North Reclamation Area cleanup, City to demolish squatters’ shanties

Squatters occupying sidewalks in the north reclamation area would soon be evicted as Cebu City pushes on with its rehabilitation of the area as part of its preparations for the Association of Southeast Asian Nations (ASEAN) Summit in December.

Cebu City Administrator Bimbo Fernandez told Cebu Daily News on Sunday that negotiations are ongoing between the city and squatters and vendors occupying the sidewalks along the major roads of the north reclamation area.

Fernandez said he could not say how many squatters would be affected because the city government has yet to conduct a survey.

“We still don’t have data as to how many of these squatters would be affected. What the city has committed to relocate are those occupying the sidewalks, including the vendors. But those who are squatting in private lots, all the city could do is assist the private land owners,” Fernandez said.

The rehabilitation project includes the concreting of roads, repairing drainage, landscaping and reconditioning of traffic lights.

The project was given a boost after SM City expressed its willingness to make an advance payment to the city government of P50 million for its 2007 business, real property and amusement taxes.

SM City Cebu chief Marissa Fernan told reporters in a press conference that they initiated the plan so that improvements in the north reclamation area could be immediately put in place before the ASEAN summit.

Since squatters are one of those directly affected with the rehabilitation plan, Fernan said SM City has pledged to allocate P1 million for their relocation.

There are 126 lot owners and 220 properties located in the north reclamation area.

SM City mall manager Sherry Tuvilla said the P50 million, which they paid in advance to the city government, would be spent for the improvement of the drainage system, landscaping, concreting of at least 11 roads and improvement of street lights.

Tuvilla said SM City, which occupies a 14-hectare lot, and the city government are expected to sign a Memorandum of Agreement before the end of the month.

She said the company would pay the first half of the payment on the day of the MOA signing while the other half a month after.

After SONA, Cebu business boom expected

Expect a boom in the tourism industry and other businesses in Cebu after President Gloria Macapagal-Arroyo announced in her State of the Nation Address (SONA) on Monday that Central Visayas provinces would become a tourism hub of the country.

This was the reaction of Cebu City Councilors Eduardo Rama and Arsenio Pacaña and Elias Tecson, Department of Trade and Industry (DTI) program management chief.

Pacaña said many tourists preferred to come to Cebu compared to other provinces in Central Visayas.

“First choice man gyud ta sa tourists dinhi sa Central Visayas. (Central Visayas is the first choice of tourists) We have the strength, the areas on culture and arts, eco-tourism and beaches. Dia sa ato (We all have it here),” Pacaña said.

If the tourist spots in Cebu would be further developed, the councilor said, more foreign and local visitors would come and patronize the province’s hotels, restaurants and stores.

“Many tourists will buy our souvenir items and other products,” he added.

Tecson, however, advised the government to develop first the tourism industry because other industries will just follow.

“We invite tourists and yet when they come, they couldn't bring back something they couldn't forget when they go home,” he said. “It would be better if they would keep coming back here.”

Councilor Rama agreed with Pacana's observation, saying once our tourism industry would be developed then this would create more opportunities for the Cebuanos.

“Business-wise, opportunity na kaayo ni kay daghan different nationalities moanhi sa ato. Daghan naman gani tag mga Koreano ug Hapon dinhi, (Business-wise, this is an opportunity for the Cebuanos because different nationalities will visit Cebu. In fact there are now many Korean and Japanese tourists visiting Cebu),” Rama said.

remember that korean shop near the airport that even the governor and cebu city's first lady were not allowed to get in. that cannot be! if they will continue to that and if we continue to just abide, we'll be left out with no land we can call our own.

giguba na ang mga corals, asta isla ang angkunon. the koreans are the most frugal among asians, tihik kaayo na sila unya naa say batasan nga kuyaw. the increase of the number of korean tourists may bring both bad and good.

Plaza Fair destroyed by dawn fire

By Jhunnex Napallacan
Cebu Daily News
Last updated 01:15pm (Mla time) 07/26/2006

At least P20 million worth of properties were destroyed when fire gutted one of the oldest department stores on Colon St. at dawn on Tuesday.

Superintendent Esmael Codilla, Cebu City fire marshal, said investigation was being conducted to determine the cause of the fire that ate up almost the entire four-story Plaza Fair department store.

The store would have celebrated its 35th year anniversary in August.

Senior Fire Officer 2 Allih-Kasem Espinola, a fire investigator, said the investigating team would invite store employees, especially the bookkeeper, to shed light on the financial status of the store.

He said investigators would like to know if possible declines in sales could have given someone a reason to intentionally burn down the building.

Espinola, however, said studies had so far shown no signs of arson.

Investigators were also looking into the possibility that flaws in the building's electrical system could have started the fire.

He said the building's maintenance manager admitted that when the building underwent electrical renovation in 2000, the fourth floor was excluded.

Store employees said the fourth floor used to be a food court, but had been converted into a stock room.

The building's superstructure had remained intact, but Espinola said the second, third and fourth floors had been severely damaged by the fire.

Stores and various outlets on the first floor were damaged by the fire's heat and the water that firemen used to control the flames, Espinola said. Most of the outlets, however, could still operate, he added.

Outlets on the first floor include branches of fast food chains McDonald's and Orange Brutus.

A salon owned by designer Wendy Mendoza also operated on the first floor, as well as several stores selling optical media and cellular phones.

The Cebu City Fire Department received the fire alarm at 12:30 a.m. The fire was declared under control 50 minutes later.

The fire, however, persisted until around 8 a.m.

Espinola said Plaza Fair's acting manager, Danilo Patalinghug, told investigators he could not say anything important because he had assumed the post just recently.

Plaza Fair's owner, Daniel Velasco, is based in Manila.

maka design sad ko. the lesser the number of colors in the print, the lesser it would cost. depende sad sa color sa shirt. if it is white or light colored it's a little cheaper compared to black because you will use more paint with black. you need to apply a couple of layers to a dark colored fabric.

We have to resolve this kon kinsa ang moprint para good to go na ta.

For non-Cebu residents na gusto mokuha og shirt, we're still determining kon pila ang per shirt per person pero ang shipping murag P100 sya.

Cebuanos and the ASEAN Summit

By Joeber Bersales
Cebu Daily News
Last updated 11:23am (Mla time) 07/27/2006

SINGAPORE—As Cebu preps itself for the Association of Southeast Asian Nations (ASEAN) Summit in December, the local populace in Singapore has been harnessed for the September meeting of the World Bank and the International Monetary Fund. Unlike President Gloria Macapagal-Arroyo, who has been reported to prefer showing ASEAN leaders the best beach views Cebu can offer (never mind if the sand reportedly came from elsewhere), Singapore is not in the mood for tourist promotion as there is no need for that. This is, after all, ASEAN’s cleanest, greenest and safest city (“An overgrown theme park,” as a friend of mine pejoratively calls it).

What this country thinks it desperately needs has been pursued with a combination of seriousness and gusto: showing Singapore’s best face forward in a campaign called Four Million Smiles or 4Ms. That’s one smiling face for each of the island-state’s four million or so citizens. And photographers have been positioned these past two months in strategic places to capture the best visages of volunteer Singaporeans as ambassadors of grace that will be displayed in the Internet as well as during the conference itself, with a travel package raffle to go with it. What better way than this to pay homage to the country’s racial harmony and economic progress as truly the only first world country in Southeast Asia. Doubtless, the confab is an affirmation of Singapore’s stature as a “safe” environment for a conference of such import. But the country also hopes this will help dispel the image of the Singaporean as humorless and stern-faced. It’s all part of the loosening up that has been observed by public intellectuals as the post-independence generation has taken over from the vanguards.

Perhaps it is still too early to expect Cebu’s local chief executives to plan for encouraging the public to appreciate the tenor of the ASEAN Summit. Yet harnessing the everyday Cebuano’s active interest and “participation” in the summit now is a must if we are to prove to our ASEAN neighbors that Cebu is not just the venue because, were it held in Manila, it would be an opportunity to embarrass President Arroyo with daily demonstrations and mass actions. There must be a public campaign to explain the important message of the summit for Cebu – that this part of the country is emerging as a global city of sorts, able to host hundreds of visitors and hold such an important meeting. This is not just an alternative venue and we better take its being chosen as such seriously. This is, after all, a kind of rite de passage for Cebu, a coming of age, as it were.

Like Singapore, Cebu therefore must its best face, not just its foot, forward. Active campaigns must now be held in educational institutions, even malls and other public places, about what ASEAN is all about and what the meeting will tackle. We must refurbish our museums to show the vintage yet progressive character of the island, for example. I am sure many of the advance staff and secretaries of the different ASEAN heads will find time to relax and see how culturally cosmopolitan Cebu is. Are we there yet?

Before I left for Singapore, I was quite surprised that University of San Carlos, for example, was in a kind of quandary whether it had to prepare its campuses (especially its museums and its dance troupe) for any visitors coming in for the summit. For the university, this is after all also an opportunity perhaps to welcome one of the prime ministers or presidents to its campuses or even grant an honorary degree to any of them who has personally shown to be a model for the university’s ideals.

There may, of course, be plans afoot in the direction I am writing about. But right now, everything appears vague, if not totally absent. Is this again a symptom of Imperial Manila’s feudal hold on the rest of the archipelago? Fortunately, there is still ample time to prove me wrong and, more importantly, to bring out the best in all of us.

No need to relocate families in barangay Luz?
Cebu Daily News

Here is the story... (http://globalnation.inq7.net/cebudailynews/news/view_article.php?article_id=12010)

I don't understand what the cebu city government is up to. it seems that they have no contingency measures for squatting and vending on sidewalks. do they want cebu city to be a haven for squatters and sidewalk vendors? the only very obvious solution they have in mind is just let these people stay where they are. ug naa man gani solusyon, pwerte gyung hanapa. walay livelihood ug relocation nga mahatag?! kuyawan para sa sunod elections?

how will cebu be asia's most livable if the local government can't even provide solutions to all these? ang luoy kay ang taxpayers. mura ba ug ang sige na lang ug agdon ug hunahunaon kay ang mga squatters, mga sidewalk vendors. ang mga taxpayers tawn kay i-take for granted na lang. kanang mga nanggawas sa balita nga demolition demolition, tinuod ba sad kaha nga ting election na ra ba hapit. i know it is not that easy to solve these problems, at least they should just be fair and have the will. luoy man ang squatters ug vendors pero di man sad pwede nga sige na lang sila pauyonan pirmi. kanyahay lang nga nanaghan ni sila pag-ayo kay mura man gud ug protektahan pa hinoon sa gobyerno. unsaon pag daghan sa turista ug investor ug bati ang atong palibot. ug walay turista ug investor, walay kwarta. ug walay kwarta, asa kuha para basic services, so luoy ang tanan.

the city government is not doing a good move. eventually only the squatters and sidewalk vendors will cast vote for them in the next elections.

hahahah gayawyaw gyud si brodix! :D

ive watched travel time before and it said that uptown cebu and the fuente area was patterned after a typical american city. with government structures built alongside each other. we can see this in jones ave. with the national library (fronting cdu), the state university (cnu), the capitol, government hospital (vsmmc) etc.

Cebu City debt soars to P5.96B
By Rene H. Martel Sun.Star Staff Reporter

Although Cebu City amassed more millions in 2005, its liabilities also soared by the billions.

Last year, the City Government earned P1.914 billion or 15.76 percent more than the P1.654 billion made the previous year.

The increase, the Commission on Audit (COA) said, was a result of the “extensive collection drive” of the City Treasurer’s Office.

Minus expenses amounting to P1.407 billion, City Hall earned a net income of P511 million, or 90 percent more than the P243 million it made in 2004.

The bulk of the income was from local taxes at P918.597 million; other income, P703.8934 million; business income, P128.151 million; service income, P113.41 million; permits and licenses, P48.921 million; and national taxes, P1.47 million.

Other income includes dues from persons, groups, and other funds, subsidies, grants and donations.

State auditors also noted a slight increase in expenses, from P1.363 billion in 2004 to P1.407 billion last year.

Mayor Tomas Osmeña, in an earlier interview, said Cebu City has a massive collection effort because it has many accounts to collect.

He even dismissed last March a report by the Bureau of Local Government Finance 7 that Cebu City only ranks third in revenue collection among local government units (LGUs) in Region 7 in 2005.

He said basing efficiency on an LGU’s target collection is “useless.” He’d rather compare figures for a current year with that of the prior year.

“So, let’s say this is your target. If you want to be number one, then just make your target lower. This is how irrelevant government is. I’d like to brag, ‘We’re number one but we’re not.’ It’s best to look at whether there’s an increase in our collections in the previous year, so that’s one,” he had said.

Even though City Hall failed to trim its expenses, its total assets increased by P2.317 billion.

From P7.701 billion in 2004, assets rose to P10.019 billion last year.

Most notable was land and land improvements that rose from P3.581 billion to P5.856 billion, particularly the 295-hectare South Road Properties (SRP).

City Hall, however, cannot gloat over the figure because its debts soared from P3.86 billion in 2004 to P5.958 billion in 2005.
Its long-term liabilities ballooned from P3.028 billion to P5.25 billion.

Of the total amount, foreign loans represent the 98.76 percent or P5.185 billion.

The foreign loan, incurred in building the SRP from the Japan Bank for International Cooperation, through the Land Bank of the Philippines, unless paid earlier will be borne by the City until 2025.

COA based its figures in pesos on the conversion rate of the Japanese yen at that time it came up with its annual audit report for 2005.

The City’s listed assets also include P224.211 million in receivables or collectibles from government owned and operated companies, nongovernment organizations and disallowances, among others.

how about paying an amount for the shirt and printing. either one pays more or just the exact amount (pero ok lang gihapon kung wala sad). the excess amount from those who paid more than the regular price will go to ssc-cebu's reserves that can be used for future undertakings.

the raising of funds is not the intention to make profit (most definitely not!), but as a way to purchase what could be important tools in making this thread more interesting and vibrant.

we can make a noble organization out of the affinity among our members in this thread.

Fernandez cites P511M net savings

In terms of finances, the Cebu City Government is “stable,” said City Administrator Francisco Fernandez in reaction to a Commission on Audit (COA) report showing the City’s debts as of last year at P5.958 billion.

The amount is 54 percent more than the listed liabilities of P3.86 billion in 2004.

The bulk or 98.76 percent of the City’s debts is its P5.185 billion foreign loans to build the 295-hectare South Reclamation Project, now called the South Road Properties (SRP).

On Aug. 18, the City will have to shell out about P275 million as SRP loan payment. Almost half of the amount is for interest payments.

The SRP was built using borrowed funds from the Japan Bank for International Cooperation, with Land Bank of the Philippines (LBP) as conduit bank.

Fernandez said, though, that the City’s financial situation has improved.

One indication is its P511 million net savings last year, which is 90.78 percent more than the P243.188 million earned in 2004.

COA credited the increase to the City Treasurer’s Office’s “extensive collection campaign.”

Led by Acting Treasurer Tessie Camarillo, the treasurer’s office almost equaled already last year’s net income in just six months this year.

Emma Compra of the City Treasurer’s Office cash disbursement division said that as of June 30, they have met 55 percent of its targeted P2.1 billion.

CTO has collected P1.2 billion in taxes from January to June.

And, with expenses at P700 million, the City has a net income of 500 million.

Compra said income as of last month does not include payments made from the sale of City Hall’s Block 10 at the North Reclamation Area because the City still has to collect 80 percent more.

The Gokongweis bought the 4.6-hectare lot for P579 million.

Fernandez said the City is not imposing any increase in taxes.

But it has updated the valuation of real properties that was last made over a decade ago yet.

Also, the City is set to collect taxes from hospitals and schools, but at a lower percentage of the gross income from 2.5 percent to just 0.75 percent.

He expects the City’s income to significantly rise once this is implemented.

The City Council, though, is set to approve an amending ordinance that will exempt high schools and elementary schools from paying taxes.

The SRP, too, with locators already negotiating with City Hall, is expected to solve its money woes.

“There is nothing to worry. SRP is a very viable piece of land. We are in the final state of negotiation with a Taiwanese firm, which is interested to lease five hectares and buy one hectare,” Fernandez said.

The City is selling the 295-hectare property at P10,000 per square meter.

Even if the City sells at P2,000 per square meter, the generated income is more than enough to pay all debts, said Fernandez.

“We have a cash flow problem but not a financial problem,” he said.

Compra, in a separate interview, said the City has to partially pay LBP for the SRP next month 265.41 million yen as loan principal for the civil works and its 246.92 million yen interest.

This is on top of the 34.394 million yen as partial payment for the principal loan for the consultancy fees and its 29.337 million yen interest.

The CTO came up with an estimate in peso by using the foreign exchange rate of P53.50 at 0.0089 yen, respectively, to a dollar, which is the international currency standard.

Compra said they took into account the inflation in setting what exchange rates to use as basis for computations.

Malaysian firm joins 'Swiss Challenge' for Carmen Water Project

The Freeman 07/29/2006

A Malaysian firm now brings to four the number of private entities willing to participate in the Swiss Challenge that the Metropolitan Cebu Water District is going to hold for the Carmen Bulk Water Supply Project.

MCWD board chairman Juan Saul Montecillo yesterday said there are already four private entities that expressed intention to challenge the P2-billion Carmen Bulk Water Supply Project proposal of the Ayala-led consortium.

He said the latest to join is the Malaysian-based firm, Run Hill.

It joined the other three parties, which already indicated its plan to participate in the Swiss Challenge, namely the Rio Verde Water Corporation of Cagayan de Oro City, the Michel Lhuillier-led consortium of Cebuano business tycoons, and the Mactan Rock Industries.

Montecillo said the Mactan Rock Industries bid is going to be separate from the Lhuillier group.

Although it was reported that the deadline for submission of letters of intent by interested parties was set yesterday, Montecillo said it was carried upon advice of their consultancy firms for purposes of publication only so interested entities would be made aware of the Swiss Challenge they are going to conduct.

Montecillo also said that under the law, the Swiss Challenge is officially launched once the National Economic Development Authority shall have approved the draft memorandum of agreement for the said water supply project.

He said he signed last Monday a letter addressed to NEDA for the latter to act on their second endorsement seeking approval on the draft MOA.

The Build-Operate-Transfer Law provides that NEDA is given 30 days to act on the matter upon receipt of the request, else the document is deemed approved.

On the other hand, Governor Gwendolyn Garcia said participation of a consortium of Cebuano businessmen in the Swiss Challenge for the Carmen Bulk Water Supply Project is going to benefit the Cebuanos.

"Good. The more the merrier. In the end, who will be benefited is the public in general, the council of Carmen in particular, which is also made up of our constituents in the province. Mas maayo," Garcia commented in a news conference yesterday.

She further said that in the field of open competition, it is the consumers that will stand to benefit, just like what happened when telecommunications became unregulated, the shipping industry was opened up to other investors, among others.

"We get better service at a better price," she said.

Under the BOT Law, the original proponent, which in this case is the Ayala-led consortium, shall be conveyed the right of first refusal to match any other viable proposal for the implementation of the project by Swiss Challenge.

A Swiss Challenge is defined as a bidding process that allows others investors to offer a lower cost for the project than what has been presented by the original proponent.

Meanwhile, a press release from the Ayala Group said a Cebuano investor, the Manila Water Company, Inc., is going to join the Ayala-led consortium to counter in a way the creation of a Cebuano group of businessmen to challenge their bid, although they welcome the participation of challengers as part of the bidding process.

The Ayala group clarified that although it was Ayala that participated in the bidding for the said project in partnership with Stateland Equity Ventures Inc., their project proposal nevertheless stated that the intention of Ayala is to turn over to its water subsidiary firm, which is the Manila Water.

A press release sent to The Freeman said the Manila Water, which "is a highly respected Cebuano group, has successfully managed the east concession of Metro Manila since 1997."

Bidding set for structural steel of the CICC

The Freeman 07/29/2006

Capitol is going to hold limited source bidding for the supply and installation of structural steel, which is the major part of the entire Cebu International Convention Center (CICC) project.

Governor Gwendolyn Garcia yesterday said she already requested the local Bids and Awards Committee (BAC) for goods and services to invite this Tuesday around four to five direct suppliers of structural steels, which include the CICC substructure and superstructure contractor WT Construction Inc., to participate in the limited source bidding.

Limited Source Bidding, otherwise known as selective bidding is allowed under the Government Procurement Reform Act. It is a method of procurement that involves direct invitation to bid by the procuring entity from a set of pre-selected suppliers or consultants with known experience and proven capability relative to the requirements of a particular contract.

The suppliers who will be invited to the bidding on Tuesday will be given specifications of the structural requirements and then they will be subsequently asked to submit their quotation for the supply and installation of structural steels.

Garcia said there is no approved budget for this particular part of the project yet.

In relation to this, she and Vice Governor Gregorio Sanchez have reportedly requested structural engineers of the CICC designer to review the specifications of the structural steel design if they could possibly reduce the price in some areas without compromising the structural integrity of the CICC.

CICC Architect Manuel Guanzon has already suggested certain areas by which the specifications could be reduced, according to the governor.

The governor earlier expressed willingness to pass a supplemental budget should there really be a need to increase the budget for the project.

The approved budget for the said project is only P250 million but Sanchez said the total project cost for the CICC may be higher.

PF fire mars Colon facelift; group eyes high wall, mural

The destruction by fire of one of Colon Street’s commercial landmarks, Plaza Fair, has hampered efforts to give Cebu City’s old business district a facelift.

An official of the Colon Business Association (CBA), which has been exerting efforts to revitalize the country’s oldest street, said the fire meant additional work.

CBA president Jose Soberano said the organization has agreed in a recent meeting to urge the landowner of the lot, where Plaza Fair used to stand, to board up the property so that a mural painting could be put up.

“This is just temporary so that the property would not look bad during the Asean (Association of Southeast Asian Nations) summit in December. The City has been coordinating with us in the beautification of Colon Street in preparation for the summit,” he told Sun.Star Cebu in a telephone interview.

Colon St. stretches from corner Leon Kilat St. to Mabini Street.

The Plaza Fair building, previously occupied by the Fairmart Cebu department store and supermarket, was one of the oldest structures downtown.
The structure caught fire last week with initial damage to property pegged at P20 million.

Soberano said it may take a while for another structure to rise on the said lot.

The CBA, which was organized in 1981, was revived in 2003 with the major objective of “keeping Colon alive.”

“We believe that Colon still has lots of things going for it,” Soberano said.

He said the organiz-ation’s Colon beautification projects, which is not only geared for the Asean summit but for the long-term, will include improvements on security, sanitation and management of sidewalks.

CV exports climb 12% in Jan-March, hit $1B

Central Visayas exports grew 12 percent in the first quarter of this year, according to the Department of Trade and Industry (DTI) 7.

DTI 7 data said total exports for the quarter increased to P1.1 billion compared to last year’s P998 million.

Cebu exports account for more than 95 percent of the total figure, because majority of exporters are based here.

According to data provided by the Confederation of Philippine Exporters Foundation (Cebu) Inc. (Philexport), the top exporters in the region are Cebu Mitsumi Inc. in Danao City, Lexmark Int’l. Philippines Inc., NEC Telecom Software Philippines Inc., Muramoto Audio Visual Philippines., Taiyo Yuden Philippines, Shemberg Marketing Corp., Metro Wear, Integrated Microelectronics, and Olympus Optical Technology Philippines Inc.

Despite the challenges posed by expensive wage, high power cost, and defective infrastructure, Cebu’s performance in terms of exports is still significant, said Ernesto Abines Jr. of Philexport-Cebu.

Industry

He said the growth in exports is because Cebu is “more industrialized and we took advantage of international ports.”

Abines said the potential for more growth will be found in the services sector, which include call centers and business process outsourcing businesses.

“The government should take care of the IT (information technology) industry and its sustainability,” he added.

According to the Phil-export-Cebu website, Cebu’s annual export sales averaged at $2.95 billion in the last seven years (1998 to 2005). It contributes about 10 percent to the total export output of the whole country.

Cebu’s export sales growth also averaged 10 percent in the last five years from $2.1 billion in 1998 to $4.7 billion in 2005.

For this year’s first quarter, electronics remained the top export product in the region, accounting for 38.61 percent of total exports in from January to March this year.

Electrical equipment, other industrial goods, garments, furniture, steel/metal products, IT and IT-enabled services, vehicles and machinery parts, marine products and fashion accessories make up the top 10 list of export products.

Furniture

Abines said that among the products exported, the need to concentrate on the development of the furniture manufacturing sector is “a must” since most raw materials are found in the country and because it has “grassroots effects.”

Japan was the top market for Central Visayas exports, cornering 41.64 percent. It is followed by the United States with 12.12 percent, Hong Kong with 6.15 percent, China with 3.64 percent, the Netherlands with 3.43 percent, Hungary with 2.16 percent, Singapore with 1.57 percent, United Kingdom (1.56 percent), Taiwan (1.33 percent) and Korea (1.04 percent). Located in E. Osmena St. , Capitol Area. Near M. Velez St.

I first ate at this restaurant when they were still serving food beside the road. They have been doing Mexican dishes ever since.

I recommend Chimichanggas. (tama ba spelling?), their pizza and their porkchops. P115 for 2 pcs of porkchop. Masarap rin yun iced tea nila. :D

I would recommend this place to everyone.

Maayo mo diha kay makita man ninyo ang mga development diha sa atoa, ako intawon diri sa PNG maghulat lang ug balita, kun mangutana ta usahay walay motubag, i dont feel welcome here. But anyway being a true blue Cebuana, ok lang. But here's some of my questions:

1. Hows the following underconstruction?
+ CICC - can they finish it on time? As i have seen in the previous thread morag dugay pa man mahuman.
+ crown regency hotel - pila na ka floors ang nahuman

2. Whats the update of the following
+ Cebu Boardwalk Mall
+ Gaisano Mall of Cebu

3. Hows Marco Polo Plaza - daghan ba ang mga guest?

Btw. happy birhtday to tagacebuako, guys would you believe nagkita mi ? Diin mi nagkita? Well sa usa ka function for the Filipino Association of PNG. It is a very small world. Guys is it possible to open a thread about Cebu and the one who can join the thread are all from outside from the Philippines. Just asking only. Guys is it possible?

pnggirl, thats a good idea, im willing to join the group but it is better known as SSC CEBU Pacific chapter , for me to be able to join since im residing here in Brisbane, Australia. I dont think it is possible to open a thread about Cebu and only the none Cebu residence can join. It is better not to make a new thread about Cebu and we will just post in any thread. Just keep on posting on any other thread about Cebu. It is better if our counterpart in Cebu will open a new thread for Cebu. Ok mate .

Btw pnggirl, i have some friend here in Brisbane who are also very interested about Cebu. I will invite them to join too. And also i have read from the previous thread that you have spent your holidays in Brisbane, well ,if we only knew each other, then i could be your tour guide. By the way please give me your exact address in PNG. Just post it here . Mates , sorry for my long letter. Good night.

sinj, its ok kung wala nang fountain didto, taas ug maintenance ang fountain and the area is too small for a fountain, daghan na pud na slide didto tungod atong fountain kay may tendency mabasa ang pavement tapos sloping pa gyud ang walkway, the area gets a considerable amount of pedestrian traffic kay atbang man sya sa jeepney stop. and besides, naa may mas dakong fountain diri o.

Hello there PNGGIRL,

let me try to answer some if not all of your questions. as stated by bai brodix, please don't feel bad that not all of your questions are answered or not all of your requests are being granted by cebu-based forumers. i myself is not based in cebu right now but i'm just here for work (1 week). these guys have their own lives to live as well, we're just receiving bonuses if they can spare some of their time giving us updates of our beloved cebu. anyway, i'm trying hard to answer some since nakita man ko sa CICC when i arrived from the airport at noontime today...

CICC
We're all hoping that they can finish it on time but we'll only know when that time comes, right? Based on the previous updates, they're 1-2 weeks ahead of schedule daw... If you want to see visuals of its construction, the latest in cebu's U/C or in this forum, ingon ana pa ghapon ang porma...

CEBU BOARDWALK MALL
No construction activity as of the moment... na daan na lang ila rendering, wala ghapoy nahitabo...

MARCO POLO PLAZA
Occupancy rates in Cebu as a whole is high so i believe the same goes with this newly-reopened hotel...

I've never been to Bantayan but another set of pics by Marvin suggest that there's only one part of the area that is really beautiful. I've seen a part that was "fenced with concrete."

But I guess the best here in Cebu would be Malapascua Island. Been there once, they've really maintained the clearance in the shoreline just like in Boracay.

Tourism thrust in Cebu is strong and therefore very much aware of the pros and cons of tourism.

Since Malapascua and Bantayan are still "new" rediscoveries, may time pa magplano ang Tourism Gov't in cooperation of the LGUs unlike Bora na gibay-an na mag-sprout like mushrooms ang establishments o unregulated ang progress.

How I wish maka-adto me sa Malapascua, kon naa lang me kwarta karon.

we can make a noble organization out of the affinity among our members in this thread.

You're right bai brodix. Since we already have our offical digital camera, banner, and soon t-shirts, we can establish our own little organization. :okay:

bai mark and bai brodix, pariha lagi tag utok kay parihag gihunahuna...hehe

The Cebu City government as well as the Cebu provincial government is worried about this december's ASEAN summit coz a lot of Cebuanos still has no idea what is ASEAN summit is all about that's why there are a lot of criticizms from different sectors about todays massive preparations, the roadwidenings, the illegal structures/vendors to be demolished, the big spending of upto a billion pesos etc.... The people should know the importance of this big event and its benefit to Cebu's economy and tourism. The people should cooperate but first, they should be informed of what is ASEAN summit all about, its importance and significance, the visitors who will attend, its impact on Cebu's future etc.

Murag ganahan kaayo ko motabang:
Kay akong gihuna huna ganiha, mag himo ta og leaflets with all the information about the ASEAN summit and its future effects and also all of Cebu's achievements kay para madasig sila og tabang, mabuhian silag dugo kung makabasa sila nga ang Cebu diay included sa top ten best islands in the pacific/indian ocean category, nga ang Cebu province is the richest province in the country etc....

bai mark and bai brodix, pariha lagi tag utok kay parihag gihunahuna...hehe

Why not? Basta SSC Cebu, posible! A noble cause, for the promotion of Cebu. I've been thinking na i-feature ang SSC Cebu sa "Features: Peoples" section sa write-ups sa Sunstar. What do you think? :pepper:

Joan Almedilla

A Rising Star
From Miss Saigon to Les Misérables, Joan Almedilla is redefining theater for a new generation
By Tom Lee

Joan Almedilla did not want to be an actress. But through her love of music, she stumbled upon the much-coveted role of Kim in the Broadway production of Miss Saigon and the rest, as they say, is history.

Born and raised in Cebu City, Philippines, Almedilla came to the United States in 1993 to pursue a college education. Little did she know that her formal voice training and previous performing experience in the Philippines would lead her on the road to stardom.

Unlike most theater actors who spend years honing their craft, Almedilla never had formal drama instruction, yet she is now one of the most sought-after actresses in the theater. She has just landed the role of Fantine in Les Misérables (starting June 28 at the Curran Theater in San Francisco), billed as one of the longest running and the “world’s most popular musical.”

Inayawan landfill’s biogas to power SRP air-con supply

By Doris C. Bongcac
Last updated 09:33am (Mla time) 05/31/2006

An accumulating pocket of methane gas underneath Cebu City Inayawan landfill would soon be put to effective use.

City Hall plans to power a centralized air-conditioning system at the legislative building and offices within the South Road Projects (SRP) using methane gas from the landfill.

The project would be realized once Cebu City Mayor Tomas Osmeña gets to commission a team of retired US Navy personnel to help design the system.

“We are getting retired US Navy personnel because they are among the best in the world,” he said.

Philbio, the group’s firm, is helping the city government produce energy from biogas generated by decaying garbage. Osmeña said he met one of the US navy experts through a friend when they were still based in Guam.

The group is now staying in Manila. Osmeña said he is leaving for Manila on Wednesday to meet with them.

“We will evaluate what they tell us. They asked me for a building plan, which they wanted to study,” he said.

The US navy team, he said, also set up the air-conditioning system of five SM malls in Luzon, which resulted in a savings of 22 percent to 25 percent in electricity for the company.

For such a project in City Hall, Osmeña said he is willing to buy brand new air-conditioning units.

“In putting up an air-conditioning unit, you don’t think of the cost of the equipment but the cost of its operation that is more critical,” he said.
hi! im new here.

i dont think biogas from the landfill is still possible. the area is being cleared already. its not a garbage dump anymore. in fact that piece of land is for sale. i know the owners personally.

Are they referring to the currents in Mactan Strait?
Ganahan ko mag-find out sa mga origins sa mga ngalan sa mga lugar diri sa Visayas kay usually it refers to something significant in nature or event. Ang Mandaue kuno gikan sa "Mantawi", Iloilo for "Irong-Irong (shape of the river's contour)", Bacolod for "buklod (hills)", Dumaguete for Dumaguit ("hook").

Owners told: Give buildings ‘facelift’
By Linette C. Ramos & Oscar C. Pineda
Sun.Star Staff Reporters

A fresh coat of paint can go a long way in making Cebu City more presentable for the Asean summit, less than five months away.

City officials appealed to owners of business establishments along major thoroughfares to repaint the façade of their buildings before December.

This is the first time Cebu is hosting the annual gathering of the 10 member-countries of the Association of Southeast Asian Nations (Asean) along with their dialogue partners such as China, Japan, South Korea, Australia and New Zealand.

The cities of Cebu, Mandaue, Lapu-Lapu and Cordova town, as well as Cebu Province, are sharing the hosting chores in the first two weeks of December.

The Cebu City Council passed a resolution requesting owners of buildings located along the routes leading to the major hotels to start repainting the structures, especially those that have not been painted at all.

The proposed repainting is part of the City Government’s beautification program in time for the Asean summit, Councilor Gabriel Leyson said.

No subsidy

Building owners will have to shoulder the repainting expenses, but the City is willing to repair damaged gutters, canals and drainage within the vicinity of their buildings in exchange for the owners’ efforts.

“We appeal to the owners of business establishments to help in the beautification, especially buildings that were never painted and katong walay klaro ang pagkapintal. Even those that are not along the major routes, we will also request them to repaint. I think it’s about time that we did this,” he told Sun.Star Cebu.

“Unfortunately, there is no subsidy from the City. However, if they will have requests for repairs of gutters and drainage, we can accommodate that,” he said.

Leyson said they prefer the buildings to be painted beige or off-white, “but we cannot be too imposing on the owners.”

In the resolution passed during last Wednesday’s regular session, the council said the Asean summit will be a rare opportunity for the city to showcase its hospitality and beauty to officials and tourists.

“The City needs the cooperation of the private sector, especially the business industries, in the beautification program of the city in preparation for the summit by repainting the façade of the establishments that are along the major thoroughfares,” the resolution read.

Road work

After President Arroyo announced early this year that the summit will be held in Cebu, the City Government started retreading major roads, repainting gutters and cleaning the sidewalks.

Leyson said his office will be coordinating with the technical infrastructure committee and the Office of the Building Official in identifying the buildings that are not properly painted.

Among the thoroughfares that were initially identified are the roads leading to Marco Polo Plaza Hotel, Waterfront Cebu City Hotel and Casino, Cebu City Marriott Hotel and other hotels where the heads of state and members of their delegations will be billeted. (LCR/OCP)
