Host for this years ASEAN Summit :okay: sugbuanon June 11th, 2006, 07:19 PM Eco-tourism in Cebu dam planned CARCAR, Cebu, June 10 (PNA) - Authorities in Cebu province's Carcar town are targeting to establish an eco-tourism industry in this farming community. Carcar vice-mayor Roger Montesclaro said this target industry will center on the town's Can-aujan dam, a 32-hectare small reservoir irrigation project which aims to benefit some 885 farming families there. Can-asujan dam is reputedly the first of its kind in Asia as project implementator National Irrigation Administration (NIA) described the 25 meter-high facility as being constructed of compacted soil and portland cement mixture sandwiched between two reinforced concrete walls. Montesclaro said this dam's 2.45 million cubic meters of water reservoir is beginning to teem with freshwater fish after the Bureau of Fisheries and Aquatic Resources released there approximately 25,000 tilapia fingerlings. "What we further see is this area can be developed into a site for water-related activities like boating aside from fishing," he said. Diosdado Rosales, NIA's acting Cebu provincial irrigation officer, agreed as he said Carcar authorities and other stakeholders concerned linked with the Department of Environment and Natural Resources to help ensure the project's sustainability. "This partnership was forged so we can replant denuded surrounding areas with ylang-ylang trees," he said. Rosales explained this specie was chosen because it is not a prime target for logging. He sees additional eco-tourism activities like hiking as possible in the replanted areas. Montesclaro is likewise projecting rise of perfume-making as another livelihood source with use of ylang-ylang. "This plant's flower extract is what we're also after," he said, adding that ylang-ylang extract is a prized and highly sought perfume component. During an afternoon briefing Thursday, Rosales reported civil works of Can-asujan dam is almost 97 percent complete as remaining pipelines to be laid out are due for completion in mid-2006. This timetable is making Montesclaro hopeful stakeholders can begin identifying other complementary uses for the dam. "Cebu province is aggressively pushing eco-tourism so we hope to get into this some five years from now," he said. Farmers in the area look forward to opening up of eco-tourism in Carcar as they said this will give them additional income. "Perhaps I'll sell handicrafts," said Dodoy Sumaria, a farmer and board member of the Carcar United Lowland Farmers Irrigation Association. He forsees eco-tourism to trigger rise in the town of other livelihood sources to help alleviate poverty there. Prior to construction of the dam, Sumaria said vegetable farmers' net income averaged some P12,000 per crop season only. "We estimate a three-fold rise in our income once irrigation due to the reaches our planting areas," he said. "With plans for eco-tourism, propects for even higher income looks brighter. In a press conference over the weekend at the City Sports Club, Entrepreneurs School of Asia (ESA) founder Vivienne Tan announced that the school’s decision to open a branch in Cebu is already final. “We are now talking with possible partners for the establishment of the school here. We are looking at four possible sites, including the South Road Properties (South Reclamation Project),” she said. “We will make the final announcements before the year ends,” she added. Tan, the sixth of seven children of the Philippine Airlines magnate, visited Cebu last April to explore the province and feel the environment. “I personally felt the environment in Cebu is very conducive to entrepreneurship. The entrepreneurial spirit is here in Cebu,” Tan said. She said the school is willing to build on its own the Cebu campus if it won’t be able to find a partner. ESA’s co-founder, Joel Santos, said ESA has been looking for ways to bring its students in Manila to Cebu to “feel the entrepreneurial spirit” of the province. “This (entrepreneurial spirit) is a gift of Cebu because it doesn’t happen overnight. It takes years and years to cultivate. And it’s very important to continue to cultivate this gift among the youth,” he said. ESA will operate for one day a mentoring booth, which will conduct free consultation with “wannabe entrepreneurs” during the Entrepreneurship Conference on June 23 at the Waterfront Cebu City Hotel and Casino. Pioneering Established in 1999, ESA is one of the pioneering academic institutions in the Asia Pacific region to offer a bachelors degree in entrepreneurship. The institution also offers other courses, including business administration, diploma in marketing and in mass communication, among others. The school recently established a campus in China by partnering with the Zhejiang Youth College, an institution owned by the Youth Ministry of Zhejiang, China. One of the visions of ESA is to attract foreign students to come and study in the Philippines. For the school’s expansion in the Philippines, she said the company is looking for a “safer” yet “not so provincial” place. Tan said the Cebu campus would be “bigger” and would require a larger investment than what it took to build the school’s multimillion structure in Libis, Quezon City. Last week, Mayor Thadeo Ouano signed the contract leasing the six-hectare property to Golden Great Value Properties Inc. for P630,000 per month. The city council gave Ouano authority to represent the city in the contract on June 6. The council planned to ratify the lease contract on Tuesday. Councilor Glenn Bercede said Sunday Golden Great Value Properties would develop the reclamation property and construct a complex on it, all using a budget of P234 million. Bercede said construction of the complex would start on July 1, and was expected to be finished by January 1, 2008. The lot is located beside the Cebu International Convention Center (CICC), and includes the unfinished Uniwide warehouse building. The city's contract with Golden Great Value Properties includes a condition that the company develop and beautify the lot's front area by November 30, in preparation for the Association of Southeast Asian Nations (ASEAN) Summit to be held in the province in December. The CICC will host several activities for the visiting ASEAN delegates. Jonjie Gonzalez, Ouano's media consultant, said that Golden Great Value Properties has presented a design for the complex that would complement the city's vision for its reclamation area. Kenneth Yang, managing director of Golden Arches Development Corp. (GADC), which operates the McDonald's fast-food chain in the country, revealed this development in an interview on Friday. "Cebu's economy is getting very vibrant because of its growing tourism industry. We're planning to put up more outlets here in Cebu to complement the city's fast economic growth," Yang told Cebu Daily News. McDonald's officially launched Friday night its eighth store in Cebu, located at the Fuente Osmeña. The fastfood chain aims to capture a bigger chunk of the Cebuano market. "Our Cebu market has been performing very well in terms of sales, which is continuing to grow," said Yang. He added that McDonald's will be opening two more stores in Cebu within the year. McDonald's currently has store outlets at Jones, JY Square in Lahug, Cebu South Road in Mambaling, Colon, Mactan, SM City Cebu and Ayala Center Cebu. Aside from opening new store outlets, the P100-million investment expansion plan will also finance the continued renovations of existing Cebu stores, Yang said. "We're actively renovating our stores to make them bigger and nicer," said Yang. McDonald's has about 240 stores in the Philippines, which is said to be the only place in the world where the American fast-food giant is not number one. The fastfood leader is the local Jollibee Foods Corp. Yang, however, said McDonald's is not after the number of outlets. "We are for the quality of our food and service. The Mandaue City Council has passed separate resolutions asking the Development Bank of the Philippines (DBP) and the Department of Public Works and Highways (DPWH) for financial assistance. The City is asking for some P5.2 million from the DPWH for the installation of welcome signs in the city. Some P2.5 million is being requested from the DBP for the beautification program, especially designed for the visiting delegates from the Association of Southeast Asian Nations (Asean). Mayor Thadeo Ouano has written the City Council and asked that separate resolutions be passed for the purpose. Ten Asean heads of state, foreign affairs and economic ministers, and representatives from seven other countries in the Asia-Pacific region will be attending the 12th Asean summit. Meanwhile, an old building near the Malacañang Sa Sugbo was designated headquarters of the Presidential Security Group (PSG) starting this month, in preparation for the Asean summit. The Cebu City Council approved last Wednesday a resolution authorizing Mayor Tomas Osmeña to enter into and sign the contract of lease with the heirs of Gotianuy, represented by lawyer Augusto Go. The four-story Gotiaoco Building along M.C. Briones St. was chosen because of its proximity to Malacañang and Cebu City Hall. Its owners, the heirs of the late Manuel Gotianuy, also submitted the lowest lease quotation compared to two other establishments, the Cebu City bids and awards committee said. The City will be leasing the property for P20,000 a month or P160,000 for eight months, from May to December this year. “Gotiaoco building is the ideal headquarters for those in charge of security during the Asean summit because it’s very near Malacañang and it’s right in front of the City Hall. It also has a big parking space,” said City Hall information officer Nagiel Bañacia. Bañacia added that the lease of the building also has the approval of the PSG, which has inspected the site on several occasions. He added that the City Government already sought the help of the PSG and the 53rd Engineering Brigade of the Central Command to take care of the building renovation. After the Asean summit from Dec. 11 to 14, the building will be used to accommodate taxpayers who will be paying their real estate taxes and those who will renew their business permits. The Gotiaoco building stands on a National Government-owned lot, which the Go family is leasing. The lease contract will expire in 2014 yet. But in the contract for the lease of the building, the heirs of Gotianuy expressed their willingness to give up the remaining period of its lease contract with the National Government in favor of the City, provided that the latter will rent the building for eight months at P20,000 a month. “The committee finds the price quotation of Gotiaoco reasonable and justifiable, especially taking into account its proximity to Cebu City Hall,” the awards committee said. As part of the summit prepartions, construction of the Cebu International Convention Center is ongoing at a Mandaue City-owned property at the reclamation area. The Cebu Provincial Government is implementing the project. Early this year, Mandaue City Councilor Carlo Pontico Fortuna pushed for the proper lighting of at least 12 major thoroughfares in the city in preparation for the summit. Dark or unlit roads do not speak well of the city and its image as a rising city in the region, he pointed out. Ouano has created Task Force Asean Summit to focus on the preparation and implementation of the city’s beautification, cleanliness and infrastructure enhancement programs for the summit. A technical working group, composed of representatives from the Mandaue City Planning Office, City Engineering Office, Housing and Urban Development Office, Department of Environment and Natural Resources, and Department of Public Works and Highways, was also created to provide technical support to the task force. The group is usually composed of 20 individuals, who are big spenders, said Plantation Bay sales manager Cionette S. Gobalani. Like the Japanese, Russians are high spenders, Gobalani said their long-haul stay of an average of 10 days can bring in huge business to the host resort, as they avail of a full-board meal, and avail of almost all services offered by a resort, like Spa, among others. "We are thankful that Russians are learning to consider Cebu as their vacation destination," said Gobalani. Based on arrival trend, the month of June is usually considered as part of the lean months, but Gobalani said the entry of Russians and the increasing number of Korean tourists has made no lean season for Cebu. Last year, the Department of Tourism (DOT) hinted Plantation Bay and other resorts in Cebu to capture the potential Russian traveling market, especially that their (Russian's) favorite destinations include Bali (Indonesia), and Phuket, Thailand. Russian guests are very behaved and most of them, if not all, are availing premium services and products from the resort, said Plantation Bay general manager Efren Belarmino. Together with DOT, Plantation Bay joined several trade fairs to promote Plantation Bay to Russia, and spent for a marketing promotion, which included the resort to the Philippines Guide Book in Russian language. Our efforts have paid off, I hope this will be the start to fully develop the quality visitors like the Russians," Belarmino said. In the past, only five percent of the total occupancy profiles are Russian nationals, now it has increased to 10 percent to 20 percent, he added. According to Belarmino Russian tourists are high spenders, most of them don't go out of the hotel in a minimum stay of 10 days. He said a one Russian visitor can spend at an average of US$3,000 in an entire stay. In a separate interview with Department of Tourism (DOT-7) regional director Patria Aurora Roa, she said that arrival of Russian tourists is expected to increase significantly in Cebu, if direct flight will be opened. Currently, Russians arriving in Cebu are transported via chartered flights. From January to February this year, a total of 84,109 foreign travelers arrived in Cebu, a 20 percent increased from arrival record in the same period last year. Russian nationals only contribute a very thin percentage of the overall foreign arrival figure. Ayala Land affiliate Cebu Holdings Inc. (CHI) and its partner, Coastal Highpoint Ventures Inc. (CHVI), is developing Amara, a 46-hectare seaside residential community located in Barangay Catarman, Liloan. One of the few lighthouse communities in the world, Amara broke sales records during the launch of its first phase in October last year. It is set to launch the second phase of development in the next few weeks. The second phase of Amara sits on a 6.8-hectare portion of the property and will consist of 87 lots which include bluff, promontory, parola and seaview units. To help promote a relaxed and healthy lifestyle among its residents, Amara Phase 2 will feature a sports and recreation club as well as a serenity park with a gazebo and lagoon. Phase 2 is adjacent to the century-old Bagacay lighthouse, which is operated by the Philippine Coast Guard and was named a national historical landmark last month. Then US Governor Gen. William Howard Taft declared the facility as a reservation in 1904 through Executive Order 60. Today, the lighthouse is deemed as one of the few remaining lighthouses that serve as examples of American architecture in the country. sugbuanon June 14th, 2006, 03:28 AM Council OKs P1-M for 5 dogs for summit The Cebu City Council has approved an appropriation of P1.05 million for the extension of the lease of four dogs and an additional one unit trained to detect bombs and sniff for illegal drugs. Cebu City Councilor Sylvan Jakosalem said the fifth dog would also be leased by the city to augment the security teams tasked to secure the Association of Southeast Asian Nations (ASEAN) Summit in December. The Council has approved during its April 7 session the fund allocation to be taken from the city’s share of funds from the Philippine Amusement and Gaming Corporation. The city government would be leasing the dogs - two for drug sniffing and three for bomb detection - from June 1 to November 30 at P35,000 each, Jakosalem said. The allocation already includes the compensation of five trainors/handlers, the dogs’ sustenance and veterinary requirements, he said. “Other details and pertinent information shall be stipulated in the Service Agreement to be reviewed and authorized by the Cebu City Council,” Jakosalem said. Cebu City has been leasing four K-9 dogs from Luckees, a Bacolod-based company, for the past two years already. The dogs were used for the city’s law enforcement and security, said Jakosalem. Jakosalem said the dogs have been very useful to the city especially in securing cemeteries and ports during the holidays. They also helped in the security of the Bagong Buhay Rehabilitation Center. Meanwhile, the city government is also spending another P0.95 million for the conversion of 10 donated vehicles from right-hand to left-hand drive. The vehicles that were among confiscated “hot cars” donated to the city by the Bureau of Customs. With the donation, the city government needed to pay about P100,000 to the Cebu Ports Authority as storage fee. Road rehabilitation requires P40 million The Local Development Council (LDC) has approved the allocation of P40 million for road rehabilitation as part of the city’s preparation for the Association of Southeast Asian Nations (ASEAN) Summit in December. The rehabilitation of various roads in Cebu City has been scheduled between now and December, said City Planning Officer Nigel Paul Villarete. The allocation was approved during the council’s May 19 meeting. The project is set to be included into the city’s Annual Investment Plan (AIP). The allocation set aside under the recently approved supplemental budget 1 is in addition to the P128 million worth of programs that were earlier approved under the AIP, he said. Another addition into the AIP is the proposed construction of a drainage system in lower Suran in Barangay Quiot amounting to P0.22 million. Villarete said the Department of Engineering and Public Works (DEPW) would identify the streets that needed a new layer of asphalt. “Anything that we do now up to December is already part of our preparations for the ASEAN summit,” he said. Mayor Tomas Osmeña said the allocation for road improvements was initially pegged between P20 million to P30 million, “but we added a little more to make it P40 million because of the summit,” he said. City Engineer Antonio Sanchez said in an earlier interview that his office is already preparing a detailed program of works on the city roads that would be rehabilitated. This year’s allocation, he said, is more than double the usual annual allocation by the city for road rehabilitation, which is around P17 million. Unlike the Department of Public Works and Highways (DPWH) that had to hire contractors to work on its proposed P200-million road rehabilitation projects all over Cebu City , Sanchez said his office can do the work by itself. He said he would ask the City Council for more projects — sidewalk and road center-island painting, drainage repairs and other works. Although Cebu City is not the main venue of the actual summit, the city hosts a handful of big hotels and side-meeting sites. Most of the international journalists covering the summit will also be staying in Cebu City. sugbuanon June 14th, 2006, 05:31 AM NHA builds homes for 12,000 families in Cebu CEBU CITY - The National Housing Authority (NHA 7) has reported that close to 12,000 families in Cebu have benefited from the government's housing programs. NHA7's report, as of September 2005, said that 11,884 families in the cities of Talisay, Cebu, Mandaue, Lapu-Lapu, Danao and Toledo and the towns of Balamban, Boljoon, Alcantara, Pilar, Naga, Argao, Carmen, Cordova and Bogo availed themselves of the government's housing programs. NHA 7 Manager Gavino Figuracion said the beneficiaries of the agency's resettlement slum upgrading, land tenurial assistance program (Ltap), community mortgage program (CMP) and group land acquisition and development programs (Glad) included people's organizations, homeowners associations and unorganized families identified by district representatives or the Department of social Welfare and Development. But the NHA only has a collection efficiency of 51 percent last year. This is, however, higher than its average collection efficiency of 40 to 45 percent in the previous years. Figuracion said the NHA only collected P5.002 million of its target of P9.79 million due to the failure of the beneficiaries to settle their obligations and cope with the payments. The NHA 7 is granting beneficiaries a one year condonation period, which ends in June 2007, for their delinquencies. Beneficiaries will only have to pay their principal loan and the standard interest, which is usually six percent for the low-income group and nine percent for the middle-class families, who availed themselves of the Ltap. Figuracion attributes the low collection to the financial difficulties of the beneficiaries. Some of them, he said, do not have jobs and majority of them prioritize the expenses for food and for the schooling of their children. According to the report, of the 12,000 beneficiaries in Cebu, 3,287 of them belonged to the "poorest of the poor" families, who received housing materials and other services, like drainage construction, lots, houses and waterworks in areas where basic services like water and power are also available. The other beneficiaries availed themselves of resettlement or slum upgrading projects, where aside from water and power they also have day care centers and elementary schools in their communities. Figuracion said most of the beneficiaries are those belonging to the lowest 30 percent in the income bracket and were relocated since they are living in danger areas. Beneficiaries of the slum upgrading programs are those who now live in homes and subdivisions with standard designs prescribed under Batas Pambansa 220, he added. Glad beneficiaries are groups seeking the assistance of the Pag-ibig Fund to finance the acquisition and development of lots. CMP, on the other hand, are being pushed by National Home Mortgage Finance Corp. (NHMFC)-accredited associations, who are seeking funding assistance from NHMFC, local government units or non-government organizations. The ratification came despite a letter from Star 168, the company earlier considered for the project, which stated its “vigorous objection and protest” to the cancellation of its contract with the City. It also questioned the signing of the lease contract with another company and the ratification of that agreement. Violated “We strongly feel that our rights and interests have been and are being violated and we reserve the right to file the appropriate criminal, administrative and civil charges against those responsible for the violation,” the letter stated. The resolution ratifying the MOA was not approved en masse. Councilors Jovita Tuela Ouano and Elmer Cabahug abstained, while Councilors Jonas Cortes and Procopio Villanueva were absent. But according to Councilor Wenceslao Gakit, the ratification was based on the documents submitted to the City Council. The proposed MOA and notarized MOA had no changes, he said. Immediately after getting the council’s approval, Mayor Thadeo Ouano signed the MOA with Golden Great Value Properties Inc. last week. The mayor also submitted copies of the receipt of payment of deposit and advance payment from the company. Star 168 corporate secretary Francisco Malilong Jr. wrote the City Council last Tuesday and maintained the company’s stand that it has an agreement with the City regarding the project. “We already have an existing lease agreement, that only needed to be contained in a written document, and that such agreement cannot be unilaterally abandoned or rescinded without inviting grave legal consequences,” the letter said. Malilong further said it is not true that Star 168 failed to match the offer of Golden Great Value Properties Inc. because Star 168 was never informed of such an offer by another party, nor asked to match it. He also wrote City Attorney Erwin Rommel Heyrosa to follow up on the status of the company’s agreement with the City, but reportedly got no response. MOA terms Under the MOA between the City and Golden Great Value Properties, the firm will lease nearly six hectares of a City Hall-owned lot, including the site of the unfinished Uniwide building, at the Mandaue reclamation area. It will pay a monthly rental of P10.50 per square meter. The company has committed a minimum investment of P235 million for the development of the property into a commercial complex, which will be done in three phases. The development of the property is expected to start on July 1 and will end by Jan. 1, 2008. The lease contract, however, further provides that notwithstanding the firm’s work schedule, the firm will develop and beautify in advance the frontage of the leased premises not later than Nov. 30. This is in preparation for the Association of the Southeast Asian Nations summit in December. Most of the summit meetings will be held at a convention center, which is being built in a lot adjacent to the leased property. Cebu City temperature this noontime ranges from 24 deg C - 30 deg C. One factor why those temp readings differ from other street clock temp readers is because it only detects temperature n the specified area where those readers are installed. Take for instance the one infront of Metro Gaisano, most readings do not go beyond 25deg and reads as low as 18deg C, it is beacuase of Metro Gaisanos aircondition that is detected by the tempre reader. in Colon street... still functioning. I'm wondering if there is someone there from Bohol and Cebu who can recommend us a cheap hotel or a transient house for us to stay in while were over there. We plan to stay 2 nights in Bohol and a night in Cebu before flying back. For now, I know that we have to see the Blood compact site, Chocolate Hills, the Baclayon, Loboc River and the Tarsiers in Bohol and the Magellan's Cross in Cebu. Anybody can suggest our destinations to see in Cebu and Bohol? Also, there's a place in Bohol or Cebu where you can walk underwater, anybody knows that place? I preferred those times where they worked together (from 1995 to 1998). Tommy is a good manager but he's vindictive. He reminds me more of his cousin Sonny O. My mayor for the next elections? How about Nigel Villarete? His experience includes being City Administrator, Economic Adviser, and now manager of the SRP. Cebu City Administrator Francisco Fernandez said the Cebu Investment and Promotions Center (CIPC) asked the committee on real properties disposal to put on hold the publication of the notice inviting interested bidders to purchase 20 hectares of industrial land near Pond A of the SRP. A Singaporean manufacturing firm wants to buy a parcel situated near Barangay Pasil, which is pegged at P10,000 per square meter. But Filrich Holdings is still in the process of incorporating the company with local investors because the Philippine Constitution does not allow foreigners to fully own land and businesses in the country. “They are still incorporating and processing it with SEC (Securities and Exchange Commission). We can’t sell land to a foreign individual so they have to incorporate the company with investors, majority of which are Filipinos. If they will only lease, there is no problem but we wanted to sell the lot to improve our cash flow,” Fernandez told Sun.Star Cebu yesterday. “Until they are done with the incorporation, we will defer the publication,” he added. Otherwise, the Capitol would do it for them, Gov. Gwendolyn Garcia said. Garcia met with representatives of the Department of Tourism (DOT), Department of Environment and Natural Resources (DENR), Department of Interior and Local Government, Capitol department heads, Daan Bantayan officials and Malapascua residents yesterday to brief them of her plans for the island, located in the town of Daan Bantayan. The Capitol wants to preserve the island’s natural beauty as a way to attract tourists to the island’s natural white-sand beaches. The Malapascua Island Eco-Tourism Development Plan (MIETDP), created in 2002, mandates a 30-meter easement from the seashore where no structures are to be built. Officials who attended yesterday’s meeting agreed to make the easement 20 meters instead. National law normally requires an easement of 40 meters from the shore. Capitol took over control of the MIETDP from the Daan Bantayan town government after a visit by Garcia to the island last April showed the decline in the island's condition. She noted several violations of the easements, uncollected solid waste, and illegal sand extractions. Daan Bantayan signed over control of the MIETDP to the Capitol last May 31 after the town said it could not fully implement the program due to the municipal government's limited manpower and resources. “There is no time. Let us cooperate,” she said. sugbuanon June 16th, 2006, 04:15 AM Tourism committee calls sector players to congress The Cebu Chamber of Commerce and Industry (CCCI) Tourism Committee has urged all the stakeholders in the tourism industry in Cebu, including the micro-players, to participate in the upcoming Tourism Congress next week, to formalize the formation of a "Cebu Tourism Coalition." In a press conference yesterday, CCCI Tourism Committee chairperson Mila Espina said all the channel sectors in tourism must be tapped in order to raise the bar in promoting Cebu as a tourism destination. According to Espina, all those present in the Congress, such as representatives from tourism-related organizations will be automatically included in the Coalition's partial members' list, as resolution will then be submitted to seriously create a solid tourism sector group in Cebu. The academe, hospitals, tour guides, vendors, drivers, rank and file employees of tourism related organizations, among others will be included in the composure of the "planned" umbrella organization for tourism, Espina said. There are a lot of sectors in the tourism industry that also need help and assistance. Espina stressed the importance to create a tourism support organization, so that international funding and assistance could easily come in. Next week's Tourism Congress set on June 22, 2006 at the Waterfront Cebu City Hotel and Casinos, will also tackle the showcasing of "investment-wanna-be's" in Cebu, that would support the full development of Cebu as a world-class tourism destination.
