oi Butch wa'y sapayan.. Anyway, the property was perfect -- the location was very strategic as it offered a breathtaking view of the city! The price/sqm. which was mentioned by the agent was, I think, a very good deal.

The best deal is to buy it cash, I have to check my resources and see if it is feasible. I'm leaning towards lot 97 & 98 but interested with 96 as well.

Yup. Anyway, I forgot which lots were 97, 98, 96.. But there's this lot which was a bit lower in elevation than the first lot we went to. The view was also nice but the boon would be when big houses would also be built in front and at the back. The agent said that you would surely lose both views.

The first lot that we visited was kind of nice as it was very elevated compared with the rest so you'll surely not lose any view of the city but one thing I've noticed was that a transmission line crosses over it. Pero medyo layo ra man sad so I think ok ra tu.

about the lots, I like most is 97 which is the highest point pero ok sd ang lots 73 og 74... Daghan jud nag apas in that part Butch so you should grab it immediately... Nindot oi, ang view, ang ka presco sa hangin...

House to pick up bill for international meeting in Cebu

Congress is allocating P20 million for the gathering of more than 300 legislators and parliamentarians from Southeast Asia and other parts of the world in Cebu City next month.

Rep. Antonio Cuenco (Cebu City, south district) said the Asean Inter-Parliamentary Organization (AIPO) will be holding its 27th general assembly at the Marco Polo Plaza hotel from Sept. 10-15.

AIPO is the organization of the different legislators and parliamentarians from Thailand, Malaysia, Vietnam, Singapore, Cambodia, Laos, Myanmar, Brunei, Indonesia and the Philippines.

Cuenco said that aside from the AIPO member-countries, legislators from China, Korea, Japan, Australia, New Zealand, Canada, Russia and the European Union will also attend the assembly as dialogue partners.

Each country will have at least 15 delegates who will all stay at Marco Polo Hotel, with the Philippine House of Representatives shouldering the bill for their five-day stay in Cebu.

House Speaker Jose de Venecia is the AIPO president for this year, while Cuenco is the head of the Philippine delegation.

Cuenco said the Philippine delegates will recommend to the other participating countries the forging of a multi-lateral extradition treaty for fugitives of justice, including illegal drug traffickers, child and women traffickers and those accused of heinous crimes.

Cuenco said this is particularly important to the country because, right now, Hong Kong is the only country in Asia with which the Philippines has an extradition treaty.

As for other countries, their extradition treaties are based on bilateral agreements with specific individual countries, not through multiple agreements with various countries, he said.

Another important issue that the Philippine legislators will be pushing for is the passage of an anti-terrorism law among the participating countries in the AIPO general assembly.

Cuenco said they will also try to update the AIPO charter “in order to make it more active, responsive and productive in the matter of implementing legislation for the benefit of the people of Asean.”

He said there is also a need for legislators from other Asean countries to band together to combat pandemic diseases like avian flu.

Cuenco also expects AIPO to come up with a resolution condemning the war in Lebanon and asking for ceasefire.

He said the AIPO general assembly can also serve as a dry run for the Asean summit in December.

The AIPO gathering is also a good opportunity to sell Cebu as a tourist destination to the foreign legislators.

Since the Philippines is hosting this year’s AIPO assembly, the foreign delegates requested that it be held in Cebu because they have not yet been here and they heard that it is an “enchanting island.”

“We have to tell Asia about the beauty that is Cebu,” Cuenco told Sun.Star Cebu yesterday.

He said the Cebu Chamber of Commerce and Industry, Cebu Gov. Gwendolyn Garcia, former governor Pablo Garcia, de Venecia, Rep. Raul del Mar (Cebu City, north district) and himself are scheduled to host dinners for the delegates during their stay in Cebu. (ROV)

Cebu prepares to help Guimaras

CEBU CITY --- Both Cebu Province and the Cebu City Government are willing to help Guimaras Island weather the effects of a massive oil spill, but need to be told in what way they could give assistance.

Governor Gwendolyn Garcia said that like in the provinces of Southern Leyte and Mindoro, both recently hit by disasters, the Capitol will give aid to the island province.

Guimaras Governor JC Rahman Nava, however, needs to coordinate with Garcia’s office to determine what assistance the Capitol can give. A member of Garcia’s staff tried calling Nava but the Guimaras governor could not be contacted.

For his part, Administrator Francisco Fernandez said the Cebu City Government is willing to provide relief goods for displaced residents.

He will talk with Mayor Tomas Osmeña on what the City can do as soon as the mayor returns from a Bohol trip.

Initially, though, Fernandez said the Cebu City Hall has no capabilities to help contain the oil spill that already threatens parts of Negros Island.

“The emergency now is to clean the oil slick. In terms of livelihood, we can help,” Francisco said.

Interviewed over radio dyLA, Nava appealed for help, saying any kind -- financial or otherwise -- will be accepted because Guimaras is so small it does not have enough funds to help residents...

Ayala Heights to be repositioned as leisure-oriented

Real estate developer Ayala Land Inc. (ALI) is planning to introduce "leisure-day" development on its 120-ha upscale residential project Ayala Heights in Cebu.

ALI vice president Francis O.Monera told reporters Tuesday that the company would like to "reposition" the project from being more than residential and offer leisure-oriented facility in a bid to further boost tourism in Cebu.

Although the company has yet to conceptualize the planned develoment repositioning of the property, the project would definitely be an add-on to Cebu's tourism-related infrastructure, Monera said.

He said the company is eyeing to put a retirement village facility in the property located 2000 ft above sea level in the plateau of Pungol Sibugay and Kang-Irag in Cebu.

We still have to do our market research and conceptualization for this development project," said Monera.

Launched in 2000, Ayala Heights Cebu is Ayala Land Inc.'s first high-end residential subdivision project in Cebu.

The first 6.8-ha development phase of the property was already been sold out, Monera said.

Although the company could see further growth in residential business with the projected 11 percent increase in OFW remittances, ALI wants to further develop the remaining property into a "leisure-play" project, which could take advantage of Cebu's brisk tourism industry.

ALI's principal activities are the development and sale of lots for residential, business and industrial purposes and development of residential and office condominium projects and single-detached housing for high-end, middle income and low-income markets.

ALI mulls ways to re-market Ayala Heights

After years of silence on developments at its maiden high-end residential project in Cebu, Ayala Land Inc. has decided to revive the interest of the market in Ayala Heights Cebu.

Francis Monera, ALI vice president, said the company has plans to re-position Ayala Heights and is willing to invest and additional capital for future developments in the 120-hectare project located at Barangay Sibugay, Cebu City.

"We are now in the planning stage. We have started with market research and conceptualization," he said in an interview.

Ayala Heights, which broke ground in September 2000, figured in a controversy when some farmers refused to vacate the property that ALI and bussinesman Manolo Santos had bought.

ALI also dropped its plans to develop a golf course inside the Kotkot-Lusaran watershed, now part of the Central Cebu Protected Landscape, due to opposition from conservation groups.

Instead of the golf course, ALI decided to develop 70 hectares into a nature park and a habitat for endangered plants and animals.

Monera said ALI plans to add leisurely components to the project to gain leverage from tourism, which is one of drivers of growth of Cebu's real estate industry aside from tourism and overseas Filipino workers.

He did not elaborate on the possible additional components.

Monera, also chief operating officer of ALI-affiliate Cebu Holdings Inc., did not discount the possibility of transfroming Ayala Heights into a retirement village to meet the needs of expatriates and balikbayans.

"But there are many considerations to be able to develop a retirement village. We'll see," he said.

The first phase of Ayala Heights, which occupies around 6.8 hectares are almost sold out, Monera said.

The Ayala group of companies' total investment in Cebu is estimated to be P7 billion. These include the projects of CHI and its subsidiary, Cebu Property Ventures and Development Corp., developer of Asiatown Information Technology Park.

CHI income rises 106% due to ISO, ACC's sales

Ayala affiliate reports revenues for first half of '06 amounting to P480.3M

The efforts exerted by the entire team of Cebu Holdings Inc. (CHI) to gain three ISO (International Organization for Standardization) certifications have borne fruit as the Ayala Land-affiliate posted a 106 percent growth in its net income for the first half of this year.

In an interview yesterday, CHI executive vice president and chief operating officer Francis Monera said the company's net income for the said period increased to P114M last year.

CHI reported a 69-percent increase in revenues for the period to P480.3 million from P283.9 million for the same period in 2005, according to the Business World, quoting the firm's report to the Securities and Exchange Commission.

"Aside from the growth in revenues from all our product lines, we also attribute the income grwoth to the efficiency of our operation due to our efforts to get the ISO certifications," Monera said.

CHI was awarded three ISO certifications for quality, environmental management and occupational health and safety in April this year. It started to work for the certifcation in May 2004 yet.

More opportunities

"The process of getting ISO certification has galvanized our people to work together in a completely different way. We've seen more opportunities for improvement and for creating value for our customers," Jaime Ayala, CHI board chairman and Ayala Land Inc. president earlier sadi.

Monera said CHI's earnings was derived largely from the commercial operations of the Ayala Center Cebu (ACC), which accounted for some 43 percent of or P206 million of CHI's total earnings in the first half of the year.

Other earnings were derived from CHI's other products -- commercial lot sales at Cebu Business park, sale of remaining condominium units, residential sale of Amara and sports club shares.

"Judging from this performance, there is a very high optimism that we will even exceed our target for the year," Monera said.

"We even expect more growth in the future, especially in retail, as ACC is set to expand and is foreseen to derive more revenues as a result of the continuing priming up of Cebu Business park (CBP)," he said.

There are currently six ongoing constructions by locators, including the twin-structure of Lexmark Research and Development Corp., a 20-story residential condominium, a 14-story information technology building, one building for an insurance company and another for a bank.

Monera said more locators have also expressed their plans to start construction at CBP.

Sustain

He said CHI is set on sustaining development and market leadership in the residential market with the subsequent phases of Amara and in the retail front through expansion of additional lease areas and improvement of operations at ACC.

"As a company, CHI will be strengthening its organizational capability by living up to triple ISO certification is recently received.

"ISO is a continuing journey to improve internal business processes, the way we do quality business and how we deal with our customers. It is a set of disciplined processes to ensure that quality is always in everyone's job and customer is always first," Monera said.

Bigby's to reopen

Travel has a big influence on Bigby's cafe & Restaurant. It is, one can easily conclude, the unifying ingredient of all the nooks of this favorite restaurant. For one, the food served are sure to take you on a journey: from the jovial atmosphere of the guitar-strumming, mustached Mexicans to Italy's cobbled stone streets brimming with tourists.

The restaurant itself has done its fair share of travelling. The eight-year old, Cagayan de-Oro based cafe ventured north five years ago to its home in Cebu City, which is located at Ayala Entertainment Center. A pioneer at Ayala Entertainment Center, Bigby's is celebrating its fifth year of serving comfort food from all over the world.

On Bigby's fifth anniversary here, Henrik Kelly Yu, marketing manager, has this to say: "We are very thankful to the Cebuano market, which has been very good to us. We are also proud of because Cebuanos consider Bigby's as a homegrown brand."

To mark this occasion, the management has fully renovated the entire store. This, Yu added, is part of the company's thrust to keep up with the changing tastes of its customers and also changes that its neighbors at Ayala has adopted.

In keeping with its travel theme, highlights of the new interior include a luminescent ceiling full of travel documents from different parts of the world. These, together with the other travel mementos, were meticulously gathered from the owners' travels. "There were times that the brochures that we collected weighed five kilos," Yu said.

A special booth for people who want a more intimate experience has been constructed. Other addtitions are the fully enclosed conference room which can accomodate 20 people and the wi-fi hotspot access.

Early mornings at the Ayala Park

My doctor smiled after analyzing my latest laboratory report. For the third time consecutive time my quarterly blood-sugar test had registered a "normal" result. Assessing my general physical condition, he speculated that I was on some major exercise program and advised me to stick to it. little did he know what simple physical exercise I was doing.

I have been walking early mornings for sometime now, 30-45 minutes, four to five times a week. This is my main personal health and fitness routine; otherwise, I'm quite a sedentary creature. I don't find getting up early difficult to do, not anymore. I've come to love my morning walks. Besides, the Cebu Business Park - what many call simply as the Ayala Park - is nearby where I live.

The whole wide expanse of refreshing green space is all quiet and peaceful at 4:30 in the morning. Often, there would already be a few joggers when i get there. Then our number soon would multiply quickly.

There's this middle-aged couple whose actions declare that they are not husband and wife. They would always go behind a bush or tree for het to wipe off the sweat on his back. And they never walk side by side; he's always a few meters behind her.

A group of pretty young girls are always there for reasons apparently other than the pursuit of health or fitness-one such other reason being the cute young boys who are like dressed up for a sports pictorial. The girls giggle as soon as the boys would pass by. And the budding Valentinos would wave at their fans the way Leonardo DiCarpio did at the crowd during the Academy Awards.

Soon, morning-shift workers of the various establishments in the area begin to turn up, one by one. And the soya milk vendor appears, continuously pedaling his bike around, enticing joggers, walkers and everyone else to try his nutritious drink. The guy has quite a clientele; he is usually gone before I'm done with my set.

There seems to be a silent code among all early morning parkgoers-that nobody minds nobody's business. The elderly bank manager doesn't nor the stern-looking former schoolteacher, nor the lively athlete. I don't either. But, really, no one could help figuring out where everybody else is coming from, who they are, what brings them there. Always, an interesting, even naughty, thought comes to mind.

That's one interesting thing about mornings at the Ayala Park: people go there for their own personal reasons and are then filled with thoughts about other people. Different physical shapes never fail to incite different mental assumptions about people: their habits, their qualities, their lives. Some body forms look nice, some not quite.

I wonder what i look like in the other walkers' eyes or who i am in their minds. Do they think I'm a good person? I don't know. I hope so. Some of them would smile at me; others don't even seem to see me. I try to smile at everyone i meet. Sometimes an automatic smile forms on my face without my being aware of it. Perhaps all those smiles I have given are simply in return of the ones I unconsciously send off; perhaps those are just automatic responses too. Oh, well. At least I try to be nice, I'd think to myself.
My initial morning walks at the park were not as much fun. It was so hard getting up early. And those first few times were more of pauses than of actual walk. I was always looking at my watch, always counting the moments. It was so excruciatingly dull.

I sometimes found a good excuse for not walking. A group of youngsters that gathered at times at some deserted part of the park were rumored to have been responsible for some holdup incidents in the area. I'd skip doing my morning walks for days. But I knew that the park had security personnel roving around all the time and that, if at all true, such criminal incidents were very rare, isolated cases. The truth is: I was more lazy than scared.
Now, looking back, I realize what previously made the task less of a fun experience to me. It was perhaps because I was so focused on the arduous part of it, thus missing the many interesting sidelights. i went the narrow path, the one that centered only on my own defined objective while a bigger, interesting world pulsated all around.

It helps to veer the mind to other things than to be nose-on-the-grindstone when doing some not very interesting activities, like walking for a good number of minutes. It's good diversion to notice the surroundings, the scenery and the other people around, in order to forget the dreariness of the task at hand. Now, there's a lot more to my early mornings in the park than just the walking.

As the crickets' song fades away in the first rays of sunlight, the lively chirping of the birds takes over. It's hard to not to know that the world is waking up. especially as the air begins to carry around an inviting whiff of breakfast from the homes just outside the park's concrete perimeter fence.
Then, vehicles begin to fill the streets. Fumes soon replace the morning mist. By then our free use of the Ayala Park is up, it's time to leave. Commercial bustle takes over. But tomorrow, early morning, the place would be ours again - after another night would have calmed the streets, and the trees cleaned the air.

MCWD opens new payment center

For the convenience of its concessionaires and for faster processing of payments, the Metropolitan Cebu Water District (MCWD) is openeing a Biz Depot Bayad Center at the 3rd level of Ayala Center Cebu to accept online payments.

The center, located near Maanyag Beauty Salon, receives payments for water bills from 10 a.m. to 7 p.m. from Monday to Sunday.

Bills covering a two-month period will be accepted.

Consumers who will pay their bills on or before the due date can avail themselves of a five percent discount.

Service fee

A service fee of P2.50 will be charged for every transaction.
However, MCWD has other collection center accepting payments.
One is the University of Cebu Banilad Bayad Center, which is beside the Bank of Commerce and fronting Gaisano Countrymall.
It accepts payments from 8 a.m. to 5 p.m. from Monday to Friday and from 8 a.m. to 12 noon on Saturdays.

More centers

Another collection center is Elizabeth Mall's Skyliner Services Corp. Bayad Center, located at the basement of the mall on Leon Kilat St., and is open at 9 a.m. to 8 p.m. SM City Cebu's Customer Service Counter, located across Ace Hardware and beside the foreign exchange counter, also accepts payments from 10 a.m. to 8 p.m.

The UC Banilad Bayad Center, E-Mall Bayad Center and SM City's Customer service Counter will only receive payments for current MCWD bills.

Overdue accounts will only be entertained at the MCWD main office.
A service fee of P3 will be charged for every transaction made.
Consumers are advised to bring their water bills or collection notices for easy reference.

i have a feeling, that in a few years, we'll be seeing the sinulog finale not in the abellana grandstand but at the SRP, thanks to the giant sto. niño...now, it would be nice if they built some kind of ampitheather like the one planned for the mandaue boardwalk...or maybe build the megadome there...

A chilling breeze greeted me the moment I entered the door that leads to the main viewing area. The place was filled with local and foreign tourists, all quiet but the amazement in their faces were very visible as they enjoyed watching the breathtaking scenery of the entire Cebu City and neighboring towns.

The sunset was unfolding before my very eyes and the rainbow surprised my digital camera as I looked at the left side of the place. It was majestic — the view of the city, the sunset, the rainbow, the looks of amazed tourists — and then I realized I was in Tops.

Located in one of the highest mountain peaks of Cebu, Tops continues to fascinate people, locals and tourists alike, who seek a breather from the daily hassles of city living. It is a 15-minute ride from the heart of Metropolitan Cebu, and is nestled in the mountain of Barangay Busay, one of the coldest parts of Cebu where flowers of different varieties are cultured and grown.

Tops is like a viewing area where one can see the entire Cebu City and as far as Consolacion town in the north and Talisay City in the south. When you go to Tops at daytime, you can see vehicles at the busy streets of Cebu and the various vessels that cross the waters off the island. If you want to see a magnificent view of twinkling lights that cover the entire city like jewels spread over acres and acres of land, I suggest going to Tops at nighttime.

Tops is a lover’s paradise. Cold weather. Fresh, chilling air. Fogs adding beauty to a picture-perfect sunset and stars filling up the sky at night. It is also perfect for family outings or for a simple respite from daily office tasks.

I was still a bachelor when I last visited Tops, well, a year and six months ago to be exact, and I was with my future wife then. It was our first date out of the busy city and I should say Tops played a big role on why our relationship ended up in marriage.

A few days ago, I decided to go back to Tops with my wife Beth and our first baby Marcelle, together with my in-laws. And, just like my previous visits to the area, Tops remains a fascinating place.

The road that leads to Tops offers fantastic view of rolling hills and terrains. Before even reaching the access road that seems to lead to heaven because of its steepness, I saw greeneries at their best — trees lining up the road, vegetable gardens in almost every households, green terrains, blooming flowers.

When our vehicle suddenly made a left turn, I came to realize that we were already on the foot of Tops entrance. For nearly five minutes, we were trudging a seemingly endless road that points upwards until an open parking space emerged. We were already at the Tops. But going inside the main viewing area does not come free. Everybody has to shell out R100, while children need R50 for the entrance fee. Kids below four years old can enter Tops for free.

The fantastic view that Tops offers, however, is priceless.

The main viewing area of Tops has cottages made of stones and concrete where visitors can eat their food or take a rest for free. The floor of the viewing area is also immaculately clean with grasses serving as tiles and the blue sky as the ceiling.

There are also seats lining up at the front row so sightseers can just sit down and enjoy the view by just tilting the head from left to right. There is also a mini-store that sells stuff like junk foods, souvenir items, films (in case you run out of one), and other things you should have otherwise brought from home.

The comfort room is also clean and well maintained and guards are ensuring that peace and order remain in the area.

It was dusk when we arrived in TOPS. The place was already very cold my six-month-old son had to put on a jacket. Surprisingly, a rainbow appeared while I was taking pictures, an add-on to the already picturesque view of the metropolis.

Tilting my head to the right, I saw the orange sky painted with a shy sun that was partly hidden by the clouds. The foggy mountain from the far view was already opening up to hide the sun. It was one of the best sunsets I’ve ever witnessed.

It was already getting dark when I decided to go home. My nephews and nieces insisted to stay but the place was getting very cold so I told them there will be more "next times."

Traveling home, various images of my visit to the Tops conjure in my mind — the view of the city, the sunset, the rainbow, the happy faces of my family and in-laws. And then I realized that life’s greatest pleasures do not come at high prices. Revisiting nature, enjoying a good scenery with the family, taking in fresh air and feeling the fog in our feet are pleasures that money can’t buy.

BTW, about the Sinulog 2007... I think there will be a change regarding the competition, the votations in particular coz the Sinulog foundation is proposing to have a text vote where revelers and spectators can vote for their favorite contingent. It will also increase the number of tourist attractions that will be featured in the Cebu Carousel....

Developer to construct P500M residential project

A P500-million resort and residential development project in Lapu-Lapu City is expected to further brighten the prospects for Cebu’s tourism industry.

Real estate developer Sta. Lucia Realty and Development Inc. (SLRDI), in a joint venture with Cebu Discovery Bay Properties Inc., launched last Saturday Discovery Bay Resort and Residences.

Situated in Barangay Punta Engaño, the 13-hectare commercial and residential site is scheduled to open after four years.

“This is our first super upscale project in Cebu,” said Exequiel Robles, president and chief executive officer of SLRDI.

Good market

Robles said there is a “good market” for condominiums in Cebu due to the province’s limited space for development and the increasing cost of land ownership.

He said SLRDI is planning to develop medium- and high-rise buildings in Cebu and Mactan Island in the next three years.

Apart from Cebu, Manila, Baguio, Cavite, Laguna, Tagaytay, Davao, Iloilo and Bacolod, Robles said SLRDI considers Bohol as another “prospective market.”

SLRDI plans to develop residential and commercial areas in that province, he said in an interview during the launching.

SLRDI’s residential projects, which mostly cater to the middle- to high-end markets include: Residencia de Vistamar and Vista Grande in Talisay City; Greenville Heights in Consolacion; Greenwoods in Barangay Talamban, Cebu City; and Glen Rose in Carcar.

Discovery Bay Properties Inc. managing director Jeanfranco Espina said the resort and residential estate will be a “lifestyle resort village” catering to both foreign and local high-end markets in Cebu.

“We are selling a dream, a lifestyle where you can combine leisure and business in one place,” Espina said.

Discovery Bay Resort and Residences, which will be located along the Hilutungan Channel at the northern tip of Mactan island, will have 10 commercial lots whose sizes range from 900 to 1,200 square meters.

It will also offer 205 saleable residential lots with areas ranging from 150 to 200 square meters, according to Eduardo Terona, president of Orchard Property Marketing Corp.

SLRDI will also build a 12-story tower on the property. Other amenities at the project include, a jet ski dock, gym, spa, restaurants and sports facilities. (MMM)

Shipbuilding firm to invest $100M in 2007 expansion

THE town of Balamban is expected to grow further next year with the expansion of a large ship manufacturing company located in the municipality.

In an interview, Aboitiz and Co. president and chief executive officer Jon Ramon Aboitiz said Tsuneishi Heavy Industries Inc. (THII) would invest some $100 million for the expansion of its shipbuilding capacity, which will begin next year, .

The expansion will create more employment opportunities in the western part of Cebu, especially Balamban.

In a related development, AboitizLand chief executive officer Roberto Aboitiz clarified that the company’s plan to invest at the South Road Properties (SRP) is not yet in its final stage.

“We have had early talks with the Mayor (Cebu City Tomas Osmeña) before. But nothing is final yet. We are, however, always looking at opportunities,” he said.

But, if ever the Aboitizes decide to invest at the SRP, it would not duplicate the development at the Aboitiz-owned and managed Mactan Economic Zone (MEZ) 2.

“It would not be feasible anymore to develop something like MEZ 2 because the Philippines has lost our manufacturing competitiveness to China. We are lucky we were able to fill up MEZ 2,” Roberto said.

The company, he said, believes in the country’s potential to attract the growing business process outsourcing (BPO) global market, especially the contact center services.

He said AboitizLand has the West Cebu Industrial Park (WCIP) in Balamban, where THII is located, to offer for the growing sector.

The WCIP, also an economic zone, can still accommodate locators in the IT and IT-related industries, Roberto said.

“Balamban may seem far now but it will (become) near (as far as travel time is concerned) in the next five to 10 years,” he said in an interview following the Aboitizes’s “ Future Leaders Business Summit” at the Waterfront Cebu City Hotel and Casino last Friday.

The event gathered 85 selected students from seven colleges and universities in Cebu. The students witnessed the unveiling of the company’s basic business principles that contributed to the success of one of the large conglomerates in the country.

Jon Ramon said the major objective of the gathering was to impart to the students— the country’s future businessmen and employees— the experiences of the Aboitizes, with the hope of inspiring them.

Erramon Aboitiz, chief operating officer of Aboitiz Equity Ventures, told the delegates that one of the Cebu-grown company’s business secrets is to focus on its core businesses, such as power, banking, flour, feed and swine, real estate and transport.

“It was in 1992 when we realized, after we found out that we had an imbalance between our earning businesses and those not earning, that we have to divest businesses (that were not earning),” he said.

In choosing its core businesses, the Aboitizes looked at their track record, future potential and human resources available. (JBN)

Hey Mark, this is a great aerial view of the Waterfront Hotel. Architecturally, it is one of the most impressive in Cebu City. Which area was it that a government-owned land will be vacated and sold to the hotel for further expansion? I was wondering if that area, when cleared, will be wide enough to expose the front facade of the hotel to the major highway shown in the foreground of this picture. Isn't this road the main way to Banilad?

I really thought Waterfront Lahug looked like an "Iglesia ni Cristo" church from afar. No offense meant.

in fairness to iglesia ni cristo churches, they're nice man sad... i like their archi designs esp now that they're changing the color scheme of their churches... and i think one of the grandest INC churches is the one that we have here in cebu along mango ave/gen maxilom ave.

Yeah i think they will still build 2 more soundstages. Soundstage no. 1 is complete, no. 2 is almost done. Their dormitory is almost finished too.

im not a DJ of IO (that's Y101's nick in cebu), but ive been their avid listener since college... yeah, june rabin is one of the best talents of IO and i guess her twang and the rest of the IO DJs is one of the stiff requirements of the station in their hiring process... and i disagree that it's un-cebuano coz many of my friends in etelecare cebu have that kind of accent/twang... :)

i understand. but i bet you're teachers dont belong to our generation... if you try to listen to the younger and better educated ones, i am sure they're not one of those people saying, "tide is mirakol"...

Actually, I have no proper British immersion. I can speak like the brits, but I've never been in UK.

Anyway, enough of this OT heheh. I admit Cebu is getting developed pretty fast. BTW, what is the company currently developing Lapu-Lapu City? I looked at this sprawling ad in a national newspaper with Tin-Tin Bersola and her kid looking an overwhelming view of the island.

Is Lapu-Lapu the only cheapest place in Cebu to have a house?

Well, I live in Lapu-lapu and approximately 3 kilometres from our home, there are huge vacant lots and squatters are growing in multitudes! Good thing the lot owners immediately fenced their vacant lots.

answer to number 3: yes, both are still alive and kicking...
number 2: actually, garcias are spread all over the country, it's just that the garcias in cebu are a political dynasty...

Siguro sila T & G ang epitome of Cebuano entertainment. They made me laugh so much. The '90s brought a fine crop of Cebuano talent in Television. Naa tong Milyonaryong Mini.

The 2000s was a revival, but it paled in comparison, especially Kapalaran. Luke Mijares was laughable.

I like the yellow center islands too but as far as I know, they quickly turn black in a few weeks due to the smoke emitted from the vehicles so basically, it's difficult to maintain

kana mo'y wa ko kabaw. the "daan ug gubang simabahan" a.k.a senior citizens center will be completed this year. however, for the other plans, i think we have to prioritize the basic utilities first in order to market the SRP. ang unang pangitaon sa investor ang road network inside, and water and power. that one we are doing. soon, we will have the south coastal road lighted. unfortunately ang SRP portion ra. ang viaduct ta guwapo masug an. ang problema, gipangawat na ang mga linya ug other electrical devices for the lights . . . we need about 2 million to replace that and dpwh wa'y kwarta. worst come to worst, the city might be forced to pay for that but we are still pressuring dpwh to come up with the budget since it's their facility.

the marketing of the SRP is done by Cebu Investment Promotion Center or CIPC. si joel yu namahala ana, im not connected although we coordinate. but as of now im concentrating on the titling of the remaining 11 hectares.

As a kid in 1994 (the last time I went to Cebu), I can only remember Cebu Midtown and Robinsons and the neon light of Metro Gaisano can be seen as far as Uytengsu/PLDT.

OT: I was browing thru the website of Jollibee. I found out (just today) that they have a COMMISSARY SYSTEM that operates in three (3) sites of which 2 are located in Luzon and 1 located in Mandaue City, Cebu. I wonder how big is this "plant" in Mandaue City because in their website it says that, it serves all stores in the Visayas and Mindanao.....

Dance team earns respect

They came as underdogs, being neophytes in huge international events.

Armed only with their talent and sponsored costumes, Dancesport Team Cebu City managed to carve its own niche in the international dancesport scene by winning gold after gold in three separate international tournaments in the United States.

"Definitely the Cebuanos earned the respect of the foreign and American athletes. Wala gyud ta gipansin pag una. But after the golds were won, the foreign athletes started reaching out to the team and became very friendly. It brings us closer to our vision of making Cebu the Dancesport Capital of Asia," DTCC director Edward Hayco said.

23 gold harvest

Yesterday in the 20th Nevada Star Ball Dancesport Championship at the Green Valley Ranch Hotel and Casino in Las Vegas, the team harvested another 23 gold medals, bringing the total to 67 gold medals in three tournaments.

"Just like in Manila competitions before, no one really minded the team until we started snatching the golds away from them. The same thing happened in the US," Hayco said. DTCC has been the national champions for three straight years.

Before leaving for the US, Dancesport Team Cebu City hoped to hit two birds with one stone in their US Roadshow. They hit more than that.

Marketing blitz

"The US trip really was a ‘hitting two birds with one stone’ strategy. But it turned out to be a marketing blitz too," Hayco said.

Before they left, all they wanted were to promote Filipino dancesport athletes and enable them to pit their skills with their foreign counterparts. DTCC also aimed for the athletes to serve as ambassadors of goodwill by establishing relations with the American community and linking ties with the Filipino community there, as well as promote Filipino and Cebuano tourism.

Cebu City Councilor Sylvan "Jack" Jakosalem, who was with the team in their first two competitions, said the Cebuanos have definitely accomplished this mission.

Newfound respect

Hayco said that apart from this accomplishment, the team managed to take full advantage of this newfound respect to promote an upcoming international event that will be held in Cebu.

"The rapport and respect we have achieved from the US competitions will be the key factor for the Cebu International Open next year," said Hayco.

Golden splurge

The Las Vegas golden splurge was spearheaded by DTCC head coach Crisaldo "Loloi" Rendon and team director Eleanor Hayco, who collected a total of nine gold medals last Sunday.

Hayco paired up with Genize Marquez and won another gold. Rendon teamed up with Chandrea Lagaras to win another.

Ricca Gatal Alix and Renante Saldua contributed three gold medals.

Lowell Bernado and Jeanen Bergadosj, won three golds, while Jimmy Noel and Karla Fornolles threw in two golds in Cebu's medal coffers. Jojie and Jonah del Rosario won two more.

The team also won two golds in the team event of the standard team formation and latin team formation.

Tycoon to build biz complex in Block 10 lot

Business tycoon John Gokongwei is building a multi-purpose commercial complex in Block 10 located at the North Reclamation Area (NRA) in Cebu City.

“Mr. Gokongwei wanted a commercial complex, which he could use for different purposes just like the SRP. The complex may be used for a mall. Part of it may be used for residential purposes or for offices,” Mayor Tomas Osmeña said Monday.

But the planned construction would have to be deferred until the sale of the property by the Cebu City government is concluded, Osmeña said.

He told Cebu Daily News that they are still waiting for the approval of the Commission on Audit (COA) Manila on the proposed disposal of the 46,345-square-meter property located across the burnt White Gold department store.

The City Council has already given Osmeña the authority to enter into a contract with Robinson’s Land Corp. for the sale of the property.

Robinson’s Land was the winning bidder in the city auction to sell Block 10. The corporation bid P579.3 million for the property.

It already made a downpayment of P289.7 million or 50 percent of the agreed amount on April 18, along with the submission of the bid documents required by the city.

The balance of P289.6 million would be paid to the city government when the deed of sale for the property is signed.

But regardless of when the deed of sale would be executed, Robinson’s Land said the city could still use Block 10 for two more years.

Gokongwei has allowed the city government to use the lot for two more years to give time for city-owned facilities in the lot to transfer elsewhere.

Recently, the City Council asked for an allocation from the city’s general funds to pay for the lot’s real property taxes for those two years, even though it would be the duty of the buyer – Robinson’s Land Corp. – to pay for the tax after the deed of sale was signed.

“Considering that the city will have the beneficial use of the property during the said two-year period, the city assumes to pay realty taxes thereon,” said Councilor Jose Daluz, the author of the approved resolution.

Block 10 currently accommodates the offices of the city police’s Mobile Patrol Group (MPG) and the city government’s Squatters Prevention Encroachment and Elimination Division (SPEED).

The city’s batching plant and an oil depot are also located on the lot.

Garcia picked as one of 100 promising leaders in SE Asia

For the second year in a row, Brunei-based Asia Inc. Forum has chosen Cebu Governor Gwendolyn Garcia as one of the top 100 promising leaders of Southeast Asia in a grouping called ASEAN 100.

Garcia was chosen to attend the leaders’ gathering on August 23 and 24 along with Senators Mar Roxas and Francisco Pangilinan, as well as business tycoon Jaime Zobel de Ayala.

It will be the second time for all four Philippine officials to attend the forum.

The event will be held at the Hotel Mulia Senayan in Jakarta, Indonesia. Last year’s forum was held in Kuala Lumpur, Malaysia.

Timothy Ong, convenor of the ASEAN 100, said in a letter to the governor that the forum will feature debates and a dialogue with Indonesian President Susilo Bambang Yudhoyono.

“The forum will be a unique opportunity to network with your peers from ASEAN’s successor generation leadership,” Ong, acting chairman of the Brunei Economic Development Board, said in his invitation to Garcia.

The forum’s activities revolve around the theme “Securing Southeast Asia's place in the world.”

The forum describes itself as “uniquely Asian voice that highlights Asian perspectives on the central economic and business challenges confronting the region.”

At least seven major topics will be subject for debates at the forum.

The leaders will discuss the need for ASEAN to reinvent itself to be relevant in the future; the state of global economy with the United States’ twin deficits and its implication to Southeast Asia; responding to natural disasters and health threats; the rise of Chinese and Indian economies, and economic managing of political challenges.

Garcia will leave for Indonesia on Tuesday. She designated Vice Governor Gregorio Sanchez as acting governor until her return on Friday.

Wise choice for radio... but susceptible to piracy.

If I'm not mistaken, they're prioritizing technology vis a vis the place where they broadcast. Before, their station was in the 4th level of Ayala Center, now they're located in Gaisano Country Mall in Banilad, quite cheaper rent compared to ACC. In terms of advertising rates, of course they don't compare with Manila's Magic or Wave but they still top in terms of advert rates locally... Your 30 grand will take you 1 month of exposure... :)

Sa mga nagdaku sa Cebu, maayo pa kamo Metrobank ang nadumduma.

As a kid in 1994 (the last time I went to Cebu), I can only remember Cebu Midtown and Robinsons and the neon light of Metro Gaisano can be seen as far as Uytengsu/PLDT.

Chnage is fast here in Cebu.

I wonder why all of you were stunned by a 14-storey building like Metrobank..

Cebu Plaza Hotel, which was the first true high-rise building in Cebu at 22 floors, was completed in 1980. The building itself also looks more aesthetically pleasing and iconic for Cebu than Metrobank whose architecture is similar to the other Metrobanks in the country.

This is the firm statement issued by Cebu International Convention Center (CICC) architect Manuel Guanzon amid public skepticism that the convention center will not be finish on the projected November 15 deadline.

Guanzon said he is willing to bet P500,000 to those who are saying that it cannot be finish on time to be used for the 12th Asean Summit in December.

According to Guanzon that by:

Next week - roofing works will begin

September 15 - the Radio TV Malacañang will be installing their electronic gadgets and equipment for the international media center. The media center occupies a floor size of over 3,000 sq. m where booths for TV outfits and computers will be set up,

October 15 - the parking lot can be used,

October 20 - the main entrance will be finished after which, they will immediately proceed with the interior works.

The plenary hall, which is the most important for the summit sessions, is theater-type that will use sophisticated interior works and design, with a 2,000 capacity while the banquet hall will accommodate 800-1,000 people, according to Guanzon.

The CICC which will be a distinctively Cebu landmark, has a "spaceship planet Earth' design concept with the lobby roof appearing to be floating suspended by steel arc, Guanzon said.

'Unity ring and the linking of Asian nations together' is the architectural meanings that have been placed into the design of the CICC, this was said.

Architect Cocoy Enriquez said they are working 24 hours a day in order to fulfill the promise of the Nov. 15 deadline and that at present, there is slightly over three percent positive slippage, meaning they are a week ahead of schedule.

Enriquez said they are under a lot of pressure and that negative comments make them work harder to prove skeptics wrong as their only request is for Cebuanos to pray that the weather will cooperate. By next week, roofing works will begin, Enriquez declared.

Tourism Undersecretary Edu Jarque who was present in the forum said the whole world will be looking at Cebu during the Asean Summit.

Anyway, gotta question here:
Does MetroCebu have plans for the traffic management. Given the fast rate of progress and a booming population, limited space and vehicles adding up the streets per month, how does Cebu confront with this?

I've heard of the Metro System already. What streets will it be passing?
Someday, if funds will allow, then the circumferential road, with tunnels going thru the mountains and out of Mandaue, will be constructed.
Yung sa Mactan-Cebu connection, I've heard their planning to connect it through a tunnel.

Mactan Airport may need to be expanded someday. Last time, the aerobridges didn't accommodated all planes parked in the tarmac (it was 10:00AM local time, most planes from different places land by this time at CEB).

I imagine Cebu like Singapore, bustling yet dense or like Hong Kong with mountains in the backdrop.

I believe that IO invests so much in their technology, that's why the kinda "hi tech" online broadcast... If I'm not mistaken, they're prioritizing technology vis a vis the place where they broadcast. Before, their station was in the 4th level of Ayala Center, now they're located in Gaisano Country Mall in Banilad, quite cheaper rent compared to ACC. In terms of advertising rates, of course they don't compare with Manila's Magic or Wave but they still top in terms of advert rates locally... Your 30 grand will take you 1 month of exposure... :)

let me correct myself, it's actually around 20 grand for 30 days of 60-second ads (played once a day). i have their rates but just contact me if you want to know em all...hehe! thanks to CARLOW for the info...

OT: @shadow_can2003.... i think it has something to do with Cebu which is known to have produced a lot of good talents and in fact, bisaya or cebuanos in particular are being known as diehard music lover or specifically, as good singers. since PDA is a talent competition in singing, it is rather fitting to launch PDA in Cebu and besides, as many people say, kasi raw Cebu because the 2nd and 3rd winner of PBB were from Cebu. Also, Cebu shared a big chunk on text voting...(good business 'eto para sa ABS-CBN).. that's why ABS-CBN is giving much attention to Cebu especially now, there are 3 or 4 finalists in PDA.

secondly, it has something to do with the location...(Cebu Capitol.. a very historical place).. if you may recall those previous kick-offs of PBB, they were held in such locations which have historical backgrounds... maybe, next time for PBB, it will be held in Davao or somewhere else outside Manila....

I wonder why all of you were stunned by a 14-storey building like Metrobank..

Cebu Plaza Hotel, which was the first true high-rise building in Cebu at 22 floors, was completed in 1980. The building itself also looks more aesthetically pleasing and iconic for Cebu than Metrobank whose architecture is similar to the other Metrobanks in the country.

yup, the capitol was really grand during the 1930's, in fact until today...but way back, it wasnt really 'welcomed' by the cebuanos, and was criticized for being too lavish, and for being built away from the people--murag 'aloof' ug dating--since it was built in the middle of, correct me if im wrong, rice fields...but then again, time has proven the critics wrong...now, we have the nation's most beautiful capitol building--way mokontra...lol--and cebu city did grow huge enough in order to include the capitol building, its surrounding areas, and beyond...

okay, i stand corrected...i just picked that up from some article that i stumbled upon some time ago during the sinulog or was that during gloria's inaguration...okay, maybe it wasnt really 'ricefields' but 'open fields'...nonetheless, it was obviously situated away from the then center of cebu's life, the downtown commercial area, but then again, it was just a temporary state, coz some time after the war, cebu started growing to the thriving metropolis that we see today...

Was Cebu City like Iloilo City before? Conglomerate of towns merged into one city? Like Jaro and Molo districts in Iloilo City were once seperated from the city, merged later in 1937 forming today's city's border and area. :?

Is Pardo, Guadalupe, Lahug and other districts/barangays oustide of Downtown Cebu were once pueblos or townships? I wonder because Pardo has its own church, Guadalupe has one too. A characteristic of a classic township during Spanish era.

Thanks for educating me. I'm very interested in Cebu's past. :okay: :D

Pardo before is a separate municipality and is called Poblacion Pardo and was later merged into one of the barangays of Cebu City... Poblacion Pardo then became the biggest barangay in Cebu City but Pardo officials cannot cope up with the needs and services needed by their people that is why the city decided to divide it into 6 different barangays now known as Inayawan Pardo, Bulacao Pardo, Basak Pardo, Tagunol Pardo, Kinasang-an Pardo and Poblacion Pardo... The current biggest barangay of Cebu City is Barangay Guadalupe...

Pardo 15 years ago is a big mess, yagaw lang agi astang merkado sa una murag basurahan tan awn sa layo, probinsya gyud kaayo og dating then came the development of Alta Vista Golf and Country club sa kabukiran sa Pardo sometime 1995... twas a big deluge for us living here in the lower areas... ig uwan og kusog, kanang dan gikan sa babaw padongs ubos, mura nag rapid river kay maanod man ang taw nga mo subay sa dan sa ka kusog sa current and it claimed several lives, there was even a lady nga nag lakaw sa baha didtos babaw dapit sa simbahan nya na hulog sa imbornal nya niguwa ra sd siya dri dapit sa amo ubos:lol: pero namatay several days after kay na infected iyang lungs... hige stones as high as 7 feet, mag ligid lidid padong sa ubos nya masangit sa police station mao nga kada human uwan, di gyud na ma itsura ang police station... nya ang puti nga mga bas gikan sa babaw, maanod padong sa among mga balay nga mura gyud og lahar kay motabon sa 1/4 sa among balay nya kada human og uwan kawton nasad namo among sawg...hehe

ANd now bai, another controversy is shaking our beloved Parish and for several weeks na bai cg lang i news sa TV og radio and it's about the altar kay giusab man for the churches' 140th year anniversary pagka parish nga icelebrate this Sept 22 pista sa Pardo, if I'm not mistaken but daghan ang ni oppose kay nangwarta daw ang pari mao gani i empeach nila...hehe but I hope with cardinal Vidal, ma resolve na ang conflict... anyway, murag nagchat nata ani pero you deserve to know what is the latest here...hehe

Oil slick ‘can hit seas off Cebu’

The oil slick from a sunken tanker off Guimaras Province is spreading and is threatening Cebu, an environmentalist said yesterday.

“It’s not a matter of projection; it’s a matter of fact. The southwest monsoon is pushing it (oil spill) up,” lawyer Antonio Oposa of the Visayan Sea Squadron and Integrated Bar of the Philippines (IBP) national environmental team leader said.

Oposa told Sun.Star Cebu in a mobile phone interview yesterday that the area covered by the slick is already wide yet only 10 percent of the two million liters of bunker fuel has leaked from Solar I.

Bantayan Mayor Geralyn Escario said in a radio dyLA interview that Oposa called her attention to the possible spread of the oil slick to the seas of her island town.

The oil spill has reached the coasts of at least two towns in Iloilo province on the nearby island of Panay.

Commodore Alejandro Flora, Coast Guard Central Eastern Visayas District chief, shared Oposa’s view that the surface wind direction of the southwest monsoon will influence the flow of the oil spill.

“When it hits the shoreline, the oil spill will follow the contour of the land. The wind also directs its flow,” Flora told Sun.Star Cebu.

President Arroyo formed a task force to deal with the environmental disaster two weeks after the Solar I went down Aug. 11.

Iloilo Rep. Rolex Suplico urged the President to declare a state of calamity in the entire Western Visayas.

The Philippine Coast Guard also said the Petron-chartered tanker had sprung a new leak. The ship went down in bad weather off Guimaras.

Unsure

Only one of the ship’s 10 compartments is known to have burst so far, emptying its 50,000 gallons of industrial fuel oil into the sea in what has become one of the worst environmental catastrophes to hit the country.

With authorities unsure whether to try and refloat the vessel or suck out the remaining fuel, there is a race against time amid fears the water pressure could burst the remaining compartments at any time.

“The leak is 200 liters per hour and if the bulk of the two million liters of oil seeps out, my God, you will see the whole Visayan waters covered with oil and all the marine life will be dead,” Oposa said.

Oposa is in Iloilo with other officials of the IBP Cebu City chapter to conduct a fact-finding mission.

Environmental Management Board (EMB) 7 pollution investigation division chief Marcelino Tabuco said that if the spill reaches Cebu waters, it will spell disaster because the area between Negros and Cebu is deep.

P48 million

The oil slick is expected to cost P48 million in lost marine resources and displace 2,500 fisherfolk, Sen. Edgardo Angara said.

Japanese and American experts were scheduled to arrive in the country yesterday to help in cleanup efforts.

Petron is expecting another team it is hiring to arrive within the week.

The oil, which has taken on a tar-like consistency after “coagulating” with seawater, has reached the coasts of Ajuy and Concepcion towns, Philippine Coast Guard (PSG) Chief Admiral Arthur Gosingan said.

Suplico said the government could also include funds in the proposed P46.4-billion supplemental budget for the PCG and other agencies to effectively combat the oil spill.

“The Coast Guard is ill-equipped,” Suplico said. “It can deal with oil spills of this magnitude only with a first-aid response, likened to using a band-aid.”

Task Force Guimaras, created by Arroyo, includes the National Disaster Coordinating Council (NDCC), PCG, the Health, Energy, Transportation and Communications, and Environment and Natural Resources departments.

“The forming of the task force is to formalize what had been happening on the ground and in order for government to have a plan for the medium and long term,” Defense Secretary and NDCC chairman Avelino Cruz said at a news conference.

‘Time bomb’

Environment Secretary Angelo Reyes acknowledged the situation is a “disaster in progress” that threatens the Philippines seas as long as the oil-laden Solar I, which is estimated to still hold more than a million liters, remains under water.

Greenpeace, which last week called the situation a “ticking time bomb,” warned the government Tuesday to prepare for long term damage over a wide area.

“The impact of this oil spill on the environment will linger for years, even decades. The government must learn from this disaster,” it said.

Architect denies contractor pulled out from CICC

Architect Manuel Guanzon denied allegations that a sub-contractor of the Cebu International Convention Center (CICC) has pulled out from the project because they had not yet been paid.

“It’s not true. Where in hell did you get that?” Guanzon said in yesterday’s 888 News Forum at the Parklane International Hotel.

DyAB commentator Leo Lastimosa said in his radio program yesterday that a sub-contractor of CICC has backed out from the project due to non-payment of their services. It is even feared that this could cause delay in the structure’s completion.

Guanzon admitted that the payment for W.T. Construction indeed got delayed but it did not lead to any work stoppage. No sub-contractor of the CICC dropped out from the project either, he said.

“We are just very lucky that we have contractors like Willy Te, who works as if there is no tomorrow. They’re not like other contractors who would immediately suspend their projects just because of a delayed payment,” said Guanzon.

“If we have nothing better to do, just pray. Please help us pray,” he added.

As of Monday, the CICC is already 73 percent complete, with a “positive slippage” of three percent, meaning it is ahead of schedule by one week.

Guanzon and Capitol consultant Apollo Enriquez also gave a brief update on the status of the CICC construction during the forum yesterday.

Tourism Undersecretary Eduardo Jarque Jr., who was also present, said people in Manila are “waiting and holding their breaths” on the CICC.

Enriquez said the substructure has been completed and the superstructure is now being built, with the trusses already being put in place.

Site development, including its landscape, will be completed by Oct. 15, said Guanzon.

Before Oct. 25, the interior works of the building should have already started and this would be completed within one month.

By Nov. 15, contractors will be testing the air-conditioning system, elevators, sound systems
and other facilities.

Guanzon said the structure’s interior works would be done in accordance with the requirements and needs of the Association of Southeast Asian Nations (Asean) summit.

After the summit, the contractor will have to re-do CICC’s interiors to suit its function as a convention center.

But Enriquez explained that what will be temporarily set up for the summit are just the partition walls. These partition walls can be easily removed after the Asean.

As for the walling and other facilities, these would be permanent already, he said.

Guanzon said only the CICC’s plenary hall and leaders’ room will be carpeted in time for the summit. He assured, though, that the other areas will also be carpeted after the summit.

The plenary hall, where the Asean ministers will be meeting, has a theater-seating capacity of 2,000 or a banquet-seating capacity between 800 and 1,000.

Enriquez said they will start CICC’s roofing by next week and they hope to complete more than half of the entire structure’s roof by Sept. 15. By then, Malacañang will start working on the international media center for the Asean summit.

The National Organizing Committee (NOC) will convert the CICC’s 3,000-square-meter trade hall into an international media center for the summit.

Enriquez said the open space area will be turned over bare to Malacañang’s team, which will install cables, gadgets and other equipment for the media center.

After the summit, Malacañang will get back all those installations and return the area bare to Capitol.

“There is no reason this CICC will not be completed, because we cannot postpone the Asean,” said Guanzon.

Mayor, guv ask for more funds for Asean summit preparations

More money is needed for the hosting of the Association of Southeast Asian Nations (Asean) summit in December.

Mayor Tomas Osmeña asked the Cebu City Council to set aside P81.96 million to relocate informal settlers and repair infrastructure at the North Reclamation Area.

The mayor’s proposed supplemental budget, already the fourth this year, also covers the purchase of the treasury office’s equipment worth P1.9 million, and 15 dump trucks and two cabs with mounted hook-lifts and garbage bins worth P17.96 million.

At the Capitol, Gov. Gwendolyn Garcia called for a special session to tackle the more than P259-million supplemental budget that includes the additional allocation for the Cebu International Convention Center (CICC).

Of the amount, P200 million is for the CICC while the rest is for the collective negotiation agreement incentive of the Capitol employees and “few other things.”

If the supplemental budget is passed uncut, the CICC will now cost P450 million.

Garcia had said that Capitol will work within the P250-million budget for the CICC but because of the rising price of structural steel, an additional appropriation must be set aside.

The Provincial Board scheduled the special session on Friday at 2 p.m.

Garcia left for Jakarta, Indonesia yesterday for the Asean 100 Leadership Forum. She is counting on Vice Gov. Gregorio Sanchez Jr. to go on with the preparations for the CICC.

Sanchez, also a civil engineer, will be meeting with those involved in the CICC construction.

CICC architect Manuel Guanzon is optimistic the facility will be finished in time for the summit.

He is even willing to bet P500,000.

“Are there takers? Put their money where their mouth is because architect Guanzon is putting his money where his mouth is.
I’m challenging those who truly believe that we can’t finish, let them take the bet,” Garcia said.

As for Cebu City, according to the proposed budget, funds will be taken from P77-million domestic borrowings and the realigned P5-million lump sum appropriation supposedly for an air-conditioning system.

The bulk of the budget will be spent for the rehabilitation of drainage, roads, traffic system, and landscaping at the North Reclamation Area.

Drainage repairs and street concreting required P43.57 million and the installation, testing, and commissioning of traffic facilities needs P4.045 million.

City Administrator Francisco Fernandez said the fourth supplemental budget stemmed from the agreement between the City and the management of SM City mall and that with the Cebu Port Authority (CPA).

SM’s decision to pay its P53.9-million taxes for real property, amusement and business for 2007 was timed with the City’s Asean preparations.

SM specifically asked City Hall to allocate P1 million of its advance payment for the relocation of squatters and vendors in their area.

The payment, according to a council resolution approved last month, will be used to fund various projects the City will prepare for the summit.

The projects, mostly in the North Reclamation Area, include the rehabilitation of roads and drainage systems, street lighting, creation of traffic and road signs, pedestrian railings, center island fencing and repainting, landscaping and planting of Indian trees in undeveloped areas.

In all, rehabilitation of the roads from the White Gold Terminal to SM City and the construction of the drainage system will cost about P350 million.

CPA, on the other hand, is in the process of paying the City P8 million in estimated taxes.

As agreed, part of the amount will be used in relocating 170 squatters on the sidewalks of Baclig St., which is adjacent to Sergio Osmeña Ave. and along T. Padilla St. to the boundary of Cebu City and Mandaue City.

The CPA has opened Baclig St. to the public to decongest the traffic on S. Osmeña Ave., which City Hall is also expanding.

Cebu City ‘most child-friendly’

For having a strong partnership between NGOs and the local government in protecting children’s rights, Cebu was named the most outstanding city among five child-friendly cities in the country.

Cebu City’s programs for children bested those of the cities of Manila, Pasay, Quezon and Davao.

The five Philippine cities are beneficiaries of financial assistance from the United Nations Children’s Fund (Unicef) for the child-friendly cities initiative.

A recently concluded study of the Institute of Philippine Culture (IPC) of the Ateneo de Manila University showed that Cebu City is “exemplary” in getting the local government and nongovernment organizations (NGOs) to work together for the cause of the children.

Dr. Mary Racelis, a social scientist and researcher at the IPC, said Cebu City “is clearly way ahead of everybody” in protecting and promoting the welfare of children and in addressing their needs.

“There is no question that Cebu City is the most outstanding child-friendly city of all five cities. There are many reasons and one is the issue of partnership. The communities have been organized, the civil society, church and people themselves interact with the LGUs and have been open with each other in responding to the needs of the children,” she said.

Racelis was in Cebu yesterday to present the results of the study, which were published in a book entitled “Making Philippine Cities Child Friendly: Voices of Children in Poor Communities.”

The book, co-authored by Racelis and University of the Philippines Visayas-Cebu Collee professor Felisa Etemadi, was launched at the Ayala Activity Center yesterday.

Cebu City Mayor Tomas Osmeña and other city officials attended the event.

Racelis lauded the City Government and the NGOs for sustaining a partnership that expands the capacity of the communities in ensuring the survival, development, protection and participation of children.

Participation

She also cited City Government’s efforts in protecting children in conflict with the law and children who are victims of abuse.

“Unlike the other cities, participation is not an issue in Cebu City. The children have a role to play...so Cebu City is clearly way ahead of everybody. If you can communicate your successes to other cities, I think we’ll have more children being protected,” Racelis further said.

The study was made to assess whether child-friendly cities initiatives of Unicef were reaching the poorest and most vulnerable children in the five cities.

During the presentation of the results, Etemadi also said the study showed that the cities of Cebu and Davao seem to do better in creating child-friendly cities than Metro Manila cities.

Quoting parts of the book, Etemadi said Cebu City takes the lead in terms of its performance in the nine building blocks of child friendly cities: engaging children as active participants in nation building and passing child-friendly laws, among others.

Although its programs for children were described to be outstanding, the children interviewed for the study sought improvements in their schools and communities.

“As in other child-friendly cities, two recommendations are most common among the children and communities-livelihood and income for unemployed parents and enough classrooms and facilities, including comfort rooms, for the school children,” added Etemadi.

Transco pledges sufficient power in Cebu ‘before and after’ summit

The National Transmission Corp. (Transco) said yesterday there will be sufficient power for the Asean summit in December.

Transco president Dr. Alan Ortiz said that to ensure stable power supply for Cebu, the state firm had transferred Power Barge 101 from Iloilo to Cebu.

The power barge, with a full capacity of 32 megawatts, is now docked beside the Muelle Osmeña wharf in Lapu-Lapu City.

“There will be more than sufficient power before and after the Asean summit,” Ortiz said in a press conference at the Waterfront Cebu City Hotel and Casino.

He said Transco has decided to bring the barge back to Cebu after completing repairs on the facility. Power Barge 101 was brought to Cebu in December 2004.

He said the local government in Iloilo had opposed the transfer but Cebu needs the facility more, especially with the Asean summit.

He said the barge will undergo the usual pre-trial and will most likely become operational either by the end of October or early November.

“But in the meantime, I haven’t heard of any report regarding insufficient supply, after that Leyte incident,” he said.

In another development, Ortiz said he has not received any order to replace him as Transco chief.

He said, thought, that he has heard rumors about his dismissal.

“Transco is doing very well, so my position has become very attractive,” he said. He added that talks that the Aboitizes were involved in his rumored dismissal from service “was one of the theories that (he) did not care to verify.”

“My (major) goal is to see through the (Transco) privatization. I don’t think (President Arroyo) would do that at this crucial stage (in the process),” he said.

Aside from divesting its sub-transmission assets, Transco is in the process of conducting a bidding for private participation in the operation and maintenance of its transmission facilities.

The bid is expected to be completed by December.

Capitol starts gathering signatures v. Sugbuak

The Cebu Provincial Government has begun its signature campaign intended to show that Cebuanos are against the bills seeking to create three more provinces out of Cebu.

Forms for the campaign have been distributed to different towns and booths were put up in the entrances of the Capitol building, where anyone who wants to sign is welcome.

Tarpaulins bearing strong opposition to the bills are being distributed in the towns and two of these are now hanging at the Capitol.

The Province wants to come up with two million signatures. A billboard will be put up in front of the Capitol building for the daily update on the number of signatures gathered.

The towns were also encouraged to put up booths in the municipal halls as well as in the barangay halls for the campaign.

Capitol is also coming up with advertising materials for national television, radio and print media on the Sugbuak issue.

These will project what it said was the overwhelming opposition of the Cebuanos on the three bills as well as the negative effects on Cebu and the country if these be passed.

Garcia said there is no need to convince the Cebuanos because they are obviously against the move.

She hopes the ads will send a message to the congressmen that Cebuanos do not want the province with “437 long and glorious history divided.”

“It is to bring attention to the united voice of the Cebuanos crying out in unison that would wish to remain one and undivided,” she said.

She is also calling to Cebuanos abroad to speak out and “let your voices be heard.”

Meanwhile, Garcia has sworn in Candido Kakilala as municipal councilor of Barili town.

There was a vacancy because one councilor had to move up to be the vice mayor after the death of then mayor Roberto Alquizola.

Former vice mayor Chuck Bong Nemeño is now the mayor.

He had promised Garcia that they will withdraw an earlier resolution supporting the Sugbuak bills.

The newly completed council also assured Garcia that they will soon come up with a resolution rejecting the Sugbuak bills.

Barili, which belongs to the third district, passed a resolution supporting the bills because Nemeño, who used to preside over the council, was affiliated with the opposition.

But he recently announced his alliance with the Garcias.

Cebu City ‘most child-friendly’

unhan na lang nato ang concerned nga tao diri, lol! the gutter pud needs to be improved. i have a pic about the road markers sinjin, i upload lang nako after work (11pm tonight), you can see in the pic na very clear ang road marker before the pedestrian lane, and it started to fade after the pedestrian marker, kay they are starting to retouch the road markings na, wa pa lang gyud sila kaabot beyond the pedestrian marker na makita nato sa pic.

Anyway, I also agree with the Cebu Capitol Grounds na himoon ang PDA, para dili mahalaan ang Manila nga imperial jod kaayo.

Did you see TV Patrol World yesterday that if this disaster won't be given action, the slick might spread from Guimaras Strait to the Visayan Sea and may affect the coasts of Masbate, Leyte and Bantayan Island?

^^ That's what I'm fearing of. Only 200,000 liters have been spilt and it already wrecked havoc in Guimaras and Panay Gulf. What more for the remaining 1.8 million liters still in the deep sea.

It'll destroy everything from environment to livelihood to tourism and lives.
It has been found in Northern Panay already, a few nautical miles from Bantayan and Masbate. Central Philippines is indeed in trouble.

Habagat is still the trend till October. I'm worried.
