As I pass by MEPZA everyday, I am always confused about this 2storey building that rose fastly across MEPZA and now it has 2 toyota cars in it. Could this be a Toyota showroom? But as I see it, the building is too small. Maybe 3-4 cars could fit and there's a beautiful staircase beside it.. 2. Cardinal Vidal is anti-Sugbuak and anti-People Power, according to him, due process (Impeachment) should serve it right. 3. for a while... Sinjin P. August 31st, 2005, 01:12 PM hmpf! I am still waiting for my synch cable so that I could upload all my pics... :) MORE UPDATES: 1. In, North Reclamation Area, there are two commercial buildings that are on its final phases of construction. (I just hope that I could upload pics) 2. The traffic in Basak, Lapu-lapu City is getting worse everyday. I hope they begin their widening and construction of a circumferential road. 3. Recently, the isles of the roads in Mandaue City have been opened to plant some cables (Globelines am I right?) underground... But, the construction workers just left the roads opened which caused much traffic in the area. It's good that when I passed the road today, it was already filled with asphalt. :) Sinjin P. August 31st, 2005, 01:17 PM Good News for CEBU! I just heard from TV Patrol Central Visayas (though not that clear!) that Cebu will not experience insufficient electric supply. This opposes the past news that Cebu will be experiencing blackouts in 2010...I'll try to get more updates about this YIPEE! Dago-oc The Freeman 09/01/2005 Shopping and leisure mall Ayala Center Cebu (ACC) is intensifying its position as a "tourist friendly" mall through crafting new offerings to draw in more tourists to shop. ACC is consulting the Cebu Association of Tour Guides (CAT-G) on what more it can do to satisfy every tourist, both domestic and foreign visitors, who visit the mall. ACC, led by its marketing manager Joy Polloso, met with the members of CAT-G recently to consult its plan to offer more attractions and convenience facilities for tourists, and asked CAT-G members' suggestions how the mall could be a full-pledge tourism friendly facility. Through the president Rafael Tura, the CAT-G members mentioned several suggestions or "wish list" how the mall could attract tourist-shoppers by putting up accessible lounge; smoking area, WiFi area for tourists or business center; proper directions or signage; mall map upon arrival of a tourist (multi-lingual); offering shops with quality fashion accessories; proper drop off and pick up area; proper waiting area; more visible toilet signage among others. ACC is capitalizing on the increasing number of tourists to Cebu, it has been positioning the mall to be more "tourists friendly". In fact, signage have been placed inside and outside the mall written in Chinese, to cater the Chinese-speaking tourists. Its first attempt to seced from Mother town Opon was in 1863. The inhabitant find it difficult to discharge their duties and obligations to the church and municipality because of he distance, coupled with lack roads. PADRE SIMON AGUIRRE, the parish priest of Opon that time, encouraged the residents of Day-as headed by Claudio Dico to send a resolution for the establishment of Day-as as a Municipality. It was only on the third petition that their request for a srparate municipality was granted and the new established town was named Cordova after a city in Spain. Day-as remained a barrio but this time a part of Cordova. The decree from Spain ordered Governor Corcuera to organize the town. In the meeting attended by the town officials of Opon and the residents of Cordova, Mr. Benedicto Wahing was chosen Capitan of the new town. In 1864, the Cordova Parish was organized with Father Jose Salazar as the organizer and the first parish priest. The parochial convent was started during the time of Father Pedro Medina in 1891-1893 and was finished in 1896 when Father Jose Baztan was the parish priest. The years that follow were the years of struggles and heroic sacrifices of the few Cordovanhons leaders. One of them was Juan Nuñez, who was appointed Directorcillo of Cordova in 1898 but was sentenced to death by the Spaniards just to have the 200 residents of the town. Cordova lost a representative to the provincial assembly. After the American-Spanish war when the Philippines was under the American regime, immediately the election in the municipalities followed. In August 3, 1901, Julio Llorente, governor of Cebu ordered the election in Cordova. Carlos Sumalinog won the election by viva voce. But his terms did not last long for he was killed by the Americans because of the existence of fake residence certificates in which Carlos Sumalinog was suspected as the keyman to the underground movement. Because of the sad incident, Cordova lost its representative again and it was like being a barrio for it had no more voice in the provincial assembly. Even if Cordova had no representative it was divided into Barrios following the provincial board ordinance in 1901. The barrios were Poblacion, Buagsong, Day-as, Gabi, Ibabao, Catarman and Cogon. The last set of Cordova local officials in 1898 prior to its of municipa personality were Cecilio Alvarez, the Capitan Municipal; Florentino Tiro, juez de paz; Benita Jumao-as, maestra de niñas; and Magdalino Francisco, maestro de niños. In April 21, 1902, Martin Jumao-as, was sent as representative of Cordova to the provincial assembly and in the next meeting in January 18, 1903, Bernardo Nuñez represented Corodva. Cordova regained its municipal personality in 1913 thru the efforts of Bernardo Nuñez. He headed the petition to the Philippine Assembly wherein Sergio Osmeña, Sr. was the Speaker. In that year Bernardo Nuñez was elected municipal president and Luca Jumao-as as the Vice President. Thru the years Cordova with its rocky soil formation struggled and gradually progressed to establish a political and economic name. In English communications the name of the town is spelled CORDOVA. Yes, it has improved a lot. The refurbishing and cladding of the exteriors began last year and they also added ad-holes. Construction was over early this year together with their new V-Hire Terminal. :) Now, SM Cebu is improving its interiors as well. Today, SM is having a 3-day sale and as I passed by the mall, traffic was really unbelievable even if it was raining with thunderstorms. >Rival? Abellana Sun.Star Staff Reporter Three unidentified men were shot dead in two separate attacks at dawn yesterday, while a frat man was killed by two neighbors yesterday afternoon. At 12:45 a.m., two men who seemed to be in a hurry to ride a motorcycle-for-hire were shot dead on Miñoza St., Sitio Tigbao, Talamban. SPO1 Rey Cuyos of the Homicide Section said that before the gunshots rang out, habal-habal driver Froilan Gabato had refused the two a ride on his motorcycle. Gabato said he did not trust the two because they looked “suspicious” and seemed to be in such a hurry to leave the area. As he left them some meters away, he heard several gunshots. The next thing he knew, the two were sprawled on the ground. A team from the Talamban Police Station arrived to see one of them still moving, prompting them to rush him to the North General Hospital. He was transferred to the Cebu City Medical Center, but didn’t reach the hospital alive. The man who died on the spot is 5’2" tall, about 25 years old and wore a back T-shirt, printed with a red skull, and denim shorts with a green belt. He had two bullet wounds on his forehead and back. He was brought to the San Fernando Funeral Homes. The man who was brought to the North General Hospital is about 34 years old, 5"4" tall, and has two tattoos on each leg. On his left leg is a tattoo of a dragon while a scorpion is tattooed on his right leg. He was wounded on the back of his head, right knee and left arm. As of press time, he remained at the CCMC morgue. A team from the Scene of the Crime Operations (Soco) recovered three empty shells and a deformed slug of a .32 pistol at the crime scene. Pinili Sun.Star Staff Reporter While power rates are bound to increase because of the expanded value-added tax (E- Vat), electricity in the Visayas may be cheaper than in other areas in the country, an official of the Department of Energy said Friday. Energy Undersecretary Melinda Ocampo said in an interview that power in the Visayas will cost less than in other areas, because the grid relies more on geothermal power, which is exempted from the E-Vat. She said renewable sources like geothermal, hydropower, solar and wind are exempted from E-Vat. The Visayas’ power supply mix is 85 percent geothermal, while the rest comes from coal and plants that use fuel oil. Ocampo’s presentation on the VAT, during an energy forum at Midtown Hotel in Cebu City last Friday, also pointed out that there are proposed mitigating measures to ease the impact of the tax on power rates. One of these may be implemented through the lifeline rate being used by distribution utilities, which provide subsidies for consumers who consume less than the minimum. The Visayan Electric Co. (Veco), for instance, has set the lifeline rate at 55 kilowatt-hours (kwh) a month. Consumers that use less than 55 kwh a month enjoy cheaper electricity. The DOE, in a circular, directs distribution utilities to immediately file with the Energy Regulatory Commission (ERC) a revised lifeline rate structure to — “when necessary” — modify the levels of consumption in the lifeline rate structure “to allow more end-users to qualify.” Ocampo said mitigating measures are also in place for diesel and liquefied petroleum gas (LPG). Her presentation cited Executive Order 440, which reduces import duty on crude and petroleum products to three percent from five percent. For LPG, the effect of the VAT is “significantly mitigated” by removing import duty and excise tax. According to Ocampo’s presentation, in the power sector, the VAT will be imposed in two aspects of the generation level: 10 percent on input, which means the source of power supply (or raw material) and 10 percent on electricity generated. But there is no VAT if the source of power is renewable. Bill At the transmission level (where electricity is transmitted from generation to distribution utilities or electric cooperatives), there is a 10 percent tax on input (goods and services) and another 10 percent for the transmission service. At the distribution level (electric cooperatives and distribution utilities), there is a 10 percent tax on input (which means goods and services). For the output (distribution service), there will be an eight percent tax, not 10 percent, since the national franchise (two percent) tax has been abolished. Ocampo presented a bill with a 210 kwh consumption, using power rates in Luzon. Before VAT, the amount to be paid by the consumer is P1,549.99 at P7.3808 per kwh. With VAT, the bill is P1,704.15 at P8.1149 per kwh. Ocampo said the E-VAT — or as she called it RVAT for reformed VAT — will regulate the use of petroleum and environmental protection, and help improve the health of the people as it will encourage use of renewable sources of energy. These are among the proposed activities Mayor Tomas Osmeña has approved, as part of implementing the Gender and Development Code of Cebu City this year. But the activities still require council approval. Listed under the 2005 Annual Investment Plan are the detailed activities, which will be supported by a P15-million budget charged to the Local Development Fund. Councilor Rodrigo Abellanosa, chairman of the committee on family and women, will submit the proposed projects in a resolution on Wednesday for the City Council’s discussion. Investigators too New barangay captains, nongovernment organizations (NGOs) dealing with children and youth, police investigators, youth leaders and some City Hall workers will be required to attend separate sessions for gender and sensitivity orientation and training. Some P40,000 will be allocated for the training of the village chiefs, P80,000 for the NGOs, P40,000 for the community men and women, P80,000 for the police investigators and P120,000 each for the youth leaders or the Sangguniang Kabataan officials and for the City Hall employees. The University of the Philippines Cebu and Sidlak will get P100,000 for seven research projects on gender relations in urban areas, from June to December 2005. At least five percent of each government office’s total budget is supposed to pay for gender and development projects. About P60,000 of City Hall’s funds will go to a proposed support project on gender studies, such as the preparation of computerized data for easy livelihood referrals. This will be conducted in two barangays. Some P456,000 will be spent for an “integrated gender-sensitive and rnvironment-friendly” zoning plan. This will involve women representation in the Comprehensive Land Use Plan efforts and environmental workshops for housing groups. Some P100,000 will be spent for “Bantay Suba” or the Guadalupe River clean-up project. Around P250,000 will be used to make sure at least five villages include gender and development in each barangay’s plans. The City will also give P480,000 as capital assistance to the Lihok Filipina Foundation and other NGOs in Barangay Luz for the construction of communal toilets in eight barangays. Gender-sensitive barangay plans will be crafted for six upland pilot women’s farms. About P200,000 will be used for this “gender-sensitive natural resource-based” management program. Some 20 families that have children in conflict with the law will be given support services, and at least 50 children who are working will be given educational sponsorships. Free Lava and the Kauswagan Center will train parents in 10 barangays about parent-child rights. A paralegal training of youth-peer facilitators on children’s rights and laws affecting the youth will also be conducted by the Bantay Banay Youth, for 30 persons. Some P180,000 will be spent for a special training on gender sensitivity and paralegal matters, for the Lupong Tagapamayapa. About P500,000 was allocated to support women victims of violence through therapy, among others. Some P500,000 will also be spent to create a legal services program for victims of abuse. Pink Center About P1.59 million will be set aside for assistance to the Pink Center of the Vicente Sotto Memorial Medical Center (VSMMC). Some P400,000 will go to the Cebu Hope Center for the food, accommodation and care of abused girls. About P800,000 will be spent for the rehabilitation and improvement of facilities in the Cebu City Task Force on Streetchildren Drop-in Center. To support working mothers, some P1 million will be spent for a child-minding center at Cebu City Hall, through the Department of Social Welfare and Services. About P763,000 will be used for programs to teach women their rights over their bodies, including a workshop on reproductive health and its implications on the mid-life crisis. Each workshop will involve 25 persons per batch, for six batches. Another seminar will be held on the men’s role and involvement in understanding women’s reproductive health. This will be joined by 30 men per batch, for two batches. Cancer screening Some P500,000 will be spent for health care services, such as mass screenings for breast cancer, cervical urinary tract infections and other diseases affecting women. Also in the works are a nutrition seminar and a feeding program for 500 children, three times a week. There will also be training for caregivers and a workshop on alternative medicine for the elderly in October. Educators will also be asked to promote gender sensitivity in their school curriculum. Other programs are also in place for occupational and physical therapy services for handicapped children, adults, elderly women and men. The MCWD will not implement yet the increase in water rates as approved by the Local Water Utilities Administration (LWUA) “as long as the water district and the proponent of the Carmen water supply project have yet to sign the contract.” This decision was announced the other day by MCWD general manager Armando Paredes, who said that if the Carmen water supply project is implemented, the 12-percent per year increase would be enforced for three years. At present, MCWD and the proponents of the Carmen water supply project--the consortium of Ayala Corp. and Stateland Corp.--are still reviewing the draft contract. According to Paredes, the consortium wants to sell 50,000 cubic meters of water a day to MCWD starting at P25.72 per cubic meter on its base year, which is initially set in 2007. This means that after 2007, there will be another round of increase in water rates. With a 12-percent increase, a household that pays about P100 for minimum volume consumption of not more than 10 cubic meters will be paying about P124.20. This was the council's response to the Supreme Court decision upholding the constitutionality of the expanded value-added tax law. Francisco Fernandez, city administrator and council chairman, said they might also adopt recommendations of cause-oriented group, Association of Concerned Commuters and Consumers (AC3), calling for, among others, the launching of a shame campaign against unscrupulous and opportunistic traders. The group's president, Souie Mercado, who also attended yesterday's meeting, gave six recommendations to cushion the negative impacts of expanded value-added tax on consumers. First, Mercado said the city government, with the help of the Department of Trade and Industry, should set up a large billboard along Fuente Osmeña Boulevard that would show updated prices of basic commodities. Second, a massive information and education campaign to inform consumers of their rights should also be launched, she said. Third, Mercado said the local government should establish a well-coordinated monitoring system aimed at allowing consumers to contact agencies where they could file complaints against unscrupulous traders. The number of the cellular phone or hotline through which consumers can air their complaints or sentiments will be announced later, she said. But one of our priorities is to really focus on our local issues. We will finally get the titles to the South Reclamation Project. We already have several serious offers from different locators. Much however remains to be done, we will be bidding out the electricity, water, telephones, interior roads. But we are now moving towards our goal. The goal that took the city 15 years to accomplish from its inception in 1989 to where we are today. The goal is to create 30,000 jobs or more and increasing the city’s assets by P15 billion pesos. The delay, well because of the nature of the size of our debt is creating havoc to our finances. This August, we have to pay P300 million.[b] Next year, we need to pay [b]P600 million. With your support, we will pay these debts and pursue the development of the SRP, without, of course, sacrificing basic services for all, especially the poor and the disadvantaged. Revenues We will have to increase revenues, NOT by increasing taxes, but by improving collection. Most Cebuanos already pay their taxes and for this, we thank everybody. Increasing taxes will mean that we will have to run after those who don’t pay. Justice demands that we run after those who have not been paying. Just as we have run after VECO, GLOBE, SMART and PLDT. Now they are paying taxes. Now, we run after the Cebu Port Authority. They owe us P170 million in unpaid taxes. We will make them pay. We will make everyone who do not pay their taxes pay. We appeal to all real estate owners with tax delinquencies to come to us and avail of our liberal tax settlement – 25% down, the balance payable in 1 to 3 years. If they refuse, we will auction their properties. And we will possess and sell these properties should they fail to redeem them within one year. We will also collect other unpaid taxes, including those on machineries and equipment. Last year, only six tax declarations were issued on machineries and equipment. Only six… I have therefore instructed the City Assessor’s and other revenue officers to BEHAVE. And BEHAVE they will. It is serious crime that others pay while others go away scot-free. We will, of course, be reasonable. I have asked the City Council to reduce the tax rates for educational and medical institutions from 2.5% to ¾ of 1%, at the same time waiving penalties. There are marked improvements on revenues collected from our abattoir, our public markets, loan payment of the urban poor, CITOM and the terminals. Very good compared to the previous years. Not good enough compared to the Cebuanos distinction for excellence. South Reclamation Project We are now pursuing the development of the SRP to make it marketable and useful. The Mambaling access road is now passable. The construction of the ABC and the Senior citizen’s buildings in Kawit Island are on going. The sewage treatment plant will soon be operational to finally provide our city with non-hazardous disposal of its human wastes. And we have some good news too. We have run test wells at the SRP. And there’s plenty of water underneath the reclamation area. Basic Services Despite financial constraints, basic services have not suffered. We, however, need more focus. As explained to this honorable body last year, governments should provide only services that the private sector is either not capable or not willing to provide. Primarily through SPRING, (Systems and Procedures Rationalization IN Government) we are evaluating the services that we are presently providing to discard the unnecessary and to improve those that must be continued. We have improvements here and there. More garbage and dump trucks are operational. We are rationalizing our streetlights. Our dengue cases were reduced. Our peace and order is improved. In partnership with NGOs, and many thanks to them, we continue to receive honors on our programs for children, social housing, and now women. One of those who have been a partner to the city is nominated to the Nobel Prize. Let’s give her the round of applause. Tessie Fernandez. But these are not enough. We will have to do more. Education remains to be our big problem and it’s our top priority. We have taken drastic measures. We will continue to take more drastic measures. Our children are our future. We know they cannot vote but we must give them what they deserve. Reengineering Bureaucracy We are now forming a Special Department of Innovation and Change. We are reengineering the entire bureaucracy. Our bureaucracy remains bloated. We are conducting an audit of personnel to minimize wastage. We cannot waste our taxpayers’ money on employees who do not work. I have therefore invited Akbayan, one of the more radical NGOs, to nominate an In-House Ombudsman who will promote accountability and transparency in City Hall. To reduce delays on procurements, we now have two Bids and Awards Committees. To reduce costs and paperwork, we buy in bulk, beginning with our office supplies and going into meals and medicines. We continue to lease multicabs. We are also strengthening middle management, by training and promoting those who deserve. We have invited the best and the brightest of Cebu to help us reinvent government and reengineer our bureaucracy. We have more than 60 graduates, who are each of them cum laude, magna cum laude, and summa cum laude. They have responded to this challenge. National Situation While we go through all the issues that beset our city, there are many who are deeply disturbed by what they see on the papers, on TV, on what is happening in the national government. It is our responsibility to remind the people that it is what happens in Cebu that will determine our success, and not what happens in Manila. I would like to point out that in Italy, sometime in the late 70’s and early 80’s, they were undergoing turmoil much worse than what we are undergoing today. The government was toppling one after the other. They change government, I don’t know, almost half a dozen times, sometimes within weeks of each other. While all of these were going on, the country went through an economic boom, never so strong in its history. Why? The businessmen didn’t care. During the same period, the equivalent of the Abu Sayaf was planting bombs all over the place. They were called the Red Brigades. But the economy prospered. The Mafia made a vicious comeback, coming out of Sicily. They even assassinated the Chief Justice of Italy with a mode of car bomb that threw his car to the height of almost ten stories high. That’s how vicious it was, and yet the economy was booming. This is an example that it’s really in our hands to create our own future. If we, here in Cebu, are just going to react to what you see in the television and in the newspapers, then you will be a victim of our own sense of pride. We have overcome other problems in the past, Bagyong Ruping, when the city needed help and the national didn’t help us. We need to exercise strong sense of self-reliance. I just hope and pray that we just focus on our work because if you really think about it, it’s really now our CHANCE. It is really now our CHANCE TO SHOW TO MANILA THAT THEY ARE NO LONGER THE LEADERS. CEBU WILL STEP INTO THEIR SHOES. AND WE WILL LEAD THE WAY. Del Rosario said his office adjusted with President Gloria Macapagal-Arroyo's plan for a transitory government from presidential to parliamentary-federal system. The Palace official claimed some changes from the original plan of transferring government centers from Metro Manila to some of the key cities in the Visayas and Mindanao, though still very much aligned with Arroyo's vision. Del Rosario admitted that with the looming political as well as economic crisis being experience at this time, the Office for New Government Centers and its programs are not given full-blown attention. "We recognize that government agencies are really on a belt-tightening situation and we can not push them to transfer," he said. The new cabinet secretary, who is also the former governor of Davao del Norte, claimed that the government is highly prioritizing other things, with less focus on the transfer of government centers. "We want to enhance the image of Mandaue as a business destination," said Blanco during the press launching of Mandaue Business Month (MBM) 2005 yesterday. In fact, the city is gradually streamlining processes in getting business permits, Blanco said. "We are partly implementing a faster 'process and approve' system for business permit renewals, where permits are approved first then allow applicants to submit other requirements later," said Blanco. "We are still on the process of reviewing physical set ups and system of other offices especially in the City Engineer's so application of building permits would also be expedient," said Blanco. Jonkie Ouano, special assistant to the mayor, said that the proposed communication skills training program will help address the growing demand for call center workers. The short-term skills training will be coursed through the city's Integrated Technological and Entrepreneurial Development (ITED) Office. According to Ouano, they still have to meet with call centers but he hoped that call centers will help the city government identify the required skills and come up with course content. Ouano said that they would be meeting with call center companies in Cebu to tackle how they should undergo with the training and how they could further help with manpower needs of the industry. ITED is the manpower training arm of the city's employment agency accredited by the Technical Technical Educational Skills and Development Authority (TESDA). Discussions with call center stakeholders, Ouano said, would start as soon as Mayor Thadeo "Teddy" Oauno comes back on September 17 from his US trip. Since Mandaue City has a high literacy rate of 70 percent, the city could supply the needed labor pool, he said. Currently, some 10,400 businesses from different sectors, such as furniture, fashion accessories and food processing, are operating in Mandaue City, a significant increase from the 9,400 businesses that registered in 2003, said City Administrator Serafin Blanco in an interview last Saturday. Blanco told Sun.Star Cebu that Mandaue is eyeing new businesses to invest in the city, especially those from the information technology (IT) and tourism sectors. “IT firms, like call centers and tourism-related businesses, such as hotels and restaurants, are among those that have not penetrated Mandaue yet and which we hope to accommodate,” he said. Tax holidays For foreign investors who will set up businesses with a $200,000 to $1 million in capital investment, they will get a 25 percent discount on business taxes and real property taxes for three years. A 35 percent discount on both types of taxes will be enjoyed by foreign investors for five years if they will bring in over $1 million to $4 million in investments and a 50 percent discount on both taxes will be enjoyed by foreign investors for seven years if they will put up businesses with over $4 million in capital investment. Sino Cruz With new industries emerging here in Cebu, the national and local governments have to come up with guidelines to address the needs of these industries. Nelia Navarro, Cebu provincial director of the Department of Trade and Industry (DTI), said existing guidelines and classification do not meet the requirements of the wellness and information technology businesses. According to Navarro, the emerging industries in Cebu are the wellness and the information technology industries. The wellness industry includes such businesses as spas and treatment salons with services ranging from facial, therapeutic massages, slimming treatments and many others. Even the businesses under the information technology industry are classified under a different category, she pointed out. Navarro cited as example the spa industry, which does not fall under any classification. Although the real spas are different from the massage parlors, these businesses are registered as massage parlors, she pointed out. With the success of pioneer companies offering spa services, spas have been mushrooming all over Cebu, she said. However, she cited the need to regulate the industry to ensure that these establishments offer legitimate spa services. She also noted the need for government to ensure that the services being offered will not be harmful to clients. The local spas are drawing patronage from both locals and tourists because these are charging fees way below those being charged in other countries, she said. Earlier, the owner of a spa chain decried the registration of his spa chain under the massage parlor category. Because of this, the spa chain's therapists are required to undergo weekly medical check at the Cebu City health department, the owner bared. Although the spa chain owner have been asking the Cebu City government for a different classification, the local government has yet to respond to this request. Navarro said the government has to come up with a rationalized approach to these emerging industries on the issues of regulation, service standards and facility concerns. Since Cebu is trying to promote itself as a vanity tour destination, she maintained that there is a need to come up with pertinent regulation to ensure the professionalism in the spa industry. She said Cebu will have to take the lead as far as coming up with pertinent regulations and standards for the emerging industries is concerned. Navarro said she has discussed this concern with regards to the wellness industry with Department of Tourism regional director Patria Aurora Roa. At present, the Department of Tourism has classification standards for the bigger spas located in hotels and resorts, she said. Torres The Philippine Star 09/08/2005 CEBU CITY – The provincial government of Cebu is planning to approach international lending agencies such as the Asian Development Bank (ADB) to raise some P9 billion to fund major infrastructure, power and utilities projects. Cebu Vice Governor Greg Sanchez Jr. told newsmen that they are also eyeing the P2-billion revenue surplus from its own coffers to fund a 150-kilometer transaxial highway, a wind-powered generation plant, and an integrated water supply system. The provincial government has already released P5 million for a feasibility study for the comprehensive infrastructure development program. "The thrust of the infrastructure program will be for rural and economic develoment," Sanchez said during a press tour hosted by the ADB. The tour also covered the Carcar-Barili-Bato Road, part of the ADB’s P524-million Second Cebu Road project. The transaxial road, also known as the Unity Highway, will connect all municipalities of the province of Cebu. "Development in the countryside means access to them in the fastest time and it will be the least time if our travel is uninterrupted, smooth and safe," Sanchez said. It will connect Daanbantayan in northern Cebu to Santander in the south. It will then traverse and connect existing interior roads. The highway is estimated to cost at least P4 billion. Utilizing the transport trunk created by the Unity Highway, an integrated water supply system will be attached to give access to fresh and clean water to the eastern portion of Cebu from the underdeveloped western portion. It will be complemented by the development of renewable energy sources with emphasis on wind power. Wind banes and other related facilities will be erected in both coastal and mountainous areas as a cheap and alternative energy source. "It has been successfully done in Ilocos and we want to do the same for the province of Cebu," the official said. All projects will be under the build-operate-transfer (BOT) scheme as it would entail huge amounts of funding and technical expertise. Local government and business officials have attested to significant gains with the ADB-funded highway that linked Santander to Cebu City. Argao Mayor Wilfredo S. Caminero said that travel time between Argao and Cebu City was reduced from two hours and 30 minutes to just an hour and a half. "It reduces travel time, spoilage of the farm produce, and lowered operational costs for transport operators," Caminero said. He added that a large number of Argao residents working in Cebu City has started commuting daily to the city instead of having to rent an apartment or room due to the increased acccessiblity. It was literally full of corals and large shells, nice :) We then swam in the water with colorful jellyfishes (they did not make us itchy afterwards). The seaweeds were also like 10meters away from the shore. "It is with the Land Management Bureau. I was told that we'll get it as early as next week. I hope so because this is hurting us so badly," Osmeña told reporters yesterday. Earlier, Osmeña announced that SRP's special patent might be issued to the city this month, which was why he decided to make the second payment for the city's SRP loan obligations to the Land Bank of the Philippines amounting to P300 million last August 20. The first payment for this year amounted to P150.2 million. But Osmeña is not amenable to the proposal of the Cebu Investment Promotions Center, the marketing arm of SRP, for the city government to enter into a joint venture with companies expert in property ventures or land management. The PDC members, led by Governor Gwendolyn Garcia, unanimously approved the resolution extending Metro Cebu's coverage from Cebu City to Carcar town in the south and to Danao City in the north. Presently, Metro Cebu only covers until Minglanilla town in the south and Consolacion municipality in the north. Garcia said that expanding Metro Cebu's area would help extend the development to other towns. Dago-oc The Freeman 09/09/2005 The fate of the South Reclamation Properties (SRP) on accepting locators would depend on how soon the Cebu City government could create a body that would focus on the facilitation of the entire property's operation. The Cebu Investment and Promotions Center (CIPC), the agency that is commissioned by the Cebu City government to market the 300-hectare SRP, suggested that a Facility Management Office (FMO) must soon be created, that would partner with a private sector to form a Special Purpose Corporation (SPC). CIPC managing director Joel Mari S. Yu said as soon as this body will be set up, the bidding of the two-support infrastructure, the Property Management and the power operator will immediately be opened. In his recent presentation with the Cebu City council, Yu stressed the importance for the installment of SPC, so that the property's potential could be maximized and be productive. Following the memorandum of agreement (MOA) signed between the Cebu City government and the Build-Transfer-Operate (BOT) in Manila, the latter shall assist the technical requirements to start the bidding. Ideally, the bidding for this two-requirement support infrastructure should start in the next six months. However, the absence of the SPC will hold off the opening of the bidding. He said the SRP needs an experienced property management company to insulate SRP against "political risks", while other investors are demanding that a professional management company must take care of the property as the City government has no track record in property management. The bidding for SRP project management should be open to both local and international real estate management companies or developers, Yu said. The winning management company shall ink a joint venture deal with the City government, and both will agree on the entire property's master plan, which will be executed by the management firm. Secondly, the bidding for power operator is also equally important. The qualified firm shall enter into a universal deal with the Cebu City government, wherein it shall provide the entire needed infrastructure, such as supply, distribution and management, Yu said. SRP's water and waste management operations will also be bid out immediately after SRP completes with the bidding of property manager and power supply operator. Initially, SRP's master plan has identified 65-hectare as industrial land, but according to Yu it can expand depending on the final master plan and the demand of the investors. As soon as these support facilities will be put in place, at least 10 companies from the Mactan Export Zone (MEZ-1 and 2) are ready to set up their expansion operations at SRP, excluding the foreign and local that expressed interest to locate at the area. In water requirement, SRP has lesser concern because it already has in place a desalination plant that could supply 500 cubic meter a day. Yu said this capacity could serve about two to three companies. He stressed that the "controversial" release of the SRP land title is not even a point of concern for the investors, as most of them are only leasing building infrastructure there. It is for this reason that the Cebu City Government has decided to venture into a partnership with a private property developer or manager, who could “professionally” faciliate the City’s business contracts with future locators in the SRP, Cebu Investment Promotions Center (CIPC) managing director Joel Mari Yu said. CIPC is the organization tasked to market the SRP (formerly south reclamation project). Yu told a press conference yesterday that the city government plans to bid out the service to both local and foreign property managers but only after the city establishes the legality of the creation of a special purpose corporation (SPC) or a joint venture with a private company. He said the city government will also bid out power supply and distribution, water supply and distribution and waste management at the SRP. Yu said the city government, through Mayor Tomas Osmeña, has signed a technical assistance agreement with the Build-Operate and Transfer (BOT) Center in Manila, a special government agency tasked to promote and market private sector participation (PSP) programs and to assist in any BOT or PSP project development by providing technical assistance to national implementing agencies, including government-owned-and-controlled corporations and local government units. Assurance According to a copy of the contract, the BOT Center will help the Cebu City Government in the “preparation of the project tender documents including (the) terms of reference for bid tender and draft contract and (provide) assistance in the pre-qualification and actual solicitation of competitive bids up to the bid evaluation, selection and award stages.” Yu said having a private manager run the SRP will assure prospective locators that they are dealing with an organization that is capable of carrying out the terms and conditions of the contract they will sign. “The City has recognized the fact that it has no track record and experience in managing a property and that it is incompetent in managing a world-class facility like the SRP,” he said. A private property manager would also insulate the SRP from political risks. “But the manager is there only to carry out the master plan. All the terms will be written down. The City still is the owner,” Yu said. With regard to the power and water supply, he said the contract for the chosen suppliers will be a universal contract. This means that the supplier will have to invest in everything—from supply and distribution infrastructure to management. “The City will just receive (a) commission per cubic meter (of water) or per kilowatt hour of (power) sale,” he said. Gwendolyn Garcia said yesterday. Garcia said President Gloria Macapagal Arroyo announced that next year's IRA allocations for all cities and provinces would be P160 billion, a six percent increase of this year's P151.6 billion. The President announced the increase in IRA allocation nationwide during her meeting with local officials in Cebu yesterday. According to Governor Garcia, the new IRA's impact on Negros Oriental would be an increase of over a hundred million pesos over the province's 2005 P602.1-million allocation. "Cebu's increase would be bigger," Garcia said, using Negros Oriental's projected 2006 allocation as a gauge. Pangasinan got the highest in this year's IRA allocation, at P960.5 million. Negros Occidental took in P933.69 million. Cebu is 65 percent dependent on its IRA, compared to Pangasinan's 86.7 percent and Negros Occidental's 90.3 percent. The three are the country's top IRA recipients. The IRA is the yearly allocation released by the national government to all LGUs for various development and social services projects. The total IRA shared by the country's LGUs in 2004 was P146.8 billion. Garcia said the increased allocation was welcome news for low-income LGUs that are fully dependent on their IRA allocations. She said this was part of President Arroyo's promise to local chief executives "to empower the LGUs." "The increase in the IRA means that we have more funds for our infrastructure projects and social services programs," Garcia said.
