Jimbu June 16th, 2006, 06:52 PM SRP development is Tom's priority, not police office
The Freeman 06/17/2006
The proposal to construct a new Cebu City Police Office building has to take a back seat, at least for now, as Mayor Tomas Osmeña yesterday said he would rather give more importance now to the development of the South Reclamation Project to make it more feasible to investors.
Osmeña, in his regular press conference yesterday, said the city is now under strong pressure to put in priority the completion of the SRP development considering that three companies, both local and foreign, have conveyed their interests to invest in the area.
"We can't fight two wars at the same time. We might lose both of them instead," the mayor said, as he explained that the police building proposal should be set aside in favor of the SRP development. "Anyway the police department is always there," he said.
Osmeña yesterday led reporters to a tour of the SRP's Pond F where he planned to put up white sand beaches and build a boardwalk along the 1.4-kilometer stretch.
The mayor also said he would beautify Kawit Island within two months and complete soon the senior citizens' building there.
There has been pressure however over the need to build a new police building inside Camp Sotero Cabahug after police officials informed Police Regional Office-7 that the present buildings of the City Police headquarters are already in dilapidated condition.
But Osmeña was not obviously bowing to it as he even expressed disappointment instead over the seeming refusal of the Philippine National Police to promote acting City Police director, Supt. Melvin Gayotin, to the rank of senior superintendent.
This has been "one reason why I'm reluctant to make big commitment because I have lingering doubts over the PNP hierarchy," said Osmeña, adding that the PNP should not force him to choose somebody to replace Gayotin otherwise he would no longer support the CCPO building project.
Osmeña said the construction of a new building might be realized however "within a couple of years" from now but not this year. He said he would back instead the continuing training of policemen and the purchase of more firearms.
Regional Intelligence and Investigation Division-7 chief Augusto Marquez said the proposal to construct a new City Police building was discussed already in the past, specifically during the second term of Osmeña and the incumbency of City Police director, Antonio Enteria.
The proposed budget for the building at the time was P25-million but the project was shelved when Enteria was transferred to another assignment and Osmeña eschewed reelection to give way to Alvin Garcia. - Garry B. Lao
Jimbu June 16th, 2006, 06:58 PM Cebu Holdings Inc. gets ISO certification
The Freeman 06/17/2006
Expect world-class standards in the quality of goods and services at the Ayala Center Cebu after Cebu Holdings Incorporated, the group handling the mall's management and operations, has recently been awarded an ISO certification.
The Certification International Philippines accredited CHI in three international management standards encompassing quality (ISO 9001:2000), environment (ISO14001:2004) and health and safety (OHSAS 18001:1999).
For almost three years, CHI "re-examined its processes, took numerous trainings, and underwent a series of audits - both internal and external - to meet world-class standards demanded of an ISO-accredited company."
And because CHI becomes the first full-line real estate company in the Philippines to be ISO-certified, Ayala Center Cebu, operated by the Commercial Centers Business Group of CHI, is also the first mall in the country to be ISO-certified.
This means CHI's projects and services will have to conform to the international management system standards to which it has been certified to have applied in its operations.
Francis Monera, Executive Vice President and Chief Operating Officer of CHI, said the cost implication of their accreditation would also mean their goods and services would only be of the highest quality.
"We drive more on quality. There is also a premium on high quality standards," Monera said.
Accreditation for one management system standard is already rigorous, but Monera said they sought simultaneous accreditation in three areas to live up to their slogan, "Creating landmarks. Setting standards. Building Relationships."
Ma. Rosario Halili- de Lara, a member of the accrediting group, told reporters that CHI wanted to show that there is a balance in its operations, that is to satisfy their customers, take care of the communities around it, and protect its people.
She also said that CHI's effort to be simultaneously accredited shows that the company utilizes a management system that serves as a "baseline for improvement".
Clavel Tongco, head of the Commercial Center Division of CHI, said that by the end of the year, they aim to replace with colored cameras their existing security and surveillance cameras at the Ayala Center to augment their security efforts.
They have also coordinated with the barangays around their property to make sure that perpetrators of crimes inside the mall and or the property can be easily apprehended with the help of the barangay officials and authorities.
In a formal statement, CHI said, "we commit to complying with environmental and occupational health and safety laws and regulations, as well as mitigating land, air and water pollution by addressing the significant environmental impacts of our operations as a real estate developer. The company shall also continue - and improve - its conservation and waste reduction initiatives while seeking new ways to improve efficiencies through safe and innovative technologies and processes."
CIP has certified over 400 Philippine and multinational companies who are leaders in their respective industry or service sectors including agencies in government. - Joeberth M. Ocao

MarkiiBoi June 16th, 2006, 07:46 PM Man-made beach to raise SRP value
Cebu City Mayor Tomas Osmeña is disappointed that the South Reclamation Project (SRP) can’t be used yet, but excited about the completion of the man-made white sand beach that is seen to double the property’s value.
The 1.4-kilometer stretch of white sand and the multi-level boardwalk, however, will not be completed before the Association of Southeast Asian Nations (Asean) summit in December.
Osmeña said it is disappointing that the proposed SRP facilities can’t be used for the summit and the other conventions and meetings that will be held in Cebu this year.
“I’m under strong pressure here. There are many interesting events and we can’t even use it, I’m disappointed. There are many business and medical conventions and the Asean summit but we can’t use the SRP,” he told a news conference yesterday.
The mayor blamed the delays on bureaucratic snags and the numerous requirements imposed on the City Government in starting economic activities there.
Osmeña is putting on hold plans to build a new headquarters for the Cebu City Police Office (CCPO), saying the City’s priority now is the completion of the SRP.
Besides, he added, he still has doubts on the national leadership of the Philippine National Police, which is why he will postpone the plan to construct a new police camp.
He added the City is preparing for the arrival of three companies who want to put up their factories at the SRP, which would require the City to construct roads there soon.
By the end of August, the whole Pond F and Kawit Island will also be fully electrified to prepare for the investors.
“What we’re working on right now is the completion of the Senior Citizens Center because that’s a political commitment and I want to get that started. But the key here is the white sand beach and the boardwalk,” he said.
The mayor brought members of the local media to Pond F yesterday, where the construction of the boardwalk and the filling up of the coastline with white pebbles is underway.
Once completed, the mayor said the present value of the SRP lots, pegged at P15,000 to P20,000 per square meter, could double.
The white sand stretch is along Pond F, the area claimed by the Talisay City Government.
The filling up of the coastline and the construction of the boardwalk has just started, and work will be gradual since it is still in its trial period.
Osmeña said the construction will be done by phases, at 50 to 100 meters a month.
“We will not finish this in time for the Asean, but what’s important here is that the value of the area will change dramatically when they see a white sand beach... the city will have something everybody can be proud of,” he added.
The boardwalk was designed to be an elevated, split-level type so it can serve as a buffer in the event of a typhoon, he added.
While he admits that the SRP boardwalk will compete with the proposed boardwalk at the reclamation area in Mandaue City, Osmeña said Cebu City’s will be different, “because the water there (Mandaue) is so dirty.”
Osmeña said the standard he would set in managing the SRP would be “higher than Ayala’s” in order to maximize its marketability.
Jeepneys will not be allowed to enter the SRP, electrical lines will not be visible and cleanliness will be monitored at all times, he added. (LCR)

Man-made beach to raise SRP value
The boardwalk was designed to be an elevated, split-level type so it can serve as a buffer in the event of a typhoon, he added.
hmmm, I'm excited of its design. @marvs, what is an elevated, split level type structure? any idea? So this boardwalk in SRP has a double purpose, for leisure and as a buffer. :okay:
While he admits that the SRP boardwalk will compete with the proposed boardwalk at the reclamation area in Mandaue City, Osmeña said Cebu City’s will be different, “because the water there (Mandaue) is so dirty.”
LOL
compete? so this boardwalk in SRP is as big and as ambitious diay like in Mandaue boardwalk. IMO, this is one benifit that we can get in a stiff competition (between our mayors), I'm just hoping that this would not elevate into a more personal competition.
Osmeña said the standard he would set in managing the SRP would be “higher than Ayala’s” in order to maximize its marketability.
so SRP is now competing with Ayala in terms of standards...
ANd also that Singaporean firm who wants to invest in SRP. The company is ready to pay everything in full @ P2B but because of the law that a foreign company cannot fully own 100% of lots here in the Philippines, the company is now searching for a Filipino company as a partner for them to be able to invest in SRP. That's why our constitution should be revised coz of this unwanted laws, bureaucracies that disappoints investors to invest here in our country.

There's an existing road (the one encircled in yellow) parallel to the main highway.
By the way Marvin, where did you get that map? It seems that the zoning and the masterplan has been changed. I think they should stick with the original zoning and masterplan.
I think a white sand beach seems out of place. I would prefer to fully develop that area there as a boardwalk

sugbuanon June 17th, 2006, 07:33 AM thats a jogging lane arnold.. i used to jog there when srp was still open to the public..
yeah youre right arnold.. the shoreline fronting pond F is layered with concrete blocks i dunno how theyll covert it into a white sand beach.. i think it would be much better if they'll have the proposal at kawit..
i already posted that before in thread 7.. actually thats just a masterplan for the drainage system of the entire srp..
sugbuanon June 17th, 2006, 08:05 AM i think its time for the city to have a new bus terminal.. the old south bus terminal is already congested also its a major cause of traffic at the area.. btw, is SBT owned by the city or by the province?

i can't wait for the realization of that beach concept at srp. tokyo and fukuoka have also man-made beaches along the shores of their reclamation areas. i wouldn't be surprised if that same concept will be implemented in cebu being the project constructed and initially funded by a japanese agency. one apparent difference is that cebu's version will have white sand :D
so cebu city will have its own boardwalk, YAY!!! kanindot, naa na ta daghang kalaagan ani.

Jimbu June 17th, 2006, 06:55 PM Jose de Venecia predicts Cebu to become economic giant
By Fred P. Languido
The Freeman 06/18/2006
Speaker Jose De Venecia tagged Cebu as an emerging great economic powerhouse in Southeast Asia and has even foreseen it to be a center point in the creation of the East Asian community that former Malaysian prime minister Mahathir Muhammad envisioned 10 years ago.
He said the economic growth he observed in Cebu over the past several years will make it a powerful federal state as soon as efforts to amend the Constitution and shift the present presidential-bicameral form of government to parliamentary-unicameral form under a federal system succeed.
According to De Venecia, based on statistics of tourist arrivals in the country, wherein half of the 2.5 million tourists come to Cebu, it is inevitable that Cebu will become the geo-political capital of Southeast Asia.
He urged the leaders of Cebu to start planning for more infrastructure projects to cater to the needs of the growing economic demands. De Venecia said they have initially discussed the possibility of putting up a railway system from Mactan Island to the southern towns of Cebu, in fact, he said they have already planned to commission a feasibility study for the project as well as the possibility of creating additional congressional districts in Cebu.
De Venecia said Cebu needs to expand in preparation for the possible shift of the country's present government form into a parliamentary-unicameral under a federal system.
"We can have it if we change the form of government," De Venecia said.
Charter change has long been advocated by the House speaker way back during the term of former president Fidel Ramos before. De Venecia was here yesterday upon the invitation of the Norkis Group of Companies to discuss about the much-talked Charter change and he took the time to urge the different Cebuano leaders from the business, public, academe and youth sectors and even members of the media to support the clamor for a change of the present system of government.
Among the reason he cited why the other countries in Asia have left us far behind economically is our system of government. The current situation wherein the country is operating without a budget is because the two chambers of Congress cannot agree on the final version of the budget.
De Venecia said the House of Representatives approved almost in toto the budget submitted to them by President Gloria Arroyo but the Senate "mangled" it by cutting off more than P70 billion from the P1.053-trillion proposed budget.
The Senate cut off the P8-billion pork barrel for the president to finance the local government projects and another P64 billion were trimmed down from the congressmen's pork barrel.
De Venecia criticized the Senate for this saying they are performing far better compared to the Senators, having approved 803 bills, compared to the Senate's 12.
According to De Venecia, the system infrastructure projects for the local governments through their respective congressmen are being held hostage because of the deadlock between the House and the Senate.
De Venecia said this problem will never happen if the present system of government is changed to parliamentary-unicameral and eventually federal.
He, however, admitted that they are facing a dilemma on how to synchronize the elections of the president and the members of the parliament should the form of government be changed within the year because congressmen and senators will automatically serve as members of the interim parliament.
The interim parliament will set the date of the election, which will likely be held on May 2007 in keeping with tradition. But there might be a problem synchronizing the elections because the local officials, under the proposed system, will serve a five-year term, which means they will serve until 2012.
However, the term of Arroyo and Vice President Noli de Castro will already expire on 2010. De Venecia said that this is something that the proponents of charter change are trying to work out.
Among the options considered in order to synchronize the elections is to extend the term of the local officials or elect a president who will agree to serve only a two-year term after 2010 to synchronize with the next parliamentary election on 2012.

Capitol discovers prime lot, compels Tesda to move out
The Cebu Provincial Government scored again in its move to recover prime lots, as the Technical Education Skills Authority (Tesda) agreed to vacate a 1.9-hectare area beside Waterfront Cebu City Hotel in Lahug.
It was an accident that the Capitol learned of its commercial property there, Gov. Gwendolyn Garcia told Sun.Star Cebu. She said the Waterfront Hotel wanted to make an expansion that will affect Tesda, and Tesda informed the hotel management that the lot was donated by the Capitol, so they would have to ask for permission from the Province.
But during the meeting where the Waterfront presented its proposal, Garcia learned of the defects in the donation from the documents that Tesda officials brought with them.
It turned out that the lot was donated to the then National Manpower and Youth Council (NMYC). The deed of donation did not speak of Tesda, and was specific that the property automatically reverts to the Province in the event that NMYC is abolished, with no mention of NMYC’s successors in interest.
Also, the donation does not contain an approval from the President, a requirement of the Administrative Code, said Garcia.
Tesda Secretary Augusto “Boboy” Syjuco did not argue when Garcia pointed this out to him in a subsequent meeting.
Syjuco agreed that Tesda should move out, but requested the Capitol to help with the relocation.
The Province assured Tesda that it will provide the agency with the Integrated Provincial Health Office (IPHO) in Lahug as a temporary relocation site, while it explores other sites.
The agency also has equipment that need to be transferred, aside from the office space they would need.
“I just reminded (local Tesda officials) of what Syjuco said, that Tesda does not intend to enrich itself in the process but just continue with what it is mandated to do,” said the governor.
She has tasked the Provincial Planning and Development Office and the Provincial Engineering Office to identify what specific activities of Tesda would be given priority in the new relocation site, and if the Ipho space will suffice.
Prime lot
This leaves the Capitol with another prime property to make money from, as the governor disclosed that she is going to bid this out to interested developers.
Garcia is doubling her efforts to recover the Province’s properties, especially the commercial ones. She has declared she will no longer make any donations nor sell these.
Earlier, the Province succeeded in taking over the 3,000-square-meter property at the back of the South Bus Terminal from illegal settlers. She also convinced the Larsian vendors to move out of the Province-owned lot they are occupying.
The Philippine Nurses’ Association is also moving out of the Capitol property near Fuente Osmeña.
Aside from that, the Central Command has agreed to return to the Capitol several hectares of lots that were donated but are not being used by the military. (JPM)

gee June 18th, 2006, 06:49 AM Public Hearing on the proposed conversion of Lorega San Miguel Cemetery to a Socialized Housing Site set on June 21
Date Posted : 06/16/2006
The Cebu City Local Housing Board is inviting all interested parties to share their views on the proposed conversion of the Lorega San Miguel Cemetery into a site for socialized housing for the urban poor by participating in a public hearing on June 21, Wednesday.
The public hearing will be held at the Cebu City Session Hall at the 3rd floor of City Savings Financial Plaza , Osmeña Blvd., this city.
The United Cemetery Side Residence Association Inc., wrote a communication to the Division for the Welfare of the Urban Poor (DWUP) asking that a portion of the cemetery be declared as a socialized housing site under RA 7279.
The members of this urban poor group are landless and homeless. They managed to put up structures inside the cemetery while others live in vacant or empty tombs.
After thorough investigation, DWUP referred the said request to the Local Housing Board for comments and recommended for the possible passing of a resolution approving the request as well as for an endorsement to the City Council for its approval.
Last May 2000, Former Lorega Barangay Captain Vicente Parawan approved the request of the association. Comments from the City Health Office, City Planning Office, and the Archdiocese of Cebu on the matter were requested.
Cebu Archbishop Ricardo Cardinal Vidal through a letter from Archdiocese Legal Counsel Joel Ouano has expressed his approval to the project.
“Socialized Housing intended for the poor people in our community is a laudable project. His Eminence has always been supportive of any action that redounds to the good of the people. If you believe that the said project benefits the greatest number of people, His Eminence has no objection,” the letter reads.
The DWUP had conducted a survey plan and secured development permit for the cemetery. A draft subdivision plan for the site was also made.

Jimbu June 18th, 2006, 05:38 PM CIPC says CHI plans mall at SRP
By Ehda M. Dagooc
The Freeman 06/19/2006
Cebu Holdings Inc. (CHI) is reportedly looking at the possibility of building another commercial establishment that will be designed like the Market! Market! Shopping mall in Manila at the South Road Properties (SRP).
SRP marketing arm, Cebu Investment and Promotion Center (CIPC) managing director Joel Mari S. Yu said that the Ayala group, through the CHI has signified interest to get a lot that is at least five hectares big at the 300-hectare SRP to build another Market!Market! Mall in Cebu.
However, CHI officials have not confirmed nor denied Yu's statement, saying the company will just announce its detailed plans on the interest of investing a project at SRP in due time.
CHI chief operating officer (COO) Francis O. Monera said that because CHI is a publicly listed company, it can't prematurely announce any plan that is not considered final yet.
However, Monera has not denied CIPC's announcement, nor confirmed it.
On the other hand, CHI chairman of the board Jaime I. Ayala said the company has continuously in look out for potential properties around Cebu, for further investments.
"As a major player in real estate development in Cebu, we are on a constant look out for possible projects," Ayala said during his recent visit to Cebu.
"We can not just announce something major. Surely, we are expanding in Cebu, as growth trends are more pronounced. But we can not also get too far what the market can do," Ayala said.
CHI's first shopping mall in Cebu, Ayala Center, is due for a multi-million expansion with the construction of a three-story annex mall.
Ground breaking of the mall expansion is reportedly set on June 30.
According to Ayala, Cebu strong tourism, its ability to attract more Business Process Outsourcing (BPO) companies like call center firms, are driving the tremendous growth for retail business, as well as residential demands.
Ayala mentioned that CHI will also build more subdivisions, more projects at their existing properties, like the Cebu Business Park (CBP), and Cebu Asia Town IT Park.
An elaborate P800 thousand to P1 billion investment for ACC's expansion project has already been started at the improve the Ayala Center's set up, to make it not just a shopping destination, but an all-in-one facility combining, shopping, leisure, and entertainment.
Huge transformation will be constructed in the ACC's back entrance going to Cebu City Marriott Hotel, which currently called the "Lagoon". Another 20,000 square-meter area will be made available to prospective tenants.
For landscaping alone, CHI will spend about P27 million.
"We make sure that the design will be uniquely Cebuano. We spent a lot of money in studying the Cebuano market, and now we are ready to offer a facility that showcases the true Cebuano flavor," said CHI president Rene D. Almendras in an earlier interview.
The brand Ayala Malls includes the operation of Glorieta, Greenbelt, Alabang Town Center, Market! Market!, and Ayala Center Cebu.

Hello girl...
Actually Bais City in Negros Oriental is known for dolphine watching coz they offer such activity but if we look @ the map, Tañon Straight is a dolphine sanctuary where dolphines from South China Sea, Sulu Sea and some from the Pacific Ocean settle coz of the slow moving current and of its narrow vertical straight between Cebu and Negros islands. I've travelled several times from Toledo City to Masbate on board cargo barges with low level decks where you can reach the sea through a 1 meter stick. Everytime we pass by the straight, schools of dolphines show while following @ the back portion of the barge, we can even touch them if they take a huge arch leap just within our reach. Cebu Holdings keeps mum on plans at SRP
AYALA-led Cebu Holdings Inc. (CHI) is not closing its doors to the possibility of putting up a mall at the South Reclamation Project (SRP).
“We are always on the look out for opportunities,” CHI chief operating officer Francis Monera told a press conference at the Cebu City Marriott Hotel last Friday.
In a separate interview, Cebu Investment Promotions Center (CIPC) managing director Joel Mari Yu said CHI, operator-owner of Ayala Center Cebu, has proposed a joint venture with the Cebu City Government for the construction and operation of a mall on a five-hectare lot at the SRP.
The mall’s concept is similar to the Market! Market! in Fort Bonifacio.
The arrangement for the joint-venture would be that CHI will build and operate the establishment rent-free. Both entities will share the profit.
“The proposal is good but the City wants to earn a certain amount (regularly) and not just depend on whether the company gains from its operations,” Yu said.
Monera neither denied nor confirmed Yu’s statements.
Meanwhile, Yu said the City has already approved Visayan Electric Co. as the distributor of electricity at the SRP.
“Veco will provide power at the SRP. But it will have to pay the City concessionnaire’s fee since the City owns the franchise,” he said. (JBN)

sugbuanon June 19th, 2006, 12:45 AM Mandaue splits heritage work from tourism promotion office
WITH the aim to promote both the old and new faces of the city, the Mandaue City Tourism Office has been split into two offices, with more specific functions.
In an executive order, Mandaue Mayor Thadeo Ouano designated an office in charge of heritage development and another to take care of the City’s tourism program.
Tourism officer Tonnette Pañares will head the City’s heritage development to promote “the old city.”
Its focal point will be the Mandaue City Hall, considering the administration’s plan to transfer the building to the North Reclamation Area.
There are plans to convert the City Hall into a museum when the administration building is transferred to its new location.
The executive order further stated that Pañares will also help identify historical sites in Mandaue that should be the focus of conservation or preservation efforts.
Meanwhile, Haidee Ouano, officer-in-charge of the tourism office, will be responsible for accrediting tourist guides and creating “industrial tours.”
The city takes pride in being the home of industries that have contributed much to the economy.
Aside from the San Miguel complex, a lot of manufacturers of furniture and fashion accessories for export are found in Mandaue.
Last year, the executive-legislative agenda of the Mandaue City Government stated that efforts to boost the City’s image as tourism destination would need some P9.8 million.
In 2003, Pañares noted in her accomplishment report that the City would have to deal with the “lack of love and appreciation” for heritage and culture to reach its goal of becoming a tourism hub.
Mandaue has been celebrating the Mantawi Festival every May and its Foundation Day every April.
However, the National Historical Institute said there is no “definitive information” on the date of Mandaue’s establishment as an independent town during the Spanish period. (

Animo June 19th, 2006, 01:19 AM Hi folks!
Can you guys tell me what are the establishments near Shangri-La hotel in Mactan Island? My great grandmothers family used to own the lot where the hotel is now on and the area surrounding it. Unfortunately, someone forge our family's signature and sold the land near the hotel which is around 2 hectares of land. As usual we have taken the "owners" in court for a long time and its still an on going struggle (damn our judicial system!). I tried google earth but its quite blurry. I can only see the hotel. I just wanted to know since I have not visited Cebu (YET!). :hi:

sugbuanon June 20th, 2006, 04:43 AM 100-bed spa opens, owner sees more room in industry
ONE of the pioneers in the spa industry opened last Sunday a multi-million peso spa located on a 1.5-hectare property in Barangay Banilad, near Maria Luisa Estate Park.
Johnny Siao of Spa Banilad Corp. said The Spa at Cebu offers various spa services and has more than 100 beds, which makes it the biggest spa facility in Cebu in terms of accommodation.
Some of the big spas in Cebu are Shangri-La Mactan Island Resort’s Chi Village, Badian Spa, Plantation Bay’s Mogambo
Springs and The Spa at Cebu Hilton Resort.
“Massage will never go out of style as long as it is offered with high standard services,” Siao said in an interview.
“It can be Cebu’s strongest niche to attract tourists,” he added.
Investment
Siao said that while there are over 200 spa outlets in Cebu, there is still room for more players.
He added that he has decided to invest heavily in the business because of the increasing demand for the service.
Cebu, through the Spa and Wellness Association of Cebu (SWAC), is trying to uplift the wellness industry’s image, which has been smeared by speculations that some establishments are mere fronts for prostitution.
Siao, who is also the executive director of SWAC, said he is advocating for the “cleansing” of the industry’s image.

Wow, majestic CEBU!
sugbuanon June 20th, 2006, 02:35 PM Cebu police to put up tourist desk, checkpoints
CEBU CITY - Cebu authorities are stepping up measures in preparation for Cebu's hosting of the Association of Southeast Asian Nation (ASEAN) Summit in December.
The Cebu City Police Office is putting up a new unit that will cater to the needs and security of tourists who will be coming in for the summit.
The Mandaue City Police Office, on the other hand, is conducting random checkpoints amid reports received by Mandaue City Mayor Thadeo Ouano that some 80 terrorists are in Cebu to disrupt the peace during the summit.
Supt. Melvin Gayotin, acting chief of Cebu City Police Office (CCPO), said 12 policemen have been assigned to the new tourist desk who will secure the foreign guests during their visit to different scenic spots in the city.
He said these policemen would be assigned at the Plaza Independencia, Fort San Pedro, Basilica del Sto. Niño and other tourists spots in the city to give assistance if needed.
To prepare for the ASEAN Summit, Gayotin said 30 policemen would be transferred to the traffic division to man major streets in the city and ensure that traffic rules would be followed.
This early, random checkpoints are being conducted in Mandaue City.
Senior Supt. Eduardo Catabas, Mandaue City police chief, ordered his men to beef up beat patrols and intensify police visibility and intelligence gathering.
Catabas said the check-points were being conducted by all six police stations in Mandaue but so far, not a single "terrorist" had been arrested.
Vital installations in Mandaue were being secured, he added. There include the oil depots and the two bridges that connect mainland Cebu to Mactan Island.
MarkiiBoi June 20th, 2006, 03:08 PM Cebu chamber sounds caution on mega-regions project
Cebu City (June 20) -- "Let's listen to the details first."
This suggestion issued by Philippine Chamber of Commerce and Industry (PCCI) - Central Visayas regional vice-governor Robert Go stemmed from President Arroyo's proposal to divide the country into four mega-regions out of the existing 13 regions.
Go said there is nothing wrong in the proposal and that Cebu can even benefit from the plan being the most industrialized center in the Central Philippines. "I believe the proposal is to hasten the progress of our national economy by concentrating on developing the mega-regions. Cebu can act as the 'big brother' to the lesser economic provinces clustered under the Central Philippines," Go quipped.
As the President's political detractors expressed pessimism with the proposed regional groupings, Go said it is better to wait for the details of the plan before expressing opposition to it. The country's 13 regions will be divided into four mega-regions namely North Luzon, Metro Luzon, Central Philippines and Mindanao.
Go said he expects the proposal to be tackled as part of the main agenda of the joint Regional Cabinet Meeting (RCM) and the Regional Development Council - Visayas sometime next month in Cebu. The President recently announced that she will hold four RCMs outside Metro Manila and Cebu is the venue for the Visayas area, bared Go who is also RDC-Central Visayas co-chair.
Despite the absence of a full detail on how to go about the proposal, Go said he supports the President's idea believing it as further empowering the country's economy.
The President's proposal meanwhile has gained the unanimous support of the League of Provinces. During the league's executive board recently held in Panglao Island in Bohol, all 23 members present voted favorably to support the President's plan while only one was absent.
Deputy House Speaker Raul del Mar of Cebu City said the proposal would make it easier for the National Government to provide the essential services and projects the four mega-regions need instead of looking at the present set-up of 13 regions.
The four mega-regions can also expect supplemental development efforts for the region as a whole, apart from the projects intended for the cities, towns and provinces since the proposal will not abolish the existing groupings of several provinces into regions, according to del Mar.
Cebu as part of the Central Philippines is envisioned to be the major contributor to the country's tourism industry, del Mar further said.
President Arroyo is expected to bare the full details of the proposal during her State of the Nation Address (SONA) on July 24. (Philippine Information Agency-Cebu/FCR)

sugbuanon June 20th, 2006, 03:28 PM Is Cebu the Singapore of the Philippines?
Can Cebu be to the Philippines what Singapore is to Southeast Asia, and what Guang-dong province and Shenzhen City are to China – catalysts of hope and economic vigor to defy the corrupt and cynical politics of most of our so-called leaders?
At the recent induction of new officers of the Rotary Club of Cebu West, Cebu’s second oldest, at the Cebu City Sports Club on June 11, bijon tycoon and outgoing president Mark Yang said that Metro Manila makes up nearly 80 percent of many consumer manufacturers’ sales and that Visayas and other regions comprise the balance. He said that Cebuano entrepreneurs like him, including incoming president Camilo Ceniza, are "small-time" compared to their Metro Manila peers. I disagreed and told Yang, Ceniza and their group that entrepreneurs in Cebu can be harbingers of hope and optimism for the Philippine economy.
Here are some of the signs that Cebu is having a more positive attitude about the future, with more new ventures and expansions.
* * *
The ASEAN Summit of 10 member-countries will be hosted by Cebu City in December this year, with leaders and dignitaries from seven other major countries like China, South Korea, Japan and others also attending. Apart from new infrastructure and beautification projects, this major international event will give this Queen City of the South free global advertising as an ideal destination and convention place in Asia. Local government leaders and the business sector of Cebu should seize this golden opportunity to push global promotions for Cebu.
* * *
Despite being smaller than Metro Manila, Cebu is nevertheless the second most important urban center in the Philippines and the trading entrepot for the Visayas and Mindanao regions. Due to its strategic location in central Philippines, Cebu is surprisingly the shipping center of the country and is the base of over 80 percent of all 44 Philippine inter-island shipping companies. The Chiongbians, whose patriarch built the biggest shipping firm William Lines, are still into the transport business. DHL, Aboitiz, FedEx and others also operate thriving airfreight businesses in Cebu.
* * *
In the Rotary Club of Cebu West alone, I met many bold entrepreneurs investing in a better future for their region, regardless of the corrupt politics at the national level or in Metro Manila. Cebu entrepreneurs are now investing in new businesses like Cebu Business Club past president Oscar Chua’s family, who is now constructing a new office building at Cebu Business Park; and Cebu’s biggest mango exporter Justin Uy, who is expanding his manufacturing exports by sourcing his mangoes from all over the archipelago. Electric supplies businessman Johnny Siao recently built what perhaps is the country’s biggest high-end spa in terms of capacity, with 100 beds called Spa at Cebu and which was inaugurated on June 18. Dreams Coffee owner Glenn Anthony O. Soco is expanding into Mindanao and Metro Manila, and so many more.
* * *
Cebu should be the tourism hub of the Philippines to rival – or even displace – Metro Manila due to its clean and safe reputation, less congested and less polluted environment, proximity to beautiful beaches and natural destinations, its accessibility to airports, ports and other transport facilities. Tourism Secretary Ace Durano is from Cebu, so he should aggressively push for Cebu as a top destination as an alternative to polluted and congested Metro Manila. Cebuanos should take advantage of their having tipped the balance in favor of President Gloria Macapagal Arroyo’s winning in the last controversial presidential election, and they should get more tourism infrastructure and promotions support from her.
Cebu reportedly has 5,000 rooms for hotels and lodging, but only 2,000 rooms are said to be good and world-class, so entrepreneurs are now adding more. The Crown Regency Hotel is doing so well and is now constructing a new hotel in Fuente Osmeña and will become Cebu’s tallest building. Shanghai entrepreneur Johnson Cheng of Philippine Straits Travel agency said: "Last year, there were 100,000 tourists from China who visited the Philippines, this figure being triple that of the previous year, but it is still small compared to the more than one million tourists going to Thailand yearly and many millions more going to Europe, North America and other destinations. I used to book my tour groups to Boracay, which has more hotels than Cebu City, but I think Cebu has great potentials to be a favorite of foreign travelers. I hope your government invests in better infrastructure, improved peace and order situation, have more yet less costly hotel rooms, and more resorts."
A ship called Crystal Explorer, docked somewhere between Shangri-La Mactan and Cebu Hilton, is a new cruise ship venture by a Korean investor. It is scheduled to start sailing on July 1 and will cater mainly to Korean and other foreign tourists. They said Cebuanos and other local clients are welcome, but the target market of the 320-seat cruise ship for day tours and sunset cruises are the growing number of foreign tourists to Cebu. What is unique about this four-storey luxury ship is that its glass walls at the bottom allow passengers to view the sea and colorful marine life. I was surprised that most prominent Cebuanos have never heard of this new tourism venture right in their own backyard! The young Korean manager, Alan Kim, studied at San Carlos University and decided to settle in Cebu. He estimated that there are now 200,000 Koreans in the Philippines, who consider the Philippines a tropical paradise. In Cebu alone, there are four flights daily from South Korea and about 2,000 Korean tourists arriving every week. Even the biggest hotel in Boracay now is a Korean venture.
* * *
In a country where many politicians shamelessly depend on overseas Filipino workers (OFWs) and their dollar remittances, Cebu is contributing to our manufacturing exports. It is a dynamic export powerhouse with $5.4 billion worth of goods sold worldwide last year (or 11 percent of the national total). For instance, Cebu leads the Philippines in furniture exports with $200 million volume last year.
* * *
Cebu has a long entrepreneurial tradition. Aside from the Aboitizes, whose roots are from the Basque minority of northern Spain, other Cebuanos who have become business pacesetters include Fujian/south China-born John Gokongwei Jr. (who proudly uses the name Cebu Pacific Air for his high-flying airline), his uncle Andrew Gotianun of Filinvest Group/East-West Bank, to name a few. There are many others from Cebu like the nationwide chain of Julie’s Bakeshop and the fashion brand Penshoppe.
In the induction of new officers of Rotary Club of Cebu West, special guests included a delegation from the Rotary Club of Singapore West led by philanthropist Peter Kong and president-elect Gary Loh. They donated money for scholarship grants to poor but brilliant college students of Cebu. The Singaporean businessmen love Cebu so much that they travel there often for vacations and even possible business ventures.
Like Singapore, Cebu has a small land area and population, lacks natural resources, has a major seaport, has a clean and orderly image, has a strategic location servicing the Visayas and Mindanao hinterlands, has a thriving Chinese entrepreneurial community, and is rich in natural talents and has hospitable people. Instead of wasting time waiting for imperious, polluted, often cynical and politically noisy Metro Manila to lead the way for Philippine progress, Cebu has the makings of another Singapore and should begin trailblazing for a better Philippine economic future.

me too, I remembered this discussion... I understand Mayor Tom that he doesn't want another SM (specifically said) in SRP pero as what he clarified, those are huge investments and if they are really intrested, he can't stop them coz it's still a huge investment for Cebu. IMO, He's just anxious of the economic effects if downtowns businesses will be impeded, mo takilid tingali ang Cebu inspite sa mga incoming huge investors. and also he's just looking back and giving favor to what some call, the economic engine of Cebu City where those tycoons like Lucio, John, Rosemarie started and practiced their entrepreneurial abilities. Young entrepreneurs that were molded and was taught to become good entrepreneurs through their bikes and the streets of downtown. IMO, our dirty laidback downtown is one of the leading producers of elite businessmen here in Cebu if not the country and I see more of them still growing like Lam Hong enterprises, as of this year they already have their own factory sa mga school supplies and are cheaper than those that are already low in cost. And my perception is, if SME's in downtown will close, the economy of Cebu will really be affected. Coz if downtown isn't an important factor of Cebu's economy, dugay na nang na bankrap.
But I think nothing wil change if malls will b built in SRP, none will be affected. Hubog lang tingali to si Tom atong panahuna...:D
Jimbu June 20th, 2006, 08:01 PM before, a lot of people were also saying that with the operation of SM City and Ayala the downtown Colon will be affected and most of the shops will close pero samot man hinuon ka busy ang metro gaisano. naa mo sara naa man say mopoli. thats business. daghan na tourista sa Cebu. Cebu deserve a better mall, better than Ayala Center or SM City.
scandinavian girl June 20th, 2006, 11:48 PM http://i55.photobucket.com/albums/g124/slerz3/Dolphinewatching.jpg
I was still young @ that time though and I wanna try it again. I'm sure if you will rent a pump boat in any of western Cebu towns and take a trip within Tañon Straight, a dolphine show awaits for you. ;)
:) Thank you slerz. That must have been such nice trips you took on these cargo bages, dolphines are such nice animals. The only time I have seen them befor is in the waters of Greece. For some reason I always become very jolly mooded when I see them. I like to ask you what is a pump boat?

Osmeña 'boulevard' to 'avenue' proposal referred to laws, street naming committeesThe Freeman 06/21/2006
The proposed ordinance of Cebu City councilor Gabriel "Gabby" Leyson on changing the name from Osmeña Boulevard to Osmeña Avenue, that stretch from the Cebu Provincial Capitol building to the corner of M.J. Cuenco Avenue, is now referred to the committee on laws and ordinances, and street naming and historical affairs.
"We are into the wrong choice of words here," Leyson said in an interview, referring to the term boulevard.
Leyson explained that a boulevard is a wide street lined with trees planted between the lanes and is located near the sea line or beachfront, while avenue refers to structures on both sides.
City Ordinance No. 392, which was approved last September 28, 1962, by then mayor Carlos Cuizon, named the road from Fuente Osmeña to the Capitol building as Don Sergio Osmeña Boulevard.
Under the existing ordinance, it says that the naming of the boulevard leading from Fuente Osmeña to the Provincial Capitol building was best fit because the boulevard is a continuation of Jones Avenue, which Don Sergio preserved for its historic significance as a marker in the struggle for independence.
Leyson said he sees nothing wrong in changing the word since the name of the late President Sergio Osmeña, Sr. will not be changed. The stretch from Fuente Osmeña to M. J. Cuenco Avenue was named after him because he is the only Cebuano president and foremost leader who struggled for independence from the United States.
The ordinance read "one of the best ways to perpetuate the memory of Don Sergio Osmeña is to name an important city street in his honor."
Leyson is hopeful that the two committees will approve his proposed ordinance.
"At some point, we should take the initiative to correct our legislators in their choice of words. Mauwaw ta sa mga tawo nga we are using boulevard, but with no water," he said. - Garry B. Lao

sugbuanon June 21st, 2006, 03:26 AM Mini dams eyed to help control city flooding
Future improvements on Cebu City’s drainage system would not directly address flooding in flood-prone areas of the city, but would concentrate more on preventing water from entering those areas in the first place.
Mayor Tomas Osmeña said the city was planning to construct at least four “mini dams” that would collect rainwater coming from highland areas. Dams would also be placed along creeks that are prone to overflowing during rainy days.
Osmeña said the dams were needed because the city’s existing drainage system was not capable of handling the sheer volume of water during heavy rains, recalling an incident where he saw a manhole cover pop out of its place due to the pressure of drained floodwater.
He pointed out that barangays Sambag I and Sambag II get flooded during rains because of runoff from Barangay Capitol Site, while flooding in parts of downtown Cebu usually results when the Lahug Creek overflows.
While it would be possible to drain the water from Sambag I or from the P. del Rosario area, this would mean that flooding problems in Colon would get worse.
Mini dams would be able to collect the runoff water and allow it to seep into the ground over time.
Collected water could also be diverted into the “unused” Guadalupe River, Osmeña said.
The Guadalupe River flows through the bottom of a chasm deeper than most other rivers or creeks that flow through the city, the mayor said.
Among the creeks that the city is eyeing for mini dams are those that pass through barangays Lahug, Banilad, Buhisan and Bulacao.
The mayor also pointed out that development has also contributed to the flooding, since these prevent rainwater from seeping into the ground.
Osmeña said the increase in floods in Banilad was due to ongoing developments in the Maria Luisa Subdivision and other upland areas, where concrete roads and drainage divert water into lower areas.
A similar situation was happening in Barangay Mabolo, Osmeña said, where water drained out of the Cebu Business Park ends up at the back of the Pepsi Cola offices.
A dam is also needed in Barangay Buhisan to prevent rainwater from flooding Barangay Tisa.
“This is going to be a continuing process. We have not yet gotten the actual on-site and detailed engineering works of the proposed dams,” Osmeña said, adding that the city still has to work on road-right-of-way details and to purchase lots that would be needed for the program.
ALTERNATE WATER SOURCE
Osmeña said water collected in dams could also be used as an alternate water source.
The mayor said Mactan Rock Industries, a water supply company, had already expressed interest in investing in ways to convert collected rain into drinking water.
The drinking water, Osmeña said, could then be delivered to uplands barangays that experience frequent water shortages.
“There are people like those in Mactan Rock that look at this as a very profitable venture,” he said.

dive-cebu June 21st, 2006, 04:08 AM ^^ pero marv, if we talk about the "SM Brand", it is really a mall intended for the lower levels of the market... to think that you are tasked to design a Mega Mall in Cebu, that means you need a "crowd-drawer" mall so it can attract not only the tourists but also people residing in Cebu who will patronize the mall... If we talk about high-end mall man gud, it should not be as big as megamall or MOA.... that is why in manila, henry sy has "the podium" for the class A and B+ markets... other malls which are high-end in manila are not that big as well like Powerplant Mall in Rockwell, Gateway Mall in Cubao and Greenbelt 3, 4 and 5 (soon) all in Makati...

chinese-cebuano for that matter, a chinese-filipino.
you have to consider the ethnicity before the citizenship. for example, if you are a chinese and who happens to live and a citizen of the philippines then you are a chinese-filipino (a chinese-cebuano :D). a filipino who holds an american passport is a filipino-american. in short, take your ethnic roots before your country of allegiance.

CIPC says CHI plans mall at SRP
By Ehda M.
Market!, and Ayala Center Cebu.

bitaw bai, i-consider sad ninyo ang cultural aspect sa inyong lugar nga gipili kay basin mismatch kaayo ang design. take a look at the ayala center cebu rotunda. it resembles that of the magellan's cross monument. naa gyuy impact, makaingon gyud ka ug wow once imo makita. if you take away history from your design, especially that of a themed mall, it will just bore you. the country mall is very attractive too. diba mao na ang role sa architect, to design the exterior of an edifice?
if you inspire your mall design with remnants of cebu's past, it will surely catch attention. don't mind the marketing side, it is not your business after all.
dili man sad ingon nga tungod kay pangmasa ang mall, ordinaryohon na lang sad gyud ang design. kay pwede man nindot gihapon ang design using inexpensive materials. nipa ang atup pero glass ang kisami :D
it all boils down to budget of your client. kung para sa pobre ang mall unya dako kaayo ug budget ug ganahan ang tag-iya nga world class ang structure, mosunod ra sad gyud ang architect. haahhahahahahah.

Sinjin P. June 21st, 2006, 02:14 PM I hope so because i'm not so excited anang market! market!. CHI should build their next mall project in SRP better than Ayala Center Cebu. Osmeña said that the standard he would set in managing the SRP would be "higher than Ayala’s".
Well, Market! Market! would be Ayala's direct opponent for SM (considering that Market! Market!'s anchor is Metro Gaisano and it has a flea market, flower shop and tiangge stalls)
^^
Well, who knows Metro Gaisano would close its department store in Colon and transfer it to SRP as Market!Market!... Hehehe. The existing site in Colon could then be used for another hotel project. :)
Maybe not, after all, this is Metro Gaisano's first store so it would create a sort of bad impact if it will be closed.
Also I heard that Market!Market! is gonna occupy five hectares how would this compare with the area Ayala is currently occupying, is it bigger or smaller?
5 hectares equals 50,000 square meters right? So if it would be multi-level, it would be 150,000 square meters (3 levels), 200,000 square meters (4 levels), etc? :dunno:
^^ pero maayu unta bai ilaha na sugdan ang expansion sa ACC.
I think dali-an jud ni sa Ayala because mag-ilugay jud ni sila ug tenants together with SM's annex. :D
dive-cebu June 21st, 2006, 02:32 PM ^^ sayop ka mark, 3 years to go, mo retire na ko! by that time, mag relax2 na lang ko... pareho na ko ug routine nimo bai! suroy2 ko sa cebu, then picture2 sad... haay kanindot, dugaya pa ang 2009 oi!!! hahaha!

dive-cebu June 21st, 2006, 02:35 PM COMDDAP Cebu 2006 opens June 22
The biggest information and communications technology (ICT) exhibit and selling show in the Visayas organized by the Computer Manufacturers, Distributors and Dealers Association of the Philippines (COMDDAP) returns to the Queen City of the South with "I.T.'s happening in COMDDAP Cebu 2006!" on June 22-24, 2006 at the Trade Hall of SM City Cebu.
Cebu Governor Gwendolyn Fiel Garcia will lead top local officials and IT industry leaders as guest of honor during the event’s opening ceremonies on June 22 at 10am.
COMDDAP Cebu 2006 gathers leading Manila-based computer and technology companies and Cebu-based manufacturers and vendors to share the latest and widest array of ICT products, solutions, and services available in the market, including digital gadgets and consumer electronics.
The biennial exhibit-sale is part of the celebration of this year’s Cebu Business Month and National ICT Month.
"Cebu has come a long way since 1994 when COMDDAP first staged its expo in the city, our first roadshow outside Manila, in our effort to make ICT products and business solutions more accessible to our people," said COMDDAP president Juan G. Chua.
Today, Chua said, individual consumers and companies, especially small-to-medium scale businesses, have higher IT consciousness, which continues to be helped in a big way by the tremendous growth of the province's infrastructure.
"As an organization committed to raising IT standards in the country, COMDDAP reaffirms its commitment to Cebu as a venue to shorten the distance for technology linkage and understanding between IT vendors and consumers through this expo," said Chua.
Industry leaders Canon Marketing Philippines, Inc. and Epson Philippines Corp., sponsors of the event, lead 25 other exhibitor-companies in presenting the latest computer hardware, software and peripherals, a wide range of convergent technologies and consumer electronic products and gadgets at special rates.
To serve their technology needs and empower them to make the right choices, enterprise and individual consumers can consult the technical teams from participating firms Astech Pengson Distributors, Inc., Banbros Commercial, Inc., Brother International Philippines Corp., CBX Corp., Chase Technologies Corp., Electroworld, Fast Net Development Corp., Fujitsu Philippines, Inc., Glee Electronics, Inc., iGlobe Technology Marketing Corp., Infonet Solutions, Inc., Innovista Technologies, Inc., Lamco International Trading Co., MDR Microware Sales, Inc., Microdata Systems & Management, Inc., Microwarehouse/Linksys, NGenius, PC Trends, Inc., Perfect Star PC Shoppe, PLDT, Redwood Ventures, Inc., Thinking Tools, Inc., Trinity Marketing, Inc. and Wordtext Systems, Inc.
This is the eighth edition of COMDDAP Cebu. In 2004, the much-anticipated ICT expo covered more than 1,000 square meters of exhibit space and attracted over 17,000 visitors, 83 percent of which were professionals from wholesale/retail, manufacturing and education sectors. The event surpassed both organizers and exhibitors' expectations in terms of onsite sales and positive business leads.
With the expected surge in visitor attendance this year, COMDDAP is using the whole trade hall at the third level of SM City Cebu, which covers more than 1,800 square meters of exhibit space.

5 hectares I think is the total land area that this proposed establishment will occupy. It should include the surface parking spaces, the landscaping, etc..etc..
I'm so excited about this, I've been to Market!Market so many times already and I like their concept.

how about your own concept of a boardwalk bai?
LordCarnal June 21st, 2006, 04:06 PM ^^ would we be able to sustain another mall? Sm and Ayala are currently expanding plus the Boardwalk mall is underconstruction and rehabilitation of the defunct unwide builiding is being planned; After all this, would we still be able to sustain something as big as a Market!Market!? What do you guys think? Also I heard that Market!Market! is gonna occupy five hectares how would this compare with the area Ayala is currently occupying, is it bigger or smaller?
yeah I was also thinking of this. Cebu City's real urban area is so small so building another mall in the same city would really saturate the market. SRP on the other hand should first be occupied by businesses before a commercial establishment is built. I was thinking if they could build it in Talisay City or in Lapu-Lapu, or even in Mandaue so that at least the location of malls in Metro Cebu is well distributed. A perfect location would be at the United Nations Avenue going to the second bridge, lots of open spaces there.. Or if they can build it at the Talisay City portion of the South Coastal Highway, then perhaps in front of Talisay City Hall. :)

MarkiiBoi June 21st, 2006, 06:01 PM Governor Gwendolyn Garcia, who sits as the chairwoman of the Economic Enterprise Council of the Provincial Government, yesterday said the plan to build farmer's market and shopping mall at the Cebu South Bus Terminal will be finally realized with the bidding on the said project to be conducted within the next three weeks, specifically with the publication of the invitation to bid in both local and national dailies. MORE (http://www.philstar.com/philstar/FREEMAN200606221805.htm)
slerz June 21st, 2006, 06:15 PM ^^I think it's a fact that Cebuanos alone cannot sustain these big malls, coz as what I've observed, Cebuanos are occational mall goers... we only visit malls if we need to buy something. IMO, in Ayala for example, if we will conduct a survey, I think it would show that there would only be less than 50% Cebuano shoppers and more than 50% of them are visitors both foreign and local BUT Cebu as a destination of diffrent variety is one big factor that Cebu can sustain a number of bigger malls. There are several mall proposals that we read in diffrent articles that only shows mall owners are confident of Cebu's malling industry. Sa ako gani tan aw, Cebu is in the uptrend karon if we speak of mall locators that they are closely competing, with other locators planning to build more huge malls herein Cebu. The more visitors to flock Cebu, more malls will rise.
Several rich families in Dumaguete, Ormoc, Maasin and Tagbilaran shop here in Cebu through fastcrafts that leads them to Cebu in abbout 2 hrs at early morning, back @ late afternoon. Tourists are the one that sustain Cebu's malls.

there's another one i think owned by the Gaisano's, the vacant (parking) lot corner junquera colon. that's ideal for a hotel project. i hope the owner will develop it soon.

i dont want to bring another heat wave here but "they" seem to have a very deep-seated grudge againts cebuanos. its like cebu made their economy fall down in the doldrums and made their glory days of yesteryears pass by. its as if its the cebuanos fault that they were "unseated" as the premiere city outside manila. everything from festivals to economic performance, to the quality of life, tourism performance, even the queen city title. etc etc etc. are being argued by "them" while cebu and cebuanos just kept quiet. as a quiet observer, it was fine for me before, everybody is free to express his opinion no matter how far-out-of-this-world that opinion may be. but as the day goes by, i find other forums have these kind of "cebu-grudge" in them. from the pbase page of the aliwan festival, to ssc and at dinagyang.com. lines and statements that say....
ILOILO AND CEBU...BATTLING FOR THE CROWN AGAIN
The Aliwan Festival 2006 results brought Ilonggos into shock as they were defeated by the competitor for the "Southern Crown", Cebu. It was said to have been politicized, some of us agree, some of us don't.
This debate has been as old as post-World War II era. We all know that Iloilo was the reigning Queen City of the South for more than half a century until our "great" (sarcastic) politicians blew it all up and Cebu took the crown.
Now Iloilo, named one of the most competitive cities in the Philippines by Asian Institute of Management, and seemingly progressing construction boom in the metropolis, is it time to take what was really ours? Are we ready to compete with Cebu and battle for the Queen's throne again?

Well, who knows Metro Gaisano would close its department store in Colon and transfer it to SRP as Market!Market!... Hehehe. The existing site in Colon could then be used for another hotel project. :)
IMO that would be great, then afterwards we could extend the whole heritage walk project to include the entire colon stretch, close it all off to traffic, pave the entire street with tiles, renovate, restore buildings, put fountains etc then with end up with an area that looks like it was transplanted from europe (preferably spain :) )open-air cafes, alfresco-dining, small specialty shops lining the streets (maybe even high-end stores like prada, gucci etc). SRP and the CBP would be the center for commerce and business and colon and parian would be one big colonial theme park!

Animo June 22nd, 2006, 02:51 AM ILOILO AND CEBU...BATTLING FOR THE CROWN AGAIN
Isn't it that Iloilo receive the title for "The Queen's City in the South" after Manila. Then Cebu is "The Queen City of the South" because of its role in history, economy, tourism, heritage, etc.

Cebu Daily News
THE land disposal spree of the Province of Cebu continues.
At least three government offices and hundreds of residents will be asked to vacate 6.7 hectares of province-owned land along Banilad Road, Cebu City
Gov. Gwendolyn Garcia yesterday announced that these prime lots will be advertised for public bidding within the year so the land can be used for economic enterprise schemes to increase revenues for the province.
The lots include those near the former Cebu International School down to Salinas Drive across the Technical Skills Development Authority (Tesda) Building.
The transfer will affect offices of the Department of Science and Technology (DOST), the National Food Authority (NFA), and Population Commission (Popcom), and the Cebu Medical Society.
The lots will not be sold but only rented out, said Provincial Board Member Juan Bolo. He estimated the rental rate to be at par with that of the former CIS-lot which was at least P35 per square-meter per month.
The 2.4-hectare lot formerly occupied by CIS was earlier advertised for public bidding. The bid was won by Philippine Beijing Motors Corp. which has proposed to invest P1.7 billion for a hotel and commercial center.
The lots along Banilad Road lot are classified as high valued commercial lots in the Cebu City zoning system, said Bolo.
The 6.7 hectare lot will be advertised for three weeks in national and local newspapers “to allow Manila-based firms to participate.”
“(Some of ) the government agencies will be relocated in other Capitol properties,” Garcia assured. The governor identified lots in Minglanilla town and the Ecotech Center in Lahug.
Garcia said that she has already talked with the Cebu Medical Society, whose building is affected by the disposal.
After a lengthy meeting last Tuesday, the group “agreed in principle” to transfer to another place with the help of the provincial government, she said.
The doctor’s group was hesitant to move because the medical society was already issued a land title through a national government grant, said Bolo.
However, there were defects in the title because the deed of donation was signed by their organization's president without the CMS board of directors authority, said Bolo.
Bolo said the Capitol has no plans of relocating informal settlers occupying the area across the Tesda.
The space will go to other government agencies that do not have lease contracts with the provincial government.
The DOST and NFA offices may also be considered for transfer to the Ecotech Center in Sudlon “where most government agencies are also housed.”
The Popcom, whose lease contract with the Province has expired, will also be assisted by the Capitol in relocating.
Meanwhile, the recently cleared area behind the South Bus Terminal will be advertised soon for public bidding in local and national papers.
The province will invite private investors to develop a farmer’s market and commercial center under a Build-Operate-Transfer scheme.

what do they mean by that? they will still be evicted, but they won't be relocated? or the capitol will just leave them there?
MarkiiBoi June 22nd, 2006, 05:54 AM too bad if they will just be booted out without any place to go. but it would be worse to let them continue living in the area.
so getting them outta there is the better option. :D
slerz June 22nd, 2006, 06:53 AM that is really cool! haven't you all noticed, gov. gwen is like the then gov. lito osmena? she also spurs the economy with so much vigor.
sakto jud ka bai, lahi gyud ni nga governor si gwen kay full of energy kaayo. I see in her that she's very proud of Cebu og buhaton niya tanan para mahimong world class ang Cebu interms of economy and tourism.
so what will happen now to the old south bus terminal.. are they going to transfer the terminal to another area bai..
as what I've heard bai sa mga interviews, diha lang gihapon ang bus terminal sa ilawm nya ang mall or stalls sa mga tindahan kay sa second floor or maybe third floor.

i think the capitol will just recover the property from the informal settlers and that's all. bahala na kanang mga settlers diha to find for themselves kung asa sila balhin. dugay2 naman sad seguro kana sila puyo diha. i think it's fair naman seguro ang decision ni gov para sa mga constituents niya na wala pa makapahimulos.

brodix June 22nd, 2006, 08:53 AM its nice to see those plants and trees inside asiatown.
i find asiatown better than cebu business park in terms of roads, sidewalks, and landscaping. gisiguro gyud sa asiatown nga naay mga punuan sa mga sidewalks, sa cbp wala man.
dive-cebu June 22nd, 2006, 09:06 AM ^^ i agree bai brodix! i think cebu holdings has learned from their small/little mistakes in cbp that's why asiatown is much better in terms of roads, sidewalks, etc... one of the reasons why cbp lost its trees is the typhoon which hit cebu in the year 2000. i was in 1st year college then and i can still remmber when i passed by cbp after the typhoon, numerous trees were really uprooted... you know naman, gipang ugbok ra baya na ang mga kahoy sa cbp and even in asiatown... ;-)
brodix June 22nd, 2006, 09:07 AM i just can't wait for that moment when those capitol owned lots along banilad road will be cleared of settlers, squatters and some government agencies.
imagine that area teeming with commercial activity...

one thing different about asiatown is that their trees are planted as part of the foot path. the trees will be there whether or not buildings will be constructed.
dive-cebu June 22nd, 2006, 10:15 AM ^^ yeah! look what happened with those trees in lexmark's lot. di ba sayang?

Cebu ICT Week
By Robert J. Cheng
Last updated 11:33am (Mla time) 06/22/2006
Cebu Daily News
BY the time this article sees print, Intourprenuer '06 that showcases, Cebu’s ICT industry, among others, would be on its second day. Again, Cebu positions itself as an IT hub for the Philippines. This is not the first time Cebu is making this claim. In fact, the first call to make Cebu an IT hub came in 2000. The question then is what has changed in Cebu over the past six years to solidify its claim. What particular inputs have been made to enhance Cebu’s attractiveness as an IT destination?
One of the clearest signs of Cebu’s gains as an IT destination is the mushrooming of IT-enabled service companies setting up facilities in the city. Within just a short span of six years, we saw several large call center facilities, BPO operations, animation outfits and the expansion of CAD-related companies. We also saw new entrants to the software development space. These included well-known global brands that have established research and development (R&D) units here in Cebu. Most of the software companies who were around since 2000 have expanded by hiring more software engineers. All these achievements are only possible thanks to the investment promotions efforts made by the local DTI, CIPC and local government units who have relentlessly built up Cebu’s image.
More IT-related companies not only meant more job opportunities. It also brought positive developments to other local industries, most notably to the real estate industry. Recently, the new buildings around the metro area are mostly “IT-related”. There are, for example, three new IT buildings at the Asiatown IT Park. Three more IT buildings are being constructed as well at the Cebu Business Park. Another IT building is going up at the Kasambagan, Mabolo area. It is also no surprise that, as many of the existing building spaces around the city area are being filled up by IT companies, the expansion of the local IT industry has contributed to the improvement of real estate value in Cebu.
Despite the clear gains though, the challenge remains on how Cebu can move towards the next level. Moving to the next level does not only mean attracting more IT players, it also means going up the IT value chain – allowing the IT industry players to provide higher value service and/or produce higher value IT products. Doing so would in effect result in better revenues for the IT companies in Cebu and an over-all improvement in the skill sets of our IT practitioners. All these will result in better wages and the creation of new wealth for everyone involved in the local IT industry. This scenario also creates a virtuous cycle whereby more success stories encourage more people to participate in the industry. Once the industry has the critical mass of practitioners, innovation becomes easier to achieve.
Clearly, Cebu has to further enhance the resources it now has – a good supply of manpower resource as a result of the presence of several universities in the province, availability of vital IT related infrastructure, an efficient airport and seaport, a good safety image, and a relatively low-cost but high-quality standard of living. But, we cannot stop there. For Cebu to move ahead, we also have to create new reasons to attract new investments both from the new entrants and from the existing players. Identifying these “new reasons” would not be easy. Hopefully, as the best minds in the local IT industry meet this week, we can identify and pursue a number of key success factors for the local IT industry.
