Cebu City sets P20M to spend on foreign journalists

Two Philippine Embassy officials from Japan will help the Cebu City Government set up its organization system and protocol for the Asean summit.

Cebu City Hall is also preparing to allocate P20 million to fund the planned activities for members of the international media who will cover the Association of Southeast Asian Nations (Asean) meeting in December.

The amount is just an initial allocation, the mayor explained, and does not cover the expenses for peace and order, security and traffic management.

Later this year, other appropriations will be made to fund security expenses, allowances and food for volunteers, Mayor Tomas Osmeña told a news conference yesterday.

Plan

Osmeña reiterated his plans to take care of the foreign media, with special attention for the representatives from Japan and Korea.

The mayor said the City will “borrow” two officials of the Philippine Embassy in Japan, including one charge d’ affairs, who happens to be a Cebuana.

“We will let them set up our organization here and take care of the protocol. We will also ask for their help to find out who among the Japanese media will come,” said the mayor.

Osmeña expects at least 300 journalists from Japan to cover the event.

Optimistic that he can tap the foreign media in enhancing Cebu tourism’s potentials, the mayor said he will see to it that all the needs of the international journalists are taken care of.

“We will have man-to-man assistance for the media, especially those from Japan and Korea, because they are our tourism market and we’re gambling they will continue to contact us and they’ll help promote Cebu,” he said.

Osmeña added that a bulk of the P20-million allocation would be spent to entertain foreign journalists, including their rest and reaction, food and sports activities of their own choice.

“In other words, we want them to have the time of their lives while they are here, if it’s possible, and we’re preparing already so I think it’s possible. Pasensya na lang (Bear with us) but it’s going to be lavish,” he said.

Dining area

Among other things, the mayor plans to rent the Grand Convention Center to serve as the dining area of the media.

He will also send foreign media agencies catalogs featuring the rest and recreation activities and sites that Cebu has to offer, and a checklist of what they want to do here.

Cebu known for its pool of software developers


Cebu should capitalize on its competitive edge in software development, according to Cesar Tolentino, XMG director of intelligence and data services and senior analyst for market intelligence.

Speaking during the recent Cebu ICT Strategy Summit, Tolentino noted that Cebu is increasingly known for its sustainable pool of quality talent for software development.

Cebu is also known for its growing pool of software development companies that form the building blocks for higher-valued information technology (IT) services such as business process outsourcing (BPOs), he added.

Tolentino cited the presence of good universities in Cebu, which produce graduates with more technical skills in various fields, such as accounting and engineering. Because of this, he said, Cebu would attract more BPOs, rather than call centers.

These would include those engaged in back-room operations (accounting and human resource) and more industry-specific sourcing such as engineering design, publications and content development, and research and development, Tolentino pointed out.

“The IT services is expected to remain the biggest segment of the information and communications technology (ICT) services global market by the end of 2006, possibly accounting for at least 90 percent share of the global market,” Tolentino told the summit participants.

In the Philippines, the IT services market is estimated to grow by at least 36 percent to $1.1 billion by the end of 2006, he said.

However, the IT services contributed only $0.10 billion to the country’s ICT revenues generated by Philippine-based companies, amounting to $1.8 billion in 2005. About $1.7 billion came from BPOs, the bulk from call centers.

The BPO services market is expected to grow by at least 40 percent to $2.4 billion by the end of 2006, Tolentino said.

The most significant trends in the BPO services sector are the back sourcing and the selective sourcing. The back sourcing refers to taking back a portion of what has been outsourced, while selective sourcing is the breaking up of business processes into more than one vendor.

Inayawan landfill’s biogas to power SRP air-con supply

An accumulating pocket of methane gas underneath Cebu City Inayawan landfill would soon be put to effective use.

City Hall plans to power a centralized air-conditioning system at the legislative building and offices within the South Road Projects (SRP) using methane gas from the landfill.

The project would be realized once Cebu City Mayor Tomas Osmeña gets to commission a team of retired US Navy personnel to help design the system.

“We are getting retired US Navy personnel because they are among the best in the world,” he said.

Philbio, the group’s firm, is helping the city government produce energy from biogas generated by decaying garbage. Osmeña said he met one of the US navy experts through a friend when they were still based in Guam.

The group is now staying in Manila. Osmeña said he is leaving for Manila on Wednesday to meet with them.

“We will evaluate what they tell us. They asked me for a building plan, which they wanted to study,” he said.

The US navy team, he said, also set up the air-conditioning system of five SM malls in Luzon, which resulted in a savings of 22 percent to 25 percent in electricity for the company.

For such a project in City Hall, Osmeña said he is willing to buy brand new air-conditioning units.

“In putting up an air-conditioning unit, you don’t think of the cost of the equipment but the cost of its operation that is more critical,” he said.

When I was conducting a research at the Inayawan Sanitary Landfill way back college I always see those smoke coming out from the ground. One of the personnel told me that it's methane gas, a by-product from the decomposition of the garbages.

Wall panel exporter eyes domestic, international markets

A wall panel manufacturer, which has been supplying the Japanese market, is now developing its domestic market and expanding its exports.

The Nakayama Technology Corp. (NTC), through its exclusive marketing arm Vineyard WallTech System Corp., is starting to market its brick and granite insulated wall panels.

Thrilly Ezhel Penaso, product manager of Vineyard WallTech System, said they choose Cebu as the first place to launch the EcoWall series since it is a good test market.

“If we succeed here, then there is no reason we will not make it in Metro Manila and other areas,” Penaso said.

The company is also looking at the United States, Canada, Brunei and New Zealand to expand their export market, she said.

According to Penaso, the company started to expand its market to include both domestic and international during the third quarter of 2005.

The NTC had been solely supplying the Japanese market when it started operations in the Philippines three years ago.

The company decided to transfer operations from Japan and invested P413 million when it established a seven-hectare plant in the Philippines in 2002.

It has come up with an innovative strategy, called direct renovation, to market the EcoWall series. It includes designing direct production, and the installation of the panels.

The factory can produce 12,000 square ft of tiles or 4,500 pieces daily, Penaso said.

Of the factory's total production, 70 percent goes to Japan while the remaining 30 percent goes to the domestic market and the rest of the international market, she added.

It uses Japanese technology in the manufacture of the brick and granite wall panels.

The company is among the exhibitors that will be participating in the upcoming 14th Construction Show Cebu, which will be held from June 2 to 5 at the SM City Cebu Trade Hall.

About 80 percent of the products and technology that will be showcased in the event are new, according to Lilibeth Ducut-Abais, managing director of event organizer L.A. Ducut and Co.

“At the 14th Construction Show Cebu, trade visitors get more than a glimpse and a showcase of construction materials and technology. You get real solutions and expertise. Expect to deal with trade suppliers whose business is to get your projects done right on time with the use of the latest innovations available in the country,” she said.

She noted that the event is an effective marketing strategy to reach out to the target markets of exhibitors.

^^ I don't think so bai because I've heard from reliable sources that Cebu is frequently used as a test market for various products and services. One good example is the motorcycle industry. These motorcycle makers make Cebu as their test market for their new models. If patok sa Cebu, then they will distribute/introduce it nationwide.

Mayor to meet with ex-Navy men on centralized aircon for City Hall


Mayor Tomas Osmeña will leave for Manila today to meet with a group of retired US Navy personnel, who are into putting up centralized airconditioning systems in big establishments.

The system, which will be installed at the new legislative building, he said, will help the Cebu City Government save 25 percent in electricity consumption.

The mayor said that with the City’s plan to adopt a centralized airconditioning system for the new legislative building, he will try to evaluate the legislative department’s request for new fixtures and airconditioning units for the building.

Experts

He said he will possibly consider the purchase after the evaluation of the request.

Mayor Osmeña also considers adopting the district cooling system of the retired Navy personnel, and put this up on some buildings in the South Reclamation Project.

“I consider them to be the best in the world as far as installing the system is concerned. They will help us set up a system of managing it correctly. They’re currently handling project with call centers in Manila. They’re doing five SM malls,” he told a news conference yesterday.

The mayor said the experts can help the City manage the system from Manila, as it is computer-based and the City will just use some sensors.

Savings

“Theirs is a system that can give us savings up to 25 percent in electricity,” he added.

If the City is able to do it, Cebu City will be the first to have a district cooling system in the country.

Phil Biosciences Co., an investor conducting a test project at the Inayawan Sanitary Landfill can help empower the cooling system with cheap electricity.

Landfill gas may be collected and used to generate cheap electricity.

10 local, foreign firms to invest in SRP - CIPC

Some 10 local and foreign companies have expressed interest in locating at Cebu City’s South Road Properties (SRP) and
are just waiting for signs of project completion, according to SRP’s marketing officer.

“The investment potential of the SRP is high. But right now, we still have an incomplete product. The investors are already here, just waiting for signs of completion from the City Government,” Cebu Investment Promotions Center (CIPC) managing director Joel Mari Yu said.

CIPC is the agency tasked to market the 300-hectare SRP (formerly South Reclamation Project).

He told a press conference yesterday that the prospective investors want to make sure the City will still build roads within the SRP and that other important infrastructure, such as water, power and telecommunications, will not be a problem.

Yu said CIPC is now negotiating, at various levels, with Cebutainer Systems Corp., PY group of companies, Bigfoot group, JY Construction, Arcenas Group, Cardiovascular Hospitals, Mactan Rock Industries Inc., Filinvest Land Inc., Ayala Land Inc.
(ALI), King Group of Companies, J King Group of Companies (JKSCI), Paknaan Central Development Corp., Kurata, Sonnette and the University of Cebu.

Relocate

The PY group, a furniture and furnishing manufacturing company, plans to relocate its manufacturing plant in China to the SRP, while Bigfoot will establish a yacht club at the property.

Mactan Rock Industries Inc., on the other hand, will put up a desalination facility, which will produce water to be supplied to the Metropolitan Cebu Water District. The King Group of companies plans to put up a motorcycle assembly plant while the J King group will establish a water theme park.

Earlier, JKSCI chairman Richard King said the company has been talking with Cebu City Mayor Tomas Osmeña on the project, which King estimated to cost the company some $4 million.

Theme park

“(If the talks between Mayor Osmeña and JKSCI will succeed), JKSCI will build a water theme park that is like, if not better than, the Enchanted Kingdom and Splash Island,” he said.

Investors Kurata and Sonnette will also put up a condominium for Japanese national and a one-hectare retirement village, respectively.

Meanwhile, ALI has proposed for a joint venture with the City for the establishment of a five-hectare mall, patterned after the Market! Market! in Fort Bonifacio.

“When these investors see signs of construction of the infrastructure needed, in three years time, the SRP will be full,” Yu said.

He also emphasized that the City does not owe money from the Japan Bank for International Cooperation, but from the Land Bank of the Philippines.

“The JBIC loan was coursed through Land Bank. This means, there is a national sovereignty risk. If Cebu can’t pay the loan, the national government will,” Yu said. (JBN)

Incomplete SRP infra affects marketing blitz

At least six investors may start building their facilities at the 300-hectare South Road Properties (SRP) this year, as soon as the primary infrastructure will be immediately provided.

Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. Yu said the roads must be built first, power and water supply must be put in place.

The Cebu City government, the developer of SRP, is now talking with 15 investors that expressed interest in locating at the SRP, however the property still has to complete the necessary infrastructure requirement first, like water supply, power, and roads, in order to accommodate these investors.

CIPC, which is commissioned by the Cebu City government to market the SRP both to local and foreign investors, still cannot fully start an aggressive marketing blitz for the property.

Although the potential of SRP to attract investors is very strong, he said "right now, we have an incomplete product."

According to Yu, the Visayan Electric Company (VECO) had informally agreed to provide power supply at SRP, but the City government and the Aboitiz Group still has to finalize the contract, and VECO is still on the process of applying a petition to Energy Regulatory Commission (ERC).

These 15 interested investors will have to occupy close to 80 hectares of the entire SRP, the two largest lot takers include a Singaporean-company called Cebutainer Systems Corporation which needs 20-hectare for its facility, and the Bigfoot Group, which also proposed to build a commercial center, and a Yatch Club or Marina, and also need 20-hectare land cut.

Other interested investors include; Taiwanese firm Paul Yu Group of Companies; JY Construction; Arcenas Group; Pakna-an Central Development Corporation; an American company to build Cardiovascular Hospital, Mactan Rock Industries Corporation; Filinvest-to build a commercial center; Ayala Land; King Group of Companies; Japanese-owned Kurata company to construct a condominium facility; University of Cebu; and another Japanese company called Sonnette to build a retirement village for Japanese market.

According to Yu, the issue on land title has been settled already, with special patent, and is "alienable and disposable."

Other concerns that need to be given immediate attention by the Cebu City government is to appoint a professional property manager, to manage the entire area, which has already been declared as an Special Economic Zone (SEZ) by the Philippine Economic Zone Authority (PEZA).

"The interest is strong, but we have to put in place first a lot of concerns, before we could take off our national and international marketing blitz," Yu said in a press conference yesterday.

Yu dismissed impressions that SRP, through the Cebu City government cannot pay its loan obligation to Land Bank of the Philippines (LBP), now at P6 billion, saying that as soon as the locators will start operating, the SRP will be making a lot of money, not only for the lease and lot revenues, but for the concession fees of providers like power, water, telecommunication, among others.

"We are going to make a lot of money. The important thing is getting the locators in," he stressed.

Initial marketing promotions were done by CIPC in last couple of years, these include promoting the property to the Japanese government through Japan External Trade Organization (Jetro), Japan International Cooperation Agency (JICA); closer linkage with Singapore Enterprise, and key government and private sector organizations in other countries like Hong Kong, Taiwan China, among others.

Those who have been to Sagada know that all throughout those eight hours of travelling from Baguio, there is only one far from being decent but still clean enough comfort room available to travelers for a minimal fee.

That is how tourist-friendly our country has become.

Government is targeting three million foreign tourist arrivals this year, compared to 2.61 million in 2005 and 2.29 million in 2004. The potential is greater, but because of the limited facilities for accommodating tourists, the goal has to be kept at three million to match the country current capacity.

This is where Turismo Rural comes in. While tourism experts fully recognize the appeal of commercial tourism, key stakeholders in the industry see the potential that small towns and remote areas of the Philippines have for tourism.

Tourism Secretary Joseph "Ace" Durano has noted that the country lacks capacity and quality of experience in dealing with the influx of tourists compared to other Asian countries.

Despite the growing local and international interest in the country’s rural tourism industry, small villages do not have enough resources required to get involved. Rural communities given their current economic state lack adequate tourist services and facilities such as lodging, dining amenities and shops.

Durano noted during the recent Asean Tourism Forum in Davao City that the country now enjoys a record-breaking volume of tourists arrivals and for small non-urban communities, this is an opportunity to enhance economic development via rural tourism, highlighting areas where tourists witness and participate in activities that form the core of the community’s culture.

A proprietor of several successful resorts and hotels across the country has seen tourism as a vital means of economic development.

Julie Alegrado-Vergara, president of Almont Holdings which is behind the highly successful Maribago Bluewater Beach Resort in Mactan Island, Cebu and Sumilon Bluewater Island Resort in Oslob, Cebu close to Dumaguete, is leading an innovative effort to advance tourism in these communities.

Vergara is largely behind Casa Rural, an association of bed and breakfasts to accommodate the influx of tourists in rural communities. Casa Rural will convert unused or unoccupied ancestral or vacation homes in appropriate lodging and dining facilities for tourists.

Aided by the Cebu provincial government and the Philippine Chamber of Commerce and Industry, the project will allow tourists to enjoy the experience of rural tourism and at the same time provide locals with jobs and more importantly, pride in their place.

According to Vergara, a native of Cebu, it is fortunate that Secretary Durano himself is from the province and does not need much convincing in making portions of Cebu a pilot area for Casas Rural.

A well-organized community-based tourism can offer not only affordable, comfortable, and safe local accommodations in areas without established city hotels or beach resorts, but also provide new or additional tourist destinations, attractions and packages since each town in the Philippines has something unique to offer.

At the same time, it will be a different cultural experience for foreigners and local urban families who want to immerse and learn more about Philippine rural life, not to mention preserve heritage, culture and cleanliness of the town, increase economic activity and rural development, and provide job opportunities for local residents.

Vergara, in an interview, feels very deeply about how some people and communities take for granted what they have.

For instance, Carcar, a small town in Cebu, has a very rich heritage. The St. Catherine Church in Carcar, which was constructed in 1859, is admired for its Byzantine architecture, Greco-Roman altar and twin-bell towers that mirror a minaret shape similar to the ones founds in Muslim mosques. It was named after the townís patron saint St. Catherin of Alexandria and is the second oldest church in Cebu.

There is also the Boljoon Church which is the oldest remaining stone church in Cebu that offers an authentic sense of Philippine colonial past with its intricate carvings and beautifully decorated interior. It showcases a unique tower that is Islamic in character given its square shape as opposed to the usual curved design.

While Casa Rural will use Argao in Cebu as a pilot area, Vergara says they plan to expand the project all throughout the country. "Our idea is to have one showcased ancestral home per town. We will partner with the owner, renovate, put good toilets," she said.

As for Turismo Rural of which Casa Rural is a key component, Vergara revealed that they have tied up with other companies, such as Boysen Philippines, to help in the restoration of old churches and sites.

While helping promote community-based tourism, Vergara is also busy running the family business.

From 32 rooms in 1989, the lush five-hectare tropical paradise Maribago Bluewater now has 153 rooms and is opening its Amuma Spa Wing soon. Across Maribago, Almont is putting up service apartments to cater to businessmen as well as families who want to stay longer.

There is also Sumilon Bluewater Island Resort, Cebu’s best-kept secret, which was opened only last year. It is 125 km from Cebu City and is very close to Dumaguete. The island has an area of 24 hectares and is the first marine protected area in the Philippines and was made a fish sanctuary in 1974 under the guidance of the Siliman University Marine Reserve. Its sandbar is well known for its changing shapes and shifting locations around the island, depending on the season. It is also known for its "baluarte," a historical watchtower built as part of a warning system to thwart slavers and marauders in the 19th century.

New BPO firm for ads, tones, logos opens

A new outsourcing company has opened in Man-daue City.

FOCUS Interactive Out-sourcing is a player in on-line sales acceleration.

The company is initially employing a group of PHP programmers.

Focus has clients based in the United States, United Kingdom, Canada, Australia and parts of Europe, disclosed Andrie Udal, the president and chief executive officer of the company.

“At the least, we produce and sell mobile phone ringtones and logos to GSM providers in these countries, but we are more occupied with handling the advertising requirements of our international clients,” said Udal, who has been into e-commerce and human resource industries for more than ten years now.

Setting up

Udal said that since he already had clients, finding the right people for the tasks required was one of the easier parts of setting up his company’s operations.

“Technology today is awesome, but I believe more in people that make such amazing use of technology,” he noted.

Udal said he “channeled a significant chunk of his investments in competent information technology specialists and programmers.”

He would welcome those who would demonstrate their promising potentials and join his Focus team. (PR)

that's what ive noticed also with ACC now, I think it has something to do with how they are positioning the portions of the mall, the more colorful, the more pang masa... correct me if im wrong, but the ground floor is still white/cream, right? since most of the shops sa ground floor kay pang sosyal man! hehe!!! :)

CCCI tourism event to determine Cebu’s competitive edge

STAKEHOLDERS of Cebu’s tourism industry will gather later this month to discuss whether it is ready for global competitiveness.

The Tourism Congress, which is initiated by the Cebu Chamber of Commerce and Industry (CCCI) as part of the Cebu Business Month, will provide a venue for the different industry stakeholders to determine whether Cebu can remain competitive as a tourist destination.

The theme for this year’s congress is “Invest Cebu! Biyahe Tayo! Suroy Na!”

Tourism Congress chairperson Mila Espina said that there will be five forums happening simultaneously. One of the topics will focus on what Cebu City can offer in order to attract foreign investors.

Espina said the CCCI has invited a resource person from Convergys to speak about Cebu's competency in English for call center sourcing and global competitiveness.

The other speakers include Julita Urbina of Cafe Laguna, who will talk about Cebu's food industry, and Matt Lubetich of Bigfoot Entertainment, who will discuss the emerging film industry in Cebu.
At the Congress, tourism stakeholders will also look at Cebu’s hotel and resort development, which is a major requirement for world-class destinations.

Another speaker will discuss how Cebu can maximize profitable trade and tourism linkages, such as health, sports, wellness and convention facilities.

The Tourism Congress is part of InTourPreneur 2006, a three-day business conference promoting tourism and information and communications technology. /Correspondent Kathi Eric A. Dalguntas

What's the basis for the list of the member cities and municipalities? Was there an organization in charge of designating officially what towns are or will be included as part of Metro Cebu? ....
Metro Cebu refers only to the area consisting of the cities of Cebu, Mandaue and Lapu-Lapu. Talisay maybe is a fresh addition... Is the present composition really legally defined by the Metropolitan Cebu Development Council?
Claiming Metro Cebu as "the largest metropolis in terms of land area" in the Philippines maybe is taking it too far. Let's just be conservative with the information presentation. Information consistency of is of utmost importance since this article will have repercussions everywhere.

The definition of Metro Cebu was actually expanded by the Regional Development Council (RDC) of Central Visayas last August 2005 after a request from Governor Gwen Garcia.

I think there's no law to be passed for a metropolitan area to be defined. For formality's sake, the expanded definition was made by the RDC itself.

The RDC-Region VII is composed of all the governors of Central Visayas.

Right now, two sanitary landfill projects by the provincial government are being developed in Danao City and Carcar. The one in Danao City will serve the northern half of Metro Cebu, while the one in Carcar will serve the southern half.

Is the political division of this map accurate? It seems that Cebu City is too big. I don't think that Cebu City is connected with Liloan and Consolacion. As far as I know, it's northern tip would be beside Canduman, Mandaue. :dunno:

Development planners expanded the definition of Metro Cebu to include the towns of San Fernando and Carcar in the south and Danao City in the north.

This way, the Regional Development Council (RDC) 7 hopes to improve the local governments’ capability to address traffic congestion, solid waste management and threats to peace and order.

“We can come together and discuss projects. These projects can be realistically planned and implemented with the active cooperation of all the local government units (LGUs),” said Cebu Gov. Gwendolyn Garcia during the RDC full council meeting yesterday.

From July 2001 to December 2002, the Metro Cebu Development Council (MCDC) had only one meeting. During the said meeting, the committee passed a resolution requesting all congressmen and senators from Metro Cebu to support the creation of a Metro Cebu Development Authority (MCDA). In response to the resolution, Senator Sergio Osmeña III informed the MCDC Chairman of Senate Bill No. 1673 he filed entitled " An Act Creating Metropolitan Cebu, Establishing the Metropolitan Cebu Development Authority, Defining its Powers and Functions, Providing Funds Therefore, and for Other Purposes" in September 2001.

The Council likewise endorsed the conduct of a Master Plan and Feasibility Study on Solid Waste Management for Metro with funding assistance to be provided by the Government of Sweden through the Swedish International Development Cooperation Agency (SIDA). The proposal, however, did not take off due to unavailability of local counterpart funds.

The map is correct Sinjin. Cebu City has a big land area with a part of it bordering Compostela, Consolacion, and Liloan -- although only a small part of it is urban.

One of Cebu City's watershed (KotKot-Lusaran) empties into Cotcot River which I think is in Liloan.

Yup, there are secondary roads (mostly unpaved) from Talamban or from the Transcentral highway connecting with Consolacion and Liloan.

The one in Talamban is more accessible.

There's also an "off-road" from Transcentral Highway that takes you to the vicinity of Royale Cebu Estates Subdivision in Consolacion.

My cousin once brought me with him on an "off-road" adventure using his 4x4 jeep.

Hi there,

I am new to this Forum, and being a Foreigner here (British), I like what I read about CEBU. I have lived here 5 years and nearly 4 of those married to a Filipina from Barili.

I've noticed it too (I think everyone here did) that if someone posts here good news (be it skyscrapers being constructed or business districts being planned), there's not much reaction of excitement anymore.. I already have my tickets but havn't made any reservations yet. SRP firms can avail of tax perks


Locators of the South Reclamation Project (SRP) will qualify for tax perks as the entire property has been registered with the Philippine Economic Zone Authority (Peza) as a special economic zone (ecozone).

“This is what makes the SRP different from other reclamation projects. As long as the companies belong to industries that qualify for tax incentives (such as information technology, manufacturing and tourism), they will get the tax perks due them,” Cebu Investment Promotions Center (CIPC) managing director Joel Mari Yu said.

SRP is now considered a mixed land-use property from being a pure industrial-use zone. It can now accommodate companies with light manufacturing, commercial, tourism and information technology (IT) operations, among others.

Change

“We have explained the change to the Jbic (Japan Bank for International Cooperation). Times have changed. In 1992, when the loan was incurred, the Philippines was the premier destination for manufacturing companies. Now, manufacturing companies are going to China,” Yu told a press conference.

Businesses not allowed at the SRP include housing, heavy industries, gambling establishments and stand-alone golf course.

Even though some 10 local and foreign companies have already expressed intention to locate at the SRP, the CIPC continues to market the property outside the country, especially in Japan.

CIPC is the agency tasked to market the SRP.

Yu said CIPC has sought assistance from the Japanese Government through Jbic, the Japan External Trade Organization (Jetro) and the Japan International Cooperation Agency.

Developers

“The Japanese Government will provide us a consultant who will identify and arrange meetings for us with possible property developers in Japan while Jetro has included information on the SRP in their advisories worldwide,” he said.

CIPC also had discussions with Jurong Estates in Singapore.

Yu said the Singapore Government has committed to organize this year a forum in Singapore that will give Cebu the opportunity to present SRP to land developers in that country.

Similar forums will also be held in Hong Kong and Taiwan with the help of Philippine commercial attachés in the two countries.
On June 25 to 30, CIPC will be in Tokyo, Japan for an investment mission to promote the SRP to manufacturing, IT and retirement facility developers there.

Cebu province to accredit small resorts, homestay facilities


TO ENCOURAGE smaller resorts to upgrade their facilities, the Cebu provincial government is coming up with an accreditation program.

Grace Paulino, who is assigned to the Suroy-suroy sa Sugbo project, said they have been conducting inspections on 365 accommodations within Cebu province.

Of this total, between 50 and 60 percent are homestay accommodations.

The inspection team has started looking at accommodations since December.

The resorts and homestay facilities that pass their inspection would be given a certificate of seal of approval, Paulino said.

Aside from this, these accommodations would be included in the various packages of the Suroy-suroy said Sugbo project, she added.

The minimum requirements include cleanliness and sufficient supply of potable water.

Approximately seventy to eighty percent of these accommodations will receive the seal of spproval, Paulino added.

She noted that owners of accommodations from the northern and southern part of Cebu that did not pass the test wanted to have the copy of the report so that they could improve their facilities.

The team will be conducting regular inspections of the accommodations to ensure that these will continue to meet the minimum standards, Paulino said.

Coke offers to spend P3.8M to build better, cleaner Larsian

The Cebu Provincial Government received a proposal from the Coca-Cola Company, which is willing to spend P3.8 million for stalls where Larsian vendors near Fuente Osmeña, Cebu City could transfer.

Provincial Treasurer Roy Salubre told Sun.Star Cebu that the Provincial Economic Enterprise is still studying the proposal, which promises to create a new Larsian that is clean and with murals to depict the lifestyle and tradition of Cebu.

Salubre revealed that the vendors were already told of their impending transfer to a province-owned lot that is still near Fuente Osmeña, and that they already agreed.

Capitol consultant Pablo John Garcia said the Capitol already finished the site development of the 1,900-square-meter property that will have a mini-park.

Landmark

A total of 36 vendors are affected, 23 of which are roadside barbecue vendors while the rest are those fronting the Cebu Maternity Hospital.

In its proposal, the Coca-Cola Company said that while the Larsian barbecue is popular and is already a landmark offering Cebuano barbecue both for locals and visitors, it now looks disorganized.

The company also cited that the stalls in the place now have limited space and sitting capacity, and “no ambience.”

If the proposal is approved, Coca-Cola will build 46 stalls that will have murals, provide for tables, chairs and umbrellas, and will also hold a mural contest among schools for the walls surrounding the property.

Exclusive

The murals and the new Larsian itself will reflect Cebuano culture and lifestyle. The company will also put up a huge lighted billboard that the Province can use to promote upcoming events or tourist destinations in the municipalities.

In return, the company is asking for its exclusive distribution of non-alcoholic beverages in the area, where it also plans to put up a depot to serve the stalls.

Gov. Gwendolyn Garcia has embarked on efforts to retrieve Capitol properties that have been used for years by people or entities.

She believes that tolerating the situation will continue to deprive the Province of its right over the properties and deprive its constituents of services, had these been put to better use.

She plans to develop the province lots, especially those with commercial value, so these could generate more income for the Capitol. (JPM)

10 local, foreign firms to invest in SRP - CIPC

Yu said CIPC is now negotiating, at various levels, with Cebutainer Systems Corp., PY group of companies, Bigfoot group, JY Construction, Arcenas Group, Cardiovascular Hospitals, Mactan Rock Industries Inc., Filinvest Land Inc., Ayala Land Inc.
(ALI), King Group of Companies, J King Group of Companies (JKSCI), Paknaan Central Development Corp., Kurata, Sonnette and the University of Cebu.

Meanwhile, ALI has proposed for a joint venture with the City for the establishment of a five-hectare mall, patterned after the Market! Market! in Fort Bonifacio.

“When these investors see signs of construction of the infrastructure needed, in three years time, the SRP will be full,” Yu said.
Holy Mowly for the love of God Almighty! Good heavens, the Manhattanization of SRP shall commence anytime soon. Ayala Mall in SRP? i can't freakin wait!!! :rock:

Harbor City’ to rise in Mandaue

MANDAUE City is in the process of striking deals with two of the world’s leading engineering companies to construct a new reclamation project and develop it into a “Harbor City.”

Mayor Thadeo Ouano announced that the Mandaue Land Consortium Inc. would work with Jan de Nul N.V. of Belgium and Lyon Associates Inc. of the USA to create the North Reclamation Area near the foot of the Marcelo Fernan Bridge.

Jan de Nul, Ouano said, was known all over the world for its reclamation works, dredging, rock dumping, salvage, heavy lifting, and specialized services for offshore pipelines.

Lyon Associates Inc., with headquarters in Honolulu, Hawaii, would provide its expertise in construction management and planning, Ouano added.

The North Reclamation Area, if it pushes through, will be Mandaue’s second reclamation project.

The city has existing reclaimed properties on the city’s southern side, which city officials refer to as the South Reclamation Area.

Ouano said Jan de Nul was involved in the largest reclamation project in the world – the Dubai Palm Project in the United Arab Emirates – and has expressed interest in working on Mandaue’s North Reclamation Area.

Lyon Associates, on the other hand, was involved in the management of several projects in the world, including the Port of Karachi in Pakistan, and was the firm that designed and managed the construction of the South Harbor properties of the Port of Manila.

The Harbor City concept revolves around making the reclamation project into an international port to complement the South Reclamation Area’s development into the “New Mandaue City” or the Convention Center of Asia.

It's nice to hear them talking about a new Harbor City but I oppose having it in Mandaue, I prefer to have the port further south of Cebu's SRP. The current of the seawater on the channel flows southerly this will worsen the quality of water across cebu city.

According to People Support Inc. chairman and chief executive officer Lance Rosenzweig, resolving the manpower needs of the call center sector is not difficult for Cebu.

“We’re not seeing the (shortage) as a problem at all. When we first started in Cebu three years ago, we thought we’ll only have 500 people, but now we’re more than three times that number,” Rosenzweig yesterday told members of the local media.

Players in the ICT industry started to reveal last year the difficulty in getting the right people for their companies particularly for call centers.

Some firms even looked for talents from outside Cebu to fill up their manpower requirements.
Rosenzweig, however, said that Cebu, particularly its academic sector, has been receptive in acknowledging the problem.

Cebu’s universities are now incorporating curricula based on the needs of the industry.

“We just have to link with the education sector and improve proficiencies of would-be applicants,” said Rosenzweig.

People Support formally inaugurated its second business processing outsourcing (BPO) facility in the new Skyrise Building at the AsiaTown I.T. Park in Lahug.

The expansion covers three floors of the building with a capacity of 450 seats per floor.

Rainerio Borja, president of People Support Philippines Inc., said that the company has more than doubled since it started here in Cebu.

He said the company is now employing more than 1,600 people, making People Support Cebu’s biggest BPO operator in Cebu.

“We’re not stopping here because we’re growing very fast. The quality of people, business environment, and a work-life balance are all here in Cebu,” said Borja.

Gracing the affair is Cebu City Mayor Tomas R. Osmeña who assured to help call centers get the right people.

“Cebu has many very qualified people but don’t like to work on a call center because they’re worried if they can go home safely at night and that’s what we’re working on,” said Osmeña.

He also announced that the Cebu City government is allocating P2 million to help train Cebuanos meet the demands of call centers.

“Cebu is the only place in the Philippines that takes a direct linkage among universities, government, and employers,” said Osmeña.

DUTCH water management experts urged Cebuanos not to lose time in undertaking a 25-year action plan to avoid a dangerous shortfall in water supply.

“The problem has been discussed for decades,” said Albert Nauta, team leader of the Netherlands-funded Water Remind Project, which unveiled results of a three-year study of Cebu’s water supply and needs.

“If you continue to move like this,” said Nauta about the status quo, “Cebu will go from a situation of scarcity to shortage.”

The solutions offered in the 25-year Action Plan were familiar – build new dams in Lusaran and Kotkot, dig more well fields, control water pricing, reduce water consumption, protect existing watersheds, and build a “knowledge center” of technical water data to guide decision-makers.

By year 2030, Cebu’s current demand of 165 million cubic meters a year is expected to double.
Nauta noted that “several initiatives” have sprung up over the years to address Cebu’s water problem but what was lacking was a coherent strategy or water resources management board to implement reforms.

The capital cost of infrastructure improvements was estimated at P17.6 billion. The biggest spending was needed in the service area of the Metro Cebu Water District (MCWD) or P15.3 billion.

Water Remind said “good governance” was crucial to seeing the plan through with a tripartite water board with members from government, private sector/business and civil society.

Nauta admitted he was “disappointed” that nothing much had changed since he came to Cebu.

Last year, Water Remind helped set up the Central Cebu Water Resources Management Board with members Gov. Gwendolyn Garcia, Cebu City Mayor Tomas Osmena, MCWD chairman Juan Saul Montecillo and a representative of the Dept. of Environment and Natural Resources.

In the open forum, Lorenzo Jamorra, administrator of the Local Water Utilitiies Administration, described the 25-year Action Plan “as the best master plan I’ve seen so far.”

“Sad to say, however, that sometimes the politics here (in Cebu) gets out of hand.”

He said Metro Cebu already has “the highest” cost of drinking water in the country.

The focus of the action plan was to provide safe and affordable water for “all Cebuanos.” At present, MCWD serves only 40 percent of its client population leaving thousands of Cebuanos, mostly living in rural areas, to cope without piped, potable water.

Mindset

Some Cebu-based stakeholders, who were invited to the briefing on the Action Plan at the Casino Español last Thursday said the problem boiled down to the political will of local government leaders.

“The mindset of leaders today is resistant to change,” said Inquirer and CDN columnist Juan L. Mercado in the open forum.

“The only way to break it is for a crisis to happen, then they wake up when the water is gone.”

He mentioned former Gov. Pablo Garcia who insisted during his term there was “no water crisis” in Cebu and Mayor Osmeña who favors the commercial development of the watersheds in Cebu City hillylands.

To this Nauta shared his own view that Cebu remained in the “same situation”as when the Netherlands project started three years ago.

“I’m disappointed,” he said. “This (plan) needs commitment.”

Vic Dumon of the Cebu Uniting for Sustainable Water (CUSW), a multi-sectoral advocacy group, cited the conflict between the “rights of a water district” versus “rights of a local government.”

He recalled the impasse in Compostela town where a P100-million wellfield project of MCWD has been idle since 1992 because towns officials refused to let the pumps operate.

A similar hitch is developing in Carmen town where plans for a bulk water project between MCWD and Ayala Corp. to tap the Luyang river is being opposed by some town officials seeking higher royalty fees.

Prof. Eelco van Beek, policy analysis specialist for Water Remind, said that with the reforms recommended, he forsees a “long and painful process but it can be done as proven in other places. Central Cebu can’t afford any longer to have a wait-and-see approach.”

Domini Chua of the Ramon Aboitiz Foundation Inc. (RAFI) said relying on a tripartite board to steer progress in water management in Cebu was “an old idea” that needed sincere action.

“Let’s stop the talking exercise and do something,” she said.

RAFI executive director Evelyn Nacario Castro said the tripartite model had been tried over the past 10 years in the CUSW, Mananga Watershed Development Authority, and Canadian project PCEEM but remained frustrated by the inaction or indifference of some local officials.

MCWD general manager Armando Paredes said the water district was the “primary beneficiary” of the Netherlands findings because MCWD had long wanted to come up with a master plan, which would have cost millions.

“We will take the results seriously, maybe even reconsider our approach to tapping surface water,” he said.

With the Dutch project winding up at the end of its fourth year, it’s two strongest recommendations were to set up a Technical Secretariat to serve as a “knowledge center” of accumulated water research and the Water Management Board.

“Decisions must be data-based, not driven by emotion,” said Nauta. “Continue to update the 25-year Plan. Be proactive, instead of waiting for unsolicited proposals,” he advised, referring to business propositions to exploit water resources where the process is less transparent or thorough.

Engr. Fe Walag of the 20-year-old Water Resources Center- University of San Carlos served as project manager of Water Remind.

She acknowledged the uphill battle to get Cebu government leaders to take the water supply problem seriously “so we decided to let the long-nose do it.”

Walag was referring to the value of letting foreign consultants get the attention of local officials to deliver the message.

“And indeed they listened--- for a while,” she said.

“We have dragged the consultants into an internal problem. To me, the priority should now be to establish the critical mass (among the people) and achieve this.” Eileen G. Mangubat and Regina Aguilar

CEBU CITY—Ornamental and tropical fish and other marine species thriving in the seas of Central Visayas are slowly disappearing.

The culprit, warned the Bureau of Fisheries and Aquatic Resources (BFAR) in the region, is the prevailing use of destructive fishing methods.

Known for its rich marine life, many ornamental fish in the waters of Central Visayas—composed of the island-provinces of Cebu, Bohol and Siquijor and Negros Oriental on Negros Island—were being driven away by the degradation of their habitat.

Joezen Corales, chief of the project development section of BFAR regional office, said the use of cyanide, dynamite, push-nets and other destructive methods in fishing caused ornamental and marine aquarium fishes to seek safer habitats.

“The use of cyanide has caused damage to our coral reefs, it has poisoned the coral reefs...,” she said.

Woodenheaded

Despite stiff penalties for illegal fishing, many fishermen still continue
using destructive fishing methods, she said.

Corales said one other solution was to establish more marine sanctuaries in the region’s waters.

Corales said BFAR continues to provide technical services to local government units and nongovernment organizations to set up marine sanctuaries in Central Visayas.

So far, he said, the region has 274 marine sanctuaries.

BFAR data said from January to May 2006, 63,130 kilograms of ornamental fish were exported to the United States, Europe and other Asian countries like Japan and Singapore.

Aside from the depletion of tropical fish in Central Visayas, BFAR also noted a decrease in the production of municipal marine fisheries.

In the first quarter of this year, fish catch declined by 12.81 percent, with 12,752 kg caught during the period, according to data from the Department of Agriculture. During the same period last year, the total fish catch reached 14,626 kg, the DA data said.

Destructive factors

Corales said the DA data also cited destructive fishing, pollution and cold weather as the primary causes of the decrease in production.

Aaron Abraham, director for Asia-Pacific operations of the Marine Aquarium Council (MAC), also expressed concern over the use of destructive fishing methods in the Philippines.

Abraham said destructive fishing has diminished the quality of tropical fish because there is a perception in the international marine aquatic trade that ornamental fish in the Philippines is of “low quality” due to the destructive practice.

MAC, an international nonprofit organization, is involved in conservation of coral reefs and other marine ecosystems by creating standards and certifications for those engaged in the collection and care of ornamental marine life.

According to MAC, the Philippines is in the “Coral Triangle,” a global center of coral reef biodiversity with an estimated 2,000 species of fish and 500 species of corals.

Two under constructions at the Cebu Business Park are already occupying almost half of the main road at the CBP: the Cebu Towers Commercial, and the one beside Unionbank.

Although there is still no rendering on the one beside Unionbank, I think it's really a highrise given the fact that the excavation which I saw last friday was very, very deep.

I've been to Mandaue City two days ago and indeed, the illegal structures under the dirty Subangdaku flyover have all been removed. I hope that the next step would be the cleaning up of that very dirty area, and probably a liitle bit of landscaping too like the flyovers in CBP and Lahug. :)

btw, the ICT IT mall is now working on its 3rd floor... I was there a while ago and they're already installing the T-crane blue ang color, very fast ang ila construction sa building... For sure in several days, ma congest nasad nag maayo diha nga area along N Bacalso ave. The Osmeña blvd, P del Rosario junction is the busiest intersection in Metro Cebu.

And about the MCWD Family Park, I've talked to one of the personel sa MCWD nursery, the park is currently undergoing a facelift coz he said that the park will be one of the sites to be visited by the first ladies and genlemen of the diffrent heads of States in this coming ASEAN Summit this december. Nindot na raba kaayo ila mini lake.

TRACFONE Wireless Inc., one of the leading prepaid wireless providers in the United States, has chosen Cebu to host its first customer care center in Asia.

According to Qualfon International business development director Abelardo Cruz, TracFone vice president for customer experience Ron Garon himself recommended Cebu to be the place for Qualfon’s first operation in Asia.

Mexico-based Qualfon is a contact center with offices in the Mexican city of Monterrey, Costa Rica, Argentina and Guyana.

Tracfone, which has more than seven million current subscribers, has been outsourcing its customer care services to Qualfon for 30 years now.

“We (Qualfon) want to thank God and our Virgin Mary for allowing and interceding for such a strong partnership witn Tracfone. Thanks to His blessing, He guided us to open centers (in different countries). Now, this customer care center in the beautiful city of Cebu, following the wise recommendation of our partner and friend Ron Garon in the place God wanted to service Tracfone customers with impeccable service,” Cruz said during Qualfon’s formal launching at its office in Skyrise Building inside Asiatown information technology (IT) park last Friday.

Keep children from crime scenes: Carillo


CONCERNED about the trauma that violence may cause on children, a Cebu City councilor is asking the police to extend the police line around crime scenes, keep children away and prevent them from viewing bloodied bodies of crime victims.

In a proposed resolution, Councilor Gerardo Carillo said that personnel of the Scene of the Crime Operations should extend their cordon farther than the usual distance of the police line from the victim’s body.

He also requested the barangay officials to prohibit the children from going near the crime scene, as in the case of vigilante-style killings.

Carillo raised the concern after learning about the numerous complaints regarding children who were left to view the body of a murder victim last week.

Majority of the bystanders viewing the body sprawled on the ground were children, the concerned citizens noted.

The photo and the complaints were posted on “Isumbong mo kay Tom!,” the public concern forum on the City’s website (http://www.cebucity.gov.ph).

“Children are not supposed to be exposed to violence because we all know that this can cause trauma, especially when they see the bodies of victims up close,” Carillo lamented.

(Are we so irresponsible that we place parental guidance warnings for TV shows, but allow our children to see actual scenes of violence?)

The resolution will be tackled during the City Council session this Wednesday.

By the way, construction of the LEXMARK office in CBP is now full-blown. Heavy equipments like cranes, pile drivers, and the like are now humming with activity at the construction site. :)
