A Brief Background of Cebu Holdings Inc.

In 1988, the provincial government of Cebu offered to sell via public bidding a 44.6 hectare piece of prime land previously leased to Club Filipino. The proceeds from the auction would be used as a counterpart funding by the provincial government for infrastructure and development projects. The floor price for the property was pegged at P220 million or approximately P493 per square meter.

By the way, construction of the LEXMARK office in CBP is now full-blown. Heavy equipments like cranes, pile drivers, and the like are now humming with activity at the construction site. :)


is this the 22-storey or the 8-storey building?

regarding developments in and around cebu, whats so much of what you have in cebu, davao has less, whats so much of davao has, cebu has little. cebu is so much into infrastructure and scrapers, roads, reclamations, port facilities, too much service oriented. what about the environment? is the city/province doing anything regarding this global dilemna? water and air quality? peace and order? access to affordable hospitals? livelihood projects for the poor? mass housing? these are issues to be focused on if we dont want cebu to have the urban decay that its big brother, manila, has now. if these issues are not addresed, then cebu in the future will be nothing but another mega manila. who smell of dried urine and sputum with clogged canals as dirty as its air. and as bad as its smell.... just hoping for the best for cebu.

i know the national government has the righful responsibility regarding this concern but as it was before, and will be in the future, we shouldnt expect much from the national government, and cebu, as we all know, and as it has proven, that it can do away with the national government so why not pressure the local government to do MORE on this issues. balanced development. just hoping for the best for cebu na lang.

regarding the skyscrapers rising, the gov't is trying to welcome these investors as this could brighten up the economy more.. and of course, these highrises are still surrounded with greens to compensate for whatever environmental damage these could cause, just as the same case with NY or any other big city for that matter..,
about the squatters and shanties surrounding the metropolis, the gov't has in fact tried to solve these problems before by constructing relocation sites for them, but the sad thing is that these people keep on coming back to their areas. hopefully, once we get to improve more of our economy (like getting away from our third-world country status), the govt should be able to handle these cases easily... by the way, no city in our country has this squatter-free condition, and as much as the gov't would want to give them better living conditions, this is still hampered by our financial limits and the contradictions by both the people and the gov't.. therefore cebu's future and all the other developing cities still depend on our country as a whole..
talking about road widening, the people affected (including business establishments and residential lots) are compensated with this right-road-of-way acquisition (forgive me if i don't get the term right).. as for the squatters, they have all the freedom to transfer to the relocation site..
for the water and air quality, several news articles already mentioned of some conference meetings that discuss about solving these problems (see sunstar website if you don't mind).. of course, no local official would want to sit down and relax waiting for these issues to worsen.
peace and order? it is true that crime rate in cebu is increasing, and many of these are a product of vigilante-killings (mmhh, i guess davao also has this),.. but mayor tom is indeed a security-concerned mayor as seen in his moves to keep the ASEAN summit successful...
about the accessibility to affordable hospitals, cebu city serves several hospitals for the low class people as well as the middle and upper classes ...and again, accdg to news articles before, medical equipments are already starting to be replaced with new ones and any issue that concerns about poor patient services has been greatly dealt with by the govt
as for the education (you haven't mentioned it though but it still is one of the most basic services the gov't should be concerned of), the prov gov't is taking initiatives to construct classroom buildings w/0 waiting for funds from the natl govt (news articles)..
well, these are some infos i could provide.. i hope these would somehow enlighten your concern about cebu... and i bet iloilo, davao, cdo, dumaguete and all the other progressing cities are having their own ways to make their cities more livable despite the usual lack of funds and some dity politic games that hinder us from progressing..

why single out cebu? right now, no city in the philippines is free from squatters, garbage, peace and order problems, etc... just be happy with the developments rather than dwell with the negative. i'm sure things will be better if things continue to progress.

‘Silicon Valley’ should be in Cebu - IT expert

An information technology (IT) expert has urged Cebu to take the lead in building a Silicon Valley in the Philippines.

“Cebu should take the lead (in this endeavor). Manila is full of politics,” Dennis Posadas, author of the book “Rice Bowl & Chips: How Asian countries are using the Silicon Valley model to develop technology startups,” said during the Information and Communications Technology (ICT) Summit held last month at the Cebu Capitol conference hall.

“(Build a Silicon Valley in Cebu and) the rewards will be beyond your wildest dreams,” he added.

Encouraging investors to become venture capitalists, among others, is one of the foundations needed in building the “Cebu Silicon Island,” Posadas said.

Since IT businesses are knowledge-based, Cebu must find a way to let the “geeks or the IT technicians and the capitalists or investors” meet.

Venture capital is a new type of financing, which is different from a loan. It is in the form of equity, wherein the capitalist and the technical person each owns a share in the IT business.

Aside from developing venture capitalists, the Philippines also has to streng-then its stock market, develop a clear national po-licy on technical entrepreneurship and prioritize science and technology education, research and technology transfer, Posadas said.

To start making the Cebu Silicon Island, he said Cebu must develop a geographic technology map, which must be placed on the Internet.

Capabilities

“This map must contain all the IT capabilities of Cebu and the locations of these capabilities. For example, schools and universities, software developers, hardware developers. Their location must be identified,” Posadas said.

There is also a need to flaunt Cebu’s IT capabilities within the province, especially in the airport.

“When people arrive at the airport, all they see are billboards of hotels and resorts highlighting the tourism potential of Cebu. You must also pepper your airport with billboards that tell of Cebu’s IT potentials,” he also said. (JBN)

McDonald’s to open 8th store in Cebu

McDONALD’s has expanded its presence in the Cebu market with the opening of its eighth restaurant in Cebu this Saturday, June 10, in Fuente Osmeńa.

Kenneth Yang, managing director of McDonald’s Philippines, will be in Cebu to grace the opening activities. He will also check the probable site for the first McDonald’s “Babay Bulilit” Day Care Center in Cebu.

McDonald’s Fuente branch will open to serve the Cebuanos since the company began operating McDonald’s JY Square branch in Lahug last December 2002 yet, disclosed Edu Alvarez, the company’s operations consultant overseeing the new store.

McDonald’s also operates restaurants at Cebu South Road in Basak-Mambaling area, Plaza Fair Colon, SM City Cebu, Ayala Center Cebu, Mactan and the first store, which is in the corner of Osmeńa Blvd. and Arlington Pond.

Rommel C. Ong, operations manager for Visayas and Mindanao, disclosed that McDonald’s opted to open a restaurant at Fuente Osmeńa since the company wants to serve the Cebuanos better by “bringing the store where you (Cebuanos) are.”

He noted that while the new McDonald’s Fuente branch may just be located about 250 meters from McDonald’s Jones branch, a comprehensive market study showed both sites cater to different yet distinct markets.

“We want you (Cebu-anos) to have convenience in getting to (the) Mc-Donald’s (branch) where you will have the best quality food and enjoy our great service,” Ong said.

Melon Salazar, vice president for operations, said the time has come for McDonald’s to expand in Cebu, having noted the dynamic developments in the metropolis, with the travel and hospitality industry getting more vibrant and the local economy pulsating.

Free burgers

Grace Eje, who led the store management team that started McDonald’s Tagbilaran in Bohol and McDonald’s Mactan in Lapulapu City, will again lead a new yet experienced team of managers that will start operating McDonald’s Fuente.

She said her team will give away free Big Mac— McDonald’s most popular special burger worldwide— to the first 100 customers on June 10 and another 100 by Sunday, June 11.

IT’S BEEN 18 months since Cebu City Mayor Tomas Osmeńa put up a P20,000 bounty for every “criminal” killed. City Hall today is necklaced with 162 murders by vigilantes. All remain unsolved. The likelihood of triggermen or masterminds being held to account is zero.

The killings have scared “criminals,” shrugs Osmeńa. “I’m happy some of those killed are robbers. As long as there are fewer robberies and snatchings, it’s not so bad.”

Jose Maria Sison used the same argument, draped with a Mao Zedong axiom, to justify the assassination of communists who left the party like Popoy Lagman, Rolly Kintanar and Arturo Tabara. “You kill the chickens to scare the monkeys,” Mao explained after he slaughtered party dissidents.

Would delegates to the Association of Southeast Asian Nations (Asean) Summit in Cebu feel safer if they read streamers saying: “Until Further Orders from the Mayor, The Fifth Commandment Remains Repealed In This City”?

Ricardo Cardinal Vidal has led his Church in protesting summary executions. Murder forecloses options for reform, Catholic Church leaders have warned. Victim No. 161 fell with prison release papers tucked into his back pocket.

There are more important things than fulfilling a constitutional oath “to do justice to every man,” Osmeńa retorts. Such as?

Such as laying out a P20-million barrio fiesta for over 800 foreign journalists. They’ll converge in Cebu in December when 17 heads of states gather for the Asean Summit, followed by the Asean Plus Three and East Asian meetings.

The cash would go to “entertaining foreign journalists, including rest and recreation, food and sports,” gushed the eager host. Focus would be on media from Japan and South Korea, because they’re major tourism markets. “We want them to have the time of their lives.”

The Grand Convention Center will be cordoned off as a dining area. He’ll swamp the foreign press with catalogues on tourist sites, etc. “Pasensya na lang [Bear with us], but it’s going to be lavish,” Osmeńa said.

This mayor can host sumptuous barrio fiestas, especially if taxpayers foot the bill. But what if only istambays came?

Will journalists from Japan’s Nihon Shimbun Kezai, France’s Le Monde, British Broadcasting Corp., CNN, South Korea’s Chosun Ilbo or The New York Time, drive 18 kilometers, one way, from the summit site in Mactan, for a “lavish lunch”?

Osmeńa listens only to Osmeńa. But someone should set His Honor straight on the press, for his own good, let alone the country. The summit newsmen are not tourism PR hacks. They’re hard-nosed professionals covering a major conference with crosscutting issues.

How can the Philippines, as the region’s weakest link in the fight against terror, be helped to neutralize graduates of Mindanao’s training camps? How can we seal the seepage from Indonesia as that country cracks down on terrorists? There’s Burma’s arbitrary detention of Nobel Laureate Daw Aung San Suu Kyi. North Korea’s nuclear threat is on the table. China’s spiraling demand for resources, India’s emergence as a potential superpower, the impact of the new US immigration law on limited pools of trained manpower in Asean countries are of concern.

Priority for the press are: reliable communication facilities; timely news briefings; photo ops; text of official statements; flight schedules, interview arrangements, etc. How do you assist 17 press secretaries accompanying 17 heads of state? Isn’t this where “lavish” funds can be better applied?

US President George Bush should not come, Osmeńa suddenly erupted. The US delegation may not have enough accommodations.

“Why Shoo Away George?” asked Cebu Daily News columnist Ricky Poca. The US always dialogued with Asean. “Was Osmeńa’s position a reaction to the US government’s critical position on the vigilante killings?”

There’s no US position on Cebu’s summary executions -- yet. That may come in the US Department of State’s next annual global report on human rights.

US Embassy political affairs officer Rachel Wolfe met with the Commission on Human Rights (CHR)-Region 7 and Integrated Bar officials on vigilante killings, the papers reported. The US is concerned that government protect its democratic institutions, US Ambassador to the Philippines Kristie Kenney was quoted as saying in a separate radio interview.

US participation in Asean summits, and other dialogue partners like China and Australia, is not within a barrio fiesta’s ambit. That’s the President’s prerogative. She decides that issue in consultation with nine other Asean nations.

Osmeńa therefore should not fret. After all, the heads of state will meet, not in Cebu, but across the channel, on Mactan Island. He should worry more if the monkeys aren’t scared despite the slaughtered chickens.

It would be nice if they would really follow the masterplan for the surrounding areas around City Hall like the Magellan's Cross and Park.

Nice too if they would permanently close to traffic a certain portion of downtown and devote this for use by "Tartanillas." That would surely be a tourist attraction.

By the way, Tartanilla Festival will be held this month. :)

our fellows here who have unconditionally made each viewing moment worth our while through either painstakingly or leisurely taken photographs, have their cameras succumb to wear and tear. we don't want each day pass with more idle breaks than there are pictures, do we?

Pero ok ra mga bai oi kay murag sobra ra tingali na comapred sa among nahimo for a new camera og nag tigum na nuon ko singkwenta adlaw sukad ato monday para mka palit ko balik kay na realize nako nga mas necessity pa diay ang dcam para nko kaysa celfon...ahehe.
Na realize sad nako nga wanay bili akong kinabuhi sukad atong sabado kay nawala na ang usa ka parte sa akng lawas, ang digicam...bow :D

Mexican call center firm to hire 1T people


A Mexican call center company, which recently set up its first Asian operations in Cebu, plans to hire 1,000 people within the year.

"We chose not the Philippines but Cebu, where we expect to grow fast," said Qualfon International operations director Alejandra Romero.

The company, which recognized the information and communications technology talents in Cebu, has already 110 people in its employ when it began operations Thursday last week.

70 people every week

Victor Garcia, Qualfon Philippines Inc. project manager, said the company plans to hire 60 to 70 call center agents every week.

"We've chosen Cebu because of the competence of its manpower and strong infrastructure in IT. With its available people and technology, Cebu is definitely the place where we can have easier operation," said Garcia.

The company formally launched Friday afternoon its Cebu facility in the new Skyrise Building at the AsiaTown IT Park in Lahug.

Qualfon's Cebu operation will serve as an exclusive customer care center for its Florida-based client company called the TracFone Wireless Inc.

TracFone Wireless is the leading and largest prepaid wireless provider in the United States with over seven million subscribers today.

"We're expecting to reach 10 million customers by the end of this year," said TracFone Wireless vice president for customer experience Ron Garon.

Confidence in Cebu

Although Qualfon has been established in North America, Garon, who served as a US Peace Corps volunteer in Mactan 30 years ago, expressed confidence on the company's operation in Cebu.

"With their friendly smiles, I'm very confident that Cebu can handle good customer service for our company," said Garon.

Qualfon International has facilities in Mexico City; Monterrey, Mexico; Costa Rica; Argentina and Guyana.

Romero, on the other hand, noted the similarities of Mexicans and Filipinos in terms of customer service.

"We have great expectations here in Cebu. Mexicans and Filipinos are really alike. We are of the same culture, with a strong heritage and Spanish cultural background. We both are people of great heart and working culture," said Romero.

Help local community

Moreover, the call center company vowed not only to provide jobs and investment but also help the local community.

"We plan to work with the community with our family, who has also moved in here," said Romero.

Garcia, on the other hand, said the company was in Cebu for the long haul and aims to build a family-oriented environment for its workers.

Mandaue barangays to join beautification contest

The Mandaue City government has come up with a plan to encourage barangays to spruce up their surroundings in preparation for hosting an international summit: Hold a contest.

The city’s beautification committee, formed to make the city look good for the upcoming Association of Southeast Asian Nations (ASEAN) Summit in December, will make all of the city’s barangays compete in the contest, not just those that expect to be visited by summit delegates.

“Siguruon lang nato bisa’g kadtong dili apil sa ASEAN route kay naa unya’y bisita nga masaag (Let’s make sure to include those barangays that aren’t part of the ASEAN route because there might be visitors that get lost),” said architect Florentino Nimor, a member of the beautification committee.

Nimor said Mandaue City first lady Linda Ouano, who heads the committee, thought of launching the contest as a way of involving the barangays in the preparation for the summit.

On Monday, in a meeting with Mayor Thadeo Ouano, Linda briefed the barangay captains on the contest’s criteria and mechanics, and told the village chiefs to prepare for it.

The mayor assured cash rewards for the winning barangays.

The city had held inter-barangay cleanup competitions twice before, Nimor said.

This year, however, the contest will be intensified due to the summit, with more emphasis given to barangays where ASEAN delegates are expected to pass through.

The contest was scheduled to start next month.

Aside from motivating barangays to join the city’s preparations for the summit, Nimor said the contest would also convince owners of private properties to improve their buildings or lots.

“Mas maayo man gyud nang apilon ang mga barangay kay initiative na nila how to involve the owners of private properties (It would be better to include all barangays because it would give barangay officials the initiative to involve the owners of private properties),” Nimor said.

Holding the contest, Nimor said, would be an inexpensive way for the city to dress itself up, since the funds to be used for the prizes would be taken from the budget already allocated for tourism-related activities.

This, Nimor added, would allow the city government to free up more funds that had already been allocated for the ASEAN preparations.

Earlier, the city government asked the Land Bank of the Philippines for P2.5 million to assist in the city’s beautification plans.

The LBP, however, only assured the city P1 million in financial assistance.

Dang Arnold, you've got a talent. These pics are all professional looking. I didn't even recognize that as Cebu. I didn't even know that there is an artwork in the middle of that turn-around (circle) in Fuente Osmeńa, they should lessen those trees in that circle. Good angle there for Midtown Hotel.

Tomas: SRP to accept locators when it's ready


Cebu City Mayor Tomas Osmeńa said it doesn't really matter when the South Road Properties (SRP) could fully take off in terms of accommodating operational investments, what matters most is when it is ready, it would be something that Cebu can be proud of.

"I don't serve the cake until it is baked. We have to do it correctly," said Cebu City Mayor Tomas R. Osmeńa referring to the readiness of SRP to accommodate interested investors.

"We are not going to open a make-shift development. It should be something that Cebu can be proud of," the Mayor added.

According to Osmeńa, marketing the 300-hectare SRP is not a problem for now, as long as there is a line up of interested investors who wanted to come. However, he said the Cebu City government is going to carefully choose what kind of projects will be prioritized for approval.

"Big players will come first [wholesale investors]. We are very careful in attacking the heart of SRP," the Mayor said referring to the three huge investors like Bigfoot Group, whose proposal include a Yatch Club and a huge Movie Studio; the Filinvest Group that will develop a commercial project inside the SRP; and the Singaporean-company called Cebutainer Systems Corporation which needs 20-hectare for its facility.

He said the internal road problems will be built shortly, as well as the installation of telecommunication infrastructure, among others, as soon as the huge investors will finally and formally agree to come in.

"I am not a time-frame person. We have to do the lay-out of SRP very carefully," he reiterated.

Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. Yu said the roads must be built first, power and water supply be put in place.

At least six investors may start building their facilities at the 300-hectare South Road Properties (SRP) this year, as soon as the primary infrastructures will be immediately provided.

The Cebu City government, the developer of SRP is now talking with 15 investors that expressed strong interest to locate at the SRP, but the property still has to complete the necessary infrastructure requirement like water supply, power, and roads, in order to accommodate these investors.

Other interested investors include; Taiwanese firm Paul Yu Group of Companies; JY Construction; Arcenas Group; Pakna-an Central Development Corporation; an American company to build Cardiovascular Hospital, Mactan Rock Industries Corporation; Filinvest-to build a commercial center; Ayala Land; King Group of Companies; Japanese-owned Kurata company to construct a condominium facility; University of Cebu; and another Japanese company called Sonnette to build a retirement village for Japanese market.

so you went to the IPD [institute of planning and design] office.. there are plenty of projects displayed at their office among them is the city hall renovation, usc-main sidewalk beautification, and the new bldgs. of usc-tc.. [kani mga renderings sa city hall , usa-tc, etc. ky adto man nako gipangkuha :D]

im not sure if its already the final design for the "proposed learning resource complex" all i know is it will be composed of a large library and a museum.. check out the "cebu u/c thread" i posted pics of the said project..

just an update . . .

when entering SRP coming from the mambaling access road, you will notice that the left side has been cleared. that's a 30-hectare area that is being negotiated for investors. well, there's a certain investor who's talking about buying it for P2 Billion. but we're still not sure about that . . . that is still open for other offers. we'll inform the public when there's a definite purchase.

upon entering the gate, on the right side, a certain portion is also cleared all the way up to pond A. that's going to be an amusement park, although certain departments of city hall maybe housed there (those which will be relocated from the north reclamation sale, katong dulo sa white gold nga gipalit ni gokongwie). sports fields will be placed there - futbol, etc., etc., and beside pond A, water based sports activities will also be planned. si councilor archival in-charge ako lang nya i post diri ang iya gi drawing-drawing, he he he.

Tomas: SRP to accept locators when it's ready

Cebu City Mayor Tomas Osmeńa said it doesn't really matter when the South Road Properties (SRP) could fully take off in terms of accommodating operational investments, what matters most is when it is ready, it would be something that Cebu can be proud of.

"I don't serve the cake until it is baked. We have to do it correctly," said Cebu City Mayor Tomas R. Osmeńa referring to the readiness of SRP to accommodate interested investors.

"We are not going to open a make-shift development. It should be something that Cebu can be proud of," the Mayor added.

According to Osmeńa, marketing the 300-hectare SRP is not a problem for now, as long as there is a line up of interested investors who wanted to come. However, he said the Cebu City government is going to carefully choose what kind of projects will be prioritized for approval.

"Big players will come first [wholesale investors]. We are very careful in attacking the heart of SRP," the Mayor said referring to the three huge investors like Bigfoot Group, whose proposal include a Yatch Club and a huge Movie Studio; the Filinvest Group that will develop a commercial project inside the SRP; and the Singaporean-company called Cebutainer Systems Corporation which needs 20-hectare for its facility.

He said the internal road problems will be built shortly, as well as the installation of telecommunication infrastructure, among others, as soon as the huge investors will finally and formally agree to come in.

"I am not a time-frame person. We have to do the lay-out of SRP very carefully," he reiterated.

Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. Yu said the roads must be built first, power and water supply be put in place.

At least six investors may start building their facilities at the 300-hectare South Road Properties (SRP) this year, as soon as the primary infrastructures will be immediately provided.

The Cebu City government, the developer of SRP is now talking with 15 investors that expressed strong interest to locate at the SRP, but the property still has to complete the necessary infrastructure requirement like water supply, power, and roads, in order to accommodate these investors.

Other interested investors include; Taiwanese firm Paul Yu Group of Companies; JY Construction; Arcenas Group; Pakna-an Central Development Corporation; an American company to build Cardiovascular Hospital, Mactan Rock Industries Corporation; Filinvest-to build a commercial center; Ayala Land; King Group of Companies; Japanese-owned Kurata company to construct a condominium facility; University of Cebu; and another Japanese company called Sonnette to build a retirement village for Japanese market.

Japanese travel bookings surge for Cebu & Manila


THE recently concluded 2nd Philippine Business Mission (PBM) to Japan has stirred up renewed interest in Bohol, Davao and Bacolod as Japanese travel bookings for Cebu and Manila have surged to near saturation.

Citing reports from Japanese travel giant HIS during the 2nd PBM, Tourism Secretary Joseph Ace H. Durano said travel bookings for Cebu from Nagoya had increased by 20 percent, with charter flights for the rest of the year completely sold out.

"Manila is performing even better as a result of our marketing efforts, prompting Philippine Airlines to make tentative plans to increase the flight frequency between Nagoya and Manila, reopen Osaka-Cebu, and possibly open Nagoya-Cebu," Durano added, quoting PAL’s incoming Japan country manager Danilo Lim.

What is you vision regarding the USC museum and its present service level?

I would have to reiterate the statement of the president Father Salazar. We feel that the location of the present museum in not ideal, it is too small. The museum deserves a more respectable place, a better place. The office next to the museum below is going to be vacated by the HRM office, but even if we give it to the museum it is still not enough. We have lots of artifacts that can not be displayed for public viewing. So Father Salazar, and I agree with him, is thinking that once we have the Learning Resource Center, the library
building in Talamban, one of the first things we should incorporate in the plan is to see to it that the museum moves to Talamban. It must get a more prominent place because it is a valuable resource, which other universities don’t have. Also the Cebuano Studies center, a one of a kind library, should move there. As soon as the new building is ready the museum will move, but we are still waiting for the funding for the building.

Southbound multicabs to take new route

To decongest the traffic in barangay Punta Princesa, specifically along F. Llamas Street, the City Traffic Operations Management and the traffic group of the city police will be implementing a new traffic scheme for multicabs traversing the city's southern routes.

Starting June 15, the new traffic scheme will affect routes of multicabs leading to Sabellano, University of San Jose-Recoletos, Basak and southern Cebu.

From their points of origin, all multicabs going into Cebu City through the Cebu South Road would have to turn left to Macopa Street, turn left again to Sabellano Street, turn left to Bayanihan Village Road, then make a right turn to the Cebu South Road heading towards their destination.

"Drivers, operators and the riding public are advised to follow the traffic scheme to avoid confusion and/or misinterpretation," said police traffic group chief Marlou Martinez.

In its board resolution, the CITOM executive committee has approved the submission of the new traffic scheme to the Land Transportation Office for coordination.

The public may also expect a revised traffic scheme that would be implemented within the city to accommodate the activities lined up for the celebration of Independence Day come June 12. - Joeberth M. Ocao

I've been searching also a picture of the proposed 300 hectares Mandaue North Reclamation area. Anyway, the news article said it's from near the foot of Fernan bridge to Cosolacion boundary. So anyone who knows where the Consolacion boundary is may edit this picture.

ICT players bat for Cebu ecozone

CEBU'S information and communications technology (ICT) market is confident that investments will pour in once the entire province is transformed into an economic zone.

Thus, People Support-Philippines president Rainerio “Bong” Borja lauded the recent move of Cebu Chamber of Commerce and Industry (CCCI) to declare the whole province of Cebu as an ecozone. This has reportedly drawn support from President Gloria Macapagal-Arroyo.

“That's very forward thinking. It's exactly what the ICT industry needs. For Cebu to become an ICT hub, it should make doing business very easy,” said Borja.

He added that a Cebu ecozone can promote the locator-based incentive scheme which ICT players have been recommending to the Philippine Economic Zone Authority (PEZA).

“The ICT industry's knowledge-based economy requires locations where there is lesser cost of operation. Incentives should be given to a company no matter where it is located,” said Borja. Currently, the government provides fiscal incentives to ICT companies located only in ICT Parks, buildings or ecozones.

In an earlier report Lexmark Philippines Research and Development Corp. president and chief executive officer Stanley Combs noted that many small and medium ICT companies could not afford to locate in ICT Parks.

Combs enumerated physical location, high-speed communication link and talented people as basic ingredient for the successful operation of an ICT company.

“Here in Cebu, it’s not a problem finding communication links. Software development and medical transcription firms do not need elaborate facilities. They don’t really need big IT parks, they just have to get some incentives,” said Combs.

CCCI is now forming a special study group that will assess the viability of its plan to transform the entire province of Cebu into a special economic zone.

Your description is quite correct Jimbu. Actually, if you go to the 2nd Mactan Bridge Park (Mandaue City side), there's a vast expanse to the left, mostly fish ponds, so I guess that's where the new reclamation would be. :)

i dont think they're fish ponds, they look more like salt flats.

Guys, unsa diay ang nahitabo sa digicam ni Slerz and Sugbuanon???
Did it fall and break???

I heard that these cameras usually need battery replacement every eight to twelve months average if it uses the rechargeable ones.

Anyway, count me in for the digicam contribution/pledge. For the mean time, i'll try to see if there are any good deals here on digicams.

Guys, what do you prefer in cameras??? (brand, pixels, zoom or wide angle capabilities)

Ouano signs deal for idle property


IMMEDIATELY after receiving the Mandaue City Council’s approval, Mayor Thadeo Ouano signed the lease contract with a private firm, signaling the development and completion of an unfinished building near the Cebu International Convention Center (CICC).

Councilor Wenceslao Gakit said the City Government’s lease contract with Golden Great Value Properties Inc. will be included in the Council’s agenda during its session on Tuesday for ratification.

He said the firm is in a hurry to start the project because some of the prefabricated materials that will be used for the project will still be imported.

Investment

Under the contract, the firm will lease nearly six hectares of city-owned lot, including the site of the unfinished Uniwide building, at the Mandaue reclamation area for a monthly rental of P10.50 per square meter.

The company has committed a minimum investment of P235 million for the development of the property into a commercial complex, which will be done in three phases.

The development of the property is expected to start on July 1 and will end by January 1, 2008.

The lease contract, however, further provides that notwithstanding the firm’s work schedule, the firm will develop and beautify in advance the frontage of the leased premises not later than Nov. 30.

This is in preparation for the Association of the Southeast Asian Nations (Asean) summit in December. Most of the summit meetings will be held at the CICC, which is adjacent to the leased property.

Cebu City to earn P173M from recla lot


WHILE the mayor is waiting for the Commission on Audit’s (COA) approval to sell a City Government property, the Cebu City Council approved the contract to sell Block 10 at the North Reclamation Area to Robinson’s Land Corp.

The City will receive P173.8 million from Robinson’s Land when Mayor Tomas Osmeńa signs the contract with John Gokongwei, owner of the chain of Robinson’s malls and an airline company, among others.

Signing

The contract signing is scheduled on Wednesday, City Administrator Francisco Fernandez said.

Fernandez explained the City Government can already enter into a sale contract even without the approval of COA, but it cannot sign the deed of sale yet.

Except for a minor revision, the council approved the 12-page contract during their session last Wednesday. The contract covers the sale of the 46,345-square-meter property at the North Reclamation Area.

The value of the property was pegged at P12,500 per square meter or a total of P579,312,500.

Among other provisions, the contract states that Robinson’s Land grants the City Government the right to use the property for free for a maximum of two years from the date of the execution of the contract to sell.

Utility firms bundle up wires for Asean meet


UNKNOWN to many, utility companies are bundling or fastening the unsightly “spaghetti wires” to lessen the cable clutter between posts.

The housekeeping has cost the utility companies P3.2 million as of May 15.

A Steering Committee, a spin-off of the Metro Cebu Technical Infrastructure Committee (TIC) created by an administrative order issued by then President Aquino in 1990, is focusing on bundling unsightly “spaghetti wires” in areas likely to be visited by delegates of the Association of Southeast Asian Nations (Asean) summit in December

“Spaghetti wires” is a term used to describe the different overhead street wires and cables that appear like tangled pasta.

Cost

The committee reported about P3.2 million has been spent on the cleanup project by various concerned utilities as of May 15.

The project covers four routes where most of the Asean summit activities will be:

Route 1 covers areas from Marcelo Fernan Bridge to the north reclamation area, Cebu City and finally to Plaza Independencia.

Route 2 covers areas from Super Metro Mandaue to M.J. Cuenco Avenue, then Malacańang sa Sugbo and Cebu City Hall.

Route 3 includes wires around SM City Cebu, St. Joseph Parish in Mabolo, Our Lady of Carmelites (Mabolo), Waterfront Cebu City Hotel and Casino and Marco Polo Hotel.

Route 4 covers A.S. Fortuna St. in Mandaue City, and Gov. M. Cuenco and Archbishop Reyes Avenues in Cebu City.

The project covers a total area of 29.3 kilometers and over 1,050 poles.

Overhead wires at Mandaue City proper and around the International Grand Convention Center are also among the priority areas.

Tomas to open Pond A to public


CEBU City Mayor Tomas Osmeńa is opening Pond A of the South Reclamation Project (SRP) to the public, and there’s no need for people to get passes from the City Hall.

The unfilled portion of the SRP, which has become a sanctuary to migratory birds, will serve as a picnic area.

Bird watchers noted at least 400 black-headed gulls in the 295-hectare property.

Fence

In an interview, the mayor said the City will build a fence that will prevent people from going further in to the SRP.

When told that opening Pond A to the public might damage the area, he said the people will have to take care of it if they want to continue enjoying the privilege.

The mayor also designated portions of the SRP for a baseball field as well as a soccer field to help the Cebu City Sports Commission.

He said the fields will be at the Mambaling entrance of the SRP. The move is part of the City’s commitment to develop grassroots sports.

CCSC chairman Michel Lhuillier, he said, told him soccer and baseball players of the City need playing fields where they could practice.

The soccer field at the Cebu City Sports Center has deteriorated through the years and the grass must be allowed to grow

Rustan's Supermarket reopens in Cebu City

Tantoco-owned Rustan's Supermarket re-opens in Cebu, after its 25-year old grocery store at Mango Avenue closed in January this year.

This time, Rustan's Supermarket Fresh is located in the southern part of Cebu, at the Paseo Center Cebu, within the 20-hectare Arcenas Estate in Banawa, Cebu City.

The 1,200 square-meter Rustan's Supermarket Fresh officially opened yesterday, returning with a new retail concept emphasizing on freshness of its food products.

"It's not a matter of size, it's a matter of the product quality that we are offering," said Jess C. Dilao, Rustan's Supermarket vice president.

According to Dilao, the company decided to locate in the southern part of the City, as this part has a big potential for customer traffic.

Although Rustan's Supermarket has its own captured market for years, because of its quality and hard-to-find product offering, he said the company is also taking advantage of the 43 percent of the residents in the southern part of Cebu that have strong purchasing power.

Dilao dismissed impression that Rustan's products are pegged at expensive rates saying prices are competitive.

First introduced by Rustan's, the innovative "Fresh Supermarket" concept will enhance and emphasize the quality and selection of fresh items.

"Cebuano consumers will be able to enjoy a greater and more varied range of fresh products, particularly meat, seafood, fruits and vegetables, dairy, deli and baked goods. Exclusive and hard-to-find imported and local products as well as special organic goods are also available," Dilao added.

Rustan's has inked a long-term lease deal with the Arcenas Group, he said. Rustan's Group, which is also a master franchisee for Starbucks Coffee, will also open a Starbucks Coffee shop at the area soon.

The Fresh Supermarket of Rustan's is the anchor store of the 5,000 square-meter Paseo Center Cebu.

The Paseo Center Cebu is the first large commercial development to be introduced in the southern part of Cebu City that provides one-stop-shop facilities for dining, entertainment, banking and ATM, health and fitness, beauty and fashion, travel and tours, electronics and communications, hardware and appliances, among others.

In 2007, the Rustan's Supermarket is targeting to open a bigger Fresh Supermarket outlet in Ayala Center Cebu (ACC) expansion project. Dilao added that the Ayala Center Rustan's Fresh Supermarket would be bigger than the Banawa-outlet, with 2,000 square-meter floor area.

Cebu Holdings Inc. (CHI) president and chief executive officer Rene Almendras earlier announced that Rustan's Supermarket will be the anchor supermarket store of the annex Ayala Center that will be interconnected with the existing shopping mall. CHI is the developer of Ayala Center.

He assured though, that the entry of Rustan's Supermarket in Ayala Center will not compete with its existing Supermarket tenant, the Metro Gaisano, as Rustan's has different and district market followers.

One of the most famous landmark here in Cebu @butch located in Mactan. The place where the 1st battle occured "Battle of Mactan" last April 21, 1521 between Lapu Lapu (the 1st Filipino Hero which depicts Cebuanos bravery but is not recognized that much nationally, April 21 should be a national hiloday but it is just set aside, sad to note :(...just my opinion though;)) and the great explorer Ferdinand Magellan.

Sector eyes plan to make Cebu medical tourism spot

ASIDE from wanting to be an IT hub, Cebu also wants to be in the forefront of medical tourism development in the country.

“This is one of the objectives of the health and wellness forum—to bring down to the local level (Cebu) the executive order of the President, which created a task force in Manila to develop the health and wellness industry in the country (that will lead to medical tourism),” said Department of Trade and Industry (DTI) Cebu Provincial Office Director Nelia Navarro.

To achieve the goal, the DTI and the Cebu Chamber of Commerce and Industry (CCCI) vowed to work closely with concerned local governments.

President Gloria Arroyo had issued Executive Order 372, which created a public-private sector taskforce for the development of globally competitive service industries that include, but are not limited to, those in health and wellness, retirement and leisure, information technology and logistics.

Task force

Navarro said the CCCI, through the health and wellness forum, plans to create a local task force that will take charge of the development of the health and wellness industry in Cebu.

Navarro chairs the “Invest Cebu Forum: Opportunities in the Health and Wellness Industry in Cebu,” one of the highlights of this year’s Cebu Business Month (CBM), an annual event organized by the CCCI.

“We hope to gather different stakeholders in the industry—from schools and universities offering medical courses, hospitals, spa operators, resorts and hotels, medical practitioners, and travel agencies—because medical tourism needs the collaboration of these different sectors,” she said on the sidelines of the Philippine Information Agency 7’s kapihan on health and wellness at the Cebu Holiday Spa last Wednesday.

Navarro said that for medical tourism to work in Cebu, every item in a tourist’s travel itinerary must be covered—from the plane, to hotel and to the hospital for treatment.

Health and wellness is a new concept that combines healthcare and tourism. It is now touted as the next economic phenomenon in the Philippines, next to call centers.

Center

Navarro said Cebu’s strategic location at the heart of the country makes it the medical center in central and southern Philippines.

“Cebu is not only the business, educational, transport and tourism center in the Visayas and Mindanao. Time and again it has proven that it has more. While health and wellness is virtually a baby industry in the Philippines, Cebu can be a key destination and the gateway to the rest of the region,” Navarro.

Among the identified strengths of Cebu are its viable network of public and private hospitals, health facilities and health science universities.

The health and wellness forum during the CBM aims to create awareness on the potentials of the industry and provide prospective investors salient knowledge on incentives for the sector under the Investment Priorities Plan.

It also seeks to promote the health tourism program of the government, and create a core group with representatives from the private and public sectors to collaborate and undertake activities that will further promote and develop the industry in Cebu.

Potentials

Navarro said the health and wellness industry has tremendous potentials in terms of investments and employment generation.

She cited a study which shows that the annual global health expenditure is about $3 trillion.

Asia’s healthcare market was reported in 1999 to be worth $390 billion, which is expected to increase to $610 billion in 2013.

Japan, one of Cebu’s major tourism markets, accounts for over 70 percent of Asian healthcare expenditures. (JBN)

I attended the Pre-Launch Party of 'Seascapes' @ Cielo on Wednesday 24th May 2006. The DVD presentation was very impressive.

Funny how Filinvest touted this Pre-Launch Party as the first 'advertising' of the Development. Yet one could find information on what this up market Filinvest development was going to look like, along with price information, several days before at least on a Realty Broker website:-

The cost of owning a piece of ‘Seascapes’ does not come cheap! What I want to know is what is prompting all these up-market Beach Resorts with high rise CondoTel accommodation units?

The traffic, especially on the Old Bridge towards Marigiondon is terrible (although they are widening the dual carriage way), especially due to all the Trikes.

I attended the Pre-Launch Party of 'Seascapes' @ Cielo on Wednesday 24th May 2006. The DVD presentation was very impressive.

Funny how Filinvest touted this Pre-Launch Party as the first 'advertising' of the Development. Yet one could find information on what this up market Filinvest development was going to look like, along with price information, several days before at least on a Realty Broker website:-

It ssems more like 5 Star Beach Resort than the other Filinvest development - Corona del Mar, Pooc, Talisay, as it has Beach Club, Bar, Restaurant, indoor badmington courts, Swimming Pools, SPA, tree lined walks, Cassitas & Villa (Timeshare), Condominiums, and Lots (56 only), where you can build your own Villa.

The cost of owning a piece of ‘Seascapes’ does not come cheap! Having visited the site, all that is there is the Entrance gate, a stylish Sales Office and some tempory access roads, created by dumped rock, gravel, sand. Extensive blasting of the jagged coral rock will be needed to create the beach front area.

What I want to know is what is prompting all these up-market Beach Resorts with high rise CondoTel accommodation units?

There is hardly good infrastructure to support massive influx of people if/when every one of these units of accommodation is sold and occupied.

The traffic, especially on the Old Bridge towards Marigiondon is terrible (although they are widening the dual carriage way), especially due to all the Trikes.

ADB-funded Cebu dam to draw tourists
Manila Standard


Cebu City—A P585.7 million irrigation project in Carcar, Cebu, mainly funded by the Asian Development Bank, is seen as the next major tourism attraction in Central Visayas.

With nearly 96 percent of the Can-asujan small reservoir irrigation project already completed, local officials of Carcar town are planning to promote the area as an ecotourism destination for both domestic and foreign travelers.

Carcar town Vice Mayor Regelio Montesclaros said that this early, the project site, strategically located amidst a lust green forest, had been luring in tourists interested in fishing, boating and hiking.

Located 40 kilometers south of this city, the project, which covers a reservoir surface area of 32.8 hectares and a watershed area of over 39 square kilometers, is seen to play an important role in the future of Cebu province.

Diosdado Rosales, National Irrigation Administration provincial officer, said the Can-asujan dam, which can hold 2.45 million cubic meters of fresh water, was the largest in Cebu and could be the main source of potable water for most parts of the province within 10 years.

The Can-asujan irrigation project is one of the 13 sub-projects under the $60 million Southern Philippines Irrigation Sector project financed by the bank.

Rosales said Can-asujan is the first of its kind in Asia, because it used a mixture of soil and cement for its hardfill main body.

With a height of 25 meters and length of 136 meters, the dam provides water to a gravity-fed irrigation service area of about 782 hectares benefiting some 885 households.

This type of dam combines the construction ease of an earth embankment dam with the resilience to overtopping of a concrete dam, the bank said.

The dam, constructed by Chinese firm China Electric Power Technology Import and Export Corp., is said to be resistant to earthquake/seismic activity while its simple construction design saves construction costs.

Business climate causes IT growth

The expansion of operations and hiring of more personnel by companies in the information technology (IT) sector in Cebu is an indication that the province has “served well” these industry players.

Lexmark Research and Development Corp. president and chief executive officer Stan Combs said the US-based company’s operation in Cebu has expanded “almost 10 times” after only five years of operation in the province.

“We now occupy 10 floors at the Innove building and four floors at the Keppel building,” he said.

“(The company is pleased with the) skills of Cebuano IT engineers and programmers. The basic skills taught by the schools and universities are already enough and need just a little further training,” Combs said on the sidelines of the Cebu ICT Strategy Summit last month.

Hiring

Meanwhile, PeopleSup-port president Bong Borja said in the same event that the contact center company is adding this year 1,000 more to its existing 1,300 contact center representatives.

“The talents in Cebu are at par with those in Manila. In fact, our take-up rate—that means the number of applicants hired compared to the total number of applicants—is higher in Cebu than in Manila. Although, this is expected because the supply of call center employees in Cebu is still higher compared to the demand, we observed that many Cebuanos are qualified,” he said.

Benefit

In general, Borja said PeopleSupport’s decision to relocate all its operations to the Philippines has benefited the Los Angeles-based firm.

“After we moved all our operations in the Philippines, we grew very fast. In fact, we are now listed at the Nasdaq stock market,” he said.

Borja said the company’s confidence in Filipinos is such that it entrusted its call center expansion in Costa Rica to Filipino management.

After establishing its call center operation in the country, PeopleSupport is now shifting to non-voice projects, such as software development, he said. (JBN)

Cebu ‘ideal’ for retirees

CEBU can be a major player in the retirement village industry.

This was the challenge posed by economist Bernaardo Villegas, who said Cebu has a lot to offer with its tropical climate that makes it a paradise for all seasons not only for beach lovers, golf players and divers but also for foreign retirees.

Villegas, vice president of the University of Asia and the Pacific, said the Philippines in general has its human resource as a major asset especially in natural care-giving, the reason why it can become a perfect retirement haven for about 100 million foreign senior citizens who are eager to retire here, the way retirees in Europe regard Spain.

The elderly dream of staying in places near the mountains and the seas. Cebu is an island blessed with these natural resources and also has the best peace and order record of all cities and provinces in the country, Villegas added.

He cited the Talamban area in Cebu City as an ideal spot for investors to develop as a retirement village. However, much has to be improved in infrastructure for better access to this part of the province, he added.

During his economic briefing yesterday at the Casino Espanol de Cebu, Villegas urged strongly for Cebu to tap its entrepreneurial culture to position itself in the the retirement village industry.

“If you don't act quickly, you will be overrun by Dumaguete which has already started developing its real estate and infrastructure for a number of foreigners married to Filipinas who have already settled in the province,” he said. Copy Editor Loreen O. Sarmiento

Thanks slerz.. :) I was actually looking for an aerial shot of the Jesuit House and Monastery, which has been converted into Ho Tong Hardware Warehouse. The original structure is still there. :)
