im not sure if these are renderings of SRP.. it only says its a project of Construction and Development Corporation of the Philippines.. but if you look closely at the 2nd rendering it looks so much like SRP.. it must be a portion of Kawit Point plus the white sand beach of Pond F.. also those 2 structures at the upper right corner has similar designs with Sugbo and the unfinished Senior Citizen bldgs.. must be govt. bldgs..

South Reclamation Project manager Nigel Paul Villarete is asking the city council to declare the 296-hectare South Reclamation Project as reserve for current and future use by the city government and prohibits any kind of public use.
In his letter addressed to the city council, Villarete said that the channel separating the SRP from the mainland should remain open and clear, free from obstruction and any impeding structures or improvements.
Villarete said that all parts should be immediately and readily accessible by the city government for clean-up, repairs and maintenance purposes.
"Inasmuch as the channel surrounds and direct abuts the SRP, it is deemed imperative that the city government has direct access and control in case the city needs to establish other management, control, access, or maintenance structures and or improvements anytime in the future," Villarete said.
It is noted, according to Villarete that in Presidential Proclamation No. 843, which declared the SRP as alienable and disposable, and which transferred ownership to the city government, the approved Survey Plan clearly indicated the necessary Salvage Zone as required by law.
The Salvage Zone is intended by law to allow sound urban environmental management of coastal areas and protect these areas from encroachment, Villarete said.
Villarete added that a piece of legislation to that effect, foreshore lease applications, miscellaneous sales applications, fishpond permits, and any other kind of public land uses and applications be prohibited in the area and no applications be approved nor recommended for approval by higher authorities, is also necessary.
The city government of Cebu, through an Official Development Assistance of the Japan Bank for International Cooperation embarked into a major reclamation project in 1995, called the South Reclamation Project, generally located offshore of the south district of the city.
The reclamation works was completed in 2000, the initial horizontal infrastructure development and utilities were implemented, and the SRP was declared as a Special Economic Zone through Presidential Proclamation No. 763, issued on January 20, 2005. - Garry B. Lao

Canadian Ambassador Peter Sutherland of Canada hosted a cocktail reception at the Manila Room of the Marco Polo Hotel to mark Canada Day in Cebu.
It was the perfect occasion to touch base with the Cebu community and also to interact with his good friend, former Philippine ambassador to Canada Francisco Benedicto who is now undersecretary of Foreign Affairs.
In his brief remarks, Ambassador Sutherland spoke of the affinity, rapport and friendship between Canada and Cebu.
He acknowledged PEARL (Private Enterprise Accelerated Resource Linkage) as the face of Canada in Cebu. It is a project funded by the Canadian International Development Agency which is involved in private sector development and the strengthening of small and medium enterprises.
Very much around assisting in host duties was Canada’s Honorary Consul in Cebu Robert Lee.

The celebration of the National Day of Portugal was ushered in with a Portuguese food festival and art exhibit at Waterfront Cebu City Hotel.
Dubbed, "Portuguese Week at the Waterfront," the festivities were done in cooperation with the Portuguese Embassy in Manila and the Instituto Camoes Portugal (the Portuguese Cultural Institute).
All out in his support for the different activities was Portuguese Ambassador Joao Caetano da Silva who had an excellent ally in Portugal’s Honorary Consul in Cebu Samuel L. Chioson.
The food festival at Uno showcased the culinary expertise of Chef Antonio Santos whose signature dish was the "Bacalao" prepared in different ways. It is quite different from the saucy Spanish Bacalao that we are used to.
Featured artists at the Portuguese Art Exhibit were Filipino painters Manuel Baldemor and Phyllis Zaballero who are both highly respected in the art circle. Their works were on display at the lobby.
The climax of the weeklong celebration was the program of Portuguese songs and dances at the Ayala Activity Center.
On centerstage were the Grupo de Dansas e Cantares de Macau, a cultural group founded in 1991 by the community of Portuguese residents in Macau to keep alive their traditional songs and dances.

Animo June 28th, 2006, 12:06 AM Team Japan of the Department of Tourism (DoT) is advocating "value-added marketing" to enable the local tourism industry to adapt to an emerging trend that makes travel more and more based on activity and interest rather than destination.
Speaking in behalf of DoT Secretary Joseph Ace H. Durano at the "Intourpreneur" Congress in Cebu recently, Team Japan Head Rosvi C. Gaetos said:
"The highly informative Cebu brochure of the DoT lists down heritage, fiestas and festivals, shopping and entertainment, aside from beach resorts, as the attractions of Cebu. It offers various tour programs ranging from the Southern Heritage Trail, the northern coast, churches and shrines of the south, the Kawasan Waterfalls adventure, golf, and diving in a variety of nearby islands."
Gaetos cited this multi-dimensional promotional presentation of Cebu as an example of value-added marketing, highlighting the many unique activities that Japanese tourists could do on the island and the rest of the archipelago.
"More and more travelers are moving towards deciding what activities they want to do first, and then choose the destination that offers them. The ‘push’ (personal motivation) factor is getting stronger than the ‘pull’ (destination) factor," Gaetos explained.
"It is very important that as early as when the Japanese start considering Cebu for their next vacation, they must be made aware of what other attractions Cebu has to offer to make their decision to choose Cebu that much easier," she emphasized.
"What Cebu needs to do is to layer on additional offerings, products and destinations in its packages to expose the Japanese traveler to the other attractions of Cebu. You will need to enhance, if not totally revolutionize, your tour itineraries so that more of Cebu’s history, culture, cuisine, natural attractions, local crafts, exciting activities and the famous Cebu mango are highlighted," Gaetos added.
Cebu holds the distinction of being the oldest city and the seat of Christianity in the Philippines. The oldest and most celebrated Christian relic, the image of senior Sto. Niño, is found in Cebu and housed in the oldest basilica in the whole of Asia.
With 11 major festivals, including Sinulog, Cebu also hosts the country’s oldest street (Colon St.) and the oldest and smallest Spanish fort, along with six centuries-old churches, numerous religious shrines and chapels that make it a fascinating pilgrim destination.
"These are exactly the kind of information that Cebu tour operators should include and highlight in their itineraries," Gaetos stressed.
She also cited a trend favoring cultural hotels, or those located at cultural and heritage sites.
"This trend is very much welcome, especially for Cebu and our other island resort destinations like Bohol and Boracay, which suffer in comparison with other countries like Bali (Indonesia) and Phuket (Thailand) in terms of the presence of ‘brand’ hotels."
Gaetos said the issue was raised by major wholesalers in Japan’s Chubu area who brought up the "lamentable lack" of luxury brand hotels in the Philippines and in Cebu.
"(But) with the rise in boutique and cultural hotels that are usually built with local money, Cebu and other island destinations may opt to develop their tourism infrastructure along these lines rather than compete in the brand category," Gaetos pointed out.

:runaway: well additional information in my imagination only we can add extra landmark along the broadwalk we can put all the station of the cross with the reading tablet prayers each one of them, i think it is 14 station of the cross, in english, tagalog, cebuano/visayan, spanish, japanese, etc...reading tablet, for prayers and meditation or heritage landmark/pilgrimage area. when God in bethlehem, this landmark must be along the broadwalk.
etc...We have to make a huge statue of 14 station of the cross, the holy rosary's mysteries shrines, or Mother Mary Queen of the universe with her crown of twelve stars and her emmaculate heart with her the king of the universe with his crown and emmaculate heart, with the Father and The Holy Ghoast/spirit along with his angel and saints, a huge sr. sto. nino shrine...we are really talking here a big/huge shrine of each... etc.. bible stories hehe. love you cebu from cebuana... :cheers:

I heard sa news that a feasibility study will be conducted this year for a planned railway system from Carcar upto the north. Headed by Cebu City South district congressman Tony Cuenco where he already talked to some Chinese investors in China to invest for the said proposed railway system. Cuenco also clarified that this study is different from Gullas' proposed LRT/MRT...

according sa akong source bai, dili pa daw feasible ang MRT/LRT dri sa cebu... duol man gud kaayo atong mga commercial centers... mas maayo pa ug ang rail system kay inter city/municipality daw.. from minglanilla to consolacion... running along south highway padung sa north... pero ok ra pud kung ila gyud idayon ang rail ug ang MRT kay boon ma na cya for commuters... nya good for cebu's infrastructure ug business... ang losing side kay naa sa magimplement ani nga project... unya basig mo-reklamo ang uban transport groups ani.... need further study ni cya....

Yeah, Busay is a mountain barangay in Cebu City. There are also restaurants and some viewing decks there.. :)

This is good news at least to prevent squatter encroachment in the entire zone.

Yup, yup there were plans of hiring a "professional management company" to manage the said property but I'm not sure if it's going to push through.
As of now, the city gov't. is the one managing it through an appointed manager (Nigel Paul Villarete).

Sony Square opens at Metro Ayala
Sony Philippines opened its eighth Sony Square store in the Philippines at the Appliance Department on the fourth floor of Metro Gaisano Ayala.
"We started opening Sony Squares in the Philippines last year and they have been successful in making it very easy for customers to experience Sony products," said Hiroaki Kobayashi, Sony Philippines president and chief executive officer.

Wellness Revo 2006 to tap kiddie market
The second year of Cebu's Wellness Revolution Exhibit will introduce another market segment for wellnes industry players, tapping the children to be active in wellness activities starting at an early age.
The wellness Revo set on June 29 to July 2 at the Ayala Center, will now involve children to appreciate wellness, as it has set a dedicated time to offer wellness activities for kids.
"Inspired by the turnout of participating young children with enthusiastic parents in last year's Wellness Revo, we have set aside one-day to offer wellness activities for kids, dubbed "Wellness Just For Kids or [WJ4K] segment," said organizer Jodie Soontit of Perspective Coaching Company Limited (PCCL).
Also, she said that the exhibition this year has evolved from offering services that encourage wellness lifestyle from inside and out, not only for the adults but also for the children.
"The WJ4K event is designed to introduce wellness habits for kids during their formative years. This will empower kids to live a well-based, active lifestyle," she added.
On July 4 (Sunday) children will be able to explore a fun learning for wellness, as interactive program complete with an activity clinic, obstacle run, and other gimmicks and attractions will be offered to them.
Industries that will be participating in the four-day show include the Spas, personal care companies, physical fitness, detoxification activities, food and beverage, medical wellness, and other service and product speacialists.
"The exhibit will revolve around a focused concept of "look good, feel good, and be good." It will be in a zen-like setting with natural elements around the exhibit area to promote well-being," Soontit said in a press conference.
Welness revo, she added, is organized to further promote Cebu as the Wellness Mecca in the Philippines, and present the public with a high-impact, interactive wellness and lifestyle events that promote the key characteristics and components of a well-balanced, active lifestyle.
About 48 exhibitors will be joining the exhibit, majority of them are from Cebu, while others are from Manila.
Many factors contribute to wellness-living a clean environment, eating organic food, engaging in physical exercise,balance between career, family and relationship and spiritual development.
All these aspects will be showcased during the show, to introduce the fullness of well being, not just of feeling good, looking good, but significantly being good.

Call center companies are encouraging Cebu to develop facilities to spur the "night economy" to support the lifestyle of the growing call center agent population.
People Support Philippines president Bong Borja said one of the problems encountered by call centers in Cebu is the lack of available facilities to cater to the needs of the thousands of call center agents working in the unholy hours.
He said the recruitment problems have already been resolved as companies have developed ways to effectively pool call center agents. However, the inactive night-economy in Cebu remains to be a problem.
Call center staff getting off during the unholy hours like dawn or midnight have nowhere to go to unwind due to Cebu's lack of 24-hour retail stores, fast foods, coffee shops, restobars, among others.
Although, the former "The Village" located inside the Cebu Asia Town IT Park is now being reconstructed by Cebu Holdings Incorporated into a 24-hour commercial complex, designed to cater to the needs of the call center agents, it may not be enough to accommodate the entire call center agent population. PeopleSupport alone is targeting to employ over 2,000 call center agents in Cebu by end of this year, gearing up to add 1,000 more in 2007.
CHI president Rene D. Almendras earlier said that there is a huge market for the night economy in Cebu, as call centers are expanding their respective operations here.
The investment of the 24-hour commercial establishment is based on a study made by CHI showing strong demand for call center agents for lifestyle facilities during nighttime.
The establishment, Almendras said will not only house resto-bars, coffee shops, but a whole segment of lifestyle products and services, that are mostly missed by the call center agents while they are at work wide awake, while half of the world is sleeping.
On the other hand, call center companies lamented over the land-ownership policies in the country, which at present prohibit foreigners from owning properties. Borja, together with Western Wats Philippines president Chris S. Mangelson said these policies should be reviewed to attract more business process outsourcing (BPO) investments in the country, and encourage existing multinational companies (MNCs) to expand their operations here.
They said it's hard for the MNCs to consider extensive expansion here because they cannot own lands, and construct their own facilities.
If they insist on expanding, they still have to look for a building developer to build for them.
Capitol to hold bidding for building renovation
The Cebu provincial government is set to hold the bidding for the P5.96-million contract for the repair and improvement of the Capitol main building and its compound.
The local Bids and Awards Committee for Infrastructure projects slated the issuance of bidding documents for July 7 and the pre-bid conference for July 12. The receipt and opening of bids is scheduled on July 24.
Provincial engineer in-charge Eulogio Pelayre yesterday said there is no need for Capitol employees holding office in the main building to vacate as the scope of works only includes repainting, improvement of the door and window panels and refurbishing of the comfort rooms and floor.
The contract also includes groundwork for the repair of the Capitol's perimeter fence.
The fund to be used for the said repair works is already appropriated under the capital outlay in the 2006 annual budget for building improvements, according to Pelayre.
Under the invitation for eligibility and to bid posted in the Capitol website, the deadline for submission of eligibility requirements shall be today, after which notice of results of eligibility check shall be issued on July 6.

THE winning buyer of Block 10 – a 46,345-square-meter area in the Cebu City North Reclamation Area – has allowed the city government to use the lot for two more years to give time for city-owned facilities in the lot to transfer elsewhere.
For this reason, the city council has asked for an allocation from the city’s general funds to pay for the lot’s real property taxes for those two years, even though it would be the duty of the buyer – Robinson’s Land Corp. – to pay for the tax after the deed of sale was signed.
“Considering that the city will have the beneficial use of the property during the said two year period, the city assumes to pay realty taxes thereon,” said Councilor Jose Daluz, who authored the proposal to allocate the funds, which the council approved yesterday.
This would effectively mean that the city will pay to itself the real property taxes of Block 10, in behalf of Robinson’s Land.
Block 10 currently accommodates the offices of the city police’s Mobile Patrol Group (MPG) and the city government’s Squatters Prevention Encroachment and Elimination Division (SPEED).
The city’s batching plant and an oil depot are also located on the lot. Also yesterday, the city council gave Mayor Tomas Osmeña authority to enter into a contract to sell Block 10 to Robinson’s Land.
Robinson’s Land was the winning bidder of the city auction to sell Block 10. The corporation bid P579.3 million for the property. It paid the city government a down payment of P289.7 million or 50 percent of the agreed amount last April 18, along with the bid documents required by the city.
The other P289.6 million would be paid to the city government when the deed of sale for the property is signed.
But regardless of when the deed of sale would be executed, Robinson’s Land said the city can still use Block 10 for two more years.
But the city council also clarified yesterday that apart from the special arrangement on real property taxes for two years, it would oppose granting any tax exemptions by the city government to Robinson’s Land.
“(This sale) is not one of those instances that is authorized by the city under the Local Government Code (to grant a tax exemption),” said Daluz.

WHEN told that we get half of the foreign tourist arrivals in the country, we think that Cebu is already or going to become Asia’s new tourist haven. We saw a few call centers being put in place and we also think that ICT, which is actually more sophisticated and far removed from a call center business, is the next biggest thing happening or going to happen in Cebu.
Just what do we really want for Cebu? Is it tourism, which is the main topic, along with the retirement industry, in the last IntourPreneur Conference? Is it call center and ICT business? Or is it light industrialization in the nature of the firms that we now see in Mactan's two economic zones?
In the words of Fidel Ramos in his Philippine 2000 Plan, we already know how and what the East Asians and our few successful neighbors in Southeast Asia did in becoming the world’s newly or nearly industrializing countries. It was not just private initiative. It was also the result of government action, which surely was based on the vision of their leaders. If we in Cebu are not getting any guidance from our national leaders, what about from our local leaders?
Let’s face it: for all the dirt that we threw at Ferdinand Marcos, he was not really lacking in vision or left behind by his contemporaries in Asia in seeing what needed to be done to propel the country to higher level of development. To promote industrialization, he formulated one of the first Investment Incentives Act in the region. He was also not behind in building export processing zones, including one in Mactan, after Bataan, which he followed with the more ambitious 3,000-hectare industrial estate in Misamis Oriental. Marcos was also first in seeing the potential of tourism, as shown by his full support to Fonacier in Cebu to put up Cebu Plaza Hotel and beach resorts in Mactan (Tambuli), Dalaguete (Argao Beach Club), and Panglao (Bohol Beach Club).
Marcos, of course, failed to realize his vision for many reasons. Among them was his failure to control the excesses of his own people, including his own and that of her late-blooming but more ambitious wife. Marcos, for example, saw that the country’s monopolists and oligarchs were preventing the country to move forward. He aptly worked for their destruction, only to find his own people replacing them, like Cojuangco in coconut and Benedicto in sugar. In her time, Corazon Aquino did not only return the oligarchs destroyed by Marcos to power, like Lopez of Meralco, she also allowed the rise of new oligarchs around her circle.
Cebu is lacking in natural resources, the reason Legaspi abandoned it in favor of Manila as the center of power of the Spanish colonial government. These days, a place lacking in natural resource is not necessarily disadvantaged. It can compensate for it with abundant skilled labor, strategic location, or enterprising business class to achieve success. Japan, with very limited arable land, is number one proof of this. South Korea is another, having found itself empty of industrial base and natural resources when it was cut off from the North after the Korean War. Closer to us, are Hong Kong and Singapore, which, although only a fraction of Cebu in land area, have many times more in output and export.
Do we know where Cebu is going? I am afraid not. We do not even have a vision. I often heard Joel Mari Yu of the Cebu Investment Promotion talking of Cebu going into light industries and the ICT before. Then he also talked of tourism. Now he adds the retirement and related medical and wellness industries as opportunities that Cebu should focus on next.
I consider Joel Cebu’s Bernardo Villegas in his optimism and ability to see business trends. We also have Cebu Chamber of Commerce and Industry’s Francis Monera now seeing and talking of the same business prospects for Cebu. If what we see, however, are based only on current business trends, nothing lasting will come out of it. This is because business trends, as seen by keen observers like Yu, Villegas, and Monera, are short-term and, therefore, subject to change without notice. What we need to see is the underlying force behind the trend which can be seen be seen only if one thinks long term and strategic.
Look at the industries that we are getting in Mactan. They are here mainly for our cheap labor. That was before China and Vietnam, which have cheaper labor, joined the free world and before India, which is second only to China in population size worldwide, replaced its myopic economic policies with more openness. A few more years and the rest of Indochina – Myanmar, Cambodia and Laos – will do the same thing. Add to this the advent of more and better technology that makes labor only a smaller fraction of the total cost of production and it is not hard to see our newly opened economic zones in mainland Cebu remaining empty for long.
Cebu started together with, if not ahead, of Bali and Phuket in opening to foreign tourists. Look how many they are getting these days. Compared to our 400,000 last year, they count their tourist arrivals by the millions. What is wrong? As Mayor Tommy Osmeña tells us, everything is wrong in the way tourism is done in Cebu. By the way, what happened to the Tourism Master Plan prepared by Hawaiian tourism experts hired by an organization affiliated with the Department of Trade and Industry about ten years ago? Well, who cares?
At about the same time, a Japanese consulting group commissioned by the Regional Development Council in the last days of Lito Osmeña at the Capitol, prepared the Comprehensive Master Development Plan for the province. Not one of the three governors that followed him made use of it.
Where is Cebu going? To more of the same, I am afraid. That is, if our local leaders will not play their role right in strategic planning and in laying out the groundwork for more investments to come into areas where Cebu has a long-term competitive advantage.

Such an article might even lead our leaders to work overtime and address certain issues. As of now, our leaders are currently cleaning up Malapascua Island aside from the fact that some of them are also inviting more hotels to set up shop here. More activities too are being geared up. And with the development of the tourism zones in both the Mandaue Recla and the SRP, then for sure these would generate something. :)
As of now, what I want the provincial government to develop is that wharf in Lapu-Lapu City where people can just pay P10 to ride a ferry crossing Mactan Channel all the way to Cebu City. It's very similar to Hongkong's Star Ferry. If only they could rehabilitate the wharf like do some cleaning up, some repainting, etc..etc.. and also introduce bigger, safer, and cleaner ferries then that would surely be something we could look up to. Also, it would be nice if a promenade in Lapu-Lapu City overlooking Cebu City, like some sort of a boardwalk, would be developed. I went to the Birhen sa Regla Church yesterday and I didn't know that the view towards Cebu City was really awesome. :)

By the way, Gwen was interviewed yesterday on ANC. She narrated her accomplishments over the interview along with her plans and future projects for the province. Very inspiring indeed. She mentioned that the province now has a P2-billion budget surplus.
As of now, the province is bent on recovering properties, that have been left idle, worth billions. One such example of this is the Banilad property which was bidded out for more than P1 billion pesos. Another would be the TESDA property beside Waterfront. Another provincial property beside Chong Hua Hospital is also currently being developed as a new location for "Larsian." At least the road there, currently being occupied by the make-shift stalls will be rehabilitated.

The next most popular destination was Hokkaido, Japan (13 percent), followed by Zhangjiajie, Hunan Province (12.5 percent), Phuket, Thailand (10.4 percent), Western Europe, Guam or Saipan (6.6 percent) and Cebu, Philippines (6.3 percent). CEBU - Ayala Land, Inc. affiliate Cebu Holdings, Inc. has alloted P1 billion to expand the Ayala Center Cebu in the next three years.
Yesterday, the listed company had a groundbreaking ceremony for the five-level building which will start construction next month. Its target completion is March 2007. The expanded building will be operational in the first half of next year.
"This is seen to make a significant impact on the community we serve," Cebu Holdings President Rene D. Almendras said.
But he declined to disclose the breakdown of the P1-billion outlay for Ayala Center Cebu, which is a shopping complex built on a nine-hectare property. It serves as the centerpiece of one of the largest and fully integrated business and commercial centers in Cebu City.
Fifty popular local and international brands will set up shop in the building. It will also hold an entree of digital gadgets from cameras, mobile phones and VOIP-based technologies.
"The new expansion building will boast of contemporary yet sophisticated aesthetics, upscale and the latest furnishings that will not only delight the senses but will make our valued shoppers proud of being part of Ayala Center Cebu," he said.
Chief operating officer Francis O. Monera said the project reiterates the company’s commitment to contribute to improving the Cebuano lifestyle.
"This five-level building will be a place for alternative offerings which will complement those already existing at the mall and is expected to again elevate the standards of Cebu lifestyle shopping. Today marks a ceremony, not only of building with brick and mortar, but of building relationships and enhancing a way of living as well.

Developer Cebu Holdings, Inc. is scheduled to launch today the Phase 2 of Amara, its 46-hectare seaside community in Liloan, Cebu.
Amara, a project of Ayala Land affiliate CHI in partnership with Coastal Highpoint Ventures Inc., is one of the few lighthouse communities in the world. It is located in Barangay Catarman, Liloan.
Phase 2 sits on 6.8 hectares and will consist of 87 lots. It will feature a sports and recreation club and a park with a gazebo and lagoon.
Phase 2 is adjacent to the century-old Bagacay lighthouse, which is operated by the Philippine Coast Guard and was named a national historical landmark last month.
American Governor General Howard Taft declared the property as a reservation in 1903 and today, the lighthouse is deemed one of the few remaining lighthouses that serve an important example of American architecture in the country.

early this year, the board of investments (BOI) predicted investors in 2006 to be bullish, saying the level of investor confidence in central visayas is rising.
BOI cebu extension offfice chief ernesto pintac reported a total of P17.7 billion worth of investment projects in central visayas last year, 90 to 95 percent of which were poured in cebu.
in 2004, the BOI registered only P2.9 billion in investment projects.
last march, pintac said there were already 22 investment leads in the region for the year, three of which are in cebu with an estimated project cost of P1.5 billion to P2 billion.
cebu, with or without BOI incentives, is an attractive place to invest in. the huge demand for services and products in cebu is one reason why investors come, pintac said.
the boost in the region's tourism is one reason there are a good number of investors that will invest in resorts and hotels in cebu, he said.
john joseph mercado, CEO of bigfoot global solutions inc. said cebu's human resource, telecommunications infrastructure adn accessibility made the company choose cebu as an investment location in the country.
bigfoot group of companies, one of the firms that registered for BOI incentives, has invested around $25 million to $30 million since its operation in cebu, he said.
the firm has hired about 600 cebuanos since 2001 and now has a monthly payroll of P10 to P15 million.
according to the national economic and development authority, some P79.14 million worth of planned investments for new ICT projects in cebu and negros oriental were registered with the BOI in 2005.
robust exports also point to the rapid growth of the economy. since 2001, the department of trade and industry saw the value of exports in the region rise. from $2.988 billion in 2001, total exports in the region in 2005 went up to $4.713 billion.
from 2001, the electronic sector remained the top exporter, with its share rising from 37.5 percent in 2001 to 39.02 percent last year.

ummmmmmmm, nothing wrong with the article. :) I even liked it. Also, it's just an opinion column in Cebu Daily News and not a blind attack or whatsoever.
Such an article might even lead our leaders to work overtime and address certain issues. As of now, our leaders are currently cleaning up Malapascua Island aside from the fact that some of them are also inviting more hotels to set up shop here. More activities too are being geared up. And with the development of the tourism zones in both the Mandaue Recla and the SRP, then for sure these would generate something. :)
As of now, what I want the provincial government to develop is that wharf in Lapu-Lapu City where people can just pay P10 to ride a ferry crossing Mactan Channel all the way to Cebu City. It's very similar to Hongkong's Star Ferry. If only they could rehabilitate the wharf like do some cleaning up, some repainting, etc..etc.. and also introduce bigger, safer, and cleaner ferries then that would surely be something we could look up to. Also, it would be nice if a promenade in Lapu-Lapu City overlooking Cebu City, like some sort of a boardwalk, would be developed. I went to the Birhen sa Regla Church yesterday and I didn't know that the view towards Cebu City was really awesome. :)

By the way, Gwen was interviewed yesterday on ANC. She narrated her accomplishments over the interview along with her plans and future projects for the province. Very inspiring indeed. She mentioned that the province now has a P2-billion budget surplus.
As of now, the province is bent on recovering properties, that have been left idle, worth billions. One such example of this is the Banilad property which was bidded out for more than P1 billion pesos. Another would be the TESDA property beside Waterfront. Another provincial property beside Chong Hua Hospital is also currently being developed as a new location for "Larsian." At least the road there, currently being occupied by the make-shift stalls will be rehabilitated.
yeah, the ferry-boats crossing mactan channel could really make good use of a facelift...i agree that it indeed has potential for becoming a tourist attraction...i tried taking it once when i went to opon church, the ride was great, and you'll get a chance to see a lot of cebu from the harbor...i even urge my classmates from lapu-lapu to take the ferry when going home...

the island could become the prime getaway in asia, but investment is needed to improve its capacity to recieve tourists.
Cebu could become the next major tourist destination in asia-and not just for leisure tourism, which cebu is already known for-but for business and educational tourism as well. on top of that, the island is also said to have the potential to become a place like hollywood.
however, cebu will still have some way to go to become the primary getaway fo foreign tourists.
at the recently concluded tourism congress held at the waterfront cebu city hotel and casino, government officials and officers from the business sector said cebu has everything it takes to be at the top of the destination list of world-class travellers.
with its pristine beaches, rich cultural heritage and a variety of interesting spots, the island can very well compete with other asian countries like thailand, indonesia and singapore in attracting more tourists to the region.
to do this however, rosvi gaetos, head of the department of tourism team japan, stressed that the island has to develop its capability and capacity in handling the increasing demands of the travel industry.
cebu, she pointed out, should upgrade its existing hotels, professionalize frontline services and improve its road networks, ensuring the comfort of visitors.
to be able to cater to different kinds of tourists, gaetos added, cebu needs to build more budget hotels, cultural hotels and boutique hotels. the lack of room supply in the island prevents travel agents from bringing more tourists in, she explained.
althought the island has already attracted many guests, especially the japanes, for its fabulous beaches and mouth-watering fruits, it can still increase the number by preparing additional packages and enhancing the existing tour itineraries, the DOT official said.
gaetos said the island can hope for the increase in japanese tourists in the year ahead, though, since philippine airlines is planning to reopen direct flights from the different cities in japan to the mactan-cebu international airport.
but if cebu enhances its potentials in the filmmaking industry, not only the japanese will be heading to the airport in mactan, but also the americans, among others who will be coming over to have their film projects done by cebuanos.
matt lubetich, chief operating officer of bigfoot ent., ltd., a filmmaking company, believes cebu can play a very good role in the international film and entertainment industry.
aside from its good location, he said, the island has competent people who can do films of world-class quality.
he said the cebuano filmmakers are as competent as their counterparts in asia and even in hollywood. there are already several tv commercials and even some international films, he revealed, that are proudly made in cebu by the locals.
if direct flights are going to be opened fro LA to cebu, lubetich stressed, the tourism and film industry in the city is definitely going to shine.
he added that cebu has the potential to become the 21st century telecommunication hub in asia.
the cebuanos mastery in the english language is also drawing foreign businessmen to consider the island as an ideal location to put up branches. call centers are invading the cebu market, employing thousands of cebuanos, who can speak english like they do.
ivic mueco, senior site director of convergys chose cebu for its visayas branch because this is where a large pool of college-educated poeple come from. she added that because of the support of the education department, cebu is now an emerging educational hub in the visayas and mindanao.
this status, she explained, can improve the tourism industry in the island.
mueco said the community should not underestimate the many graduates from nursing, engineering or commerce who end up working in call centers but should be proud of them for their proficiency and mastery of the business language.
the optimism and positive projections for the future of cebu abound. to turn all these to reality, gaetos said, it is never too early to plan for the next move.

WHEN told that we get half of the foreign tourist arrivals in the country, we think that Cebu is already or going to become Asia’s new tourist haven. We saw a few call centers being put in place and we also think that ICT, which is actually more sophisticated and far removed from a call center business, is the next biggest thing happening or going to happen in Cebu.
Just what do we really want for Cebu? Is it tourism, which is the main topic, along with the retirement industry, in the last IntourPreneur Conference? Is it call center and ICT business? Or is it light industrialization in the nature of the firms that we now see in Mactan's two economic zones?
In the words of Fidel Ramos in his Philippine 2000 Plan, we already know how and what the East Asians and our few successful neighbors in Southeast Asia did in becoming the world’s newly or nearly industrializing countries. It was not just private initiative. It was also the result of government action, which surely was based on the vision of their leaders. If we in Cebu are not getting any guidance from our national leaders, what about from our local leaders?
Let’s face it: for all the dirt that we threw at Ferdinand Marcos, he was not really lacking in vision or left behind by his contemporaries in Asia in seeing what needed to be done to propel the country to higher level of development. To promote industrialization, he formulated one of the first Investment Incentives Act in the region. He was also not behind in building export processing zones, including one in Mactan, after Bataan, which he followed with the more ambitious 3,000-hectare industrial estate in Misamis Oriental. Marcos was also first in seeing the potential of tourism, as shown by his full support to Fonacier in Cebu to put up Cebu Plaza Hotel and beach resorts in Mactan (Tambuli), Dalaguete (Argao Beach Club), and Panglao (Bohol Beach Club).
Marcos, of course, failed to realize his vision for many reasons. Among them was his failure to control the excesses of his own people, including his own and that of her late-blooming but more ambitious wife. Marcos, for example, saw that the country’s monopolists and oligarchs were preventing the country to move forward. He aptly worked for their destruction, only to find his own people replacing them, like Cojuangco in coconut and Benedicto in sugar. In her time, Corazon Aquino did not only return the oligarchs destroyed by Marcos to power, like Lopez of Meralco, she also allowed the rise of new oligarchs around her circle.
Cebu is lacking in natural resources, the reason Legaspi abandoned it in favor of Manila as the center of power of the Spanish colonial government. These days, a place lacking in natural resource is not necessarily disadvantaged. It can compensate for it with abundant skilled labor, strategic location, or enterprising business class to achieve success. Japan, with very limited arable land, is number one proof of this. South Korea is another, having found itself empty of industrial base and natural resources when it was cut off from the North after the Korean War. Closer to us, are Hong Kong and Singapore, which, although only a fraction of Cebu in land area, have many times more in output and export.
Do we know where Cebu is going? I am afraid not. We do not even have a vision. I often heard Joel Mari Yu of the Cebu Investment Promotion talking of Cebu going into light industries and the ICT before. Then he also talked of tourism. Now he adds the retirement and related medical and wellness industries as opportunities that Cebu should focus on next.
I consider Joel Cebu’s Bernardo Villegas in his optimism and ability to see business trends. We also have Cebu Chamber of Commerce and Industry’s Francis Monera now seeing and talking of the same business prospects for Cebu. If what we see, however, are based only on current business trends, nothing lasting will come out of it. This is because business trends, as seen by keen observers like Yu, Villegas, and Monera, are short-term and, therefore, subject to change without notice. What we need to see is the underlying force behind the trend which can be seen be seen only if one thinks long term and strategic.
Look at the industries that we are getting in Mactan. They are here mainly for our cheap labor. That was before China and Vietnam, which have cheaper labor, joined the free world and before India, which is second only to China in population size worldwide, replaced its myopic economic policies with more openness. A few more years and the rest of Indochina – Myanmar, Cambodia and Laos – will do the same thing. Add to this the advent of more and better technology that makes labor only a smaller fraction of the total cost of production and it is not hard to see our newly opened economic zones in mainland Cebu remaining empty for long.
Cebu started together with, if not ahead, of Bali and Phuket in opening to foreign tourists. Look how many they are getting these days. Compared to our 400,000 last year, they count their tourist arrivals by the millions. What is wrong? As Mayor Tommy Osmeña tells us, everything is wrong in the way tourism is done in Cebu. By the way, what happened to the Tourism Master Plan prepared by Hawaiian tourism experts hired by an organization affiliated with the Department of Trade and Industry about ten years ago? Well, who cares?
At about the same time, a Japanese consulting group commissioned by the Regional Development Council in the last days of Lito Osmeña at the Capitol, prepared the Comprehensive Master Development Plan for the province. Not one of the three governors that followed him made use of it.
Where is Cebu going? To more of the same, I am afraid. That is, if our local leaders will not play their role right in strategic planning and in laying out the groundwork for more investments to come into areas where Cebu has a long-term competitive advantage.

im not sure if these are renderings of SRP.. it only says its a project of Construction and Development Corporation of the Philippines.. but if you look closely at the 2nd rendering it looks so much like SRP.. it must be a portion of Kawit Point plus the white sand beach of Pond F.. also those 2 structures at the upper right corner has similar designs with Sugbo and the unfinished Senior Citizen bldgs.. must be govt. bldgs..

I'm living in Auckland now and although the skyline is quite better compared to Cebu, there's always nothing better and no place like home. I have a friend who lives near Marco Polo Plaza Hotel (she has a great view of Cebu City) and everytime I go to visit her, I am just amazed at how quickly Cebu has grown over the last five years. I'm hoping Cebu will be in for more development projects. What is the latest anway?

The soon-to-rise five-level mega-complex, with 6,000 square meter area for lease, will be the shopping haven for the upper class shoppers, as it will be accommodating an impressive array of premium shops.
About 50 more popular local and international brands will open their respective shops in Cebu in the first quarter of 2007, which is expected to fill in what is lacking in Cebu.
ACC's developer Cebu Holdings Inc. (CHI) has allocated around P1 billion investment for the entire mall's expansion and renovations.
"This five-level mall expansion is only the start of a series of developments to happen in Ayala Center in the next three-and-a-half years," CHI president and chief executive officer (CEO) Jose Rene D. Almendras said during yesterday's project ground breaking.
Rustan's Supermarket will be the anchor supermarket store in the mall's annex building. It will also open its second Fresh Supermarket in the area.
Ayala Center's Rustan's Fresh Supermarket would be a bigger supermarket compared to the newly opened outlet in Banawa. Rustan's Supermarket-Ayala will be situated in a 2,000 square-meter floor area.
According to Almendras, Cebu is now ready to accommodate premium or high-end signature brands, in fact, this kind of retail segment is what's lacking in Cebu as of this time.
"Cebu has become the primary destination in Visayas and Mindanao, and the international gateway. This is our way of filling up the gap," Almendras said.
The mega-complex will also create a special zone for technology products and services. This zone will bring in technology to a very convenient level, and the whole convergence of technology products and services will be offered in this zone, he said.
In over 10 years of operating its shopping mall in Cebu, this is the first time that CHI invested on a major expansion project for the mall.
According to Almendras, the existing four-story ACC and 300 available commercial spaces is "technically-full", which has made it difficult for the mall to accept interested tenants. Besides, he said Cebu needs more signature shops for the growing number of sophisticated consumer-base as well the tourists.
CHI ended the year 2005 with a sweeping 30 percent net income growth to P117.3 million from previous year's P90.6 million. ACC is one of the biggest revenue contributors of this publicly listed firm.
Beginning this year, Almendras said earlier that CHI will strengthen its retail rental portfolio by 17 percent or an additional 13, 500 square meters of space at ACC.
Almendras added that with CHI's position as the first real estate company in the Philippines to have gotten a triple certification for ISO, ACC's consumers will expect enhanced service standards.
"We must make sure that we do not cause inconvenience to the shoppers," Almendras adding that the mall has currently implemented new sets of standards to further pamper mall shoppers.
The construction of the new building will be done by Makati Development Corporation (MDC).

Despite an increase in the value-added tax and the successive oil price increases, the Central Visayas economy fared “relatively well” in the first quarter of 2006, a report submitted to the Regional Development Council (RDC) said.
Construction, tourism and exports did well in the first three months, but figures for retail trade and transportation dipped.
Consumer spending for low-end, non-food commodities slowed down, while retailers of high-end products that cater to tourists and upper- and middle-income consumers enjoyed rising sales.
About 159,000 jobs were generated between the first quarter of 2005 and the first quarter of 2006, bringing down the unemployment rate in Central Visayas to 11 percent.
The Central Visayas Regional Economic Situationer of the National Economic Development Authority (Neda) 7 said that the construction of houses was “brisk” and the Sinulog Festival early this year drew many tourists.
Industrial exports also performed well.
“An improvement in the performance of the regional economy, which started in the first quarter of the year, is expected to continue in the remaining quarters,” the Neda report said.
The outlook remains positive for investments and tourism, considering major events lined up such as the Association of Southeast Asian Nations summit in Cebu this December.
But the report also identified several challenges for the Central Visayan economy to grow further. These include the need to bridge “the digital gap” between urban and rural areas, as well as the “glitches” in available infrastructure for the information and communications technology sector.
Fuel is also a pressing concern. “There is a need for government to seriously pursue initiatives to promote alternative sources of fuel,” the report added.
Due to the rise in oil prices, flights and ship calls in the region in the first quarter were lower compared to figures in the same period last year.
The report was presented during the full council meeting of the RDC in Tagbilaran City, Bohol last Friday.
However, the situationer is not meant to replace the Regional Income Account, which is the official estimate of the regional economic performance for a certain period.
Housing
A high demand for houses triggered growth in the construction industry from January to March.
Preliminary data from the National Statistics Office (NSO) showed that the value of construction projects in Cebu has already exceeded P1 billion. The figure was based on approved building permits.
In Siquijor, construction projects reached some P11.5 million, about 20 percent higher than the value of construction projects in the province during the first quarter of 2005.
The number of housing projects funded by the Home Development and Mutual Fund (HDMF) was up in the first quarter, another indicator that constructions were brisk during the period.
The reduction of documentary requirements, lowered interest rates and the shorter processing time have contributed to the increased HDMF-funded projects.
Houses built and financed under the HDMF in the first quarter of 2006 were valued at P444 million, exceeding the target for the period by 14 percent.
Bohol met its housing output target for the first quarter, while Oriental Negros exceeded its target by 5 percent.
Tourism
Another good performer was tourism, with both Cebu and Oriental Negros reporting an increase in the number of visitors.
Bohol experienced a visitor arrival slowdown, most likely because of the suspension of fastcraft services to the province.
The number of flights at the Mactan Cebu International Airport decreased by 15 percent, mainly because of the reduction of trips by domestic airlines coping with higher fuel costs.
However, international flights steadily posted slight increases in the last three years.
The increase in domestic and international passenger traffic could be due to promotion of tourism and discounted fares.
Positive growth rates were seen in Central Visayas’ exports in the first quarters of 2004, 2005 and 2006, but the report warned of “lesser earnings in the months ahead as the full impact of the appreciation of the peso sinks in.”
Exports
The export of industrial goods in the first quarter was better than that of last year. The improvement could be because of the global demand for electronics and the strengthening of the peso, which allowed manufacturers to import raw materials at low cost.
The export of electrical equipment, electronics, steel and metal products and vehicle and machinery parts posted high growth rates during the first quarter.
Information technology and its enabled services also performed relatively well, as it landed in the top 10 export products of Central Visayas for the first time.
Due to a stronger peso, the export of consumer goods, food and food products, resource based products and traditional goods posted slower growth in earnings than last year.
“The strengthening of the peso made the region’s export products, particularly those with 100 percent of its raw materials sourced locally, more expensive in the world market and therefore less competitive,” the report stated.

i favor the idea of the old spanish galleon. i once boarded one in barcelona and another one in cannes (france). they were rebuilt to actual size as a tourist attraction. would be great to see a copy docked at cebu SRP`s for good too. would surely attract loads of tourists ! especially since magellan ended his "world tour" here.

THE close-to-a-billion-peso expansion of Ayala Center Cebu (ACC) has commenced with a ground-breaking last Saturday at the site where a five-story building will stand next year.
“This is only the beginning of more things to happen—a series of developments in three to four years in ACC,” Cebu Holdings Inc. (CHI) president Rene Almendras said during the event.
The new building will stand beside ACC, on the site where the public utility jeepney (PUJ) terminal used to be. The terminal has been transferred to an adjacent lot.
Almendras said the 2,000-square meter building, which will be constructed by the Ayala group of companies construction arm, Makati Development Corp., will have 6,000 square meters of leasable area that can hold about 50 tenants.
He said Cebu can expect something new at the megacomplex—which is how the new building will be known—as some popular local and international brands in the retail industry are expected to come to Cebu.
The mall will also have a “special zone” for information technology, where digital gadgets, such as cameras, cellular phones, personal digital assistants and voice over Internet protocol-based technologies, will be showcased.
The needs of “fashionistas” will also be catered with an “A-list” of power products like Levis, Nike Women, Sisley and Guess Accessories, among others.
“The new expansion building will boast of contemporary yet sophisticated aesthetics, upscale and the latest furnishings that will not only delight the senses but will make our valued shoppers proud of being part of ACC, an Ayala mall,” Almendras said.
In a separate interview, Department of Tourism 7 Director Aurora Patria Roa said the signature products for shopping is one of the factors that would attract Japanese women to Cebu.
“Japanese women love to shop for signature goods but we lack these in Cebu,” she said.
Meanwhile, Almendras said Rustan’s Supermarket will occupy the mega-complex’s entire ground floor. The structure has additional basement floor solely for parking.
CHI, an affiliate of Ayala Land Inc., will also reconstruct the two-hectare lagoon area into “a green environment outside where people can gather,” he said.
“It’s not just about land development. It is a lifestyle concept. It would be different from what is already there but will complement (the current environment),” Almendras said.

Kepco Philippines Corp. (Kephilco) has tapped the Export-Import Bank of Korea to finance a large portion of the cost for the construction of the 200-megawatt (MW) coal-fired power plant in Naga, Cebu, a ranking company official said.
Kephilco general manager for business development Rolando Bacani said the $200-million project will be financed through a combination of equity and loan.
The loan component of the financing requirement for the project, he said, would likely be done through a syndicated loan where bulk will come from Korea Eximbank.
Korea Eximbank is an official export credit agency providing comprehensive export credit and project finance to support Korean enterprises in conducting business internationally. Since its establishment in 1976, the bank has endeavored to facilitate the development of the national economy and enhance economic cooperation with foreign countries as a financial catalyst.
The company has commissioned Citibank N.A. as the financial advisor for the loan exercise.
Last week, Kephilco and its partner Salcon Power Corp. signed a memorandum of agreement (MOA) with the National Power Corp. (Napocor) and the National Transmission Corp. (TransCo) to ensure the smooth implementation of the project.
"It’s a cooperative agreement wherein TransCo will provide ancillary services to the power facility. Kepco wants to ensure that they will have steady transmission line before the project starts," TransCo president Alan T. Ortiz said.
Napocor, on the other hand, will extend assistance in looking for off-takers for the merchant plant.
"All help will be extended by the signatories in the MOA on a needed basis," Bacani pointed out.
Bacani said the MOA will provide some level of confidence to Kepco to start the project.
The project is expected to start this October and will be operational in three years time or by 2009, in time for the surge in demand in the Visayas.

(Cebu City to Lapu-Lapu City)
Basic ferry fare is only P10 plus terminal fee of P1 for a direct link to Lapu-Lapu City. Compare this with riding a jeepney (21B from Cebu City up to Mandaue City, then ride again another jeep from Mandaue to Lapu-Lapu).
In just 15 minutes (more or less), you can get to Lapu-Lapu City compared with an average of 40-45 minutes via the jeepneys (starting from Jones Ave.)
There's so much improvement to be done however (like the cleanliness of the port, upgrading of some of the facilities including the ferries, etc.) and if indeed the authorities will bank on this kind of transportation system, this will surely be a hit among tourists just like Hongkong's Star Ferry. It's inexpensive plus it offers a complete view of the city.

- The wharf leads directly to the Birhen sa Regla Church. It badly needs improvement though. I hope the authorities can realize its potential among tourists. A little landscaping, concreting of pavement or layering it with bricks, and generally improving the background will really help. :horse:

yeah, it would really be similar to HK's Star Ferry if they will upgrade the port (at least by cleaning and beautifying it) and upgrade the ferries too..
I saw a double-decked ferry (second floor is open air) but it was just docked beside the Metro Ferry terminal. I'm not sure if they're using it.
ishtefh_03 July 3rd, 2006, 04:54 PM hi guys!!! im back in manila na, and i enjoyed my 3-day stay at cebu, nakakabitin nga lng and i haven't got the chance to meet with you guys... we went to badian kase taga dun ang lola ko, tapos punta kame ng kawasan falls, punta rin sana kame ng malapascua, kaso di na tuloy, tapos delayed pa ang flight pauwi dapat 3pm naging 8pm!!! kaasar ung cebu pacific na yan... di ko tuloy napasukan ung 5-9 class ko ng design... pics will be posted soon...

you would really need more time ishtef if you wanna go to Kawasan, Malapascua, etc..etc.. There's even something you missed! Pescador Island in Moalboal, it's a great diving spot.
Badian is in the extreme south, Malapascua on the other hand is in the extreme north.

ahh okay.. Anyway, Malapascua would have been far more better. What I don't like in Kawasan are the man-made structures that were built near the falls. They shouldn't have allowed it in order to maintain a natural appeal to its surroundings, or they should have built it from afar.

Vice Guv worried on completion of CICC

Vice Governor Gregorio Sanchez is now worried over the completion of the Cebu International Convention Center (CICC), which hosts the 12th Association of Southeast Asian Nations Summit in December.
Sanchez yesterday expressed doubts on having the CICC rise in time for the summit, citing government bureaucracy that ties down some construction works.
He said the two-week period for the erection of structural steels of the project is the most crucial factor in deciding whether they should seek exemption on pertinent procurement rules from the Commission on Audit.
With barely four months more to go before the CICC's completion by the first week of November, Sanchez said the contractor was set to start working on two shifts with a total 16 hours a day starting yesterday.
The vice governor called for an urgent meeting with members of the Bids and Awards Committee for Infrastructure Projects (BAC-Infra), CICC project designer Manuel Guanzon, and CICC Project Monitoring Office head Apollo Enriquez in his office yesterday afternoon over the matter. Enriquez is also the Capitol consultant on infrastructure and development.
For one, the vice governor was worried as to why there has been no single column or structural steel erected so far.
There is also the problem on having the CICC superstructure be awarded to the same contractor, WT Construction, Inc., as the law stipulates that contiguous project can only be awarded to the contractor of the substructure as long as there is no negative slippage, and that the superstructure does not exceed the contract price of the substructure.
If Capitol will comply with this rule, there is only P59 million left for the CICC superstructure contract price, according to Sanchez. Capitol set aside P100 million for the CICC substructure but WT quoted the lowest bid at P84.5 million for the first phase of the project.
Although Governor Gwendolyn Garcia is set to finish the project within the P250 million budget, Sanchez said the estimated project cost for CICC's new design is P375 million, thus there is a need to pass a supplemental budget of P120 million for it.
The procurement rules also delayed the awarding of the contracts for planning, electrical, air conditioning and plumbing, and the electrical and mechanical works have yet to be awarded, which tied down the construction works further.
WT has already reportedly spent around P150 million for both the substructure and superstructure works despite the lack of contract for the superstructure, and wanted to collect at least P50 million from its bill for the purchase of mechanical equipment, whose delivery would normally last for three months.
"This is a project that doesn't make any time extension. This is a very abnormal project in that time of completion is really critical. Every activity should be guarded," he said.
Although there has been no problem on the physical completion of the project, Sanchez said what hampers the operation are the pertinent documents that have to be accomplished so the contractor could proceed with the works.

Mayor wants Cebu City to be most livable in Asia

Mayor Tomas Osmeña dreams of making Cebu the most livable city in Asia someday, and with improvements in the delivery of basic services, the city is well on its way to reaching that dream, he said.
In his State of the City Address yesterday, Os-meña admitted the City is faced with several problems but developments at the South Reclamation Project (SRP) and the increase in tax collection is helping City Hall cope.
Although delays in the titling of the SRP caused financial problems for the City Government, basic services, including health and education, did not suffer, he said.

Osmeña reported to the City Council that the SRP will soon bear fruit as they are finalizing the sale of 20 hectares and the lease of another 20 hectares.
He also reported a 13 percent increase in tax collection from January to May this year compared with the same period in 2005.
In the first five months this year, the City has already collected P1.25 billion or 50 percent of its P2.5-billion expected income for the year.
The amount is 13 percent higher than the collection for the same period last year, which was only P925 million.
“The 13 percent is a consolation, but it’s not enough. I repeat the directive I issued in last year’s State of the City Address: we need to run after those who do not pay their tax obligations,” he said in his inaugural address.
Osmeña delivered a 16-minute speech before the City Council, department heads, barangay captains, police officials and city employees during the inaugural session.
He also rallied city officials and the public into working together to make the Asean summit in December a successful and peaceful event, and to make Cebu a livable city.
“Yes, despite the problems, Cebu City is moving forward. Like the proverbial old man and his mountain, we must all continue to help flatten the mountain. Little by little, much sooner than later, we will reach our dream of making Cebu City the most livable city in Asia,” the mayor said.
In his address, Osmeña also called for transparency in all the departments and offices at City Hall.
Apart from reporting the City’s achievements in the past year, Osmeña also used his address to remind the city officials and the employees of their tasks during the Association of Southeast Asian Nations (Asean) summit in December.
Showcase
While the summit will give the City much “headache,” he said it is also an opportunity to showcase Cebu and spur its business and tourism development.
Aside from the revenue increase, Osmeña also reported improvements in education and health services, as well as environmental protection and preservation programs.
Among the developments and improvements, he said, are:
* Reduction in the infant mortality rate from 17.55 percent in 2001 to 6.96 in 2005;
* Full immunization of 91 percent of children below one year old while 91.4 percent of live births are within normal birth rate;
* Medical care for some 44,603 individuals and services for 11,962 patients confined at the “problematic” Cebu City Medical Center;
* Retraining of 70 percent of the City’s public school teachers and training of almost all teachers in English proficiency; and
* Allocation of P180 million for school building and repair programs;
Green city
“But perhaps the most surprising development is in the field of environment. We are becoming a green city... and there is a marked improvement in our garbage collection,” he said.
Osmeña added that the composting and other waste recovery programs in the barangays continue to attract visitors from within and outside the country.
The City’s environmental program was also awarded recently by the Department of Environment and Natural Resources (DENR) for mobilizing the participation of communities in enforcing environmental laws.
Also during the third inaugural session of the 10th Sangguniang Panlungsod, Vice Mayor Michael Rama urged the councilors to help the council become a highly professional legislative institution, “and to formulate measures that are consistent with times and geared towards efficient and effective governance.”

Cost overruns and red tape may put the Cebu International Convention Center (CICC) in a bind and Vice Gov. Gregorio Sanchez fears the facility will not be completed in time for the Asean Summit in December.
The entire project might cost the Provincial Government a total of P375 million instead of P250 million, as provided in the supplemental budget passed in 2003 yet and which has been carried for the project that started last March.
The amount is 50 percent higher than the original budget.
Architect Manuel Guanzon earlier said the P250 million was a rough estimate, covering only the structure’s shell, while the P375-million estimate includes landscaping, furnishing, interiors and utilities.
Guanzon has also said that the CICC will be finished by October.
Sanchez told reporters yesterday that from 100 percent, his “level of confidence” for the project has gone down to 60 percent.
“I fear that government bureaucracy will hamper the project’s completion,” he said.
Main venue
The CICC at the Mandaue City Reclamation Area is the main venue for the gathering of the officials from the 10-member Association of Southeast Asian Nations (Asean) and their invited counterparts from China, Japan, Australia and New Zealand, among others.
Sanchez had to leave as presiding officer of yesterday’s Provincial Board session to attend a “very critical” meeting with the consultants, architect Manuel Guanzon and members of the bids and awards committee.
He said they are having problems with the procurement process and the paperwork for the project because of the limitations and government rules that need to be followed.
Sanchez, also a civil engineer, said Capitol is allowed to award the construction of the superstructure to the same contractor because it is ahead of its schedule for the completion of the substructure.
But he said there is a limitation to this because the law also provides that the amount of the next project must not exceed the amount of the preceding project.
In the case of the CICC, the amount of the superstructure is more than the substructure, which was undertaken by WT Construction.
Nevertheless, the contractor will still start putting up the columns within the week.
In the implementation schedule for the CICC, the work on the superstructure was set to start on June 30.
The substructure is worth P59 million and the Provincial Government is considering allowing the contractor to work within that amount for the superstructure.
The remaining works might be done after a regular bidding or they might get exemptions from the Commission on Audit, Sanchez said.
Another possible cause of the delay is the mechanical, plumbing and electrical contracts as these are yet to be awarded.
Sanchez said they are speeding up the paperwork for the project because this is an “abnormal project” that has no time for extension.
“That’s why every activity needs to be guarded,” he said.
Materials
Sanchez also revealed that they might pass a supplemental budget for the project because he believes it would go beyond the P250-million budget.
Sanchez said WT Construction is collecting an initial amount of P50 million from the Provincial Government.
He revealed that the contractor has already spent some P150 million as it has started purchasing materials for the superstructure.
Meanwhile, the Regional Development Council (RDC) sent another follow-up letter to the National Housing Authority (NHA) to request for the immediate release of the funds for the P100- million Paradise Island medium-rise housing (MRH) project in Mandaue City.
RDC’s Regional Project Monitoring Committee (RPMC), which is tasked to monitor the implementation of foreign-funded and critical projects in the region, saw the urgency of implementing and completing the housing project before the Asean summit in December.
Request
“The 1st Mandaue-Mactan Bridge is a major ceremonial route for the Asean heads of state. The area beneath the bridge should be cleared and families resettled to the medium-rise housing before the staging of the summit,” said National Economic and Development Authority 7 Director Marlene CA Rodriguez, who is also the RPMC chairperson, in a letter dated June 27 to NHA General Manager Federico Laxa.
Rodriguez also stated that they sent their first request to Laxa last May 26 but, until now, they have not received any communication from him.
Last month, Mayor Thadeo Ouano also wrote Laxa, threatening to initiate legal measures against NHA officials should they use the funds, originally intended for the housing project in Mandaue City, for other purposes.
He also asked President Arroyo’s intervention for the immediate release of the project’s budget.
The MRH project, consisting of two five-story buildings that will be put up in a nearby City-owned lot in Barangay Looc, can accommodate 208 of the families living under the first Mandaue-Mactan bridge. The rest of the 200 households will be accommodated in the community mortgage program in Barangay Paknaan. (MBG/ROV)

5 IT companies to set up in Cebu
No final sale was made of any South Reclamation Project (SRP) lot in Japan last week but the Cebu Investments Promotion Center (CIPC) was successful in getting five IT companies to expand in Cebu.
Cebu City Mayor Tomas Osmeña said, though, that his recent trip to Japan with CIPC officials was still “good” since some companies expressed their interest in SRP, including a retirement home facility and manufacturing companies.
CIPC managing director Joel Mari Yu said the six-day investments tour last week had immediate results for Cebu’s Information Technology (IT) industry.
Five Japan-based IT companies will locate to Cebu before December, Yu told Sun.Star Cebu.
Although all five are high-end software programming companies, they have minimum manpower requirement and will only need 50 to 100 IT experts each.
As much as they want to bring the IT companies to locate at the SRP, Yu said they cannot do so yet since its owners prefer to operate in IT parks and IT buildings.
“That’s why we’re encouraging local investors to put up an IT building at the SRP because we can easily fill that up. Right now we have nothing there that’s why we can’t bring the IT companies to operate there,” Yu said in a phone interview.
Orix Corp., a large Japanese firm involved in infrastructure projects, is also interested in the expansion and operations of international airports in the country.
It already proposed a project to expand the facilities at the Mactan-Cebu International Airport, but this still has to be discussed by various stakeholders, Yu said.
In his news conference last Monday, Osmeña said he is optimistic that one of the biggest hospital and retirement facilities in Japan will consider putting up similar facilities at the SRP.
The president of Aoikai Medical Group is interested to expand in Cebu, Yu said, but the company is still looking into the legal issues that may affect their operations here.
“The trip was good. We met with owners of several companies particularly a group that’s interested to put up a hospital and retirement facility here, possibly in our SRP. What’s interesting is many small companies in Japan that are considered leaders and innovators are coming to Cebu to take a look at our situation,” Osmeña said.
On Friday, representatives of Bellnet Co. will arrive in Cebu to check possible expansion sites here.
Other Japan-based companies that will operate here before the year ends are ISFNET, Sahara Systems, Data Applications Co. Ltd. and Cybertech Co.
Yu said they are aggressive in inviting small companies because they can easily provide the manpower it needs.
“This is a golden opportunity for Cebu to be able to show their capability,” he said, adding that the five companies may further expand their operations after the trial period. (LCR)

This is what Philippine Franchising Association (PFA) president Robert Trota said in one of the press conferences on the successful InTourPreneur 2006 Franchising Conference held at the Waterfront Cebu City Hotel.
"The companies here are continually doing business despite political challenges. Cebu, in general, is doing well because you do not allow yourself to become affected by political bickering," said Trota, president of Max’s Restaurant.
He said that there have been talks among businessmen that Cebu is a good testing ground. "If you make it here, you can make it anywhere."

anyway, there's already an existing apron which is bigger than the MCIAA apron (currently being used by the Airforce). So I guess there really is no need to construct another one. The money is better well spent on renovating the terminal itself.

A private group on Tuesday showed their financial backing for a P1.9-billion development project on a provincial government lot in Barangay Banilad, Cebu City.
The submission of the document will signal the start of a three-week negotiation for the contract between the Fifth Avenue Property Development Corporation and the Capitol.
The company plans to develop the 2.4-hectare lot along Archbishop Reyes Avenue, which was formerly occupied by the Cebu International School (CIS).
Fifth Avenue presented to the Capitol's Economic Enterprise Committee (EEC) a US$36-million bank guarantee from the Hong Kong office of the Development Bank of Singapore (DBS).
The document shows that the bank is willing to finance Fifth Avenue's P1.9-billion project.
Capitol consultant Pablo John Garcia said the EEC would check if the certification is authentic.
He said there is no question about the reputation of DBS.
The consortium, formerly named Philippine Beijing Motors Corp., won the bidding to develop the former CIS lot in Banilad.
After winning the bidding, EEC agreed to give the consortium enough time to prove its capabilities to develop the lot.
“This puts to rest all doubts on the capabilities of the consortium,” said Pablo John on the legitimacy of the documents. /Reporter Dale Israel

CEBU CITY – A group of Japanese businessmen has expressed interest to put up a hospital or a retirement facility at the South Reclamation Project (SRP) here.
Cebu City Mayor Tomas Osmena said such plan was signified by the Japanese businessmen during his week-long visit to Japan to market the reclamation project.
Osmena said these prospective investors have visited Cebu several times but have not been to the SRP.
During his State of the City Address (Soca) on Monday, Osmena said, the city government was working on development projects that were expected to enhance the marketability of the SRP, now titled in the name of the city government.
The mayor said an investor is buying 20-hectare of about 300-hectare reclamation project for the establishment of a container van manufacturing company, while another investor is also leasing 20-hectare of reclaimed lot.
The city is now focusing on development works to improve the SRP’s marketability. The development works include the establishment of a 1.4-kilometer beach and boardwalk in Pond F, and the completion of Phase 1 of the Senior Citizens Building.
Osmena said the establishment of amenities that include electricity, water and internal road network is also now in progress. The development works would be made parallel to the marketing of the reclaimed lots, he said.
The mayor made presentations with several companies in Japan.
”Many small companies that are doing new things in Japan are coming to Cebu to take a look at our situation because historically, we attract big investors. Now, we also wanted to attract the smaller companies that are doing some innovations in certain fields,” he said.
Osmena said at least five to six of these smaller companies, whom he referred to as “innovators”, have expressed interest on the SRP.
He said another Japanese firm is hiring skilled retirees to work for them on-line. It now has at least 1,000 employees.
”These are the companies that we need to bring to Cebu instead of just focusing on those bigger companies,” he said.
Joel Yu, head of the Cebu Investment promotions Center (CIPC), accompanied Osmena to Japan to the week-long visit to Japan that ended last July 1.

By the way, the small triangular lot infront of Parklane (where the heavy equipments were parked) is being cleared, as in it's totally clean as if preparing for something else. I hope this would still be a part of Parklane Hotel so that at least it can be landscaped. A fountain would sit perfectly in it. :)

but i was wondering arnold why they didnt do something with those electrical wires and concrete posts right outside the hotel's facade.. they could have at least remove those posts and redirect the wires prior to the construction of the hotel..

I think it's VECO's problem already Marvin but I hope Parklane can still coordinate with the company to fix those lines.
Mind you bai, Globelines is already underground in that area. I can still remember the horrible traffic when they made those diggings at the intersection.
Regarding the meet, sa Cebu City Forums (cebucity.gov.ph), nag-invite sila.. text u nlang kung unsa..

Their first option kay sa rooftop sa city hall annex building pero ingon si Mr. Villarete nga didto nalang daw sa SRP sa sugbu building.
