300 delegates from 60 nations to attend anti-terror confab tomorrow


Cebu City (19 April) -- Three hundred foreign delegates from 60 countries including our own representatives from various Philippine embassies have confirmed their attendance as Cebu hosts the first-ever anti-terror conference for terrorism experts that will open tomorrow, April 20 at Shangri-la Mactan Island Resort in Lapulapu City.

Terrorism, a growing global problem that wrecks havoc to human lives and sabotages economic and political condition has made nations around the globe to bond together to fight against this tangible menace.

Ambassador Benjamin Defensor, Ambassador-at-Large for Counter-Terrorism who is likewise the conference chairman yesterday bared that about 160 participants from over 30 countries have promised to attend. But in a final meeting called by conference organizers this morning, the latest report found the number of participants have increased. The increase in the number of attendees is said to be due to the critical significance and generating interests among nations to realistically find common solutions and provide a strategic policy response that is developmental in nature to counter terrorism.

Participants include ambassadors and ministers of embassies based in the Philippines, policymakers, civil society leaders and counter-terrorism practitioners.

The three-day "First Philippine Counter-Terrorism Experts' Conference" (CTEC) that seeks to identify dilemmas and difficulties in fighting terrorism from global, regional and national perspectives aims to come up with a final declaration at the end of the conference to be called "Cebu Concord." The declaration will constitute the common position of the international representatives to counter terrorism.

With the conference theme "Defeating Dilemmas in Counter-Terrorism," confirmed speakers include Counter-Terrorism Expert Mathias Sonn of Germany, Counter-Terrorism Expert David Gork of Australia, Sr. Minister Ramos Horta of East Timor, Dolgos Solongo of the UN Drugs and Crime, Margarethe Loj of the UN Counter-Terrorism Commission and Rohman Gunaratna of Singapore.

SRP to have bird watching area

A site for bird watching will soon be designated near the Pond B of the South Reclamation Project where sightings of herons and wild ducks have been reported.

Mayor Tomas Osmeña, who had a tour around the pond with some members of the media, said that he will push for the development of a bird viewing deck in the area where people would be able to watch a variety of migratory birds and those that settle near the pond.

Arcenas estate allots space for high-rise condo project

A section of the 20-hectare Arcenas Estate in Banawa will be allocated for high rise condominium and hotel developments to make it a fully integrated commercial, residential and business district in the southern part of Cebu.

PAL tycoon’s kin mulls building school at SRP

Disappointed by economic and political turmoil that seem to affect more the country’s capital, the daughter of taipan Lucio Tan is contemplating on expanding her business venture, the Entrepreneurs School of Asia (ESA), in Cebu.

The country’s unstable political situation is also one of the reasons Vivienne Tan decided to establish a satellite campus in Hangzhou, the capital of Zhejiang, China. The ESA campus in Hangzhou will start operating in May this year.

Vision

“One of the visions of ESA is to attract foreign students to come and study in the Philippines. But every now and then, the country experiences political crisis that discourages foreign students to come. This is why we decided to put up a satellite office in China to divert those interested to study in the school there,” Tan said in an interview last Tuesday.

For the school’s expansion in the Philippines, she said the company is looking for a “safer” yet “not so provincial” place.

Tan, who has a degree in computer science and mathematics, visited Cebu to explore the prospect of investing in the province.

“Cebu is a place that excites me. Cebuanos are known to be very creative, which is one of the traits of a potential entrepreneur,” she said.

Jay Aldeguer, who sits in the ESA board, said the company is looking at the South Road Properties, among others, as possible site for the school.

Bigger

If ESA’s Cebu expansion plan pushes through, Tan said the Cebu campus would be “bigger” and would require a larger investment than the school’s multimillion structure in Libis, Quezon City.

“If we will invest in Cebu, it would be on a bigger scale because we have to build (all) school facilities, such as classrooms, gym and dormitory, among others,” she said.

“We want to build our own building (using our own) design. We have our own design. It is also important to consider the lease rate of the lot because if the lease is too high, then we will have to pass on that cost to the students,” she added.

ESA is giving a special rate to Filipinos and offer scholarships to deserving students as well.

Pioneer

She said ESA is the only institution in Asia that is entirely focused on entrepreneurship development and education. It is one of the pioneering academic institutions in the Asia Pacific region to offer a bachelors degree in entrepreneurship.

She said ESA’s twofold vision in entering China is to make the school a gateway for anyone who would like to seek and understand the opportunities in China.

The school can also be a gateway for students and businessmen from China to learn about the culture and business opportunities in the rest of Southeast Asia, particularly in the Philippines.

The sixth daughter of seven children of Philippine Airline magnate Lucio Tan, US-educated Vivienne said she decided to venture into the education business in the Philippines after seeing the “deteriorating quality” of education in the country.

Firm designs card for cable TV shows

To obtain a bigger market, a cable television company launched a prepaid card designed to attract those who do not want to pay monthly fees.

“We hope to tap working people as new market. They are mostly out their homes. Our prepaid cable card will allow them to watch cable TV at their convenient time,” SkyCable general manager Ronnie Pacio said.

SkyCable recently launched C-Load Prepaid Cable TV at their test areas in Talisay City, and in Barangays Pasil and Pardo in Cebu City.

Flexibility

Pacio said the prepaid card will give more flexibility to SkyCable subscribers as it allows them to choose their ideal programming package (which channels they want to watch) for a certain number of days.

“So far, we got encouraging results with the number of subscribers that availed of it. We hope to expand and offer the same service to other parts of the city (Cebu) like Labangon,” he said.

He said the industry continues to face problems, such as illegal subscribers, economic crisis and high cost of programming.

“We can’t easily increase our subscription rates because consumers will all the more get discouraged to subscribe. The pre-paid card is our way of making our service affordable and suitable to them,” he said.

There are close to 20 cable operators in Cebu Province, according to the National Telecommunications Commission’s website.

Pacio said despite the challenges, SkyCable still enjoys growth in the number of subscribers. (ALC)

Actual construction pf the annex building has not yet started because they still have to transfer the old Jeepney Terminal to the newly completed one which is still undergoing a curing period before being allowed to operate.

But some said that "phase one" of the expansion has already started with the construction and completion of this new terminal building.

Weekend Markets

-These are make-shift stalls that appear at the sidewalks of downtown Cebu City only during the weekends. They sell varied items from clothes and shoes (including imitations), to cheap electronics made in China (DVD players, radios, television sets, MP3 Players, MPEG Viewers) and other items like fake Rolexes and even genuine ones like the Seikos and Citizens. On weekdays, you can find most of them at the Carbon Flea Market area.

-Some of them have made their way to Fuente selling DVDs and Swords.

-Some of them too have become a fixed sight at the sidewalks even during weekdays (like those selling electronics and watches) of Juan Luna and Colon streets though the city government is doing something to control their number.

-There are other fixed establishments too that sell cheap electronics, souvenir items, and appliances.

you know its so funy you mention trump. im in newyork now and he has a lot of buildings here. and he was responsible of making atlantic city of new jersey to be the las vegas version of the east side of US. he built two casino hotel their and attracted his other rich friends to to the same. im with you of hoping someday someone like him (a high profile international real estate developer) would do the same to cebu, its an added atraction to our tourism city... we have beautiful beaches, rich historical places, cheap shopping on nice malls, what would it be if we can showcase a pool of international hotels also...that would defenitely be nice...and it adds to our 5star hotel rooms capacity pa..well lets just dream for now..who knows...

they should have consulted a professional before they put up those structures.. and the sad thing is in our cottage they nailed a sign board which says "all cottages are in accordance with ECC [environmental compliance certificate] issued by DENR.. haha

You're right CwEoBwU. It seems that the LGU there has been so inutile to Kawasan. Cottages shouldn't be built there in the first place. Aside from ruining Kawasan's view, there's also a possibility of human waste contamination into the waters.

Another example also are some of the beaches in Mactan. Ideally, there should be an allowance from the shoreline up to the structures that are going to be built. But what is happening in some "resorts" there now is that buildings, cottages and even walls and barricades are just protruding "over here" and "over there."

Finished na na Marvs. That's going to be a Folk Arts theater something. :) Nice na siya nga venue para sa Peace Philharmonic Orchestra (Cebu Youth Symphony Orchestra before)... Hehehe. It would have been nice if this was built near the vicinity of the CICC so that the area there in Mandaue will truly become a convention complex. :)

you know its so funy you mention trump. im in newyork now and he has a lot of buildings here. and he was responsible of making atlantic city of new jersey to be the las vegas version of the east side of US. he built two casino hotel their and attracted his other rich friends to to the same. im with you of hoping someday someone like him (a high profile international real estate developer) would do the same to cebu, its an added atraction to our tourism city... we have beautiful beaches, rich historical places, cheap shopping on nice malls, what would it be if we can showcase a pool of international hotels also...that would defenitely be nice...and it adds to our 5star hotel rooms capacity pa..well lets just dream for now..who knows...

Right bai. I think this is were Michael Gleissner (of Bigfoot) and that guy who is president of Lexmark Philippines Inc. (I forgot his name) would come in. And let's not forget the Korean investors too!

Gleissner's proposals are so promising -- another film facility at the SRP, a Yacht club, etc..etc.. And my classmate in college who is working in Bigfoot also said that they have a property at the Cebu Business Park (specifically near the driving range).

By the way, fundraiser posted an article in the preceeding pages about a bill filed in Congress for Gleissner's Philippine Citizenship. The president of Lexmark Phils. too is an adopted son of Cebu.

You're right bai. If we can clean up some parts of Downtown and beef up the security, it can very much boost Cebu's tourism. These are what some tourists actually want especially the backpacker ones: cheap bargains for souvenirs and other items including the exotic ones, etc.

For example in Bangkok bai, they have this Pratunam district. Actually some parts of it really looks like Downtown, if not even worst. You can see make-shift stalls selling shoes, clothes, antiques, electronics...the sidewalks themselves are barely passable because of the very large number of "negosyantes" selling lots of items and it's very chaotic! Far more chaotic than Colon!...there are some too that are selling food (ala pungko-pungko or turo-turo)... But one thing I've noticed, most of their clients are foreign tourists including pinoys! I've noticed too that they have a tourist police, if only we can have one.

The same with Kowloon in Hongkong especially in Mongkok. Aside from the fact that the roads are very narrow, some of it are literally closed to traffic during the night just to give way to make-shift stalls. But the place is very booming..very safe too..

have you observed that acacia tree fronting the auditorium? and why aren't they cutting that? it is where it shouldn't be! i am an advocate of enviromental protection, but i don't think it is logical to have that tree there.

i think the interior isn't finished yet. no seats yet... also, the government is waiting for donors to fund the other needs of that structure.

actualy the watersheds in lusaran, taptap and buhisan are protected property acording to law... we went there before while in college as part of our thesis on environmental engineering... however there are a lot of illegal settlers there but the government cannot diplace them due to political reasons...remember the news in sunstar online regarding the ex cop guy? about the settlers there na isue...? well, since the govt cant offer them relocation site with new livelyhood...they cant transfer them... and acording to our study they are increasing in number the settlers there

Cebu-Mactan bridges
to get security cams

THE two bridges spanning the islands of Cebu and Mactan will soon be equipped with security cameras.

In the latest meeting of the Mactan-Cebu Bridge Management Board (MCBMB), it was announced that a total of 32 cameras will be shared between the first Mandaue-Mactan Bridge and the Marcelo B. Fernan Bridge to ensure greater security, especially when Mandaue City hosts the Association of Southeast Asian Nations (ASEAN) Summit this December.

Once installed, the cameras will feed live footage to the Lapu-Lapu City police station and the Capitol Action Center. The Police Regional Office in Central Visayas (PRO-7) will be given a hookup to the cameras eventually.

Gov. Gwendolyn Garcia will also be able to view the feed from any camera through her mobile phone.

Aside from increasing security at the bridges, Garcia also barred a plan to increase the bridges' earning potential.

During the MCBMB meeting, Garcia said she wanted to invest P2.8 million from the bridges' total maintenance funds of P3.276 million.

The amount, she said, would be invested into treasury bills and special savings deposits.

She said she expected earnings of up to 7 percent from the amount invested.

The remaining P476,000 would be used for the bridges' maintenance.

The bridge board, of which Garcia is chairperson, gets its income from utility companies that use the bridges, such as electric and telecommunication firms.

Soon, the MCBMB will also be sourcing income from an ad agency, APM Advertising, which won exclusive rights to put up billboards and banners on both bridges.

The agency will be paying the board P211,000 per month for 12 months.

Create threads and stick to the main focus of the thread, i see way too often that a healthy discussion leads to chit chat.

Additionally, I have also observed that some people are only here for the Skybar/Samahan. This is considered spamming, and i advise you to branch out and contribute in other areas of the forum. hello cebu...

would like to ask favor from u guys. may i have name of hotels nearest to the French embassy there.. thanks in advance :)

Waterfront Hotel and all the hotels in Salinas Drive (NorthWinds, Crowne Garden, Metropark) are I guess the ones nearer to it. The Consulate of France (not embassy) is in Mabolo specifically near the San Carlos Seminary. :)

btw, guys who among you loves to eat beef loaf? naa ra ba brand sa beef loaf bai nga available lang sa Cebu and some other parts in Vismin! That brand is my favorite beef loaf gyud!!!! Guess what's the name? It's not Holiday but Fiesta! But I believe Holiday is a cebuano brand as well....

CEBU CITY
Although Cebu City itself is just one part of Cebu Province, often the word Cebu is taken to mean Cebu City. Cebu City is the second-largest city in the Philippines. It is actually bigger in reality than on paper, for it seamlessly borders on Mandaue City and Talisay City, forming one large metropolis. Hence, while technically the population of Cebu City is far less than a million, Metro Cebu as a whole is home to well over a million souls.

Cebu City evolved from a little town called Zubu, and is now grandly known as the Queen City of the South - because of the long history of the city and the elegance it has developed over time. Don Herrington of "Living in the Philippines" refers to Cebu City as the Paris of the Philippines, and that is a good description too.

Cebu City was a trading hub long before the Spanish arrived. Proof of this is that, after Legaspi sacked the city on April 27, 1565, he and his conquistadors were driven north by a food shortage. Clearly, the war resulted in the disruption of existing social and commercial systems, which caused the food shortage; the crisis would not have occurred in a more primitive economy.

Cebu City's main industry is often said to be the furniture industry. In reality, the two main biggest industries are education and medical care; people from all over the Visayas region conglomerate in Cebu City to get their degrees and operations. Consequently, during the vacation when schools are closed, traffic is far less severe and small business owners complain about lackluster trade.

Cebu City is Osmena country. The Osmena clan have ruled the city for as long as anyone can remember. Briefly, before the current administration of Mayor Tomas Osmena, a Garcia tried running the city, but, even though he had good ideas, he was a bit too soft for the job and the city became a mess. Cebuanos turned back to Mayor Tom, who is known for his dictatorial tendencies but is considered a firm and capable manager by friends and foes alike. One nice thing about Mayor Tom is the exceedingly humorous statements he tends to make, whether unwittingly or not.

The city is not perfect and many aspects could use improvement. As far as tourism is concerned, Cebu City still lacks a major world-class attraction. However, Cebu City consistently scores high in ratings as a place to visit and live; this is because of good balance. The city isn't too big or too small; it isn't too provincial or too metropolitan. It's not to hot or too cold. It isn't too inconvenient or too polluted. To quote Goldilocks, everything about Cebu City is juuuuuust right.

Whereas this website strives to be about the entire island of Cebu, the reality is that most of the material covered by this site is at present still actually from Cebu City. Hopefully this will change as Wa'y Blima! ventures further and further from the city to bring you information and features from all over the island.

3. SM Southmall
4. SM City Cebu

And soon, it will be the 5th largest when the SM Mall of Asia will overtake the top spot but because of its expansion, SM Cebu will overtake SM Southmall so, 4th pa rin! :cheer:

LANDMARKS
The heart of old Cebu is the downtown area. Its gritty, its old, and its dirty, but it has a lot of character. There's the Carbon Market, a huge sprawling bazaar of shops selling everything from vegetables to car batteries. There's Colon, named after Christopher Colon aka Columbus, the oldest street in the Philippines. This is where the Basilica del Santo Niño is located.

Proceeding for a few minutes along Osmeña Boulevard, you'll find yourself in the middle of Cebu, still called Uptown even though the real uptown has long since moved northwest. There's a large rotary - a roundabout - called Fuente Osmeña with a small park inside. Cebuanos are incorrigible abbreviators and call it "Fuente." There are a few hotels around Fuente, plus Chong Hua Hospital and Robinsons, a mid-sized mall.

Continuing along Osmeña Boulevard will take you to the Capitol, the seat of the governor of Cebu Province, and the Palace of Justice, which you will hopefully never see from the inside. President Gloria Macapagal-Arroyo chose to be sworn in here on June 30, 2004, after squeaking past her opponent in the elections, apparently because the disproportionately large number of votes she won in Cebu Province was equal to the margin she beat her opponent by.

Just a few minutes from the Capitol is Guadalupe, home to the large Guadalupe Church and a cave with a shrine dedicated to the Virgin Mary. In addition to Santo Niño and Guadalupe, there is one other church you should know about: the Redemptorist, a major landmark about 10 minutes from Fuente.

A few minutes in the other direction is Cebu Business Park, home of Cebu's modern office towers and the Ayala Center, one of our two large malls. The place is a mess right now due to the construction of Cebu City's fourth flyover at the Escario/Arch Reyes crossing next to Ayala.

Continuing from Ayala will take you to Banilad, a largely upscale area where the hills begin. Head in the opposite direction and you'll be on the Reclamation Area, usually just called Recla, next to the international port and the piers. That's where you go to grab a boat to neighboring islands, such as Bohol, and the other provinces.

On Recla you'll find SM City Cebu, Cebu's other large mall. SM City is referred to as Shoemart in the older guidebooks, not because it looks like a shoebox from the distance, but because Henry Sy, the billionaire entrepreneur who owns it and the other SM City malls across the country, started out as a peddler of footwear.

There are a number of mini-malls often used as reference points. JY Square in Lahug opened in 2003, as did the Northgate Center, in Banilad. The Northgate is opposite the Gaisano Country Mall, which has been around for decades and looks it. The Gaisano clan's bowling and entertainment complex, the Gaisano Bowlingplex, is a stone's throw away. Near Fuente are the Cocomall, home to numerous dentists, and the Raintree Mall. The latest and largest of the bunch is the low-budget Elizabeth Mall, on the South Road.

One of the poshest places in Cebu is Crossroads, home to expensive restaurants, the Meddah spa, a few nightspots, and an upscale beauty parlor.

Towards the south of the city is the South Coastal Expressway, which opened in 2004. Who would have thought Cebu would ever get a six-lane highway? As of October, 2004, it's still free of potholes, and the only place you can comfortably exceed 100 kph in Cebu. You'd better have good brakes, though, because it's also used by tricycles.

nop, it's not the G mall construction... if you notice the T crane is outside the fence of the lot... actually it's the expansion of CIT... CIT as of now is also expanding and their expansion is quite big...
even schools here in Cebu are expanding...

Cebu is one of the bigger cities in the Philippines, but, fortunately, by far not as big as Manila. Cebu island is in the middle of the country, stretching from North to South. Cebu City is on the East coast, in between the sea and a mountain range. Therefore, you never have to go far to have a great view, and less than 10 km from the city centre there is one of the higher tops of the island. That is were I made these pictures.

LANDMARKS
The heart of old Cebu is the downtown area. Its gritty, its old, and its dirty, but it has a lot of character. There's the Carbon Market, a huge sprawling bazaar of shops selling everything from vegetables to car batteries. There's Colon, named after Christopher Colon aka Columbus, the oldest street in the Philippines. This is where the Basilica del Santo Niño is located.

Cebu ideal for Asean meet, safest, says Arroyo adviser

CEBU CITY -- Cebu is ideal as venue for the Asean summit in December, two Philippine officials attending a counter-terrorism forum said Friday.

"We chose Cebu because it is one of the most visited place and the safest," Benjamin Defensor, ambassador-at-large for counter-terrorism, told reporters during a press conference.

Both Defensor and presidential adviser for the peace process Jesus Dureza said reports that Cebu is the rest and recreation area of terrorists are purely speculative.

A number of international gatherings will be held in Cebu in the coming months in a run-up to the summit of leaders of the Association of Southeast Asian Nations and their invited counterparts from the US, Japan, China, South Korea, Australia, New Zealand and Russia.

A regional security analyst urged Southeast Asian governments to launch joint military and intelligence operations against Jemaah Islamiyah (JI) militants to head off new attacks.

The Philippines, Malaysia and Indonesia should develop a "new platform" in its fight against the JI, and deploy joint forces to track down the extremists in their jungle bases, said Rohan Gunaratna of Singapore-based Institute of Defence and Strategic Studies.

Gunaratna told reporters on the sidelines of the international security forum that it was only a matter of time before another major attack, because terrorism was an "enduring threat" best addressed by close cooperation among governments.

"Because we see that the Philippines, Malaysia, and Indonesia enjoy a common sea border, it is important for the militaries and navies of these countries to conduct joint operations," he said, calling the militants "deadly and lethal."

JI has been blamed for the October 2002 bombings in the Indonesian resort of Bali which killed 202 people and of deploying suicide bombers also in the resort island last year, killing 20 civilians.

Gunaratna said it continues to operate jungle camps in Indonesia and in the southern Philippine region of Mindanao, where they are training with the locally based Abu Sayyaf group and the separatist Moro Islamic Liberation Front (MILF).

Gunaratna said there are less than a 100 JI foreign militants in Mindanao, but there are around 400 to 500 "trained" fighters in the region who are prepared to launch fresh attacks.

The head of Chinese delegation, Ambassador Chen Shiqiu, said terrorism breeds in situations where there is poverty, secessionist movements and cultural conflicts.

Chen urged the international community to invest more on poverty elimination.

She also urged the community to broaden its understanding and tolerance between different culture and civilizations.

The Chinese ambassador made keynote speech in Friday's session on "Assessing Counter-Terrorism Regional Approaches."

In a separate press conference, Dureza assured reporters that peace talks with MILF are making headway. He did not elaborate, though. (OCP/AFP)

When Cebu was "discovered" by Ferdinand Magellan in 1521, it was truly a discovery, for it opened the eyes of the world to what it did not expect to see.

We had been a bustling trading post in Asia, long before the first of his ships landed, positioned right in the middle of whatwas to become the Philippine Archiepelago.

Aside from SM , ok pud ang Ayala pero duol ra kaayo sa Ayala Center Cebu.
I think Robinsons will make a mall in the north reclamation area (at the superblock). Btw mga bai, How big is the Elizabeth mall + the proposed expansion?

Ok pud ang Shagrila mall tj, but i think it would be better for them to make one in Mactan duol sa mga resort for the convenience of the tourist.

u dont have to worry about that here in ssc... forumers here are friends na...magkakabarkada na nga halos lahat eh! so walang nag-uunahan sa paggawa ng new thread.... :) hmmmm i dont know how to close a thread temporarily...maybe u can ask sinjin or some of the mods... :)
