July 6th, 2006, 05:33 AM City police's 'text-a-crime' receives positive feedback The Freeman 07/06/2006 On the first day of the "text-a-crime" project yesterday, the operations section of the Cebu City Police Office already received at least 20 messages before lunchtime on rugby boys sighted in different barangays, on drug pushers peddling marijuana and shabu, and on a suspected cybersex den in the northern part of Cebu. But while the launch of mobile phone number 09214931616 as police text line was successful, it has already been used by unscrupulous texters who either feed wrong information just to make fun, ask for free load or would just want to have a textmate. "Atong hangyuon ang atong komunidad nga dili magbugal-bugal sa atong text line kay para man ni nila," acting city police chief Melvin Gayotin said. The text line also received numerous congratulatory notes and compliments from city residents. These text messages were sent not only by residents of Cebu City but also those from Talisay City, reportedly. Text messages sent by Talisay City residents were then passed on to the concerned police unit. Gayotin was elated on the development of the said program, saying that the response of the community will be of tremendous help to the police in the improvement of their services. Text messages received are immediately referred to the concerned police station for verification. If fed information is found positive, then police action will be facilitated, Gayotin said. He added he would want the city council to discuss on a reward system for credible informants able to give information that would lead to the arrest of criminals. Gayotin revealed he is eyeing on storing in a database the profiles of frequent and reliable informants. These informants would then serve the purpose of assisting the police in acting to information sent by a questionable source. - Edwin Ian Melecio Sinjin P. July 6th, 2006, 05:35 AM Mandaue awaits release of loan The Freeman 07/06/2006 Mandaue City is waiting for the Development Bank of the Philippines to put together the particulars of a P410 million loan, a loan that would be used to start Phase II of the unfinished new public market located at the back of the Mandaue City Cultural and Sports Complex. In January last year, the city entered into a memorandum of agreement with Rosal Infrastructure Builders for the construction of Phase 1 of the public market for P93.8 million. It was finished last year. This phase of the project covers the drive piling and the assembly of columns and beams. On the other hand, Phase II covers the construction of the city market structure and other facilities and amenities. All stores would be on the ground floor while the parking area will be on the second level. Three years ago, the old public market caught fire that spread to the St. Joseph Academy and the National Shrine of St. Joseph. Since then, market stalls have been lining up along B. This after the Cebu City council yesterday approved on third and final reading the renaming of the 295-hectare South Reclamation Project into the South Road Properties. A proposed ordinance sponsored by councilor Edgardo Labella, chairman of the council committee on laws and ordinance, wants to rename the property to give such an identity of being a legitimate business area ready for investors. The committees on laws and ordinance as well as on tourism, cultural communities, historical affairs and street naming already moved for its approval citing that " just as the right to name a child rests in the parents, a city has the right to give an appropriate name for its creation." Joey Daluz, vice chairman of the committee on laws and ordinance, said Cebu city has the full power to name the South Reclamation Project to South Road Properties. Section 22 of the Local Government Code of 1991 pointed out that "LGUs shall enjoy full autonomy in the exercise of their propriety functions and in the management of their economic enterprises, subject to the limitations." "We find no legal impediment to name the completed South Reclamation Project as South Road properties. The local government code contains no provision as regards to naming of reclaimed lands," Daluz said in his report. For Arsenio Pacaña, chairman of the committee on tourism, cultural communities, historical affairs and street naming, the proposed renaming is considered timely and of vital importance because it enables the city to register the name with the Department of Trade and Industry and the Securities and Exchange Commission. - Garry B. July 6th, 2006, 05:47 AM Citom seeks to clear city’s sidewalks Cebu Daily News Last updated 10:59am (Mla time) 07/06/2006 THE CEBU City Traffic Office Management (Citom) board of directors has recommended the removal of all vendor stalls and other obstructions that have encroached sidewalks in the city. The board, through a resolution passed June 7, asked the city council to act on their request. A copy of the resolution was included in the agenda for yesterday’s city council session. But the legislative body merely noted the receipt of the request. The council, however, created an adhoc committee to study the situation of ambulant and sidewalk vendors in different parts of the city. Councilor Edgar Labella said the study would guide the city government on how to address sidewalk vending. While vendors need to earn a livelihood, several complaints have also reached the attention of the city government about road obstruction caused by sidewalk vending. “The reported mushrooming of the illegal sidewalk trade and business has allegedly contributed to the obstruction of streets which factored the spilling of pedestrian traffic into the roads, thereby affecting public safety, health and, by extension, peace and order,” said Labella's resolution. The Citom board members singled out obstructions along Kamagong St., B. Rodriguez St., and Colon St. Because of encroachments, “the sidewalks could no longer serve their purpose,” the resolution read. Mayor Tomas Osmeña said in earlier interviews that he was willing to “tolerate” the presence of sidewalk vendors, especially in the absence of complaints from nearby commercial establishments. Bongcac Cebu Daily News Last updated 10:59am (Mla time) 07/06/2006 The Cebu City Council yesterday agreed to grant financial aid to 56 families squatting along MacArthur Boulevard who are expected to lose their homes when the construction of the South Coastal Road (SCR) subway begins. The 56 families are among the 101 currently occupying shanties in the area, where part of segment 3 B-2 of the SCR would be built, said Councilor Nestor Archival. Archival, chairman of the committee on housing, said the 45 other families have agreed to move into government relocations sites in Tac-an in barangay Budlaan. He said that it was agreed in a recent meeting with City Administrator Francisco Fernandez and representatives from the Department of Public Works and Highways (DPWH), that the city government would allocate funds as a “disturbance fee” for the 56 families. Last June 28, Archival submitted to the city council a draft resolution asking for the allocation of P280,000 for the disturbance fees – P5, 000 to each of the affected families. However, the approval of the resolution was deferred after Councilor Gabriel Leyson brought to his attention the availability of P100 million, which the national government had set aside for an urban renewal program. Leyson said city funds could be saved if Archival was able to convince DPWH to allocate a portion of the national funds for the displaced families. In yesterday's session, Archival told the council that the funding for urban renewal was only to be used for expropriations for the road-right-of-way and to compensate the owners of buildings affected by development projects. “Allocations for the vendors and urban poor could not be charged from the funding,” he said. The city government would have to spend for the transfer of the affected families, he said. For the second time, Archival yesterday sought the council's approval of his resolution, which proposed for the allocation of Pagcor funds for the release of disturbance fees to affected families. “The Local Housing Board passed a resolution dated May 16, 2006 approving the recommendation of the Department for the Welfare of the Urban Poor to extend financial assistance to these 56 affected families,” read his approved resolution. Sinjin P. July 6th, 2006, 05:51 AM Vice governor: Palace’s help not needed By Dale G. Israel Cebu Daily News Last updated 10:59am (Mla time) 07/06/2006 VICE Gov. Gregorio Sanchez Jr. yesterday said it was unnecessary to “go to extremes” of seeking the help of Malacañang in the bidding problems of the second phase of the Cebu International Convention Center (CICC). Sanchez said the Capitol could use alternative processes stipulated in the Government Procurement Act or Republic Act 9184, so that the CICC's superstructure could be awarded immediately to WT Construction. He stressed that the Capitol could still do away with the usual bidding process without violating RA 9184. Sanchez disagreed with Roy Ursal, Commission on Audit Central Visayas (COA-7) legal and adjudication officer, who earlier said that the superstructure of the CICC should be bidded out as a separate contract. If the Capitol failed to do so, the project might just be further delayed because some aggrieved contractors might question the procedure. Ursal said the Capitol could try to ask the help of President Gloria Macapagal-Arroyo for some “modifications to the rules should it insist on shortening the lengthy procurement process.” Sanchez, however, disagreed. “He (Ursal) should also study procurement laws,” said Sanchez. The vice governor maintained that RA 9184's Implementing Rules and Regulations (IRR) allows the Capitol to complete the project without having to go through bidding. He said, however, that any help from the Palace would be welcomed by the Capitol. The Capitol might seek President Gloria Macapagal-Arroyo's help if worse comes to worst, Sanchez said, but it hasn't come to that yet. Based on the IRR, Sanchez enumerated five ways the Capitol could award the contract for the CICC's superstructure to the contractor of its substructure: One was when the new work was adjacent or contiguous to an ongoing infrastructure project, and provided that the original contract was the result of a competitive bidding. Sanchez said the IRR also guarantees contiguity if the second project was related to or similar to the first project's scope of work. The IRR also allows the bidding process to be skipped if “it is within the contracting capacity of the contractor, the contractor is using the same prices or lower prices, and the amount involved does not exceed the amount of the ongoing project. Sanchez explained that the last provision could cover the entire approved budget for the contract (ABC) which was P250 million and not just the P59 million for the substructure. With the P59 million already spent, the Capitol is left with P191 million for the superstructure, which could be awarded to WT Construction through a “negotiated agreement.” Anticipating excess funds from the ABC, he said that some other works and supplies could be procured separately through the normal bidding process. Some of the materials for the construction, including the structural steel could also be purchased through “direct contracting” of goods, Sanchez said. He said it was a “single source procurement method that does not require elaborate bidding documents.” He said that the specifications of the needed steel could only be supplied by a sole firm. Meanwhile, at the construction site, Sanchez said that hopes were high that the project would be finished on time. He said that he went to the site to personally supervise the erection of the building's columns. The construction works, he said, was still well within the target dates. If this trend continues, Sanchez said construction would be finished five days before the Nov. 15 deadline. Sinjin P. (CHI). The Ayala-affiliate company recently announced that about 50 percent of the lots have been purchased in the second phase of Amara, a premiere seaside residential community located in Barangay Catarman, Liloan, Cebu, approximately 18 kilometers from the city. “Taking a similar turn as the first phase of seaside residential development, Amara Phase 2 ignited an enthusiastic response from the market upon its launch over the weekend,” the statement reads. Amara, a joint development project of CHI and Coastal Highpoint Ventures Inc. (CHVI), broke sales records during the launch of its first phase October last year. Phase 2 has a total development area of 6.8 hectares with 87 lots, which include bluff, premium seaview, promontory and parola lots. It will also feature a Sports and Recreation Club with a basketball court, badminton courts, a fitness gym and a beach volleyball court. Gazebos and a lagoon ideal for yoga, taichi and other meditation and relaxation exercises will also be installed. Phase 2 is adjacent to the century-old Bagacay lighthouse, a national historical landmark operated by the Philippine Coast Guard. Osmeña (07/03/2006) Vice Mayor Michael Rama, Honorable Members of the City Council, Honored Guests, Ladies and Gentlemen: To avoid listening to all the disturbances in Manila, I have set the agenda to let us focus here in Cebu, I do not regret that decision and I appreciate everyone’s cooperation and it’s because of that that I think we’re doing much better. Undistracted by the problems in Manila, you are able to keep our agenda together, we’re self-sufficient now and more dynamic. It’s hard to believe that one-half of the tourists that go to the Philippines come to Cebu, one of 7,000 islands. We are now, as many of you might not have realized it, becoming the backbone of this economy. Our city government, as we are here and immersed with our problems, we do have many problems. Our bureaucracy is a lot to be desired; we also face financial problems and we all know this is primarily caused by the delay in the titling of the South Reclamation Project. Nonetheless, our basic services, we were able to maintain. And last March, we are also able to pay our P250 Million peso of the lean amortization ahead of schedule. Now that we have secured the title to the South Reclamation Project, we are now in the process of installing basic amenities such as electricity, water, and internal road network. The Mambaling access road is operational and we have completed Phase I of the Senior Citizen’s Building. Soon to rise is the 1.4 Kilometer sand beach and baywalk. The famous POND A will also become a recreation sports park for all of us and the public of Cebu City to enjoy. In a short, while the South Reclamation Project will become the South Road Properties, We are finalizing the list of around 20 hectares and the sale of another 20 hectares. The SRP will develop much faster than what everyone expects. ASEAN SUMMIT We all know this coming December, we are faced with a major challenge, a major headache, a major crisis, also a major opportunity. The ASEAN Summit will be such a major burden to the city. But this is also a chance for us to use this as an opportunity to expose the city to the whole world. So our primary responsibility will be the international media. And that’s what we volunteered for but this is an investment because, as you know, just to buy a one-page ad in a Tokyo newspaper will consume the entire budget of some of our commissions here in the city. So for promotional purposes, we might as well take advantage of the media that is flying to Cebu and many of you will be given special assignments to develop interpersonal relationships with some 2,000 international media members coming from Japan alone, we are expecting 300 high-level media members to accompany the new, new meaning that is not yet installed, Japan will have a new Prime Minister by then, and will be accompanied by approximately 300 Japanese media. And we’ll focus on the Japanese and Korean media. So, we are also going to do our share in the maintenance of peace and order. We are already holding dialogues, even right after this meeting, I will be conducting a dialogue with Barangay Carreta, and we have to teach them values preventive strategies to see to it that we will be able to maintain peace and order. We are now in the process of purchasing vehicles and additional equipment and provide general assistance for the police and other security personnel. One point that I would like to interject is simply this: we have never been through a situation like this in the past so it is very difficult for us to draw up a detailed estimate of where our expenses would be. And that is why in the Supplemental Budget, I just put a lump sum to give us the maximum flexibility. Unlike other events like the Sinulog where we already have a historical data and is much easier for us to draw up a budget and anticipate the kind of expenses we will incur. But when we have so many people coming here in Cebu, I am almost sure that there will be many major items that we have overlooked that we will have to respond to overnight. The idea here is to maintain mobility, maintain a tremendous amount of flexibility in the bureaucracy and we have to be ready for any contingency that might occur including any violent contingencies. Related to the ASEAN Summit, we are also going to be using the Gotiaco building and the city-owned condominium to be improved to accommodate hundreds of security personnel who are coming here in Cebu. In cooperation with the Cebu Port Authority, we will also be expanding Serging Osmeña Blvd. and developing the North Reclamation Area. We will also tap the private sector to help in the rehabilitation of different parks including the Fuente Osmeña. There are many developments, and I have directed our Department Heads and Chairpersons of our various committees to immediately open their annual and semi-annual reports to the media and other stakeholders because transparency should always be a major part of this administration. Now, let me cite some interesting developments: REVENUES: Our revenues increased by 13% compared to the same period last year. The 13% is a consolation, but not enough. I have given the directive that I issued in the last year’s state of the city address that we need to run after those who did not pay their tax obligations. And I am very, very forceful about this because it is not fair to put the burden on revenues on those who want to pay and those who don’t want to pay will get away with it. So, for the first time in history, the Cebu Port Authority, for example, they finally paid and compromised settlement of 120 Million Pesos. But there is still a number who are not paying. I directed the City Treasurer’s Office to hasten its clean-up of records, simplify procedures, and intensify collections. Interesting enough, our abattoir has increased its revenues as well as our markets. And I am really personally surprised that Pardo Market qualified for a 500,000 prize for being one of the Five Most Outstanding Markets in the Country. The Ramos Market has partially reopened and is expected to fully reopen this month. There is also a marked improvement in our abattoir and the Taboan Market. But we still have a long way to go but I think I am satisfied with the progress that’s been made in those areas. HEALTH There is a significant reduction in our Mortality Rate. In 2001, when I came back as Mayor, our rate then was 17.55 but is lowered down to 6.96 in the year 2005. Major health problems identified are addressed through preventive strategies, such as immunization. 91% of children below 1 year old are fully immunized, 91.4% of live births are within normal birth rate. Our contingency programs against dengue, SARS, and Bird Flu are very much in place. As a matter of fact, we may be the only city who is capable of handling the SARS problems all over the Philippines. Even our problematic Cebu City Medical Center had a total admission of 11, 962 patients and attended to 44, 603 underprivileged individuals in 2005. EDUCATION Our three-year program to improve the quality of public education, because this is one area that we found out last year that, not only Cebu but the entire Philippines, is way, way behind. So we have put very special emphasis on this. So the quality of our education is improved. Now in its second year, we managed to re-train 70% of our teaching force in collaboration with the University of the Philippines-Cebu, the Grade 1 and 2 teachers have been trained of new concepts of teaching our children reading and comprehension skills called literacy-numeracy. Aside from this, we have set out to improve our teachers’ command of the English language. Just this summer, we sent almost all of our teachers to English enhancement seminars. This school year, we have managed to bring down to 40 student to classroom ratio of seven of our largest high schools in the city. This is in preparation to eventually converting them to science high schools. In 2006, the School Board with the City’s support will be spending P 140 million pesos in the new school building construction. This is addition to another P40 Million pesos on classroom repairs. ENVIRONMENT But perhaps the most surprising development is in the environment. We are becoming a green city. Our composting and waste recovery programs in a number of barangays continue to gather visitors from within and even outside the Philippines. Our CESET program was recently awarded by DENR for mobilizing the participation of communities in enforcing environmental laws. There is a marked improvement in our garbage collection. It is also interesting to note that starting August, our pilot project in Inayawan will begin to produce cheap electricity from garbage. The electricity produced will be around 2.80 pesos per kilowatt hour, around 40 percent of what we currently pay for our electricity today. That is 60% discount compared to commercial rate. More interesting is that before the end of this year, we hope to install a very innovative air-conditioning system, of which the innovation that they will do in city hall will be the first model of its kind in the Philippines. What is going to happen here is that we will be harnessing the waste heat of the power plant in Ermita to power our air-conditioning for the city hall. We will be using the latest application of the Lithium Bromide technology. To put in simple terms, the cost of our air-conditioning will be reduced from P 2,400 per hour in City Hall to less than P 500 per hour. That is 80% savings in our air-conditioning cost. CONCLUSION Despite all the problems, Cebu City is moving forward. Like the proverbial old man and his mountain, we must all continue to help flatten the mountain. Make it useful for everyone. Thank You very much. gee July 6th, 2006, 08:38 AM Parking in a livable city By Joeber Bersales Cebu Daily News Last updated 11:53am (Mla time) 07/06/2006 Mayor Tomas Osmeña has his work cut out for him as he continues to actualize his long-held dream of making Cebu City the most livable in Asia. The signs that he is succeeding somewhat are there, of course. One can point, for example, to a lot of things in common between Cebu City and Singapore, perhaps the most livable city in Asia today. Both cities are dotted with acacia and narra trees lining the streets and thoroughfares. Admittedly, though, the trees fare better in Singapore, where electric cables have long been buried underground allowing for robust growth minus the constant pruning by Veco and the blackening effect of diesel fumes from vehicles. But Singapore, on the other hand, has lost its mountains owing to the numerous reclamation projects it carried out during the past 20 years, while Cebu City still has so much of its mountains intact despite the South Reclamation Project. Like Lee Kuan Yew, I certainly see the genuine desire in the mayor to leave a lasting legacy to a city that has largely seen so much change in its physical makeup during his first three terms as mayor back in the as-yet unstrained Osmeña-Garcia tandem of the 1990s. After all, did we not boast of having the most modern computer-aided traffic system in the country then? It was also Mayor Tom who began widening the thoroughfares of the city, opening up new roads where there were none and planting the national tree, as well as mahogany, in almost every street of the city. To him also came the vision of a reclamation project in the south to complement the northern one bequeathed by his late father to the city. Yet all these and more notwithstanding, I’m afraid the mayor is up against one of the most pervasive problems of our culture, i.e., the Filipino tendency to privatize public space. You see this menace at work everyday as you drive to work or school: cars parked overnight in streets or avenues where they hinder traffic or passengers riding on or alighting from jeepeneys or taxis wherever they place, unmindful of the inconvenience this brings to everyone else. Even shop owners and residents do their thing. Along narrow Junquera Street, for example, as one approaches the intersection with R.R. Landon from F. Ramos, there are shops that have claimed portions of the street to themselves, proudly proclaiming their frontage as parking space for their customers. Where you see a “No Stopping” or “No Parking” sign, you are likely to see the opposite obtaining. This inability to distinguish public from private space extends to the way Filipinos deal with garbage but I shall concentrate here on the problem of road ethics and courtesy. Whether you live in Villa Leyson, a private low-cost housing subdivision in Barangay Bacayan, or in the high-end Santo Niño Village in Barangay Banilad, you are equally likely to see cars parked overnight on main streets. Apparently, this attitude supersedes one’s economic position in society. Whether with a lowly tricycle, a surplus multicab or a brand-new Mitusbishi Pajero, roads built for public conveyance become private carports for people who have no regard for the duties and responsibilities inherent in attaining citizenship in the modern world. In Singapore, I was quite surprised to learn that “Theory of Driving” is a required course in all high schools! There is even a thick textbook that goes with it, with the final exams serving as basis for the issuance of a driver’s license. Talk about desperation, but I sincerely think that since Mayor Tom has been legally challenged in the clamping of cars illegally parked on busy streets of Cebu City, perhaps forcing every high school student to learn about road ethics and the public character of streets may be one way to contribute to a more livable city. I think it's not yet too congested/dangerous for a flyover to be installed immediately. That area there needs a flyover not traffic lights that will only slowdown vehicle flow. Also considering that it's very near the airport where vehicles are moving fast. If MCIA aims to be world class then roads leading to it should be good enough. According to Cebu Holdings Inc. (CHI) president and chief executive officer Jose Rene D. Almendras, Cebu would soon be home to fashion and technology premium-brand retail shops once ACC's five-level mega-complex is completed in the first quarter of next year. "Cebu has become the primary destination in the Visayas and Mindanao, and is the international gateway. This is our way of filling up the gap," said Almendras during the groundbreaking last Friday. Around 50 more popular local and international well-known brands, which are not yet available in Cebu, will open its respective shops in the 6,000-square meter lease area of the extension mall. CHI, which operates Ayala Center Cebu, has allocated around P1 billion in investment for the entire mall's facilities and enhancements. Governor Gwendolyn Garcia and Department of Foreign Affairs Secretary Alberto Romulo, who also heads the national organizing committee of the ASEAN Summit, told reporters about the impressions of the president. "Good, good, good", was reportedly Arroyo's comment on the construction of the P250 million structure that Garcia said is already 42.03 percent completed. Archt. Manuel Guanzon, who did the design changes, was also present during the inspection. "I'm convinced that Cebu can deliver...I am impressed with the decisiveness of the Governor and she is a good executive and she knows what she's doing," Romulo said. "We can beat the schedule with the help of everybody," Guanzon told Arroyo. Arroyo and members of the cabinet also applauded Garcia when she assured them that the structure would be completed in time for the summit. The President is also reportedly impressed by presentation of the facilities once the structure is completed. As of yesterday, 44 steel beam columns were already put up after only two days of work on this part of the construction. The remaining 142 more columns will be reportedly put up in the next 30 days. Garcia told reporters yesterday that car manufacturer BMW has promised to lend at least 50 luxury cars for the heads of state to use during the summit. Likewise, Secretary Rolando Andaya Jr. of the Department of Budget and Management has also reportedly assured to release the budget for the widening of roads and beautification of the airports. National Organizing Committee secretary-general Marciano Paynor said, road infrastructure projects must be done two months before the summit this December to avoid redundancy of costs. "Kasi when they start the projects now, there is a tendency that during the summit itself, lubak-lubak na yong daan. Aside from this, Roderos said that the police patrol cars will be placed at the Uniwide building located just a few meters from the CICC. This will serve as the motorpool. Meanwhile, Cebu City Councilor Procopio Fernandez, chairman of the committee on police and public safety, said the city will soon get an additional 250 PNP personnel as part of augmentation force in preparation for the summit. Fernandez, who also sits as vice-chairman of the Police Coordinating and Advisory Council, said that they have passed a resolution recommending a P1,000 allowance for each of the 250 policemen every month. Fernandez is also encouraging the barangay captains to accommodate the policemen in their barangay halls during their stay in Cebu. Last month, the Cebu City council approved the second supplemental budget amounting to P222.8 million. Part of which will be spent for preparations for the summit. Under the agreement Cebu province will construct the building on the 38,136 square-meter-lot provided by the city. The lot is valued at P457,632,000 while the building costs P250 million. CICC architect Manuel Guanzon informed the President that as of last Thursday, they have erected 44 out of the 186 columns. All the columns will be in place in 30 days, instead of 45, and Guanzon assured the President, “We can finish on schedule with everybody’s help.” “Good, good, good! Congratulations!” replied the President, who made her first visit since work on the CICC began in Mandaue City. Cebu Gov. Gwendolyn Garcia also assured the President that the project will be finished in time for the Association of Southeast Asian Nations (Asean) summit in December, “as a testament to the Cebuanos’ capacity to deliver on time.” As he congratulated local officials, Ambassador Marciano Paynor also advised them to link up the management of the CICC with an international convention group, to gain international exposure for the facility. She also attended a briefing about the Asean summit preparations, but no mention was made of any possible procurement problems for the CICC. The Provincial Government has decided to use alternative modes of procurement for the structural steel, elevator, escalator and air-conditioning unit, to meet the target completion date. Wait for it Shortly after President Arroyo left the construction site, the task force on security for the Asean, headed by Deputy Director General Isidro Lapeña, also arrived. They wanted to visit a possible site for their rear command post near the CICC, as well as the parking area for over 200 patrol cars that will soon be dispatched to Cebu for the Asean activities. Paynor, who heads the Philippine national organizing committee for the Asean, assured reporters yesterday that there are funds for Asean-related infrastructure projects in Cebu, but their actual work will start “closer to the date of the summit.” During his brief meeting with Mandaue City officials yesterday, Paynor explained that the road repair will be done sometime September or October yet, so that during the summit, the roads would still look new. If the road projects were done now, there would be a need for some repainting and minor repairs as the summit draws closer and that would mean additional expenses. “Your job is to ensure that the area outside the CICC is well-maintained. You have done more than your part,” Paynor told Mandaue City Mayor Thadeo Ouano and the other city officials yesterday. Group work Although politics cannot be entirely avoided, Paynor reminded them that each local government has its own participation and yet, the Asean preparation is a “group effort.” He warned them that problems are expected to come up even up until the last foreign guest leaves the country. Although the concerned local government units can choose the management team for the CICC, Paynor advised them to tie it up with an international convention center group so it would attract the foreign market. “In the end, you’ll gain from it,” Paynor said. As for the Asean budget, Paynor said it is being taken partly from government savings and partly from other sources. While there is already a budget for the Asean-related infrastructure in Cebu, the ambassador could still not ascertain how much exactly it would be. “We don’t know the exact budget because there are a lot of budgetary needs that were not considered before,” said Paynor. Security He said there are “extraneous problems” that are being considered, like the informal settlers who would be affected by these infrastructure projects. Meanwhile, Lapeña, accompanied by officials from the Police Regional Office 7, also visited the CICC and the unfinished Uniwide building nearby. The task force on security is eyeing on the unfinished building as a possible parking space for the patrol cars for the Asean, which will be arriving in Cebu soon. Ouano told them that he will still discuss this matter with businessman Carlos Co, who is leasing the property from the City Government. Ramos THOUGH CEBU HAS long been recognized as a certified tourism magnet in the region, it seems that tourism services still leave much to be desired if one goes by the negative opinions about a few frontliners in the industry. Despite the heavy presence of Japanese tourists in Cebu for the past couple of decades, feedback from this market indicated that they find Japanese-speaking guides in Cebu not much to their liking, perhaps due to some perceived cultural differences. According to Rosvi Gaetos, head of DOT’s Team Japan, Japanese visitors find such local guides somewhat unfit for their job due to several factors such as over-familiarity with the Japanese guests, spottiness in service standards, usage of street-speak Japanese lingo, and a lacking of crisis management skills. She explained that Japanese visitors did not appreciate friendly gestures of the guides such as pats on the back and other bodily contact. These were deemed off-putting by guests who probably expected a more formal interaction with their guides. In fact, Gaetos added, “Many Japanese visitors were also surprised and turned off at the crude language used by the guides as it was quite unfit for the situation on hand.” Guides were also seen as being caught in a fix during crisis situations, implying their inability to handle emergencies or contingencies. Gaetos spoke during the whole-day Tourism Congress, one of the seven conferences held during the InTourPreneur 2006 (Information and Communications Technology, Tourism, Entrepreneurship) event held as part of Cebu Business Month (CBM). “There is a need for sensitivity for the guides towards their guests. Services have to be meaningful and personalized in order to communicate and touch base more effectively,” she stressed. To remedy the problem, the said a seminar would be held in Cebu sometime in to update guides on their Japanese language proficiency, situational and industry skills. She expressed optimism that the seminar, the first of its kind in the country, would go a long way in upgrading industry professionalism and ironing out the kinks in the communication process between the guides and the tourists. The view from the guides According to Rafael Tura, past president of the Cebu Association of Tour Guides (CAT-G), the observations were valid. He agreed that some guides needed further training, adding that he was already aware of the shortcomings. He knows many Japanese visitors are offended by the casual way they are addressed, especially when sign language is resorted to. “This is why I am happy when several guides agreed to attend this event upon my invitation. I wanted them to see for themselves the problems in the industry so we could come up with some possible solutions,” Tura informed What’s On & Expat in an exclusive interview. Teresa Ang, immediate past president of CAT-G, urged tour operators to choose the best guides in their team to create a positive impression on Japanese tourists and avoid misunderstandings or misinterpretations. “There are many of us who can do a better job. The tour operators could have contacted the better members in the industry who are more experienced. And it was the DOT (Department of Tourism) which trained us how to speak Japanese,” she told What’s On & Expat. While she said she has known of the negative feedback for some time, she believed that it was unfair to lump the entire CAT-G as incompetent. She said many members conduct themselves professionally. However, she admitted that she did not know the exact number of licensed and unlicensed guides because licenses are renewed on a yearly basis by the local government unit. Recently, however, the DOT offered itself as the licensing and accreditation arm for tour guides to ensure that standards are met. But according to Dulce Rivera, another CAT-G past president, there are a number of Japanese tourists who do welcome friendly and affectionate gestures. She believes these are repeat visitors who have grown accustomed to local customs and culture. Cultural differences For her part, Regional Director Dawnie Roa has admitted that her office has offered basic and advanced Japanese lessons for the tour guides on a regular basis. The catch, though, is that her staff learned the language from some tour guides themselves, and may not be aware certain words and gestures are inappropriate, especially among fist-time visitors and a market described as “elite.” “While we thought we were already advanced, it is not so. We realized our mistakes and will try to remedy them. But I believe that this is merely due to cultural differences wherein the informal approach has not jibed with the expectations of the Japanese,” she revealed during the open forum. She said guides mean no harm by being familiar and believed it expressed the warm attitude of the locals which, unfortunately, clashes with the gentility Japanese tourists expect. Roa welcomed the proposed training seminar in October so it could stress the importance of cultural sensitivity to tour guides. Expats air pluses, minuses on Cebu, RP By Richard A. Ramos LONG-STAYING EXPATS based in Cebu and Manila voiced their opinions and experiences, as well as their countries’ perceptions on Cebu and the Philippines in hopes of raising the level of awareness among the locals and improving the country’s image as a viable tourism destination. Henry Schumacher, executive director of the European Chamber of Commerce in the Philippines, admitted that the Philippines is not viewed in a positive light in Europe as Europeans would rather opt to travel to other Asian countries for travel and leisure purposes. This may be traced to negative media reports which have cast the entire country in bad light, even if damaging stories occur are isolated. In order to cast Cebu in a better light, he urged the province to position itself differently and distinguish itself from the rest of the country. This would allow Cebu to stand on its own merit. “It is important that Cebu not receive the same treatment as the rest of the country. Cebu does have a lot of assets that should be promoted to the rest of the world,” Schumacher said during the recent Tourism Congress held at the Teatro Casino in Waterfront Lahug. The Tourism Congress is one of the six components of the InTourPreneur Conference 2006 (Information and Communications Technology, Tourism, and Entrepreneurship) held to celebrate Cebu Business Month last month. Cebu’s assets, Schumacher enumerated, are its skilled labor force, its English proficiency, its strong values and its robust service sector—factors which have also highlighted Cebu as a ripe investment haven. He also pointed out the healthy Information Technology (IT) and IT-enabled services sector demonstrated by the presence of over a dozen call centers and many more Business Process Outsourcing (BPOs) centers sprinkled within the city. Pluses he cited in Cebu’s the tourism sector are the presence of dozens of hotels and resorts, the booming spa and wellness infrastructure, friendly environment, and warm locals. On the other hand, he called for the trimming of the bureaucracy, a cut down on dishonest taxi drivers, investment delays, street clean-up, and the solution of right-of-way issues. The view from China and Spain People’s Republic of China Consul Cui Lousheng recommended several measures which would lead to better tourism cooperation between China and the Philippines. This included increased contacts with tourism officials in China, closer analysis of the Chinese tourism market and the creation of tour packages to suit their needs, full usage of sister-city ties plus the organization of more promotions via exhibits, and more direct flights on both sides. He also batted for more tourism collaterals about the Philippines in China since there is very little information about the country in his native country. Honorary Spanish Consul Jaime Picornell took stock of the past as he recalled the three simple tourism measures that propelled Spain to become a tourism powerhouse in Europe. Foremost, he said, is that accommodations for tourists always cover a clean bed, toilet, and room anywhere in Spain without exception. Secondly, restaurants always display the day’s menu outside their establishments to alert tourists to cheap and filling meals. “The result is that Spanish cuisine has now become the world’s third leading cuisine, next only to Chinese and French food. Take note that many ala carte servings, even snacks, are more expensive than the meal,” he bared. He also said that Spain has a national ID system that everyone follows, including the Queen. This enables tourists to report their complaints to the proper authorities for immediate action. These measures have resulted in a disciplined and involved citizenry who are tourism-conscious. Picornell also said Europeans perceive the Philippines based on news headlines. “In the Seventies, they related the country with Imelda Marcos, the former First Lady. In the Eighties, it was Cory Aquino. Later on, it became child prostitution, coups, Mount Pinatubo, and so on. Most recently, it was Paco Larranaga, who was absolved from the death penalty,” he narrated. Larranaga is a Cebuano of Spanish descent who was sentenced to lethal injection, along with six other men, for the alleged abduction, rape, and murder of two sisters a few years ago. President Gloria Macapagal Arroyo recently abolished capital punishment after months of dissension from the Catholic Church and objections aired by the European community. B&B Based on feedback, Moya Jackson, Honorary British Consul to Cebu, batted for the creation of more bed-and-breakfast type of accommodations, common in the UK and the rest of Europe. “Hotels here are much too expensive. Europeans do not want to spend all their money on a hotel room. The country lacks middle-of-the-road hotels with clean accommodations,” she observed. To answer the lack of accommodations in the countryside, Jackson suggested the conversion of ancestral houses into bed-and-breakfast outlets to capitalize on historical charm and promote rural tourism. Another inadequacy she cited is the lack of evening entertainment in remote resorts. Expats get bored at night with nothing to do, she said, as they wish for a lively bar with good music to liven up their evenings. She likewise bemoaned the city’s inadequate medical facilities, saying that hospitals are usually booked while patients remain stuck in the emergency room for hours due to lack of personnel. Services need to be upgraded if Cebu sees itself as a hub for medical tourism. However, she gushed about the locals, citing the smiling faces in hotels and resorts as each guest is greeted warmly by the personnel. “Cebu is an island paradise with so many natural assets. Concentrate on selling your good points and good family facilities. In the end, the tourist remembers the people, not the hotel,” the speaker emphasized. Jackson also encouraged visitors to visit the Cebu Investment Promotion Center (CIPC) for investor needs as the office has always proven to be accommodating and efficient in handling would-be investors. Majan also said the income that the Province will generate “out of the hotel expansion” will “never make up for the wasted effort to address the overwhelming education and training needs of the poor masses.” Expansion project Garcia, however, said she did not decide to eject Tesda to make way for the expansion project of the nearby Waterfront Cebu City Hotel and Casino. But it was through Waterfront’s proposed expansion that the governor learned that the lot belongs to the Capitol. The expansion project is seen to affect the area occupied by Tesda. Tesda had told the hotel management to ask permission from the Capitol on the use of the lot. The management went to the Office of the Governor bringing with them documents on the lot. The documents, however, did not show any proof that the Capitol donated the lot to Tesda. Mandaue City Mayor Thadeo Ouano said he will have to choose between the Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP) based on which one offers terms most beneficial to the city government. Councilor Glenn Bercede, who chairs the council’s committee on market authority, said that the loan specifications from Land Bank were very detailed and that the bank had many conditions. “Gusto man gud nila mo-apil, magbuot sa gidak-on sa mga stalls,” Bercede said. Ouano said Land Bank also wanted to tap the city’s internal revenue allotment (IRA). Ouano said that because of the many requirements of Land Bank, he might just settle with DBP. July 9th, 2006, 12:42 PM Cops inspect hotels, other ASEAN venues The Freeman 07/09/2006 While local officials are busy preparing for the upcoming Association of Southeast Asian Nations Summit, the higher echelon of the Philippine National Police is inspecting the different hotels and venues for the said summit this December. These inspections started while President Gloria Arroyo was here last Friday to inspect the ongoing construction of the Cebu International Convention Center in Mandaue City where the summit will be held. The team was led by PNP Directorial Staff for Operations Isidro Lapeña, the overall task force commander of the said summit for security with, Chief Directorial Staff Antonio Billones and regional police director Silverio Alarcio and other representatives of all involved police units. Alarcio said the inspection was part of the security preparations. The team visited hotels in Cebu City, Mandaue City and Lapu-lapu City where the Asian leaders will be billeted, as well as restaurants and other venues. After the inspections, the inspecting team held a conference at the Police Regional Office-7 and discussed on posible scenarios and what action to take. Alarcio said one of the problems that came up was the lack of lodging houses where additional policemen from different regions here to provide security for the summit will stay. The coronation of the Our Lady of Guadalupe de Cebu comes through Pontifical Decree Prot. N552/06/L dated May 9 issued by Vatican's Congregation for Divine Worship and the Discipline of the Sacraments. The canonical coronation will be held around 3:00 p.m. during a Mass to be celebrated by Cebu Archbishop Ricardo Cardinal Vidal at the Guadalupe Parish Church. The coronation rites will take place after the homily. There would be thanksgiving and invocation followed by the reading of the Papal Bull authorizing the coronation of the image and the recitation of the Litany of Loreto. A solemn procession of the canonically crowned image will follow around the Parish of Guadalupe. A canonical coronation is made in the name of the Pope of a highly revered image, icon or painting of the Lord Jesus, the Blessed Virgin Mary and saints in a country, province, city, parish or archdiocese. Sacred images of the Lord or the Blessed Virgin Mary or the saints that have become the source of spiritual consolation for the faithful in the parish or diocese are being crowned as the acknowledged patron, protector and advocate of the locality. July 16 also marked the observance of the 104th anniversary of the salvific event in which the image of the Our Lady of Guadalupe was carried in procession around the city to stop the cholera epidemic. Novena Masses were already held starting July 7 until the coronation date to be culminated with a dawn procession on the 16th. The first ever coronation of the image was in 8th century by Pope Gregory III (731-741 A.D.) who donated a golden diadem to crown a holy image of Jesus, Mary and other saints inside the St. Peter's Church in Rome. There are quite a number of crowned images in the country. The first canonically crowned Marian image in the Philippines was that of the Our Lady of the Rosary of La Naval de Manila, enshrined in Sto. Domingo Church in Quezon City on October 3, 1907. Fifth Avenue Property Development Corp., the consortium led by Philippine Beijing Motors Corp., will bring in fresh funds to develop the property into a destination for both domestic and foreign tourists. “This is fresh capital from abroad that will be infused into Cebu’s dynamic economy. The conceptual development of the project encourages more local capital to be invested in the retail and services sector,” said Jose Allado, vice president of Fifth Avenue Property Development Corp. The consortium was organized after Philippine Beijing Motors Corp. won the bid to lease the Banilad property of the Provincial Government. “It will be an intensive mix of urban amenities showcasing the best that Cebu has to offer. The development will be a combination of dining and entertainment, retail and convenience shopping, hotel spa and tourist-oriented venues that shall be the trademark of Cebuano hospitality, ingenuity and local color,” Allado said. “The design approach takes into consideration the physical ambiance of Cebu in a compact, pedestrian-oriented development,” he added. Fresh capital The consortium is also composed of China Team, Ipay Limited and WLG Pte. Ltd. The consortium presented a funding facility of $36 million (almost P2 billion) as fresh capital from abroad to the Cebu Provincial Government, together with other corporate documents. Philippine Beijing Motors Corp. is listed under the top 5,000 corporations of the country in 2003 to 2004. It is the exclusive importer and assembler of China made Zongshen motorcycles. China Team of Beijing provides specialized engineering services as well as prime consulting and project management services. Its projects in China include the infrastructure components for the coming Beijing Olympics. Ipay Limited of Hong Kong is engaged in providing professional investment advice and is working with major banks and financial institutions to identify investment opportunities in Asia. Ipay shareholders have interests in air transportation, hotels and tourism services. WLG Pte. Ramos Sun.Star Staff Reporter Leaders of some 3,000 Cebu City vendors are disappointed with the Osmeña administration and its plan to implement a massive demolition of sidewalk vendors’ stalls. Officials of the Cebu City United Vendors Association (CCUVA) threatened to hold a major rally if the stalls in 14 areas in the city are torn down. In a press conference at the Unit 3 Carbon market yesterday, CCUVA chairperson Maria Pino and some 200 other vendors appealed to Mayor Tomas Osmeña to reconsider his plans because 3,000 to 4,000 vendors stand to lose their livelihood. Pino, a former consultant of the mayor on vendors’ affairs, said their livelihood should not be compromised by the City’s beautification projects for the Asean summit in December. They should not also be blamed for traffic congestion and obstruction of sidewalks, the vendors said. No politics is involved in their protest activities, Pino said, but it cannot be avoided that some members will withdraw their support for the mayor. “We will really be disappointed with the mayor if the demolition pushes through because ever since we have cooperated with City Hall. If our stalls are removed, we cannot stop our members from withdrawing their support for the mayor,” she said. The vendors asked what happened to the promise of the Bando Osmeña Pundok Kauswagan (BO-PK) during the last elections to include them in development projects, and not to demolish their stalls. Gerry Marquez, the mayor’s consultant on urban poor affairs, said that contrary to the allegations of the vendors, they have not demolished any stall yet as of yesterday. “We only gave them a notice to clear all sidewalks within 15 days. If nothing happens, that’s when we will start the demolition,” he said. The Cebu City Traffic Operations Management (Citom) submitted a report to the mayor’s office identifying 14 areas in the city where the sidewalks are occupied by vendors. Citom Executive Officer Arnel Tancinco said the pedestrians are forced to use the roads, exposing them to danger. The areas identified are Colon St., Fuente-Osmeña rotunda, Salinas Drive and Gorordo Ave. junction, B. Rodriguez St., Jose Solon Drive, N. Bacalso Ave., Magallanes St., Osmeña Blvd., P. del Rosario St., Legaspi St., Pelaez St., Panganiban St., Leon Kilat St. and the vicinity of the University of San Jose-Recoletos. Vendors in these areas will be removed by the end of the month if they do not cooperate with the City Government, City Administrator Francisco Fernandez said. During their press conference with the vendors, Ermita Barangay Captain Felicisimo Rupinta appealed to the mayor to allow the vendors to continue with their business since they are all willing to help keep the city clean and orderly. He also called on the City Government to be more transparent and not to blame traffic congestion on the vendors when it only wants to get rid of the vendors in time for the Asean summit in December. “Transparent lang unta tanan because we are ready to cooperate for the Asean summit. If we are blamed for vehicular accidents and congestion, tinapulan, binugo ug binuang na na (that’s out of laziness, stupidity and craziness). I believe this is all because of Asean summit,” said Rupinta, a BO-PK ally. Fernandez admitted that keeping the sidewalks free of any obstruction is part of the preparations for the summit. But more importantly, Citom only wants the sidewalks in the city to serve their purpose, which is primarily for the pedestrians and not the vendors. He said that in the coming weeks, the City will try to work out an arrangement with the vendors for the latter to address the complaints of Citom. “Two weeks after, if we find out that the problems persist or have gotten worse, then we will push through with the demolition. But if we see that there is improvement, then we’ll allow them to stay. One of the Philippine's major commercial and economic centers, Cebu province has responded well to the challenge of developing its trade and industry in light of its agricultural weakness.
