Wealth Development Bank (Wealthbank) is beefing up its organization in anticipation of its plan to open five new branches within the year.
Wealthbank is awaiting the approval of the Bangko Sentral ng Pilipinas (BSP) on its application for more branches, said a statement from the bank.
Wealthbank’s application for additional branches comes after the BSP lifted the moratorium on branching of banks.
Wealthbank’s five new branches will be spread out in Davao, Cagayan de Oro, Iloilo and Metro Cebu.
Focusing on its niche market, the bank continues to build its deposit base, which is composed of small and medium sized clients.
Wealthbank has sustained a 40 percent grown in its deposit base last year.
Wealthbank’s consumer lending division boosted its loan portfolio to include used car, housing and salary loans with competitive interest rates.
The bank also accepts payments of water bills, Western Union foreign exchange remittances and offers pick up of deposits by armored car and over the counter foreign currency trading.
These additional services have contributed to the bank’s profitability, the statement said.

A P100-MILLION budget was presented yesterday to prepare the Mactan airport for the Association of Southeast Asian Nations (ASEAN) summit in December.
This includes building a new, furnished VIP lounge for P49.5 million.
During a meeting with Ambassador Marciano Paynor, who is secretary general for 12th ASEAN Summit, airport general manager Adelberto Yap presented to the Mactan Cebu International Airport board of directors his plans and budgets for the ASEAN summit.
Aside from a new VIP lounge, more than P20 million was proposed for the lighting of an existing ramp at the airbase and P30 million for the purchase of another ramp bus.
Funding for the improvements, if approved, will come from the national government and the MCIAA.
The main Mactan airport terminal already has an air-conditioned VIP lounge occupying about 200 square meters with furniture donated by Cebu exporters.
However, the new VIP lounge will rise as a separate building near the Benito Ebuen Air Base where aircraft of foreign dignitaries will arrive for the summit in December. The arrangement seeks to avoid disturbing the traffic of commercial flights in the airport.
Notices inviting bidders for the P49.5 million VIP lounge were published in local newspapers the other day.
Scrapped
The original plan to expand the airport ramp space was formally scrapped yesterday by the MCIAA board which decided to use the existing ramps at the nearby Mactan Benito Ebuen airbase.
“We made a very strong stand though that since the military ramp would now be used for parking of these aircrafts, then certainly there will be no more resuscitation of a dead contract and I refer to the airport expansion which is riddled with serious deformities,” said Gov. Gwendolyn Garcia.
“I will seriously object to the continuation of that P110 million project which will come out of the funds of the MCIAA especially since there are serious questions as regards cost estimates, volumes, authenticity of documents, among others.”
The project was awarded by Yap to ARN Builders but the board of directors decided earlier to terminate the contract because of defects discovered in the bidding process.
With the change of plans to forego the expansion of airport spaces, Garcia said a team was created to study the entire available space for the airport and the airbase.
In a few weeks, the team will come up with a proposal to “maximize the existing space and even to look at the area where the VIP lounge would be constructed, considering the flow of aircraft in the arrival and departure spaces.”
The invitation to bid for the VIP lounge was published in local papers. The project includes demolition, clearing, site development and building construction to include utilities and furnishings.
The project is supposed to be finished within 100 days from the start date. Bids will be opened on Aug. 2.

The Cebu provincial government said in a statement on Tuesday the original Megadome design was environmentally harmful and expensive.
This was one of the six reasons given by the Capitol for the last-minute junking of the winning design of architect Alexius Medalla’s Megadome in February and the adoption of architect Manuel Guanzon's Cebu International Convention Center (CICC).
The justifications were posted on the Capitol website alongside a comparison of the designs by Medalla and Guanzon.
Medalla won a 2003 design contest for the P250-million project. The CICC was eyed to be the main venue of the Association of Southeast Asian Nations (ASEAN) Summit in December.
The analysis of why the new design was chosen over Medalla's work was prepared by Guanzon himself, Capitol engineering consultant Apollo Enriquez, acting provincial engineer Eulogio Pelayre, and Capitol planning chief Rodolfo Quiroga.
According to the group's report, Medalla's design required massive dewatering and water disposal which may be environmentally harmful.
“In summary, very expensive, more complicated, takes longer construction duration; environmentally harmful,” the analysis read describing the Medalla design.

Krua Thai to open franchise in Japan

Homegrown Thai cuisine restaurant, Krua Thai Inc. is going international, as it is set to open its first overseas outlet in Japan sometime next month.
The restaurant chain, managed by brothers Anthony Ballreich and Poompong "Jim" Hiranpruck now has 13 outlets nationwide, three of which are company-owned, the rest are operated by franchisees.
In an interview with Hiranpruck, he said that Japan will be the restaurant's first entry to the international market, if this will be successful, Krua Thai will enter United States, and in Northern America, like Canada soon.
Hiranpruck, who is a national actor based in Bangkok, Thailand, has decided to give up temporarily his showbiz career in Thailand, and concentrate on the family's booming business in the Philippines.
Krua Thai's sister restaurant, which offers Vietnam cuisine, Hai Phong will be personally managed by Hiranpruck, while Ballreich will focus on the Krua Thai chain of restaurants, including its international franchise move.
The Japan outlet will be operated by a Japanese franchisee, and the franchise deal is currently being clenched, Hiranpruck said.
He said the Krua Thai Japan will most likely be built in a 50-person capacity.
Krua Thai, an authentic Thai food restaurant opened its largest restaurant outlet in Cebu last year, located at the Banilad Town Center (BTC), taking advantage of the vibrant market for theme restaurant in Cebu.
This homegrown theme restaurant has only been operating for five years now, but it has made its presence in Metro Manila, and other parts in the Visayas and Mindanao, like Davao, and Bacolod.
If the Japan outlet will successfully be opened next month, Krua Thai is so far the first Cebuano-owned restaurant chain to open in other country, maximizing the franchise concept.
Hiranpruck's father is a Thai national married to a Cebuana businesswoman. Despite his promising showbiz business in Thailand, he said he has to prioritize and help his family business back in the Philippines.
The restaurant started its operations in 2001. Two years after, the restaurant ventured into catering service for exclusive parties and special occasions.
In an earlier interview with Ballreich he said that there is a market for authentic cuisine here. Besides, he emphasized that the booming tourism industry in Cebu has also helped the restaurant business, specifically for authentic cuisine thrive and expand amid the unfavorable economic condition.
Despite the perceived economic challenges in the country today, Ballreich said the restaurant business has continued to post encouraging sales performance, not only in Cebu, but also in other major cities.
He said the market has now become sophisticated despite the financial crisis, and with the position of Cebu as the center for tourism and business activities in Southern Philippines, it has continued to benefit businesses, like food.
In its Mactan Island branch, he said 80 percent of its clientele profile are the Korean visitors to Cebu, while some are those expatriates from Mactan Export Zone (1 and 2), and good number of Cebuano customers.

Hehehehe, some of the buildings there are just empty shells pirena. I have a copy of National Geographic Magazine and it said that some of the buildings were built to make an impression that the country is progressive. There's also a so-called "town or city" that was built near the border with south korea. It too is an empty city and the buildings were just built to make an impression. Propaganda, you know..
I've also seen pictures of their streets, it's very desolate, like a ghost town.

Yup they're landscaping Osmeña Boulevard. That part there where I took the picture was "landscaped by Barangay Sambag II" according to a sign. I hope the other barangays will follow too.

Hotel to add 229 rooms on full opening in September
The full operation of Cebu Parklane International Hotel in September will provide 229 additional rooms in Cebu, a hotel official said.
For now, though, the 18-story Cebu Parklane, which announced its soft opening last Wednesday, has 72 guest rooms.
Nevertheless, the hotel has accepted bookings for the 12th Association of Southeast Asian Nations (Asean) Summit in December, said Cebu Parklane general manager Rey Fuentes.
Cebu Parklane is owned by Cebuano company Five Power Venture Development Corp. of Manuel Ting and family. It sits on a property at the corner of Archbishop Reyes Ave. and Escario St., across Ayala Center Cebu.
Fuentes said 50 percent of the currently available 72 guest rooms are occupied by Japanese guests.
He said Parklane International is positioning itself as a business hotel catering to the hotel needs of traveling businessmen.
“We want to be the most uniquely hip business hotel in town and be an additional come-on for investors to visit, explore investment opportunities and finally, invest in Cebu,” he said.
Aside from 72 rooms, Manuel’s restaurant located on the first floor of the hotel is already operational. Another restaurant, Basil’s Poolside Bar and Grill, will also be ready within the month.
Cebu Parklane will also have souvenir and specialty shops, gym and spa and a music lounge. The hotel will house a suite on every floor and one penthouse suite. (JBN)

At least 10,000 people, using a conservative estimate, will converge in Cebu for this December’s Asean summit, including 2,500 members of foreign media.
But the United States will not be among the 16 countries whose top officials will visit the island for the activity, as President Bush will be in the Apec meeting in Vietnam only three weeks before the Asean summit.
“We wanted to invite them but it will be difficult for them to come back to the same region three weeks later,” said Ambassador Marciano Paynor, chairman of the national organizing committee for the Association of Southeast Asian Nations (Asean) summit.
Aside from the Asean’s 10 countries, China, Korea, Japan, India, Australia and New Zealand are coming over as “dialogue partners.”
The organizers are still awaiting word from Russia and France, which recently signed a treaty with Asean. If they come, Cebu will host a total of 18 heads of states.
Aside from the officials, people from the business sector of each country are also expected because an Asean Business and Investment Summit will be held.
Each country will be bringing its own secretariat, security and other staff members.
Paynor expects the delegates to outnumber those at the last Asean summit in Kuala Lumpur because of the island setting. Heads of states and other officials will surely be bringing their families because of the resort-venues, he added.

CEBU can further expect an influx of more investment opportunities with the opening of the Cebu Parklane International Hotel (CPIH).
According to CPIH general manager Rey L. Fuentes, the hotel is positioned to capture the corporate executive market in Asia.
“We want to attract people who can create or open investment opportunities in Cebu,” said Fuentes in an interview.
Aside from addressing the hotel room shortage in Cebu, the 229-room hotel is also geared to further pushing Cebu as a premiere business convention center.
In fact, the hotel's conference facilities have over 1,000 seating capacity.
Fuentes further noted CPIH as the “most hip hotel in town” with its unique ambiance fit for business executives.
“Japanese businessmen even found the hotel to their liking,” Fuentes cited.
He also noted the hotel's accessible location, which is right across the Ayala Center and the Cebu Business Park at the corner of Archbishop Reyes Avenue and Escario Street.
Fuentes, moreover, revealed that the CPIH would go for a sales and marketing trip in the Asian region to aggressively promote the hotel.
With 72 rooms currently available for occupancy, the 18-story hotel soft launched Wednesday night to showcase its latest development.
The four-star hotel targets full-blast operation this September.
Five Power Venture Development Corp. headed by Manuel G. Ting started the construction of the hotel last September 2004.
The hotel's amenities include a grand ballroom, six multi-function meeting rooms, multimedia hall, swimming pool, fitness club, wellness spa, the VIP lounge, shopping arcade and a square of high-end specialty shops.
It is also equipped with two outlet restaurants, a coffee shop, music lounge and children's playroom.
One of the hotel's restaurant called Manuel's Restaurant, which was named after the owner, serves authentic Filipino and Cebuano cuisine along with other Asian or international dishes.
A selection of Cebuano breakfast is among its local dish offerings which include danggit and tsokolate, among others.
This is to also further promote Cebuano dishes to its foreign guests.
“We're the only hotel that takes pride in Cebuano breakfast,” said Fuentes.
Moreover, the first class hotel is brilliantly conceptualized by internationally renowned architect Manuel AR Guanzon of Guanzon Architecture and Design.
Arnold Saballa of Design Plus, the hotel’s interior designer, has earlier noted the hotel as the ultimate answer to a perfect vacation or business trip in Cebu City.

Pero i remember last summer, when we had a tour in Manila, nung pumunta kami sa MMDA (i think... i forgot the name. basta sa traffic division). Ang pinaka nindot nga traffic light system kay kana gikan sa Australia... ang sa manila, Australia pod to gikan... pero mas latest ang version sa Cebu. Gamay lang ang traffic lights sa Cebu compared to Manila, but mas mahal ang ato dire cebu.
Now, about the traffic lights sa Davao, made in USA. The traffic light system din sa Butuan City, made in USA din. BUT. after a few months, sira na ang bumbilya, sira na ang software, minsan nga nagloloko ang system. and that's made in USA. :)

i really love the Midtown Area. its getting livelier. can't wait to try out their fitness gym when i get home. by the way, they started collecting our monthly club dues (Club Ultima) so i bet all their facilities are now available for the members such as arcade room, library, fitness club etc.
speaking of fitness club, did u guys get the chance to check out the fitness/boxing gym in Waterfront Hotel Lahug? it's called Red Corner Boxing. i'm currently into Brazilian Jiujitsu and kick boxing in their Ortigas branch. :cool:

Capitol: debt-free, P2B cash

Cebu Province remains debt-free and its fiscal status is getting stronger, Gov. Gwendolyn Garcia announced last night.
She also said that in the past 100 weeks, her administration has restored the people’s faith in the government.
In her State of the Province Address, the governor reported a 12 percent increase in income as of December last year, amounting to P1.236 billion.
Capitol also has P11.4 billion worth of assets, P7 billion of which consist of real estate in Cebu City, and P2 billion in cash. She also said that with the recovery of a total of 84.3 hectares this year, the Capitol’s total assets will increase by no less than P16 billion this year.
“But more than these numbers...I believe that the first task of governance is to give our people a reason to hope that something is being done, hope for things to come, hope that this government is for them,” she told an audience of leaders from the business sector, nongovernment organizations, local government units and National Government agencies, among others.
“I believe our greatest achievement in the past 100 weeks has been to dispel clouds of cynicism, to restore a waning faith in government, to cause our great people to believe again, to have faith again, to hope again,” she also said.
In implementing her 12-point agenda, the governor cited the insurance for indigent families and frontliners in government such as barangay officials, health and day care workers.
Hospitals
The Provincial Government also came up with agricultural programs for the farmers such as corn, banana and jackfruit dispersal.
It also started the Cebu International Convention Center for business and international events and exhibits and the Cebu Women’s Center.
At least 300 kilometers of roads were paved and bailey bridges were converted into concrete ones. Police stations were also improved.
She also cited electrification projects, classrooms and computers for schools; water for households, especially in Bantayan Island, and district hospitals that have been turned from “bleeding” institutions into financially viable ones.
“Because of the reforms we have instituted in our health services, the private sector has changed its view of government and its capacity to run an enterprise efficiently,” she said, citing Tsuneishi Industries’ pledge of P25 million to build a provincial hospital in Balamban town.
Garcia also highlighted the unity that she has forged with Vice Gov. Gregorio Sanchez Jr. and majority of the Cebu Provincial Board and mayors of most component towns and cities.
Camp recovery
Her first address, she said, was made at a “time of deep division and political tensions threatened the prospect of real governance.”
Now, things have changed.
Beyond the 12-point agenda and the conventional thrusts of administration, however, Garcia mentioned the Province’s success in convincing the Armed Forces of the Philippines (AFP) to return all 80 hectares of prime commercial property that is now the Camp Lapu-lapu.
This will mean transferring the military camp to another venue and initial talks is that it will be in a National Government-owned lot.
Defense Secretary Avelino Cruz, in an interview with Sun.Star Cebu during Arroyo’s last visit here, said he agrees that it is illogical to have a military camp in the middle of a bustling city where they could not even hold military drills.
The issue was a drawn-out battle between the Capitol and the AFP, which started negotiations with the previous administration and even went to court.
Garcia also talked about the bidding for the development of an idle lot in Banilad, which will be used for a P1.8-billion mixed-use establishment.
Land
The development will raise the Capitol’s assets by P1.8 billion, as the edifice will be turned over to the Capitol along with rental of at least P1 million a month.
Garcia said she will recover and will no longer donate or sell any property, as these will used for revenue-generating purposes.
She announced that she has made moves to recover and made agreements for the recovery of 1.5 hectares of prime property now occupied by the National Irrigation Administration, the National Food Authority, the Department of Science and Technology, the Cebu Medical Society, the Population Commission and the Philippine Nurses Association.
That is aside from the 1.9 hectares of provincial property that the Technical Education and Skills Authority agreed to vacate.
“I consider this my duty to the people who put me here, and a legacy to all Cebuanos, living and yet unborn,” she said.
“In the next 50 weeks, much remains to be done. But we will always have hope. For in the little more than 100 weeks that have passed, by God’s grace, we have proven that it can be done,” the governor said.

CPA to coordinate with City Hall in removing port area squatters
Informal settlers and their structures at the ports and within the North Reclamation Area will have to go before the Association of Southeast Asian Nation summit in December.
The Cebu Port Authority (CPA) said it will coordinate with City Hall and some national government agencies for the removal of the structures.
The CPA has long been planning to remove the illegal occupants to speed up economic development at the Cebu ports and its adjacent private lots.
CPA Commissioner Carlos Co said the first to go will be those residing on the sidewalks of Baclig St., which is adjacent to Sergio Osmeña St. and along T. Padilla St. to the boundary of Cebu City and Mandaue City.
The CPA has opened Baclig St. to the public to decongest the traffic on S. Osmeña St.
Renovation
It has removed the fence separating both streets, and the road is now being renovated by the Department of Public Works and Highways (DPWH).
Co said the rehabilitation of roads at the North Reclamation Area from the White Gold terminal to SM City and the construction of the drainage system, which costs about P350 million, was discussed during their meeting with City Administrator Bimbo Fernandez.
The business sector believes that once the North Reclamation Area will be lighted and beautified, and the squatters removed, foreign businessmen, who will accompany the summit participants, will be encouraged to invest here.
“We have to impress them (foreign investors and foreign tourists) that Cebu is a better place to live and invest in,” Co said.
The CPA has a total land area of 14 hectares, a backup area of 10 hectares and berthing space of 690 meters.
The opening of Baclig St. to the public will not affect the size of CPA’s properties. Instead, it will reduce the CPA’s real estate tax obligation to the City Government.
Disturbance fee
Last year, CPA General Manager Mariano C.J. Martinez said about P6 million was set aside for the disturbance fee of the 170 squatters inside the ports.
It has also offered P10,000 each to them and the offer can also be made to those who are already charged in court.
Once they dismantle their structures and relocate, they can have the amount and CPA will withdraw the charges, he said.
CPA Commissioners Tomas Riveral, Ramon Villordon and Alfonso Allere also favored the removal of the squatters to fast track the implementation of the International Standard for Port Facility Safety (ISPS) Code, required by the International Maritime Organization.
The Office of the Transport Security has certified the Cebu International Port as ISPS compliant from 2005 to 2007, but this does not include the domestic ports from Pier 1 to Pier 5. (EOB

With the existing military camp being relocated somewhere else, there's a very big possibility that Capitol will again clinch a deal for this property which is 80 hectares big!
It again brings back memories of the old Club Filipino golfcourse which was sold by the provincial government to the Ayalas, thereby turning the area into a neo-business district.
The existing military camp, which will soon be transferred since Capitol already acquired the land, might give rise to another business district. It's location is also significant considering that it's just beside the Asiatown IT Park.. I hope that area there will follow Fort Bonifacio's footsteps! Hehehehe....

it's very possible bai! abtik baya kaayo ang mga ayala... if that will happen, i think they can possibly connect JY square and another establishment, most probably a smaller mall in the Camp LA pupu... mura na jud ug makati, nag connect2 ang mga malls... hehe!!! im day dreaming... :)

Well bai, the camp is just beside Asiatown IT Park.. Maybe they can build another business district there that would complement the IT Park... It will truly become a cybercity..

Asean charter may land Cebu in books

Much has been said about the preparations for this December’s Association of Southeast Asian Nations (Asean) summit in Cebu, but what is the meeting’s agenda?
It’s making the charter for the Asean, which has existed for 39 years now without such a document.
Assistant Secretary Luis Cruz of the Department of Foreign Affairs- Office of Asean Affairs confirmed that Cebu’s name will forever be attached to the document, which will include include the phrase “the Cebu Declaration.”
“There’s a group coming up with a blueprint or suggestions on what will be included in the charter. But that’s the beauty of it. When it’s signed, Cebu’s name will be attached,” said Cruz.
The charter, however, is only one of several major documents that will be signed during the gathering, which Cebu is hosting for the first time.
While Philippine Ambassador to the Asean Marciano Paynor Jr. is busy taking care of physical preparations for the summit, being the national organizing committee chairman, Cruz takes care of the “substantive” aspect of the preparations.
Terror, energy
Cruz said several topics that are initiatives from the Philippine Government are also in the list of topics that Asean’s 10 heads of state will discuss.
These include counter-terrorism measures, energy issues and biodiversity.
Other topics will also be raised by delegates during the climax of the 12 main summit meetings, which is the East Asian Summit of 16 national leaders.
The East Asian Summit will be an open-ended gathering, said Cruz, so delegates can bring up any topic they want.
“But the main objective is to come up with strategic plans for the region in the next several years,” said Cruz.
Alongside the series of meetings, there will also be an Asean Business and Investment Summit.
Although some of the activities will be in Cebu’s hotels, most of the major meetings and signing ceremonies will be at the Cebu International Convention Center, which is still being constructed in Mandaue City.
The center will have a leaders’ summit room, leaders’ lounge, leaders’ luncheon room, ministers’ meeting area, prayer room for Muslim leaders, 17 delegation rooms, plenary hall and the chairman’s room, among others.
To meet requirements of the summit, Paynor said the CICC’s facilities are a replica of the Asean summit venue in Kuala Lumpur, though on a smaller scale. (JPM)

It again brings back memories of the old Club Filipino golfcourse which was sold by the provincial government to the Ayalas, thereby turning the area into a neo-business district.
The existing military camp, which will soon be transferred since Capitol already acquired the land, might give rise to another business district. It's location is also significant considering that it's just beside the Asiatown IT Park.. I hope that area there will follow Fort Bonifacio's footsteps! Hehehehe....

The City Traffic Operations Management-Terminal Accreditation Committee has already signed the application for the transport terminal accreditation of North Cebu Consolidated Terminal.
This was learned yesterday from Cebu City councilor Sylvan Jakosalem, chairman of the committee on transportation, who said that with this approval, passengers bound for the northern part of Cebu will soon be loading and unloading passengers of public utility jeepneys and vans-for-hire at the soon-to-rise designated terminals.
The North Cebu Consolidated Terminal will be situated in the vicinity of the White Gold Superstore at the North Reclamation Area.
"This is to accommodate more vehicles from the north. So we expect that there will be a rerouting of jeepneys in the future," Jakosalem said, adding that the purpose is also to prepare for the city's two-year- utilization of Block 10, which is beside old White Gold that vans-for-hire and PUJs are now using.
Jakosalem said he is drafting a memorandum of agreement that would grant North Cebu Consolidated Terminal the operation of a jeepney and vans-for-hire transport terminal.

CEBU CITY--CEBU AND BOHOL will have the opportunity to showcase their tourist sites during a four-day tour organized for the participants of the second Ambassadors/Consuls General tour of the Philippines.
Patria Aurora Roa, regional director of the Department of Tourism in Central Visayas, said the program is part of the DOT's efforts to increase foreign tourist arrivals.
The ambassadors and consuls general to the United States and Canada as well as the tourism attachés assigned in these countries will lead the over 100 tour participants, most of whom are Filipino-Americans, Roa said.
The group arrived in Manila on July 15 and will leave for out-of-town tours tomorrow.
While Tourism Secretary Joseph "Ace" Durano has focused on the short-haul tourism market last year, Roa said the DOT is also looking at the other markets, such as North America.
South Korea has become the top tourism market of Central Visayas but North American market remains the country's top source of tourists, she said.
She noted that there is an untapped market of Filipino-Americans who are holding US passports and have yet to visit the country.
"Hopefully, by word of mouth, they can help promote the Philippines. By putting them in hotels, not with their relatives here, they will be in a position to see the tourism development here," Roa added.
The first part of the tour in Manila included meeting President Macapagal-Arroyo, having lunch at Malacañang and touring its museum. They also participated in a wreath-laying ceremony at the Rizal Park. The tour package also included a city tour and, if the participants prefer, helping build a house in a Gawad Kalinga Village.
After four days in Manila, Roa said, the participants break into groups for the out-of-town tours. Aside from the Cebu-Bohol package, the other destinations include the Laguna Lake Loop, Iloilo/Guimaras, Boracay, Davao, Palawan, Laoag/Vigan/Baguio, Cagayan de Oro/Camiguin and Zamboanga.
In Cebu, the tour participants will be going on a city tour, which includes a visit to Fort San Pedro, the Magellan's Cross and the Heritage of Cebu Monument in the morning and a guitar factory in the afternoon.

Sy-led holding firm SM Investments Corp. expects to conclude by yearend talks with international hotel chains for possible investments at the SM Central Business Park, chief financial officer Jose T. Sio told BusinessWorld.
In an interview, Mr. Sio said the listed company is in talks with European and American investors for the SM Central Business Park, the SM group’s latest property development at a 60-hectare reclaimed area off the coastal area in Pasay City.
Expected to be set up in the business park are commercial, residential, office, tourism and entertainment components.
A central attraction of the area is the newly opened SM Mall of Asia, SM Prime’s biggest shopping mall so far at 380,000 square meters.
Other developments being planned include corporate headquarters for one or two conglomerates, hotels, office and residential clusters, a coliseum for sporting events and entertainment shows as well as a ferry terminal.
Corazon P. Guidote, vice-president for investor relations, said the master plan of the business park calls for four hotels with the view of the Manila Bay sunset.
"These are hotel investors who will put up the building and manage it. Hopefully, within the year, there will be some negotiations that can be finalized. We will lease the land to hotel investors who will build and operate. It can be different hotel investors in one row," she added.
Ms. Guidote said several options were made available to the investors depending on how the negotiations go.
"These are just options being considered. They may or may not materialize depending on the negotiation and kind of services the hotel may provide. It can be a stand-alone project," she added.
Prospective investors are also given options to manage the Sy group’s hotel in Cebu and 5,700-hectare integrated resort and tourism development in Hamilo Coast in Nasugbu, Batangas.
"We need international tourists. Whoever will manage that hotel [in the Central Business Park] will also manage our building in Cebu. There is a hotel structure in Cebu. We are just waiting for the right timing to open. Right now, the tourism industry in Cebu is rather weak (wtf? lol)," Mr. Sio added.
Being developed into a world-class resort, Hamilo Coats is positioned to become a premier leisure destination. The masterplan for the project is already in the advanced stage of preparation. The main access road from the Ternate-Nasugbu Road to the Hamilo cove has already been completed as of January.
"Hotel operations are not our core competency. These hotel operators have a client base they can bring here. They have their network they can bring in to our own development," Ms. Guidote said.
Hans Sy, first executive vice-president of SM Investments, earlier said that it is in serious negotiations with two foreign companies for the possible operation of a hotel within the SM City Cebu complex. Mr. Sy said they were looking for a partner that could put in equity into the project as well as manage the hotel.
SM Investments has earmarked P2.4 billion for two projects located at SM Central Business Park near the site of the Mall of Asia.
Last March, construction of two projects, namely One eComCenter, and the MAITRADE Expo and Convention Center were started.
OneE-comCenter is 10-storey multipurpose building that will accommodate mostly technology-based companies engaged in software development and business process outsourcing (BPO) such as contact centers, animation, and medical transcription. It will also house financial services, consulting, and even tourism-related offices.
The MAITRADE Expo and Convention Center will become the country’s largest privately run exhibition and convention center. The 46,647-square meter building will have three floors and basement parking with a total leasable area of 19,800 square meters.

The main building i think was built back in the seventies, Marcos ordered the construction of the first science highschool in cebu city. The building is of classic 70's design, it wouldnt look out of place kon ibutang ni cya sa UP diliman campus. To older alumnis here, you can see from the pic that the terraces are no longer there, the left terrace gave way to a new computer lab and the right terrace serves as a library extension.

I see they haven't changed the logo still. Our former principal Mrs. Tesaluna once proposed that the logo be changed to incorporate morality and the human heart kay mura'g brains ra kuno puro gipakita. ahihihihihii. same old logo. hahay.
And my god what an utter mess they've made to the Academic-Library building. I'd like to wring neck of the guy who made that design. nadaot jud ang facade sa sci hi.

The Armed Forces of the Philippines-Central Command wants its remaining 35-hectare lot in barangay Apas to be included in the 80-hectare lot that the provincial government is planning to develop for economic enterprises.
As this developed, Governor Gwendolyn Garcia nevertheless assured the "existing and recognized settlers" of a portion of the Centcom properties that she will soon sit down with them, particularly with the members of the Barangay Apas Community Association and that Capitol will soon come up with an acceptable agreement for both sides.
"We will look into that because there is a presidential proclamation for existing residents. But we intend to recognize their existence and hope to be able to arrive at a working solution for this," she said.
There is an ongoing negotiation between the provincial, government and the AFP-Centcom on the plan of the Capitol to recover its 80.96-hectare property previously donated to the latter but which do not serve its original purpose.
In relation to this, the AFP-Centcom reportedly wanted its 35-hectare lot in the area to be included in the Capitol's plan to bid out the 80 hectares for development of the said properties for commercial purpose. The said 80-hectare Capitol-owned property traverses through the 35-hectare property of AFP.
Nevertheless, the governor said the priority right now is to help the AFP-Centcom find a relocation site, as the latter wanted a much bigger area that belongs to the national government but which is still located in Cebu, as the president would prefer that Centcom is retained here in the province.
On October 12, 1959, the Province of Cebu then under the leadership of former mayor Jose Briones donated 47 parcels of lots, covering 80.69 hectares to the AFP on a condition that it was to be used exclusively for military purposes, else the property would revert to the Province of Cebu.
However, of the 47 parcels only 14 parcels are used for military purposes and actually occupied by Centcom headquarters in barangay Apas while the remaining 33 lots are now occupied by some military personnel as a residential site.
Of these 33 parcels, 18 parcels of lots or 32.37 hectares are covered by the Presidential Proclamation No. 409 signed by President Gloria Arroyo in June 2003 for its socialized housing program to benefit existing settlers covered in a latest census conducted by the Cebu City Government, being the lead agency in the Local Inter-Agency Committee (LIAC) for the said project.
The governor yesterday announced she has already tasked provincial attorney Marino Mantiquilla and Capitol consultant on revenue generation and compliance Rory John Sepulveda, as point men on the side of the Capitol in the ongoing negotiation between the Capitol and AFP-Centcom, specifically in hammering out the terms of reference of the memorandum of agreement that both parties are finalizing.
"Can you imagine a single piece of city property, that big, available for development. But as I said and as I pointed out very, very clearly in my SOPA, as far as practicable, we are no longer selling nor donating any of our provincial properties," she said.
"Instead we will develop these as economic enterprises in order to earn more revenues for the province because this will translate to more projects and more programs for the Cebuanos," she added. - Cristina C. Birondo

And I remembered one time an anonymous individual and an employee of Plantation bay was also disappointed about that area and aired his sentiments sa radio about that area where there are a lot of squatters and stray children and the roads are not even asphalted then he gave a condition through several radio stations that he will tour several delegates to Cebu City then he will bring them to that area coz it will not be a route for the ASEAN summit delegates. So shame on the city "kay abi dili agi an sa mga delegates, di nalang sad panindoton".

Paynor said that the delegates might pass by the area and check the area for them to invest in. The sister-company of the Krua Thai Inc., the Thai-Phil Inter-trade Corporation is going to open a two-story mini-department store that will offer Thai products.
According to Poompong "Jim" Hiranpruck, who decided to be active in the restaurant and trading business of his family in the Philippines, they are still looking for a good site for the location of the Thai store within Cebu City.
He said, it will offer ready-to-wear (RTW) products, food products or delicacies, home accessories, and furniture, among others.
Already, the company has started to trade some food and delicacies including home accessories and furniture from Thailand, being displayed at the different Krua Thai restaurants in Cebu.
Hiranpuck said the company will be investing over a million pesos to build the first Thai store in Cebu. He said there are already other stores that offer Japanese products, or Koreans, this is the time that Thai products and foods will be well promoted in the Philippines, especially in Cebu, where tourism is promising.
"There is a big market in Cebu for Thai products, the reason why we decided to build a stand-alone store for this purpose," Hiranpruck said in an interview.
He said it's not only the tourists that are expected to be the market for the Thai Store, but also the people from the local community.
The opening of this facility is expected to add another tourism advantage to Cebu, as one of the weaknesses identified in Cebu by tourists, is the availability of wide choices of shopping facilities.
He said temporarily gave up his show business career in Thailand in order to pursue a business venture in Cebu, to personally manage the Hai Phong Vietnamese restaurant in Crossroads, and to set up the Thai Store in the next few months.
The company's most successful venture the Krua Thai chain of restaurants in the country, is set to open a Japan outlet in the next few months, as soon as the franchise negotiation will be formalized.
The Japan outlet will be operated by a Japanese franchisee and the franchise deal is currently being clenched, Hiranpruck said.
Hiranpruck said that Japan will be the restaurant's first entry to the international market, if this will be successful, Krua Thai will enter United States and Northern America soon.

The 18th Cebu International Furniture and Furnishings Exhibition—globally acknowledged as Cebu X, will be launched in three different venues starting in Cebu City on July 18, at the Manila Function Room of the Marco Polo Plaza Hotel, Nivel Hills, Lahug, Cebu City at 5 p.m.
The event will be followed by the Bacolod roadshow on July 20 at the Association of Negros Producers Showroom at 3 p.m.

P MARL July 18th, 2006, 08:01 AM The Cebu City government through Department of Social Welfare Services (DSWS) has been working for the institutionalization of the Home-based Early Childhood Care and Development (ECCD) benefiting hundreds of underprivileged children in the city.
Under the home-based ECCD, children ages 3-6 who are unable to avail of the Day Care services in their barangays are provided with home-based pre-school education.
Compared to Day Care education, home-based education has no facility where the children and the day care workers meet for their Monday to Friday classes. In home-based education program, a member of a particular community or barangay offers a portion of his/her house to accommodate at most 15 children attending classes 2 or 3 times a week.
Day Care workers have a curriculum to follow while home-based workers are using a different manual provided by the Department of Social Welfare and Development and the UNICEF which focuses on child participation and socialization.
The city government pays for the honoraria of home-based workers at P50 per session. Through the auspices of UNICEF, home-based education beneficiaries are provided with books and other supplies and materials.
To date, the city government has established 148 day care centers in different barangays. To augment this pre-school service, the DSWS launched the home-based ECCD last May in 10 coastal barangays of Cebu City including Barangays Basak Pardo, Basak San Nicolas, Mambaling, Ermita, Duljo Fatima, San Roque, Sawang Calero, Pasil and Cogon Pardo.

The Armed Forces of the Philippines-Central Command wants its remaining 35-hectare lot in barangay Apas to be included in the 80-hectare lot that the provincial government is planning to develop for economic enterprises.
As this developed, Governor Gwendolyn Garcia nevertheless assured the "existing and recognized settlers" of a portion of the Centcom properties that she will soon sit down with them, particularly with the members of the Barangay Apas Community Association and that Capitol will soon come up with an acceptable agreement for both sides.
"We will look into that because there is a presidential proclamation for existing residents. But we intend to recognize their existence and hope to be able to arrive at a working solution for this," she said.
There is an ongoing negotiation between the provincial, government and the AFP-Centcom on the plan of the Capitol to recover its 80.96-hectare property previously donated to the latter but which do not serve its original purpose.
In relation to this, the AFP-Centcom reportedly wanted its 35-hectare lot in the area to be included in the Capitol's plan to bid out the 80 hectares for development of the said properties for commercial purpose. The said 80-hectare Capitol-owned property traverses through the 35-hectare property of AFP.
Nevertheless, the governor said the priority right now is to help the AFP-Centcom find a relocation site, as the latter wanted a much bigger area that belongs to the national government but which is still located in Cebu, as the president would prefer that Centcom is retained here in the province.
On October 12, 1959, the Province of Cebu then under the leadership of former mayor Jose Briones donated 47 parcels of lots, covering 80.69 hectares to the AFP on a condition that it was to be used exclusively for military purposes, else the property would revert to the Province of Cebu.
However, of the 47 parcels only 14 parcels are used for military purposes and actually occupied by Centcom headquarters in barangay Apas while the remaining 33 lots are now occupied by some military personnel as a residential site.
Of these 33 parcels, 18 parcels of lots or 32.37 hectares are covered by the Presidential Proclamation No. 409 signed by President Gloria Arroyo in June 2003 for its socialized housing program to benefit existing settlers covered in a latest census conducted by the Cebu City Government, being the lead agency in the Local Inter-Agency Committee (LIAC) for the said project.
The governor yesterday announced she has already tasked provincial attorney Marino Mantiquilla and Capitol consultant on revenue generation and compliance Rory John Sepulveda, as point men on the side of the Capitol in the ongoing negotiation between the Capitol and AFP-Centcom, specifically in hammering out the terms of reference of the memorandum of agreement that both parties are finalizing.
"Can you imagine a single piece of city property, that big, available for development. But as I said and as I pointed out very, very clearly in my SOPA, as far as practicable, we are no longer selling nor donating any of our provincial properties," she said.
"Instead we will develop these as economic enterprises in order to earn more revenues for the province because this will translate to more projects and more programs for the Cebuanos," she added. - Cristina C. Birondo

‘Super region’ infra to cost P300 billion

CEBU CITY—Infrastructure requirements for the five-year development of Central Philippines could reach P300 billion, according to Socioeconomic Planning Secretary Romulo L. Neri.
Neri, who was interviewed after the joint Regional Development Council (RDC) and Cabinet meeting held on July 7 at the Malacañang sa Sugbo here, said part of the amount would come from the government and the rest from the private sector through a build-operate-transfer scheme.
He could not say, however, how much of the amount would come from the government. The key infrastructure projects for Central Philippines include construction or rehabilitation of roads, ports, airports, power, irrigation and flood control projects, Neri said.
During the opening of the joint RDC-Cabinet meeting, President Macapagal-Arroyo identified Central Philippines—composed of the Visayas, Bicol, Palawan and Romblon, Camiguin and the Mindanao islands of Dapitan and Siargao—as the tourism center of the Philippines.
The President said the government must increase investments in education and infrastructure to make Central Philippines the tourism hub.
“To their competitive advantage, we will bolster education, invest in infrastructure and encourage greater tourism investments and business process outsourcing in Cebu and its immediate neighbors, like Dumaguete,” Ms Arroyo said.
During the RDC-Cabinet meeting, Neri said the national government identified several strategies for Central Philippines.
These include harnessing the vast coastal and marine resources and addressing the small islands’ fragile ecosystem; linking the islands through efficient transportation and communication facilities; promoting the Southern Tourism Center; developing the potentials of agribusiness, export and small and medium enterprises; pursuing responsible mining and quarrying; optimizing power potentials and ensuring adequacy and sustainability of the supply; and enhancing social services.
During a presentation on Central Philippines, Neri noted that the region accounted for 39 percent of the country’s total coastline. It has several rich fishing grounds, such as the Visayan Sea, Lamon Bay, Lagonoy Gulf, Romblon Pass, Bohol Sea, Sibuyan Sea, Iloilo Strait, Tañon Strait, Samar Sea and Leyte Gulf.
The Central Philippines’ share in the country’s total fish production is 37 percent.
The government is also proposing the establishment of mariculture parks in the super region. Mariculture is the cultivation of marine organisms for food.
In addition to the 10 existing parks, the government plans to set up mariculture parks in Samar, Camotes Island in Cebu, Bohol, Negros and Palawan.
Central Philippines also contributes 20.8 percent of gross domestic product, he added. Its growth centers include Metro Naga, Metro Legazpi, Metro Tacloban, the cities of Puerto Princesa, Iloilo, Bacolod, Dumaguete and Tagbilaran, and Metro Cebu.
The national government also plans to improve the linkages of the existing nautical highway by developing or rehabilitating lateral roads that connect to existing or proposed ports with roll-on, roll off facilities.
The implementation of the various infrastructure projects is expected to reduce travel time from Mindanao through Visayas to Luzon, and vice versa, by 10 hours.

The trip from Cebu City to Daan Bantayan/ Maya (the jump-off point), would normally take between 4 to 4.5 hours by bus. A 4-hour trip, it is long enough for a supposedly leisurely travel so you should take the airconditioned bus to relax a bit while in transit. Maya is some 145 kilometers away from the city via narrow and winding road passing through scenic landscapes along the way.
Upon reaching Maya wharf, continue the journey to the island, this time by boat. Malapascua Island is a 30-minute boatride across a shallow 8-kilometer channel from Maya.

one more thing, i believe it's important still to include the word, "philippines" in contrast with what resty suggested, but a comma (,) is missing sa imo gihimo after the word "cebu"... :) i guess it's okay na wala na ang word nga philippines if the host city is manila, coz admitedly mas known man gyud ang manila kaysa sa cebu sa international community... again, opinion lang ni nako... for example, last year's summit was in KL and they did not write Malaysia sa logo nila... last na lang, you missed out the dates of the summit (the controversial 4-day holidays!!!) hehe!!!

Camp Lapu-Lapu, the seat of the Armed Forces’ Central Command (Centcom), will be transferred to another province-owned lot, Governor Gwendolyn Garcia revealed on Monday.
Garcia said this was part of the agreement with military officials on the Capitol’s move to recover its prime 80-hectare lot where the camp is presently located in Barangay Apas, Cebu City.
Some 400 families are occupying the Centcom lots. Garcia assured them that the Capitol would assist in their relocation.
The Province of Cebu donated the Centcom lots for military purposes on October 12, 1959. However, most portions were used for residential purposes in violation of the provisions of the deed of donation.
The relocation assistance will be available to “recognized” and existing residents, said the governor.
“We intend to recognize their existence and we hope to be able to arrive at a working solution,” she said. “In spite of the wild imagining of some, and they don’t have legal claims because we have strong legal grounds, we will still find a way to relocate them.”
As to where the Centcom will be transferring its new headquarters, Garcia refused to say.
“The area that we are looking into is very acceptable to the Armed Forces of the Philippines (AFP),” she said, referring to Capitol-owned lots that may be offered to the AFP.
During Monday’s press conference, the governor said a task force representing the AFP, the Department of National Defense, and the Capitol will be headed by Provincial Attorney Marino Martinquilla and Legal Consultant Rory Sepulveda.
The task force will draft the memorandum of agreement for the transfer of the camp.
“Centcom wanted a much bigger area (in the relocation), so there (are) now ongoing negotiations,” Garcia said.
During the State of the Province Address (SOPA) last Friday, Garcia announced her plans to turn the 80-hectare lot in Apas into an economic enterprise for the Capitol “which would translate to more services for its constituents.”
“Can you imagine a single piece of city property that big available for development? But as I said in my SOPA, as far as practicable, we are no longer selling (or) donating (lands). Instead we are developing them,” Garcia said.
The development of the 80-hectare lot, she said, could be made even bigger if proposals by the AFP to join in the development project of the Capitol using their own adjacent lot totaling 35 hectares push through.

HOW could a city public market cost higher than the ongoing Cebu International Convention Center (CICC)?
Some Mandaue City residents are asking this question with the City Government’s plan to get a P377-million loan from the Land Bank of the Philippines to finish the proposed public market.
Mayor Thadeo Ouano, in defending the market cost, said ordinary people will find it hard to believe that building a mere market will be more costly than the construction of the CICC.
However, “technical people” would know the distinction and you cannot just compare the market with CICC.
The City Government had already spent around P100 million for the first phase of the market, which covered only the structure’s foundation, so spending another P377 million will bring the total project cost to P477 million.
The CICC, which will be the main venue of the Asean summit in December, is expected to cost P375 million.
The amount will cover the structure, its fixtures and finishing touches and landscaping.
The Cebu Provincial Government is funding the CICC.
Ouano explained the market will cover a one-hectare area, which is much bigger than the CICC, which covers only 7,000 square meters at the Mandaue Reclamation Area.
Since the facility is going to be a two-story building, the market’s total floor area will be two hectares.
The mayor also explained that the market’s foundation is also more costly than that of the CICC because the site is a reclamation area.
Although CICC is also in a reclamation area, it was reclaimed way ahead than that of the market site.
Besides, the market site is adjacent to the sea so its foundation has to be stronger.
Since the City Government has no available funds for the market project, Ouano said it is necessary to take out a loan to finance its completion.
It would be difficult if the City will first save its money for a period of 20 years before it would start building its market, he said.
As for the residents' perception that the City Government is getting drowned by debts, Ouano assured the City has the capacity to pay.
He said banks even give a high rating to Mandaue City's paying capacity; this is the reason many banks are offering loans to the City.
"When it comes to a point that a debt is paid from another debt, that is bad management," said Ouano.
But this is not so for Mandaue.
Based on the 2005 annual audit report prepared by the Commission on Audit, Mandaue City's long-term liabilities reached P334.17 million.
This includes P108 million for the segregation bins and garbage compactors, P50 million for the market construction, P43.7 million for the slaughterhouse, P11.45 million for the North Bus Terminal, P35 million for road improvements and P36.77 million for building constructions.
As of 2005, its total assets amount to P1.85 billion, mostly in properties. The City's cash is only P445 million but it has another P62.86 million in receivables.
Its total income last year reached P606.69 million.

NEWLY installed Bureau of Customs (BOC) Port of Cebu District Collector Ricardo Belmonte pledged to provide more vehicles for the Asean summit delegates later this year.
Belmonte promised this after meeting Cebu City Mayor Tomas Osmeña and City Councilor Sylvan Jakosalem last Tuesday afternoon.
The vehicles, Jakosalem said, will be for the delegates accompanying the heads of the Association of Southeast Asian Nations (Asean) member countries and their dialogue partners.
The BOC earlier donated 10 right-hand-drive sports utility vehicles (SUVs) to City Hall for the police.
Jakosalem, chairman of the council committee on transportation, said Belmonte promised to let the City get vehicles it could use from among those kept at the BOC container yard.
The vehicles were seized by the BOC because of lack of import papers. Others are right-hand-drive vehicles, which are banned in the country.
Jakosalem will visit the BOC within this week to look at the cars. He also said the City is willing to spend P20,000 to P50,000 to fix the vehicles, which are mostly SUVs.
The vehicles, however, will not be donated but will only be lent to the city.
But Jakosalem is confident the BOC will let City Hall use them even after the Asean once Belmonte sees that they are well taken care of.
“The Customs will assign it to the City Government but not as donations,” he said.
As for the donated vehicles, Jakosalem said the City Government will spend P90,000 each to convert into left-hand-drive vehicles the 10 Nissan Terranos, Toyota Surfs, and Mitsubishi SUVs donated to the City.
City Hall and BOC will sign the deed of donation this Monday.
Jakosalem said the vehicles will be available two months from now yet since the bidding process for the conversion is still ongoing.
The additional vehicles Belmonte promised to provide will all be left-hand-drive so the City will not have to spend to convert them, Jakosalem added.
Luxury car manufacturer BMW earlier pledged to lend the country 17 brand new high-end vehicles for the heads of state of the participating countries.
It will also provide 55 other luxury cars for the ministers.
The high-end vehicles cost around P10 million each while the lower end units cost P3 million each.
BMW also pledged to provide the drivers for all vehicles and 100 liters of fuel for each car for the duration of the summit.
Osmeña, in an earlier interview, said the gesture means a savings of P200 to P300 million on the part of the National Government since it would no longer have to buy bulletproof limousines for the heads of state.
The National Government only has to pay for the special plates and for the insurance of the vehicles for the period they will be used.

CEBU City's crackdown on some sidewalk vendors will continue even after the Association of Southeast Asian Nations (ASEAN) Summit, city administrator Francisco Fernandez said yesterday.
Fernandez said the 14 streets crowded by illegal vendors, which were identified by the City Traffic Operations Management (Citom) are not even priority areas for the summit.
The sites were identified because vendors have already taken over the sidewalks and have blocked the path of pedestrians.
“These areas are not the priority areas for the summit. These are the priority areas as far as Citom is concern for the smooth traffic,” Fernandez said.
The city is giving the vendors two weeks to clear the sidewalks before City Hall decides to have them demolished.
“We recognize that sidewalk vending is livelihood but on the other hand, sidewalk is for pedestrians. If we can accommodate both, labing maayo (very good). That’s the policy of the city government”, he said.
Fernandez said the priority areas for the summit are the roads leading to Plaza Independencia and Malacañang sa Sugbo and roads leading to Marco Polo Hotel, Waterfront Hotel and Marriott Hotel.
He said the asphalting of the roads are being undertaken by the Department of Public Works and Highways (DPWH) while the city government keeps the roads clean.

THE imported garbage bins stored at the unfinished Uniwide warehouse in Mandaue City for a few months now will be moved to a depot in Barangay Basak.
Work on the warehouse, which is part of the property leased to a private company last month, is starting.
Only 500 of the 3,000 bins will remain at the warehouse because these are about to be brought to the barangays that requested for them.
Last week, about 100 bins were moved from the covered portion of the warehouse to a more exposed area. But General Services Officer Renee Tariman said these were not neglected.
All-weather
Tariman said yesterday that the bins were even moved to a place close to the guard assigned at the building.
Even if these were exposed to the elements, he said there’s no need to worry because these bins are made of good quality polyethylene.
“They were made for that purpose,” he said, pointing out that bins along the city’s major thoroughfares have been exposed to sunlight and rain.
Tariman said that when he learned that a private company was leasing the property last May, he was concerned that the garbage bins will have to be removed.
He immediately talked with Mayor Thadeo Ouano and suggested the construction of a shed at the depot where the bins will be stored.
The City Government has a lease contract with Golden Great Value Properties Inc.
Under the contract, the firm will lease nearly six hectares of a City-owned lot, including the site of the unfinished Uniwide building at the Mandaue reclamation area, for a monthly rental of P10.50 per square meter.
The company has committed a minimum investment of P235 million for the development of the property into a commercial complex, in three phases.
Exposed
The development of the property is expected to start on July 1 and end by Jan. 1, 2008.
The program of works and estimates for Tariman’s proposed shed is still being processed.
But even as construction of the shed has yet to start, Tariman decided to transfer the bins to the depot.
The bins will still be exposed to the elements but Tariman assured that the small parts, such as the wheel and axle, will be stored in the office.
Last year, the Mandaue City Government purchased some 8,000 color-coded garbage bins and five compactor trucks from Schaefer Systems International.
For $2.19 million or P123 million (based on the exchange rate of P56.20 to a dollar last year), Schaefer Systems International supplied some 8,502 mobile color-coded garbage bins and five collection vehicles with hydraulic lifting devices.
Why not cheaper?
A 50-liter bin costs $164, while a 120-liter bin costs $111.40.
A 240-liter bin costs $119.40, while a .66 cubic meter bin costs $465.50
The trucks cost over $1 million while the project implementation costs almost $80,000.
The purchase was criticized because similar equipment are sold at lower prices.
The City initially deployed 4,000 bins in the first quarter of this year and gradually distributed the rest.
Two types of bins were distributed.
The blue bins are for non-biodegradable wastes while the gray bins are for biodegradable wastes.
Daily check
Barangay captains are asked to commit to help safeguard the bins from vandals and thieves.
There were cases of vandalism but the bins were immediately replaced and the vandalized ones were cleaned.
A daily inventory of the bins is done based on the serial numbers and the location of the equipment.
The City once recovered two bins from a junk shop, when the owner called to report that two boys wanted to sell the bins. (

The Department of Interior and Local Government-7 is going to launch on July 27 the regional Local Governance Resource Center, a "one-stop shop" for knowledge products especially in the field of governance by using information and communication technology.
In the forum of the Association of Government Information Officers in the region yesterday morning, Concesa Gestapa, who is the LGRC coordinator in the region and the DILG-7 operations division co-chief, said the establishment of LGRC in the region is in compliance with the mandate of DILG "to be the catalyst for excellence."
LGRC is a program under the department's Local Government Support Program to help the local government units in capacity-building in order to perform better by capturing, synthesizing, managing and sharing knowledge in governance, and thus contribute to building the DILG as knowledge centric organization and builds learning communities that purse local governance excellence through knowledge sharing and innovation.
The DILG has recently formed the multi-stakeholders advisory committee composed of representatives from the LGUs, regional line government agencies, the academe, civil society groups and non-governmental organizations in the region, who recently signed a memorandum of agreement outlining each of their functions and obligations.
During the two-day LGRC multi-stakeholders' seminar-workshop conducted last month, the participants, especially the elected officials from various local government units in the region, acknowledged the lack of a facility where important knowledge materials learned and/or acquired by local chief executives and other functionaries can be consolidated, shared and utilized by those who will need it after they shall have gone from public office.
This in addition to the fact that local governance has already become complex with the passage of years.
As such, DILG introduces the establishment of LGRC immediately after the 2004 elections in partnership with the Canadian International Development Agency which funds the program, specifically in the provision of the corresponding ICT needed.
The establishment of LGRC entails putting up of an integrated library management system both in the physical library and in the web-based open source library consisting of an outline public access catalogue system and a digital collection.
DILG-Local Government Academy executive director Marivel Sacendoncillo said there are already seven regional offices of DILG which enrolled in the program since the program was first broached in 2004, including Region 7.
Prior to Region 7, the DILG offices which piloted the program are located in Regions 1, 2, 3, 5, 6 and 10.
At the top of the LGRC networks is the national LGRC, which is the coordinating center of a network of RLGRCs. It is anchored in the LGA in Manila.
In the Central Visayas Region, DILG-7 regional director Rene Burdeos already announced that his office has already been working on the LGRC early this year by providing a physical facility, being its obligation under the Philippine-Canada LGSP.
