and text cards for department heads will be changed to 3G line services. Earlier last Monday, Garcia already ordered department heads "to respond at anytime" her calls so she could be posted of all department activities day and night. And the 3G phones are substantial solutions to her aims. In the case of linking all police stations in the province, the procurement of computers has been strengthened with the donation of software and web-cams to the Capitol from the firm, Bigfoot Global Solutions, Inc. March 30th, 2006, 01:42 AM Lapu-Lapu council allocates additional P500T for 27th Kadaugan sa Mactan After finding out that only few sponsors gave cash donations for the upcoming Kadaugan sa Mactan, the Lapu-Lapu City Council yesterday approved a fund allocation of an additional P500,000 for the said activity. Councilor Damian Gomez, chairman of the committee on tourism at the city council told his colleagues during their regular session yesterday that the cash donations they have received so far is quite dismal. Gomez said one possible reason for this is that many business establishments and private individuals have given donations to the victims of the Guinsaugon tragedy in Saint Bernard, Southern Leyte. The councilor said the city government had allocated P1.2 million for this activity but they expect to spend at least P2.3 million, wherein the remaining amount will be solicited from sponsors. This year's 27th Kadaugan sa Mactan, (literally, "Victory at Mactan") used to be called Bahugbahug sa Mactan (literally, "Melee at Mactan"). It was initially staged in 1981 and is among the significant events in Philippine history and serves as testimony to the rich cultural and historical heritage of the Filipinos. D'Transporter March 30th, 2006, 05:38 AM Valium: For Cebu to prosper more, it has to be interdependent with other cities in the region. It's been a historical trend worldwide that when a city becomes a hub or center of trade in the region, it usually prosper faster than the other cities in that region. Just like imperial Manila, if not because of the other cities contribution, it wouldn't have grown to where it is now. Manila had to grow old enough first before it could stretch it's arms and start pulling other cities to grow bigger by it's side. This is the case for Quezon city, Makati, Paranaque and etc. Cebu couldn't do anything with the other neighboring cities because imperial Manila has been in control most of the time of the infrastructure funds of the Philippine government. Cebu had to thrive all these years just to be in the position where it is now. Cebu is lucky because it has Visayas and Mindanao backing up it's economy. Other cities like Davao, Cagayan, Mandaue, Talisay and etc will soon grow bigger as Cebu becomes the major metropolis for Visayas and Mindanao. Ramos In a recent national survey and ranking of 65 of the country's cities of varying sizes as "most competitive" business sites around the country, some fairly predictable names headed the list: Davao, Las Piñas, Makati, Marikina, and Muntinlupa, in no particular order. Among mid-sized cities (more than 200,000 population), the list also looked familiar: Bacolod, Iligan, Iloilo and San Fernando, Pampanga. Among smaller cities (less than 200,000 population, some more surprising entries popped up: Dagupan, Koronadal (South Cotabato), Legaspi, Naga, Surigao, and Tagum. The most surprising entry, however, was the one that wasn't there-Cebu City. Does this mean that as a business locale, Cebu actually ranks behind these cities? Unthinkable, as most would readily attest. For hasn't Cebu long been an economic bastion, even when the rest of the country was in the doldrums? Hasn't Cebu shone as an investment and tourism magnet for the past few decades? Isn't Cebu's dynamic private sector and enterprising mentality the source of envy and wishful thinking nationwide? Doesn't Cebu have an in-depth industrial economy by virtue of its strengths in manufacturing, semi-conductors, exports, furniture, business process outsourcing, information and communications technology and many others? Six Economic Zones Cebu has long been a haven for foreign investment, as evidenced by the presence of no less than six economic zones, in which most of the 200 largest foreign direct investments in the Philippines have gone: the Mactan Export Processing Zones, the Mitsumi plant in Danao City, the West Cebu Industrial Park in Balamban, the Cebu Light Industrial Park Development Inc., also in Mactan, and the Asiatown Information Technology Park in Lahug. And Cebu does not deserve to be called one of the country's most competitive cities? What gives? According to the Philippine Daily Inquirer dated Feb. 14, 2006, the nationwide survey was conducted by the Asian Institute of Management Policy Center (AIMPC), with the assistance of the United States Agency for International Development and Germany's Technical Cooperation Unit. AIMPC Executive Director Federico M. Macaranas announced the results of the Philippine Cities Competitiveness Ranking Project in a forum at Makati's Hotel InterContinental. The factors weighed in evidence included cost of doing business, links to major urban and growth centers, dynamism of the local economy, human resources and raining, adequacy and quality of infrastructure, responsiveness of local governance, and the quality of life in the city. Evaluations were based on statistics as provided by the concerned local government units and the perceptions of leaders of the small and medium-sized businesses operating in the city. How Can They Overlook Cebu? When asked for his comments on the matter, Joel Mari Yu, executive director of the Cebu Investment Promotion Center (CIPC), sought out the PDI article, read it in disbelief, and immediately delivered his strong criticism of the study. The CIPC is a semi-government body tasked to promote Cebu as an ideal investment haven for both light and heavy industries and to look after the welfare of those who invest. In a telephone interview with What's On & Expat, Yu branded the study as "most stupid and incompetent," saying that he could not believe that Cebu could be overshadowed by the other cities. "I don't care about the credentials of the organizers. They must have nothing else to say. How can they overlook Cebu? You mean to say that the investors should go to these cities rather than Cebu?" he fumed. Yu also went as far as saying the organizers owe Cebu an apology. "This is the least they could do," he snapped. Surprisingly Calm In a surprisingly calm tone, Tomas Osmeña, Mayor of Cebu City, took a more pragmatic approach, as he said he would look for the weak points and evaluate the city's position more objectively. "We cannot improve unless we open up. We need to get to the details in order to better ourselves. We have to know where we stand," he told a group of reporters gathered in his office. He admitted that Cebu does lag behind in certain areas such as tax collection, releasing of titles, implementation of projects, and certain City Hall services, though these may not have directly affected the overall standing. And therein may lie the explanation. AIMPC officials admitted that more weight in the judging had gone to qualititative factors (governance, way of life, etc.) than quantitative. However, he also extolled the city's many assets, such as the surging tourism industry, the presence of the CIPC to look after investors, and the high occupancy rates of the hotels. "We have more conventions than Davao. We have more tourists than other cities. I also have a management team composed of 82 cum laudes, magna cum laudes, and summa cum laudes. They work hard, because they are all casuals. Many roads have also been widened," he declared. Areas Ripe for Investment Cebu also boasts the 300-hectare South Road Properties, the North Reclamation Area, and other areas that are all ripe for investment purposes. "No city comes close. You know my bias for Cebu. Still, we should not get drunk with success. We look into our weaknesses and maintain a certain level of basic services," the mayor stated. Robert Go, president of the Cebu Chamber of Commerce and Industry (CCCI), acknowledged the PCCRP study results, saying that Cebu shared similarities in a previous survey a few years back that picked Davao as the country's most competitive city. In a text reply to What's On & Expat, Go said Cebu did not rank high due to several factors such as the inadequacy and low quality of infrastructure, and social problems such as garbage collection, insufficient water, squatter intrusion, burned markets, etc. He ranked responsiveness of local governance as fair. The cost of doing business would rank medium to high, while linkages to major urban and growth centers would be ranked low, due to the distance from Manila. Cosmopolitan Lifestyle However, Go too cited the dynamism of the local economy as Cebu's most positive factor, notwithstanding the country's relatively feeble economic growth. Ditto with the quality of life due to the modern cosmopolitan lifestyle and infrastructure. Another plus is the high quality of human resources and manpower training, due to the presence of several quality colleges and universities in the city. While Cebu does have numerous strengths and assets, much admittedly has to be improved, if only to cope with the basic fundamentals and structures of society which other cities possess. This may be akin to the surging growth of an individual in the visual and mental sense, though many health and emotional growth issues need to be addressed as well in order to make for a fully-rounded individual in health, mind and body. Then, and only then, can Cebu be truly and fully competitive on the global, and perhaps equally important, on the local level as well. In fact, during the Marcos years, Cebu was one of the most neglected provinces in the entire country. The MEPZ I and II, the MCIAA, the Cebu Business Park, the SRP, etc..etc.. were all made possible because of the Cebuanos and the Cebuano Government, and the Cebuano representatives in government. Just to compare and no malice intended, the development of Subic and Clark was made possible all because of the national government especially during the time of FVR. Remember the millions of pesos spent just to build the Villas for the 18 heads of state during the APEC Meeting there? Even the development of Clark to become the country's premier airport is made possible because of the national government. And not to mention the north rail in Luzon which costs billions of pesos, and also the ongoing Subic-Clark-Tarlac Expressway -- all of these were made possible because of the national government. I don't think the LGUs in these areas are the one spending for it. Remember that Cebu province is very very poor if we speak of natural resources. We don't have a grand Sugar industry, or a rice industry, etc..etc.. thus Cebuanos turned to manufacturing, to export, etc.. What we work is what we get. The South Road Properties -- a special economic zone with a world class highway and a subway -- is a project of the Cebu City government. In fact, the city gov't. has a huge P6 Billion debt because of it.. The National Government NEVER GAVE even a single centavo to pay for the loan since this is a burden of the city. The planned expansion of the runway and the terminal in the MCIAA will be sourced from funds the airport has earned -- from the rental of the MEPZ II property, terminal fess, landing fees of airlines, etc..etc... Not a SINGLE CENTAVO from the national government will be used.. And yet the Bohol and Negros Oriental Governors are crying foul because of it, for what? If other provinces would want to have an international airport, an export processing zone, a convention center, etc.. then why don't they lobby for it from the national government -- or work for it -- instead of waiting for the national government itself to provide such? Or why don't they build it themselves instead? Even the ASEAN Summit that will be held in Cebu was made possible because of lobbying from the local government. Ramos In a recent national survey and ranking of 65 of the country's cities of varying sizes as "most competitive" business sites around the country, some fairly predictable names headed the list: Davao, Las Piñas, Makati, Marikina, and Muntinlupa, in no particular order. Among mid-sized cities (more than 200,000 population), the list also looked familiar: Bacolod, Iligan, Iloilo and San Fernando, Pampanga. Among smaller cities (less than 200,000 population, some more surprising entries popped up: Dagupan, Koronadal (South Cotabato), Legaspi, Naga, Surigao, and Tagum. The most surprising entry, however, was the one that wasn't there-Cebu City. Does this mean that as a business locale, Cebu actually ranks behind these cities? Unthinkable, as most would readily attest. For hasn't Cebu long been an economic bastion, even when the rest of the country was in the doldrums? Hasn't Cebu shone as an investment and tourism magnet for the past few decades? Isn't Cebu's dynamic private sector and enterprising mentality the source of envy and wishful thinking nationwide? Doesn't Cebu have an in-depth industrial economy by virtue of its strengths in manufacturing, semi-conductors, exports, furniture, business process outsourcing, information and communications technology and many others? Six Economic Zones Cebu has long been a haven for foreign investment, as evidenced by the presence of no less than six economic zones, in which most of the 200 largest foreign direct investments in the Philippines have gone: the Mactan Export Processing Zones, the Mitsumi plant in Danao City, the West Cebu Industrial Park in Balamban, the Cebu Light Industrial Park Development Inc., also in Mactan, and the Asiatown Information Technology Park in Lahug. And Cebu does not deserve to be called one of the country's most competitive cities? What gives? According to the Philippine Daily Inquirer dated Feb. 14, 2006, the nationwide survey was conducted by the Asian Institute of Management Policy Center (AIMPC), with the assistance of the United States Agency for International Development and Germany's Technical Cooperation Unit. AIMPC Executive Director Federico M. Macaranas announced the results of the Philippine Cities Competitiveness Ranking Project in a forum at Makati's Hotel InterContinental. The factors weighed in evidence included cost of doing business, links to major urban and growth centers, dynamism of the local economy, human resources and raining, adequacy and quality of infrastructure, responsiveness of local governance, and the quality of life in the city. Evaluations were based on statistics as provided by the concerned local government units and the perceptions of leaders of the small and medium-sized businesses operating in the city. How Can They Overlook Cebu? When asked for his comments on the matter, Joel Mari Yu, executive director of the Cebu Investment Promotion Center (CIPC), sought out the PDI article, read it in disbelief, and immediately delivered his strong criticism of the study. The CIPC is a semi-government body tasked to promote Cebu as an ideal investment haven for both light and heavy industries and to look after the welfare of those who invest. In a telephone interview with What's On & Expat, Yu branded the study as "most stupid and incompetent," saying that he could not believe that Cebu could be overshadowed by the other cities. "I don't care about the credentials of the organizers. They must have nothing else to say. How can they overlook Cebu? You mean to say that the investors should go to these cities rather than Cebu?" he fumed. Yu also went as far as saying the organizers owe Cebu an apology. "This is the least they could do," he snapped. Surprisingly Calm In a surprisingly calm tone, Tomas Osmeña, Mayor of Cebu City, took a more pragmatic approach, as he said he would look for the weak points and evaluate the city's position more objectively. "We cannot improve unless we open up. We need to get to the details in order to better ourselves. We have to know where we stand," he told a group of reporters gathered in his office. He admitted that Cebu does lag behind in certain areas such as tax collection, releasing of titles, implementation of projects, and certain City Hall services, though these may not have directly affected the overall standing. And therein may lie the explanation. AIMPC officials admitted that more weight in the judging had gone to qualititative factors (governance, way of life, etc.) than quantitative. However, he also extolled the city's many assets, such as the surging tourism industry, the presence of the CIPC to look after investors, and the high occupancy rates of the hotels. "We have more conventions than Davao. We have more tourists than other cities. I also have a management team composed of 82 cum laudes, magna cum laudes, and summa cum laudes. They work hard, because they are all casuals. Many roads have also been widened," he declared. Areas Ripe for Investment Cebu also boasts the 300-hectare South Road Properties, the North Reclamation Area, and other areas that are all ripe for investment purposes. "No city comes close. You know my bias for Cebu. Still, we should not get drunk with success. We look into our weaknesses and maintain a certain level of basic services," the mayor stated. Robert Go, president of the Cebu Chamber of Commerce and Industry (CCCI), acknowledged the PCCRP study results, saying that Cebu shared similarities in a previous survey a few years back that picked Davao as the country's most competitive city. In a text reply to What's On & Expat, Go said Cebu did not rank high due to several factors such as the inadequacy and low quality of infrastructure, and social problems such as garbage collection, insufficient water, squatter intrusion, burned markets, etc. He ranked responsiveness of local governance as fair. The cost of doing business would rank medium to high, while linkages to major urban and growth centers would be ranked low, due to the distance from Manila. Cosmopolitan Lifestyle However, Go too cited the dynamism of the local economy as Cebu's most positive factor, notwithstanding the country's relatively feeble economic growth. Ditto with the quality of life due to the modern cosmopolitan lifestyle and infrastructure. Another plus is the high quality of human resources and manpower training, due to the presence of several quality colleges and universities in the city. While Cebu does have numerous strengths and assets, much admittedly has to be improved, if only to cope with the basic fundamentals and structures of society which other cities possess. This may be akin to the surging growth of an individual in the visual and mental sense, though many health and emotional growth issues need to be addressed as well in order to make for a fully-rounded individual in health, mind and body. Then, and only then, can Cebu be truly and fully competitive on the global, and perhaps equally important, on the local level as well. Rodriguez DUMAGUETE CITY -- Tired of hearing about so many infrastructure projects for Cebu, government officials from Siquijor and Oriental Negros griped about the lack of attention to their provinces' needs. Siquijor Governor Orlando Fua, who has long raised the need for an airport to improve access to his province, questioned Friday the proposed resolution on the construction of a parallel runway at the Mactan-Cebu International Airport (MCIA). Dumaguete City Mayor Agustin Perdices accused Department of Public Works and Highways (DPWH) director for Central Visayas Juanito Abergas of giving in to "the pressure from officials in Cebu." Fua and Perdices raised their complaints during the Regional Development Council's (RDC) full council fourth quarter meeting, attended by heads of national line agencies, local officials, and private sector representatives from Central Visayas. Cebu, Perdices said, is "becoming like Imperial Manila." It wasn't the first time Cebu took the heat for cornering most of the projects approved for Central Visayas. In August last year, Fua also objected to a resolution thanking President Gloria Macapagal-Arroyo for the proposed transfer of the Department of Tourism head office to Cebu. He objected to one RDC member's saying that the transfer recognized Cebu's place as "the tourism capital of the region." Fua had said, "There's Negros and Bohol, but not Siquijor. You should not have an imperialistic attitude. That's why some are complaining that projects are only poured into the province and cities of Cebu." No pressure Abergas explained that the parallel runway is not a proposal of the DPWH, but of the RDC's Central Visayas infrastructure development committee (IDC), which is composed of representatives from all the provinces. He just happened to be the one who presented the resolution. "There is no pressure coming from anyone," the DPWH director said. Still, Fua questioned the supposed need for the project, citing that there is no congestion problem at the Mactan airport. Romeo Bersonda, operations head of MCIA, said he agreed with Fua but explained that the parallel runway is part of the plan to prepare the airport for an increase in passengers in the next few years. He said it was also presented to the IDC by private sector representative Valeriano "Bobit" Avila, who also sits in the MCIA Authority board. Abergas said that like any project, a feasibility study is yet to be done on proposed parallel runway and the government will need to look for funding for it. Priorities That was not the end of it, though. Perdices continued to lament the seeming lack of attention to their provinces, when the council also took up the proposed resolution for DPWH-Central Visayas to conduct a feasibility study on a third Mactan-Cebu Bridge. Even before the item was taken up, members of the RDC 7 already started to laugh. Perdices, however, seriously commented that there are "smaller bridges that are more needed and cost less" that DPWH 7 should prioritize. He also reminded the RDC of its responsibility to set priorities in projects. Teresa Fernandez, who heads the social development committee of the RDC, advised Perdices to attend the meetings of the IDC and endorse the projects he wants to be given attention. Abergas assured that they would not refuse any project endorsed to them, but reminded the full council that the economic viability of any infrastructure has to be considered before it can be built. Home court He also said the DPWH lacks personnel to attend to all the projects at the same time. "You're undermanned and there are so many requests. Why don't you instead focus on pending requests?" Perdies questioned Abergas. Abergas assured him that he would make sure all pending projects for Dumaguete City are acted on. "Can I have it before my term ends? If you don't, I'll have to extend my term," he said, laughing. Oriental Negros Governor George Arnaiz, who is RDC-Central Visayas chairman, said local chief executives also have to follow up on the projects they need. After staying silent for a few minutes while Fua and Perdices questioned Abergas, Arnaiz said, "You must understand these guys are located in Cebu. I'm not insulting you (Abergas) but we can't expect these guys (DPWH) to do the work for us." While the resolution on the feasibility study for the third bridge was approved, the body referred the proposal on the airport's parallel runway back to the IDC for study. Determination of the people is not the issue and I think every citizen of each city here in the Philippines are determined to try hard for their cities to prosper, no question about that... but we are talking about their share and our share, and it's true that before, we're always neglected and they're not, and this is what we're trying to question. Cebu to start P1.6billion underground project The Cebu City government is asking the public works department to immediately start the construction of the 1.2-kilometer subway under Plaza Independencia to "enhance" the marketability of the South Reclamation Properties (SRP). "The economic losses are too great if we continue to delay the project." said city planning officer Nigel Paul Villarete. Villarete, also SRP project manager, said the subway, which would complete the 12-kilometer Cebu South Coastal Road, would enhance the marketability of the 290-hectare reclaimed property that ties the city to a multi-billion foreign debt. "I do not see any point in postponing it again," he said, especially that the subway had been awarded to a Japanese contractor last March 21. The city government has been paying amortization for its P6.7 billion loan with Japan Bank of International Cooperation. This year, the city is scheduled to pay P600 million. The four lane subway project was already awarded by the Department of Public Works and Highways (DPWH) to Japanese contractor Kajima Corp. last March 21. Unlike SRP, the subway and the coastal road, which connects Cebu City to Talisay City, are paid by the national government through P8 billion loan from JBIC. Kajima, which posted the lowest bid at P1.6 billion, was the same contractor that built the Talisay section of the coastal road. According to DPWH project manager Nilo Pamaylon, the next step was for DPWH and Kajima to sign the contract, which would happen within the next few weeks. The national government will then give the contractor a notice to proceed. The contractor will then come up with its calendar for the work, which is expected to take two years. Pamaylon admitted the upcoming Association of Southeast Asian Nations (ASEAN) summit in December is being considered in the schedule of the contractor. The project will require the contractor to to dig from the back of Malacañang sa Sugbo, the office of the president in Cebu. Acording to early designs, the contractor will conduct an "open dig," build the subway and then cover their tracks. The subaway will start from the back of Malacañang sa Sugbo and then cross Plaza Independencia, Fort San Pedro up to McArthur Boulevard near the corner R. Palma Street to open access to the city's port area. This is done so it will fit into the plans of the city government to make the SRP an export zone. Pamaylaon said the design of the project intended to preserve century old trees at the Plaza Independencia. "We made sure the historical marks will not be touched. We adjusted the plan so we would not touch some trees. When the project is finished, it would be as if nothing happened," he said. Villarete said the ASEAN Summit is a consideration but should not move the start of the contractor in digging the subway. He said the dig site could easily be easily covered so the mess would not be very obvious for the city's visitors to see. Work could also be suspended during the four-day summit, he added. Villarete said the start of the project would also mean the demolition of the houses along McArthur Boulevard. He, however, assured that the squatters had already identified a relocation site in barangay Budlaan. This would mean the cutting of the centuries-old trees in Plaza Independencia hence the subway project. The original flyover concept was part of the SRP package which the city is obliged to pay but since it was changed to subway then the city had no other way but to ask the help of the National Government. The city asked the help of the national government. So meaning it lobbied for it. The national government didn't just poured in the subway project all by itself. Jimbu April 1st, 2006, 04:10 AM Japan to drill for oil in Cebu Tañon Strait may yield 1 billion barrels - Dept. of Energy Published: 1 April 2006 Wilfredo Rodolfo III THERE could be oil under the sea between Negros and Cebu islands based on the result of seismic surveys made last year by a Japanese firm, said the Department of Energy yesterday. The DOE reported that Japan Exploration (Japex) would start drilling operations in Tañon Strait by next year to find out. The drill will determine if the supply, estimated at one billion barrels, is of "commercial quantity." "They have identified four sites to drill but they haven't informed us yet where exactly. They are now securing the environment compliance certificates," said Ismael Ocampo, DOE's chief of petroleum resources development division, in a report to the Central Visayas Regional Development Council (RDC) during its full council meeting. "The seismic surveys identified some areas where there could possibly be oil. They will drill to confirm if the reserves are of commercial quantity," Ocampo said. The worst case scenario, Ocampo said, would be to fid out that what was detected by the seismic machines as oil deposits was actually just water. The drilling operations, to be done aboard a ship, will be have minimal effect on marine life, he assured. No structures or platforms will be built in the area. Ocampo said the DOE is confident there is oil in Tañon which the department earlier estimated to be one billion barrels. If converted to present oil prices the oil is worth some $45 billion. The biggest oil and gas deposit being drilled in the country at the Malampaya fields in the seas off Palawan only has a 40 million barrel reserve. DOE Undersecretary Guillermo Balce earlier said that the national government is bound to get 60 percent of the net income of private firms that successfully find oil in Cebu. The remaining 40 percent would go to the private company which has a service contract with the DOE. Local governments in Cebu will be watching this venture carefully with an eye to sharing the revenue. Under the Local Government Code, the locality is entitled to a 40 percent of the national government's 60 percent share, Balce said. Two other seismic operations-in the seas near the northwestern tip of Cebu, one between Bohol and Cebu -- are still in the preliminary stages. April 1st, 2006, 04:54 AM Flyover opposed HOMEOWNERS, businessmen and Carmelite nuns living along Juan Luna Avenue in Cebu City vigorously oppose a flyover project being rushed for completion in time for the Association of Southeast Asian Nations (ASEAN) Summit in December. The two-way P80-million flyover will be built with one end near the San Carlos Seminary, over Cardinal Rosales Avenue and F. Cabahug Street, and the other end near a gasoline station just past the Carmelite Monastery in Juan Luna Ave.(formerly San Jose de la Montaña). The first phase of the contract worth P14.185 million was already awarded to WT Construction. Construction will take six to seven months. Although the Department of Public Works and Highways (DPWH) Central Visayas is still short of some P6.6 million for the project, Engr. Nonato Paylado said the agency will have enough funds once the budget for the ASEAN Summit will be released . Project proponent Rep. Raul Del Mar (Cebu City, north) and DPWH engineers got the ire of property owners who complained they were never consulted about the project. "If you want to solve traffic problems, the traffic jam near the Mabolo church is worse," Nitos Cui-Teves said during a public forum organized by the DPWH yesterday. Residents said there was no traffic congestion in their area and the flyover was better off built somewhere else. Del Mar, however, said he was convinced the project is badly needed to ease traffic. "It is practically a go. If you want it stopped, you should convince us that your side is the prevailing side," he told the complaining residents and businessmen. He said other flyover projects for Mabolo Chruch and the junction of Gorordo Avenue and Gen. Maxilom Avenue are also in the pipeline waiting for funds. Ferdinand Jakosalem, a resident, said the value of their real estate properties would dive if the flyover is built, just like what happened to lots near the Banilad-Juan Luna flyover. The secluded Carmelite nuns are also opposing the plan since the flyover will be "noisy and will disturb the people praying." The flyover will also be looking over the monastery, disturbing the privacy of the nuns. The residents said the historic monastery, which has been in the area since 1947, would be defaced with the flyover. "This monastery has been a landmark and a witness to many presidents. This is part of Cebu's culture," Cory Jakosalem said. But DPWH Regional Director Robert Lala said the project, in the pipeline since 2001, will push through because money was already allocated. Engr. The DOE reported that Japan Exploration (Japex) would start drilling operations in Tañon Strait by next year to find out. The drill will determine if the supply, estimated at one billion barrels, is of "commercial quantity." "They have identified four sites to drill but they haven't informed us yet where exactly. They are now securing the environment compliance certificates," said Ismael Ocampo, DOE's chief of petroleum resources development division, in a report to the Central Visayas Regional Development Council (RDC) during its full council meeting. "The seismic surveys identified some areas where there could possibly be oil. They will drill to confirm if the reserves are of commercial quantity," Ocampo said. The worst case scenario, Ocampo said, would be to fid out that what was detected by the seismic machines as oil deposits was actually just water. The drilling operations, to be done aboard a ship, will be have minimal effect on marine life, he assured. No structures or platforms will be built in the area. Ocampo said the DOE is confident there is oil in Tañon which the department earlier estimated to be one billion barrels. If converted to present oil prices the oil is worth some $45 billion. The biggest oil and gas deposit being drilled in the country at the Malampaya fields in the seas off Palawan only has a 40 million barrel reserve. DOE Undersecretary Guillermo Balce earlier said that the national government is bound to get 60 percent of the net income of private firms that successfully find oil in Cebu. The remaining 40 percent would go to the private company which has a service contract with the DOE. Local governments in Cebu will be watching this venture carefully with an eye to sharing the revenue. Under the Local Government Code, the locality is entitled to a 40 percent of the national government's 60 percent share, Balce said. Two other seismic operations-in the seas near the northwestern tip of Cebu, one between Bohol and Cebu -- are still in the preliminary stages. Natural gas drills in the towns of Bogo and Aloguinsan are being studied for commercial production, possibly for power generation, a DOE report added. :eek2: If this turned out to be true, that there is indeed oil in Tanon, we'd have enough money to fund the tunnel to Mactan as well as build the LRT line :rock: ....hehe....wishful thinking.....
