This is how the 63 high school students of the University of the Philippines described their victory in an international website design contest. Honeylyn Balingcasag, incoming computer science (Comsci) freshman at the UP College Cebu, explained that they were supposed to submit their class project to a national website competition. But they were not able to beat the deadline because the computer in the school bogged down. "We were not able to join the national competition because of technical problems so we took a chance and participated in the international contest," said Balingcasag, who acted as project coordinator of the group. Little did they know that the technical glitch was a blessing in disguise. Their design for "Calles de Cebu: Gateway to a Nation's History" won second place and got the gold award in the historical landmarks category of the International Schools Cyberfair 2006 competition held last May 17 in San Diego, California, USA. The contest, which is on its 11th year, was participated in by schools in 52 countries. Computer Professor Renante Manlunas explained that Cyberfair is a research contest with website design as part of the contest criteria. The contest involves all sectors in the community. It was Manlunas who required his two classes -- 63 graduating high school students -- in November 2005 to come up with a joint project. Manlunas was aware of the international competition. He told his two classes that their project -- a website design -- would become the school's official entry in the competition. "It was hitting two birds with one stone," said Ranyah Dawn Dablo, then class valedictorian and now incoming accountancy freshmen at the University of San Carlos. "At first, we were forced to make the project because we were being graded but later we realized that it was more than the grades. The pride of winning in an international competition is far greater," she added. Recognizing the project as their class effort before their graduation, the two sections put their acts together. One section worked on the streets in Cebu while the other concentrated on the festivals in Cebu Province. "The challenge was really in organizing the students. In terms of management, the students’ number was really too big (63 students)," Manlunas said. Problems on logistics also posed a challenge especially that information on the streets was not readily available. Students scanned old books, visited public libraries and study centers, and talked to experts. "To (ensure) the smooth flow of the project, we created the core group composed of five people in each section," said then council president Nasvin del Rosario. Del Rosario, also an incoming UPCC Comsci freshman, said the core group was responsible for delegating the tasks to the concerned students and consolidating the data gathered. The group members found themselves driven and inspired. As they went deeper into research, they found the need to be informed about Cebu's cultural heritage. "It is so ironic that we are from Cebu and yet we don't know who Junquera, Colon or Gorordo are," said Daramae Maningo, also an incoming Comsci freshman at UPCC. The contest theme "Inspire and Unite" also encouraged the students to contribute something to the Cebuano culture. All of those involved in the project have graduated -- a third of them were honor students. Seventy percent of them are incoming freshman students at UP. The facility, to be tentatively called the American Specialty Hospital of Cebu, will rise on a two-hectare lot at the Cebu South Reclamation Project (SRP). The Cardiovascular Hospitals of America (CHA), which will operate the hospital and owns four similar facilities in the United States, will lease the property for 25 years. Dr. Philip Chua, CHA vice president for Far East operations, said the facility will cost about P1 billion. Chua was among the speakers in yesterday’s Health and Wellness Forum at the Waterfront Cebu City Hotel and Casino as part of InTourPreneur 2006, one of the events of the Cebu Business Month. Services Aside from its state-of-the-art equipment, the hospital will be accredited by the Joint Commission International and will honor international health insurance providers. Chua said the hospital will be a “small” one – at least 30 beds – to ensure a fast turnover of patients. That way, the patients can still enjoy the other components of the package they have availed themselves of as medical tourists, Chua added. The hospital will also offer services popular among medical tourists, specifically open heart, cosmetic, eye and dental surgeries. While they will be hiring locals for manpower, Chua said their medical team will be composed of professionals who are trained and licensed in the United States. He also assured that while they will cater mostly to tourists who can afford the services, they will accept charity cases in coordination with various government and nongovernment agencies. Negotiations Chua told Sun.Star Cebu that they are still negotiating with both the national and local governments for various concessions, which will include, among others, the site where the hospital will rise and tax exemptions for being a pioneer in the medical tourism industry. Chua, who is also chairman of cardiovascular surgery of the Cebu Doctors’ University Hospital, however said they have at least three concerns that need to be addressed before going full blast in the construction. Speaking of tourists, I was amazed yesterday when I saw herds/flock/school/almost two classrooms of Koreans squatting @ Ayala Centers atrium near the south entrance. Governor Gwen Garcia, Vice Governor Gregorio Sanchez, Provincial Board members, and the mayors and vice-mayors of towns and component cities in the province would lead in the flag raising rites and hoisting of municipal colors at the Capitol grounds this morning. Garcia and top Capitol officials would later launched the Trade Fair at the Capitol grounds, the Photo Exhibit at the second floor of the Capitol building, and the GUV's Cup Dayong-Dayon volleyball tournament. During the get-together activity after the launchings, Capitol would confer special awards to local government units that achieved high survival rates of jackfruit trees they planted for the GWEN (Greening With our Environment Now) project. Tomorrow, the Cebu Provincial Health Office will conduct the medical and wellness day for Capitol employees. July 31st, 2006, 04:45 AM Gwen touts Cebu's unity vs. Sugbuak The Freeman 07/31/2006 Governor Gwen Garcia has recently boasted an overwhelming victory against the divide-Cebu proposal, or Sugbuak, in last week's general assembly of barangay captains of the province. The governor gladly reported that 888 out of 1,125 barangay captains in the province attended the assembly - a turnout that she said was a clear signal that Cebu is still "one, united, and indivisible." The turnout was an indication that the move of some legislators to form three more provinces out of Cebu "will not prosper," said Garcia. Of the 47 towns in the province, only Bogo was not represented as none of its 29 barangay captains came. Bogo, a town in the north, has been the bailiwick of the opposition Martinez family in the fourth district. Pinamungajan town in the south meanwhile has been with the opposition Yapha family, and of the town's 26 barangays, there was one from barangay Saksay that defected and attended the assembly. "Tan-awa ra god. Kani karon we are witnessing a new age in politics. For a long, long time Cebu was divided by ugly, traditional politics - ang politika nga makabuak-buak, madinumtanon, manggukod og mangasaba," she said. The Department of Tourism in Central Visayas has been satisfied with the consistent showing of Koreans in the island and, thus, gives the tourism body an impetus to shift to higher gear towards tapping alternative markets to create a more diverse tourism setting. The new target is North America— both the United States and Canada. DOTCV is keen of the market consisting mainly of Americans with Filipino ethnicity who have never been nor back to their native hometown of Cebu. Returnees, otherwise known as "balikbayan" and their progenitors are lured to come and visit their roots. Promotional activities have been made, including a 4-day tour for the Second Ambassadors/Consuls-General Tour which was held recently consisting of ambassadors and consuls general to the United States and Canada as well as tourism attaches. They led over 100 participants, most of whom are Filipino-Americans. Established in 1974, and the first of its kind in the Philippines, the Jumalon Butterfly Sanctuary is an all-natural haven of butterflies. At least 53 kinds of butterfly species in the garden sanctuary, which includes some of the most coveted butterflies in the world. As an educational tool for biology students, the sanctuary also holds the complete life histories of various butterfly species. As a natural museum, it most probably has the oldest existing butterfly collection with specimens that date back to the 1930s. Jumalon collected damaged butterfly wings and pieced them together into mosaics that throbbed with living color. He started to collect butterflies as a hobby in high school in the year 1928. In 1949, he created the “lepido-mosaic” which was similar to colored glass mosaics. except that he used butterfly wings and colors. New business establishments registered with DTI 7 grew by 16 percent or from 3,831 in 2005 to 4,450 this year. The total initial capital for the newly registered businesses for the first quarter was not reported but data for the same period last year amounted to P3.7 million. Corporations Data from the Cebu Extension Office of the Securities and Exchange Commission (SEC) showed that from January to June this year, investments poured in by corporations, both stock and non-stock, and partnerships also increased. The amount of paid up capital of stock corporations grew to P276.5 million during the period, indicating a three percent increase from last year’s P268.5 million. This, despite a decrease in the number of stock corporations that registered this year. Figures dropped to 409 from the 431 during the same period in 2005. Investments by non-stock corporations also increased to P20.18 million from the previous year’s P19.23 million. Double growth The number of registered businesses also increased to 237, a 17 percent growth from last year’s 202. However, the total capital of business partnerships for the first six months grew by 157.51 percent or from P15.19 million to P39.11 million. Cebu City ASEAN summit preparations action officer Nagiel Bañacia said August 7 to 11 would be declared ASEAN week in Cebu in line with the founding anniversary of the 10-member ASEAN. Victoria's personal style flourished and became influenced by the culture, history and natural beauty of the countries she lived in and had become a part of. In India, in particular, Victoria became fascinated with the amazing blend of spirituality and lavish decadence of the country. The remarkable textures, colours and styles and the skillful workmanship made the place a treasure trove for any imaginative designer. She was always impressed by how even the poorest women in India, no matter how shabbily dressed, took pride in their appearance and never failed to adorn themselves carefully and beautifully. It reminded her how a person can make themselves feel better by looking good and how just a simple, well-chosen piece can make an outfit. This is when she decided that the time was right for her to finally go back to her dream of designing, with silver jewelry as her primary focus. Returning to Barcelona where they were based at the time, they decided to put their first designs to the test and were encouraged by how favorably they were received in several trendy boutiques around Spain. By then Victoria had lived over a decade away from home and found herself missing the more laid-back life and exotic allure of Asia. She was beginning to feel like they had lived in Europe far too long and the thought of going back made sense. Now, although the materials they use for their jewelry are sourced from all over the world, the assembly is done in their factory on the island of Cebu. What she wants most of all to convey in her work is the blending of the past and present, as well as what she herself is, a fitting fusion of East and West. Her love of architecture and archaelogy influenced many of her pieces, such as the Torii gates in their Shogun collection, an example of historical monuments with a modern twist. Though she still travels regularly, studying yogic teachings in India or exploring the Grand Bazaar in Istanbul, she's perfectly content to be home, sitting in their studio and doing what she loves best: creating designs and seeing them come vividly to life. Gelbolingo, a former public school teacher. He completed his primary education at Argao Central Elementary School and secondary education at Abellana Vocational High School. In college, he went to the University of the Philippines where he initially took up Associate in Arts in 1955. In the same year, he entered the U.P. College of Law as an entrance scholar. Legislator and Constitutionalist Davide was later elected as delegate of the 4th district of Cebu to the Constitutional Convention (ConCon) in 1971. In 1978, he was elected assemblyman for Cebu in the Interim Batasang Pambansa (Interim National Legislature) under the opposition. He was its first Minority Floor Leader. He filed the most number of bills of national significance, as well as resolutions to lift martial law, some of which are outnumbered by the dominant party KBL. In February 1986, then President Corazon C. Aquino convened the Constitutional Commission (ConCom), and appointed Davide one of its fifty Commissioners. COMELEC and the 1989 coup In February 1988, President Aquino appointed Davide as Chairman of the Commission on Elections (COMELEC). In December 1, 1989, military rebels attempt to oust President Aquino by a bloody coup attempt. After the rebels retreated, President Aquino appointed Davide as Chairman of the Presidential Fact-finding Commission to conduct an investigation on the rebellion and the involvement in of military, civilian officials and private persons. Congress passed Republic Act No. 6832, enhanced Davide's power through a broader Fact-finding Commission to conduct a thorough investigation. Supreme Court Davide was appointed as Associate Justice of the Supreme Court on January 24, 1991. From January 2, 1996 to August 30, 1997, in a concurrent position, he sat as a member of the Senate Electoral Tribunal overseeing the protest filed by former Senator Aquilino Pimentel Jr. and Rodolfo Biazon. The protests were dismissed in 1998 when petitioners gained the Senate seat in the May 11 election but the case against election officials were upheld in 2004. He was also the Working Chairman of the Court’s Third Division from January 2, 1996 to September 7, 1997, and Chairman of the House of Representatives Electoral Tribunal from September 1, 1997 to November 30, 1998 overseeing protests filed by congressional candidates. On November 30, 1998, president Joseph Estrada appointed Davide the 20th Chief Justice of the Supreme Court. He took his oath of office at the Bonifacio Shrine in Manila. In 2000, Davide served as the presiding officer of the Estrada impeachment trial. Following the EDSA II Revolution that toppled Estrada from power, Davide administered the oath of office to Gloria Macapagal-Arroyo in front of the massive crowd at the EDSA Shrine. The Philippine Daily Inquirer named him the 2000 Filipino of the year. In 2003, he was given a Ramon Magsaysay Award for Government Service. With the encouragement of his parents and relatives he began sketching the world around him. He started getting awards and recognition from school competitions and at age 10 appeared on TV after receiving a medal for his painting. In the late 70's Romel and his family moved to the United States where he began going to museums studying and learning on his own, works of famous artists like Sargent, Sorolla, Fechin, Mucha, and the American Impressionists. The exposure to these masters paintings laid a strong foundation to his belief of what great art is. He attended the American Academy of Art in Chicago, where he was awarded the President's Foundation Award and The Union League Scholarship Award. Paderanga said the private sector's aim to transform the entire Cebu into an economic zone is possible, however it needs a determined and proactive push from Cebuanos. "It's a possible plan, but it requires [major] discussions, and lobbying with the policy makers," Paderanga said. Making Cebu province into an ecozone is one of the flagship projects to be initiated by the Cebu Chamber of Commerce and Industry (CCCI) starting this year, under the leadership of its new president Francis O. Monera. Monera said although this is an ambitious project, the private sector in Cebu will lead this major transformation, in order to push tremendous province-wide economic growth. Paderanga said powerful advocacies, and closer coordination with the Department of Finance (DoF), policy makers, and the local government units, must be started to present this idea. He added that the private sector must be ready to present counterpart reasons when LGUs will express apprehensions over revenue collection, as this concept is expected to decline revenue collections of cities and towns in Cebu, as companies are bound to enjoy fiscal incentives from the government. During one of the recent visits of President Gloria Macapagal Arroyo in Cebu, Monera personally presented this concept to the President, and the idea got the approval from Arroyo, although she said that CCCI will have to partner with the LGUs in this plan, because it deals with sensitive issues like revenue collection. According to Paderanga, if Cebu will be successful in this plan, economic growth is further expected in the province. However, he warned that Cebu must consider addressing the major problems affecting the attractiveness of Cebu, such as roads, and water supply. "Clearly there is a question in [your] water supply here," Paderanga emphasized. CCCI, on the other hand, is going to start an extensive feasibility study on the possibility of transforming the entire province to an economic zone, wherein all companies are bound to enjoy tax holidays from the government, like those enjoyed by firms operating in the specified economic zones around the country. Aware that this concept will steer negative impression from the government executives especially the LGUs, Monera said assurance of long-term economic growth, and sound revenue collection by the LGUs in other forms of taxes will be presented. While supporting this idea of province-wide economic zone in Cebu, major ICT (Information Communication Technology) players also urged the government to implement company-based incentives, not location based. A consistent award winner in various local art compet- itions, he is among the socially active and prolific artists in the local art scene. His resourcefulness and character earned him a reputation which eventually elected him to CAI's presidency. Pepito's works focus on the genre themes alternating between Impressionistic and Cubistic manner. While keeping up with the traditional practice of landscape and portrait painting he also ventured into other pictorial composition, often in the Mannerist tradition. Inadvertently, his approach to composition which he typically immersed with randomly placed figures and spatial divisions seems to mimic the idea of analytical composition, a field that supposedly requires a studied approach between relative interactions of visual dimensions.The work somehow leaves one with a congestive sense for repetition and exaggeration of various components, and instead of growing out from the subject, it proposes an artificial setup that the picture is forced into. However, life does not always travel in a straight line. Endowed with a curious and adventurous disposition coupled with life's responsibilities, Secuya had ventured out into other fields, specifically the business professions where he gradually rose from the ranks. He held various positions as an accountant, computer analyst and programmer, and as an administrative officer. But this corporate success is not the end of the road. At this point, Secuya felt an unwholesome, alienating effects of the big city's business life that he changed course to the source--to devote himself back to painting. In Cebu, Secuya easily assimilated with prominent artists and is now actively involve with the CAI program of activities. Since 1991, he participated in twenty-one group shows, 18 held in Cebu and 3 in Manila. With renewed spirit, Secuya consistently paints in oil, portraying typical scenes of rural life in the country. His landscapes convey a sense of life's rawness, often tranquil, serene and, sometimes, verging to the romantic. For him, painting is a world of one's intimation to the transitory aspects of life and its human condition. Moreover, Secuya's art continually probes to other creative frontiers. Roque, Jr. is a Fine Arts graduate of the University of the Philippines, Cebu College. A consistent awardee of the school's annual art competition (1979-1987), Karl later become a Fine Arts professor while maintaining the status of a full-time painter. As an artist, Karl's works veered away from the standardized world of traditional painting. While exploiting the graphic formalism of realistic renditions the artist associates them to the environs of pure pictorial elements, an abstraction, or creative dimensional play between the realms of perceiving a being and what is about to become. Along the line of contemporary expressions, the artist's preferred medium is oil though he explored on various unconventional media. Karl's paintings have a uniqueness of its own. His minimal approach to a given subject, or even the collage works of indigenous materials, are by themselves subjectively loaded with contrasting nuances, symbolical projections and often totemic in character. More often, his objects convey an image of an icon whose apparition seems to evoke a spell of some portentous elements against its own hostile environment. A curse of the primitives? Nevertheless, his works are keenly sparing as to its indulgence of the esoteric, or to a mere visual punning of the incogrous, bizarre and dislocated imageries. Those visual associations seem to reflect its own fate before consuming itself to the royal road of the Unconscious. So instead of living exclusively on the night world of the mind, his works emerged in wakeful presence of our time's social and ecological problems. The spirit of conservation is made manifest through recurring themes of ethnic images juxtaposed by the predatory landscape of technology and its threatend ecosystem. As a Cebu-based artist, Karl's aesthetic is a reminder that art is not and cannot be confined to established canons of beauty, a fact that we often attribute so comfortably to the cultural world. An artist has a social and intellectual role and, if need be, assume a critical approach to society. Karl P. Roque has a number of art exhibits around the country. Moreover, looking at his works would leave one to find a certain kinship of the artist's dual influence: if Surrealism's use for symbolic language denotes on that soul-searching notion to salvage a lost self, then, likewise, Social Realism is also the equivalent moral imperative of saving something from its extinction. Spiritual enlightenment coupled with a recognition of the earth's vulnerability to man's reckless ways is definitely among the major concerns of the modern man's existence. Born to an artistic family, he was exposed to art early. His father, Teofilo, a school principal and assiduous reader, was the sculptor of Carcar, and his elder brother, Ramon a dentist by profession, is also a sculptor as well as a musician and composer of original pieces. Even his grandfather, Saloy Abellana, was an apprentice to Isabelo Tampingco in Manila. An all-around artist, he was a composer, painter, sculptor, embroiderer of liturgical vestments and an expert in arnis de mano. A painting of his was brought to the Manila Carnival to represent Cebu. Another artist of the Abellana family was Sindulfo Abellana to whom Romulo Galicano, another well-known Cebuano artist, was an apprentice. The recognized "dean of Cebuano painters", Martino Abellana was a mentor to an entire generation of painters. He finished his formal art education at the School of Fine Arts of the University of the Philippines where he was under the tutelage of those artist-gentlemen of the Old School: Fernando Amorsolo and Guillermo Tolentino, as well as Vicente Rivera y Mir, Ramon Peralta, Irineo Miranda, and Pablo Amorsolo, brother of Fernando. Among his classmates were Cesar Legaspi, Carlos Francisco, Ricarte Puruganan, Simon Saulog and others. After his graduation in 1938, he taught freehand drawing and rendering to architectural students at the Cebu Institute of Technology when it was still a humble cluster of quonset huts on Ramos Street. Sometime later, he joined a group of artists doing mural paintings with muralist Architect Enrique Ruiz as contractor and designer. This group included Vicente Manansala, Victor Loyola, Marcelino Sanchez, Arsenio Capili, Lu Ocampo and Recarte Puruganan. Two big murals were finished when war abruptly ended the group's activities. One was a religious mural for the San Marcelino Church and the other was for the Time Theatre owned by the Aranetas, both in Manila. During the war Abellana's artistic activities were limited to sketches and studies and a few portraits. With the coming of Americans after the liberation, Abellana was always in demand to do portraits specially with the American Officers. The Fifties saw Abellana garnering a number of awards. Among them was successive first prizes awards in the Art Association of the Philippines annual art contests in 1952 and 1953. Later, he became the head of the fine arts program of the University of the Philippines in Cebu where he left his greatest legacy by influencing an entire generation of Cebuano painters. When Martino Abellana died in 1986, an uneding line of artists, old and young, paid their last respects to the maestro of Cebuano art. Osmeña Estatements Today, standing beside a Cebu City fire department station is a simple cross. It is all that remained of one of the richest churches in the 19th century Philippines. Destroyed not by war or natural disaster, the exquisite Parian parish church was demolished in an act of vengeance aimed directly at Cebu’s powerful Chinese mestizo community. In 1849, after two decades of conflict, the Spanish governor general ordered the suppression of the Parian parish and the destruction of its church. Thirty years later the Spanish bishop of Cebu carried out that order and the church was disassembled stone by stone-a unique event in Philippine ecclesiastical history and, perhaps, even in the history of Christendom. This bitter, protracted conflict was but one indication of the rising influence of the mestizo minority in 19th century Cebu and its seminal role in the formation of the city’s modern elite. The official opening of Manila to foreign trade in 1834 led to the widespread cultivation of commercial crops that were in increasing demand in world markets. In the 1940s, Cebu’s hinterland and most of the lowland plains along the east coast of the island, were used for sugar cultivation. Crude rolling devices were erected and sugar was shipped to Manila for export. By mid-century, Cebu province had become one of the Philippines leading sugar producers. Cebu City was well on its way to becoming a major center of commerce. It was the mestizo merchants and ship owners who played leading roles in all aspects of the external trade with Manila and the Visayas, and, as sugar production increased, they reaped considerable profits. There can be little doubt that the mestizos were among the prime movers in the development of Cebu’s sugar production. But they were not alone in these pursuits. Another important element had appeared—a small but very influential group of Spanish merchants. Although there were no more than six (almost all from the mother country), these Spaniards played a critical role in the trade with Manila and the development of commercial sugar production, by extending large amounts of credit to primary producers and mestizo middlemen. They acquired land in the city and in nearby municipalities and owned sailcraft, houses and warehouses. Through their commercial activities, most of them accumulated considerable wealth and settled permanently in Cebu. These Spaniards interacted quite closely with the leading mestizo merchants not only by loaning them money and engaging in business, but also by sharing the higher position in the urban society. In 1960, the Spanish government issued a decree opening the port of Cebu to direct foreign trade. In 1863, foreign vessels began to appear in Cebu to take cargoes of sugar and hemp for direct shipment to ports outside the Philippines. By 1866, in response to the new economic opportunities, four major foreign business houses had established agencies in Cebu. In the mid-18th century, the City of Cebu was bound to Manila by ecclesiastical, bureaucratic and mercantile ties. By the end of the 19th century. Cebu had become an autonomous entrepot dealing directly with the centers of global economy. The City had tightened its hold over a greatly expanded hinterland and effectively drew away western Leyte, Bohol, northern Mindanao and eastern Negros from Manila’s orbit. Presidential Chief Protocol Marciano Paynor said construction of the Cebu International Convention Center (CICC) in Mandaue is near its completion stage and will be operational by November 15. "The CICC is 54.4 percent completed with a positive slippage of 2.6 percent. I am very aware of various concerns in Cebu. The Cebu provincial government led by Governor Gwen Garcia is vigorously ensuring CICC be completed by November 15," Paynor told a press briefing. "It was told the interior of the building is already finished and that furnishings are being considered now. That is not a problem knowing fully well that Cebu has a robust furniture industry," he added. The ASEAN summit is scheduled on December 11 to 13, to be followed by a summit meeting of leaders of China, Japan, South Korea and ASEAN countries also known as 2nd East Asian Summit. Paynor said the Department of Foreign Affairs has prepared contingency measures if the CICC will not be completed in time for the summit, which will be hosted by the Philippines which assumed ASEAN presidency by the end of July from Malaysia. The website caught Villarete's attention after a Cebu city resident raised the concern in the forum page of the city's official website. Villarete is also asking CAIB to look into the issue of decency and to subsequently formulate policies and actions that can protect the interest and reputation of the city. This is not the first time that the city government has looked into an issue raised in its website. Months ago, Villarete also stumbled upon a concern regarding the seeming proliferation of "bikini open" shows in Cebu, which the resident fears have been openly accessible even to minors. The forum page is a feature in the website wherein members exchange their views on different topics, in this case, topics that concern and affect the city.
